  Jiří Pospíšil (PPE). – Paní předsedající, já jsem tento materiál také s radostí podpořil, protože už i včera se zde vedla debata o pozici malých a středních podniků v Evropě. Jejich pozice pro úspěšnost evropské ekonomiky je mimořádně důležitá a co já vím a znám z mé země, z České republiky, tak jedním z problémů pro malé a střední podniky je přístup ke kapitálu, přístup k penězům. Zvláště pokud chtějí podnikat v oblastech, které na první pohled nevypadají jako příliš výnosné, ale jsou třeba důležité, protože zachovávají nějaká tradiční řemesla nebo nějakou tradiční místní regionální výrobu.

Takže tento materiál, který se zabývá otázkami, jak usnadnit malým a středním podnikům přístup k získávání úvěrů a kapitálu, já považuji za mimořádně důležitý a kdyby se část peněz, které Evropská unie používá na podporu a rozvoj jednotlivých regionů v rámci své politiky soudržnosti, použila na podporu malých a středních podniků v oblasti úvěrování, bylo by to podle mého názoru správné.

I want to emphasise that we have one of the highest rejection rates for SME bank loan applications in Europe, and on that basis I welcome the views outlined by the rapporteur in this report. In particular, I note the approval of the non-banking finance recommendations that will provide alternatives to short-term financing options such as overdrafts, which often hinder sustainable development. Although banks are best positioned to provide tailored long-term financial assistance, the reality of the market necessitates an exploration of different means to meet financial needs. I think this initiative is timely and in the right direction, but I would also like to see further examination of the benefits of crowd-funding.

  Isabella Adinolfi (EFDD), per iscritto. ‒ Trattasi di una relazione di iniziativa volta ad analizzare diverse possibilità per incrementare il finanziamento alle PMI europee, considerata l’importanza nevralgica che rivestono nell'economia europea, sia attraverso il classico canale bancario che attraverso nuovi metodi alternativi. Anche se alcune parti, quali quelle sul finanziamento bancario e sulla cultura finanziaria, sono condivisibili, altre rappresentano un grosso rischio per le PMI e per i piccoli operatori in generale che finirebbero per confrontarsi con strumenti finanziari poco trasparenti e complessi. Si fa riferimento, nello specifico, all'Unione dei mercati capitali, alle cartolarizzazioni e alle politiche anticonvenzionali avviate dalla BCE dopo la crisi. Per tali motivi ho deciso di astenermi.

  Clara Eugenia Aguilera García (S&D), por escrito. ‒ Las pymes son un componente fundamental de la economía europea, y una palanca clave para la efectiva recuperación de la misma. Para que esto sea posible, la Unión debe apoyar a las pymes, prestando apoyo para su creación y crecimiento, garantizando su acceso al capital y su internacionalización. Por eso he dado mi voto favorable a este informe que recoge una lista detallada de medidas para impulsar las pymes europeas.

En la coyuntura actual, para poder seguir avanzando en el proyecto de integración europea en clave federal, y derrotar a los nacionalismos resurgentes que querrían condenar a Europa a repetir las pesadillas del pasado, la Unión necesita recuperar la confianza de amplios sectores de la sociedad, en particular el del conjunto de la clase trabajadora, incluyendo a los trabajadores precarios, y a los pequeños autónomos. Es imprescindible que la economía europea, donde las pymes desempeñan un papel esencial, crezca de manera sostenible y genere puestos de trabajo de calidad.

Este informe puede contribuir a lograr este objetivo, junto a una ampliación del Plan de Inversiones para Europa, el cual debe dotarse de nuevos recursos propios y de la capacidad de emitir deuda pública europea para poder doblar la financiación disponible.

  Tim Aker (EFDD), in writing. – Different legal systems, cultures, languages, country-specific credit risks and the potential for capital controls (as used in Greece and Cyprus) in the likely event of euro-break-up make Capital Markets Union a distraction from more pressing matters (such as planning for an orderly break-up of the euro).   Martina Anderson (GUE/NGL), in writing.I voted against this report. The report proposes that the best way to boost SMEs in the EU is by pushing forward with the Capital Markets Union, which will promote the shadow banking sector that played a fundamental role in causing the 2008 financial crash and economic crisis.

There are some positive calls in there for increasing SMEs’ access to credit from banks and EU funds, but the overall proposal is for the development of new financial vehicles based on securitisation and risk-sharing instruments, and this will supposedly solve the problem.

  Laima Liucija Andrikienė (PPE), in writing.I voted in favour of the report on access to finance for SMEs and increasing the diversity of SMEs’ funding in a Capital Markets Union. Small and medium-sized enterprises (SMEs) are a substantial part of the EU economy. Access to finance for SMEs has, therefore, been a long-standing theme on the policy agenda. Bank lending constitutes still the most important source of funding for the large majority of SMEs. Therefore, it is important to diversify the funding options for SMEs to allow for a wide range of choices.

I welcome the proposals made in the Capital Market Unions (CMU) Action Plan for connecting SMEs more effectively with a wide range of funding options and I support the initiative of the Commission to examine and assess barriers and obstacles for SMEs in tapping capital markets.

  Pascal Arimont (PPE), schriftlich. ‒ Kleine und mittlere Unternehmen (KMU) sowie Midcap-Unternehmen sind ein wesentlicher Bestandteil der Wirtschaft in der EU. Aus diesem Grund steht der Zugang von KMU zu Finanzmitteln bereits seit langer Zeit auf der politischen Agenda.

Während der Krise war der Zugang von KMU zu Finanzmitteln deutlich stärker eingeschränkt als der Zugang größerer Unternehmen. Dazu haben die große Abhängigkeit der KMU von Bankdarlehen und die durch die Krise ausgelöste Bereinigung des Darlehensbestands der Banken beigetragen. Aus diesem Grund ist die Diversifizierung der Finanzierungsmöglichkeiten für KMU eine der Prioritäten der Initiative für eine Kapitalmarktunion.

KMU müssen wettbewerbsfähig bleiben. Ich befürworte daher ausdrücklich einen erleichterten und günstigen Zugang zu alternativen Finanzierungsquellen. Aktuell sind viele KMU von Bankdarlehen abhängig. Dadurch, dass durch die Finanzkrise der Zugang zu solchen Darlehen wesentlich schwieriger geworden ist, ist es wichtig, dass kleine und mittlere Unternehmen einen besseren Zugang zu alternativen Finanzierungsquellen erhalten. Nur so kann ihre Investitionsfähigkeit auch weiterhin gewährleistet werden.

  Marie-Christine Arnautu (ENF), par écrit. ‒ Le constat de ce rapport est consensuel: les PME souffrent dans leur accès aux financements alors qu’elles sont un moteur essentiel de l’économie, les contraintes réglementaires pèsent plus particulièrement sur elles, il est nécessaire d’inclure la dimension PME dans l’ensemble des textes à portée économique.

On relève bon nombre de propositions pertinentes, comme la nécessité de règles adaptées pour que les marchés publics soient plus ouverts aux PME et aux micro-entreprises, le développement des banques locales ou encore le fléchage obligatoire de certains fonds de la BCE à la disposition des banques pour accorder des crédits aux PME.

Mais, comme toujours, il s’agit d’interpeller la Commission afin qu’elle agisse dans ce sens. Nous connaissons la proximité des institutions avec les grands lobbys industriels et bancaires, et on a peine à imaginer que l’essai soit transformé.

En définitive, sur le constat et sur un certain nombre d’objectifs, ce rapport ne fait que reprendre ce que nous réclamons depuis longtemps, mais il y a comme une erreur de casting quant à l’autorité choisie pour mener à bien un tel small business act. Je me suis donc abstenue sur ce bon texte qui n’aboutira à rien en raison des orientations de la Commission.

  Jonathan Arnott (EFDD), in writing. ‒ SMEs function best when they are subject to the minimum necessary regulation and the minimum necessary taxation. It is absurd to heavily tax and regulate them, then provide state subsidies to those deemed worthy. This completely misunderstands the free market; as a supporter of SMEs I cannot support this report.

  Jean Arthuis (ALDE), par écrit. ‒ J'ai voté en faveur de ce rapport car, comme le Parlement européen, j'ai toujours fait des PME la base indispensable de la création de l'emploi en Europe. Pour rappel, "les PME forment l'épine dorsale de l'économie de l'Union européenne et ont un énorme potentiel de création d'emplois, étant à l'origine de 85 % des nouveaux emplois; 20,7 millions de PME représentent plus de 67 % de l'emploi du secteur privé dans l'Union européenne, dont 30 % proviennent de microentreprises". Le Parlement estime également que "les PME sont les principaux moteurs de la croissance économique européenne à long terme et des possibilités de création d'emplois durables dans les 28 États membres".

  Zigmantas Balčytis (S&D), raštu. ‒ Balsavau už pranešimą dėl MVĮ galimybių gauti finansavimą ir MVĮ finansavimo įvairumo didinimo kapitalo rinkų sąjungoje. Krizės metu MVĮ galimybės gauti finansavimą buvo labiau apribotos nei didesnių įmonių galimybės. Prie to prisidėjo didelis MVĮ pasikliovimas bankų skolinimu ir krizės sukeltas bankų skolinimo apimties mažinimas. Todėl vykdant kapitalo rinkų sąjungos iniciatyvą vienu iš jos prioritetų tapo MVĮ finansavimo galimybių įvairinimas. Pritariu sudaryti geresnes sąlygas MVĮ naudotis įvairiomis finansavimo galimybėmis. Tačiau vis dar esama daug kliūčių MVĮ naudotis rinka grindžiamomis ir kitomis labiau novatoriškomis finansavimo priemonėmis. Todėl pritariu Komisijos iniciatyvai išnagrinėti ir įvertinti kliūtis MVĮ naudotis kapitalo rinkomis. Atlikus analizę būtų tinkamai ir laiku pašalintos įvairios ribojančios kliūtis.

  Zoltán Balczó (NI), írásban. ‒ A jelentés fontosnak tartja, hogy a kkv-k meg tudják érteni a külső finanszírozás bonyolult formáit, hasznát és kockázatait. Ezért a kkv-k pénzügyi műveltségének növelése előfeltétele a tőkepiaci kultúra megteremtésének, ahol a vállalkozók hajlandóak mérlegelni a tőkepiaci megoldások igénybevételét.

Véleményem szerint a tőkepiaci unióhoz hasonló kezdeményezések súlyosbítani fogják az európai kkv-k által tapasztalt problémákat, a finanszírozáshoz való hozzáférést. Ez azért van így, mert fokozzák a gazdaság pénzügyesítését, és ezzel csökkentik a makrogazdasági stabilitást és a növekedést. A kkv-k finanszírozásának javításához arra is szükség lenne, hogy a szabályozás megerősítésével a pénzügyi ágazat erejét megkurtítsák, és állami ellenőrzés alá vonják, illetve egyértelmű kapcsolatot teremtsenek a hitelezési tevékenység és a tényleges termelés között. A kkv-k tipikus szerepe a helyi igények kielégítése, a helyi gazdaságban való aktív részvétel. Ha valamely kkv ki akar lépni a nemzetközi piacra, azt is általában csak akkor teheti meg, ha a hazai piacon erős lábakon áll. Ehhez a pénzügyi biztonság is hozzá tartozik, amelyik olyan mértékben romlik, ahogy a pénzforrások távolodnak a munkavégzés helyszínéről. A kkv-k pénzügyi ellátását olyan helyi bankokkal lehet megoldani, amelyek célzottan a kisvállalkozásoknak hiteleznek és ismerik is a tevékenységüket, meg tudják ítélni a hitelezés kockázatát. Mivel a jelentés ezeket nem szorgalmazza, annak elfogadását elutasítottam.

  Hugues Bayet (S&D), par écrit. ‒ Je tiens en préambule à rappeler que les PME totalisent 67 % des emplois, 71,4 % de la hausse de l'emploi et 58 % de la valeur ajoutée du secteur non financier de l'Union européenne en 2014 et que 77 % des encours de financement des PME en Europe proviennent des banques. Cette question de l’accès des PME au financement ne peut donc être ignorée, il en va de la pérennité et du développement de l’emploi.

J’ai voté en faveur de ce rapport, car celui-ci invite la Commission à soutenir la mise au point d'une large gamme de programmes, d'instruments et d'initiatives visant à soutenir les PME dans leurs phases de lancement et de croissance, en tenant compte de leur spécificité et de leurs besoins de financement. Les députés invitent également la Commission à garantir les synergies entre les différents instruments et programmes européens en faveur des PME, à favoriser une approche globale pour la diffusion de l'information sur l'ensemble des possibilités de financement de l'Union et à rendre les financements plus attractifs pour les PME. À cet égard, il est également à souligner l'importance du développement des banques locales du fait de leurs relations de longue durée avec les PME.

  Brando Benifei (S&D), per iscritto. ‒ Sebbene ancora non definite univocamente dalla legislazione europea, le piccole e medie imprese costituiscono l'ossatura dell'economia del continente. Ad esse è attribuibile il 67% dell'occupazione totale, il 71,4% dell'aumento dell'occupazione e il 58% del valore aggiunto nel settore non finanziario dell'UE nel 2014. Sono dati importanti che obbligano le istituzioni a prestare particolare attenzione ai problemi che questi motori dell'economia europea possono incontrare. Una delle questioni più rilevanti è senza dubbio quella dell'accesso al credito. La relazione Karas, che oggi ho sostenuto, è un testo bilanciato che chiede di migliorare le possibilità di finanziamento pubblico e privato proposte alle PMI. Il settore dei servizi finanziari deve essere necessariamente diversificato, ben regolamentato e stabile e offrire un'ampia gamma di opzioni di finanziamento su misura con un buon rapporto costi-efficacia.

  Xabier Benito Ziluaga (GUE/NGL), por escrito. ‒ Hemos votado en contra de este informe acerca del acceso de financiación para las pequeñas y medianas empresas. Consideramos que la orientación que defiende, basada en la consolidación y expansión de la Unión de Mercados de Capitales, es errónea y perjudicial. En primer lugar, porque no está demostrado que la liberalización del acceso al mercado de capitales suponga en modo alguna un abaratamiento de los costes de financiación para PYMES. En segundo lugar, porque consideramos que yerra en su diagnóstico, ya que el acceso a la financiación no es hoy en día el principal problema de las PYMES sino más bien el bajo nivel de la demanda.

  Izaskun Bilbao Barandica (ALDE), por escrito. ‒ He apoyado este informe sobre el acceso de las pymes a la financiación y el aumento de la diversidad de la financiación de las pymes en una Unión de los Mercados de Capitales. Las pymes y las empresas de mediana capitalización constituyen una parte importante de la economía de la UE y, en este contexto, el acceso a la financiación es, y tiene que seguir siendo, un punto fundamental en la agenda política. Es importante que esa financiación se dé durante la totalidad del ciclo de vida de la pyme, donde la transferencia de las actividades constituye un paso importante para una empresa y donde se deben adoptar medidas adecuadas para apoyar a las pymes en la preparación de la transferencia de actividades que conlleva incentivos fiscales.

  Dominique Bilde (ENF), par écrit. ‒ Ce rapport d’initiative se veut une réflexion sur la manière d’améliorer le sort des PME dans l’Union. Il concerne l’accès des PME au financement et le renforcement de la diversité des financements aux PME dans une union des marchés de capitaux.

Je partage le constat que les PME souffrent dans leur accès aux financements alors qu’elles sont un moteur essentiel de l’économie et que des contraintes réglementaires pèsent plus particulièrement sur elles. Des propositions sont intéressantes (règles adaptées pour que les marchés publics soient plus ouverts aux PME et aux microentreprises, développement des banques locales ou encore fléchage obligatoire de certains fonds de la BCE à la disposition des banques pour accorder des crédits aux PME, etc.). Je doute néanmoins que la Commission aille dans ce sens vu sa proximité avec les lobbys industriels et bancaires.

Enfin, la solution consiste à faciliter les alternatives au crédit bancaire, c’est—à—dire les marchés financiers et les financements participatifs.

De bons constats, de bonnes idées mais pas de réelle volonté en fait, je me suis donc abstenue.

  José Blanco López (S&D), por escrito. ‒ He votado en favor de este informe de propia iniciativa que solicita un mejor acceso de las pymes a la financiación y el aumento de la diversidad de su financiación, asegurando que las pymes se van a beneficiar de la Unión de los Mercados de Capitales y en particular de la prestación de servicios financieros transfronterizos. Valoro además positivamente la propuesta de que el BCE abra líneas de crédito a la banca solamente dirigidas a las pymes.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šio pranešimo, nes juo Parlamentas pasisakė dėl MVĮ galimybių gauti finansavimą ir MVĮ finansavimo įvairumo didinimo kapitalo rinkų sąjungoje. Mikroįmonėms, mažosioms ir vidutinėms įmonėms bei vidutinės kapitalizacijos įmonėms Europos ekonomikoje tenka svarbus vaidmuo užtikrinant užimtumą ir augimą – 2014 m. ES ne finansų verslo sektoriuje MVĮ buvo įdarbinta 67 proc. visų darbuotojų, sukuriama 71,4 proc. naujų darbo vietų bei 58 proc. pridėtinės vertės. Šiuo metu Sąjungos teisės aktuose nėra pateikta bendros aiškios MVĮ apibrėžties, išskyrus pagal Apskaitos direktyvą nustatytas kategorijas „mažosios įmonės“ ir „vidutinės įmonės“. Europos MVĮ labai įvairios ir tarp jų esama daugybės mikroįmonių, neretai veiklą vykdančių tradiciniuose sektoriuose, taip pat vis daugiau naujų startuolių ir sparčiai augančių novatoriškų įmonių. Taikant šiuos verslo modelius susiduriama su skirtingomis problemomis ir todėl jų finansiniai poreikiai nevienodi.

  Biljana Borzan (S&D), napisan. ‒ Podržavam ovo uravnoteženo i dalekosežno izvješće kojim se poziva na mjere koje brane javne i privatne investicije, s posebnom pažnjom na mala i srednja poduzeća koja vode žene i manjine. Konkretno, ovo izvješće prati rad pokrenut od strane Komisije u 2015. te traži od Komisije da obrati posebnu pozornost na specifičnosti malih i srednjih poduzeća i osigura da prekogranične aktivnosti u području maloprodajnih financijskih usluga dovedu do boljeg pristupa financiranju za mala i srednja poduzeća.

  Marie-Christine Boutonnet (ENF), par écrit. ‒ Certes, ce rapport est plein de bonnes intentions à l’égard des PME mais il n’insiste pas assez sur le rôle des banques en la matière. Les orienter vers les marchés financiers n’est pas une mauvaise chose en soi, mais faire en sorte que les banques fassent leur travail est plus efficace.

  Renata Briano (S&D), per iscritto. ‒ Le piccole e medie imprese (PMI) e le imprese a media capitalizzazione rappresentano una parte significativa dell'economia dell'UE. L'accesso ai finanziamenti per le PMI è stato pertanto giustamente un tema a lungo presente nell'agenda politica. Rispetto alle aziende di maggiori dimensioni, per le PMI l'accesso ai finanziamenti è stato più difficile durante la crisi. A ciò hanno contribuito la forte dipendenza delle PMI dai prestiti bancari e la riduzione della leva finanziaria delle banche provocata dalla crisi. L'iniziativa in materia di Unione dei mercati dei capitali ha pertanto collocato la diversificazione delle modalità di finanziamento delle PMI in cima alle sue priorità.

La disomogeneità delle PMI nell'UE è considerevole: negli Stati membri ne esistono diversi tipi a seconda del modello commerciale, delle dimensioni, della fase di sviluppo, della struttura finanziaria e della forma giuridica. Inoltre, fattori specifici per paese, compreso il contesto economico, fattori strutturali come il quadro giuridico e le questioni culturali hanno una forte influenza sul fabbisogno di finanziamento e la disponibilità di opzioni di finanziamento: eppure esse rimangono il pilastro fondante dell'economia manifatturiera della UE, devono essere sostenute e l'integrazione delle fonti finanziarie non bancarie per le PMI è un passo fondamentale per permettere la loro sopravvivenza.

  Daniel Buda (PPE), în scris. – Întreprinderile mici și mijlocii, precum și întreprinderile cu o capitalizare medie joacă un rol important pentru economia europeană în ceea ce privește ocuparea forței de muncă și creșterea economică, în 2014 ele reprezentând 67 % din totalul locurilor de muncă, 71,4 % din creșterea ratei de ocupare a forței de muncă și 58 % din valoarea adăugată în sectorul întreprinderilor nefinanciare din UE.

Ținând cont de cifrele de mai sus, finanțarea IMM-urilor ar trebui să aibă o bază mai largă, pentru a asigura, astfel, accesul optim la finanțare al IMM-urilor în fiecare etapă a dezvoltării unei întreprinderi.

Din cauza diferențelor existente între statele membre și între regiuni în ceea ce privește condițiile de finanțare și nevoile IMM-urilor, acestea se confruntă cu o serie de provocări cum ar fi cantitatea și costul finanțării disponibile, volatilitatea economică, creșterea economică lentă și nu numai.

M-am declarat în favoarea acestui raport deoarece susțin necesitatea unui sector de servicii financiare diversificat, bine reglementat și stabil, care să ofere o gamă largă de opțiuni de finanțare adaptate și eficiente din punctul de vedere al costurilor, servind astfel cel mai bine nevoilor de finanțare a IMM-urilor.

Es imprescindible que la economía europea, donde las pymes desempeñan un papel esencial, crezca de manera sostenible y genere puestos de trabajo de calidad.

Este informe puede contribuir a lograr este objetivo, junto a una ampliación del Plan de Inversiones para Europa, el cual debe dotarse de nuevos recursos propios y de la capacidad de emitir deuda pública europea para poder doblar la financiación disponible

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore della relazione in questione perché reputo che le piccole e medie imprese (PMI), così come le imprese a media capitalizzazione, ricoprano un ruolo di considerevole rilievo per l'economia dell'UE. Rispetto alle aziende di maggiori dimensioni, le PMI, soprattutto nei periodi di crisi, riscontrano non poche difficoltà nell'accesso ai finanziamenti. Negli Stati membri esistono diverse tipologie di PMI. Esse variano a seconda del modello commerciale, delle dimensioni, della fase di sviluppo, della struttura finanziaria e della forma giuridica. Ritengo sia importante sostenere l'accesso ai finanziamenti per le PMI durante l'intero ciclo di vita. Occorre, pertanto, adottare misure concrete volte a sostenere le PMI anche nella fase preparatoria del trasferimento dell'impresa; ad esempio si potrebbero prendere in considerazione degli incentivi fiscali. Ad oggi, i prestiti bancari rappresentano, tuttavia, la principale fonte di finanziamento per le PMI. In linea con il relatore, sono favorevole alle proposte formulate nel piano d'azione relativo all'Unione dei mercati dei capitali. Tali proposte sono, infatti, atte a collegare meglio le PMI con un'importante gamma di opzioni di finanziamento.

The report proposes that the best way to boost SMEs in the EU is by pushing forward with the Capital Markets Union, which will promote the shadow banking sector that played a fundamental role in causing the 2008 financial crash and economic crisis.

There are some positive calls in there for increasing SMEs’ access to credit from banks and EU funds, but the overall proposal is for the development of new financial vehicles based on securitisation and risk-sharing instruments, and this will supposedly solve the problem.

  David Casa (PPE), in writing.I voted in favour of this report as I believe in the importance of finding ways to incentivise SMEs and support them, especially by facilitating their access to finance. Access to finance was made worse by the crisis. The Capital Markets Union (CMU) initiative made one of its priorities the diversification of funding options for SMEs in order to offer other options beyond bank lending. The report encourages SMEs to consider the potential of the single market for their financing needs. It also underlines the importance of the implementation of the Small Business Act.

  Fabio Massimo Castaldo (EFDD), per iscritto. ‒ La relazione analizza diverse possibilità per incrementare il finanziamento alle PMI, alcune di queste però non sono sostenibili perché rischiano di produrre proprio l'effetto contrario. Si sostiene infatti l'importanza della Unione dei mercati dei capitali che, attraverso una maggiore finanziarizzazione dell'economia, rappresenta un grosso rischio per le PMI e per i piccoli operatori che dovranno confrontarsi con strumenti finanziari poco trasparenti e complessi. Si raccomanda, inoltre, il ritorno alla cartolarizzazione, altro fattore di rischio per eccellenza. Questi strumenti non faranno altro che aggravare i problemi a cui fanno fronte le PMI oggigiorno, riducendo la stabilità finanziaria e, quindi, la crescita. Si avvalla il piano EFSI, nonostante la sua completa inefficienza. In ultimo, la relazione sostiene le politiche monetarie anticonvenzionali avviate dalla BCE dopo la crisi che, come l'evidenza ha già largamente dimostrato, si sono rivelate assolutamente inefficienti, se non addirittura dannose a causa di una eccessiva riduzione dei tassi e del livello dei prezzi. Per tali motivi ho deciso di astenermi.

  Caterina Chinnici (S&D), per iscritto. ‒ Le piccole e medie imprese (PMI), costituiscono una parte fondamentale dell'economia dell'Unione, poiché rappresentano il 99% di tutte le imprese dell'UE. Rispetto alle grandi aziende, per le PMI l'accesso ai finanziamenti è stato molto più difficile durante la crisi, specialmente a causa della loro forte dipendenza dai prestiti bancari e dalla riduzione della leva finanziaria delle banche. Le microimprese e le PMI della zona euro si sono improvvisamente trovate a far fronte a un ingiustificato inasprimento delle richieste di garanzie da parte delle banche. Ritengo sia necessario diversificare e migliorare le possibilità di finanziamento pubblico e privato proposte alle PMI, non limitando la loro scelta al settore bancario. Inoltre, credo che l’accesso al credito non debba essere circoscritto alla fase di avvio dell’impresa, bensì esteso durante tutto il suo ciclo di vita, per garantire un approccio strategico a lungo termine e un supporto nelle successive fasi di sviluppo. Ho apprezzato particolarmente, di questa relazione, l’attenzione posta sulle PMI gestite dalle donne e dai gruppi più vulnerabili, i quali affrontano maggiori ostacoli nell'accesso ai finanziamenti. Sta alla Commissione l'importante compito di individuare le barriere ingiustificate e qualsiasi forme di discriminazioni di cui sono vittime le PMI. Per questi motivi, ho votato a favore della risoluzione.

  Κώστας Χρυσόγονος (GUE/NGL), γραπτώς. ‒ Ψηφίσαμε ως προς την έκθεση σχετικά με την πρόσβαση των μικρομεσαίων επιχειρήσεων στη χρηματοδότηση, και την αύξηση της πολυμορφίας στη χρηματοδότηση των μικρομεσαίων επιχειρήσεων στο πλαίσιο μιας Ένωσης Κεφαλαιαγορών. Παρότι η αναζήτηση των αιτιών που οδηγούν στις δυσκολίες χρηματοδότησης μικρομεσαίων επιχειρήσεων αποτελεί μια θετική προσπάθεια, η έκθεση αυτή εστιάζει κυρίως στην ενίσχυση συντηρητικών προσεγγίσεων που ουσιαστικά δεν διαφυλάσσουν τα συμφέροντα μικρών επιχειρήσεων ή των εργαζομένων τους. Για αυτό τον λόγο ψήφισα αρνητικά.

  Alberto Cirio (PPE), per iscritto. ‒ Considerando che le PMI costituiscono una parte fondamentale del tessuto industriale italiano, trattandosi di ben più di 137 000 attività con un volume d'affari oltre gli 800 miliardi e con almeno 3,9 milioni di addetti, non posso che accogliere con favore la relazione presentata dal collega Karas. La perdurante crisi sta fiaccando l'accesso ottimale al credito, pertanto è inderogabile l'istituzione di un quadro normativo adeguato alle diverse esigenze di finanziamento per le PMI dal momento che queste stesse sono per loro natura disomogenee. In accordo con quanto previsto dalla relazione, si provvederà ad agevolare l'attività bancaria a vocazione regionale e locale, essendo la più adattabile alle specifiche esigenze delle PMI. Inoltre si intende implementare il ricorso a fonti non bancarie tramite una migliore alfabetizzazione finanziaria delle imprese stesse (per una visione complessiva e nitida della reddittività e della rischiosità) e l'accrescimento di sistemi più innovativi quali il crowdfunding e i prestiti peer-to-peer. In virtù di quanto esposto, la Commissione si impegnerà a redigere una relazione annuale delineando lo stato delle iniziative di attuazione e il relativo impatto sull'accesso al credito, affiancandovi incisive strategie di crescita.

  Carlos Coelho (PPE), por escrito. ‒ A economia da União Europeia tem nas pequenas e médias empresas (PME) um pilar fundamental: representam uma percentagem esmagadora do número total de empresas, cerca de dois terços dos trabalhadores e mais de metade do valor acrescentado.

Entendo que a UE deve procurar ultrapassar as dificuldades da heterogeneidade dos tipos de PME e das diferentes circunstâncias nacionais de ambiente económico ou quadro jurídico. Nesse sentido, considerando que o crédito bancário é a principal fonte de financiamento das PME e que a sua diminuição, motivada pela crise, teve um impacto significativo no tecido empresarial europeu, defendo que a União dos Mercados de Capitais em perspetiva deve tomar as PME como vetor prioritário da sua afirmação.

Acompanho a preocupação de equilíbrio entre a estabilidade do setor bancário e o apoio às PME, pelo que entendo que, no quadro das novas regras para o setor bancário, sejam tidas em conta as necessidades de financiamento destas.

Partilho, igualmente, o entendimento de que é necessário promover uma literacia financeira para os empresários e investidores: no caso dos primeiros, no sentido de sensibilizar para formas não bancárias de financiamento, junto dos mercados de capitais; no caso dos segundos, no sentido de aumentar a confiança no investimento.

Pelo exposto, apoio o relatório.

  Therese Comodini Cachia (PPE), in writing. – We should ensure proportionality as regards the early repayment of loans across the EU, with measures such as a cap to limit costs for SMEs and more transparency in contracts for SMEs. There are country-specific factors, including structural factors such as the legal framework and cultural issues, which influence financing needs and the availability of funding options, and these have a direct impact on their operability.

I agree with the report on the importance of transparent, standardised financing information for banks, investors, supervisors and other stakeholders, so that risk profiles can be understood and informed decisions taken, and to reduce financing costs. The creation of a European database, collecting information on business strategies and the financing needs of SMEs, in which they could voluntarily enter their data and which would keep them up to date, could be a step in the right direction.

Furthermore, by simplifying rules on support for start-ups, micro enterprises and SMEs, and by improving the EU business environment, we can further assist the contribution made by SMEs to a Capital Markets Union.

  Javier Couso Permuy (GUE/NGL), por escrito. ‒ He votado en contra de este informe debido a que las propuestas que plantean no solucionaran el problema de acceso a la financiación de las Pequeñas y Medianas Empresas, sino que las expondrá más a los riesgos de la especulación financiera. Este informe señala la problemática que sufre la PYME europea en el acceso al crédito, sin embargo, en lugar de proponer un sistema bancario minorista sano que permita financiar a este tipo de empresas que suponen la columna vertebral de la economía europea, plantea que la solución debe ser la Unión del Mercado de Capitales. Esta propuesta no hará más que elevar el riesgo soportado por las PYMES dependientes de complejos productos financieros de carácter especulativo. Es porque este informe no propone soluciones para las PYMES sino para el capital financiero por lo que he decidido votar en contra del presente informe.

  Andrea Cozzolino (S&D), per iscritto. ‒ Le sfide cui le micro, piccole e medie imprese si trovano a far fronte nell'UE, per quanto riguarda le condizioni di finanziamento, la quantità e il costo dei finanziamenti disponibili, sono influenzate da fattori specifici legate sia alle PMI ma anche ai paesi e alle regioni in cui queste sono stabilite, comprese l'instabilità economica, una crescita lenta e una maggiore fragilità finanziaria. Risulta pertanto necessario diversificare e migliorare le possibilità di finanziamento pubblico e privato proposte alle PMI che non devono limitarsi alla fase di avvio, ma continuare durante tutto il loro ciclo di vita, e occorre altresì un approccio strategico a lungo termine per garantire il credito alle imprese e che tenga conto della diversità delle imprese per dimensioni, settori in cui operano, volumi d'affari. Nella risoluzione del Parlamento europeo che ho votato in favore, si chiede alla Commissione e gli Stati membri a sostenere le PMI in tale processo, anche nei primi anni di attività. Inoltre, la Commissione è chiamata a verificare gli strumenti esistenti, come i Fondi strutturali e altri programmi pertinenti, per valutare l'adeguatezza del sostegno finanziario fornito alle PMI in relazione agli obiettivi stabiliti.

  Andi Cristea (S&D), în scris. ‒ Întreprinderile mici și mijlocii reprezintă o parte substanțială a economiei UE. Accesul IMM-urilor la finanțare a reprezentat o constrângere mai mare în timpul crizei decât cel al întreprinderilor mai mari, cu toate că aceste întreprinderi sunt dependente de împrumuturi bancare care reprezintă pentru ele cea mai importantă sursă de finanțare. Este important ca IMM-urile să dispună de cunoștințe aprofundate cu privire la sursele de finanțare complementare bazate pe piață.

Am votat pentru un sector de servicii financiare diversificat, bine reglementat și stabil, care oferă o gamă largă de opțiuni de finanțare adaptate și eficiente din punctul de vedere al costurilor. Având în vedere rata ridicată a șomajului în rândul tinerilor, încurajarea dezvoltării spiritului antreprenorial al generațiilor mai tinere reprezintă o soluție viabilă în soluționarea acestei crize.

I strongly agree that SMEs need diverse and improved public and private funding which does not stop at start-up phase but also assists them throughout their lifecycle. I also agree that the Commission needs to assess the review of the Late Payment Directive, with the introduction of specific measures aimed at easing payments for SMEs. This report calls for measures to defend public and private investments, alternative financing tools and also special attention to SMEs run by women and minorities.   Rosa D'Amato (EFDD), per iscritto. ‒ La relazione sull'accesso al credito per le PMI nell'Unione dei mercati dei capitali punta sulla promozione della cultura del rischio e dei mercati dei capitali. Il testo insiste sulla necessaria educazione finanziaria delle PMI quale presupposto per aumentare la concessione di prestiti bancari e per estendere l'utilizzo e l'accettazione delle soluzioni proposte dai mercati dei capitali. Non è con il rischio e con prodotti di ingegneria finanziaria che migliorerà la situazione delle micro, piccole e medie imprese europee. Bisognerebbe invece evitare ogni forma di azzardo morale e creare un settore bancario sicuro per poter garantire la relazione bancaria tradizionale come principale risorsa di approvvigionamento creditizio per le PMI, evitando di favorire le banche di investimento tramite lo strumento delle cartolarizzazioni. Non nascondo infine tutta la mia perplessità per quanto riguarda l'Unione dei mercati dei capitali, la quale, pur proponendosi di aumentare il ventaglio di possibilità di accesso al credito per cittadini e imprese migliorando e omogeneizzando la loro inclusione finanziaria, espone a un incremento concreto del rischio dell'intero sistema creditizio e dei capitali, puntando sulla finanziarizzazione dell'economia e danneggiando, soprattutto nel medio e lungo periodo, i risparmiatori. Per i motivi esposti, il mio voto è dunque di astensione.

Nous devons défendre avec force la mise en place de mesures favorisant l’accès au financement des PME et le renforcement de la diversité de leurs financements dans une union des marchés de capitaux. Il est indispensable de dynamiser la croissance et l’innovation en encourageant l’esprit d’entreprenariat et la prise de risques par un accès à des financements adaptés à l’évolution de l’entreprise. Aussi, nous devons notamment renforcer les systèmes bancaires en Europe pour leurs permettre de répondre aux besoins de financements de ces entreprises.

  Mireille D'Ornano (ENF), par écrit. ‒ S’il est nécessaire d’aider les PME, acteurs incontournables de l’économie, dans leur accès aux financements, et limiter les contraintes réglementaires qui pèsent sur elles, ce n’est pas des institutions européennes, responsables en grande partie de la situation, que viendra la solution.

En effet, nous connaissons la proximité des institutions avec les grands lobbys industriels et bancaires. Une meilleure ouverture des marchés publics aux PME est certes louable, tout comme le développement des banques locales ou encore le fléchage obligatoire de certains fonds de la BCE à la disposition des banques pour accorder des crédits aux PME.

Toutefois, la solution proposée par l’union des marchés de capitaux, qui consiste à faciliter les alternatives au crédit bancaire, c’est-à-dire les marchés financiers et les financements participatifs, a des inconvénients. Il en découle une financiarisation accrue de l’économie, sensible aux cycles et coûteuse, au détriment de relations stables entre une banque et son client.

Des politiques qui reposent sur la demande, via notamment la hausse des salaires ou la baisse des charges, ou encore sur la préférence nationale, produiraient plus certainement leurs effets pour le tissu des PME. Aussi me suis-je abstenue sur ce texte.

  Ангел Джамбазки (ECR), в писмена форма. ‒ Подкрепих доклада по собствена инициатива на Комисията по икономически и парични въпроси относно състоянието на малките и средни предприятия в Европа. Докладът обръща внимание на опасности, с които МСП е трябвало да се справят, но същевременно набляга и на потенциалните ползи за тях. Докладът на колегата Карас също така набляга на нуждата за административни и данъчни облекчения полза на МСП. Подкрепям мнението му, че такива облекчения биха допринесли за развитието им. Важна част от процеса на това развитие също така е и повишаването на информираността на самите МСП по отношение на наличните източници на финансиране.

O acesso das PME ao financiamento é, pois, uma questão que há muito figura na agenda política. A variedade de PME na UE é considerável. Os diferentes Estados-Membros apresentam diferentes tipos de PME, consoante o modelo de negócio, a dimensão, a fase de desenvolvimento, a estrutura financeira e a forma jurídica. É importante apoiar o acesso das PME ao financiamento durante todo o seu ciclo de vida, bem como aumentar o conhecimento das PME sobre as fontes complementares de financiamento que assentam no mercado.

Difatti, rispetto alle aziende di maggiori dimensioni, per le PMI l'accesso ai finanziamenti è stato più difficile durante la crisi. A ciò hanno contribuito la forte dipendenza dai prestiti bancari e la riduzione della leva finanziaria delle banche provocata dalla crisi. L'iniziativa in materia di Unione dei mercati dei capitali ha, pertanto, collocato la diversificazione delle modalità di finanziamento delle PMI in cima alle sue priorità.

  Λάμπρος Φουντούλης (NI), γραπτώς. ‒ Καταψηφίζω την έκθεση σχετικά με την πρόσβαση των ΜΜΕ στη χρηματοδότηση και την αύξηση της πολυμορφίας στη χρηματοδότηση των ΜΜΕ στο πλαίσιο μιας Ένωσης Κεφαλαιαγορών καθώς τέτοιες πρωτοβουλίες όπως η Ένωση των Κεφαλαιαγορών θα επιδεινώσουν τα προβλήματα που αντιμετωπίζουν οι ευρωπαϊκές ΜΜΕ.

Οι ΜΜΕ, λόγω του μεγέθους τους, πλήττονται δυσανάλογα από τις συνέπειες της οικονομικής αστάθειας και της ύφεσης και είναι ήδη ιδιαίτερα εκτεθειμένες στην ισχύ των ολιγοπωλίων που ελέγχουν την παραγωγή και την πίστωση.

  Doru-Claudian Frunzulică (S&D), in writing. ‒ I support this balanced and far-reaching report, due to the proposed measures that defend public and private investments, alternative financing tools and special attention to SMEs run by women and minorities. I agree that we should encourage SMEs to consider the whole EU as their home market and to use the potential of the single market for their financing needs. We need to ensure coordination, consistency and synergies between European instruments and programmes for SMEs such as the European Structural and Investment Funds. It is also essential to promote a holistic approach to the dissemination of information on all EU funding opportunities by encouraging the Member States, the EIB and national promotional banks, in this context, to provide information on financing options and loan guarantee schemes. The report points out very well the financial problems suffered by SMEs and the situation of uncertainty experienced by suppliers generated by late payments by larger companies, public institutions and authorities, and thus I believe that the Commission should, during the review of the Late Payment Directive, assess the introduction of specific measures to simplify the payment procedure.

Para que esto sea posible, la Unión debe apoyar a las Pymes, prestando apoyo para su creación y crecimiento, garantizando su acceso al capital y su internacionalización. Por eso he dado mi voto favorable a este informe que recoge una lista detallada de medidas para impulsar las Pymes europeas.

En la coyuntura actual, para poder seguir avanzando en el proyecto de integración europea en clave federal, y derrotar a los nacionalismos resurgentes que querrían condenar a Europa a repetir las pesadillas del pasado, la Unión necesita recuperar la confianza de amplios sectores de la sociedad, en particular el del conjunto de la clase trabajadora, incluyendo a los trabajadores precarios, y a los pequeños autónomos. Es imprescindible que la economía europea, donde las Pymes desempeñan un papel esencial, crezca de manera sostenible y genere puestos de trabajo de calidad.

  Elena Gentile (S&D), per iscritto. ‒ Ho convintamente votato a favore della risoluzione del PE sull'accesso al credito per le PMI e rafforzamento della diversità del finanziamento alle PMI nell'Unione dei mercati dei capitali, perché ritengo che le microimprese e le PMI e le imprese a media capitalizzazione costituiscano il perno dell'economia europea, particolarmente in Italia, in termini di crescita e occupazione. Tuttavia, non esiste una definizione unica e specifica di PMI, inoltre esse costituiscono un mondo molto variegato basato su modelli d'impresa che affrontano problemi diversi, con conseguenti esigenze finanziarie differenti. Nell'UE il finanziamento delle PMI poggia per il 77 % sul credito bancario, una percentuale molto elevata, per le microimprese esso costituisce ancora oggi l'unica fonte di accesso possibile al credito. In considerazione di ciò si ritiene fondamentale, in fase di revisione della CRD4, il mantenimento del fattore di sostegno alle PMI, introdotto per salvaguardare l'accesso al credito. Nel contempo ritengo necessario diversificare e migliorare le possibilità di finanziamento pubblico e privato proposte alle PMI durante tutto il ciclo di vita secondo un approccio strategico di lungo termine. Le PMI devono essere incoraggiate ad avere una visione europea e a considerare l'UE come loro campo di azione. Gli Stati membri devono ridurre le barriere amministrative.

Consideramos que la orientación que defiende, basada en la consolidación y expansión de la Unión de Mercados de Capitales, es errónea y perjudicial. En primer lugar, porque no está demostrado que la liberalización del acceso al mercado de capitales suponga en modo alguna un abaratamiento de los costes de financiación para PYMES. En segundo lugar, porque consideramos que yerra en su diagnóstico, ya que el acceso a la financiación no es hoy en día el principal problema de las PYMES sino más bien el bajo nivel de la demanda.

  Maria Grapini (S&D), în scris. ‒ Am votat acest raport, deoarece sunt Co-președintele Intergrupului pentru IMM-uri din Parlamentul European și fost Ministru delegat pentru IMM-uri, Mediu de Afaceri și Turism în țara mea, dar și datorită faptului că am lucrat în economia reală ca IMM, motiv pentru care cunosc dificultățile cu care se confruntă acestea. Astfel, raportul Karas cere Comisiei susținerea în mod concret a IMM-urilor, deoarece acestea au suferit constrângeri considerabile în privința finanțării, comparativ cu întreprinderile mai mari. Întrucât există o diversitate mare între tipurile de IMM-uri europene, este nevoie de diversitate și în ceea ce privește opțiunile de finanțare, iar această inițiativă este prioritară pentru uniunea piețelor de capital. Totodată, este esențial ca IMM-urile să dispună de un mai bun capital de cunoștințe cu privire la costurile, beneficiile și riscurile asociate cu modalitățile de finanțare, cu scopul de a crea o cultură a piețelor de capital. Este nevoie de un sistem de finanțare simplu și armonizat, care asigură condiții echitabile pentru toate întreprinderile și care reprezintă cea mai bună modalitate de a asigura dezvoltarea IMM-urilor.

  Τάκης Χατζηγεωργίου (GUE/NGL), γραπτώς. – Καταψηφίσαμε την έκθεση σχετικά με την πρόσβαση των ΜΜΕ στη χρηματοδότηση, και την αύξηση της πολυμορφίας στη χρηματοδότηση των ΜΜΕ στο πλαίσιο μιας Ένωσης Κεφαλαιαγορών αφού η άποψη της Ομάδας μας είναι ότι το χρηματοπιστωτικό σύστημα και ειδικά το έργο της Τραπεζικής Ένωσης και του CMU δημιουργεί νέα εμπόδια για τις ΜΜΕ να αποκτήσουν πρόσβαση σε χρηματοδότηση για τις δραστηριότητές τους. Επιπρόσθετα η αυξημένη οικονομική ευθραυστότητα των ΜΜΕ οφείλεται στην πτώση των πωλήσεων τους σαν αποτέλεσμα των πολιτικών λιτότητας που επιβάλλονται σε όλη την Ευρώπη. Επομένως, η πρόσβαση σε χρηματοδότηση δεν είναι ο πυρήνας του προβλήματος και η πρόταση του CMU δεν θα λύσει κανένα από τα προβλήματα των ΜΜΕ. Αντιθέτως, θα μεταφέρει τον κίνδυνο των επενδύσεων από το χρηματοπιστωτικό σύστημα προς τις μικρομεσαίες επιχειρήσεις, επιτρέποντας κερδοσκόπους επενδυτές να επωφεληθούν από την τραγική κατάσταση των ευρωπαϊκών ΜΜΕ.

In the past five years, they have created around 85% of new jobs and provided two-thirds of the total private sector employment in the EU.

SMEs and entrepreneurship are key to ensuring economic growth, innovation, job creation and social integration in the EU. Accordingly, finance for SMEs has been a long-standing theme on the policy agenda. I voted in favour of this report, which supports the proposals made in the CMU Action Plan for better connecting SMEs with a wide range of funding options, and asks the Commission to initiate a thorough analysis of obstacles to SMEs’ tapping capital markets and to address these barriers in a timely manner.

  Hans-Olaf Henkel (ECR), schriftlich. ‒ Der Bericht Karas nimmt Stellung zur optimalen Nutzung des Potenzials kleiner und mittlerer Unternehmen (KMU) zur Schaffung von Arbeitsplätzen. KMU stellen etwa zwei Drittel der Arbeitsplätze in der Privatwirtschaft bereit. Um das Potential zur Schaffung von Arbeitsplätzen noch weiter zu stärken, sollten KMU im Fokus der Ausgestaltung der EU-Unternehmenspolitik stehen. Der Bericht hebt hervor, dass eine Verringerung des Verwaltungs- und Regelungsaufwandes wie auch eine Verbesserung der Qualität der Rechtssetzung und Rechtsdurchsetzung KMU entlasten sollten. Darüber hinaus wird im Bericht betont, dass faire Wettbewerbsbedingungen für KMU im Vergleich mit Großunternehmen geschaffen werden. Kleine und lokale Unternehmen werden in überregulierten und bürokratischen Verwaltungssystemen besonders benachteiligt. Es sind Maßnahmen notwendig, um Marktnachteile von KMU so einzuschränken, dass ihr Beschäftigungspotenzial erheblich gesteigert wird. Ich halte den Bericht insgesamt für sehr ausgewogen und habe ihm deshalb zugestimmt. Im Übrigen bin ich der Meinung, dass der Einheitseuro abgeschafft werden muss. Er führt zu Zwietracht und Zwist in Europa.

Upravo o diversifikaciji mogućnosti financiranja za mala i srednja poduzeća govori i ovo izvješće koje sam podržao kako bi se povećale mogućnosti financiranja MSP-a, te kako bi to postao jedan od prioriteta inicijative za stvaranje unije tržišta kapitala.

It is therefore important that we propose concrete ways to improve their access to finance. The regulatory framework should incentivise companies to grow, and access to diversity in funding is important.   Εύα Καϊλή (S&D), γραπτώς. ‒ Οι μικρές και μεσαίες επιχειρήσεις αποτελούν την ραχοκοκαλιά της ευρωπαϊκής οικονομίας, που ωστόσο υπέστησαν τους μεγαλύτερους περιορισμούς χρηματοδότησης κατά την περίοδο κρίσης. Αυτοί οι περιορισμοί υπήρξαν μεγαλύτεροι στις χώρες των οποίων τα τραπεζικά συστήματα υπέστησαν εντονότερη πίεση, κυρίως στη περιφέρεια. Το νέο εργαλείο της Ένωσης των Κεφαλαιαγορών υπάρχει για να μειώσει την χρηματοδοτική εξάρτηση από τις τράπεζες αλλά σε καμία περίπτωση δεν πρόκειται να επιτύχει αν δεν δημιουργήσει δυναμικές σχέσεις και δεσμούς μεταξύ των ΜΜΕ και εναλλακτικών φορέων χρηματοδότησης. Αυτή τη στιγμή δεν υπάρχουν προφανείς διασυνδέσεις κάτι που πρέπει να αποκατασταθεί αν δεν θέλουμε να εκτεθεί το παραγωγικό μοντέλο των ΜΜΕ σε μεγαλύτερους κινδύνους, ειδικά στα κράτη της περιφέρειας. Είναι ένα σημείο στο οποίο ο αρμόδιος Επίτροπος θα πρέπει να δώσει ιδιαίτερη έμφαση.

  Béla Kovács (NI), írásban. – Közgazdászként és nemzetközi tapasztalataim alapján is azt kell mondanom, hogy az anyag szakbizottsági vitája során kialakult kisebbségi különvéleményt kell korrektnek tekinteni. Az európai kkv-k problémáit a finanszírozáshoz való hozzáférés terén súlyosbítani fogják a tőkepiaci unióhoz hasonló kezdeményezések, mert fokozzák a gazdaság pénzügyiesítését, ezáltal csökkentik a makrogazdasági stabilitást és a növekedést, illetve mert a mikrogazdasági kockázatokat áthárítják a nagy pénzügyi szereplőkről a kkv-kra, amelyek így az egyre bonyolultabb és átláthatatlanabb pénzügyi eszközöktől válnak függővé.

Általános kiutat az jelenthet, ha a banki közintézmények és a szabályozás megerősítésével állami ellenőrzés alá vonják a pénzügyi szektort, illetve egyértelmű kapcsolatot teremtenek a hitelezési tevékenység és a tényleges termelés között. A kkv-k szegmense a helyi igények kielégítése, finanszírozásukat leginkább olyan helyi bankokkal lehet megoldani, amelyek a kisvállalkozásoknak hiteleznek és ismerik is a tevékenységüket, így meg tudják ítélni a hitelezés kockázatát. Ha valamely kkv ki akar lépni a nemzetközi piacra, azt általában csak akkor teheti meg, ha a hazai piacon erős lábakon áll. A pénzügyi biztonsága olyan mértékben romlik, ahogy a pénzforrások távolodnak a munkavégzés helyszínéről.

  Андрей Ковачев (PPE), в писмена форма. ‒ Подкрепям доклада за достъпа до финансиране за МСП и увеличаване на разнообразието на финансирането за МСП в рамките на съюз на капиталовите пазари. Предприятията от малък и среден размер са основополагащи за европейската икономика. Достъпът до финансиране за тях остава важен въпрос.

Подкрепям предложенията за подобряването на условията за отпускане на средства в помощ на бизнеса. В доклада се отбелязва, че банковото кредитиране все още е най-важният източник на финансиране за МСП (77%) , но той също трябва да бъде подобрен.

Подкрепям призива към Комисията да проучи възможността да въведе програми за „финансиране за отпускане на заеми“, които биха предоставили на банките средства от ЕЦБ с единствената цел да отпускат кредити на МСП, както и да оцени възможностите за разработване на нови инициативи за привличане на инвестиции.

Не на последно място, трябва да се намерят най-ефективните небанкови източници на финансиране за МСП. Необходимо е увеличаване на културата на поемане на риск и на ползване на капиталовия пазар, потенциала на новите иновативни финансови технологии и стимулиране на иновациите чрез платформи за кредитиране.

  Giovanni La Via (PPE), per iscritto. – Le piccole e medie imprese (PMI) e le imprese a media capitalizzazione sono una parte essenziale dell'economia dell'Unione e sono state, per diversi anni, al centro dell'agenda politica. Pur non di meno, l'accesso ai finanziamenti per le PMI è stato problematico durante la crisi, ed ha fatto sì che le imprese dipendessero da prestiti bancari. Inoltre, sono presenti molte differenze fra le PMI dell'UE. Infatti, a seconda dello Stato e del contesto economico e culturale, esse cambiano nella struttura, nella dimensione, e nella forma giuridica, richiedendo a loro volta opzioni di finanziamento differenti. È per queste ragioni che ci poniamo l'obiettivo di diversificare le modalità di finanziamento delle PMI, elaborando misure strategiche adeguate per ogni situazione. La relazione chiede, dunque, alla Commissione di presentare una relazione annuale sullo stato delle iniziative di attuazione con i risultati avuti sulle PMI e le relative raccomandazioni.

Aunque se inclina por seguir fomentando el canal crediticio bancario para la financiación de las pymes, apoya las medidas que puedan adoptarse encaminadas a mejorar su eficacia.

Considero que es importante diversificar las opciones de financiación de las pymes a fin de permitir la mejora de su conexión con otras opciones de financiación.

Algunos de los elementos clave reflejados en el informe son la mejora de la disponibilidad pública de la información financiera sobre las pymes, la reactivación del mercado de titulizaciones, la simplificación de la cotización en Bolsa, la microfinanciación colectiva o los préstamos inter pares.

Además, considero que debemos luchar por un sistema impositivo justo y simple, que garantice la igualdad de condiciones a todas las empresas, ya que esta es la mejor manera de garantizar el desarrollo de las pymes.

Dada la importancia de las pymes, tanto como creadoras de puestos de trabajo como por constituir una parte fundamental del tejido industrial y económico de la UE, doy mi apoyo a la aprobación de este informe.

Nesouhlasím s výzvou Komisi, aby zavedla „programy financování pro účely půjček, které by bankám umožňovaly čerpat prostředky ECB za výhradním účelem jejich půjčování malým a středním podnikům“. Ani Komise ani Evropská centrální banka by se podle mě neměly starat o komerční úvěry. Nesouhlasím ani s tím, aby Komise stanovila koeficient, který by zvýhodňoval banky při poskytování úvěrů malým oproti velkým firmám. Komise nemá bankám mluvit do strategie rozložení rizika.

Bank loans constitute the main source of external funding for corporations in the majority of Member States. Companies in southern and eastern Europe are most reliant on banks loans. The global financial crisis has left a large private-sector debt overhang, and high levels of non-performing loans (NPLs), in several European countries. SMEs across the EU thus face many difficulties in obtaining bank loans, as the result of differences in terms and conditions for loans or credit in the EU.

Tijekom krize pristup financiranju za MSP-ove bio je ograničen, a to je pridonijelo njihovom oslanjanju na bankovne zajmove. Izvješće naglašava diversifikaciju mogućnosti financiranja za MSP-ove kao jedan od prioriteta inicijative za stvaranje unije tržišta kapitala.

Države članice imaju različite vrste MSP-ova, ovisno o njihovu poslovnom modelu, veličini, fazi razvoja, financijskoj strukturi i pravnom obliku, a različito gospodarsko okruženje i strukturni čimbenici u državama članicama snažno utječu na financijske potrebe i raspoloživost mogućnosti financiranja. Upravo te višestruke čimbenike koji su različiti u pojedinim državama članicama potrebno je uzeti u obzir pri osmišljavanju odgovarajućih mjera politike kojima je cilj diversifikacija mogućnosti financiranja za MSP-ove.

Važno je podržati pristup financiranju za MSP-ove tijekom njihova cijelog životnog vijeka i potrebno je poduzeti odgovarajuće mjere kako bi im se pružila podrška u pripremi za prijenos poslovanja. Rješavanje i poticanje kanala bankovnih zajmova najučinkovitiji je način osiguravanja i poboljšanja pristupa financiranju za MSP-ove, stoga sam podržala ovo izvješće.

  Vladimír Maňka (S&D), písomne ‒ Finančná kríza ovplyvnila prístup malých a stredných podnikov k financovaniu ich činnosti. Problémy financovania sa zvlášť dotýkajú podnikania v oblasti kultúrnych a tvorivých odvetví, ktoré plnia významnú úlohu pri prekonávaní regionálnych rozdielov a vytváraní medziregionálnej spolupráce, ich financovanie je však problematické.

Pokiaľ majú MSP ako hybný motor hospodárstva zohrať hlavnú úlohu pri rozvoji a zvyšovaní zamestnanosti, musí aj bankový a finančný sektor aktívnejšie pristupovať k poskytovaniu finančnej pomoci. Preto pokladám za dôležité, aby Komisia v spolupráci s členskými štátmi preskúmala všetky vhodné možnosti financovania investícií do podnikania MSP vrátane poskytovania štátnej pomoci, ktorá nenarúša hospodársku súťaž. Uľahčenie prístupu k finančným prostriedkom pomôže vyrovnávať rozdiely medzi MSP v jednotlivých krajinách a naštartovať rast zamestnanosti.

That justified my vote in favour of it. On the other hand, I agree with the rapporteur who underlines that a simple and fair taxation system is the best way to ensure the development of SMEs. On a different note, the use of new and innovative technologies that could provide new funding opportunities for SMEs, if it is proven to be effective, is encouraged.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. ‒ Ce rapport se penche sur les problèmes d'accès aux financements des petites et moyennes entreprises (PME).

En effet, les PME, fortement dépendantes des prêts bancaires, ont été impactées par la contraction du crédit par des banques qui ne font plus leur travail de financement de l'économie productive. Plutôt que de s'interroger sur l'échec de la Banque centrale dans son refinancement aveugle des grandes banques, il s'agit ici de permettre aux PME d'accéder aux marchés financiers comme principale source de financement.

Pour se faire, l'UE met en place une union des marchés des capitaux, qui rassemble les initiatives développant les prêts non bancaires (le «shadow banking») qui fragilisent davantage le système financier. Et la solution favorisée par le rapport est celle de la titrisation «simple, transparente et standardisée», c'est-à-dire la transformation des actifs financiers (créance, prêt, facture non soldée) en titre financier émis sur le marché des capitaux. Rappelons que c'est cette procédure qui est à l'origine de la crise des subprimes.

Je m'oppose à ce texte qui mène l'UE vers une nouvelle crise financière et vote contre.

Daí que seja necessária a criação de incentivos que proporcionem melhores condições de acesso ao financiamento, bem como à diversificação das fontes de financiamento das PME.   Miroslav Mikolášik (PPE), písomne – Malé a stredné podniky a spoločnosti so strednou trhovou kapitalizáciou tvoria významnú časť hospodárstva EÚ. Otázka ich prístupu k financovaniu je preto významnou témou politického programu. Prístup MSP k financovaniu bol počas krízy obmedzenejší ako pre väčšinu spoločností. Silná závislosť MSP od bankových úverov a znižovanie rizikovosti bánk, ktoré vyvolala kríza, prispeli k tejto situácii. Iniciatíva s názvom „únia kapitálových trhov“ mala ako jednu z priorít práve diverzifikáciu možností financovania pre MSP. Bankové úvery však sú a v budúcnosti ostanú najdôležitejším zdrojom financovania malých a stredných podnikov, keďže sa dokážu prispôsobiť osobitným potrebám financovania rôznych MSP, avšak je dôležité ponúknuť zlepšenia aj v tejto oblasti. Správa povzbudzuje MSP, aby využili potenciál jednotného trhu pre svoje potreby financovania a vnímali EÚ ako ich domáci trh. Vyzýva na odstránenie bariér, ktoré bránia využívaniu trhových a iných inovačných spôsobov financovania a zdôrazňuje potrebu konvergencie pravidiel a postupov naprieč celou EÚ a implementáciu Small Business Act (rámec politiky EÚ pre MSP). Hlasujem v prospech návrhu.

  Csaba Molnár (S&D), írásban. ‒ A Gazdasági és Monetáris Bizottság állásfoglalásra irányuló indítványa a kis- és középvállalatok finanszírozási lehetőségeit tekinti át a tőkepiaci unió keretében. Megállapítja, hogy a banki hitelezés még mindig a kkv-k legfontosabb finanszírozási forrása, és minden valószínűség szerint az is marad. Ezt azonban jelentősen akadályozza, hogy a pénzügyi válság közvetlen következményeként a pénzügyi stabilitás biztosítása érdekében jelentős mértékben megerősítették és újra érvénybe léptették a bankok prudenciális és felügyeleti keretét. A kkv-kat érintő lehetséges negatív következmények mérséklése érdekében ezért bevezették az úgynevezett kkv-szorzót, vagyis azt az előírást, hogy a kkv-k hitelkockázati kitettségére vonatkozó tőkekövetelményt meg kell szorozni a 0,7619-del.

A tervezet kiemelt fontosságot tulajdonít ennek a szorzónak. A tervezet figyelmet szentel a kkv-k nem banki forrásból történő finanszírozása, így az értékpapírosítás, a tőzsdei bevezetés, a közösségi finanszírozás és a személyközi hitelezés lehetőségeinek is. Végül leszögezi, hogy a kkv-k fejlődésének biztosítására a legjobb módszer a minden vállalkozás számára egyenlő versenyfeltételeket biztosító, egyszerű és igazságos adórendszer, mégpedig nem csak a társasági, hanem a jövedelemadózás tekintetében is. A tervezetet megszavaztam.

  Bernard Monot (ENF), par écrit. ‒ Le constat fait par ce rapport est consensuel: les PME souffrent dans leur accès aux financements alors qu’elles sont un moteur essentiel de l’économie, les contraintes réglementaires pèsent plus particulièrement sur elles, il est nécessaire d’inclure la dimension PME dans l’ensemble des textes à portée économique.

On relève bon nombre de propositions pertinentes, comme la nécessité de règles adaptées pour que les marchés publics soient plus ouverts aux PME et aux microentreprises, le développement des banques locales ou encore le fléchage obligatoire de certains fonds de la BCE à la disposition des banques pour accorder des crédits aux PME.

Mais, comme toujours, c’est la Commission qui est supposée y remédier, alors que sa proximité avec les grands lobbys industriels et bancaires est un obstacle rédhibitoire.

Plus généralement, la solution proposée par l’union des marchés de capitaux aboutirait à une financiarisation accrue de l’économie, sensible aux cycles et couteuse, au détriment de relations stables entre une banque et son client. Des politiques basées sur la demande, via notamment la hausse des salaires ou la baisse des charges, ou encore sur la préférence nationale produirait plus certainement leurs effets pour le tissu des PME. Abstention.

Ce rapport pointe les carences dans le modèle européen de financement des PME dont la source principale de financement demeure le prêt bancaire. Si celui ci doit encore être encouragé, notamment parce que les banques possèdent des connaissances régionales et locales qui permettent de mieux s’adapter aux besoins de chaque PME, il ne doit pas être la seule source de financement des PME (titrisation, financement participatif, prêt entre particuliers).

Bank lending was and remains the most used source of SME finance, however, as the resolution rightly concludes, the financial crisis brought home the realisation that diversifying access to finance for SMEs is important to avoid over-dependence on the bank sector.

The resolution suggests ways to diversify channels of funding for SMEs, highlighting conditions that would create a conducive environment for SME financing. Removing structural barriers (i.e. reducing red tape and harmonising national legislation governing the SME sector across the EU), developing a Capital Markets Union in the EU, encouraging a culture of crowd-funding, introducing innovative technology (FinTech), and matching SMEs with investors are just a few of the concrete examples cited. To conclude, the resolution is very promising and I therefore vote in favour of it.

  Luděk Niedermayer (PPE), písemně. ‒ Podpořil jsem zprávu, která se zaměřuje na přístup MSP jak k bankovním, tak nebankovním zdrojům financování. V oblasti bankovních úvěrů vítám výzvu Komisi, aby zvážila, jak v rámci EU přiměřenějším způsobem upravit předčasné splacení úvěrů, například stanovením maximální výše nákladů pro MSP a větší transparentnosti smluv, které MSP uzavírají. Pokud jde o nebankovní zdroje financování, za úvahu by stálo vytvoření evropské databáze, která by shromažďovala informace o obchodních strategiích a potřebách financování MSP, jež by do ní mohly dobrovolně vkládat své údaje a aktualizovat je. Účelem takové databáze by bylo shromáždění transparentních, standardizovaných a veřejně dostupných informací o financování MSP, které umožní porozumět jejich rizikovému profilu a přijímat informovaná rozhodnutí a omezit náklady na financování.

The report proposes that the best way to boost SMEs in the EU is by pushing forward with the Capital Markets Union, which will promote the shadow banking sector that played a fundamental role in causing the 2008 financial crash and economic crisis.

There are some positive calls in there for increasing SMEs’ access to credit from banks and EU funds, but the overall proposal is for the development of new financial vehicles based on securitisation and risk-sharing instruments, and this will supposedly solve the problem.

Često spominjemo kako je malo i srednje poduzetništvo bitno i da moramo posvetiti pažnju toj djelatnosti ukoliko želimo gospodarski rast i razvoj sa više radnih mjesta i rješenje socijalnih pitanja, a zaboravljamo kako moramo malom i srednjem poduzetništvu prvo omogućiti uvjete u kojima će djelovati i pomoć u financiranju.

Većina malih i srednjih poduzeća u samom početku osnivanja nestanu iako su imala dobru ideju, ali nisu imala ostala dostupna dodatna sredstva uz vlastita sredstva, ili ih je bilo otežavajuće dobiti ili im je nedostajalo savjetovanje u financiranju. Iz tog razloga je i bitno financijsko obrazovanje SME-a kako bi se povećalo korištenje sredstava i upravljanje tim sredstvima.

Bankovni sustavi financiranja poduzetništva moraju biti blaži u određivanju kamatnih stopa na kredite, jer visokim kamatnim stopama na kredite sprečavaju razvoj, a i u većini slučajeva gašenje malih i srednjih poduzeća, što nam nikako ne smije biti u interesu.

  Florian Philippot (ENF), par écrit. ‒ Ce rapport d’initiative se veut une réflexion sur la manière d’améliorer le sort des PME dans l’Union. Il s’inscrit dans la démarche de l’union des marchés de capitaux, programme qui a déjà donné lieu à la refonte de la directive prospectus afin de faciliter l’accès aux marchés pour les PME en allégeant les exigences pour les petites émissions.

Le constat est consensuel: les PME souffrent dans leur accès aux financements alors qu’elles sont un moteur essentiel de l’économie, les contraintes réglementaires pèsent plus particulièrement sur elles, il est nécessaire d’inclure la dimension PME dans l’ensemble des textes à portée économique.

La solution proposée par l’union des marchés de capitaux consiste à faciliter les alternatives au crédit bancaire, c’est-à-dire les marchés financiers et les financements participatifs.

Les détracteurs à cette option dénoncent une financiarisation accrue de l’économie, sensible aux cycles et coûteuse, au détriment de relations stables entre une banque et son client. Des politiques basées sur la demande, via notamment la hausse des salaires ou la baisse des charges, ou encore sur la préférence nationale produiraient plus certainement leurs effets pour le tissu des PME.   Pina Picierno (S&D), per iscritto. ‒ Questa relazione di iniziativa è parte del contributo del Parlamento alla costruzione del mercato unico dei capitali. In particolare, si inserisce sul lavoro incominciato dalla Commissione con il "Libro verde sui servizi finanziari al dettaglio" del 2015 e chiede alla Commissione di prestare particolare attenzione alle esigenze specifiche delle PMI e di garantire che le attività transfrontaliere del settore conducano ad un migliore accesso ai finanziamenti per le PMI. Più nello specifico, la relazione sottolinea la necessità migliorare e diversificare le possibilità a disposizione delle PMI di accedere a finanziamenti sia pubblici che privati, anche nella fase post start-up. Chiede alla Commissione e agli Stati membri di promuovere le informazioni relative alle opportunità di finanziamento. Indica alla Commissione di valutare la possibilità di introdurre programmi di finanziamento di prestiti indirizzati specificamente alle PMI. Fa notare che, quando non determinano una distorsione della concorrenza, gli aiuti di stato possono essere necessari allo sviluppo delle PMI. Le PMI sono il vero motore della crescita economica europea, un importante stimolo all'innovazione e generano la maggior parte dei posti di lavoro. Dobbiamo sostenerle nel migliore dei modi e per questo ho votato a favore della relazione.

  Andrej Plenković (PPE), napisan. ‒ Mala i srednja poduzeća čine znatan dio gospodarstva EU-a, međutim njihov pristup financiranju bio je ograničen za vrijeme financijske krize. Diversifikacija mogućnosti financiranja za ovakva poduzeća postala je jedan od prioriteta unije tržišta kapitala.

Podržao sam izvješće zastupnika Karasa, jer je važno da malim i srednjim poduzetnicima pružimo odgovarajuću podršku, što se posebice odnosi na bolje mogućnosti financiranja i porezne olakšice te osiguravanje jednakih uvjete za sva poduzeća i njihov razvoj.

  Tomasz Piotr Poręba (ECR), na piśmie. ‒ Sprawozdanie skupia się na obecnej sytuacji małych i średnich przedsiębiorstw w Europie, podkreślając przy tym potencjalne korzyści i zagrożenia, jakim europejskie MŚP musiały i muszą stawić czoła. MŚP oraz spółki o średniej kapitalizacji stanowią znaczącą część gospodarki UE. Dlatego ich dostęp do finansowania jest tak istotny.

W czasie kryzysu MŚP miały bardziej ograniczony dostęp do finansowania niż większe przedsiębiorstwa. Przyczyniły się do tego takie czynniki jak silne uzależnienie MŚP od kredytowania bankowego oraz delewarowanie banków spowodowane kryzysem. Jednym z priorytetów inicjatywy dotyczącej unii rynków kapitałowych jest zatem dywersyfikacja możliwości finansowania MŚP i sprawozdanie rozważa takie możliwości, kładąc nacisk na innowacyjne instrumenty finansowe.

Sprawozdanie podkreśla również potrzebę administracyjnych i podatkowych ułatwień dla MŚP, jako że prosty i sprawiedliwy system podatkowy stanowi najlepszy sposób zagwarantowania rozwoju MŚP. Nie należy przy tym ignorować roli banków, jako że pożyczki bankowe wciąż stanowią najważniejsze źródło finansowania MŚP. Również istotne znaczenie ma poszerzenie wiedzy samych MŚP na temat wszelkich źródeł finansowania. Niniejszym poparłem sprawozdanie.

  Franck Proust (PPE), par écrit. ‒ J’ai voté en faveur de ce rapport d’initiative qui expose clairement les difficultés auxquelles sont confrontées nos PME en Europe en matière d’accès au financement, alors qu’elles représentent le cœur de l’économie dans tous les États membres. Avec ce texte, nous rappelons combien la diversification des sources de financement pour les entreprises doit être un objectif prioritaire de l’Union des marchés de capitaux. La Commission européenne est ainsi invitée à proposer de nouveaux dispositifs de financements spécifiques aux besoins des PME. Cela passe d’ores et déjà par des programmes tels que l’initiative Start-up Europe ou encore la mise en œuvre du Small Business Act.

  Paulo Rangel (PPE), por escrito. ‒ Hoje, é já indubitável que, nos últimos anos, o acesso das PME ao financiamento bancário sofreu fortes restrições, sobretudo devido à crise financeira que se abateu sobre o espaço económico europeu. Tal dado é mais grave quando é certo e sabido que os empréstimos bancários são a maior fonte de financiamento das PME europeias.

Não obstante esta heterogeneidade da génese das referidas PME e dos seus modos de financiamento, o presente relatório identifica a importância do apoio à transmissão de empresas, do estímulo à literacia financeira, da criação de fontes complementares não bancárias à simplificação e harmonização dos sistemas fiscais dos Estados Membros.

Voto favoravelmente no presente relatório, pois sendo as PME uma parte substancial do tecido empresarial europeu, cujo impacto socioeconómico é tremendo, é imperativo garantir condições para que estas empresas granjeiem o apoio e o financiamento adequados, sobretudo em tempos de maior instabilidade nos sistemas económico-financeiros europeu e mundial.

  Sofia Ribeiro (PPE), por escrito. ‒ Votei favoravelmente por, no meu entender, ser importante apoiar financeiramente as PME, compreendendo que existem diferentes tipos de PME, consoante o modelo de negócio, a dimensão, a fase de desenvolvimento, a estrutura financeira e a forma jurídica. Fatores específicos por país, como o ambiente económico, fatores estruturais como o quadro jurídico e questões culturais, têm uma forte influência sobre as necessidades de financiamento e a disponibilidade de opções de financiamento.

Todos estes fatores específicos relativos às PME e aos países têm repercussões na produtividade, na rentabilidade, bem como no perfil de risco das PME. Tendo em conta a multiplicidade de fatores, é difícil avaliar a influência de cada um. Este facto tem de ser tido em conta aquando da elaboração de medidas políticas adequadas tendo em vista a diversificação de opções de financiamento para as PME eficazes em termos de custos.

A disponibilização ao público de informações financeiras sobre as PME é fundamental para que estas acedam com êxito ao mercado de capitais. Os investidores, sejam eles bancos, investidores institucionais ou pequenos investidores, devem poder avaliar a rentabilidade e o grau de risco do seu investimento.

  Frédérique Ries (ALDE), par écrit. ‒ Ce midi, le Parlement a mis l’accent sur l’accès des petites et moyennes entreprises (PME) au financement dans l’Union européenne. Il a appelé à clarifier les conditions d’obtention des prêts qui leurs sont destinés, à rendre disponibles publiquement certaines informations sur les banques et les investisseurs, et à mettre en place un système d’imposition transparent et efficace afin d’attirer les investissements.

Les PME représentent 99 % des entreprises en Europe et elles sont performantes. La richesse qu’elles produisent a rattrapé les niveaux d’avant la crise économique, en hausse de 2,4 % par rapport à l’année 2008. Elles créent également la plupart des emplois dans le secteur privé. Il est donc particulièrement crucial d’aider ces petites structures et de faciliter leur accès au financement.

Encourager les PME et l’emploi en Europe est au cœur des préoccupations du Parlement, et c’est ce que démontre à nouveau le vote sans ambiguïté d’aujourd’hui.

  Liliana Rodrigues (S&D), por escrito. ‒ As pequenas e médias empresas (PME) representam uma parte substancial da economia da UE. O acesso das PME ao financiamento é essencial. Durante a crise, as PME tiveram um acesso ao financiamento mais limitado do que as empresas de maior dimensão. A forte dependência das PME do crédito bancário e a «desalavancagem» dos bancos desencadeada pela crise contribuíram para esta situação. Daí que seja urgente uma iniciativa que diversifique as opções de financiamento para as PME como uma das suas prioridades, com especial atenção para aquelas dirigidas por mulheres e minorias.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ Las pymes son un componente fundamental de la economía europea, y una palanca clave para la efectiva recuperación de la misma. Para que esto sea posible, la Unión debe apoyar a las pymes, prestando apoyo para su creación y crecimiento, garantizando su acceso al capital y su internacionalización. Por eso he dado mi voto favorable a este informe que recoge una lista detallada de medidas para impulsar las pymes europeas.

En la coyuntura actual, para poder seguir avanzando en el proyecto de integración europea en clave federal, y derrotar a los nacionalismos resurgentes que querrían condenar a Europa a repetir las pesadillas del pasado, la Unión necesita recuperar la confianza de amplios sectores de la sociedad, en particular el del conjunto de la clase trabajadora, incluyendo a los trabajadores precarios, y a los pequeños autónomos. Es imprescindible que la economía europea, donde las pymes desempeñan un papel esencial, crezca de manera sostenible y genere puestos de trabajo de calidad.

Este informe puede contribuir a lograr este objetivo, junto a una ampliación del Plan de Inversiones para Europa, el cual debe dotarse de nuevos recursos propios y de la capacidad de emitir deuda pública europea para poder doblar la financiación disponible.

Le premier rapport traite la question de l’accès des PME au financement et le renforcement de la diversité des financements aux PME dans une union des marchés de capitaux, alors que le second s’intéresse aux moyens pour tirer le meilleur parti du potentiel de créations d’emplois des PME.

Les PME sont vitales pour la croissance économique de notre continent et représentent 99 % des entreprises en Europe. Il est important de pouvoir tenir compte de leurs spécificités dans le processus législatif mais sans jamais, et j’insiste là-dessus, remettre en question les normes sociales et environnementales.

  Fernando Ruas (PPE), por escrito. ‒ Uma parte bastante significativa da economia europeia é composta por PME e empresas de média capitalização, sendo de geometria variável nos diferentes Estados-Membros, em função do modelo de negócio, dimensão, forma jurídica e estrutura financeira, aos quais acrescem os fatores estruturais específicos de cada país.

Esta heterogeneidade tem repercussões ao nível da produtividade, da rendibilidade, da criação de emprego e da própria complexidade em matéria de financiamento das PME.

É por isso que cada um desses fatores específicos deverá ser tido em conta aquando da elaboração de medidas políticas diversificadoras do investimento, ao longo de todo o ciclo de vida empresarial.

Apoio, por isso, as propostas do relator para apoiar o acesso das PME ao financiamento, seja através de incentivos fiscais, seja através de empréstimos bancários, melhorando o nível de apoio através dos canais de crédito existentes ou a criar e ainda mediante fontes complementares não bancárias de financiamento, tais como as que se encontram elencadas no plano de ação relativo à União dos Mercados de Capitais.

Face ao exposto, votei favoravelmente o presente relatório de iniciativa.

  Tokia Saïfi (PPE), par écrit. ‒ J’ai voté en faveur de ce rapport qui détaille les lacunes du modèle de financement des PME au sein de l’Union et qui invite à l’élaboration d’une stratégie diversifiée pour le financement des PME dans le cadre d’une union des marchés de capitaux.

Les PME jouent un rôle essentiel dans la création d’emplois (les PME totalisent 67 % des emplois dans l’Union) et le développement des économies des États membres de l’Union. Nos PME sont les vecteurs de l'innovation et du développement. Les PME ont des besoins de financement différents qui devraient être assurés sur une base aussi large que possible.

Il est nécessaire de soutenir la mise au point d’une large gamme de programmes, d’instruments et d’initiatives sur mesure afin de soutenir les entreprises, particulièrement les PME, dans leurs phases de lancement, de croissance et de transmission.

J’ai soutenu ce texte qui rappelle combien le financement des PME est crucial pour que celles-ci puissent croître et se développer afin de créer de l’emploi et de la croissance.

  Lola Sánchez Caldentey (GUE/NGL), por escrito. ‒ Hemos votado en contra de este informe acerca del acceso de financiación para las pequeñas y medianas empresas. Consideramos que la orientación que defiende, basada en la consolidación y expansión de la Unión de Mercados de Capitales, es errónea y perjudicial. En primer lugar, porque no está demostrado que la liberalización del acceso al mercado de capitales suponga en modo alguna un abaratamiento de los costes de financiación para PYMES. En segundo lugar, porque consideramos que yerra en su diagnóstico, ya que el acceso a la financiación no es hoy en día el principal problema de las PYMES si no más bien el bajo nivel de la demanda.

  Alfred Sant (S&D), in writing.This report makes a significant reference to the fact that European SMEs and micro-enterprises currently rely in very large part on bank lending to finance their ongoing and investment initiatives. Opening access for them to new ways of funding projects is vitally important. However, it has to be kept in mind that such enterprises have limited time, experience and resources to get to know about these options and feel confident in following them.

Rightly then, the report also emphasises the role of young entrepreneurs. It is they who will be more amenable to seeking out and trying non-traditional ways of mobilising financial support. Promotional and educational programmes specifically targeting young entrepreneurs, when launching new financial tools for SMEs, should have greater traction than with other sectors. That will have carry-forward effects since, as new generations come on stream, financing decisions will increasingly be tilted away from exclusive reliance on banks and toward other avenues.

By preparing the ground for such a strategy, the report provides further impetus to the diversification of financing methods which are available not just to SMEs and micro-enterprises but also more widely. For this reason too I voted in favour.

  Sven Schulze (PPE), schriftlich. ‒ Ich habe für den Bericht zum Kapitalzugang für kleine und mittelständische Unternehmen (KMU) und zur wachsenden Vielfalt von Förderungsmöglichkeiten für KMU in einer Kapitalmarktunion gestimmt.

Der Zugang zu Fördermitteln für KMU stellt einen wichtigen Schritt für Wirtschaftswachstum und Schaffung neuer Arbeitsplätze dar, da diese einen erheblichen Teil der europäischen Wirtschaftslandschaft ausmachen.

Während der Krise war dieser Zugang beschränkt, doch nun soll das Potential, welches in KMU steckt, mit Priorität gefördert werden.

  Maria Lidia Senra Rodríguez (GUE/NGL), por escrito. ‒ He votado en contra de este informe debido a que las propuestas que plantean no solucionaran el problema de acceso a la financiación de las Pequeñas y Medianas Empresas, sino que las expondrá más a los riesgos de la especulación financiera. Este informe señala la problemática que sufre la PYME europea en el acceso al crédito, sin embargo, en lugar de proponer un sistema bancario minorista sano que permita financiar a este tipo de empresas que suponen la columna vertebral de la economía europea, plantea que la solución debe ser la Unión del Mercado de Capitales. Esta propuesta no hará más que elevar el riesgo soportado por las PYMES dependientes de complejos productos financieros de carácter especulativo. Es porque este informe no propone soluciones para las PYMES sino para el capital financiero por lo que he decidido votar en contra del presente informe.

  Remo Sernagiotto (ECR), per iscritto. ‒ Un'indagine svolta del 2015 ha evidenziato che le principali sfide a cui devono far fronte le PMI europee sono legate alla ricerca di clienti, alla disponibilità di manodopera qualificata, alle norme, alla concorrenza, ai costi di produzione e all'accesso ai finanziamenti. In merito a quest'ultimo punto, ritengo che sia importante favorire la creazione anche a livello regionale di nuovi attori finanziari che offrano soluzioni innovative sia alle imprese già affermate, che alle start up. Considerando inoltre che il settore delle PMI è estremamente vario in Europa; è importante che le iniziative volte a migliorare l'accesso ai finanziamenti comprendano misure diverse, in grado di incidere sul maggior numero possibile di imprese, tenendo conto delle loro particolarità. Ho votato quindi a favore di questa relazione di iniziativa in cui si riconosce che la diversificazione delle fonti di credito porterebbe a una maggiore stabilità dell'intero settore finanziario. Spero infine che venga messa in atto presto una serie di misure concrete per accrescere il sostegno finanziario alle PMI e migliorare così il loro potenziale di crescita.

There are 378 000 SMEs in the West Midlands alone. The report addresses the diverse funding needs of a diverse SME sector, bank lending to SMEs and non-bank sources for SME funding. As shadow rapporteur, I made sure that the report addresses issues faced by SMEs in my region and throughout the EU.

  Monika Smolková (S&D), písomne ‒ Európska komisia a Európska centrálna banka považujú prístup k financovaniu za druhý najvážnejší problém, ktorému čelia MSP. Mrzí ma, že stále hovoríme, koľko sme urobili pre MSP, ale aj ja osobne sa často stretávam s tým, že na finančnom trhu pretrvávajú vážne nedostatky v súvislosti s poskytovaním úverov, najmä pokiaľ ide o financovanie nových a malých podnikov. Mnoho MSP zanikne najmä preto, že v počiatočnej fáze expanzie má problém získať prístup k externému financovaniu. Bohužiaľ stretávam sa aj s tým, že investori a banky sa často zdráhajú financovať podniky v ich začiatkoch a počiatočnej fáze. Podporila som uznesenie, lebo verím, že prijatými opatreniami zabezpečíme pre mikropodniky a začínajúce podniky ľahší a jednoduchší prístup k financovaniu. Keďže prístup k financovaniu je určite jednou z najvýznamnejších podmienok zakladania, prežitia, výkonnosti a rastu MSP, podporujem všetky iniciatívy umožňujúce financovanie z viacerých zdrojov a zníženie nákladov na kapitál. Od Komisie a členských štátov očakávam, že budú podporovať holistický prístup k šíreniu informácii o všetkých možnostiach financovania zo zdrojov EÚ na európskej, národnej, regionálnej a miestnej úrovni, čo by pre MSP predstavovalo dôležitý krok pri ich financovaní.

  Davor Ivo Stier (PPE), napisan. ‒ Podržavam izvješće o pristupu financiranju za mala i srednja poduzeća i povećanju raznolikosti financiranja malih i srednjih poduzeća u uniji tržišta kapitala jer mikro, mala i srednja poduzeća te poduzeća srednje tržišne kapitalizacije imaju važnu ulogu u europskom gospodarstvu s obzirom da čine, prema podacima iz 2014., 67 % svih radnih mjesta.

Opseg financiranja malih i srednjih poduzeća trebao bi biti što je moguće širi kako bi ona u svakoj fazi svojega razvoja imala najbolji mogući pristup financiranju, obzirom da je financiranje MSP-ova pogođeno krizom jače nego financiranje velikih poduzeća. Bankovni zajmovi predstavljaju najvažniji izvor financiranja za MSP-ove te je stoga rješavanje i poticanje kanala bankovnih zajmova najučinkovitiji način osiguravanja i poboljšanja pristupa financiranju za MSP-ove.

  Beatrix von Storch (EFDD), schriftlich. ‒ Der Entschließung des EU-Parlamentes zu dem Zugang von KMU zu Finanzmitteln und der Diversifizierung der Finanzierungsquellen von KMU in einer Kapitalmarktunion habe ich nicht zugestimmt.

Das Problem, dass KMU vermeintlich mangelhaften Zugang zu Finanzierungsquellen haben, wird nicht an der Wurzel, sondern allein an den Symptomen behandelt. Das ist nicht das Problem des Rapporteurs, der einen limitierten Ausschnitt betrachten soll. Ein holistischer Ansatz muss zu dem Ergebnis kommen, dass das Problem allein im Euro liegt. Die Eurozone bringt einen einheitlichen Zins für alle KMU. Dabei ist es – angesichts unterschiedlicher regulatorischer und kultureller Rahmenbedingungen – völlig klar, dass die Kreditrisiken etwa in Portugal und den Niederlanden höchst unterschiedlich sein müssen. Diesen unterschiedlichen Bedingungen wurde – bis zur Einführung des Euro – durch einen jeweils individuellen Zins der nationalen Zentralbank genüge getan. Der Euro hat diesen Mechanismus zerstört. Nun existiert ein Euro, der als Durchschnittsprodukt den Weichwährungsländern ein zu hartes Zinsumfeld bietet und in den Hartwährungsländern Finanzierungssubventionen bis hin zur Blasenbildung liefert. Solange der Euro besteht, werden diese Probleme wohl schwerlich behoben werden können, erst recht nicht durch mehr Regulierung, wie vom Bericht teilweise vorgeschlagen.

  Dubravka Šuica (PPE), napisan. ‒ 2014. godine mala i srednja poduzeća (MSP-evi) činila su 67 % svih radnih mjesta te 71,4 % porasta zaposlenosti. Zbog toga mikro, mala i srednja poduzeća imaju važnu ulogu u europskom gospodarstvu u pogledu zapošljavanja i rasta. Unatoč tome, ne postoji jedinstvena definicija malih i srednjih poduzeća u zakonodavstvu Europske unije.

MSP-ovi su raznovrsni te uključuju izniman broj mikropoduzeća koja su aktivna u tradicionalnim sektorima, ali postoji i veliki broj brzorastućih inovativnih poduzeća koja se suočavaju s različitim problemima zbog kojih imaju različite potrebe financiranja. Opseg financiranja malih i srednjih poduzeća trebao bi biti što širi kako bi u svakoj fazi razvoja MSP-ovi imali najbolji pristup financiranju.

Podržavam izvješće o pristupu financiranja za mala i srednja poduzeća, jer smatram da su smjernice u njemu kvalitetno navedene i da će uspostaviti najbolji mogući pristup financiranju za MSP-ove.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem za poročilo o dostopu do finančnih sredstev za mala in srednja podjetja in povečanju raznolikosti financiranja teh podjetij v uniji kapitalskih trgov.

Mala in srednja podjetja z zagotavljanjem dveh tretjin delovnih mest v zasebnem sektorju v celotni Evropski uniji predstavljajo hrbtenico evropskega gospodarstva. Zato je dostop MSP do finančnih sredstev dolgoletna tema na politični agendi.

Odbor za proračun med drugim tudi poudarja, da Komisija in Evropska centralna banka morata priznati, da je dostop do financiranja druga najresnejša težava, s katero se soočajo mala in srednja podjetja.

Zaradi tega je bistveno, da proračun EU ne glede na pravni status teh podjetij dodatno olajša njihov dostop do financiranja in trgov.

  Tibor Szanyi (S&D), írásban. ‒ Szavazatommal támogattam a kkv-k finanszírozáshoz való hozzájutásáról és a tőkepiaci unióban a kkv-finanszírozás sokféleségének növeléséről szóló jelentést. Helyesen állapítja meg a jelentés, hogy az európai kkv-k nagyon sokfélék, eltérő üzleti modellel rendelkeznek, más kihívásokkal szembesülnek, így a finanszírozási igényeik is eltérőek.

Ahogy a jelentés is hangsúlyozza, a válság keményebben sújtotta a mikro-, kis- és középvállalkozások finanszírozását, mint a nagyvállalatokét. Ez a helyzet még ma is fennáll, ezért helyeslem a felhívást, hogy diverzifikált és még több állami és magánfinanszírozási lehetőséget kell biztosítani a kkv-k számára nem csak az indulási fázisban, hanem teljes életciklusuk alatt.

A diverzifikáció azért kiemelten fontos, mivel nem létezik olyan egységes finanszírozási módozat, amely mindenkinek megfelelne, testre szabott programok, eszközök és kezdeményezések széles körére van szükség.

Továbbá a jelentéssel és a tőkepiaci unióra irányuló cselekvési tervvel összhangban én is úgy vélem, hogy a kkv-kat jobban össze kell kapcsolni a finanszírozási lehetőségekkel, mivel még mindig számos akadály áll az előtt, hogy a kkv-k piaci alapú és egyéb innovatív finanszírozási módszereket vegyenek igénybe.

Üdvözlöm végül a jelentés azon részét is, mely kitér az adózási rendszer okozta torzításokra. Az előadóval egyetértve szorgalmazom a minden vállalkozás számára egyenlő versenyfeltételeket biztosító, egyszerű és igazságos adórendszer kialakítását.

  Adam Szejnfeld (PPE), na piśmie. ‒ Małe i średnie przedsiębiorstwa oraz przedsiębiorstwa o średniej kapitalizacji tworzą znaczną część gospodarki Unii Europejskiej. Zwiększenie dostępu do finansowania jest od dawna jednym z priorytetów UE, jednak z uwagi na kryzys w ostatnich latach możliwość jego realizacji była znacznie ograniczona. Obecnie tworzona Unia Rynków Kapitałowych ma na celu dywersyfikację możliwości finansowania dla MŚP.

Sprawozdanie Parlamentu Europejskiego analizuje cały cykl życia małych i średnich przedsiębiorstw z punktu widzenia finansowania i czyni propozycję poprawy warunków finansowania na wszystkich etapach. W sprawozdaniu stwierdza się, że kredyty bankowe są nadal najważniejszym źródłem finansowania dla MŚP, należy jednak doprowadzić do poprawy w tej dziedzinie. Dokument kładzie również nacisk na konieczność zachowania czynnika wspierającego MŚP w odniesieniu do wymogów kapitałowych.

W sytuacji, gdy niemal 99% wszystkich przedsiębiorstw stanowią małe i średnie firmy, konieczne jest podejmowanie działań ułatwiających im dostęp do finansowania. Dlatego też zdecydowałem się zagłosować za sprawozdaniem Parlamentu.

It is imperative for the Commission to pay particular attention to the specificities of SMEs and ensure that cross-border activities in the field of retail financial services lead to better access to finance for SMEs.

It is especially important to emphasise that financial education for SMEs is not only key to increasing bank lending. It is also key to expanding the use and acceptance of capital market solutions as well as to encouraging women and young people to start and expand their businesses, allowing for a better assessment of costs, benefits and the associated risks. Encouraging women and young people is a very important aspect and one which has my strong support.

This is why SME financing is a highly complex issue and has become even more so with the economic crisis, as SMEs depend on bank lending by 80%. Yet, SMEs constitute the backbone of the European economy, which is why I voted in favour of the resolution to facilitate the access to finance for SMEs and increase the diversity of SME funding in a Capital Markets Union. It will do so not only by improving finance opportunities at every stage of their development and facilitating access to bank lending, but also by encouraging new sources of financing such as FinTech. Financial literacy, skills and knowledge of SMEs should also be promoted.

  Ruža Tomašić (ECR), napisan. ‒ Drago mi je da se u ovom izvješću ističe ključna uloga malih i srednjih poduzeća kao okosnice našeg gospodarstva za rast i otvaranje radnih mjesta, jer upravo ona osiguravaju dvije trećine radnih mjesta u privatnom sektoru i više od polovine dodane vrijednosti poduzeća u EU-u, zbog čega sam podržala ovo izvješće.

Osim pristupa svjetskom tržištu, pristup financiranju jedan je od najvažnijih čimbenika za stvaranje, održivost, uspješnost, konkurentnost i rast malih i srednjih poduzeća, a u aktualnom ozračju krize i u situaciji koju karakteriziraju proračunski rezovi, visok stupanj ovisnosti banaka i opadanje povjerenja ulagača, između ostalog, otežavaju priljev sredstava u realno gospodarstvo, a osobito u dugoročna ulaganja. U tom smislu kohezijska politika predstavlja jedan od glavnih izvora potpore malim i srednjim poduzećima te je važna za jačanje njihove gospodarske aktivnosti.

Složeni propisi i administrativno opterećenje za pristup europskim strukturnim i investicijskim fondovima posebno negativno utječu na mala i srednja poduzeća, uključujući administrativne troškove nerazmjerne veličini poduzeća. Stoga je bitno da se znatno pojednostave ti postupci te da se posebna pažnja posveti borbi protiv prijevara i pogrešaka.

Opaziti je tudi vse večje število novih zagonskih podjetij in hitro rastočih inovativnih podjetij. Izboljšanje dostopa do finančnih sredstev za MSP pa ne bi smelo povzročiti nižanja finančnih standardov in predpisov.

Consideramos que la orientación que defiende, basada en la consolidación y expansión de la Unión de Mercados de Capitales, es errónea y perjudicial. En primer lugar, porque no está demostrado que la liberalización del acceso al mercado de capitales suponga en modo alguna un abaratamiento de los costes de financiación para PYMES. En segundo lugar, porque consideramos que yerra en su diagnóstico, ya que el acceso a la financiación no es hoy en día el principal problema de las PYMES sino más bien el bajo nivel de la demanda.

  Mylène Troszczynski (ENF), par écrit. ‒ Ce rapport d’initiative se veut une réflexion sur la manière d’améliorer le sort des PME dans l’Union.

Il s’inscrit dans la démarche de l’union des marchés de capitaux, programme qui a déjà donné lieu à la refonte de la directive prospectus afin de faciliter l’accès aux marchés pour les PME en allégeant les exigences pour les petites émissions.

Le constat est consensuel: les PME souffrent dans leur accès aux financements alors qu’elles sont un moteur essentiel de l’économie, les contraintes réglementaires pèsent plus particulièrement sur elles, il est nécessaire d’inclure la dimension PME dans l’ensemble des textes à portée économique.

On relève bon nombre de propositions pertinentes, comme la nécessité de règles adaptées pour que les marchés publics soient plus ouverts aux PME et aux micro-entreprises, le développement des banques locales ou encore le fléchage obligatoire de certains fonds de la BCE à la disposition des banques pour accorder des crédits aux PME.

Mais, comme toujours, il s’agit d’interpeller la Commission afin qu’elle agisse dans ce sens. Nous connaissons la proximité des institutions avec les grands lobbys industriels et bancaires, et on a peine à imaginer que l’essai soit transformé.

Je choisis l'abstention.

  Mihai Țurcanu (PPE), în scris. ‒ IMM-urile joacă un rol extrem de important pentru economia europeană, acestea reprezentând 67 % din totalul locurilor de muncă și având o contribuție importantă pentru creșterea economică în UE.

Raportul subliniază necesitatea unei strategii diversificate în ceea ce privește legislația și inițiativele de susținere a IMM-urilor și invită Comisia să creeze o serie de programe și instrumente pentru a susține întreprinderile în fazele de creare și dezvoltare, ținând cont de cifrele de afaceri și de nevoile lor de finanțare. Mai mult, aceste programe ar trebui să asigure o egalitate între femeile și bărbații antreprenori.

Statele membre sunt încurajate să reducă obstacolele administrative pentru IMM-uri și să creeze ghișee unice care să centralizeze toate exigențele legislative la adresa antreprenorilor.

În ceea ce privește finanțarea acestor întreprinderi, împrumuturile bancare reprezintă principala sursă, iar, în acest sens, raportul recomandă statelor membre o colaborare cu sectorul financiar în vederea asigurării unui acces complet și egal al tuturor IMM-urilor la creditele bancare. Mai mult, susținând principiul unei finanțări diversificate, raportul propune posibilitatea împrumutului între particulari, în vederea facilitării accesului la noi fonduri pentru antreprenori.

Prin urmare, am votat în favoarea raportului referitor accesul la finanțare al IMM-urilor.

The report underlines the fact that micro enterprises, small and medium-sized enterprises and mid-caps play an important role for the European economy in terms of employment and growth. However, it acknowledges the diversity of SMEs, including micro-enterprises and mid-caps, in the Member States.

The report recognises the challenges that SMEs face as a result of differences between Member States and regions in terms of SME financing conditions and needs. I voted in favour because I believe that a diversified, well-regulated and stable financial services sector, offering a wide range of cost-efficient tailor-made funding options, best serves the actual funding needs of SMEs and the real economy, enabling long-term sustainable development.

  Elena Valenciano (S&D), por escrito. ‒ Las pymes son un componente fundamental de la economía europea, y una palanca clave para la efectiva recuperación de la misma. Para que esto sea posible, la Unión debe apoyar a las pymes, prestando apoyo para su creación y crecimiento, garantizando su acceso al capital y su internacionalización. Por eso he dado mi voto favorable a este informe que recoge una lista detallada de medidas para impulsar las pymes europeas.

En la coyuntura actual, para poder seguir avanzando en el proyecto de integración europea en clave federal, y derrotar a los nacionalismos resurgentes que querrían condenar a Europa a repetir las pesadillas del pasado, la Unión necesita recuperar la confianza de amplios sectores de la sociedad, en particular el del conjunto de la clase trabajadora, incluyendo a los trabajadores precarios, y a los pequeños autónomos. Es imprescindible que la economía europea, donde las pymes desempeñan un papel esencial, crezca de manera sostenible y genere puestos de trabajo de calidad.

Este informe puede contribuir a lograr este objetivo, junto a una ampliación del Plan de Inversiones para Europa, el cual debe dotarse de nuevos recursos propios y de la capacidad de emitir deuda pública europea para poder doblar la financiación disponible.

  Marco Valli (EFDD), per iscritto. ‒ Durante la scorsa Plenaria è stata votata una relazione di iniziativa volta ad analizzare diverse possibilità per incrementare il finanziamento alle PMI europee, sia attraverso il classico canale bancario che attraverso nuovi metodi alternativi. Considerata l'importanza nevralgica che rivestono le PMI nell'economia europea, garantire un facile accesso ai finanziamenti è una condizione necessaria per la ripresa dell'economia europea. Da un lato è necessario rafforzare il canale bancario, renderlo più affidabile e adeguarlo alle specificità delle PMI e dall'altro bisogna offrire dei metodi alternativi per porre fine alla eccessiva dipendenza dalle banche. La relazione analizza diverse possibilità per migliorare la cultura finanziaria e per incrementare il finanziamento alle PMI, alcune di queste come il crowdfunding e il peer to peer lending hanno ricevuto anche il nostro sostegno. Tuttavia, la relazione presenta alcune criticità. Essa infatti sottolinea l'importanza dell'Unione dei mercati dei capitali che, attraverso una maggiore finanziarizzazione dell'economia, rappresenta un grosso rischio per le PMI. Raccomanda il ritorno alla cartolarizzazione, altro fattore di rischio per eccellenza. Avvalla il piano EFSI, nonostante la sua completa inefficienza. In ultimo sostiene le politiche della BCE post crisi. Per questi motivi abbiamo preferito astenerci sia durante il voto in commissione ECON che in seduta Plenaria.

  Hilde Vautmans (ALDE), schriftelijk. ‒ Gezien de vele vormen van kmo's, waaronder micro-ondernemingen, zijn hun financieringsbehoeften het meest gediend met een pluriforme, goed gereguleerde en stabiele financiëledienstensector die een breed scala aan kostenefficiënte en op maat gesneden financieringsopties aanbiedt, en duurzame langetermijnontwikkeling mogelijk maakt. Ik stemde voor dit verslag, waarin wordt benadrukt dat in dit kader het belang van traditionele bankmodellen, met inbegrip van kleine regionale banken, spaarcoöperaties en overheidsinstellingen in het achterhoofd gehouden moet worden, en dat qua financiering evenveel aandacht moet worden besteed aan een betere toegang tot financiering voor micro-ondernemingen en ondernemers met een eenmanszaak.

Surgindo como uma iniciativa para colmatar as dificuldades de financiamento que as PME enfrentam junto das entidades bancárias, o seu verdadeiro objetivo é relançar e revitalizar o mercado de capitais dos Estados-Membros.

O relatório mascara os verdadeiros objetivos desta iniciativa e não condena o impacto negativo que as políticas de austeridade e neoliberais tiveram sobre as PME.

Em vez de fazer a apologia da União Bancária e da União dos Mercados de Capitais, seria preferível ler as verdadeiras causas da crise que, no mínimo, nos deveriam suscitar a necessidade de um controlo público e efetivo sobre o sistema financeiro.

As the resolution states, mid-caps and SMEs are a very important part of our economy. It recognises the role of the Capital Markets Union in making available new options for SME financing. This is needed as the EU inhibits a great variety of SMEs that all have different financing needs, depending on their size, rate of growth, future plans and stage of development.

Currently, there are still many barriers to their making use of such financing sources. This resolution and adjoining report aim to remove or lower the barriers. Traditionally, banks have played an important role in SME financing, and they will continue to do so. We therefore need to ensure that banks have sufficient lending capacity. It is my belief that a stable banking sector and a strong Capital Markets Union will lead to stronger SMEs and, in turn, to economic growth.

  Iuliu Winkler (PPE), în scris. – Raportul referitor accesul la finanțare al IMM-urilor și creșterea diversității finanțării IMM-urilor în cadrul uniunii piețelor de capital este o inițiativă salutară. Am votat raportul care vine cu soluții interesante pentru accesul IMM-urilor europene la sursele de finanțare. Una dintre aceste propuneri se referă la posibilitatea de a introduce programe de „fonduri pentru creditare”, care ar pune banii BCE la dispoziția băncilor cu scopul unic de creditare a IMM-urilor.

  Marco Zanni (EFDD), per iscritto. ‒ Questa relazione d'iniziativa è volta ad analizzare le diverse possibilità per incrementare il finanziamento alle piccole e medie imprese (PMI) europee, sia attraverso il classico canale bancario che attraverso nuovi metodi alternativi. Considerata l'importanza nevralgica che rivestono le PMI nell'economia europea, garantire un facile accesso ai finanziamenti è una condizione necessaria per la ripresa dell'economia europea. Se da un lato è necessario rafforzare il canale bancario, renderlo più affidabile e adeguarlo alle specificità delle PMI, dall'altro bisogna offrire dei metodi alternativi per porre fine alla eccessiva dipendenza dalle banche. La relazione analizza diverse possibilità per incrementare il finanziamento alle PMI, alcune delle quali però non sostenibili. In primis l'Unione dei mercati dei capitali che, attraverso una maggiore finanziarizzazione dell'economia, rappresenta un grosso rischio per le PMI e per i piccoli operatori che dovranno confrontarsi con strumenti finanziari poco trasparenti e complessi. Si raccomanda, inoltre, il ritorno alla cartolarizzazione, altro fattore di rischio per eccellenza. Si avvalla il piano EFSI, nonostante la sua completa inefficienza. In ultimo, la relazione sostiene le politiche monetarie anticonvenzionali avviate dalla BCE che si sono rivelate assolutamente inefficienti, se non addirittura dannose, a causa di una eccessiva riduzione dei tassi e del livello dei prezzi.

  Σωτήριος Ζαριανόπουλος (NI), γραπτώς. ‒ Η έκθεση ουσιαστικά διαφημίζει την «Ένωση των κεφαλαιαγορών» της ΕΕ ως έναν τρόπο εναλλακτικής χρηματοδότησης των ΜΜΕ σε σχέση με τον τραπεζικό δανεισμό, ο οποίος πάντως θεωρεί ότι θα παραμείνει κυρίαρχος. Στην πράξη, εστιάζει στις μεγάλες επιχειρήσεις, που με τα κριτήρια της ΕΕ χαρακτηρίζονται μικρομεσαίες επιχειρήσεις, για να προετοιμάσει την εισαγωγή τους στις χρηματιστηριακές αγορές. Γι’ αυτό και μιλάει για την «καλλιέργεια κλίματος φιλικού προς τις κεφαλαιαγορές». Η ΕΕ ουσιαστικά βαφτίζει μικρομεσαίες επιχειρήσεις ισχυρούς επιχειρηματικούς ομίλους ή αντίστοιχες μεσαίας κεφαλαιοποίησης που λειτουργούν δορυφορικά προς αυτούς. Αποκαλυπτικός είναι ο ορισμός της ΕΕ για τον χαρακτηρισμό των ΜΜΕ, που περιλαμβάνει επιχειρήσεις με 250 εργαζόμενους και 50 εκατομμύρια κύκλο εργασιών, ενώ για την χρηματοδότησή τους από το περιβόητο ταμείο στρατηγικών επενδύσεων (γνωστό και ως «ταμείο Γιούνκερ») ο ορισμός των ΜΜΕ αφορά επιχειρήσεις με 3000 εργαζόμενους! Οι πραγματικά μικρές επιχειρήσεις, φτωχοί αυτοαπασχολούμενοι και μικροί επαγγελματοβιοτέχνες συνθλίβονται από την κυριαρχία των μονοπωλιακών ομίλων που υπηρετεί η αντιλαϊκή πολιτική της ΕΕ και των κυβερνήσεων, ίδια με αυτή που τσακίζει την εργατική τάξη και τη φτωχομεσαία αγροτιά. Το συμφέρον τους βρίσκεται στη μεγάλη κοινωνική συμμαχία τους με την εργατική τάξη ενάντια στα μονοπώλια και τις ενώσεις τους, για ριζικές αλλαγές στην εξουσία και την οικονομία.

  Jana Žitňanská (ECR), písomne ‒ Táto správa sa sústreďuje najmä na prínos mikropodnikov, malých a stredných podnikov pre ekonomiku Európskej únie a hľadá spôsoby, akými uľahčiť ich prístup k financovaniu. Mikropodniky, malé a stredné podniky prinášajú významný podiel na raste zamestnanosti, ako aj pridanej hodnote v nefinančnom sektore. Bohužiaľ sa však tieto podniky stretávajú ešte stále s mnohými prekážkami a väčšina z nich sa nezapája do zahraničného podnikania. Zároveň možnosti ich financovania zostávajú obmedzené a až 77 % ich financovania poskytujú banky. Práve preto sme Komisiu v tejto správe vyzvali, aby dôkladne posúdila nielen diskrimináciu, prekážky a výzvy, ktorým tieto podniky čelia, ale aj aby spoločne s členskými štátmi podporovala čo najširšie možnosti finančných zdrojov pre tieto podniky vrátane rôznych inovatívnych spôsobov. Keďže tieto podniky preukázateľne tvoria hybnú silu európskej ekonomiky a výrazne prispievajú k tvorbe stabilných pracovných miest, správu som rada podporila.

Noto que, por um lado, as PME europeias se caracterizam por uma grande heterogeneidade e incluem um largo número de microempresas, «start-ups» e empresas inovadoras de crescimento rápido crescimento, que, por terem diferentes modelos empresariais, enfrentam problemas distintos, com necessidades de financiamento diferentes.

Sublinho, por conseguinte, a necessidade de as PME disporem de opções de financiamento público e privado melhoradas e mais diversificadas, que não se restrinjam à fase de arranque, mas a todo o seu ciclo de vida.

Para tanto, a Comissão e os Estados-Membros devem apoiar as PME neste processo, não só em matéria de financiamento, mas também no que toca à regulamentação e às iniciativas a apoiar.

Como não existe um modelo único de financiamento adequado para todos, é necessário que a Comissão apoie o desenvolvimento de um vasto conjunto de programas, instrumentos e iniciativas personalizados, a fim de apoiar as empresas na sua fase de arranque e crescimento, tendo em conta a sua dimensão, o seu volume de negócios e as suas necessidades de financiamento específicas.

Menim, da imajo mala in srednja podjetja pomembno vlogo v zaposlovanju in rasti v evropskem gospodarstvu, saj MSP v EU predstavljajo 67 % vsega zaposlovanja, 71,4 % povečanja zaposlovanja (leto 2014).

Financiranje malih in srednjih podjetij je zaradi krize bolj trpelo kot financiranje velikih podjetij, poleg tega so se v euroobmočju spopadala in se do neke mere še z zaostritvijo zahtev bank glede zavarovanja posojil.
