  Der Präsident. – Zunächst einmal eine kurze Erklärung zum Ablauf. Zunächst erteile ich das Wort den Vorsitzenden der Fraktionen, die eine kurze Erklärung für die jeweilige Fraktion abgeben. Danach erteile ich das Wort dem Präsidenten der Kommission sowie dem amtierenden Präsidenten des Rates. Zum Abschluss dieser Runde – wie bereits ausgeführt – erteile ich das Wort auf der Grundlage unserer Geschäftsordnung dem Berichterstatter und Ausschussvorsitzenden Giovanni La Via. Danach führen wir die namentliche Abstimmung durch. Im Falle der Annahme ist durch das Europäische Parlament die Ratifizierungsprozedur, das sogenannte Verfahren der Zustimmung, abgeschlossen.

Ich werde im Anschluss daran hier im Plenum einen sogenannten Übermittlungsbrief unterschreiben. Dieser Brief geht an den Präsidenten des Rates. Durchschriften davon erhalten der Generalsekretär der Vereinten Nationen, Frau Ministerin Royal und der Präsident der Kommission. Mit diesem Übermittlungsschreiben ist der Rat in der Lage, die entsprechenden Voraussetzungen zur Hinterlegung der Urkunden in New York zu schaffen. Damit erreichen wir das Mindestquorum von 55 % und überschreiten es sogar, sodass mit dem heutigen Beschluss die Grundvoraussetzung für das Inkrafttreten des Übereinkommens von Paris geschaffen wird.

Nach der Abstimmung bitte ich den Präsidenten der Kommission, den Präsidenten des Rates, Frau Royal und den Generalsekretär sowie Herrn La Via, mich bei der Unterschrift zu begleiten.

  Manfred Weber, im Namen der PPE-Fraktion. – Herr Präsident, sehr geehrter Herren Präsidenten, sehr geehrter Herr Generalsekretär! Zunächst ein herzliches Willkommen im Europäischen Parlament, und ich möchte zum Ausdruck bringen, dass auch wir Ihnen danken, für Ihre Arbeit, die Sie für die Welt und in Partnerschaft mit Europa in den letzten zehn Jahren geleistet haben.

Liebe Kolleginnen und Kollegen! Klimawandel ist wahrscheinlich die zentrale Aufgabe unserer Politikergeneration, und deswegen ist dieser Tag heute ein historischer Tag. Wir Europäer können stolz darauf sein, weil wir der führende Kontinent waren, um diese Frage zu beantworten. Ohne die Führungskraft Europas hätte ist es dieses Abkommen nicht gegeben, und dafür war wiederum Voraussetzung, dass wir Europäer geschlossen waren, dass wir mit einer Stimme sprechen und damit globale Fragen mitentscheiden. Es zeigt, wozu wir Europäer in der Lage sind. Wir Europäer müssen jetzt nach der Unterschrift auch handeln, das heißt, die bestehenden Zusagen müssen umgesetzt werden.

Für meine Fraktion möchte ich zum Ausdruck bringen: Globale Probleme brauchen globale Lösungen. Trotz des Populismus, den wir auf der ganzen Welt erleben, zeigen wir mit diesem Abkommen, dass die Welt in der Lage ist, globale Probleme gemeinsam zu beantworten. Die Menschen haben viele Sorgen, wenn es um globale Fragen geht – heute ist aber ein Tag des Optimismus. Heute zeigen wir, dass wir lösen können. Deswegen ist es ein guter Tag!

  Gianni Pittella, a nome del gruppo S&D. – Signor Presidente, onorevoli colleghi, signora Ministro Royal, illustre Ban Ki-moon, grazie per il suo impegno decennale e per l'invito che ci ha rivolto e che noi raccogliamo. L'Europa di oggi è finalmente l'Europa che vogliamo: non l'Europa chiusa in se stessa, ma l'Europa mondo che è fedele alla sua prima missione, che è quella di prendersi cura delle persone e della Terra. L'Europa deve essere un progetto al servizio di una vita migliore e non un insieme di arguzie giuridiche.

Oggi abbiamo una responsabilità storica e la onoreremo. Ma dobbiamo fare di più. Dobbiamo anche darci altri impegni, tradurre le cose scritte, decise e convenute e darci impegni ancora più ambiziosi. Il nostro pianeta, la Terra, è sorto miliardi di anni prima che si manifestasse la vita delle persone. La Terra non ci appartiene. Siamo noi che le apparteniamo e abbiamo il dovere di preservarla e di trasmetterla ai nostri figli.

  Morten Messerschmidt, on behalf of the ECR Group. – Mr President, it is now clear that last Friday’s agreement by EU environment ministers will bring forward the ratification of the Paris Agreement on Climate Change. As such, we recognise that the path is now clear for the European Parliament to give its formal consent, as foreseen by the Treaty.

The adoption of this agreement on the cumulative announcements by the end of the COP 21 of intended nationally determined contributions by 187 parties will now form the basis of a global effort. The ECR Group therefore notes that ratification will enable the EU to join with the United States, China and 60 other parties who have formally submitted their instrument of ratification. In light of this, the Paris Agreement will now become legally binding before the end of this year.

The Paris Agreement carries importance for all stakeholders, whether they be investors, businesses, civil society or policy-makers. Indeed, the global nature of the effort is made manifest by the 189 national climate plans which have been put forward. We should, however, be mindful that this step only marks ratification of the agreement and we await with interest to see how national governments across the EU will seek to implement the promises they have made.

Madame la Présidente, soyez la bienvenue. Je suis content que vous ayez trouvé le chemin vers notre Parlement. Il y a encore sur votre bureau une petite invitation de la commission d'enquête EMIS. J'espère donc que vous connaissez maintenant le chemin.

So colleagues, I think that the COP21 Paris Agreement is historic. I think, in my opinion, it is even as historic as the Universal Declaration of Human Rights of 1948. As in 1948, COP21 is proof, in fact, that multilateralism works, and that the global governance of our planet is not a dream, as some people are saying. It proves also that we, Europe, can lead the world in the right direction and that in fact we are stronger together.

Mr Secretary-General, what a dramatic difference between this and the ongoing tragedy in Aleppo: civilians killed, hospitals bombed, and stalemate between America and Russia – the reluctance of the first coupled with the cynical and cruel determination of the other and, I would even say, the failing post-war logic of the Security Council.

I think COP21 and the Paris Agreement demonstrate exactly the opposite: that the international community and Europe can take responsibility, and that in fact multilateralism is the way forward for the next generations.

  Gabriele Zimmer, im Namen der GUE/NGL-Fraktion. – Herr Präsident! Herr Ban Ki-moon! Ich möchte Sie ebenfalls im Namen meiner Fraktion recht herzlich hier in diesem Saal begrüßen; es ist für uns eine große Ehre. Der Kampf gegen den Klimawandel ist eine globale Herausforderung, darüber sind wir uns alle einig.Es wurde ein verbindlicher Rahmen geschaffen, um Treibhausgase zu senken. Allerdings – und auch das möchte ich sagen: Wir verstehen den heutigen Akt, die heutige Entscheidung als einen Startschuss, weil wir nicht dabei stehen bleiben können. Wir müssen an die Art und Weise herangehen wie wir leben, wie wir produzieren, wie wir verbrauchen. Das, was eigentlich gemeinhin der allgemeine Kapitalismus ist, wird dazu nicht in der Lage sein. Lassen wir uns darüber reden, wie wir gemeinsam in der Weltgemeinschaft dieser Verantwortung nachkommen und wie wird dazu beitragen, dass unsere Umwelt, unsere soziale Gemeinschaft und auch das Zusammenleben mit den Tieren nachhaltig verändert wird.

Deshalb meine Aufforderung noch einmal: Die vereinbarten Ziele der Europäischen Union zur Senkung der Treibhausgase reichen nicht aus! Der Handel, der festgelegt worden ist, mit 4 EUR pro Tonne reicht nicht aus, er kommt über einen Ablasshandel noch nicht hinaus. Lassen Sie uns gemeinsam in unserer Verantwortung mehr tun. Dafür stehen wir zur Verfügung. Das wollen wir mit unterstützen – in Verantwortung für das zukünftigen Leben unserer Kinder.

  Rebecca Harms, im Namen der Verts/ALE-Fraktion. – Herr Präsident! Herr Generalsekretär Ban Ki-moon! Ich möchte – gerade weil ich denke, dass auch Ihnen jeden Tag wieder das Herz bricht, wenn Sie nach Syrien schauen – Ihnen und den Vereinten Nationen gratulieren zu etwas, was zumindest gelungen ist. Denn was man über das Übereinkommen von Paris sagen kann, das kann man jetzt auch über den Ratifizierungsprozess sagen, und ich bin tief davon überzeugt, dass dieses Übereinkommen für den internationalen Klimaschutz bedeutend ist, aber dass es eben auch bedeutend ist für die Vereinten Nationen, die Sie bis zum Ende dieses Jahres noch führen werden.

Ich wünschte Ihnen, dass Ihnen auch etwas gelingt angesichts des Schreckens, der aus Syrien und aus Aleppo berichtet wird.

Von Frau Royal erwarten wir als Grüne in der Europäischen Union, dass der Rat jetzt nicht nur im Ratifizierungsprozess entscheidungsfähig ist, sondern auch handlungsfähig, und zwar ehrgeizig handlungsfähig wird. Die Europäische Union hat alle Technologien, um anders zu wirtschaften: Wir können anders Energie erzeugen, wir können Transport anders organisieren. Wir müssen aber endlich auch mal springen. Wir dürfen nicht mehr zögern! Diese Konsequenz, die Sie heute hier demonstrieren, brauchen wir dann demnächst bei den Handlungen, für die die Spitzen der Europäischen Union stehen. Was wir in Europa machen, wie wir in den Industriestaaten dieser Welt wirtschaften, ist entscheidend für die Zukunft von Menschen außerhalb der Europäischen Union – nicht nur heute, sondern morgen und übermorgen.

Das Thema Flucht werden wir hier nicht diskutieren. Aber das Übereinkommen von Paris ist tatsächlich eine riesige Herausforderung, und die Europäer haben in den letzten Jahren mit Ehrgeiz gegeizt.

  Piernicola Pedicini, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, anche noi siamo soddisfatti della ratifica da parte dell'Unione europea dell'accordo di Parigi. Un passo dovuto, ma comunque cruciale e necessario. Purtroppo crediamo che non basterà. Questo è solo un primo passo che ci deve costringere a non mollare la presa. Un primo passo che ci deve spingere ad attuare nuove azioni concrete per affrontare la più importante tra le sfide da qui ai prossimi decenni. Voglio ripetere per questo le parole di Christiana Figueres: "se non attueremo un cambiamento radicale nei prossimi cinque anni, avremo un livello di sofferenza umana inaccettabile a causa della povertà". Allora dobbiamo avere il coraggio di abbandonare un modello assurdo, basato su una crescita illimitata avendo a disposizione risorse limitate. Dobbiamo avere il coraggio di sostituire la parola "crescita" con la parola "equilibrio". E fatemi citare per questo mio figlio di nove anni, che qualche tempo fa mi ha detto: "Papà, ma se cresciamo per sempre, dove andremo a sbattere con la testa?". Forse basterebbe soltanto quello, forse basterebbe soltanto guardare il mondo con gli occhi di un bambino, perché è a loro che lo lasciamo in eredità.

  Marcel de Graaff, on behalf of the ENF Group.(Inaudible) ... what they want to do with regard to climate change. The EU has nothing to do with this, and the EU should not ratify this climate agreement. Again, there are happy faces in this room because of this so—called historical landmark, and I understand that as the influence of the EU in this agreement is again evident.

The agreements are one-sidedly detrimental to developed countries, the climate effects are not clear at all and citizens must again bear enormous costs. The elite are laughing here while rubbing their hands. They will benefit from these climate action plans, but the hard-working citizens in the Member States will soon pay more for their electricity, their car, their heating, you name it. It is a shame.

At the moment that the EU is proudly ratifying this agreement, I see only one bright spot and that is that the Member States are free to fulfil or not fulfil this agreement any way they like, and that is a good thing.

  Zoltán Balczó (NI). – Tisztelt Elnök Úr! Tisztelt Főtitkár Úr! A napirendünkön ünnepélyes ülés szerepel, ugyanakkor egy fontos tartalmi döntést fogunk meghozni. A szavazatunkkal az Európai Unió ratifikálja a párizsi klímavédelmi egyezményt. Ugyan ezt több ország már megtette, köztük Magyarország is, mégis ez döntő lépés lesz a hatálybalépés tekintetében. Az Európai Unió tagországai élen jártak a klímaváltozás elleni küzdelemben. Ambiciózus célokat fogalmaztak meg és teljesítettek. Amikor azonban még az ambiciózusnál is ambiciózusabb célok merülnek föl, szeretnék ehhez két megjegyzést tenni. Talán nem ünneprontás, mert sokrétű felelősségünk van az európai lakosságért és egy európai gazdaságért is. Tehát a radikálisnál radikálisabb lépések esetén figyelembe kell vennünk, hogy Európa csak a kibocsátás 10%-áért felel, és adott esetben globálisan nem csökkenésre, hanem csak egy áthelyezésre kerül sor.

Tehát ennél ezeket a szempontokat figyelembe kell venni az európai gazdaság versenyképessége érdekében. A másik megjegyzés: a legfontosabb a párizsi klímamegállapodásban, hogy jogilag kötelező érvényű. Az Európai Uniónak azonban érvényt is kell szerezni minden tekintetben ennek, és nem lehetséges, hogy az Egyesült Államok – mint az egyik legnagyobb kibocsátó – a hozzáállása, majd a teljesítés attól függjön, hogy az elnökválasztáson vajon ki kerül hatalomra. Az érdekérvényesítés azt jelenti, hogy minden fél teljesítse azt, amit vállal.

  Jean-Claude Juncker, président de la Commission. – Monsieur le Président, Monsieur le Secrétaire général, l'Europe démontre aujourd'hui qu'elle est capable de grandes choses lorsqu'elle sait conjuguer ses énergies et ses forces. Mais cet accord de Paris n'est pas tombé du ciel; il a fallu que les meilleurs d'entre nous y contribuent. C'est pourquoi je voudrais rendre, ici, hommage au président de la République française, François Hollande, à l'ancien ministre des affaires étrangères, Laurent Fabius, ainsi qu'à Mme Royal, dont je voudrais souligner ici l'acharnement et la persévérance puisqu'elle n'a cessé de nous rappeler à notre travail et à notre devoir de ratification. C'est désormais chose faite.

Il y a un an, je déclarais dans cet hémicycle que l'Union européenne n'allait pas signer n'importe quel accord et que cet accord devrait être ambitieux, robuste et juridiquement contraignant. C'est chose faite aujourd'hui.

Nous avons donc la chance d'assister à un mouvement que l'Histoire retiendra. Je dirai à M. de Graaff que ce n'est pas la première ni la dernière fois que vous avez manqué votre rendez-vous avec l'Histoire. Mais l'Histoire progresse puisqu'il s'agit de nous occuper, je dirais – en étant peut-être trop pathétique –, d'une des grandes causes de l'humanité. Nous prenons notre avenir en mains et nous pouvons être fiers d'avoir fait ce que nous avons fait.

  Ivan Korčok, Council. – Mr President, I would like to start by expressing our gratitude and appreciation for the leadership the Secretary—General of the United Nations has shown in our common effort to agree on this ambitious Paris Agreement. Secondly, I would like to thank him for the ten years of his service to the international community as Secretary—General of the United Nations.

Today the European Union is clearly reaffirming its commitment to continued climate action. Let me thank, therefore, this House, the Parliament and the Commission for their contribution and exemplary cooperation and to you, President, for your determination and efforts to ensure a speedy ratification of the Paris Agreement.

This commitment is also about our credibility and responsibility and about the role that the European Union plays on the global stage. The EU worked hard for many years to shape the new climate action agreement and to make it possible last year in Paris. At the extraordinary Environment Council meeting last Friday we worked hard to secure the support of Member States for the decision on the EU ratification of the Paris Agreement.

I am glad that later today the Council will formally adopt the decision on ratification. I want to assure this House, on behalf of the Presidency, that, as of today, we will start vigorously with its implementation.

  Giovanni La Via, rapporteur. – Mr President, as Chair of the Committee on the Environment and rapporteur, I am proud to recommend to the House to give the largest support to the EU ratification of the Paris Agreement.

Almost twenty years ago, the Kyoto Protocol was buried in the US Senate. Since then, the EU has been leading the international action to fight climate change and has worked hard to make Paris a success. Today I want to underline that the Paris Agreement will secure its entry into force in the House of European citizens.

It is an historic moment and it is the outcome of great work together: Members of the European and national Parliaments, the EU Member States, the European Commission and the Council Presidencies. In particular, I would like to recognise the work of Commissioner Arias Cañete, with whom I have been in permanent contact during this process.

Today’s vote shows that the European Union delivers on promises made. We must, and we can, hand over to future generations a world that is more stable and prosperous, a healthier and cleaner planet. Today we are closer to it. Today we can!
