  Lynn Boylan (GUE/NGL). – Mr President, EU Common Security and Defence is further evidence of the unrelenting push for the militarisation of Europe at all levels, from coordinated security and defence policy through to an EU army. At its core, the CSDP report militaristically demands more investment in defence and defence research for Member States to reach the NATO capacity target of a minimum of 2% of GDP. It demands more money from the EU general budget to be allocated to defence spending and demands a strong munitions and defence industry in Europe.

This report is symptomatic of the ever—growing militarisation of the European Union that is driven by the unelected Commissioners and larger Member States. The use of the result of the Brexit referendum to push ahead with these militaristic aims is utterly unscrupulous, as is the undermining of the neutrality of Member States such as Ireland. Instead of focusing on the militarisation of the EU, can we not redouble our efforts to tackle poverty, hunger, land rights, climate change, citizen participation and economic inequalities?

  Monica Macovei (ECR). – Domnule președinte, Europa a fost și rămâne vulnerabilă la atacurile teroriste, la problemele de securitate pe care le avem și la alte probleme (criza migrației și așa mai departe). Pe toate acestea le trăim astăzi și vedem că lumea se schimbă în fiecare zi. Și rămânem vulnerabili pentru că statele membre nu reacționează coordonat, unele au politici diferite și păreri diferite, nu schimbăm informații - și e vorba de agențiile de aplicare a legii - și pentru că bazele noastre de date, bazele europene de date, bazele naționale de date nu sunt complete, nu sunt umplute cu date corecte, imediate și complete de către statele membre și, de asemenea, unele dintre ele nu comunică între ele, deci nu există interoperabilitate între aceste baze de date. E foarte greu să te lupți împotriva terorismului sau a altor pericole în aceste condiții.

În al doilea rând, avem și colegi în instituțiile europene și în Parlamentul European care pur și simplu nu cred că există vreo măsură care să împiedice atacurile teroriste, de pildă, sau care să asigure securitatea cetățenilor. Adică, unii o iau ca pe ca pe un moft sau o iau ca pe o intruziune în viața privată și atât. Nu se gândesc la securitatea cetățenilor și, repet, nu o iau în serios. Pe toate acestea trebuie să le rezolvăm între noi, dar, pe de altă parte, trebuie supuse opiniei publice.

Și, ultimul lucru, îmi cer scuze că am întârziat, un singur lucru: sunt pentru forțe armate europene, dar, în nici un caz, acestea nu trebuie să înlocuiască NATO. Noi trebuie să lucrăm împreună cu NATO și trebuie să cerem garanții noului președinte al Statelor Unite că NATO va continua să apere Europa și, mai ales, Europa centrală și de est.

  Ilhan Kyuchyuk (ALDE). – Mr President, unfortunately nowadays the EU and its Member States live in a more dangerous and less predictable security environment. We are facing a broad and evolving set of challenges, both conventional and hybrid. Despite the fact that these challenges represent common risks and threats to the security of the EU, they affect us differently. Consequently the Member States react to them in an uncoordinated and fragmented way.

Therefore, I strongly believe that a substantial revision of the Common Security and Defence Policy will enable the EU to effectively cooperate and coordinate their efforts and capabilities in order to contribute in a decisive way to the security of the Union. Working from this perspective, a revised CSDP will not only assert the European Union’s strategic autonomy and strengthen its resilience, but will also further enhance political integration within the EU. This strategy should be based on a strong collective defence principle, efficient financing and should be implemented in coordination with international institutions in the field of security and defence, particularly in full complementarity with NATO.

  Daniel Hannan (ECR). – Mr President, we kept being told a hundred times, a thousand times, during our campaign that no one is talking about a militarised EU. Yet, as we have just heard my comrade Lynn Boylan from the Communist Group say, the other Member States immediately responded to Brexit with precisely such a proposal for militarisation.

Well, good luck! I mean we are not going to be around, but we are still going to be allies, right? During our referendum campaign, a decision was made to deploy British troops to the defence of Poland and of Estonia, and it was not criticised on any side. Nobody tried to press it into the arguments about the referendum, because we understand that we still have a vested interest, an immediate interest, in the prosperity and security of our European friends. We want to be good neighbours, we want to be dependable partners, but our relationship from now on is going to be based on alliance, not assimilation.

  Jonathan Arnott (EFDD). – Mr President, I am reminded of the famous ‘duck test’. If it looks like a duck, if it swims like a duck and it quacks like a duck, then it’s probably a duck. Commissioner Mogherini has told us that there are no plans for an EU army – soldiers fighting under the EU flag, yes, EU battle groups, yes, EU headquarters, yes – but no EU army. I suspect that this somewhat fails the duck test.

  Lars Adaktusson (PPE), skriftlig. ‒ Jag röstade för resolutionen om den gemensamma säkerhets- och försvarspolitiken (GSFP), då Kristdemokraterna ser behov av ökat europeiskt samarbete i försvarsfrågor, inklusive försvarsmaterielkoordinering och forskning. Resolutionen betonar mycket riktigt behovet av samordning med Nato. Att ”strategisk autonomi” betonas utgör i detta sammanhang inte ett problem, då det bör finnas möjlighet för EU att agera när Nato varken kan eller bör göra så. Jag röstade fortsatt för att finansiering av EU-insatser ska ske med medel ur de nationella budgeterna samt mot skrivningar om ”EU-armé”.

Jag röstade för en skrivning om ”ett permanent EU-högkvarter för civila och militära uppdrag och insatser inom GSFP”, då texten också betonade att detta inte skulle vara en kopia av Natostrukturerna, utan istället skulle utgöra nödvändig grund för planering och ledningskapacitet för uppdrag och insatser inom GSFP.

  Isabella Adinolfi (EFDD), per iscritto. ‒ Il seguente rapporto evidenzia come la situazione sicurezza in Europa sia arrivata ad un livello considerato critico, soprattutto dopo gli ultimi attacchi terroristici dell'ISIS. A questo proposito il relatore propone di investire più risorse nella difesi, come destinare il 2% del PIL, intensificare i rapporti con la NATO, la creazione di un quartier generale europeo militare per le missioni e altre misure in questa direzione.

Nonostante si trattino alcuni temi abbastanza interessanti manca completamente una valutazione sull'impatto negativo che quanto detto in precedenza potrebbe avere su alcuni Stati membri, per questo motivo ho votato negativamente.

  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ Este informe de AFET se basa en el Informe anual del Consejo al Parlamento Europeo sobre la Política Exterior y de Seguridad Común. Exige un aumento del componente militar en la PCSD, una mayor inversión en investigación en defensa y aboga por destinar el 2 % del PIB para gastos de defensa. El informe pide además un Libro Blanco de la Unión sobre Seguridad y Defensa, y exige una industria de defensa fuerte. Además, apoya más reformas al sector de la seguridad y capacitar y equipar también a los militares financiados con ayuda al desarrollo (entre ellos, el instrumento civil que contribuye a la estabilidad y la paz), promueve ampliar el mecanismo Athena para financiar todas las misiones militares y grupos tácticos de la Unión, escapando al control parlamentario y, presiona para el despliegue de grupos tácticos de la Unión para todo tipo de gestión de crisis.

Nosotros rechazamos la financiación militar del presupuesto de la Unión, y primar el enfoque civil para la resolución de conflictos y dejar de contribuir a la escalada militar, y abogamos por una separación total entre la Unión y la OTAN, mientras que el informe propone una mayor cooperación. Por esto, voté en contra.

  Martina Anderson, Lynn Boylan and Liadh Ní Riada (GUE/NGL), in writing. – I voted against this report as it goes against our position on the CSDP, it supports the militarisation of the EU including calling for the reform of EU law to be reformed to allow European defence industries to benefit from state aid as their counterparts in the US do. It wishes to expand the military aspect of the Common Security and Defence Policy including investment in defence research and other capabilities whilst fostering a closer relationship with NATO. In this regard it is regressive and does not suit Ireland’s position of neutrality regarding military alliances.

  Laima Liucija Andrikienė (PPE), raštu. ‒ Balsavau už pranešimą dėl bendros saugumo ir gynybos politikos įgyvendinimo. Turime pripažinti, kad Europos saugumo situacija gerokai pablogėjo. Ji tapo sudėtingesnė, pavojingesnė ir sunkiau nuspėjama. Tradicines ir hibridines grėsmes kelia valstybiniai ir nevalstybiniai subjektai, jos kyla iš Pietų ir Rytų ir daro skirtingą poveikį valstybėms narėms. ES valstybių narių saugumas yra tarpusavyje labai susijęs, tačiau jos reaguoja į bendras grėsmes ir riziką nekoordinuotai ir nenuosekliai. Koordinavimo trūkumas – tai viena iš Sąjungos veiksmų silpnųjų vietų, kuria sėkmingai naudojasi agresoriai. Europai trūksta atsparumo siekiant veiksmingai atremti ir hibridines grėsmes. Pritariu pranešėjui, kad dėl šių priežasčių reikia nuodugniai ir iš esmės persvarstyti BSGP, siekiant sudaryti ES ir jos valstybėms narėms galimybes ryžtingai prisidėti prie Sąjungos saugumo, tarptautinių krizių valdymo ir įrodyti ES strateginį savarankiškumą. Akivaizdu, kad jokia šalis negali savarankiškai susidoroti su dabartinėmis saugumo problemomis. Todėl būtina pasiekti, kad BSGP būtų grindžiama tvirtu kolektyvinės gynybos principu ir veiksmingu finansavimu bei įgyvendinama koordinuojant su tarptautinėmis institucijomis saugumo ir gynybos srityje, visapusiškai papildant NATO. ES turėtų skatinti valstybes nares laikytis NATO nustatyto pajėgumų lygio, pagal kurį reikalaujama gynybos išlaidoms skirti mažiausiai 2 proc. BVP, kaip dar kartą patvirtinta Velse ir Varšuvoje vykusiuose aukščiausiojo lygio susitikimuose.

  Νίκος Ανδρουλάκης (S&D), γραπτώς. ‒ Ψήφισα υπέρ της έκθεσης σχετικά με την εφαρμογή της Κοινής Πολιτικής Ασφάλειας και Άμυνας (σύμφωνα με την ετήσια έκθεση του Συμβουλίου προς το Ευρωπαϊκό Κοινοβούλιο σχετικά με την κοινή πολιτική ασφάλειας και άμυνας) διότι πιστεύω ότι η ανάπτυξη του τομέα της κοινής πολιτικής ασφάλειας και άμυνας της ΕΕ αποτελεί σημαντικό βήμα για την προστασία των πολιτών της, καθώς και των αξιών και των συμφερόντων της, με πλήρη πάντα σεβασμό στο διεθνές δίκαιο και στα ανθρώπινα δικαιώματα.

  Pascal Arimont (PPE), schriftlich. ‒ Mit dieser Entschließung reagiert das Parlament auf den jährlichen Bericht des Rates zum Stand der Gemeinsamen Sicherheits- und Verteidigungspolitik (GSVP), insbesondere zur Implementation der GSVP in den einzelnen Mitgliedstaaten. Vor dem Hintergrund des sich zunehmend verschlechternden Sicherheitsumfeldes der EU (Annexion der Krim, Krieg in Syrien) spricht sich das Parlament für einige Maßnahmen aus, die das gemeinsame Handeln der Mitgliedstaaten im Bereich der GSVP stärken sollen. Zu diesen Maßnahmen gehören unter anderem die grundlegende Überarbeitung der GSVP, die Einrichtung eines permanenten EU-Hauptquartiers für die Planung der zivilen und militärischen Einsätze sowie die Unterstützung der Forschung im Bereich der GSVP. Darüber hinaus betont der Bericht, wie wichtig die Zusammenarbeit mit der NATO für die EU ist. Ich unterstütze den Bericht, da ich der Überzeugung bin, dass eine engere Zusammenarbeit der Mitgliedstaaten im Bereich der GSVP notwendig ist, da kein Land alleine die Herausforderungen der globalisierten Welt bewältigen kann.

  Marie-Christine Arnautu (ENF), par écrit. ‒ Ce rapport a pour but d'assurer l'emprise de l'UE sur les politiques étrangères et de défense des États membres. Il part du principe que l'UE est menacée à la fois par des modifications violentes de frontières opérées par la Russie et la déstabilisation des États du Moyen-Orient. Le rapport détaille les multiples concessions qui sont attendues des États pour que la PESC devienne un partenaire fiable de l'OTAN. Il définit également comment la Commission doit imposer ses règles dans le domaine de la passation de marchés dans la défense. J’ai voté contre ce rapport inacceptable.

  Jean Arthuis (ALDE), par écrit. ‒ L’environnement de sécurité en Europe s’est sensiblement détérioré au cours de ces derniers mois. Cette imprévisibilité et cette complexité nous obligent à recourir plus efficacement aux instruments actuels de la politique de sécurité et de défense commune. Elle doit faire l’objet d’une vaste et profonde révision afin de répondre à ces nouveaux défis. Pour ces raisons, j’ai voté en faveur de ce texte.

  Petras Auštrevičius (ALDE), in writing. ‒ These past years have sadly marked a shift in Europe’s security environment. We face tensions from Russian aggression, terrorist threats in our own region, and the uncertainty left after the UK referendum and the US elections. All of these issues call upon us to work together in one of the most vital cornerstones of any society – its safety and security. Which is why this time provides us the best window of opportunity to implement the Common Security and Defence Policy that would in no way compete with a similar transnational structure – NATO – but on the contrary, would complement and strengthen its current agenda. This policy is not one of militarising Europe, but rather increasing its readiness and capabilities for its defence. A large part of the report focuses on the sheer capabilities that the EU currently lacks in the defence sector, which is why it also calls for investments in defence research in order to catch up with the quickly advancing technologies all around the world. Only through these strategies will we be able to independently ensure the safety and security of our citizens in these turbulent times.

  Johannes Cornelis van Baalen (ALDE), schriftelijk. – De VVD heeft zich onthouden van de eindstemming van het rapport over de tenuitvoerlegging van het gemeenschappelijke Veiligheids- en Defensiebeleid, omdat het optuigen van een Europees militair hoofdkwartier op dit moment niet opportuun is. De NAVO is en blijft de hoeksteen van het Europese veiligheidsbeleid en de NAVO-inspanningen moeten niet worden gedupliceerd. De VVD steunt het voorstel voor een eengemaakte defensiemarkt, meer defensie-investeringen, onder meer op het gebied van onderzoek en ontwikkeling.

Europos saugumo aplinka gerokai pablogėjo ir tapo mažiau stabili, sudėtingesnė, pavojingesnė ir mažiau nuspėjama. Šiuo metu Europai trūksta atsparumo siekiant veiksmingai atremti hibridines grėsmes, kurios dažnai yra tarpvalstybinio pobūdžio. Todėl pritariu, kad būtina persvarstyti bendrą saugumo ir gynybos politiką (BSGP) siekiant sudaryti ES ir jos valstybėms narėms galimybes ryžtingai prisidėti prie Sąjungos saugumo, tarptautinių krizių valdymo ir įrodyti ES strateginį savarankiškumą.

  Gerard Batten (EFDD), in writing. ‒ UKIP voted against this non-legislative and non-binding report. We are opposed to the development of a centralised EU defence and foreign policy capability. As such we reject the annual review process of CSDP and CFSP and the calls for increased EU capability contained within this report. We remain fully committed to NATO as the primary guarantor of security in Europe. We are supportive of the NATO 2% defence spending minimum. It is UKIP party policy to ensure the UK remains at least above 2% and we would also encourage fellow NATO allies to meet this commitment. We are however uneasy at language contained within this report in which the EU calls on Member States to meet this requirement. There is a fine line between this and the 2% commitment to NATO being replaced with one to the EU. This risks further undermining NATO and risks the position of traditionally neutral countries.

  Nicolas Bay (ENF), par écrit. ‒ J’ai voté contre ce rapport qui part du postulat que l’Union européenne serait menacée tant au sud qu’à l’est. Le rapport demande aux États membres de nombreuses concessions et détaille comment la Commission doit imposer ses règles dans le domaine de la passation de marchés dans la défense, portant atteinte à notre souveraineté.

  Hugues Bayet (S&D), par écrit. ‒ J'ai voté en faveur de ce rapport qui souligne que l'environnement de sécurité en Europe s'est sensiblement détérioré et que pour y faire face, l'Union doit se doter d'une politique commune révisée et plus robuste basée sur une coopération structurée permanente. De même, cette politique devrait reposer sur un principe fort de défense collective et un financement efficace ainsi que sur la participation active de tous les États membres.

  Brando Benifei (S&D), per iscritto. ‒ I grandi mutamenti avvenuti negli ultimi anni nello scenario globale rendono sempre più necessaria una riflessione sulla capacità dell’Europa di far fronte alle enormi sfide del nostro tempo, avversità che si presentano non solo sotto forme convenzionali ma sempre più spesso come minacce ibride che vedono coinvolti attori statali e non statali. La relazione Paşcu, che oggi ho sostenuto con il mio voto, sottolinea con forza la necessità di una sostanziale revisione della PSDC, al fine di consentire all'UE e ai suoi Stati membri di contribuire in maniera decisa alla gestione delle crisi internazionali e all'affermazione dell'autonomia strategica dell'Unione. Serve un Libro bianco della difesa e della sicurezza europea che individui la strada per un rafforzamento dell’industria di difesa del continente e allo stesso tempo prefiguri le linee d’azione negli scenari internazionali. Il cuore della nuove PSDC deve però risiedere nella creazione di una vera capacità di difesa autonoma per l'UE che punti a proteggere i suoi cittadini e promuovere i propri valori e interessi, nel pieno rispetto dei trattati, del diritto internazionale e dei diritti umani.

  Xabier Benito Ziluaga (GUE/NGL), por escrito. ‒ Este Informe señala el deterioro de la seguridad europea ante el crecimiento de la amenaza terrorista y la situación bélica que viven Ucrania, Siria e Irak, así como nuevos desafíos como el ciberterrorismo. Apunta una creciente intranquilidad de la opinión pública ante el terrorismo y la inestabilidad política, y expone la necesidad de reforzar la política común de seguridad y defensa con mayor coordinación y un crecimiento del presupuesto en al menos un 2 % por país miembro. También solicita mayores facilidades para financiar operaciones internacionales y la creación con urgencia de un fondo económico para tal fin. Pide reforzar la investigación militar y el sector armamentístico europeo con una financiación suficiente, y unas ayudas a la producción industrial similares a las que reciben las empresas norteamericanas del sector. He votado en contra, porque ahonda en la apuesta política y financiera por un Ejército y una industria armamentística fuertes en la Unión para combatir amenazas exteriores. Aunque entiendo que algunas de estas amenazas son reales, creo que aumentando el clima bélico no se va a conseguir llegar a la resolución real de los problemas y a conseguir un marco de estabilidad y paz en la Unión.

  Izaskun Bilbao Barandica (ALDE), por escrito. ‒ He apoyado este informe del Sr. Pascu sobre la aplicación de la política común de seguridad y defensa. Es necesario avanzar en un ejército europeo, pero me he abstenido en las referencias a destinar el 2 % del PIB de los Estados para ello. Yo creo que se necesita un análisis más exhaustivo antes de establecer ninguna cifra concreta por mucho que esto se reiterara en las Cumbres de Gales y Varsovia.

  Dominique Bilde (ENF), par écrit. ‒ Ce rapport concernant la mise en œuvre de la politique de sécurité et de défense commune doit en réalité assurer l’emprise de l’UE sur les politiques étrangères et de défense des États membres. En effet, le rapport part du principe que l'UE est menacée à l'est et au sud par à la fois des modifications violentes de frontières opérées par la Russie (point 7) et la déstabilisation des États du Moyen-Orient.

Il faut que les États fassent des concessions pour que la PESC devienne un partenaire fiable de l’OTAN et il définit ses règles dans le domaine de la passation de marchés de la défense (point 44). Pour ces raisons, j’ai donc naturellement voté contre.

  José Blanco López (S&D), por escrito. ‒ He votado a favor del informe sobre la aplicación de la política común de seguridad y defensa, por el que se realiza una evaluación de la aplicación de las políticas en este ámbito, así como de los acontecimientos que han tenido lugar este año.

El informe pide una revisión de estas políticas, así como un Libro Blanco de la Unión, una industria de defensa más fuerte y el Plan Europeo de Acción para la Defensa. Por otro lado, considera necesario mejorar y ampliar la cooperación con la OTAN.

Asimismo, se solicita una mayor coordinación intracomunitaria dentro de la Unión, para poder adaptarse mejor ante nuevas amenazas.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šio pranešimo, nes juo Parlamentas pasisako dėl bendros saugumo ir gynybos politikos įgyvendinimo Europos Sąjungoje. Europos saugumo aplinka gerokai pablogėjo ir tapo mažiau stabili, sudėtingesnė, pavojingesnė ir mažiau nuspėjama, grėsmės yra tradicinės ir hibridinės, jas kelia valstybiniai ir nevalstybiniai subjektai, jos kyla iš Pietų ir Rytų ir daro skirtingą poveikį valstybėms narėms. Parlamentas priminė, kad ES valstybių narių saugumas yra tarpusavyje labai susijęs, ir pažymėjo, kad kol kas jos reaguoja į bendras grėsmes ir riziką nekoordinuotai ir nenuosekliai, taigi darosi sudėtinga ir kliudoma taikyti bendresnį požiūrį. Toks koordinavimo trūkumas – tai viena iš Sąjungos veiksmų silpnųjų vietų. Europai trūksta atsparumo siekiant veiksmingai atremti hibridines grėsmes, kurios dažnai yra tarpvalstybinio pobūdžio. Radikalių islamistų organizacijų ir asmenų prieš Europą nukreiptas terorizmas yra precedento neturinčio masto ir daro spaudimą Europos gyvenimo būdui. Parlamentas pabrėžė, kad todėl asmens saugumas tapo pirmaeilis tikslas ir nyksta tradicinis skirtumas tarp tokio saugumo išorės ir vidaus aspektų. Todėl ragina ES prisitaikyti prie šių saugumo iššūkių, visų pirma veiksmingiau naudojant esamas BSGP priemones ir jas derinant su kitomis išorės ir vidaus priemonėmis bei ragina užtikrinti didesnį valstybių narių bendradarbiavimą ir koordinavimą, ypač kovos su terorizmu srityje.

  Andrea Bocskor (PPE), írásban. ‒ Az európai biztonsági környezet jelentősen romlott az elmúlt időszakban, képlékenyebbé, összetettebbé, veszélyesebbé és kevésbé kiszámíthatóvá vált. Az említett fenyegetések egyre változatosabb formákat öltenek, mind hagyományos, mind hibrid jellegűek. Az uniós tagállamok biztonsága szorosan kapcsolódik egymáshoz, ám a tagállamok mégis összehangolatlanul és erőforrásaikat szétaprózva reagálnak a közös fenyegetésekre és kockázatokra. A koordinációnak effajta hiánya az uniós fellépés egyik sebezhetősége. A fenti problémák orvoslására a KBVP (Közös biztonság- és védelempolitika) alapos és jelentős felülvizsgálatára van szükség, hogy az EU és tagállamai döntő mértékben hozzá tudjanak járulni az Unió biztonságához.

A jelentés hangsúlyozza, hogy az állandó strukturált együttműködés (az Európai Unióról szóló szerződés 42. cikkének (6) bekezdése) létrehozása által lehetőség nyílna az önvédelem vagy egy állandó önvédelmi struktúra kialakítására. A KBVP-missziókon keresztül az EU a válságkezelés teljes spektrumában beavatkozhatna, többek között a válságmegelőzés és válságrendezés területén is. Emellett az EU-nak a NATO kapacitáscéljainak teljesítésére kell ösztönöznie a tagállamokat, ami megköveteli, hogy a védelmi kiadásokat idővel legalább a GDP 2%-ára növeljék. A KBVP eszközei továbbá jobb együttműködést és koordinációt szorgalmaznak a tagállamok között, különösen a terrorizmus elleni küzdelem terén. Végezetül a KBVP-missziók – többek között a határokon nyújtott támogatás, a kapacitásépítés, a katonai kiképzési missziók és a haditengerészeti műveletek – hozzájárulnak a nemzetközi békéhez és stabilitáshoz. Szavazatommal támogattam a jelentés elfogadását.

  Franc Bogovič (PPE), pisno. ‒ Strinjam se, da se začne na ravni EU izvajati skupno varnostno in obrambno politiko. Ugotavlja se, da se je evropsko varnostno okolje zelo poslabšalo ter postalo bolj negotovo, bolj kompleksno, nevarnejše in manj predvidljivo. Grožnje so tako konvencionalne, kot hibridne. Ustvarjajo jih tako državni kot nedržavni akterji z juga in vzhoda, na vsako državo članico pa vplivajo drugače. Zato je potrebno opozoriti, da je varnost držav članic EU močno prepletena. Na skupne grožnje in tveganja pa se države članice odzivajo neusklajeno in razdrobljeno, kar otežuje in pogosto ovira izvajanje enotnejšega pristopa. Zato so primerni pozivi k odločni preventivni politiki, ki temelji na celovitih programih deradikalizacije. Vzpostavitev stalnega strukturnega sodelovanja (člen 42(6) Pogodbe o EU) pa bo omogočila razvoj samoobrambe oziroma stalne obrambne strukture, ki bi izboljšala operacije kriznega upravljanja.

  Simona Bonafè (S&D), per iscritto. ‒ L'attuale quadro di deterioramento della sicurezza all'interno e all'esterno del territorio europeo ha ben dimostrato che l'Unione deve dotarsi di strumenti per difendere la pace e sicurezza dei propri cittadini. Questa relazione è in linea con l'impegno dell'Alto rappresentante per la politica estera e di sicurezza comune, Federica Mogherini, nell'auspicare un lavoro di piena revisione delle politiche in materia di sicurezza e difesa per affrontare i cambiamenti strutturali del contesto internazionale. Chiediamo l'istituzione di meccanismi efficaci che sfruttino a pieno le potenzialità già presenti nei trattati europei, come la cooperazione permanente strutturata.

L'invito rivolto agli Stati membri, che conservano le prerogative in materia di difesa, è quello di una migliore cooperazione, che passi attraverso un solido principio di difesa collettiva e su un finanziamento efficiente per promuovere l'autonomia strategica dell'Unione europea. Questo significa rafforzare le proprie capacità e porsi sulla scena internazionale come un partner affidabile, capace di cooperare in piena complementarietà con le istituzioni internazionali attive nel settore, in primo luogo la NATO, per far fronte alle esigenze di sicurezza dell'Unione europea e a quelle del suo vicinato.

Indeed, more and better coordination between Member States is needed in order to tackle the current challenges. As a matter of fact, this resolution provided the base for further developments of the EU foreign policy tools towards a revised and more robust CSDP.

  Renata Briano (S&D), per iscritto. ‒ Nessun Paese può affrontare da solo le sfide della sicurezza: oggi più che mai è necessario un agire unitario per assicurare la difesa delle frontiere europee e la sicurezza interna. È necessario rivedere radicalmente il quadro della politica di sicurezza comune adottato finora, rafforzarlo e iniziare ad agire in una prospettiva di integrazione federale dei servizi di intelligence, delle forze armate e delle strutture di controllo frontaliero così come si sta positivamente facendo per la nuova Guardia costiera dell'Unione europea.

Assieme alle necessarie decisioni politiche e giuridiche da intraprendere non può essere lasciato in secondo piano lo sviluppo di una più forte industria della difesa per rafforzare l'autonomia strategica e l'indipendenza tecnologica dell'Unione. Per rafforzare lo status dell'UE quale garante della sicurezza nel vicinato dell'Europa sono necessarie capacità appropriate e sufficienti, nonché un'industria della difesa concorrenziale internazionalmente, efficiente e trasparente che garantisca una catena di approvvigionamento sostenibile.

Oggigiorno il settore europeo della difesa è caratterizzato da frammentazione e duplicazioni, che devono essere gradualmente eliminati attraverso un processo che fornisca incentivi e ricompense a tutti gli attori nazionali e che tenga conto delle prospettive a lungo termine di un mercato della difesa integrato.

  Steeve Briois (ENF), par écrit. ‒ Ce rapport utilise la dégradation du climat politique en Europe, notamment avec la Russie, ainsi que la menace islamiste comme prétextes pour assurer l’emprise de l’Union européenne sur les politiques étrangère et de défense des États membres. La politique de sécurité et de défense commune dont ce rapport définit les contours serait calquée sur les plans d’actions de l’OTAN, avec comme conséquence la soumission de notre politique étrangère aux intérêts américains. Aux nombreuses concessions attendues des États membres s’ajoutent de nouvelles règles en matière de marchés publics. Je me suis bien évidemment opposé à ce rapport qui enferme nos nations dans un carcan atlantiste alors que nous souhaitons au contraire entretenir des relations équilibrées avec l’ensemble des puissances internationales dans le but de faire émerger un monde multipolaire. J’ai donc voté contre ce texte.

  Cristian-Silviu Buşoi (PPE), în scris. ‒ Europa se confruntă cu un arc de instabilitate. La sud, ISIS și alte organizații teroriste sunt din ce în ce mai numeroase în Orientul Mijlociu și în Africa de Nord. În est, războiul hibrid dus de Rusia împotriva Ucrainei, anexarea ilegală a Crimeii și tacticile hibride, inclusiv terorismul cibernetic și războiul informațional, utilizate pentru a destabiliza țările din Parteneriatul Estic, reprezintă cele mai urgente amenințări la adresa securității UE.

Susțin propunerea de rezoluție a PE referitoare la punerea în aplicare a politicii de securitate și apărare comune (pe baza Raportului anual al Consiliului către Parlamentul European privind politica externă și de securitate comună). Instrumentele PSAC ar trebui să rămână un instrument esențial în cadrul abordării globale.

Intensitatea amenințărilor hibride cu care ne confruntăm este fără precedent. Viitorul cadru strategic comun ar trebui să se concentreze pe propuneri concrete și realizabile pentru a contribui la contracararea amenințărilor hibride și la promovarea rezilienței UE și a statelor membre. Cadrul strategic comun ar trebui dezvoltat într-o coordonare deplină și cu consultarea regulată a NATO, care va elabora propriul său răspuns la războiul hibrid. Nu ar trebui ratată o oportunitate unică de armonizare a răspunsurilor UE cu cele ale NATO.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato in favore della relazione in questione che prevede una necessaria e approfondita revisione della politica di sicurezza e difesa comune (PSDC). I cittadini hanno bisogno di percepire e sentire un maggior impegno da parte dell'Unione europea su questo tema.

È necessario che si combatta con determinazione la propaganda terroristica attraverso operazioni di PSDC più efficienti. Una politica estera più unificata contribuirebbe in modo significativo alla diminuzione degli scontri in Iraq e in Siria.

La relazione sottolinea la necessità di avere un forte sostegno da parte degli Stati membri con la fondamentale collaborazione dei parlamenti nazionali, al fine di garantire la veloce realizzazione delle priorità della politica estera e di sicurezza europea (EUGS).

Condividere con la NATO gli stessi interessi strategici rappresenta una grande opportunità per l'Unione, ma occorre lavorare per una più forte e stretta cooperazione anche con altri partner istituzionali come l'OSCE, nonché con partner bilaterali strategici.

As such we reject the annual review process of CSDP and CFSP and the calls for increased EU capability contained within this report. We remain fully committed to NATO as the primary guarantor of security in Europe. We are supportive of the NATO 2% defence spending minimum. It is UKIP party policy to ensure the UK remains at least above 2% and we would also encourage fellow NATO allies to meet this commitment. We are however uneasy at language contained within this report in which the EU calls on Member States to meet this requirement. There is a fine line between this and the 2% commitment to NATO being replaced with one to the EU. This risks further undermining NATO and risks the position of traditionally neutral countries

  Fabio Massimo Castaldo (EFDD), per iscritto. ‒ La relazione annuale sulla politica di sicurezza e difesa comune presenta diversi passaggi a mio avviso problematici. Tra questi figurano la richiesta agli Stati membri di destinare il 2% del PIL alla difesa, come previsto negli incontri NATO del Galles e di Varsavia; una rafforzata partnership con la NATO; la creazione di un quartier generale europeo civile/militare per le missioni e le operazioni della CSDP; la richiesta all'UE di supportare gli Stati membri che partecipano alla coalizione contro l'ISIS, creando una missione CSDP ad hoc; la richiesta di modificare lo strumento per la pace e la stabilità per permettere alla UE di equipaggiare attori militari in paesi partner; la revisione dei meccanismi di finanziamento dei battaglioni europei e delle operazioni militari. Essendo preoccupato da alcune delle proposte qui sopra esposte, ho espresso voto negativo.

  Νικόλαος Χουντής (GUE/NGL), γραπτώς. ‒ Καταψήφισα την έκθεση πρωτοβουλίας σχετικά με την εφαρμογή της Κοινής Πολιτικής Ασφάλειας και Άμυνας της Ευρωπαϊκής Ένωσης, επειδή συντάσσεται με εκείνες τις φωνές στην Ευρώπη που ζητούν περισσότερη στρατιωτικοποίηση και καταστολή. Διαφωνώ με την έκθεση που συντάσσεται με την αύξηση των στρατιωτικών δαπανών των κρατών μελών ώστε να επιτευχθούν οι στόχοι που έχει θέσει η ιμπεριαλιστική συμμαχία του ΝΑΤΟ. Διαφωνώ με τους στρατιωτικούς μηχανισμούς της Ευρωπαϊκής Ένωσης, ATHENA και EU Battlegroups, που αποτελούν ευρωπαϊκούς μηχανισμούς καταστολής και επιβολής πολιτικών που έχουν τη δυνατότητα να επεμβαίνουν σε μια ανεξάρτητη χώρα. Αγωνιζόμαστε για μια Ευρώπη της ειρήνης και της αλληλεγγύης. Για μια Ευρώπη που θα αποτελεί παράγοντα σταθερότητας στην ευρύτερη περιοχή και όχι παράγοντα αποσταθεροποίησης, οικονομικού ιμπεριαλισμού και στρατιωτικών επεμβάσεων.

  Ole Christensen (S&D), skriftlig. ‒ I respekt for det danske forsvarsforbehold har vi stemt imod initiativbetænkningen om en europæisk forsvarsunion.

For Socialdemokratiet er, og bliver, NATO både Danmarks og EU’s primære og vigtigste sikkerhedsgarant. Derfor er det også afgørende for os, at de tiltag hen i mod øget forsvarssamarbejde, som andre EU-lande måtte ønske at deltage i, er fuldt kompatible med NATO-samarbejdet og dets strukturer.

Vi støtter ikke tanken om en EU-hær, men ser selvsagt gerne, at der udvikles mulighed for at koordinere materielindkøb bedre, samt andre praktiske tiltag, som kan føre til lavere udgifter på tværs af landene, og som ikke er underlagt forsvarsforbeholdet.

  Κώστας Χρυσόγονος (GUE/NGL), γραπτώς. ‒ Η έκθεση σχετικά με την εφαρμογή της Κοινής Πολιτικής Ασφάλειας και Άμυνας αποτελεί μια προσπάθεια εντατικοποίησης των μηχανισμών ασφάλειας της Ευρωπαϊκής Ένωσης. Παρότι διανύουμε μια περίοδο αναταράξεων και οφείλουμε να εντείνουμε τις προσπάθειες διαφύλαξης της ασφάλειας των ευρωπαίων πολιτών, η έκθεση αυτή εστιάζει σε συντηρητικές πρακτικές και στόχους, χωρίς να εξασφαλίζει δημοκρατικές και υγιείς διαδικασίες ελέγχων, ενώ παράλληλα προωθεί την εντονότερη συνεργασία με το ΝΑΤΟ, γεγονότα που μας βρίσκουν αντίθετους. Γι’ αυτό και αποφάσισα να καταψηφίσω την έκθεση.

  Alberto Cirio (PPE), per iscritto. ‒ Non c'è giorno in cui i media non costringano i nostri occhi ad osservare le mattanze compiute dall'ISIS, o a comunicarci in maniera apocalittica un quadro internazionale instabile e complesso, oltre che pericoloso ed imprevedibile. La nostra è indubbiamente una generazione fortunata perché, anche grazie all'Unione europea, non ha conosciuto le atrocità della guerra da vicino, affinché tale condizione possa restare ed estendersi voto a favore della relazione.

In un'UE quanto mai interconnessa, la reazione alle minacce, infatti, rimane scoordinata e frammentaria impedendo, dunque, efficienza e prontezza risolutiva. Per gestire i casi critici e imprimere autonomia strategica all'UE si rende essenziale il coinvolgimento degli Stati membri ab initio per ragioni plurime che vanno dallo scongiurare impasse futuri fino ai vantaggi pratici della messa in comune di capacità di difesa europee. Si arriva ad auspicare una cooperazione strutturata permanente congiuntamente alla redazione di un Libro Bianco sulla difesa.

Per di più, non va tralasciata l'ipotesi di una sede centrale permanente dell'Unione per le missioni, le operazioni civili e militari dal momento che le condizioni attuali sono cariche di debolezze strutturali. È evidente, del resto, come il settore europeo della difesa sia caratterizzato dalla frammentazione e dalla duplicazione, tali elementi indeboliscono l'autonomia strategica e l'indipendenza tecnologica.

  Carlos Coelho (PPE), por escrito. ‒ A União Europeia enfrenta um conjunto de ameaças, tanto convencionais como híbridas, criadas por Estados e sujeitos não estatais do Sul e do Leste. Este quadro complexo exige uma Política Comum de Segurança e Defesa (PCSD) operacional e eficaz. Este facto é reconhecido por dois terços dos cidadãos europeus, que defendem maior empenho europeu em segurança e defesa (Eurobarómetro).

Para tal, defendo uma revisão da PCSD que estabeleça a Cooperação Estruturada Permanente, prevista nos tratados.

Entendo que o reforço do investimento em defesa (idealmente para 2% do PIB) deve ser complementado com melhores processos de contratação pública em defesa, além de compreender um maior apoio à investigação. Precisamos de uma indústria de defesa mais capacitada e competitiva.

Acompanho a vontade de instituir um quartel-general permanente da UE para as operações civis e militares, mas alerto para a necessidade de coordenar a ação com a NATO, enquanto pilar da defesa coletiva europeia. Neste sentido, a relação UE-NATO deve ser reforçada e compreender a cooperação com outros parceiros, como a União Africana ou a OSCE.

Partilho a preocupação com a cibersegurança, enquanto vetor mais urgente numa maior cooperação em defesa.

Pelo exposto, apoio o presente relatório.

  Therese Comodini Cachia (PPE), in writing. ‒ The security of the EU Member States is deeply interconnected, and like the rapporteur I agree that we still reply to common threats and risks in an uncoordinated and fragmented way. In turn this complicates matters and often hampers a more common approach exposing vulnerabilities of the Union’s action.

Like everyone I am concerned that terrorism carried out by radical Islamist organisations and individuals is targeting Europe on an unprecedented scale, bringing the European way of life under pressure. Such requires a proper response from our end through coherence with other external and internal instruments. This can only be achieved through better cooperation and coordination between Member States, especially in the field of counter-terrorism.

In this sense, I see scope in this report which calls upon the European Council to start developing the common security and defence policy into a common defence as provided for in Article 42(2) TEU to strengthening the EU’s resilience.

  Anna Maria Corazza Bildt (PPE), skriftlig. ‒ Jag har röstat för initiativbetänkandet om genomförandet av den gemensamma säkerhets- och försvarspolitiken (GSFP). Fokus var hur man kan stärka den gemensamma förmågan, vilket är synnerligen viktigt i dag. Det gäller vår förmåga att effektivt arbeta tillsammans för att skydda oss mot krigföring liksom att leda militära fredsbevarande insatser. Däremot har jag röstat emot att EU ska ha ett gemensamt militärt försvar eller att EU ska investera i ett militärt försvar. Det är nödvändigt med samarbete inom EU för att säkra vår omgivning och Sverige, men frågor som rör finansiering och militära förband är frågor som allena ska beslutas om av medlemsstaterna själva.

Anch'essa quindi sostiene un rafforzamento di tipo militare a livello europeo per rispondere agli attacchi terroristici dell'ISIS in primis. La relazione parla di investire il 2% del PIL di ogni Stato membro nel campo della difesa, poi di una rafforzata partnership con la NATO, e avanza la possibilità dell'Unione europea di equipaggiare attori militari in paesi partner. Anche in questo caso perciò il mio voto è negativo e contrario.

  Javier Couso Permuy (GUE/NGL), por escrito. ‒ Este informe de AFET se basa en el Informe anual del Consejo al Parlamento Europeo sobre la Política Exterior y de Seguridad Común. Exige un aumento del componente militar en la PCSD, una mayor inversión en investigación en defensa y aboga por destinar el 2 % del PIB para gastos de defensa. El informe pide además un Libro Blanco de la Unión sobre Seguridad y Defensa, y exige una industria de defensa fuerte. Además, apoya más reformas al sector de la seguridad y capacitar y equipar también a los militares financiados con ayuda al desarrollo (entre ellos, el instrumento civil que contribuye a la estabilidad y la paz), promueve ampliar el mecanismo Athena para financiar todas las misiones militares y grupos tácticos de la Unión, escapando al control parlamentario y, presiona para el despliegue de grupos tácticos de la Unión para todo tipo de gestión de crisis.

Nosotros rechazamos la financiación militar del presupuesto de la Unión, y primar el enfoque civil para la resolución de conflictos y dejar de contribuir a la escalada militar, y abogamos por una separación total entre la Unión y la OTAN, mientras que el informe propone una mayor cooperación. Por esto, voté en contra.

  Andrea Cozzolino (S&D), per iscritto. ‒ L'UE si trova di fronte a una serie di crisi regionali e sfide sempre più interconnesse e complicate, non ultima quella del terrorismo di matrice islamista. La sicurezza europea è in pericolo a causa di un'azione scoordinata e frammentaria tra gli Stati membri. Ritengo che l'UE dovrebbe poter intervenire a 360 gradi nella gestione delle crisi, dalla prevenzione alla risoluzione delle stesse, non solo attraverso il dialogo e la cooperazione con i paesi terzi dalla regione, ma soprattutto con una maggiore cooperazione e interoperabilità tra gli Stati membri.

Pertanto, ho votato a favore di questa risoluzione che sostiene il coinvolgimento pieno degli Stati membri nel processo di revisione della politica comune per la sicurezza e la difesa. L'UE dovrebbe incoraggiare gli Stati membri a raggiungere gli obiettivi fissati dalla NATO, che richiedono un livello minimo di spesa per la difesa del 2% del PIL, al fine di incrementare la complementarità delle capacità tra UE e NATO in termini di difesa collettiva e di finanziamento efficiente.

L'impegno dell'UE dovrebbe seguire una tabella di marcia definita sotto forma di un piano di attuazione in materia di sicurezza e difesa e di Libro bianco, in linea con le priorità individuate dalla strategia globale.

  Andi Cristea (S&D), în scris. ‒ Mediul de securitate european s-a deteriorat considerabil, devenind din ce în ce mai schimbător, mai complex, mai periculos și mai puțin previzibil. Statele membre depind puternic unul de altul în ceea ce privește securitatea, iar acestea reacționează în mod necoordonat și fragmentat la amenințări și pericole comune, complicând și adeseori împiedicând aplicarea unei abordări comune. Uniunea Europeană este obligată să reacționeze la apariția unor crize tot mai complexe, trebuie să intensifice dialogul și cooperarea cu țările terțe din regiune și trebuie să fie pregătită să facă față unor schimbări structurale din peisajul securității internaționale.

Am votat pentru integrarea securității și apărării informatice ca elemente de bază a politicii de securitate și apărare comune, dat fiind faptul că conflictele și crizele din Europa și din vecinătatea acesteia au loc atât în spațiul fizic, cât și în cel informatic. O reformă legislativă este necesară pentru a le permite industriilor din domeniul apărării să beneficieze de aceleași ajutoare de stat precum cele de care se bucură industriile din SUA.

A fenti problémák orvoslására a közös biztonság- és védelempolitika (KBVP) alapos és jelentős felülvizsgálatára van szükség. A jelentés hangsúlyozza, hogy az állandó strukturált együttműködés létrehozása által lehetőség nyílna az önvédelem vagy egy állandó önvédelmi struktúra kialakítására.

Kiemeli, hogy a KBVP-nek az erős kollektív védelem elvén és hatékony finanszírozáson kell alapulnia, továbbá hogy a KBVP-t a biztonság és védelem terén illetékes nemzetközi intézményekkel, például a NATO-val teljes összhangban, és teljes mértékben egymást kiegészítve kell végrehajtani. Úgy véli, hogy az EU-nak a NATO kapacitáscéljainak teljesítésére kell ösztönöznie a tagállamokat, ami megköveteli, hogy a védelmi kiadásokat legalább a GDP 2%-ára növeljék a walesi és a varsói csúcstalálkozókon megerősítetteknek megfelelően. Meggyőződésem, hogy egy hatékony KBVP-hez elengedhetetlen a komoly kötelezettségvállalás és a hírszerzési és egyéb információk tagállamok közötti fokozott és hatékonyabb cseréje, szükséges a tagállamok közti jobb együttműködés és koordináció, különösen a terrorizmus elleni küzdelem terén. Mivel a jelentés pont ezekre mutat rá, ezért szavazatommal támogattam.

  Edward Czesak (ECR), na piśmie. ‒ Wstrzymałem się od głosu w głosowaniu nad sprawozdaniem nt. wdrażania wspólnej polityki bezpieczeństwa i obrony, ponieważ sprawozdanie sugeruje zbyt daleką ingerencję UE w sprawy państw członkowskich. Podkreślając ogromne znaczenie działań mających na celu poprawę bezpieczeństwa w Unii Europejskiej, należy dążyć do budowy strategii, która będzie uwzględniała interesy i suwerenność państw w tym zakresie. Zgodnie ze sprawozdaniem UE powinna odpowiadać na wyzwania wobec bezpieczeństwa wewnętrznego państw członkowskich. Jednoznacznie należy stwierdzić, że kwestie obronności powinny na zawsze pozostać kwestią narodowej suwerenności.

Uważam, że przedstawione sprawozdanie nie może dążyć w kierunku ingerencji w kompetencje państw członkowskich, w związku z powyższym wstrzymałem się od głosu.

However, in recent years the security situation in and around Europe has created unprecedented challenges that need to be tackled by all European Member States, as no single country or organisation is able to face them alone. Whilst I agree that we need to move to a substantial autonomous defence capacity aiming at protecting citizens and the cores on which the European Union is based, it is important that such a move should respect the neutrality of countries like Malta.

Dans un contexte où l'environnement de sécurité européen se dégrade considérablement et où l'on peut craindre un désengagement des États-Unis de l'OTAN, je considère que l’Union européenne et ses États membres doivent prendre toute la mesure de leur responsabilité, en poursuivant et en renforçant les coopérations en cours en matière de défense. Pour ces raisons, j’ai soutenu cette résolution.

  Rachida Dati (PPE), par écrit. – J’ai voté en faveur de ce texte sur la mise en œuvre de la politique de sécurité et de défense commune qui souligne, à juste titre, l’importance d’une coordination accrue entre les États membres en matière de défense alors que le climat sécuritaire est une inquiétude permanente. En matière de défense, l’Union européenne se doit d’être ambitieuse, et cela passe par le développement de notre industrie de la défense, ainsi que par des financements adéquats. Lorsque notre sécurité est en jeu, l’Europe ne peut pas se permettre d’être tributaire des connaissances technologiques de pays tiers. De plus, le texte appelle notamment à la mise en place de programmes élaborés de déradicalisation et de politiques de prévention de la radicalisation solides face aux menaces soulevées par les organisations terroristes. Ce sont deux combats que j’avais moi-même portés au Parlement européen dans mon rapport sur la prévention de la radicalisation et le recrutement de citoyens européens par les organisations terroristes.

A KBVP-missziókon keresztül az EU a válságkezelés teljes spektrumában beavatkozhatna, többek között a válságmegelőzés és válságrendezés területén is. Emellett az EU-nak a NATO kapacitáscéljainak teljesítésére kell ösztönöznie a tagállamokat, ami megköveteli, hogy a védelmi kiadásokat idővel legalább a GDP 2%-ára növeljék. Végezetül a KBVP-missziók – többek között a határokon nyújtott támogatás, a kapacitásépítés, a katonai kiképzési missziók és a haditengerészeti műveletek – hozzájárulnak a nemzetközi békéhez és stabilitáshoz. A magyar állásponttal összhangban szavazatommal támogattam a jelentés elfogadását

Днес в Европа се очертават ясно две линии, тази на федералистите и тази на анти-федералистите. Аз съм част от вторите, тъй като смятам, че Европа ще бъде по-силна, ако се върне към идеята за „Европа на нациите“. Смятам, че сигурността е изключителна компетентност на държавите членки и трябва да остане така.   João Ferreira (GUE/NGL), por escrito. ‒ Este relatório prossegue, no essencial, os mesmos objetivos do relatório sobre a chamada União Europeia de Defesa, aprovado nesta mesma sessão. Aumento dos orçamentos de defesa do Estados-Membros, financiamento e desenvolvimento da indústria e investigação militares, criação de forças militares europeias, especialização das forças militares por Estado-Membro, maior cooperação com a NATO e a ambição de a UE se tornar um bloco militar. Tudo em nome do combate ao terrorismo, à radicalização, e reforço do confronto e cerco à Rússia, obliterando qualquer análise de responsabilidades da UE em conflitos militares em regiões vizinhas.

O relatório insere-se na escalada militarista em curso na UE, e por esta ativamente promovida, fazendo o Parlamento Europeu a sua parte. Uma atitude que alimenta a corrida aos armamentos, não esquecendo o nuclear, que faz aumentar as tensões mundiais, contrariando compromissos assumidos com o tratado de não proliferação e de desarmamento, e que aumenta os riscos de um conflito militar de grandes proporções com consequências imprevistas.

Uma política que se opõe e compromete a Paz, e que não se desliga das políticas de exploração e empobrecimento dos trabalhadores e dos povos.

A UE revela a sua verdadeira face de inimiga da Paz.

Evidentemente só poderíamos votar contra.

  Monika Flašíková Beňová (S&D), písomne ‒ Európa čelí z hľadiska svojej stability stále novým výzvam, na ktoré sa musíme naučiť primeraným spôsobom odpovedať. Bezpečnosť členských štátov Európskej únie je vzájomne prepojená. Na vznikajúce hrozby však často reagujú izolovane, čo komplikuje spoločný postup. Význam Európskej únie z hľadiska jej zahraničnopolitickej relevancie sa napriek ekonomickej sile a deklarovanej spoločnej bezpečnostnej a obrannej politike nezvyšuje. Pretrvávajúca hrozba terorizmu, ale napríklad aj možné útoky v kybernetickom priestore dostávajú štandardný európsky spôsob života pod tlak. Treba ukázať spoločnú iniciatívu a lepšiu koordináciu v oblasti obrany a ochrany našich občanov. V opačnom prípade budeme čeliť len ďalšiemu nárastu populizmu a radikalizácie. Týka sa to aj investícií do výskumu a vývoja v prípade obranných technológií. Tie sa napriek vzrastajúcemu napätiu vo viacerých členských krajinách naivne znižujú. Potrebujeme odstrániť fragmentáciu a duplicitu v európskom obrannom sektore.

I believe it is time to reform the Athena mechanism for financing the missions and operations of the EU. I think it is the right moment for us to push for a bolder approach to EU defence, towards a full military alliance.

The European Union and NATO must divide their tasks to avoid duplication of efforts. We must reach a common position and encourage steps towards a substantial autonomous defence capacity for the EU, aiming at protecting its citizens and promoting its values and interests, with full respect for the Treaties, international law and human rights.

  Mariya Gabriel (PPE), in writing. – I have voted in favour because security is a priority for European citizens. No country can face the current security challenges on its own. First, because the changing European neighbourhood and complex crises have showed that internal and external security are becoming more and more intertwined. Therefore the EU should be empowered to act along the entire spectrum of internal and external instruments.

Secondly, because over the last years, CSDP cooperation, such as border assistance, capacity building and training in the (broader) EU neighbourhood has proven its benefit. We should strengthen existing CSDP tools and use them more efficiently. I encourage further cooperation and coordination between Member States, also in the framework of the provisions of the Treaty of Lisbon, with the commitment, ownership and support of Member States and national parliaments. I therefore welcome the roadmap on CSDP that VP/HR Mogherini will present, with a concrete timetable and actions.

Finally, I welcome all references to increased dialogue and enhanced cooperation on security and defence with international institutions and third countries. Without duplicating NATO structures, we should strengthen the partnership, in full complementarity. Cooperation, be it between EU Member States or with partner countries and institutions, will entail practical and financial benefits.

  Francesc Gambús (PPE), por escrito. ‒ He votado a favor del informe considerando que el entorno de seguridad europeo se ha deteriorado considerablemente y se ha vuelto más peligroso y menos predecible. No debemos olvidar que la seguridad de los Estados miembros de la Unión está estrechamente interconectada y que debemos reaccionar de manera coordinada ante amenazas y riesgos comunes. La falta de coordinación es uno de los puntos vulnerables de la acción de la Unión y, carece de la resiliencia necesaria para atajar eficazmente amenazas que a menudo tienen una dimensión transfronteriza. Del mismo modo, la Unión debe prepararse para hacer frente a cambios estructurales en el panorama internacional de seguridad y a desafíos como conflictos entre Estados, el hundimiento de Estados y ciberataques, así como el terrorismo y las consecuencias del cambio climático en términos de seguridad. Por todo esto, debemos hacer un uso más eficaz de los instrumentos de la PCSD ya existentes y empleándolos de manera coherente con otros instrumentos externos e internos.

  Elena Gentile (S&D), per iscritto. ‒ Ho votato a favore della proposta di risoluzione presentata dal Parlamento europeo sull'attuazione della politica di sicurezza e di difesa comune (sulla base della relazione annuale del Consiglio al Parlamento europeo sulla politica estera e di sicurezza comune), perché sono fermamente convinta che sia necessaria una revisione del PSDC per contribuire, in maniera sostanziale, alle politiche di sicurezza degli Stati membri dell'Unione europea. Ritengo che tali azioni giochino un ruolo indispensabile nella prevenzione e nella gestione e risoluzione delle crisi internazionali e rappresentino una base sulla quale costruire un comune piano di azione per la difesa dei cittadini europei. Incoraggio, con la mia scelta in aula, tutte le istituzioni europee ad avviare un politica volta alla collaborazione degli Stati membri al fine di avere la gestione, in piena autonomia, del controllo e della difesa dei territori nel loro insieme. Sostengo che nessun paese possa sostenere da solo le moderne minacce alla sicurezza e per questo sono estremamente convinta dell'utilità della collaborazione tra tutte le forze in questione. Sono certa che, attraverso una modifica sostanziale del PSDC, si possa partecipare pienamente al mantenimento della sicurezza in Europa nel pieno rispetto dei trattati e dei diritti umani riconosciuti.

Dazu bedarf es der Aufstellung permanenter Strukturen. Das beinhaltet unter anderem ein europäisches Hauptquartier für die Gemeinsame Sicherheits- und Verteidigungspolitik und die weitere Förderung der Aufstellung von EU-Battlegroups. Des Weiteren sollte eine zukünftige Gemeinsame Sicherheits- und Verteidigungspolitik in einer engen Kooperation mit der NATO und weiteren Organisationen stehen. Neben dem Ausbau der strategischen Zusammenarbeit gilt es auch, den verteidigungsindustriellen Sektor in der Europäischen Union zu stärken.

  Nathan Gill (EFDD), in writing. ‒ I voted against this non-legislative and non-binding report. I am opposed to the development of a centralised EU defence and foreign policy capability. As such I reject the annual review process of CSDP and CFSP and the calls for increased EU capability contained within this report. I remain fully committed to NATO as the primary guarantor of security in Europe. I am supportive of the NATO 2% defence spending minimum. It is UKIP party policy to ensure the UK remains at least above 2% and we would also encourage fellow NATO allies to meet this commitment. I am however uneasy at language contained within this report in which the EU calls on Member States to meet this requirement. There is a fine line between this and the 2% commitment to NATO being replaced with one to the EU. This risks further undermining NATO and risks the position of traditionally neutral countries.

  Michela Giuffrida (S&D), per iscritto. ‒ La relazione chiede il potenziamento della componente di cooperazione europea della PSDC, in stretta collaborazione e obiettivi condivisi con la NATO, per definire meglio in questa fase di incertezza sul futuro dell'Unione se, in quanto europei, riteniamo sia necessaria maggiore autonomia e capacità d'azione in questo ambito nei prossimi anni. Politica estera e di difesa sono differenti ma strettamente correlate: ho votato a favore di questa relazione anche perché credo che un passo avanti nel dialogo e nell'interdipendenza in materia di difesa e sicurezza possa aumentare la fiducia reciproca e proseguire i passi già compiuti nella costruzione di un'efficace proiezione estera dell'Unione europea. È la complessità dei problemi di oggi correlati alla sicurezza e difesa che ce lo richiede. Servono un approccio multidisciplinare, come ho detto ora, ma non basta. Da un alto, la dimensione e la tipologia delle sfide da affrontare supererà, se già non è avvenuto, la capacità di ogni singola nazione di gestirle in modo indipendente. Dall'altro, la complessità, il costo delle capacità operative e delle tecnologie richieste superano di gran lunga le possibilità di ogni singolo Stato di intervenire negli scenari interni e internazionali efficacemente, rendendo la cooperazione una necessità imprescindibile del futuro della politica di difesa e sicurezza comune.

  Sylvie Goddyn (ENF), par écrit. ‒ Dans le même esprit que le rapport d’Urmas Paet sur l’Union européenne de la défense, ce rapport relatif à la mise en œuvre de la politique de sécurité et de défense commune supporte les mêmes critiques, avec en prime une stigmatisation de la Russie.

Ce rapport préconise par ailleurs aux États des concessions afin de renforcer le partenariat avec l’OTAN, et souhaite que la Commission définissent des règles précises quant aux passations de marchés dans le domaine de la défense.

C’est un texte qui exclut totalement l’idée de souveraineté et, pour ces raisons, je m’y suis opposée.

  Tania González Peñas (GUE/NGL), por escrito. ‒ Este Informe señala el deterioro de la seguridad europea ante el crecimiento de la amenaza terrorista y la situación bélica que viven Ucrania, Siria e Irak, así como nuevos desafíos como el ciberterrorismo. Apunta una creciente intranquilidad de la opinión pública ante el terrorismo y la inestabilidad política, y expone la necesidad de reforzar la política común de seguridad y defensa con mayor coordinación y un crecimiento del presupuesto en al menos un 2 % por país miembro. También solicita mayores facilidades para financiar operaciones internacionales y la creación con urgencia de un fondo económico para tal fin. Pide reforzar la investigación militar y el sector armamentístico europeo con una financiación suficiente, y unas ayudas a la producción industrial similares a las que reciben las empresas norteamericanas del sector.

He votado en contra, porque ahonda en la apuesta política y financiera por un Ejército y una industria armamentística fuertes en la Unión para combatir amenazas exteriores. Aunque entiendo que algunas de estas amenazas son reales, creo que aumentando el clima bélico no se va a conseguir llegar a la resolución real de los problemas y a conseguir un marco de estabilidad y paz en la Unión.

  Jytte Guteland, Anna Hedh, Olle Ludvigsson, Jens Nilsson och Marita Ulvskog (S&D), skriftlig. – Vi svenska socialdemokrater tycker att det är viktigt att EU anpassar sig till den säkerhetspolitiska utvecklingen genom att de befintliga verktygen för EU:s gemensamma försvars- och säkerhetspolitik (GSFP) används mer effektivt. Vi ser positivt på att betänkandet undersöker olika möjligheter för att effektivisera medlemsstaternas samarbete inom ramen för GSFP.

Vi ställer oss även principiellt positiva till det nya förslaget om att stärka möjligheterna för EU att stötta partnerländer när det gäller kapacitetsuppbyggnad till stöd för säkerhet och utveckling (CBSD). Vi vill dock understryka vikten av att OECD:s kriterier för offentligt utvecklingsbistånd (ODA) respekteras i beslut om hur militära insatser ska finansieras av EU:s biståndsbudget. Därför valde vi att avstå i omröstningen om de två ändringsförslagen om punkt 29 som vill förkasta eller avvisa förslaget helt.

Vidare stöder vi inte betänkandets genomgående uppmaningar om att GSFP ska utvecklas i riktning mot ett gemensamt försvar, eftersom vi anser att försvarspolitiken fortsatt bör vara nationell behörighet. Vi tycker även att det är viktigt att GSFP-åtgärder också fortsättningsvis endast används för att bevara fred och förebygga konflikter utanför unionen, i enlighet med Lissabonfördragets bestämmelser, och inte utvecklas till ett internt försvar. Eftersom texten uttryckligen uppmanar till detta valde vi att inte rösta för betänkandet.

Az uniós tagállamok biztonsága szorosan kapcsolódik egymáshoz, ám a tagállamok mégis összehangolatlanul és erőforrásaikat szétaprózva reagálnak a közös fenyegetésekre és kockázatokra. A koordinációnak effajta hiánya az uniós fellépés egyik legkomolyabb sebezhetősége. A fenti problémák orvoslására a KBVP (Közös biztonság- és védelempolitika) alapos és jelentős felülvizsgálatára van szükség, hogy az EU és tagállamai döntő mértékben hozzá tudjanak járulni az Unió biztonságához.

A jelentés hangsúlyozza, hogy az állandó strukturált együttműködés (az Európai Unióról szóló szerződés 42. cikkének (6) bekezdése) létrehozása által lehetőség nyílna az önvédelem vagy egy állandó önvédelmi struktúra kialakítására. A KBVP-missziókon keresztül az EU a válságkezelés teljes spektrumában beavatkozhatna, többek között a válságmegelőzés és válságrendezés területén is. Emellett az EU-nak a NATO kapacitáscéljainak teljesítésére kell ösztönöznie a tagállamokat, ami megköveteli, hogy a védelmi kiadásokat idővel legalább a GDP 2%-ára növeljék. A KBVP eszközei továbbá jobb együttműködést és koordinációt szorgalmaznak a tagállamok között, különösen a terrorizmus elleni küzdelem terén. Végezetül a KBVP-missziók – többek között a határokon nyújtott támogatás, a kapacitásépítés, a katonai kiképzési missziók és a haditengerészeti műveletek – hozzájárulnak a nemzetközi békéhez és stabilitáshoz.

  Τάκης Χατζηγεωργίου (GUE/NGL), γραπτώς. ‒ Η έκθεση ζητεί την αύξηση της στρατιωτικής συνιστώσας της ΚΠΑΑ, περισσότερες επενδύσεις στην άμυνα και την έρευνα για την άμυνα. Είμαστε αντίθετοι στην έκθεση, διότι υποστηρίζει μια βαθιά συνεργασία με το NATO, ζητεί μια ισχυρή αμυντική βιομηχανία και χαιρετίζει το Ευρωπαϊκό Σχέδιο Δράσης, που ωφελεί τις βιομηχανίες άμυνας και ασφάλειας της Ευρωπαϊκής Ένωσης. Εμείς ζητούμε ριζικό (που περιλαμβάνει τον χημικό, βιολογικό, ραδιολογικό και πυρηνικό) αφοπλισμό σε επίπεδο Ευρωπαϊκής Ένωσης και σε παγκόσμιο επίπεδο, καμία στρατιωτική χρηματοδότηση από τον προϋπολογισμό της Ευρωπαϊκής Ένωσης, αυστηρό διαχωρισμό της Ευρωπαϊκής Ένωσης από το ΝΑΤΟ και μια μη στρατιωτική Ευρωπαϊκή Ένωση. Μια Ευρωπαϊκή Ένωση που θα προωθεί την ειρήνη και την επίλυση προβλημάτων με τον διάλογο και όχι με τη χρήση των όπλων.

  Marian Harkin (ALDE), in writing. ‒ I abstained on the report on the implementation of the common security and defence policy. I believe there were many positive elements to the report and I do agree with the assertion that the EU faces new threats which are hybrid and often cross borders. As well as that, I do agree that the European security environment has deteriorated considerably over the past few years and has become more fluid and more complex. Nevertheless, I felt that the report went too far in terms of harmonising security and defence policy at EU level. For example, I am not in favour of requiring Member States to allocate 2% of their GDP towards defence spending. Again, I believe this should be a decision taken at Member State level. However, I was in favour of some aspects: for example, I supported the call for strong preventive policies based on comprehensive deradicalisation programmes to be used against all forms of extremism.

  Hans-Olaf Henkel (ECR), schriftlich. ‒ Dieser Initiativbericht des sozialdemokratischen Abgeordneten Paşcu fordert mit Rücksicht auf die aktuellen Krisen und insbesondere die Annexion der Krim eine Verstärkung der Gemeinsamen Sicherheits- und Verteidigungspolitik der EU (GSVP). Dabei soll ein neues Hauptquartier der GSVP für Einsätze entstehen, worunter unter anderem Grenzkontrollen, militärische Ausbildung und maritime Aktionen zu verstehen sind.

Nach Auffassung der EKR ist die Verteidigung Sache der einzelnen Nationalstaaten. Darüber hinaus stellt die NATO als Verteidigungsbündnis die Sicherheit Europas sicher. Eine Konkurrenzsituation mit neuen europäischen Sicherheitsstrukturen ist abzulehnen, zumal die Entscheidungskompetenzen bei der GSVP unklar sind und – sofern sie funktionieren soll – nur im Rahmen eines europäischen Superstaates vollumfänglich zur Geltung kommen könnten. Aus diesem Grund lehne ich den Bericht ab.

  Iris Hoffmann (S&D), schriftlich. ‒ Grundsätzlich unterstütze ich die Forderung nach einer besseren Koordinierung in der gemeinsamen Sicherheits- und Verteidigungspolitik insbesondere aus Kostengründen und wegen der entstehenden Synergieeffekte. So sehr ich die Vertiefung der GSVP als langfristiges strategisches Ziel auch nachvollziehen kann, so kritisch möchte ich diesen Prozess auch begleiten. Insgesamt ist das gesamte Vorhaben noch zu unkonkret.

Den Ansatz für den Bericht halte ich aber für grundsätzlich falsch, denn es fehlt an einer konkreten strukturellen und inhaltlichen Grundlage. Bevor wir einem solchen ambitionierten Vorhaben zustimmen, müssen zunächst die Mitgliedstaaten dazu bereit sein, diese Mittel zusätzlich zur Verfügung zu stellen. Darüber hinaus erwarte ich, dass zugleich der Europäische Rat eine inhaltlich abgestimmte Sicherheits- und Verteidigungsstrategie dem Parlament zuleitet. Dazu bedarf es dann einer breit angelegten parlamentarischen Debatte über die Ziele eines solchen Vorhabens und dessen Umsetzung. Daher lehne ich den Bericht ab.

  Gunnar Hökmark (PPE), skriftlig. ‒ Jag har röstat för initiativbetänkandet om genomförandet av den gemensamma säkerhets- och försvarspolitiken (GSFP). Fokus var hur man kan stärka den gemensamma förmågan, vilket är synnerligen viktigt i dag. Det gäller vår förmåga att effektivt arbeta tillsammans för att skydda oss mot krigföring liksom att leda militära fredsbevarande insatser. Däremot har jag röstat emot att EU ska ha ett gemensamt militärt försvar eller att EU ska investera i ett militärt försvar. Det är nödvändigt med samarbete inom EU för att säkra vår omgivning och Sverige, men frågor som rör finansiering och militära förband är frågor som allena ska beslutas om av medlemsstaterna själva.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasao sam za Izvješće o provedbi zajedničke sigurnosne i obrambene politike (na temelju godišnjeg izvješća Vijeća o zajedničkoj vanjskoj i sigurnosnoj politici Europskom parlamentu) (2016/2067(INI)), s obzirom na kompleksno europsko sigurnosno okruženje koje je postalo znatno opasnije i manje predvidljivo te potrebu snažnije povezanosti i koordiniranog djelovanja protiv prijetnji i opasnosti s kojima su suočene zemlje članice.

Izvješće upravo ukazuje na bitno pogoršane sigurnosne okolnosti u Europi te kako je Zajednička europska obrambena i sigurnosna politika daleko ispod potreba te očekivanja javnosti. Potrebna je dosljedna realizacija ciljeva Zajedničke sigurnosne i obrambene politike kako je to navedeno u Ugovoru o osnivanju EU-a. Potrebno je jačati obrambenu sposobnost, te stratešku i tehnološku autonomiju Unije u tom smislu. Podržavam također otvaranje stalnog glavnog stožera EU-a za civilne i vojne misije i operacije u okviru ZSOP-a iz kojega bi integrirani operativni stožer pružao potporu.

  Petr Ježek (ALDE), písemně. ‒ Současné bezpečnostní prostředí se vyznačuje nižší předvídatelností a naopak vyšší provázaností dalších sektorových oblastí s ním spojených. Dynamika bezpečnostních hrozeb je natolik překotná, že je nutné flexibilněji reagovat na aktuální dění. K tomu potřebuje společná bezpečnostní a obranná politika disponovat příslušnými zdroji a nástroji. Podpořil jsem tuto zprávu, protože souhlasím s její vizí trvalé a strukturované spolupráce členských států a integrovaného přístupu ke krizím. Rovněž bych rád podtrhl význam hlubší spolupráce v oblasti kybernetické ochrany. Kybernetické útoky mohou nabrat devastující rozměry, a proto je nezbytné se co nejlépe na tuto formu kriminální činnosti společně připravit.

  Marc Joulaud (PPE), par écrit. ‒ J’ai voté en faveur du rapport de mon collègue Ioan Mircea Pascu sur la mise en œuvre de la politique de sécurité et de défense commune. La situation actuelle demande que l’Union ait un rôle plus important en matière de gestion de crise et qu’elle affirme son autonomie. Cette affirmation passe par la mise en place d’un quartier général européen permanent et la définition d’une stratégie globale pour la politique étrangère et de sécurité commune portée par la haute représentante. Le manque de coordination entre États membres de l’UE est une menace pour notre sécurité à tous.

Ce rapport a été adopté à une large majorité, ce dont je me réjouis.

  Philippe Juvin (PPE), par écrit. ‒ J’ai voté en faveur de ce rapport qui cherche à réviser la politique de sécurité et de défense commune afin que l’UE soit en mesure d'intervenir sur l'ensemble du spectre de la gestion des crises, englobant toutes les étapes du cycle du conflit, et que nous nous adaptions aux nouveaux enjeux de sécurité et de défense. Tout cela nécessite des mesures qui sont préconisées dans ce rapport comme, entre autres, un solide principe de défense collective, un financement efficace (2 % du PIB), l’intégration de la cybersécurité dans le spectre de la PSDC, etc.

Je me félicite tout particulièrement que le dernier paragraphe de ce rapport préconise de réformer le droit européen pour permettre aux industries européennes de la défense de bénéficier des mêmes aides d’État que celles dont bénéficient les industries américaines. C’est un amendement que j’ai porté.

The crises in multiple areas of the world, terrorism, radicalisation, are only some of the problems that Europe needs to address. Dr Pascu’s approach is moving in the right direction. A thorough and substantial revision of the CSDP is needed in order to enable the EU and its Member States to contribute in a decisive way to the security of the Union, to the management of international crises and to asserting the EU’s strategic autonomy, recalling that no country can face the current security challenges on its own.

So wie das zukünftige Vorgehen darin beschrieben wird, liest sich daraus eine deutlich härtere und einseitigere Politik gegenüber Russland heraus und es verlangt darüber hinaus eine weitaus engere Bindung an die NATO auf allen Ebenen.

  Jaromír Kohlíček (GUE/NGL), písemně. ‒ Společná bezpečnostní a obranná politika je již od 50. let jedním z velkých témat diskuzí uvnitř Společenství. První šestka států se postupně rozšířila o další vyspělé průmyslové země, přičemž každá z těchto zemí vyráběla „své“ zbraně, ať již ruční či jiné. Původní koncepce, tj. Západoevropská unie, měla přinést sblížení standardů a možnou kooperaci mezi výrobci zbraní. Zvláště po vystoupení Francie z vojenské složky NATO a stěhování její centrály do Bruselu měl projekt reálné kontury. Po odchodu de Gaulla do politického důchodu stačilo významné zakašlání za oceánem, případně zvednuté obočí u nejvyššího šéfa NATO a nové zbraně, zejména při obnově leteckého parku a u dalších moderních systémů byly nakupovány z USA. Přesto, čas od času, se objevuje snaha původní koncepci osvěžit a podpořit vojenskoprůmyslový komplex EU. Snad jedinou oblast, kde se to podařilo a kde EU úspěšně konkuruje, představuje konsorcium Airbus, jde však o výrobu zejména pro civilní použití. Zůstávají pouze dvě úspěšné vícestranné realizace, obě v letecké technice, Eurofighter Typhoon a Gripen. Z principiálních důvodů tedy požadujeme provádění společné bezpečnostní a obranné politiky zásadně v souladu s Chartou OSN a mezinárodním právem. Je nezbytné důsledně oddělit EU a NATO. Zbraně hromadného ničení všech druhů musí být celosvětově zakázány a zlikvidovány.

  Kateřina Konečná (GUE/NGL), písemně. ‒ Zprávu jsem nemohla podpořit, jelikož se její zpravodaj domnívá, že základem pro těsnou a účinnou spolupráci EU a NATO je doplňkovost a slučitelnost jejich misí a tedy i inventářů jejich prostředků. Zpráva navíc podporuje iniciativy Komise z oblasti obrany, např. obranný akční plán a politiku obranného průmyslu, k jejichž realizaci by se mělo přikročit poté, co bude představena Bílá kniha EU pro oblast bezpečnosti a obrany, podporuje další zapojení Komise do oblasti obrany pomocí rozsáhlého a správně zaměřeného výzkumu, plánování a provádění, vítá přípravnou akci pro výzkum v oblasti SBOP a žádá přiměřené financování pro zbývající část současného víceletého finančního rámce a podporuje vývoj výzkumného programu v oblasti obrany EU v příštím víceletém finančním rámci (2021–2027). Já se nedomnívám, že by EU měla investovat do zbrojního průmyslu a vyhovět tak zbrojařské lobby. Ta se tedy konečně dočkala a sáhne si na evropské dotační peníze. Všichni, kteří si přejí mírový rozvoj našeho kontinentu a planety, se logicky tohoto vývoje obávají, protože militarizace Evropy vždycky vedla k válečnému konfliktu, a nikoliv k jeho odvrácení, takže proč by tomu dnes mělo být jinak.

  Андрей Ковачев (PPE), в писмена форма. ‒ Подкрепих доклада относно прилагането на общата политика за сигурност и отбрана, защото смятам че от първостепенно значение за ЕС е сигурността на европейските граждани. ЕС днес повече от всякога има нужда от адекватна политика за отбрана и сигурност, чрез която да защитава своите граници, да има възможност да предотвратява кризи и да води активна политика срещу хибридната война.

Смятам, че ЕС и държавите членки трябва да инвестират повече средства в своята собствена отбрана. От изключително голямо значение е изграждането на общ отбранителен капацитет и повече инвестиции в общото закупуване на отбранителна техника, обща научна дейност в отбранителния сектор, общо обучение на военнослужещи и изграждане на обща разузнавателна и контраразузнавателна дейност.

Подкрепям идеята, че ЕС трябва да има собствена стратегическа отбрана, която да допълва капацитета на НАТО, а не да го дублира. НАТО е стратегически партньор на ЕС, с който има тясно сътрудничество, но в днешните условия на миграции и кризи ЕС има нужда от собствен отбранителен съюз, с който да пази сигурността и мира в Европа.

  0Giovanni La Via (PPE), per iscritto. – La politica di sicurezza e di difesa comune (PSDC) è una delle parti più importanti della politica estera e di sicurezza comune (PESC), in quanto contiene un obbligo tra tutti gli Stati membri a intervenire in solido in caso di necessità. Gli Stati membri vivono sempre di più uno stato di insicurezza, e reagiscono in maniera non coordinata e frammentaria. Pertanto una revisione sostanziale di questa politica consentirà all'UE di coordinare i propri sforzi per contribuire alla sicurezza dei suoi cittadini. L'Europa è purtroppo sempre più vulnerabile di fronte alle crisi e agli attacchi alla quale è stata sottoposta negli ultimi mesi, e continua oggi ad essere un possibile bersaglio, nonostante gli sforzi di prevenzione e intelligence compiuti dagli Stati membri, che però non agiscono in maniera coordinata. Bisogna, quindi, giungere a soluzioni concrete, e ritengo che votare favorevolmente la relazione possa essere d'aiuto in questo, al fine di sostenere con forza l'idea di uno slancio di un'Europa veramente politica, a partire da una comune politica di sicurezza e difesa.

  Marine Le Pen (ENF), par écrit. ‒ J’ai voté contre le rapport intitulé «Mise en œuvre de la politique de sécurité et de défense commune». En parallèle du rapport Paët adopté hier, il s'agit d'assurer l'emprise de l'Union européenne sur les politiques étrangères et de défense des États membres. Ce rapport menace la souveraineté des États membres par la volonté de ne pas les laisser se servir de leur outil et de leurs industries militaires librement. La défense doit rester une prérogative des États.

  Philippe Loiseau (ENF), par écrit. ‒ Ce rapport tend à s’assurer de l’emprise de l’Union européenne sur les politiques étrangères et de défense des États membres. Il part du principe que l’UE est menacée sur son flanc est par les modifications frontalières violentes opérées par la Russie, et sur son flanc sud par la déstabilisation des États du Moyen-Orient. Par ailleurs, sont détaillées ici les multiples concessions que l’UE attend des États pour que la PSDC devienne un partenaire fiable de l’OTAN. Le rapport définit enfin la manière par laquelle la Commission doit imposer ses règles dans le domaine de la passation de marchés dans la défense.

Devant autant de remises en cause de la souveraineté des États, qui plus est dans un domaine régalien aussi important que celui de la sécurité et de la défense, notre groupe a montré une ferme opposition. J’ai ainsi voté contre.

  Javi López (S&D), por escrito. ‒ He votado a favor del informe porque hace una evaluación de la aplicación de la PCSD y de los acontecimientos en este ámbito en el último año. El informe, pide una revisión substancias de la PCSD, la elaboración de un Libro Blanco de la Unión sobre Seguridad y Defensa, una industria de defensa más fuerte y el Plan Europeo de Acción para la Defensa. También promueve la reforma del mecanismo Athena para financiar las misiones y las operaciones de la Unión. Así mismo aboga por la cooperación con la OTAN.

Ante conflictos más severos, de mayor duración y con actores diversos, se subraya que aunque la seguridad de la Unión está interconectada, la repuesta sigue siendo fragmentada y descoordinada, haciéndola vulnerable. Se subraya que la falta de resiliencia de la Unión le impide dar una mejor respuesta ante ataques transnacionales. En este sentido, se le pide la Unión más coordinación intracomunitaria, así como con terceros países; adaptarse a las nuevas amenazas aplicando todas las herramientas de la PCSD y de otros instrumentos disponibles; así como realizar una política más preventiva. El informe persigue el aumento del componente militar en la PCSD, más inversión en investigación de defensa.

  Paloma López Bermejo (GUE/NGL), por escrito. ‒ Este informe de AFET se basa en el Informe anual del Consejo al Parlamento Europeo sobre la Política Exterior y de Seguridad Común. Exige un aumento del componente militar en la PCSD, una mayor inversión en investigación en defensa y aboga por destinar el 2 % del PIB para gastos de defensa. El informe pide además un Libro Blanco de la Unión sobre Seguridad y Defensa, y exige una industria de defensa fuerte. Además, apoya más reformas al sector de la seguridad y capacitar y equipar también a los militares financiados con ayuda al desarrollo (entre ellos, el instrumento civil que contribuye a la estabilidad y la paz), promueve ampliar el mecanismo Athena para financiar todas las misiones militares y grupos tácticos de la Unión, escapando al control parlamentario y, presiona para el despliegue de grupos tácticos de la Unión para todo tipo de gestión de crisis.

Nosotros rechazamos la financiación militar del presupuesto de la Unión, y primar el enfoque civil para la resolución de conflictos y dejar de contribuir a la escalada militar, y abogamos por una separación total entre la Unión y la OTAN, mientras que el informe propone una mayor cooperación. Por esto, voté en contra.

  Antonio López-Istúriz White (PPE), por escrito. ‒ En un contexto en el que el entorno de seguridad europeo se ha deteriorado considerablemente y en que las amenazas se han diversificado y aumentado, es necesario adaptarse a estos desafíos en materia de seguridad y, ante la amenaza terrorista, prevenir mediante programas de desradicalización.

Hay que revisar a fondo la política común de seguridad y defensa, que ha de tener en cuenta la ciberseguridad y la ciberdefensa como elementos clave. Asimismo, resalta la importancia del establecimiento de un cuartel general permanente de la Unión en el que se planifiquen y ejecuten las misiones y operaciones de la PCSD, siendo compatible con el resto de instituciones internacionales.

Doy mi voto favorable porque ningún país es capaz de hacer frente a los retos actuales en materia de seguridad en solitario y, porque es esencial jugar un papel más activo en la amenaza de radicalización y terrorismo, lo que será posible a través del impulso de la política europea de defensa.

  Bernd Lucke (ECR), schriftlich. ‒ Dieser Initiativbericht des sozialdemokratischen Abgeordneten Paşcu fordert mit Rücksicht auf die aktuellen Krisen und insbesondere die Annexion der Krim eine Verstärkung der Gemeinsamen Sicherheits- und Verteidigungspolitik der EU (GSVP). Dabei soll ein neues Hauptquartier der GSVP für Einsätze entstehen, worunter unter anderem Grenzkontrollen, militärische Ausbildung und maritime Aktionen zu verstehen sind.

Nach Auffassung der EKR ist die Verteidigung Sache der einzelnen Nationalstaaten. Darüber hinaus stellt die NATO als Verteidigungsbündnis die Sicherheit Europas sicher. Eine Konkurrenzsituation mit neuen europäischen Sicherheitsstrukturen ist abzulehnen, zumal die Entscheidungskompetenzen bei der GSVP unklar sind und – sofern sie funktionieren soll – nur im Rahmen eines europäischen Superstaates vollumfänglich zur Geltung kommen könnten. Aus diesem Grund lehne ich den Bericht ab.

  Ivana Maletić (PPE), napisan. ‒ Europsko sigurnosno okruženje znatno je narušeno, a prijetnje su konvencionalne i hibridne naravi, dolaze s juga i s istoka te različito utječu na države članice. EU se mora prilagoditi ovim sigurnosnim izazovima, posebice učinkovitijom uporabom postojećih instrumenata ZSOP-a u skladu s drugim vanjskim i unutarnjim instrumentima i kvalitetnijom suradnjom među državama članicama, posebno u području protuterorizma. Izvješće napominje da je važno aktivnije se boriti protiv radikalizacije i terorističke propagande i promicati pravosudnu suradnju među sustavima kaznenog pravosuđa, uključujući Eurojust. U borbi protiv radikalizacije i terorizma važna je bliska suradnja institucija Unije i država članica, ali i sa svim drugim svjetskim organizacijama, stoga sam podržala ovo izvješće.

  Vladimír Maňka (S&D), písomne ‒ Hrozba vojenských a teroristických útokov nadobúda v súčasnosti nové rozmery. Použitie biologických a chemických zbraní môže ohroziť celé generácie. Práve preto si bezpečnosť EÚ vyžaduje silnú spoločnú bezpečnostnú a obrannú politiku, postavenú na zásadách prevencie, jednoty, neútočenia a spolupráce členských krajín Únie navzájom, ale aj spolupráce s ostatnými obrannými systémami. Budovanie takejto politiky však nesmie podliehať záujmom úzkych skupín, ale musí byť transparentné a pre obyvateľov Únie dôveryhodné.

The report needs great support in order to reduce the incoordination that is fragmenting the EU and preventing it from effectively tackling hybrid threats. It is important to prioritise securing a stable and safe European environment for citizens, especially after the rise of radical Islamic organisations targeting Europe ‘on an unprecedented scale.’ In addition, there is a need to reiterate that maximum cooperation and communication among Member States is crucial in these times of countering terrorism. Finally, yet importantly, the report stands out as it calls for a more unified and effective European Foreign and Security Policy that shows signs of contributing to the reduction of armed clashes.

Esta Política Comum de Segurança e Defesa (PCSD) não poderia estar mais errada no que toca aos princípios em que se fundamenta. A militarização da UE, o financiamento militar através do orçamento da União, acolhendo as medidas propostas pela NATO, são ideias inconcebíveis e inaceitáveis. Votei contra.

La responsable aux affaires étrangères européenne devrait annoncer en décembre son plan d’action vers la création d’une armée européenne. Il permet de remettre une couche derrière le rapport voté la veille. On y retrouve la nécessité d’opérations militaires en complément de l’OTAN, la création d’un budget de défense, en particulier de recherche, propre à l’UE et d’autres escalades dangereuses, déconnectées de la souveraineté populaire. Comble du cynisme: cette soi-disant «mise en commun» est exigée au nom des «contraintes budgétaires» qu’ils se sont eux-mêmes fixées. La logique néolibérale s’insinue donc partout. Pire, ils demandent un marché commun de la défense car «le protectionnisme et le caractère fermé des marchés européens de la défense constituent un obstacle». Et si un État souverain s’oppose, il se voit menacer de procédures d’infraction avec sanctions financières à la clef. Démanteler la défense française sous la houlette des eurocrates. La honte. Je vote contre cette atteinte au droit souverain de protéger nos intérêts géostratégiques et notre industrie.

Le rapport détaille les multiples concessions qui sont attendues des États pour que la PESC devienne un partenaire fiable de l'OTAN. Il définit également comment la Commission doit imposer ses règles dans le domaine de la passation de marchés dans le secteur de la défense. Je me suis alors opposée à ce rapport.

  Nuno Melo (PPE), por escrito. ‒ A segurança dos Estados-Membros da UE está altamente interligada mas estes reagem às ameaças e riscos comuns de forma descoordenada e fragmentada, tornando, assim, uma abordagem comum mais difícil ou frequentemente impossível de aplicar. Esta falta de coordenação constitui um dos pontos fracos da ação da União.

A Europa não tem resiliência para enfrentar com eficácia ameaças híbridas, que têm muitas vezes uma dimensão transfronteiriça. Uma política externa e de segurança europeia mais unificada e, por conseguinte, mais eficaz pode contribuir decisivamente para reduzir a intensidade dos confrontos armados espalhados pelo mundo.

  Louis Michel (ALDE), schriftelijk. – De Europese veiligheidssituatie is er de voorbije jaren aanzienlijk op achteruitgegaan. Niet alleen is de Europese Unie het doelwit van terroristische acties, maar zijn er ook voortdurende spanningen aan de buitengrenzen en langdurige broeihaarden van geweld in Afrika en elders in de wereld die de internationale vrede en stabiliteit bedreigen.

Volgens de resultaten van de Eurobarometer van juni 2016 vragen twee op drie Europeanen dat de Europese Unie grotere inspanningen levert op vlak van veiligheid en defensie. Terecht, want vandaag reageren de individuele lidstaten ongecoördineerd en gefragmenteerd op risico’s die ons allen bedreigen en is geen enkel land alleen nog in staat weerwerk te bieden in deze crisissituaties. Bovendien moeten we er ons ook van bewust zijn dat we voor onze veiligheid niet kunnen blijven rekenen op anderen.

Het is dus tijd voor een radicale omslag. De lidstaten moeten hun krachten bundelen. Als we een geloofwaardig, daadkrachtig Europees buitenlands beleid willen, dan moeten we, zoals opgenomen in dit verslag, dringend werk maken van gezamenlijke operaties en missies, van gezamenlijke investeringen in defensie, van een gezamenlijke defensie-capaciteit en van een Europees operationeel hoofdkwartier. Dit alles moet op termijn resulteren in een Europese troepensterkte die borg staat voor internationale vrede en veiligheid.

  Miroslav Mikolášik (PPE), písomne – Bezpečnostné prostredie v Európe sa v poslednom období v dôsledku konfliktov v jej susedstve zásadne zhoršilo. Napriek tomu, že je bezpečnosť členských štátov Únie vzájomne prepojená, štáty na spoločné hrozby reagujú nekoordinovane a každý sám, čo znemožňuje zaujať spoločný postup pri riešení kríz, čo oslabuje aj postavenie samotnej Únie. Jednotnejšia, a teda účinnejšia európska zahraničná a bezpečnostná politika by mohla byť prínosnom pri riešení konfliktu v Sýrii a Iraku. To sa však nezaobíde bez dôkladnej revízie spoločnej bezpečnostnej a obrannej politiky (SBOP), ktorá by mala pozostávať z niekoľkých krokov. Je potrebné vytvoriť stále štruktúry spolupráce, aby bola Únia schopná zasahovať v rôznych krízach a v akomkoľvek štádiu konfliktu, pričom mala by vychádzať zo zásady pevnej kolektívnej obrany a efektívneho financovania. SBOP by sa mala vykonávať koordinovane s medzinárodnými inštitúciami v oblasti bezpečnosti a obrany a v plnej miere sa dopĺňať s NATO. Členské štáty by mali plniť záväzky a ciele NATO týkajúce sa kapacity, v rámci ktorých sa požaduje minimálna úroveň výdavkov na obranu vo výške 2 % HDP. Podporujem silnejšiu Európu v oblasti obrany.

  Marlene Mizzi (S&D), in writing. ‒ The report makes an assessment of the implementation of the CSDP and of the developments in this field in the last year. In the current global geopolitical situation with increase of security threats in Europe and in our neighbouring countries such as human trafficking, arms trafficking, terrorism attacks and wars, I support the idea of progressing in the direction of a European Defence Union and EU actions for the creation of good governance structures, the respect for rule of law and human rights, and preventing and combating radicalisation. I agree that the CSDP has a key role to play in conflict prevention as well as in post-conflict capacity and peace building in ensuring a global stable environment. CSDP missions and operations can be an integral part of preventive engagement and crisis response mechanisms, especially if activated in a timely and effective manner. Having said that, however, I also disagree with a number of paragraphs in the report, such as putting binding commitments on Member States on how much they need to spend from their GDP to sustain the increase of the defence industry and on substantially financing a European Defence Research programme from the EU budget. Therefore, I abstained on the final report.

  Csaba Molnár (S&D), írásban. ‒ A Külügyi Bizottság állásfoglalás-tervezete megállapítja, hogy az európai biztonsági környezet jelentősen leromlott, fölvázolja azokat az új biztonsági kihívásokat, amelyekkel az Uniónak szembe kell néznie, és fölszólítja az EU-t, hogy alkalmazkodjon ezekhez a biztonsági kihívásokhoz, különösen azzal, hogy más külső és belső eszközökkel összhangban hatékonyabban használja fel a KBVP eszközeit, továbbá jobb együttműködést és koordinációt szorgalmaz a tagállamok között, különösen a terrorizmus elleni küzdelem terén. Minthogy az aktuális biztonsági kihívásokkal egyedül egyetlen ország sem tud szembenézni, a közös biztonság- és védelempolitika alapos és jelentős felülvizsgálatát szorgalmazza, hogy az EU és tagállamai döntő mértékben hozzá tudjanak járulni az Unió biztonságához, a nemzetközi válságok kezeléséhez, és érvényesíteni tudják az EU stratégiai autonómiáját.

Sürgeti a szoros együttműködést a NATO-val, és azt, hogy az EU ösztönözze tagállamait a NATO kapacitáscéljainak teljesítésére, ami megköveteli, hogy a védelmi kiadásokat legalább a GDP 2%-ára növeljék. Szorgalmazza az európai védelmi együttműködés elmélyítését és egy állandó uniós parancsnokság létrehozását a polgári és katonai KBVP-missziók és -műveletek számára. A tervezetet megszavaztam.

Sunt necesare un angajament, o aderare și un sprijin puternice din partea statelor membre și a parlamentelor naționale, în strânsă cooperare cu toate organismele competente ale UE, pentru a asigura punerea în aplicare rapidă și eficace a Strategiei globale pentru politica externă și de securitate a Uniunii Europene. Un viitor program al UE de cercetare în domeniul apărării ar trebui să finanțeze proiecte de cercetare din domenii prioritare convenite de statele membre.

  Norica Nicolai (ALDE), în scris. ‒ Am votat acest raport deoarece acesta reamintește faptul că statele membre depind puternic unul de altul în ceea ce privește securitatea și trage un semnal de alarmă referitor la faptul că acestea reacționează în mod necoordonat și fragmentat la amenințările și pericolele comune. De asemenea, raportul constată că Europei îi lipsește rezistența necesară pentru a putea răspunde într-un mod eficient amenințărilor hibride, acestea având, de cele mai multe ori, un caracter transfrontalier.

Un alt element care m-a determinat să votez acest raport este cel referitor la faptul că raportul subliniază impactul negativ al ocupației militare pentru securitatea Europei în ansamblu și reiterează ideea că orice modificare a granițelor Ucrainei se abate de la principiile Cartei ONU și ale Actului final de la Helsinki.

Докладът подчертава, че Европа вече не разполага с пълен контрол върху средата си от гледна точка на сигурността и призовава ЕС да се приспособи към новите предизвикателства, като използва по-ефикасно съществуващите инструменти на ОПСО. Докладът призовава за по-добро сътрудничество и координация между държавите членки, особено в областта на борбата с тероризма. Докладът напълно подкрепя и по-нататъшното засилване на сътрудничеството в областта на сигурността и отбраната с други институционални партньори като ООН.

Il promeut une augmentation des dépenses en matière de défense, de recherche militaire et de politique de sécurité. Cette augmentation pourrait, toujours selon le rapport, être soutenue via une réorientation des fonds relatifs à l’aide au développement, un instrument pacifique visant à établir la paix et la stabilité.

J’ai choisi de voter, par principe, contre ce texte, car une vraie politique européenne de défense appelle au préalable un grand débat au sein de tous les États Membres.

  Rolandas Paksas (EFDD), raštu. ‒ Manau, kad karinis bendros saugumo ir gynybos politikos srities komponentas neturėtų būti didinamas ir plėtojamas. Svarbiausias šiandienos tikslas Europos valstybėms yra ne tik pačių šalių ginkluotojų pajėgų stiprinimas, bet ir gerokai platesnio politinio ir diplomatinio dialogo siekis. Tik labiau suvienyta ir todėl veiksmingesnė Europos užsienio ir saugumo politika gali ryžtingai prisidėti mažinant ginkluotų susirėmimų Irake ir Sirijoje intensyvumą, ir kovojant su „Islamo valstybe“. Be to, turi būti aktyviau taikoma prevencinė politika, grindžiama išsamiomis deradikalizacijos programomis, taip pat efektyviau sprendžiama ekstremistinio turinio platinimo internete problema ir skatinamas aktyvesnis teisminis baudžiamosios teisenos sistemų bendradarbiavimas.

Negalima leisti, jog ES lėšomis būtų finansuojamas gynybos sektorius bei gynybos srities moksliniai tyrimai. Nepritariu pasiūlymui dislokuoti ES kovines grupes bet kokioms krizės valdymo užduotims atlikti. Manau, kad naujos ginklavimosi varžybos ar nauji kariniai dariniai anaiptol nėra išsigelbėjimas nuo nuolat augančios įtampos. Jie gali tapti tik didesnių įtampų katalizatoriais. Negalėdami tinkamai spręsti socialinių problemų, nes papildomų lėšų reikės naujoms karinėms reikmėms, galime sulaukti tų problemų protrūkio pačiomis bjauriausiomis formomis.

Υπερψήφισα την έκθεση η οποία καλεί το Συμβούλιο να δημιουργήσει ένα ταμείο για την παροχή επείγουσας χρηματοδότησης για την αρχική φάση των στρατιωτικών επιχειρήσεων και ζητά από την ΕΕ να στηρίξει με συνεκτικό τρόπο τα κράτη μέλη που συμμετέχουν στον συνασπισμό κατά του αυτοαποκαλούμενου Ισλαμικού Κράτους, μέσω της δημιουργίας επιχείρησης της Κοινής Πολιτικής Ασφάλειας και Άμυνας στο Ιράκ που θα εστιάζεται στην εκπαίδευση. Η ασφάλεια έχει γίνει ένα βασικό πρόβλημα για τους πολίτες της ΕΕ. Ζητούμε την πλήρη και ουσιαστική αναθεώρηση της Κοινής Πολιτικής Ασφάλειας και Άμυνας, η οποία δεν μπορεί πλέον να είναι απλά ένα μέσο διαχείρισης κρίσεων εκτός της Ένωσης, διότι πρέπει αυτή να διασφαλίσει μια πραγματική ευρωπαϊκή κοινή πολιτική ασφάλειας και άμυνας, γεφυρώνοντας την εσωτερική και εξωτερική ασφάλεια, αλλά και να γίνει ένα εργαλείο της ΕΕ για τη διαχείριση των διεθνών κρίσεων σε όλα τα στάδια του κύκλου της σύγκρουσης. Η αποτελεσματική υλοποίηση των πρόσφατων αποφάσεων για την ανάπτυξη της ΚΕΠΑΑ είναι ζωτικής σημασίας για την προστασία των πολιτών και την προώθηση των αξιών και των συμφερόντων της ΕΕ, με πλήρη σεβασμό των Συνθηκών, του διεθνούς δικαίου και των ανθρώπινων δικαιωμάτων.

  Aldo Patriciello (PPE), per iscritto. ‒ Ho votato a favore della proposta dei miei colleghi poiché ritengo che bisogna garantire ai cittadini dell'Unione europea il livello migliore di sicurezza e ciò potrà avvenire solo con un efficace revisione del PSDC. Tale miglioramento dovrà svilupparsi con la cooperazione tra Stati membri e con la NATO. Però allo stesso tempo, ritengo che si debba adottare un approccio civile e pacifico per la risoluzione dei conflitti, in quanto si deve, sempre, agire nel rispetto dei diritti umani. Pertanto ho espresso voto positivo.

  Marijana Petir (PPE), napisan. ‒ Podržavam ovo izvješće jer smatram da je na dobar način identificiralo prednosti i nedostatke dosadašnjeg djelovanja Europske unije u području sigurnosti i obrane. Činjenica je da je Europska unija prostorno velika zajednica, da broji gotovo 510 milijuna stanovnika te da se u njenom susjedstvu i vanjskim granicama nalazi nestabilno okružje koje prijeti stabilnosti čitavog kontinenta. Važno je da Europska unija uspostavi koordinirano djelovanje u području sigurnosnih službi, obrambenih kapaciteta, razmjene informacija te praktičnog djelovanja na terenu s ciljem samozaštite i zaštite saveznika koji se nalaze izvan Europske unije. To je zadaća nacionalnih država i nacionalnih sigurnosno-obavještajnih snaga, ali izloženi brojnim sigurnosnim netradicionalnim izazovima, moramo postati svjesni kako je koordinacija i zajedničko djelovanje jedini i isključivi način postizanja cilja, a to je mir i okružje koje dozvoljava prosperitet i razvoj za sve. Gradnja buduće europske sigurnosne institucionalne i resursne zajednice mora pratiti put u kojem će se države članice usuglasiti oko svih ključnih točaka, izazova, prednosti, područja suradnje i zajedničkog interesa. Jačanje institucionalnih veza preduvjet je dosljednom provođenju Zajedničke vanjske i sigurnosne politike te Zajedničke obrambene i sigurnosne politike Europske unije.

  Pina Picierno (S&D), per iscritto. ‒ Il contesto internazionale è caratterizzato da una sempre maggiore instabilità e complessità. L'Europa si trova a dover fronteggiare minacce sempre più difficili da prevedere, provenienti da diverse zone geografiche e da attori sia statali che non statali, che nessuno Stato membro è in grado di affrontare autonomamente. Una revisione sostanziale e approfondita della politica di sicurezza e difesa comune è perciò indispensabile per dotare l'Unione europea di un'effettiva capacità di intervento. Condivido quindi la richiesta di elaborare un Libro bianco sulla sicurezza e la difesa, che indichi al Consiglio la strategia più idonea per realizzare una vera politica comune, che risponda alle aspettative del Parlamento e dei cittadini. Elogio l'impegno dimostrato dall'Alto rappresentante Federica Mogherini nell'attuazione del piano d'azione europeo in materia di difesa e auspico che il Parlamento e tutte le altre istituzioni continuino a sostenere i suoi sforzi in questo senso. Un'Europa più unita e forte rafforzerebbe anche il ruolo della NATO, con cui condivide gli stessi interessi strategici, e sarebbe in grado di portare avanti un'azione complementare in settori come il mantenimento della pace e la prevenzione dei conflitti. Le critiche di chi vede contraddizioni tra PSDC e NATO sono perciò del tutto fuori luogo.

  Tonino Picula (S&D), napisan. ‒ Nijedna se zemlja ne može sama suočiti s trenutačnim sigurnosnim izazovima. Naše sigurnosno okruženje je narušeno te je postalo protočnije i manje predvidljivo. Prijetnje su konvencionalne i hibridne naravi, uzrokuju ih državni i nedržavni akteri, dolaze s juga i s istoka. Nedostatak usklađenosti predstavlja jednu od slabosti djelovanja Unije. EU bi trebao biti spreman suočiti se sa strukturalnim promjenama u međunarodnom sigurnosnom okolišu - izazovima poput raspada država i kibernapada, kao i sigurnosnim implikacijama klimatskih promjena. Za EU je nužno da se prilagodi tim sigurnosnim izazovima, posebice učinkovitijom uporabom postojećih instrumenata ZSOP-a. Potrebno je revidirati ZSOP kako bi se omogućilo da EU i države članice daju presudan doprinos sigurnosti Unije, rješavanju međunarodnih kriza i potvrdi strateške autonomije EU-a. ZSOP mora biti još brža i efektivnija. Mi Europljani moramo biti spremni odmah odgovoriti na krize, pritom u potpunosti poštujući Povelju UN-a, međunarodne ugovore i ljudska prava. EU bi trebao pojačati dijalog i suradnju s trećim zemljama iz regije te s regionalnim i podregionalnim organizacijama. Svjesni smo postali činjenice da moramo kolektivno i odgovorno preuzeti veću ulogu u svijetu. Naši partneri očekuju od EU-a da igra važnu ulogu, posebno pri osiguravanju globalne sigurnosti. Kvalitetnija suradnja i usklađenost među državama članicama jest imperativ.

  João Pimenta Lopes (GUE/NGL), por escrito. ‒ Este relatório prossegue, no essencial, os mesmos objetivos do relatório da União Europeia de Defesa, aprovado nesta mesma sessão. Aumento dos orçamentos de defesa dos Estados—Membros, financiamento e desenvolvimento da indústria e investigação militar, criação de forças militares europeias, especialização das forças militares por Estado-Membro, maior cooperação com a NATO e a ambição de se tornar um bloco militar. Tudo em nome do combate ao terrorismo, à radicalização, e reforço do confronto e cerco à Rússia, obliterando qualquer análise de responsabilidades da UE em conflitos militares em regiões vizinhas.

Uma política de sangue e de morte, de guerra e destruição, promovida pela maioria do Parlamento Europeu. Uma política que alimenta a corrida ao armamento, não esquecendo o nuclear, que faz aumentar as tensões mundiais, contrariando compromissos assumidos com o tratado de não proliferação e de desarmamento, e que aumenta os riscos de um conflito militar de grandes proporções com consequências imprevistas.

Uma política que se opõe e compromete a Paz, e que não se desliga das políticas de exploração e empobrecimento dos trabalhadores e dos povos.

Evidentemente, só poderíamos votar contra.

  Miroslav Poche (S&D), písemně. ‒ Rozhodl jsem se podpořit tuto zprávu, která požaduje důkladnou revizi společné bezpečnostní a obranné politiky, zdůrazňuje nutnost posílit partnerství s NATO a transatlantické vztahy obecně. Považuji úzkou spolupráci s NATO za zásadní pro ochranu občanů a prosazování hodnot a zájmů EU, samozřejmě při plném respektování Smluv, mezinárodního práva a lidských práv. Zpráva vyzývá k vypracování bílé knihy EU pro bezpečnost a obranu, což považuji za velmi žádoucí. Zpráva dále požaduje silnější obranný průmysl a podporuje reformu mechanismu ATHENA zajišťujícího financování operací a misí EU. Jsem přesvědčen, že důkladná revize SBOP je nezbytná, Evropa musí být připravená a akceschopná, musí být na mezinárodním poli relevantním hráčem.

  Salvatore Domenico Pogliese (PPE), per iscritto. ‒ Lo sviluppo di una più forte industria della difesa rafforzerebbe certamente l'autonomia strategica e l'indipendenza tecnologica dell'Unione. In questo senso reputo doveroso sottolineare la necessità di approfondire ulteriormente la cooperazione in materia di cyber-difesa e garantire la piena cyber-resilienza delle missioni PSDC. Le minacce presenti nel contesto europeo sono di natura sia convenzionale che ibrida, imputabili ad attori sia statali che non statali. La sicurezza degli Stati membri dell'UE è strettamente interconnessa. Ciò premesso, la mancanza di un efficace coordinamento rappresenta uno dei punti deboli dell'azione esterna dell'Unione. Ho votato a favore dell’approvazione di questa relazione.

  Soraya Post (S&D), in writing. ‒ I cannot in good conscience vote for the report on the implementation of the Common Security and Defence Policy. This is not only because I am a pacifist by principle and cannot condone the use of violence under any circumstances. In addition, I truly believe that there are more efficient and constructive methods for implementing peace and security in our European neighbourhood.

In fact, it is my firm conviction that the current militarisation of our policies and the ‘machoisation’ of our politics and public discourse only worsens an already very unstable geopolitical situation. We in Europe would most probably find ourselves, literally speaking, in the line of fire, should a major conflict break out involving Russia. We ought to tread very lightly now that the fundamentals of our security structure is in shatters.

The military escalation between Russia and NATO on the former’s borders is a historically well-known recipe for disaster. Instead of directing our scarce resources towards military defence and cooperation with NATO, Europe should focus on de-escalation, diplomacy and dialogue, and empowering democrats in the European neighbourhood with whom we can forge new alliances for peace and true stability.

  Paulo Rangel (PPE), por escrito. ‒ O ambiente de segurança europeu deteriorou-se consideravelmente, tornando-se mais fluido, mais complexo, mais perigoso e menos previsível. As ameaças que hoje assombram a União Europeia são tanto convencionais como híbridas, criadas quer por Estados quer por intervenientes não estatais, estas vêm do sul e do leste e afetam os Estados—Membros de forma diferente.

A multiplicidade de crises humanitárias que, hodiernamente, se fazem sentir na periferia da União, nomeadamente, na África Ocidental, passando pelo Sael, pelo Corno de África, pelo Médio Oriente e pelo Leste da Ucrânia até ao Cáucaso, necessitam de uma reação europeia em matéria de segurança e defesa. A União deve, portanto, intensificar o diálogo e a cooperação com os países terceiros da região, assim como com organizações regionais e sub-regionais.

Concomitantemente, os atos de terrorismo levados a cabo por organizações e indivíduos radicais visam a Europa numa escala sem precedentes, colocando o modo de vida europeu sob pressão e tornando a segurança dos cidadãos europeus uma prioridade.

Considero que a UE deve preparar-se para fazer face a alterações estruturais do panorama internacional de segurança, de forma a enfrentar os novos - mas, em boa verdade, não tão novos - desafios em matéria de defesa e de segurança.

Por conseguinte, votei favoravelmente.

  Julia Reid (EFDD), in writing. ‒ UKIP voted against this non-legislative and non-binding report. We are opposed to the development of a centralised EU defence and foreign policy capability. As such we reject the annual review process of CSDP and CFSP and the calls for increased EU capability contained within this report.

We remain fully committed to NATO as the primary guarantor of security in Europe. We are supportive of the NATO 2% defence spending minimum. It is UKIP party policy to ensure the UK remains at least above 2% and we would also encourage fellow NATO allies to meet this commitment.

We are however uneasy at language contained within this report in which the EU calls on Member States to meet this requirement. There is a fine line between this and the 2% commitment to NATO being replaced with one to the EU. This risks further undermining NATO and risks the position of traditionally neutral countries.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ He votado a favor del Informe sobre la Aplicación de la política común de seguridad y defensa, por el que se realiza una evaluación de la aplicación de las políticas en este ámbito, así como de los acontecimientos que han tenido lugar este año. Por ello se pide una revisión de estas políticas, así como un Libro Blanco de la Unión, una industria de defensa más fuerte y el Plan Europeo de Acción para la defensa. Por otro lado, es necesario mejorar y ampliar la cooperación con la OTAN.

Asimismo, se solicita una mayor coordinación intracomunitaria dentro de la Unión, para poder adaptarse mejor ante nuevas amenazas.

  Bronis Ropė (Verts/ALE), raštu. ‒ Pranešimas svarbia – ES Bendrosios saugumo ir gynybos politikos įgyvendinimo – tema vis dėlto yra ganėtinai silpnas. Manau, jame per daug dėmesio skiriama ir netgi pernelyg jautriai reaguojama į terorizmo grėsmę ir per mažai akcentuojama ES gynybinių pajėgumų nuo konvencinių karinių grėsmių tema. Terorizmo grėsmė visada buvo ir lieka labiau policijos funkcija, kurios nereiktų maišyti su kariuomenės vaidmeniu. Kartu tekste galėtų atsirasti daugiau nuostatų dėl karinio bendradarbiavimo tarp ES valstybių narių stiprinimo, technologinio atsilikimo nuo JAV mažinimo, tokių veiksnių, kaip Rusijos grėsmė, įvertinimo.

Dalis šių nuostatų yra pateiktuose pakeitimuose. Juos atmetus, ši rezoliucija taps silpnu dokumentu, neatitinkančiu savo pirminių tikslų.

  Fernando Ruas (PPE), por escrito. ‒ Este relatório versa sobre a necessidade de reforçar a cooperação europeia no domínio da defesa- um sonho antigo da União Europeia (UE) desde o Plano Pleven. A insegurança na Europa e nos países vizinhos degradou-se exponencialmente nos últimos anos, gerando um conjunto de novos desafios que urge enfrentar, coletivamente.

Subscrevo, por isso, a necessidade de reforçar a colaboração e a cooperação entre as forças armadas europeias, designadamente através de algumas das recomendações apresentadas com vista a combater, de forma mais eficaz, o terrorismo e as diversas ameaças diárias à segurança dos cidadãos.

As propostas de criação de um quartel-general europeu, um semestre europeu de defesa, um investimento mínimo de 2% do PIB por parte dos Estados—Membros para Defesa são algo controversas e não geram opinião unânime no seio do Parlamento Europeu. Contudo, todas elas são propostas ambiciosas - que merecem reflexão, sendo objeto de negociações até atingirmos um resultado mais consensual, que privilegie a segurança coletiva na Europa.

Subscrevo ainda a ideia de proceder a uma revisão profunda da Política Comum de Segurança e Defesa, que permita à UE e aos Estados-Membros contribuírem mais para a segurança da União como um todo, afirmando a sua autonomia estratégica neste domínio.

  Tokia Saïfi (PPE), par écrit. ‒ J’ai voté en faveur de ce rapport qui dresse un bilan de la mise en œuvre de la politique de sécurité et de défense commune (PSDC) et qui suggère des pistes afin d’en renforcer son efficacité. La PSDC doit être renforcée afin d'affirmer l'autonomie stratégique de l'Union européenne et de renforcer sa capacité de résistance.

Cette résolution appelle l’Union à poursuivre ses missions PSDC, telle que l’EUNAVFOR MED qui permet de lutter efficacement contre le trafic d’armes et d’êtres humains en Méditerranée au large de la Libye.

Ce rapport demande également le lancement d’opérations de formation de PSDC en Irak pour soutenir les États membres impliqués dans la coalition qui lutte contre Daech.

En matière de défense, il est crucial que l’Union européenne ne mette pas en place des actions qui pourraient faire double emploi avec celles menées par l’OTAN. À ce titre, cette résolution souligne les nouvelles mesures adoptées pour renforcer les relations UE-OTAN, notamment en matière de coopération contre les cyber-attaques.

Enfin, j’ai soutenu ce texte parce qu’il rappelle qu’il est nécessaire que l’Union réagisse plus rapidement et plus fermement aux menaces réelles et que les forces armées européennes coopèrent plus étroitement.

  Lola Sánchez Caldentey (GUE/NGL), por escrito. ‒ Este Informe señala el deterioro de la seguridad europea ante el crecimiento de la amenaza terrorista y la situación bélica que viven Ucrania, Siria e Irak, así como nuevos desafíos como el ciberterrorismo. Apunta una creciente intranquilidad de la opinión pública ante el terrorismo y la inestabilidad política, y expone la necesidad de reforzar la política común de seguridad y defensa con mayor coordinación y un crecimiento del presupuesto en al menos un 2 % por país miembro. También solicita mayores facilidades para financiar operaciones internacionales y la creación con urgencia de un fondo económico para tal fin. Pide reforzar la investigación militar y el sector armamentístico europeo con una financiación suficiente, y unas ayudas a la producción industrial similares a las que reciben las empresas norteamericanas del sector.

He votado en contra, porque ahonda en la apuesta política y financiera por un Ejército y una industria armamentística fuertes en la Unión para combatir amenazas exteriores. Aunque entiendo que algunas de estas amenazas son reales, creo que aumentando el clima bélico no se va a conseguir llegar a la resolución real de los problemas y a conseguir un marco de estabilidad y paz en la Unión.

  Alfred Sant (S&D), in writing. ‒ I abstained on roll call votes on the European Defence Union report, and voted against the overall report for this reason: Malta is a neutral country. Its constitution prohibits participation in military alliances and in international cooperative efforts promoting warfare capabilities and exercises, unless backed by the UN. The report is based on premises for EU action that contradict this commitment.

Moreover, I disagree that at this time especially, the EU should reinforce a military dimension to its character. This move might appear suitable to counter the supposedly disintegrating effects of Brexit; it could have the opposite effect.

There is no popular constituency for a European Union that morphs into a military coalition, funded from EU budgetary resources.

Again, we see the old ‘business as usual’ methods by which ‘small’ steps ‘forward’ are cumulated and then presented as requiring further integration, failing which disaster would ensue. This is not an acceptable way by which to forge unity in Europe. I abstained on all subsidiary roll call votes because it would not have been coherent to vote one way or the other on different aspects of the issues at hand, while voting against the overall concept.

Der Bericht fordert, dass die EU sich den Sicherheitsherausforderungen anpassen und die schon vorhandenen Möglichkeiten der Sicherheits- und Verteidigungspolitik effektiv nutzen muss.

Des Weiteren wird eine engere Zusammenarbeit mit der NATO gefordert.

  Maria Lidia Senra Rodríguez (GUE/NGL), por escrito. ‒ Este informe de AFET se basa en el Informe anual del Consejo al Parlamento Europeo sobre la Política Exterior y de Seguridad Común. Exige un aumento del componente militar en la PCSD, una mayor inversión en investigación en defensa y aboga por destinar el 2 % del PIB para gastos de defensa. El informe pide además un Libro Blanco de la Unión sobre Seguridad y Defensa, y exige una industria de defensa fuerte. Además, apoya más reformas al sector de la seguridad y capacitar y equipar también a los militares financiados con ayuda al desarrollo (entre ellos, el instrumento civil que contribuye a la estabilidad y la paz), promueve ampliar el mecanismo Athena para financiar todas las misiones militares y grupos tácticos de la Unión, escapando al control parlamentario y, presiona para el despliegue de grupos tácticos de la Unión para todo tipo de gestión de crisis.

Nosotros rechazamos la financiación militar del presupuesto de la Unión, y primar el enfoque civil para la resolución de conflictos y dejar de contribuir a la escalada militar, y abogamos por una separación total entre la Unión y la OTAN, mientras que el informe propone una mayor cooperación. Por esto, voté en contra.

The need for Europeans to work together to improve their defence capabilities has never been greater. An effective and credible European security and defence policy is, therefore, the foundation of our citizens’ well-being and welfare. We need to provide a renewed focus on where CSDP can best contribute to global security, through a full cycle approach to tackling conflict, using a comprehensive approach and complementing NATO, which is the cornerstone of European defence.

However, the report offers ideas which could duplicate the work of NATO, or interfere in what should be Member State or industry driven activity. We therefore abstained on the final vote.

  Branislav Škripek (ECR), písomne ‒ Principiálne som za to, aby sa posilnila obranyschopnosť Európy. Predovšetkým som však za pokračovanie spolupráce v rámci NATO, kde obranu členských štátov EÚ, ktoré sú aj členskými štátmi NATO, zaručuje článok 5. Teda v obrannej politike som za pokračovanie spolupráce v rámci NATO. Zároveň si myslím, že členské štáty EÚ by si mali zachovať určitú národnú zvrchovanosť, čo sa týka obrannej politiky.   Davor Škrlec (Verts/ALE), napisan. ‒ Pozitivno sam glasao za ovo izvješće, no ovo obrazloženje glasovanja nastaje kao kritika postojećem sustavu vrednovanja rada zastupnika u Europskom parlamentu isključivo na osnovu statističkog broja parlamentarnih aktivnosti potenciranog u Hrvatskoj, a koji zapravo ne odražava stvarnu kvalitetu i količinu rada, učinkovitost te ponajviše uspjeh zastupničkog djelovanja.

  Monika Smolková (S&D), písomne ‒ Hlasovala som za správu o spoločnej bezpečnostnej a obrannej politike (SBOP). Situácia, v ktorej sa v súčasnosti Európa ocitla, je nadmieru nestabilná. Ostré konflikty sa odohrávajú priamo na našich hraniciach. V správe sa pokúšame vyhodnotiť, do akej miery bola SBOP zatiaľ implementovaná. Potenciál tohto rámca, ktorý je zakotvený v zmluvách Únie však, zdá sa, nie je dostatočne využívaný. Žiadame preto Komisiu, aby vypracovala bielu knihu o bezpečnosti a obrane, a zároveň vítame európsky akčný plán pre obranu. Zdôrazňujeme potrebu reformovať mechanizmus ATHENA, na základe ktorého sú financované misie a operácie EU. V súčasnosti sú to práve zahraničné misie Únie, ktoré predstavujú jasný príklad, že spolupráca v otázkach obrany dokáže byť na európskej úrovni funkčná. Nie je potrebné, aby bola prehĺbená európska obrana akýmsi protipólom NATO alebo že by ho mala nahradiť. Naopak, samostatná európska obrana by mala s NATO spolupracovať. Na druhej strane, ak chceme uvažovať o posilnení európskeho obranného priemyslu a vývoja, je potrebné si položiť otázku, odkiaľ naň presunieme zdroje. Nie je možné na obranu využívať prostriedky určené na výskum alebo na regionálnu politiku. Som však presvedčená, že by sa európska obrana mala osamostatniť, aby sme mohli lepšie ochrániť našich občanov a hodnoty, na ktorých je Únia založená.

  Igor Šoltes (Verts/ALE), pisno. ‒ Poročilo Parlamenta o izvajanju skupne varnostne in obrambne politike ugotavlja, da je evropsko varnostno okolje v zadnjem času postalo precej bolj negotovo, nevarnejše in manj predvidljivo, države članice pa se na skupne grožnje odzivajo neusklajeno, zaradi česar je enoten pristop EU močno otežen.

Kljub podpori uvodnim ugotovitvam poročevalca se ne strinjam, da bi bilo skupno varnostno in obrambno politiko EU treba močno revidirati, ampak se mora zagotoviti njeno boljše in učinkovitejše izvajanje. Poleg tega se ne strinjam z navedbo, da Evropa ni več zmožna nadzorovati varnosti znotraj svojih meja, ampak menim, da je treba okrepiti prizadevanja za stabilizacijo ter konkurenčnejši in učinkovitejši varnostni sektor.

Ker poročilo Parlamenta ne vključuje bistvenih načel, za katera se zavzemamo v skupini Zeleni/ESZ, kot sta na primer nestrinjanje z uporabo evropskih sredstev za raziskave v zvezi z obrambo na ravni EU in krepitev oboroženih sil tretjih držav, obenem pa navaja številne zahteve, ki so v nasprotju z našim prepričanjem, ga pri glasovanju nisem podprl.

  Bart Staes (Verts/ALE), schriftelijk. ‒ Een gemeenschappelijk Veiligheids- en Defensiebeleid (GVDB) staat hoog op de Europese agenda, maar het is moeilijk hierover overeenstemming te bereiken tussen de verschillende lidstaten en politieke families. Elk rapport hierover verzandt in een ellenlange opsomming van alles wat ook maar iets met militaire of defensiezaken te maken heeft. Het lijkt wel een brief aan Sinterklaas.

Nu eens zien we de contouren opduiken van een Europees leger, dan weer de wens om de defensiebudgetten op te trekken zodat er geld is om te investeren in drones of militair onderzoek. Het ontbreekt echter steevast aan een duidelijke visie op defensie en veiligheid voor de buitenwereld of de buitenlandse ambassades. Het is dus moeilijk om met zo’n rapport in te stemmen.

Groen wil dat een gemeenschappelijk veiligheids- en defensiebeleid focust op humanitaire missies, vredeshandhaving en crisisbeheersing, eerder dan op oorlogsvoering en het verdedigen van ons vaderland. In plaats van het defensiebudget te verhogen, zouden we beter kunnen bekijken hoe we de jaarlijkse 200 miljard euro efficiënter kunnen inzetten. Door gezamenlijk aan te besteden, gezamenlijk militair onderzoek uit te voeren en bovenal de transparantie op de ‘militaire markt’ te vergroten door simpelweg de Europese regels inzake overheidsopdrachten te respecteren. Maar dit is in veel gevallen aan dovemansoren gericht.

  Joachim Starbatty (ECR), schriftlich. ‒ Dieser Initiativbericht des sozialdemokratischen Abgeordneten Paşcu fordert mit Rücksicht auf die aktuellen Krisen und insbesondere die Annexion der Krim eine Verstärkung der Gemeinsamen Sicherheits- und Verteidigungspolitik der EU (GSVP). Dabei soll ein neues Hauptquartier der GSVP für Einsätze entstehen, worunter unter anderem Grenzkontrollen, militärische Ausbildung und maritime Aktionen zu verstehen sind.

Nach Auffassung der EKR ist die Verteidigung Sache der einzelnen Nationalstaaten. Darüber hinaus stellt die NATO als Verteidigungsbündnis die Sicherheit Europas sicher. Eine Konkurrenzsituation mit neuen europäischen Sicherheitsstrukturen ist abzulehnen, zumal die Entscheidungskompetenzen bei der GSVP unklar sind und – sofern sie funktionieren soll – nur im Rahmen eines europäischen Superstaates vollumfänglich zur Geltung kommen könnten. Aus diesem Grund lehne ich den Bericht ab.

  Ivan Štefanec (PPE), písomne ‒ Bezpečnostné prostredie v EÚ sa výrazne zhoršilo a stáva sa čoraz nestabilnejším, nebezpečnejším a menej predvídateľným. V dôsledku toho treba dôkladne a výrazne revidovať spoločnú bezpečnostnú a obrannú politiku s cieľom umožniť EÚ a jej členským štátom, aby rozhodujúcim spôsobom prispeli k bezpečnosti Únie. Jedným z nástrojov je napríklad aj vytvorenie stáleho veliteľstva EÚ pre civilné a vojenské misie a operácie spoločnej bezpečnostnej a obrannej politiky.

An effective and credible European security and defence policy is, therefore, the foundation of our citizens’ well-being and welfare. We need to provide a renewed focus on where CSDP can best contribute to global security, through a full cycle approach to tackling conflict, using a comprehensive approach and complementing NATO, which is the cornerstone of European defence.

However, the report offers ideas which could duplicate the work of NATO, or interfere in what should be Member State or industry driven activity. My colleagues and I therefore abstained on the final vote.

  Beatrix von Storch (EFDD), schriftlich. ‒ Ich habe gegen diese Entschließung gestimmt. Die EU will den Pfeiler der europäischen Verteidigung, die NATO, kopieren, um ihn besser zu untergraben und zu umgehen. Für zukünftige starke und moderne militärische Fähigkeiten verlangt das EP von den Mitgliedstaaten zusätzliche Haushaltsmittel, damit die EU Rechtsstaatlichkeit, Frieden und Sicherheit weltweit mit Waffengewalt voranbringen kann. Dafür sollen die 27 Armeen ihre nationalen Verteidigungsstreitkräfte vereinheitlichen. Rat und Kommission werden in Gesprächsgruppen und Arbeitskreisen militärische Konzepte sowie Kontakte zur Rüstungsindustrie vertiefen. Das Kalkül: Brüssel soll die Finanzierung der nationalen Verteidigungsstreitkräfte übernehmen, und mithin auch das Oberkommando. Wer zahlt, bestimmt. Indem die nationalen Regierungen die Mängelverwaltung beim Militär der EU-Ebene übertragen, entledigen sie sich dieses Problems im Heimatland. Denn die Armeen der 27 Mitgliedstaaten sind entweder kaputtgespart oder chronisch unterfinanziert. Die Bundeswehr muss gar Minderjährige rekrutieren. Viele ausgezehrte nationale Armeen ergeben jedoch keine schlagkräftige EU-Armee. Wir haben in Deutschland in langen Jahren einen tragfähigen, verfassungsmäßig verankerten Parlamentsvorbehalt erkämpft. In Deutschland entscheidet der Bundestag über den Bundeswehr-Einsatz. Das wird durch die EU zunichtegemacht. Gegenüber einem zukünftigen EU-Einsatzkommando der Exekutive werden nationale Parlamente hilflos sein.

  Dubravka Šuica (PPE), napisan. ‒ U vremenu trajnih nestabilnosti koje okružuju Europsku uniju, poseban fokus stavljen je na provođenje i dosljedno vođenje europske sigurnosne i obrambene politike. Podržavam ovo izvješće jer uspješno označava ključne nedostatke među državama članica, a to je niska razina spremnosti, suradnje i kompatibilnosti vojnih resursa. Ključno je da države članice rade na koordiniranju djelovanja u području sigurnosti i obrane kako bi se osigurala veća stabilnost i predvidljivost sustava. Ipak, u provođenju sigurnosne i obrambene politike važno je osigurati suradnju i s drugim državama u europskom bliskom susjedstvu, suradnju koja će stvoriti stabilni partnerski odnos temeljen na povjerenju i uzajamnom pomaganju. U svjetlu nedavnih američkih predsjedničkih izbora, pitanje europske obrane i sigurnosti postaje sve važnije zbog najava da će se Sjedinjene Američke Države suzdržati od aktivne uloge u NATO-u. Europska unija mora biti sposobna braniti se od sigurnosnih izazova.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem za poročilo o izvajanju skupne varnostne in obrambne politike (na podlagi letnega poročila Sveta Evropskemu parlamentu o skupni zunanji in varnostni politiki). V zadnjih letih se je zaradi različnih okoliščin varnostno okolje zelo spremenilo in EU se mora na vse te spremenjene okoliščine odzvati ter ustrezno prilagoditi. Podpiram poročilo, ki poudarja, da bi morala EU okrepiti dialog in sodelovanje s tretjimi državami iz regije, pa tudi z regionalnimi organizacijami ter da bi morala biti pripravljena na obvladovanje strukturnih sprememb v mednarodnem varnostnem okolju in na izzive, ki vključujejo meddržavne konflikte.

  Pavel Svoboda (PPE), písemně. ‒ Hlasoval jsem pro přijetí zprávy o provádění společné bezpečností a obranné politiky, která především volá po koordinovanějším postupu členských států s ohledem na zhoršující se bezpečnostní situaci v oblastech přímo sousedících s EU a s ohledem na současnou provázanost celého světa zejména v oblasti kybernetické bezpečnosti. Je jasné, že žádný členský stát nemůže současným hrozbám čelit samostatně a žádný členský stát nemůže samostatně vyřešit například situaci v Sýrii. Jde tedy o lepší koordinaci nejen ve fázi reakce, ale také ve fázi akce, protože jen koordinovaná politika EU má potenciál zamezit vzniku zdrojů napětí.

  József Szájer (PPE), írásban. ‒ Az európai biztonsági környezet jelentősen romlott az elmúlt időszakban, képlékenyebbé, összetettebbé, veszélyesebbé és kevésbé kiszámíthatóvá vált. Az említett fenyegetések egyre változatosabb formákat öltenek, mind hagyományos, mind hibrid jellegűek. Az uniós tagállamok biztonsága szorosan kapcsolódik egymáshoz, ám a tagállamok mégis összehangolatlanul és erőforrásaikat szétaprózva reagálnak a közös fenyegetésekre és kockázatokra. A koordináció effajta hiánya az uniós fellépés egyik sebezhetősége.

A fenti problémák orvoslására a KBVP (Közös biztonság- és védelempolitika) alapos és jelentős felülvizsgálatára van szükség, hogy az EU és tagállamai döntő mértékben hozzá tudjanak járulni az Unió biztonságához. A jelentés hangsúlyozza, hogy az állandó strukturált együttműködés (az Európai Unióról szóló szerződés 42. cikkének (6) bekezdése) létrehozása által lehetőség nyílna az önvédelem vagy egy állandó önvédelmi struktúra kialakítására. A KBVP-missziókon keresztül az EU a válságkezelés teljes spektrumában beavatkozhatna, többek között a válságmegelőzés és válságrendezés területén is. Emellett az EU-nak a NATO kapacitáscéljainak teljesítésére kell ösztönöznie a tagállamokat, ami megköveteli, hogy a védelmi kiadásokat idővel legalább a GDP 2%-ára növeljék. A KBVP eszközei továbbá jobb együttműködést és koordinációt szorgalmaznak a tagállamok között, különösen a terrorizmus elleni küzdelem terén. Végezetül a KBVP-missziók hozzájárulnak a nemzetközi békéhez és stabilitáshoz. A magyar állásponttal összhangban szavazatommal támogattam a jelentés elfogadását.

  Tibor Szanyi (S&D), írásban. ‒ Szavazatommal támogattam a jelentés elfogadását, mert az pontos, reális, ugyanakkor kritikus képet ad az EU közös biztonsági és védelmi politikájának problémáiról, egyúttal megjelölve a továbblépés lehetséges irányát, elsősorban Európa nagyobb fokú védelmi autonómiájának megteremtése révén. Rámutat, hogy az átfedések és párhuzamosságok tömege egyértelműen megkövetelné a tagállami védelmi képességek és eszközök összehangolását, illetve a már létező európai szintű képességek és eszközök (például a „battlegroup” egységek) érdemi kihasználását. A szorosabb és önállóbb európai védelem politikai és katonai indokoltságát a jelentés az EU évek óta romló biztonsági környezete, az új típusú biztonsági kihívások, a terror-, a cyber-, a hibrid-jellegű veszélyek, s mindenekelőtt a közvetlen déli és keleti szomszédságunkban jelentkező katonai-politikai fenyegetés bemutatásával támasztja alá – számomra meggyőzően.

Saját tapasztalataimat tükrözve utal a jelentés arra is, hogy tagállami szolidaritás érvényesülésében ugyanis a védelem terén sem lehet kizárólag a kormányokra számítani, mert az uniós szolidaritás egyoldalú, önző felfogása, a saját védelmi képességek elhanyagolása nem akadályozza egyes országok vezetőit abban, hogy szövetségeseik védelmi garanciáit adottnak tekintsék. Úgy vélem, éppen ez a jelentés és parlamenti határozat segíthet annak EU-szintű felismerésében, hogy a jövőben a KBVP alakítása, illetve egy védelmi Unió létrehozása során politikai és jogi garanciákat kell beépíteni a rendszerbe az ilyen egyoldalú tagállami magatartás megelőzése érdekében.

  Adam Szejnfeld (PPE), na piśmie. ‒ Sytuacja w zakresie bezpieczeństwa europejskiego istotnie się pogorszyła, stała się mniej jasna, bardziej skomplikowana i nieprzewidywalna. Należy pamiętać, że bezpieczeństwo państw członkowskich Unii Europejskiej w bardzo dużym stopniu ma charakter współzależności, a obecna sytuacja rozdrobnienia i braku koordynacji jest szczególnie niebezpieczna.

Konieczne jest jak najszybsze dostosowanie się UE do obecnych wyzwań w zakresie bezpieczeństwa, zwłaszcza przez skuteczniejsze korzystanie z istniejących narzędzi w ramach wspólnej polityki bezpieczeństwa i obrony w połączeniu z innymi instrumentami zewnętrznymi i wewnętrznymi.

Należy w szczególności rozważyć ustanowienie stałej współpracy strukturalnej, opracowanie strategii sektorowej na rzecz polityki zagranicznej i bezpieczeństwa, utworzenie stałej unijnej kwatery głównej dla cywilnych i wojskowych misji i operacji w ramach WPBiO oraz dalszą ścisłą współpracę z NATO.

  Claudia Țapardel (S&D), în scris. ‒ Deteriorarea mediului de securitate european în ultimii ani, manifestată prin multiplicarea amenințărilor de tip convențional, non-convențional și hibrid, reclamă necesitatea consolidării politicii de securitate și apărare comună (PSAC) a Uniunii. Ascensiunea fenomenului terorist generat de organizațiile islamice radicale, precum și apariția unor crize complexe în apropierea granițelor externe ale Uniunii necesită un răspuns mai ferm din partea statelor membre în cadrul comun creat de PSAC. Din acest punct de vedere, e nevoie de o mai bună coordonare a capacităților de apărare ale statelor membre, concomitent cu intensificarea cooperării cu structurile existente în cadrul NATO. De asemenea, ar fi utilă susținerea industriei de apărare europene și reformarea sistemului ATHENA pentru finanțarea misiunilor și operațiunilor militare ale UE. Adoptarea unei Cărți albe a UE privind securitatea și apărarea ar constitui un ajutor important pentru trasarea principalelor priorități în acest domeniu.

Adoptarea Planului de acțiune european în domeniul apărării (EDAP) și a Programului european de cercetare în domeniul apărării (EDRP), alături de întărirea rolului Agenției Europene de Apărare (AEA) sunt de natură să consolideze PSAC și să întărească securitatea cetățenilor europeni. Din aceste motive, susțin adoptarea acestei rezoluții.

Je constate que l’environnement de sécurité en Europe s’est sensiblement détérioré et est désormais plus mouvant, plus complexe, plus dangereux et moins prévisible. Je constate également que les menaces sont à la fois conventionnelles et hybrides, qu’elles sont aussi bien le fait d’acteurs étatiques que non étatiques, qu’elles proviennent du Sud et de l’Est et que leurs répercussions varient d’un État membre à l’autre.

Je suis pour une armée européenne!

De plus, cela permettra de faire de nombreuses économies dans de nombreux pays. Cela augmentera aussi l'efficacité de notre défense.

The report supports an EU White Book on Security and Defence, a stronger defence industry and promotes the European Defence Action Plan. Further, the report endorses cooperation between the EU and NATO. I voted in favour of the overall report, as I believe the CSDP is a vital element in protecting EU citizens, as well as the promotion of EU values and interests, with full respect for the Treaties, international law and human rights.

  Ivica Tolić (PPE), napisan. ‒ Podržavam Prijedlog rezolucije o provedbi zajedničke sigurnosne i obrambene politike (na temelju godišnjeg izvješća Vijeća o zajedničkoj vanjskoj i sigurnosnoj politici Europskom parlamentu). Smatram da je potrebno osigurati implementaciju zajedničke sigurnosne i obrambene politike u što kraćem roku. Nužno je donijeti i strategiju, uspostaviti zajednička politička i upravna tijela i stalnu strukturalnu suradnju. Vrlo je važno razvijati kapacitete vojne industrije, razvijajući što je moguće više Dual-use tehnologiju. Pri tome je potrebno imati na umu da je opremljenost sigurnosno-obrambenih snaga članica Europske unije vrlo raznolika. Samim time, raznolike su i sposobnosti. U nekim slučajevima opremljenosti, još uvijek se može utvrditi i nekompatibilnost opreme. Zato je posebno važno poraditi na pametnijem ulaganju u obrambenu industriju, a posebno kako sam već istakao Dual-use tehnologiju gdje se primjerice flote koje štite granice Europske unije, uključujući Hrvatsku na Jadranskom moru, mogu usmjeriti na opremanje za operacije traganja i spašavanja, za operacije medicinskog prevoženja, sprječavanje onečišćenja mora, a modularnom nadogradnjom u vrlo kratkom vremenu mogu postati borbene flote.

  Ruža Tomašić (ECR), napisan. ‒ Glasovala sam protiv jer čvrsto vjerujem da kompetencija nad obrambenom politikom uvijek mora biti i ostati u nadležnosti nacionalnih država kao temelj nacionalnog suvereniteta. U tom smislu, podupirem organizaciju NATO kao osnovu obrambene i sigurnosne suradnje Europske unije i transatlantskih saveznika.

Stoga se snažno protivim prijedlozima koji su na nivou Europske unije sve glasniji, a koji pozivaju na osnivanje vojske Europske unije te s tim u vezi, skupih vojnih struktura. Moje mišljenje je da bi navedeni prijedlog, osim financijskog gubitka, jedino mogao rezultirati nenadoknadivim gubitkom povjerenja dosadašnjih NATO saveznika te time značajno oslabiti veze s našim međunarodnim obrambenim partnerima.

Izvješće sugerira da se Europska unija mora suočiti s izazovima unutarnje sigurnosti u državama članicama, uključujući svrgavanje, što nije obuhvaćeno djelovanjem NATO-a. Iako kompromisi sadrže mnogo poziva za suradnju s NATO-om, sadrže i mnogo poziva za kreiranje autonomne sigurnosne i obrambene politike i kolektivnog obrambenog principa – što grubo zadire u princip nacionalne suverenosti.

aEvropsko varnostno okolje se je zelo poslabšalo ter postalo bolj negotovo, zapletenejše, nevarnejše in manj predvidljivo. Varnost v EU je med državami zelo prepletena in države se na grožnje ter tveganja odzivajo neenotno in neusklajeno, kar je treba spremeniti. Neusklajenost in neenotnost pripomore k ranljivosti in nemoči Evrope v skupnih akcijah proti grožnjam.

SVOP (Skupna varnostna in obrambna politika) je bil eden izmed korakov v smer enotnosti in usklajenosti vendar so zaradi strukturnih pomanjkljivosti akcije SVOP še vedno neučinkovite.

Strateški načrti EU in zveze NATO so si podobni, zato morata delovati združeno ter dopolnjevalno. Odnos med organizacijama mora biti sodelovalen in ne tekmovalen. Korak k sodelovanju je bil podpis skupne izjave v Varšavi o izboljšanju sodelovanja glede hibridnih in kibernetskih groženj.

Potreben je tudi razvoj močne obrambne industrije, ki bi okrepil strateško avtonomijo in tehnološko neodvisnost EU. Države članice še ne izvajajo sistematičnega in dolgoročnega obrambnega sodelovanja z zadostno zavzetostjo in to je treba spremeniti.

  Estefanía Torres Martínez (GUE/NGL), por escrito. ‒ Este Informe señala el deterioro de la seguridad europea ante el crecimiento de la amenaza terrorista y la situación bélica que viven Ucrania, Siria e Irak, así como nuevos desafíos como el ciberterrorismo. Apunta una creciente intranquilidad de la opinión pública ante el terrorismo y la inestabilidad política, y expone la necesidad de reforzar la política común de seguridad y defensa con mayor coordinación y un crecimiento del presupuesto en al menos un 2 % por país miembro. También solicita mayores facilidades para financiar operaciones internacionales y la creación con urgencia de un fondo económico para tal fin. Pide reforzar la investigación militar y el sector armamentístico europeo con una financiación suficiente, y unas ayudas a la producción industrial similares a las que reciben las empresas norteamericanas del sector.

He votado en contra, porque ahonda en la apuesta política y financiera por un Ejército y una industria armamentística fuertes en la Unión para combatir amenazas exteriores. Aunque entiendo que algunas de estas amenazas son reales, creo que aumentando el clima bélico no se va a conseguir llegar a la resolución real de los problemas y a conseguir un marco de estabilidad y paz en la Unión.

  Ulrike Trebesius (ECR), schriftlich. ‒ Dieser Initiativbericht des sozialdemokratischen Abgeordneten Paşcu fordert mit Rücksicht auf die aktuellen Krisen und insbesondere die Annexion der Krim eine Verstärkung der Gemeinsamen Sicherheits- und Verteidigungspolitik der EU (GSVP). Dabei soll ein neues Hauptquartier der GSVP für Einsätze entstehen, worunter unter anderem Grenzkontrollen, militärische Ausbildung und maritime Aktionen zu verstehen sind.

Nach Auffassung der EKR ist die Verteidigung Sache der einzelnen Nationalstaaten. Darüber hinaus stellt die NATO als Verteidigungsbündnis die Sicherheit Europas sicher. Eine Konkurrenzsituation mit neuen europäischen Sicherheitsstrukturen ist abzulehnen, zumal die Entscheidungskompetenzen bei der GSVP unklar sind und – sofern sie funktionieren soll – nur im Rahmen eines europäischen Superstaates vollumfänglich zur Geltung kommen könnten. Aus diesem Grund lehne ich den Bericht ab.

A revision of the CSDP is needed in order to enable the EU to contribute in a decisive way to the security of the Union, to the management of international crises and to asserting the EU’s strategic autonomy; recalls that no country can face the current security challenges on its own.

It is most cost-efficient to create a single permanent EU headquarters for civilian and military CSDP missions and operations, from where an integrated operational staff would support the entire planning cycle.

Ce rapport part du principe que l'UE est menacé à l'est et au sud par à la fois des modifications violentes de frontières opérées par la Russie (point 7) et la déstabilisation des États du Moyen-Orient.

Le rapport détaille les multiples concessions qui sont attendues des États pour que la PESC deviennent un partenaire fiable de l'OTAN (point 15, 21, 23, 33 à 37, 40). Il définit également comment la Commission doit imposer ses règles dans le domaine de la passation de marchés dans la défense (point 44).

Niestety, wspomniana rezolucja poszła za daleko i podważa suwerenność państw członkowskich w sprawie polityki obronnej. Należy wspierać wysiłki NATO, a nie tworzyć kłopotliwe regulacje.   Ivo Vajgl (ALDE), in writing. ‒ I voted in favour of the report on the implementation of the Common Security and Defence Policy (based on the Annual Report from the Council to the European Parliament on the Common Foreign and Security Policy). The European security environment has deteriorated considerably, becoming more fluid, more complex, more dangerous and less predictable. The security of the EU Member States is deeply interconnected and they react to common threats and risks in an uncoordinated and fragmented way. The report calls for a strong preventive policy based on comprehensive deradicalisation programmes. I voted in favour because I believe that a thorough and substantial revision of the CSDP is needed in order to enable the EU and its Member States to contribute in a decisive way to the security of the Union, to the management of international crises and to asserting the EU’s strategic autonomy.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ Esta propuesta se basa en la evolución del contexto estratégico actual de la Unión, caracterizado por una seguridad deteriorada, la mezcla de amenazas convencionales e híbridas, la intervención de actores estatales y no estatales y la emergencia de nuevos riesgos (menos previsibles) al Este y al Sur. Este contexto exige priorizar la prevención de las crisis que tienen lugar más allá de las fronteras comunitarias, pero sin dejar de intervenir en las fases de resolución y estabilización en aquellos conflictos que afecten directamente a la seguridad de la Unión. Consciente de que Europa tiene que hacer frente a un número creciente de crisis en su vecindario inmediato (cuya consecuencia más visible son los actos terroristas perpetrados en nuestro propio territorio) de la manera más eficaz posible —que pasa por la acción conjunta y una cooperación más estrecha—, he creído oportuno votar a favor de este texto.

  Ángela Vallina (GUE/NGL), por escrito. ‒ Este informe de AFET se basa en el Informe anual del Consejo al Parlamento Europeo sobre la Política Exterior y de Seguridad Común. Exige un aumento del componente militar en la PCSD, una mayor inversión en investigación en defensa y aboga por destinar el 2 % del PIB para gastos de defensa. El informe pide además un Libro Blanco de la Unión sobre Seguridad y Defensa, y exige una industria de defensa fuerte. Además, apoya más reformas al sector de la seguridad y capacitar y equipar también a los militares financiados con ayuda al desarrollo (entre ellos, el instrumento civil que contribuye a la estabilidad y la paz), promueve ampliar el mecanismo Athena para financiar todas las misiones militares y grupos tácticos de la Unión, escapando al control parlamentario y, presiona para el despliegue de grupos tácticos de la Unión para todo tipo de gestión de crisis.

Nosotros rechazamos la financiación militar del presupuesto de la Unión, y primar el enfoque civil para la resolución de conflictos y dejar de contribuir a la escalada militar, y abogamos por una separación total entre la Unión y la OTAN, mientras que el informe propone una mayor cooperación. Por esto, voté en contra.

  Hilde Vautmans (ALDE), schriftelijk. ‒ Ik stemde voor, omdat ik er vast van overtuigd ben dat een grondige en wezenlijke herziening van het GVDB noodzakelijk is, zodat de EU en haar lidstaten op beslissende wijze kunnen bijdragen tot de veiligheid van de EU, de beheersing van internationale crises en de handhaving van de strategische autonomie van de EU. Geen enkel land kan alleen het hoofd bieden aan de huidige veiligheidsdreigingen.

Kannatan eurooppalaista yhteistyötä muun muassa puolustustarvikehankinnoissa ja yhteisten puolustustarvikemarkkinoiden muodostamisessa. Niin ikään terrorisminvastainen toiminta on tehokkaampaa, kun sitä harjoitetaan yhdessä. Sen sijaan en hyväksy yhteisen turvallisuus- ja puolustuspolitiikan kehittämistä puolustusunioniksi.

  Marie-Christine Vergiat (GUE/NGL), par écrit. ‒ Le rapport prône l’établissement d’un «livre blanc de la défense européenne». Il faudrait accroître et diversifier les capacités d’intervention militaire de l’Union en dehors de tout contrôle parlementaire.

En outre, la volonté de développer des capacités opérationnelles plus indépendantes des États membres s’accompagne d’un rapprochement toujours plus poussé avec l’OTAN.

Pire, il s’agit d’encourager des subventions massives à l’industrie d’armement en demandant aux États membres de porter leurs efforts en matière de défense à au moins 2 % du PIB. Une telle politique ne peut se faire qu’au détriment des autres politiques de développement de l’Union.

Avec la GUE/NGL, nous demeurons résolument hostiles à la surenchère militariste et favorable à une politique de désarmement.

L’UE ferait mieux de consacrer son énergie et ses finances à la promotion de la paix, au multilatéralisme et au le dialogue pacifique entre les peuples. J’ai donc voté contre ce rapport.

  Miguel Viegas (GUE/NGL), por escrito. ‒ A União Europeia enquanto bloco militar promove a sua vertente beligerante, militarista e de ingerência externa. Numa posição de total subalternidade em relação à NATO, pede-se o reforço dos orçamentos de defesa, o aumento do investimento na investigação e na indústria militar, para além da criação de um exército europeu, eventualmente para futuras criminosas ações de guerra como a que este Parlamento aprovou sobre a Líbia e como este Parlamento se prepara para aprovar sobre a Síria.

Uma política de sangue e de morte, de guerra e destruição, a que ficam associados todos os que nesta casa a promovem e fazem aprovar. Uma política que alimenta a corrida ao armamento, não esquecendo o nuclear, aumentando as tensões mundiais, contrariando compromissos assumidos com o tratado de não proliferação e de desarmamento. Uma política que se opõe e compromete a Paz, e que não se desliga das políticas de exploração e empobrecimento dos trabalhadores e dos povos.

  Udo Voigt (NI), schriftlich. ‒ Eine gemeinsame europäische Sicherheits- und Verteidigungspolitik ist schon unter dem Aspekt der nationalen Souveränität abzulehnen. Verteidigungspolitik muss Domäne souveräner Völker sein, was nicht ausschließt, dass verteidigungspolitische und militärische Maßnahmen im Krisen- und Kriegsfall auf europäischer Ebene (und ggf. unter Leitung eines gemeinsamen europäischen Kommandos) koordiniert werden. Völlig abzulehnen ist aber die Orientierung einer europäischen Verteidigungs- und Sicherheitspolitik auf die NATO hin, wie sie im vorliegenden Bericht zum Ausdruck kommt. Anzustreben ist im Gegenteil größtmögliche Unabhängigkeit von US-amerikanischen und NATO-Vorgaben. Die im Bericht beschworene „Komplementarität“ europäischer und NATO-Strukturen widerspricht allen Bemühungen um eine eigenständige europäische Verteidigungs- und Sicherheitspolitik elementar und ist deshalb abzulehnen.

  Jarosław Wałęsa (PPE), in writing. ‒ In light of the current unpredictable security situation in our closest neighbourhood, the EU needs a fully efficient Common Security and Defence Policy (CSDP) even more than ever before. This is actually a view which is also shared by around two thirds of EU citizens according to the recent Eurobarometer survey. Personally, I am firmly convinced that, in line with the report’s recommendations, the EU should firstly make good use of its tools available at hand. This means ensuring that our currently deployed 17 military and civilian missions are able to address the whole spectrum of crisis management, and thereby that they are fulfilling their mandate properly. Furthermore, the deployment of EU battlegroups should become one of the possible crisis response options for the EU as they have been operational since 2007 but have never been used. This is why the report stresses as well the importance of creating a permanent EU headquarters coupled with the extension of scope of the ATHENA mechanism to finance all EU military missions. Consequently, I am sure that this report will ensure a higher level of coherence in EU external action, thus I voted in favour.

  Julie Ward (S&D), in writing. ‒ Overall, I support the report. The need for Europeans to work together to improve their defence capabilities has never been greater. An effective and credible European security and defence policy is, therefore, the foundation of our citizens’ well-being and welfare. We need to provide a renewed focus on where CSDP can best contribute to global security, through a full cycle approach to tackling conflict, using a comprehensive approach and complementing NATO, which is the cornerstone of European defence.

However, the report offers ideas which could duplicate the work of NATO, or interfere in what should be a Member State or industry driven activity. Labour MEPs therefore abstained on the final vote.

The EU must remain above all a project of peace. In our common security and defence policy we must emphasise the need to refrain from selling arms to regimes which violate human rights and commit war crimes. The EU must always stand for human rights, democracy, and the rule of law, and nothing in our CSDP should ever compromise those commitments.

  Lieve Wierinck (ALDE), in writing. – I voted in favour of this resolution since as a liberal I believe in the fight against radicalisation. I believe that the Common Security and Defence Policy will also help to reduce conflicts in the Middle East. We need to create synergies between EU capabilities and we also need to increase investments in security and defence. This topic is relevant especially right now, in light of the recent terrorist attacks and the unstable political landscape outside the Union. In this situation we need a permanent structured cooperation. Moreover I support the Defence Action Plan and the EU Defence Research Programme. Cooperation between Member States on this sensible topic will only be beneficial for the safety of the EU citizens.

  Iuliu Winkler (PPE), în scris. ‒ Am votat raportul din proprie inițiativă al colegului Ioan Mircea Pașcu cu privire la punerea în aplicare a politicii de securitate și apărare comune a UE.

Pornind de la constatarea că mediul de securitate european s-a deteriorat considerabil, devenind din ce în ce mai schimbător, mai complex, mai periculos și mai puțin previzibil, raportul propune revizuirea detaliată și aprofundată a PSAC. Sunt de acord cu ideea că o revizuire reușită a PSAC va trebui să includă pe deplin statele membre ale UE încă de la începutul procesului, pentru a se evita riscul apariției unor blocaje în viitor.

  Tomáš Zdechovský (PPE), písemně. ‒ Předloženou zprávu podporuji, protože věřím, že společná bezpečnostní a obranná politika EU by měla být jednoznačně posílena. Na teoretické rovině jsem přesvědčen, že vznik společné evropské armády by byl jednoznačně prospěšný a že tyto jednotky by mohly efektivně podporovat síly Severoatlantické aliance, která pro nás v současné době představuje jedinou bezpečnostní alternativu. Na druhou stranu jsem realista a myslím si, že vznik evropské armády by ve skutečnosti trápily stejné problémy, které má teď NATO. Mám tím na mysli zejména nedostatečnou ochotu států přispívat na vlastní obranu a obecnou nevůli států zabývat se obranou na kolektivní úrovni. Jako prvotní krok ke společné obraně by se proto teď státy EU měly zaměřit především na dodržování úrovně výdajů na obranu ve výši 2 % HDP, ale také na zlepšení spolupráce mezi národními ozbrojenými složkami. Evropská unie by měla být schopna rychle a efektivně reagovat na aktuální bezpečnostní hrozby. To, jestli to bude díky spolupráci států anebo díky společným jednotkám, není v současné chvíli až natolik relevantní.

  Jana Žitňanská (ECR), písomne ‒ Správu o implementácii spoločnej bezpečnostnej a obrannej politiky som nepodporila. Správa vo svetle súčasných stupňujúcich sa bezpečnostných kríz vyzýva na efektívnejšie využívanie už existujúcich nástrojov spoločnej bezpečnostnej a obrannej politiky, ako aj na silnú politiku prevencie. Správa obsahuje aj množstvo článkov, ktoré volajú po silnejšej spolupráci s NATO. Napriek týmto akceptovateľným požiadavkám správa rozoberá revíziu spoločnej bezpečnostnej a obrannej politiky, ktorej cieľom by mala byť stála štruktúrovaná spolupráca umožňujúca rozvinutie vlastnej spoločnej obrany. Hoci si uvedomujem, že výzvy, ktorým Európska únia čelí, sú bezprecedentné a je potrebné im čeliť, som skôr zástanca posilnenia spolupráce s NATO. Myslím si, že práve na tejto spolupráci by sme mali stavať obranu a nesnažiť sa o vytvorenie paralelnej štruktúry, ktorá by v konečnom dôsledku mohla túto obranu založenú na spolupráci s NATO oslabiť.

  Željana Zovko (PPE), napisan. ‒ Podržavam izvješće o provedbi zajedničke sigurnosne i obrambene politike na temelju godišnjeg izvješća Vijeća i zajedničkoj vanjskoj i sigurnosnoj politici. Obrana i sigurnost postali su jako važni na dnevnom redu ne samo europskih i nacionalnih institucija, nego i čitavog niza drugih važnih aktera kao što su civilno društvo, mediji, skupine eksperta i u konačnici građani. Nestabilno europsko okruženje zahtijeva jasan i konzistentan odgovor na sve prijetnje i Europska unija mora osigurati dosljednu provedbu zajedničke sigurnosne i obrambene politike. Problem sigurnosne arhitekture Europske unije je u tome što se previše oslanjala na NATO, a malo radila na ujednačavanju vojnih procedura, kompatibilnosti opreme i razvoju vojne industrije. U novim geopolitičkim okolnostima, pojačana suradnja i koordinacija u području sigurnosti i zaštite postaje prioritet.

Evropa se mora zdaj odzvati na številne vse kompleksnejše krize na območju, ki se razteza od zahodne Afrike prek Sahela, Afriškega roga in Bližnjega vzhoda ter vzhodne Ukrajine do Kavkaza. Da bo EU pripravljena na obvladovanje strukturnih sprememb v mednarodnem varnostnem okolju in močan dejavnik pri vzpostavljanju miru je potrebno, da države članice še tesneje sodelujejo in oblikujejo usklajen pristop v okviru skupne varnostne in obrambne politike.
