  Monica Macovei (ECR). – Domnule președinte, George Orwell spunea: „dacă gândurile corup limba, atunci și limba corupe gândurile”. Propaganda naște alți oameni și o altă mentalitate. Am văzut acest lucru în trecut acasă, în România, în alte state din Europa Centrală și de Est postcomuniste și, din păcate, o vedem și astăzi. Federația Rusă a așteptat, a avut răbdare ani de zile, a construit și acum atacă. Atacă peste tot în Europa Centrală și de Est. Atacă prin propagandă și a început deja să treacă și la acțiuni directe. Se folosește limba rusă, se cumpăra licențe în aceste state postcomuniste - se cumpără licențe de televiziune și de radio în care se va difuza, sau se difuzează deja, direct în limba rusă. Deci, mințile oamenilor vor fi convertite, picătură cu picătură, de către propaganda rusă.

Trebuie să vedem cu toții și să nu mai fim naivi că, da, se poate repeta istoria, dacă nu suntem atenți. Da, putem intra din nou în sfera influenței rusești, poate mai mult decât influență, dacă nu suntem atenți și dacă nu credem că, într-adevăr, este posibil. Să nu ne imaginăm că am câștigat libertatea și democrația odată pentru totdeauna. Dimpotrivă, acum este momentul în care Rusia ne atacă din nou și trebuie neapărat să fim împreună și uniți și să trezim oamenii, că oamenii nu înțeleg și nu cred.

  Michał Marusik (ENF). – Panie Przewodniczący! W tej sprawie głosowałem przeciw. Powołam się, tak jak pani Macovei, na Orwella. Otóż to właśnie George Orwell doskonale opisał ten mechanizm, gdy w państwie istnieje policja myśli, gdy istnieje Ministerstwo Prawdy, które jako instytucja dopuszcza lub nie dopuszcza treści do publicznego przekazu. Ja znam ten świat, bo byliśmy pod panowaniem Moskwy – tam była cenzura i wiemy, jakie miała skutki. I ten koszmarny świat George’a Orwella w Rosji przegrał.

Natomiast okazuje się, że teraz ten koszmar zwycięża w Zachodniej Europie, która do niedawna była oazą wolności i wolnego słowa. Można było mówić również o tych sprawach, co do których człowiek się mylił. Wolno było mówić w przestrzeni publicznej, było wolne słowo, był wolny przekaz. A niestety to jest znamieniem upadku cywilizacyjnego Zachodu, który był kiedyś oazą wolności. I chciałbym, aby tą oazą wolności pozostał i żeby moja ojczyzna była krajem wolnym – żeby naszymi myślami i słowami nie administrowały żadne urzędy. Nawet jeżeli się mylę, żebym miał prawo publicznie to ogłosić.

  Момчил Неков (S&D). – Уважаеми г-н Председател, като член на този Парламент и представител на една от държавите – членки на Европейския съюз, искам да изразя своето голямо разочарование и недоумение от езика на омраза, който някои мои колеги насаждат чрез подобни текстове. Аз гласувах против този доклад, защото освен острия език към глобален и стратегически участник на международната сцена – Русия, докладът поставя под въпрос и компетентността на държавите – членки на Европейския съюз, които „не съзнават в достатъчна степен, че са аудитория и арена на пропаганда и дезинформация“.

Това е отявлена обида към демократично избрани правителства и държавни глави, както и към самите граждани на Европейския съюз. Гласуваният текст е удар и върху развитието на отношенията с Русия на база двустранно сътрудничество и съвместни проекти с отделни държави – членки на Европейския съюз. Този доклад е уж срещу пропагандата и езика на омразата, а самият той предизвиква това.

  Marek Jurek (ECR). – Cieszę się, że sprawozdanie o wrogiej propagandzie przypomina, że komunizm niszczył tradycję i tożsamość narodów podbitych przez Związek Sowiecki, że narzędziem tego niszczenia było kłamstwo historyczne i niestety że to narzędzie ciągle jest używane w polityce postkomunistycznej Rosji. Cieszę się, że nasz apel wzywa do tego, żeby przez politykę kulturalną i edukację przypominać zbrodnie popełnione przez komunizm i tym samym wypełniać obowiązki pamięci w stosunku do jego ofiar. Żałuję tylko, że ciągle jeszcze nie potępiliśmy praktykowanego w Rosji kultu wodzów bolszewizmu, ale myślę, że sprawozdanie, które dzisiaj przyjęliśmy, jest dobrym krokiem w tym kierunku, jak również do tego, żeby potępić apologię Związku Sowieckiego jako taką.

  Daniel Hannan (ECR). – Mr President, I want to echo what my friend and colleague Mr Jurek just said. Marxism and Leninism must, in crude mathematical terms, be reckoned the most murderous ideology ever devised by human intelligence, and yet this is a point that has to be made anew in every generation. I saw an opinion poll the other day that showed that a third of American millennials believe that George W. Bush killed more people than Stalin did. Well, here’s a nice easy way to remember the difference. The limerick comes courtesy of the great poet and historian Robert Conquest: ‘There was an old bastard named Lenin Who did two or three million men in. That’s a lot to have done in But where he did one in, That old bastard Stalin did ten in.’

  Jonathan Arnott (EFDD). – Mr President, this report is all about an EU communication to counteract anti-EU propaganda. I do not think that taxpayers’ money should be spent on this because it is very dangerous when the state starts getting involved in telling us what is, and what is not, acceptable to be said.

Perhaps, being fair and reasonable people, the EU would be amenable to a compromise – to spending half of the money countering pro—EU propaganda, the same politicians who told us that leaving the EU would lead to World War III or the end of western political civilisation as we know it. Perhaps we could have a bit of help countering some of that propaganda.

The UK Government spent EUR 10 million sending a booklet to every household with pro-EU propaganda telling people to vote for the EU, but actually what you often find is that propaganda backfires. I am sure it would be only too fair to counteract pro—EU propaganda and nonsense as well, but what are the chances of the EU voting for that? Zero.

  Seán Kelly (PPE). – Mr President, I supported this proposal, sharing the rapporteur’s belief that combating anti-EU propaganda and disinformation by third countries is essential – in the first place to uphold democratic values and a united Europe. EU citizens cannot effectively legitimise us, and the work we do on their behalf, if they do not have access to accurate information.

Speaking from an Irish point of view, investing in education in order to equip the public better for critical thinking has long been a priority. As Franklin D. Roosevelt stated, democracy cannot succeed unless those who express their choice are prepared to choose wisely. Given the prevalence of disinformation, stemming in particular nowadays from electronic means of dissemination such as social media, it is imperative that we collaborate on deconstructing such propaganda. I therefore welcome the recommendations offered in this report.

  Diane James (NI). – Mr President, this report takes an extremely selective, aggressive, hostile and confrontational position towards Russia, ignoring other countries guilty of many of the same things. My position and voting decisions should not – I would emphasise – be interpreted as defending Russia, or even supporting Russia, but rather as registering my support for stopping the EU from needlessly aggravating what is acknowledged to be a poor and increasingly negative relationship with Russia. Contributing to a return of the Cold War mentality is unhelpful, and binding the United Kingdom to such inflammatory and confrontational statements is not in my country’s interests.

  Steven Woolfe (NI). – Mr President, in the novel Nineteen eighty-four, George Orwell created a world of three continents in conflict with each another. The governments of the day, in that novel, managed to control their own people by the creation of propaganda. Their own propaganda was called ‘news speak’ and they controlled people for having thought crimes. Just as, in that book, Oceania was against Eurasia, we now have proposals in this particular document to pit the EU against Russia.

This creates propaganda within its own text. For example, in paragraph one of the report, it says that Russia employs a wide range of tools such as Russia Today and Sputnik yet, in paragraph 36 of this same report, it says that the EU must create its own communication policies and television companies to fight Russia. One propaganda against another does not make things fair.

  Isabella Adinolfi (EFDD), per iscritto. ‒ Il rapporto presenta alcune misure da adottare per contrastare le campagne di informazione con l'Unione europea. Tuttavia sono presenti alcuni elementi molto problematici, ad esempio vengono identificati come attori che attuano una propaganda per screditare l'Unione Europea, la Russia e l'ISIS. Ritengo inconcepibile mettere sullo stesso piano uno paese partner dell'Unione europea e un'organizzazione terroristica che ha attaccato più volte con azioni estremamente violente l'Europa. Inoltre viene proposta tra le possibili soluzioni quella di finanziare i media di paesi terzi limitrofi. Poiché ritengo poco chiare e in alcuni non adeguate le misure proposte nella relazione, ho deciso di votare negativamente.

  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ Nos encontramos aquí ante un ejemplo más de la rusofobia de este Parlamento y que sobredimensiona constantemente las diferencias entre Rusia y la Unión.

El informe es un ataque frontal a los medios de comunicación, llamando a usar instrumentos de la OTAN, como el Centro de Excelencia de Comunicaciones Estratégicas (COE STRATCOM), para combatir a los medios de comunicación rusos. Además, llama a prestar apoyo directo a medios de comunicación «independientes», lo que es una paradoja, ya que al patrocinarlos desde organizaciones europeas, estos medios dejarían obviamente de ser independientes.

No contentos con esto, en el informe, y siguiendo esa retórica paranoica antirrusa, se sostiene que «los servicios de seguridad y de inteligencia concluyen que Rusia tiene la capacidad y la intención de realizar operaciones destinadas a desestabilizar a otros países», continuando con la retórica militarista y abocándonos a una escalada de tensión inaceptable.

El informe identifica dos amenazas relativas a la propaganda: un actor estatal, Rusia, y grupos terroristas como Dáesh, y se centra en conceder a la Unión los medios para apoyar sus propias campañas estratégicas de propaganda, principalmente contra Rusia, país de la ONU a quien pone al mismo nivel de amenaza que Dáesh.

Mi voto fue claramente en contra.

  Louis Aliot (ENF), par écrit. ‒ L'adoption de ce rapport en séance plénière du PE est un véritable scandale et une provocation vis-à-vis d'un partenaire aussi essentiel que la Russie (tant politiquement qu'économiquement).

En effet, en assimilant la propagande de Daech sur internet à des sites d'information russes tels que RTnews ou Sputniknews, le législateur européen s'érige en censeur suprême de la liberté de penser différemment des «eurobéats».

Les sites d'infos russes sont ouvertement eurosceptiques et particulièrement depuis les sanctions décidées par l’UE en lien avec les positions de Vladimir Poutine sur le conflit syrien.

Aussi, ne supportant pas la contradiction, quoi de mieux pour les europhiles que d’interdire ces sites web?

Cette censure s'inscrit dans le même esprit que le projet de loi gouvernemental français visant à pénaliser les «soi-disant» sites de désinformation sur l'IVG. Ainsi, dans les mois à venir en France, il ne sera plus possible de proposer en ligne des solutions alternatives à l’avortement.

Désormais, les sites proposant une autre vision que celle des bien-pensants de Bruxelles et des «ProLife» français seront purement et simplement filtrés par les serveurs. Cette méthode est déjà mise en application en Chine pour l’ensemble des réseaux sociaux non gouvernementaux.

  Eric Andrieu (S&D), par écrit. ‒ La propagande ciblant l'UE et ses citoyens est un fait qui nécessite une réaction forte de notre part. La lutte contre la propagande et la radicalisation exige une coopération entre les États membres et les institutions européennes. Je regrette cependant que ce texte ne soit pas à la hauteur des enjeux. C’est pourquoi j’ai décidé de m’abstenir.

  Laima Liucija Andrikienė (PPE), raštu. ‒ Balsavau už pranešimą dėl ES strateginės komunikacijos, siekiant neutralizuoti prieš ES ir jos valstybes nares nukreiptą trečiųjų šalių propagandą. Pritariu rezoliucijoje išreikštam susirūpinimui dėl sparčiai augančios Kremliaus dezinformacijos ir propagandos Europoje, įskaitant dezinformaciją ir propagandą, siekiant išlaikyti ar padidinti Rusijos įtaką ir turint tikslą silpninti ir skaldyti ES. Vienas Kremliaus propagandos tikslų – pavaizduoti kai kurias Europos valstybes kaip „tradiciškai priklausančias Rusijos įtakos sferai“, taip kenkiant jų suverenumui ir europinei tapatybei. Todėl siekiant pasipriešinti Kremliaus diskursui reikia didinti informuotumą apie komunistų režimo darytus nusikaltimus, vykdyti visuomenės informavimo kampanijas bei naudoti švietimo sistemas ir remti mokslinius tyrimus ir dokumentų tyrimo veiklą ES valstybėse narėse. Be to, būtina, kad ES veiktų vieningai ir koordinuotai taikytų priemones ir instrumentus, skirtus kovai su propaganda. Tai ypač svarbu Baltijos šalių atžvilgiu, kurios tampa Rusijos informacinio karo frontu. Lietuvoje Kremlius taiko kompleksinę propagandos ir dezinformacijos strategiją, siekia įteigti, kad tradicinės lietuviškos vertybės ir likusios Vakarų Europos vertybės skiriasi, bei parodyti, kad Lietuva yra neapginama ir todėl neverta jos ginti. Tam, kad būtų įveikta Kremliaus vykdoma propaganda, reikia sutelkti nacionalines saugumo tarnybas, tačiau noriu pabrėžti, jog jų autonomija turi būti išlaikyta, siekiant efektyvaus informacijos rinkimo bei valstybinių paslapčių išsaugojimo.

  Pascal Arimont (PPE), schriftlich. ‒ Die Entschließung richtet sich gegen die Bedrohungen, die durch gezielte Propaganda von staatlichen und nichtstaatlichen Akteuren gegen die EU entstehen. Explizit nennt der Bericht die Aktivitäten Russlands und des IS, die sich gegen die EU und ihre Mitgliedstaaten richten. So versucht Russland, die Beziehungen der Mitgliedstaaten untereinander sowie zu den USA zu stören und das Wertesystem der EU in Frage zu stellen. Der IS versucht mit seiner Propaganda, Menschen zu radikalisieren und zum Kampf gegen die europäischen Werte zu bewegen. Ich unterstütze den Bericht, da er fordert, dass die zuständigen Stellen sowohl auf europäischer als auch auf mitgliedstaatlicher Ebene besser und koordinierter zusammenarbeiten müssen, um Hasspropaganda gegen die EU zu unterbinden.

  Marie-Christine Arnautu (ENF), par écrit. ‒ Ce rapport a pour but de lutter contre les fameuses «menaces hybrides» qui menaceraient l'Union européenne. Ces menaces ont deux sources: la Russie et l'État islamique.

Ce rapport est un témoignage de la dérive de l'Union européenne, qui, à défaut d'avoir une quelconque consistance, essaye d’exister en manipulant les peurs, et amalgame de manière grossière un État souverain respectueux des traités internationaux qu’il a signés et une organisation terroriste. J’ai voté contre rapport.

  Jean Arthuis (ALDE), par écrit. ‒ Je salue l’idée de produire une communication au nom de l’Union sur ce sujet. Toutefois, j’émets des réserves quant à la mise au même niveau des différentes menaces. La guerre aux portes de l’Europe et les méthodes de radicalisation utilisées par l’EIIL/Daech sont à l’heure actuelle une menace qui n’a rien de comparable avec la politique actuelle d’un pays comme la Russie. Pour cette raison, j’ai décidé de m’abstenir.

  Zigmantas Balčytis (S&D), raštu. ‒ Balsavau už pranešimą dėl ES strateginės komunikacijos, siekiant neutralizuoti prieš ją nukreiptą trečiųjų šalių propagandą. Europos visuomenė susiduria su aktyviai vykdoma dezinformacija, propaganda bei augančia radikalizacija. Šiuo metu strateginė komunikacija ir informacinis karas yra ne tik ES išorės, bet ir vidaus klausimas. Todėl pritariu, kad būtina patvirtinti ES strateginės komunikacijos veiksmų planą, kuris neutralizuotų propagandą, dezinformaciją ir augančią radikalizaciją.

  Gerard Batten (EFDD), in writing. ‒ UKIP voted against this non-legislative and non-binding report. The recent breakdown in relations between the west and Russia, of which both parties are guilty, has produced far more insecurity in Europe. Diplomacy and deterrence are delicate mechanisms. We are uneasy with the constant peddling of aggression and justifications for more EU action.

  Nicolas Bay (ENF), par écrit. ‒ Ce rapport scandaleux joue sur les peurs en mettant sur le même plan, de façon grossière et absurde, un État souverain comme la Russie et une organisation terroriste telle que l’État islamique qui seraient tous deux à l’origine de supposées et vagues «menaces hybrides».   Hugues Bayet (S&D), par écrit. ‒ J'ai approuvé ce rapport qui demande à l'Union d’élaborer des actions afin de contrer la propagande contre elle par des pays tiers. Les députés demandent notamment à l'Union et à ses États membres d'inclure la stratégie de contre-propagande contre l'EIIL/Daech dans une stratégie régionale plus vaste et globale associant des instruments diplomatiques, socio-économiques ainsi que des outils de développement et de prévention de conflits.

  Beatriz Becerra Basterrechea (ALDE), por escrito. ‒ Me he abstenido de votar en el informe, porque a pesar de estar de acuerdo con el contenido no comparto el enfoque. Está centrado en la crítica particular a un país, Rusia, y a un grupo terrorista, Dáesh. Equiparar y poner al mismo nivel a un país y a un grupo terrorista no me parece acertado y desvirtúa el texto.

Comparto la crítica a la política propagandística de comunicación rusa centrada en romper el proceso de integración de la Unión. Y a este respecto, tal y como indica el texto, lamento el respaldo otorgado por Rusia a las fuerzas antieuropeístas en la Unión, en lo que respecta a los partidos de extrema derecha, las fuerzas populistas y los movimientos que niegan los valores básicos de las democracias liberales. También estoy de acuerdo en que la Unión debe plantearse su comunicación estratégica como una prioridad, destinando a ella los recursos pertinentes.

Y condeno sin reservas al grupo terrorista Dáesh, y, por supuesto, la utilización y promoción sistemática que realizan del discurso del odio con fines políticos. La Unión debe elaborar políticas comunes decididas y eficaces para proteger a la sociedad de los procesos de radicalización que conducen al terrorismo y al extremismo violento.

  Brando Benifei (S&D), per iscritto. ‒ L'Unione europea si trova ad affrontare, negli ultimi tempi, una pressione sistematica generata da campagne di disinformazione e propaganda che intendono compromettere il basilare concetto di informazione oggettiva all'interno dell'Unione. Ho deciso di astenermi in merito alla relazione Fotyga perché, pur ritenendo fondamentale rafforzare la comunicazione strategica dell'UE, non considero adeguato parificare le misure da adottare contro attori statali, come la Russia, a quelle da intraprendere contro organizzazioni terroristiche come Daesh. Si tratta di un approccio che non ritengo adeguato anche se condivido la necessità di investire in azioni coordinate di formazione e sensibilizzazione che coinvolgano i mezzi di comunicazione online e i media locali. Serve una prospettiva diversa, che favorisca la collaborazione tra istituzioni comunitarie e Stati membri e faccia anche affidamento su una collaborazione tra NATO e UE, ma che non metta sullo stesso piano situazioni diverse.

  Xabier Benito Ziluaga (GUE/NGL), por escrito. ‒ He votado en contra de este informe sobre comunicación estratégica de la Unión contra propaganda de terceros, porque hace un análisis que deja fuera muchos aspectos de la realidad geopolítica en la que se encuentra la Unión actualmente. Fomentar discursos de odio y miedo nos parece una forma poco eficaz de acabar con las amenazas discursivas que recibe la Unión. El análisis y el tono de todo el informe es parcial y poco veraz, y se sitúa además en una línea política opuesta a la nuestra en materia de Política Exterior.

  Joëlle Bergeron (EFDD), par écrit. ‒ Rarement un texte aussi manichéen aura été proposé à notre assemblée. Comment même oser citer sur le même plan Daesh, une organisation terroriste, et la Fédération de Russie, État de droit souverain, partenaire obligatoire et souhaité d’une Europe pleinement consciente de son identité et de sa raison d’être?

C’est un rapport russophobe, caricatural, qui témoigne d’une dégradation manifeste de la démocratie et de la liberté de la presse en Europe. Malgré des millions d’euros injectés dans la communication - propagande devrions-nous dire - des institutions européennes, les Européens refusent de se soumettre à vos diktats et cherchent des sources d’informations alternatives, notamment en Russie. Pourquoi interdire RT si vous n’interdisez pas la BBC, télévision d’état britannique, à la pointe de la désinformation en Syrie ou en Lybie? Pourquoi ne pas interdire les huit groupes financiers qui se partagent 100 % des télévisions et 97 % des médias écrits en France?

Ce rapport est insultant pour la Russie, mais il témoigne aussi de la dictature molle que les instances européennes entendent mettre en place dans une Europe où seuls les partisans du système pourraient s’exprimer. Vous faites tomber un nouveau rideau de fer sur l’Europe, et nous ne sommes plus du bon côté...

  Izaskun Bilbao Barandica (ALDE), por escrito. ‒ He votado en contra de este informe porque no estoy para nada de acuerdo con el mismo. El único apartado que podría compartir es el n.º 6. No es de recibo votar una resolución donde se equiparan a Rusia y a ISIS y la propaganda que ambos utilizan. Estoy en total desacuerdo con el contenido de este informe, que en mi opinión no se tenía que haber escrito.

  Dominique Bilde (ENF), par écrit. ‒ C’est toujours l’idéologie et non l’intérêt général qui prévaut dans ce cénacle qu’est le Parlement européen. On en a encore eu une preuve supplémentaire avec le vote par les députés d’un texte visant à «contrer la propagande menée contre l’Union européenne par des pays tiers». Autrement dit, l’argent des contribuables européens va servir en priorité à écraser toute critique, contestation ou voix dissonante au sein de l’Union.

Je m’étais déjà opposée à l’avis de la commission culture sur ce texte en déposant des amendements rappelant notamment que le pluralisme et la liberté d’expression sont consacrés par les traités européens. Lors de ce vote, j’avais également rappelé que si l’Union souffre d’une crise de légitimité sans précédent, celle-ci ne sera pas réglée par des mesures de marketing voire des opérations de propagande.

On peut s’interroger sur la sincérité des parlementaires européens qui décrient la Russie sur le thème des droits de l’homme et de la liberté d’expression mais n’ont par ailleurs aucun mal à dorloter la Turquie qui pourtant multiplie les purges des élus, journalistes et toute voix dissidente.

J’ai évidemment voté contre ce rapport, nouvel exemple de la schizophrénie endémique des institutions européennes.

  José Blanco López (S&D), por escrito. ‒ Este informe de propia iniciativa del Parlamento se refiere a dos amenazas exteriores en cuanto a la propaganda que dirigen contra la Unión: una proveniente de un actor no estatal, el grupo terrorista Dáesh y un actor estatal, la Federación Rusa, y busca contrarrestar la radicalización mediante la cooperación entre los Estados miembros y las instituciones europeas. Sin embargo, se coloca a un Estado, Rusia, en el mismo plano que un grupo terrorista.

Aunque resulta evidente la necesidad de reaccionar por medio de una comunicación estratégica contra la propaganda dirigida a la Unión y a sus ciudadanos, la mezcla de actores estatales y no estatales en el mismo plano no es un enfoque adecuado para una resolución de este Parlamento. Por ello, he decidido abstenerme en el voto.

ES, jos valstybės narės ir piliečiai patiria didėjantį sistemingą spaudimą imtis veiksmų dėl informacijos, dezinformacijos ir klaidinančios informacijos kampanijų bei propagandos iš šalių ir nevalstybinių subjektų, pavyzdžiui, tarpvalstybinių teroristinių ar nusikalstamų organizacijų ES kaimynystėje. Priešiška propaganda, nukreipta prieš ES, pateikiama daugeliu formų ir naudojant įvairias priemones, dažnai pritaikyta prie ES valstybių narių ypatybių, siekiant iškreipti tiesą, sukelti abejonę, supriešinti valstybes nares, skatinti strateginį ES ir NATO partnerių išskyrimą ir paralyžiuoti sprendimų priėmimo procesą, diskredituoti ES institucijas ir transatlantines partnerystes, kurios turi pripažintą reikšmę Europos saugumo sistemai ir ekonomikos struktūrai, ES bei jos kaimyninių šalių piliečių akyse ir mintyse, pakenkti Europos politiniam diskursui, grindžiamam demokratinėmis vertybėmis, žmogaus teisėmis ir teisinės valstybės principu, ir šį diskursą ardyti. Todėl Parlamentas ragina ES institucijas pripažinti, kad strateginė komunikacija ir informacinis karas yra ne tik ES išorės, bet ir vidaus klausimas, o taip pat reiškia susirūpinimą dėl riboto kai kurių valstybių narių suvokimo, kad jos yra propagandos ir dezinformacijos auditorijos ir arenos.

  Andrea Bocskor (PPE), írásban. ‒ A dokumentum hangsúlyozza, hogy az EU-ellenes propaganda célja az, hogy megossza a tagállamokat, megbénítsa a döntéshozatali eljárásokat, rontsa az uniós intézmények hitelét, továbbá hogy aláássa a demokratikus értékeken, az emberi jogokon és a jogállamiságon alapuló európai narratívát. A jelentés felszólítja az EU-t és tagállamait, hogy Unió-szerte következetesen lépjenek fel az intoleráns, radikális hitszónokok által hangoztatott gyűlöletbeszéddel szemben, amely termékeny talajt teremt olyan terrorszervezetek növekedése számára, mint az Iszlám Állam és az al-Kaida. A jelentés éppen ezért hangsúlyozza a színvonalas újságírás, -oktatás és -képzés fontos szerepét a minőségi elemzések magas színvonala érdekében, és felszólítja a Bizottságot, hogy terjesszen elő jogalkotási kezdeményezéseket annak érdekében, hogy hatékonyabban fel lehessen venni a harcot a célzatos félretájékoztatással. A fentiek értelmében szavazatommal támogattam a jelentés elfogadását.

  Franc Bogovič (PPE), pisno. ‒ Strinjam se, da je potrebno strateško komuniciranje zoper omenjeno propagando. EU in njene države članice so izpostavljene vse večjim, sistematičnim pritiskom, saj se morajo spopadati z informacijskimi in dezinformacijskimi kampanjami ter propagando nekaterih držav in nevladnih akterjev. Informacijska vojna je zgodovinski pojav, ki je tako star kot samo vojskovanje. Gre za neobhoden del hibridnega vojskovanja, kombinacije prikritih in odkritih vojaških in nevojaških ukrepov, katerih namen je destabilizirati politično, gospodarsko in družbeno stanje v državi, ki se napada, brez uradne vojne napovedi. Z omenjenimi napadi se ne soočajo zgolj partnerji EU, temveč tudi Evropska unija, njene institucije, vse države članice in državljani, ne glede na narodnost in religijo. Zato je pomembno, da se zavedamo groženj in nanje primerno odgovorimo.

  Biljana Borzan (S&D), napisan. ‒ Podržavam ovo Izvješće o strateškoj komunikaciji EU-a za borbu protiv propagande koju protiv nje provode treće strane. Propagandom se cilja EU i njene građane i to je činjenica, pa je potreba za reakcijom strateškog komuniciranja očita.

Smatram isto tako kako miješanje državnih (Rusija) i nedržavnih (ISIS) aktera nije baš adekvatan pristup za takav tekst.

In fact, I think that EU communication campaigns are more important than campaigns contesting anti-European propaganda.   Renata Briano (S&D), per iscritto. ‒ L'Unione europea è una grande realtà in grado di promuovere democrazia e benessere non solo fra i propri cittadini ma anche nelle regioni limitrofe. È uno spazio di libertà che è spesso visto come un esempio per i popoli che si avviano sulla strada dell'integrazione e del rispetto dello stato di diritto, ma è visto anche come una minaccia da coloro che vedono nel rispetto della libertà di pensiero, di parola e di religione soltanto una limitazione del proprio potere.

Realtà autoritarie e violente ancora circondano l'Europa: la Russia e le teocrazie islamiche costituiscono ancor oggi un pericolo per chi vuole costruire un mondo libero, democratico e aperto. Queste realtà attuano una propaganda serrata per mistificare l'operato dell'UE e per rafforzare coloro che lavorano per disgregarla.

Dobbiamo essere consapevoli che un'Europa più debole significa un rafforzamento dei regimi autoritari ai nostri confini, una democrazia interna più debole e un impoverimento della popolazione. Dobbiamo lavorare per cambiare l'Europa, per migliorarla, non per distruggerla.

  Steeve Briois (ENF), par écrit. ‒ Ce rapport vise à contrer la propagande dirigée contre l’Union européenne et qui est principalement menée par l’État islamique et par la Russie. Propagande de l’État islamique pour justifier leurs actes terroristes qui ont récemment frappé la France et la Belgique; propagande de la Russie pour décrédibiliser et affaiblir l’Union européenne et ses institutions. En associant une organisation criminelle et terroriste à une grande puissance internationale, l’Union européenne contribue à attiser les tensions avec la Russie.

Ce rapport utilise nos droits fondamentaux comme la liberté d’expression, la liberté de la presse et le pluralisme politique comme prétextes pour mener une campagne d’information antirusse et pour marginaliser la Russie en ce qui concerne nos relations commerciales et diplomatiques. Nous considérons, au contraire, que nous devons pacifier et intensifier nos relations avec l’ensemble des grandes puissances internationales notamment pour faire émerger un monde multipolaire. C’est la raison pour laquelle j’ai voté contre ce texte.

  Daniel Buda (PPE), în scris. ‒ Statele membre ale UE, precum și cetățenii acestora se confruntă cu o presiune tot mai intensă de dezinformare și de propagandă din partea unor țări și actori nestatali. Organizațiile teroriste și criminale transnaționale din vecinătate, care au ca interes subminarea noțiunii de informare obiectivă sau de jurnalism etic prin difuzarea informațiilor sub o formă părtinitoare sau ca instrument de putere politică, urmăresc atacarea valorilor și a intereselor democratice.

Acest război informațional a fost utilizat pentru prima dată în special de Uniunea Sovietică în timpul Războiului Rece și a reprezentat, încă de atunci, o componentă intrinsecă a războiului hibrid modern, care combină măsuri militare și nemilitare de natură deschisă și mascată.

Am votat în favoarea Raportului referitor la comunicarea strategică a UE pentru a contracara propaganda părților terțe împotriva sa deoarece consider că este necesară o comunicare cât mai sinceră și realistă pentru a putea evita dezinformările care există în momentul de față în mass-media, comunicare benefică atât pentru bunăstarea si siguranța statelor membre UE, cât și a cetățenilor acestora.

  Alain Cadec (PPE), par écrit. ‒ L’Union européenne est souvent victime d’une propagande très négative provenant de certains de pays tiers ou de groupements. Il est important de mettre en place une stratégie pour rétablir la vérité à propos de l’Union européenne. J’ai cependant voté contre ce rapport. Je ne considère pas ce texte comme étant une bonne base pour élaborer cette stratégie. Je ne crois pas que l’approche proposée soit opportune. De plus, le rapport met sur un même pied Daech et la Russie. Nous ne pouvons pas traiter la Russie et Daech de la même manière. C’est une insulte pour le peuple russe. La Russie est et doit rester un de nos partenaires stratégiques. Daech est un ennemi de l’Union européenne. Je rappelle que nos concitoyens ont été les victimes de nombreux attentats perpétrés par ce groupe islamiste. Pour toutes ces raisons j’ai voté contre ce rapport.

  Nicola Caputo (S&D), per iscritto. ‒ Ho votato a favore della relazione sulla comunicazione strategica dell'Unione europea per contrastare la propaganda contro di essa a opera di terzi perché questa Europa appare sotto attacco dall'esterno ma anche dall'interno con una propaganda ostile nei suoi confronti che si presenta in varie forme e utilizza vari strumenti con l'obiettivo di distorcere la verità, seminare il dubbio, screditare agli occhi dei cittadini le stesse istituzioni dell'UE. Ho votato a favore perché proprio oggi che l'Europa è in affanno è necessario lavorare per migliorare, non per azzerare, diminuendo i gap economici, lavorando sui contenuti, potenziando le affinità tra i popoli. Perché, come immaginarono Spinelli, Rossi, Colorni, l'Unione delle nazioni deve continuare a farsi solida barriera contro le guerre, i pregiudizi, le violazioni dei diritti umani, l'isolamento, il razzismo, l'ignoranza, il provincialismo.

  Fabio Massimo Castaldo (EFDD), per iscritto. ‒ Questa relazione ha l'obiettivo di analizzare e contrastare quella che viene definita una "pressione sistematica" di campagne di informazione, disinformazione, cattiva informazione e propaganda da parte di attori terzi il cui scopo è quello di screditare l'Unione europea. Gli attori presi in considerazione nel rapporto sono specificatamente due: la Russia e l'Isis. Ritengo inaccettabile mettere sullo stesso piano, o anche solo affrontare nella stessa relazione, due situazioni tanto diverse i cui attori sono rispettivamente uno stato sovrano partner importante della UE e degli Stati membri e una organizzazione terroristica che si è macchiata di alcuni dei più gravi attentati e atti di violenza mai realizzati. Così facendo si sovrappone il doveroso dialogo con un protagonista indiscusso della scena internazionale con il terrorismo islamico che semina terrore in Siria, nel nord dell'Iraq e in Europa. Io e la delegazione del Movimento 5 Stelle abbiamo votato contro questa relazione perché, anziché favorire il dialogo e la stabilità, alza muri e diffidenze.

Threats of disinformation campaigns, spreading misleading and incorrect information through the EU public, are undermining our democracy and trust. As this is a real and serious security threat, we need to be able to come up with efficient tools how to counter it.

  Ole Christensen (S&D), skriftlig. ‒ Propaganda, misinformation og bevidst manipulerede historier forklædt som nyhedsartikler florerer i stigende grad frit. Særligt på sociale medier udbredes propaganda systematisk.

Visse steder er udbredelsen af propaganda og bevidst manipulation så stor, at det kan udgøre et demokratisk problem. Har en befolkning ikke adgang til en fri, kritisk og fagligt kompetent presse kan demokratiet undergraves og autoritære kræfter vinde frem.

Det er vigtigt at understrege, at der selvsagt skal skelnes klart mellem kritik og propaganda. Kritik er et bærende element i et frit, demokratisk samfund. Således også kritik mod EU, regeringer, partier eller politikere. Kritik kan være både berettiget eller uberettiget, konstruktiv eller sensationalistisk. Alt dette må et frit, demokratisk samfund kunne bære.

Propagandaen adskiller sig ved at være bevidst og systematisk manipulerende. Propaganda udbredes også ofte for at nå andre mål – f.eks. at destabilisere et land eller et område, at opildne til had mod minoriteter eller tilskynde til volds- og krigshandlinger.

Vi hverken kan eller skal acceptere, at den slags propaganda får frit løb. Derfor støtter vi en række enkeltforslag, men undlader at stemme hverken for eller imod den samlede betænkning da vi mener der er behov for et mere gennemarbejdet udspil, gerne fra Kommissionens side.

Παρότι η διαφύλαξη των συμφερόντων και των δικαιωμάτων της Ευρώπης είναι μια φυσιολογική και θεμιτή προτεραιότητα, θεωρώ πως η έκθεση αυτή εστιάζει αποκλειστικά στη δημιουργία εντυπώσεων εναντίον τρίτων κρατών, χωρίς να προωθεί υγιείς ιδέες υπέρ της Ευρώπης.   Alberto Cirio (PPE), per iscritto. ‒ L’Unione Europea simboleggia e persegue ideali di democrazia, rispetto dei diritti umani e libertà fondamentali tra le quali annovera strenuamente quella di espressione. Tali principi possono lecitamente dare adito ad incomprensioni in chi non li ha compresi o non ha lottato per ottenerli, tuttavia, spesso, il relativo contenuto viene ad essere volutamente travisato dando luogo a (dis)informazione e propaganda anti-UE. Tuttavia, oggi, attori di natura prevalentemente non statale intraprendono campagne di discredito e odio nei nostri confronti. Effettivamente, le guerre odierne più che con le armi, si dotano di strumenti quali la speculazione finanziaria e il discredito, come è purtroppo emerso anche a danni dell'Italia. Il ruolo svolto dal quarto potere gode di responsabilità abnormi e perciò voto a favore della relazione dal momento che ritengo come debbano essere adottati mezzi difensivi contro le campagne di odio intraprese nei confronti dell'Unione. Ritengo prioritario offrire in ambito informatico una decisiva cooperazione con i fornitori di servizi di social media per arginare l'incitamento all'odio e la disinformazione. Parallelamente bisogna indagare sui motivi socio-demografici forieri di radicalizzazione e approntare strumenti istituzionali multidimensionali che colleghino la ricerca accademica, l'amministrazione penitenziaria, la polizia, la giustizia, i servizi sociali e l'istruzione.

  Carlos Coelho (PPE), por escrito. ‒ É inegável que há um conjunto de organizações e até de Estados empenhados em promover propaganda e contrainformação contra a União Europeia. Desde organizações terroristas como o Daesh até Estados como a Rússia, os esforços de desinformação têm-se multiplicado. Igualmente preocupante tem sido a utilização da Internet e das redes sociais para o incitamento ao ódio e à violência.

A União não pode nem deve renunciar aos seus princípios de respeito pela liberdade de expressão e independência dos órgãos de comunicação social, mas tem a obrigação de reagir.

Saúdo especialmente o "Plano de Ação para uma Comunicação Estratégica" e a necessidade de apoiar a liberdade dos meios de comunicação social no âmbito da política europeia de vizinhança, e apoio, assim, o relatório da colega Fotyga.

  Birgit Collin-Langen (PPE), schriftlich. ‒ Ich habe für den Bericht gestimmt, denn wir müssen massiv und geschlossen gegen die von terroristischen Organisationen und Ländern wie Russland betriebene Online-Propaganda, die Angst und Unsicherheit schürt und Europa zu spalten droht, vorgehen. Wir benötigen hier einen umfassenden Ansatz, denn nur dann werden wir uns gegen staatliche und nichtstaatliche Akteure wehren können, die eine Bedrohung für uns und unsere Partner darstellen. Ich begrüße daher die Forderung einer verstärkten Koordinierung auf nationaler und europäischer Ebene, denn nur so werden wir wirksam Desinformation und Propaganda bekämpfen können.

  Therese Comodini Cachia (PPE), in writing. ‒ I agree that the EU should consider its strategic communication efforts as a priority to demonstrate how it is a successful model of integration which continues, amid crisis, to attract countries wanting to replicate this model and become part of it.

No soft power strategy can succeed without cultural diplomacy and promotion of intercultural dialogue between and within countries, something which, as the report states, should encourage long-term public and cultural diplomacy actions and initiatives, such as scholarships and exchange programmes for students and young professionals, including initiatives to support intercultural dialogue.

We should counteract efforts to discredit EU institutions and transatlantic partnerships, which play a recognised role in the European security and economic architecture, in the eyes and minds of EU citizens and of citizens of neighbouring countries. This would indirectly undermine our efforts as Europeans to be effective in actions based on democratic values, human rights and the rule of law; one of the most important tools used is incitement of fear and uncertainty in EU citizens.

Finally, I support the rapporteur in his call to tackle radicalisation and terrorist propaganda though enhanced Member States’ and EU cooperation by granting the EU the means to support its own strategic propaganda campaigns.

  Javier Couso Permuy (GUE/NGL), por escrito. ‒ Nos encontramos aquí ante un ejemplo más de la rusofobia de este Parlamento y que sobredimensiona constantemente las diferencias entre Rusia y la Unión.

El informe es un ataque frontal a los medios de comunicación, llamando a usar instrumentos de la OTAN, como el Centro de Excelencia de Comunicaciones Estratégicas (COE STRATCOM), para combatir a los medios de comunicación rusos. Además, llama a prestar apoyo directo a medios de comunicación «independientes», lo que es una paradoja, ya que al patrocinarlos desde organizaciones europeas, estos medios dejarían obviamente de ser independientes.

No contentos con esto, en el informe, y siguiendo esa retórica paranoica antirrusa, se sostiene que «los servicios de seguridad y de inteligencia concluyen que Rusia tiene la capacidad y la intención de realizar operaciones destinadas a desestabilizar a otros países», continuando con la retórica militarista y abocándonos a una escalada de tensión inaceptable.

El informe identifica dos amenazas relativas a la propaganda: un actor estatal, Rusia, y grupos terroristas como Dáesh, y se centra en conceder a la Unión los medios para apoyar sus propias campañas estratégicas de propaganda, principalmente contra Rusia, país de la ONU a quien pone al mismo nivel de amenaza que Dáesh.

Mi voto fue claramente en contra.

  Andrea Cozzolino (S&D), per iscritto. ‒ I cittadini europei sono esposti a campagne di disinformazione e propaganda da parte di paesi terzi e attori non statali che mettono in pericolo il concetto di informazione oggettiva o di giornalismo etico, rendendo l'informazione faziosa o un puro strumento di potere politico. Due esempi chiari sono sia la guerra di propaganda e l'intrusione dei media russi nei paesi del vicinato orientale, che le strategie di comunicazione e di propaganda diretta messe in campo da l'ISIS/Daesh, Al-Qaeda attraverso i social media. Ho votato a favore di questa risoluzione, perché sottomette all’attenzione europea, e non solo, una questione delicata, ma sottovalutata, che ha un impatto importante sui cittadini dell'UE, in particolare sulle fasce più giovani. Inoltre, la risoluzione suggerisce alcune misure per contrastare la propaganda. Ritengo efficace il piano di comunicazione strategica nel "Quadro congiunto per contrastare le minacce ibride" e sostengo ulteriori sforzi in direzione di una maggiore coordinazione tra gli Stati Membri, la NATO, European Endowment for Democracy, l'OSCE e le istituzioni dell'UE. Altro strumento utile, le due newsletter settimanali della task force per la comunicazione strategica dell'UE che ogni Stato membro potrebbe rendere disponibili ai suoi cittadini per sensibilizzare l'opinione pubblica sui metodi di propaganda usati da terzi.

  Edward Czesak (ECR), na piśmie. ‒ Zagłosowałem za przyjęciem sprawozdania w sprawie unijnej komunikacji strategicznej w celu przeciwdziałania wrogiej propagandzie stron trzecich. Choć mogłoby się wydawać, że kwestia propagandy jest dorobkiem przeszłości, to nadal w niektórych państwach stanowi ważne narzędzie w rękach władzy do manipulacji opinią publiczną w celu realizacji własnej polityki.

Kreowanie fałszywej świadomości wśród obywateli poprzez działania dezinformacyjne jest na porządku dziennym w Federacji Rosyjskiej. Propaganda służy również skutecznej rekrutacji bojowników ISIS. Dostrzegając konieczność działania w tej sprawie, należy kreować strategie w celu przeciwdziałania propagandzie stosowanej wobec UE oraz państw członkowskich na różnych poziomach. Jednym z proponowanych rozwiązań jest wspieranie organizacji i grup specjalnych zajmujących się niwelowaniem tego zjawiska. Uwzględniając wagę problemu, zagłosowałem za.

I believe that to strengthen European relations with the rest of the globe, it is essential to use the tool of diplomacy to ensure mutual agreement on matters which effect the EU and beyond.

As technology continues to grow, it is also important that we focus on countering negative messages with positive ones within the framework of growing technology through strategic diplomatic communication and cooperation between the Member States and beyond.

Alors que l’État islamique mène une propagande très agressive pour recruter des jeunes, promouvoir l’islam radical, nuire aux valeurs et intérêts européens et inciter à la haine contre ceux-ci, il n'est cité qu'une seule fois dans ce rapport. À l'inverse, la Russie est citée 25 fois, cette différence de traitement entre d'un côté la propagande de l’État islamique, notre ennemi, et la Russie, qui reste en dépit de nos désaccords de fond, un partenaire incontournable, n'est pas exempt d'arrière-pensées et d'amalgames.

Bien que partageant l'idée qu'un tel travail de contre-propagande soit nécessaire, je considère aussi que ces ambiguïtés nuisent à l'objectif défendu par le rapport. Pour ces raisons, j'ai voté contre.

  Rachida Dati (PPE), par écrit. – Le rapport sur la communication stratégique de l'Union visant à contrer la propagande dirigée contre elle par des tiers souligne que l’Union européenne fait face à une pression croissante de propagandes et de campagnes de désinformation issues d’acteurs étatiques comme non étatiques. Il faut lutter contre toutes les formes de propagande, qu’elles émanent des chaînes télévisées, des agences ou d’internet. Je soutiens plusieurs des dispositions de ce texte, et notamment celles encourageant une meilleure coopération avec les réseaux sociaux pour lutter contre les discours haineux, l’incitation à la violence et la discrimination en ligne. Toutefois, les nombreuses maladresses et le manque de cohérence de ce rapport justifient mon abstention sur ce texte. Il ne me semble notamment pas judicieux d’associer les stratégies de communication de l’organisation terroriste de l’État islamique qui pervertit notre jeunesse, à celles de la Russie.

  Angélique Delahaye (PPE), par écrit. ‒ Le rapport sur la communication stratégique de l’Union visant à contrer la propagande dirigée contre elle par des tiers insiste pour que la Commission favorise une meilleure communication à l'échelle de l'Union. Il est important de mettre en place une stratégie globale de lutte contre toute forme de désinformation et de propagande, dont l'Europe est de plus en plus victime. En matière de sécurité, je pense que des mesures doivent être mise en place pour permettre aux États membres de coopérer étroitement et facilement. Cependant je me suis abstenue sur ce rapport car plusieurs imprécisions et maladresses le rendent incohérent. En particulier, le rapprochement qui est fait entre les stratégies de communication de l'État islamique et celles de la Russie, ne me paraît pas pertinent.

  Jean-Paul Denanot (S&D), par écrit. ‒ À l’occasion de ce rapport, je voudrais rappeler l’importance de lutter contre la propagande sur internet quel que soit l’émetteur. Je suis préoccupé par le glissement que je vois s’opérer sur la qualification de ce qu’est véritablement une information.

J’ai en tête les élections américaines où la responsabilité des réseaux sociaux est patente dans la victoire de Trump. Tout comme pour le Brexit, ils ont relayé massivement de fausses informations qui font le lit des postures extrêmes.

Ces plateformes sont devenues des supports que les gens consultent pour se faire une opinion. Pour autant, il ne s’agit pas de médias au sens traditionnel. Fonctionnant en circuit fermé, en fonction des «amis» que vous suivez, vous n’avez pas d’accès à un point de vue contradictoire. Les positions y défilent, sans mise en perspective, sans hiérarchie. Pire, certains sujets donnent lieu à de véritables batailles rangées où des discours de haine s’entre-alimentent de vidéos choquantes dont la source est invérifiable.

C’est la une question centrale du devenir de nos démocraties que d’encadrer ces pratiques et de mettre en place les garde-fous nécessaires: la lutte contre la concentration des médias et leur liberté partout dans le monde, l’éducation aussi.

  Gérard Deprez (ALDE), par écrit. ‒ J’ai voté contre ce rapport et je me suis abstenu sur les votes séparés qui ont eu lieu sur les différents paragraphes. Je l’ai fait délibérément.

Bien sûr, je suis d’accord sur la nécessité pour l’UE de mettre en place une stratégie efficace et démocratique de lutte entre les propagandes hostiles. Mais je ne peux me résoudre à mettre quasiment sur le même pied les contre-mesures à opposer à la Russie de Poutine et celles qui visent à répondre aux fanatiques criminels de Daech qui égorgent des innocents et planifient des attentats meurtriers sur le sol européen. Je réprouve le comportement autoritaire de Poutine et la posture belliqueuse de la Russie, mais cela ne justifie pas de les mettre dans le même sac que les barbares sanguinaires de l’État islamique.

Även om betänkandet i flera avseenden går utanför tillämpningsområdet så är det viktigt att EU tar dessa utmaningar på allvar och hittar konkreta politiska åtgärder för att adressera desinformation.

Jag röstade för detta betänkande, trots det i viss mån felaktiga tillämpningsområdet – särskilt olyckligt är det när man blandar ihop IS och Ryssland. Det senare är en suverän stat och det andra en terrororganisation.

I sin helhet fyller betänkandet ändå ett vakuum, särskilt eftersom utmaningarna blir alltmer påtagliga och påfrestande för unionen och dess funktion – det är med anledning av det som jag väljer att visa mitt stöd för betänkandet som sådant.

Partindo de valores que diz defender, inclui no seu âmbito as liberdades de comunicação, informação e expressão. Valores que as políticas da UE contrariam e comprometem, do que é o mais crasso exemplo a crise humanitária dos migrantes e refugiados.

Integra uma estratégia de vitimização, construindo um suposto contexto de ofensiva contra a UE, numa pretensa guerra de informação sem precedentes, uma poderosa ofensiva mediática, diz-se, comprometendo a sua integridade territorial e a soberania dos Estados, procurando a desestabilização interna da UE e dos membros da NATO.

Promove-se abertamente a intervenção e a ingerência externas num discurso a que não falta uma bafienta e retrógrada retórica anticomunista, procurando confundir a Rússia capitalista de hoje com a URSS.

Argumentos usados para avançar para a limitação e mais controlo de meios de comunicação social, da internet, de programas escolares e até partidos políticos. Absolutiza-se como verdadeira a informação da UE, distinguindo propaganda e crítica, balizando o que é a crítica aceitável.

Abrem-se, assim, as portas da censura que tantas páginas negras escreveu em solo europeu. Práticas dignas de regimes autoritários e ditatoriais.

  Monika Flašíková Beňová (S&D), písomne ‒ Konštruktívna kritika Európskej únie je pre jej správne fungovanie veľmi dôležitá. To nikto nespochybňuje. Aj vďaka nej je Európska únia úspešným projektom, ktorý pomohol zaistiť viac ako 70 rokov mierového spolužitia v Európe. Stále je čo zlepšovať, no dôležitým meradlom je aj prevládajúci záujem ďalších krajín s cieľom zapojiť sa. Objektívnu kritiku si však nemožno zamieňať s otvorenými lžami a propagandou, ktorým sú EÚ, jej liberálno-demokratické zriadenie a aj samotné členské štáty vystavované. Rusko je kľúčovým globálnym aktérom. Naším spoločným záujmom by mal byť boj proti radikalizácii a zverstvám, ktoré v súčasnosti predstavuje najmä Dá‘iš. Namiesto spolupráce sme však z jeho strany svedkami rôznorodých snáh o oslabovanie európskej súdržnosti. Deje sa tak napríklad prostredníctvom finančnej podpory populistických a extrémne pravicových strán a hnutí v jednotlivých štátoch. Súčasťou tejto agendy je aj prezentovanie rôznych aspektov nedemokratického zriadenia a štátov ako silnejších, než v skutočnosti sú. Podnecovanie k nenávisti, obmedzovaniu práv niektorých skupín obyvateľstva či k násiliu nemôže byť považované za slobodu prejavu. Obrana voči takémuto konaniu, či už na sociálnych sieťach, ale aj v reálnom živote, musí byť naším prvoradým cieľom.

Nowadays we have to face a wide range of dangers, including the hacking of emails and websites, media manipulation, backing for anti-government demonstrations and political support for Russia-friendly populist parties.

I support the report as I believe we need to start taking the actions of third parties as a very serious threat for our peace and stability and to tackle information, disinformation and misinformation campaigns and propaganda from countries and non-state actors. Moreover, it is time to develop a counter-narrative to ISIL/Daesh involving the education system, including through the empowerment and increased visibility of mainstream Muslim scholars who have the credibility to delegitimise ISIL/Daesh propaganda.

La libertad de los medios de comunicación, el acceso a la información y la libertad de expresión son piedras angulares del sistema democrático de la Unión. Debemos tener presente que la comunicación estratégica y la guerra informativa no es solo una cuestión externa a la Unión, sino también interna, por lo que la Unión debe plantearse su comunicación estratégica como una prioridad, destinando a ella los recursos pertinentes.

  Elena Gentile (S&D), per iscritto. ‒ Mi sono astenuta sul voto sulla proposta di risoluzione del Parlamento europeo sulla comunicazione strategica dell'UE per contrastare la propaganda nei suoi confronti da parte di terzi perché, nonostante sia fermamente convinta sia indispensabile tutelare le cittadine e i cittadini europei dagli attacchi di disinformazione mediatica provenienti dai paesi terzi e da attori non statali quali le organizzazioni criminali, nel caso specifico la risoluzione azzarda un paragone tra l'attività informativa del Cremlino a quella dei gruppi terroristici come l'ISIS/Daesh. Ritengo indispensabile sostenere l'impegno che l'UE ha assunto per il raggiungimento dei principi di democrazia che si manifestano anche attraverso la libertà dei media, il libero accesso all'informazione ed una garantita pluralità della stessa. Sono fermamente convinta che ci sia il bisogno di contrastare tutte le azioni di propaganda politica mediatica volte a distorcere la verità e creare una divisione tra gli Stati membri, indebolendo in maniera pubblica la credibilità delle azioni dell'UE, ma sia necessario, allo stesso tempo, un discernimento tra i differenti modus operandi come in questo caso.

Er spricht Klartext und nennt Dinge beim Namen, die jeder und jedem von uns schon bei der täglichen Nutzung von twitter und facebook begegnen: bewusst gestreute Desinformation und Propaganda gegen die EU – nicht selten ausgehend von russischen Servern. Wir sprechen hier von einer neuen, einer digitalen Form des Kalten Krieges. Dagegen gilt es sich zu rüsten – im Sinne unserer Bürgerinnen und Bürger.

Im Bereich der Kommunikation äußert sich die erhöhte Bedrohungslage vor allem durch gegen sie gerichtete Propaganda. Um solchen Bedrohungslagen zukünftig geschlossener begegnen zu können, muss eine verstärkte Koordinierung der Mitgliedstaaten untereinander vorangetrieben werden. Des Weiteren sollte die Kooperation der Europäischen Union mit dem Exzellenzzentrum für Strategische Kommunikation der NATO ausgebaut werden.

  María Teresa Giménez Barbat (ALDE), in writing. ‒ While I fully understand the essential need to counteract propaganda and disinformation by third parties that directly threaten the values and the stability of the Union, I simultaneously believe that in order to achieve this goal, our strategic communication must meet some basic requirements: 1) It should observe fundamental European values, such as freedom of expression and freedom of the press; 2) it should be sensible to the different political natures of the parties involved; and 3) it must be effective – and at least not counter-productive.

After a long and careful evaluation, I understand that the final report does not sufficiently meet these three basic requirements: 1) The idea of a free and independent media is hard to reconcile with the proactive training and support of these same Media by the EU itself; 2) The report puts Russia, a nation-state with a long history, at a same level as Daesh, an accidental pseudo-state and a terrorist group; failing to recognize the long-term need of a peaceful cooperation between Russia and the Union, specially where our interests overlap; 3) I thus believe that the implementation of this strategy may unnecessarily escalate on going conflicts and don’t serve its own strategic priority.

Ce rapport est lui-même en l’espèce totalitaire, dénonçant le fait que des critiques soient adressées à son encontre au sein même de l’UE, mais aussi en dehors. Et bien évidemment, ce rapport liberticide ne définit aucunement une stratégie efficace contre Daech.

  Bruno Gollnisch (NI), par écrit. ‒ Le paragraphe 1 de ce rapport dit, globalement, que «la propagande hostile contre l’Union européenne» a pour but «de déformer la vérité, d’instiller le doute, de diviser les États membres [...], de paralyser le processus décisionnel, de discréditer les institutions de l’Union et les partenariats transatlantiques», en incitant à la peur et à l’incertitude. Les propagandistes visés sont la Russie et Daesh, dans un amalgame hallucinant de mauvaise foi. Pas de pitié pour la Russie et ses soutiens, une recherche d’excuses pour ceux que Daesh radicalise.

Il me semble, à moi, que l’Union européenne et les technocrates qui la dirigent avec la complicité des gouvernements européens, se débrouillent très bien pour arriver à provoquer le rejet de ce qu’ils sont: par les politiques qu’ils mènent ou imposent, par l’absence de transparence, par le mépris qu’ils ont de l’opinion des peuples, par leurs choix sociétaux et immigrationnistes... Ils pratiquent eux—mêmes constamment la désinformation, la propagande massive et partiale, favorable au TTIP, hostile à la Russie ou aux eurosceptiques, promouvant l’Union européenne comme seule forme légitime de coopération européenne.

Vous aimeriez en fait instaurer un contrôle de l’information à votre profit et à celui de vos dogmes. Je refuse cette censure.

Fomentar discursos de odio y miedo nos parece una forma poco eficaz de acabar con las amenazas discursivas que recibe la Unión. El análisis y el tono de todo el informe es parcial y poco veraz, y se sitúa además en una línea política opuesta a la nuestra en materia de Política Exterior.

However, there are elements in the report itself which could be perceived as propaganda. Vi vill gärna se initiativ för mer öppen debatt och kritisk källgranskning för att öka medvetenheten kring felaktig information som sprids inom EU men anser att betänkandet inte intar en särskilt konstruktiv hållning i detta avseende.

Att texten endast behandlar ett fåtal aktörer när användningen av propaganda förekommer i flera länder runtom i världen är problematiskt ur vårt perspektiv.

Vi vänder oss särskilt emot att en icke-statlig aktör, närmare bestämt terroristorganisation IS/Daish, i texten placeras i samma sammanhang, och behandlas på liknande sätt, som en statlig aktör (Ryssland). Vi anser att detta ger IS/Daish en form av legitimitet som EU försökt undvika i många år och som vi inte kan ställa oss bakom.

Sammantaget gjorde detta att vi valde att inte ta ställning till betänkandet om strategisk kommunikation.

A jelentés éppen ezért hangsúlyozza az újságírók képzésének fontos szerepét a minőségi elemzések magas színvonala érdekében, és felszólítja a Bizottságot, hogy terjesszen elő jogalkotási kezdeményezéseket a célzott félretájékoztatással szemben.

  Τάκης Χατζηγεωργίου (GUE/NGL), γραπτώς. ‒ Η έκθεση επισημαίνει δύο απειλές όσον αφορά την προπαγάνδα: έναν κρατικό οργανισμό, και συγκεκριμένα τη Ρωσία, και τρομοκρατικές ομάδες όπως το Daesh. Αυτή η έμμεση προσπάθεια σύνδεσης των δύο δεν είναι καθόλου τυχαία, αφού επιχειρεί να παρουσιάσει τον ρόλο της Ρωσίας στην ανατολική Ευρώπη παρόμοιο με αυτόν του Daesh στην Μέση Ανατολή. Αυτό για μας είναι ανεπίτρεπτο. Επίσης η έκθεση καταγράφει μια σειρά από συνέργειες στις οποίες θα πρέπει να προχωρήσει η Ευρωπαϊκή Ένωση και τα κράτη μέλη σε συνεργασία με το ΝΑΤΟ για να αντιμετωπιστούν αυτές οι καταστάσεις. Για τους λόγους αυτούς θεωρούμε ενδεδειγμένη στάση αυτή της καταψήφισης.

While I think that the safety of European citizens is of paramount importance, and equally, that they should not be subject to propaganda and misinformation at the hands of foreign entities, I do not believe it is appropriate to class ISIS/Daesh on a par with the Russian Federation.   Hans-Olaf Henkel (ECR), schriftlich. ‒ Der Bericht zur „strategischen Kommunikation der EU, um gegen sie gerichteter Propaganda von Dritten entgegenzuwirken“ ist problematisch. Das Anliegen ist es zunächst, Propaganda exterritorialer Akteure, namentlich Russlands und des IS, zu bekämpfen und eine Gegenpropaganda einzurichten. Dass es russische Propaganda gibt, ist unbestritten und wird beispielsweise auch durch NATO-Dokumente belegt. Gerade in Osteuropa, wo die Medien kleinerer Staaten oft relativ finanzschwach sind, besteht die Gefahr einer russisch dominierten Einseitigkeit des Informationsangebotes. Einige Staaten unterstützten auch politische Parteien innerhalb der EU mit erheblichen Beträgen.

Die Frage ist aber, wie man diese Propaganda identifiziert und wie man sie einschränkt, ohne das Informationsinteresse der Bevölkerung zu schädigen. In der Abwägung beider Anliegen muss also eine Abwägung getroffen werden. Ist die Gefahr durch Propaganda Dritter höher einzuschätzen als die Gefahr einer Zensur wichtiger Informationen durch die EU? In der Abwägung habe ich mich trotz erheblicher Bedenken entschlossen, dem Bericht zuzustimmen.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasao sam protiv Izvješća o strateškoj komunikaciji Europske unije za borbu protiv propagande koju protiv nje provode treće strane (2016/2030(INI)), s obzirom da izvješće obrađuje istovremeno Rusiju i ISIL/Daiš te smatram da odnos EU-a prema jednoj državi odnosno jednoj terorističkoj organizaciji ne može biti razmatran na jednaki način te ne predstavlja jednaku razinu problema s kojim se EU treba suočavati na jednaki način u istom dokumentu. Osim toga svođenje različitih pitanja i problema kao što se u ovom izvješću razmatra moglo bi dovesti do različitih interpretacija samog odnosa prema navedenim trećim stranama te moglo umanjiti ugled EU parlamenta kao značajne i međunarodno priznate institucije.

C’est là l’émanation d’un désir d’existence qui, faute d’être une réalité vérifiée à l’intérieur des frontières communautaires, se manifeste par le trouble et la manipulation des esprits, tant l’amalgame entre un État important et souverain et une organisation terroriste apparaît comme une provocation grossière.

  Petr Ježek (ALDE), písemně. ‒ Jsem toho názoru, že svoboda projevu musí zůstat jedním ze základních pilířů Evropské unie. Je však potřeba rozlišit svobodu slova a propagandu. Kampaně, které cíleně a systematicky desinformují nejen občany EU, je potřeba potírat a nepodceňovat. Podpořil jsem tuto iniciativu, která si vzala za cíl boj s šířením nepravdivých informací ze třetích zemí. Nesnášenlivá rétorika obecně nesmí být přehlédnuta, a zejména ta, která pochází z nitra teroristických uskupení, nesmí být tolerována v jakékoli formě. Jsem rád, že se Evropský parlament rozhodl vydat cestou proti reakce a Evropa nezůstane v této oblasti pasivní.

Bovendien is het verslag niet kritisch genoeg wat betreft de EU-informatievoorziening.

  Marc Joulaud (PPE), par écrit. ‒ J’ai voté contre le rapport de ma collègue Anna Fotyga relatif à la communication de l’Union visant à contrer la propagande dirigée contre elle par des tiers. Engagé dans la volonté de promouvoir l’action extérieure de l’Union européenne dans sa lutte contre le terrorisme et contre la propagande étrangère, je ne pouvais néanmoins soutenir ce rapport qui tend à mettre la Russie et le groupe «État islamique» sur le même plan. Quand bien même la Russie peut mener des opérations de propagande au sein de l’Union européenne, il m’a semblé déplacé de comparer cette situation à la propagande terroriste du groupe «État islamique», qui a elle déjà provoqué de trop nombreuses victimes sur notre territoire.

  Barbara Kappel (ENF), schriftlich. ‒ Der Bericht ist als Ganzes abzulehnen. Er kritisiert jene durch soziale Medien geschaffene Medienpluralität und setzt diese sogar mit einem „Informationskrieg bzw. hybrider Kriegsführung“ gleich, die besser kontrolliert werden müsse, will aber gleichzeitig, dass die EU durch verstärktes Auftreten in sozialen Netzwerken Medienpluralität in anderen Ländern fördert. Die Erwähnung eines russischen „Propagandakriegs“, der sich angeblich rapide in Osteuropa ausdehne, ist nicht zielführend. Besonders anzumerken ist, dass der Bericht ausführlich auf den Propagandakrieg und die fehlende Medienpluralität in Russland eingeht, jedoch den IS und die al-Qaida erst abschließend anführt, und über die fehlende Medienpluralität und Zensur in der Türkei kein einziger Satz geschrieben wurde.

  Krišjānis Kariņš (PPE), rakstiski. ‒ Jau labu laiku var novērot, kā Krievija īsteno pret Rietumiem vērstu propagandu. Tas vislabāk ir novērojams Krievijas robežvalstīs, kas agrāk bijušas daļa no Padomu Savienības, tajā skaitā Latvijā. Šī propaganda nav nekas cits kā sabiedrības dezinformācija, kuras mērķis ir sašķelt sabiedrību.

Uzskatu, ka Eiropas Parlamenta rezolūcija ir solis pareizā virzienā, lai cīnītos pret šo propagandu, tāpēc plenārsesijā es atbalstīju šo rezolūciju. Pirmais solis veiksmīgai cīņai pret propagandu ir apzināties, ka šāds informācijas karš tiek izvērsts, un informēt par to sabiedrību. Eiropas Savienībai ir jāsper attiecīgi soļi, lai dotu pretsparu Kremļa dezinformācijas smagajai artilērijai, bet cilvēkiem pašiem jāizvērtē informācija, tās saturs un objektivitāte.

  Jan Keller (S&D), písemně. ‒ Zprávu poslankyně Fotygové o žádoucnosti kontra propagandy namířené proti Rusku a Islámskému státu považuji za velice nepovedenou. Celá zpráva je psána jazykem, který důvěrně známe z období, kdy neexistovalo právo na odlišnost názoru. Zpráva je naplněna podezíravostí vůči těm, kdo si dovolují kriticky uvažovat, a vymezuje se proti všem, kdo se údajně „schovávají za svobodu projevu“. Autorka zprávy má tendenci dělit lidi na ty, kdo nejsou schopni vlastního úsudku, a ty, kdo jsou povoláni sdělovat jim jedinou platnou pravdu. Dobře si vzpomínám, že stejným způsobem se argumentovalo i v dobách husákovské normalizace, proto jsem hlasoval proti této zprávě. Tón zprávy bych dokázal pochopit, pokud by byla součástí putinovské propagandy. Jako názor Evropského parlamentu mi však připadá nedůstojný.

However, there are elements in the report itself which could be perceived as a propaganda. Russia is not the only state involved in this activity; and putting ISIS on the same footing as a state is not appropriate. Therefore, we believe that supporting quality and independent journalism more actively is the way forward.

Visse steder er udbredelsen af propaganda og bevidst manipulation så stor, at det kan udgøre et demokratisk problem. Har en befolkning ikke adgang til en fri, kritisk og fagligt kompetent presse kan demokratiet undergraves og autoritære kræfter vinde frem.

Det er vigtigt at understrege, at der selvsagt skal skelnes klart mellem kritik og propaganda. Kritik er et bærende element i et frit, demokratisk samfund. Således også kritik mod EU, regeringer, partier eller politikere. Kritik kan være både berettiget eller uberettiget, konstruktiv eller sensationalistisk. Alt dette må et frit, demokratisk samfund kunne bære.

Propagandaen adskiller sig ved at være bevidst og systematisk manipulerende. Propaganda udbredes også ofte for at nå andre mål – f.eks. at destabilisere et land eller et område, at opildne til had mod minoriteter eller tilskynde til volds- og krigshandlinger.

Vi hverken kan eller skal acceptere, at den slags propaganda får frit løb. Derfor støtter vi en række enkeltforslag, men undlader at stemme hverken for eller imod den samlede betænkning da vi mener der er behov for et mere gennemarbejdet udspil, gerne fra Kommissionens side.

  Jaromír Kohlíček (GUE/NGL), písemně. ‒ Zpráva paní Fotygové se zřejmě omylem jmenuje o strategické komunikaci EU s cílem bojovat proti propagandě, které proti ní vedou třetí strany. Již letmý pohled do textu o 58 bodech ukazuje, že ve skutečnosti se zpráva zabývá zejména způsobem, jak propagandisticky působit ve třetích zemích proti jejich současným režimům. Několikrát je zdůrazněno, že dobrým příkladem jednotlivým zemím EU je činnost Velkého bratra, Spojených států. Rusofobie, která je charakteristická pro významnou část polské politické scény, nachází svůj výraz ve členění zprávy. Po úvodních bodech nejdříve najdeme krásně nazvanou kapitolku pod označením Pochopení a odhalení ruské dezinformační a propagandistické války. Po 9 bodech prodchnutých třeskutou rusofobií se bigotní katolička zabývá metodami Islámského státu. A to v celých 8 bodech. Zdá se tedy, že v jejích očích jsou islámští radikálové a jejich metody radikalizace poměrně rozsáhlé muslimské obce uvnitř EU podstatně méně nebezpeční než Rusko, které se odmítá stát surovinovým přívěskem států EU. V dalších odstavcích se dočteme, například že „a vyzývá členské státy, aby přizpůsobily a aktualizovaly své právní předpisy“ nebo „aby plně prováděly a prosazovaly stávající právní předpisy týkající se projevů nenávisti“. Pokud budu tuto formulaci brát vážně, autorka zprávy bude jistě záhy, nejspíše v Polsku, vyšetřována pro šíření chorobné rusofobie.

Instead of truly working to address the real threats coming from Daesh, this report was drafted to finance anti-Russian propaganda from the EU budget. Here I believe we have a contradiction in terms since ‘independent media’ which will be in charge of counter-propaganda is going to be financed by the EU, therefore not leaving much options for the latter to be truly independent.

  Béla Kovács (NI), írásban. – Megszokott dolog a jelentések kidolgozói részéről, hogy árukapcsolást hoznak létre úgy, hogy valami kevéssé elfogadható anyagrészt az egészséggel, emberi-, vagy kisebbségi jogokkal, kis- és középvállalatok érdekeire, miegyébre való hivatkozással tesznek megszavazandóvá. Ebből adódóan sok mindennel találkoztam már az EP-ben, de ennyire durván csúsztató anyaggal még nem. Egy jelentésben összekötni egy jogállam nemzeti sajtóorgánumainak tevékenységét a világ jelenlegi legnagyobb terrorista szervezetének propagandagépezetével, a kettő közé egyenlőségjelet téve, hajmeresztő. De ez még tovább lett fokozva az által, hogy az EU elleni propagandakampány eszközeit az állami szereplővel szembeni harchoz kéri a jelentéstevő. A terroristákat nem kívánja zaklatni, hisz azok szerinte ártalmatlanok.

Bárkinek, aki nyitott szemmel, füllel jár a világban, feltűnik a tengerentúli tőkéből bőségesen finanszírozott NGO-k és sajtó hallatlan médiatúlsúlya, de akár Udo Ulfkotte és más tényfeltárók írásaiból is tájékozódhat. Az ilyen jellegű durva propagandabeavatkozás nem csípi az érintettek szemét? Mélyen felelőtlen, kirívóan szélsőséges a jelentés és nagyon elszomorító, hogy a létező demokrácia ennyire mélyrepülésben van.

  Miapetra Kumpula-Natri (S&D), kirjallinen. ‒ Kenellekään ei liene epäselvää, että disinformaatio, valeuutiset ja propaganda ovat vahingollisia sekä kansalaisille että valtioille. Post-fakta-aika palvelee valheilla ja provokaatiolla ratsastavaa populismia ja syö eurooppalaista arvopohjaa, johon kuuluvat vapaus ja demokratia.

Päätöslauselmassa on hyviä ja kannatettavia ajatuksia. En kuitenkaan katso, että Venäjän ja ISISin rinnastaminen edesauttaa välttämätöntä vuoropuhelua. Päätöslauselmassa myös käytetään Venäjän toimista termiä ”sota” (informaatiosota, propagandasota jne.). Aikana, jolloin Venäjä käy myös todellista sotaa, ei ole järkevää puhua sodasta sellaisissa tilanteissa, joissa kyseessä ovat pikemminkin vaikutusyritykset tai propaganda.

Tällä hetkellä EU yrittää painostaa Venäjää käyttäytymään paremmin. Painostusyritykset talouspakotteista julkilausumiin eivät ole saaneet Venäjää muuttamaan käytöstään. Painostuskeinoja voidaan yhä jatkaa, mutta rinnalla haluaisin nähdä EU:n vahvan tuen Venäjän omille kansalaisjärjestöille ja osalle sen oppositiota. Muutokseen tarvitaan painetta myös sisältä.

Äänestin tyhjää, koska vaikka raportissa on paljon hyviä kohtia, sen puutteet ovat liian suuret, jotta voisin hyväksyä sen.

  Giovanni La Via (PPE), per iscritto. – L'Unione europea, nonostante le diverse sfide e minacce cui è sottoposta, è stata in grado di difendere i principi fondatori di integrazione, unità, determinazione e cooperazione, e rappresenta pertanto un modello da seguire. Pur non di meno, tra le varie minacce, l'UE è sempre più soggetta a una propaganda ostile, mirata a seminare terrore, insicurezza, volta a screditare le istituzioni e mettere in dubbio i valori democratici, lo Stato di diritto e i diritti umani. La relazione, dunque, segnala gli attori principali di questa propaganda, tra cui alcuni gruppi terroristici, ed enfatizza la necessità, da parte dell'Unione, di concentrarsi su strategie di comunicazione volte a contrastare la minaccia della disinformazione promossa da una simile propaganda. La proposta chiede una maggiore cooperazione tra gli Stati membri; la messa a disposizione di risorse rilevanti a sostenere le proprie campagne di propaganda strategica e capaci di mettere a nudo e affrontare la guerra di disinformazione e di radicalizzazione dell'ISIS/Daesh; nonché una strategia a livello europeo capace di contrastare questa propaganda ostile. Esprimo, di conseguenza, parere favorevole alla relazione sulla comunicazione strategica dell'Unione europea per contrastare la propaganda contro di essa a opera di terzi.

  Constance Le Grip (PPE), par écrit. ‒ L’Union européenne est souvent visée par des campagnes de propagande provenant d’acteurs étatiques ou non étatiques, qui menacent l’Union elle-même et les États membres. Cela concerne plus particulièrement le groupe «État islamique», dont la propagande a pour objectif d’embrigader des jeunes, promouvoir l’islamisme radical, nuire aux valeurs et intérêts européens ou inciter à la haine contre nos peuples. Notre engagement doit être total face à ce fléau.

Certaines actions menées par la Russie sont également ambigües. Néanmoins, contrairement à ce que propose le rapport, j’estime qu’il est souhaitable de garder des relations diplomatiques et politiques avec ce pays. Pour cette raison, j’ai préféré m’abstenir sur le vote final.

Au rayon des sources identifiées de ces menaces, elles sont deux, placées à égalité: la Russie et le groupe «État islamique». On observe ici toutes les dérives obsidionales de l’UE qui, à défaut d’avoir une quelconque existence en matière de défense et de politique de sécurité, essaie de manifester son existence en manipulant les peurs et en déformant la réalité pour faire l’amalgame entre la Russie - un État souverain - et le groupe «État islamique»- une organisation terroriste.

Je ne peux que m’opposer à une vision honteusement déformante et inquiétante, et ai voté CONTRE ce tissu de malhonnêteté.

  Paloma López Bermejo (GUE/NGL), por escrito. ‒ Nos encontramos aquí ante un ejemplo más de la rusofobia de este Parlamento y que sobredimensiona constantemente las diferencias entre Rusia y la Unión.

El informe es un ataque frontal a los medios de comunicación, llamando a usar instrumentos de la OTAN, como el Centro de Excelencia de Comunicaciones Estratégicas (COE STRATCOM), para combatir a los medios de comunicación rusos. Además, llama a prestar apoyo directo a medios de comunicación «independientes», lo que es una paradoja, ya que al patrocinarlos desde organizaciones europeas, estos medios dejarían obviamente de ser independientes.

No contentos con esto, en el informe, y siguiendo esa retórica paranoica antirrusa, se sostiene que «los servicios de seguridad y de inteligencia concluyen que Rusia tiene la capacidad y la intención de realizar operaciones destinadas a desestabilizar a otros países», continuando con la retórica militarista y abocándonos a una escalada de tensión inaceptable.

El informe identifica dos amenazas relativas a la propaganda: un actor estatal, Rusia, y grupos terroristas como Dáesh, y se centra en conceder a la Unión los medios para apoyar sus propias campañas estratégicas de propaganda, principalmente contra Rusia, país de la ONU a quien pone al mismo nivel de amenaza que Dáesh.

Mi voto fue claramente en contra.

  Antonio López-Istúriz White (PPE), por escrito. ‒ El presente informe aborda la cuestión de ciberseguridad, en especial los ataques que sufre la Unión por parte de medios y propaganda que buscan desacreditarla a ella y sus instituciones. Asimismo, se centra en la lucha contra la propaganda del Dáesh en internet.

El informe propone, entre otros, estudiar las fuentes de financiación de la propaganda antieuropea, aumentar la visibilidad de los académicos musulmanes moderados que tengan credibilidad para deslegitimizar la propaganda del Dáesh y crear un sitio, en redes sociales muy utilizadas para desacreditar a la Unión e incitar al odio, destinado al público en general que agrupe los distintos medios destinados a detectar la desinformación y que explique su funcionamiento.

Doy mi voto favorable al informe, porque es importante acabar con las desinformaciones que en definitiva atentan contra algo tan importante como es el poder acceder a una información objetiva y de calidad por parte de los ciudadanos, lo que es esencial para poder formarse en una sociedad democrática y de derecho.

  Bernd Lucke (ECR), schriftlich. ‒ Der Bericht zur „strategischen Kommunikation der EU, um gegen sie gerichteter Propaganda von Dritten entgegenzuwirken“ ist problematisch. Das Anliegen ist es zunächst, Propaganda exterritorialer Akteure, namentlich Russlands und des IS, zu bekämpfen und eine Gegenpropaganda einzurichten. Dass es russische Propaganda gibt, ist unbestritten und wird beispielsweise auch durch NATO-Dokumente belegt. Gerade in Osteuropa, wo die Medien kleinerer Staaten oft relativ finanzschwach sind, besteht die Gefahr einer russisch dominierten Einseitigkeit des Informationsangebotes. Einige Staaten unterstützten auch politische Parteien innerhalb der EU mit erheblichen Beträgen.

Die Frage ist aber, wie man diese Propaganda identifiziert und wie man sie einschränkt, ohne das Informationsinteresse der Bevölkerung zu schädigen. In der Abwägung beider Anliegen muss also eine Abwägung getroffen werden. Ist die Gefahr durch Propaganda Dritter höher einzuschätzen als die Gefahr einer Zensur wichtiger Informationen durch die EU? In der Abwägung habe ich mich trotz erheblicher Bedenken entschlossen, dem Bericht zuzustimmen.

  Ivana Maletić (PPE), napisan. ‒ EU se obvezala na to da će svoje djelovanje na međunarodnoj sceni provoditi prema načelima kao što su demokracija, poštovanje ljudskih prava i temeljnih sloboda te sloboda medija, dostupnost informacija, sloboda izražavanja i medijski pluralizam i slično. Izvješće naglašava kako neprijateljska propaganda protiv EU-a poprima različite oblike i u njenu svrhu se upotrebljavaju razna sredstva, prilagođena profilima država članica, kako bi se izvrnula istina, izazvala sumnja, razjedinile države članice i prouzročilo razilaženje između Europske unije i njezinih sjevernoameričkih partnera. Sredstva koja se upotrebljavaju u svrhu propagande su izazivanje straha i nesigurnosti u građanima EU-a i predstavljanje neprijateljskih državnih i nedržavnih aktera jačima i uspješnijima nego što jesu u stvarnosti. Izvješće naglašava kako su strateška komunikacija i informacijski rat vanjski i unutarnji problem EU-a i izražava zabrinutost zbog toga što se neprijateljska propaganda službi brojnim širiteljima informacija unutar EU-a.

Rusija ulaže znatna financijska sredstva u svoje instrumente dezinformiranja i propagande primijenjene bilo izravno državnim kanalima bilo posredstvom poduzeća i organizacija koje kontrolira Kremlj. Također, često daju financijsku potporu političkim ekstremistima i kampanjama dezinformiranja velikih razmjera u masovnim medijima. Izvješće potiče vlade država članica na oprez u pogledu ruskih operacija informiranja u Europi i na dijeljenje kapaciteta i suprostavljanju takvim operacijama, stoga sam podržala ovo izvješće.

  Светослав Христов Малинов (PPE), в писмена форма. ‒ На 23 ноември беше приета резолюция на Европейския парламент за Стратегическа комуникация от ЕС за противопоставяне на пропагандата, насочена срещу Европейския съюз от трети страни.

Развитието на технологиите и комуникацията предлага все повече възможности за упражняване на свободите на гражданите и журналистите. Същевременно интернет, като инструмент с възможна двойна употреба, крие редица опасности. ЕС трябва да положи всички усилия, за да запази ценностите на демократичния и медийния плурализъм, свободата на словото, но и да гарантира качествена информираност на своите граждани. Назоваването на преките заплахи в лицето на руската пропаганда и дезинформационната кампания на конструкти като ДАЕШ е ключов елемент от изграждането на по-ефективна комуникационна политика на ЕС.

Единственият възможен отговор на Европейския съюз се състои в насърчаване свободата на медиите, засилване ролята на оперативна група Стратегическа комуникация и осигуряване на по-голяма видимост на постиженията на Съюза. Вярвам, че истината е най-силното оръжие в борбата с дезинформацията в ерата на пост-истината и бих приветствал по-нататъшните действия на ЕС в тази посока.

Vienā ziņojumā teroristiskās organizācijas apvienošana ar konkrētu valsti ir spilgts propagandas paņēmiens. Galvenais mērķis ir skaidrs: parādīt, ka Krievija un Daesh ir teju viens un tas pats.

Līdz šim es domāju, ka Eiropas Savienībai ir nelokāma morālā pozīcija, ka pret propagandu var cīnīties ar faktiem un objektivitāti. Kad Parlaments nobalsoja par šo ziņojumu, sapratu, ka esmu maldījies.

Ce rapport émet un certain nombre de propositions afin de lutter efficacement contre la diffusion de désinformations hostiles à l’égard de l’UE.

Au-delà du manque de substance sur les moyens de mise en œuvre de ces propositions, le texte se focalise sur deux menaces: l’une venant de Russie, l’autre du groupe «État islamique». Ces deux entités sont traitées de manière identique alors qu’il s’agit d’une part d’un État et, de l’autre, d’une organisation terroriste.

Malgré l’utilité de chercher à lutter contre la propagande dirigée contre l’UE, les trop nombreuses imprécisions et confusions au sein de ce texte me poussent à m’abstenir.

Europos valstybės pastaraisiais metais susiduria su ypač intensyviomis propagandos, dezinformacijos kampanijomis, kuriomis siekiama kvestionuoti fundamentalias, Europos puoselėjamas, demokratines vertybes, ardyti ES valstybių narių vienybę, kelti destrukciją. Pasitelkdamos įvairius kanalus ir metodus šias kampanijas vykdo tiek Rusija, tiek teroristinės grupuotės.

Realiausias Europos atsakas į šias kampanijas – visuomenės informuotumo didinimas apie šių kampanijų specifiką, užsakovus, finansavimo šaltinius ir tikruosius kėslus. Švietimas yra pats svarbiausias veiksnys, įgalinantis piliečius kritiškai analizuoti žiniasklaidos turinį ir reaguoti į dezinformaciją.

Persuadé d’une prochaine attaque russe contre l’UE, il ressort le vocabulaire de la guerre froide et se montre le premier acteur de l’escalade des tensions avec la Russie. Ce rapport sur la contre-propagande commence par comparer un État membre du Conseil de sécurité de l’ONU avec une organisation terroriste. Pour le reste, vous pourrez chercher à la loupe les mesures contre le groupe «État islamique». L’objet est de dénoncer une «guerre de propagande» orchestrée par Moscou contre l’Union européenne. Ceux qui s’opposent à un «récit positif» sur l’UE sont repeints en «extrémistes et populistes», qui oseraient briser la cohésion de «l’Occident». Le rapport demande de promouvoir des médias «indépendants» en UE et en Russie... en les finançant avec l’argent de l’UE. Drôle de vision de l’indépendance. «Il convient d’évaluer de manière critique la façon de traiter les sources de médias dont il est prouvé qu’elles ont été impliquées à plusieurs reprises dans une stratégie de tromperie et de désinformation délibérées» et traquer les élus qui s’aventureraient à rencontrer leur contreparties russes. Je vote contre cette logique du bloc contre bloc dangereuse !

A estratégia de propaganda e desinformação de países terceiros contra a UE pode assumir diferentes formas e envolver, designadamente, meios de comunicação social tradicionais, redes sociais, programas escolares e partidos políticos, tanto na União Europeia como fora dela.

  Louis Michel (ALDE), schriftelijk. – In de oorspronkelijke opzet van het verslag lag de nadruk op de noodzaak een duidelijke strategie aan te nemen tegen vijandige propaganda en desinformatie die worden verspreid door derden, die erop gericht zijn Europa en haar samenleving te ontwrichten en jongeren aanzetten tot geweld tegen de samenleving waarin ze zijn opgegroeid. Daarom steun ik ook alle initiatieven en instrumenten die boodschappen van haat en propaganda tegengaan en jongeren en mensen weerbaar en immuun maken voor de perfide effecten van propaganda.

Het probleem met dit verslag is echter dat in de beoordeling van het fenomeen propaganda Rusland en het terroristische Da’esh op dezelfde hoogte worden geplaatst en op dezelfde manier worden behandeld. Daarom heb ik het verslag niet goedgekeurd, wat niets afdoet aan het feit dat propaganda naar mijn mening altijd moet kunnen worden weerlegd en het geen twijfel lijdt dat de gruwelpraktijken van Da’esh ten scherpste moeten worden veroordeeld.

  Miroslav Mikolášik (PPE), písomne – Európska únia, jej partneri, členské štáty i občania v súčasnosti čelia informačnej vojne z viacerých strán. EÚ je pod nátlakom 2 hlavných propagačných prúdov: zo strany Ruska, ktoré sa snaží o narušenie integračného procesu EÚ aj tým, že podporuje sily namierené proti Únii, najmä extrémne pravicové strany, populistické hnutia, ktoré popierajú základné hodnoty liberálnej demokracie. Na druhej strane pôsobí propaganda teroristickej organizácie Dá´iš/ISIS, ktorá presadzuje politickú, náboženskú a sociálnu nenávistnú rétoriku na európskej i svetovej úrovni. V rámci opatrení EÚ zameraných na boj s propagandou musí Únia posilniť ochranu v kybernetickej oblasti a zaistiť odolnosť informačných systémov EÚ. Členské štáty musia viac spolupracovať pri ochrane spoločností. Na domácej pôde i vo svojom susedstve má veľký význam zvyšovanie informovanosti, vzdelávania, gramotnosti týkajúcich sa internetových médií, aby boli občania schopní kriticky vyhodnotiť informácie, ktoré sa k ním dostávajú. Je potrebné zvyšovať povedomie o radikalizácii, aby sa zabránilo náborom, najmä mladých ľudí. Prostredníctvom svojej vonkajšej činnosti by mala EÚ naďalej aktívne presadzovať rešpektovanie základných práv a slobôd, najmä slobody prejavu, zhromažďovania sa, právo na prístup k médiám a nezávislosť médií v susedských krajinách.

  Csaba Molnár (S&D), írásban. ‒ A Külügyi Bizottság jelentésének célja a radikalizmus és a terrorista propaganda megerősített tagállami és uniós együttműködés révén történő kezelése. Külön kitér két fenyegetésre: arra, hogy Oroszország az uniós partnerekkel meglévő kapcsolatait és a velük tartott találkozókat a valódi párbeszéd kialakítása helyett inkább propagandacélokra és arra használja fel, hogy nyilvánosan gyengítse az Unió közös álláspontját, továbbá az ISIL/Dáis információs hadviselésének félretájékoztatási és radikalizálódási módszereire. Fölvázolja a propaganda elleni fellépés uniós stratégiáját, amelynek középpontjában az alapvető jogok és szabadságok tiszteletben tartásának aktív előmozdítása áll, ugyanis a véleménynyilvánítás szabadságának, a gyülekezési szabadságnak, az információkhoz való hozzáférés jogának és a média függetlenségének támogatása a szomszédos országokban erősíti az EU propaganda ellen irányuló fellépéseit.

Szorgalmazza a médiapluralizmus és a média objektivitásának, pártatlanságának és függetlenségének a nem állami szereplőkre is kiterjedően történő megerősítését az Európai Unióban és szomszédságában, és megdöbbenését fejezi ki a média függetlenségével és szabadságával kapcsolatos, egyes uniós tagállamokbeli problémák miatt. A tervezetet megszavaztam.

However, there are elements in the report itself which could be perceived as a propaganda.   Luigi Morgano (S&D), per iscritto. ‒ La propaganda contro l'Unione europea è un dato di fatto che non può essere negato e che richiede immediatamente una reazione in termini di contro comunicazione mediatica. L'opera di disinformazione perpetrata dalla Russia e dall'ISIS contro l'UE e quindi contro i valori europei non è più accettabile. L'Unione europea, che si fonda sui valori di libertà, uguaglianza, democrazia, Stato di diritto, rispetto dei diritti umani e delle libertà fondamentali, accesso ad un'informazione plurale, non può accettare questi comportamenti. Le violazioni di cui la Russia si è resa responsabile, annettendo la Crimea e conducendo una guerra ibrida nel Donbass, oltre alle continue ingerenze del Cremlino nel contesto dei media europei, hanno messo in tensione il rapporto con l'Unione. D'altra parte, le tecnologie belliche dell'informazione e delle comunicazioni, di cui l'ISIS fa continuo uso per giustificare le proprie azioni e reclutare giovani europei, rappresentano una concreta minaccia per la sovranità degli Stati membri e l'integrità europea. Per queste ragioni ho votato a favore di questa importante risoluzione, che definisce i rischi di questa guerra dell'informazione che porta con sé minacce sia nella stabilità esterna che interna dell'Unione.

  József Nagy (PPE), írásban. ‒ Fontos, hogy az Európai Unió képes legyen gyorsan reagálni minden felmerülő veszélyre. A közvetlen biztonsági fenyegetéseken kívül foglalkoznunk kell az európai értékek ellen irányuló támadásokkal is. Az EU ellenes propagandát olyan célok hajtják, mint a kétségkeltés, a tagállamok megosztása és a stratégiai megállapodások legyengítése. A propaganda mögött álló csoportok leghatékonyabb eszköze a félelemkeltés és a szabadságérzés korlátozása. Ezt az üzenetet közvetítik az Európa ellen elkövetett terrortámadások is. Támogatom a stratégiai kommunikációs munkacsoport tevékenységeit és bízom benne, hogy a propaganda elleni cselekvési tervek meghozzák a várt eredményt.

  Norica Nicolai (ALDE), în scris. ‒ M-am abținut de la votul pe acest raport, care, deși punctează anumite aspecte reale în ceea ce privește dezinformările și manipulările la care suntem supuși cu toții într-o societate extrem de dependentă de media, nu cred că este necesar. Nu consider că este rolul nostru, o instituție publică, să intervenim și să reglementăm comunicarea de masă.

Provin dintr-o fostă țară comunistă și am o reticență crescută față de cenzură, față de restricțiile impuse de autorități comunicatorilor, pentru că mass-media se cenzurează după propriile reguli, după propriile regulamente și în funcție de public. Zona de comunicare de masă, cu toate deficiențele ei, merită încrederea noastră, ca parteneri într-o societate în care fiecare putere își are stabilită zona de influență.

Nu în ultimul rând, am ales să mă abțin de la votul pe un acord care practic pune în aceeași categorie Rusia și ISIS, ceea ce consider a fi o lipsă de tact diplomatic și o incitare care nu era necesară.

  Luděk Niedermayer (PPE), písemně. ‒ Podpořil jsem zprávu, která správně zdůrazňuje, že informační válka není jen vnějším, ale i vnitřním problémem EU. Tato oblast představuje jedno z klíčových témat dneška. Strategie propagandy a dezinformací vůči EU ze strany třetích zemí může mít různé formy a může využívat tradiční média, sociální sítě, školní osnovy či politické strany, příkladem budiž extrémně pravicová francouzská Národní fronta Marine Le Penové. Zpráva se podle mého názoru měla více soustředit na Rusko jako hlavní zdroj této nepřátelské propagandy vůči EU a dát tím najevo, že právě ruskou propagandu považuje za největší hrozbu pro stabilitu v EU. Místo toho však zpráva vyhrazuje stejný prostor i propagandě tzv. Islámskému státu, která je v porovnání s tou ruskou podstatně méně sofistikovaná, a tedy i nebezpečná. Na strategii EU pro boj proti propagandě by se proto měly vyčlenit dostatečné materiální a lidské zdroje, aby toto riziko naši budoucnost méně ohrožovalo.

Visų pirma, didesnis dėmesys turi būti skiriamas tvirtesnio valstybių narių ir ES bendradarbiavimo priemonėms. Reikia stiprinti veiksmus, nukreiptus prieš terorizmo grėsmes, laikantis žmogaus teisių ir teisinės valstybės principų. Tačiau kovojant su trečiųjų šalių skleidžiama prieš ES nukreipta propaganda ir dezinformacija, turėtų būti siekiama palaikyti konstruktyvius ryšius su trečiosiomis šalimis. Pažymėtina, jog siekiant pašalinti įtampą su kaimyninėmis trečiosiomis šalimis turi būti skatinamas platesnis politinis ir diplomatinis dialogas bei taikaus bendradarbiavimo susitarimai.

Būtina užkirsti kelią „Da’esh“ gauti finansavimo ir lėšų iš naftos arba prekybos ginklais. Todėl kai kurios valstybės narės turėtų atitinkamai peržiūrėti savo santykius su tam tikromis trečiosiomis šalimis, nes tai ypač svarbu siekiant užkirsti kelią radikalizacijai ir apsaugoti ES vertybes.

  Δημήτρης Παπαδάκης (S&D), γραπτώς. ‒ Επισημαίνουμε ότι η καταπολέμηση της προπαγάνδας δεν μπορεί να γίνει με περισσότερη προπαγάνδα αλλά με περισσότερα θετικά μηνύματα και εκστρατείες ευαισθητοποίησης και πληροφόρησης.

Το σχέδιο ψηφίσματος υπογραμμίζει ότι η Ευρωπαϊκή Ένωση υφίσταται αυξανόμενες συστηματικές πιέσεις για την αντιμετώπιση εκστρατειών παραπληροφόρησης και προπαγάνδας, από διάφορες χώρες και μη κρατικούς φορείς, που χρησιμοποιούν ένα ευρύ φάσμα εργαλείων, όπως ψευδο-πρακτορεία ειδήσεων και διαδικτυακά «τρολ», με στόχο την αμφισβήτηση των δημοκρατικών αξιών και τη διαίρεση της Ευρώπης.

Σε καμία περίπτωση όμως δεν εξισώνω τη Ρωσία με το Ισλαμικό Κράτος. Πρέπει να υπάρξει ξεκάθαρος διαχωρισμός και να μην παρομοιάζουμε την Ρωσία με το Ισλαμικό Κράτος. Είναι ανεύθυνο να τεθεί ένα κράτος όπως η Ρωσία στο ίδιο επίπεδο απειλής με το Ισλαμικό Κράτος. Η Ρωσία πρέπει να αναγνωρισθεί ως ένας βασικός εταίρος της Ευρωπαϊκής Ένωσης και βασικός παγκόσμιος παράγοντας, τόσο όσον αφορά την εξωτερική ασφάλεια όσο και τον κοινό αγώνα κατά του Ισλαμικού Κράτους.

  Aldo Patriciello (PPE), per iscritto. ‒ Mi astengo dal votare la proposta dei miei colleghi poiché ritengo che allo stato attuale dei fatti assistiamo a un notevole incremento del numero dei pericoli che possono colpire e danneggiare i cittadini dell'Unione europea, quindi sarebbe idonea aggiornare costantemente la popolazione con un continuo scambio di informazione tra Stati membri. Però, allo stesso tempo, ritengo che sia sbagliato vedere una cospirazione contro l'Unione europea in tutto ciò che ci circonda, anzi gli Stati membri dovrebbero collaborare tra di loro trasmettendo sicurezza ai loro cittadini e non allarmandoli, trascinandoli, in una guerra mediatica con Stati extra europei.   Marijana Petir (PPE), napisan. ‒ Smatram da je važno da se na institucionalnoj razini osvijesti važnost borbe protiv propagandnih ratova usmjerenih protiv Europske unije te da to prijeđe fazu evolucije od onoga što nam je svima poznato i čega smo svjesni prema jasnom položaju Europske unije koji daje odgovarajuće mjere i mehanizme sprječavanja ovih negativnih fenomena. Posebno bih pozvala Europski parlament i Komisiju da s većim fokusom prate događanja u bliskom susjedstvu Unije, pogotovo da se fokus usmjeri na događanja u Srbiji, Crnoj Gori i Bosni i Hercegovini. U ovim državama na djelu je snažna proruska propagandna akcija koja je eskalirala u nekoliko slučajeva - na parlamentarnim izborima u Crnoj Gori, nezakonitom referendumu održanom u Republici Srpskoj te nedavnim vojnim vježbama ruske, srbijanske i bjeloruske vojske u blizini hrvatske granice. U Bosni i Hercegovini postoje naznake islamističke radikalizacije te je nužno raditi i na suzbijanju ovog zabrinjavajućeg trenda. Hrvatsko susjedstvo ne smije postati meki trbuh Europe i nužno je da Europska unija i dalje daje snažnu potporu europskoj perspektivi ovih zemalja te da se osigura neovisnost medija, provjerenost informacija i očuvanje istinskih europskih vrijednosti.

Il met sur le même plan la Russie et l'organisation terroriste État islamique, ce qui est aussi scandaleux qu'absurde. Il fait donc preuve d'un aveuglement idéologique très éloigné de toute diplomatie intelligente. Par ailleurs, il oublie une réalité: la propagande la plus efficace contre l'Union européenne, c'est la politique menée par l'Union et ses résultats désastreux pour les peuples qui la subissent. Les citoyens ont analysé par eux-mêmes la catastrophe européiste, ils n'ont pas eu besoin qu'un État tiers leur dicte que penser. Je vote bien évidemment contre ce rapport.

  Tonino Picula (S&D), napisan. ‒ EU, njegove države članice i građani su pod sustavnim i sve većim pritiskom da odgovore na kampanje dezinformacija i propagande. Pokušava se dovesti u pitanje i potkopati europski politički narativ koji se temelji na demokratskim vrijednostima, ljudskim pravima i vladavini prava – kako u očima građana EU-a, tako i njemu susjednih zemalja. Neprijateljska propaganda protiv EU-a poprima brojne oblike, često prilagođene profilima država članica. Želi se izazvati sumnju i razjediniti države članice te paralizirati procese donošenja odluka. Zazivanje straha i nesigurnosti u građanima EU-a jedno je od najvažnijih sredstava koje se upotrebljava, kao i predstavljanje neprijateljskih državnih i nedržavnih aktera jačima i uspješnijima nego što jesu u stvarnosti. Strategija antieuropske propagande obuhvaća tradicionalne medije, društvene mreže, školske programe i utjecaj na političke stranke u Europskoj uniji i izvan nje.

Pozivam EU i njegove države članice da poduzmu dosljedne mjere u cijelom EU-u protiv govora mržnje koji netolerantni, radikalni propovjednici sustavno promiču u svojim istupima. Nadležne institucije moraju pomno pratiti izvore financiranja antieuropske propaganda.

  João Pimenta Lopes (GUE/NGL), por escrito. ‒ Este relatório mais não é do que um elemento do aprofundamento do carácter reacionário e antidemocrático da União Europeia. Partindo de valores que diz defender, alarga o seu âmbito às liberdades de comunicação, informação e expressão. Valores que as políticas da União Europeia contrariam e comprometem, de que é o mais crasso exemplo a crise humanitária dos refugiados.

Integra uma estratégia de vitimização, construindo um suposto contexto de ofensiva contra a UE, numa pretensa guerra de informação sem precedentes, uma poderosa ofensiva mediática, diz-se, comprometendo a sua integridade territorial e a soberania dos Estados, procurando a desestabilização interna da UE e dos membros da NATO.

Promove-se abertamente a intervenção e a ingerência externas num discurso a que não falta uma retórica anticomunista retrógrada e bafienta, procurando confundir a Rússia capitalista de hoje com a URSS.

Argumentos usados para avançar para a limitação e mais controlo de meios de comunicação social, da internet, de programas escolares e até partidos políticos.

Absolutiza-se como verdadeira a informação da UE, distinguindo propaganda e crítica, balizando o que é a crítica aceitável.

Abrem-se assim as portas da censura que tantas páginas negras escreveu em solo europeu. Práticas dignas de regimes autoritários e ditatoriais.

  Miroslav Poche (S&D), in writing. ‒ The main point of the report is to counter propaganda and radicalisation through cooperation between the Member States and the European institutions. Unfortunately, the report identifies two threats regarding propaganda: a non-state actor, the terrorist group known as Daesh or ISIS, and a state actor, Russia. I believe the propaganda targeting EU and its citizens is an undeniable fact, the need to react by strategic communication is apparent, but mixing the state and non-state actors is not the correct approach.

However, the fact that the EU states are subject to a very strong propaganda, while the Russian one is more present in the Central and Eastern Europe, made me express my support to the report. I am persuaded, however, that further attention should be given to both Russian and Daesh actions, but in a separate way. The separation is necessary not only because of the political gap but also because of the different strategic communication targets. Countering the propaganda and the radicalisation requires cooperation between the Member States and the European institutions. We should not underestimate the role of efficient propaganda and visible impacts on our society.

  Salvatore Domenico Pogliese (PPE), per iscritto. ‒ La relazione individua due minacce principali per quanto riguarda la propaganda da parte di paesi terzi: un attore statale, segnatamente la Russia, e gruppi terroristici come Daesh. Nel testo si invita ad affrontare la radicalizzazione e la propaganda terroristica attraverso una cooperazione rafforzata a livello degli Stati membri e dell'UE. Si tratta di una proposta sensata che mi trova perfettamente d’accordo. Il problema è che il testo si focalizza anche sul fatto che l'UE sia vittima di un’attività di propaganda filo-russa portata avanti dal governo di Mosca. Fermo restando che personalmente ritengo che la Russia non rappresenti attualmente un nemico e una minaccia per la sicurezza dell'UE, reputo profondamente sbagliato puntare il dito contro delle iniziative che non possono in alcuno modo essere paragonate all'azione propagandistica perpetrata da gruppi terroristici. Ancora una volta alcuni membri del Parlamento europeo si sono fatti influenzare dai loro pregiudizi antirussi. Pertanto mi sono astenuto.

  Tomasz Piotr Poręba (ECR), na piśmie. ‒ Sprawozdanie zajmuje się przeciwdziałaniem propagandzie stosowanej wobec UE oraz państw członkowskich na różnych poziomach, mówi o niezbędnych ustaleniach i zmianach między instytucjami, które pozwoliłyby na szybszą i lepszą reakcję na działania podejmowane zarówno przez Federację Rosyjską, jak i rekrutację bojowników ISIS.

Jednym z proponowanych rozwiązań jest wzmocnienie specjalnej grupy zadaniowej w ramach ESDZ oraz wspieranie organizacji takich jak EED (European Endowment for Democracy). Sprawozdanie skupia się również na kampaniach propagandowych i informacyjnych prowadzonych przez Kreml wobec krajów Partnerstwa Wschodniego i opisuje je jako część szerszych działań w ramach wojny hybrydowej, zalecając bliższą współpracę między państwami członkowskimi, UE oraz organizacjami międzynarodowymi takimi jak NATO i OBWE. Niniejszym poparłem sprawozdanie.

J’ai décidé de m’abstenir de voter sur ce rapport, qui place les actions de propagande provenant de la Russie sur la même échelle que la propagande produite par des organisations dangereuses telles que le groupe «État islamique» ou Al-Qaida. Cela n'a aucun sens car nos véritables ennemis restent le groupe «État islamique» et toutes les autres organisations qui menacent notre sécurité et que nous devons combattre sans relâche.

  Paulo Rangel (PPE), por escrito. ‒ A União, os respetivos Estados—Membros e os seus cidadãos estão sujeitos a uma pressão crescente e sistemática para debelar a propaganda e as campanhas de informação, desinformação e deturpação da informação por parte de outras entidades do complexo poliforme que compõe a hodierna comunidade internacional, nomeadamente organizações terroristas e organizações criminosas. Não raras vezes, estes atores pretendem pôr em causa o próprio conceito de informação objetiva ou de ética jornalística e tratam todas as informações como tendenciosas ou como um instrumento do poder político pela via da distorção dos factos e pela criação de divisões entre os Estados—Membros.

É necessário reforçar o pluralismo, a objetividade, a imparcialidade e a independência dos meios de comunicação social, tanto dentro da União como na sua vizinhança. Tal é possível, apoiando jornalistas e desenvolvendo programas de reforço de capacidades destinados aos agentes da comunicação social, promovendo parcerias e redes de intercâmbio de informação, investigação relacionada com os meios de comunicação e oportunidades de mobilidade e formação para jornalistas.

Porque a liberdade de imprensa, o acesso à informação e a liberdade de expressão constituem pilares fundamentais de um sistema democrático, em que a transparência da propriedade dos meios de comunicação social e do respetivo financiamento se reveste da maior importância, aprovo o presente relatório.

The recent breakdown in relations between the west and Russia, of which both parties are guilty, has produced far more insecurity in Europe. Diplomacy and deterrence are delicate mechanisms.   Frédérique Ries (ALDE), par écrit. ‒ J’ai voté contre le rapport Fotyga à deux mains, contrairement à 208 collègues qui en pensaient la même chose mais ont choisi la voie diplomatique de l’abstention ! C’est à cause d’eux qu’il aura suffi de 304 députés sur les 691 présents pour faire passer un texte souffrant d’un péché originel inamendable: placer sur pied d’égalité l’État islamique et la Russie.

L’époque est à la guerre d’informations et l’Europe doit se doter d’une stratégie robuste pour contrer la propagande dirigée contre elle. Ce n’est pas seulement un enjeu de relations extérieures. Les campagnes de l’EI pour laver le cerveau des jeunes Européens en sont un exemple criant quand elles encouragent le terrorisme sur notre territoire. L’EI, c’est plus de 33 000 morts, 41 000 blessés, et 11 000 otages dans le monde entre 2002 et 2015.

Je suis d'accord avec la substance de ce texte, comme l'immense majorité de ceux qui l'ont comme moi rejeté. Le problème a été de traiter la Russie et l'EI dans un rapport unique. C'est ce vice de forme essentiel que je dénonce. Que nous aimions les façons de faire de Poutine ou pas, aucune solution ne sera trouvée au terrorisme mondial sans la Russie.

  Liliana Rodrigues (S&D), por escrito. ‒ O relatório identifica duas ameaças no que respeita à propaganda: o Daesh e a Rússia. O objetivo será o de combater a propaganda e a radicalização através da cooperação entre os Estados Membros e as instituições europeias.

Um dos pontos controversos e inaceitáveis do relatório é o facto de o mesmo colocar a Rússia, um Estado soberano, ao mesmo nível de uma organização terrorista.

Por esse motivo, o grupo dos Socialistas e Democratas optou pela abstenção em plenário.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ Este informe de propia iniciativa del Parlamento se refiere a dos amenazas exteriores en cuanto a la propaganda que dirigen contra la Unión: una proveniente de un actor no estatal, el grupo terrorista Dáesh y un actor estatal, la Federación Rusa, y busca contrarrestar la radicalización mediante la cooperación entre los Estados miembros y las instituciones europeas. Sin embargo, se coloca a un Estado, Rusia, en el mismo plano que un grupo terrorista.

Aunque resulta evidente la necesidad de reaccionar por medio de una comunicación estratégica contra la propaganda dirigida a la Unión y a sus ciudadanos, la mezcla de actores estatales y no estatales en el mismo plano no es un enfoque adecuado para una resolución de este Parlamento. Por ello, he decidido abstenerme en el voto.

  Claude Rolin (PPE), par écrit. ‒ J’ai voté en faveur de la communication stratégique de l’Union visant à contrer la propagande dirigée contre elle par des tiers, car la désinformation distillée par des groupes terroristes islamistes, d’une part, et de la Russie, d’autre part, fait courir un grand risque à la démocratie. Comme l’écrivait Alfred Sauvy : «Bien informés, les hommes sont des citoyens; mal informés ils deviennent des sujets». Il faut investir davantage dans la sensibilisation et l'éducation pour permettre à chacun de se forger son opinion, avec esprit critique et en toute connaissance de cause. La propagande n’a jamais rien apporté de bon et s’il convient de coopérer et de mettre des moyens pour lutter contre la manipulation, nous nous devons de le faire.

  Bronis Ropė (Verts/ALE), raštu. ‒ Gyvename informacinėje visuomenėje, kur viešai komunikuojamos žinios yra itin svarbios. Tai ne tik padeda greičiau skleisti žinias, gebėjimus bei patirtį, tačiau ir daro mūsų visuomenę labai jautrią nedraugiškų jėgų išpuoliams, melui ir propagandai. Svarstomas dokumentas, skirtas padėti kovoti su melu ir propaganda yra labai savalaikis ir reikalingas. Vienareikšmiškai jį palaikau. Kartu noriu atkreipti dėmesį, jog galutinai šios problemos neišspręsime net ir priėmę geriausius teisės aktus. Vienintelis ilgalaikis ir tvarus sprendimas – aktyvi, gerai informuota pilietinė visuomenė, pati galinti atsirinkti ir pasipriešinti melui ir propagandai. Būtent parama tokios visuomenės stiprinimui turi būti esminė ES informacinės politikos dalis ir strateginės komunikacijos prioritetas.

  Fernando Ruas (PPE), por escrito. ‒ A incitação ao ódio e ao uso da violência têm tido um progressivo impacto mediático nos últimos anos, fruto da utilização das novas tecnologias de informação e comunicação, que transmitem conteúdos de forma muito mais direta, rápida e eficaz. Particularmente preocupante é a propaganda dirigida contra a União Europeia (UE) por terceiros.

A UE e os seus cidadãos têm, por isso, estado sujeitos a uma pressão crescente, pelo que urge combater a propaganda e a informação enviesada e negativa (diria mesmo «negra») por parte de países terceiros e de intervenientes não estatais, como organizações terroristas e/ou organizações criminosas, preservando aqueles que são os seus valores fundamentais, como a democracia ou a liberdade de expressão.

Nesse sentido, delineou uma estratégia de comunicação para travar ataques com esta natureza - o Plano de Ação para uma Comunicação Estratégica.

As medidas passam por financiamento suplementar que apoie a formação e a liberdade dos meios de comunicação social (evitando informações tendenciosas), bem como a aposta na educação e a aproximação das comunidades locais.

Por concordar com a posição da relatora relativa à necessidade de uma maior cooperação e coordenação de todos os intervenientes a nível da UE para garantir o sucesso desta estratégia, votei favoravelmente este relatório.

  Lola Sánchez Caldentey (GUE/NGL), por escrito. ‒ He votado en contra de este informe sobre comunicación estratégica de la Unión contra propaganda de terceros, porque hace un análisis que deja fuera muchos aspectos de la realidad geopolítica en la que se encuentra la Unión actualmente. Fomentar discursos de odio y miedo nos parece una forma poco eficaz de acabar con las amenazas discursivas que recibe la Unión. El análisis y el tono de todo el informe es parcial y poco veraz, y se sitúa además en una línea política opuesta a la nuestra en materia de Política Exterior.

Der Bericht gilt als verstärkte Reaktion des Parlaments auf die Anwendung hybrider Strategien und Operationen durch staatliche und nichtstaatliche Akteure.

Besondere Aufmerksamkeit wird dabei auf die Aktivitäten Russlands und des ISIS, die sich gegen die EU und ihre Mitgliedstaaten wenden, gelegt.

Der Bericht fordert eine verstärkte Koordinierung auf EU-Ebene mit Blick auf die Bekämpfung von Desinformation und Propaganda.

  Maria Lidia Senra Rodríguez (GUE/NGL), por escrito. ‒ Nos encontramos aquí ante un ejemplo más de la rusofobia de este Parlamento y que sobredimensiona constantemente las diferencias entre Rusia y la Unión.

El informe es un ataque frontal a los medios de comunicación, llamando a usar instrumentos de la OTAN, como el Centro de Excelencia de Comunicaciones Estratégicas (COE STRATCOM), para combatir a los medios de comunicación rusos. Además, llama a prestar apoyo directo a medios de comunicación «independientes», lo que es una paradoja, ya que al patrocinarlos desde organizaciones europeas, estos medios dejarían obviamente de ser independientes.

No contentos con esto, en el informe, y siguiendo esa retórica paranoica antirrusa, se sostiene que «los servicios de seguridad y de inteligencia concluyen que Rusia tiene la capacidad y la intención de realizar operaciones destinadas a desestabilizar a otros países», continuando con la retórica militarista y abocándonos a una escalada de tensión inaceptable.

El informe identifica dos amenazas relativas a la propaganda: un actor estatal, Rusia, y grupos terroristas como Dáesh, y se centra en conceder a la Unión los medios para apoyar sus propias campañas estratégicas de propaganda, principalmente contra Rusia, país de la ONU a quien pone al mismo nivel de amenaza que Dáesh.

Mi voto fue claramente en contra.

However, there are elements in the report itself which could be perceived as a propaganda. Russia is not the only state involved in this activity; and putting ISIS on the same footing as a state is not appropriate.   Branislav Škripek (ECR), písomne ‒ Zdržal som sa hlasovania pri tomto uznesení. Moje zdržanie vyjadruje, že v dokumente sú kvalitné veci, za ktorými stojím, ale aj tie, s ktorými nemôžem súhlasiť. Rozhodne som proti propagande, či už ruskej alebo inej. Avšak v uvedenom dokumente sa na rovnakú váhu dáva tzv. Islamský štát a Rusko. A pri takýchto hodnoteniach som preto opatrný, nakoľko situáciu na Blízkom východe dôverne poznám z mojich osobných skúseností z tohto územia.

Zároveň na druhej strane považujem rovnako za dôležité, aby sa neprekrúcali historické fakty a takto zmanipulované dejiny sa predkladali verejnosti a hlavne mladým ľuďom, ako sme toho svedkami aj v mojej krajine, na Slovensku. A toto považujem za hrubú propagandu.

  Monika Smolková (S&D), písomne ‒ Napriek tomu, že problém s propagandou smerujúcou z tretích strán do Únie sa za posledné roky zintenzívnil, pri hlasovaní o tejto správe som sa zdržala. Súhlasím s tým, že európske krajiny sú vystavené enormnému tlaku konšpiračných a propagandistických internetových stránok, ale nie je možné, aby sme v jednej správe dávali na rovnakú úroveň štátneho aktéra, Rusko, a neštátneho aktéra, akým je Islamský štát. Propaganda, ktorej sú európski občania vystavení, je faktom, voči ktorému sa Únia bude musieť vymedziť určitou strategickou komunikáciou. Ale používať rovnaké prostriedky na boj s radikálnym islamizmom a so snahou definovať určité časti Európy ako tradičné sféry vplyvu Ruska, nie je adekvátny prístup. Proti propagande musia pôsobiť európske inštitúcie s orgánmi členských štátov, pretože situácia v jednotlivých krajinách sa značne líši. Kľúčové bude, aby sa zvyšovalo povedomie a vzdelávanie občanov o kritickom myslení. Digitálna doba je poznačená pretlakom informácií, ktoré občanov neustále zaplavujú. Snahou internetovej propagandy je ľudí zneistiť, zmiasť a rozdeliť. Podporujem preto prácu Európskej služby pre vonkajšiu činnosť, ktorá robí už dnes záslužnú prácu v odhaľovaní a dešifrovaní dezinformácií, ktoré sa internetom denne šíria.

  Michaela Šojdrová (PPE), písemně. ‒ Podpořila jsem zprávu z vlastní iniciativy o strategické komunikaci EU s cílem bojovat proti propagandě, kterou proti ní vedou třetí strany. Považuji za důležité, aby EU reagovala na aktivity, které vůči EU vytváří zejména Rusko, ale i ISIS a další státy či subjekty. Z doby před rokem 1989 si pamatuji neustále přítomnou propagandu v televizi, rozhlase i novinách, která systematicky likvidovala veškeré náznaky opozice vůči socialistickému zřízení a politice KSČ. Dnešní doba je jiná, právo na vyjadřování a přístup k informacím máme všichni, o to je složitější se v nich orientovat a zjistit, kterým důvěřovat a kterým nikoliv, které z nich byly vytvořeny k tomu, aby nás záměrně oklamaly. Rusko i ISIS hrají na stejnou notu posilováním strachu, nedůvěry a nenávisti. V České republice v současnosti registrujeme na čtyřicet webových stránek s dezinformačním obsahem, z nichž některé jsou přímo napojeny na Rusko nebo mají v názvu EU. To je velmi znepokojivé. Naším společným cílem jistě není vytváření EU propagandy, ale postavit se šíření bludů a dezinformací. Musíme bránit pravdu a učit její rozpoznání, a to již u žáků a studentů na školách. Musíme také lépe a srozumitelněji komunikovat s občany, vysvětlovat naši práci, naše společné úsilí, naše společné evropské hodnoty.

  Joachim Starbatty (ECR), schriftlich. ‒ Der Bericht zur „strategischen Kommunikation der EU, um gegen sie gerichteter Propaganda von Dritten entgegenzuwirken“ ist problematisch. Das Anliegen ist es zunächst, Propaganda exterritorialer Akteure, namentlich Russlands und des IS, zu bekämpfen und eine Gegenpropaganda einzurichten. Dass es russische Propaganda gibt, ist unbestritten und wird beispielsweise auch durch NATO-Dokumente belegt. Gerade in Osteuropa, wo die Medien kleinerer Staaten oft relativ finanzschwach sind, besteht die Gefahr einer russisch dominierten Einseitigkeit des Informationsangebotes. Einige Staaten unterstützten auch politische Parteien innerhalb der EU mit erheblichen Beträgen.

Die Frage ist aber, wie man diese Propaganda identifiziert und wie man sie einschränkt, ohne das Informationsinteresse der Bevölkerung zu schädigen. In der Abwägung beider Anliegen muss also eine Abwägung getroffen werden. Ist die Gefahr durch Propaganda Dritter höher einzuschätzen als die Gefahr einer Zensur wichtiger Informationen durch die EU? In der Abwägung habe ich mich trotz erheblicher Bedenken entschlossen, dem Bericht zuzustimmen.

  Ivan Štefanec (PPE), písomne ‒ Ruská a islamistická propaganda ohrozuje stabilitu a mier v Európskej únii. Nemôžeme proti nej bojovať nejakou protipropagandou, ale len poctivou politikou a otvorenou komunikáciou s ľuďmi. Úspech závisí len od vôle vlád členských štátov postupovať jednotne. V prípade tej slovenskej mám vážne pochybnosti, či takáto vôľa existuje.

  Jaromír Štětina (PPE), písemně. ‒ Dezinformační a propagandistická agenda dnešního Ruska vykazuje jasné paralely s dobou sovětské masové miskomunikace. V Evropském parlamentu permanentně upozorňuji na nebezpečí naší nečinnosti a naší naprosto nedostatečné obrany.

Řešení problému začíná jeho pojmenováním, a proto si cením a podpořil jsem usnesení o strategické komunikaci s cílem bojovat proti propagandě. Jeho autorkou je předsedkyně podvýboru pro obranu a bezpečnost Anna Fotyga. Dnes je již naprosto zřejmé, že informační válka a dezinformace nejsou jen vnějším, ale i vnitřním problémem EU. Zpráva dokládá, že dezinformace a propaganda jsou součástí hybridní války. Hybridní války, kterou proti nám vede Kreml. Je nejvyšší čas si uvědomit, že slovo může být silnější než raketové systémy.

Další nebezpečnou aktivitou Ruské federace, kterou zpráva zmiňuje, je finanční podpora Kremlu proti unijním silám v EU. Subjekty popírající základní hodnoty liberálních demokracií, zejména strany krajní pravice, populistické síly a hnutí jsou na vzestupu nemalou měrou i díky těmto snahám.

Náprava napáchaných škod nebude jednoduchá. Co dělat? Nezbytných kroků je velká řada, uvedu jeden příklad. Dlouhodobě upozorňuji, že dosavadní snahy jsou skandálně podfinancovány. Bod 27 hovoří o pracovní skupině pro strategickou komunikaci. Ta v řádu několika expertů působí v rámci ESVČ. Je třeba ji významně posílit a financovat dodatečnou zvláštní rozpočtovou položkou.

However, there are elements in the report itself which could be perceived as a propaganda. Russia is not the only state involved in this activity; and putting ISIS on the same footing as a state is not appropriate. Therefore, we believe that supporting quality and independent journalism more actively is the way forward.

  Beatrix von Storch (EFDD), schriftlich. ‒ Kritik an der EU ist verboten. Das geht aus der Entschließung über „Strategische Kommunikation der EU, um gegen sie gerichteter Propaganda von Dritten entgegenzuwirken“ hervor. Darin stellt das EU-Parlament Russland und die Terroristen des „Islamischen Staats“ auf eine Stufe. Beide werden der „organisierten EU-Gegenpropaganda“ beschuldigt. Kritik an der EU von innen und außen soll mit allen Mitteln verboten werden. Selbst wenn man dafür Terroristen mit Russland gleichstellt. Deswegen habe ich gegen diese Entschließung gestimmt. Das EU-Parlament geht mit „Propaganda“ sowieso sehr variabel um. Das erleben wir im Parlamentsalltag im Umgang der Verwaltung mit eurokritischen Fraktionen. Nach außen macht das EU-Parlament selbst ganz schön Propaganda: Parlamentarium, Europarl-TV, Euranet, „Haus der Geschichte der EU“ und das Europäische Jugend-Event sind ebenso Propaganda-Instrumente, und dafür gibt es immer Steuerzahlergelder. Es gibt sogar ein parlamentseigenes Propaganda-Kino: den LUX-Preis. Er wird an den besten EU-Propaganda-Film verliehen, der mit Hilfe der EU-Filmförderung produziert wurde. In diesem Jahr erklärte die Preisträgerin ohne Scham: „Filme (wie meinen) gibt es nur dank der nationalen und europäischen Subventionen.“ Dank der steuerfinanzierten EU-Filmförderung entstehen nämlich Filme, die im normalen Kino-Kunst-Wettbewerb nicht einmal aufs Papier gebracht werden würden, weil sie niemanden interessieren. Die hauseigene EU-Propaganda-Parlamentskino-Steuergeldverschwendung begann vor 10 Jahren. Wir verdanken sie der CDU-EU-Abgeordneten Doris Pack aus dem Saarland.

  Dubravka Šuica (PPE), napisan. ‒ Europska unija u posljednje je vrijeme stalna meta čitavog niza negativnih kampanja u režiji destabilizirajućih faktora u bližem i širem europskom susjedstvu. Uzimajući u obzir već narušenu sliku Europske unije i europskih vrijednosti uslijed učestalih eskalacija i na europskom teritoriju, nužno je da se unija osposobi u aktivnom pristupu borbi protiv propagande koju protiv nje provode treće strane. Uspostava mehanizama provjere i obavještavanja europskih građana o objektivnoj i činjeničnoj istini koja je različita od poruka koje šalju treće strane jedini je način očuvanja komunikacijskog integriteta unije. Poticanje slobodnog novinarstva, medijskih sloboda te inzistiranje na poštovanju najviših pravila i standarda struke moraju biti ugrađeni u jednu takvu strategiju. Stoga podržavam ovo izvješće jer je prvi korak u djelovanju protiv onih koji se protiv Europske unije bore propagandnim i informacijskim ratovanjem.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem za poročilo o strateškem komuniciranju EU zoper propagando, ki jo proti njej usmerjajo tretje strani. V zadnjih letih smo v Evropi priča spremenjenemu varnostnemu okolju. Evropska unija se tako med drugim sooča s številnimi grožnjami, propagando ter različnimi oblikami populizmov, katerih cilj je gospodarsko, politično in družbeno destabilizirana EU. Ne glede na to, da je preprečevanje groženj EU s strani tretje strani predvsem v pristojnosti držav članic, potrebujemo na ravni Evropske unije enoten okvir. Z močnejšim povezovanjem med državami članicami na eni strani ter med Evropsko unijo in zvezo Nato na drugi strani, bomo okrepili Evropo v varnostnih in obrambnih zadevah.

  Pavel Svoboda (PPE), písemně. ‒ Dnes jsem podpořil zprávu Evropského parlamentu o strategické komunikaci EU s cílem bojovat proti propagandě, kterou proti ní vedou třetí strany. Zpráva jasně pojmenovává nutnost bojovat proti propagandě, která je v současnosti integrální součástí tzv. hybridního způsobu vedení války. V případě propagandy, kterou provádí Rusko v členských státech EU, nejde ani tak o získání nových příznivců Putinovi politiky, ale o rozšiřování nepravdivých a zmanipulovaných informací za účelem znemožnění jakékoli diskuse založené na faktech. Cílem ruské propagandy je narušit spolupráci jednotlivých členských států EU a možnosti demokratické diskuse v těchto jednotlivých státech. Do budoucna však nestačí jen tyto jevy pojmenovat, ale především se proti nim aktivně bránit. K tomu je třeba vyčlenit odpovídající prostředky finanční i lidské.

  Νεοκλής Συλικιώτης (GUE/NGL), γραπτώς. ‒ Η έκθεση επιτίθεται κατά της δημοσιογραφίας και καλεί τους δημοσιογράφους να χρησιμοποιούν τα μέσα του ΝΑΤΟ, όπως το Κέντρο Στρατηγικών Επικοινωνιών, για να «πολεμήσουν» τα ρωσικά μέσα ενημέρωσης. Επίσης επιδιώκεται να εξισωθεί η Ρωσία με τις τρομοκρατικές οργανώσεις. Τέλος, η έκθεση καταγράφει μια σειρά από συνέργειες στις οποίες θα πρέπει να προχωρήσει η Ευρωπαϊκή Ένωση και τα κράτη μέλη σε συνεργασία με το ΝΑΤΟ για να αντιμετωπιστούν οι «επικίνδυνες καταστάσεις». Για τους λόγους αυτούς καταψηφίσαμε την έκθεση.

  József Szájer (PPE), írásban. ‒ A mai napon, az Európai Néppárt álláspontjának megfelelően, fideszes képviselőtársaimmal együtt szavazatommal támogattam azt a jelentést, amely a harmadik felek által kifejtett EU-ellenes propaganda elleni fellépést szolgáló stratégiai kommunikáció erősítését szolgálja. A dokumentum hangsúlyozza, hogy az EU-ellenes propaganda célja az, hogy megossza a tagállamokat, megbénítsa a döntéshozatali eljárásokat, rontsa az uniós intézmények hitelét, továbbá hogy aláássa a demokratikus értékeken, az emberi jogokon és a jogállamiságon alapuló európai narratívát. A jelentés felszólítja az EU-t és tagállamait, hogy Unió-szerte következetesen lépjenek fel az intoleráns, radikális hitszónokok által hangoztatott gyűlöletbeszéddel szemben, amely termékeny talajt teremt olyan terrorszervezetek növekedése számára, mint az Iszlám Állam és az al-Kaida. A jelentés éppen ezért hangsúlyozza a színvonalas újságírás,-oktatás és -képzés fontos szerepét a minőségi elemzések magas színvonala érdekében, és felszólítja a Bizottságot, hogy terjesszen elő jogalkotási kezdeményezéseket annak érdekében, hogy hatékonyabban fel lehessen venni a harcot a célzatos félretájékoztatással.

  Tibor Szanyi (S&D), írásban. ‒ A jelentés elfogadásánál tartózkodtam, mert bár az európai integrációt és a kontinens békéjét fenyegető jelentős és újszerű kihívásra mutat rá, egyúttal javaslatokat téve ennek kivédésére is, mégis egyúttal olyan állításokat is megfogalmaz, amelyekkel nem tudok azonosulni. Mindazonáltal külön figyelemmel voltam a jelentésben egyebek mellett bemutatott orosz propaganda-törekvésekre, mert azok erőteljesen jelen vannak az én hazámban is, különös tekintettel a szélsőjobboldali erők anyagi és politikai támogatására, a közvélemény befolyásolására, illetve az EU-tagság aláásására utaló jelekre. Az ezzel szembeni fellépés ebben az esetben különösen nehéz, mivel Moszkva az Orbán-rezsimben nem ellenfélre, hanem partnerre számíthat, amely követi és nyíltan méltatja a putyini politikai módszereket, s a migrációt és az EU-t érintő törekvésekben is lényegében Putyin forgatókönyvét hajtja végre.

A jelentésben vázolt közös, EU-szintű ellenakciót ebben az esetben azért is fontosnak tartanám, mert itt belső jelenségről, egy EU-tagállam kormányáról van szó, amely könnyen Unión belüli követőkre találhat, amennyiben az Unió a legmagasabb szinten nem képes gátat vetni ennek a veszélyes politikai játéknak. Úgy gondolom, ez nem csak része, hanem előfeltétele az EU-ellenes külső propaganda elleni kommunikációs stratégia hatékony végrehajtásának.

  Adam Szejnfeld (PPE), na piśmie. ‒ W ostatnich latach ma miejsce coraz więcej aktów propagandowych wymierzonych przeciwko Unii Europejskiej, zwłaszcza ze strony Rosji, a także Państwa Islamskiego, Al-Kaidy i innych grup terrorystycznych. Strategiczna propaganda przeciwko Unii i jej krajom ma na celu przeinaczanie faktów, wzbudzanie wątpliwości, dzielenie Unii i jej partnerów w Ameryce Północnej, sparaliżowanie procesu podejmowania decyzji, a przede wszystkich wzbudzanie lęku i niepewności wśród obywateli UE.

Wraz z aneksją Krymu i rozpoczęciem wojny hybrydowej w Donbasie Kreml nasilił propagandę skierowaną przeciwko Unii przy wykorzystaniu szerokiego wachlarza narzędzi, jak telewizja, think tanki, pseudoagencje informacyjne czy trolle mediów społecznościowych. Celem jest zakwestionowanie wartości demokratycznych, podzielenie Europy czy zyskanie poparcia wewnętrznego. Co więcej, powszechnie wiadomym jest, że Kreml finansuje działalność europejskich partii skrajnie prawicowych czy ruchów populistycznych w Europie, które negują podstawowe wartości liberalnej demokracji.

Podobne metody stosuje tzw. Państwo Islamskie i inne organizacje terrorystyczne, co ma im ułatwić rekrutowanie swoich członków na terenie Unii. Niezwykle ważna jest ściślejsza współpraca instytucji Unii i państw członkowskich w celu ochrony szczególnie młodych ludzi przed radykalizacją i rekrutacją do organizacji terrorystycznych. Tego celu nie uda się osiągnąć bez inwestowania w edukację i podnoszenie świadomości obywateli, aby ułatwić krytyczną analizę i identyfikację propagandy.

  Dario Tamburrano (EFDD), per iscritto. ‒ Ho votato contro la "Comunicazione strategica dell'Unione europea per contrastare la propaganda contro di essa a opera di terzi" poiché la considero come una chiara e ingiustificata mozione unilateralmente antirussa. Il testo invoca il potenziamento della task force UE contro "le campagne di disinformazione della Russia". La task force in questione ora è costituita da un "network di 400 esperti" che i cittadini europei stipendiano perlopiù a propria insaputa. I suoi prodotti on line sono un sito internet e un account twitter dedicati alle "bugie mediatiche favorevoli alle politiche della Russia". La mozione descrive la crescente disaffezione dei cittadini verso l'UE come un "declino del pensiero critico nel pubblico" che diventa così "più predisposto alla disinformazione e alla manipolazione", ma non lega ad esempio questa disaffezione all'austerity e alla conseguente macelleria sociale. La accosta invece al fatto che il Cremlino finanzierebbe "partiti e altre organizzazioni all'interno dell'UE" e che la sua "propaganda" colpirebbe "giornalisti, politici e individui specifici all'interno dell'UE" con lo scopo di "distorcere la verità, incutere paura, provocare dubbi e dividere l'UE". Un modo per evitare inconsciamente di prendere atto della triste realtà, cioè i disastri sociali figli delle politiche UE.

  Claudiu Ciprian Tănăsescu (S&D), în scris. ‒ În contextul societății informaționale, dezvoltarea conținutului, a modelelor, structurii și teoriilor comunicării generează oportunități și presiuni în vederea abordări sistemice și integrate a comunicării la nivelul UE, astfel încât nu doar să fie cunoscut modelul de succes care este UE cu toate valorile, principiile, reușitele sale, ci să și atragă țările să facă parte din respectivul model. În acest sens, UE trebuie să acorde prioritate eforturilor sale de comunicare strategică, implicând resurse relevante și actori, ce corespund unei abordări proactive atât în cadrul comunității europene, cât și în afara ei.

Comunicarea strategică, presupunând existența unei relații cauză-efect între activitățile de comunicare și îndeplinirea obiectivelor UE, aduce în prim plan rolul comunicării asociate unui management strategic în cadrul acesteia.

Mai mult decât atât, UE trebuie să dezvolte strategii de comunicare eficiente în vederea promovării respectării drepturilor și libertăților fundamentale prin acțiunile sale (interne si externe), implicând nu doar comunitățile locale, ci și toate părțile interesate, utilizând noile tehnologii generate de economia digitală, în vederea dezvoltării sinergetice a fluxurilor informaționale pozitive față de UE, în general.

  Claudia Țapardel (S&D), în scris. ‒ Uniunea Europeană a devenit în ultima vreme ținta unor campanii sistematice de discreditare, dezinformare și intoxicare din partea propagandei lansate de anumite țări și actori nestatali. Aceste practici derivă din amenințarea pe care o suscită valorile europene ale democrației, statului de drept, drepturilor omului și libertăților fundamentale asupra anumitor actori internaționali care nu împărtășesc aceste valori. Este vorba despre un veritabil război informațional practicat în special de către organizații teroriste cum ar fi Statul Islamic și Al-Qaida.

Pentru a contracara aceste atacuri subtile din exterior, Uniunea Europeană are nevoie de măsuri de comunicare strategică care să demaște încercările respective în fața cetățenilor europeni și care să evite discreditarea proiectului european în cadrul statelor membre. În acest sens, este nevoie de o cooperare strânsă între instituțiile europene și statele membre, în vederea monitorizării surselor de finanțare ale propagandei antieuropene, sprijinirea mass-media din țările incluse în politica europeană de vecinătate (PEV), sprijinirea educației jurnalistice în interiorul și în vecinătatea UE și a comunicării eficiente cu cetățenii. Totuși, consider că acest document are nevoie de o serie de îmbunătățiri și de un tratament diferențiat între state și actorii nestatali.

The diffusion of propaganda has become a persistent challenge to EU legitimacy and is used by outside forces to destabilise and weaken Europe’s integrity. I voted in favour of the report because I believe the EU has to do everything in its power to mitigate the spread of misinformation by those who oppose Europe and wish to destabilise the Union.

A jelentés felszólítja az EU-t és tagállamait, hogy Unió-szerte következetesen lépjenek fel az intoleráns, radikális hitszónokok által hangoztatott gyűlöletbeszéddel szemben, amely termékeny talajt teremt olyan terrorszervezetek növekedése számára, mint az Iszlám Állam és az al-Kaida. A jelentés éppen ezért hangsúlyozza a színvonalas újságírás, oktatás és képzés fontos szerepét a minőségi elemzések magas színvonala érdekében, és felszólítja a Bizottságot, hogy terjesszen elő jogalkotási kezdeményezéseket annak érdekében, hogy hatékonyabban fel lehessen venni a harcot a célzatos félretájékoztatással.

  Ivica Tolić (PPE), napisan. ‒ Podržavam „Prijedlog rezolucije Europskog parlamenta o strateškoj komunikaciji Europske unije za borbu protiv propagande koju protiv nje provode treće strane”. Njom se naglašava da se u svrhu propaganda protiv EU-a upotrebljavaju razna sredstva, često prilagođena profilima država članica, kako bi se izvrnula istina, izazvala sumnja, razjedinile države članice, prouzročilo strateško razilaženje između Europske unije i njezinih sjevernoameričkih partnera. Takva propaganda može potencijalno paralizirati procese donošenja odluka, diskreditirati institucije EU-a i transatlantska partnerstva u očima građana EU-a i njemu susjednih zemalja, te dovesti u pitanje i potkopati europski politički narativ koji se temelji na demokratskim vrijednostima, ljudskim pravima i vladavini prava.

  Ruža Tomašić (ECR), napisan. ‒ Neprijateljska propaganda protiv EU-a poprima različite oblike te se u njezine svrhe upotrebljavaju razna sredstva kako bi se izvrnula istina, izazvala sumnja, razjedinile države članice, diskreditirale institucije EU-a i transatlantska partnerstva.

Rusija se agresivno služi širokom lepezom sredstava i instrumenata kako bi dovela u pitanje vrijednosti Zapada, podijelila Europu, pribavila podršku domaće javnosti i stvorila predodžbu o državama u istočnom susjedstvu EU-a kao o državama u raspadu. S druge strane, islamističke terorističke organizacije, posebno ISIL/Daiš i al-Kaida, vode aktivne informacijske kampanje kako bi ugrozile europske vrijednosti i povećale razinu mržnje prema njima. Posebno me zabrinjava činjenica kako se ISIL/Daiš opsežno služi alatima društvenih mreža kako bi zagovarao svoje ciljeve propagande i novačenja, osobito među mladima, koji trebaju posebnu zaštitu od te opasne radikalizacije.

NATO, EU, države članice te nevladine i građanske organizacije bi trebale uspostaviti najbolju moguću koordinaciju i razmjenu informacija te usko surađivati za dobrobit svih građana EU-a. Za predloženo djelovanje nužna je suradnja i koordinacija svih relevantnih aktera na razini EU-a i na nacionalnoj razini, a jedino sveobuhvatan pristup može dovesti do uspjeha u naporima, stoga sam podržala ovo izvješće te glasovala pozitivno.

  Romana Tomc (PPE), pisno. ‒ Predlog resolucije Evropskega parlamenta o strateškem komuniciranju EU zoper propagando, ki jo proti njej usmerjajo tretje strani, sem podprla.

EU se je zavezala, da bo pri svojih ukrepih na mednarodnem prizorišču upoštevala načela, kot so demokracija, pravna država, spoštovanje človekovih pravic in temeljnih svoboščin, svoboda medijev, dostopnost informacij, svoboda izražanja in medijski pluralizem.

Nove države članice so pod vse večjim informacijskim in dezinformacijskim pritiskom, ker želijo nekateri akterji spodkopavati objektivno resnico. To pa trese demokratična načela in vrednote.

Treba se je zoperstaviti informacijskim vojnam, katerih namen je destabilizirati politično, gospodarsko in družbeno stanje v državi. Prav tako je treba legitimirati ukrepe, ki pomenijo grožnjo suverenosti in politični neodvisnosti držav članic EU, varnosti njihovih državljanov in njihovi ozemeljski celovitosti. Predvsem je problem ruskega komuniciranja.

While we should have been focusing on the professionalism and ethical behaviour of journalists, the approach seems to be to fight propaganda with counter-propaganda. Counter-propaganda which is written by anonymous sources, as in the case of EastStratCom.

In addition, we are taking a dangerous step in the wrong direction when we condemn the behaviour of a government of a state and a terrorist organisation in the same document. This sends a signal that either the Russian Government is regarded as a terrorist organisation or ISIS is a sovereign state. Either way, this is unacceptable.

  Ulrike Trebesius (ECR), schriftlich. ‒ Der Bericht zur „strategischen Kommunikation der EU, um gegen sie gerichteter Propaganda von Dritten entgegenzuwirken“ ist problematisch. Das Anliegen ist es zunächst, Propaganda exterritorialer Akteure, namentlich Russlands und des IS, zu bekämpfen und eine Gegenpropaganda einzurichten. Dass es russische Propaganda gibt, ist unbestritten und wird beispielsweise auch durch NATO-Dokumente belegt. Gerade in Osteuropa, wo die Medien kleinerer Staaten oft relativ finanzschwach sind, besteht die Gefahr einer russisch dominierten Einseitigkeit des Informationsangebotes. Einige Staaten unterstützten auch politische Parteien innerhalb der EU mit erheblichen Beträgen.

Die Frage ist aber, wie man diese Propaganda identifiziert und wie man sie einschränkt, ohne das Informationsinteresse der Bevölkerung zu schädigen. In der Abwägung beider Anliegen muss also eine Abwägung getroffen werden. Ist die Gefahr durch Propaganda Dritter höher einzuschätzen als die Gefahr einer Zensur wichtiger Informationen durch die EU? In der Abwägung habe ich mich trotz erheblicher Bedenken entschlossen, dem Bericht zuzustimmen.

  Mylène Troszczynski (ENF), par écrit. ‒ Il s'agit de lutter contre les fameuses «menaces hybrides» qui seraient des menaces contre l'Union européenne. Ces menaces ont deux sources: la Russie et le groupe «État islamique».

Ce rapport est un témoignage de la dérive obsidionale de l'Union européenne, qui, à défaut d'avoir une quelconque consistance, essaye de manifester son existence en manipulant les peurs. Ce rapport est aussi le témoin du danger que représente désormais l'UE pour la vie internationale tant il est en dehors des limites de la diplomatie d'amalgamer de manière aussi grossière un État souverain et une organisation terroriste.

  Kazimierz Michał Ujazdowski (ECR), na piśmie. ‒ Unia Europejska znajduje się pod rosnącą presją ze strony Rosji, która używa propagandy oraz wojny informacyjnej jako części swojej strategii wobec UE, wykorzystując znaczne środki przeznaczone tylko i wyłącznie na ten cel.

Rezolucja zajmuje się przeciwdziałaniem propagandzie stosowanej wobec UE oraz państw członkowskich na różnych poziomach, mówi o niezbędnych ustaleniach i zmianach między instytucjami, które pozwoliłyby na szybszą i lepszą reakcję na działania podejmowane zarówno przez Federację Rosyjską, jak i rekrutację bojowników ISIS.

Sprawozdanie skupia się również na kampaniach propagandowych i informacyjnych prowadzonych przez Kreml wobec krajów Partnerstwa Wschodniego i opisuje je jako część szerszych działań w ramach wojny hybrydowej, zalecając bliższą współpracę między państwami członkowskimi, UE oraz organizacjami międzynarodowymi takimi jak NATO i OBWE. Zagłosowałem za przyjęciem rezolucji.

The EU, its Member States and citizens are under growing, systematic pressure to tackle information, disinformation and misinformation campaigns and propaganda from countries and non-state actors, such as transnational terrorist and criminal organisations in its neighbourhood. The report underlines that the EU must consider its strategic communication efforts as a priority, which should involve relevant resources. I voted against because I believe that the report is one-sided and that it wrongfully equates the situation in Russia with propaganda carried out by the terrorists linked to ISIL.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ Esta Propuesta de Resolución pone de manifiesto la presión creciente a la que se ve sometida la Unión por parte de terceros —actores estatales y no estatales que, mediante la propaganda, pretenden debilitarla—. En aras de servir como base evaluadora de los objetivos que persiguen los planes comunitarios de comunicación estratégica, señala los métodos usados por Rusia para desacreditar a las instituciones de la Unión, maquinar una separación estratégica de los Estados Unidos y la Unión, fomentar la división entre sus Estados miembros y poner en cuestión los valores europeos en términos de respeto por los derechos humanos y el Estado de derecho. También analiza las estrategias de Dáesh para el reclutamiento de jóvenes, la promoción del islam radical y el incremento del odio hacia los principios y los intereses comunitarios. El texto pide mayor coordinación entre las partes relevantes tanto a nivel Unión como a nivel nacional, de manera que se trabaje en base a un enfoque que sea efectivo a la hora de combatir la desinformación y la propaganda. Desde el convencimiento de que la comunicación estratégica es uno de los vectores esenciales en el marco de nuestra política exterior, he votado sí a esta propuesta.

  Ángela Vallina (GUE/NGL), por escrito. ‒ Nos encontramos aquí ante un ejemplo más de la rusofobia de este Parlamento y que sobredimensiona constantemente las diferencias entre Rusia y la Unión.

El informe es un ataque frontal a los medios de comunicación, llamando a usar instrumentos de la OTAN, como el Centro de Excelencia de Comunicaciones Estratégicas (COE STRATCOM), para combatir a los medios de comunicación rusos. Además, llama a prestar apoyo directo a medios de comunicación «independientes», lo que es una paradoja, ya que al patrocinarlos desde organizaciones europeas, estos medios dejarían obviamente de ser independientes.

No contentos con esto, en el informe, y siguiendo esa retórica paranoica antirrusa, se sostiene que «los servicios de seguridad y de inteligencia concluyen que Rusia tiene la capacidad y la intención de realizar operaciones destinadas a desestabilizar a otros países», continuando con la retórica militarista y abocándonos a una escalada de tensión inaceptable.

El informe identifica dos amenazas relativas a la propaganda: un actor estatal, Rusia, y grupos terroristas como Dáesh, y se centra en conceder a la Unión los medios para apoyar sus propias campañas estratégicas de propaganda, principalmente contra Rusia, país de la ONU a quien pone al mismo nivel de amenaza que Dáesh.

Mi voto fue claramente en contra.

  Marie-Christine Vergiat (GUE/NGL), par écrit. ‒ Cette résolution s’appuie théoriquement sur le Plan d’action de l’UE de juin 2015 sur la communication stratégique visant à répondre aux «activités extérieures de désinformation». Cette résolution propose de renforcer les moyens de l’Union dans la lutte informationnelle contre le terrorisme, mais elle établit un parallèle pour le moins étonnant et même contestable entre la «propagande» de la Russie et celle de Daesh. Il n’existe aucun autre pays que l’on oserait assimiler à une organisation terroriste.

Cette obsession antirusse participe à l’exacerbation des tensions politiques et ne peut que les aggraver. Il conviendrait à tout le moins de s’interroger sur la signification du terme de propagande, qui me parait utilisé sans que l’on prenne le soin de le définir, alors que cela mériterait un minimum de contextualisation et quelques comparaisons.

Ce texte, loin de renforcer la politique de défense de l’Union, contribue à alimenter une logique de blocs comme au «bon vieux temps» de la guerre froide. J’ai voté contre cette résolution.

  Miguel Viegas (GUE/NGL), por escrito. ‒ Este relatório, partindo de valores que diz defender, alarga o seu âmbito às liberdades de comunicação, informação e expressão, valores que as políticas da União Europeia contrariam e comprometem, de que é mais crasso exemplo a crise humanitária dos refugiados. Seriam muitos os exemplos e de resto nem seria preciso sair desta casa para os dar.

A estratégia de vitimização a que não falta uma retórica anticomunista retrógrada e bafienta é por demais evidente. A UE é vítima de uma poderosa ofensiva mediática, diz-se, comprometendo a sua integridade.

Com estes argumentos, avança-se para a limitação e controlo de meios de comunicação social, da internet, de programa escolares e até de partidos políticos. Absolutiza-se como verdadeira a informação da UE distinguindo propaganda e crítica, balizando o que é a crítica aceitável. Abrem-se, assim, as portas da censura e outras práticas dignas de regimes autoritários e ditatoriais cuja memória ainda deveria prevalecer na Europa.

  Harald Vilimsky (ENF), schriftlich. ‒ Der Bericht kritisiert jene durch soziale Medien geschaffene Medienpluralität und setzt diese sogar mit einem „Informationskrieg bzw. hybrider Kriegsführung“ gleich. Es scheint so, als ob die Flexibilität von digitaler Kommunikation der Europäischen Union aufgrund der fehlenden Möglichkeit von zensurähnlichen Handhabungen ein Dorn im Auge ist.

Der vorgeschlagene Lösungsansatz ist, wie die zuvor erfolgte Feststellung des Problems, wenig durchdacht und einseitig: Um russische Propaganda zu bekämpfen, müsse es mehr Bemühungen und Ressourcen für den Ausbau der „strategischen Kommunikation“ geben. Vorhandene Stellen im Bereich strategischer Kommunikation sollen in den EAD eingegliedert werden und mehr Personal und Budget erhalten.

Besonders perfide ist, dass der Berichterstatter ausführlich auf den Propagandakrieg und die fehlende Medienpluralität in Russland eingeht, den IS und al-Qaida erst danach auflistet und über die Türkei kein einziges Wort verliert.

Zusammenfassend lässt sich eines feststellen: Der Berichterstatter wirft „den Russen“ genau jene Verhaltensweise vor, die die Europäische Union derzeit selbst aufrechterhält. Manipulierendes Auslegen historischer Ereignisse, die Verbreitung eines alternativen Narrativs, Verfälschung von Geschichte.

Diesen Bericht habe ich natürlich nicht mitgetragen.

  Udo Voigt (NI), schriftlich. ‒ Bei dem in Rede stehenden Bericht handelt es sich um ein Dokument der ideologisch-propagandistischen Aufrüstung und der weiteren Eskalation im Verhältnis zu Russland. In zahlreichen Kapiteln und Einzelabschnitten wird der angebliche „Informationskrieg“ Russlands gegen westliche Länder und die vorgebliche Einmischung Russlands in die inneren Angelegenheiten der EU unterstrichen. Vieles davon ist faktisch NATO-Propaganda. Die Hauptstoßrichtung des vorliegenden Berichts zielt gegen Russland und ist der längst überfälligen Entspannung im Verhältnis zu Russland diametral entgegengesetzt. Hier war ein klares „Nein“ geboten.

  Jarosław Wałęsa (PPE), in writing. – The Kremlin and Daesh have stepped up their propaganda war seeking to undermine the democratic foundations of the EU together with some of our neighbours’ policies. Therefore, I am very glad that the EU treats that sort of disinformation campaign as a potential serious threat for its security environment. That is the reason why the EU has decided now to reinforce its Strategic Communication Task Force with adequate budgetary resources and staffing. However, the task of that unit is challenging as it has to reassure streamlining of the correct information successfully, keeping in mind that countering propaganda with propaganda is counterproductive.

Due to that fact, the only way of dealing with disinformation campaigns is to tackle them with professionalism in journalism. In order to do so, it is crucial to strengthen civil society within the EU and the resilience of media in our neighbourhood countries, such as Ukraine. The report ensures it will be done, along with other tools, through publishing weekly newsletters creating awareness among the general public of propaganda methods. Consequently, I am sure that implementation of this report will make us and our neighbours more resilient in dealing with propaganda, thus I voted in favour.

As shadow rapporteur on the CULT Committee opinion, it is clear to me that support for independent media and promotion of the freedom of the press, recognising the role of education for media literacy, and the need for putting in place a strategic cultural diplomacy platform at EU level must be the pillars of EU actions aimed at countering propaganda. We must also work to encourage and promote high editorial standards in journalism so as to counter misinformation and propaganda.

  Lieve Wierinck (ALDE), in writing. – I voted in favour of this resolution since I believe that the image of the EU must be preserved all around the world. Hostile propaganda against the EU comes in different forms and so various tools will have to be used to counteract it. This is not only an external EU problem but also an internal one. Disinformation and propaganda are part of hybrid warfare aimed to weaken the image of the European Union. Often this propaganda is based on false or distorted information, in order to create confusion in the mind of the citizens.

Russia is contacting EU counterparts in order to establish propaganda that puts Europe in a bad light. Russia is using a wide range of instruments such as think tanks, special foundations and multilingual TV stations. I stand totally against this way of acting by the Russian Government, and I think that everything has to be done in order to defend Europe and its values. However, I think the topics of Russia and IS should have been addressed in separate resolutions since they are two very different issues.

Jag uppmanade ALDE:s skuggföredragande att förhandla med föredraganden om att betänkandet skulle skickas tillbaka till utskottet för bearbetning. Det gick inte, så jag valde att ändå stödja betänkandet, eftersom det trots det olyckliga formatet tar upp viktiga problem som jag inte känner att jag kan rösta emot. Organiserade desinformationskampanjer mot Europa sker dagligen, men vi bör inte likställa Ryssland med Daish/Isil i någon skrivelse.

  Iuliu Winkler (PPE), în scris. ‒ Raportul din proprie inițiativă referitor la comunicarea strategică a UE pentru a contracara propaganda părților terțe împotriva sa se axează pe propaganda ostilă împotriva UE care îmbracă forme diferite, care folosește instrumente adaptate profilurilor statelor membre, cu scopul de a denatura adevărul, de a da naștere îndoielii, de a diviza statele membre, de a promova decuplarea strategică dintre Uniunea Europeană și partenerii săi din America de Nord.

Am votat acest raport care recunoaște faptul că UE trebuie să acorde prioritate eforturilor sale de comunicare strategică, care ar trebui să implice resurse relevante și care invită UE și statele membre să adopte măsuri consecvente la nivelul Uniunii împotriva discursurilor de incitare la ură promovate sistematic pe diverse canale.

Raportul susține că o strategie de comunicare eficientă trebuie să implice comunitățile locale în discuțiile despre acțiunile UE, să sprijine contactul interpersonal și să acorde atenția cuvenită schimburilor culturale și sociale ca platforme esențiale de combatere a prejudecăților populațiilor locale.

  Anna Záborská (PPE), písomne ‒ Toto uznesenie má za cieľ postaviť sa čelom propagande a útokom na integritu a hodnoty EÚ zo strany štátnych, ale i neštátnych aktérov. Ich cieľom je oslabiť Úniu zvnútra podnecovaním strachu a vyvolávaním neistoty medzi občanmi EÚ. Osobitnou kapitolou tohto uznesenia je ruská dezinformačná a propagandistická vojna. V tejto časti uznesenie rázne odsudzuje všetky prostriedky Ruskej federácie, ktoré používa s cieľom rozdeliť Európu a vytvoriť dojem zlyhávajúcich štátoch vo východnom susedstve. Napriek tomu je však podľa mňa zatiaľ priskoro hovoriť o vojne s Ruskom. Je pravdou, že EÚ dnes čelí tak priamemu, ako i nepriamemu ruskému dezinformačnému tlaku. Riešenie existujúcich sporov však musí vychádzať z diplomacie. Nezdá sa mi preto dobré, že text uznesenia kladie na jednu úroveň Rusko a teroristickú skupinu Dá´iš (ISIS), hoci tá tiež zručne využíva propagandu a dezinformácie na radikalizáciu potenciálnych prívržencov.

  Tomáš Zdechovský (PPE), písemně. ‒ Předloženou zprávu o boji proti propagandě podporuji, jelikož si myslím, že jde o oblast, ve které by Evropská unie měla mít mnohem aktivnější postoj. Zároveň chci podotknout, že se musíme pečlivě soustředit na to, abychom nepřekročili tenkou linii mezi bojem proti propagandě a omezováním svobody slova u těch, kteří chtějí pouze kriticky uvažovat. Cílem internetové propagandy je vyvolávat pochybnosti, šířit nepravdivá tvrzení a potažmo tak vyvolávat strach a negativní emoce. Osobně jsem přesvědčen, že propagandistickým kampaním bychom neměli čelit jejich omezováním, zakazováním či ještě větší propagandou, ale naopak snahou o lepší informovanost a zvyšováním povědomí o pravdivém pohledu na věc. Rusko, Islámský stát, ale i další aktéři investují obrovské prostředky jednak do vlastních agentur, které šíří dezinformace, ale také do ovlivňování názorů na sociálních sítích či v mainstreamových mediích. Evropská unie si toto musí uvědomit a věnovat více úsilí a prostředků na boj v této informační válce.

Dzięki internetowi i nowym mediom możliwości działań propagandowych są znacznie większe niż kiedykolwiek wcześniej. Mimo że Europa nie jest stroną otwartego konfliktu zbrojnego, jesteśmy poddawani nieustannej presji dezinformacyjnej przez wiele podmiotów państwowych i pozapaństwowych. Dwa z nich są obecnie szczególnie niebezpieczne.

Federacja Rosyjska nie jest na polu walki propagandowej nowicjuszem, ale rewolucja cyfrowa stworzyła wiele nowych kanałów i narzędzi do manipulowania opinią publiczną Zachodu. W sytuacji trwającego cały czas konfliktu na Ukrainie nasilenie tych działań znacznie wzrosło i skutecznie odwraca uwagę od zaangażowania Moskwy w tę wojnę nowej ery. Dzieje się to poprzez fabrykowanie fałszywych informacji, finansowanie organizacji pozarządowych i partii politycznych w Europie i cyberprzestępczość.

Drugim podmiotem, który poprzez dezinformację i propagandę stara się oddziaływać na Europę, jest ISIS – złośliwy polityczny nowotwór, który wypowiedział wojnę kulturową wartościom cywilizowanego świata. Polityka inspirowania fanatycznych wyznawców islamu do przeprowadzania samobójczych ataków na europejskie miasta już zebrała krwawe żniwo.

Sprawozdanie, nad którym dzisiaj głosowaliśmy, może być początkiem skutecznej walki z dezinformacją i propagandą na poziomie europejskim, o ile unijnym elitom wystarczy determinacji, by – szczególnie w przypadku Federacji Rosyjskiej – podjąć szybkie i konkretne działania.

  Carlos Zorrinho (S&D), por escrito. ‒ Abstive-me no ponto relativo à comunicação estratégica da UE para enfrentar a propaganda dirigida contra ela por terceiros porque é preciso enviar um sinal forte contra a propaganda antieuropeia, mas considero que não se pode colocar toda a propaganda na mesma matriz de análise.

A propaganda que visa a UE e os seus cidadãos é um facto e a necessidade de fazer uso da comunicação estratégica para a combater é óbvia, mas acredito que misturar o Estado e atores não estatais não é a melhor abordagem para uma resolução do Parlamento Europeu sobre esta matéria.

  Željana Zovko (PPE), napisan. ‒ Podržavam izvješće o strateškoj komunikaciji Europske unije za borbu protiv propagande koju protiv nje provode treće strane jer poziva na aktivno djelovanje unije s ciljem očuvanja ugleda, vjerodostojnosti i istine o raznim događanjima u koje je Europska unija uključena. Korištenje propagande postalo je popularno u posljednjih nekoliko godina, pogotovo na ratištima u Ukrajini, Siriji i Iraku. Korisnici ovakvog pristupa svoje djelovanje temelje na pokušajima stvaranja iskrivljene slike o europskim vrijednostima i aktivnostima koje unija provodi na vanjskopolitičkom planu.

Borba protiv propagande mora se temeljiti na dosljednom inzistiranju na osiguranju medijskih sloboda, ali i odgovornog novinarskog izvještavanja i rada koji se temelji na standardima struke. Osnivanje tijela koje će raditi na ovome problemu nužan je korak u borbi protiv negativne kampanje koju provode treće strane.

EU je izpostavljena informacijskim in dezinformacijskim kampanjam in propagandam držav in nevladnih akterjev, kot so teroristične in kriminalne organizacije v soseščini, ki spodkopavajo demokratične vrednote in interese EU ter posredujejo pristranske informacije ali jih izkoriščajo kot instrument za pridobivanje politične moči.

Zato se strinjam, da mora EU svoje strateško komuniciranje na različnih ravneh, vključno z institucijami EU, državami članicami, različnimi organi zveze NATO in OZN, nevladnimi organizacijami in organizacijami civilne družbe, obravnavati prednostno. Učinkovit in odgovoren pristop komuniciranja pa mora vključevati tudi ozaveščanje, izobraževanje državljanov EU ter razvito spletno, medijsko in informacijsko pismenost v EU in njeni soseščini.
