  President. – The next item is the report by Mariya Gabriel, on behalf of the Committee on Women’s Rights and Gender Equality, on rights of women in the Eastern Partnership States (2016/2060(INI)) (A8-0365/2016).

  Constance Le Grip, rapporteure suppléante. – Madame la Présidente, je dois en effet commencer cette présentation en excusant notre rapporteure, Mariya Gabriel, qui est actuellement au Gabon, où, en sa qualité d'observatrice en chef, elle achève le rapport final de la mission d'observation électorale envoyée par l'Union européenne dans ce pays. Mme Gabriel tient tout d'abord à remercier tous les rapporteurs fictifs pour la très bonne coopération qui s'est instaurée entre elle et eux, qui a permis de soumettre demain au vote de notre plénière un rapport très positif, très constructif, cohérent, dédié à la question des droits des femmes dans les pays du partenariat oriental.

Le rapport présenté par Mariya Gabriel s'inscrit dans une véritable logique de partenariat et de coopération toujours plus étroite entre, d'une part, l'Union européenne et ses États membres et, d'autre part, les pays du partenariat oriental – l'Arménie, l'Azerbaïdjan, la Biélorussie, la Géorgie, la Moldavie et l'Ukraine.

Quelle est l'approche et quels sont les messages clés du rapport Gabriel? La stabilisation de son voisinage est l'un des principaux objectifs de la politique étrangère de l'Union européenne. En vue d'assurer la sécurité, la paix, la stabilité et la prospérité, la politique européenne de voisinage joue un rôle clé, dans le respect, bien sûr, des principes du droit international et des valeurs fondamentales que sont la démocratie, l'état de droit, les droits de l'homme.

Compte tenu des fondements et des objectifs de ce partenariat oriental, la question des droits des femmes et de l'égalité entre hommes et femmes ne saurait être traitée de manière secondaire. Les droits des femmes et l'égalité hommes-femmes constituent, au contraire, une priorité transversale de la politique européenne de voisinage et ont été désignés comme un domaine de coopération majeur, prometteur, lors de la déclaration de Riga de mai 2015.

Pour la définition d'objectifs spécifiques en matière d'égalité hommes-femmes et de respect des droits des femmes, le rapport propose d'avoir une approche quantifiée des incidences de la politique européenne de voisinage et de l'instrument européen de voisinage. Des objectifs chiffrés pourraient être définis, par exemple, par pays et selon les priorités choisies, en s'appuyant, notamment, sur l'indice d'égalité de genre développé par l'Institut européen pour l'égalité entre hommes et femmes.

Dans le cadre d'objectifs spécifiques définis avec les pays du partenariat oriental, nous pourrions mettre en avant des success stories, des réussites, qui permettent d'enclencher des changements plus profonds, afin que les dispositions constitutionnelles législatives existant dans ces pays continuent de porter leurs fruits et portent même des fruits de plus en plus nombreux. Enfin, il est crucial que la coopération en matière des droits des femmes soit traitée à un niveau politique élevé et soit considérée comme une priorité politique.

Plusieurs sujets thématiques – si vous m'y autorisez, Madame la Présidente – : premièrement, le domaine de la lutte contre les violences faites aux femmes. C'est une section importante dans le rapport Gabriel. Nous encourageons notamment les États du partenariat oriental à signer et à ratifier également la convention du Conseil de l'Europe dédiée à la lutte contre les violences faites aux femmes et à la prévention des violences faites aux femmes – la convention dite d'Istanbul –, pour mettre en place des mesures pratiques réelles, concrètes, visant à avancer dans la lutte contre les violences faites aux femmes. Le rapport consacre également une attention particulière à la question des réseaux de traite d'êtres humains.

Deuxième dimension, la participation économique des femmes. L'entreprenariat dans les pays du partenariat oriental se présente souvent comme un choix par défaut, par dépit, faute de pouvoir trouver, en situation de salariat, des modes de garde et de prise en charge des enfants ou des personnes dépendantes, faute également de pouvoir surmonter les écarts de rémunération, souvent extrêmement décourageants. Il faut donc renforcer l'appui aux femmes entrepreneurs de façon positive par des instruments précis: le microcrédit, la formation, les conseils financiers. Une attention particulière doit être portée à l'entreprenariat féminin dans les zones rurales.

Troisième domaine, la participation des femmes dans la vie politique. Là aussi, cela doit être un axe prioritaire. Il y a encore d'énormes marges de progrès; 14 % des ministres et 16 % des parlementaires sont des femmes dans les différents pays du partenariat oriental. Il est important à cet égard de souligner le rôle de la coopération parlementaire, et notamment de l'assemblée EURONEST, entre notre assemblée et les parlements de ces pays, avec la création, cette année, du Forum des femmes, qui a contribué et devra continuer à contribuer à une plus grande participation des femmes dans la vie politique, dans la vie électorale. Par ailleurs, les partis politiques européens, qui ont très souvent parmi leurs membres des partis émanant des pays du partenariat oriental, devraient être incités à faire de la question des droits des femmes et de la plus grande participation des femmes aux processus de décision politique une priorité.

En conclusion, les défis auxquels les pays du partenariat oriental sont confrontés en matière de droits des femmes sont communs, en réalité, avec ceux que nous avons nous—mêmes à affronter en tant qu'Union européenne et en tant qu'États membres. Il faut donc se doter d’une vision stratégique et d'avoir un engagement plus clair, horizontal, transversal, qui traverse tous les aspects, toutes les politiques du partenariat oriental, mais qui définisse également des objectifs spécifiques. Encore une fois, l'objectif est d'arriver à la stabilité, la prospérité, la paix partagée.

  Michaela Šojdrová (PPE). – Paní předsedající, zpráva Evopského parlamentu o právech žen v zemích Východního partnerství se zabývá těmi problémy, které řešíme také v Evropské unii, ale na úplně jiné úrovni. Ženy v těchto zemích Východního partnerství čelí mnohem větším problémům v oblasti ekonomické závislosti, nezaměstnanosti, diskriminačního jednání, nedostatečného vzdělání, případně problémům se slaďováním rodinného a profesního života.

Především jde o to, aby se v těchto zemích zlepšila politická a ekonomická situace. Jsou to právě ženy, které se v mnoha případech zapojují do občanské společnosti a účinně pomáhají s nezbytnými reformami. Sama jsem měla možnost setkat se se ženami z Ukrajiny a mohla jsem vidět činnost práce jejich neziskových organizací. Zpráva správně zdůrazňuje nutnost většího zapojení žen do transformačních procesů. Tam, kde k tomuto zapojení došlo, byly výsledky velmi pozitivní, jako například v Moldavsku project UNDP „Ženy v politice“, který zpráva zmiňuje.

  Julie Ward (S&D). – Madam President, I am very glad that this report highlights the need to increase the participation of women in decision-making. I would also like to emphasize the importance of empowering women in conflict resolution and peace building in Ukraine.

Women must take the lead in any post-conflict reconciliation mechanism that is set up. We need women and girls to be involved in building vibrant democratic civil societies across Eastern Partnership countries – women who are leaders and role models in the social, cultural and political spheres. So programmes like Erasmus+ and creative Europe can be key cultural diplomacy tools, fostering inter-cultural dialogue and civic engagement, bringing women and girls together for the benefit of their societies. When women are included and empowered, everyone benefits.

I would particularly like to applaud the excellent work that has been done over the past five years through the tandem project, which serves as a best practice example for progressing democracy and building capacity through cultural exchange, led primarily by women.

  Tibor Szanyi (S&D). – Elnök Asszony, ebben a témában a raportőrök is és más felszólalók is nyilván sok mindent el fognak mondani a keleti partnerség országaiban lévő tevékenységekről, a nők esélyegyenlőségeinek, és egyáltalán helyzetének javítása szempontjából, de talán ugyanezeket a szavakat érdemes rendről-rendre, időről-időre elmondani saját magunknak is. Azért nem véletlen az, hogy az Isztanbuli Egyezmény a mai napig nincs teljes körűen ratifikálva még az Európai Unió tagországai részéről sem, így például konkrét esetként a saját országom szomorú példáját kell mondjam. Magyarország is a mai napig nem volt hajlandó ratifikálni az Isztanbuli Egyezményt. Hogyha van olyan számszerűsített rendszer, amivel a keleti partnerség során tudjuk mérni az ottani intézkedéseknek a szerepét és a súlyát, én azt gondolom, hogy ugyanezeket a mérőszámokat jó lenne, hogyha alkalmaznánk az Európai Unió tagországaira is, és akkor el tudnánk kerülni azt, hogy kétféle mércével mérjünk másokat, illetve magunkat. Én ezt nagyon európai gondolatnak tartanám.

  Νότης Μαριάς ( ECR). – Κυρία Πρόεδρε, χιλιάδες γυναίκες πέφτουν θύματα σωματικής και ψυχολογικής βίας στα κράτη της Ανατολικής Εταιρικής Σχέσης έχοντας ελάχιστη προστασία από τον νόμο και σχεδόν καθόλου υπηρεσίες υποστήριξης. Παρατηρούνται σημαντική έλλειψη ποινικοποίησης όλων των μορφών βίας κατά των γυναικών, εξαιρετικά χαμηλό επίπεδο καταγγελιών των εν λόγω εγκλημάτων, ελάχιστες καταδίκες για βιασμό και μηδαμινή ή καθόλου χρηματοδότηση υπηρεσιών στήριξης. Υπολογίζεται ότι στην Ευρωπαϊκή Ένωση εκδίδονται διακόσιες εβδομήντα χιλιάδες γυναίκες, θύματα των δικτύων διακίνησης ανθρώπων, με τις περισσότερες να προέρχονται από τα κράτη της Ανατολικής Εταιρικής Σχέσης.

Συγκεκριμένα για τη Μολδαβία, δύο στις τρεις γυναίκες είναι άνεργες και διακόσιες χιλιάδες έως τετρακόσιες χιλιάδες έχουν πουληθεί σε οίκους ανοχής στο εξωτερικό. Πρόκειται δηλαδή για το 10% του γυναικείου πληθυσμού της χώρας σύμφωνα με δημοσιεύματα. Η καταπολέμηση λοιπόν της βίας κατά των γυναικών πρέπει να αποτελέσει μείζον ζήτημα της Ευρωπαϊκής Ένωσης, για να αντιμετωπιστεί το πρόβλημα αυτό στις χώρες της Ανατολικής Εταιρικής Σχέσης.

  Jasenko Selimovic (ALDE). – Madam President, the EU Eastern Partnership has been created in order to deepen political and economic integration within Ukraine, Belarus, Moldova, Armenia, Azerbaijan and Georgia. It is, at its very core, a shared commitment to democracy, the rule of law and respect for human rights. Therefore, improving women’s rights in the Eastern Partnership countries should be the utmost priority for the EU and, indeed, progress has been made. Gender equality is now enshrined in the constitutions and legal systems of these countries. However, as underlined by the Council of Europe, legal obstacles to women’s access to the labour market persist. Barriers restrict women’s access to certain professions and gaps exist in anti-discrimination legislation. I therefore call on the Commission to undertake immediate action in order to help and significantly improve women’s participation in the labour market throughout the Eastern Partnership.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, nonostante i progressi compiuti dai paesi del partenariato orientale, permangono profonde criticità nel campo della parità dei diritti tra uomini e donne. Conflitti prolungati ostacolano lo sviluppo della regione, incidendo profondamente sulla vita e sui diritti umani delle persone.

Una delle questioni più spinose è rappresentata dalla piaga della tratta, che coinvolge migliaia di donne dell'Europa orientale, attratte con l'inganno dal miraggio di un lavoro remunerativo e avviate alla prostituzione da organizzazioni criminali. Vi è poi la difficile situazione delle donne rom, che difficilmente riescono a reagire alle violenze, alle discriminazioni e alle costrizioni. Debole è la partecipazione delle donne alla vita politica.

È necessario che i paesi del partenariato orientale facciano di più per arginare tutte le forme di violenza contro le donne, sono necessari profondi cambiamenti istituzionali. A tale proposito, sono positivi gli sforzi dell'Assemblea parlamentare Euronest nella promozione della partecipazione politica e della visibilità delle donne nei paesi del partenariato orientale.

  Elżbieta Bieńkowska, Member of the Commission. – Madam President, Honourable Members, of course, first I want to thank the rapporteur Ms Gabriel but also Ms Le Grip for presenting the report. I think this is important because it sheds a light on the many challenges that women have to face in the Eastern Partnership, but I also want to thank all of you for this exchange of views.

We are all aware that although women’s situation differs among the countries in the Eastern Partnership and the Eastern Neighbourhood, there are some common problems such as the high level of violence against women, the significant gender pay gaps and the very low representation of women in political and economic life. The Commission is strongly committed to move ahead on gender equality and women’s empowerment together with our partner countries and neighbours.

The joint declaration of the Eastern Partnership summit in Riga last May clearly mentions gender equality as a key area of cooperation. The European Neighbourhood Policy review which was adopted in November last year puts a focus on gender equality and gives particular attention to enhancing women’s participation in the economy, their access to justice and social services, and to strengthening support for women’s rights. Fighting gender inequality is also acknowledged as vital to prevent radicalisation and terrorism.

The Eastern Partnership Foreign Affairs Ministerial meeting of May 2016 confirmed the commitment to the priorities agreed in Riga and the new approach introduced by the European Neighbourhood Policy Review. In addition, it called for a clear focus on delivering tangible results for citizens. In this framework, work has been ongoing to identify 20 key deliverables by 2020. Gender is a key cross-cutting deliverable to be addressed. The implementation of the commitments taken in the European Neighbourhood policy review, together with the EU Gender Action Plan for 2016-2020, provide the Commission with the framework through which we can ensure that all words are translated into real actions.

Let me just give you a few examples of this. The Commission, during the last five years, provided more than EUR 100 million that financed more than 100 projects and programmes to directly promote gender equality and improve the situation of women and girls within the Neighbourhood. In addition to this, the EU contributed EUR 5 million to the Women in Business programme. The overall objective is to promote and support women’s entrepreneurship, and more broadly women’s participation in business, by facilitating access to finance, as well as non-financial business development services in the Eastern Partnership countries. We have a very good example here in Azerbaijan and in Ukraine.

Let me also say that today’s discussions come at a very important moment for a number of reasons. First, because gender equality is one of the topics being discussed in both the current revision of the association agendas for three DCFTA countries, namely Georgia, Moldova and Ukraine, and also in the development of the partnership priorities with our key partner countries. Secondly gender features as a key topic of today’s discussion in the Foreign Affairs Council, where ministers will adopt Council conclusions on the Eastern Partnership. And thirdly discussions are still ongoing on the key priorities in the European Neighbourhood Instrument multiannual programming for our next four years for the Eastern Partnership, and gender will be mainstreamed throughout support actions according to the Gender Action Plan 2016-20.

The new European Neighbourhood Policy will play its part in helping to create the right conditions for positive development, lead to further strengthening the relations with the countries of the Eastern Partnership, and bring tangible benefit for all citizens, including of course women.

  Viorica Dăncilă (S&D), în scris. – Unul dintre obiectivele majore ale politicii externe a Uniunii Europene, dar și al politicii europene de vecinătate, este stabilizarea vecinătății sale, securitatea, pacea, stabilitatea și prosperitatea tuturor statelor care fac parte din Parteneriatul estic. Femeile joacă un rol esențial în această privință, egalitatea de gen rămânând o prioritate orizontală în cadrul politicii europene de vecinătate. În acest context, consider că țările care fac parte din Parteneriatul estic trebuie să elaboreze măsuri concrete, prin care să se asigure că procesul de aplicare a politicilor economice specifice are în vedere dimensiunea de gen și tratează nevoile grupurilor celor mai defavorizate: persoanele sărace, analfabete, femeile din zonele rurale, minoritățile și persoanele cu dizabilități. De asemenea, consider că statele din Parteneriatul estic trebuie să promoveze și să susțină participarea politică a femeilor și reprezentarea lor la toate nivelurile de guvernare, implicarea femeilor în procesul decizional și în procesul de aplicare a politicilor economice, promovarea programelor de afaceri pentru oportunități egale pentru bărbați și femei în firme și întreprinderi, precum și implementarea unor proiecte de dezvoltare locală destinate emancipării economice a femeilor din țările Parteneriatului estic.

  Jarosław Wałęsa (PPE), na piśmie. – Pani Przewodnicząca! Z dużym zadowoleniem przyjmuję dyskusję nad tym sprawozdaniem, które przypomina nam wszystkim, że kamieniem węgielnym idei Partnerstwa Wschodniego jest respektowanie podstawowych wartości takich jak demokracja, praworządność i właśnie prawa kobiet. W związku z tym bardzo ważne jest, iż równość płci została zagwarantowana w konstytucjach i przepisach prawa wszystkich krajów Partnerstwa Wschodniego. Niemniej jednak w sprawozdaniu słusznie podkreśla się fakt, iż kobiety nadal pozostają ofiarami dyskryminacji społecznej. Przejawia się ona chociażby tym, że w 2015 r. zajmowały one jedynie 17 spośród 136 wyższych stanowisk ministerialnych, a zróżnicowanie wynagrodzenia ze względu na płeć jest nadal wysokie i sięga nawet 50% mimo faktu, że średnio kobiety mają wyższe wykształcenie od mężczyzn. Z tego właśnie powodu UE musi kontynuować wymianę swoich najlepszych praktyk poprzez Zgromadzenie Parlamentarne Euronest, a także przede wszystkim wspierać organizacje pozarządowe reprezentujące społeczeństwo obywatelskie. Tym bardziej iż to właśnie te organizacje wraz z rządami państw Partnerstwa są współodpowiedzialne za prowadzenie kampanii informacyjnych mających na celu wykorzenienie utrwalonych stereotypów o roli kobiet w społeczeństwie. Musimy bowiem wszyscy pamiętać o tym, iż nawet najlepsze normy prawne gwarantujące równość płci będą tylko martwym zapisem, jeśli równolegle z ich wprowadzaniem nie dojdzie do zmiany postrzegania społecznej roli kobiet przez obywateli państw Partnerstwa Wschodniego.
