  Ivan Korčok, President-in-Office of the Council. – Madam President, you have added the topic of labour market reforms and labour relations in Greece on the agenda of this session, but I have to be very open and honest with you, I have just a few words to say on the process.

Firstly, the Council does not intervene in adjustment programmes and I can hence confirm that it has not discussed the issue at hand, either in December or in earlier meetings. Secondly, the Eurogroup is regularly informed of the state of play of the adjustment programme by the institutions and the authorities, and on occasion the Eurogroup provides political guidance on open issues; but I understand that this has not been the case as far as the ongoing discussions on labour market reforms are concerned.

That is why I believe the Commissioner is much better placed to provide you with further information on the subject, and you will understand, honourable Members, that for the reasons that I have outlined and for procedural reasons, I cannot further elaborate on this issue on behalf of the Council.

  Vytenis Povilas Andriukaitis, Member of the Commission. – Madam President, the Commission is well aware of the difficult employment and social situation in Greece and is putting great emphasis on measures to tackle it. The social costs of an eight-year-long economic crisis are evident and have revealed deep—seated structural problems in Greece that existed before the crisis.

The new programme for Greece has been designed to address these challenges, paving the way for sustainable economic growth and job creation. We are seeing a gradual improvement in employment, although unemployment remains at worrying levels. We hope that these positive trends will continue in 2017 as the economic situation improves and growth takes hold. If the new programme is fully implemented, Greece will have come a long way in securing sustainable growth and job creation. The first review of the third programme has been completed successfully, and the last related disbursements were made at the end of October. The second review is ongoing. All sides are working towards a positive conclusion.

As you will recall, in the summer of 2015, we negotiated– on behalf of the European Stability Mechanism – the new Memorandum of Understanding for a Stability Programme. The Commission insisted that social and fairness considerations were explicitly and seriously taken into account in the design of the adjustment programme. We conducted an ex—ante social impact assessment to this effect. Furthermore, this has most importantly translated into a number of policy choices and measures to strengthen social safety nets.

One such critical example is the roll-out of a guaranteed minimum income scheme, or ‘social solidarity income’, to improve the effectiveness, sustainability and fairness of the Greek social protection system. We are also working with the authorities on vocational education and training measures to support employment and job creation to the benefit of the Greek people. In addition, measures to curb tax evasion, fight informality, introduce social and generational equity, strengthen decent employment, and reduce undeclared work can be found at the heart of this stability support programme.

I would also like to recall the substantial support of the European Structural and Investment Funds for improving the labour market and social situation. More than EUR 4 billion is available to Greece from the European Social Fund for the period 2014-2020 to finance measures promoting job creation, social inclusion, institutional capacity-building and investment in education. Youth employment is supported by an additional EUR 170 million from the EU Youth Employment Initiative.

Overall, the reform promoted through the economic adjustment programmes have aimed to help Greece to build a more solid basis for growth and job creation founded on sustainable public finances, a stable financial system and a more competitive and dynamic economy. Achieving these objectives required many changes, including in the sphere of labour market legislation, in order to facilitate the adjustment of the economy. This has sought to promote labour reallocation, reduce the extent of job destruction and contribute to restoring competitiveness.

Under the memorandum of understanding agreed in August 2015, Greece agreed to bring collective bargaining, collective dismissal and industrial action frameworks into line with best practices. To facilitate this task, the memorandum provides for a broad consultation process involving a group of international experts. The expert group submitted a report in September 2016 after consultation with major stakeholders, including social partners. The Commission considers the report an important input into the ongoing discussions between the Greek Government and the representatives of the Institutions on how to improve collective bargaining and other labour frameworks. The goal is to establish a strong and more sustainable social partnership, striking an optimal balance between protection and flexibility, providing certainty to companies and adequate safeguards to workers. The gains in competitiveness of recent years must be secured, ensuring a pathway to sustainable growth and job creation.

Regarding the framework for collective bargaining, the experts were not unanimous in their recommendations, but they also did not recommend reducing the scope of collective labour agreements.

We believe in the importance of social dialogue and constructive industrial relations. This is about respecting workers’ rights and the autonomy of social partners in collective bargaining. The Commission has always tried to engage in a constructive dialogue with the social partners, both at EU and country level to discuss the economic developments and labour market reforms under preparation. Apart from the formal consultation process with the social partners on the existing labour market frameworks, the Commission held dedicated bilateral meetings with both sides of industry to exchange views on labour market reforms.

We welcome the steps that have been taken so far to improve the process of social dialogue in Greece. However, more effort is needed. The Commission encourages the process of establishing a framework for a more constructive social partnership as a medium—term goal. For that, respect, ownership and representativeness are key.

  Burkhard Balz, im Namen der PPE-Fraktion. – Frau Präsidentin! Ich danke dem Rat und der Kommission für das Kommen und vor allen Dingen für die Statements zu den Arbeitsmarktreformen und Arbeitsbeziehungen in Griechenland. Ich möchte heute an unsere Debatte im Oktober anknüpfen, in der ich die fehlenden Reformen in Bezug auf einen Kernbereich der Strukturreform angesprochen habe, nämlich den Arbeitsmarkt.

Wo stehen wir, oder sollte ich besser sagen wo steht Griechenland, heute? Es sind Fortschritte zu erkennen – erfreulich, auch wenn es bisher keine Einigung zwischen Griechenland und den Kreditgebern zu den Arbeitsmarktreformen gibt. Flexible Arbeitsmärkte mit flexiblen Regeln zu Tarifverhandlungen und auch Entlassungen sind wichtige Elemente, um die Arbeitslosigkeit zu reduzieren und um sicherzustellen, dass griechische Unternehmen es sich leisten können und wollen, wieder Griechen einzustellen und zu beschäftigen.

Eine Rückkehr zu einem veralteten System mit zentralen Tarifverhandlungen und Entlassungen ist sicherlich keine Lösung. Dies ist auch vor dem Hintergrund wichtig, dass noch immer ein gut funktionierendes soziales Sicherungssystem fehlt. Pensionen können nicht mit sozialer Sicherung gleichgesetzt werden oder am Ende diese ersetzen. Die Fortschritte der letzten Wochen dürfen nicht kompromittiert werden, sondern müssen Anreiz für weitere Anstrengungen sein, endlich voranzukommen. Eine ernsthafte Reform des Arbeitsmarkts sowie des Renten- und Sozialsystems ist aus meiner Sicht unabdingbar.

  Agnes Jongerius, on behalf of the S&D Group. – Mr President, my Group, the S&D Group, recently pleaded in a letter for restoration of collective bargaining in Greece. Labour market reforms have made collective bargaining practically non-existent, and the Troika said not to worry because reforms would strengthen collective bargaining at firm level instead. But that didn’t happen, and the situation of Greek workers is dire. Mr Juncker’s letter in response to us stated that the Commission acts in full compliance with the EU Treaties, but that the EU Charter of Fundamental Rights doesn’t apply as such to Greek measures. This is a flagrant contradiction.

The situation in Greece is neither in compliance with the EU Charter of Fundamental Rights, nor with the core ILO Conventions. It is not because the Memorandum of Understanding is not EU law that we can now exclude Greece from the European social model. I will not stand for that. The Memorandum cannot be a legal no-man’s land, and besides, the recommendations of the already-mentioned expert group are crystal clear.

The Commission writes that the Troika is discussing which recommendations to consider. Let me remind the Commission that the experts were endorsed by all Memorandum partners and that cherry picking from them is unacceptable. It’s time to bring collective bargaining in Greece back in line with good practice and with EU law.

  Νότης Μαριάς, εξ ονόματος της ομάδας ECR. – Κυρία Πρόεδρε, αφού το Εurogroup και η Τρόικα μετέτρεψαν την Ελλάδα σε ένα απέραντο κοινωνικό νεκροταφείο πετσοκόβοντας μισθούς και συντάξεις απ’ το 2010, αφού η Τρόικα γέμισε τη χώρα με στρατιές ανέργων και διέλυσε τις εργασιακές σχέσεις βάζοντας τις συλλογικές συμβάσεις στο χρονοντούλαπο της Ιστορίας, τώρα το Συμβούλιο νίπτει τας χείρας του ως Πόντιος Πιλάτος και η Ευρωπαϊκή Επιτροπή παριστάνει ότι δήθεν ευαισθητοποιήθηκε για τα εργασιακά στην Ελλάδα.

Το ίδιο ισχύει και για τη μνημονιακή κυβέρνηση ΣΥΡΙΖΑ-ΑΝΕΛ, που συνεχίζοντας τις μνημονιακές επιλογές Νέας Δημοκρατίας και ΠΑΣΟΚ, χύνει τώρα κροκοδείλια δάκρυα για τους εργαζόμενους, που τους έχει καταδικάσει σε μισθούς πείνας· μια κυβέρνηση που πετσοκόβει τις επικουρικές συντάξεις, το ΕΚΑΣ και εκποιεί τη δημόσια περιουσία αντί πινακίου φακής· μια κυβέρνηση που δεν τόλμησε να προχωρήσει στην ανακεφαλαιοποίηση του ασφαλιστικού συστήματος και στην εγγραφή των γερμανικών αποζημιώσεων στον κρατικό προϋπολογισμό· μια κυβέρνηση που εκλιπαρεί τους δανειστές έχοντας σαλπίσει ισπανική υποχώρηση. Φτάνει πια η υποκρισία και η διγλωσσία! Ο ελληνικός λαός δεν ανέχεται άλλο την κοροϊδία και σύντομα θα στείλει σκληρό μήνυμα στην Τρόικα και στους κάθε λογής υποτακτικούς της.

  Sylvie Goulard, au nom du groupe ALDE. – Madame la Présidente, avant même d’entendre l’orateur précédent, je me disais que je trouve qu’on devrait aborder un peu ces questions en cessant d’être obligé de choisir son camp. Soit on est du côté de la Grèce, soit on est du côté de l’Europe. Pour ma part, j’ai l’impression que la Grèce est un des États membres, qu’un certain nombre d’efforts ont été faits, que, quand l’assistance financière atteint 330 milliards, les Grecs ne peuvent pas dire que rien n’a été fait pour eux et que le fait que la Grèce soit toujours un membre de la zone euro montre bien la volonté commune de conserver ce pays dans la zone euro, conformément, d’ailleurs, à la volonté de sa population.

La solidarité dont on a fait preuve, c’est la solidarité avec un État membre qui connaissait des déséquilibres – le mien en connaît aussi, donc je ne viens pas chercher la petite bête –, je dis simplement que nous devons avoir une bonne approche chronologique. Ce n’est pas l’Union européenne qui a précipité la Grèce dans les difficultés: il y avait des difficultés que l’Union européenne a plus ou moins bien réglées, mais qui ne peuvent pas être totalement imputées à l’Union européenne.

Je voudrais aussi m’exprimer un peu en tant que présidente de l’intergroupe contre la pauvreté. Je suis d’accord avec l’idée que la situation sociale est très grave; que, quand il y a autant d’enfants qui souffrent de pauvreté – à peu près 23 % qui vivent dans des conditions difficiles –, cela n’est pas bon pour l’avenir du pays; que, quand le chômage des jeunes est trop élevé, cela n’est pas bon pour l’avenir du pays; que l’égalité devant l’impôt n’est pas toujours totalement ce que l’on pourrait souhaiter – je me souviens, quand j’étais rapporteure pour le two-pack, on avait essayé de faire énormément pour qu’il y ait autant d’actions du côté des dépenses que du côté des recettes pour rééquilibrer un budget.

Je crois que la question clé, c’est de savoir si la Commission européenne et les États membres au Conseil sont d’accord pour mettre l’accent sur des réformes porteuses d’investissements et d’emplois. Il faut sortir un peu de ce jeu de rôle dans lequel on se rejette la responsabilité à l’infini et penser effectivement au peuple grec ainsi qu’aux peuples des autres États membres qui ont contribué par leurs impôts à essayer de sortir la Grèce d’où elle est.

Je crois qu’il faut une approche équilibrée, que je ne retrouve pas dans tous les discours entendus, et notamment juste avant moi.

  Δημήτριος Παπαδημούλης, εξ ονόματος της ομάδας GUE/NGL. – Κυρία Πρόεδρε, θεωρώ αδιανόητη, κύριοι της Επιτροπής και του Συμβουλίου, την εξαίρεση της Ελλάδας απ’ όσα προβλέπει το ευρωπαϊκό κεκτημένο για τις συλλογικές διαπραγματεύσεις. Οι Ελληνίδες και οι Έλληνες είναι ευρωπαίοι πολίτες ισότιμοι με τους άλλους ευρωπαίους πολίτες και όχι δεύτερης κατηγορίας και, απ’ τη στιγμή που όλοι, όπως και ο κύριος Balz, ομολογείτε ότι γίνεται πρόοδος στην Ελλάδα, δεν δικαιολογείται καθυστέρηση ούτε στην ολοκλήρωση της δεύτερης αξιολόγησης ούτε στην επαναφορά των συλλογικών διαπραγματεύσεων, όπως επιβάλλει η ευρωπαϊκή νομιμότητα.

Εβδομήντα επτά από τις ογδόντα prior actions, απ’ τα ογδόντα προαπαιτούμενα, έχουν ήδη κλείσει. Ένα απ’ τα τρία που απομένουν είναι η επαναφορά των συλλογικών διαπραγματεύσεων. Και σας ερωτώ, κύριοι της Επιτροπής και του Συμβουλίου: Το Διεθνές Νομισματικό Ταμείο, που δεν είναι Ευρώπη, ζητάει, ειδικά για την Ελλάδα, να μην εφαρμοστεί το ευρωπαϊκό κεκτημένο. Η δική σας θέση ποια είναι; Ως πότε θα υποχωρείτε στις απαιτήσεις του Διεθνούς Νομισματικού Ταμείου, παραβιάζοντας την ευρωπαϊκή νομιμότητα και κάνοντας κακό και στην Ελλάδα, την οικονομία της, τον ελληνικό λαό, αλλά και στην ευρωζώνη, γιατί, αν η ευρωζώνη και η Ευρωπαϊκή Ένωση δεν μπορεί να αποδείξει ότι λύνει προβλήματα, τότε θα δυναμώνει η προπαγάνδα της αντιευρωπαϊκής λαϊκίστικης άκρας δεξιάς.

Πρέπει λοιπόν να τρέξουμε, να προχωρήσουμε και είσαστε υποχρεωμένοι από τον νόμο, κύριοι του Συμβουλίου και της Επιτροπής, να εφαρμόσετε την ευρωπαϊκή νομιμότητα. Είναι αδιανόητο σε ένα κράτος μέλος της ευρωζώνης να αρνείστε την επαναφορά των συλλογικών διαπραγματεύσεων. Η Ευρωπαϊκή Ένωση ζητάει απ’ το Μπαγκλαντές να καθιερώσει τις συλλογικές διαπραγματεύσεις, προκειμένου να υπογράψει εμπορική συμφωνία. Αυτό που ζητάτε από τους Μπαγκλαντεσιανούς το αρνείστε στις Ελληνίδες και τους Έλληνες; Με ποιο δικαίωμα;

  Philippe Lamberts, au nom du groupe Verts/ALE. – Madame la Présidente, chers collègues, en juillet 2014, le président Juncker, ici même, déclarait que, s’il devait y avoir de nouveaux plans d’ajustement structurel – ce à quoi il ne croyait pas –, il faudrait les soumettre à une étude d’impact social. Un an plus tard, on impose un nouveau plan d’ajustement structurel à la Grèce, et l’impact social, qui n’a jamais été étudié, est devenu entretemps tout à fait visible: un million d’emplois perdus depuis 2008, un tiers de la population grecque exposée à la pauvreté et à l’exclusion, un travailleur sur six – un travailleur sur six! – exposé à la pauvreté, pendant que des millions de Grecs n’ont plus accès aux soins de santé. Pendant ce temps, les États membres et le FMI se coalisent pour imposer à la Grèce un nouveau train de mesures, en ciblant de nouveau le marché de l’emploi, avec l’anéantissement de la négociation collective et la libéralisation totale des licenciements.

Alors, en effet, rien n’oblige la Commission Juncker à effectuer des analyses d’impact social. Par contre, cette même Commission a l’obligation légale d’être gardienne des traités, de faire respecter le droit de l’Union européenne, en ce compris la charte des droits fondamentaux. Tout le monde sait que les mesures préconisées par les créanciers, dans ce plan-ci et dans les précédents, violent allègrement le droit européen.

Si l’Union européenne veut vraiment aider la Grèce, elle pourra se focaliser sur quatre points. Première chose, alléger le fardeau de la dette grecque qui n’est pas remboursable en l’état. Deuxièmement, aider la Grèce à mettre en place une administration fiscale efficace pour lutter contre la fraude et l’évasion, un domaine dans lequel les gouvernements grecs successifs ne se sont pas vraiment illustrés. Troisièmement, arrêter de renvoyer des réfugiés en Grèce et, au contraire, décharger la Grèce – pays de première ligne – du fardeau de l’accueil des réfugiés. C’est probablement le pays de l’Union européenne qui a le moins de ressources pour ce faire. Et enfin, mobiliser l’investissement. Vous allez me dire: «Il y a le plan Juncker». Bravo! Il y a le plan Juncker: 3 % de l’investissement du plan Junker va en Grèce et, en même temps, 10 % en Allemagne, un pays qui ne sait plus que faire de son épargne. Tout le monde aura bien compris qu’il ne s’agit plus d’aider la Grèce, il s’agit de donner la leçon qu’il n’y a pas d’alternative à la mondialisation néolibérale.

Madame la Présidente, je conclurai en vous disant qu’ils devraient commencer à comprendre que «qui sème la mondialisation néolibérale récolte le national-populisme». Quand comprendront-ils ?

  Laura Agea, a nome del gruppo EFDD. – Signora Presidente, onorevoli colleghi, il 5 dicembre, in occasione della riunione dell'Eurogruppo a Bruxelles, il ministro delle Finanze francese annunciava con fiducia e determinazione che il governo greco aveva fatto grandi passi per implementare le riforme chieste dalla Troika. Lacrime, sangue, carneficina sociale ma i compiti erano stati svolti. Senz'altro l'accordo era alle porte e sarebbe stato chiuso prima di Natale. Era tempo, diceva il ministro, di ricompensare gli sforzi della Grecia con un abbassamento del debito, perché la Grecia ha mantenuto la parola, è ora che l'Europa mantenga la sua.

Ma ecco che ancora una volta ci ha pensato il governo tedesco a chiudere i rubinetti, per impedire alla Grecia di ricevere quel poco di respiro che l'Europa era disposta a offrire. La Germania, la stessa che da anni viola le regole sul surplus, la stessa che danneggia tutta l'area euro non investendo, quando invece dovrebbe. Per il ministro tedesco Schäuble niente è mai abbastanza, la Grecia non ha fatto abbastanza, ci vuole più austerità, bisogna implementare nuove riforme strutturali. Da che pulpito vengono queste prediche? Il ministro tedesco ci dovrebbe spiegare quali sono le riforme strutturali messe in campo dalla Germania per evitare un nuovo diesel gate o per aumentare i salari dei minijob.

Piuttosto non saranno forse le elezioni in Germania, previste per il prossimo anno, a rendere il ministro così rigido e inflessibile? Una campagna elettorale vissuta sulla fame di quei genitori che non riescono più a sfamare i propri figli, sulla pelle di quelle madri che si danno alla prostituzione per riuscire a comprare la colazione ai loro bambini. La prostituzione in Grecia è aumentata del 150 per cento, i casi di HIV del 200 per cento.

Gli elettori non vengono ascoltati ma solo suggestionati, gli elettori non sono stati ascoltati in Grecia con il referendum voluto da Alexis Tsipras, gli elettori non vengono ascoltati in Italia. Hanno detto no alla riforma costituzionale, no a Renzi e al governo delle banche, fatto sta che si ritrovano, dopo pochi giorni, un premier telecomandato da Renzi stesso. E come se non bastasse, ad Atene si è approvato da poco il budget per il 2017, che include tagli per un miliardo di euro e prevede nuove tasse per un ulteriore miliardo di euro.

Colleghi, questa Unione è costituita da ventotto Stati membri, vi invito a scegliere le parole citate prima. La Grecia ha mantenuto la sua parola, l'Europa adesso mantenga la sua.

  Burkhard Balz (PPE), Frage nach dem Verfahren der „blauen Karte“. – Frau Präsidentin, Frau Kollegin Agen! Also, ich bin schon etwas verwundert. Ich meine, es sind ja jetzt alle beschimpft worden, nicht nur Deutschland – damit komme ich mittlerweile schon klar, obwohl ich natürlich Ihre Einschätzung nicht teile.

Meine Frage ist die folgende: Sie haben gesagt, Deutschland würde die Regeln brechen. Mich würde sehr interessieren, wo die deutsche Bundesregierung, die aus Sozialdemokraten und Christdemokraten zusammengesetzt ist, konkret Regeln bricht.

  Laura Agea (EFDD), risposta a una domanda "cartellino blu". – Onorevole Balz, il surplus che il suo paese fa da anni e per il quale da anni non viene sanzionato non è una novità che io oggi ho sciorinato, non è neanche un'offesa, è esattamente la situazione così com'è.

Che cosa ha fatto il suo paese? Il suo paese deve essere sanzionato per il surplus che fa da anni, per il danno che arreca agli altri Stati. Questo è un dato di fatto, non è un insulto. Assumetevi la vostra responsabilità, pagate le multe che vi spettano per il surplus e poi mi venga a dire che non va bene la politica che si applica alla Grecia.

  Γεώργιος Επιτήδειος ( NI). – Κυρία Πρόεδρε, τα μνημόνια έχουν επιβληθεί στην Ελλάδα για να καταστρέψουν την ελληνική οικονομία και να εξαθλιώσουν τους Έλληνες. Δεν θα αναφερθώ με λεπτομέρειες στα ήδη γνωστά σε σας θέματα, δηλαδή το υπερβολικά υψηλό ποσοστό της ανεργίας των νέων, το απαράδεκτα χαμηλό επίπεδο μισθών και συντάξεων, τις αυθαιρεσίες των εργοδοτών και την επικράτηση ενός εργασιακού μεσαίωνα, ο οποίος παραβιάζει τα ανθρώπινα δικαιώματα των Ελλήνων. Θα επισημάνω ότι οι Έλληνες έχουν επιλεγεί ως ένα πειραματόζωο, ούτως ώστε να εφαρμοστούν αυτά τα σκληρά μέτρα επάνω τους και, αν επιτύχουν, να εφαρμοστούν και στις υπόλοιπες χώρες της Ευρώπης.

Και τώρα θα σας απαντήσω με ειλικρίνεια στο εύλογο ερώτημα «γιατί συμβαίνουν όλα αυτά;». Κυρίες και κύριοι συνάδελφοι, η Ελλάδα είναι μια πλούσια χώρα. Στο υπέδαφος και στον υποθαλάσσιο χώρο της έχει πετρέλαιο, φυσικό αέριο, πολύτιμους λίθους και πολύτιμα μέταλλα. Όλα αυτά οι διεθνείς τοκογλύφοι, με αιχμή του δόρατος την εκάστοτε γερμανική κυβέρνηση, θέλουν να τα υφαρπάσσουν από την Ελλάδα, και γι’ αυτό θέλουν να εξαθλιώσουν τους Έλληνες. Πρόσφατα ο υπουργός Οικονομικών της Γερμανίας, ο κύριος Σόιμπλε, είπε ότι εμείς οι Έλληνες ζούμε υπεράνω των δυνατοτήτων μας, λες και εμείς δεν ζούσαμε αξιοπρεπώς από την αρχαιότητα. Πιστεύω αυτές του τις θέσεις να τις θυμηθούν οι ελληνικής καταγωγής ψηφοφόροι του στις επόμενες...

  Μανώλης Κεφαλογιάννης ( PPE). – Κυρία Πρόεδρε, όπου δεν λειτουργεί η ελεύθερη αγορά δημιουργείται μια μαύρη αγορά εργασίας. Και πώς να μη δημιουργηθεί μια μαύρη αγορά εργασίας στην Ελλάδα, όταν έχουμε, με βάση τα τελευταία στοιχεία, 24,5% ανεργία –49,5% στους νέους ανθρώπους–, όταν έχουμε ελαστικές μορφές εργασίας 60%, δηλαδή από τη γενιά των 700 ευρώ, για το οποίο κάποτε κατηγορήθηκε η ελληνική κυβέρνηση, έχουμε κατέβει στη γενιά των 300 ευρώ, όταν έχουμε ισοζύγιο μισθωτής εργασίας για τον Νοέμβριο μειωμένο κατά 37.000, δηλαδή 2% της ανεργίας ετησίως, πώς να μη δημιουργείται μια μαύρη αγορά εργασίας;

Κυρία Πρόεδρε, βεβαίως εμείς λέμε «ναι» στο κοινωνικό μοντέλο, λέμε «ναι» σε αυτά που πρέπει να ισχύουν για την Ελλάδα, όπως ισχύουν με βάση τις αρχές και τις αξίες Ευρωπαϊκής Ένωσης για όλες τις ευρωπαϊκές χώρες. Η ελληνική κυβέρνηση πρέπει να ασκήσει την πολιτική της, για να δημιουργήσει ανάπτυξη και ευημερία στον λαό και Ευρωπαϊκή Ένωση να ολοκληρωθεί, ούτως ώστε να έχει κονδύλια για να μπορεί να καλύπτει τις ασθενέστερες κοινωνικές ομάδες. Σήμερα πρέπει η Ευρωπαϊκή Ένωση να βοηθήσει την Ελλάδα, που είναι ο πιο ασθενής κρίκος στην Ευρωπαϊκή Ένωση.

  Γιώργος Γραμματικάκης ( S&D). – Κυρία Πρόεδρε, όπως καταλαβαίνω, τις διαστάσεις της ελληνικής κρίσης δύσκολα μπορεί να τις συλλάβει ευρωπαίος πολίτης, αλλά φοβούμαι και ορισμένοι επίσημοι της Ευρωπαϊκής Ένωσης. Γι’ αυτό λοιπόν είναι πολύ δίκαιο ότι η ελληνική κυβέρνηση ζητά με πάθος την εφαρμογή του κοινοτικού κεκτημένου στα εργασιακά. Δεν μπορεί η Ελλάδα να αποτελεί εξαίρεση στο μέγιστο αυτό θέμα. Εάν ο κόσμος των εργαζομένων –και αυτό ισχύει για όλη την Ευρωπαϊκή Ένωση– αφεθεί στην τύχη του, ενισχύονται απλώς –θυμηθείτε το αυτό– οι κραυγές του λαϊκισμού και της ξενοφοβίας. Αυτονόητος λοιπόν είναι ο σεβασμός των συλλογικών διαπραγματεύσεων, αλλά το κοινοτικό κεκτημένο δεν σταματά εδώ. Δεν θα επαναλάβω τα εφιαλτικά στοιχεία για την ανεργία των νέων. Η έννοια της εργασίας στην Ελλάδα αλλοιώνεται και ο κοινωνικός ιστός της χώρας καταστρέφεται, φοβούμαι, με σταθερό ρυθμό. Δίκαια λοιπόν η ελληνική κυβέρνηση διεκδικεί όχι μόνο το κεκτημένο αλλά και το κλείσιμο της αξιολόγησης. Ο μύθος του Σισύφου είναι ένας αρχαίος ελληνικός μύθος και είναι τραγωδία να τον ζει η σύγχρονη Ελλάδα.

  Νικόλαος Χουντής ( GUE/NGL). – Κυρία Πρόεδρε, κύριοι συνάδελφοι, βλέπουμε αυτές τις μέρες να παίζεται μια κακόγουστη θεατρική παράσταση μεταξύ των δανειστών και της κυβέρνησης Τσίπρα. Στο όνομα του ελληνικού προγράμματος, στο όνομα της παραμονής της χώρας στην ευρωζώνη, στο όνομα της ανταγωνιστικότητας, όλες οι ελληνικές κυβερνήσεις έχουν δεχθεί την πλήρη απορρύθμιση της ελληνικής αγοράς εργασίας. Τώρα και η κυβέρνηση ΣΥΡΙΖΑ θα εφαρμόσει έναν εργασιακό μεσαίωνα στην Ελλάδα στο όνομα ενός έντιμου συμβιβασμού, όπως δήλωσε ο έλληνας υπουργός Οικονομικών. Η Επιτροπή δεν είδε, δεν ήξερε, δεν κατάλαβε τι σημαίνουν τα μνημόνια τόσα χρόνια, ενεργεί ως στυγνός δανειστής, κλείνοντας τα μάτια στην παραβίαση του Χάρτη Θεμελιωδών Δικαιωμάτων.

Αλλά σ’ αυτή τη θεατρική παράσταση, αγαπητοί συνάδελφοι, πρωταγωνιστές είναι και οι πολιτικές εκείνες ομάδες του Ευρωπαϊκού Κοινοβουλίου που στα λόγια καταδικάζουν την παραβίαση του κοινοτικού κεκτημένου στην Ελλάδα, αλλά δεν δέχθηκαν να βγει ψήφισμα από τη σημερινή συζήτηση, που να λέει ότι δεν επιτρέπεται να υπάρχει χώρα, όπως η Ελλάδα, που δεν εφαρμόζει τις συλλογικές συμβάσεις. Αγαπητοί συνάδελφοι, να ποιο είναι λοιπόν το σενάριο της θεατρικής παράστασης. Υποκριτικές δηλώσεις συμπαράστασης, «συμμαχίες» για, υποτίθεται, υπεράσπιση των εργαζομένων, φιλολαϊκό πρόσωπο στις μνημονιακές πολιτικές για πιθανές προεκλογικές εξελίξεις στην Ελλάδα.

  Sven Giegold (Verts/ALE). – Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Ich möchte nochmals deutlich sagen, dass man sich Grundrechte nicht so aussuchen kann, wie es opportun erscheint. Da möchte ich auch den Kollegen Balz nochmal ausdrücklich ansprechen. Dieser Austausch hier zum Thema Griechenland hat jetzt ja schon Tradition. Grundrechte gelten grundsätzlich, man kann sie nicht einfach dann beiseite lassen, wenn es einem für die eigene Reformagenda passt. Die Reform der Tarifverträge und des Tarifvertragssystems in Griechenland ist grundrechtswidrig. Die Kollegin der sozialdemokratischen Fraktion hat das sehr klar dargelegt, und das muss auch in Griechenland gelten. Griechenland hat flexible Arbeitsmärkte, und dort, wo es Probleme gibt, müssen diese Probleme in einer Weise gelöst werden, dass wir nicht gegen die Rechte auf kollektive Tarifverträge, die Teil europäischen und internationalen Rechts sind, verstoßen. Da muss man der Kommission sagen: Liebe Kommission, Sie dürfen sich nicht an Grundrechtsbrüchen in Europa beteiligen, Sie haben sich an das europäische Recht zu halten, und Sie haben darauf hinzuwirken, dass auch Ihre Partner wie der Internationale Währungsfonds sich daran halten.

Der IWF hat übrigens Recht, wenn es um die Primärüberschusszahlen geht. Daher kann ich die griechische Regierung nicht verstehen. Mit der Forderung, den IWF aus dem Programm herauszunehmen, katapultieren sie gleichzeitig den Bundestag in die Gegnerschaft zur Fortsetzung der griechischen Programme. Und das kann doch wirklich nicht unser Ziel sein.

Von daher: Die Kritik am IWF bei den Reformprogrammen ist berechtigt, aber dieses Aus des IWF hilft uns überhaupt nicht weiter, sondern macht alles noch schlimmer.

La Germania deve essere sanzionata? Sta andando contro le regole? Allora invece di dire che vogliamo fare una guerra politica iniziate a rispettare le regole, perché è la normalità della democrazia rispettare le regole. State violando una regola, come Stato, e quindi non potete dare nessun tipo di lezione agli altri paesi. Rimettete le cose a posto e poi venite a darci le lezioni.

  Sven Giegold (Verts/ALE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Deutschland erzielt seit vielen Jahren Exportüberschüsse über den Schwellenwerten. Die EU-Kommission hat dazu eine Untersuchung durchgeführt. Diese Untersuchung kommt zu dem gleichen Ergebnis wie unsere Politik der Grünen in Deutschland: Wir brauchen in Deutschland höhere Investitionen und höhere Löhne, damit diese Überschüsse nicht mehr unsere Partnerländer in die Verschuldung treiben. Da kritisieren wir die große Koalition in Deutschland.

Aber Sie müssen bei dem Ton, den Sie da gegenüber den handelnden Personen an den Tag legen, wirklich die Kirche im Dorf lassen. Deutschland ist kein Verbrecherland und sollte auch nicht in dieser Weise in der italienischen Öffentlichkeit durch die sogenannte Fünf-Sterne-Bewegung kritisiert werden. Der Ton, den Sie da zum Teil anschlagen, ist unakzeptabel.

  Barbara Kappel (ENF). – Frau Präsidentin, Herr Kommissar, Herr Minister! Das griechische Parlament hat vor wenigen Tagen mit einer knappen Mehrheit den Haushalt für 2017 verabschiedet. Dieser geht mit einem Ausgabenvolumen von 56 Milliarden EUR von einem Wachstum von 2,7 % aus. Das ist ziemlich gut. Wir haben nur 1,5 % in der Eurozone. Der Etatentwurf sieht ebenfalls Steuererhöhungen im Umfang von 1 Milliarde vor und führt zu Kürzungen von 5,7 Milliarden. Seit gestern verhandelt die griechische Regierung wieder mit den Geldgebern über die Auszahlung einer weiteren Tranche des dritten Hilfspakets in Höhe von 2,8 Mrd. EUR, und wir haben es heute schon gehört: Knackpunkt ist dabei wieder die Umsetzung von Strukturreformen im Bereich des Arbeitsmarkts, bei den Pensionen und bei den Steuern. Ein Nebenschauplatz ist dabei die Diskussion über die Schuldentragfähigkeit Griechenlands und ebenso über die Höhe des Primärüberschusses.

Die Eurogruppe, insbesondere der IWF, fordert nun von Griechenland im Arbeitsrecht massive Einschränkungen beim Streikrecht, bei den Entlassungen, beim Mindestlohn und insbesondere, was die Tarifautonomie der Gewerkschaften betrifft. Regierungschef Tsipras stellt sich dagegen, und er wird dabei von der Expertenkommission unterstützt, die ihm in ihrem Bericht Recht gibt, in dem sie sagt, die Gewerkschaftsrechte seien wiederherzustellen. Man kann nur hoffen, dass hier ein Kompromiss gefunden werden kann zum Wohle Griechenlands, aber auch zum Wohle …

  Σωτήριος Ζαριανόπουλος ( NI). – Κυρία Πρόεδρε, αλληλοσυγκρουόμενες δηλώσεις Ευρωπαϊκής Επιτροπής, ΔΝΤ, κυβέρνησης ΣΥΡΙΖΑ για χρέος και πλεονάσματα, με την τελευταία να υποδύεται ηρωϊκή διαπραγμάτευση, όπως ακριβώς πριν το τρίτο μνημόνιο, η κοροϊδία της όπως και εδώ μέσα, τώρα, περί κακού ΔΝΤ και καλής Ευρωπαϊκής Ένωσης με ευρωπαϊκό κεκτημένο των mini jobs, zero hours contracts κ.ά. κρύβουν τη συμφωνία όλων τους σε πόρισμα για επιδείνωση της εργασιακής ζούγκλας, κατάργηση συλλογικών συμβάσεων, ανάλογα με τα συμφέροντα των επιχειρήσεων, καθιέρωση του αίσχους του υποκατώτατου μισθού των 150-200 ευρώ, επιχειρησιακές ατομικές συμβάσεις και υποταγή του μισθού στην κερδοφορία, ομαδικές απολύσεις και λοκάουτ, συνταξιοδοτικό ανοιχτό για νέες μειώσεις μετά από ήδη δεκαπέντε που προηγήθηκαν, με εφάπαξ βοήθημα-κοροϊδία, νέα μέτρα και μετά το 2018 για αιματοβαμμένα πλεονάσματα, που ήδη συμφώνησε η κυβέρνηση, και γι’ αυτό χτύπημα του απεργιακού δικαιώματος.

Η εργατική τάξη να μην περιμένει τη σφαγή της, γιατί αυτή μόνο φοβούνται. Η απεργία της 8ης Δεκέμβρη να κλιμακωθεί με δυνάμωμα της οργάνωσης, πανεργατικό ξεσηκωμό ενάντια στην εργοδοσία, Ευρωπαϊκή Ένωση και τα κόμματά τους, με στόχο την ανατροπή της εξουσίας τους.

  Γεώργιος Κύρτσος ( PPE). – Κυρία Πρόεδρε, τους τελευταίους μήνες έχουμε ανησυχητικές εξελίξεις στην Ελλάδα στον χώρο της αγοράς εργασίας. Τον Αύγουστο είχαμε μείωση των θέσεων απασχόλησης, αν και είναι τουριστικός μήνας, στη διάρκεια του οποίου παρατηρείται παραδοσιακά αύξηση της απασχόλησης. Τον Σεπτέμβριο, τον Οκτώβριο και τον Νοέμβριο είχαμε μεγάλη μείωση στις θέσεις πλήρους απασχόλησης, καθώς παρατηρείται μία τάση αντικατάστασης θέσεων πλήρους απασχόλησης με θέσεις μερικής απασχόλησης, οι περισσότερες από τις οποίες εξασφαλίζουν ένα πενιχρό εισόδημά στους εργαζόμενους και δεν συμβάλλουν επαρκώς στη χρηματοδότηση του συστήματος κοινωνικής ασφάλισης.

Η κυβέρνηση Τσίπρα αυξάνει συνεχώς τα φορολογικά βάρη για τις μεγάλες επιχειρήσεις, τις μικρομεσαίες επιχειρήσεις, τις πολύ μικρές οικογενειακές επιχειρήσεις, ενώ στον κρατικό προϋπολογισμό του 2017 υπάρχουν νέα φορολογικά μέτρα ύψους 3 δισεκατομμυρίων ευρώ, χωρίς καμία ουσιαστική μείωση των δημοσίων δαπανών, τα περισσότερα από τα οποία θα κάνουν ακόμη πιο δύσκολη τη συνέχιση της λειτουργίας των οριακών επιχειρήσεων. Περισσότερα ασφαλιστικά βάρη, περισσότερα φορολογικά βάρη, περισσότερη γραφειοκρατία, μεγαλύτερο ενεργειακό κόστος, ακριβό χρήμα, που δεν είναι πάντα διαθέσιμο· αυτή είναι η συνταγή της αποτυχίας σε ό,τι αφορά την αγορά εργασίας στην Ελλάδα. Αυτά πρέπει να διορθώσουμε. Προφανώς είμαστε υπέρ της εφαρμογής του ευρωπαϊκού κεκτημένου, αλλά πάνω απ’ όλα χρειάζεται αλλαγή της οικονομικής πολιτικής της κυβέρνησης, γιατί διαφορετικά το ευρωπαϊκό κεκτημένο δεν θα έχει καμία πρακτική σημασία.

  Javi López (S&D). – Señora Presidenta, hemos visto durante los últimos años cómo se imponían —bajo la lógica del poder de los países acreedores— a los países deudores agresivas reformas laborales que lo que han dejado tras de sí son sociedades más pobres, más desiguales, menos protegidas y más precarias. Y para hacer todo eso ha sido fundamental debilitar la negociación colectiva. El caso extremo ha sido, sin duda, Grecia, que hemos visto cómo en pocos años pasaba de tener una cobertura de convenios del 83 % al 42 % y una disminución de los salarios brutos del 24 % durante estos años de crisis.

Y ahora tenemos que ver cómo el Presidente de la Comisión Europea no solo reconoce que suspendemos parte de la democracia cuando imponemos estas reformas, sino que también suspendemos la Carta de los Derechos Fundamentales en los países en los que aplicamos memorándums porque, claro, están fuera de la legislación europea.

Esto es absolutamente intolerable y, además, esconde un enorme fracaso económico y político cuyas consecuencias estamos viendo elección tras elección en este continente. Un crecimiento inclusivo que piense en la gente es la única salida para este continente.

  Σοφία Σακοράφα ( GUE/NGL). – Κυρία Πρόεδρε, κύριοι συνάδελφοι, πραγματικά αναρωτιέμαι αν συνειδητοποιείτε σε τι συμπράττει αυτό το Κοινοβούλιο. Συζητάμε για την τήρηση του ευρωπαϊκού Χάρτη Θεμελιωδών Δικαιωμάτων και την ίδια στιγμή καταψηφίζετε τροπολογίες που τα υπερασπίζονται. Μιλάμε για το ευρωπαϊκό κεκτημένο και το ακρωτηριάζετε στο όνομα της παντοδυναμίας των νόμων της αγοράς. Βλέπουμε να θεριεύουν ο ναζισμός και ο ακραίος εθνικισμός και συνεχίζετε να υποστηρίζετε και να συντηρείτε τις αιτίες που τα γεννούν.

Φτώχεια, ανεργία, ενεργειακός μεσαίωνας. Πιστεύετε πραγματικά ότι η σημερινή συζήτηση αφορά και περιορίζεται μόνο στην Ελλάδα; Πιστεύετε πραγματικά ότι υπάρχουν περιθώρια για παραπέρα εκπτώσεις σε ό,τι ακόμα ονομάζουμε ευρωπαϊκό κεκτημένο; Κύριοι συνάδελφοι, συμπράττουμε συνειδητά στη σταδιακή αποσάθρωση της Ενωμένης Ευρώπης.

Γνωρίζετε ασφαλώς, κύριε Επίτροπε, ότι κάποιοι κερδίζουν πολλά απ’ αυτό και βρίσκουν και πρόθυμους και υπάκουους. Νομίζετε λοιπόν ότι μπορείτε να μας πείσετε, και εσείς και το Συμβούλιο, ότι η Ελλάδα των εκατομμυρίων ανέργων, εκατομμυρίων φτωχών και αποκλεισμένων είναι το επιτυχημένο σας πείραμα, όπως μας είπατε προηγουμένως; Όχι φυσικά, κύριε Επίτροπε. Σχέδιο υπηρετείτε και αδιαφορείτε και για τις συνέπειες και για τα αποτελέσματα.

   Ernest Urtasun (Verts/ALE). – Señora Presidenta, los ataques contra los derechos laborales en Grecia vienen, evidentemente, del memorándum del año 2010. Se hicieron dos cosas extremadamente negativas. Primero, se retiró la capacidad de fijar el salario mínimo a los agentes sociales para trasladarlo al Ejecutivo, y así los acreedores podrían ejecutar una reducción efectiva del salario mínimo. Y, segundo, se permitió que los acuerdos individuales de empresa prevalecieran sobre los acuerdos sectoriales, lo cual hizo, evidentemente, que la caída de la negociación colectiva pasara prácticamente de un 80 % a una tasa de cobertura de, actualmente, el 40 %.

Esto no es tolerable. Y es más, me quiero dirigir especialmente a la Comisión, porque la negociación colectiva es algo reconocido en el Derecho europeo (artículo 156 del Tratado de Funcionamiento de la Unión Europea, artículo 28 de la Carta de los Derechos Fundamentales, artículo 6 de la Carta Social Europea). Lo que no puede ser es que, en determinados países, por el hecho de que estén bajo un programa de intervención financiera se suspenda la ley europea. Mire, no. El hecho de que en Grecia haya un programa no significa que se pueda suspender la ley europea. Se aplica igual que en cualquier otro país y, por lo tanto, cuando el Gobierno griego está intentando restaurar derechos eliminados desde hace algunos años lo que está diciendo es —igual, por cierto, que el memorándum actual, que no habla de adoptar más medidas laborales—, lo que está diciendo es: «quiero restaurar la ley europea en mi país».

Y eso, señores de la Comisión, es algo que ustedes deberían estar apoyando, porque ustedes son los guardianes de los Tratados y son ustedes quienes tienen que garantizar la aplicación de la ley europea en todo el continente.

  Dariusz Rosati (PPE). – Madam President, Commissioner, the Greek economy has been in crisis for eight years, being unable to return to sustainable growth. A lot of blame for this unprecedented failure is routinely put on the European institutions and the so-called austerity measures, but the truth is that the necessary structural reforms in Greece have never been fully implemented. They have been incomplete, partial and delayed, and the damage has been further exacerbated by unrealistic promises made by populist politicians. If economic growth is to be restored, more flexibility is needed in the labour market. The EU should stand ready to help Greece with the European Youth Initiatives and programmes aimed at increasing mobility and employability, but the responsibility for implementing reforms is entirely on the Greek Government.

Let me repeat once again that there is no obligation for Greece to accept financial assistance from outside. But if Greece wants to use other countries’, other Member States’ taxpayers’ money, it has to reform in order to guarantee that this money is repaid back on time.

According to every statement and review, even of the European Commission, Commissioner Moscovici said the day before: Greece has made more changes than any other country in the European Union. What are you talking about? Then the second question is a very simple question: do you accept that Greece is following the same rules as the other European countries or not? I am of the opinion that Greece should be subject to the same rules as other countries. That includes also the rules of the Stability and Growth Pact, which are the rules, by the way, that Greece has violated for a number of years.

Now, on the other hand, as far as the reforms are concerned, as I said, they have been implemented late and slowly, and this is the reason for the lack of result. If you want to have, indeed, conditions conducive for investment, as you are interested in, and more job creation, we have to be consistent in implementing those reforms.

  Κώστας Μαυρίδης ( S&D). – Κυρία Πρόεδρε, αυτό που μόλις ακούσαμε είμαι βέβαιος ότι δεν εκφράζει την Ευρώπη που όλοι μας ονειρευόμαστε, γιατί μπροστά μας έχουμε ένα θέμα με πολιτικές και νομικές διαστάσεις. Είναι ποτέ δυνατόν σε ένα κράτος μέλος της Ευρωπαϊκής Ένωσης –και αυτό είναι το ουσιαστικό ερώτημα– το κοινοτικό κεκτημένο για τις συλλογικές συμβάσεις να μην εφαρμόζεται με τη δικαιολογία ότι η χώρα αυτή είναι υπό μνημόνιο; Αυτό είναι το ερώτημα ενώπιόν μας. Kαι όμως είναι δυνατόν, επειδή το Διεθνές Νομισματικό Ταμείο διαφωνεί μαζί με μας και επειδή ο κύριος Σόιμπλε διαφωνεί μαζί με μας. Σε ποια Συνθήκη λειτουργίας της Ευρωπαϊκής Ένωσης επιτρέπεται να υπάρχουν στην Ευρωπαϊκή Ένωση πολίτες δεύτερης κατηγορίας; Σε καμιά! Παρ’ όλους λοιπόν τους δύσκολους δημοσιονομικούς στόχους, παρ’ όλη τη διαχείριση των προσφυγικών ροών, παρ’ όλες τις απειλές του Ερντογάν, παρ’ όλο που η Ελλάδα διαφυλάττει τα εξωτερικά σύνορα της Ευρωπαϊκής Ένωσης με το υστέρημα του ελληνικού λαού, αντί να ανταμειφθεί τιμωρείται. Αυτή είναι η ουσία ενώπιόν μας.

  Κωνσταντίνα Κούνεβα ( GUE/NGL). – Κυρία Πρόεδρε, ζητάμε επιστροφή στη νομιμότητα, επαναφορά των συλλογικών συμβάσεων εργασίας. Από το 2010 έως το 2012 επιβάλατε πέντε νόμους που προκάλεσαν διάλυση των εργασιακών σχέσεων, απαγόρευση των συλλογικών διαπραγματεύσεων για τον κατώτατο μισθό. Κυρίες και κύριοι της Επιτροπής και του Συμβουλίου, μην κρύβεστε πίσω από το ΔΝΤ! Πάρτε καθαρή θέση επιτέλους! Δεσμεύεστε ή όχι για την επαναφορά των συλλογικών συμβάσεων στην Ελλάδα; Αυτό ζητούν εργαζόμενοι και εργοδότες στη χώρα μου. Είστε με το ΔΝΤ ή με το ευρωπαϊκό κεκτημένο; Κλείστε τώρα την αξιολόγηση με την ελληνική κυβέρνηση, εκτός και αν θέλετε να επιστρέψουμε σε καθεστώς δουλείας.

  Romana Tomc (PPE). – Najbrž obstajajo tehtni razlogi za to, da se je Grčija znašla v takšnem položaju, kot je danes. Verjamem, da so jo v takšen položaj potisnili tudi neodgovorni politiki in danes ljudje trpijo posledice teh odločitev.

Veseli me, da statistični podatki kažejo, da vendarle v zadnjih letih Grčiji gre na bolje, da so bile storjene potrebne reforme. Vendar kljub vsem tem reformam ljudje še vedno živijo čedalje slabše.

Potrebno bo storiti najbrž še nekaj več. Potrebno se bo zavedati, da država ne bo nikoli uspela približati dobrega življenja ljudem, če bo delala reforme zaradi drugih. Država mora delati reforme zase in odgovorna politika jih dela zato, da bo njihovim državljanom in državljankam bolje. To bi morala storiti tudi Grčija.

Μήπως θυμάστε ποιο κόμμα ήταν στην κυβέρνηση, όταν καταγράφηκαν αυτά τα ελλείμματα και αυτά τα χρέη; Μήπως ήταν το κόμμα της Νέας Δημοκρατίας, με το οποίο ανήκετε στην ίδια πολιτική ομάδα; Γιατί δεν τους τα λέτε;

  Romana Tomc (PPE), Odgovor na vprašanje, postavljeno z dvigom modrega kartončka. – Zaradi tega, ker mislim, da odgovor ni nikoli tako enostaven, da lahko s prstom pokažemo samo na enega človeka ali na eno vlado.

Situacija, v kakršni je Grčija danes, je posledica nevestnega ravnanja, ki seže daleč v preteklost. In mislim, da bi se morali tega, če želimo oziroma želi Grčija najti rešitev, dobro zavedati. Ni potrebno gledati v preteklost, treba je gledati v prihodnost.

  Maria Arena (S&D). – Madame la Présidente, je me concentrerai uniquement sur la question du dialogue social, parce que je pense que notre modèle européen est basé sur ce dialogue social.

Monsieur le Commissaire, vous avez dit votre volonté de travailler avec les partenaires sociaux et, pourtant, actuellement, les partenaires sociaux grecs n'ont plus la liberté de définir le niveau approprié de leurs concertations avec, pour effet direct, un affaiblissement drastique de la protection des travailleurs grecs. Alors, Monsieur le Commissaire, il s'agit là d'une grave atteinte aux droits fondamentaux européens. Or, vous êtes, Monsieur le Commissaire, en charge de faire respecter ces droits fondamentaux et non de les faire violer. Il est donc de votre devoir de rétablir le droit européen en Grèce et de redonner aux partenaires sociaux le droit de négocier des conventions collectives au niveau qui leur semble approprié.

  Evelyn Regner (S&D). – Frau Präsidentin! Starke Gewerkschaften und eine funktionierende Sozialpartnerschaft sind der Schlüssel zum Erfolg in Europas führenden Volkswirtschaften.

Das heißt, das gilt für Deutschland, Schweden, Österreich und so weiter. Das muss doch auch bitte schön für Griechenland gelten, dass wir hier nicht zweierlei Maßstäbe ansetzen. Ein Drittel der griechischen Bevölkerung ist von Armut betroffen, und das ist schon großzügig kalkuliert. Jeder zweite Jugendliche hat keine Arbeit. Die Menschen leiden definitiv unter den Reformen. Das haben Sie hier jetzt mehr oder weniger von allen gehört.

Jetzt geht es ans Eingemachte: ans Streikrecht, an Lockerungen des Kündigungsschutzes und die Beschneidung von Gewerkschaftsrechten. Das sind nun Forderungen, die auf den Tisch gelegt werden, die volkswirtschaftlich keinen Sinn machen und dementsprechend natürlich auch für die Bevölkerung nicht gut sind. Auch die eingesetzte Expertengruppe empfiehlt eine Stärkung und eine Verbesserung der kollektiven und individuellen Rechte der Arbeitnehmer. Das heißt, lassen Sie bitte schön die Gewerkschaftsrechte und auch das Streikrecht in Ruhe. Das ist etwas, das nicht mit zweierlei Maß in Europa gemessen werden sollte – egal, ob es jetzt in Schweden, Österreich oder in Griechenland ist.

  Brando Benifei (S&D). – Signora Presidente, onorevoli colleghi, con i colleghi del gruppo dei Socialisti e democratici abbiamo recentemente inviato una lettera ai tre presidenti, Juncker, Dijsselbloem e Draghi, sulla questione della contrattazione collettiva in Grecia, a seguito della messa in atto del memorandum. Una situazione assolutamente spiacevole, che di fatto ha costretto il governo greco a decentralizzare svuotando di valore il sistema di contrattazioni collettive nel paese.

La risposta della Commissione ci lascia perplessi. Da un lato si riconosce la gravità della situazione occupazionale e salariale e la crescente povertà, si ammette la massima attenzione da parte della Commissione al rispetto dei diritti fondamentali e sociali ma, allo stesso tempo, si fa notare che il memorandum agisce al di fuori dei diritti europei e quindi, tecnicamente, tali diritti non si applicano alla messa in atto delle misure imposte, vorrei sottolineare, ancora una volta, imposte alla Grecia.

Credo invece che la Commissione europea, questo Parlamento e tutte le istituzioni debbano sempre battersi affinché i diritti dell'Unione siano sempre applicati. La Commissione è il guardiano dei trattati, così mi è stato insegnato.

  Pervenche Berès (S&D). – Madame la Présidente, Monsieur le Commissaire, le président Juncker nous parle toujours du «triple A social» et ici, ce soir, vous avez parlé de la justice sociale au cœur des priorités de l’Union européenne.

Franchement, je vous le dis, j’ai quand même été très choquée que, dans sa réponse à mes collègues de la commission emploi qui l’ont interpellé sur la suspension des conventions collectives ou de branche au niveau national, le président Juncker a indiqué que la charte des droits fondamentaux n’avait pas lieu de s’appliquer en ce qui concerne le programme de conciliation budgétaire de la Grèce.

Il ne peut pas y avoir deux poids et deux mesures, et si on veut que la Grèce soit exemplaire dans le respect de la règle budgétaire, il faudra lui donner les moyens d’être exemplaire dans le respect de la démocratie sociale, sinon il n’y aura pas de retour du climat de confiance. Ce climat de confiance attend des signes encore un peu plus forts en matière de dette pour que l’investissement reprenne dans ce pays.

Ce pays souffre en première ligne au nom de la solidarité européenne pour l’accueil des réfugiés, ce pays est engagé maintenant depuis de longues années dans des réformes structurelles qu’il met en œuvre avec détermination, avec un gouvernement démocratiquement élu, et il est temps qu’il recouvre tous les outils de la démocratie sociale.

Souvenez-vous qu’au début de l’intervention de la Commission européenne, dans le cas de la troïka, dès le début, l’OIT et le Conseil de l’Europe ont dénoncé ces travers qui empêchaient la Grèce de disposer de ces outils indispensables.

Monsieur le Commissaire, dites au président de la Commission qu’il est temps de permettre à la Grèce de recouvrer tous ces outils qui recréent ce climat de confiance et d’investissement, dont la Grèce et nous-mêmes avons tant besoin.

  Doru-Claudian Frunzulică (S&D). – Madam President, I would like to express, first of all, my solidarity with the Greek authorities and people and their efforts towards recovery, human dignity and social justice. The situation in Greece shows that the policy of austerity is at a dead end. The EU acquis labour issues should also be applied in Greece, and it must be ensured that Greece will not be the exception as regards labour rights. The collective labour contracts are a very important acquis which must also be applied for Greece. I hope that Athens, despite the International Monetary Fund’s protest, will be able to restore collective bargaining following its elimination on the terms of the second bailout programme in 2012. There is no need to tighten rules on strikes or to allow lockouts, which are a way for employers to ban workers during strikes.

  Κώστας Χρυσόγονος ( GUE/NGL). – Κυρία Πρόεδρε, τις τελευταίες εβδομάδες γινόμαστε ακούσιοι θεατές ενός θεάτρου του παραλόγου με πρωταγωνιστές την Επιτροπή και το Διεθνές Νομισματικό Ταμείο, διότι αμφότεροι οι θεσμοί είχαν συμφωνήσει με την ελληνική κυβέρνηση στη συγκρότηση μιας επιτροπής εμπειρογνωμόνων υψηλού κύρους και κοινής αποδοχής, η οποία θα γνωμοδοτούσε για τα ζητήματα σχετικά με τις εργασιακές σχέσεις στην Ελλάδα. Η επιτροπή αυτή γνωμοδότησε και γνωμοδότησε το αυτονόητο: ότι πρέπει δηλαδή να διατηρηθεί ή μάλλον να επανέλθει η ισχύς των συλλογικών διαπραγματεύσεων, όπως προβλέπει το ενωσιακό δίκαιο, και ότι δεν ωφελεί σε τίποτα να απελευθερωθούν πλήρως οι ομαδικές απολύσεις, πράγμα το οποίο θα οδηγούσε στην πραγματικότητα όχι σε μείωση αλλά σε αύξηση της ανεργίας, σε μια χώρα στην οποία η ανεργία βρίσκεται στο 23% του εργασιακού πληθυσμού. Συνεπώς καλούνται και η Επιτροπή και το Διεθνές Νομισματικό Ταμείο να τιμήσουν ουσιαστικά την υπογραφή τους αποδεχόμενοι τα πορίσματα της επιτροπής εμπειρογνωμόνων. Pacta sunt servanda.

  Terry Reintke (Verts/ALE). – Frau Präsidentin, liebe Kolleginnen und Kollegen, liebe Kommission, lieber IWF, liebe EZB, liebe Mitglieder der Eurogruppe und vor allem, lieber Herr Schäuble! Immer und immer wieder ist in den letzten Jahren Griechenland vorgeworfen worden, sich angeblich nicht an Abmachungen zu halten, vor allem in dem Mitgliedstaat, aus dem ich komme – Deutschland. Unzuverlässigkeit, Faulheit, ja gar eine Gaunermentalität wurde Griechenland vorgeworfen, weil die Verträge angeblich so heilig sind.

Eine Regel, die heute nicht mehr so richtig zu gelten scheint. Denn jetzt soll Griechenland gegen internationales Recht und gegen die EU-Verträge, also Verträge, gezwungen werden, unter anderem das Recht auf Tarifverhandlungen und das Streikrecht einzuschränken. Wenn Ihnen die Verträge so heilig sind, dann stoppen Sie das! Stoppen Sie diese Doppelmoral und legen Sie einen Plan vor, der eine Entlastung der Schuldenlast für Griechenland vorsieht, ohne internationales Recht zu brechen.

  Λάμπρος Φουντούλης ( NI). – Κυρία Πρόεδρε, παρά τις αιματηρές θυσίες που έχει κάνει ελληνικός λαός τα τελευταία εφτά χρόνια, παρά την πρωτοφανή ύφεση, που όμοιά της δεν έχει γνωρίσει η Ελλάδα ούτε στον Δεύτερο Παγκόσμιο πόλεμο, παρά επίσης τις συνεχιζόμενες αποτυχίες των μέτρων που επιβάλλει η Ένωση, πάλι είμαστε μάρτυρες της απόπειρας εκβιασμού της Ελλάδας να αποδεχθεί μία νέα δέσμη μέτρων που πέρα από την εμβάθυνση της κρίσης δεν θα έχουν κανένα άλλο αποτέλεσμα. Συγκεκριμένα, στα εργασιακά πολύ εύκολα προτείνεται η καταστρατήγηση εργασιακών κεκτημένων και δικαιωμάτων, με μόνο στόχο την εξυπηρέτηση του κεφαλαίου και των μεγάλων εταιρειών. Ουσιαστικά δεν ενδιαφέρεστε αν μετατραπεί η Ελλάδα σε ειδική οικονομική ζώνη και οι εργαζόμενοι σε δουλοπάροικους.

Μη θεωρείτε όμως πως η χώρα μου είναι αποικία, και τέτοιες πρακτικές δεν θα έχουν καμία τύχη. Ακόμα κι αν υπογραφούν, για εμάς είναι προϊόν εκβιασμού, συνεπώς δεν θα υπάρχει καμία δέσμευση για την εφαρμογή τους, όταν ο λαός επιλέξει να έχει μία εθνική κυβέρνηση. Ο οικονομικός πόλεμος και η προσπάθεια επιβολής σε ολόκληρη την ήπειρο, την ήπειρό μας, των παράλογων γερμανικών απαιτήσεων όχι απλά θα συναντήσει αντίσταση αλλά θα συντριβεί από τις υγιείς εθνικές δυνάμεις που αφυπνίζονται σε ολόκληρη την Ευρώπη.

  Νεοκλής Συλικιώτης ( GUE/NGL). – Κυρία Πρόεδρε, σήμερα πιο έντονα από ποτέ γίνεται ξεκάθαρος ο εμπαιγμός των θεσμών (της Επιτροπής, του Συμβουλίου και του ΔΝΤ) απέναντι στους λαούς και ιδιαίτερα στον ελληνικό λαό. Το ΔΝΤ και οι ενωσιακοί θεσμοί ρίχνουν το φταίξιμο ο ένας στον άλλον για το ποιος επιβάλει τα σκληρά μέτρα για τους λαούς και τους εργαζόμενους. Την ίδια ώρα προωθούν κατάφωρη παραβίαση των δικαιωμάτων των εργαζομένων για συλλογική διαπραγμάτευση και συλλογικές συμβάσεις στις χώρες που τους επιβλήθηκαν μνημόνια. Η Ευρωπαϊκή Ένωση μαζί με το Διεθνές Νομισματικό Ταμείο είναι που επέβαλαν τη διάλυση του θεσμού των συλλογικών διαπραγματεύσεων στην Ελλάδα το 2010 και οδήγησαν στη μείωση της κάλυψης των εργαζομένων από συλλογική σύμβαση από το 80 στο 40% μέσα σε έξι χρόνια. Τα ίδια έκαναν και στην Πορτογαλία, την Κύπρο, την Ιταλία και την Ισπανία. Ως Αριστερά εκφράζουμε την αλληλεγγύη μας στους εργαζομένους της Ελλάδας και πιστεύουμε ότι o μόνος δρόμος είναι ο αγώνας ενάντια στα μνημόνια και δεν θα σταματήσουμε να παλεύουμε και μέσα και έξω από το Κοινοβούλιο για τη διεκδίκηση των δικαιωμάτων των εργαζομένων, για τη διεκδίκηση της αξιοπρεπούς εργασίας και της κοινωνικής κάλυψης.

  Vytenis Povilas Andriukaitis, Member of the Commission. – Madam President, I would like to say a few words after the debate. First, thank you all for the very open and expressive debate.

The Commission does not agree that there has been any violation of European Union or international law and standards. International labour standards are universal instruments adopted by the international community and reflect common values and principles on work—related issues. They are common to us all. The European Court of Justice has not found that measures adopted in the framework of the economic adjustment programme are in non—compliance with the European Union Charter. That is also clear.

The suspension of the legal extensions of sectoral agreements and the favourability principle does not mean that collective bargaining has disappeared from Greece. The workers’ and employers’ organisations are free to negotiate and sign all forms of collective labour agreements at national, general, sectorial and company level. It would therefore be misleading to say that in Greece the freedom of collective bargaining has been abolished and needs to be restored.

As I mentioned, at the end of September, a group of independent experts delivered a report with recommendations following a thorough assessment of the Greek labour market. We all need to see such a thorough assessment of the Greek labour market today. The experts made 12 recommendations relating to collective bargaining, collective dismissals, industrial action and the setting of a minimum wage. Four of these 12 recommendations were split, reflecting the lack of consensus within the group. These related to the setting of a minimum wage and collective bargaining, extension and favourability of principles.

The Commission considers the report an important input to the ongoing discussions on possible labour market reforms in Greece. In principle, this could entail a revision of some measures which have already been implemented measures. However, simply returning to the pre—crisis status quo is not an option. The Greek labour market was already in poor shape before the crisis erupted, not least due to policies and the quality of social partnerships that were dysfunctional and not delivering. The objective of the review is to promote a more responsible social partnership today and ensure sufficient margins for flexibility to allow Greek firms still faced with the need to restructure to do so.

This process represents a unique opportunity for Greece to develop a stable setting that is supportive of social dialogue. We all need such a social dialogue, of course, including job creation and competitiveness, ensuring the right balance between flexibility and fairness and taking into account the very high unemployment and the need to pursue sustainable and inclusive growth and social justice.

We have carefully considered the group’s recommendations and discussions with the Greek authorities on how to reflect them are still ongoing. Therefore I will not speculate on what might or might not be. However, the Commission recognises the scope to improve collective bargaining in Greece with the goal of establishing a strong and more sustainable social partnership today. For example, extensions would need to be based on reliable mechanisms to measure the level of representativeness for collective agreements, which is something which the experts also recommended. Proper consideration should also be given to the design of all functioning systems of possible derogations.

As in the past, we will do our utmost to ensure the success of the stability support programme for Greece and thus a return to economic, financial and social stability. We are convinced that the structural reforms foreseen, including those in the labour market, are necessary to enable Greece to modernise and secure the competitiveness gains of recent years. The goal is to regain the path of sustainable growth and job creation by strengthening the role of effective social dialogue and collective bargaining.

  Clara Eugenia Aguilera García (S&D), por escrito. – Las reformas laborales llevadas a cabo en Grecia bajo los auspicios de la Troika han deteriorado el sistema de negociación colectiva, dejando a millones de personas en riesgo de pobreza y de exclusión social. Esta situación es absolutamente intolerable porque vulnera tanto la Carta de Derechos fundamentales de la Unión, como los convenios de la OIT y la Carta Social Europea. Que los memorandos de entendimiento no sean considerados específicamente Derecho europeo no puede servir para el deteriorar del Modelo Social Europeo en Grecia. Pedimos a la Comisión y a la Troika, como ya hicimos en el informe Cercas sobre «los aspectos laborales y sociales del papel y las actividades de la Troika (BCE, Comisión y FMI) en relación con los países de la zona del euro sujetos a programa de ajuste» y por Carta la semana pasada, que escuche a la OIT, que escuche al Comité europeo de derechos sociales y que tome buena nota del informe del Comité de Expertos que ella misma encargó. Debe acabarse con esta ignominia reinstaurando la negociación colectiva en Grecia y tomando medidas para una recuperación económica justa, centrada en el bienestar de las personas.

Esta situación es absolutamente intolerable porque vulnera tanto la Carta de Derechos Fundamentales de la Unión, como los convenios de la OIT y la Carta Social Europea.   Danuta Jazłowiecka (PPE), na piśmie. – Szanowni Państwo! Sytuacja na rynku pracy w Grecji jest najgorsza w całej Unii. Pomimo pewnych postępów nadal ponad 23 % obywateli tego państwa jest bezrobotnych, a blisko 17 % pozostaje bez pracy dłużej niż rok. Najbardziej niepokojące jest jednak to, iż blisko połowa młodych Greków nie ma stałego zatrudnienia. Dlatego też dobrze, że w ostatnim tygodniu udało się osiągnąć porozumienie w sprawie wydłużenia terminu spłaty kredytów przez Ateny i zrezygnowano z części odsetek. Od dawna już wiadomo, iż bez restrukturyzacji zadłużenia Grecja nie będzie w stanie powrócić na ścieżkę wzrostu. Warunkiem wejścia w życie tego porozumienia jest jednak wdrożenie przez Ateny reform na rynku pracy, które mogą w krótkiej perspektywie przyczynić się do dalszego wzrostu bezrobocia.

Rozumiem obawy społeczeństwa tego państwa, które po latach wyrzeczeń nadal nie ma przed sobą widocznej perspektywy poprawy sytuacji. Sama jednak pochodzę z kraju, który w okresie transformacji gospodarczej musiał wprowadzić radykalne, skutkujące ogromnym bezrobociem, zmiany na rynku pracy. Przed Grecją, podobnie jak przed Polską na początku lat 90., nie ma innej drogi i pewne decyzje muszą zostać podjęte. Niezbędne jest wsparcie rządu w Atenach decyzją o restrukturyzacji zadłużenia. Bez niej, na co wskazuje już nawet Międzynarodowy Fundusz Walutowy, nie uda się uzdrowić sytuacji w tym państwie.

  Paloma López Bermejo (GUE/NGL), por escrito. – Las reformas que la Troika negoció con los antiguos Gobiernos griegos —el desmantelamiento de la negociación colectiva y la facilitación del despido— son las mismas que el PSOE y el PP impusieron en España.

Imponer los convenios de empresa por encima del resto y permitir comisiones ad hoc no es otra cosa que dar carta blanca a los empresarios para imponer unilateralmente las condiciones laborales, especialmente cuando el tejido empresarial en Grecia, como en España, está fundamentalmente constituido por pymes.

Facilitar el despido no es otra cosa que un chantaje permanente para los trabajadores, que saben que deberán transigir con cualquier imposición o irse a la calle.

Los resultados de estas reformas son visibles en España como en Grecia: un cuarto de la población en desempleo y un tercio de los trabajadores por debajo del SMI, en condiciones cada vez más precarias. Por ello, más que nunca, nuestra solidaridad con el pueblo y el Gobierno de Grecia frente a las nuevas imposiciones del FMI y la UE.

  Dominique Martin (ENF), par écrit. – Je condamne les mesures d’austérité imposées par la troïka au peuple grec. Ces mesures, déjà appliquées par le passé, ont démontré leur inefficience. Pourtant, cette année, on observe une augmentation constante du nombre de réformes austères: le 9 mai dernier, deux réformes (retraites et impôt sur le revenu) avaient été appliquées, ce qui a entraîné le mécontentement du peuple hellénique; fin mai, un alourdissement de la TVA et la création de nouvelles taxes (de résidence par exemple) étaient à l’ordre du jour; fin septembre, ces réformes concernaient la réorganisation du marché de l’énergie et des nouvelles privatisations; aujourd’hui, salaire, prestations sociales et augmentation des impôts font sortir le peuple grec dans la rue. Quand l’Union européenne s’arrêtera-t-elle d’organiser sciemment la paupérisation de pays entiers?

Mais ces mesures ne sont pas seulement un non-sens économique, elles sont également un affront à la souveraineté: le peuple grec a rejeté cette politique en votant massivement «non» au referendum de juillet 2015, comme les Français avaient voté «non» au referendum sur la Constitution européenne, imposée finalement par le gouvernement. Deux pays différents, une seule et même manière honteuse de procéder au sein de l’Union européenne.

  Pavel Poc (S&D), písemně. – Řecko od počátku krize v roce 2009 ušlo hodný kus klikaté cesty. Doposud si s sebou táhne upomínku ve formě národního dluhu představující až 177,4 procent hrubého domácího produktu a nezaměstnanosti ve výši 23 procent. Tyto čísla mu nepřipomínají jen skutečnost, že poskytování zkreslených statistických údajů může mít velmi nehezkou či pro mnohé až katastrofickou dohru, ale také k jakému konci slepá neoliberální hospodářská politika vede. Jsem velmi rád, že je Řecko pořád členem Evropské unie i jejího menšího měnového spolku eurozóny. Rád bych ale v tomto kontextu podotkl, že plnění požadavků, které ukládá Mezinárodní měnový fond a Evropská komise, je věc jedna. Věcí druhou, ale přesto neodlučitelnou, je zajištění akceptovatelných životních a pracovních podmínek zaměstnaných a nezaměstnaných obyvatel. Ti patří také k evropským občanům. Chceme tedy opravdu dopustit, aby ve vyspělé zemi patřící do jednoho z největších hospodářských bloků, která již měsíce Evropě slouží jako tzv. nárazník v migrační vlně, došlo k odnětí tak základního práva, jako je právo na kolektivní vyjednávání? Opravdu považujeme za vhodné nahradit klasické pracovní závazky krátkodobými a nestabilními? Nejenže tímto porušujeme základní prvky sociální Evropy, ale porušujeme i ustanovení Listiny základních práv Evropské unie, kterou jsme v roce 2000 a 2007 sami přijali.
