  Frédérique Ries (ALDE). – Monsieur le Président, nous avons besoin d’hommes et de femmes politiques déterminés à soutenir un accès pour les enfants aux médicaments innovants et cela, malgré leur coût. Je croise les doigts, donc, pour le vote en plénière, ce jeudi 15 décembre, et pour les suites, aussi, qui y seront données par la Commission européenne, et je salue notre commissaire, qui est présent aujourd’hui.

Je viens de vous lire un extrait du mail, parmi tous les autres, que j’ai reçu avant-hier. Celui-là est de Mme Heynens, l’une des mamans avec qui j’ai travaillé pour écrire cette résolution.

Le rhabdomyosarcome est la tumeur cancéreuse la plus fréquente des tissus mous chez les enfants et chez les adolescents. Le traitement associe chimiothérapie, chirurgie et bien souvent une radiothérapie aujourd’hui. Évidemment, il est lourd, et parce qu’il est inadmissible que sur les dix dernières années, seulement deux médicaments innovants spécifiques à l’enfant aient vu le jour, nous devons imposer ce cercle vertueux, forcer le développement de traitements contre les cancers et les autres maladies qui touchent les enfants. Protéger les plus faibles d’entre nous, c’est plus que jamais notre mission, c’est plus que jamais la mission de l’Europe.

  Jiří Pospíšil (PPE). – Pane předsedající, já jsem velmi rád, že toto usnesení prošlo, je to velmi eticky citlivé téma. Je velmi dobře, že si Evropský parlament uvědomuje, že musíme investovat více peněz, více energie do kvalitního pediatrického klinického výzkumu tak, abychom mohli nabídnout malým pacientům nové a lepší léky, nové a lepší formy léčby zákeřných forem té nejhorší nemoci, to znamená rakoviny.

Já mám lidskou radost z toho, že to usnesení opravdu prošlo, a doufejme, že bude v reálu naplněno, že opravdu pomůžeme malým, trpícím pacientům a že jim třeba to dnešní usnesení přinese v budoucnu další formy léčby, které budou více šetrné a více účinné.

  Anna Záborská (PPE). – Uznesenie o liekoch používaných v pediatrii je po talidomide druhou témou, ktorá nectí európsku spoločnosť 21. storočia. Je neprípustné, ak choré deti, ktoré mohli prežiť, zomierajú preto, že výskum liekov používaných v pediatrii je nedostatočný alebo že tieto lieky nie sú dostupné.

Deti tvoria špeciálnu skupina obyvateľstva, ktorá si vyžaduje špeciálny prístup. No v politických debatách o starnutí obyvateľstva dnes oveľa viac zaznieva zdravotná starostlivosť pre seniorov. Aj tá je dôležitá, ale nezabúdajme, že Európa starne aj preto, že máme málo detí.

Nedostatok liekov používaných v pediatrii považujem za hazard s každým detským životom. Ako lekárka môžem povedať, že nie je jednoduché vidieť zomierať dieťa, pretože mu nemôžeme dať lieky. Treba si tiež uvedomiť, že tam, kde je málo liekov, musí niekto rozhodnúť o tom, kto ich dostane a kto nie. A takúto ťarchu by nemal niesť žiaden človek, ani lekár nie.

It is a motion that is a means to promote innovation and access to help technologies in this important area of public health. A review of existing regulations on paediatric medicines will prove central to further developments, thus inducing a new phase of scientific and regulatory dialogue and cooperation in this domain.

We must therefore continue in our efforts to incentivise the market, reinforcing the extent of our commitment, whilst identifying current obstacles and the public health impact of continuing innovation in this area. Like most MEPs, I welcome this resolution and its passing here today.

  Marina Albiol Guzmán (GUE/NGL), por escrito. – Esta resolución pide a la Comisión que proponga, tal y como se contempla en la regulación Pediátrica (2007), el Reglamento sobre medicamentos pediátricos a su debido tiempo (Enero de 2017), que debe incluir un análisis de las posibles consecuencias para la salud pública. A mayores, pide que en este informe considere diferentes factores que podrían mejorar dicha regulación, entre ellos, la plena transparencia de los resultados clínicos. Es por todo esto que he votado a favor de esta resolución.

  Laima Liucija Andrikienė (PPE), raštu. ‒ Balsavau už Europos Parlamento rezoliuciją dėl reglamento dėl pediatrijoje naudojamų vaistų. Reglamentas dėl pediatrijoje naudojamų vaistų turėjo didelį poveikį tokių vaistų kūrimui, smarkiai padaugėjo pediatrinių klinikinių tyrimų ir pediatrijos srities mokslinių tyrimų projektų ir dabar turima daugiau kokybiškos informacijos apie patvirtintų vaistų naudojimą pediatrijoje. Reglamentas padėjo pagerinti bendrą padėtį, gauta apčiuopiamos naudos gydant daugybę vaikų ligų. Ir vis dėlto kai kuriose srityse, visų pirma, pediatrinės onkologijos ir neonatologijos, pasiekta nepakankama pažanga. Todėl palaikau šia rezoliucija išreiškiamą raginimą, skirtą Komisijai, laiku pateikti Reglamento dėl pediatrijoje naudojamų vaistų 50 straipsnyje numatytą ataskaitą ir prašymą, kad šioje ataskaitoje būtų išsamiai aprašytos ir nuodugniai išnagrinėtos kliūtys, kurios šiuo metu trukdo naujovėms vaikų populiacijai skirtų vaistų srityje. Balsavau už taip pat ir dėl raginimo, remiantis tomis išvadomis, padaryti Reglamento pakeitimus, deramai atsižvelgiant į pediatrijoje naudojamų vaistų kūrimo planus, kurie būtų grindžiami ne tik ligos rūšimis, bet ir vaisto veikimo mechanizmu, į pirmenybės teikimo ligoms ir vaistams modelius, atsižvelgiant į netenkinamus medicininius poreikius pediatrijos srityje, galiausiai, į paskatas, kurias taikant būtų labiau skatinama vykdyti mokslinius tyrimus ir kurios veiksmingiau tenkintų vaikų populiacijos poreikius, užtikrinant mokslinių tyrimų ir kūrimo sąnaudų vertinimą ir visišką klinikinių rezultatų skaidrumą.

  Νίκος Ανδρουλάκης (S&D), γραπτώς. ‒ Πολλά παιδιά που υποφέρουν από σπάνιες παιδιατρικές ασθένειες δεν έχουν πρόσβαση σε ειδικά παιδιατρικά φάρμακα, με αποτέλεσμα να τους χορηγούνται μη προβλεπόμενα φάρμακα βάσει εμπειρίας χωρίς να έχει προηγηθεί η απαραίτητη κλινική έρευνα. Ο κανονισμός σχετικά με την παιδιατρική έχει βελτιώσει σε μεγάλο βαθμό την ανάπτυξη φαρμάκων και έχει οδηγήσει σε πρόοδο στον τομέα των παιδικών ασθενειών όμως και πάλι υπάρχει πολύ μεγάλο περιθώριο βελτίωσης. Υπερψήφισα την πρόταση ψηφίσματος για τα παιδιατρικά φάρμακα, καθώς είναι απαραίτητο να διασφαλιστεί ότι θα χορηγούνται στα παιδιά φάρμακα που μπορούν να αντιμετωπίσουν με αποτελεσματικό ασφαλή τρόπο τις παιδιατρικές ασθένειες.

  Marie-Christine Arnautu (ENF), par écrit. ‒ Il apparaît une nécessité de mieux adapter des traitements aux enfants passant par des médicaments spécifiques et non par une adaptation, souvent approximative, de traitements pour adultes, comme cela est encore le cas aujourd’hui.

La présente résolution, faisant suite à une question orale, vise à modifier le règlement sur les médicaments pédiatriques actuel. L’accent est particulièrement mis sur les médicaments développés pour traiter le cancer chez l’enfant. Le texte actuel avait largement été contourné par les laboratoires pharmaceutiques qui n’ont en 10 ans, diffusés que 2 nouveaux médicaments seulement. Le présent texte, malgré de franches insuffisances, va globalement dans le bon sens en visant à améliorer le règlement.

Le député FN Joëlle Mélin est corédactrice de la question orale et de la proposition de résolution en question. J’ai voté favorablement à cette proposition.

  Zoltán Balczó (NI), írásban. ‒ Az állásfoglalási indítvány felhívja a Bizottság figyelmét arra, hogy a gyermekgyógyászati készítmények kutatása és fejlesztése során a korábbi rendeletben megfogalmazott ösztönzők ellenére kevés az érdemi előrelépés. A rendelet hatálybalépése óta összesen két speciális gyermekrák elleni gyógyszer lett törzskönyvezve. Sajnos a gyógyszergyártó cégek az ösztönzőket (jellemzően anyagi forrásokat), olyan rák elleni gyógyszerek kifejlesztésére fordították, amelyek elsősorban gyermekek számára készülhetnek, de a felnőtt lakosság körében előforduló hasonló rákos megbetegedések terápiás kezelését is lehetővé teszik. Így igazából megint a profitorientált szemlélet szorította háttérbe a jogalkotó építő és előremutató szándékát.

Az indítvány ezért felszólítja a Bizottságot, hogy készítsen jelentést a rendelet gyakorlati működésének időközi vizsgálatáról, és olyan új ösztönzőket dolgozzon ki, amelyek érdekeltté teszik a cégeket a speciális, kizárólag gyermekek számára készülő súlyos betegségek terápiás kezelését elősegítő gyógyszerek kifejlesztésére. A fentiek alapján a határozati javaslat elfogadását támogattam.

  Hugues Bayet (S&D), par écrit. ‒ J'ai soutenu, avec l'ensemble du Groupe socialiste, cette résolution qui vise à modifier le règlement relatif aux médicaments pédiatriques.

Cette résolution, approuvée à une large majorité par le Parlement européen, demande à la Commission européenne d'établir un rapport circonstancié sur les obstacles qui freinent encore l'innovation en matière de médicaments pédiatriques. Sur cette base, elle devra faire les propositions de modifications nécessaires pour éliminer ces obstacles.

Face au drame que constituent les cancers chez les enfants, tous les efforts doivent être entrepris pour y apporter les solutions médicales les plus efficaces.

  Beatriz Becerra Basterrechea (ALDE), por escrito. ‒ El Reglamento sobre medicamentos pediátricos ha demostrado no de ser del todo útil. En concreto me refiero a los medicamentos contra el cáncer. Necesitamos una nueva modificación del Reglamento que aborde los obstáculos actuales que dificultan la innovación en los medicamentos destinados a la población pediátrica. Por todo ello he votado a favor.

  Xabier Benito Ziluaga (GUE/NGL), por escrito. ‒ He votado a favor de la resolución que plantea cuestiones como la necesidad del correcto etiquetado y la variedad de incentivos necesarios para aumentar la investigación en el campo. Los puntos clave son garantizar una evaluación exhaustiva de los costes de I + D, junto con la plena transparencia de los costes clínicos y el reconocimiento de la necesidad de evaluar la mejor manera de utilizar los diferentes tipos de subvenciones y financiación en el ámbito de los medicamentos pediátricos. Así como apoyar los «mecanismos de desvinculación» previstos por las Naciones Unidas para promover la innovación y el acceso a las tecnologías sanitarias mediante la separación del pago del costo del desarrollo de la I + D para las tecnologías sanitarias del precio del producto.

  Izaskun Bilbao Barandica (ALDE), por escrito. ‒ He apoyado esta Resolución sobre los medicamentos de uso pediátrico en el que se pide a la Comisión que presente el informe contemplado en el artículo 50 del Reglamento sobre estos medicamentos a su debido tiempo y antes del 26 de enero de 2017. Este informe debería proporcionar una lista exhaustiva y un análisis detallado de los obstáculos actuales que dificultan la innovación en los medicamentos destinados a la población pediátrica.

  José Blanco López (S&D), por escrito. ‒ He votado a favor de esta Resolución que pide a la Comisión que presente el informe contemplado en el artículo 50 del Reglamento sobre medicamentos pediátricos, proporcionando una lista exhaustiva y un análisis detallado de los obstáculos actuales que dificultan la innovación en este ámbito.

Igualmente, insta a la Comisión a que examine introducir modificaciones que tengan en cuenta lo siguiente: planes de desarrollo pediátrico de medicamentos basados en el mecanismo de acción, y no solo en el tipo de enfermedad; modelos de priorización de las enfermedades y los medicamentos teniendo en cuenta las necesidades médicas pediátricas no cubiertas y la viabilidad; PIP más tempranos y más viables; incentivos destinados a estimular la investigación y atender mejor las necesidades de la población pediátrica, al tiempo que se garantiza una evaluación de los costes de investigación y desarrollo y la transparencia de los resultados clínicos; y estrategias para evitar el uso pediátrico no prescrito cuando existan medicamentos pediátricos autorizados.

Igualmente, destaca las ventajas que aportaría a la hora de salvar vidas en oncología pediátrica el desarrollo pediátrico obligatorio de medicamentos basado en el mecanismo de acción de un medicamento acoplado a la biología de un tumor, y no en una indicación que limite la utilización del medicamento a un tipo específico de cáncer.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau už šią rezoliuciją, kurioje Europos Parlamentas aptaria, kaip pediatrijoje naudojami vaistai. Parlamentas ragina Komisiją laiku pateikti Reglamento dėl pediatrijoje naudojamų vaistų numatytą ataskaitą ir pabrėžia, jog reikia, kad šioje ataskaitoje būtų išsamiai aprašytos ir nuodugniai išnagrinėtos kliūtys, kurios šiuo metu trukdo naujovėms vaikų populiacijai skirtų vaistų srityje. Be to, pabrėžia, kad siekiant formuoti veiksmingą politiką toks patikimas informacijos pagrindas yra labai svarbus. Parlamentas primygtinai ragina Komisiją, remiantis tomis išvadomis, apsvarstyti galimybę padaryti pakeitimus, be kita ko, atliekant Reglamento dėl pediatrijoje naudojamų vaistų teisėkūros peržiūrą. Atliekant šiuos pakeitimus turi būti deramai atsižvelgta į: a) pediatrijoje naudojamų vaistų kūrimo planus, kurie būtų grindžiami ne tik ligos rūšimis, bet ir vaisto veikimo mechanizmu, b) pirmenybės teikimo ligoms ir vaistams modelius, atsižvelgiant į netenkinamus medicininius poreikius pediatrijos srityje ir galimybes, c) ankstesnius ir perspektyvesnius pediatrinių tyrimų planus, d) paskatas, kurias taikant būtų labiau skatinama vykdyti mokslinius tyrimus ir kurios veiksmingiau tenkintų vaikų populiacijos poreikius, užtikrinant mokslinių tyrimų ir kūrimo sąnaudų vertinimą ir visišką klinikinių rezultatų skaidrumą, ir e) strategijas siekiant išvengti vaistų naudojimo pediatrijoje ne pagal aprašą tais atvejais, kai esama leistinų pediatrinių vaistų.

  Andrea Bocskor (PPE), írásban. ‒ Szeretném felhívni a Parlament figyelmét arra, hogy a korán elkészített gyermekgyógyászati vizsgálati tervek és az Európai Gyógyszerügynökséggel folytatott mielőbbi tudományos és szabályozási párbeszéd és együttműködés lehetővé teszi a vállalatok számára, hogy optimalizálhassák a globális gyermekgyógyászati fejlesztést, és különösen, hogy még jobban megvalósítható gyermekgyógyászati vizsgálati terveket dolgozhassanak ki. Az indítvány elfogadását támogattam.

  Biljana Borzan (S&D), in writing. – Many children suffering from rare paediatric diseases, such as cancer, do not have access to targeted paediatric medicines. That is why I support this report.

We need to foster innovation in paediatric medicines to ensure that in the future all children can be treated with medicines that have been developed for and proved effective and safe for use for children.

  Renata Briano (S&D), per iscritto. ‒ Il regolamento sui medicinali pediatrici ha avuto un impatto significativo sullo sviluppo di farmaci per neonati e bambini, in quanto molte compagnie farmaceutiche considerano lo sviluppo a fini pediatrici parte integrante dell'attività complessiva di sviluppo di un medicinale.

Il numero di progetti di ricerca in ambito pediatrico è aumentato notevolmente e sono disponibili maggiori informazioni di alta qualità sui farmaci approvati. Inoltre, anche il numero relativo di sperimentazioni cliniche pediatriche è aumentato con esiti positivi.

Esistono però ancora dei margini di potenziale miglioramento, ad esempio sui premi finanziari per lo sviluppo di farmaci pediatrici che troppo spesso sono modesti in numero ed entità, con un sistema premiale da riesaminare per stimolare maggiormente la ricerca e lo sviluppo di farmaci pediatrici, soprattutto in ambito oncologico, da parte delle aziende farmaceutiche.

Dobbiamo inoltre promuovere un accesso molto più ampio a terapie innovative che possono salvare la vita di bambini e adolescenti con malattie potenzialmente letali.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato in favore della risoluzione in questione che offre validi suggerimenti alla Commissione per migliorare il regolamento relativo ai medicinali per uso pediatrico.

Il regolamento sui medicinali pediatrici ha avuto un impatto significativo sullo sviluppo di medicinali per uso pediatrico. Dalla sua entrata in vigore molte aziende farmaceutiche considerano lo sviluppo a fini pediatrici parte integrante dell'attività complessiva di sviluppo di un prodotto. Il numero di progetti di ricerca in ambito pediatrico è aumentato notevolmente e ora sono disponibili maggiori informazioni di alta qualità sull'uso pediatrico dei farmaci approvati.

Tuttavia tale regolamento presenta diverse lacune. I meccanismi finanziari di premi e incentivi per lo sviluppo di medicinali pediatrici, come l'autorizzazione all'immissione in commercio per uso pediatrico, arrivano in ritardo e hanno un effetto limitato. L'attuale sistema di premi deve essere sottoposto a riesame onde determinare come potrebbe essere migliorato per stimolare maggiormente la ricerca e lo sviluppo di farmaci pediatrici. Inoltre i piani d'indagine pediatrica (PIP) troppo spesso si rivelano impraticabili o sono avviati con troppo ritardo del medicinale.

La risoluzione propone una revisione dell'attuale sistema dei PIP al fine di migliorarli, limitando le speculazioni delle case farmaceutiche sugli incentivi offerti.

  Matt Carthy (GUE/NGL), in writing. ‒ I voted in favour of this report which called for a loophole in the Paediatric Medicines Regulation to be closed. Pharmaceutical companies are meant to investigate whether any drug they bring to market for adults can be used for children (given the rarity of child cancers) but there is a waiver within the legislation which allows these companies not to do so if the diseases are not found in children. But often diseases in children can have the same biological mode of action as these adult diseases so should be investigated.

For these reasons I supported the resolution and hope that the Commission will act swiftly.

  David Casa (PPE), in writing. ‒ I voted in favour as I agree that the Commission needs to deliver the report provided for in Article 50 of the Paediatric Medicines Regulation in a timely fashion, providing comprehensive identification and an in-depth analysis of the obstacles currently hampering innovation in medicinal products targeting the paediatric population. It is very important to have a solid evidence base of this kind for effective policymaking. Based on these findings, the Commission should consider making changes, including through a legislative revision of the Paediatric Medicines Regulation, that give due consideration to amongst others mechanism-of-action-based, rather than only disease-type-based, paediatric development plans and incentives that better stimulate research and more effectively serve the needs of the paediatric population. The Commission should consider amending the Paediatric Medicines Regulation so that promising trials in the paediatric population are not terminated early because of disappointing results in the target adult population.

  Fabio Massimo Castaldo (EFDD), per iscritto. ‒ L'interrogazione orale e la risoluzione adottate dalla commissione ENVI riguardano il riesame del regolamento 1901/2006 relativo ai medicinali per uso pediatrico, in particolare i piani di indagine pediatrica e l'oncologia pediatrica.

I principali temi affrontati sono l'incidenza di cancro nei bambini, i trattamenti chemioterapici e le terapie innovative, lo sviluppo di farmaci antitumorali da parte delle case farmaceutiche, i trial clinici.

Gli elementi introdotti sono positivi e ho quindi votato senza dubbio a favore.

  Nessa Childers (S&D), in writing. ‒ I supported this report today as I had done at committee level. Although the Regulation was a major breakthrough in pushing for paediatric medicine research 10 years ago, today there are loopholes which need to be addressed, as these are preventing development in research and jeopardising life chances. Children are among the most vulnerable members of our society and we must act accordingly to improve their quality of life.

With cross-party support, this resolution is pushing for an end to deferred investment in paediatric medical research and to ensure that regulatory changes close those loopholes.

Although the Commission makes the point that children’s health is very important in their work, it does not appear to be a top priority. Our future is bleaker when theirs is at risk. The Commission is not acting quickly enough upon the public’s demands and those of their elected representatives.

However, an area this current motion could have pushed further on concerns increased transparency in development and medical research processes, not just with regard to clinical results.

I would encourage all of my constituents and interest groups in Ireland to submit their experiences to the Commission before the consultation deadline on the 2017 Report on the Paediatric Regulation

  Caterina Chinnici (S&D), per iscritto. ‒ Il regolamento europeo relativo ai medicinali ad uso pediatrico ha istituito un quadro normativo specifico che ha avuto un impatto molto significativo sullo sviluppo di medicinali pediatrici. Il regolamento ha contribuito ad ottenere progressi rilevanti in settori delicati, quali l'oncologia pediatrica e la neonatologia, e ha inoltre concretamente stimolato la ricerca in questo ambito.

La ricerca ha assunto un ruolo fondamentale nel colmare gravi carenze nel settore della sanità e ha avuto il merito di individuare ed introdurre sul mercato dei famarci pediatrici specifici ed autorizzati. La maggior parte dei farmaci attualmente in commercio, però, sono privi di autorizzazione per l'uso specifico nei bambini.

Sono quindi convinta che sia necessario investire e incoraggiare la ricerca pediatrica per dare un maggiore stimolo all'innovazione dei medicinali pediatrici. Mi auguro che la Commissione europea si adoperi presto per intraprendere nuove iniziative legislative in un settore così fondamentale della sanità.

  Carlos Coelho (PPE), por escrito. ‒ O Regulamento Medicamentos Pediátricos teve um impacto considerável no desenvolvimento de medicamentos pediátricos, tendo contribuído para melhorar a situação geral e dar origem a benefícios concretos no que diz respeito a diversas doenças infantis.

Não obstante a existência de mais projetos de investigação pediátrica, mais informação de elevada qualidade, não foram realizados progressos suficientes em vários domínios, nomeadamente em matéria de oncologia e neonatologia.

Apoio a presente resolução, que insta a Comissão a apresentar em tempo útil o Relatório previsto no artigo 50.°, de modo a disponibilizar uma identificação completa e uma análise aprofundada dos obstáculos que atualmente impedem a inovação dos medicamentos destinados à população pediátrica e a considerar a hipótese de introduzir alterações, nomeadamente através de uma revisão legislativa do Regulamento.

Defendo que deve ser dada prioridade às necessidades e aos medicamentos pediátricos, com base em dados científicos, a fim de fazer corresponder as melhores terapias disponíveis às necessidades terapêuticas das crianças, sobretudo as afetadas por cancro, permitindo otimizar os recursos utilizados na investigação.

A mayores, pide que en este informe considere diferentes factores que podrían mejorar dicha regulación, entre ellos, la plena transparencia de los resultados clínicos. Uważam, że jest to konieczne w związku z mankamentami – dotyczącymi opóźnienia badań klinicznych, onkologii pediatrycznej czy małej liczby nowych leków dopuszczanych do obrotu – stwierdzonymi przy wdrażaniu rozporządzenia.

Przegląd rozporządzenia powinien przyłożyć właściwą wagę do modeli priorytetowości leków, wcześniejszych i łatwiejszych badań klinicznych oraz skuteczniejszych zachęt pobudzających badania, i służyć celom rozwoju leków dla dzieci.

This is why I voted in favour of this resolution as it seeks clarification from the Commission on the progress of the report as well as highlighting the areas and issues in which the Commission should, on the basis on the forthcoming report, consider a review of the Regulation to better serve the needs of the paediatric population. Many children suffering from rare paediatric diseases, such as cancer, do not have access to targeted paediatric medicines. We need to foster innovation in paediatric medicines to ensure that in the future all children can be treated with medicines that have been developed for and proved effective and safe for them.

  Rachida Dati (PPE), par écrit. – J’ai voté en faveur de la résolution sur les médicaments pédiatriques. En Europe, le cancer reste la première cause de décès chez les enfants âgés d’un an et plus. Il est indispensable de faire de la recherche pour la lutte contre le cancer, la priorité de la médecine pédiatrique. Je me joins donc à cet appel pour que la Commission publie, dans les meilleurs délais, un rapport sur les obstacles à la recherche et l’innovation dans le secteur des médicaments pédiatriques. Armée de ce rapport, l’Union européenne pourra modifier sa politique afin de combattre avec plus de force encore la maladie chez les plus jeunes.

  Angélique Delahaye (PPE), par écrit. ‒ J’ai voté en faveur de cette résolution qui demande à la Commission de mieux soutenir et d’encourager la recherche dans le domaine pédiatrique. Je suis heureuse que le Parlement se mobilise sur cette question urgente et essentielle. En effet, l’investigation pédiatrique est bien trop peu développée en Europe. Il y a une insuffisance dramatique de connaissance des traitements efficaces pour lutter contre les maladies graves des enfants.

La Commission doit précisément publier en 2017 un rapport sur la mise en œuvre du règlement sur les médicaments pédiatriques de 2006 et il est essentiel qu’elle permette la mise en place d’un environnement favorable à l’investigation pédiatrique. Les laboratoires doivent être incités à mener jusqu’à terme leurs recherches spécifiques et spécialisées en pédiatrie, et contraints lorsqu’ils ne respectent pas les règles.

  Marielle de Sarnez (ALDE), par écrit. ‒ Avec 6.000 décès par an, le cancer est la première cause de mortalité infantile par maladie en Europe.

Grâce à la règlementation pédiatrique européenne introduite en 2006, les informations concernant l’usage pédiatrique des médicaments sont plus nombreuses et de meilleure qualité.

Elle a également permis d’encourager le développement de nouveaux traitements et de nouvelles méthodes de travail.

Mais les incitations pour le développement de médicaments spécifiques à usage pédiatrique restent insuffisantes, notamment dans le cas de maladies spécifiques qui ne touchent que les enfants.

C’est pourquoi la Commission doit conduire au plus vite une analyse approfondie des obstacles à l’innovation s’agissant des médicaments pédiatriques et, à partir des résultats obtenus, modifier le règlement.

La présente résolution fait suite à une question orale : Joëlle Melin en est co-rapporteur. Le règlement sur les médicaments pédiatriques viserait à mieux produire des traitements adaptés à l’enfant, au lieu d’adaptations approximatives de traitements pour adultes. Cette lacune est particulièrement manifeste s’agissant des traitements du cancer chez l’enfant : seuls deux nouveaux médicaments ont été diffusés en dix ans. Le nouveau texte n’est pas entièrement satisfaisant, mais va dans le bon sens. Nous l’avons donc soutenu.

Whilst I agree that there are still a number of matters to be discussed, such as the completion of paediatric investigation plans (PIPs), paediatric oncology and the low uptake of paediatric-use marketing authorisations, change is urgently needed.

Ultimately, we are discussing the health of society’s most vulnerable and we have a moral and ethical obligation to provide them with the highest-quality legislative protection framework possible and continuous review and scrutiny of the existing framework. Therefore, we must set clear rules, guidelines and obligations, working towards a clear goal and based on thorough assessment.

Η έρευνα σε σχέση με την ηλικία και την ανάπτυξη, καθώς και η διαθεσιμότητα κατάλληλων φαρμακευτικών προϊόντων, έχουν ιδιαίτερη σημασία. Ο κανονισμός για τα παιδιατρικά φάρμακα εγκρίθηκε πριν από δέκα χρόνια, για να διασφαλιστεί η υψηλής ποιότητας έρευνα σχετικά με την ανάπτυξη φαρμάκων για παιδιά και η δέουσα έγκριση των φαρμάκων που χρησιμοποιούνται από αυτά. Ο κανονισμός πέτυχε πολλούς από τους στόχους του, αλλά εντοπίστηκαν αρκετές αδυναμίες το 2013 στην έκθεση προόδου που εγκρίθηκε από την Επιτροπή, ιδίως όσον αφορά τα προγράμματα παιδιατρικής έρευνας και την παιδιατρική ογκολογία. Η παρούσα πρόταση καλεί την Επιτροπή να εγκύψει επειγόντως σε κάθε πιθανή ρυθμιστική αλλαγή που θα μπορούσε να συμβάλει στη βελτίωση της κατάστασης, να ενισχύσει τον ρόλο της ευρωπαϊκής δικτύωσης για παιδιατρική κλινική έρευνα και να διασφαλίσει ότι τα κράτη μέλη θα θεσπίσουν μέτρα για την ενίσχυση της έρευνας, καθώς και της ανάπτυξης και της διάθεσης φαρμάκων για παιδιατρική χρήση, γι’ αυτό στηρίζουμε την πρόταση και την υπερψηφίζουμε.

  José Manuel Fernandes (PPE), por escrito. ‒ O Regulamento Medicamentos Pediátricos teve um impacto considerável no desenvolvimento de medicamentos pediátricos, uma vez que as empresas farmacêuticas consideram o desenvolvimento para uso pediátrico como uma parte integrante do desenvolvimento global dos medicamentos. O cancro infantil continua a ser a principal causa de morte por doença em crianças com idade igual ou superior a um ano e 6000 jovens morrem de cancro todos os anos na Europa; dois terços dos pacientes que sobrevivem sofrem de efeitos secundários devido aos tratamentos existentes. Posto isto concordo que a Comissão podere a hipótese de introduzir alterações, nomeadamente através de uma revisão legislativa do Regulamento Medicamentos Pediátricos, que tenham em devida conta a necessidade de planos de desenvolvimento pediátrico baseados no mecanismo de ação e não apenas no tipo de doença, modelos de definição das prioridades em matéria de doenças e medicamentos, PIP mais precoces e viáveis, e incentivos que estimulem mais a investigação e respondam de forma mais eficaz às necessidades da população pediátrica.

  João Ferreira (GUE/NGL), por escrito. ‒ As crianças têm sido muitas vezes referidas como “terapeuticamente órfãs”, já que muitas vezes é-lhes negado tratamento apropriado para as suas características específicas, assim como para as doenças e condições que os afetam especificamente.

Em 2006, entrou em vigor o Regulamento (CE) n.º 1901/2006, relativo a medicamentos para uso pediátrico. Embora dele tenha resultado uma melhoria da situação geral e benefícios concretos no que diz respeito a uma série de doenças infantis, no entanto, não foram realizados progressos suficientes em vários domínios, nomeadamente em matéria de oncologia pediátrica e neonatologia.

A legislação em vigor na UE tem ainda várias falhas. Existem, por exemplo, atrasos consideráveis no arranque de ensaios clínicos pediátricos de medicamentos oncológicos.

A abordagem legislativa vigente não é satisfatória no caso de doenças específicas e exclusivas das crianças, assim como nas doenças raras.

Não existem planos de investigação pediátrica (PIP) para doenças mortais específicas de crianças, tais como o neuroblastoma de alto risco. Tal não é financeiramente atrativo para as farmacêuticas.

A resolução peca em não reconhecer como direito das crianças o acesso a tratamento adequado e a medicamentos inovadores adequados às suas condições específicas e doenças raras. Em lugar de reconhecer as falhas e perversidades do mercado, não alvitra soluções para lá dos seus estreitos limites.

Off-label use of medicines prescribed by doctors based on experience rather than based on targeted paediatric clinical research is still common, and many fields of paediatric medicine lack the necessary innovation in development of new medicines. The Paediatric Regulation has had a positive effect on paediatric drug development and has led to tangible benefits for a series of childhood diseases, but not enough progress has been made in a number of fields.

We need to foster innovation in paediatric medicines to ensure that in the future all children can be treated with medicines that have been developed for and proved effective and safe for use for children. The Commission should deliver its report in good time and give due consideration to the system of PIPs and incentives while ensuring transparency of research and development.

  Elisabetta Gardini (PPE), in writing. ‒ Childhood cancer results in the death of 6 000 young people each year in Europe and it is the biggest cause of death by disease in children over one year old. Treatment-related side effects are also a major problem as two thirds of those who survive suffer from side effects. To improve the situation for these children and to ensure the best framework to develop new treatments I support calling on the Commission to deliver the report on the Paediatric Medicines Regulation. There is currently a need for a comprehensive identification and an in-depth analysis of the obstacles hampering innovation in this field.

Based on the report there needs to be a review of issues such as disease and drug prioritisation models, how to provide incentives that better stimulate research and more effectively serve the needs of the paediatric population – among others.

The Commission also needs to review the possibility of different types of funding and rewards and how they best can be utilised to drive and accelerate paediatric drug development.

Los puntos clave son garantizar una evaluación exhaustiva de los costes de I + D, junto con la plena transparencia de los costes clínicos y el reconocimiento de la necesidad de evaluar la mejor manera de utilizar los diferentes tipos de subvenciones y financiación en el ámbito de los medicamentos pediátricos.   Brice Hortefeux (PPE), par écrit. ‒ Je déplore que pendant une décennie nous n’ayons pas porté suffisamment attention à la santé de nos enfants qui est pourtant une préoccupation majeure pour nombre d’adultes parents.

Chaque année, 6 000 enfants meurent d’un cancer en Europe faute de médicaments appropriés. Cela tient au fait que les recherches dans la médecine pédiatrique sont insuffisantes en raison de la rigidité des procédures existantes ou du manque de mesures incitatives poussant les industries pharmaceutiques à s’investir dans ce domaine.

Par exemple, depuis l’entrée en vigueur du règlement sur les médicaments à usage pédiatrique en 2006, peu de « Plans d’Investigation Pédiatrique » pourtant obligatoires ont été mis en œuvre. C’est pourquoi, le Parlement recommande d’orienter le système pour qu’ils encouragent les laboratoires - via des incitations fiscales ou des extensions de la protection des brevets - à intensifier les recherches dans le domaine pédiatrique.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasao sam za Prijedlog rezolucije o lijekovima za pedijatrijsku upotrebu jer smatram da je u današnje moderno vrijeme zaista potrebno mukotrpno i učinkovito raditi na smanjenju broja malignih bolesti i posebno broja smrtnih slučajeva kod djece i mladih, koji se u Europi kreću oko 6000 na godišnjoj razini.

Ovaj Prijedlog rezolucije zagovara bitno područje istraživanja koje će potaknuti potpuno novi val terapija za djecu oboljelu od malignih bolesti. Rezolucija predlaže da Pravilniku pedijatrijskog liječenja treba proširiti djelokrug tako da način djelovanja svakog lijeka tvori temelj svake pedijatrijske istrage – istraživanja upotrebe kod pedijatrijskih bolesti (Paediatric Investigation Plan).

Ovaj Prijedlog rezolucije za koji sam glasao stavlja naglasak na spašavanje ljudskih života te poziva Komisiju da urgentno nastupi u primjeni navedenih promjena kroz zakonodavnu reviziju.

  Giovanni La Via (PPE), per iscritto. – Le statistiche dimostrano che il cancro continua a essere la prima causa di morte per malattia nei bambini, che ogni anno muoiono di cancro 6 000 giovani in Europa e che due terzi dei pazienti che superano la malattia soffrono gli effetti dei trattamenti medici.

Grazie al regolamento sui medicinali pediatrici si è visto uno sviluppo sui trattamenti e un aumento considerevole nella ricerca pediatrica che mette oggi a disposizione maggiori informazioni sull'utilizzo della medicina pediatrica. Considerando dunque che il mercato farmaceutico offre degli incentivi limitanti per lo sviluppo di medicinali per uso pediatrico, si chiede alla Commissione di presentare una relazione sui medicinali pediatrici evidenziando gli ostacoli che al momento limitano l'innovazione e i trattamenti, delineare come meglio utilizzare i fondi per accelerare lo sviluppo dei trattamenti per i diversi tipi di cancro infantile e rafforzare il ruolo della rete europea per gli studi della pediatria clinica, facendo sì che tutti gli Stati membri promuovano degli strumenti in grado di sostenere la ricerca, lo sviluppo e la disponibilità dei medicinali per uso pediatrico.

All'insegna di un futuro migliore per i nostri figli e per salvare tante giovani vite sostengo con forza le richieste oggi formulate.

A mayores, pide que este informe considere diferentes factores que podrían mejorar dicha reglamentación, entre ellos, la plena transparencia de los resultados clínicos.   Ivana Maletić (PPE), napisan. ‒ Uredba o lijekovima za pedijatrijsku upotrebu pomogla je poboljšati opću situaciju i dovela do ostvarivanja konkretne koristi u pogledu niza dječjih bolesti, ali ipak nije ostvaren dovoljan napredak u nizu područja, posebno u području pedijatrijske onkologije i neonatologije. Stoga je potrebno hitno ocijeniti kako se različite vrste financiranja mogu najbolje iskoristiti za poticanje i ubrzavanje razvoja lijekova za liječenje onih oblika raka koji se javljaju u novorođenčadi i u dječjoj dobi.

Rana provedba planova pedijatrijskih ispitivanja, znanstveni i regulatorni dijalog u ranoj fazi i suradnja s Europskom agencijom za lijekove farmaceutskim kompanijama omogućuju poboljšanje svjetskog razvoja pedijatrije, stoga sam podržala ovaj prijedlog rezolucije.

The Paediatric Medicines Regulation has helped to improve the overall situation and has led to tangible benefits in respect of a series of childhood diseases; whereas, however, not enough progress has been made in a number of fields, in particular paediatric oncology and neonatology. The European Parliament calls on the Commission to deliver the report provided on the Paediatric Medicines Regulation in a timely fashion and stresses the need for this report to provide comprehensive identification and an in-depth analysis of the obstacles currently hampering innovation in medicinal products targeting the paediatric population.

  Vladimír Maňka (S&D), písomne. – V Európe ročne zomrie na onkologické ochorenie 6000 mladých ľudí. Dve tretiny detí, ktoré tieto ochorenia prekonali, trpia vážnymi vedľajšími účinkami užívaných liekov. Je nutné, aby Komisia vykonala analýzu doterajších postupov v oblasti výskumu a používania pediatrických liekov a aby v spolupráci s členskými krajinami navrhla prijatie opatrení, ktoré sústreďujú všetku pomoc na posilnenie medicínskeho a framaceutického výskumu v tejto oblasti a zlepšia regulačné a kontrolné mechanizmy pri výskume liekov, ich povoľovaní a používaní.

  Jiří Maštálka (GUE/NGL), písemně. ‒ Dnes jsme projednávali návrh usnesení o regulaci pediatrických léčivých přípravků. V EU máme v platnosti nařízení o pediatrických léčivých přípravcích, které má nezanedbatelný vliv na vývoj léků pro pediatrické využití. Na základě zjištění však konstatujeme, že v řadě oblastí nebylo dosaženo dostatečného pokroku, a to zejména v oblastech pediatrické onkologie a neonatologie. Konstatujeme smutný fakt, že každoročně umírá na nádorová onemocnění více než 6 000 mladých lidí. Kritizujeme rovněž stávající mechanismus, kdy se plány pediatrického výzkumu schvalují až po velice složitých jednáních mezi regulačními orgány a farmaceutickými společnostmi. Vyzýváme Komisi, aby na základě těchto zjištění uvažovala o změnách, mj. i prostřednicím revize nařízení o pediatrických léčivých přípravcích. Hlasoval jsem pro přijetí rezoluce.

  Georg Mayer (ENF), schriftlich. ‒ Krebs im Kindesalter ist die häufigste krankheitsbedingte Todesursache bei Kindern im Alter von über einem Jahr. 6 000 junge Menschen sterben in der EU an Krebs. Aufgrund der Wirkung der in hochtoxischen Dosen verordneten und derzeit verabreichten Chemotherapeutika leiden zwei Drittel der Überlebenden an behandlungsbedingten Nebenwirkungen und bis zu 50 % der Überlebenden an schweren Nebenwirkungen.

Der Industrie fehlt es an Anreizen, Kinderarzneien herzustellen. Der geltende Rechtsrahmen (EU-Verordnung) wird häufig nicht gebührend beachtet, da Arzneimittel unter typischen pathologischen Bedingungen entwickelt werden, die bei Erwachsenen erfüllt sind, aber nicht bei Kindern auftreten.

Dieser Rechtsrahmen soll nun mit diesem Entschließungsantrag überarbeitet werden. Daher habe ich für diesen Antrag gestimmt.

Cancer is still the biggest cause of death by disease for children in Europe, which is why we should ensure that children with cancer are not missing out on life-saving treatment. I hope that the Commission will consider this resolution and make necessary changes to the current law on paediatric medicines.

Reglamentas dėl pediatrijoje naudojamų vaistų turėjo didelį poveikį tokių vaistų kūrimui, smarkiai padaugėjo pediatrinių klinikinių tyrimų ir pediatrijos srities mokslinių tyrimų projektų. D’une manière assez satisfaisante les corapporteurs et moi-même sommes allées dans le sens d’un partiel rééquilibrage du texte, qui ainsi amendé, ne contrariait pas les intérêts des jeunes malades. En effet, cette résolution vise à modifier le règlement sur les médicaments pédiatriques et, plus précisément, de mieux adapter les traitements destinés aux enfants en passant par des médicaments spécifiques plutôt que par l’adaptation de traitements destinés aux adultes. Ceci surtout pour traiter le cancer. J’ai donc voté pour ce texte, dont je suis corédactrice, allant dans le bon sens malgré la persistance des certaines insuffisances.

  Sophie Montel (ENF), par écrit. ‒ Il apparaît une nécessité de mieux adapter des traitements aux enfants passant par des médicaments spécifiques et non par une adaptation, souvent approximative, de traitements pour adultes, comme cela est encore le cas aujourd’hui.

La présente résolution, faisant suite à une question orale, vise à modifier le règlement sur les médicaments pédiatriques actuel. L’accent est particulièrement mis sur les médicaments développés pour traiter le cancer chez l’enfant. Le texte actuel avait largement été contourné par les laboratoires pharmaceutiques qui n’ont, en dix ans, diffusé que deux nouveaux médicaments seulement.

Le présent texte, malgré de franches insuffisances, va globalement dans le bon sens en visant à améliorer le règlement. Je vote donc pour.

  Nadine Morano (PPE), par écrit. ‒ J’ai voté en faveur de cette résolution qui encourage la recherche sur les médicaments pédiatriques, qui est encore beaucoup trop rare, notamment dans le domaine de la lutte contre le cancer. Depuis l’entrée en vigueur, il y a 10 ans, du règlement sur les médicaments à usage pédiatrique, seuls deux anti-cancéreux pour enfants ont été mis sur le marché. Le texte demande à la Commission de revoir les nombreuses exemptions qui dispensent souvent les laboratoires de leurs obligations de mener des « Plans d’Investigation Pédiatrique ». Il l’invite à mettre en place un système incitatif pour la recherche de médicaments aux indications uniquement pédiatriques.

  Luděk Niedermayer (PPE), písemně. ‒ Podpořil jsem unesení poukazující na překážky, které v současnosti brzdí inovace v oblasti vývoje léčivých přípravků pro pediatrické použití. Z těchto zjištění lze usuzovat na potřebu legislativní revize nařízení o pediatrických léčivých přípravcích zabývající se plány na vývoj pediatrických léků, pobídkami, které by více stimulovaly výzkum a lépe vycházely vstříc potřebám dětských pacientů, a strategiemi na zamezení používání pediatrických léčivých přípravků mimo rozsah rozhodnutí o registraci. Za důležitou považuji výzvu Komisi, aby zvážila změnu nařízení o léčivých přípravcích pro pediatrické použití tak, aby klinická hodnocení slibná pro dětskou populaci nemohla být předčasně ukončována kvůli neuspokojivým výsledkům u cílové skupiny dospělých pacientů.

  Marijana Petir (PPE), napisan. ‒ Oblici raka koji se javljaju u dječjoj dobi i dalje su glavni uzrok smrti kod djece u dobi od jedne godine ili više. Svake godine u Europi od raka umre 6 000 mladih. Sadašnji regulatorni pristup nije zadovoljavajući u slučaju bolesti koje su specifične za pedijatrijsku dob te manje od 10 % djece s neizlječivim i potencijalno smrtonosnim recidivom ima pristup novim, eksperimentalnim lijekovima koji su u fazi kliničkog ispitivanja.

Rana provedba planova pedijatrijskih ispitivanja, znanstveni i regulatorni dijalog u ranoj fazi i suradnja s Europskom agencijom za lijekove (EMA) i farmaceutskim kompanijama omogućuju poboljšanje svjetskog razvoja pedijatrije. Sukladno odredbama trećeg zdravstvenog program EU-a (2014. – 2020.), naglašavam obvezu poboljšanja resursa i stručnost radi pacijenata koji boluju od rijetkih bolesti.

Također, ističem važnost prekograničnih ispitivanja u istraživanju brojnih dječjih i rijetkih bolesti te stoga pozdravljam Uredbu (EU) br. 536/2014 EP-a i Vijeća o kliničkim ispitivanjima lijekova za primjenu kod ljudi, koja će olakšati provedbu takvih ispitivanja, i pozivam EMA-u da što prije zajamči infrastrukturu potrebnu za njenu primjenu. Pozivam Komisiju da hitno započne s radom na mogućim regulatornim izmjenama kojima bi se trenutna situacija mogla poboljšati.

  Tonino Picula (S&D), napisan. ‒ Komisija je objavila prvo izvješće o Uredbi o lijekovima za pedijatrijsku upotrebu 2013. godine u kojem stoji da iako postoji obećavajući napredak u brojnim područjima, bit će potrebno više vremena da se temeljito procijeni utjecaj Uredbe na razvoj pedijatrijskih lijekova. Uredba zahtijeva da Komisija objavi drugi izvještaj u 2017. godini.

Svrha ove rezolucije je tražiti objašnjenje od Europske komisije o napretku izvješća, kao i istaknuti područja i pitanja u kojima bi Komisija trebala razmotriti izmjene Uredbe. Brojni oblici raka koji pogađaju djecu ne pojavljuju se u odraslih te industrija za takve oblika raka, ali i ostalih bolesti koje se javljaju samo kod djece, ima ograničen financijski poticaj za razvijanje posebnih lijekova za pedijatrijsku upotrebu.

Mnoga djeca koja pate od rijetkih dječjih bolesti nemaju pristup ciljanim pedijatrijskim lijekovima. U mnogim područjima pedijatrijske medicine postoji nedostatak potrebne inovacije kod razvoja novih lijekova. Uredba je pomogla poboljšati opću situaciju i ostvaren je napredak u pogledu niza dječjih bolesti, ali nije ostvaren dovoljan napredak u brojnim područjima, a posebno pedijatrijske onkologije i neonatologije.

Moramo poticati inovacije u razvoju pedijatrijskih lijekova kako bi osigurali da će u budućnosti sva djeca biti tretirana s lijekovima koji su učinkoviti i sigurni te razvijeni baš za primjenu kod djece.

  João Pimenta Lopes (GUE/NGL), por escrito. – As crianças têm sido muitas vezes referidas como “terapeuticamente órfãs”, já que muitas vezes é-lhes negado tratamento apropriado para as suas características específicas, assim como para as doenças e condições que os afetam especificamente.

Em 2006, entrou em vigor o Regulamento (CE) n.º 1901/2006, relativo a medicamentos para uso pediátrico. Embora dele tenha resultado uma melhoria da situação geral e benefícios concretos no que diz respeito a uma série de doenças infantis, no entanto, não foram realizados progressos suficientes em vários domínios, nomeadamente em matéria de oncologia pediátrica e neonatologia. A legislação em vigor na UE tem ainda várias falhas. Existem, por exemplo, atrasos consideráveis no arranque de ensaios clínicos pediátricos de medicamentos oncológicos. A abordagem legislativa vigente não é satisfatória no caso de doenças específicas e exclusivas das crianças, assim como nas doenças raras.

Não existem planos de investigação pediátrica (PIP) para doenças mortais específicas de crianças, tais como o neuroblastoma de alto risco. Tal não é financeiramente atrativo para as farmacêuticas. A resolução peca em não reconhecer como direito das crianças o acesso a tratamento adequado e a medicamentos inovadores adequados às suas condições específicas e doenças raras. Em lugar de reconhecer as falhas e perversidades do mercado, não alvitra soluções para lá dos seus estreitos limites.

L’entrée en vigueur du règlement relatif aux médicaments à usage pédiatrique, a amélioré la recherche mais n’a cependant pas permis de réaliser des progrès significatifs en matière de traitements des maladies et spécialement des cancers infantiles. J’ai donc voté en faveur de cette résolution par le biais de laquelle nous demandons à la Commission européenne de modifier le présent règlement de toute urgence afin d’inciter la recherche médicale en pédiatrie et de sanctionner les laboratoires qui ne s'investissent pas assez en la matière. Il est impensable qu’au XXIème siècle, en Europe, les enfants soient encore les premières victimes de ces négligences !

  Claude Rolin (PPE), par écrit. ‒ J'ai voté en faveur de ce texte qui demande à la Commission de présenter le rapport relatif aux médicaments à usage pédiatrique en temps voulu et qui souligne que ce rapport doit permettre une identification complète et une analyse approfondie des obstacles freinant actuellement l’innovation en matière de médicaments ciblant les enfants.

Le texte adopté demande également à la Commission d’examiner la possibilité de modifier le règlement relatif aux médicaments à usage pédiatrique, y compris au moyen d’une révision législative, pour mieux tenir dûment compte des éléments suivants: les plans de développement pédiatrique qui devraient être basés sur le mécanisme d'action et non uniquement sur le type de maladie; des modèles qui devraient être développés afin d’établir des priorités en matière de maladies et de médicaments de manière à tenir compte des besoins médicaux pédiatriques non satisfaits, des incitations qui devraient être mises en place afin de mieux stimuler la recherche et de mieux répondre aux besoins de la population pédiatrique, tout en veillant à ce qu’une évaluation des frais de recherche et de développement soit réalisée et en garantissant une transparence complète des résultats cliniques, etc.

  Tokia Saïfi (PPE), par écrit. ‒ Aujourd'hui, les cancers infantiles demeurent la première cause de décès par maladie chez les enfants âgés d’un an et plus, et plus de 6 000 jeunes meurent d’un cancer chaque année en Europe. Ces chiffres sont alarmants et inacceptables ! Le règlement pédiatrique de 2006 a permis certaines avancées mais des obstacles persistent dans le traitement des maladies. Il est inadmissible que des enfants décèdent en raison d’un manque de recherche scientifique et médicale sur les médicaments pédiatriques.

J’ai soutenu ce texte qui appelle à ce que la Commission procède à l’évaluation du règlement en vigueur et le modifie afin de l’améliorer au plus vite de manière substantielle pour le rendre plus efficace et opérationnel.

Opportunities to develop treatments and cures for serious childhood illnesses are being missed because the current regulation allows companies to avoid Paediatric Development Plans for certain diseases. The full potential of medicines is not being explored because it is not considered to be attractive enough for investors. There should be stronger obligations for research to continue and for Paediatric Development Plans to be developed for all new medicines. Where appropriate, increased research can be supported by public money, including the EU Health Programme. There is already provision for prioritising rare diseases in the current programme, and this resource need to be fully exploited. The human cost of failing to invest in paediatric medicines is completely unacceptable.

  Siôn Simon (S&D), in writing. ‒ Today I voted in favour of this resolution which stems from Regulation No 1901/2006 on Paediatric medicines. It is important to foster innovation in paediatric medicines to ensure that in the future all children can be treated with medicines that have been developed for and proved effective and safe for use for children.

However I voted against Amendment 1 because effectively this amendment would mean that the regulators should not oblige companies to complete paediatric studies on medicines that could possibly prove to be ineffective or unsafe. The key change brought forward by the Paediatric Regulation, which I fully support, was to oblige companies to do Paediatric Investigation Plans on all new medicines which they develop, unless a waiver is granted. The 6-month patent or SPC extension is granted to companies who complete those Paediatric Investigation Plans, regardless of whether the new medicine will be authorised for use for children.

Amendment 1 effectively challenges the system of a compulsory PIP followed by a reward if the PIP is adequately completed. Companies are reluctant to complete paediatric studies because they mean additional costs for them, so it is absolutely necessary to have compulsory Paediatric Investigation Plans. This amendment was also rejected at committee level.

  Davor Škrlec (Verts/ALE), napisan. ‒ Pozitivno sam glasovao za ovo izvješće, no ovo obrazloženje glasovanja nastaje kao kritika postojećem sustavu vrednovanja rada zastupnika u Europskom parlamentu isključivo na osnovu statističkog broja parlamentarnih aktivnosti potenciranog u Hrvatskoj, a koji zapravo ne odražava stvarnu kvalitetu i količinu rada, učinkovitost te ponajviše uspjeh zastupničkog djelovanja.

  Monika Smolková (S&D), písomne. ‒ Mnohé deti trpiace vzácnymi pediatrickými ochoreniami, ako napríklad rakovinou, nemajú prístup k cieleným pediatrickým liekom. Lekári majú stále zaužívané predpisovať lieky na základe vlastných skúseností namiesto presného klinického výskumu v oblasti pediatrie. Navyše chýbajú mnohým oblastiam pediatrickej medicíny nevyhnutné inovácie vo vývoji nových liečiv. Nariadenie o pediatrii malo pozitívny dosah na vývoj pediatrických liečiv a viedlo k hmatateľným prínosom pri liečení viacerých detských ochorení. Ale na druhej strane takmer žiadny pokrok nebol zaznamenaný v mnohých ďalších oblastiach, a preto som podporila uznesenie vyzývajúce Komisiu, aby upresnila dôvody týchto nedostatkov. Do budúcnosti budeme potrebovať, aby došlo vo vývoji pediatrických liečiv k ďalším inováciám, aby sme zabezpečili lepšie možnosti liečenia našich detí. Nejde len o to, aby tieto nové lieky dokázali efektívne odstraňovať detské choroby, ale hlavne o to, aby boli pre naše deti dostatočne bezpečné.

  Igor Šoltes (Verts/ALE), pisno. ‒ Uredba o pediatričnih zdravilih je stopila v veljavo leta 2007, njen cilj pa je bil izboljšati zdravje otrok v Evropi s spodbujanjem razvoja in večje dostopnosti zdravil za otroke do 17. leta starosti.

Uredbi je uspelo narediti nekaj napredka, a je ta še vedno prepočasen in nezadosten na številnih področij, še zlasti na področju pediatrične onkologije in neonatologije. Rak ostaja prvi vzrok smrti zaradi bolezni pri otrocih starih več kot eno leto in približno 6000 otrok in mladih na leto v Evropi umre zaradi raka. Uredba je takrat predvidela tudi več spodbud, s katerimi bi farmacevtski industriji omogočili več vlaganj v raziskave in razvoj, a te spodbude so bile pogosto zlorabljene s strani farmacevtskih podjetij in zato niso prinesle takšnih rezultatov, kot je bilo pričakovano.

Resolucija zato poziva Komisijo, da do januarja 2017 predloži poročilo o izvajanju in uporabi Uredbe o pediatričnih zdravilih, kar je predvideno tudi v 50. členu te uredbe. To poročilo mora zagotoviti celovito identifikacijo in poglobljeno analizo ovir, ki trenutno otežujejo inovacije na področju zdravil za pediatrično populacijo. Na podlagi teh ugotovitev mora Komisija preučiti možne spremembe, vključno z zakonodajno revizijo uredbe, ki se kaže kot nujna.

Zaradi vsega navedenega sem resolucijo na plenarnem zasedanju podprl.

  Dubravka Šuica (PPE), napisan. ‒ Europska agencija za lijekove ima niz važnih zadataka i odgovornosti koje se odnose na razvoj pedijatrijskih lijekova. Ove odgovornosti su joj dodijeljene putem Pedijatrijske regulacije Europske unije. Prema trenutnom regulatornom okviru, lijekovi su razvijeni u tipičnom patološkom stanju za odrasle koji se ne pojavljuju kod djece. Naime, dječji rak ostaje prvi uzrok smrti kod djece u dobi od jedne godine, a godišnje više od 6000 mladih ljudi umiru od raka u Europi dok dvije trećine onih koji su preživjeli pate od nuspojava povezanih s liječenjem. Regulacija je dizajnirana na način da bolje štiti zdravlje djece u EU-u.

Podržavam ovo Izvješće jer smatram da se njime pridonosi poboljšanju cjelokupne situacije koje vodi do različitih koristi za niz dječjih bolesti.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem za predlog resolucije k vprašanju za ustni odgovor o uredbi o pediatričnih zdravilih.

Resolucija pravilno poziva Komisijo, naj razmisli o uvedbi sprememb, vključno z zakonodajno revizijo uredbe o pediatričnih zdravilih, pri kateri se bodo upoštevali načrti pediatričnega razvoja, modeli prednostnih bolezni in zdravil, zgodnejši in bolj izvedljivi načrti pediatričnih preiskav, boljše spodbude za raziskave, ki učinkoviteje služijo potrebam pediatrične populacije, obenem pa zagotavljajo oceno stroškov raziskav in razvoja in polno preglednost kliničnih rezultatov ter strategije za preprečevanje nenamenske uporabe zdravil na področju pediatričnega zdravljenja, če že obstajajo odobrena pediatrična zdravila.

Kljub temu da je uredba pomagala izboljšati splošno stanje, pa na številnih področji žal ni bilo doseženega dovolj napredka.

  Νεοκλής Συλικιώτης (GUE/NGL), γραπτώς. ‒ Ο κανονισμός της παιδιατρικής τέθηκε σε ισχύ στις 26 Ιανουαρίου 2007 και κύριος στόχος του ήταν η βελτίωση της υγείας των παιδιών στην Ευρώπη, διευκολύνοντας την ανάπτυξη και τη διαθεσιμότητα των φαρμάκων για παιδιά ηλικίας 0 έως 17 ετών. Το παρόν ψήφισμα προνοεί ορισμένες αλλαγές για τη βελτίωση του κανονισμού, όπως είναι η ιεράρχηση των μοντέλων των φαρμάκων, πιο εφικτά προγράμματα παιδιατρικής έρευνας καθώς και διασφάλιση της διαφάνειας κατά τη διαδικασία έρευνας και ανάπτυξης αναφορικά με τις ανάγκες του παιδιατρικού πληθυσμού, γι’ αυτό και υπερψηφίσαμε.

  Tibor Szanyi (S&D), írásban. ‒ Sok gyermek szenved ritka gyermekkori betegségben, azonban nem férnek hozzá a gyermekgyógyászati gyógyszerekhez. Az orvosok által felírt indikáción túli gyógyszeralkalmazás gyakran csak tapasztalatokra alapoz a célzott klinikai kutatások helyett. Sőt, a gyermekgyógyászati új gyógyszerek kifejlesztése több területen nem rendelkezik megfelelő innovációval, ösztönzéssel. Az kétségtelen, hogy a gyermekgyógyászati rendelet pozitív hatással volt egyes gyermekgyógyászati gyógyszerek kifejlesztésére, és kézzelfogható előnyöket hozott számos gyermekkori betegség területén, de nagyon sok területen nem történt elégséges előrelépés. Ezeket szem előtt tartva egyetértek azzal, hogy elő kell segítenünk a gyermekgyógyászati gyógyszerek innovációját annak érdekében, hogy minden gyermeket olyan gyógyszerekkel kezeljünk, amik bizonyítottan hatásosak és biztonságosak.

Az indítvány sürgeti az Európai Bizottságot, hogy vizsgálja felül a gyermekgyógyászati gyógyszerek szabályozását, hogy ne csak betegség alapú gyermekgyógyászati fejlesztések legyenek, hogy alakítson ki betegség- és gyógyszerrangsorolási modelleket, és hogy alakítson ki ösztönzőket, amelyek elsegítik a kutatásokat. Mindezek miatt az állásfoglalási indítványt támogattam.

  Claudiu Ciprian Tănăsescu (S&D), în scris. ‒ Propunerea de rezoluție privind medicamentele de uz pediatric este salutară deoarece încă sunt utilizate pe scară largă medicamente fără indicații terapeutice la copii, caz în care riscurile sunt foarte mari, tocmai datorită vulnerabilității deosebite a acestora. În prezent, numărul în creștere de studii clinice pediatrice, la care se adaugă proiectele de cercetare în domeniul pediatric, precum și faptul că industriile farmaceutice consideră că dezvoltarea în scop pediatric trebuie să facă parte integrantă din dezvoltarea generală a unui produs scot în evidență necesitatea modificării reglementării actuale a medicamentelor de uz pediatric. Mai mult decât atât, cercetările și inovarea în domeniul medicamentelor destinate populației pediatrice pot fi diferite uneori de cele destinate populației adulte. Astfel că mecanismul acțiunii unui medicament trebuie să constituie baza planurilor fezabile de dezvoltare pediatrică, fundamentate pe transparența totală a rezultatelor clinice, dar și pe evaluarea costurilor de cercetare și dezvoltare, având în vedere beneficiile unui medicament în termeni de vieți salvate.

  Claudia Țapardel (S&D), în scris. ‒ Starea de sănătate a cetățenilor europeni este un domeniu în care rolul Uniunii Europene este foarte important. Utilizarea unei medicații corespunzătoare, testate și sigure, reprezintă cheia vindecării în cazul anumitor afecțiuni critice.

Una dintre categoriile cele mai vulnerabile în acest sens este reprezentată de copii; de aceea, aprobarea medicamentelor pediatrice trebuie să țină seama de stadiul cercetării în domeniu, astfel încât orice efecte adverse să fie evitate pe cât posibil.

Legislația europeană adoptată în acest domeniu în 2013 a avut un efect pozitiv asupra dezvoltării industriei farmaceutice în sectorul pediatric, însă, în unele cazuri, este nevoie de mai mult timp pentru a realiza o cercetare riguroasă a noilor medicamente.

Din acest motiv, ar fi utilă o evaluare a efectului legislației în vederea unor posibile revizuiri care să evite problemele ce pot apărea în cadrul tratamentului pacienților minori. Aceste revizuiri trebuie să încurajeze în continuare inovarea din acest domeniu, dar, în același timp, să garanteze cel mai înalt grad de siguranță posibil al noilor produse.

Este un domeniu foarte sensibil și de aceea susțin adoptarea rezoluției pe această temă.

  Ivica Tolić (PPE), napisan. ‒ Podržavam „Prijedlog rezolucije Europskog parlamenta o Uredbi o lijekovima za pedijatrijsku upotrebu”. Pozdravljam nastojanja institucija Europske unije da se koncentrira na istraživanje ranijih i izvodljivijih planova pedijatrijskih ispitivanja, posebno za djecu koja boluju od raznih oblika tumora.

Budući da su tumori koji se javljaju u dječjoj dobi i dalje glavni uzrok smrti kod djece, da od njih umre 6 000 mladih godišnje, te da dvije trećine njih pati od nuspojava povezanih s liječenjem, potrebno je vršiti dodatna i iscrpna ulaganja kako bi se što efektivnije pomoglo oboljelima. Europska unija se mora više koncentrirati i uložiti više sredstava kako bi pomogla ovoj populaciji te iskoristiti mehanizme koje ima na raspolaganju kako bi se ranije započelo s pedijatrijskim kliničkim ispitivanjima onkoloških lijekova za djecu.

  Ruža Tomašić (ECR), napisan. ‒ Cilj Uredbe o lijekovima za pedijatrijsku upotrebu od samog početka bio je poboljšati zdravlje djece u cijeloj Europi jer omogućuje razvoj i dostupnost lijekova od rođenja pa do 17. godine. Znatno je utjecala na razvoj lijekova za pedijatrijsku upotrebu te je broj kliničkih ispitivanja porastao zbog čega sam i glasovala pozitivno.

Uredbom su izvršeni mnogi od zadanih ciljeva, ali su uočeni i neki nedostaci, kao što su kašnjenja u završetku pedijatrijskih istraživanja te mnogi problemi vezani za pedijatrijsku onkologiju. Po pitanju svih drugih tema možda i možemo oprostiti eventualne nedostatke, ali konkretno u ovom slučaju, kada su u pitanju najranjiviji članovi našeg društva, naša djeca, nedostataka naprosto ne smije biti.

Pozivam Komisiju da razmotri moguće zakonodavne izmjene Uredbe zbog kojih će se posvetiti veća pažnja prioritetnijim lijekovima, da se ranije krenu raditi pedijatrijski istražni planovi kako bi bili učinkovitiji za svu djecu kojoj je potrebna pomoć te da se osigura transparentnost u procesu istraživanja i razvoja. Također, smatram da bi se na temelju znanstvenih podataka trebao davati prioritet pedijatrijskim potrebama kako bi se najbolje dostupne terapije pružale u skladu s terapijskim potrebama djece, posebno one koja boluju od raka, a na taj bi se način optimizirala upotreba resursa za istraživanje.

  Romana Tomc (PPE), pisno. ‒ Resolucijo Evropskega parlamenta za pediatrična zdravila sem podprla.

Uredba o pediatričnih zdravilih je pomembno vplivala na razvoj pediatričnih zdravil, saj večina farmacevtskih podjetij meni, da je razvoj na področju pediatrije bistveni del celotnega razvoja proizvoda.

A še vedno je premalo narejenega na področju onkologije, ker je rak pri otrocih še vedno glavni vzrok za smrt. Številne vrste raka se pojavljajo zgolj pri otrocih in ne pri odraslih. In do zdaj sta bili na podlagi pediatričnih raziskav odobreni samo dve inovativni zdravili proti raku, namenjeni malignih obolenj pri pediatričnih bolnikih. Nova preskušanja zdravil in nova zdravila bi prinesla koristi pri reševanju življenj, zato je potrebno zagotovili najboljše razpoložljive metode zdravljenja in tako omogočili optimalno porabo sredstev, namenjenih za raziskave.

Komisija bi morala na podlagi ugotovitev poročila razmisliti o uvedbi sprememb, vključno z zakonodajno revizijo uredbe o pediatričnih zdravilih. Pametno bi bilo obnoviti določbe v programu Obzorje 2020 glede financiranja, oblikovane za podporo visokokakovostnim pediatričnim kliničnim raziskavam.

Potrebno bi bilo okrepiti vlogo evropskega mreženja za pediatrične klinične raziskave in zagotoviti, da države članice izvajajo ukrepe za podporo raziskavam, razvoju in razpoložljivosti zdravil za pediatrično uporabo.

  Mylène Troszczynski (ENF), par écrit. ‒ Il apparaît une nécessité de mieux adapter des traitements aux enfants passant par des médicaments spécifiques et non par une adaptation, souvent approximative, de traitements pour adultes, comme cela est encore le cas aujourd’hui.

La présente résolution, faisant suite à une question orale, vise à modifier le règlement sur les médicaments pédiatriques actuels. L’accent est particulièrement mis sur les médicaments développés pour traiter le cancer chez l’enfant. Le texte actuel avait largement été contourné par les laboratoires pharmaceutiques qui n’ont en 10 ans, diffusés que 2 nouveaux médicaments seulement. Le présent texte, malgré de franches insuffisances, va globalement dans le bon sens en visant à améliorer le règlement.

Los puntos clave son garantizar una evaluación exhaustiva de los costes de I + D, junto con la plena transparencia de los costes clínicos y el reconocimiento de la necesidad de evaluar la mejor manera de utilizar los diferentes tipos de subvenciones y financiación en el ámbito de los medicamentos pediátricos. Así como apoyar los «mecanismos de desvinculación» previstos por las Naciones Unidas para promover la innovación y el acceso a las tecnologías sanitarias mediante la separación del pago del costo del desarrollo de la I + D para las tecnologías sanitarias del precio del producto.

It urges the Commission, on the basis of those findings, to consider changes, including through a legislative revision of the Regulation that gives due consideration to (a) mechanism-of-action-based, and not only cancer-type-based, paediatric development plans, (b) drug prioritisation models, (c) earlier and more feasible PIPs and (d) incentives that better stimulate research and more effectively serve the needs of the paediatric population, while ensuring transparency of the research and development process and (e) the need to avoid paediatric off-label use where authorised medicines exist.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ Esta propuesta versa sobre el presente estado del Reglamento Pediátrico, que entró en vigor en 2007 con el objetivo de mejorar la salud pediátrica en la Unión, facilitando el desarrollo y la disponibilidad de medicamentos para los menores. Se propuso garantizar que los medicamentos pediátricos fueran objetivo de una investigación ética y de calidad, así como, que contaran con una autorización de uso específica y dispusieran de información exacta y práctica sobre su uso en niños. Además, quiso lograr todo ello sin someter a los pequeños a ensayos innecesarios o retrasar la autorización de medicamentos para su uso en adultos. Entre sus disposiciones destacan el Plan de Investigación Pediátrica o la Autorización de Comercialización para Uso Pediátrico –para fomentar la investigación sobre medicamentos sin patente que se estén utilizando fuera de indicación–. En los casi 10 años que han transcurrido desde su entrada en vigor, el Reglamento Pediátrico ha conseguido que aumente el número de medicamentos con indicación pediátrica en la ficha técnica. Sin embargo, su evaluación evidencia que las áreas de la neonatología y la oncología pediátrica siguen necesitando atención específica. Así, con el objetivo de continuar mejorando el Reglamento, he votado a favor de esta propuesta.

  Ángela Vallina (GUE/NGL), por escrito. ‒ Esta resolución pide a la Comisión que proponga, tal y como se contempla en la regulación Pediátrica (2007), el Reglamento sobre medicamentos pediátricos a su debido tiempo (Enero de 2017), que debe incluir un análisis de las posibles consecuencias para la salud pública. A mayores, pide que en este informe considere diferentes factores que podrían mejorar dicha regulación, entre ellos, la plena transparencia de los resultados clínicos.   Marie-Christine Vergiat (GUE/NGL), par écrit. ‒ Le « Règlement pédiatrique » (EC) n°1901/2006 est entré en vigueur le 26 janvier 2007.

Son objectif était de faciliter le développement et la disponibilité de médicaments à destination des enfants de 0 à 17 ans.

Cette résolution appelle la Commission à terminer et publier son rapport sur l’application du règlement d’ici à la fin janvier 2017.

Elle demande aussi une révision en profondeur dudit règlement pour inclure notamment un meilleur modèle de priorisation des médicaments, de meilleurs enquêtes pédiatriques, et un soutien renforcé à la recherche.

Il était possible d’aller plus loin, surtout dans une résolution sans valeur législative, notamment sur la transparence des coûts de recherche et développement des médicaments pédiatriques ou encore la demande d’intégration dans les législations européennes des recommandations de l’ONU sur l’innovation et l’accès aux technologies médicales.

La résolution est néanmoins positive.

  Miguel Viegas (GUE/NGL), por escrito. ‒ A legislação em vigor na UE relativamente a medicamentos para uso pediátrico tem ainda várias falhas que não conseguiu colmatar. Não existem planos de investigação pediátrica (PIP) para doenças mortais específicas de crianças, tais como o neuroblastoma de alto risco, existindo no entanto alguns PIPs para carcinomas extremamente raros em crianças e adolescentes. Isto deve-se ao facto de a aprovação de um PIP ser incentivada a partir da investigação feita pelas farmacêuticas para adultos, poupando assim dinheiro em parte do estudo.

A resolução peca em não reconhecer como direito das crianças o acesso a tratamento adequado e a medicamentos inovadores específicos às suas condições específicas e doenças raras, baseia-se no princípio de mercado a ser estimulado para dar resposta a um problema de falta de recursos para dar respostas a uma população muito específica.

Além disso fica-se pela preocupação apenas de encontrar medicamentos oncológicos adaptados, ficando toda uma quantidade de condições e doenças infantil de fora da exigência de dar resposta pela farmacêuticas, que apenas investigam e põem no mercado o que lhes dá respostas aos seus interesses, ao invés de dar resposta aos interesses das crianças e adolescentes.

  Harald Vilimsky (ENF), schriftlich. ‒ Krebs im Kindesalter ist die häufigste krankheitsbedingte Todesursache bei Kindern im Alter von über einem Jahr. 6 000 junge Menschen sterben in der EU an Krebs. Aufgrund der Wirkung der in hochtoxischen Dosen verordneten und derzeit verabreichten Chemotherapeutika leiden zwei Drittel der Überlebenden an behandlungsbedingten Nebenwirkungen und bis zu 50 % der Überlebenden an schweren Nebenwirkungen.

Der Industrie fehlt es an Anreizen, Kinderarzneien herzustellen. Der geltende Rechtsrahmen (EU-Verordnung) wird häufig nicht gebührend beachtet, da Arzneimittel unter typischen pathologischen Bedingungen entwickelt werden, die bei Erwachsenen erfüllt sind, aber nicht bei Kindern auftreten.

Dieser Rechtsrahmen soll nun mit diesem Entschließungsantrag überarbeitet werden. Daher habe ich für diesen Antrag gestimmt.

  Julie Ward (S&D), in writing. ‒ Around 6 000 minors die of cancer each year in Europe. Out of those who survive, two thirds suffer from treatment-related side effects for the rest of their lives. The Paediatric Regulation has had a substantial impact on the development of children’s medicine, but not enough progress has been made in a number of fields, especially oncology. This is why, together with my Socialist and Democrat colleagues in Parliament, I voted in favour of the resolution calling for funding and proper policies that stimulate more research into paediatric medicines, and is aimed at improving the treatments and the quality of life for child and teenage cancer survivors.

  Lieve Wierinck (ALDE), in writing. – I fully support the resolution on paediatric medicines because there is clearly a lack of focus on children’s diseases. In general I think we have to set the right framework that offers incentives for these companies to make the large investments necessary in terms of R&D to fill this gap. The Paediatric Medicines Regulation has already addressed this problem to an extent, but revision is necessary, especially in the light of a lack in advances in paediatric oncology and neonatology. We need to do whatever we can from a regulatory perspective to ensure that new and innovative medicines can make it to the patient as fast as possible.

  Jana Žitňanská (ECR), písomne. ‒ Návrh uznesenia o liekoch na pediatrické použitie som samozrejme podporila. Lieky na pediatrické použitie sú oblasťou, ktorú dlhodobo sledujem a ktorá, bohužiaľ, aj napriek desať rokov účinnému nariadeniu na európskej úrovni zaznamenáva iba minimálne pokroky. Deti tak nemajú prístup k životne dôležitej liečbe, pretože pre farmaceutické spoločnosti nie je testovanie liekov na detské použitie finančne zaujímavé a svoje povinnosti sa snažia skôr odsúvať. Zastávam preto názor, že je potrebné zvážiť primerané zmeny tohto nariadenia a zabezpečiť, aby boli lieky na pediatrické použitie riadne a včas testované, aby bolo testovanie kontrolované a aby boli spoločnosti motivované k testovaniu včas pristupovať. Musíme sa totiž spoločne usilovať o to, aby deti mali prístup k bezpečným liekom na závažné ochorenia a aby za liečbou nemuseli cestovať do zahraničia či používať často veľmi škodlivé liečby, ktoré oficiálne nie sú na detské použitie povolené.

  Carlos Zorrinho (S&D), por escrito. ‒ Votei favoravelmente a pergunta oral com resolução sobre medicamentos pediátricos por estar de acordo com uma posição antecipada por parte do Parlamento Europeu antes da revisão do Regulamento sobre medicamentos pediátricos que a Comissão Europeia deverá apresentar no início do próximo ano.

Lamento que muitas crianças que sofrem de doenças pediátricas raras não tenham acesso a medicamentos pediátricos específicos.

Recordo que o Regulamento Pediátrico em vigor teve um efeito positivo no desenvolvimento de fármacos pediátricos e conduziu a benefícios tangíveis para uma série de doenças da infância, mas não se conseguiram progressos suficientes em vários domínios.

É por isso urgente promover a inovação em medicamentos pediátricos para garantir que, no futuro, todas as crianças possam ter acesso a medicamentos pediátricos adequados.

Neste contexto destaco ainda a necessidade de serem desenvolvidos testes de imunodeficiência primária nos Estados-Membros para o despiste de doenças que podem ser tratadas quando diagnosticadas atempadamente.

  Željana Zovko (PPE), napisan. ‒ Podržavam nacrt prijedloga rezolucije o uredbi o lijekovima za pedijatrijsku upotrebu. Djeca predstavljaju osjetljivu skupinu stanovništva te im treba pridodati pažnju na poseban način, naročito glede zdravlja. Osim toga, lijekovima za stanovništvo isto treba pristupiti ozbiljno. Smatram da je istraživanje o lijekovima za djecu prijeko potrebno.

Ova uredba je donesena prije 10 godina s ciljem da se provedu kvalitetna istraživanja za ove lijekove. Do sada su mnogobrojni ciljevi ove uredbe o lijekovima za pedijatrijsku upotrebu ostvareni, no, treba se ipak još raditi. Naročito jer se radi o osjetljivoj skupini stanovništva - a to su djeca. Komisija je 2013. godine donijela izvješće o napretku glede ovoga slučaja. U skladu s tim je istaknula određene nedostatke.

Točnije, u lipnju 2013. godine, Europska komisija objavila je izvješće o prvih pet godina Uredbe. To daje zaključiti da je pedijatrijski razvoj postao više sastavni dio ukupnog razvoja lijekova u Europskoj uniji. Europska komisija očekuje da će objaviti završno izvješće 2017. godine.

  Milan Zver (PPE), pisno. ‒ Glasoval sem za Resolucijo Evropskega parlamenta o uredbi o pediatričnih zdravilih.

Raziskave v pediatriji za razvoj učinkovitih zdravil so zelo omejene in skope. Zato podpiram pozive Komisiji, naj okrepi vlogo evropskega mreženja za pediatrične klinične raziskave in zagotovi vire financiranja za podporo raziskavam, razvoju in razpoložljivosti zdravil za pediatrično uporabo na področjih, kjer so najbolj potrebna, zlasti na področju pediatrične onkologije in neonatologije.
