  Jan Olbrycht, sprawozdawca. – Panie Przewodniczący! Panie Komisarzu! Zarówno dzisiejsza debata, jak i jutrzejsze głosowanie mają wymiar symboliczny, ponieważ po raz pierwszy w historii debat nad budżetem Unii Europejskiej, perspektywami wieloletnimi, będziemy decydowali o rewizji perspektywy finansowej. Chciałem w związku z tym podkreślić, że Parlament Europejski po pierwsze występował z tą propozycją, zanim zostało uchwalone rozporządzenie o perspektywie finansowej, a w zeszłym roku to Parlament rozpoczął debatę na temat rewizji, zakładając, że to, co jest w rozporządzeniu, czyli konieczność dokonania przeglądu, było krokiem pierwszym i niezbędnym.

Parlament Europejski w związku z tym dokonał pewnych elementów przeglądu stanu realizacji wieloletniej perspektywy finansowej 2014–2020 i po dokonaniu tego przeglądu doszedł do wniosku, że niezbędne są zmiany. Zaproponował pewien zakres tych zmian, które następnie były omawiane w Radzie i oczywiście bardzo dokładnie analizowane przez Komisję. Po pierwszych wątpliwościach, które się pojawiały, z dużą satysfakcją przyjęliśmy informację, że Komisja wsparła wniosek o rewizję i Rada po długich debatach i wątpliwościach niektórych państw członkowskich również zgodziła się na to, że trzeba zmienić wieloletnie perspektywy finansowe.

Należy również pamiętać o tym, że tego typu zmiany wpływają w sposób zasadniczy na debatę dotyczącą przyszłej perspektywy finansowej po roku 2020. Jeżeli zdecydowaliśmy się na rewizję i zmianę perspektywy, to oznacza, że będziemy gotowi również do większej elastyczności i rewizji w następnej perspektywie finansowej.

Chciałbym zwrócić uwagę na to, że to, o czym dyskutowaliśmy, nie dotyczy tylko i wyłącznie kwestii czysto budżetowych. Pewnym elementem rewizji jest również wniosek o większe uproszczenia. Proszę zwrócić uwagę, że równolegle do debaty budżetowej toczą się prace nad zmianą rozporządzenia finansowego, nad tzw. omnibusem. Nie należy tych spraw rozdzielać, ponieważ rewizja oznacza zmianę podejścia, zmianę sposobu traktowania.

To, nad czym będziemy jutro głosowali, dotyczy, jak wiadomo, różnych kwestii. Po pierwsze, dotyczy większych elementów elastyczności, które pozwolą nam na realizację również w nadchodzących latach nowych zadań, które nie były przewidywane na samym początku przygotowania perspektywy finansowej. Większa elastyczność pozwoli również na wykorzystanie w ostatnich latach perspektywy finansowej tych kwot, które nie były wykorzystywane w odpowiedni sposób, czyli inaczej mówiąc, wykorzystanie ich, zanim jeszcze nastąpi koniec perspektywy finansowej, co nie ma miejsca aktualnie. W tej chwili te pieniądze są zwracane państwom członkowskim. Mamy nadzieję, że w ostatnich latach w większym stopniu będziemy to wykorzystywali. W związku z tym zwiększenie elastyczności to pierwszy efekt prac, które toczyły się między instytucjami europejskimi.

Poza tym – propozycje, które pojawiły się w deklaracjach: zarówno we wspólnej deklaracji Rady i Parlamentu, ale również w stanowisku Parlamentu, poddanym jutro pod głosowanie, które ma charakter deklaracji. Inaczej mówiąc, przeznaczenie większych kwot na zadania w szczególności związane z nowymi wyzwaniami dotyczącymi kryzysu imigracyjnego i również zatrudniania młodych ludzi.

Parlament Europejski zgłaszał swoje wątpliwości dotyczące ponownego wykorzystania kwot wewnątrz budżetu, ale o tej sprawie będziemy zapewne dyskutowali w nadchodzących pracach dotyczących budżetów rocznych.

Chciałem w związku z tym podkreślić, że tzw. pakiet zmian, który zawiera w sobie zarówno zmianę rozporządzenia, jak i dodatkowe elementy, nad którymi będziemy głosowali, stwarza zupełnie nową sytuację w debacie nad perspektywą finansową, i myślę, że będzie stanowił dobry punkt wyjścia do dyskusji na temat następnej perspektywy finansowej po roku 2020.

  Isabelle Thomas, rapporteure. – Monsieur le Président, Monsieur le Commissaire, mes chers collègues, nous nous retrouvons à la veille du vote de la révision du cadre financier pluriannuel 2014-2020.

Nous avons croisé des vents contraires, évité quelques hauts-fonds, subi des calmes plats pendant des mois d’immobilisme, essuyé aussi quelques bourrasques et nous avons résisté aux sirènes qui nous chantaient que nous n’arriverions jamais à bon port. Nous avons pourtant gardé le cap et sommes en train de toucher le quai. Le voyage aurait certes pu être plus paisible et nous aurions pu ramener davantage de poissons dans nos cales, mais nous avons atteint l’objectif: la révision du cadre financier.

En effet, si la programmation budgétaire étendue sur sept ans permet à chacun, région, État, laboratoire de recherche, etc., d’accéder aux programmes européens avec sérénité, et aussi avec visibilité et efficacité, cet exercice devient de plus en plus difficile. D’abord, parce qu’en 2013, nous avons acté un cadre financier sous-dimensionné pour les années 2014-2020, ensuite parce que la durée nous implique que les dernières factures arrivent en 2023, mais surtout parce que dans la période instable où nous sommes, il est devenu impossible de se projeter sept ans à l’avance et de répondre aux imprévus et aux évolutions profondes. Les députés européens avaient eu cette lucidité, puisque dès 2013, ils avaient obtenu la possibilité d’une révision à mi-parcours. Il ne s’agissait pas d’un caprice, on le voit bien, mais simplement d’une vision et d’une analyse réalistes sur le sous-dimensionnement du budget et sur l’évolution d’un monde qui va de plus en plus vite.

En 2013, le phénomène migratoire, le Brexit, les attentats, les visées impérialistes de Vladimir Poutine et l’élection de Donald Trump n’étaient pas d’actualité. La vérité est que notre cadre est aujourd’hui obsolète. Pour commencer à répondre à ces défis, il fallait une révision du cadre financier. Bien évidemment, ce qui nous est proposé ne répondra pas à tous les problèmes et à toutes les questions. Ce n’est qu’un petit pas, mais dans la bonne direction, et je souhaiterais en remercier la Commission.

Ce pas en avant, c’est celui qui permet de débloquer jusqu’à six milliards d’euros pour les Européens, jusqu’à trois milliards pour la flexibilité, avec 516 millions d’euros supplémentaires pour l’instrument de flexibilité, 80 millions pour la réserve d’aide d’urgence et jusqu’à 2,4 milliards d’euros de réutilisation de crédits non alloués qui viendront s’ajouter à l’instrument de flexibilité.

Des renforcements budgétaires sont prévus – vous les connaissez – pour la lutte contre le chômage des jeunes, l’accueil des réfugiés, et 2,5 milliards d’euros sont prévus pour la sécurité des Européens. Mais contrairement à nos attentes, cette révision ne prévoit ni relèvement des plafonds de dépenses, ni solutions suffisantes pour éviter une nouvelle crise des paiements et, enfin, elle n’évoque pas malheureusement le sujet des ressources propres, pourtant indispensables si l’on veut stopper le cercle infernal de la pénurie budgétaire. Toutefois, nous sommes satisfaits. Ce texte inscrit dans le marbre le principe d’une révision à mi-parcours du cadre financier pluriannuel démontrant ainsi son utilité et créant un précédent, une étape obligée pour l’avenir.

Nous avons voulu avec mon collègue, M. Olbrycht, corapporteur, ajouter une déclaration afin qu’il n’y ait aucune ambiguïté sur notre interprétation des déclarations proposées par le Conseil. En clair, jamais le Parlement ne renoncera à la moindre parcelle de son pouvoir, ni de son autorité budgétaire définie par le traité sur le fonctionnement de l’Union européenne. Bien sûr, la Commission restera la garante du respect plein et entier des prérogatives budgétaires de chacun.

Ainsi, nous abordons les prochains budgets en tenant compte des enjeux et des priorités. Le Parlement a toujours été et restera clair sur son interprétation du cadre financier: «por límite el cielo», je ne suis pas très bonne en espagnol mais, comme l’écrivait Cervantes, «le ciel pour limite», c’est-à-dire les plafonds et seulement les plafonds du cadre financier dans son ensemble, cela va de soi.

Cette révision est une étape importante, mais ne nous berçons pas d’illusions. Si c’est effectivement une bouffée d’air budgétaire, un moment de répit, ce n’est pas la solution espérée à toutes les difficultés budgétaires qui nous assaillent. Nous avons signalé, lors de l’examen de révision, le décalage entre les nouvelles priorités et l’état des moyens réels de l’Union. Ce n’est pas un point final aux questions budgétaires jusqu’en 2020. Non, cette révision est un renfort sur une construction jeune, mais que ces dernières années ont durement éprouvée.

  Ian Borg, President-in-Office of the Council. – Mr President, thank you for the invitation to address Parliament. I have noticed also that some Members would have liked the Presidency to be here during the preceding debate but we had no invitation. I would have liked to join your Members in that particular debate.

With regard to this file, this file has kept the Council and Parliament busy since the start of September and this hard work is now coming to fruition. Before going into the substance I want to make a point on the process. The result we have on the table today could not have been achieved without the help of the European Parliament, particularly Mr Arthuis as Chair of the Committee on Budgets, but also Ms Thomas and Mr Olbrycht as co-rapporteurs have worked very constructively with the Council. They conveyed the messages coming from the European Parliament at all stages to feed into the discussion of the Council as well. We saw that many of the concerns expressed by this Chamber were shared also by the delegations.

I can also say, in another way, that you helped us to be more ambitious with this review and making it also a proper revision of the EU budget that goes beyond words and also turns into action.

Now a point on the substance of the deal that you all have in front of you. This is the result of the dialogue and cooperation between the European Parliament and the Council, and it is a package of new rules and new amounts which found unanimous support within the Council on 7 March. I highlighted the word ‘package’ because of course you know what it means having unanimity in the Council, and we had to make every element count. The balance of the deal is delicate and also cannot be picked apart.

Now we have created room for manoeuvre allowing additional funding to respond to the new priorities we all share: migration and security but also growth and youth. They will benefit from more than EUR 5 billion in extra funding over the next four years.

Second, our budget will be more agile and also more flexible to respond to future crises. This will also allow us to meet unforeseen needs and move swiftly in their regards. We will increase the capacities of the flexibility instrument and the emergency aid reserve by a total of almost EUR 700 million over the next four years, and in addition the flexibility instrument will be increased further by unused amounts from the Solidarity Fund and Globalisation Adjustment Fund. The global margin for commitments will be extended in both time and scope whilst the caps of the global margin for payments will also be increased.

We all want to move ahead with this deal because we are convinced that it will also allow us to strengthen our tools and better respond to the priorities that have emerged in the last two years.

Let me use this occasion, Mr President, to underline the work achieved also by our Slovak friends in the autumn. We started last September with heavy groundwork, we planted seeds we hoped would grow. They needed a little time but they are now about to bloom. I use this metaphor also to convey a simple message that the time is ripe to secure the agreement on the revision of the MFF regulation and its accompanying package. But this flower is also fragile and the season is short. I hope that we will have a green light from this Chamber and conclude this file without any further delays.

I look forward to Commissioner Oettinger’s delivery and those of your Members in the debate.

  Günther Oettinger, Mitglied der Kommission. – Verehrter Herr Präsident, Damen und Herren Abgeordnete, verehrter Kollege Borg, meine Damen und Herren! Wir beraten heute Abend ein bedeutendes Paket zur Verbesserung unserer gemeinsamen europäischen Haushaltspolitik. Mehr noch als auf nationaler Ebene muss man auf europäischer Ebene zwei Ziele zusammenbringen: das Ziel der Planungssicherheit einerseits und das Prinzip der flexiblen, effizienten Handlungsfähigkeit andererseits.

Planungssicherheit: Egal, ob der ländliche Raum oder unsere Bauern, egal, ob Strukturprogramme, Regionalprogramme, Sozialprogramme, egal, ob Connecting Europe und damit der Bau von teurer Infrastruktur oder unsere Forschungspolitik – würden wir uns verbindlich nur für ein Jahr verpflichten können, wären diese mittelfristigen, wichtigen und großen Programme und Projekte kaum durchführbar, und die Planungssicherheit, die unsere Partner – die Menschen, die Wirtschaft, die Bauern, die Regionen, die Mitgliedstaaten – benötigen, wäre nicht gegeben. Deswegen ergibt ein mehrjähriger – in diesem Fall siebenjähriger – Haushaltsrahmen Sinn.

Und umgekehrt: Wer konnte, als die Kommission im Juni 2011 ihren MFR—Vorschlag gemacht hat, und wer konnte in Parlament und Rat, als im zweiten Halbjahr 2013 verbindlich darüber beraten und entschieden wurde, absehen, wie die politische, wirtschaftliche und soziale Entwicklung 2016/2017/2018 neue Aufgaben, Schwerpunkte und Probleme für uns bringt?

Und deswegen: Planungssicherheit einerseits und Flexibilität zur schnellen Handlungsfähigkeit andererseits.

Wenn das vorliegende Paket, das in der Tat von Ihren Vorgängern – der slowakischen Präsidentschaft – und von Ihnen sehr offensiv moderiert wurde, das von unserer italienischen Regierung dann freigegeben wurde, das im Haushaltsausschuss konstruktiv beraten wurde, Ende April in Parlament und Rat beschlossen wird, wäre dies ein großer Erfolg für die Handlungsfähigkeit der europäischen Politik und ein besonderer Erfolg für das Europäische Parlament. Es waren Sie, die Abgeordneten, die damals für das MFR—Paket die Halbzeitüberprüfung und die Halbzeitaktualisierung vorgeschlagen, gefordert haben. Ich gebe offen zu – damals noch nicht für Haushalt mitverantwortlich –: Ich hätte nicht geglaubt, dass diese Forderung des Parlaments – Ihre Forderung – jetzt Realität werden kann.

Zwar ist der Vorschlag, der auf dem Tisch liegt, der Ihnen vom Rat einstimmig gemacht wurde, nicht zu hundert Prozent deckungsgleich mit dem Vorschlag der Kommission, aber es ist doch ein erheblicher Schritt in die richtige Richtung. Und wenn dies beschlossen wird, ist es Ihr – der Abgeordneten – Erfolg.

Es geht zum einen darum, dass wir für die zweite Halbzeit – denn der siebenjährige Haushaltsrahmen hat Halbzeit am 30. Juni dieses Jahres – wichtige Schwerpunkte unserer Menschen und des Parlaments mit mehr Geld wirkungsvoll unterstützen können: die Bekämpfung der Jugendarbeitslosigkeit, das Thema Sicherheit innerhalb Europas, die Finanzierung von Migrationsbemühungen, die Grenzschutz und Grenzkontrolle beinhaltet, oder verstärkte Entwicklungshilfe in Nachbarländern, in denen Fluchtgründe damit vermindert werden können, und die Wiederbelebung von Horizont 2020, COSME, Erasmus, Connecting Europe, oder die Verlängerung und Fortführung unseres Europäischen Fonds für strategische Investitionen – alles Forderungen mit breiter Mehrheit hier im Parlament, getragen von der Kommission und letztendlich in Übereinstimmung mit den Mitgliedstaaten, die davon ebenfalls betroffen sind und profitieren.

Es geht aber um mehr. Mit diesem Paket kann der Kommissionsvorschlag für den Haushalt 2018 viel eher den Erfordernissen der Gegenwart entsprechen, der Haushalt 2019 viel eher den Erfordernissen der beiden nächsten Jahre entsprechen und der Haushalt 2020 ebenso. Wir schaffen damit für die nächsten drei Haushaltsjahre erheblich bessere Handlungsfähigkeit.

Die Kommission bereitet derzeit den nächsten mehrjährigen Haushaltsrahmen vor. Wir sind in ersten Überlegungen für die Zeit nach 2020 und werden Ihnen zu gegebener Zeit – in diesem Jahr oder im nächsten Jahr – unseren fünf- oder siebenjährigen Haushaltsvorschlag für das nächste Jahrzehnt Ihnen vorlegen.

Ich kann Ihnen sagen: Sofern dieses Paket beschlossen wird, verschaffen wir uns für das nächste Parlament, für die nächste Kommission, für den Rat im nächsten Jahrzehnt auf Dauer bessere Handlungsfähigkeit, mehr Treffsicherheit, mehr Flexibilität.

Deswegen sind wir froh über diesen Fortschritt. Besten Dank an die Präsidierende. Genauso besten Dank an die Kolleginnen und Kollegen im Haushaltsausschuss. Wir werben aus Überzeugung für die Annahme dieses Pakets, und wir wollen ankündigen, dass wir mit unseren maltesischen Freunden in den verbleibenden Wochen auch die Omnibus-Verordnung voranbringen wollen. Ihre offensive Moderation hier imponiert mir sehr. Das wäre das Gegenstück, das wäre die Ergänzung für eine dann weitgehend bestehende flexible Haushaltspolitik entlang der Aufgaben im Bedarfe, die wechseln, die sich verändern und die damit auf europäischer Ebene besser als mit altem Recht gelöst werden könnten.

  José Manuel Fernandes, em nome do Grupo PPE. – Senhor Presidente, queria saudar também a Presidência do Conselho, o Senhor Comissário e todas e todos os colegas. O quadro financeiro plurianual tem de responder aos novos desafios, às necessidades, às urgências e aos imprevistos. Por isso, em boa hora - e deixo aqui uma homenagem a todos aqueles que estiveram nessa negociação - nos batemos, nós Parlamento, nas últimas negociações do quadro financeiro e conseguimos mais flexibilidade no orçamento da União Europeia e a possibilidade de termos uma revisão do quadro financeiro plurianual.

Valeu a pena, como hoje é reconhecido, ainda que tardiamente, pelo Conselho.

Este ano, pela primeira vez na história, temos a possibilidade, assim, de aprovarmos a revisão do quadro financeiro plurianual 2014-2020. Temos a obrigação de aumentar o emprego e, nomeadamente, o emprego jovem, enfrentar o terrorismo, apoiar os que mais precisam. Para este objetivo reforçamos com cerca de 5.000 milhões de euros - dinheiro novo que não estava previsto - os montantes iniciais.

A Iniciativa “Emprego jovem” leva a maior fatia com 1.200 milhões de euros. O programa para a investigação e inovação “Horizonte 2020”, o programa Cosme para as PME, o mecanismo “Interligar a Europa”, o Erasmus+, são outros programas reforçados, ainda que sejam com reafectações. Teremos, assim, mais meios para fazer face aos desafios presentes e também reforçamos, para fazer face às questões das migrações, os montantes para ela destinados. Esta revisão introduz flexibilidade, permite financiar necessidades adicionais, reforçar o emprego, promover a solidariedade. Conclusão: é uma boa revisão e todos aqueles que estão de acordo com estes objetivos deveriam apoiá-la e os montantes não são para o Parlamento Europeu, os montantes são para a União Europeia, as instituições, os Estados-Membros enfrentarem os desafios que referi.

Também foi importante eliminar nos constrangimentos, nas limitações, na margem global de autorizações, aumentar na margem global de pagamentos, aumentarmos a reserva para as emergências e um instrumento de flexibilidade. Estou a falar de instrumentos especiais e aqui viro-me para o Conselho e digo-lhe que eles deviam também ter a boa interpretação - e a boa interpretação é que estes instrumentos especiais, como o nome indica são especiais - e isso significa que estão acima dos limites, fora dos limites do quadro financeiro plurianual.

Uma palavra para lamentar que o Conselho, mais uma vez, tenha procurado provocar e condicionar o Parlamento. Como é mais do que evidente, uma declaração política não nos retira nenhuma prerrogativa e muito menos prerrogativas que estão consagradas nos Tratados e são, essas sim, obrigatórias em termos de respeitado e as nossas competências, as competências no processo orçamental anual, essas vamos mantê-las.

Termino, Senhor Presidente, agradecendo também à Comissão a proposta arrojada que fez e nomeadamente à Comissária Georgieva e às duas presidências pelo sucesso que acabámos por obter ainda que sabendo da dificuldade, da morosidade e da necessidade de unanimidade para este objetivo.

  Eider Gardiazabal Rubial, en nombre del Grupo S&D. – Señor presidente, señor comisario, presidencia del Consejo, desde el Grupo S&D hemos manifestado en numerosas ocasiones nuestra preocupación con respecto a las insuficiencias estructurales y a la escasez de recursos disponibles en el contexto del marco financiero actual.

Durante la negociación de este marco financiero, ya advertimos de las terribles consecuencias de la reducción de los recursos con respecto al marco anterior, y nos opusimos. Y gracias a esta oposición, al menos fuimos capaces de conseguir algunos logros: una mayor flexibilidad, una revisión intermedia obligatoria, una hoja de ruta para la reforma del sistema de ingresos de la Unión, e incluso algunas nuevas prioridades como, por ejemplo, la Garantía Juvenil europea. Y menos mal que conseguimos esas mejoras, porque a las múltiples crisis a las que se está enfrentando hoy en día la Unión, tendríamos que haber añadido también la crisis presupuestaria.

En estos primeros años hemos exprimido al cien por cien todos los márgenes de actuación que teníamos para financiar nuevas necesidades como, por ejemplo, poner en marcha el plan europeo de inversiones, la atención a refugiados, ayuda humanitaria o lucha contra el desempleo juvenil. Pero no nos engañemos: esto ha tenido importantes consecuencias presupuestarias, especialmente en áreas como la competitividad, la investigación o el transporte. Por eso es tan importante esta revisión, porque no nos queda margen de actuación; no podemos seguir recortando programas para financiar nuevas necesidades, porque estas necesidades siguen estando ahí.

Y por eso también valoramos positivamente esta revisión: supone un incremento potencial de 6 000 millones de euros de aquí hasta 2020, y esto nos va a permitir reforzar programas clave para el futuro de la Unión en investigación, en transporte o en educación. Nos va a permitir dar también mayor apoyo a las pymes, duplicar el plan europeo de inversiones y volver a financiar de una vez la Iniciativa de Empleo Juvenil. Y además, esto también nos va a dar la posibilidad de poner en marcha nuevos planes de inversión y desarrollo para los países de nuestro entorno, dotar de recursos a la Oficina Europea de Apoyo al Asilo o desarrollar una verdadera política europea de gestión de nuestras fronteras.

Pero, lamentablemente, una vez más, el Consejo —creo— no ha sido suficientemente ambicioso ni valiente como para atreverse a hacer una verdadera revisión basándose en un análisis riguroso de las necesidades y prioridades, y poniendo todos los medios necesarios.

Pero en este Parlamento no perdemos la esperanza. En cuanto aprobemos esta revisión, nos vamos a poner a trabajar —la Comisión también lo va a hacer—, sin perder ni un solo minuto, en una nueva propuesta para el futuro. Sabemos muy bien que cambiar las dinámicas —y así nos lo recordaba el Consejo— y las decisiones en el Consejo es una tarea para la que hace falta mucha paciencia. Sabemos que tenemos que seguir insistiendo y que tenemos que demostrar, día a día, que se pueden y que se deben hacer las cosas de otra manera y mejor. Pero, por eso, como dijo Einstein, lo conseguimos porque no sabíamos que era imposible.

  Bernd Kölmel, im Namen der ECR-Fraktion. – Herr Präsident! In diesem Berichtsentwurf steht sehr vieles, das absolut richtig und auch garantiert unstreitig ist. Allerdings fehlt eine wichtige Zutat, und das ist der Mut, und zwar der Mut, diese eingefahrenen Wege, die wir jetzt in der EU seit Langem sehen, auch mal zu verlassen.

Wir haben doch die Abstimmung über einen Brexit erlebt. Warum ist das alles passiert? Warum sind die Bürger dieser EU ein bisschen überdrüssig? Weil sie zu komplex ist, die EU nicht verstanden wird. Sie wollen eine schlanke, transparente EU. Die sollten wir liefern, die startet aber mit einem guten Haushalt. Und hier hätten wir die einmalige Chance, dass wir bei der Überarbeitung des MFR auch mal sagen: Wo wollen wir die Schwerpunkte setzen? Wir reden immer davon, dass wir die Arbeitslosigkeit bekämpfen wollen, dass wir die Wettbewerbsfähigkeit steigern wollen – völlig unstreitig. Die Frage ist doch aber: Steigern wir die Wettbewerbsfähigkeit in der Art und Weise, dass wir möglichst viel Geld über Subventionen umverteilen? Das glaubt doch keiner ernsthaft.

Wir können die Wettbewerbsfähigkeit sicher steigern. Dann müssen wir aber dafür sorgen, dass die Überbürokratie beendet wird, dass wir die Kräfte des Marktes im Rahmen von sozialen Bindungen, aber ansonsten frei lassen, aber nicht über einen immer größer werdenden Haushalt mit immer mehr Geld, das wir auszahlen. Das wird nicht die Lösung sein können. Wir brauchen Geld, um solidarisch helfen zu können. Wir brauchen Geld, um die großen Aufgaben angehen zu können, zum Beispiel die Migrationspolitik. Dafür müssen wir Geld einsetzen, dafür braucht man aber auch ein Gesamtkonzept.

  Gérard Deprez, au nom du groupe ALDE. – Monsieur le Président, Monsieur le Commissaire, enfin! C’est le mot que j’ai envie d’utiliser au moment où notre assemblée va donner son consentement à la proposition de révision du cadre financier pluriannuel.

Le chemin a été long et semé d’embûches. Il y a d’abord eu – je veux le souligner – l’ambitieux rapport de nos collègues Jan Olbrycht et Isabelle Thomas, que je veux encore une fois féliciter. Il y a eu ensuite la proposition de la Commission qui, même si elle était en retrait par rapport à nos attentes, a représenté une bonne base de discussion. Il y a eu également la bonne prestation de la Présidence slovaque, qui en a étonné plus d’un et que j’avais injustement décriée. Il y a eu enfin les tergiversations du gouvernement italien, qui ont ajouté un peu de suspense, faisant de ce dossier un mini thriller politique. Soulagement donc, car il y aura bien – M. Olbrycht l’a rappelé – une première.

La satisfaction n’est assurément pas totale, mais partielle et avec un enthousiasme mesuré. Bien sûr, il y a des progrès indiscutables: la marge globale des paiements accrue de quelque cinq milliards, l’augmentation des moyens de l’instrument de flexibilité et de la réserve pour l’aide d’urgence, la suppression partielle des limitations qui touchent le champ d’application de la marge globale pour les engagements, 1 200 000 000 euros destiné à l’initiative pour l’emploi des jeunes, 875 millions réservés pour les programmes qui nous tiennent à cœur (Erasmus+, Horizon 2020, Cosme, etc.). Même s’ils n’ont pas l’ampleur nécessaire, ces progrès méritent d’être salués et soutenus.

Cela dit – et je regrette de devoir le dire –, les mesquineries ne sont pas totalement absentes de la proposition du Conseil. Celui-ci a en effet cru bon d’ajouter à ces quelques améliorations des déclarations conjointes qu’il demande à notre assemblée d’approuver. L’objectif de l’une de ses déclarations est d’avoir l’assentiment du Parlement européen sur la limitation des augmentations de crédits alloués aux programmes que nous considérons comme stratégiques. Cette manœuvre un peu pitoyable a provoqué de notre part une déclaration unilatérale qui rappelle le caractère inaliénable de nos prérogatives en matière budgétaire. C’est clair, une déclaration ne peut pas modifier les traités.

En conclusion, Messieurs les Présidents, chers collègues, je suis certain que cette révision ne sera pas suffisante pour faire face aux défis que nous devrons affronter d’ici 2020, mais c’est un petit progrès, même s’il reste mesuré. Et un petit progrès est toujours préférable à un grand échec.

Muna n-aithníonn an Coimisiún agus an Chomhairle go bhfuil an tAontas Eorpach ag tráth na cinniúna táimid i dtrioblóid, agus i dtrioblóid mhór. Caithimid aghaidh a thabhairt ar an eagla a chuir leis an toradh Brexit sa Bhreatain. Caithimid dul i ngleic leis na buarthaí sin atá ag daoine maidir leis an todhchaí agus treo chun cinn a aimsiú. Is crosbhóthar atá os ár gcomhair anois, agus tá sé thar am dúinn an treo ceart a thógaint; is é sin infheistíocht a dhéanamh in Aontas atá bunaithe ar dhaonlathas, dlúthpháirtíocht agus dul chun cinn sóisialta.

Optimist või pessimist, rahvapartei või sotsiaaldemokraat, portugallane, kreeklane või soomlane – perspektiiv on erinev. Mina tahaks ütelda, et see klaas on pooltühi, sellepärast et 9 kuud tagasi me nõudsime – ja võtsime siinsamas parlamendis vastu – otsuseid, mis oleks andnud meile võimaluse mitte ainult tugevdada Euroopa Liidu poliitikaid sõnaliselt, vaid ka finantsiliselt. Mulle meeldis volinik härra Oettingeri sõnavõtt, sest ta rõhutas korduvalt sõna „paindlikkus“, aga paradoks ongi selles, et seitsmeaastase planeerimise ja iga-aastase planeerimise juures paindlikkus läheb sassi. Ja nüüd me oleme selle kompromissi juures, mis roheliste rühma jaoks tundub nigel, lahja. Klaas on pooltühi, sest meie ettepanekuid ei ole piisavalt arvesse võetud. Ja seepärast me arvame, et me peaksime loobuma antud algatuse toetamisest.   Jonathan Arnott, on behalf of the EFDD Group. – Mr President, these reports are a massive obfuscation, confusion and sleight-of-hand manoeuvring which would not be out of place in a logic puzzle book. Of course we want to pay off debts as quickly as possible, but this is just an accounting ruse to spend more taxpayers’ money in the coming years. And then, incredibly, in the other report we are finding more ways to move money outside of EU budgetary ceilings so that we can spend even more taxpayers’ money next year. And then for the first time ever they do not even schedule a debate on the report on Parliament’s proposed expenditure for 2018, which includes British taxpayers paying for things that we will never see the benefit of, but of course the EU will never mention that in their divorce bill.

This whole knotted mess is not unravelable, so let us take a sword to this Gordian knot.

  Marian-Jean Marinescu (PPE). – Mulțumesc, domnule președinte. Mulțumesc Consiliului, mulțumesc Comisiei pentru că sunt prezenți în seara aceasta aici și mulțumesc Comisiei și în primul rând doamnei comisar Georgieva pentru că a reușit să impună în Comisie acest exercițiu, rectificare, pentru prima oară și a inclus în acea propunere, la acea dată, foarte multe dintre propunerile Parlamentului.

S-a ajuns la o flexibilitate mult mai mare, care a permis utilizarea unor sume pentru politici care sunt în acest moment extrem de necesare. Vorbesc de tineri, de migrație. Sper ca votul în Parlament mâine să aprobe această propunere pentru că ar fi un pas mare înapoi dacă ar exista un vot negativ. Am obținut foarte multe lucruri, nu am obținut totul, nu am obținut ceea ce poate ar fi fost mult mai bine, dar este, totuși, un pas mare înainte. Sper ca responsabilitatea să primeze și votul să fie în favoarea acestei propuneri.

Domnule comisar, ați menționat propunerea pe care trebuie să o faceți anul acesta pentru noul exercițiu financiar. Cred că acolo ați putea să țineți cont de partea din această rectificare în care nu s-a reușit să se aprobe utilizarea banilor, a sumelor dezangajate, pentru că această soluție ar putea să rezolve foarte multe din eventualele urgențe apărute pe parcurs. În 2014 - 2015 s-au plătit peste 280 de miliarde și o mare parte din acești bani au fost plătiți pentru proiecte începute înainte de 2014. Este conform tratatului, dar, probabil, această situație va genera iarăși probleme la sfârșitul exercițiului financiar cu plățile pentru coeziune. Dacă banii ar fi transferați în totalitate în anul următor, nu cred că ar mai exista această problemă.

  Jens Geier (S&D). – Herr Präsident, Herr Kommissar Oettinger, Herr Minister, liebe Kolleginnen und Kollegen! Ich freue mich, dass es gelungen ist, die Revision des mehrjährigen Finanzrahmens durchzusetzen, und dass das Europäische Parlament Erfolg damit hatte, diese Halbzeitüberprüfung zum ersten Mal zu erreichen. Denn damals schon hatte das Europäische Parlament recht mit dieser Forderung. Es war nämlich schon 2013 erkennbar, dass die Aufgaben für die EU zunehmen werden, und es ist ja nicht so, dass immer mehr politische Aufgaben mit immer weniger Geld erledigt werden könnten. Das wird auch nicht dadurch wahr, dass einige Finanzminister das gelegentlich behaupten.

Wenn wir Wachstum und Beschäftigung stimulieren wollen, dann brauchen wir mehr Investitionen in Forschung und Innovation – das ist erreicht. Wenn wir Arbeitslosen und Jugendlichen vor allem im Süden der Europäischen Union eine Perspektive geben wollen, dann müssen wir die Europäische Jugendinitiative fortsetzen. Wir haben zusätzliches Geld durchgesetzt – wenn auch nicht genug aus meiner Sicht.

Wenn wir die Probleme der Migration in den Griff kriegen wollen, dann müssen wir die Fluchtursachen beseitigen. Nun liegt Frieden in Syrien nicht in unserer Hand, aber wir können Beiträge leisten, in den Nachbarstaaten Syriens Hilfe zu leisten. Nicht nur dort ist Hilfe nötig. Ich denke an UNRWA, das UN—Hilfswerk für die Palästinenser. Ich denke an Westafrika, wo Sicherheit und ökonomische Perspektiven entwickelt werden müssen. Und auch hier müsste mehr geschehen, und die beschlossenen zusätzlichen Mittel sind wenigstens ein Anfang.

Schließlich hat die Dimension der Fluchtbewegung nach Europa hat es notwendig gemacht, die Anstrengungen in der Innenpolitik erheblich zu erhöhen. Gemeinsamer Grenzschutz und zusätzliche Mittel zur Integration waren so überragende Herausforderungen, dass auch die engherzigsten Finanzminister diesen Bedarf nicht ignorieren konnten. Das sind nur einige der jetzigen Herausforderungen.

Der Europäische Rat in Bratislava hat eine neue Agenda in der gemeinsamen Sicherheits- und Verteidigungspolitik beschlossen. Glaubt irgendjemand in diesem Saal, der von dieser Sache etwas versteht, dass sich diese Agenda im Korsett des heutigen, aktuellen Finanzrahmens realisieren ließe? Nein, es ist klar: Der aktuelle mittelfristige Finanzrahmen ist die Ursache der chronischen Unterfinanzierung, daher muss der neue mittelfristige Finanzrahmen ab 2021 dies spätestens ändern.

Es geht um neue Aufgaben, die zusätzliche Mittel bedeuten müssen – entweder dies, oder die Mitgliedstaaten müssen die Kraft aufbringen, sich darauf zu einigen, was die EU künftig nicht mehr erledigen soll. Und dies kann besser gelingen, wenn die Mitgliedstaaten eine konstruktive Diskussion über den Eigenmittelbericht der Monti—Gruppe beginnen und dem Parlament und der Europäischen Union endlich das geben, was wir brauchen.

  Zbigniew Kuźmiuk (ECR). – Panie Przewodniczący! Panie Komisarzu! Zabierając głos w debacie poświęconej przeglądowi ram finansowych, chcę podkreślić, że delegacja polska w grupie ECR opowiada się za przyjęciem rozwiązań zaproponowanych w obydwu sprawozdaniach pana Olbrychta i pani Thomas. W związku z wyzwaniami na bezprecedensową skalę, wynikającymi z braku stabilności w państwach sąsiadujących z Unią zarówno na południu, jak i na wschodzie, powodującymi masowe przepływy migracyjne i związane z nimi zagrożenia dla bezpieczeństwa, Unia musi posiadać zarówno dodatkowe środki finansowe, jak i nowe instrumenty, które pozwolą się z tymi wyzwaniami zmierzyć. Przeznaczenie więc dodatkowej kwoty 2,5 mld EUR na działania związane z migracją i 1,4 mld na walkę z przyczynami migracji, utworzenie nowego instrumentu w postaci rezerwy kryzysowej, finansowanej z umorzonych środków, czy też inne rozwiązania uelastyczniające budżet Unii to decyzje, które pozwolą na reagowanie w sposób adekwatny na skalę zagrożeń wynikających z masowej migracji.

  Nils Torvalds (ALDE). – Mr President, could we for a moment go back to the discussion we had about two years ago in these solemn surroundings and remember what the Council then said or what the Commissioner then said? You should actually have shown the courage to say you were totally wrong. When you look at the figures then you see that you were wrong. You are not on the page of reality, and this is disturbing because this reality is going to be there for the next few years, and if you do not learn to read the reality then you are coming back to this Parliament again with an approach which is totally unacceptable, because it is unintellectual. I congratulate you on being stupid.

  Younous Omarjee (GUE/NGL). – Monsieur le Président, il faudrait être là ce soir pour se satisfaire d'une augmentation de 0,28 % pour les trois prochaines années, et il faudrait en plus venir crier victoire dans un concert d'autosatisfaction? Soyons sérieux! Non seulement cette augmentation est faible, mais elle est en outre adossée à l'étranglement des États. Où est la grande révision qui nous était promise, cette grande révision pour le budget de combat dont nous avons besoin pour faire face aux défis?

La réalité, c'est que nous ne sortons pas de l’étau et des logiques d'austérité qui sous—tendent tout, empêchent tout et continuent d'offrir comme seule perspective au peuple de souffrir encore, encore et encore. Triste perspective pour les peuples et pour l'Europe.

  Beatrix von Storch (EFDD). – Herr Präsident, Herr Kommissar Oettinger! Wir reden heute also über die Anpassung des EU-Haushaltsplans. Die EU hat vor allen Dingen in der Migrationskrise viel Geld ausgegeben und damit den vorgegebenen Rahmen gesprengt, und nun sollen Mittel aus anderen Haushaltsposten umgewidmet werden.

Ich stelle dazu zweierlei fest. Erstens: Das EU—Budget hat offensichtlich Milliarden, die man umwidmen kann. Das bedeutet, die EU hat zu viel Geld. Das sollten wir ändern.

Zweitens: Die Krise ist sehr teuer geworden, weil einige EU-Staaten ihre Außengrenzen nicht geschützt haben. Wären die ganzen illegalen Migranten nicht gekommen, wäre es sehr viel billiger gewesen. Wir brauchen also vor allem einen gesetzestreuen Grenzschutz, und bei der Grenzsicherung sollten wir dann den EU-Außenstaaten helfen, auch mit Geld helfen, auch gerne mit EU-Geld helfen.

Aber in erster Linie stellen wir fest: Es gibt Milliarden, die umgewidmet werden können. Also gibt es zu viele Milliarden in diesem Haushalt. Die müssen gestrichen werden.

  Λευτέρης Χριστοφόρου (PPE). – Κύριε Πρόεδρε, με λυπεί το γεγονός ότι, πολλές φορές, είμαστε γενναιόδωροι και ισοπεδωτικοί στην κριτική μας φτάνοντας στον μηδενισμό και, ουσιαστικά, στη μη αναγνώριση των οποιονδήποτε επιτυχιών, ενώ είμαστε ιδιαίτερα φειδωλοί στο να αποδώσουμε τα εύσημα, τα συγχαρητήρια και να χαιρετίσουμε θετικές δράσεις και ενέργειες.

Οφείλω να αποδώσω τα εύσημα στους αγαπητούς εισηγητές, τον Jan Olbrycht και την Isabelle Thomas, καθώς και στον κύριο Επίτροπο, τον κύριο Oettinger, γιατί πραγματικά έδωσαν σκληρές μάχες και κατόρθωσαν ένα μικρό βήμα, όπως ονομάστηκε από κάποιους, για εμάς, μια σημαντική επιτυχία, έναν μικρόν άθλο υπό τα σημερινά δεδομένα, δηλαδή την αναθεώρηση του πολυετούς δημοσιονομικού πλαισίου, που ήταν εμπόδιο για να μπορέσουμε να υλοποιήσουμε τις πολιτικές και τις στρατηγικές μας.

Ασκούμε κριτική και λέμε ότι δεν υπάρχουν θέσεις εργασίας. Και ζητούμε θέσεις εργασίας. Ο τρόπος για να επιτύχουμε τη δημιουργία θέσεων εργασίας είναι αυτός. Και κατορθώσαμε, μέσα από αυτή την αναθεώρηση του πολυετούς δημοσιονομικού πλαισίου, να στείλουμε το μήνυμα ότι η Ευρώπη μπορεί, ότι η Ευρώπη πάει μπροστά, ότι η Ευρώπη με σκληρή δουλειά, όπως έγινε από τους αγαπητούς συναδέλφους και τον κύριο Επίτροπο, κατορθώνει να δείχνει το καλό, το θετικό της πρόσωπο, τις θετικές δράσεις. Αυτή είναι η Ευρώπη που θέλουμε, η Ευρώπη που μπορεί αυτή τη δύσκολη περίοδο να διοχετεύσει έξι δισεκατομμύρια για την ανεργία των νέων, για το ευρωπαϊκό σχέδιο στρατηγικών επενδύσεων, για την καινοτομία, για το «Horizon 2020», για το «COSME», για το «Connecting Europe Facility», για όλα αυτά τα προγράμματα που όλοι επιζητούμε. Δεν είναι σωστό, λοιπόν, τώρα που μας παρέχεται η δυνατότητα μέσα από αυτή τη σημαντική επιτυχία, να προσπαθούμε με οποιονδήποτε τρόπο να μειώσουμε αυτά τα επιτεύγματα.

Πιστεύω ότι το μήνυμα είναι ξεκάθαρο. Η Ευρώπη δείχνει ότι νοιάζεται για τους πολίτες. Είναι η Ευρώπη που έχει το κοινωνικό της πρόσωπο, που στην πράξη, μέσα από αυτή την αναθεώρηση, αποδεικνύει για μια ακόμη φορά ότι, όταν θέλει, μπορεί να γίνει η Ευρώπη των πολιτών, η Ευρώπη των νέων, η Ευρώπη των μικρομεσαίων, η Ευρώπη του κοινωνικού προσώπου, της κοινωνικής πολιτικής και της δράσης και όχι της αντίδρασης, του μηδενισμού, του αρνητισμού και της ισοπέδωσης.

  Clare Moody (S&D). – Mr President, the frequently unspoken truth about the EU budget is that it is put to very good use. It is used to support the lives of citizens across Europe. My part in this review has been to focus on the Horizon 2020 programme which funds cutting-edge scientific research and facilitates the largest research area in the world, and to focus on CEF, the Connecting Europe Facility, which develops better digital, transport and energy connections for EU citizens, the arteries of our modern world.

As our world gets smaller, our challenges get larger. It is essential that we work together to find ways to protect and enhance citizens’ lives. The budget funds research into rare diseases, into cancers, into new energy sources – our future world will be shaped by this funding. It is developing space technologies, graphene and quantum computing. The great minds of our continent value this collaboration. Beyond this, the revision focuses on the responsibility we have regarding the refugee crisis. Recognising it benefits all of us to support the Member States who are doing most to fulfil our international and moral obligations and responsibilities to protect refugees and to police Europe’s borders.

This revision recognises these issues. It is long overdue for us to restate the fundamental principle that we are better, stronger and more effective when we work together. That does not just apply to individual citizens; it applies to regions and it applies to countries, and the EU is the embodiment of this.

  Anneli Jäätteenmäki (ALDE). – Arvoisa puhemies, olen iloinen, että parlamentti ja neuvosto ovat komission tuella päässeet yhteisymmärrykseen monivuotisen budjetin tarkistuksesta tai kuten neuvosto kutsui ”paketista”. On tärkeää, että nyt sovitusta pidetään kiinni ja rahankäytön enimmäismääristä ei lipsuta. Budjettia ei pidä kasvattaa loppukauden aikana.

Tämä tarkoittaa myös sitä, että erityisrahoitusvälineiden maksumäärärahoja ei pidä päästää rahoituskehyksen enimmäismäärän yli. EU ei voi vaatia lisää rahaa käyttöönsä, kun samaan aikaan jäsenmaissa joudutaan leikkaamaan palveluista ja elämään säästökuurilla tai ainakin hyvin tiukoissa rajoissa.

Lopuksi sanoisin, että emme ole vielä saavuttaneet tavoitetta viiden prosentin vähennyksestä henkilöstöstä. On hyvä, että tätä nyt selvitetään, niin että tässäkin asiassa toimitaan niin, että kun on sovittu viiden prosentin vähennys, se sitten myös tehdään.

  Xabier Benito Ziluaga (GUE/NGL). – Señor presidente, el marco financiero plurianual 2014-2020 ha sido superado por los acontecimientos. El brexit, la crisis de inversión, la crisis bancaria, la pobreza generada en la periferia y la crisis de fronteras demuestran que los corsés a los que nos obliga este marco han fracasado. No basta con hacer ingeniería presupuestaria para mover pequeñas cifras o recurrir a planes de inversión privados y fondos de garantía que escapan al control democrático para parchear los problemas a los que nos enfrentamos.

Necesitamos una política que potencie los recursos propios de la Unión, una política basada en una fiscalidad directa y progresiva, junto a contribuciones nacionales con base en la capacidad económica y ponderada por la renta per cápita de cada país; un marco financiero plurianual que, en lo relativo al gasto, sea capaz de avivar un nuevo y ambicioso plan de inversión pública para Europa, de corte socioecológico y generador de empleo, en iniciativas comprometidas con el cambio de modelo y con la transición energética.

  Victor Negrescu (S&D). – Mr President, needless to say I was one of the MEPs that was sceptical about this MFF revision. Not because it is not a classical European document, but simply because it is not responding to what Europeans are requesting today. I mean by that: investment in job creation; proactive youth policies; instruments designed to reduce the development gap between regions; digital skills programmes; and the list may continue.

I am not referring here only to numbers, I am referring here to the political message that the Council and the Commission are sending to European citizens by this revision. The message is that the EU does not have any new solutions. We seem blocked in the austerity mentality. We take money from one pocket to put in another pocket, hoping we will not need them any more, like the EUR 2 billion ‘possible’ unused funds from the Solidarity Fund and the Globalisation Fund we hope to reshuffle.

I am a former entrepreneur but also a Social Democrat and I can tell you for a fact that if you want fresh money you need to invest more in the things that can help your business grow. In this sense we, the Socialists and Democrats in the European Parliament, want to help, therefore we support the plan to reinforce with almost EUR 1 billion the growth and jobs programmes, like Horizon 2020, Connecting Europe Facility, Erasmus+, COSME, Wifi4EU and even EFSI, but we need fresh money. We need to think ahead especially for the next MFF. If we want to plan for the future I do not understand why we are only allocating EUR 700 million to the Youth Employment Initiative for the next few years. This represents a lot less than what we are spending as European institutions on IT and digital services. Two million young people, true pro-Europeans, have benefited from the Youth Employment Initiative since its creation. People do not have maybe the time to focus so much on numbers but they are surely focusing on the political message, and the political message that I want to send today as a true pro-European is that the European Parliament is thinking about them. I hope in the future that the Council and the Commission will understand the need to go beyond numbers and start speaking to people directly about what we plan to invest and to do with taxpayers’ money at European level.

  Искра Михайлова (ALDE). – Г-н Председател, г-н Комисар, г-н Министър, преди всичко искам да изкажа своята подкрепа към предложената промяна в многогодишната финансова рамка, тъй като считам, че проектът за регламент за изменение на многогодишната рамка е важна стъпка по пътя на оптимизиране на изпълнението на бюджета на Европейския съюз и в подготовката на бъдещата многогодишна финансова рамка след 2020 година.

В проекта е заложен принципът на постигане на максимална гъвкавост на бюджета за адресиране на непредвидено възникнали проблеми и обстоятелства. Увеличаването на максималните суми за адаптирането на таваните на плащанията за годините 2018 – 2020 в рамките на общия марж на плащанията, както и премахването на таваните за цели на политиката по отношение на растежа и заетостта, по-специално младежката заетост, както и миграцията и сигурността, е крачка в необходимата ни посока.

Предложението адресира и възможното натрупване на неплатени сметки и нова криза с плащанията, което се получава от закъснението в изпълнението на оперативните програми.

  Miguel Viegas (GUE/NGL). – Estamos hoje a discutir a revisão do Quadro Financeiro Plurianual. Um quadro financeiro curto, cada vez menos orientado para a coesão e que reforça os domínios da política externa e que mereceu, na altura, o nosso voto contra.

A execução orçamental da primeira metade do mandato acabou por demonstrar a justeza da nossa posição. Aumentam as divergências entre países e regiões - com os países periféricos presos na armadilha da austeridade com baixos níveis de investimento e crescente endividamento -, aumenta também o próprio endividamento da União Europeia, regressando o espectro da falta de pagamentos que ciclicamente se repete.

Esta revisão, em vez de considerar esta realidade reforçando as verbas da coesão, acaba por acentuar os problemas que denunciamos mobilizando, sobretudo, os instrumentos de flexibilidade para as rubricas da segurança e cidadania e da política externa, em detrimento de medidas que fomentem a criação de emprego. Desta forma, continuamos com um orçamento que não dá resposta aos verdadeiros problemas da União Europeia privilegiando a vertente militarista e securitária.

  Jean-Paul Denanot (S&D). – Monsieur le Président, cette révision du cadre financier pluriannuel 2014-2020 est une victoire. C’est une victoire à tempérer, mais une victoire quand même. C’est une victoire pour le Parlement européen et je tiens, à cet égard, à remercier le travail de ma collègue du groupe des socialistes et démocrates, Isabelle Thomas, ainsi que celui du corapporteur, Jan Olbrycht. Ils sont restés pugnaces et patients tout au long de ces négociations et ont su faire respecter les prérogatives du Parlement européen, qui est aussi garant de la démocratie.

Cette victoire ne doit toutefois pas occulter l’urgente nécessité de voir plus grand, de viser plus haut, de penser plus audacieux. Après bientôt trois années de mandat au Parlement européen, je n’aurai eu de cesse, malheureusement, de rappeler que le budget de l’Union européenne est insuffisant et qu’il faut l’alimenter par des ressources propres, elles—mêmes tirées des ressources nécessaires aux défis écologiques et aux défis sociétaux.

«N’avoir pas le courage de son opinion, c’est n’avoir pas d’opinion» écrivait le Français Émile de Girardin dans ses Pensées et maximes en 1867. Il est temps aujourd’hui de cesser de s’arc-bouter à l’existant et de conduire durablement le monde de demain. Pour cela, un budget plus ambitieux est nécessaire, d’autant plus que de nouvelles politiques doivent chaque année être mises en œuvre et que leur financement ne peut pas être issu du déshabillage des politiques structurelles, comme la PAC et les politiques de cohésion.

  Andrey Novakov (PPE). – Mr President, at the beginning I would like to congratulate Mr Olbrycht and Ms Thomas for their dedication and work. I think we have a reason to be positive tonight. I am proud that I am part of Parliament, managing to achieve a historical breakthrough, managing to achieve a top-up agreement above the MFF in the remaining three years of that MFF. This is how we are going to provide additional funding for programmes such as the Connecting Europe Facility (CEF), Erasmus, COSME, EFSI, Youth Employment Initiative, and so on and so forth. In my view, this is not expenditure, this is not spending, this is an investment in the future of this Union. This is what it is, and this is a success, nothing but success.

I do believe that EFSI is a working initiative. It is providing results as it was designed to do, but I am convinced that structural and investment funds should remain a key source of financing of large infrastructure projects in the developing regions in the countries where this is needed.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, νομίζω ότι η συζήτηση για την αναθεώρηση του πολυετούς δημοσιονομικού πλαισίου έχει αναδείξει ορισμένα ζητήματα. Πρώτα απ’ όλα, είναι σημαντικό το ότι υπάρχει ευελιξία. Η ευελιξία, όμως, δεν θα πρέπει να περιορίζεται στα θέματα εξωτερικής πολιτικής. Πρέπει να έχουμε την αναγκαία ευελιξία και στα θέματα αντιμετώπισης της ανεργίας. Εκεί, κύριε Επίτροπε, πρέπει να δώσουμε μεγαλύτερη έμφαση, για να μπορέσουμε να αντιμετωπίσουμε τη μάστιγα της ανεργίας.

Το δεύτερο θέμα είναι η ενίσχυση των δράσεων για την αντιμετώπιση της μετανάστευσης, διότι η Ευρώπη έχει γεμίσει από πρόσφυγες και πάρα πολλούς, θα έλεγα, παράνομους μετανάστες. Θα πρέπει επίσης να ενισχυθεί ο τομέας της αγροτικής οικονομίας, καθώς επίσης και δράσεις οι οποίες μπορούν να μειώσουν το χάσμα μεταξύ του βορρά και του νότου, του ευρωπαϊκού νότου, που αυτή τη στιγμή υποφέρει από τη λιτότητα και τη βίαιη δημοσιονομική προσαρμογή.

  Ivana Maletić (PPE). – Gospodine predsjedniče, čestitam i zahvaljujem izvjestiteljima, kolegi Olbrychtu i kolegici Thomas. Poruke revizije višegodišnjeg okvira vrlo su jasne i ohrabrujuće. Prvo, znamo i možemo reagirati na nove izazove. Drugo, gradimo Europu kao globalnog lidera i zato povećavamo izdvajanja za inovacije, istraživanja, povezivanje znanosti i gospodarstva, edukaciju, poduzetnike, prometno povezivanje. Treće, posebno su nam važna ulaganja u obrazovanje i zapošljavanje mladih i to je važna poruka državama članicama da razvijaju i nacionalne programe. I četvrto, želimo jaku kohezijsku i poljoprivrednu politiku.

Zbog toga nacionalne omotnice ostaju kolike jesu i važno je ubrzati provedbu. Ova revizija dobra je kombinacija sigurnosti i fleksibilnosti što proračun mora imati, a povjerenik Oettinger ju je isto tako više puta naglasio. Na nama je naravno da sredstva kroz pametne projekte učinkovito iskoristimo.

  Czesław Adam Siekierski (PPE). – Panie Przewodniczący! Zacznę od podziękowań dla posłów sprawozdawców za determinację w działaniu, w przygotowaniu tak ważnego i odważnego sprawozdania. Jest to nowe podejście, może nie nowe, może po prostu kolejne, ale skuteczne. Kształtują się nowe rozwiązania w zakresie realizacji wieloletnich ram finansowych. To ważne, gdyż stwarzane są dodatkowe możliwości działań w odpowiedzi na pojawiające się nowe wyzwania. Wspominano tu o bezrobociu, uchodźcach, młodzieży, „Horyzoncie 2020”, innowacjach czy programie Erasmusie+. Wprowadzenie elastyczności da nam szansę wykorzystania środków, której dotychczas nie było.

Podkreślany tu dziś długi okres wieloletnich ram finansowych stwarza konieczność dokonywania zmian w budżecie w trakcie tej wielkiej realizacji. Zaproponowane rozwiązania są dobrze przyjmowane w środowiskach przyszłych beneficjentów. Wiele nadziei wzbudza Omnibus, oczekiwany jest m.in. szereg uproszczeń, w tym szczególnie w złożonej, trudnej wspólnej polityce rolnej. Ten kierunek zmian wymaga dalszej determinacji w działaniu. Proszę Państwa! To dobry początek także dla prac nad nową perspektywą finansową.

  Brian Hayes (PPE). – Mr President, can I join with others in congratulating the joint rapporteurs on this topic, Ms Thomas and Mr Olbrycht, for their work. Like others, I consider it is important that we have a flexible mechanism to ensure, over a seven-year period, when new priorities arise, that we can respond to that in a clever way, and that is exactly what we are discussing here today, and hopefully in the vote tomorrow that will be successful.

Just two points. My first point is this, that the overall budget is of course a tiny percentage of gross overall expenditure within the European Union, and the most effective way to ensure that we have more money to spend, and that we spend it wisely in a reformed way, is to ensure that we have growth across the 28 Member States of the European. That is happening this year. We see significant growth in the euro zone, we see three million additional jobs within the euro zone. Despite all the negativity that exists about the euro zone and Europe, Europe is coming back faster with a higher growth rate, and that is the most important way that we can ensure that we have additional funds to put into key investment for the European Union via the budget.

  Günther Oettinger, Mitglied der Kommission. – Herr Präsident, meine sehr verehrten Damen und Herren Abgeordnete! Dem Dank an die beiden Berichterstatter, Frau Thomas und Herrn Olbrycht, schließe ich mich ausdrücklich an, und dem Dank an meine Vorgängerin, Frau Georgieva, ebenso.

Wir haben Ihren Wortmeldungen sehr aufmerksam zugehört, und ich stelle fest: Eine große Mehrzahl der Rednerinnen und Redner unterstützt das Paket. Es sind zum Teil zwar größere Erwartungen genannt worden, aber es ist ein Fortschritt, und es trägt dazu bei, dass die künftige Haushaltspolitik effizienter und damit besser werden kann. Wir können mit dieser Halbzeitüberprüfung – und ich erwähne den Omnibus in der Ergänzung dazu, bei dem ich Sie ebenfalls um Ihre konstruktive Mitwirkung bitte –, den Haushaltsrahmen besser, bis zu 100 %, ausschöpfen. Dies war in der Vergangenheit so nicht der Fall.

Ausschöpfung des Haushaltsrahmens, Effizienz und Flexibilität sind die wesentlichen Folgerungen dieses heute Abend zu beratenden Pakets. Es ist ein Paket – auch daran will ich erinnern. Die Revision, die Halbzeitüberprüfung, die Rechtsänderung einerseits und die Erklärungen andererseits. Ich will Sie bitten, sich darauf auch bei der Gesamtabstimmung dann entsprechend einzustellen.

  Jan Olbrycht, sprawozdawca. – Panie Przewodniczący! Panie Ministrze! Panie Komisarzu! Myślę, że ta debata bardzo wyraźnie pokazała, że nie dla wszystkich nas w Parlamencie Europejskim sytuacja jest jasna. Dla nas najważniejsze – i przyszło to z dużym trudem – było przekonanie Rady (myślę, że tu wielkie podziękowania należą się prezydencji słowackiej, ale również prezydencji maltańskiej) przy bardzo dużej pomocy Komisji Europejskiej, że perspektywa finansowa nie jest czymś, co jest sztywne. Było dla nas kluczowe, aby pokazać, że jeżeli pojawiają się nowe wyzwania i zadania, to istnieje szansa czy nawet konieczność zmiany. Myślę, że to jest kluczowe w całej sprawie. Z jednej strony oczywiście są dodatkowe środki finansowe, ale przede wszystkim istotne jest to, aby budżet Unii Europejskiej był elastyczny, aby reagował na działania zewnętrzne.

Z drugiej strony wydaje mi się, że w czasie debaty na temat rewizji wyraźnie powiedzieliśmy, co można w ramach budżetu europejskiego zrobić. Niestety nie da się w ramach budżetu europejskiego zrobić wszystkiego i nie ma sensu okłamywać mieszkańców Unii Europejskiej, że jest inaczej. Ta rewizja wyraźnie pokazała, co możemy zrobić, a co nie, w jaki sposób możemy to zrobić bardziej efektywnie, skutecznie, mądrze i w jakim stopniu jesteśmy gotowi na zmiany. Nasze wspólne osiągnięcie i zwycięstwo polega według mnie na tym, że przy pomocy Komisji Europejskiej przekonaliśmy rządy i ministrów, że możemy budżetem reagować na pewne zmiany, że budżet jest instrumentem do realizowania pewnej polityki, a nie jest czymś, co jest dane raz na zawsze i sztywne.

  Isabelle Thomas, rapporteure. – Monsieur le Président, Monsieur le Commissaire, Monsieur le Ministre, chers collègues, à l’occasion de cette dernière étape, je voudrais évidemment remercier Mme la commissaire Georgieva, qui nous a accompagnés au début du processus, tout comme le commissaire Oettinger, qui a facilité sa conclusion.

Je tiens également à remercier la Présidence slovaque ainsi que la Présidence maltaise et les représentants des États membres, qui ont joué un rôle décisif dans cette entreprise, même si – et je leur pardonne –, ils nous ont glissé une petite peau de banane à la fin du processus. Je voudrais aussi remercier mes collègues du Parlement, ceux d’aujourd’hui, mais aussi ceux qui, en 2013, ont fait germer le projet de la révision, et ceux qui, avec la constance du jardinier, l’ont fait éclore.

Dommage que M. Kölmel soit parti, car je voulais lui dire que je souhaite à mon tour que le Parlement fasse preuve de courage. Le courage, comme disait Jean Jaurès, «c’est de chercher la vérité et de la dire». La vérité sur le budget de l’Union consiste à dire qu’il n’est pas en adéquation avec les priorités affichées. Dire la vérité, c’est déclarer que pour peser sur le monde, nous avons besoin d’une Europe puissante, c’est affirmer qu’avec un budget inférieur à 1 % du PIB, le budget n’est encore qu’une goutte d’eau qui ne permet pas de peser de toute sa puissance. Dire la vérité, c’est aussi dire que l’Union risque de mourir de l’immobilisme et de la frilosité des gouvernements, et que si nous ne retrouvons pas une structure budgétaire composée principalement de ressources propres pour un budget authentiquement européen, nous n’y parviendrons pas. Mais cela sera examiné par nos rapporteurs sur les ressources propres, auxquels je souhaite le plus grand courage.

  Simona Bonafè (S&D), per iscritto. – Con l'approvazione della revisione del Quadro Finanziario Pluriennale, diamo come Parlamento un messaggio chiaro della rilevanza di una maggiore capacità di bilancio dell'UE, che si traduce in 6 miliardi aggiuntivi per la fase 2017-2020.

Mentre si sommano la crisi e le emergenze su cui governi e cittadini chiedono all'UE di darsi da fare, troppo spesso non abbiamo riscontrato da parte degli Stati membri l'apertura a considerare i necessari stanziamenti o l'opportuna flessibilità per far fronte all'azione necessaria su problemi come occupazione, crescita e gestione dei flussi migratori.

  Luigi Morgano (S&D), per iscritto. – Nella risoluzione del 2016 che anticipava la revisione del Quadro Finanziario Pluriennale - in aggiornamento per le mutate priorità politiche, economiche e sociali dell'UE -, il Parlamento evidenziava criticità orizzontali (disallineamento tra mandato di Parlamento e Commissione e pianificazione di bilancio; rigidità del QFP rispetto agli imprevisti; necessità di risorse proprie per il bilancio europeo), e priorità tematiche: per la commissione Cultura, la necessità di finanziare adeguatamente Europa Creativa, Europa per i Cittadini, rivedere i criteri di gestione di Erasmus+.

Il compromesso raggiunto è un passo positivo: permette maggiore flessibilità ed aumenta i finanziamenti alle iniziative per i giovani, in particolare di contrasto alla disoccupazione giovanile.

Il "veto sospeso" dell'Italia ha permesso un miglior finanziamento delle iniziative per rifugiati e migranti. Resta, però, un senso di inadeguatezza della programmazione del bilancio pluriennale, e l'impressione che alcuni Stati membri siano più propensi a richiedere ritorni dal bilancio europeo che a dare all'UE mezzi per agire nelle aree di sua competenza. Confido, comunque, che questa revisione sia un primo passo per una programmazione di bilancio sana, equa, sostenibile, e che le preoccupazioni del Parlamento siano adeguatamente considerate nel nuovo Quadro Finanziario per il post-2020.
