  Presidente. – L'ordine del giorno reca la discussione sulla dichiarazione del Vicepresidente della Commissione/Alto rappresentante dell'Unione per gli affari esteri e la politica di sicurezza sulla situazione in Turchia, con particolare riferimento al referendum costituzionale.

La discussione di oggi è di particolare importanza. Voglio ricordare che l'Unione europea non vuole in alcun modo chiudere la porta al popolo turco, che resta un popolo amico con cui cerchiamo costantemente il dialogo e l'apertura. Al tempo stesso, non possiamo voltarci dall'altra parte davanti ad azioni che vanno nella direzione opposta ai valori che sono alla base della costruzione europea. Libertà di stampa, libertà d'espressione e separazione dei poteri sono diritti fondamentali imprescindibili per chi vuole entrare nell'Unione, così come la pena di morte rappresenta una linea rossa invalicabile.

Voglio altresì ricordare al Presidente Erdogan che l'Europa non è un continente islamofobo. In Europa vivono milioni di cittadini di religione islamica, che hanno la piena libertà di esercitare la loro fede e che non sono in alcun modo discriminati. Così come sancito dall'articolo 17 del trattato, il Parlamento europeo con le altre istituzioni promuove attivamente il dialogo interreligioso e ne sono testimonianza le tante iniziative alle quali hanno partecipato da protagonisti autorevoli esponenti della comunità mussulmana.

Domani incontrerò in questo Parlamento il Gran Muftì d'Egitto, la massima autorità religiosa islamica del suo paese. Mi auguro che anche in Turchia si sviluppi un così forte e convinto dialogo tra diverse religioni e mi auguro che Istanbul possa rimanere la città delle duemila moschee, delle duecento chiese e delle venti sinagoghe.

  Johannes Hahn, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. – Mr President, first of all thank you for your introduction and clarification. Our relations with Turkey unfortunately have still not reached calm waters. You have all seen the news coming from Turkey even today, and many of you have commented on it.

We have stressed on many occasions that it is Turkey’s sovereign right to let its citizens vote on whether to have a parliamentary or a presidential system. However, the constitutional reform and the circumstances in which the referendum took place are a matter of concern, for three reasons. First, we share the very serious concerns of the Venice Commission with regard to the proposed constitutional changes. This is something we stated clearly before the vote. Once the constitutional changes are fully implemented, Turkey will move even further away from European standards, especially with regard to the separation of powers and the independence of the judiciary.

Second, the Office for Democratic Institutions and Human Rights of the OSCE has noted that the vote did not take place on a level playing field. The two sides did not have equal opportunities to campaign. Turkish voters were not provided with impartial or balanced information about the amendments they were voting on. Also, the ongoing state of emergency has curtailed fundamental freedoms that are essential to a genuinely democratic process.

The final OSCE/ODIHR report will be published in the next few days. It will now be crucial that all allegations of irregularities on Election Day are addressed through transparent investigations. It is always essential that democratic processes are fair and free; but this is even more crucial when deep constitutional changes are at stake. Our constitutions define the common rules of the game: if these rules are not recognised and accepted by everyone, the whole system becomes weaker.

Third, the electoral campaign has left Turkey’s population deeply divided. The two sides disagree about the fundamental direction in which they would like to see their country move. The close referendum result makes the need to seek a broad consensus all the more important. I clearly see this as a way forward. Accusations and rhetorical aggressions flourished between the two campaigning sides within Turkey, but also between Turkish representatives and international actors. It is in the interest of Turkey to mend such an internal division, and it is in the interest of everyone to engage more constructively on the international arena.

The cooperation between Turkey and the Council of Europe is of paramount importance and has produced some results already. This work needs to be carried on and further deepened. We continue to encourage Turkey to address the Council of Europe’s concerns and recommendations, including with regard to the State of Emergency. Security and fundamental freedoms can go together and must go together, in the interest of all Turkish citizens.

The question at stake now is what this means for EU-Turkey relations and their future. The time has come for an open and friendly discussion with Turkey about the future of our relationship. We will have a first opportunity after the referendum to exchange views on the way forward together with the European Union Foreign Ministers at the Gymnich meeting in two days’ time in Malta. We therefore look forward to hearing your views and will be very interested to hear your interventions. I think you will contribute in a very concrete and precise manner in the ongoing debate.

  Manfred Weber, im Namen der PPE-Fraktion. – Herr Präsident, Herr Kommissar, liebe Kolleginnen und Kollegen! Wenn wir heute die Beziehungen zwischen der Europäischen Union und der Türkei diskutieren, dann müssen wir etwas weiter zurückblicken – zumindest zum Putsch von vor knapp einem Jahr, als Erdoğan selbst und auch Tausende von türkischen Staatsbürgern sich gegen das Militär gestellt haben, mutig die Demokratie und die Freiheit des Landes verteidigt haben und damit auch Atatürks Worte weiter lebendig gehalten haben; ich zitiere: „Politische Macht, die sich allein auf Kanonen stützt, wird sich nicht aufrecht erhalten lassen.“

Vielleicht haben wir damals auch, in den Tagen nach dem Putsch, die Entwicklungen zu wenig gewürdigt, den Kampf für die Freiheit auch für die Demokratie zu wenig gewürdigt. Bereits damals entstand leider Gottes durch Erdoğan der Eindruck, dass er diesen Putsch und die Entwicklungen nachher eher für seinen Machterhalt nutzt. DieVerteidigung der Freiheit und der Demokratie wäre eigentlich der Start gewesen, die Türkei in eine neue Phase von Demokratie und Rechtsstaatlichkeit zu führen. Wir erleben leider jetzt, dass das Gegenteil der Fall ist. Die Entwicklung und das, was dann passiert ist, ist uns allen bekannt: 40 000 Menschen verhaftet, 100 000 aus dem öffentlichen Dienst entlassen, 170 Medien geschlossen, 100 Journalisten im Gefängnis, und gestern Nacht mehr als 1000 Polizisten aus dem Dienst entlassen – ein weiterer massiver Eingriff.

Jetzt das Referendum. Die OECD mit klaren Aussagen dazu: Die Fairness war nicht gewährleistet. Demokratie wird nicht nur praktiziert, wenn man die Zahlen, wenn man die Wahlunterlagen ordentlich auszählt, sondern Demokratie bedeutet auch, dass schon im Verfahren bei den Medien Fairness stattfindet. Insofern hat zwar Erdoğan jetzt sein Ziel erreicht, aber der Preis, den er zahlt, ist ein hoher: Die Türkei ist heute ein gespaltenes Land, die Wirtschaft hat massiven Schaden genommen, und viele Freunde wurden vor den Kopf gestoßen, die externen Beziehungen sind beschädigt.

Jetzt müssen wir diskutieren, wie es weitergeht. Liebe Freunde, ein „Weiter so“, als sei nichts passiert, kann es angesichts der Situation in der Türkei für uns nicht geben. Erdoğan schließt leider mit seinem Weg die Tür zur Partnerschaft mit der Europäischen Union. Die Türkei geht in die falsche Richtung. Das muss jeder sehen, der die Augen öffnet. Es ist Zeit, das Verhältnis neu zu bewerten und zu klären.

Und ich möchte auch die Frage, die uns der Kommissar gestellt hat, beantworten: Aus Sicht der EVP-Fraktion ist damit eine Vollmitgliedschaft in der Europäischen Union nicht mehr realistisch. Wir müssen die Lebenslüge, die in den Beziehungen vorherrscht jetzt beenden. Ich glaube sogar, dass man sogar so weit gehen kann, dass das Erweiterungsversprechen, das wir 2004 gegeben haben, mehr Schaden verursacht als es genutzt hat. Auf türkischer Seite habe ich viele Partner in den letzten Jahren erlebt, die mir gesagt haben: Euer Angebot ist doch nicht im Kern ehrlich gemeint. Die EU wird uns nie aufnehmen. Es ist ein Versprechen, das nie ehrlich gemeint war. Und das hat in der Türkei zu Verärgerung und zu Ablehnung geführt. Und in Europa? In Europa muss ich Ihnen sagen, dass Boris Johnson in der Brexit-Kampagne Flyer verteilt hat, wo er die Türkei, Syrien und den Irak als mögliche zukünftige EU—Mitgliedstaaten dargestellt hat – es war eine Lüge, aber die Angst, dass dieses Europa grenzenlos ist, verunsichert die Menschen in Europa. Deswegen sollten wir die Lebenslüge der Vollmitgliedschaft der Türkei jetzt beenden.

Der Rat muss eine solche Grundsatzdiskussion führen. Donald Tusk als Ratspräsident muss nach Ankara reisen. Wir müssen miteinander reden, wie wir die zukünftigen Verhältnisse gestalten, und die Grundlage für die zukünftige Partnerschaft ist Ehrlichkeit – zu beschreiben, was möglich ist, aber auch, was nicht möglich ist, und unsere Position auch klarzustellen: Wir wollen nicht die Tür schließen. Die EVP-Fraktion will ein Angebot machen. Die Zollunion beispielsweise, die Zollunion plus, die die Kommission bereits vorgeschlagen hat – vielleicht können wir sie auch noch erweitern: mehr wirtschaftliche Zusammenarbeit, bei Visa für Studenten die Türen zu öffnen, für Menschen den Austausch zu verbessern – ja, wir sagen Ja dazu. Und auch im Kampf gegen den Terror, gegen ISIS und so weiter werden wir enger zusammenarbeiten müssen.

Bei der Flüchtlingspolitik haben wir gezeigt, dass die sektorale Zusammenarbeit Sinn macht – dass beide Seiten den Vorteil erkennen. Diesen Weg wollen wir gehen. Wir brauchen einen Neustart der Beziehungen, der Partnerschaft mit der Türkei auf Basis von Ehrlichkeit, und das heißt: Beenden der Beitrittsgespräche und Öffnen eines neuen Kapitels der sektoralen Zusammenarbeit.

  Kati Piri, on behalf of the S&D Group. – Mr President, the referendum result last week in Turkey shows that democracy is not dead. On the contrary, despite the unfair electoral environment, the intimidation of the No campaigners and the massive control of the media by the government, half of Turkey’s population showed that they are ready to push back for the democratic future of their country. The EU must fiercely support those forces. The international observation mission was clear in its assessment: this was not a fair election. The controversial decision of the electoral council to allow last-minute on-stand ballots to be counted in also raised serious questions about whether these elections were free. I therefore welcome the Commission’s stance that it will insist on an independent investigation into the alleged irregularities.

But 16 April was also a sad day for all democrats because it is clear that, with such a Constitution, Turkey cannot become a member of the EU. As I stated in the draft annual report I published today, the EU should officially suspend the accession process if the constitutional changes are implemented unchanged. Having said that, we have to be vigilant that justified criticism of Erdogan’s policies does not turn into anti-Turkish sentiment, as we sometimes, unfortunately, see in this House. There are millions of people in Turkey who do share the same European values and millions who do want the EU to remain the anchor for reforms in their country. I therefore do not agree with those in this Parliament who want to scrap Turkey, once and for all, as an EU candidate country. In Turkey, changes are possible in the future and I continue to believe in a joint future for Turkey and the EU. But I am also realistic and acknowledge that this is unlikely to happen under the current political leadership in Turkey. Even if talks are suspended, Turkey-EU relations remain in our joint interest. Cooperation should therefore continue in several areas. However, that cannot be a value-free transactional relationship only, where human rights and democracy are no longer important. To achieve this, we can use the economic power of the EU as leverage for promoting reforms in Turkey, for instance, by adding clear political benchmarks to the upgrade of the Customs Union.

  Syed Kamall, on behalf of the ECR Group. – Madam President, let us be honest today. Across this House most – if not all – of us share concerns over the current direction of the Turkish Government under President Erdogan. Maybe some speakers today will try to out-compete each other in their condemnations, or even – as the previous speaker said – their insults. Yes, we all share concerns over press freedom in Turkey. Yes, we all share concerns over the treatment of the opposition and the conduct of the referendum; and we all share concerns over President Erdogan seeking to grab more executive power for what has, up to now, been largely a ceremonial presidency.

However, many in this House also realise that, at times, we need to work with Turkey. We need to work with Turkey when it comes to controlling the flows of refugees and migrants and we need to work with Turkey on regional security as an important member of NATO. We need to work with Turkey as we share concerns over issues such as Russian aggression. So, in reality, we are talking about a difficult balancing act and this balancing act needs two things. Firstly, we need to be honest with Turkey that it may never be a member of the EU. There are too many concerns: prejudice against a largely Muslim population; a landmass which lies mostly in Asia; the prospect of freedom of movement for millions of Turks; the prospect of voting weights in the Council and here in this Parliament; and an EU external border which would be with countries such as Iran, Iraq and Syria. Secondly, we need to have a more robust and critical relationship between Turkey and the EU.

But in seeking both, the EU has to ask itself: is the EU ready for the consequences of Turkey possibly opening its borders with Greece and allowing people to transit to the EU, and of President Erdogan seeing himself being pushed into the arms of countries such as Russia or Iran? So, while Turkey is not ready for EU membership – and it is not even ready for visa liberalisation – completely turning our back on Turkey is not an option. This is why the ECR Group welcomes calls for a different kind of relationship with Turkey. It will be a difficult balancing act requiring much diplomacy. It may be a more difficult relationship, but it will be a more honest relationship – more cautious, more critical, focused more on cooperation and no longer on the distant goal of EU membership.

  Guy Verhofstadt, on behalf of the ALDE Group. – Madam President, I am not going to repeat what has been said on the situation in Turkey; I think that we have a common assessment, Commissioner. What is more important is what you have asked us: what our view is in the light of the Gymnich meeting. Together with Mr Weber, I have published a common op-ed article, you could say, on that in a number of newspapers, because I think it is critical now to go into a new cooperation and to make a new proposal to Turkey. I think that we have to stop accession negotiations. In fact, they are no longer accession negotiations; they are in fact suspended – not formally suspended, but, in fact, suspended. The only thing we are doing is still paying EUR 650 million every year for the pre—accession process, and it does not help these people in Turkey, journalists, or civil society in general. On the contrary, I think that continuing this so-called not formally suspended ‘accession’ is a cover-up that even makes it possible for some people in the Turkish authorities to further clamp down on civil society, on journalists, on the opposition, and so on. Our proposal is to reconsider that and ask: why not do what is in the Treaty?

The Treaty says that we can make association agreements with neighbourhood countries. Why not make a new association agreement and propose to Turkey such a new association agreement where you have two chapters: one chapter on economics, trade, Customs Union (we could propose an offer of an upgraded Customs Union, even further than what is on the table now); and at the same time, the second track, if on the Turkish side they open civil society, they agree to restore democracy in a certain sense. I do not want to call it a ‘Helsinki Process’ and to make a comparison to the strategy we followed with the Soviet Union (your remember that), but, in a certain way, that is what it is: a two—track approach. We should then use the EUR 640 or 650 million to help civil society there as a part of such a new strategy. That seems to me the new – even broadly supported – way forward that you could give as a message to the Gymnich meeting on Saturday.

  Martina Michels, im Namen der GUE/NGL-Fraktion. – Frau Präsidentin! Das Referendumsergebnis ist kein glanzvoller Sieg für Erdoğan – er hat das Land tief gespalten.

Wir fordern jetzt die Neuausrichtung der EU-Beziehungen zur Türkei, und es geht endlich um eine offensive Unterstützung der türkischen Zivilgesellschaft. Herr Weber, wer fast die halbe Türkei durch einen Abbruch der Beitrittsverhandlungen im Regen stehen lässt, handelt im besten Falle naiv oder verantwortungslos. Bei der Zollunion, wo es um wirtschaftliche Interessen geht, redet übrigens niemand von Abbruch. Erdoğan ist es nämlich, der einen Abbruch der Beitrittsverhandlungen herbeiprovozieren und innenpolitisch vermarkten will. An diesem Geschäft wollen wir uns nicht beteiligen.

Fordern wir nun endlich Stoppzeichen an der richtigen Stelle. Erstens: Flüchtlingsfonds statt schmutzigen Flüchtlingsdeals. Zweitens: keine Rüstungsexporte in die Türkei. Drittens: Truppenabzug von Soldaten der NATO-Partner, und viertens: Legen wir nun ein Fundament für den Dialog zur Stärkung demokratischer Kräfte und fordern wir: Schluss mit den Repressalien gegen die Opposition, die unabhängigen Medien, die Kurden und die Frauen.

  Ska Keller, on behalf of the Verts/ALE Group. – Madam President, right now is really the time for the European Union to send a very clear message to Turkey, to Erdoğan specifically, and we all agree that we cannot continue business as usual. But it is also a very important time right now to talk to the 49% who have voted ‘no’ despite all the threats, despite the very unfair procedure and despite lots of people being put into jail. Our message to them has to be: we will not leave you alone. We will continue to engage with you, we will continue to support you – and by ‘us’ I mean the European Union, but also the political groups, and also us as individual citizens. We are responsible as the European Union to use the tools that we have in our hands to help those people.

We do not have so many tools in our hands, but I think there is one very important one, and that is the Customs Union, because that is something that Erdoğan wants, so we really need to use that one tool we have in our hands, and by using it I mean let us not upgrade it right now. We should not upgrade it before there is substantial improvement on human rights.

Questioning the accession talks or ending the talks might seem like the easy answer, the rapid answer, but it does not mean that it is right or effective. I think this would only help Erdoğan and it would close the door to the people we want to support. Let us trade the symbolism for real action, the real action is not the Customs Union. So friends in Turkey we will not forget you in these dark times.

  Fabio Massimo Castaldo, a nome del gruppo EFDD. – Signora Presidente, onorevoli colleghi, una vittoria di misura del 51 %, con due milioni e mezzo di schede contestate e molte convalidate persino senza timbro. Un Frankenstein giuridico con un accentramento abnorme di potere esecutivo nelle mani del presidente, che potrà revocare ministri a suo piacimento, essere leader di partito, dichiarare lo stato di emergenza, nonché sciogliere il parlamento a sua discrezione, senza contrappesi. Grazie a censura, purghe e abusi, Erdogan ha realizzato il sogno nel cassetto, diventare di fatto il sultano della Turchia, facendosi beffe delle nostre raccomandazioni e lacerando il suo paese in due.

Mai come ora è evidente che quella porta che avevamo tenuto aperta finora ci sia stata violentemente sbattuta in faccia. Erdogan sorride pensando che l'Europa debole e codarda, che ha siglato l'accordo illegale sui migranti al prezzo di 6 miliardi, chiuderà gli occhi anche stavolta. Ci vorranno anche le prime condanne a morte o avrete il coraggio finalmente di bloccare la candidatura e fondi preadesione e inviare un vero sostegno alla società civile turca, magari usando la leva dell'unione doganale? Essere membro della NATO non basta e non giustifica. Il tempo delle chiacchiere è finito.

  Harald Vilimsky, im Namen der ENF-Fraktion. – Frau Präsidentin, meine sehr geehrten Damen und Herren! Spätestens mit dem Ausgang dieses Verfassungsreferendums ist klar: Wir wollen keinen Tag länger mit der Türkei über eine Mitgliedschaft in der Europäischen Union verhandeln.

Wenn ich sage: Wir wollen keinen Tag weiter verhandeln, heißt es nicht, die Verhandlungen auszusetzen, es heißt nicht, sie temporär einzufrieren. Es heißt, diese Verhandlungen ein für allemal abzubrechen. Nach dem Ausgang dieses Referendums ist ebenfalls klar, dass wir keinen Euro weiter in Richtung der Türkei zahlen. Ich rede von Hunderten Steuermillionen, die hier in Europa erarbeitet werden und in der Türkei dann gegen uns eingesetzt werden.

Wir wollen weiter nicht tolerieren, dass in der Türkei eine Politik gegen eine Minderheit, die Kurden, betrieben wird, die absolut inakzeptabel ist. Wir wollen es nicht akzeptieren, Herr Erweiterungsminister Hahn, dass wir in Österreich etwa das Problem mit Doppelstaatsbürgerschaft haben, illegalen Doppelstaatsbürgerschaften, und damit in Österreich Politik gemacht wird gegen die Interessen der Republik. Ihr Außenminister Kurz rennt in Österreich beim Boulevard herum und sagt: Wir sind für einen Abbruch der Verhandlungen. Sie sind Parteikollege von ihm in der ÖVP: Ich erwarte mir, dass Sie dementsprechend handeln und unter diese Verhandlungen einen Schlussstrich setzen.

  Λάμπρος Φουντούλης ( NI). – Kύριε Πρόεδρε, είναι απαράδεκτο το γεγονός πως η Ευρωπαϊκή Ένωση συνεχίζει ακόμα να θεωρεί την Τουρκία υποψήφια προς ένταξη χώρα. Η Τουρκία είναι ένα κράτος εντελώς ξένο προς τις αρχές και τις αξίες του ευρωπαϊκού πολιτισμού και περιφρονεί κάθε έννοια πολιτικών ελευθεριών. Ειδικά μετά το δημοψήφισμα, με το οποίο μετατρέπεται η χώρα αυτή ουσιαστικά σε ένα σύγχρονης μορφής χαλιφάτο, είναι επιτακτική ανάγκη να διακοπούν όχι μόνο οι διαπραγματεύσεις αλλά και κάθε είδους βοήθεια προς την Τουρκία και να αντιμετωπιστεί η ίδια σαν αυτό που πραγματικά είναι, ένα κράτος ταραξίας με επεκτατικές βλέψεις εναντίον όλων των γειτόνων του και παράγοντας αστάθειας στην ευρύτερη περιοχή.

Προς επιβεβαίωση των όσων υποστηρίζω, η Τουρκία προχώρησε χθες σε 71 συνολικά παραβιάσεις του ελληνικού FIR. Σημειώθηκαν τέσσερις αερομαχίες και δύο σκάφη της τουρκικής ακτοφυλακής παραβίασαν τα ελληνικά χωρικά ύδατα, ενώ ταυτόχρονα ο Ερντογάν απειλεί να πλημμυρίσει με λαθρομετανάστες ολόκληρη την Ευρώπη.

Καλώ λοιπόν το Ευρωκοινοβούλιο να πιέσει προς την κατεύθυνση της πλήρους και οριστικής διακοπής των ενταξιακών διαπραγματεύσεων, της παύσης όλων των χρηματοδοτήσεων και της επιβολής κυρώσεων κατά του τουρκικού καθεστώτος, καθώς η στοχευμένη από τον Ερντογάν σημερινή κατάσταση πέρα από παράλογη είναι εχθρική ενέργεια προς την Ελλάδα και την Ευρώπη.

  Cristian Dan Preda (PPE). – Madame la Présidente, mes collègues ont déjà exprimé de nombreuses positions et présenté des éléments liés à l’évolution du régime turc, qui montrent à quel point celui-ci pose problème. À ce sujet, nous sommes embarrassés en ce qui concerne la définition des relations avec Ankara.

Je voudrais exprimer mon inquiétude quant à la diffusion du modèle de M. Erdoğan en Europe car, çà et là, certaines personnes ont érigé M. Erdoğan en modèle politique. À cet égard, je voudrais rappeler que, pendant le printemps arabe, il a lui-même essayé de se poser comme modèle. Il s’agit, par exemple, de pays tels que la Bosnie-Herzégovine – où M. Izetbegović, le leader des Bosniaques, voit en M. Erdoğan un modèle. Parmi les sociaux-démocrates, le Premier ministre roumain, Victor Ponta, a une réelle admiration pour M. Erdoğan et le présente comme une référence.

Cette diffusion de l’«Erdoğanisme» comme modèle m’inquiète beaucoup.

  Victor Boştinaru (S&D). – Madam President, the referendum is a significant turning point in modern Turkish political history since Atatürk. This so—called reform and the latest developments in Turkey are downgrading all the many important steps that this country has taken in its modernisation and democratisation process, steps that have contributed to making Turkey stronger, more prosperous, and a highly valuable partner of the Euro-Atlantic family.

The months of campaigning before this vote cannot be considered as free or fair, and the Opposition and international observers have pointed out irregularities in the vote itself, which have to be investigated. The outcome of the referendum can only deepen divisions within Turkish society. As I said, I have concerns about the path Turkey is taking today, and I have – and I will – express them without hesitation every single time this is necessary, but the way forward is in the hands of the Turkish people. Europe has made errors with regard to Turkey, and these earlier strategic mistakes have to be acknowledged. There are those in this House who are taking advantage of the errors being made by Erdogan today to give them a good reason to stop the process. This should be recognised. There was high cynicism in this room. But I will just say that, whatever partnership relations we design in the future, we have to consider the strategical nature of our relations. I am referring to security, regional stability, the fight against terrorism, and, most of all, maintaining a mutually beneficial dialogue with Turkey in the future.

Den eftertanke, som vi hører her i dag fra Kommissionen og fra kolleger i Europa-Parlamentet omkring visdommen i at optage Tyrkiet som kandidatland, har desværre karakter af at være lidt for sent og alt for lidt. Det er meget tydeligt, når vi ser tilbage på den udvikling, som Erdogan har bragt Tyrkiet ind i, at han meget strategisk har brugt EU-optagelsesforhandlingerne til at svække de kanalistiske traditioner i Tyrkiet, særlig højesteret og den militære indflydelse, som har holdt Tyrkiet på en vestlig kurs i snart et århundrede. Derfor er det også dybt bekymrende, når vi ser fremad, både for situationen i Tyrkiet, hvor vi ser dommere, jurister, skolelærere, universiteter, medier - alle truet af Erdogans fundamentalistiske syn på, hvordan han skal drive en stat, men også her i Europa.

Den adfærd, vi oplevede den tyrkiske præsident og hans regering udøve over for europæiske lande, som Holland, Belgien og Danmark, var dybt uacceptabelt af enhver nation, der ønsker et venligt forhold til Europa. Særligt den indirekte trussel mod hollænderne, hvor Erdogan oplistede antallet af tyrkiske indbyggere i Holland og antallet af soldater i den hollandske hær, var det nærmeste, vi kommer på en uforskammet direkte trussel mod et europæisk demokrati. Derfor er tiden ikke inde til, at vi belønner Tyrkiet. Tiden er inde til, at vi viser Tyrkiet, at den adfærd, de har udvist, bør have en konsekvens, også på handelsfronten. Derfor håber jeg, at vi tager dette som et element ikke bare til at suspendere optagelsesforhandlingerne, men også til at lade det, at man har udvist en sådan adfærd over for europæiske venlige allierede nationer, få konsekvenser.

  Τάκης Χατζηγεωργίου ( GUE/NGL). – Κυρία Πρόεδρε, αγαπητέ μου κύριε Hahn, το θέμα που θέσατε είναι πολύ σημαντικό: «τι να κάνουμε;», και το ερώτημα που εγείρεται είναι ποιο μήνυμα πρέπει να στείλει σήμερα η Ευρωπαϊκή Ένωση στην Τουρκία; Υπάρχει καλύτερο χρονικό σημείο για να αποφασίσουμε ποιο είναι το μήνυμα, δεδομένου και του τρόπου που διεξήχθη το δημοψήφισμα; Η τοποθέτηση ότι πρέπει να διακοπούν οι συνομιλίες με την Τουρκία και να συνεχίσουμε τη διαπραγμάτευση για την τελωνειακή ένωση νομίζω ότι μάλλον προκαλεί γέλωτα στον πρόεδρο Ερντογάν, διότι είναι ως να του λες: «Δεν θέλω να ενταχθείς, δεν θέλω να έρθεις σπίτι μου, αλλά τι με πειράζει να μπεις στην κουζίνα;».

Η τελωνειακή σχέση της Ευρωπαϊκής Ένωσης με την Τουρκία δίνει στην Τουρκία ό,τι ακριβώς θέλει και δεν έχει καμιά σημασία αν διακοπούν οι διαπραγματεύσεις, εάν την ίδια ώρα κινηθούμε σε μια επικαιροποίηση της τελωνειακής σύνδεσης, που είναι ακριβώς αυτό που αναζητά, δεδομένου μάλιστα ότι την υφιστάμενη τελωνειακή συμφωνία δεν την υπηρετεί σε όλα τα κράτη μέλη.

  Bodil Valero (Verts/ALE). – Fru talman! I mitt inlägg idag vill jag vända mig till alla dem som i Turkiet och diasporan röstade nej i folkomröstningen. Trots alla svårigheter och hinder, undantagstillstånd, fängslanden, tystad media, ojämlika ekonomiska förutsättningar etc. så lyckades ni ändå att nå nästan hela vägen. Ni var 48,59 % av väljarna som röstade nej. Ni gav en mycket stark och tydlig signal till Erdoğan att hans försök att demontera demokratin i Turkiet inte kommer att bli en promenadseger. Demokratin är inte död i Turkiet – inte ännu. Det har ni visat, inte minst ungdomar och människor i storstäder har gjort det.

Förändringarna kommer dock inte att träda i kraft imorgon. Det behövs ett antal politiska beslut på vägen dit och ett allmänt val 2019. Vi demokrater måste stå upp för varandra, och vi kommer att stå vid er sida under den här svåra tiden.

Erdoğan är i och för sig en vald president, men han har för varje år som gått allt tydligare visat att han varken delar vår syn på demokrati eller våra grundvärderingar. Vi i EU måste vara lika tydliga mot honom som ni har varit, och det är mitt budskap till kommissionen.

  Gerard Batten (EFDD). – Madam President, the recent constitutional referendum in Turkey signals the end of democracy. The result in itself was highly dubious, given the accusations of electoral fraud. But even so, a large number of Turks voted against democracy and in favour of a form of dictatorship. Now that is bad enough, but what is interesting and highly disturbing are the voting figures for Turkish citizens living in Europe who had an overseas vote. Despite a narrow majority being achieved overall, those Turks voting in Europe voted by large majorities for Mr Erdoğan’s proposals. In France and Germany that was over 60%, and in the Netherlands, Austria and Belgium, that was over 70%. So in Turkey while half the voters chose to vote for democracy, those Turks living in Western liberal democracies voted by a large majority to abolish it. Perhaps those Turkish voters living in Europe might vote for a form of Islamic authoritarianism in Europe, given the chance.

The logical conclusion of this vote is that those Turks living in Europe who voted for dictatorship and against democracy should have the courage of their convictions to live by their decision. They should migrate back to Turkey to enjoy the benefits of what they just voted for.

And what if Turkey’s bid to join the EU had been successful? That application was supported by the EU, and in the UK by the Conservative, Labour, Liberal Democrat and Green parties. MEPs from those parties always voted in favour of Turkish accession. Needless to say, only UKIP MEPs voted against it. If Turkey had joined the EU, then we would now be faced with an interesting situation. You would have one country, Britain, trying to leave, and you’d have another country, Turkey, that you would want to expel. I just wonder if that would take as long as the Brexit process.

Dans la ville de Diyarbakir, six églises, dont une vieille de plus de 1 700 ans, ont été saisies sous prétexte de réaménagement urbain. Cette saisie s’inscrit dans une politique où les chrétiens sont systématiquement persécutés ou déplacés au Proche et au Moyen-Orient.

M. Erdoğan, c’est le totalitarisme islamiste; M. Erdoğan, c'est le soutien au terrorisme du groupe «État islamique»; M. Erdoğan est pourtant votre partenaire privilégié ici au Parlement européen. Qu’allez-vous faire de cet accord économique que vous allez nous sortir? Qu’allez-vous faire de la libéralisation des visas?

Monsieur le Commissaire, plutôt que d’agresser, vous et vos amis, Mme Le Pen, vous feriez mieux de garder vos leçons pour votre ami, M. Erdoğan.

  Σωτήριος Ζαριανόπουλος ( NI). – Κυρία Πρόεδρε, οι εξελίξεις στην Τουρκία και μετά το δημοψήφισμα μαρτυρούν τη συνέχιση της αντιλαϊκής πολιτικής και του αυταρχισμού. Οι εξελίξεις αυτές είναι μέρος ενδοαστικών, ενδοϊμπεριαλιστικών αντιθέσεων και αναδιατάξεων στην περιοχή με ανταγωνισμούς των Ηνωμένων Πολιτειών, της Ευρωπαϊκής Ένωσης, της Ρωσίας, πολέμους στη Συρία και το Ιράκ, με επίδικο κάποια καπιταλιστικά κράτη, ιμπεριαλιστικά κέντρα και μονοπωλιακοί όμιλοι να αποκτήσουν προβάδισμα για τον έλεγχο αγορών, πηγών και δρόμων ενέργειας. Αυτό εξυπηρετεί άλλωστε και η συζητούμενη τελωνειακή ένωση.

Όποιας αστικής τάξης τμήματα κι αν επικρατήσουν, οι λαοί θα πληρώσουν βαρύ τίμημα. Επιπλέον, οι προκλητικές κινήσεις της αστικής τάξης της Τουρκίας στην περιοχή, οι αμφισβητήσεις των ελληνικών συνόρων, συνιστούν πολύ επικίνδυνη εξέλιξη και δείχνουν πως οι ανταγωνισμοί των αστικών τάξεων των δύο χωρών, με αφετηρία τη λεγόμενη γεωστρατηγική αναβάθμιση, βάζει τους λαούς σε μεγάλες περιπέτειες. Οι λαοί να βγάλουν συμπεράσματα και να εντείνουν την κοινή πάλη τους με βάση τα δικά τους και μόνο συμφέροντα.

  José Ignacio Salafranca Sánchez-Neyra (PPE). – Señora presidenta, Turquía vive una situación preocupante: una sociedad polarizada y dividida, la prórroga del estado de emergencia después del intento de golpe de Estado y también, señora presidenta, una asunción de poderes, como nos ha recordado el comisario, muy preocupante desde el punto de vista también de la Comisión de Venecia.

Creo que, en este contexto, la alta representante y la Unión Europea han reaccionado de una forma ponderada tomando nota de los resultados y, como decía el señor Kamall, tenemos que conjugar esta situación con el hecho de que tenemos un importante acuerdo migratorio por 6 000 millones de euros y con el hecho de que Turquía es miembro de la Alianza Atlántica y desde luego también un actor importante para la seguridad regional.

Creo, señora presidenta, que hemos asistido a un deterioro rapidísimo de las relaciones con Turquía y, por lo tanto, señor comisario, hay que seguir con mucha atención la evolución de la situación en el país y los propósitos del presidente de revisar las relaciones con nosotros, así como la anunciada consulta sobre el restablecimiento de la pena de muerte.

  Elena Valenciano (S&D). – Señora presidenta, en realidad yo pertenezco a un grupo político, el grupo socialdemócrata, que siempre ha ofrecido un camino a Turquía para su acceso a la Unión Europea. Hemos sido grandes defensores de una Turquía dentro de Europa. Y por eso, es más difícil para mí expresar, en este momento, la pena y la indignación de que Erdogan se esté empeñando en ir cerrando esta puerta entre Turquía y Europa.

Durante muchos años en esta Cámara, la derecha se ha opuesto de distintas maneras al acceso de Turquía a la Unión Europea y nosotros hemos defendido su acceso. Pero Erdogan ha ido muy lejos, sin duda. Y ahora es muy difícil defender lo mismo que defendíamos. Sin embargo, me resisto a que cerremos la puerta del todo. Porque —como han dicho mis colegas— hay un 49 % de los turcos y turcas que, a pesar de las dificultades y con una campaña casi imposible, le han dicho «no» a Erdogan, a un cambio constitucional que no es un cambio constitucional, es prácticamente un cambio de paradigma político en el país.

Así que quiero mantener las dos puertas abiertas. Por una parte, la del mensaje clarísimo a Erdogan: que por ese camino no puede seguir. Y, por otro, hacia el 49 % del pueblo turco que ha dicho que no a Erdogan, porque aquí estamos para seguir ofreciéndoles una posibilidad en el futuro de acceso a la Unión Europea.

  Ελένη Θεοχάρους ( ECR). – Κυρία Πρόεδρε, Επίτροπε Hahn, με πολλή ανακούφιση σάς άκουσα σήμερα να λέτε όλα αυτά που προσπαθώ να πω εδώ και οκτώ χρόνια μέσα στο ένα λεπτό που έχω κατά καιρούς μαζί με πολλούς άλλους συναδέλφους για την Τουρκία. Πραγματικά, είναι εντυπωσιακό να γίνεται κατανοητό στο Ευρωπαϊκό Κοινοβούλιο μετά από τόσα χρόνια αυτό που ζούμε εμείς εδώ και τόσο καιρό. Βεβαίως, όσον αφορά την αναβάθμιση της τελωνειακής ένωσης, το ερώτημα είναι τι αναβάθμιση θα κάνουμε όταν η υφιστάμενη συμφωνία είναι άκυρη! Η Τουρκία δεν την έχει υπογράψει με την Κυπριακή Δημοκρατία. Πάλι θα συνεχίσουμε τα ίδια λάθη και τα ίδια σφάλματα του παρελθόντος;

Αυτή τη στιγμή η Τουρκία έχει περικυκλωμένη την Κύπρο με τον πολεμικό της στόλο, κάνει ασκήσεις με πραγματικά πυρά πολύ κοντά στις ακτές, κάνει παράνομες εξερευνήσεις μέσα στην αποκλειστική οικονομική ζώνη της Κύπρου, εκφοβίζει, ακολουθεί την πολιτική του εκφοβισμού και των απειλών και ταυτόχρονα απαιτεί τις τέσσερις ευρωπαϊκές ελευθερίες για τους τούρκους πολίτες στην Κυπριακή Δημοκρατία. Δηλαδή επιχειρεί να καταλάβει την Κυπριακή Δημοκρατία με τον νόμιμο πια εποικισμό, γιατί δεν αντιδρά το Ευρωπαϊκό Κοινοβούλιο, δεν αντιδρά η Ευρωπαϊκή Ένωση.

  Kristina Winberg (EFDD). – Fru talman! Utvecklingen i Turkiet med den förändrade konstitutionen är oroande. Likväl är utvecklingen i Europa oroande, då Turkiet genomförde politiska påtryckningar genom vissa inhemska turkiska grupperingar för att främja valkampanjen inför denna folkomröstning.

Det följer av detta att det är av yttersta vikt att EU säkerställer att Turkiet kan redovisa exakt för de belopp som EU bistår Turkiet med, så att dessa medel verkligen går till att hjälpa de migranter och flyktingar som vistas i Turkiet.

Dessutom är det av vikt att de europeiska länderna gör klart för Turkiet att vi aldrig kan acceptera att Turkiet ska hålla Europa gisslan på bekostnad av migranter och flyktingar eller genom att mobilisera medborgare i våra respektive länder.

  Laurenţiu Rebega (ENF). – Doamnă președintă, domnule comisar, de mai mulți ani a apărut un fenomen pe care nu ezit să-l numesc „euroconformism”, adică aprobarea obedientă a tuturor clișeelor emise de mainstream-ul politic european.

Cel mai bine se vede acest fenomen în relația cu Turcia. Referendumul desfășurat de curând, oricât de contestat ar fi de diferite grupuri, a fost un exercițiu democratic, trebuie să recunoaștem acest lucru. Acuzațiile de lipsă a democrației și de încălcare a drepturilor omului sunt, din păcate, marcate de ipocrizie. Adevărul este că în Turcia contextul regional și istoric nu permite aplicarea acelorași standarde ca în Occident. În consecință, în Europa nu s-a vrut niciodată cu adevărat aderarea Turciei, iar turcii știu asta. Virulența președintelui Erdogan nu este cauza, ci consecința atitudinii europenilor. Pe de altă parte, e evident că Uniunea Europeană a încetat să mai fie o atracție pentru Turcia. Asta ar trebui să ne dea de gândit tuturor, iar acum europenii sunt cei care au mai multă nevoie de Turcia. Dacă vom scoate capul din euroconformism, vom vedea clar realitatea.

  Renate Sommer (PPE). – Frau Präsidentin! Sehen wir es doch mal, wie es wirklich ist. Präsident Erdoğan hat sich vom früheren Hoffnungsträger der Türkei zum Totengräber der Demokratie, der Wirtschaft und auch des EU-Beitritts der Türkei entwickelt. Jetzt müssen wir überlegen, wie wir damit weiter umgehen. Wir wissen doch eigentlich, und so ehrlich dürfen wir doch sein, dass Erdoğan selbst den Türkeibeitritt schon lange nicht mehr will. Seit Jahren verbittet er sich vehement unsere Einmischung in das, was er „innertürkische Angelegenheiten“ nennt. Sein Ziel war immer die Alleinherrschaft, und das hat er mit dem Referendum jetzt so gut wie erreicht – mit seiner neuen Frankenstein-Verfassung. Das halte ich für einen glänzenden Begriff. Der stammt gar nicht von mir, aber es ist mir wichtig, den hier mal zu zitieren.

Daher müssen wir jetzt dieses unwürdige Theater der Beitrittsverhandlungen beenden. Das ist doch völlig klar; wir müssen da nicht erst auf die Wiedereinführung der Todesstrafe warten. Sobald diese neue Verfassung, die das Referendum beschlossen hat, in Kraft ist, müssen wir die Beitrittsverhandlungen beenden.

Bei mir zu Hause versteht nämlich kein Mensch, warum die Türkei weiterhin Heranführungshilfe von der EU bekommt, und das können wir auch nur beenden, wenn wir die Verhandlungen insgesamt beenden. Natürlich brauchen wir eine Alternative. Wir wollen die Tür nicht zuschlagen. Wir bieten eine Kooperation auf anderer Ebene an.

  Μιλτιάδης Κύρκος ( S&D). – Κυρία Πρόεδρε, το αποτέλεσμα του δημοψηφίσματος απέδειξε πως τελικά ο πρόεδρος Ερντογάν δεν κυριαρχεί απόλυτα στην πολιτική σκηνή της Τουρκίας, καθώς πολλές και διαφορετικές δυνάμεις εναντιώθηκαν στο δημοψήφισμα για τις προεδρικές υπερεξουσίες και σχεδόν οι μισοί αν όχι περισσότεροι πολίτες ψήφισαν όχι. Για να υπάρξει ομαλοποίηση των σχέσεων μαζί μας, πρέπει να αρθεί η κατάσταση έκτακτης ανάγκης, να απελευθερωθούν οι κρατούμενοι βουλευτές και δημοσιογράφοι και να σταματήσουν οι μαζικοί διωγμοί. Από τη μεριά μας πρέπει να κρατήσουμε ανοιχτούς όλους τους διαύλους επικοινωνίας με την τουρκική κοινωνία, όπως τονίσατε μόλις χθες, αγαπητέ Επίτροπε, και σε καμιά περίπτωση να μην εγκαταλείψουμε το σημαντικότερο εργαλείο θεσμικής παρέμβασης στις εξελίξεις στη γείτονα, που είναι η ενταξιακή της πορεία. Το χρωστάμε σε όσους μέσα σε σκληρές συνθήκες τόλμησαν το όχι αλλά και σε όσους, μπορεί να ψήφισαν για ένα ηγέτη σωτήρα, όμως δεν ξεχνάνε το ευρωπαϊκό τους όνειρο. Επίσης, να κρατήσουμε πάση θυσία ζωντανή τη συμφωνία για το προσφυγικό, που έχει σταματήσει ροές μεταναστών στα ελληνικά νησιά, ειδικά όσο τα περισσότερα κράτη μέλη δεν κρατούν τις υποσχέσεις τους περί μετεγκατάστασης.

  Jan Zahradil (ECR). – Madam President, I have three short remarks on Turkey. First, concerning the referendum, I believe that we should respect the result of a popular vote, as we do in other cases. If the Turkish people decided to change their parliamentary system to a presidential one they are perfectly entitled to do so, and there is nothing undemocratic as such in this decision.

However – and this is my second remark – we should express some concerns vis-à-vis the state of freedom and democracy in Turkey, regardless of the results of the referendum. Turkey, of course, has been facing tough times, with an attempted coup, the war in Syria, PKK terrorism and parallel structures, but those situations cannot justify restrictions in the field of freedom and democracy, particularly when it comes to oppressing the academic world and state institutions such as the judiciary.

Last, but not least, let us be very fair concerning negotiations on EU accession because there are countries that openly express their unwillingness to accept Turkey as a full member of the EU at any time, and Turkey should be told so.

  Michaela Šojdrová (PPE). – Paní předsedající, Turecko bylo a je naším důležitým spojencem v NATO a partnerem při řešení migrační krize. Dohoda EU-Turecko platí a dovolím si konstatovat, že funguje. Posilování prezidentských pravomocí, navržené v referendu, sice získalo většinu, ale velmi těsnou. A prezident Erdogan by si měl uvědomit, že nemá silný mandát pro tak zásadní změny.

Já bych chtěla vyzvat také komisaře, aby Evropská komise začala jednat o nové formě spolupráce tak, jak to zde uvedl předseda frakce Evropské lidové strany Manfred Weber, o oborové spolupráci. Chtěla bych vyzvat pana prezidenta Erdogana, aby dokázal, že Turecko může být politicky demokratickou a pluralitní zemí, a aby se zasadil také o spravedlivý proces pro dva mladé Čechy, kteří jsou vězněni a které čeká soud, a to tak, aby byli souzeni spravedlivě a osvobozeni, protože jsou nevinní.

  Julie Ward (S&D). – Madam President, I have been to Turkey four times since the coup last year and, each time, I have seen a deterioration of democracy and civil society, along with a growing culture of fear in cosmopolitan cities such as Istanbul and in the Kurdish communities of Diyarbakir and Nusaybin in the south. The last time I visited, just this past weekend, I spoke with representatives of civil society, artists, the media, opposition parties, trade unions, dismissed educators and public health workers, and minority groups, such as the Armenian community. All were absolutely unequivocal in their belief that the European path is the correct future for their beloved country. It is not the Turkish people with whom we have a disagreement. It is Erdogan and his bloated sense of self—importance and his gross appetite for power. Therefore, we must find a way to support grassroots organisations and particularly the youth who hope for a return to a better democracy.

  Νότης Μαριάς ( ECR). – Κυρία Πρόεδρε, κύριε Hahn, βλέπω ότι και εσείς και πάρα πολλοί συνάδελφοι έχουν συνειδητοποιήσει τι εστί Τουρκία· αυτά που λέγαμε εδώ επί 2,5 χρόνια, ότι δεν υπάρχει δημοκρατία στη χώρα αυτή, ότι αυτή η χώρα δεν μπορεί να γίνει μέλος της Ευρωπαϊκής Ένωσης. Βλέπω πλέον ότι το συνειδητοποιήσατε· καλό αυτό! Πρέπει να συνειδητοποιήσετε επίσης ότι η Τουρκία συνεχίζει τις προκλήσεις κατά της Ελλάδας. Παραβιάζει τον ελληνικό εναέριο χώρο, τα ελληνικά χωρικά ύδατα. Ακόμη και χθες και σήμερα γίνεται αυτή η δουλειά.

Ο Ερντογάν πλέον με τις εξουσίες που αποκτά γίνεται όλο και πιο επιθετικός. Η Ευρωπαϊκή Ένωση οφείλει να στείλει ένα μήνυμα αποφασιστικής συμπαράστασης και στην Ελλάδα και στην Κύπρο, που πλήττονται αυτή τη στιγμή και απειλούνται από τον Σουλτάνο, ο οποίος δεν αναγνωρίζει καν τη Συνθήκη της Λοζάνης. Επομένως είναι ξεκάθαρο –σας λέω αυτό που είπα και άλλες φορές: Πρέπει να ειπωθεί ξεκάθαρα στην Τουρκία ότι διακόπτονται οι ενταξιακές διαπραγματεύσεις. Τελεία και παύλα!

  Κώστας Χρυσόγονος ( GUE/NGL). – Κυρία Πρόεδρε, το πρόσφατο δημοψήφισμα συνιστά ένα ακόμα βήμα στην πορεία της Τουρκίας προς τον αυταρχισμό. Οι νέες συνταγματικές ρυθμίσεις καθιερώνουν προεδρική δικτατορία κάτω από έναν διάτρητο συνταγματικό μανδύα. Ο Τύπος φιμώνεται, κρατούμενοι βρίσκονται μυστηριωδώς απαγχονισμένοι, βουλευτές φυλακίζονται, άκυρα ψηφοδέλτια βαπτίζονται έγκυρα και κάθε μορφής αμφισβήτηση πατάσσεται.

Ακόμη πιο επικίνδυνη από τις εσωτερικές εξελίξεις είναι όμως η συμπεριφορά της Τουρκίας στο εξωτερικό, με τον αποσταθεροποιητικό της ρόλο στο συριακό πρόβλημα, με τη συνεχιζόμενη κατοχή της Κύπρου και με τις παράνομες διεκδικήσεις στην κυπριακή υφαλοκρηπίδα. Το τελευταίο κρούσμα είναι η αμφισβήτηση των αναγνωρισμένων με ισχύουσες διεθνείς συνθήκες συνόρων με την προκλητική δήλωση του υπουργού Ευρωπαϊκών Υποθέσεων πως το ελληνικό Αγαθονήσι είναι δήθεν τουρκικό. Η Ευρωπαϊκή Ένωση πρέπει να απαντήσει με την επιβολή οικονομικών και πολιτικών κυρώσεων. Αυτή είναι η μόνη γλώσσα που καταλαβαίνουν ο κύριος Ερντογάν και οι υποτακτικοί του.

  Γεώργιος Επιτήδειος ( NI). – Κυρία Πρόεδρε, μετά τη νίκη του στο δημοψήφισμα, ο πρόεδρος Ερντογάν εξακολουθεί με μεγαλύτερη ένταση και συχνότητα να προκαλεί. Εχθές συνέλαβε 803 υπόπτους για το πραξικόπημα. Επιδιώκει να επαναφέρει τη θανατική ποινή, αμφισβητεί τα κυριαρχικά δικαιώματα της Ελλάδας, έχει στείλει ερευνητικό σκάφος εντός της ΑΟΖ της Κύπρου, απειλεί τις εταιρείες που έχουν συνάψει συμφωνία ερεύνης με την Κυπριακή Δημοκρατία, έχει δεσμεύσει μεγάλες θαλάσσιες περιοχές στο Αιγαίο και στην Κύπρο για διεξαγωγή ναυτικών ασκήσεων και απειλεί να πλημμυρίσει την Ευρώπη και την Ελλάδα με τρία εκατομμύρια λαθρομετανάστες. Η Τουρκία είναι μία χώρα η οποία εκφράζει επεκτατικές βλέψεις για όλους τους γείτονές της και αποτελεί πρόβλημα για όλους αυτούς αλλά και για την Ευρωπαϊκή Ένωση. Όσο λοιπόν δεν της κόπτουμε το ευρωπαϊκό κεκτημένο και το ενδεχόμενο να γίνει μέλος της Ευρωπαϊκής Ενώσεως, θα συνεχίσει να προκαλεί, θα προκαλεί τη Γερμανία και την Ολλανδία λέγοντας ότι, δήθεν, εφαρμόζουν ναζιστικές μεθόδους και γενικώς θα δείχνει σε όλους ότι είναι μια χώρα που δεν μπορεί να ενταχθεί στην Ευρωπαϊκή Ένωση.

  Λευτέρης Χριστοφόρου ( PPE). – Κυρία Πρόεδρε, κύριε Επίτροπε, είναι ξεκάθαρο ότι η Τουρκία δεν καταλαβαίνει και δεν αναγνωρίζει την πολιτισμένη ευρωπαϊκή γλώσσα και τα ψηφίσματα. Η Τουρκία απέδειξε ότι η πολιτική ανοχή ακόμα και της Ευρωπαϊκής Ένωσης, που ανέχθηκε για τόσα χρόνια να υπάρχει χώρα μέλος της Ευρωπαϊκής Ένωσης που κατέχεται από την Τουρκία χωρίς να επιβάλει στην Τουρκία καμία τιμωρία, αποθράσυνε και αποθρασύνει την Τουρκία. Ο μόνος τρόπος που αντιλαμβάνεται η Τουρκία για να εφαρμόσει πραγματικά τα ανθρώπινα δικαιώματα, τις αρχές και τις αξίες και εντός και εκτός της Τουρκίας είναι η επιβολή κυρώσεων.

Αυτή τη στιγμή στο Κυπριακό, η Τουρκία με την αδιάλλακτη στάση της και με τις απαράδεκτες απαιτήσεις για εφαρμογή των τεσσάρων βασικών ελευθεριών, εγγυήσεων και κατοχικών στρατευμάτων ουσιαστικά υποσκάπτει και υπονομεύει τη λύση του Κυπριακού Προβλήματος. Ταυτόχρονα έστειλε στην Κύπρο –και παραβιάζει ευρωπαϊκά σύνορα– το ωκεανογραφικό σκάφος Μπαρμπαρός, για να κάνει γεωτρήσεις μέσα στην κυπριακή ΑΟΖ. Ουσιαστικά δόθηκε σε ευρωπαϊκές εταιρείες, για να κάνουν αυτές τις γεωτρήσεις. Ένα έχω να πω: Πρέπει να σταματήσει η προ ενταξιακή πορεία της Τουρκίας ...

  Κώστας Μαυρίδης ( S&D). – Κυρία Πρόεδρε, έχουμε ένα δικτάτορα στην Τουρκία και επιτέλους το αναγνωρίζουμε. Ενόσω μένουν στην εξουσία, οι δικτάτορες δεν φεύγουν με δημοκρατικές εκλογές, αλλά, όταν φεύγουν, η ανθρωπότητα, και σ’ αυτή την περίπτωση εντός Τουρκίας αλλά και εκτός αυτής, θα πληρώσει μεγάλο κόστος. Ο Ερντογάν λοιπόν αρνείται να προσαρμοσθεί στις αξίες και στους κανόνες μας, και δεν φταίμε εμείς που δεν εξευρωπαΐζεται η Τουρκία. Συνεχίζει να κατέχει ευρωπαϊκό έδαφος στην Κύπρο, να απειλεί την Ελλάδα και πρόσφατα να απειλεί την ευρωπαϊκή ΑΟΖ της Κυπριακής Δημοκρατίας. Φυλακισμένοι δημοσιογράφοι, ακαδημαϊκοί και, αυτή τη στιγμή που μιλάμε, 100 προσωπικότητες βρίσκονται στις τουρκικές φυλακές σε απεργία πείνας· 34 είναι γυναίκες, 8 είναι στα όρια να πεθάνουν και εδώ ακούω υποκριτικά λόγια. Τελειώνω λοιπόν με ένα ερώτημα: Θα απλώσουμε το χέρι εμείς στον Ερντογάν, να διασώσουμε την τουρκική οικονομία;

  Ruža Tomašić (ECR). – Gospođo predsjednice, rezultat ustavnog referenduma za mnoge je u ovom domu razočaravajući, dok ga ja osobno smatram oslobađajućim. Predugo su bilateralni odnosi Europske unije i Turske bili opterećeni perspektivom turskog članstva i na tim osnovama nikad nisu do kraja razvijeni u otvorenu suradnju dvoje ravnopravnih partnera na onim poljima na kojima postoji obostrani interes.

Ne čudi me što je Turcima dosadilo ispunjavati naše uvjete i što smo mi frustrirani činjenicom da ih oni ne mogu i u dobroj mjeri svjesno ne žele do kraja ispuniti. Riječ je o državi iz drugog kulturno-civilizacijskog kruga kojoj i nije mjesto u Europskoj uniji. Znaju to Turci, a konačno su nakon ovog referenduma saznali i oni Europljani koji su se pravili slijepi kraj zdravih očiju.

Koliko god neki bili razočarani, nije na nama da krojimo Tursku po svojoj mjeri, to je zadaća njezinih građana. Nadam se da ćemo u što skorijoj budućnosti razviti maksimalno plodonosnu suradnju.

  Μανώλης Κεφαλογιάννης ( PPE). – Κυρία Πρόεδρε, πρέπει να δούμε τις εξελίξεις στην Τουρκία με ψυχραιμία. Η Ευρώπη επιθυμεί μια Τουρκία παράγοντα σταθερότητας στην ευρύτερη περιοχή, σταθερά προσανατολισμένη στα δημοκρατικά ιδεώδη. Μετά το αποτυχημένο πραξικόπημα βλέπουμε μια άλλη Τουρκία, με έντονα τα αντι-ευρωπαϊκά αντανακλαστικά, με τεράστιο έλλειμμα δημοκρατίας. Η σημερινή Τουρκία δεν είναι μια αξιόπιστη Τουρκία, όπως τη θέλουν τα κράτη της Ευρωπαϊκής Ένωσης. Δεν είναι προβλέψιμη. Είναι μια Τουρκία που έχει χάσει το ευρωπαϊκό της όραμα. Με ευθύνη της ηγεσίας της η Τουρκία απομακρύνεται από την Ευρώπη και πολιτικά και αξιακά. Το δημοψήφισμα μετατρέπει την Τουρκία σε μια προεδρική δημοκρατία χωρίς τις ασφαλιστικές δικλίδες των σύγχρονων δημοκρατιών. Το δημοψήφισμα βρίσκει την Τουρκία βαθιά διχασμένη. Η χώρα χρειάζεται την ευρύτερη δυνατή συναίνεση. Η πορεία της δεν μας καθιστά αισιόδοξους. Ελπίζω ο κύριος Ερντογάν να μας εκπλήξει θετικά.

  Jean-Paul Denanot (S&D). – Madame la Présidente, effectivement, obtenir 51 % à un référendum sur une réforme constitutionnelle en période d’état d’urgence, avec des médias muselés, des journalistes, des professeurs, des magistrats et même des députés en prison – sans parler des fraudes électorales –, n’est pas un succès électoral, c’est le moins que l’on puisse dire.

Cela ne suffira pas – c’est en tout cas mon point de vue – pour permettre de modifier sereinement une constitution et donner quasiment les pleins pouvoirs à un président qui se verrait bien président à vie.

La Turquie, qui occupe une position stratégique au Moyen-Orient, doit rester un interlocuteur de l’Union européenne, mais pas au mépris des valeurs qui sont les nôtres.

L’Union européenne doit se poser en défenseur du peuple turc et ne doit pas couper les ponts avec la Turquie mais, comme le Parlement l’a demandé, suspendre les négociations, précisément, avec la Turquie tant que M. Erdoğan ne sera pas revenu à de meilleurs sentiments. Le Parlement européen a pris ses responsabilités, à la Commission de prendre les siennes.

  Branislav Škripek (ECR). – Pani predsedajúca! Priebeh a výsledky tureckého referenda jasne ukazujú, akým smerom sa prezident Erdogan vybral. Turecko nie je pripravené stať sa členom EÚ, a preto musí počuť jasné nie. Preto dávam do pozornosti aj petíciu Európskeho kresťanského politického hnutia o zastavení prístupových rozhovorov s Tureckom. Agresívna politika prezidenta Erdogana ohrozuje aj obnovu mieru na blízkom východe. Včerajší turecký letecký útok a útok pozemnými silami dnes ráno oslabil pozície sýrskych demokratických síl na sever Sýrie a dáva strategickú výhodu Dá’išu. Má Turecko ako člen NATO skutočný záujem o elimináciu Dá’išu z politickej mapy Blízkeho východu? Ale Turecko je aj významnou a rôznorodou krajinou. Náš odmietavý postoj k súčasnému režimu a odmietnutie prístupových rokovaní musí byť vyvážené jasným odkazom v prospech demokratických síl. Nezabúdajme, že viac ako 23,7 milióna občanov sa vyjadrilo proti uzurpovaniu moci prezidentom Erdoganom a týmto ľuďom musí Európsky parlament vyslať jasný signál. Odmietame režim, v ktorom ste sa neprávom ocitli, a budeme podporovať demokratické hodnoty, ktorým veríte.

  Anna Maria Corazza Bildt (PPE). – Madam President, I very much share the concerns of my colleagues on the results of the referendum as a clear setback in Turkey. Society is split and, more than ever, we have to reach out to the millions of Turkish people who feel let down and abandoned by the European Union. We have to increase, not diminish, dialogue with all levels of society. We should engage with a moderate tone and with less emotion. And, as we continue to condemn torture, mistreatment, the imprisonment of innocent people and journalists and other attacks on free society, it is much too early to jump to conclusions on membership. Why should we punish the people of Turkey? Membership is a long-term process. Of course they are not ready now, but it does not mean that they will not be ready in the future. Which of those Member States of the European Union who joined were ready from day one of the accession negotiations? Please, let us not undermine the civil society and democratic forces of Turkey.

  Javi López (S&D). – Señora presidenta, lo que tenemos enfrente, lo que estamos valorando no es solo una reforma constitucional en Turquía: es la transformación de la propia identidad del país, de la naturaleza del Estado. Y hacerlo a través de una mayoría muy pequeña —muy pequeña—, del 51 %, en un país polarizado y tras una campaña desequilibrada.

Tenemos que decir claramente al Gobierno turco que este camino, el que está recorriendo, les está alejando del acceso a la Unión Europea. Y que no solo les está alejando, sino que imposibilita el camino que quieren recorrer, porque los estándares democráticos están muy lejos de los que la Unión Europea exige.

Ante esto, ¿qué hacer? Continuar el diálogo político de la forma que sea; si no es a través del proceso de adhesión, a través de otras mesas de diálogo político, y utilizar la gran herramienta que tenemos, que es la renovación de la unión aduanera, para poder hablar políticamente con Turquía y acercarla a nuestros estándares mientras apoyamos a la población turca.

  Johannes Hahn, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. – Madam President, honourable Members, thank you very much for this debate, for your individual contributions and listening to the very strong, clear and converging points made here in this House today. I am afraid we all concur on one thing: that Turkey is currently moving further away from the European Union, and not closer. That is the reality we have to face. That is ultimately Turkey’s choice.

First, it is crucial to help strengthen Turkey’s democracy and the rule of law, to which Turkey must urgently re-commit. Turkey could use the Council of Europe’s decision to reintroduce human rights monitoring as guidance to this end. We wish to help Turkey by remaining engaged with it, by keeping channels open. We must continue to promote the values on which our Union is based, and help those who stand up for them. Concretely, we already do this on a multitude of levels; ranging from high-level political dialogues to our aid to a stronger and independent judiciary, or protection of human rights defenders. We must continue our principled engagement with Turkey and continue doing our part to support the positive currents in Turkish civil society.

Second, in the long term, we need to see how we can further build our multifaceted relations and use opportunities together. I take today’s debate as a strong signal from this House that business as usual is not an option at all, but that we must equally not fall into the trap of artificial debates or rash actions either.

Yes, Turkey is very important to us, with common interests ranging from geopolitics right down to the many human links. But Turkey needs the EU much, much more – politically, economically and, may I say, security-wise. I therefore want us to keep a cool head and together devise a more rational strategy, a format or ‘package’ if you will, that enables us to work with Turkey on the many areas of mutual interest and gives us real leverage to boost democracy, fundamental rights and reforms. Again, we must move away from the status quo, which is only frustrating for both sides. Together, across the European Union, we must send a clear signal that the European Union is committed to continuing an open and constructive dialogue with a democratic, inclusive and stable Turkey, but that we will equally not budge from our red lines. The aim must be to find a future-oriented functioning set-up together, and finally, in close cooperation with Turkey.

  Lorenzo Cesa (PPE), per iscritto. – Lo scorso 16 aprile il popolo turco dopo una lunghissima campagna elettorale si è espresso sul Referendum Costituzionale.

Il risultato ottenuto ha tuttavia evidenziato una profonda frattura nella società. L'Unione europea adesso si trova davanti ad un bivio. La prosecuzione dei colloqui di adesione all'UE è diventata oggetto di contrattazione politica. L'UE deve procedere verso un accordo di associazione teso a migliorare le relazioni esistenti e consentire l'intensificazione della cooperazione politica, economica e di sicurezza.

Ci vuole coraggio e visione: è quello che oggi chiediamo al Consiglio ed all'Alto Rappresentante per la politica estera dell'Unione.

  Ангел Джамбазки (ECR), в писмена форма. – Провелият се референдум за конституционна реформа в Турция е поредният и вероятно последен удар върху изградената от Мустафа Кемал Ататюрк република. Венецианската комисия разкритикува предложените реформи, като посочи, че противоречат на основополагащите принципи за разделение на властите и не са в съответствие с критериите от Копенхаген.

Днес Европа е заплашена от Ердоган и Путин, които си сътрудничат и демонстрират близост с все по-честите си срещи. Образува се една ос на злото, която се готви да прекрои границите на Сирия, а също така и да смаже кюрдското население, което години наред се бори за собствена държава. Ердоган посегна на политическото представителство на кюрдите, като нареди арестите на двамата съпредседатели и още девет депутати на Демократичната партия на народите. Този нов султан уволни близо 28 хиляди учители, ректори и студентски преподаватели, а съвсем наскоро арестува още 3 хиляди души, които са обявени за „гюленисти“.

Смятам, че позицията на Върховния представител на Съюза и европейските лидери спрямо надигащия се неоосманизъм е прекалено мека. Време е Европа да изгради стратегия за защита на външните ни граници, като подкрепя страни като България и Гърция, които граничат с враждебна Турция. Също така смятам, че Европа трябва да представи план за стабилизиране на района, а не да се съобразява с диктатора Ердоган и неговите заплахи.

  Laura Ferrara (EFDD), per iscritto. – Il risultato del referendum in Turchia è servito a legittimare una svolta autoritaria che Erdogan ha realizzato passo dopo passo, attuando una repressione sistematica degli oppositori al suo governo dentro e fuori il parlamento, negli apparati militari, nei confronti della stampa indipendente e della magistratura.

Lo stesso voto che ha legittimato gli strapoteri del Presidente, acquisiti di fatto in maniera indebita, soprattutto a seguito del tentato colpo di stato di luglio scorso, ha fatto emergere una vittoria che non può dirsi trionfo, ma che anzi è adombrata da fondate contestazioni e dalla spaccatura a metà del popolo turco. La direzione imboccata dalla Turchia, ponendola in contrasto con i valori fondanti dell'Unione europea, dovrebbe esaurire ogni giustificazione in merito al discorso della sua adesione all'UE e dell'erogazione dei fondi europei di cui beneficia, se non fosse che la stessa UE subisce gli effetti ricattatori della delega a controllore dei flussi migratori concessa alla Turchia.

Non c'è più spazio per le ambiguità di un'Europa che si richiama in ogni occasione ai diritti fondamentali, allo stato di diritto e alla democrazia ma che finanzia, quando le conviene, regimi autoritari che rappresentano la negazione di tutto ciò.

  Monika Flašíková Beňová (S&D), písomne. – Tureckí občania si vybrali prezidentský systém vlády a Recep Tayyip Erdoğan tak dosiahol posilnenie svojich právomocí. Utešovanie sa tesným výsledkom ľudového hlasovania v Turecku je absolútne zbytočné. Krajina sa podľa správania a vyhlásení svojho lídra plynule posúva k diktatúre. Tento trend je v konaní tureckej vládnej moci výrazne badateľný minimálne od potlačenia údajného vojenského prevratu. Náboženský fundamentalizmus, rozsiahle politické čistky, zastrašovanie opozície či potláčanie slobody prejavu nie je možné ignorovať. To musí odrážať aj postoj Európskej únie a jej členských štátov k situácii v krajine. Ustupovanie ani žiaden defenzívny prístup nie sú na mieste. Predstavitelia tureckej vládnej moci totiž dávno stratili záujem o reformy a plnenie požiadaviek na približovanie sa k Európskej únií. Namiesto toho sa uchyľujú len k urážkam, strašeniu a vydieraniu.

  Jaromír Kohlíček (GUE/NGL), písemně. – V Turecku podniklo v noci na středu 8 500 policistů razii v 81 provinciích. Cílem byli příslušníci a pracovníci policie podezřelí z příslušnosti ke hnutí Fethullaha Gülena. Bylo zatčeno 803 lidí. Dosud jsou zatčeny desítky tisíc lidí. Novináři, vojáci, policisté, mezi zatčenými je i bývalá poslankyně EP, zvolená v Německu na kandidátce die Linke, Uca Feleknas. Více než 100 000 zaměstnanců bylo propuštěno ze státních služeb. Údajný organizátor puče Gülen, o jehož vydání požádala turecká prokuratura USA, může v případě odsouzení dostat trest doživotí a dalších 1 900 let vězení. Turecké letectvo v noci na 25. dubna udeřilo v severním Iráku a Sýrii. Terčem byly podle oficiální zprávy pozice zakázané Strany kurdských pracujících PKK, která na těchto místech operuje. Tyto poslední zprávy naznačují, že současný režim v Turecku zjevně není standardní demokracií. Režim postupně ustupuje od dědictví Atatürka, a to ve dvou zásadních aspektech: oslabuje roli armády, která vždy byla strážcem sekulárního režimu, a posiluje vliv islámu ve veřejném životě. Analýza výsledku referenda ukazuje, že posílení pozice prezidenta podpořil venkov a zaostalé oblasti země, včetně Turků žijících ve druhé generaci v Evropě. Oproti tomu velká turecká města, rozvinuté průmyslové oblasti a Kurdská diaspora prezidenta nepodpořily.

  David McAllister (PPE), schriftlich. – Die Zustimmung einer knappen Mehrheit der Abstimmenden im türkischen Referendum wurde im Europäischen Parlament mit großer Sorge aufgenommen. Eine Änderung der Verfassung würde das Verhältnis zwischen der Türkei und der Europäischen Union nicht verbessern. So ist die Venedig-Kommission des Europarates in ihrer Untersuchung zu dem eindeutigen Schluss gekommen, dass diese Verfassungsänderung dem Präsidenten eine Machtfülle verleihen würde, die über das normale Maß einer Präsidialdemokratie hinausgeht. Insbesondere die mögliche Schwächung des Parlaments sowie die Kompetenz des Präsidenten, zwölf der 15 Verfassungsrichter zu ernennen, bewertet die Venedig-Kommission sehr kritisch.

Die Türkei ist für uns ein wichtiger Handelspartner und Verbündeter. Politisch entwickelt sie sich seit Jahren leider von unseren europäischen Standards weg. Durch die Zustimmung zum Referendum verfestigte sich dieser Trend weiter. Trotz der aktuellen Spannungen muss der Dialog, insbesondere mit der türkischen Zivilgesellschaft, fortgeführt werden. Fast 50 Prozent der Türken haben eben nicht für die Verfassungsänderung gestimmt. Diesen Menschen sollten wir Mut machen und ihnen klar zeigen, dass wir Austausch und Kooperation weiterhin wollen. Wie sich die Beitrittsverhandlungen nach einer so weitreichenden Verfassungsänderung gestalten, sollte nun aber neu beurteilt werden. Klar ist in jedem Fall: Sollte Ankara – wie derzeit diskutiert – die Todesstrafe einführen, muss das zum Abbruch der Verhandlungen führen.

  Емил Радев (PPE), в писмена форма. – Случващото се в Турция директно засяга Европейския съюз, защото като кандидат член, важен търговски партньор, регионална сила и член на НАТО, страната е твърде важна, за да останем безучастни. Приетите конституционни реформи са заплаха за демокрацията в Турция – един от Копенхагенските критерии за присъединяване, и логично будят притеснение сред гражданското общество. Точно затова Европейският съюз трябва да докаже на всички, гласували против по време на референдума, че няма да приеме крах на демокрацията в Турция и ще продължи подкрепата си за отстояването на демократичните ценности.

В същото време ЕС трябва да продължи диалога с Турция по важни теми като миграция и борба срещу тероризма, но без да позволява да бъде подлаган на натиск от турска страна. Затова се надявам, че споразумението от 18 март 2016 г. ще продължи да бъде спазвано, защото то е в интерес и на двете страни. Също така призовавам Турция да приеме необходимите вътрешни промени, които ще позволят прилагането на споразумението за реадмисия в частта му за граждани на трети държави – нещо, което не зависи от формата на управление.

Не на последно място е изключително важно да бъде запазено сътрудничеството и обменът на информация за терористи, с цел предотвратяване на бъдещи терористични актове в Европа.

  Csaba Sógor (PPE), in writing. – After a history of clampdown on civil liberties and the freedom of speech and the press, it is unfortunately likely that President Erdoğan will use his slim referendum margin as a tool for even more restrictions of democratic principles and fundamental rights. Already, thousands of civilians and political opponents have been arrested because they questioned the legitimacy of the controversial referendum. In such a situation, our greatest concern should be the fate of the Turkish citizens who still stand up for democratic principles and the rule of law. After having given their lives last year to defend democracy from military dictatorship, Turks find themselves under another autocracy won through electoral foul play. Some of them still look to Europe for help. But we cannot be a credible voice as long as we do not stop deluding Turkey with the prospect of EU membership and be honest towards ourselves on the relationship we foresee with Turkey.

  Ivan Štefanec (PPE), písomne. – Výsledok referenda považujem len za ďalší dôkaz toho, že Turecko do EÚ nepatrí. Prezident Erdogan koncentruje moc vo svojich rukách a nerešpektuje základné princípy demokracie. Je veľmi ťažké uveriť tomu, že je to ten istý človek, ktorý pred niekoľkými rokmi začal viesť s EÚ prístupové rokovania a odštartoval v krajine reformy, ktoré priniesli dlhodobý hospodársky rast. Dnes počúvame správy o zatýkaní novinárov a demonštrantov, o potláčaní slobody prejavu a o podobných autoritárskych praktikách, ktoré nemajú v EÚ miesto. S Tureckom musíme nájsť novú formu spolupráce, založenú na úprimnosti a jasnom vyjadrení, že Turci s členstvom počítať nemôžu. Roky sme takéto priame vyjadrenie odkladali. Výsledkom je jedna jediná uzatvorená kapitola prístupového procesu, frustrácia v Turecku a nárast radikalizmu v Európe. Ak Turkom úprimne povieme, že chceme úzko spolupracovať v obchode a bezpečnosti, no s členstvom nech nerátajú, zbavíme sa balvanu, ktorý naše vzťahy ťahá dole. Konečne si budeme môcť sadnúť za čistý stôl a postaviť naše vzťahy na novej a obojstranne výhodnej báze. Odmietam tvrdenia niektorých socialistov a idealistov, že Turkom máme dať ešte šancu. Za posledné desaťročia ich dostali a premrhali až príliš.

  Indrek Tarand (Verts/ALE), in writing. – When looking at the situation in Turkey, Syria and Kurdistan and the surrounding region, we can see that there are no simple answers. One can be quite sure though, that bombardment of Kurdistan by the Turkish forces, will not benefit anyone in the region. The NATO member, Turkey, should support an independent Kurdistan, as the co-operation between the Turks and Kurds, would be a viable option to de-escalate the situation in Syria and the activities of Daesh. At the moment we face a situation where two NATO members could militarily clash with each other. As the US supports the Syrian Kurdish People’s Protection Units (YPG), and Turkey threatens to keep bombing them, then we obviously have a big problem that has to be urgently dealt with. Independent Kurdistan could serve the global community of states as a great stabilizer and factor for peace in the broader Middle East region.

  Bogdan Andrzej Zdrojewski (PPE), na piśmie. – Referendum konstytucyjne w Turcji, które odbyło się 16 kwietnia br., zostało zakwestionowane przez misję obserwacyjną OBWE-ODIHR jako niestwarzające równych szans dla obu stron kampanii. Szczególnie niepokojące jest, że wyborcy nie otrzymali obiektywnych informacji na temat kluczowych aspektów reformy. Bardzo wyrównany wynik w referendum pokazuje natomiast głęboki podział w społeczeństwie tureckim.

Komisja Wenecka Rady Europy wyraziła poważne obawy zarówno dotyczące treści, jak i wdrażania poprawek konstytucyjnych. Zostaną one ocenione w świetle zobowiązań Turcji jako członka Rady Europy i OBWE oraz jako kraju kandydującego do członkostwa w UE, który jest tym samym związany kryteriami kopenhaskimi dotyczącymi demokracji i ochrony praw podstawowych. Oczekujemy jednocześnie, że rząd turecki będzie dążył do dialogu ze wszystkimi siłami politycznymi i społecznymi w kraju i do jak najszerszego konsensusu w realizacji zmian. Obecnym wyzwaniem dla UE jest przede wszystkim wsparcie obywateli Turcji w dążeniu do zachowania demokratycznych standardów w ich kraju.
