  Die Präsidentin. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Erkärung der Kommission zum Straßenverkehr in der Europäischen Union (2017/2545(RSP)).

  Phil Hogan, Member of the Commission. – Madam President, honourable Members, first of all, I wish to apologise for the fact that Commissioner Bulc cannot be here this evening with you. As you know, she has had to return to Brussels for a very important meeting relating to the issue of international aviation safety, with which I am sure all of you are very familiar.

I can assure you that she fully appreciates the importance of the issue of road transport and would like to have been able to be here. On her behalf, I want to thank you for the invitation to participate in this preliminary debate on the Commission’s forthcoming proposals on road transport. We plan to adopt a series of road initiatives on 31 May as part of a larger mobility package. I am very pleased to say that the motion for a resolution on road transport in the European Union, which was tabled by the Committee on Transport and Tourism and which will be voted in plenary tomorrow, is an important contribution to the conclusion of these proposals.

Road initiatives will contribute to the three main priorities highlighted in your draft resolution. Firstly, in relation to environmental sustainability. Road charging is one of the most prominent measures to implement the ‘user and polluter pays’ principles, which are guiding principles of the Commission to make road transport clean and sustainable. Clear price signals are essential to encourage the use of infrastructure in an efficient manner, as well as the use of clean vehicles. Among the main measures we are contemplating is an extension of the scope of the current legislation by including passenger cars, vans and buses. These vehicles are responsible for the lion’s share of pollutants and CO2 emissions as well as congestion on our roads.

Adequate road charging can provide a decisive contribution to addressing them. Of course, Member States will remain free to decide whether access to any specific infrastructure must be charged for or not, but it should not be ignored that distance-based charging has clear advantages. These relate to fairness and efficiency. Distance-based charging ensures that users pay for their actual use of infrastructure, with account being taken of the relative share in pollution emitted. Distance-based charging is also a precondition for external cost charging, and this is what is requested by the motion for a resolution on road transport in the European Union. To this end, external cost charging needs to be facilitated, made simpler and made more attractive for our Member States.

Secondly, in relation to technological innovation and digitalisation: for efficient road charging, Europe needs interoperability of national systems. Currently, there are many different, independent charging systems in the Union, which are complicating cross-border transport. The Commission wants to ensure that new service providers who wish to provide pan-EU services will be able to enter established markets and provide one OBE, one contract and one invoice to users.

Similarly, effective enforcement of EU transport is crucial. At times when enforcement capacities in Member States are being reduced, it is especially important to have modern and efficient tools available for the controls in respect of our rules. It is also essential to improve further the cooperation between the public authorities of Member States. One good example is the optimisation of the European register for road undertakings and an IT tool which allows exchanging information between Member States. We also need to make better use of tachographs as well as e-Documents to improve enforcement.

Thirdly, in relation with a fairer and deeper internal market: the road initiatives should contribute very significantly to the proper functioning of the road transport market. Status quo is clearly not an option. We are encouraged by the consensus emerging around this idea. The Commission will aim at finding truly European solutions which would combine the necessary protection of workers and at the very same time avoid the fragmentation of the internal market. One of the starting points is to fight letter-box companies. Transport undertakings could fulfil the conditions of a genuine establishment in a given Member State and carry out a genuine economic activity in that Member State. Solving this issue will contribute significantly to diminish illegal cabotage and periods when drivers are away from home.

In relation to posting: Commissioner Bulc wants to be very clear. One thing is that drivers operating abroad are often in a posted situation. One cannot simply ignore the fact that road transport is by definition a highly mobile activity which requires sector-specific rules. In this context, three objectives should be borne in mind. Firstly, reducing administrative burdens for road hauliers, which in certain Member States are disproportionate. Secondly, making sure that the more efficient tools available in the sectors, such as the tachograph, are used to ensure the enforcement of the rules. And thirdly, to clarify the circumstances in which national minimum wages should apply.

Another serious issue is the international nomadism of drivers. A right balance is necessary between flexibility for drivers and operators to plan international journeys on the one hand, and sufficient guarantees that enable drivers to return home on a regular basis and to have access to adequate accommodation when taking weekly rests away from home. In this context, the solution cannot be shorter rests and longer driving times. On the contrary, drivers’ working conditions and road safety should be improved rather than compromised.

Finally Madam President, I would like to highlight one additional issue which I already referred to, which is the simplification of the rule on cabotage. Almost all stakeholders have told us that the current rules are too difficult to enforce and that there is a lot of illegal cabotage. These concerns are well understood, and we agree that enforcement is key in this area as well. Adapting the cabotage rules to this end does not, however, mean opening or closing national freight transport markets.

Honourable Members, I have briefly outlined some of the essential considerations underpinning the preparation of the Commission’s road initiatives. I look forward to discussing the details of our forthcoming proposals when they are adopted. However, I would like to urge everyone to keep in mind the actual problems on the ground faced by our transport operators. These problems are substantial and they are real. Let us focus on the facts and try to avoid heated discussions and be prepared to enter a constructive debate. This is what Commissioner Bulc is certainly seeking.

  Wim van de Camp, namens de PPE-Fractie. – Voorzitter, ik wil allereerst de commissaris Hogan bedanken voor het feit dat hij mevrouw Bulc vervangt. Ik ben ervan overtuigd dat zij vandaag terug moest naar Brussel om met onze Amerikaanse vrienden de zogenaamde 'laptop ban' te bespreken en daar is alle reden voor.

Voorzitter, dit is de laatste kans van het Europees Parlement om vóór de beroemde datum van 31 mei nog enkele signalen af te geven over het zogenaamde Mobility Package. We spraken eerst over een wegpakket, maar tegenwoordig heet het mobiliteitspakket. We hopen dat de kwaliteit daardoor ook toeneemt.

Ik moet u wel zeggen dat de EVP—fractie teleurgesteld is over het feit dat het allemaal zo lang duurt. We zitten nu al in de tweede helft van deze periode en het zal heel veel moeite kosten om dit dossier vóór de verkiezingen van 2019 af te ronden.

Voorzitter, de voorstellen bevatten vele elementen. Het gaat om de economische betekenis van de transportsector, maar ook over de werkgelegenheid en een fatsoenlijk sociaal beleid. Het is jammer dat sommige collega's al geruchten hebben verspreid over hoe erg het allemaal wordt zonder dat we weten wat er precies gaat gebeuren. Maar het gaat ook over duurzaamheid. Het gaat over gebruik. Het gaat over 'de vervuiler betaalt'. En laten we de opleidingen niet vergeten. We hebben een enorm personeelstekort in deze sector de komende jaren. Hoe gaan we dat op een sociaal verantwoorde manier opvangen?

Tot slot de oproep aan de lidstaten en de Raad, en dan in het bijzonder Estland, Bulgarije en Oostenrijk, om het tot een goed einde te brengen.

  Ismail Ertug, im Namen der S&D-Fraktion. – Frau Präsidentin, sehr geehrter Herr Kommissar! Endlich ist es soweit – am 31. Mai, wurde nun wiederholt verkündet, soll dieses Straßenverkehrspaket kommen. Sehr geehrter Herr Kommissar, dieses Paket ist hochgradig wichtig. Dieses Paket wird uns nun zeigen, inwieweit die Europäische Union zusammengewachsen ist mit Ost und West und Nord und Süd. Ich kann Ihnen sagen, dass diese Debatten nicht einfach sein werden, weil es nämlich von verschiedenen Seiten verschiedenste Ängste gibt. Deswegen, um eben diesen Gedanken des open access single market zusammenbringen zu können mit dem Gedanken, Sozialdumping in Europa zu verhindern, bedarf es neben all den Vorschlägen, die Sie am 31. Mai machen werden, auf jeden Fall – und das sage ich insbesondere in Richtung meiner Kolleginnen und Kollegen der Europäischen Volkspartei – einer europäischen Straßentransport-Agentur, die all diese Themen angehen wird. Andernfalls wird es sehr, sehr schwierig, die verschiedenen Interessen zusammenzubringen. Deshalb freue ich mich auf die Auseinandersetzung in den kommenden Wochen und Monaten.

  Roberts Zīle, ECR grupas vārdā. – Priekšsēdētājas kundze! Godātais komisāra kungs! Eiropas konservatīvie un reformisti vienmēr ir par patiesi vienotu tirgu Eiropas Savienībā bez protekcionisma, ko bieži vien ietērpj tādos maģiskajos vārdos kā sociālais dempings vai arī atsaucas uz nepierādītiem un pētījumos neapstiprinātiem pārkāpumiem no tirgus dalībnieku puses, kas rada problēmas. Kā mēs zinām, ir pieņemti arī vairākās dalībvalstīs ļoti bargi likumi, kas segmentē, jau tagad fragmentē šo kravu pārvadājumu tirgu autotransportā. Arī, kā komisārs tikko minēja, komisāra viedoklis ir, ka šie sodi ir neproporcionāli tam, kā tas varētu strādāt loģiskā veidā.

Mums jāatceras, ka Eiropas Savienībai ir apmēram 4000 km austrumu–rietumu virzienā un gandrīz tikpat daudz, mazliet mazāk — ziemeļu–dienvidu virzienā. Tā ir milzīga teritorija, kurā kravas pārvadājumos autotransports ieņem vadošo lomu. Mums jābūt ļoti atbildīgiem, strādājot ar šo mobilitātes paketi, jo mēs varam radīt ļoti būtiskas ekonomiskās un sociālās izmaksas šajā sektorā un kopumā kravu pārvadājumos Eiropas Savienības teritorijā.

Runājot par rezolūciju, ko Parlaments pieņems rīt un par ko šodien mēs debatējam, es gribētu teikt, ka es jūtu samērā lielu skepsi, jo tajā vairāk ir par sociāliem jautājumiem, maz par ekonomiku, liberalizācija tiek noraidīta, kabotāža arī netiek skarta faktiski, par tahogrāfu pārkāpumiem, kā jau es minēju, nav īsta apstiprinājuma, un galu galā ir ieviests atkal princips, ka jāveido jauna aģentūra, nezinot, vai tas līdzēs, pēc angļu valodā runātā principa “Oops, we have a problem. Let’s make a new agency.” Un Eiropas konservatīvo un reformistu vairākums šo rezolūciju neatbalsta, jo tas ir ceļš uz protekcionismu un tāpēc, mūsuprāt, sūtīt ziņu Eiropas Komisijai īsi pirms dokumenta, šīs paketes pieņemšanas koledžā nav pareizs rīcības virziens.

  Pavel Telička, on behalf of the ALDE Group. – Madam President, first of all I am glad that finally we are able to debate, and tomorrow vote on, a resolution which was an ALDE initiative and which we passed in the Committee on Transport back in February. It is difficult to comprehend why we didn’t manage to tackle it early on here in the plenary and send out the clear message we wanted to send. Secondly, I must say that what the Commissioner presented, seems to be a balanced approach, but of course the nitty-gritty is in the details. We’ll have to see when we see it on 31 May, and then later on also in autumn.

But my first point would be that this is maybe the most important legislation, certainly in the transport sector, that we will be dealing with until the end of this mandate. This is about whether we will be enhancing and fostering the single market or not. And I think that this is an absolute need: to be able to combine on the one hand an effort in terms of building that market, while also, of course, confronting all the practices which are – either from a social, environmental or any other point of view – to the detriment of the internal market.

So that is one point I would like to highlight. The second is that I very much hope we will manage to approve the package well in time, under this mandate, at least to the largest possible extent, so that we will make it impossible for individual Member States to be coming in all the time with national legislation, with different measures, which in fact do lead to fragmentation of the internal market. That is what I understand this package to be, and this is how we should see it and we should maintain it as a package.

My final remark to the Commissioner is that I understand that the Commission has already finalised its review of the German legislation on the road toll (Maut) and I understand that it will not be taking steps. If that is the case, I would like to remind you that there is a European Parliament resolution on the issue to which Parliament expects a response.

  Dennis de Jong, namens de GUE/NGL-Fractie. – Voorzitter, ik herinner me nog heel goed een van de eerste gesprekken die ik had met commissaris Bulc. We hadden toen een chauffeur meegenomen en die toonde een groot aantal foto's over de wantoestanden op de weg. Gevaarlijke toestanden, uitbuiting, misstanden. En de commissaris was bewogen. Vanaf dat moment heb ik het idee dat we de basis hebben gelegd voor maatregelen. Maar we hopen nu wel dat de commissaris gaat doorpakken.

Nog een paar voorbeelden. Het is mooi om extra geld te hebben voor parkeerplaatsen, maar als Oost-Europese chauffeurs de tarieven voor dat soort parkeerplaatsen van hun loon moeten gaan betalen, dan gebruiken ze ze niet. Dat is de ervaring.

We moeten dan naar andere maatregelen zoeken. We moeten bijvoorbeeld de controles – ik begrijp dat de commissaris daaraan denkt – op handhaving van de voorschriften verstevigen, minimumafspraken maken, en met name ook gebruikmaken van nieuwe technieken. De slimme tachograaf, die moet verplicht worden. En dat heb ik nog niet gehoord.

Het laatste wat we moeten doen op dit moment is, denk ik, zolang de handhaving niet op orde is, verdere versoepeling van cabotageregels. Dat gaat het niet oplossen, betere controles wel.

  Karima Delli, au nom du groupe Verts/ALE. – Madame la Présidente, Monsieur le Commissaire, chers collègues, le paquet législatif consacré au transport routier, qui sera annoncé dans quinze jours, arrive à un moment crucial.

En effet, on parle d’un secteur qui est aujourd’hui confronté à trois défis majeurs. Tout d’abord, le routier contribue à 20 % des émissions de gaz à effet de serre de l’Union européenne. Il faut que cela baisse, et vite, si l’on veut respecter les engagements pris dans le cadre de la COP21 pour sauver la planète, le climat et l’humanité. Pour cela, il est urgent que la Commission propose, entre autres, des normes plus ambitieuses en matière d’émissions de CO2 pour tout véhicule roulant.

Le deuxième défi, c’est la numérisation. Elle doit permettre de faciliter le travail des salariés et la mobilité transfrontalière, mais aussi d’améliorer le contrôle pour garantir le respect de la loi. Mais tout cela ne peut pas attendre 2034, date proposée par la Commission pour achever d’équiper la flotte européenne du tachygraphe intelligent.

Car le troisième défi doit être réglé avant qu’il ne soit trop tard. Le routier est devenu une jungle sociale à cause de la triche organisée par des entreprises de transport qui usent et abusent du dumping social grâce aux bas salaires de travailleurs venus des pays de l’Est.

Il est temps d’affirmer le principe «travail égal, salaire égal» et de créer une agence européenne du routier, véritable gendarme dont la mission sera de garantir le respect de la législation européenne. Cette concurrence déloyale fait des ravages en matière d’emploi, nuit aux conditions de travail des salariés, détruit des vies, oppose des salariés européens entre eux et nourrit la colère des uns et des autres. C’est le poison qui tue le projet européen.

L’enjeu de ce paquet mobilité, c’est la survie du projet européen. C’est le dernier arrêt avant le triomphe des partis eurosceptiques. Nous avons une obligation de résultat, ici et maintenant.

  Peter Lundgren, för EFDD-gruppen. – Fru talman! Transportbranschen är hårt utsatt och här måste alltså EU agera. Det går inte att hålla på så här längre. Ni har tappat allt förtroende egentligen i transportbranschen i de länder som försöker att upprätthålla vettiga regler och villkor.

Vi måste ge nationella polismyndigheter verktyg för att kunna agera. Vi måste ge dem en it-informationsbas där nationell polis kan kontrollera huruvida det är lagliga transporter eller inte. Det måste finnas smarta färdskrivare för att kunna efterleva körtidsregler och cabotageregler. Men problemet med cabotagereglerna är att varken de nuvarande reglerna eller eventuella nya regler – som att ha fyra dagar istället för sju dagar och tre transporter –löser problemet.

Fortfarande går det att korsa landsgränsen och byta trailer. Det kan inte vara meningen att somliga länder som struntar i regelverk och har utnyttjat chaufförer till rena slavlöner ska tillåtas konkurrera ut länder som betalar anständiga löner och har moderna, miljövänliga fordon. Det kan inte vara det som är EU:s andemening. Tack!

  Georg Mayer, im Namen der ENF-Fraktion. – Frau Präsidentin! Ja, der Verkehrssektor betrifft ja ein sehr breites Feld in Europa, und die Branche trägt ja auch einen sehr wesentlichen Beitrag zu den Volkswirtschaften in den einzelnen Mitgliedstaaten bei. 5 Millionen Menschen sind in diesem Sektor beschäftigt, das betrifft 2 % des Inlandsprodukts in ganz Europa. Und gerade deswegen ist es auch so wichtig, dass man diesen Sektor nicht grünen Disneyland-Fantasien überlässt. Dafür ist er einfach zu wichtig und zu notwendig für die Menschen.

Notwendig ist es auch, die Wettbewerbsfähigkeit global auszubauen. Das schafft Arbeitsplätze, das schafft Wachstum. Allerdings darf dies nicht auf dem Rücken der Arbeitnehmer passieren. Was wir jedenfalls für entbehrlich halten ist die Schaffung einer neuen Agentur, die nur wieder neue Kosten bringt, und auch die Überdehnung der Kompetenz der Union, etwa im Bereich im Bereich der Maut-Regelungen in ganz Europa. Besinnen wir uns also auf das Wesentliche in diesem Sektor, und gehen wir es an.

  Janusz Korwin-Mikke (NI). – Pani Przewodnicząca! Czytając i słuchając tego wszystkiego, można dojść do wniosku, że waszym zdaniem transport jest po to, żeby dać zarobki przedsiębiorcom, kierowcom i zajęcie urzędnikom, a nikt nie mówi o odbiorcach towarów. A im tańsze są koszty przewozu, tym tańsze są towary, które kupują klienci. Jak słyszę o oburzeniu Europejczyków na to, że towary są za tanie, to panowie i panie chyba zwariowaliście. Ludzie chcą mieć towary tanie.

Ja żyłem już w czasach sowieckich, i myśmy mieli jeszcze głupsze przepisy. Proszę sobie wyobrazić, że w Sowietach bywały jeszcze głupsze przepisy niż w Unii Europejskiej – co sobie trudno wyobrazić, ale były. I mogę podać od ręki pięć sposobów, jak ominąć te przepisy, jak oszukać w tym przypadku. I my to wyciągniemy z kieszeni, my to zrobimy, tylko po co ludzi zmuszać do załatwienia spraw prawą ręką przez lewe ucho. A poza tym sądzę, że Unia Europejska musi być zniszczona.

  Dieter-Lebrecht Koch (PPE). – Frau Präsidentin, Herr Kommissar! Ich freue mich sehr, dass Sie nun endlich die lang ersehnte Straßenverkehrsinitiative veröffentlichen wollen. Sie ist ganz sicher nötig, um bestehende Probleme und Herausforderungen in dieser Branche zu lösen. Gleichzeitig bin ich der festen Überzeugung, dass wir gar nicht so viele neue Vorschriften benötigen. So sind die Kabotage-Regelungen eigentlich klar, das Problem ist deren unzureichende Durchsetzung in den Mitgliedstaaten. Vor allem muss jedoch der widerrechtlichen Kabotage ein Riegel vorgeschoben werden. Manche Mitgliedstaaten machen durch verstärkte administrative Hürden die Kabotage leider generell zunichte – auch das kann nicht der richtige Weg sein. Ich plädiere für eine unbürokratische Nutzung von papierlosen, standardisierten Dokumentationen.

Abschreckende Sanktionen müssen vor allem auch gegen Briefkastenfirmen verhängt werden, und ich fordere eine sektorspezifische Entsenderichtlinie. Bezogen auf die Lenk- und Ruhezeiten braucht die Branche mehr Flexibilität, das heißt ausdrücklich nicht längere Lenkzeiten. Und wir müssen die Arbeitsbedingungen der Fahrer verbessern sowie die Straßenverkehrssicherheit erhöhen. Nur so wird der bestehende Fachkräftemangel gelöst und ein nachhaltiger wettbewerbsfähiger europäischer Straßenverkehrssektor geschaffen. Lassen Sie uns dafür sorgen, dass nationale Alleingänge unterbleiben, den diese stehen einem einheitlichen europäischen Verkehrsraum, denn wir so nötig brauchen, einfach im Wege. Das bezieht sich auch auf Aspekte betreffend Maut und Eurovignette. Diese sollten europaweit, entfernungsabhängig sowie zweckgebunden und am besten elektronisch und interoperabel sein.

  Isabella De Monte (S&D). – Signora Presidente, onorevoli colleghi, signor Commissario, credo che accomuni tutti la soddisfazione di veder finalmente presentato il cosiddetto mobility package. Le indiscrezioni ci sono, ma l'unica certezza e l'unico punto fermo è ciò che verrà votato domani con questa risoluzione, ovvero la posizione del Parlamento europeo.

Il fatto che abbiamo aspettato così tanto per avere delle proposte legislative è indice del fatto che si tratta di una materia complessa e articolata, che richiede analisi e prudenza. Quello che però mi sento di dire fin d'ora è che, se vogliamo un'Europa realmente competitiva, dobbiamo tener presente che la competitività passa attraverso l'efficienza, passa attraverso la capacità di dare un buon servizio e quindi la logistica ne è il punto cardine.

Auspico che il problema del cabotaggio illegale sia finalmente risolto o, quanto meno, che questo fenomeno venga arginato. Questo strumento, sappiamo bene, è nato per evitare che camion vuoti viaggino e che ci siano quindi anche altri trasporti contemporaneamente, ma questo non può diventare uno strumento di concorrenza sleale.

  Peter van Dalen (ECR). – Voorzitter, met de transportsector gaat het weer redelijk goed, maar qua veiligheid en op sociaal gebied zijn er helaas nog flinke problemen.

In Nederland en in Europa neemt de ladingdiefstal enorm toe. Het gaat vooral om buitenlandse bendes die toeslaan. En dan zo weer weg zijn. Veiligheid in het wegvervoer moet hoger op de agenda en veilige parkeerplaatsen zijn dus echt nodig, zeg ik tegen de lidstaten. Dat kan met behulp van Europese financiering.

Sociale problemen in het wegvoer zijn ook nog steeds omvangrijk. Er zijn veel berichten over chauffeurs die zeer lang van huis zijn en her en der maar moeten overnachten en eigenlijk worden uitgebuit door hun baas. Dat is niet goed voor die mensen, maar ook niet goed voor de concurrentie met andere chauffeurs. Een aanpak voor verbeterde werkomstandigheden is dus echt nodig. En ook gelijk loon voor gelijk werk, want dan heb je eerlijke concurrentie.

Economisch gaat het dus wel goed, maar de EU is meer dan de economie. Er is werk aan de winkel. Daar is overigens de standaard pavlovreactie van de Europese Unie – doe maar een agentschap – echt niet voor nodig.

  Gesine Meissner (ALDE). – Frau Präsidentin! Die Straße werden wir auch in Zukunft brauchen, auch wenn man versucht, als umweltfreundlichere Variante mehr auf Schienen und Wasserwege zu gehen. Aber bei wachsendem Verkehr – und der ist prognostiziert – werden wir auf jeden Fall sehen müssen, wie wir die Straße verbessern können. Darum sind diese Gesetze so wichtig.

Ich will mich auf sieben Punkte fokussieren. Man kann nämlich ganz viel darüber reden. Das eine ist: Wir brauchen Innovationen. Da wird sich viel tun. Diese Innovationen müssen wir ermöglichen durch Digitalisierung, durch sharing economy. Es wird in Zukunft Lkw geben, die im platooning fahren. Auf jeden Fall, alles, was an Innovationen kommen kann, intelligente Verkehrssysteme, kann den Verkehr sicherer und auch eben zum Beispiel umweltfreundlicher machen, effizienter natürlich sowieso.

Stichwort Umwelt: Wir haben eine Regulierung für eine Infrastruktur in Europa für alternative Energien, die muss nur jetzt wirklich umgesetzt werden. Wir brauchen Strom, Gas und Wasserstoff überall.

Dritter Punkt: Frachter. Wir brauchen elektronische Frachtpapiere. Wenn wir die haben, können wir enorm viel Effizienz erreichen. Praxistauglichkeit von Lenk- und Ruhezeiten ist ein weiteres Stichwort. Da ist einiges, was auch aus der Sicht von Kraftfahrern verbessert werden könnte. Die Maut, eine Eurovignette. Da müssen wir das Verursacherprinzip wirklich konsequent durchsetzen, und danach das, was wir erlösen, zweckgebunden in die Infrastruktur einsetzen. Punkt sechs: Die Attraktivität des Fahrerberufs für Männer und Frauen muss dringend erhöht werden. Wir brauchen dort Nachwuchs. Und Punkt sieben: Was wir nicht brauchen, ist eine Straßen-Agentur. Wir müssen das beaufsichtigen, aber dafür brauchen wir keine neue Agentur.

Örültem a szavainak, tehát messzemenőleg nem vitatkozni akarok, inkább egy kérdést tennék föl, hogy ugye most cseperedik föl a „smart villages” koncepció, és például ennek keretében én azért fontosnak tartanám, hogy minden európai faluban legyen például elektromos töltési lehetőség. Ich habe ja gesagt: Wir brauchen eine Infrastruktur für alternative Energien. Und dazu gehören natürlich Ladestationen. Die können den Verkehr entscheidend verbessern, da können wir mehr eMobilität auf der Straße haben. Aber wir brauchen nicht nur das, wir brauchen eben auch Stationen für Wasserstoff und für Flüssiggas – also alles, was man sich eben denken kann, um umweltfreundliche Verkehrsarten zu haben, um sozusagen alternativ zu tanken, das brauchen wir, und natürlich auch möglichst umfassend Ladestationen.

  João Pimenta Lopes (GUE/NGL). – Senhora Presidente, a defesa da harmonização no sector em benefício de um mercado único mais não é do que uma autoestrada para fenómenos de concentração e a criação de monopólios transeuropeus do transporte rodoviário, subjugando aos seus interesses a extorsão do património nacional e do erário público, impondo parcerias público-privadas, promovendo a criação de dívida.

Serão os trabalhadores e os povos os primeiros a pagar as consequências das intenções que se propõem. Num sector em que é crescente o recurso a baixos salários e a degradantes condições de trabalho, as propostas que se avançam contribuirão para a harmonização e desregulação laboral, para o aumento da precariedade e desproteção social, da exploração.

O que se exige é a defesa do sector como um eixo estratégico ao serviço do desenvolvimento soberano de qualquer Estado-Membro, alicerçado em políticas públicas de desenvolvimento e investimento, de uma rede de transportes rodoviários e que garantam, simultaneamente, o trabalho com direitos e a contratação coletiva, o aumento de salários, o direito à formação.

  Michael Cramer (Verts/ALE). – Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Vor wenigen Tagen wurde der Chef des Logistikkonzerns Jost, einer belgischen Firma mit Sitz in Luxemburg, in Untersuchungshaft genommen. Er soll ein internationales Firmengeflecht aufgebaut haben, um Sozialabgaben in Höhe von 55 Millionen Euro zu hinterziehen. All das zeigt: Wir brauchen endlich strengere Regeln und strengere Kontrollen. Die Lösung existiert bereits: Das ist der digitale Tachograph. Doch bisher müssen nur Neufahrzeuge damit ausgestattet werden, für die Nachrüstung der Altfahrzeuge lassen wir uns 15 Jahre Zeit. Deshalb: Die Nachrüstung muss sofort passieren. Das ist alles möglich, aber bitte sofort.

Viele LKW-Fahrer leben nun in ihrem LKW. Sie sehen ihre Familie fast nie. Einige Mitgliedstaaten sind bereits dagegen vorgegangen. Jetzt muss die Kommission einen europäischen Vorschlag machen. Dabei wollen wir keine neuen Schlupflöcher kreieren, wie zum Beispiel die Idee, die Fahrer könnten bei Privatleuten ihrer Wahl unterkommen. Wir Grüne wollen eine Reduzierung der Arbeitszeit um 20 %, im Sinne der Fahrer, ihrer Familien und der Sicherheit auf den Straßen Europas.

  Jill Seymour (EFDD). – Madam President, this report sparked my interest, unfortunately for all the wrong reasons. I believe it has a detrimental impact financially on our British small and medium—sized businesses and individual car owners. Following the Commission’s White Paper entitled ‘Roadmap to a Single European Transport Area’, with its view of a sustainable mobility, here we are again seeing a one—size—fits—all policy, a vision of harmonisation of transport for all Member States.

Do not misunderstand me. The safety of road users and the environmental impact of fossil fuels needs to be addressed, but the present situation is a knee-jerk reaction that many cannot afford or have the facility to accommodate. However, once again, I feel this motion put before us pushes the anti-vehicle agenda. It stresses that road charging should be introduced across the EU. Yet in the UK the public have completely rejected any attempt to bring back pay—as—you—go road pricing.

I am so glad that the people of the UK have voted to leave the European Union and I believe this motion is all about control, rather than the individual’s choice.

  Diane James (NI). – Madam President, at the heart of the resolution for yet more regulations for the road transport sector are the two elements that are always central and dear to the European Union: control and tax. The European Union wants to intervene in the road transport sector, in the name of climate action, to control the sector and thereby further erode Member States’ sovereignty, and then to tax it dry.

These proposals are even more ridiculous when one considers the Dieselgate scandal, when the EU rules were not enforced and went unnoticed for years, resulting in an environmental scandal. By taking further and tighter control over the road transport sector, the EU is expanding its reach. As each new rule is implemented the Member States’ ability to manage this area is reduced, and as the rules become stricter so the economic costs increase, costs that consumers, drivers and passengers will ultimately pay.

All talk of the improving emission standards rotates around the ‘polluter pays’ principle. The tighter the rules, the higher the cost. Remember the scandal of the failed emission trading scheme so beloved by Brussels? We saw that emission controls are a mask for the EU to raise and collect taxes. I had a minute and half, Madam President…

  Markus Pieper (PPE). – Frau Präsidentin! Der Straßenverkehr ist die Lebensader Europas, Voraussetzung für Binnenmarkt und Reisefreiheit. Dazu jetzt vier Bemerkungen: Erstens: Nationale Mautsysteme sind ein Bremsklotz, gerade für die Verkehrswirtschaft. Deshalb müssen wir digitale Lösungen für ein grenzüberschreitendes Mautsystem schnellstmöglich umsetzen.

Zweitens brauchen wir eine wettbewerbsfähige Transportwirtschaft. Steuern, Abgaben, Maut, Schadstoffbegrenzung – das hat alles seine Berechtigung, gerade aus Umweltsicht. Aber wir dürfen nicht überziehen. Die Kopplung von Maut und CO2-Ausstoß ist kompliziert. Wir müssen Bürokratie vermeiden und dürfen Unternehmen auch nicht doppelt und dreifach bestrafen.

Drittens: Diejenigen, die Fahrzeuge führen, die Fahrer, dürfen nicht ausgebeutet werden. Ich bin sehr dafür, dass die Löhne und Sozialbedingungen des Mitgliedstaats anzuwenden sind, in dem die Fahrer überwiegend arbeiten. Wenn das schwer umzusetzen ist – klar, aber die gegenwärtige Praxis ist auf jeden Fall Ausbeutung. Wenn Fahrer monatelang in Deutschland oder Benelux arbeiten, aber für die Arbeit zu europäischen Niedrigstlöhnen entlohnt werden, empfinde ich das als Missbrauch des europäischen Binnenmarkts. Die Kommission muss deshalb zweifelhafte Subunternehmen und illegale Praktiken auf der Straße stärker bekämpfen und kontrollieren und dabei vor allem auch die Mitgliedstaaten viel stärker in die Pflicht nehmen. Sonst verlieren wir weiter Glaubwürdigkeit bei den Arbeitnehmern und auch bei der mittelständischen Transportwirtschaft. Viele Punkte sind in unserer Entschließung aufgegriffen.

Aber glauben Sie denn, die PKW-Maut für Ausländer – die in Deutschland jetzt eingeführt wird und die auch heute die Kommission noch bestätigt hat, obwohl sie unsozial und unökologisch und europafeindlich ist – diese Maut ist wunderbar gestaltet, sie ist unbürokratisch leicht zu handhaben, oder hätten Sie es lieber anders gehabt?

Aber es ist zumindest einmal ein Start für eine entfernungsabhängige Entgelterhebung. Das wollen die Grünen doch auch. Und wenn man jetzt ein System findet, das vielleicht ein Stück weit auf dem deutschen System aufbaut, und dann digitale Lösungen ermöglicht, mit denen wir grenzüberschreitend aktiv sein können – ja, warum denn nicht? Also die deutsche Maut kann durchaus ein Anfang sein.

  Claudia Țapardel (S&D). – Dragi colegi, înaintea votului de mâine și înaintea prezentării de către Comisie a pachetului privind mobilitatea constat că diferențele de opinie s-au adâncit. Sper că ne dorim cu toții promovarea drepturilor sociale ale muncitorilor, drepturi salariale decente, dreptul la odihnă, dar nu am reușit să cădem de acord asupra unor definiții. Folosim aceleași cuvinte și pare că ne dorim aceleași lucruri, dar eșuăm în a găsi o direcție comună. Nu avem încă o definiție tehnică a ceea ce înseamnă dumping social și insistăm să blamăm firmele din Est pentru ceea ce este pur și simplu un avantaj competitiv datorat situației economice locale.

Această rezoluție și viitorul pachet rutier trebuie să se concentreze pe adevărata problemă și anume existența companiilor de tip „letter box” care exploatează șoferii din estul Europei și știm foarte bine că aceste companii provin din vestul Europei.

Ar trebui de asemenea să insistăm pe ideea înființării unei agenții rutiere europene, o inițiativă pe care această instituție, Parlamentul European, a votat-o deja de două ori în Cartea Albă privind transporturile și în raportul privind dumpingul social.

Cred că este cazul să trecem de la vorbe la fapte dacă într-adevăr ne dorim o piață europeană integrată pentru transportul rutier și un sistem de transport eficient și echitabil.

  Kosma Złotowski (ECR). – Madam President, we should not limit the debate on the future of the European road transport sector to social issues only. For the last two years we have seen many cases of violation of free competition in the EU in this sector. So firstly, we need to ensure freedom of providing haulage services across Europe without any administrative barriers. Then we can go further. I agree that many things have to be done to improve security and standards of daily life of truck drivers, but the idea of the creation of a new agency responsible for road transport is not the right solution. Stigmatisation of transport companies from Central and Eastern Europe is not a very good way to build a common market. We are interested in cooperation with our partners in the EU to fight against fraud, but such cooperation should be based on honest and not discriminatory rules. I hope that the Commission’s mobility initiatives will not create the next problem but will be an answer for existing challenges of the road transport sector.

  Matthijs van Miltenburg (ALDE). – Voorzitter, ook ik kijk met belangstelling uit naar de plannen van de Europese Commissie voor het Europese wegvervoer. De huidige regels behoeven zeker aanpassing. Ze kunnen leiden tot verschillende interpretaties in verschillende Europese landen, bijvoorbeeld als het gaat om cabotage of de rij- en rusttijden. Daardoor zijn ze niet altijd goed te handhaven en staan ze van tijd tot tijd een 'gelijk Europees speelveld' in de weg.

Bijvoorbeeld, het overnachten van de chauffeur in de cabine – mooi voorbeeld – is verboden in Frankrijk en België, maar is toegestaan in andere landen zoals mijn eigen land Nederland. Versnippering – of het nou gaat om de regels die we stellen of om de uitvoering daarvan voor het wegvervoer – is heel slecht voor Europa.

Een heel mooi voorbeeld is ook het Duitse tolplan, dat discriminerend is voor buitenlandse weggebruikers. Vandaag is bekend geworden dat de Europese Commissie die infractieprocedure tegen Duitsland heeft stopgezet, en dat terwijl het Europees Parlement zich heel nadrukkelijk, in een Europese resolutie, ferm heeft uitgesproken tegen het tolplan van Duitsland. Kan de Commissie – en daar wil ik heel graag een antwoord op hebben – kan de Commissie aangeven, uitleggen waarom geen uitvoering is gegeven aan de resolutie van dit Europees Parlement? Want ik vind dat echt bijzonder weinig respectvol als het gaat om het verkeer tussen beide instituties.

Dan wil ik ook nog heel graag van de Commissie weten, over twee weken, hoe ze het Duitse tolplan beoordeelt in het licht van haar eigen voorstel als het gaat om road charging.

  Paloma López Bermejo (GUE/NGL). – Señora presidenta, pocas veces hemos visto un ataque tan frontal a los derechos de los trabajadores como el que está planteando la Comisión en el transporte por carretera. Pasar de cuarenta y cinco horas de descanso semanal a veinticuatro horas es esclavitud. Pasar de noventa bisemanales a ciento sesenta y ocho horas cada tres semanas es esclavitud. Permitir que se duerma tres y cuatro semanas en cabina es esclavitud. Y se lo decimos tal y como se lo han dicho los sindicatos europeos. No queremos que ustedes legalicen esta explotación. Lo que queremos es que controlen la legislación vigente: con tacógrafos modernos, con inspecciones, con controles y con un descanso digno para los conductores.

Tampoco se puede tolerar que pretendan impedir que los trabajadores del transporte reciban al menos el salario mínimo del país donde operan y que sigan sin controlarse los falsos desplazamientos y las operaciones de cabotaje. Los trabajadores, señor Hogan, van antes que los beneficios. Desde aquí todo nuestro apoyo a un sector que lucha por su vida y por su dignidad.

  Daniela Aiuto (EFDD). – Signora Presidente, onorevoli colleghi, signor Commissario, oltre 26 000 morti all'anno in tutta Europa e un costo sociale di circa 100 miliardi di euro, quindi la sicurezza stradale è l'urgenza principale alla quale siamo chiamati a rispondere in termini di mobilità.

A nostro avviso occorre decongestionare i centri urbani, implementando l'utilizzo del mezzo pubblico a discapito di quello privato che è, tra l'altro, responsabile di circa l'80 per cento delle emissioni di CO2 prodotte dall'intero comparto dei trasporti. Vanno inoltre fatte rispettare da tutti le regole per quanto riguarda i tempi di riposo e la qualità dei guidatori dei mezzi pesanti, con controlli sulle patenti e sui tassi alcolemici. Abbiamo le tecnologie per rendere molto tempestivi ed efficaci i controlli su strada, aiutiamo le piccole aziende, anche magari incentivandole economicamente, ad adottare i dispositivi tecnologici necessari a tali controlli.

Sosteniamo la risoluzione, soprattutto per la parte riferita alle politiche di riduzione delle emissioni. Per il nuovo comparto elettrico auspichiamo investimenti sia sulla diffusione della rete sia sulla ricerca per la sostenibilità delle batterie utilizzate, per avere prodotti meno impattanti sia in fase di realizzazione sia di smaltimento.

  Andor Deli (PPE). – Elnök Asszony! Üdvözlöm a mai vitát, ugyanakkor sajnálom, hogy nem sikerült már korábban napirendre tűzni, hiszen így érdemben már nemigen tudja befolyásolni a hónap végén bemutatásra kerülő mobilitási csomagot.

Napjainkban egyre többet beszélünk a többsebességes Európáról. Sajnos ez a többsebességes Európa a fuvarozás tekintetében már most is megvalósulni látszik. Hiszen lassan kialakul a tagállamoknak egy olyan köre, amelyek hasonlóan felállított egyoldalú intézkedéseket vezetnek be, veszélyeztetve ezzel az egységes belső piac működését. A megfoghatatlan és ezidáig definiálatlan szociális dömpingre hivatkozva jön létre a szemünk előtt a többsebességes Európa, egy olyan területen, ahol erre egyáltalán nincs szükség. Ezt a Bizottság is így láthatja, hiszen több esetben indított vizsgálódási folyamatot. Ezért a Bizottság mobilitási csomagjától nagyok az elvárások – itt a Parlamentben, és a tagországok részéről egyaránt. Hiszen olyan javaslatokra van szükség, amelyek megszüntetik, illetve megelőzik a közlekedési piac további fragmentációját, és maradéktalanul biztosítják az árufuvarozás szolgáltatásának szabadságát. Mindez nem egyszerű feladat, és fontos, hogy a mobilitási csomag intézményközi vitája során olyan megoldásokat kapjunk, amelyek életszerűek, és mindenki számára elfogadhatóak, hiszen csak az a garanciája annak, hogy a jogszabályok végrehajtása is teljes körű lesz.

Úgy gondolom, hogy a kohéziós politikában a profitorientáltság nem kaphat aránytalanul nagy szerepet, mert például az oktatás vagy az egészségügy területén a befektetések megtérülése és sikeressége nem mérhető kizárólagosan a haszon mércéjével. Ezért a pénzügyi eszközök bekapcsolása fontos, de ezeken a területeken nem válthatják ki, hanem csak kiegészíthetik a vissza nem térítendő támogatásokat.

Az eddigi tapasztalatok már megmutatták, hogy a tartósan magas munkanélküliségi rátával és alacsony népsűrűséggel rendelkező régiók befektetési vonzereje igencsak gyenge. A vissza nem térítendő támogatások pedig pontosan az ilyen helyzetű régiók felzárkóztatásához járulnak hozzá.

Ezért a 2020 utáni kohéziós politika kialakításánál fontos, hogy a pénzügyi eszközök részesedésének növelése nem járjon a vissza nem térítendő támogatások összegének csökkentésével, mivel az gátolná a kohéziós politika fő célkitűzésének megvalósulását, a régiók közötti egyenlőtlenségek felszámolását.

  Christine Revault D’Allonnes Bonnefoy (S&D). – Monsieur le Président, aujourd’hui, on s’intéresse enfin à la situation de 2 millions de travailleurs et de plus de 500 000 entreprises du transport routier en Europe, qui cristallise les enjeux liés au dumping social et à la lutte contre la concurrence déloyale. En effet, la libéralisation du marché intérieur dans ce secteur a contribué à la dégradation des conditions de travail, au contournement massif de la législation européenne et à la multiplication des pratiques abusives, comme les sociétés boîtes aux lettres.

Nous le savons tous, de par la nature itinérante et le caractère fondamentalement transfrontalier du secteur routier, les solutions ne peuvent être qu’européennes. Dans ce cadre, le paquet mobilité doit être l’application directe du pilier social.

En effet, on ne peut pas, d’un côté, œuvrer à l’amélioration des conditions de vie des citoyens et, de l’autre, faire une exception au transport routier en renforçant la flexibilité des temps de repos.

Je ne comprends pas comment le président de la Commission affiche son soutien entier au principe «à travail égal, salaire égal» sur un même lieu de travail alors qu’au niveau sectoriel, on propose d’exclure plus de 2 millions de personnes de la directive sur les travailleurs détachés, qui doit garantir l’application de ce principe. Il faut être cohérent dans les discours et dans les actes.

Au-delà du secteur routier, il est important que tous les députés comprennent bien que ce qui se joue là, ce n’est pas seulement cette question-là, mais c’est la question de la survie de l’Europe.

  Mark Demesmaeker (ECR). – De Europese transportsector rijdt zich meer en meer vast.

Dodelijke emissies, talloze verkeersslachtoffers en toenemend fileleed bezorgen de sector een kwalijke naam en ernstige kopzorgen.

Ook de oneerlijke concurrentie door het misbruik van Europese en sociale regelgeving maakt het voor vele transporteurs erg moeilijk. Het opzetten van schimmige postbusbedrijven en het in dienst nemen van onderbetaalde en onopgeleide chauffeurs is een wijdverspreide praktijk. Het is niets minder dan moderne slavernij!

Dit baart mij en vele Vlamingen met mij grote zorgen. Door die misbruiken hangen oneerlijke mededinging, sociale uitbuiting en verkeersonveiligheid als een vloek boven de sector. Dat is jammer, zeker als je weet welke belangrijke rol de sector speelt voor onze Europese economie.

Het is dan ook dringend tijd voor een opwaardering van de Europese transportsector. Dat kan alleen door een efficiëntere Europese samenwerking en een betere implementatie en handhaving van de bestaande Europese regels.

Ik kijk met grote verwachting uit naar de voorstellen van de Europese Commissie. De EU is er om welvaart te creëren, niet om een neerwaartse spiraal te faciliteren.

  Izaskun Bilbao Barandica (ALDE). – Señor presidente, el sector del transporte por carretera es crítico para la seguridad vial y la competitividad de la economía y, además, es fuente de empleo. Superar los retos que tiene planteados obliga a profesionales y a empresas a integrar novedades tecnológicas asociadas a vehículos autónomos, hiperconectados e hipocarbónicos auxiliados por inversiones públicas y privadas y por nuevas capacitaciones que enriquecerán el desempeño profesional y mejorarán los servicios.

Los estudios de evaluación sobre el actual marco señalan las disfunciones que debemos corregir. Entre ellas figuran el dumping social, la utilización fraudulenta de empresas buzón en los Estados con más bajos estándares de protección social, el proteccionismo encubierto que está tras las muy variadas interpretaciones del alcance de la normativa sobre cabotaje, o las cuestiones relacionadas con la euroviñeta o el telepeaje. Igualmente, hay que armonizar las condiciones de trabajo en un sector caracterizado por la movilidad, mejorando las directivas que regulan el tiempo de conducción, el desplazamiento de los trabajadores o los reglamentos sobre el acceso a la profesión.

Por eso, comisario Hogan, deseo suerte a la comisaria Bulc al presentar sus propuestas, y le agradezco el esfuerzo que —me consta— lleva tiempo dedicando al tema, y le anuncio mi total apoyo, tras escuchar al sector, a las soluciones europeas. Porque las acciones unilaterales Estado a Estado solo aportan distorsión, confusión y más cargas administrativas a un sector que bastante tiene con los problemas descritos.

  Petr Mach (EFDD). – Mluvíme o silniční dopravě a já vám řeknu jednu jednoduchou věc, co by EU měla udělat a měli by z toho prospěch všichni – dopravci, řidiči i spotřebitelé.

Nařízení o silniční dopravě omezuje tzv. kabotáž. Konkrétně zakazuje nakládání dalšího zboží během přepravy, takže např. když jede kamion z ČR řekněme do německého Hamburku a má ještě v prostoru místo, tak on nesmí naložit další zboží třeba v Drážďanech, protože to EU zakazuje. V důsledku toho jezdí po evropských silnicích zbytečně mnoho kamionů, které mají nevyužité místo. Říká se tomu ztráta mrtvé váhy a čtvrtina kamionů, které jezdí po Evropě, jsou prázdné.

Zrušení tohoto zákazu by bylo dobré pro všechny. Chcete menší zácpy na silnicích, uvolněte kabotáž. Chcete nižší ceny dopravních služeb, uvolněte kabotáž. Chcete šetrnější hospodaření a méně proježděné nafty, uvolněte kabotáž. Chcete nižší emise CO2, pokud vás trápí globální oteplování, uvolněte kabotáž.

  Seán Kelly (PPE). – Mr President, the transport sector is responsible for around a quarter of Europe’s greenhouse emissions, and is a particularly problematic sector for Ireland. Achieving 80% decarbonisation across the EU by 2050, which is the goal, would likely require the decarbonisation of the road transport sector by around 95% by 2050. As EPP rapporteur on the Renewable Energy Directive, this is an area in which I have a keen interest and an area where I believe there are huge opportunities to make great emission savings with innovative solutions.

Electromobility is an important way forward if we are to have any hope of achieving this target. The electrification of transport would displace imported carbon-intensive fossil fuels and eliminate harmful air pollutant emissions in our cities and towns. There is great potential in this. The EV market share in Norway, for example, increased from 1.4% in 2011 to 17.1% in 2015, due to favourable policies. This is a blueprint for us. However, the foundations need to be laid for this and I welcome the Commission’s ideas, in the Energy Performance of Buildings Directive, to increase the amount of charging points in our buildings. We need to ensure the right infrastructure is in place if this is to be successful.

In addition to this, sustainably produced biofuels will continue to play an important role, not only as a means to decarbonise our transport sector, but also for economic growth in rural areas. Yes, there is a sustainability question about some feed stocks, palm oil for example, but I think our challenge in the work on the Renewable Energy Directive will bring certainty for producers of sustainable biofuels.

  Bogusław Liberadzki (S&D). – Panie Przewodniczący! Panie komisarzu! Rozmawiamy o najważniejszej pod każdym względem gałęzi transportu w Europie o szczególnym znaczeniu dla małych i średnich przedsiębiorstw.

Panie komisarzu, pod adresem Komisji są kierowane poważne pretensje. Po pierwsze bezczynność przy wprowadzaniu MiLoG i „Loi Macron”. Po drugie, że Komisja podchodzi w sposób obojętny do przedsiębiorstw tak zwanej nowej Europy, które odnoszą sukces na rynku europejskim. Panuje nieukrywane odczucie, że przewoźnicy z tej nowej Europy nie mieli prawa osiągnąć sukcesu i teraz muszą być ukarani, a Komisja się na to godzi.

W związku z tym chciałbym bardzo prosić, żeby Komisja zaczęła być Komisją, żebyśmy zaczęli stosować metody wspólnotowe. Ta jedna minuta dobiega końca, ale mam taką generalną prośbę: zacznijcie po prostu odpowiadać za transport drogowy w Europie. W przeciwnym razie zrodzą się poważne sytuacje konfliktowe.

  Georges Bach (PPE). – Herr Präsident, Herr Kommissar! Vor zwei Jahren hat sich die Kommission während einer groß aufgezogenen Konferenz in Brüssel für einen sozialen Ansatz im Straßenverkehr ausgesprochen. Die Devise damals war, die Beschäftigten, die Fahrer in den Mittelunkt zu stellen. Sie haben uns lange warten lassen, sehr lange warten lassen. Und mit zunehmender Dauer sind natürlich in der Tat die Gerüchte hochgekocht. Ich bin besorgt, was ich da höre, ich bin besorgt über das, was ich da lese. Als Vertreter der Bürger denke ich, dass wir als Parlament nicht die Hände in den Schoß legen können. Aus diesem Grund haben wir auch die Entschließung verfasst, auch wenn das jetzt nicht mehr so zur Kenntnis genommen wird.

Die Hoffnung stirbt zuletzt. Ein paar Punkte möchte ich aufwerfen, die trotzdem für mich persönlich und auch für uns als EVP wichtig sind. Wir wollen keine zusätzliche Liberalisierung der Kabotage. Es ist die Rede von einer Ausdehnung, von drei oder fünf Tagen. Das ist für mich inakzeptabel. Bezüglich der sozialen Aspekte möchte ich die Kommission fragen: Bleibt es bei den wöchentlichen Ruhezeiten, wie wir sie heute kennen? Oder hat die Kommission vor, weitere Flexibilitäten einzubauen? Und wenn ja, hat die Kommission ein Verfahren geprüft, wie längere Arbeitszeiten die Sicherheit beeinträchtigen könnten, und wie auch die sozialen Bedingungen darunter leiden?

Für mich bleibt zum Schluss die Hoffnung, dass die Kommission ein ausgewogenes Paket vorlegt, das die Fahrer schützt, das fairen Wettbewerb garantiert, das keinen zusätzlichen administrativen Aufwand mit sich bringt und das die Verkehrssicherheit durch die Digitalisierung erhöhen wird.

  Hugues Bayet (S&D). – Monsieur le Président, Monsieur le Commissaire, comme vous le savez, la Belgique est secouée par un dossier judiciaire qui vise un important transporteur routier. Ce sont 1 100 chauffeurs des pays de l’Est qui auraient été exploités dans des conditions de travail indignes et pour un salaire de misère.

Si les faits sont avérés, on parle ici de choses extrêmement graves: organisations criminelles, traite des êtres humains, fraude sociale et blanchiment d’argent.

Je ne veux plus de cette Europe-là. Je crois en l’Europe et je veux vraiment une Europe qui placera sur un même pied d’égalité le social et l’économie. Je veux une Europe pour laquelle le principe «à travail égal, salaire égal» sur un même lieu de travail est un droit fondamental appliqué et contrôlé.

Votre responsabilité ici est immense, car le cas belge démontre l’inefficacité du système. Vous devez mettre fin à ce carnage social qui a enrichi certaines entreprises en sacrifiant l’emploi, d’une part, et les droits fondamentaux de dizaines de milliers de travailleurs européens, d’autre part.

Dès lors, nous attendons beaucoup de vos propositions et j’espère que les premiers échos négatifs qui nous reviennent ne sont que fiction au regard des enjeux immenses dans le secteur routier. Nous attendons avec impatience vos propositions.

  Luis de Grandes Pascual (PPE). – Señor presidente, durante ya un largo tiempo se ha venido abandonando al sector del transporte por carretera. Es verdad que nos hemos ocupado del ferrocarril, de la aviación, del transporte marítimo. Pero no es menos cierto que el transporte por carretera exige y llama la atención sobre su importante papel en la simbiosis que implica la comodalidad.

Tenemos que tratar este paquete con mucha seriedad, ya sea desde la modernidad que representa la digitalización del sector o desde los ya viejos conocidos, como los temas sociales o medioambientales. No debemos olvidar que la carretera es uno de los instrumentos vertebradores de la Unión. Vital para nuestra economía. Con más carga y más pasajeros que todos los demás modos combinados; y, además, motor esencial para la creación de empleo y el crecimiento, con más de diez millones de ciudadanos que se ven involucrados.

Necesitamos un sector de transporte por carretera fuerte y competitivo para responder a las necesidades del mercado europeo, así como a los requisitos sociales y medioambientales de la Unión Europea, que son una exigencia inexcusable en este tiempo. En todo caso, se necesita una puesta al día de su papel propio en complemento con otros modos de transporte.

La Comisión nos emplaza a abordar el tema desde cuatro pilares: el mercado interior; la competencia leal y los derechos de los trabajadores; la descarbonización; la digitalización. El Parlamento Europeo, señor comisario, señorías, acepta el reto y nos ponemos a trabajar.

  Jens Nilsson (S&D). – Herr talman! När jag var ansvarig föredragande i transportutskottet för vårt betänkande om social dumpning förra året så kom vi fram till några saker som var viktiga att kommissionen nu har med.

Det ena är cabotagereglerna. De sa att de ska vara enkla att följa, och de ska vara enkla att kontrollera. Vi kan inte fortsätta som idag, där skrupelfria, oseriösa företag bryter mot regelverket utan att det får några konsekvenser. De här oseriösa företagen utnyttjar människor att jobba för låga löner och dumpar priserna.

På en fungerande marknad måste det vara fair competition som gäller. Om inte alla som t.ex. kör i Sverige följer arbetsmarknadens regler och gällande kollektivavtal när det gäller löner, ja då dumpas priserna och seriösa företag slås ut. Det här måste få ett slut.

Vi krävde också en översyn av kombidirektivet eftersom detta direktiv används för att gå runt cabotagereglerna.

Min uppfattning är att kombidirektivet helt kan avskaffas, eftersom det inte fyller någon annan funktion än att underlätta för dem som vill bryta mot reglerna. Men om direktivet görs om, då måste ju kryphålen täppas till.

Jag kräver fair competition och rättigheter för arbetstagarna. Det är det viktigaste!

  Elżbieta Katarzyna Łukacijewska (PPE). – Panie Przewodniczący! Ponad dwa lata czekamy na ostateczne stanowisko Komisji Europejskiej w sprawie wprowadzenia płacy minimalnej przez Niemcy czy Francję. Od miesięcy słyszymy o dumpingu społecznym, definicji, która weszła do unijnego słownictwa i która w ocenie wielu jest elementem walki z konkurencją. Wielu chciałoby podporządkowania niektórych operacji transportowych przepisom dyrektywy o delegowaniu pracowników. Gdzie w tym wszystkim, proszę Państwa, najważniejsza europejska zasada – swobody przepływu towarów i usług? Gdzie idea konkurencyjności, dzięki której tworzone są nowe firmy i nowe miejsca pracy?

Pamiętajmy, że naturalne jest, iż istniejące różnice gospodarcze pomiędzy państwami naszej wspólnoty powodują, że w różnych sektorach różne państwa są liderami. To jest naturalne. Oczywiście nie znaczy to, że nie ma w tym sektorze nieprawidłowości. I z całą odpowiedzialnością chcę podkreślić, że należy zrobić wszystko, aby zlikwidować wszystkie nadużycia. Dlatego od miesięcy czekamy na pakiet mobilności, który rozwiązałby wiele problemów i odpowiedziałby na wiele pytań.

Pamiętajmy jednak – czy miejmy świadomość – że przedstawiciele branży transportowych ze wszystkich krajów Unii Europejskiej – chociaż nie wszyscy o tym mówią – boją się, aby, posługując się argumentami ochrony praw socjalnych, Unia Europejska nie przeforsowała protekcjonistycznych przepisów, które ograniczą konkurencję i które wprowadzą nadmierną biurokrację.

  Петър Курумбашев (S&D). – Г-н Председател, аз искам да задам няколко въпроса, които будят съмнение. На първо място дали не се спекулира с темата за социалните права, за да се наложи преразпределение на пазарен дял? Дали забраната за либерализация на каботажа е само мярка за защита на социалните права или е чист протекционизъм от държави членки, които не искат новите страни членки да увеличават своя пазарен дял?

Защо Комисията не движи наказателни процедури срещу държави, които са в географския център на Европейския съюз, които правят промени в своите национални законодателства и вървят срещу либерализирането на единния европейски транспортен пазар?

За да стигнем и до предложения от типа на това камиони, които са регистрирани в определени държави, да извършват услуги предимно в тези държави. Значи, германски камиони да извършват услуги в Германия, френски – във Франция. Аз бих ви помолил дори да разширите предложението си: може берлинските камиони да работят само в радиус 50 километра около Берлин или камионите от Будапеща да се движат на радиус 50 километра от Будапеща?

Така ще се върнем от 21-ви не в 20-ти, а в 17-ти век. Това ли е бъдещето на Европейския съюз?

  Claudia Schmidt (PPE). – Herr Präsident, geschätzte Kollegen! 280 Milliarden Euro nehmen die Mitgliedstaaten Autofahrern und Frächtern jedes Jahr ab. 280 Milliarden Euro einfach nur dafür, weil beschlossen wurde, dass Bürger extra zahlen sollen, weil sie beruflich oder in ihrer Freizeit von A nach B müssen, sollen oder wollen. 280 Milliarden Euro – und das soll immer noch nicht genug sein? Ich glaube es ja wirklich nicht, was hier unter dem Deckmantel des user pays principle oder polluter pays principle gesagt wurde. Es ist fast schon als schamlos zu bezeichnen.

Ich möchte dazu sagen: Erstens: Wir sind Vertreter unserer Wähler, und nicht ihre Erziehungsberechtigten. Zweitens: Mit welchem Recht wird eigentlich verlangt, dass Autofahren teurer werden muss? Weil wir meinen, dass wir dadurch im Alleingang unseren Planeten retten, oder etwas anderes als Öko-Ablasshandel fällt Rad- und Bahnbewegten gerade nicht ein?

Drittens: Was haben denn die ganzen Steuern und Abgaben in den letzten 40 Jahren gebracht? Wurde dadurch ein Kilometer weniger gefahren oder ein Auto weniger verkauft? Nein! Da hilft es auch nicht, wenn man die Dosis einfach weiter erhöht. Keine Maut der Welt, keine noch so hohen Steuern führen dazu, dass die Bürger aufs Auto verzichten. Und warum sollten sie auch? Das Auto ist unverzichtbar für junge Familien, für Pendler, für den ländlichen Raum und für die Freizeitgestaltung. Ökologische Strafsteuern bringen der Umwelt gar nichts, eine bessere Technologie aber schon. Lassen Sie uns doch darin investieren, lassen Sie uns Gelder in die Forschung lenken! Das hilft wirklich, der Rest ist nur teure Ideologie und grüne Folklore im Kampf gegen das Auto.

  Maria Grapini (S&D). – Mulțumesc, domnule președinte, domnule comisar, stimați colegi, cred că trebuie să privim foarte realist situația. Avem nevoie de o piață unică a transporturilor. Dacă vorbim de piața unică trebuie să ne gândim și la această activitate. În același timp trebuie să fim foarte corecți cu noi: nu există încă suficientă etică și activitate echitabilă.

Există încă discriminări între lucrătorii dintr-o țară și alta, între companiile mari și companiile mici. Și mă bucur că domnul comisar a prezentat aici că în pachetul de mobilitate se propune clarificarea circumstanțelor în care se plătește salariul minim într-o anumită țară, pentru că mulți colegi de aici au sesizat acest lucru. Sunt luați șoferi dintr-o parte și, deși activitatea și-o desfășoară într-o țară, este plătit șoferul cu salariul din țara unde salariul este mai mic. Apoi, îmbunătățirea condițiilor de lucru.

Dar haideți să fim corecți. Există o diferență în dezvoltarea economică a țărilor statelor membre și trebuie să corelăm acest pachet al mobilității și cu fondurile de coeziune. Nu există o infrastructură egală. Cine poate să țină în echilibru o masă cu patru picioare care are fiecare picior de altă lungime.

Domnule comisar, îmi pun speranța în acest pachet, dar trebuie să existe o corelare cu celelalte proiecte.

  Claude Rolin (PPE). – Monsieur le Président, organisation criminelle, traite des êtres humains, blanchiment, faux et usage de faux: c’est ce dont est suspectée l’entreprise belge Jost, active dans le transport routier. Elle est aujourd’hui soupçonnée de fraude sociale majeure, une inculpation qui nous rappelle que le dumping social mine notre société, avec pour victimes principales des travailleurs qui exercent leur métier dans des conditions parfois inhumaines.

«Il faut lutter contre le dumping social»! C’est ce que nous répète souvent avec conviction et raison le président de la Commission. Cette action est indispensable pour donner un avenir au projet européen. Nous ne pouvons pas nous contenter de vagues déclarations. Nous devons agir à tous les niveaux, en particulier au niveau européen.

La Commission va présenter son paquet transport routier. Sans anticiper sur le contenu, je souhaite insister sur quelques priorités. Les règles en matière de cabotage et de détachement des travailleurs doivent s’appliquer de façon stricte. Il est urgent de réguler les transports professionnels réalisés au moyen de petits camions. C’est un enjeu en matière de conditions de travail mais aussi de concurrence déloyale et de sécurité routière. Enfin, il est indispensable de garantir le temps de repos des chauffeurs.

Le paquet transport doit répondre à ces enjeux. Il faut enrayer le dumping social et assurer des conditions de travail décentes aux travailleurs. Pour y parvenir, je suis convaincu que vous pourrez compter sur les partenaires sociaux, mais aussi sur les travaux de ce Parlement.

  Karoline Graswander-Hainz (S&D). – Herr Präsident, werte Kolleginnen und Kollegen! Die Herausforderungen im europäischen Straßenverkehr sind vielfältig: Reduktion der Emissionen, neue Antriebe, Automatisierung, Digitalisierung – all das sind Bereiche, die eine große Rolle spielen. Meiner Meinung nach aber ist eines der größten Probleme der soziale Bereich. Die Gewerkschaften berichten uns immer wieder von prekären Arbeitsverhältnissen und katastrophalen Zuständen: Stundenlöhne von 3,50 EUR, Fahrer, die monatelang nicht nach Hause kommen und im LKW schlafen müssen.

Was es nicht braucht, werte Kommission, ist eine zunehmende Liberalisierung im Bereich Kabotage, Lenk- und Ruhezeiten, solange das Prinzip „gleiche Arbeit für gleichen Lohn am gleichen Ort“ nicht realisiert ist. Was es aber braucht, ist die Durchsetzung der Rechte und Regeln durch strengere Kontrollen und eine bessere Koordinierung zwischen den EU-Mitgliedstaaten mit Hilfe einer europäischen Straßenverkehrsagentur. Die sozialen Grundrechte der Menschen müssen in Europa Vorrang haben.

  Massimiliano Salini (PPE). – Signor Presidente, onorevoli colleghi, la partita del trasporto, in particolare del trasporto su strada, sarà una delle più interessanti per verificare la capacità di innovazione dell'Unione europea.

Abbiamo parlato con dovizia di particolari di tutte le sfide legate ai nuovi carburanti, alla necessità di limitare le emissioni in atmosfera, ben il 70 per cento delle emissioni generate nel settore dei trasporti avviene all'interno del trasporto su strada. Sono necessari molti investimenti. La Commissione europea ha destinato 70 miliardi di fondi strutturali a questo settore, di cui 39 destinati all'individuazione di strategie per limitare le emissioni in atmosfera nel settore dei trasporti e, in particolare, del trasporto su strada.

Questi investimenti si fanno se vi è un quadro generale di garanzie che garantiscono un mercato equilibrato, in cui sono rispettate le ragioni dell'investitore e sono rispettate le ragioni del lavoratore. Un concetto generale all'interno del quale non si fa margine sfruttando le persone che lavorano, non si creano le sacche economiche necessarie agli investimenti non pagando le persone.

La risoluzione è nel suo complesso abbastanza equilibrata, ma troppi sono i punti oscuri. Liberalizzare in modo sconsiderato il cabotaggio sarà un'innovazione finta, pagata da trasportatori che giocheranno una partita al ribasso e tutti ci rimetteremo. Su questa partita è quindi necessario intervenire, affinché garanzie sociali, sicurezza ed equilibrio in termini di obblighi amministrativi siano garantiti, come tante nostre associazioni di trasportatori hanno detto.

I trasporti e i ritorni a vuoto non ci sono perché c'è il cabotaggio troppo libero, o anzi troppo ristretto, ci sono perché si fa fatica a incrociare la domanda e l'offerta. Non sbagliamo.

  Inés Ayala Sender (S&D). – Señor presidente, sea bienvenido el paquete carretero, porque, sin reglas europeas claras y actualizadas, los gobiernos estaban ya creando una jungla de reglas nacionales, a cual más imaginativa, fragmentadora y proteccionista.

Confiamos en que, para cuando tengamos que tratar la nueva propuesta para la euroviñeta, esté ya resuelto el enojoso diferendo sobre el peaje alemán. Las noticias que nos llegan siguen siendo confusas. Esperamos, también, con mucho interés, la solución o contrapartida que va a darle la Comisión al sobrecoste de la perifericidad.

Del paquete, tenemos ciertas reservas respecto a la posible modificación de los tiempos de conducción y de descanso, pues nos costó mucho acordarlo y, aunque faltan elementos para mejorar su eficacia, cualquier simplificación que reabra toda la norma puede hacerla inviable, o peor aún, menos garantista y equilibrada. Del tacógrafo dice usted, señor Hogan, con toda razón, que sirve para controlar las irregularidades. Pero lo que de verdad las controla son los inspectores que controlan el tacógrafo, al igual que ocurre con el cabotaje ilegal. De ahí que necesitemos más y mejores inspectores y que estemos totalmente a favor de una agencia europea que refuerce y coordine las normas sociales, pero también la seguridad vial, que vuelve a fragilizarse.

Y confío, también, en que el debate sobre el paquete, en vez de seguir haciendo recaer la culpa sobre los camioneros, abra la posibilidad de la puesta en marcha de una lista negra de las empresas que incumplen, para que pierdan así la honorabilidad.

  Danuta Jazłowiecka (PPE). – Panie Przewodniczący! Transport jest nierozerwalnym elementem jednolitego rynku mającym ogromny wpływ na konkurencyjność europejskiej gospodarki. W interesie wszystkich członków Unii Europejskiej jest budowa konkurencyjnego sektora, bez barier fizycznych, prawnych czy administracyjnych.

Niestety dzisiaj znajdujemy się w momencie, w którym przyszłość sektora transportu jest zagrożona. W tym kontekście chciałam się odnieść do toczących się prac nad rewizją dyrektywy o delegowaniu pracowników. Obecnie obowiązujące zapisy dyrektywy, a w szczególności proponowane zmiany, w żaden sposób nie uwzględniają specyfiki sektora transportu. Jak bowiem wyliczyć wynagrodzenie kierowcy, który przejeżdża przez kilka krajów? Jak ustalić, który kraj jest miejscem zwyczajowego świadczenia pracy i które prawo pracy stosować, skoro pracownik w ciągu jednego miesiąca przebywa w kilku miejscach? Jak wyegzekwować obowiązek notyfikacji, wyznaczania osoby do kontaktu, przechowywania dokumentów w kabinie? To są sprawy, które negatywnie wpływają na rozwój sektora transportu, dlatego wielu europosłów opowiada się za wyłączeniem sektora transportu z dyrektywy o delegowaniu pracowników i za opracowaniem rozwiązań sektorowych, które wezmą pod uwagę wysoką mobilność sektora.

Oczekujemy od pakietu drogowego, który Komisja ma opublikować pod koniec maja, rozwiązań, które zapewnią ochronę pracowników i pozwolą firmom transportowym się rozwijać, tym bardziej, że w chwili obecnej mamy do czynienia z licznymi sporami i kontrowersjami związanymi z transportem drogowym. W efekcie kilka krajów wprowadziło w ostatnim czasie rozwiązania, które mają charakter protekcjonistyczny i wpływają negatywnie na mobilność i konkurencyjność sektora. Niestety brak jest stanowczych działań ze strony Komisji Europejskiej. Od dwóch i pół roku przedsiębiorstwa czekają na rozstrzygnięcie postępowania w sprawie płacy minimalnej w Niemczech. Toczy się postępowanie we Francji, a Komisja milczy. Firmy, ale także administracje krajowe i organy kontrolne muszą wiedzieć, jakie wymagania i warunki zatrudnienia obowiązują. Kiedy Komisja zamierza wyjaśnić tę sprawę?

For me that is a big problem, firstly because it wants to get rid of the limits of three operations and stretch this to unlimited operations for a number of days, and secondly because under the proposal a driver could be paid lower wages than the minimum wage in the country where he is working because currently that is prohibited by the Posting Directive.

I think that proposal is shameful. It would destabilise and undercut the domestic transport market. So, I have two questions. The first is, how will the new cabotage rules be checked? Could a Bulgarian driver for instance, drive around under Bulgarian wages in Germany for let us say five days, then leave the country to go to the Netherlands for a day and then come back and do the same thing? The second question is that under the proposal there should be equal work for equal pay – or did the Commission perhaps mean equal work for equal pay, but some workers are more equal than others?

  Patricija Šulin (PPE). – Za varnost v prometu še zdaleč niso dovolj le vozniki, ki spoštujejo predpise in vozijo s primerno hitrostjo ter so pri vožnji trezni in spočiti. Pri varnosti v prometu imajo izjemno pomembno vlogo delodajalci, ki premnogi zaposlene poklicne voznike v želji po dobičku silijo na cesto, tudi ko bi morali počivati, ali silijo k prehitri vožnji, da bi bili pravočasno na cilju. Še tako dobri in jasni predpisi pa niso dovolj, če je nadzor nad njihovim izvrševanjem slab.

Zato potrebujemo proaktivno delovanje policije, inšpekcijskih in drugih uradnih organov, hkrati pa mora biti teh organov dovolj, nadzor pa morajo izvajati tam, kjer so zahtevne prometne razmere in ne tam, kjer je najlažje napolniti proračun. Na pristojnih ministrstvih in vladi pa je, da znajo določiti prioritete in ustrezno razporediti človeška in finančna sredstva, da bodo policija in drugi organi lahko opravljali svoje naloge. K varnosti lahko prispeva vsak od nas v družbi.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, il settore dei trasporti stradali in Europa deve essere pronto a cogliere le opportunità offerte dalla digitalizzazione, con lo sviluppo di infrastrutture di comunicazione sia da veicolo a veicolo sia da veicolo a infrastrutture. È questo il futuro della mobilità stradale e l'Unione deve fornire un quadro normativo adeguato, sostegno logistico e capacità di ricerca e innovazione.

Il futuro del trasporto passa sicuramente attraverso la sostenibilità ambientale, tema su cui l'Europa è impegnata fortemente, ma devono divenire priorità anche la funzionalità e l'interoperabilità del trasporto pubblico urbano. L'adattamento delle strutture esistenti richiede politiche di supporto adeguate a livello europeo e investimenti consistenti, per trasformare e adeguare i sistemi di trasporto delle città europee.

La questione del cabotaggio stradale illegale va affrontata presto, si tratta di una concorrenza sleale che sta producendo danni notevoli nell'Unione. Gli stessi controlli vanno resi più efficaci, così come va modificato nel merito il sistema sanzionatorio.

  Davor Škrlec (Verts/ALE). – Gospodine predsjedniče, sigurno je socijalni aspekt cestovnog transporta važan u Europskoj uniji, međutim, moramo uzeti u obzir brojku koja je već spomenuta od kolege Kellyja, a to je da je 25% emisija ugljičnog dioksida upravo iz transporta i da je to jedini sektor u Europskoj uniji koji nije smanjio svoje emisije od 1991. godine. Dakle, ta važnost navodi na to da moramo promatrati globalnu konkurenciju koja ulaže u razvoj elektromobilnosti, koja ulaže u razvoj željeznica i gdje Europska unija daleko zaostaje zapravo i u istraživačkom, ali i u implementacijskom dijelu tih politika. Ako promatramo infrastrukturu za alternativna goriva, dakle direktiva koja je obvezala članice Europske unije da izgrade tu infrastrukturu, vidimo da članice još uvijek zaostaju.

I onda ostaje pitanje kako ćemo kroz poreze koje svi plaćamo za emisije koje naši automobili produciraju motivirati da građani prelaze na električne automobile ili hibridne i da time zapravo smanjuju svoje emisije u okoliš vožnjom po autocestama.

  Deirdre Clune (PPE). – Mr President, we look forward to the Commissioner’s proposals in the road package at the end of this month. I would urge her to look at the area of serious road injuries and road deaths, and I know she has already committed to doing so.

There were 35 000 serious injuries on Europe’s roads in 2015 and 26 000 fatalities. It is an area where technology can play a really, really important role in reducing such figures. Be these vehicle to vehicle or vehicle to infrastructure instruments, Europe has been to the fore in leading road safety and ensuring that cars and infrastructure are equipped with the relevant technology that can indeed save lives, and we can do still more.

Who among us can remember a time when we did not have seat belts in our cars? Now they are a requirement for all cars for sale in Europe and on European roads. So Europe has indeed been a leader in this area.

I would like also to mention the whole area of drivers and road vehicles. There has been much discussion around this, and here again we need a European solution. I would like to quote from a letter that the Commissioner has had from a number of road haulier associations across Europe, including the Irish Road Hauliers Group, asking for flexibility in rest periods, considering that those coming from outermost regions, and particularly islands, do have a difficulty in getting back to their home base at weekends.

  Phil Hogan, Member of the Commission. – Mr President, I wish to thank all of the contributors to this debate. It is a very timely debate in the context of the resolution that will be brought before the House tomorrow. There is also the fact that the mobility package that has been indicated for some time by Commissioner Bulc will happen on 31 May.

Just to bring you up to date in relation to the business that Commissioner Bulc has been involved in over the last few hours, I can confirm that after this evening’s meeting in Brussels between the European Union and the United States that the European Union and the United States will continue to work very closely on aviation security. There is another meeting scheduled for next week, because of the great importance and urgency of the issues, to assess risks and provide practical solutions and approaches to the proposals that were put forward, particularly by the United States, which would have a very strong impact on citizens and on businesses and on people between the European Union and the United States, and indeed globally from a point of view of security. Everybody is on the same side in terms of protecting our passengers, and hopefully they can reach some practical solutions in the coming weeks.

Just to take to speak about the rumours bit of business first which was mentioned by a few people regarding the road initiatives, I did state in my opening remarks on behalf of Commissioner Bulc that it is important to make clear that the rests will not be shorter and that driving time will not be longer in the proposals that would be put forward. This would compromise road safety which would not be acceptable and indeed would be completely out of tune with the Commission’s policies and Commission proposals.

In relation to other matters, I agree with most people who recognise that transport is economical, it is environmental and social in terms of all its dimensions. It is a bit like the area of responsibility that I know best: agriculture. But in any event the Commission plans, and I want to confirm this, to adopt all of the road initiatives on 31 May as part of the mobility package. I think that while some people were getting quite alarmed about possible rumours, hopefully we can put these to rest here this evening in saying that there is no need for people to be going on strike or writing to MEPs until such time that these road initiatives are adopted.

I would not encourage speculation, but some of the speakers have mentioned a number of issues to which I will refer. On cabotage, the current rules, which are based on three operations within seven days, cannot be enforced. The Commission plans to amend the current rules to make these enforceable within further opening or closing of the market for cabotage. In relation to the posting of workers, the Posting Directive applies to all economic sectors including transport, which means that drivers are posted when being abroad, but given the highly mobile nature of the road transport sector, there is a need for sector-specific rules for the road transport sector. The Commission intends to come up with these sector-specific rules as part of their own initiatives, which will lighten the administrative burden for road hauliers but guarantee workers’ rights and respect for drivers. This does not mean excluding drivers from the social rules.

In relation to rest times and rules, there are clear EU rules already on driving and rest times for drivers. For example, the daily rest time of at least 11 hours weekly, and the rest time of 45 continuous hours for the week. Some argue that these rules do not provide significant or sufficient flexibility and that they do not guarantee that drivers return to home on a regular basis. The Commission plans to modify the current rules to take these concerns into account.

Existing rules are unclear and interpreted differently across Europe about sleeping in cabins. At the moment, a few Member States prohibit drivers from taking the regular weekly rests in the cabin, while others allow it. This creates uncertainty for drivers and for hauliers. Drivers should be allowed to take some rests in their cabins if they choose to do so, but within certain limits to cater for social rights. This would be clarified also in the legal proposals of the Commission.

On the environment side, the CO2 emissions from transport are hugely significant in the overall emissions, and the limits that are expected of us now are rising from the Paris Agreement. Road transport will have to play its part. We will for the first time have the tool that is necessary for this: the VECTO tool to charge vehicles based on CO2 emissions, which would give users the incentives to purchase and use cleaner vehicles. This will be included in the road initiatives and the Eurovignette Directive.

I think Mrs Sender mentioned the phasing out of the time-based vignette, and Commisioner Bulc is indeed looking for ways to incentivise the use of distance-based systems. Such systems better reflect the ‘user pays’ and the ‘polluter pays’ principle than the time-based one and I know she is very sympathetic to your view on this. Current EU tolling systems lack interoperability, which is especially a problem for cross-border traffic. The Commission plans to put the conditions in place for new service providers to provide EU-wide tolling services. Besides better service to users, this will also reduce the cost of tolling and give the possibility for other ancillary services to be provided as well.

With regard to what Commissioner Bulc has said in respect of the German road user charge for passenger cars and the inclusion of this in EU legislation, she stated clearly on 16 February during the plenary session of this parliament, that foreign drivers cannot be discriminated against. The Commission decided today to close the infringement procedure initiated in June 2015 against Germany regarding the introduction of a road charge for passenger cars. This decision follows the adoption last March of amending laws in Germany, and the Commission came to the conclusion that these laws have addressed its concerns by removing discrimination based on nationality. Of course, the Commission will now continue to monitor the correct implementation of this law, and the application of this law is very important. More fundamentally, we are also considering proposing rules that underpin non-discrimination of foreign vehicle owners as part of the road initiatives. This could include, for the first time, passenger cars, which are excluded so far.

In relation to the establishment of a European Road Transport Agency, which of course is the view of the majority of this House, this takes some time. I am not going to prejudge what Commissioner Bulc will say to you on the 31 May, but what I will say is that Member States in the meantime can continue with better enforcement regulations or rules if they wish, and they do have systems in place that they can enforce better. I think perhaps in the short term this is an area that we should look at and do more at the level of regional and national governments whilst we are waiting for the implementation of this over-arching overall agency that you wish to have.

So those are just a few remarks responding to some of the concerns that have been expressed during the course of this debate. I think you will see that the Commissioner is very sympathetic and you seem to be going in the same general direction, pardon the pun, in relation to the proposals that are about to emerge in the mobility package. I am sure that this will go smoothly through with your help and support in due course.

De commissaris heeft nu uitgelegd hoe het zit met die Duitse tol en dat dus vandaag kennelijk de Commissie de infractieprocedure heeft teruggetrokken, maar hij moet nu wel een toezegging doen dat wij een brief krijgen en een goede uitleg waarom de Commissie er nu van heeft afgezien om die inbreukprocedure door te zetten. Daar hebben wij wel recht op, want we hebben pas een resolutie aangenomen hier in het Parlement dat we helderheid willen hebben over de positie van de Commissie. Dus ik wil van de commissaris nu wel horen: wij krijgen een brief met uitleg en een toelichting.

  Krzysztof Hetman (PPE), na piśmie. – Nie ulega wątpliwości, że transport drogowy jest jednym z filarów europejskiej gospodarki, gdyż generuje aż 5 mln miejsc pracy i tworzy blisko 2 % unijnego PKB. W związku z tym za niezmiernie istotne uważam jego wsparcie na poziomie europejskim, zarówno poprzez odpowiednią legislację, rozwój infrastruktury drogowej, jak i wsparcie osób zatrudnionych w tym sektorze.

Musimy zatem w swoich działaniach zwrócić szczególną uwagę na to, by proponowane rozwiązania nie nakładały dodatkowych, niepotrzebnych obciążeń na przedsiębiorców, nie utrudniały pracy osobom zatrudnionym w sektorze i nie dezintegrowały rynku transportowego. Obawiam się, że taki właśnie skutek miałoby włączenie transportu drogowego do dyrektywy o pracownikach delegowanych.

Ponadto uważam, że zasadnicze znaczenie ma zwalczanie nieuczciwych praktyk, działających na szkodę pracowników zatrudnionych w tym sektorze, jak na przykład pozornego zatrudnienia czy też nielegalnego minimalizowania kosztów pracy.

  Karol Karski (ECR), in writing. – The set of legislative proposals, the so-called ‘Mobility Package’, part of what is expected on 31 May, should aim to increase the competitiveness of the road transport sector and growth of small and medium transport companies.

However, up to now, instead of focusing on fair competition by combating fraudulent practices and eliminating the phenomenon of illegal work, one can hear many voices against so-called ‘social dumping’ and intentions to restrict road transport operations, including cabotage, and further regulate drivers. In recent years several Member States have placed certain restrictions on the conditions under which hauliers can perform international transport and cabotage operations. These are clearly protectionism measures and should not be tolerated. These measures lead to risk of fragmentation of the EU internal market.

I expect that the ‘Mobility Package’ will first of all clarify and simplify the existing relevant social legislation of the transport sector, so that the rules are uniformly interpreted and properly implemented. And only after that, any change to social and working conditions legislation must be evidence-based and carefully weighted, shall not restrict fair competition based on objective competitive advantages, and shall not create any further administrative burden and additional costs for transport undertakings.

  Ádám Kósa (PPE), írásban. – Nehéz időket élünk: az EU versenyképessége csökken, a munkanélküliség még mindig magas, a fiatalok munkanélkülisége is óriási feszültségeket okoz és a migrációs válság továbbra is napirenden van. Ebben az időszakban az ún. „szociális dömping” kifejezés egyre inkább teret nyer mind az Európai Bizottság, mind egyes nyugati tagállamok érveléseiben, holott az európai polgárok és vállalkozások mobilitását nem csökkenteni, hanem épp ellenkezőleg, növelni kellene. Figyelembe kell venni ugyanis, hogy az EU globális versenyképessége folyamatosan csökken az 1990-es évek óta. Nem elsősorban többsebességű Európára van szükség, hanem javuló versenyképességre és egy valóban egységes piacra, ahol a tőke és az áruk mellett a szolgáltatások és a munkaerő is szabadon mozoghat! Így még több közlekedési kapcsolatra, intenzívebb áruforgalomra és még több jobb, olcsóbb szolgáltatásra van szükség, hogy a fogyasztók is egyre többet költhessenek, létrehozva még több új munkahelyet. Egy többsebességű EU-ban megkérdőjeleződne a regionális fejlesztési politika (a folyamatos felzárkóztatás és konvergencia, mint cél) is, pedig annak kiegyenlítő jellegű funkciója a csatlakozás egyik legfőbb vonzerejét jelentette, mint ahogy az egységes, szabad belső piac is. Éppen ezért az Európai Bizottságnak ahelyett, hogy a mobilitást csökkentené, inkább fel kell lépnie minden olyan tagállami intézkedés ellen, amely a közúti árufuvarozás területén a szolgáltatások szabad mozgását korlátozza.

  Marian-Jean Marinescu (PPE), în scris. – Pachetul legislativ privind piața transportului rutier care urmează să fie propus în următoarele săptămâni trebuie să dea soluții problemelor majore cu care se confruntă actualmente sectorul. Companiile de transport rutier de călători și de marfă au nevoie de un cadru legislativ clar pentru generarea creșterii economice și a locurilor de muncă.

Comisia trebuie să țină cont pentru viitoarea legislație europeană că transportul trebuie să fie mai competitiv și să contribuie pozitiv la coeziunea teritorială.

Nu putem vorbi de o strategie a transportului pe termen lung dacă nu se pune accentul pe dezvoltarea infrastructurii rutiere europene, pe tehnologia vehiculelor și pe interoperabilitatea sistemelor și a modurilor de transport.

Siguranța rutieră trebuie să fie prioritatea zero, de aceea trebuie făcuți pașii necesari pentru a dezvolta infrastructura de comunicare „vehicul-vehicul” și „vehicul-infrastructură”.

Comisia trebuie să armonizeze normele existente privind taxarea rutieră electronică, monitorizarea operațiunilor de cabotaj, sistemele de semnalizare și electronice, dispozitivele digitale la bord, echipamentele de siguranță.

Subliniez că libertatea de a furniza servicii de transport în întreaga UE este baza pieței interne din sectorul rutier. Acest drept fundamental al lucrătorilor trebuie să respecte condițiile de muncă și perioadele de odihnă, cât și accesul la calificări și perfecționare, sănătatea și siguranța șoferilor.

  Olga Sehnalová (S&D), písemně. – Situace na jednotném evropském trhu silniční dopravy není ani zdaleka jednotná. Zavádění nejrůznějších opatření na národních úrovních a rozdílný výklad stávající platné legislativy vedou k jeho tříštění. Jedním z klíčových témat připravované iniciativy k silniční dopravě bude zlepšení sociálních podmínek pracovníků. Za důležité považuji, aby Komise v silničním balíčku představila návrh, který zajistí reálnou vymahatelnost předpisů a jednoznačnost pravidel a jejich uplatňování ve členských státech. Cílem by mělo být zamezení obcházení předpisů ze strany těch dopravců, kteří využívají nejrůznějších mezer ve stávající platné legislativě a například účelově zakládají schránkové společnosti. Věřím, že výsledné návrhy Komise zajistí zlepšení pracovních podmínek profesionálních řidičů a zamezí tak jejich dalšímu odlivu.

  Jutta Steinruck (S&D), schriftlich. – Wir können nur hoffen, dass die Kommission die Resolution des Transportausschusses aufmerksam liest, denn was uns informell zur Straßeninitiative vorliegt, bereitet uns große Sorge. Die Kommission hat nun die Straßeninitiative für den 31. Mai angekündigt. Es liegen Pläne auf dem Tisch, die LKW-Fahrten aus dem Anwendungsbereich der Entsenderichtlinie herauszunehmen. Das heißt: keine Schutzanforderungen wie etwa allgemeinverbindliche Tarifverträge und Mindestlohn für die LKW-Fahrer. Freie Fahrt für Sozialdumping, ist das der Plan der Kommission? Wir haben in unseren Änderungsanträgen zur Revision der Entsenderichtlinie bereits klargemacht: keine Ausnahmeregelung für den Transport! Ich nenne nur ein aktuelles Beispiel: Einem Benelux-Transportunternehmen wird vorgeworfen, etwa 1 100 seiner LKW-Fahrer über Briefkastenfirmen in osteuropäischen Ländern eingestellt zu haben. Die Fahrer sollen aber trotzdem aus Luxemburg und Belgien heraus ihre Fahrten gemacht machen. Bezahlt würden sie aber nach dem Standard, der in Rumänien gilt. Deshalb, ran an die Briefkastenfirmen! Der Firmenstandort muss hier an die Unternehmensaktivität gebunden sein.

  Adam Szejnfeld (PPE), na piśmie. – Sektor drogowy jest jednym z filarów dobrze prosperującej gospodarki europejskiej. Inicjatywy podejmowane w dziedzinie transportu powinny więc wspierać rozwój technologii stosowanych w pojazdach, promować stosowanie paliw alternatywnych, zwiększać interoperacyjność systemów i rodzajów transportu, a także zapewniać dostęp do rynku dla MŚP działających w tym sektorze.

Konieczne jest również zmniejszenie obciążeń biurokratycznych i finansowych wynikających z różnych przepisów krajowych w celu zapewnienia większej swobody w świadczeniu usług transportowych w całej UE. Przede wszystkim jednak trzeba pamiętać o tym, że nie ma wolnego rynku ani dynamicznego rozwoju bez uczciwej konkurencji. Ta jednak zakłócana jest przez bardzo wiele niekorzystnych czynników, w szczególności przez wszelkiego rodzaju protekcjonizmy i partykularyzmy uderzające we wspólny rynek, które szczególnie widoczne są właśnie w sektorze międzynarodowego transportu drogowego.

Aby im zapobiegać, polityka Unii Europejskiej musi więc wspierać rozwój zrównoważonego sektora drogowego, który charakteryzowałaby uczciwa konkurencja. Bez zbudowania szerokiego frontu przeciwko mnożącym się w Europie protekcjonizmom za chwilę okazać się może, że jednolity rynek jest tylko i wyłącznie pustym hasłem bez żadnej treści. Na to pozwolić nie możemy.

  Kathleen Van Brempt (S&D), schriftelijk. – Het mobiliteitspakket dat de Commissie op 31 mei lanceert, is de uitgelezen kans om fatsoenlijke arbeidsvoorwaarden en arbeidsomstandigheden voor chauffeurs te verzekeren en sociale dumping definitief aan te pakken. Dat is meteen hetgeen waarop ik het komende pakket zal evalueren: pakt het sociale dumping aan en verbetert het de arbeidsvoorwaarden van chauffeurs? Maakt het een einde aan uitbuiting en de soms verschrikkelijke omstandigheden waarin chauffeurs hun job moeten uitvoeren? Zorgt het ervoor dat we uitgeruste chauffeurs met een degelijk loon op onze wegen krijgen? Wordt de wetgeving nageleefd? Dát zijn de cruciale vragen die we ons moeten stellen en waar het pakket op beoordeeld moet worden.

De strijd tegen sociale dumping is geen strijd tussen oost en west. Laten we niet in die val trappen. Het is een strijd voor betere werkomstandigheden voor chauffeurs, voor grotere veiligheid op onze wegen, tegen fraude (vaak overigens gepleegd door bedrijven uit West-Europese lidstaten die via postbusbedrijven de bestaande regels aan hun laars lappen) en tegen uitbuiting van chauffeurs. Ik reken op de commissaris om met een pakket naar buiten te komen dat sociale dumping en fraude ondubbelzinnig aanpakt en voluit de kaart trekt van het verbeteren van de arbeidsvoorwaarden van de chauffeurs.

  Janusz Zemke (S&D), na piśmie. – Polscy przewoźnicy są obecnie największą grupą przedsiębiorców drogowych na europejskim rynku. Codziennie po Unii Europejskiej kursuje 200 tysięcy ciężarówek z Polski, a transportem międzynarodowym zajmuje się 32 tysiące przedsiębiorstw. Potrafią one umiejętnie wykorzystać wstąpienie Polski do Unii Europejskiej i pracować efektywnie na konkurencyjnym rynku.

Nie ma wątpliwości co do tego, że kierowcy ciężarówek muszą mieć dobre warunki pracy i godną płacę. Ponieważ są obciążeni pracą i przebywają często wiele dni poza domem, muszą mieć także zapewniony właściwy odpoczynek i bezpieczeństwo. Uważam w związku z tym za błąd prace nad rozwiązaniami, które wprowadzają dodatkowe obciążenia administracyjne przewoźników, nie poprawiając w rzeczywistości sytuacji bytowej kierowców.

Moim zdaniem dzisiaj istota wysiłków Unii Europejskiej i poszczególnych państw członkowskich powinna polegać na poprawie infrastruktury drogowej, w tym na budowie nowych parkingów, odpowiednio wyposażonych i bezpiecznych.
