  Kerstin Westphal, Berichterstatterin. – Herr Präsident, Frau Kommissarin, liebe Kolleginnen und Kollegen! Lassen Sie mich von einem Mann aus Franken berichten: Franz-Josef, 50 Jahre alt, körperbehindert und seit mehr als 20 Jahren arbeitslos. Seit letztem Jahr arbeitet er als kaufmännischer Mitarbeiter in einer Firma in der Nähe von Nürnberg. Der ESF hat das ermöglicht. 20 Langzeitarbeitslose in der Region haben über den ESF einen neuen Job gefunden.

Warum erzähle ich Ihnen das? Die europäischen Strukturfonds ermöglichen vieles. Sie sind nah bei den Menschen und können Leben tatsächlich wieder lebenswert machen. Sie schaffen Jobs, sie helfen bei der Bewältigung des Klimawandels, bei den Investitionen in Forschung, beim Bau von Infrastrukturen, bei grenzüberschreitenden Projekten. Die Strukturfonds sind ein Motor für Jobs und nachhaltiges Wachstum. Diesen Motor müssen wir tatsächlich auch am Laufen halten! Die Diskussion darüber hat begonnen.

Und ich gestehe: Ich mache mir Sorgen. Es gibt Stimmen, die die Kohäsionspolitik reduzieren wollen, ja sogar abschaffen wollen. Davor kann ich kann nur nachdrücklich warnen.

Die Strukturpolitik ist nicht nur Wachstumsmotor. Sie ist auch Ausdruck gelebter Solidarität. Europa, dieses abstrakte Wesen in Brüssel, in Straßburg, wird durch die Strukturfonds vor Ort auch tatsächlich erlebbar und erfahrbar. Das dürfen wir uns nicht kaputt machen lassen!

Gemeinsam mit den Schattenberichterstattern habe ich daher diesen Bericht verfasst. Ich glaube, es ist in der Tat ein guter Bericht, der die Wirklichkeit darstellt und welchen Wert vor allem auch die Kohäsionspolitik hat, der aber auch gleichzeitig den Finger in die Wunde legt. Denn natürlich besteht Verbesserungsbedarf. Das fängt bei der Bürokratie an.

Es kann doch nicht sein, dass potenzielle Antragsteller von Formularen und Vordrucken regelrecht erschlagen werden und dann entnervt aufgeben und beschließen, vielleicht gar keinen Antrag zu stellen. Es kann auch nicht sein, dass die Verwaltungsbehörden unter ständiger Angst leiden, irgendeinen Fehler zu machen und dann an den Pranger gestellt zu werden.

Wir brauchen eine Vereinfachung der Regeln. Und wir brauchen flexiblere Regeln.

Wir und die Regionen müssen in der Lage sein, auf neue Herausforderungen zu reagieren. Vielleicht stehen im Jahr 2024 ja ganz neue Herausforderungen an, die wir mit europäischen Strukturfonds auch leisten und bewältigen müssen. Deshalb fordern wir in dem Bericht eine einfache Umprogrammierung.

Lassen Sie mich zum Abschluss noch etwas zur morgigen Abstimmung sagen. Ich habe es ja bereits erwähnt: Die Zukunft der Strukturfonds steht tatsächlich auf dem Spiel. Mein Wunsch ist es, dass das Parlament hier ein klares, starkes Signal setzt für die Beibehaltung der Kohäsionspolitik.

Gleichzeitig wissen vor allem die Kolleginnen und Kollegen aus dem REGI: Im Ausschuss gibt es zwei Streitpunkte, wo unsere Fraktionen sehr, sehr unterschiedliche Auffassungen haben. Das eine betrifft die Makro-Konditionalität und das andere die sogenannte „golden rule“. Zu beiden Themen gibt es morgen Änderungsanträge. Ich verstehe den Wunsch der Grünen genauso wie den von Teilen meiner eigenen Fraktion, die eben gegen die Makro-Konditionalität sind, aber es nicht in dem Bericht erwähnen wollen. Ich weiß aber auch, dass die Makro-Konditionalität hier in diesem Haus Befürworter findet, die sie sogar verstärken wollen.

Liebe Kolleginnen und Kollegen, ich bitte Sie daher ganz, ganz herzlich: Lassen Sie uns diesen Kampf später führen! Lassen Sie uns morgen ein starkes Signal senden, an die Mitgliedstaaten, an die Kommission: Wir, das Europäische Parlament, wir wollen eine moderne, finanzstarke, entbürokratisierte Kohäsionspolitik. Wir wollen eine Kohäsionspolitik für alle Regionen, und wir wollen eine Kohäsionspolitik, die für die Menschen gemacht wird, mit einfacheren Verfahren, mit besseren Ergebnissen. Mit einem starken Signal werden wir Gehör finden.

  Daniel Buda, Raportor. – Domnule președinte, doamna comisar, doamnelor și domnilor colegi, în primul rând doresc să mulțumesc tuturor celor care au contribuit la realizarea acestui proiect de inițiativă, Unității de comunicare din cadrul DG REGIO, reprezentanților Comitetului Regiunilor pentru contribuțiile aduse, secretariatelor grupurilor politice pentru sprijin și cooperare și, bineînțeles, raportorilor din umbră.

Vizibilitatea investițiilor europene și creșterea comunicării rezultatelor au devenit o preocupare la nivelul instituțiilor Uniunii Europene. Propunerea de raport vine cu idei concrete și instrumente adaptate pentru creșterea gradului de comunicare în privința fondurilor structurale.

Comisia a prezentat la finalul lunii martie la Luxemburg miniștrilor din statele membre propuneri concrete pentru creșterea vizibilității politicii de coeziune. Totodată, se pregătește un plan de acțiune privind metodele de comunicare a politicii de coeziune. În același timp, președinția malteză a recunoscut lipsa de vizibilitate a politicii de coeziune și confirmă acordul la nivelul Consiliului asupra metodelor prin care statele membre pot demonstra mai clar că această politică are un impact direct și pozitiv asupra vieții cetățenilor Uniunii Europene.

Am pornit în acest raport de la faptul că vizibilitatea în cadrul politicii de coeziune, precum și oportunitățile de finanțare sunt o responsabilitate a autorităților locale și regionale. Acestea sunt interfața cea mai apropiată de cetățean, beneficiind, după cum știm cu toții, de un grad ridicat de încredere. Pe de altă parte, deși politica de coeziune este finanțată cu un buget de peste 350 de miliarde de euro, efectele pozitive sunt cunoscute la un nivel scăzut de către cetățeni, iar concluzia evidentă a fost că metodele de comunicare nu au fost întotdeauna cele mai eficiente.

După cum am subliniat în conținutul propunerii, doar o treime dintre cei chestionați în Eurobarometrul din 2015, și subliniez, doar o treime, au auzit de proiectele finanțate prin politica de coeziune și de efectul pozitiv asupra vieții lor.

În acest context se impune, așadar, o mai bună coordonare între autoritățile publice, partenerii sociali și economici, dar și societatea civilă, pentru o comunicare eficientă a obiectivelor Uniunii Europene, cu scopul de a crește interesul cetățenilor față de apartenența la proiectul comun european.

Împreună cu colegii din Comisia REGI am insistat ca propunerea de regulament Omnibus să cuprindă un procent obligatoriu în cadrul asistenței tehnice dedicate publicității, având în vedere faptul că valorile procentuale utilizate în prezent sunt foarte reduse, în unele state aproape inexistente.

În același timp, am cerut un set de cerințe mai stricte pentru publicitatea proiectelor finanțate de Uniunea Europeană, deoarece s-a demonstrat că doar un simplu panou publicitar care să ateste prezența investițiilor prin fonduri europene nu este suficient.

În același timp, am atras atenția și asupra nevoii de a clarifica cadrul de reglementare pentru instrumentele dedicate comunicării, deoarece nu sunt puține cazurile în care beneficiarii evită să acceseze aceste instrumente din cauza lipsei de coerență a legislației în vigoare și, bineînțeles, de teama sancțiunilor ce pot interveni ulterior.

Pe termen lung, atingerea obiectivelor stabilite se poate realiza numai cu implicarea tuturor partenerilor relevanți în procesul decizional.

Este nevoie de dezvoltarea unor instrumente sau platforme de animare, având în vedere metodele actuale de guvernanță participativă, prin implicarea cetățenilor într-un proces participativ de întocmire a bugetului. Accesul tot mai deschis la informații confirmă faptul că cetățenii doresc să fie chestionați cu privire la oportunitatea proiectelor de dezvoltare de la nivelul comunităților locale. Se impun, prin urmare, instrumente adaptate, având în vedere evoluțiile tehnologice și accesul tot mai larg al publicului la mijloacele digitale actuale.

Nu în ultimul rând, și cu asta închei, domnule președinte, un obiectiv nou propus în raport este externalizarea rezultatului politicii de coeziune în contextul viitoarei strategii de comunicare. Comisia ar trebui să adopte strategii de comunicare diferite pentru statele membre net contribuitoare, respectiv pentru cele net beneficiare.

  Искра Михайлова, докладчик. – Неотдавнашната поредица от земетресения в Италия имаше пагубно въздействие върху засегнатите райони. Но не са само тези природни бедствия, които се случват в Европа – пожари в Португалия, наводнения в Румъния, само преди няколко часа земетресение в Западна Турция, което засегна Южна България и част от Гърция. Необходими са мащабни възстановителни работи с цел да се помогне на населението, особено в италианските региони, да живее при достойни условия и да се съхрани културното наследство на засегнатите региони.

Освен първоначалната подкрепа, предложена от фонд „Солидарност“ на Европейския съюз, на държавите членки биха могли да бъдат предоставени допълнителни суми от Европейския фонд за регионално развитие за възстановяване на региони, засегнати от големи природни бедствия. За да се предостави такава допълнителна помощ на държавите членки, засегнати от природни бедствия, общата правна уредба, установена за европейските структурни и инвестиционни фондове, трябва да бъде изменена.

Европейската комисия предложи да бъде изменен чл.120 от Регламента за общоприложимите разпоредби, като се въведе отделна приоритетна ос за проекти за възстановяване, подкрепени от Европейския фонд за регионално развитие в рамките на оперативните програми. Комисията предложи ставката за съфинансиране да достига до 100% за тези проекти.

Операциите, избрани от управляващите органи, ще бъдат финансирани в рамките на приоритетната ос единствено ако са свързани с възстановителни дейности, в отговор на голямо или регионално природно бедствие, съгласно определението в Регламент 2012/2002 за създаване на фонд „Солидарност“. Предложението няма отражение върху бюджета, като предложените дейности остават в рамките на общия размер на разпределените средства за периода 2014-2020 г., като целият пакет остава непроменен.

Докладът, който представям днес, подкрепя предложението на Комисията като фокусирано и неутрално от бюджетна гледна точка решение. Той изтъква, че политиката на сближаване трябва да се приспособи към нови предизвикателства и да осигури бърза реакция на всички държави членки, чиито региони са засегнати от големи природни бедствия. В резултат на проведени междуинституционални преговори, Европейският парламент и Съветът постигнаха политическо споразумение относно законодателното предложение на Комисията. Последва приемане с голяма подкрепа на предложението в комисията по регионално развитие.

В тази връзка предлагам на вашето внимание поправка към законодателното предложение на Комисията, която включва, от една страна, подкрепа чрез Европейския фонд за регионално развитие до 95% съфинансиране в рамките на оперативна програма, но от друга страна, запазва предложения при първоначалния доклад на Парламента праг от 5% върху националното разпределение на Европейския фонд за регионално развитие за съответната страна член.

Политическото споразумение, което постигнахме, е израз на нашата солидарност. То показва разбирането ни, че всички ние сме уязвими, във всеки регион е възможно да се случи природно бедствие и ние следва взаимно да си оказваме подкрепа за справяне с тези предизвикателства, като предлагаме подкрепа за възстановяване на засегнатите райони.

Бих искала да ви обърна внимание в контекста на днешния дебат за кохезионната политика, че политиката за сближаване трябва да се приспособи към нови предизвикателства. Както в случая, да може да осигури бърза, адекватна реакция на всички държави членки, чиито региони са засегнати от природни бедствия. Трябва да бъде създадена проста, ефективна и ефикасна процедура за реагиране при непредвидени обстоятелства. Това прави Комисията с предложението си, това предлагаме ние с този доклад, който представям днес.

  Corina Crețu, Member of the Commission. – Mr President, let me start by thanking Parliament’s Committee on Regional Development, the Chair Iskra Mihaylova for organising this meeting, as well as honourable Members Kerstin Westphal and Daniel Buda for their reports.

As regards Ms Kerstin Westphal’s report on building blocks for a post-2020 EU cohesion policy, the Commission welcomes their valuable contribution to current reflections on the future of Europe and to the next multiannual financial framework. This is a very timely input, in particular in view of our Cohesion Forum at the end of June. The Commission shares most of the views of this report. In particular, we believe, as you believe, that cohesion policy is more necessary than ever. As all three rapporteurs have underlined here, the European Union is facing tough challenges, such as globalisation, migration, which go beyond national borders, and this is where the European Union’s cohesion policy can make a difference.

Cohesion policy, as Ms Westphal said, empowers thousands of stakeholders throughout the European Union to tap into each region’s potential and make the best of innovation and smart specialisation, making sure that every EU region, no matter whether it is north, south, east or west, is better armed and resilient against globalisation, making sure that every European Union citizen can have access to the same opportunities.

So this policy works, but for the future it needs to strike a balance between change and stability, keeping what works, assessing carefully the costs and benefits of changes, providing the incentives for targeted structural reforms, to ease the link between investment, growth and jobs, enabling all funds to closely work together and exploiting to the largest possible extent the potential for simplification. But I hope you all agree with me that this is not sufficient. Our policy delivers, but we also have to make sure that EU citizens are aware of that. There is a long tradition in communicating the cohesion policy but now we need to do even better.

And that links me to the next report by Mr Buda but I shall not continue without once again thanking Ms Westphal, and also the shadow rapporteurs and all the team who worked on this report, for their efforts and their contributions. I shall now switch to my language because the rapporteur is Romanian.

Comisia Europeană apreciază foarte mult și raportul domnului Buda cu privire la consolidarea angajamentului partenerilor și a vizibilității fondurilor europene structurale și de investiții.

La fel ca și dumneavoastră, toate studiile noastre, așa cum ați subliniat, toate studiile noastre arată că foarte mulți oameni nu sunt încă informați în legătură cu ceea ce Uniunea Europeană face pentru pentru ei, în ciuda investițiilor pe termen lung, a tuturor școlilor, a spitalelor și a locurilor de muncă create.

Și, am mai spus o dată, provenim din aceeași regiune, eu am descoperit de-abia candidând pentru postul de parlamentar european faptul că în Cluj-Napoca liniile de tramvai sunt sponsorizate din fonduri europene. Cred că trebuie să facem un efort colectiv. De asemenea, în Sofia, săptămâna trecută, am extins linia de metrou și nu cred că foarte mulți cetățeni din Sofia știu faptul că deja beneficiază și merg cu metroul din Sofia cofinanțat în proporție de 95 % din fonduri europene.

Deci cred că trebuie să facem un efort mai mare. Suntem într-o situație, aș putea spune, uneori dramatică. În ciuda acestor investiții, știm foarte bine că această politică de coeziune este mai atacată ca niciodată. Nu este deja un secret pentru nimeni acest lucru. De aceea, mă bucur că avem acest raport, mă bucur că am căzut de acord în privința necesității creșterii comunicării în privința fondurilor europene și a ceea ce fac aceste fonduri europene pentru viața de zi cu zi a cetățenilor. Așa cum ați arătat și dumneavoastră, suntem cu toții îngrijorați de lipsa de vizibilitate a politicii de coeziune. Ați cerut ca acest aspect să fie rezolvat și astăzi, împreună cu doamna comisar Thyssen, ne-am propus să ne unim forțele cu statele membre și să consolidăm profilul investițiilor noastre.

De asemenea, acesta a fost și mesajul pe care l-am transmis și săptămâna trecută la Consiliul ministerial informal din Malta în prezența tuturor miniștrilor din cele 28 de state membre. Comunicarea cu privire la politica de coeziune reprezintă o responsabilitate comună, așadar ar trebui să fie un efort comun. Nu poate fi doar Comisia Europeană singura care acționează în această privință. Știți foarte bine că, în orice țară merg, vizitez oricâte proiecte pot ca persoană, dar statele membre, Parlamentul, Comitetul Regiunilor, autoritățile locale și regionale, societatea civilă ar trebui să își aducă, de asemenea, contribuția. Și știu că foarte mulți dintre dumneavoastră faceți acest lucru.

Eu cred că trebuie să povestim, să împărtășim poveștile de succes ale milioanelor de întreprinderi mici și mijlocii care au beneficiat în ultimii zece ani de ajutor din partea fondurilor europene. Ar trebui să povestim mai mult despre antreprenorii ale căror visuri se îndeplinesc în sfârșit, despre mamele care pot în sfârșit să își găsească de lucru datorită fondurilor europene, mulțumită noilor oportunități pe care le oferă piața muncii.

De fapt, cred că ar trebui să menționez câteva inițiative promițătoare care au fost deja lansate, precum broșura germană cu privire la poveștile de succes sau planul de comunicare „Let stars shine, engage in citizens, in the EU”, să lăsăm stelele să strălucească, implicându-i pe cetățeni în privința prezentului și viitorului Uniunii Europene, elaborată de nouă membri ai Parlamentului conduși de domnul Lambert van Nistelrooij. Contez însă pe sprijinul și pe ideile dumneavoastră pentru a ne asigura că această politică va însemna vești bune pentru 500 de milioane de europeni.

Am luat notă de propunerile dumneavoastră. Vreau să știți că și până acum în programele operaționale existau bani pentru comunicare. Cred că nu ar fi inutil să vedem cum acești bani, destinați comunicării, au fost cheltuiți pentru fiecare program operațional în parte, mai ales pentru programele mari. Așa cum spuneați dumneavoastră, cred că trebuie mai multă claritate, mai multă transparență, să vedem ce înseamnă comunicare, ce înseamnă publicitate și sigur că aici trebuie să contăm foarte mult și pe sprijinul colegilor noștri din mass-media, care ar trebui să ne ajute cu publicarea acestor povești de succes.

Finally, concerning natural disasters, I would like to warmly thank this House and Madam Chair Iskra Mihaylova for your efforts to reach a swift agreement on natural disasters despite the difficulties. So now we will be able to help the Member States cover from the Structural Funds 95% of all the damage caused by natural disasters.

As we speak, there is an earthquake in Greece. Last year it was Italy, and we expressed our sympathy for the people in Italy. Now, we have an earthquake in the Aegean Sea in Greece, in Chios and Lesbos, Aegean islands which I will visit as from tomorrow. Especially in this time of crisis: they are all hit by the migrant crisis, and now we have this earthquake. My sympathies go to the people of Greece especially, today.

As I said, this dossier has an important political significance. We wanted from the very beginning to send a clear political signal that Europe cares about its citizens and that it is willing and able to provide help quickly. As I said, yesterday it was Italy, today it is Greece, tomorrow it could be Sweden or other countries. Therefore, it was important to urgently conclude an agreement and I believe that, under these circumstances, the compromise reached is reasonable. Thank you, and of course I am looking forward to our debate.

  Jan Olbrycht, autor projektu opinii Komisji Budżetowej. – Pani Komisarz! Panie Przewodniczący! Debata w Parlamencie Europejskim na temat przyszłości polityki spójności odbywa się w bardzo ważnym momencie. Po pierwsze, Parlament Europejski rozpoczął prace nad przyszłą perspektywą finansową i bardzo dokładnie obserwujemy to, co się dzieje w Komisji, i z niecierpliwością czekamy na dokument refleksyjny, który pani komisarz z panem komisarzem Oettingerem przygotowuje na koniec czerwca. Bardzo jesteśmy zainteresowani, co w tym dokumencie się pojawi, to będzie rzutowało na przyszłe działania. Równocześnie kilka rządów ważnych w Europie wypowiedziało się na temat polityki spójności i to także bardzo dokładnie Parlament obserwuje.

Niezwykle ważne są dla nas wnioski z Malty, ponieważ w pracach na Malcie rzeczywiście próbowano przetłumaczyć scenariusze na przyszłość dla polityki spójności. To jest pierwsza tego typu próba pokazująca, jakie są wymierne konsekwencje poszczególnych rozwiązań dotyczących Unii Europejskiej.

Dyskusja na temat przyszłości Unii Europejskiej tak naprawdę jest dzisiaj dyskusją na temat w ogóle Unii Europejskiej, czym ma być Unia Europejska, czym mają być jej polityki, w jaki sposób ona ma funkcjonować. Kwestia samego kształtu polityki spójności po części ma charakter zasadniczy, po części techniczny, ponieważ z jednej strony wiemy dobrze, że polityka spójności jest kluczem do Unii Europejskiej, a z drugiej strony wiemy, że na przykład nie można będzie dokonywać żadnych zmian przy następnej perspektywie, o czym pani komisarz mówiła, ponieważ opóźnienia w tej perspektywie są tak duże, że nie można sobie pozwolić na kolejne wymyślanie nowych metod i nowych rozwiązań. Dzisiaj dla nas najważniejsze jest uproszczenie, symplifikacja i dla nas najważniejsza jest odpowiedź na pytanie, co z dzisiejszej perspektywy polityki spójności powinno być wzmocnione i przedłużone, i to jest właściwie klucz do całej sprawy i to będzie argument na rzecz utrzymania tej polityki w przyszłości.

  Claude Rolin, rapporteur pour avis de la commission de l’emploi et des affaires sociales. – Monsieur le Président, Madame la Commissaire, seuls 34 % des Européens déclarent avoir entendu parler de projets cofinancés par l’Union européenne pour améliorer leur région, la région dans laquelle ils vivent. Ces projets sont pourtant nombreux. Ils sont essentiels à la cohésion régionale et sociale et ils ont un rôle important dans la réduction des disparités.

Il est essentiel de donner plus de visibilité à ces projets, car ils sont l’image concrète de l’action de l’Union européenne.

Il est et il demeure important de communiquer sur la valeur ajoutée européenne des projets qui sont financés.

Comme rapporteur sur ce dossier pour la commission de l’emploi et des affaires sociales du Parlement, je souligne les effets de ces projets sur les plans de la création d’emplois et de l’intégration sociale.

Il importe également de réduire la charge administrative, sans réduire les contrôles, afin de permettre un accès plus facile pour les petites et moyennes entreprises, en particulier celles situées dans des zones rurales.

Enfin, j’insiste sur l’importance de garantir la participation des partenaires sociaux et des acteurs de terrain. Ils doivent pouvoir être associés aux différentes étapes de la programmation, de la mise en œuvre ainsi que du suivi et de l’évaluation de l’utilisation de ces fonds.

Sprawozdanie na temat elementów składowych polityki spójności po 2020 roku ma stanowić wkład Parlamentu Europejskiego w dyskusję na temat jej przyszłych priorytetów. Uważam za niezwykle istotne, abyśmy mieli wypracowane jasne i wspólne stanowisko. Nie ulega wątpliwości, że polityka spójności stanowi jeden z filarów Unii Europejskiej i jako unikalne na skalę światową narzędzie jest marką i unijnym znakiem rozpoznawczym w naszych miastach i regionach. To dzięki niej udało się złagodzić skutki kryzysu, a teraz ponownie pobudzane są inwestycje.

Dlatego chcemy zdecydowanie zakomunikować: polityka spójności po 2020 roku musi zachować swoje ważne miejsce w budżecie unijnym, stanowiąc przynajmniej taką samą jego część jak w obecnej perspektywie finansowej, gdyż jest korzystna dla całej gospodarki Unii. Co oczywiste, choć polityka spójności dobrze wypełnia swoje zadania, należy cały czas pracować nad maksymalizacją jej potencjału. Stąd ważne propozycje dalszych uproszczeń proceduralnych i przede wszystkim, co zawsze podkreślam, większej elastyczności, tak by mogła ona lepiej reagować na nieprzewidziane wydarzenia, a władze lokalne i regionalne miały możliwość swobodnego dostosowywania jej do lokalnych priorytetów i realiów.

Apeluję także, abyśmy mieli świadomość, iż polityka spójności stanowi integralną część całej gospodarki europejskiej. W związku z tym należy zachować wyważone podejście do jej powiązania z procesami zarządzania gospodarczego.

  Derek Vaughan, on behalf of the S&D Group. – Mr President, as shadow rapporteur I wanted to say a few words on the Natural Disasters Agreement. We started discussions with differences between Parliament, the Council and the Commission. And indeed, there are also differences between the political groups within this Parliament. So it is a huge achievement but we managed to get a common position in Parliament and then a compromise agreement with the Council. Now, of course, it is important that the money goes to Italy as soon as possible, so the people there can benefit from these Structural Funds.

I also wanted to say a few words on the future of cohesion policy. I want to thank the rapporteur for her report and the Commissioner for her excellent words. I think we

in this Parliament can actually learn something from our discussions on the national disasters issue. We were much stronger in those negotiations because we were united and therefore we also need to be united in our position on the future of cohesion policy. If we are united and speak with one voice it will be much more difficult for others to ignore us.

I would say that, at this stage, we should not be talking about detailing too much. Detail can come much later, because at the moment there is so much on which we can agree with, we need to agree an adequate budget cohesion policy, that all regions should get something, that there should be more for poorer Member States. We should agree on simplification, we should agree that there should be a greater focus on performance, but the main thing today is to agree this report and to start the fight for the future of cohesion policy.

  Ruža Tomašić, u ime kluba ECR. – Gospodine predsjedniče, osnovna ideja Europske unije je otvorena politička suradnja i slobodna ekonomska razmjena između država koje su prirodno upućene jedne na druge, dijele iste vrijednosti i žele ostvariti iste ciljeve u budućnosti. Da bi to bilo moguće, europske nacionalne države moraju imati približno slične startne pozicije, jer će se u protivnom probuditi stari animoziteti i osjećaj da u ovom odnosu postoje oni koji profitiraju i oni koji su iskorištavani. Dođemo li do te točke, ideja europske integracije bit će ozbiljno ugrožena.

Ključna je uloga kohezijske politike upravo u osiguravanju slične startne pozicije za sve unatoč različitim povijesnim okolnostima u kojima su se sadašnje države članice razvijale. Cilj je na principu solidarnosti stvoriti Europu jednakih mogućnosti i od toga ne smijemo odustati. Kohezijska politika mora biti sačuvana unatoč političkim krizama poput Brexita, treba biti lišena administrativnih barijera i maksimalno pojednostavljena.

Sredstva iz različitih fondova moramo integrirati, a programe unaprijed pripremati na razini regija i država članica kako se ne bi ponovila loša iskustva iz prethodnog financijskog razdoblja. Podržavam i jačanje administrativnih kapaciteta, ali naglašavam kako to ne smije značiti povećanje opsega administracije, nego povećanje njezine učinkovitosti. Daljnju birokratizaciju moramo izbjeći pod svaku cijenu!

  Matthijs van Miltenburg, namens de ALDE-Fractie. – We bespreken vandaag de bouwstenen om tot een cohesiebeleid na 2020 te komen. Een cohesiebeleid 2.0. Maar laten we daarbij het goede van het huidige beleid behouden, zoals bijvoorbeeld de ex-antevoorwaarden en de thematische concentratie.

Zo zouden ook na 2020 nog steeds alle regio's in Europa voor middelen uit structuur- en investeringsfondsen in aanmerking moeten komen. Zij brengen immers de Europese strategie van groei en verduurzaming in de praktijk.

Of die strategie nou Europa 2020 heet of straks wellicht Europa 2030, de brexit betekent wellicht dat het cohesiebeleid het na 2020 met minder middelen zal moeten doen. Dat betekent dan ook dat we nog sterker moeten sturen op resultaten in het cohesiebeleid. Daarom moet er een sterke koppeling tot stand worden gebracht met noodzakelijke structurele hervormingen in de achterblijvende landen en regio's, een koppeling tot stand worden gebracht met de opvolging van landenspecifieke aanbevelingen, met de zorg voor goed economisch bestuur door een evenwichtig verband te leggen tussen het cohesiebeleid en het Europees semester, met het behoud van macro-economische conditionaliteit en met eerbiediging van afspraken uit het stabiliteits- en groeipact. Dat is voor de ALDE-fractie noodzakelijk om de euro's die we met het cohesiebeleid investeren ook goed te kunnen laten renderen.

We zien de doorontwikkeling van het cohesiebeleid na 2020 ook als een kans. Een kans om een sterkere stedelijke dimensie aan te brengen. Een kans om verder te gaan op het pad van vereenvoudiging van de fondsen. Een kans om Interreg meer slagkracht te geven, zodat het cohesiebeleid ook na 2020 hét investeringsbeleid blijft voor samenhang in Europa met slimme, duurzame en inclusieve groei.

  Younous Omarjee, au nom du groupe GUE/NGL. – Monsieur le Président, Madame la Commissaire, le dernier sommet, qui s’est tenu à La Valette, renforce nos inquiétudes, puisque quatre des cinq scénarios qui ont été présentés annoncent des coupes sombres pour l'après-2020.

À cette inquiétude budgétaire s’ajoute l’inquiétude de ce que nous entendons d’États membres comme l’Allemagne, par exemple, qui évoque purement et simplement la possibilité d’une remise en cause des catégories de régions, ce qui est très grave.

En fait, la réalité, c’est que la politique régionale est devenue très attaquée et est désormais vouée à être dénaturée. Dénaturée, elle l’est déjà par les mesures de surveillance et de punition que sont les conditionnalités macroéconomiques; dénaturée, elle l’est encore quand elle vient à jouer ce rôle de variable d’ajustement du Semestre européen; dénaturée, elle le sera aussi, si les instruments financiers venaient à se substituer aux subventions.

De tout cela, nous ne voulons pas, et les régions les moins développées n’en veulent pas non plus. Ce que nous voulons, c’est une grande politique régionale ancrée dans la solidarité, performante, fidèle à sa vocation assignée par les traités.

Plus que jamais, l’Union européenne a besoin d’une grande politique de solidarité. C’est le sens du rapport Westphal et c’est ce à quoi nous devons travailler ensemble.

  Terry Reintke, on behalf of the Verts/ALE Group. – Mr. President, cohesion policy is not just an exchange of money, it is a lived European solidarity. Cohesion policy can change the livelihoods of millions of citizens in the European Union, create a better life for the many, not just the few – if it is done well. Cohesion policy can let this continent grow together much faster and closer than before, but it can also tear it apart and that’s why we need to make it better.

First of all, we need to invest in the future. Big money, big business will not solve the problems that Europe is facing today. That is why we do not just need any investment but sensible investments to fight inequality, to create jobs, to revolutionise our energy systems and to create a sustainable economy.

Secondly, we should not punish those who actually need our support the most. Sometimes in politics we hide behind technical terms to cover up problems and controversies. ‘Macroeconomic conditionality’ is one of those terms. Most Europeans probably don’t even know what this means and there are some politicians who actually don’t want them to know what it means, because they can have a devastating effect on their lives. It is very often punishing those countries who are in most need of European support. And anyway, why should a local NGO supporting long-term unemployed people pay for the possible mistakes that their government have been making. Macroeconomic conditionality is simply wrong, and this Parliament has been opposed to macroeconomic conditionality in the past and we should keep up this fight even if the Council and Commission are pushing us to change our position.

Lastly, we need to gear up the fight against fraud and corruption. Cohesion policy is not only about economic and social affairs, it goes deeply into questions of rule of law. We cannot have Europeans losing trust in the whole system because of those who are undermining its credibility. That is why we need a functioning European Public Prosecutor and mechanisms to end corruption. Yes, there are forces in the Council who want to get rid of cohesion policy altogether, but instead of being afraid of them we should pick up this battle; we should stand up and tell them: ‘Bring it on!’ We are ready to fight for cohesion policy for the future.

  Rosa D'Amato, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, finalmente un dibattito sul futuro della politica di coesione, sulla politica di coesione post 2020, anche in plenaria.

In commissione, il nostro voto su questa relazione è stato favorevole, grazie soprattutto all'esclusione del cofinanziamento nazionale dal Patto di stabilità e crescita, come noi del resto abbiamo richiesto sin dall'inizio della legislatura. Questo paragrafo però adesso è fortemente a rischio per un emendamento presentato da PPE, ALDE e S&D.

Mentre la Großkoalition fa emendamenti che affossano le nostre economie, il Movimento 5 Stelle ne fa altri per i cittadini, contro la macrocondizionalità, contro la possibilità di sospendere i fondi se non si eseguono le vostre assurde raccomandazioni specifiche per paese.

Colleghi, se come Parlamento non siamo capaci di approvare la proposta della golden rule sugli investimenti, che osi criticare il meccanismo perverso della macrocondizionalità, come facciamo a negoziare con il Consiglio la difesa della futura politica di coesione? Con che faccia ci possiamo presentare davanti alle regioni, ai comuni e ai cittadini i cui progetti rischiano di essere sospesi e non programmati, perché i governi non avrebbero rispettato delle regole assurde?

Un po' di coraggio, colleghi, il coraggio che avete avuto votando le riforme strutturali. Abbiate lo stesso coraggio per andare contro le misure di austerità imposte. Svegliamoci e diamo segni della nostra esistenza come colegislatori, prima che sia troppo tardi, prima che la politica di coesione sia cancellata da Katainen e da Dombrovskis ...

  Olaf Stuger, namens de ENF-Fractie. – Vandaag wilde ik eigenlijk spreken over de verspilling van cohesiefondsen, maar de actualiteit heeft mij ingehaald. Kort geleden was het al raak bij het huurcontract van het Geneesmiddelenbureau. Daar bleken de goochemerds van de EU een huurcontract te hebben afgesloten voor 30 jaar, zonder tussentijdse opzegmogelijkheid. En dan natuurlijk niet zomaar een wijk, het was Canary Wharf. Kosten voor de belastingbetaler: 350 miljoen euro.

En vandaag weer een mooie: het Paul-Henri Spaakgebouw in Brussel, u kent het, staat na 24 jaar op instorten en de kosten voor de nieuwbouw: 340 miljoen euro. Wie gaat het betalen? De belastingbetaler. Als de EU niet eens in staat is om een fatsoenlijk kantoorgebouw neer te zetten, waarbij ze er met de neus bovenop zit, hoe is ze dan in vredesnaam in staat om 27 landen van de EU aan te sturen?

Dan is er nog het Bureau voor fraudebestrijding OLAF, dat over het jaar 2015 maar liefst 631 miljoen euro aan fraude heeft ontdekt. Het blijkt maar weer dat de geldverspilling van de EU zich niet beperkt tot de cohesiefondsen. Ik hoop dat we hier allemaal zo snel mogelijk een einde aan maken en dat we ons weer bezig kunnen gaan houden met nuttige zaken.

  Zoltán Balczó (NI). – Elnök Úr, az Európai Unió alapszerződései célul tűzik ki népeink fejlődésének elősegítését, hangsúlyozva, hogy a gazdasági integráció elő kell, hogy segítse az életszínvonal emelkedését is. Ennek legfontosabb eszköze a kohéziós politika. A jelentés szerint 2008 után a tagállamok és a régiók közötti különbségek erőteljesen nőttek, a társadalmi és gazdasági egyenlőtlenségek egyre súlyosabbá váltak. A különbségek élesen mutatkoznak meg a munkabérekben. A 13 évvel ezelőtt csatlakozott országok lakossága elsősorban ennek alapján ítéli meg, hogy az ún. „uniós projekt” sikeres vagy sikertelen. Az Unión belüli bérszakadék a fejlett országoknak sem jó. A fejletlenebb országokból milliók kényszerülnek a megélhetésért munkát vállalni a fejlettekben, ott lenyomva a bért és társadalmi feszültséget okozva.

Ezt felismerve indította el a Jobbik Magyarországért Mozgalom azt az európai polgári kezdeményezést, amely az európai bérek felzárkóztatását tűzte ki célul, hét országban találva ehhez partnereket. Az Európai Bizottság befogadta ezt a kezdeményezést, ezzel elismerve annak jogosságát, és vállalva, hogy ha összegyűlik az egymillió aláírás, jogi aktusokat kezdeményez. Ennek egyik fontos területe lehet egy új kohéziós politika, amelyik támogatja a humánerőforrás-fejlesztést és a nagy hozzáadott értéket előállító vállalatokat, így tehát magát a munkabérek növekedését is.

  Salvatore Cicu (PPE). – Signor Presidente, onorevoli colleghi, sulle politiche attive di coesione che riguardano i nostri territori e riguardano la credibilità della tenuta dell'Unione europea, io intervengo in maniera particolare con riferimento all'aspetto del Fondo di solidarietà e con riferimento al finanziamento da dedicare alle zone terremotate.

Credo che sia centrale, all'interno di questo contesto, sostenere e destinare la nostra dedizione e la nostra attenzione a coloro che hanno vissuto e vivono dei momenti drammatici perché non si tratta solo dell'aspetto umano che prevale su tutto, ma si tratta di un sistema, quello economico, della nostra piccola e media impresa, del nostro sistema agricolo, dei nostri bottegai e dei nostri artigiani, che perdono la speranza e devono trasferirsi dai loro luoghi di origine, senza possibilità di capire qual è la prospettiva. Credo che, con questo tipo di politica ci sia un avvicinamento dell'Unione europea ai nostri territori e quindi alla politica di coesione.

  Constanze Krehl (S&D). – Herr Präsident, liebe Frau Kommissarin! Mit dem Bericht von Frau Westphal möchten wir als Parlament eine starke Position zur Zukunft der europäischen Kohäsionspolitik äußern. Wir brauchen das, um in den Verhandlungen stark auftreten zu können. Aber wir brauchen das auch, um die Kommissarin in ihrem Engagement für eine wirkliche, gute Kohäsionspolitik zu unterstützen, nicht für ein Rumpfprogramm der Kohäsionspolitik. Wir brauchen dieses Investitionsprogramm, und zwar als Möglichkeit der Solidarität zwischen allen Regionen, und zwar auch in jede Richtung. Wir müssen Unterstützung geben beim Kampf gegen Arbeitslosigkeit, vor allen Dingen gegen die viel zu hohe Jugendarbeitslosigkeit. Wir brauchen Investitionen im Kampf gegen Armut. Und dazu ist es natürlich am sinnvollsten, wirklich eine nachhaltige moderne wirtschaftliche Entwicklung zu fördern und damit vor allen Dingen eben auch kleineren und mittleren Unternehmen Unterstützung zu geben.

Lassen Sie mich noch eine Bemerkung dazu sagen: Wir müssen vor allen Dingen auch Start-up-Unternehmen fördern, die das Risikokapital nicht alleine aufbringen können, wo es wirklich nur die Europäische Union ist, die bereit ist, hier zu investieren. Ich war letzte Woche in Nordschweden und habe dort hervorragende Beispiele gefunden, wo genau dieses umgesetzt wird. In einer dünn besiedelten Region werden Zukunftsideen unterstützt und umgesetzt und damit Arbeitsplätze geschaffen und Perspektiven für eine Region, die vielleicht manchmal gedacht hat, dass sie ein wenig weit weg ist von Brüssel und ein wenig abgehängt ist. Das müssen wir für alle Regionen umsetzen.

Und im Übrigen ist Deutschland dafür, dass es eine Kohäsionspolitik gibt, die alle Regionen unterstützt. Falls da ein Missverständnis aufgekommen ist – das ist die aktuelle Situation, und dafür kämpfen und streiten wir auch in Deutschland.

Wir brauchen Infrastruktur, wir brauchen den Kampf gegen den Klimawandel, wir brauchen Forschung und Innovation, wir brauchen gute Ideen. Und deswegen müssen wir als Abgeordnete des Parlaments, als Vertreter und Vertreterinnen der Wählerinnen und Wähler kämpfen für diese Kohäsionspolitik und uns stark machen für das, was wirklich das tägliche Leben der Menschen positiv beeinflusst. Lassen Sie uns morgen mit großer Mehrheit für diesen Bericht stimmen!

  Νότης Μαριάς ( ECR). – Κύριε Πρόεδρε, η πολιτική συνοχής της Ευρωπαϊκής Ένωσης οφείλει να στηρίξει τις χώρες που έχουν υποστεί τεράστια οικονομική ζημιά λόγω της κρίσης. Αυτό αφορά κυρίως τις χώρες της ευρωπαϊκής περιφέρειας, και ιδίως την Ελλάδα που υποφέρει από τις πολιτικές λιτότητας και βίαιης δημοσιονομικής προσαρμογής. Επιπλέον, η Ευρωπαϊκή Ένωση πρέπει να διαμορφώσει μια πολιτική αποτελεσματικής αποζημίωσης των χωρών της συνοχής που έχουν υποστεί ζημιές λόγω σεισμών, όπως είναι και οι ζημιές που προκάλεσε πριν λίγες ώρες στη Λέσβο ο καταστροφικός σεισμός των 6,1 Ρίχτερ. Ταυτόχρονα, κυρία Creţu, πρέπει να υπάρξει γενναία αποζημίωση και για τις τεράστιες καταστροφές λόγω κατολισθήσεων στο λιγνιτωρυχείο Αμυνταίου της ΔΕΗ, το Σάββατο, όπου η ζημιά ανέρχεται τουλάχιστον σε ένα δισεκατομμύριο ευρώ. Κοιτάσματα 25 εκατομμυρίων τόνων λιγνίτη, αξίας 500 εκατομμυρίων ευρώ, θάφτηκαν κυριολεκτικά κάτω από τόνους λάσπης, όπως και τέσσερις εκσκαφείς αξίας 80 εκατομμυρίων ευρώ. Πρέπει, λοιπόν, να ληφθούν σοβαρά μέτρα για να αντιμετωπιστούν και αυτές οι καταστροφές.

  Petras Auštrevičius (ALDE). – Mr President, cohesion policy’s title sounds different in all official EU languages but the meaning remains very much the same. A more accelerated national economic and social development, more rapid economic growth and increasing employment: this is the value added of cohesion policy.

Cohesion policy encourages solidarity between EU regions and contributes to the strengthening of the EU single market. It is therefore beneficial not only for the less, but also for the more, developed Member States. In future, cohesion policy should be more flexible, while at the same time based on reasonable conditionalities. While implementing long-term investment goals it should also be able to contribute to meeting the new challenges. For example, to ease the effects of the economic and financial crisis, to react to migration and refugees’ integration challenges, to deal with climate change, the digital agenda, innovation demand and energy safety issues, amongst many.

In order to retain its attractiveness cohesion policy should also be more simplified in all areas such as audit, state aid, public procurement and financial instruments, and I hope it is all achievable.

  Δημήτριος Παπαδημούλης ( GUE/NGL). – Κυρία Επίτροπε, το μήνυμα του Ευρωπαϊκού Κοινοβουλίου είναι ισχυρό και σαφές: η πολιτική συνοχής όχι μόνο πρέπει να συνεχιστεί μετά το 2020, αλλά πρέπει και να ενισχυθεί, γιατί οι κοινωνικές και περιφερειακές ανισότητες έχουν αυξηθεί τα τελευταία χρόνια, όπως και η ανεργία, η φτώχεια και η απόσταση ανάμεσα στις πλούσιες και τις φτωχές χώρες, τις πλούσιες και τις φτωχές περιφέρειες. Χωρίς ισχυρή πολιτική συνοχής, χωρίς έμπρακτη ευρωπαϊκή αλληλεγγύη, κινδυνεύει η ίδια η ευρωπαϊκή προοπτική. Διότι όταν όλοι μαζί δουλεύουμε για κάτι, αλλά οι πλούσιοι γίνονται πλουσιότεροι και οι φτωχοί φτωχότεροι, τότε η ίδια η Ευρωπαϊκή Ένωση θα αντιμετωπίσει τον κίνδυνο μιας διαλυτική κρίσης. Και, φυσικά, χρειάζεται επίσης λιγότερη γραφειοκρατία και περισσότερη διαφάνεια για να αντιμετωπιστούν και φαινόμενα διαφθοράς. Αλλά έχετε έναν ισχυρό σύμμαχο, κυρία Επίτροπε, στο Ευρωπαϊκό Κοινοβούλιο, γιατί ξέρετε πολύ καλά ότι, και μέσα στην Επιτροπή και ακόμη περισσότερο μέσα στο Συμβούλιο, υπάρχουν δυνάμεις που θέλουν την αποδυνάμωση της πολιτικής συνοχής.

Οι σεισμοί που έγιναν πριν λίγες ώρες στην Ελλάδα, όπως πριν λίγο καιρό στην Ιταλία, η κατολίσθηση ενός τεράστιου λιγνιτωρυχείου στη Βόρειο Ελλάδα χθες, δείχνουν την ανάγκη να ενισχυθεί o Ευρωπαϊκός Μηχανισμός Αλληλεγγύης. Ειδικά για τη χώρα μου, που υποφέρει από μια πολύχρονη λιτότητα και ύφεση επτά χρόνων, τα ευρωπαϊκά κονδύλια, και όχι απλώς τα κροκοδείλια ευρωπαϊκά δάκρυα, πρέπει να χρησιμοποιηθούν για να μειωθεί ο ανθρώπινος και κοινωνικός πόνος, να δημιουργηθούν θέσεις εργασίας. Ο ευρωπαϊκός Βορράς πρέπει έμπρακτα να δείξει όχι μόνο στον ευρωπαϊκό Νότο αλλά και στην Ανατολική Ευρώπη την αλληλεγγύη του, ενισχύοντας και όχι υπονομεύοντας την πολιτική συνοχής.

  James Carver (EFDD). – Mr President, this report highlights an increase in euro-scepticism and anti-EU reporting, which the rapporteurs claim distorts information on EU policies. In other words, it raises alarm bells at the obvious fact that, just as happened to the Roman Empire, the wheels are starting to come off the EU chariot.

You rightly understand that this rise in populism throughout the EU isn’t going away, and is a threat to the existence of the EU institutions. So how do you respond? By expressing the desire to waste more taxpayers’ money on dead-end projects and pro-EU political soundbites. This strikes me as a case of ‘thou doth protest too much’ and underlines that, in these times of austerity, the taxpayer has found you out. Indeed, with just 34% of citizens claiming to have heard about EU co-financed projects, it underlines how these projects are not doing much to help at all, yet you still call for more money to be wasted. As Abraham Lincoln famously said: ‘You can fool all of the people some of the time, and some of the people all of the time, but you can’t fool all of the people all of the time.’

  Λάμπρος Φουντούλης ( NI). – Κύριε Πρόεδρε, αντίθετα με τα όσα ισχυρίζονται οι εκθέσεις που συζητάμε σήμερα εδώ, στην πραγματικότητα, η πολιτική συνοχής τίθεται υπό αμφισβήτηση. Δεν έχει γίνει αντιληπτό πως η συνοχή δεν εξαρτάται μόνο από έργα υποδομών ή μεγάλες επενδύσεις, αλλά, αντίθετα, αφορά την καθημερινότητα των ευρωπαίων πολιτών. Στον τομέα αυτόν, εύκολα διαπιστώνουμε πως η ζωή του μέσου πολίτη της Δυτικής και Βόρειας Ευρώπης δεν έχει καμία σχέση με τη ζωή του μέσου πολίτη της Ανατολικής και Νότιας Ευρώπης. Με σαφέστατη ευθύνη και των ευρωπαϊκών οργάνων, οι πολίτες της Ελλάδος, για παράδειγμα, βιώνουν την καθημερινή υποβάθμιση του βιοτικού τους επιπέδου, ενώ, ταυτόχρονα, η γερμανική οικονομία συνεχίζει να επωφελείται από αυτό. Πέρα όμως από την άνιση κατανομή, σημαντικό ρόλο παίζει και η μεθοδική και προσχεδιασμένη υπονόμευση της εθνικής κυριαρχίας προς όφελος μιας ελάχιστα ελεγχόμενης γραφειοκρατίας των Βρυξελλών. Θεωρώ πως πρέπει να επιδιώξουμε έναν τρόπο λειτουργίας που θα εστιάζει στην αυτονομία των κρατών, θα περικόψει δραστικά τον προϋπολογισμό της Ενώσεως, και τα ευρωπαϊκά όργανα απλά θα συντονίζουν, όπου χρειάζεται, τη συνεργασία κυρίαρχων ανεξαρτήτων κρατών, τα οποία, όπως είναι φυσικό, γνωρίζουν καλύτερα τις ανάγκες των πολιτών τους.

  Andrey Novakov (PPE). – Mr President, for me the Cohesion Policy is close to a miracle. For the first time in human history, in peacetime, independent, sovereign countries are contributing to other countries’ prosperity voluntarily on a systemic basis. That has never happened before. This is more than bridges. This is more than highways. This is more than metro lines. This is our nature, this is our beliefs. And the only way to let the stars shine is by not taking even one step back from this nature, not even one step back from these beliefs.

I am glad that the proposal for the draft budget 2018 for European cohesion is the biggest in European history in terms of commitments, and I am glad that there is an increase of more than 20% foreseen for payments for Cohesion Policy.

Today, now, is the right moment to show the European citizens that Europe is stronger than ever, no matter what crises are hitting our Union.

  Michela Giuffrida (S&D). – Signor Presidente, onorevoli colleghi, prima di tutto volevo ringraziare il collega Buda e gli altri relatori di questa relazione sulla comunicazione dei fondi SIE per il lavoro che abbiamo svolto insieme e per il clima con il quale abbiamo lavorato. Un lavoro che ha messo ulteriormente in rilievo il fatto che esiste un serio deficit di comunicazione tra istituzioni europee e cittadini.

I cittadini non hanno la giusta percezione di cosa l'Europa faccia per loro, per il territorio in cui abitano, come sostenga le amministrazioni locali, le regioni. Vittima di una comunicazione strumentale al gioco politico dei movimenti populisti, l'Europa è oggi percepita purtroppo come solo un insieme di regole, di limiti, di veti e di burocrazia che ostacola la crescita degli Stati membri.

Solo una piccola parte della popolazione europea, ad esempio, conosce la politica di coesione. Molti hanno sentito parlare dei fondi europei, ma pochi sanno descrivere cosa viene realizzato con questi fondi. Eppure, la politica di coesione è la principale politica di investimento europea. Interviene massicciamente sui territori più deboli. Penso, ad esempio, alla mia regione, la Sicilia, che è grande beneficiaria dei fondi strutturali.

Migliorare la comunicazione dei successi e degli obiettivi raggiunti dalla politica di coesione vuol dire ritrovare il legame con i cittadini, dare informazioni chiare e reali, mostrare esempi concreti di come l'Europa sia la nostra prima opportunità di crescita e questo, il Commissario lo sa bene, serve a ricordare a chi vuole distruggere la politica di coesione che noi non possiamo permettercelo.

  Martina Michels (GUE/NGL). – Herr Präsident! Machen wir uns nichts vor! Nicht nur die Brexit-Verhandlungen werden genutzt, um die Kohäsionspolitik anzugreifen oder zur Disposition zu stellen. Ich bringe es hier nochmal auf den Punkt: Kohäsionspolitik als bisher einziges solidarisches Instrument zur Angleichung der Lebensbedingungen ist für uns nicht verhandelbar. Damit sie ihre solidarische Grundlage auch nach 2020 ausbauen kann, brauchen wir mindestens drei Maximen. Erstens: Die EU-Strukturfonds eignen sich nicht als Straf- und Zwangsinstrument. Sie sollen vor allen Dingen auch in den südlichen Mitgliedstaaten einen Ausgleich schaffen.

Zweitens fordere ich die Kommission erneut auf, endlich die makroökonomischen Konditionierungen abzuschaffen, die noch immer an den Fonds kleben und de facto ihre Nachhaltigkeit verhindern. Drittens eignen sich die ausufernden Finanzinstrumente in der Regional- und Strukturförderung bisher wenig, um die Projekte und Innovationen in den Kommunen aus der Taufe zu heben.

  Laura Agea (EFDD). – Signor Presidente, onorevoli colleghi, signora Commissario, avrei voluto parlare a braccio in questa assise, ma in realtà sono coinvolta, siamo coinvolti emotivamente, sono umbra e ho vissuto la drammatica situazione del terremoto. Questa questione, una volta in più, ha messo in luce quanto quest'Europa con le chiacchiere sposta le montagne, ma con le azioni non riesce, dopo mesi dal sisma in Italia, a rimuovere nemmeno le macerie delle zone colpite.

Migliaia di cittadini, che sono nostri amici, nostri parenti, nostri conoscenti, aspettano ancora di poter essere tra i vincitori delle casette temporanee, come se averle fosse parte di un concorso a premi. Casette che ancora non ci sono o sono lì chiuse e inutilizzate. E mentre lor signori, in pompa magna, scendevano a Norcia a elargire solidarietà e sostegno alla popolazione colpita, quassù a Bruxelles, come presi da sdoppiamento della personalità, chiedevano il rispetto rigoroso e tassativo della stabilità, in nome della quale si è disposti a sacrificare la vita e la dignità di esseri umani che hanno perso tutto.

Nulla si può contro il rigore dei falchi delle politiche di austerità, nulla smuove le vostre fredde coscienze. Ci costringete a piegarci, convinti di essere nel giusto. Finché Dio non voglia, un giorno dovrete anche voi fare i conti con un ecosistema che non guarda alla stabilità dei conti pubblici, ma si abbatte impietoso e porta solo distruzione. Quel giorno, che vi auguriamo non arrivi mai, capirete cosa vuol dire perdere tutto ed essere soli.

  Μαρία Σπυράκη ( PPE). – Κυρία Επίτροπε, πριν ξεκινήσω την τοποθέτησή μου θα ήθελα να σας ενημερώσω ότι καταθέτω κατεπείγουσα ερώτηση για το αν η πατρίδα μου, η Ελλάδα, δικαιούται από το Ταμείο Αλληλεγγύης χρήματα για την τεράστια φυσική καταστροφή που υπέστη το ορυχείο στο Αμύνταιο και η οποία υπολογίζεται στο ένα δισεκατομμύριο ευρώ. Στο θέμα μας τώρα, το ερώτημα που σήμερα συζητάμε, εδώ, είναι πόσο ορατή είναι η πολιτική συνοχής. Ειδικά τώρα που τα διαρθρωτικά ταμεία μπαίνουν στο στόχαστρο και αρκετοί ετοιμάζονται να περικόψουν τον προϋπολογισμό τους λόγω και του Brexit. Πόσο, δηλαδή, τα κράτη μέλη που συνεισφέρουν είναι έτοιμα να καλύψουν το ποσό που αναλογεί στον προϋπολογισμό της συνοχής, ώστε να πληρώσουν για τα έργα για τα οποία δεσμεύτηκαν.

Η βελτίωση της επικοινωνίας, σε αυτό το πλαίσιο, είναι απαραίτητη. Είναι απαραίτητη και επείγουσα γιατί χρειάζεται συγκεκριμένη χρηματοδότηση στο πλαίσιο της τεχνικής βοήθειας. Είναι απαραίτητο οι αρχές διαχείρισης να ζητούν από τους δικαιούχους σε όλα τα στάδια συγκεκριμένες πληροφορίες και να τις επικοινωνούν. Τέλος, είναι απαραίτητο να εμπλέξουμε όλους τους φορείς – πανεπιστήμια, μικρές και μεσαίες επιχειρήσεις, δήμους, περιφέρειες – ώστε να υπάρχει κοινή αξιολόγηση και κοινή προώθηση των αποτελεσμάτων στην κοινωνία.

  Elena Gentile (S&D). – Signor Presidente, onorevoli colleghi, signora Commissario, è chiaro che la sfida che abbiamo di fronte a noi è dentro la capacità di migliorare la percezione delle comunità locali in merito all'impatto socioeconomico delle politiche di coesione e soprattutto dei suoi risultati. Una gestione democratica che coinvolga i territori, il partenariato e la filiera istituzionale per una più puntuale e capillare informazione delle strategie e degli strumenti e quindi anche dei risultati.

In modo particolare, voglio sottolineare il valore strategico della finalizzazione del Fondo sociale europeo, come le risorse siano per davvero una leva per incrementare le competenze e la formazione dei soggetti svantaggiati e per migliorare dunque le politiche attive per il lavoro, perché esse diventino strumenti conosciuti per favorire l'inclusione sociale. Dunque più comunicazione, più informazione, più semplificazione, immaginando strumenti efficaci anche per una valutazione meno empirica dei risultati, dentro un sistema di gerarchie istituzionali che ne condividano la visione.

  Liliana Rodrigues (S&D). – Senhor Presidente, Senhora Comissária, caros Colegas, a política de coesão foi e é um auxílio à convergência e uma das formas mais elevadas de solidariedade europeia. Ela diminuiu as assimetrias e as desigualdades, mas ela também foi capaz de diagnosticar as necessidades específicas de cada região e o que ainda há por fazer. Daí que a política de coesão sejam um lugar proximidade com os cidadãos, daí que ela tenha sido uma preciosa ajuda durante os tempos de crise e de austeridade. Foi a ajuda europeia que lhes deu e continua a dar esperança. A política é isso, é ajudar aqueles que mais precisam e só assim é que podemos manter esta União. A política de coesão serve de facto este propósito.

Que fique claro que nenhum deputado, penso eu, está de acordo com a penalização através dos fundos europeus, mas isso deve ser discutido noutro lugar, num outro momento e deve ser alvo de uma reflexão entre todos nós, de forma aberta e franca. Portanto, sobre isso falaremos noutro momento porque não é esse o assunto que hoje debatemos e é também importante darmos um sinal aos poderes locais e nacionais da sua função na divulgação do investimento europeu. Que depois de 2020 sejamos capazes de manter o compromisso da coesão económica, social e territorial e o reforço de uma cidadania europeia. Que em 2020 haja mais e melhor intervenção no combate ao desemprego, uma melhor integração dos migrantes e que haja um maior investimento nas pequenas e médias empresas e que mantenhamos a luta pela saúde do nosso planeta. Sustentabilidade, integração e solidariedade: é isso que distingue esta União.

  Csaba Sógor (PPE). – Mr President, cohesion policy has long marked the European integration project and is among the most valid European policies, on par with the single market and the monetary union. Over the years, from a mere economic tool it has developed into one of the EU’s most widely—recognisable policies and a powerful symbol intra—EU solidarity.

I believe there are a number of prerequisites for cohesion policy to guard its essential role in the European project and to remain strong and effective in the post 2020 period. It should continue to be the strongest financial pillar for infrastructure projects for less endowed countries, as these are the bases without which there cannot be economic development. It should keep the central role of grants and remain the most suitable instrument for types of interventions and it should have its lead role in long-term development in Member States reinforced and its relationship with other additional financial vehicles, such as the European Fund for Strategic Investments, clarified.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, nei prossimi mesi si decideranno le linee strategiche per la politica di coesione per il post 2020, scelte che avranno una valenza determinante sulle sfide future e i bisogni dell'Unione. Occorre innanzitutto mantenere una dotazione finanziaria adeguata, tenendo conto del diverso grado di competitività delle regioni, al fine di conseguire uno sviluppo armonioso dell'Unione europea.

Alcune riforme introdotte nel passato ciclo di programmazione, come la concentrazione tematica e la condizionalità ex ante, hanno contribuito a dimostrare il valore della politica di coesione e vanno mantenute, ma va superato il meccanismo della condizionalità macroeconomica, che è in profonda contraddizione con l'obiettivo di tali politiche. Per lo stesso motivo, condivido pienamente la proposta di scorporare le quote di cofinanziamento nazionale dal calcolo del disavanzo secondo le regole del patto di stabilità e crescita.

Da rivedere, infine, il metodo di coinvolgimento degli attori interessati. Il ruolo del partenariato socioeconomico dovrà assumere, specie in fase di programmazione, un peso vincolante e una forma di coinvolgimento sistematica per il valore aggiunto che esso può garantire nell'efficace attuazione delle politiche di coesione.

  Ricardo Serrão Santos (S&D). – Senhor Presidente, Senhora Comissária, a estratégia de coesão mantida ao longo de muitos anos por gerações de europeus exige continuação e, preferencialmente, intensificação. Este investimento humano e financeiro é um contributo decisivo para a competitividade da União e para a qualidade de vida de milhões de europeus. Têm sido decisivas para a trajetória de convergência socioeconómica das regiões ultraperiféricas com a média europeia, onde se incluem os Açores, de onde sou oriundo.

No mesmo sentido vem a proposta de apoios específicos para as catástrofes naturais. Viver em ilhas de origem vulcânica no meio do Oceano Atlântico, como é o meu caso, é uma experiência positiva, mas sujeita a riscos naturais. As medidas aqui propostas irão aumentar a nossa segurança e é nesta solidariedade planeada e voluntária que encontro uma das verdadeiras razões de ser da União Europeia.

  Maria Grapini (S&D). – Domnule președinte, doamnă comisar, încep cu ce voiam să spun la sfârșit: ați constatat că în Parlament aveți o susținere. Este nevoie de continuarea acestei politici, apreciez foarte mult ceea ce faceți și toată strădania pe care o aveți pentru a convinge și Comisia și Consiliul că avem nevoie. Politica de coeziune exprimă în primul rând solidaritatea Uniunii Europene ca unul dintre principiile fundamentale ale Uniunii Europene și știm cu toții că, de fapt, convergența nu s-a realizat, că avem zone în care avem inegalități sociale și economice.

De aceea vreau să apreciez toate rapoartele și vreau să mă refer în mod deosebit la raportul Westphal. A definit foarte bine raportoarea noastră: avem nevoie de o politică de coeziune și după 2020, debirocratizată, pentru toate regiunile și pentru oameni. De aceea, sper ca această politică de coeziune să fie îmbunătățită ca și principii și trebuie să nu avem condiționalități, trebuie să avem în toate regiunile o dezvoltare uniformă.

  Olga Sehnalová (S&D). – Politika soudržnosti pomohla v uplynulých letech na svět řadě užitečných projektů důležitých pro rozvoj strukturálně slabších regionů. Přesto bychom neměli přistupovat k politice soudržnosti bez dalších souvislostí.

Jednou z takových je například odliv zisků, který je v případě ČR každoročně odhadován na desítky miliard korun. I to jsou finance, které v rozpočtu chybí. Naše úsilí by mělo být proto namířeno k reálné ekonomické konvergenci, včetně konvergence mzdové, bez které se pak nevyhnutelně vytváří další nerovnosti a problémy pro fungování vnitřního trhu EU.

Pozitivní prezentace výsledků strukturálních fondů nezávisí na velikosti tabulí a počtu PR článků. Lidé musí prostě vidět, že evropské peníze jdou na skutečně potřebné věci. Spíše než malá prezentace dobrých je to existence některých špatných příkladů, která dělá strukturální fondům a celé politice soudržnosti medvědí službu. To však neznamená, že bychom ji měli jako celek jakkoliv zpochybňovat nebo relativizovat její význam a přínos.

  Corina Crețu, Member of the Commission. – Mr President, I will say a few words in English and then in my mother tongue. Thank you very much for your contribution to our debate today and thank you very much for your support for the Cohesion Policy.

I think these three reports came at a key moment for Europe and in particular for the Cohesion Policy. Discussions on the future will continue and intensify in the coming months.

Ms Westphal’s report, together with the reflection paper on the social dimension, globalisation and Europe, provide valuable food for thought. You know very well that we are working together, Mr Oettinger and I, on a reflection paper on the future of EU finances which will be presented at the end of this month.

As was underlined here, I think we must, however, understand that the very best argument for strengthening this policy consists of actually making tangible progress on implementation. So we are working hand-in-hand with Member States to speed up the implementation on the ground because this year is of high political importance, it is not business as usual. It is very important to show that Member States are able to use this Cohesion Fund.

There is no better argument for the future than a convincing present. It is our responsibility to do it. Make people aware of what the European project has brought them in 70 years of peace, how it has helped improve their daily lives. Of course much has been done so far but I am sure together we can do still better.

Many ideas are now on the table, in particular those very helpful proposals by Mr Buda in his report about communication. The Commission is ready to do its part but it cannot do it alone. Please join forces with us and become ambassadors of the Cohesion Policy in your constituency.

On natural disasters, I will say some words in Romanian.

În primul rând, doamnă Spyraki, domnule Papadimoulis și domnule Marias, am spus încă de la început că-mi exprim simpatia față de poporul grec. Sunt conștientă de acest dezastru natural, de cutremurele care au loc în Marea Egee în ultimele zile. Am schimbat programul: mâine voi fi la Atena, poimâine voi vizita Chios, Lesbos și insulele afectate.

Știți foarte bine că noi, în Comisia Europeană, am propus 100 % cofinanțare pentru dezastrele naturale. Vreau să-i mulțumesc doamnei Mihaylova, și vreau să mulțumesc Parlamentului European că a fost, până în ultima clipă, alături de propunerea Comisiei. Nu am înțeles și nu pot să înțeleg de ce putem cofinanța 100 % întreprinderi mici și mijlocii, de ce putem cofinanța 100 % atunci când e vorba de locuri de muncă pentru tineri, ius garanti, și nu putem finanța 100 % atunci când e vorba de oameni care pierd totul. Am văzut în Norcia oameni care stau în mașini de luni și luni de zile, am văzut în Madeira case arse, am văzut în Cascia și nu numai și o să fiu, așa cum am spus, în insule.

E foarte ușor să stai într-o sală la Bruxelles și să spui eu nu sunt de acord cu 100 % cofinanțare. De unde o să scoată statele membre 5 % pe care Consiliul l-a propus dacă nu îl au în buget? Asta ar fi însemnat solidaritate. Întrebați statele membre care au votat împotriva propunerii Parlamentului și Consiliului: ce stă în spatele acestui lucru? Noi, Comisia Europeană, am propus 100 % cofinanțare. Dacă mâine va fi un cutremur într-o țară membră, să vină ministerele de externe care au votat împotrivă și să dea aceste cofinanțări, că noi nu mai avem buget pentru așa ceva.

În legătură cu Marea Britanie, iarăși aș vrea să fac o precizare: această politică de coeziune există datorită presiunii Marii Britanii și a Italiei, care, în ʼ75 și-au închis minele în Țara Galilor și au făcut presiune că nu vor merge la Consiliul din Italia în ʼ75. Câți dintre oamenii, apropo de comunicare, din Țara Galilor știu că acum au locuri de muncă datorită faptului că s-a creat acest FEDR, acest Fond de dezvoltare regională? Câți dintre oamenii din Cardiff știu că metroul este făcut de acolo? La fel ca în orice stat membru, nu există nici în Marea Britanie nicio regiune, niciun oraș care să nu fi beneficiat de fonduri europene. 250 de milioane de euro în Universitatea din Manchester, fără să fie niciun steag al Uniunii Europene.

Îmi pare foarte rău, dar când vine vorba de Friday Agreement, nu a fost nici Londra, nici Dublinul și nici Belfastul, a fost Bruxellesul care a adus acești oameni împreună și au construit poduri și au construit companii și au vindecat răni pe care noi le avem pe harta acestui continent. Din acest punct de vedere, vreau să vă mulțumesc pentru tot și vă asigur că voi fi până în ultima clipă alături de această politică de coeziune, pentru că eu cred, personal, că este singura dimensiune care ne mai ține împreună, cimentul care ne ține împreună. Această solidaritate financiară, despre care așa frumos vorbeați, domnule Novakov.

  Kerstin Westphal, Berichterstatterin. – Herr Präsident! Frau Kommissarin, ja, wir stehen an Ihrer Seite. Heute haben hier im Parlament tatsächlich ja nur Kohäsionspolitiker und —politikerinnen geredet – ein Ja zur Kohäsionspolitik. Aber die Wahrheit ist auch: Es gibt auch andere, auch innerhalb der Kommission. Das wissen Sie genauso gut wie ich, das wissen alle Kollegen und Kolleginnen. Es gibt Stimmen, die klar und ganz deutlich und ganz laut sagen: Wir brauchen in Zukunft diese Art von Politik nicht mehr, und dass es die große Solidarität innerhalb der Europäischen Union, in Zukunft nicht mehr geben soll.

Ich darf bei der Gelegenheit vielleicht auch daran erinnern, dass es eben auch das Weißbuch der Kommission über die fünf Szenarien gibt. Auch da gibt es ein Szenarium, das vom Rückbau der Regionalförderung, vom Rückbau der Kohäsionspolitik, am Ende vielleicht sogar eben vom Verzicht auf diese Kohäsionspolitik spricht.

Und meine Bitte – oder das, was ich mir vorstelle – ist, dass morgen wirklich in der Tat eine große, eine breite Mehrheit für diese Kohäsionspolitik, für unsere Politik, stimmt – für die Menschen vor Ort, damit wir uns auf das Wesentliche beschränken können. Denn das wollen wir, das haben auch die ganzen Redner und Rednerinnen immer wieder gesagt: Wir brauchen das Wesentliche im Blick.

Ich wünsche mir so sehr, dass im nächsten Jahr die Kommission einen Legislativvorschlag macht, denn den brauchen wir, weil hier schnell gearbeitet werden muss. Und dann, liebe Kollegen und Kolleginnen, haben wir genau dieses Ziel erreicht, das wir brauchen: Wir brauchen eine starke Mehrheit, damit wir auch verhandlungsfähig sind.

Über makroökonomische Konditionalität müssen wir an einem anderen Ort und zu einer anderen Zeit entscheiden. Jetzt brauchen wir Mehrheiten, starke Mehrheiten, eine große Mehrheit, damit das Europäische Parlament – und wir sind diejenigen, die direkt gewählt worden sind – auch tatsächlich gehört wird.

  Daniel Buda, Raportor. – Domnule președinte, doamna comisar, doamnelor și domnilor colegi, mulțumesc tuturor pentru intervenții. De fapt, dezbaterea de aici ne demonstrează încă o dată cât de importantă este politica de coeziune și sunt absolut convins că cei care suntem aici suntem mai puternici atunci când apărăm politica de coeziune, pentru că și eu sunt convins de faptul că nu poate exista o Uniune Europeană puternică fără o politică de coeziune puternică. Iar acest lucru să fie foarte clar.

Sigur că se impune să facem ceea ce este necesar ca ea să fie mai vizibilă și, în acest sens, este important să adaptăm mijloacele existente de comunicare la evoluțiile tehnologice și diversificarea canalelor de comunicare, deoarece, așa cum ați spus, există foarte multe povești de succes care așteaptă să fie spuse. Este nevoie de implicarea beneficiarilor în procesul de comunicare a acestor investiții prin fonduri europene.

În același timp, să nu uităm că există inițiative locale de implicare a cetățenilor în actul de guvernare, care ar trebui promovate mai intens. Avem un exemplu la Gdańsk în Polonia și în Cluj-Napoca, acolo de unde provin și eu, unde comunitatea, sau unde autoritățile au lansat cu succes inițiative concrete, proiecte-pilot de implicare a cetățenilor în procesul luării deciziilor la nivel local, iar contribuțiile lor sunt esențiale în procesele bugetare pe principiul participării. Sunt convins că această inițiativă trebuie să fie pusă în practică și la nivelul instituțiilor europene și de aceea doresc o colaborare strânsă pe acest subiect atât cu directoratele Comisiei și guvernele naționale la nivelul Consiliului, precum și cu actorii sociali și economici, pentru a pune în practică un plan de acțiune coordonat.

Parcurgem o perioadă dominată de mișcări anti-sistem - și acest lucru îl știm cu toții - și de exprimarea unor rezerve tot mai mari față de proiectul european, iar comunicarea eficientă, vizibilitatea investițiilor și a oportunităților de finanțare, precum și implicarea cetățenilor sunt ingrediente esențiale care contribuie la consolidarea sentimentului de apartenență la proiectul european.

  Искра Михайлова, докладчик. – Много ми е трудно след вашите пламенни думи да защитя постигнатото споразумение по предоставената помощ за страни, пострадали от природни бедствия. Но бих искала да кажа, че реалистичният резултат, когато е резултат, е по-добър от нереалистичното желание. Ние имаме резултат, ние постигнахме добро споразумение, ние постигнахме политическо споразумение, което гарантира както подкрепата за пострадалите региони, така и пълната политическа подкрепа от политическите групи в Парламента.

Бих искала да благодаря на всички докладчици в сянка, да благодаря на Европейската комисия, която ни предостави изключително много данни, които ни помогнаха да вземем решението, и да подчертая още веднъж, че точно това решение за промяна на основния законодателен пакет показва потенциала на политиката за сближаване. Показва възможностите на тази политика да бъде близко до хората, да реагира на техните проблеми, да помага, когато е необходимо, но същевременно да гарантира развитие, растеж, работни места и конкурентоспособност на европейската икономика.

Това е смисълът на политиката, за която дискутираме днес, и примерът с доклада за законодателната промяна за подкрепа на страните, преживели природни бедствия, е точно доказателство за това, че има възможност политиката да бъде гъвкава, да бъде ефективна, да бъде близко до хората и да бъде разбираема за тях. Така че аз благодаря на всички, които участваха в дебата. Благодаря и за вашите думи и се надявам, че ще успеем в много близко бъдеще да говорим за реалната бъдеща политика.

  Fabio Massimo Castaldo (EFDD), per iscritto. – Lo scorso anno, una serie di terremoti ha scosso l'Italia centrale, con gravi danni a persone, cose e patrimonio culturale. La proposta della Commissione di istituire un asse prioritario, dedicato alla ricostruzione in casi di catastrofi naturali, finanziata dal Fondo europeo di sviluppo regionale è quindi un'ottima notizia ed un intervento doveroso. Nonostante l'iter legislativo abbia abbassato la quota di cofinanziamento ad opera dell'Unione dal 100% proposto, al 95% e sia stato posto un tetto, pari al 5% dell'allocazione totale del FESR per Stato membro, è comunque prioritario che la proposta venga approvata ed i fondi possano essere sbloccati, il più in fretta possibile.

  Benedek Jávor (Verts/ALE), írásban. – A kohéziós politika az EU egyik legfontosabb szakpolitikája, egyben az európai szolidaritás kifejeződése. A szegényebb tagországok felzárkózása javítja az EU pozícióját a globális versenyben, a társadalmi kohézió erősítése pedig az európai együttműködés folytatásának záloga. A kohéziós politika implementációja azonban több szempontból javítandó:

Vannak tagországok, amelyek tartósan a nemzeti jövedelmük 2–3 százalékának megfelelő összegben részesülnek kohéziós forrásokból anélkül, hogy eredményt értek volna el a régi tagországokhoz történő felzárkózás vagy a területi és társadalmi egyenlőtlenségek csökkentése területén. Ezek a problémák komolyan veszélyeztetik a kohéziós politika jövőjét. A 2020 utáni kohéziós politika tervezésekor mindenesetre meg kell állapítani és ki kell küszöbölni ezeket az okokat.

Számos kutatás szerint az egyik legfontosabb ok a fejlesztési célok kiválasztását is befolyásoló elitvezérelt korrupció, ami csak a menedzsment- és kontroll-mechanizmusok mélyreható reformjával, valamint a programokban való nemzeti részesedés arányának növelésével szorítható vissza. Az EU pénzügyi érdekeit sértő bűncselekmények üldözésére hivatott Európai Ügyészség (EPPO) létrejötte hozzá fog járulni az uniós forrásokkal elkövetett korrupció visszaszorításához – azokban a tagállamokban, amelyek részt vesznek az Európai Ügyészség megalapításában.

Az EPPO-ban azonban több olyan ország nem tag, aki komolyan részesedik az alapokból. Legitim érvek szólnak a Bizottság és a befizető tagországok részéről amellett, hogy uniós támogatást csak az EPPO-ban részes tagországok kaphassanak, ezért realitássá válhat az uniós források elvonásának veszélye Magyarországon és Lengyelországban.

  Laurenţiu Rebega (ENF), în scris. – Este indispensabil ca, după 2020, să existe bugetul necesar pentru ca politica de coeziune să poată reduce disparitățile între regiuni la nivelul Uniunii Europene, focusându-se în principal pe regiunile cel mai puțin dezvoltate. Trebuie să remarc însă două aspecte, inacceptabile din punctul meu de vedere, la acest raport. În primul rând, ideea de a finanța primirea și integrarea migranților din bugetul politicii de coeziune nu corespunde scopului acestei politici, în condițiile în care în UE, potrivit statisticilor, 118,7 milioane de persoane se află în risc de sărăcie sau excludere socială (23,7 % din populație). În al doilea rând, consider că este în beneficiul României ca produsul intern brut (PIB) pe cap de locuitor pentru fiecare regiune și PIB-ul mediu al UE să rămână indicatorii de bază pentru clasificarea regiunilor și stabilirea alocării fondurilor europene structurale și de investiții. În viitor, politicii de coeziune trebuie să i se confere mai multă flexibilitate, fără însă ca această flexibilitate să conducă la noi restricții sau la creșterea poverii administrative. Acest lucru poate fi posibil printr-o reglementare minimă la nivel european, la nivel de principii, complementată de prevederile naționale.

  Monika Smolková (S&D), písomne. – Politika súdržnosti je v súčasnosti v mnohých členských štátoch hlavným investičným zdrojom a sú za ňou viditeľné výsledky. Značný pokrok vďaka európskym štrukturálnym fondom sa dosiahol v infraštruktúre dopravnej, sociálnej, ale aj zdravotnej, vo vzdelávaní, v obnove miest, obcí, v životnom prostredí, ale predovšetkým sú evidentné výsledky v podpore nových pracovných miest. Preto je dôležité, aby aj po roku 2020 sa zachovala kohézna politika, ktorá vyrovnáva regionálne rozdiely a zabraňuje vyľudňovaniu odľahlých území. Preto je dôležité, aby na politiku súdržnosti bol vyčlenený primeraný rozpočet, aj napriek zníženiu príjmov v dôsledku brexitu. Po skúsenostiach so súčasným programovacím obdobím je dôležité, aby sa táto politika zjednodušila vo všetkých svojich fázach – od vyhlásenia výziev, cez realizáciu, až po financovanie a kontrolu. Dôležité pre čerpanie eurofondov je aj to, aby sa fondy dali v prípade nepredvídaných udalosti pružnejšie čerpať, napríklad pri prírodných katastrofách a nepredvídaných udalostiach. Kohézna politika má veľa odporcov, preto je tiež dôležité, aby to bola viditeľná politika, transparentná, aby sa dodržiavala zásada partnerstva a aby o každej investícií boli informovaní občania daného regiónu.

  Mihai Ţurcanu (PPE), în scris. – Politica de coeziune este considerată ca fiind un instrument principal de investiții al Uniunii Europene și are un impact direct asupra tuturor regiunilor și cetățenilor acesteia. Politica de coeziune are o contribuție majoră ținând cont de amploarea economiilor și investițiilor statelor membre. Cu un buget de 351 miliarde de euro, politica de coeziune reprezintă în medie 15 % din totalul investițiilor publice; mai mult, în unele state membre reprezintă între 60-80 %. Cu toate acestea, chiar dacă prin politica de coeziune se impulsionează creșterea economică și creșterea competitivității, încă mai rămân regiuni slab dezvoltate care au nevoie de politici de finanțare prioritare, așa cum este Regiunea Nord-Est din România. Susțin acest raport deoarece urmărește să sporească vizibilitatea fondurilor structurale și de investiții prin crearea de legături între instrumentele politicii de coeziune și politicile regionale pentru a spori participarea și deciziile adoptate la nivel local să fie cât mai eficiente. Mai rămân însă multe de făcut în privința eficientizării eforturilor de reducere a decalajelor între regiunile UE.
