  Siegfried Mureşan, rapporteur. – Mr President, the debate that we are starting right now is the debate about the mandate that the European Parliament will go with to next week’s trialogue with the Council and with the Commission on the budget of the European Union for the year 2018. And why is this important? Because in this report, which I drafted and which I brought in front of you, we are providing the first reaction of the Parliament: the evaluation of the draft budget of the European Commission on the basis of the political priorities of the Parliament, which we have adopted with a large majority in the plenary of the Parliament in March 2017.

Before we talk about political priorities and the in-depth evaluation of the draft budget, I would like to say one thing very clearly ahead of the next week’s dialogue and towards the Council that we are going to meet next week: the European Parliament will not accept automatic cuts to all budgetary lines – to all headings of the budget – as the Council has been doing in recent years. The European Union’s budget is not made by machines for machines, but it is made by politicians for the people on the basis of political priorities and taking into account the expectations of the people. Automatic cuts made by the Council to all headings of the budget, not taking into account the political priorities which the Council and Parliament have given ourselves jointly, is clearly irresponsible.

What are the political priorities of the European Parliament? We have said since the beginning of the year that we have two main priorities: firstly, growth and jobs; secondly, the safety and security of citizens. How do we want to achieve these? On growth and jobs, we want to use the limited resources which we have in the EU budget to strengthen our economy and to make it more competitive, so we want to strengthen innovation, infrastructure, SMEs and the Erasmus programme, because that is also a support for labour mobility in Europe – it supports young people.

I want to say very clearly, Commissioner Oettinger, that the draft budget which you presented at the end of May 2017 generally corresponds with and is in line with the important political priorities which we adopted in March 2017. I think you did the right thing on the first priority – on growth and jobs – to strengthen innovation (the Horizon 2020 programme, infrastructure, connecting Europe facility, Erasmus). We will have to work together to see whether the amounts foreseen for the COSME programme, for SMEs, also fulfil our objective of creating more employment, more jobs in Europe, because SMEs are where jobs are being created. We need to make sure that the amounts foreseen by you in the COSME programme are also sufficient. You also propose in the draft budget, and we agreed, that the Youth Employment initiative should be continued: EUR 233 million for next year. That is good, but in parallel we also have to make sure that this money is well spent. We owe it to the citizens of Europe to make sure that every single euro spent is well spent, and concerns expressed by the Court of Auditors with regard to the Youth Employment initiative we will take very seriously.

The second priority – security, the safety of citizens – is important because there can be no growth and no jobs without safety. If people do not feel safe in Europe, then there is no labour mobility, no investment. To achieve this objective, we wanted to see the agencies of the Union which have responsibility for justice and home affairs strengthened – you are proposing this. We will have to work together in the upcoming months, and also with the Council, to see to what extent that corresponds to the needs on the ground, or whether we will have to do more. My report on the mandate for the trialogue clearly supports the preparatory action on defence, because in those areas where Member States are ready to cooperate at European level on defence research, we have to enable this. We have to stop spending money 28 times in 28 Member States at a national level, but spend it once at European level and then share the results amongst all of us.

When it comes to neighbourhood policy, you increase the ENI East programme; we think that is very good; we have to see whether the amounts allocated for Western Balkans are sufficient on the ground. Lastly, I want to say that we need – and this is a call towards the European Commission as a whole – a quick decision on the continuation of the Turkey refugee facility. That is not for you to decide, but the Commission as a whole needs to provide us with clarity – we need to know how much money will be needed for this important programme.

  Günther Oettinger, Mitglied der Kommission. – Herr Präsident, meine sehr verehrten Damen und Herren Abgeordneten! Lieber Herr Abgeordneter Mureşan, Ihre einleitenden Worte, aber auch das Mandat und der Bericht dazu, den Sie erarbeitet haben, trifft überwiegend auf gleichlaufende Überlegungen der Europäischen Kommission. 2018 wird mit Wahrscheinlichkeit das letzte ganz normale Haushaltsjahr sein. Das heißt, mit 28 Mitgliedstaaten, mit einem Fortgang des mehrjährigen Finanzrahmens, der übrigens vor zwei Tagen Halbzeit gehabt hat – dreieinhalb Jahre liegen hinter uns, dreieinhalb Jahre liegen noch vor uns. Und deswegen sehe ich auch bei den weiteren Beratungen mit Optimismus eine sachliche Debatte voraus.

In der Tat: Pauschale Kürzungen, ohne die einzelnen Programme zu betrachten und ohne sich den Haushaltsvollzug 2017 zu eigen zu machen, hielten wir für falsch. Ihre Schwerpunkte sind unsere Schwerpunkte, da hat sich ja bewusst eben auch die Zusammenarbeit des Parlaments im Vorfeld mit der Kommission entsprechend niedergeschlagen. Es geht um wirtschaftliches Wachstum, es geht um Arbeitsplätze, es geht um die Bekämpfung der Jugendarbeitslosigkeit, es geht darum, dass wir in Rubrik 1a mit dem Europäischen Jugendsolidaritätskorps etwas Neues aufbauen für junge Menschen, ohne es bei Erasmus+ mit negativer Auswirkung wegzunehmen, und es geht darum, dass wir unsere bewährten Programme fortführen, aber auch neue Themen angehen – Migration als ein etablierter Schwerpunkt im europäischen Etat. Mit dem Thema Verteidigungsforschung tasten wir uns in Form von Versuchen von Pionieren nach vorne – 40 Millionen im Jahr 2018, 90 Millionen in den drei Jahren bis Ende 2019. Aus dieser Erkenntnis macht es Sinn! Wenn man – Stichwort Verteidigungsdrohnen – europäisch forscht, koordiniert vorgeht, schöpfen wir Erkenntnisse, die auf dem Weg zum nächsten Finanzrahmen, ins nächste Jahrzehnt sehr wichtig sind.

Sie haben das Thema Türkei/EU angesprochen. Wir legen großen Wert darauf: Jeder Euro kommt Flüchtlingen, kommt Menschen samt ihrer Heimat in Flüchtlingslagern zugute – Obdach, Wärme, Kälte, Wasser, Nahrung, Kleidung, Sicherheit, Bildung –, und die drei Milliarden werden in sehr absehbarer Zeit, vermutlich um das Jahresende, in Form von Verpflichtungen, in Form von commitments ausgegeben sein. Jetzt warten wir ab, wie die nächsten Wochen verlaufen – Stichwort G20 in Hamburg –, generell wie und ob man mit der türkischen Regierung weiter in einigen Bereichen verlässlich arbeiten kann, um das Schlepperunwesen zu bekämpfen, um Menschen Menschenwürde vor Ort zu geben – drei Millionen Flüchtlinge sind in der Türkei, eine enorme Zahl. Also wir haben einmal mit den 230 Millionen im nächsten Haushalt eine Hausnummer markiert. Damit sind wir glaubwürdig und verhandlungsfähig.

Wir werden die Mitgliedstaaten bitten müssen, uns nennenswert ergänzende Gelder zu geben – wie beim letzten Mal. Unsere britischen Freunde müssen entscheiden, ob sie dabeibleiben – was wir begrüßen würden –, und gegebenenfalls müssen wir im Laufe des Verfahrens bis November die Mittel durch Umschichtungen noch entsprechend aufstocken. Wir halten Sie über den Fortgang dieser Übereinkunft mit der Türkei in den nächsten Wochen auf dem Laufenden.

Ganz wichtig war mir, dass die Halbzeitüberprüfung gehalten hat, dass die Briten nach ihrer Wahl fair und kollegial gewesen sind, dass die Purdah nur bis zum Wahltag galt und die Halbzeitüberprüfung jetzt in Recht umgesetzt wird und sich damit die Flexibilität daraus ergibt, die in den Haushaltsjahren 2018, 2019, und 2020 vieles eher möglich macht.

Alles in allem ein Entwurf – so behaupte ich –, der den Schwerpunkten der großen Mehrheit des Parlaments entspricht. Wir werden gemeinsam dafür eintreten, dass es keine pauschalen Kürzungen, sondern konkrete Einzelbetrachtungen – Titel für Titel, Gruppe für Gruppe, Projekt für Projekt und Programm für Programm – gibt. Am 13. Juli geht es mit dem Trilog los, und dann haben wir im September und Oktober harte Arbeit vor uns. Aber ich habe mir aus vielen Gesprächen mit Ihnen, Herr Mureşan, und mit anderen einen Eindruck verschafft, dass die Sachkunde im Parlament sehr hoch ist und wir beide gemeinsam dafür Sorge tragen, dass dieser Haushaltsentwurf auch in etwa so, wie er von uns entworfen wurde, im November in geltendes Recht umgesetzt werden kann.   Agnieszka Kozłowska-Rajewicz, autorka projektu opinii Komisji Praw Kobiet i Równouprawnienia. – Panie Przewodniczący! Panie Komisarzu! Szanowni Państwo! Opinia komisji FEMM, której sprawozdawcą jest Barbara Matera, przypomina, że równość kobiet i mężczyzn to jedna z kluczowych wartości Unii Europejskiej. W opinii zwracamy uwagę na to, aby budżet Unii Europejskiej na rok 2018, którego zasadniczym celem jest zrównoważony wzrost gospodarczy, spójność społeczna i tworzenie nowych miejsc pracy, szczególnie dla ludzi młodych, uwzględniał środki wzmacniające przedsiębiorczość kobiet – przede wszystkim w najszybciej rosnących sektorach, najważniejszych dla gospodarki Unii Europejskiej, jak sektor ICT. Chodzi o takie programy jak COSME, HORYZONT 2020, Europejski Fundusz Społeczny. Należy też zwiększać reprezentację kobiet w programach takich jak Inicjatywa na rzecz zatrudnienia ludzi młodych, gdzie są oferowane staże i szkolenia, szczególnie znowu w sektorze ICT, w sektorach technicznych, gdzie kobiety są niedoreprezentowane, ponieważ przyszłość Europy nie może być budowana bez udziału kobiet i nie stać tez nas na marnowanie i niewykorzystywanie ich talentów kobiet i ich kompetencji. Wyrażamy też także poparcie dla zwiększenia funduszy na Europejski Instytut Równości Płci w celu zbudowania w nim obserwatorium przemocy i monitorowania polityki w tym zakresie w całej Unii Europejskiej.

  Tibor Szanyi, rapporteur for the opinion of the Committee on Agriculture and Rural Development. – Mr President, I would first like to thank Mr Mureşan and the shadow rapporteurs for the good cooperation; we had a successful exchange of views on this topic in the economy meeting. The role of agriculture and rural development in delivering a number of EU objectives is not a question. We consider important the active farmer clause, the producers’ groups, the fight against unfair trading practices, the new market observatories, the phytosanitary actions and the smart approach.

Because of the difficult situation of farmers, we cannot allow any cuts to the agriculture budget, and no reallocations to other sectors should take place. The system of the pilot projects and preparatory actions is an important tool which targets sustainable, renewed projects such as the SMART villages concept.

  Michaela Šojdrová, rapporteur for the opinion of the Committee on Employment and Social Affairs. – Mr President, employment is the backbone of every house economy. That is why we must make sure that employment and growth are properly addressed in the budget. This opinion had consensus amongst the political groups: that growth should be our key focus. In particular, we addressed youth unemployment, which is still too high: 19%. There are also large discrepancies between Member States, and the budget should focus on programmes that target these discrepancies. We also looked at funds for vocational training and professional qualifications to address youth unemployment and reduce the skills gap – especially in sectors like IT, where companies have problems finding qualified people. We need close cooperation between the Commission, Parliament and the Member States to achieve the best results in the next years.

  José Manuel Fernandes, em nome do Grupo PPE. – Senhor Presidente, Senhor Comissário, Caras e Caros Colegas, em primeiro lugar, permitam-me uma palavra de reconhecimento, de parabéns, a todos os envolvidos neste trabalho – um trabalho sempre árduo – e, sobretudo, ao relator Mureşan, pela qualidade do trabalho e pelo envolvimento de todos os grupos políticos. Fica claro que o Parlamento Europeu está unido, mais uma vez, neste trabalho.

Esperamos o contributo valioso da Comissão Europeia e esperamos que os Estados—Membros também estejam à altura deste desafio anual. É essencial que os objetivos estejam em consonância com os meios. É necessário ter meios financeiros suficientes para – por outro lado e sobretudo – atingirmos os objetivos a que nos propomos.

O orçamento da União Europeia é, sobretudo, um orçamento de investimento. Cerca de 70%, por exemplo, do investimento no meu país tem origem no orçamento. É evidente também que, quando refiro que o orçamento é um orçamento de investimento, estou a referir-me ao facto de só 6% do orçamento estar associado a despesas da administração, 94% do orçamento da União Europeia é para o investimento em toda a União.

Temos urgência na execução dos fundos. É inaceitável que, neste momento, haja quase uma centena de autoridades de gestão por nomear na União Europeia. É importante que os fundos que são para o crescimento e para o desenvolvimento económico sejam rapidamente executados.

Uma outra questão tem que ver com os acordos, Sr. Comissário. Os acordos têm de ser cumpridos – pacta sunt servanda. Tínhamos afirmado, tínhamos decidido, que não voltaríamos a tocar no Mecanismo Interligar Europa, que não voltaríamos a cortar o Connecting Europe Facility. Por um lado, reforça-se o Connecting Europe Facility e, por outro lado, quer-se voltar a cortar para um outro programa extremamente importante, como é o Fundo para Investimentos Estratégicos. Queremos o Fundo Europeu para Investimentos Estratégicos, mas não podemos aceitar o corte de cerca de 500 milhões de euros no Connecting Europe Facility.

  Bernd Kölmel, im Namen der ECR-Fraktion. – Herr Präsident! Zunächst einmal möchte ich mich auch bei unserem Kollegen Siegfried Mureşan für diesen Bericht bedanken. In diesem Bericht finden wir seitens der EKR-Fraktion Licht und Schatten. Wir freuen uns darüber, dass hier einige Punkte berechtigt sehr prominent vorkommen, zum Beispiel die Mittel für die Migrationskrise. Die ist für uns insgesamt sehr existenziell. Gleichzeitig vermissen wir hier eine Verlinkung hin zu echter nachhaltiger Politik, denn allein Geld ausgeben wird die Probleme nicht lösen. Ein bisschen unglücklich sind wir auch bei bestimmten Dingen, dass zum Beispiel gefordert wird, mehr Eigenmittel für die EU zu verlangen. Das, denken wir, ist nicht der richtige Weg.

Abschließen möchte ich mit einem positiven Ausblick. Ich freue mich sehr, dass Sie, Herr Oettinger, heute für die Kommission da sind, weil ich damit auch die Hoffnung verbinde, dass Sie angesichts der Anzahl der anwesenden Kollegen nicht so sehr mit uns schimpfen, wie es vielleicht Ihr Kommissionspräsident gemacht hätte.

  Anneli Jäätteenmäki, ALDE-ryhmän puolesta. – Arvoisa puhemies, unionin hyväksyttävyyden perusta on se, että EU:n varat kohdistetaan oikein. Budjettivallan käyttäminen onkin parlamentin jäsenten työn yksi keskeisimmistä ja tärkeimmistä asioista.

Kansalaiset eivät halua, että EU on kone, joka pyörittää verovaroja byrokratian kiemuroiden kautta ja pahimmillaan hukkaa osan varoista. Prosessi ei ole tärkeä, tulokset ovat tärkeitä. EU:n varojen ja EU:n budjetin on tuotava lisäarvoa. Tavoitteena on oltava, että jokainen EU:n käyttämä euro tuo hyötyä jäsenmaille – hyötyä, joka toisin toimimalla jäisi saamatta.

Olen tyytyväinen siihen, että mietinnössämme huomioidaan pk-yritykset ja koulutus. Ne luovat koko Euroopalle tärkeää kasvupohjaa. Ilmastonmuutos ja sitä vastaan taisteleminen on asia, jossa yhdessä voimme olla enemmän ja yksin vain hyvin vähän. Tässä asiassa peräänkuulutan edelleen, että EU:n on pystyttävä täyttämään Pariisin sopimuksessa tekemänsä sitoumukset. Meidän on myös varmistettava, että emme toimi ristiriitaisesti. EU:n budjetista ei tule rahoittaa ilmastonmuutosta kiihdyttävää hiilitaloutta.

Lopuksi haluan muistuttaa, että EU:n yhteisen ulkopolitiikan kielteistenkin seurausten on oltava yhteisiä. Meidän on kannettava ne yhdessä. Olemme perustellusti asettaneet pakotteita Venäjälle, mutta vastapakotteiden rasitteet ovat jääneet suurilta osin maataloustuottajiemme kontolle. Meidän on pidettävä yhdessä huoli myös kolikon kääntöpuolesta, eli siitä, että tuetaan ja rasitteet korvataan.

  Indrek Tarand, on behalf of the Verts/ALE Group. – Mr President, before I outline Green thinking on a few main points in next year’s budget, I would like to thank Mr Mureşan for the great job he has done. No one would have believed that an adventurous and joyous student of Humboldt University, such as he was, would become such a statesman only 10 years later, able to manage all compromises on this issue, which were quite complicated.

The first of them – and I was extremely pleased to hear this from Commissioner Oettinger – is that the new initiative on the European Solidarity Corps will not be financed at the cost of the Erasmus programme, and that deserves applause from the Green Group in Parliament as well.

Secondly, I keep my eyes wide open on climate action, and we have still not managed to meet the requirements of the European Court of Auditors report, in that we still do not spend enough on climate-change deterrence action, and the situation is becoming more and more serious. The latest scenario I read is that this place – this very place, Strasbourg – could be turned into a swamp in just 30 years if the ocean level rises only 2.5 m. And this is where we need to help Finland, as President of the Arctic Council, to explain to other members, like the USA and Russia, what is actually happening up in the Arctic.

Finally, this is not a Green point but it is my pleasure personally, unlike Ms Ní Riada, to welcome the European defence initiative. This is a serious matter, and a second pillar of NATO needs to be created here.

  Jonathan Arnott, on behalf of the EFDD Group. – Mr President, it will not surprise you, I’m sure, to learn there is much that I disagree with when it comes to the proposals for the 2018 budget.

Firstly, using our taxpayers’ money for projects which are broadly political in nature, whether so-called information campaigns or pre-accession funding given to third countries. And secondly, there are projects which would be better funded, better achieved, by Member States themselves. Rather than sending money across to the European Union for it to come back, it is sometimes better to simply cut out the middleman.

Thirdly, there is the waste, mismanagement and fraud within the EU budget – and we still do not really know, with EU funded projects, whether they have actually added enough value to be worth the money that has been spent on them. Fourthly, there is a failure to respect subsidiarity: doing things at EU level when there is no actual need to do so. And fifthly, of course, the waste in administration, which is so well known anyway.

There is much more that I could say on this, but what it all leads to is a budget that is perpetually too high, and it leads every year to the EU scrambling around to find ways to increase funding.

In the UK in 2010, when Labour was voted out of office, the Chief Secretary to the Treasury famously left his successor a note saying ‘There’s no more money left’, and this seems to happen here every year. If you tried to do less but better you would not find these issues coming up so often. Remember: a spending cap is meant to be a cap, not a target.

  André Elissen, namens de ENF-Fractie. – Vandaag mag ik mijn eerste toespraak in het Europees Parlement houden, waarvoor dank. Het onderwerp waarover ik het wil hebben is de begroting 2018. Bij het inwerken in dit dossier zijn mij de schellen van de ogen gevallen. Nu had ik al de indruk dat de EU een geldverspillende instelling was, maar in de praktijk blijkt het nog vele malen erger te zijn.

Ik noem enkele voorbeelden. Ondeugdelijke huurcontracten, zoals dat van het Europees Geneesmiddelenbureau in Londen. Kosten: slechts 348 miljoen euro. Het Huis van de Europese geschiedenis in Brussel. Kosten: slechts 55 miljoen euro. En nog steeds gesteggel om tot één vergaderlocatie voor het Europees Parlement te komen. Absurd om elke maand te verhuizen, inefficiënt, kostbaar en niet uit te leggen aan de belastingbetaler. En plannen voor een absurde, honderden miljoenen euro's kostende nieuwbouw voor het Europees Parlement in Brussel.

Als het aan mij en mijn partij ligt, doeken we het hele circus van de Europese Unie en het Parlement liever vandaag dan morgen op. Maar totdat wij dat voor elkaar hebben, blijven wij de luis in de pels en volgen wij alle voorgestelde uitgaven kritisch. Bedankt voor uw tijd en aandacht.

  Marian-Jean Marinescu (PPE). – Bugetul pe 2018, propunerea de buget prezintă o bună acoperire pentru politica de transport (sunt raportor de opinie pentru Comisia pentru transport) și asta și datorită faptului că s-a implementat rectificarea bugetară și acolo s-au luat câteva măsuri pe care le-am cerut cu ceva vreme în urmă în cadrul proiectului FC și acum s-au aplicat, însă aș mai avea niște observații.

Mă refer la Galileo, care este un program extraordinar de important pentru economia, în general, a Uniunii. Aproape 10 % din economie se bazează pe sisteme de sateliți și pentru transport bineînțeles că este important. Cred că agenția de la Praga are nevoie de personal - a cerut 23, s-au aprobat doar 5. Este nevoie de implementare, pentru că, la sfârșitul acestui an, Galileo va deveni funcțional 100 % și, de asemenea, EGNOS, care, iarăși, este un sistem de sateliți important, pentru că politica de transport aerian are nevoie pentru acoperirea integrală a teritoriului Uniunii de finanțare foarte mică, pentru a se construi niște stații la sol în nordul Africii și în Ucraina pentru a face toată acoperirea. De asemenea, sper să găsiți o soluție pentru programul Interrail.

  Eider Gardiazabal Rubial (S&D). – Señor presidente, mis colegas y el ponente ya han hablado de nuestro mandato, así que me gustaría aprovechar esta ocasión para recordar al Consejo —que no está, pero que seguro que nos está escuchando— que su posición sobre el presupuesto de 2018 debe ser coherente con las prioridades políticas de la Unión —políticas que ellos mismos deciden en sus reuniones— y que, por lo tanto, debería contener una verdadera posición política y no ser un mero ajuste contable en el que se recorta el presupuesto sin tener en cuenta las necesidades.

Y cuando hablamos de necesidades, nos referimos a cosas muy concretas: necesitamos un modelo de crecimiento sostenible basado en la investigación, en la innovación, que cree empleo de calidad, capaz de hacer frente al reto de la migración y de los refugiados o al cambio climático. Y por eso necesitamos medios suficientes para estos programas, porque sabemos que funcionan y que reflejan el enorme valor añadido de la Unión Europea.

Y, por último, quiero recordarles que, cuando hablamos de presupuestos, Consejo y Parlamento Europeo —ambos— somos Autoridad Presupuestaria y que, por lo tanto, negociamos en pie de igualdad.

  Sander Loones (ECR). – 2.889 keer. Turkije is al 2.889 keer veroordeeld door het Europees Hof voor de Rechten van de Mens. Dat is het allerslechtste resultaat van alle landen!

Dat is ook de reden waarom wij hier vorig jaar in dit Europees Parlement voor een resolutie hebben gestemd om de Europese financiering voor Turkije te stoppen, droog te leggen, te bevriezen. Maar een week later, een week na de stemming over die resolutie, is hier in datzelfde Parlement gestemd over de begroting van 2017. Wat was het resultaat? 600 miljoen euro richting Erdogan, richting Ankara, als toetredingssteun voor Turkije. En ik moet eerlijk zeggen: ik was verbaasd toen ik de begroting zag, de ontwerpbegroting voor volgend jaar 2018. Wat staat daarin? Opnieuw 640 miljoen euro voor Turkije, opnieuw als toetredingssteun! Dit is niet meer normaal! Dit is niet meer serieus.

Ik hoop dan ook dat dit Parlement eindelijk eens consequent zal zijn en tegen deze begroting zal stemmen, samen met de N-VA-leden van het Europees Parlement.

  Gérard Deprez (ALDE). – Monsieur le Président, tout d’abord, félicitations à notre rapporteur, M. Mureşan. À l’évidence, il s’affirme comme l’un des représentants les plus doués de la nouvelle génération parlementaire.

Globalement, nous sommes d’accord avec les orientations de son rapport. Je rappelle simplement brièvement nos priorités.

Premièrement, les PME, parce qu’elles sont créatrices d’emplois. Deuxièmement, la priorité aux jeunes générations, avec Erasmus+ et l’initiative pour l’emploi des jeunes. Troisièmement, une politique humaniste, solidaire, mais aussi réaliste face à l’afflux massif de migrants et de réfugiés. Quatrièmement, le soutien au Fonds européen de la défense. Cinquièmement, que 20 % au moins des dépenses de l’Union soient affectées à la réalisation des objectifs fixés par la COP21.

Nous veillerons à ce que cela soit le cas.

  Λευτέρης Χριστοφόρου (PPE). – Κύριε Πρόεδρε, καταρχήν οφείλω πραγματικά να συγχαρώ για την εξαιρετική εργασία τον αγαπητό συνάδελφο, τον Siegfried Mureşan, ο οποίος πραγματικά επικεντρώθηκε σε αυτά που μας εκφράζουν και μας ικανοποιούν. Αυτόν τον προϋπολογισμό θέλουμε και διεκδικούμε στην Ευρωπαϊκή Ένωση, τον προϋπολογισμό της ανάπτυξης, τον προϋπολογισμό για τις μικρομεσαίες επιχειρήσεις, για τον απλό πολίτη, την καινοτομία, την έρευνα, για όλα αυτά που προσδίδουν μια άλλη Ευρώπη, μια πιο κοινωνική, πιο ανθρώπινη, πιο αναπτυξιακή και πιο ανταγωνιστική Ευρώπη. Γι’ αυτόν τον λόγο εγκρίνουμε, υπερψηφίζουμε και υποστηρίζουμε αυτόν τον προϋπολογισμό· γιατί εκφράζει και εκπροσωπεί όλες αυτές τις αρχές.

Πρέπει να τονίσω ότι οι μικρές χώρες, όπως η πατρίδα μου η Κύπρος, δεν έχουν την ευχέρεια και τη δυνατότητα να ανταποκριθούν και να αντλήσουν τα κονδύλια από τα ευρωπαϊκά προγράμματα, ακόμα και από το σχέδιο Juncker, γιατί δεν έχουν τα μέσα και τις δυνατότητες. Αυτός ο προϋπολογισμός οφείλει να προσέξει και αυτές τις χώρες, τις μικρές, που δεν έχουν τα μέσα και τις δυνατότητες.

Στηρίζω την πολιτική του κυρίου Oettinger για ενίσχυση της αμυντικής πολιτικής. H Ευρωπαϊκή Ένωση οφείλει και στην πράξη να υπερασπίζεται τον εαυτό της, να υπερασπίζεται τα εξωτερικά της σύνορα, να υπερασπίζεται την Ευρωπαϊκή Ένωση ως μια οικογένεια και ως ενιαία ομάδα χωρών, που ουσιαστικά δεν θα αφήνει μικρές και αδύναμες χώρες, όπως η πατρίδα μου η Κύπρος, να κινδυνεύουν και να απειλούνται καθημερινά από χώρες όπως η Τουρκία. Και θα τονίσω ότι δεν μπορούν χώρες που βρίσκονται υπό ένταξη στην Ευρωπαϊκή Ένωση να απειλούν, να προκαλούν και να κατέχουν μικρές χώρες, και ιδίως μια χώρα μέλος της Ευρωπαϊκής Ένωσης, όπως είναι η Κύπρος. Οφείλει και η Ευρωπαϊκή Ένωση να ανταποκριθεί και να στείλει τα σωστά μηνύματα, ιδιαίτερα αυτές τις ώρες.

  Jens Geier (S&D). – Herr Präsident, Herr Kommissar, liebe Kolleginnen und Kollegen! Als ständiger Berichterstatter des Haushaltsausschusses für die Agenturen möchte ich heute Abend Stellung beziehen. Der laufende mittelfristige Finanzrahmen hat entschieden, dass das Personal in den Institutionen und so auch in den dezentralisierten Agenturen um 5 % gekürzt werden soll. Der Haushalt 2018 ist derjenige, in dem diese Operation abgeschlossen sein soll, und bei den Agenturen wird das auch so sein.

Mir ist es wichtig, an dieser Stelle zu betonen, dass viele Agenturen weit mehr geleistet haben, denn sie mussten über den sogenannten redeployment pool einen Teil der Stellen erwirtschaften, die bei ausgewählten Agenturen unabweisbar geworden sind – denken Sie an den Aufwuchs des Personals bei Frontex. Daher will ich festhalten: Der Haushalt 2018 ist der letzte, in dem Personal bei den Agenturen gekürzt werden wird. Ich glaube, einige von denen haben einen Zustand erreicht, den man sklerotisch nennen kann.

Aber der Rat hat eine Chance, liebe Kolleginnen und Kollegen, seinen Sparwillen an anderer Stelle unter Beweis zu stellen. Die EBA, die Europäische Bankenaufsichtsbehörde, wird aus Großbritannien abgezogen, und es wäre unter Spargesichtspunkten sehr vernünftig, sie mit den anderen Agenturen, entweder der in Frankreich oder der in Frankfurt, zu verschmelzen. Mein Gefühl ist: Das wird nicht stattfinden.

  Искра Михайлова (ALDE). – Г-н Председател, г-н Комисар, уважаеми колеги, искам непременно да подчертая, че при даването на мандат за преговори през идващата седмица трябва да не допускаме отстъпление от заложените в бюджета проектни стойности. Не трябва да допускаме съкращаване, което да бъде механично, без отчитане на политиките. Както Комисарят спомена, трябва да гледаме всичко ред по ред.

Специално искам да отбележа предложеното увеличение с 25,7% на равнището на бюджетните кредити за плащания по функция 1б в проектобюджета на 2018 г., както и 2,4% увеличение на бюджетните кредити за поети задължения. Изключително важно е да запазим тези параметри на бюджета, за да можем да разплатим повишените искания за плащания по структурните фондове и изпълнението на програмите. Това е важно за доказване на качеството на програмите, важно е за запазване на доверието на европейските граждани към Европейския съюз.

  Jean-Paul Denanot (S&D). – Monsieur le Président, Monsieur le Commissaire, les États membres ne peuvent plus demander toujours plus à l’Union, tout en réduisant ses capacités budgétaires.

La stratégie de déshabiller Paul pour habiller Pierre n’a que trop duré. Il est de notre responsabilité, au Parlement européen, de parler fort et d’être déterminés à faire accepter par le Conseil que l’Union mérite les moyens de ses ambitions. Après le discours du commissaire Oettinger, nous avons compris que la Commission était plutôt de notre côté et nous ne pouvons que nous en féliciter.

Il est fondamental de rappeler que toute nouvelle politique doit bénéficier de nouveaux financements. Un fonds de défense, c’est sans doute nécessaire, mais il ne peut être financé au détriment des politiques existantes, et notamment des politiques de solidarité. La nécessité d’argent frais s’impose. L’Union européenne ne saurait souffrir d’une déception supplémentaire, alors que se dessine aujourd’hui son avenir.

Un budget européen ne peut pas être l’addition de fonds de garantie et d’autres montages financiers. Il doit être lisible et ne plus être soumis aux seules contributions nationales, ou quasiment, mais faire appel à de véritables ressources propres.

Vorrei ringraziare Lei, vorrei ringraziare il relatore, l'on. Mureșan, con cui mi permetto di dire che stiamo facendo un percorso interessante, importante, molto bello, e il lavoro che stiamo facendo è un lavoro parlamentare vero e proprio, non soltanto di parte. Questo naturalmente fa onore al lavoro che fa il collega e credo che faccia onore anche al lavoro che stiamo facendo come Aula.

Quello che stiamo discutendo in queste ore, in questi giorni, e che voteremo domani è un mandato, secondo me, molto ampio, un mandato che permetterà al nostro relatore e quindi alla nostra istituzione di confrontarsi ampiamente, in modo molto netto e serio con il Consiglio e con la Commissione sulle prospettive per il bilancio del prossimo anno.

Quello che noi abbiamo discusso in queste settimane, in questi mesi, e che domani voteremo ha a che fare veramente con alcune delle risposte che i cittadini ci chiedono, soprattutto sui temi più importanti, più urgenti, e penso quindi naturalmente al lavoro, penso agli investimenti, penso alla necessità di avere un'Europa che torni a crescere – e queste considerazioni vengono fatte – che abbia anche una capacità di visione.

Naturalmente non possiamo nascondere – e il collega Mureșan lo sa, lo sanno i colleghi – che ci sono ancora delle differenze in questo Parlamento, che ci sono ancora degli elementi con cui dovremo confrontarci, naturalmente, con la Commissione – e ringrazio anche il commissario Oettinger per il supporto che ci darà – e poi con il Consiglio: penso ai temi dell'immigrazione, penso ai temi della sicurezza, penso anche alle questioni legate alla mobilità giovanile… Però sono sicuro che con questo documento, e con il voto che avremo domani, il nostro Parlamento avrà una posizione molto forte, il nostro relatore avrà una posizione molto forte per poter andare a iniziare questa trattativa con il Consiglio per il bilancio del prossimo anno.   Ivana Maletić (PPE). – Gospodine predsjedniče, čestitam izvjestitelju na izvrsno odrađenom poslu i Komisiji i povjereniku na odličnom prijedlogu proračuna za 2018. godinu.

Europi se u srednjem roku predviđa rast od 1,5 do 2 %. S tim gospodarskim rastom nikako ne možemo biti zadovoljni, a to možemo promijeniti samo ambicioznim proračunom i kvalitetnim ulaganjima u inovacije, znanost, istraživanje i razvoj, obrazovanje, mlade. To je sve prepoznato u ovom prijedlogu proračuna za 2018. godinu.

Isto tako ulaganja u prioritete koji su važni za povoljno poslovno okruženje, poput energetike i prometa, ali i sigurnost i stabilnost. Bez sigurnosti i stabilnosti nema povjerenja, bez povjerenja nema ulaganja rasta i razvoja i to je jasna poruka ovoga prijedloga proračuna za 2018. godinu.

Posebno me raduje i povećanje plaćanja u kohezijskoj politici od čak 25 %. Ovo je pravi trenutak da ova politika zaista postane vidljiva jer dosada gotovo da i nije bila.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, la crescita sostenibile, la coesione socioeconomica, la sicurezza, la migrazione e il cambiamento climatico restano le priorità principali del bilancio dell'Unione europea per il 2018. Ma ci sono anche altri aspetti da valutare. Condivido per esempio gli incrementi proposti dalla Commissione per l'iniziativa "Garanzia per i giovani", anche se ancora insufficienti. Questa iniziativa deve essere ulteriormente migliorata e resa più efficiente, garantendo l'apporto di un reale valore aggiunto europeo alle politiche per il lavoro giovanile degli Stati membri, e non in sostituzione delle politiche nazionali esistenti.

Non è condivisibile, però, il taglio al programma COSME. Le PMI giocano un ruolo fondamentale nella creazione di posti di lavoro, e l'adeguatezza dei finanziamenti a favore di questa categoria di imprese deve rimanere la priorità del bilancio dell'Unione europea.

Infine, il ricorso senza precedenti agli strumenti speciali ha dimostrato che il bilancio dell'Unione non era stato originariamente concepito per affrontare problemi come l'attuale crisi migratoria e dei rifugiati. I tagli proposti non sono conformi all'impegno assunto dall'Unione europea di affrontare in maniera efficiente ed adeguata il problema dei migranti.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, η εντολή για τον τριμερή διάλογο για το σχέδιο προϋπολογισμού του 2018 πρέπει να είναι σαφής, πρέπει να είναι ισχυρή και να στηρίζεται σε συγκεκριμένους άξονες: ενίσχυση της Κοινής Γεωργικής Πολιτικής, διότι οι αγρότες της Ευρώπης πραγματικά υποφέρουν· στήριξη της συνοχής διότι οι χώρες του ευρωπαϊκού Νότου έχουν μείνει πίσω· στήριξη της απασχόλησης με δημιουργία νέων θέσεων εργασίας, κυρίως για τη νέα γενιά που αντιμετωπίζει πολλά προβλήματα αυτήν τη στιγμή· στήριξη των μικρομεσαίων επιχειρήσεων, διότι μόνο μέσα από αυτές μπορεί να υπάρξει πραγματική ανάπτυξη· Κοινωνική Ευρώπη για όλους, για να μπορούμε πραγματικά να απαλλαγούμε από τα προβλήματα της φτώχειας και του κοινωνικού αποκλεισμού.

Επιπλέον, στήριξη της καινοτομίας και της έρευνας, διότι μόνον έτσι μπορεί να υπάρξει ανταγωνιστικότητα και -φυσικά- πρέπει να υπάρξουν κονδύλια για το προσφυγικό και για τα θέματα ασφάλειας. Τέλος, δεν χρειάζονται κονδύλια για την Τουρκία, η οποία παραβιάζει τα ανθρώπινα δικαιώματα και κατέχει παρανόμως το 37% της Κυπριακής Δημοκρατίας.

  Stanislav Polčák (PPE). – Pane předsedající, já bych chtěl za prvé poděkovat panu zpravodajovi Mureşanovi, s nímž jsem měl možnost hovořit o otázce politiky soudržnosti a jejím přídělu, a zároveň chci poděkovat panu komisaři, že takto vnímá naše vystoupení. Já jsem jej pozoroval při jednání.

Myslím si, že těch priorit, které byly zmíněny pro náš rozpočet pro rok 2018, je příliš mnoho, ukazuje se, že to hlavní bude právě jistá selekce. Priority přibývají, ať je to migrace, bezpečnost situace v Evropě. A rozpočet samozřejmě nafukovací není. Můžeme to brát v zásadě jako generálku pro období po brexitu. V okamžiku, kdy Velká Británie odejde a nebude plnit svůj příspěvek do rozpočtu, tak peněz bude chybět ještě víc.

Takže já bych chtěl vyjádřit naději, že rozpočet bude zodpovědný, že bude krátit tam, kde to skutečně je možné, a podporovat ty priority a politiky, které jsou důležité pro naši budoucnost. Pevně věřím, že se v mandátu s Radou dohodneme. Protože potom bychom zklamali v očích těch nejdůležitějších, v očích občanů Evropy.

  Günther Oettinger, Mitglied der Kommission. – Herr Präsident, verehrte Damen und Herren Abgeordneten! Entlang der Uhrzeit und der nachfolgenden Tagesordnungspunkte in aller Kürze: Ich finde es bemerkenswert und positiv, wie breit das Mandat, das der Kollege Mureşan sich erarbeitet hat, aus Ihren Wortmeldungen hervorgeht. Ich glaube, das stärkt seine Autorität und Ihre Autorität. Indem der Haushaltsentwurf der Kommission und Ihre Bewertung, Ihre Kommentare, Ihre Ergänzungen über eine breite Mehrheit hier im Hohen Hause verfügen, ist das auch ein klares Zeichen Ihrer Kraft für die Verhandlungen in Trilog. Ich freue mich, dass die am 13. Juli dann aufgrund des Mandats beginnen werden und sage meine Unterstützung bei allen Verhandlungsrunden zu.

Die meisten Punkte wurde erwähnt: Migration, Soziales, Infrastruktur, Kohäsion, ländlicher Raum, Forschung. Vielleicht nur zu drei Punkten noch einige Gedanken: Wir beobachten die Personalsituation bei unseren Diensten sehr genau. Wir werden die 5 % Personalkürzungen im Stellenplan als Kommission in diesem Jahr – bei anderen Diensten im nächsten Jahr – erbracht haben. Und dann brauchen unsere Dienste – das gilt für das Parlament, es gilt für alle Institutionen, es gilt für die Kommission, es gilt für die Agenturen – einige Jahre der Stabilisierung auf der Grundlage eines Stellenplans und einer Gesetzgebung, die in das nächste Jahrzehnt geht. Und wenn Agenturen mehr Arbeit haben, neue Aufgaben haben, außerordentliche Arbeit machen, haben wir immer auch die Möglichkeit der Feinsteuerung, einige Stellen hinzuzugeben, damit auch die Agenturen neben den Generaldirektionen ihre Aufgaben erfüllen. Ich bin mit dem Sprecher unserer Agenturen dazu auch in den nächsten Tagen in Kontakt, um deren Erwartungen zu hören. Galileo ist ein Jahrzehnt-, ein Jahrhundertprojekt – die Industrie hat es nicht hinbekommen. Wir haben Verspätung, aber wir bekommen es hin und schaffen damit bei einem technologisch herausragenden Bereich eine eigene europäische Souveränität und sind nicht mehr nur vom Import von Navigationsdiensten aus Übersee abhängig.

Die Gründung des europäischen Museums der Geschichte wurde kritisiert. Ich habe vor Kurzem eine Besuchergruppe dort erlebt, junge Menschen aus Europa, die dort waren – die waren begeistert. Ich finde, das Parlamentarium und das Haus der europäischen Geschichte sind hervorragende Angebote für die Weiterbildung gerade unserer europäischen Bürger, gerade für die junge Generation. Denn, ob wir es wollen oder nicht wollen, ob Sie es nicht wollen oder ich es will: Es gibt nun mal eine europäische Geschichte, es gibt leider eine europäische Kriegsgeschichte, es gibt eine europäische Kulturgeschichte, eine europäische Sozialgeschichte – Karl Marx –, es gibt eine europäische Religionsgeschichte und Reformationsgeschichte im Lutherjahr, und es gibt im Grunde genommen auch eine europäische Geschichte unserer wechselvollen Politik, von den Römern, den Griechen, zuvor, den Staufern, von Karl I. bis zu Napoleon. Und dies gerade jungen Menschen nicht aufzuzeigen, wäre ein Frevel. Ich finde – bei allem Stolz auf Heimat und Nation – eine nationalistische Zwangsjacke wäre falsch. Und unsere Kinder, die Erasmus-Generation, würde sie auch nicht anziehen und nicht akzeptieren.

Deswegen ist meine Bitte: Sprechen Sie mit Bürgern, die aus diesem Haus der Geschichte kommen! Ich bin sicher, dann werden Sie sich davon überzeugen, dass diese 50 Millionen eine sinnvolle Investition für die Bildung unserer Bürger auf dem ganzen Kontinent in seiner Vielfalt gewesen sind.

  Siegfried Mureşan, rapporteur. – Mr President, I would like firstly to thank my colleagues and Commissioner Oettinger for this very rich and interesting debate tonight. I would like particularly to thank the shadow rapporteurs, with whom I have been working very well and closely. They were very constructive throughout the work.

I see with us still in the Chamber Bernd Kölmel and Indrek Tarand – my thanks to you, and also to Daniele Viotti and Anneli Jäätteenmäki, who were with us earlier. The rapporteurs for the opinions from the various committees were instrumental in putting together a mandate for Parliament which reflects the will of the colleagues in this House and that is why I anticipate that we will be able to adopt this with a large majority tomorrow.

In addition to this, before concluding, I would like to say that growth and jobs and the security and safety of citizens are our biggest priorities. This is what we agreed with the Commission: that these things should receive priority next year. In addition, as was said before, we should not forget the traditional policies of the Union – cohesion and agriculture – and we should ensure proper financing. In this regard, the Commission did the right thing by proposing an increase in payments under Heading 1b to Cohesion and Structural Funds by 25% because we expect and we want to see money flowing into the programmes next year. This is why we are making money available for the real economy, so that NGOs, SMEs and regional and local stakeholders can benefit from the EU budget.

I am confident after today’s debate that, together with the Commission, with Commissioner Oettinger, and with the Council – starting next week in the trilogue and then in autumn – we will be able to put forward and adopt a meaningful budget, a Union budget for 2018 which corresponds to the needs of the year 2018 and which respects and complies with European citizens’ expectations vis-à-vis the Union next year.

  Maria Grapini (S&D), în scris. – Raportul referitor la mandatul pentru trilogul privind proiectul de buget pe 2018 este foarte important din perspectiva viitorului creșterii sustenabile a locurilor de muncă de calitate, în special în IMM-uri, cercetare și pentru tineri. De aceea am propus Comisiei să aloce un buget rezonabil pentru creșterea capacității digitale a startup-urilor, precum și pentru internaționalizarea IMM-urilor europene.

Reindustrializarea Europei poate fi realizată doar prin creșterea competențelor, prin inovare și cercetare și printr-o educație adecvată cerințelor economiei. Este necesar să se aloce un buget adecvat pentru funcționarea uniunii vamale, în scopul combaterii fraudei și criminalității economice. Încurajez Comisia să crească finanțarea acordată în cadrul programului Orizont 2020 și să sprijine întreprinderile europene care acordă prioritate incluziunii și creării de locuri de muncă.
