  Pervenche Berès (S&D). – Madame la Présidente, n’ayant jamais eu l’honneur d’occuper votre position, je mesure toute la difficulté de présider les séances de notre assemblée.

Il n’empêche que ce matin votre prédécesseur, M. Wieland, a mené les débats de telle manière que, finalement, nous avons eu dix minutes de suspension, alors qu’il a interrompu un certain nombre d’orateurs, dont moi-même, dans des conditions parfaitement discourtoises et contraires à la cohérence de la pensée.

Donc, je voulais faire cette observation.

  President. – Ms Berès, to show solidarity with Vice-President Wieland, I have never found him discourteous, but I take note of your comment. I will perhaps bring it to the Bureau and we could look at this issue because I also get criticism when I am very strict with time.

My one observation is that yesterday I did not use the gavel during one debate, as an experiment, and it actually worked very well. But we take note of your comment.

  Indrek Tarand (Verts/ALE). – Madam President, for over one month now this Parliament has failed to fulfil its duty under Rule 20 of our Rules of Procedure, which sets out an imperative requirement. I quote: ‘If it becomes necessary for the President, a Vice-President or a Quaestor to be replaced, a successor shall be elected’.

Former Vice-President, Ms Gáll-Pelcz, left the Parliament for the Court of Auditors in September this year, and I wish to announce to this Chamber, to the democratically-elected representatives of the European people, that I have fulfilled the criteria for nomination, according to Rule 15(1).

I ask the President to put the vacant post to the vote tomorrow, in order to stop embarrassing this Parliament with indecisiveness, and to give the EPP Group enough time to nominate their candidate. If they continue not to be interested in this important parliamentary post, I will humbly accept the seat of Vice-President by acclamation.

These times are scary, colleagues, and Europe needs leadership, not vacancies and empty-seat policies.

  President. – Mr Tarand, your humility is noted and recorded.

As you know, the Conference of Presidents sets the agenda. With respect to their prerogative in this area, we will vote when they set a deadline for submission of nominations for the position and put it on our agenda. But we take note of your comments.

I have one announcement before the vote. The President has received from the S&D Group a nomination for membership of a delegation. This nomination will be noted in the minutes of the sitting. If no observations have been submitted by the time the minutes are adopted, the nomination will be deemed to have been accepted.

  Xabier Benito Ziluaga (GUE/NGL). – Señora presidenta, quería presentar una moción de orden por el artículo 186, porque hoy el debate de preparación para el próximo Consejo se ha centrado en la cuestión de Cataluña, y quien presidía el debate se ha quejado. El problema de esto es que el lunes decidieron permitir celebrar el debate sobre la situación de los derechos fundamentales en Cataluña solo a los presidentes de grupo y de una forma muy poco transparente. El presidente Tajani dijo el lunes que estábamos votando, en primer lugar, si el debate tenía lugar, en segundo, la hora, y, en tercero, el título; pero en ningún momento se votó ni se decidió en esta Cámara el formato.

Por favor, no traten de tapar la gravedad del conflicto de Cataluña y la violencia contra civiles con una chapuza. Deberíamos decidir claramente en qué formato vamos a celebrar ese debate. La ciudadanía y este Parlamento se merecen decidirlo clara y democráticamente.

  President. – Just to inform the House: those of us who were here at the start of business reached an agreement across the House as to how this debate would be handled. We are all extremely aware of the sensitivities of this issue. I think that, as a responsible parliament, we look forward to this debate and hope that we can assist in a very delicate situation.
