  Alex Mayer (S&D). – Mr President, I welcome this timely debate and vote on minimum income schemes, not least when the British Government is making such a hash of universal credit, a policy meant to help but which, in reality, is forcing people further into poverty, debt and even homelessness, a policy that is disincentivising work. It needs to pause and think again.

In contrast, a couple of weeks ago I was delighted to visit Rapid Drop in Peterborough in my constituency. From Wembley Stadium to Zagreb Airport to Tivoli Gardens you can find the products of this thriving fire sprinkler business, which does not, however, only improve safety in buildings. It cares about the security of its employees too and is proud to be a living wage company, paying people enough so that they can really get by. Its subcontractors, cleaners and maintenance workers get the same treatment too. According to the Living Wage Foundation, more than half of living wage employers report that the scheme has improved both recruitment and retention. It is good for business, good for employees and good for society. A win-win-win situation.

  Eleonora Forenza (GUE/NGL). – Signor Presidente, onorevoli colleghi, ho votato a favore della relazione Agea in quanto è in continuità con la risoluzione del 2010 sul minimum income.

È un passo in avanti, ma sicuramente molti sono i passi in avanti ancora da fare, sia da parte del Parlamento sia da parte della Commissione che, anziché spiegare ed esplicitare un fragile pilastro sociale, potrebbe emanare una direttiva sul reddito minimo.

Io non smetterò di battermi, come ho fatto dall'inizio di questa legislatura, per un reddito di autodeterminazione, come autorevolmente lo chiama il movimento femminista, perché in questo continente sia garantito il diritto all'esistenza in maniera incondizionata e universale. Il reddito di autodeterminazione e il salario minimo europeo sono le precondizioni per una cittadinanza sociale europea e perché il progetto europeo possa avere un futuro.

  Tania González Peñas (GUE/NGL). – Señor presidente. Creo que hay que felicitarse por este informe, y he votado a favor porque un régimen de renta mínima en todos los países de la Unión es una herramienta básica, una herramienta de cualquier Estado social, del bienestar y de una sociedad democrática avanzada. Y ya era hora, ya se echaba de menos una posición de esta Cámara al respecto que permita una mejor coordinación.

Como el propio informe reconoce, la pobreza y la exclusión social no son problemas individuales, son problemas sociales, colectivos, que se deben atajar de manera colectiva. La renta mínima es una herramienta para luchar contra la pobreza y construir sociedades más justas e igualitarias, pero una herramienta, también, que beneficia a la sociedad en su conjunto. Para que la economía funcione, las personas tienen que tener capacidad de consumo: es así de sencillo. La rueda tiene que girar o se parará para todos.

En mi país, el mes pasado, el Partido Popular en el Gobierno presentó una enmienda a la totalidad ante una iniciativa legislativa popular para fijar una prestación de ingresos mínimos de 426 euros. Esperamos que la voz de Europa la escuche, no solo cuando les sirve de excusa para aplicar recortes y desmontar nuestros servicios públicos, sino también cuando se envía un mensaje nítido como el de hoy con este informe.

  Adam Szejnfeld (PPE). – Panie Przewodniczący! Ludzka aktywność, w tym praca, zapewnia człowiekowi równoprawny udział w społeczeństwie, jest przede wszystkim motorem jego rozwoju osobistego, ale także podstawą sukcesu jego rodziny. Nie ma więc nic gorszego jak wywoływanie bierności lub podtrzymywanie bierności człowieka w społeczeństwie. Rozdawnictwo pieniędzy, bez obowiązku nauki, bez obowiązku pracy, bez obowiązku aktywności społecznej, może więc wywoływać postawy bierne i postawy roszczeniowe. Skutkiem ubocznym tego rodzaju propozycji może być także dodatkowy impuls migracyjny. Dlatego też choć sama idea jest szczytna – wszystkim równo, bez względu na to, czy zasługują czy nie zasługują, bo są ludźmi, bo są obywatelami, bo są mieszkańcami Europy – powinna być jednak oceniona negatywnie.

  Thomas Mann (PPE). – Herr Präsident! Im Bericht Agea geht es nicht um den Mindestlohn; der wird von den Mitgliedstaaten festgelegt und von den Sozialpartnern verhandelt. Hier geht es um Mindesteinkommen, damit Armut erfolgreich bekämpft werden kann, damit die Eingliederung in die Gesellschaft gelingt, damit soziale Teilhabe stattfindet. Deshalb habe ich für den Bericht gestimmt. Die Betroffenen brauchen echte Chancen, um in die Arbeitswelt hineinzukommen, es muss dafür gesorgt werden, dass sie Qualifizierungsmaßnahmen haben. Und auf der nationalen Ebene brauchen wir verbesserte Regeln für die Sozialhilfe und den Sozialschutz.

Vor allem geht es aber um eine faire Steuerpolitik in den Mitgliedstaaten. Und da ist es wirklich noch im Argen: Maßnahmen gegen Steuervermeidung, Maßnahmen gegen Steuerhinterziehung. Deshalb haben wir im Abschlussbericht des Panama-Papers-Untersuchungsausschusses, dem ich angehöre, in der letzten Woche zentrale Forderungen erhoben.

Und schließlich muss es den Akteuren gelingen, im Rahmen des Europäischen Semesters einen Austausch über erfolgreiche Verfahren zu haben, von Sozialinvestitionen bis hin zum leichteren Zugang zu den qualifizierten Dienstleistungen.

Dá bhrí sin, ní féidir linn a bheith sásta faoi sin agus go háirithe ós rud é go bhfuil an cúlú eacnamaíochta taobh thiar dínn anois, tá súil againn. Caithfimid tús áite a thabhairt don fhadhb seo agus cabhrú leis na páistí, mná, daoine le máchail, daoine dífhostaithe atá sa bhfadhb uafásach seo. Tá na scéimeanna bunioncaim an-tábhachtach agus i mo shaol féin tá mo pháirtí, Fine Gael, agus an rialtas ag déanamh a ndíchill chun cabhrú leis na daoine seo agus déanfaidh siad níos mó amach anseo. Ach i ndeireadh na dála, caithfimid bunioncam a tabhairt dóibh agus, freisin, saol gníomhach nádúrtha sóisialta a bheith acu chomh maith.

  Μαρία Σπυράκη (PPE). – Κύριε Πρόεδρε, προσυπογράφω απολύτως τα όσα είπαν πριν από λίγο οι συνάδελφοι Kelly και Mann. Είναι πράγματι απαραίτητο να υπάρχει το ελάχιστο εγγυημένο εισόδημα στις κοινωνίες μας και ειδικά στην πατρίδα μου, στην Ελλάδα, θα σας πω δύο αριθμούς: 274.000 νοικοκυριά επωφελούνται από το ελάχιστο εγγυημένο εισόδημα, 611.000 συμπολίτες μου. Δυστυχώς για μας όμως αυτά τα νούμερα αυξάνονται και εδώ πράγματι πρέπει να δούμε την προτεραιότητα της πολιτικής μας. Είναι αναμφισβήτητη προτεραιότητα να στηρίξουμε όσους πλήττονται από τη φτώχεια και τον κοινωνικό αποκλεισμό. Είναι όμως απαραίτητο ταυτόχρονα να ενθαρρύνουμε την κοινωνική τους επανένταξη, με την απρόσκοπτη πρόσβαση στην αγορά εργασίας και είναι απαραίτητο να προωθήσουμε πολιτικές δια βίου μάθησης, μετεκπαίδευσης σε νέες δεξιότητες και απόκτησης προσόντων που θα επιταχύνουν την επανένταξη στην αγορά εργασίας των ανθρώπων που αισθάνονται ότι η δουλειά τους απέρριψε. Μόνο έτσι μπορούμε να πετύχουμε βιώσιμα αποτελέσματα για την αντιμετώπιση του φαινομένου της φτώχειας. Μόνο έτσι τα προγράμματα αυτά, ακόμη και το ελάχιστο εγγυημένο εισόδημα, θα μπορέσουν να πάρουν τον χαρακτήρα κοινωνικής επένδυσης.

  Rupert Matthews (ECR). – Mr President, this report started life as a perfectly reasonable study into the levels of poverty across the European Union and ways in which they might be alleviated. Due to amendments, the report now demands that a centralised European Union fund be set up to run an EU-wide minimum income scheme which would be laid down centrally. It is yet another power-grab by Brussels at the expense of the Member States, this time set up as a policy against poverty.

The report fails to recognise that each Member State needs to have different measures in order to meet its own unique challenges and different causes of poverty, which is why I voted against the motion.

Once Britain is outside the European Union we will be free to take such measures for ourselves. Just one more reason why I believe that Brexit will be a success.
