  Hugues Bayet, rapporteur. – Monsieur le Président, Madame la Commissaire, je voudrais tout d’abord remercier tous ceux qui ont négocié ce texte et qui ont permis d’arriver à ce résultat. Merci à Tom, Bernd, Caroline, Miguel et Bas. Vous le savez, le rapport sur le Semestre européen que nous allons voter demain est une avancée sur la politique économique et budgétaire à mener et donne des pistes de solution afin de diminuer l’accroissement des inégalités socio-économiques au sein d’un même pays et de limiter la croissance du phénomène des travailleurs pauvres ou encore d’aller vers une convergence plus forte entre les États membres.

Je pense qu’on peut se réjouir: la situation économique s’améliore et un nouveau cap commence à se dessiner. C’est évidemment ce qu’on demande dans ce rapport et la Commission – que je remercie, d’ailleurs – a repris dans ses recommandations pays par pays quelques-unes de nos remarques. Elle a, en effet, décidé de mettre plus l’accent sur l’intégration du pilier des droits sociaux et des questions environnementales dans les lignes directrices de ses recommandations.

On le sait, le citoyen européen est demandeur d’un climat socio-économique stable et sain, dont l’objectif principal doit être le plein emploi. L’Europe reste le continent le plus riche au monde, avec des potentialités de développement encore importantes, comme, par exemple, dans le domaine de la transition énergétique, mais il est primordial que nos instruments socio-économiques servent la cause des citoyens, de leurs emplois et de leur bien-être. Les travailleurs sont confrontés quotidiennement à l’impact de la mutation rapide de l’économie et, comme hommes et femmes politiques, nous devons pouvoir réagir à ces changements, les accompagner pour éviter qu’ils en soient les premières victimes.

C’est pourquoi nous avons intégré dans ce rapport toute une série de points, mais je voudrais souligner cinq points qui me semblent majeurs. Le premier point se concentre sur l’importance et le besoin d’une augmentation des investissements privés et publics, afin d’investir dans l’économie réelle. Les investissements privés arrivent seulement au niveau de 2008, les investissements publics sont encore 40 % en-deçà des investissements de 2008. Nous avons également demandé à la Commission de faire une évaluation des obstacles à la mise en place des grands projets d’investissement, qui sont souvent des partenariats public-privé, et à leur amortissement dans le temps. Sans investissements publics, par exemple en termes d’infrastructures ou de soins de santé, il n’y a malheureusement pas d’investissements privés, et si on additionne ces deux facteurs, il ne peut y avoir de création d’emplois.

Le deuxième point porte sur les finances publiques responsables. En effet, nous insistons sur le fait que les orientations budgétaires, au niveau national et au niveau de la zone euro, devront permettre la viabilité à long terme des finances publiques, ainsi que leur bonne gestion. Cette bonne gestion doit aller de pair avec une hausse des salaires. C’est une proposition qui est soutenue également par le président de la BCE, Mario Draghi, afin de permettre aux travailleurs d’avoir un pouvoir d’achat plus élevé et, ainsi, de relancer l’économie dans son ensemble, peut-être plus efficacement que les mesures actuelles.

Ensuite, nous avons abordé la problématique des réformes structurelles, notamment pour renforcer la garantie pour la jeunesse, l’importance des politiques d’éducation, les aides aux microentreprises ou encore la garantie de la durabilité des systèmes de sécurité sociale. Bref, tout ce qui fait la plus-value de notre continent face au reste du monde. Ne nous cachons pas, cette plus-value est en danger et nous devons non seulement la préserver, mais aussi l’intensifier pour que l’Europe soit à nouveau synonyme d’espoir pour ces millions de jeunes.

On parle évidemment de l’harmonisation fiscale européenne, de tout le travail qui a déjà été réalisé par le Parlement européen et de la nécessité d’aller plus loin, vers un système commun d’imposition des sociétés équitable et, enfin, le dernier chapitre porte sur une plus grande intégration lors des négociations sur le Semestre des différents acteurs, tels que le Parlement européen, mais aussi les parlements nationaux et/ou régionaux ainsi que les partenaires sociaux. Je pense vraiment que l’appropriation du Semestre par ces différents acteurs est une condition sine qua non d’une meilleure application des recommandations pays par pays.

Ceci n’est évidemment qu’une première étape. D’autres mesures sont encore à prendre, comme, notamment, réformer le pacte de stabilité et de croissance afin de permettre aux États de réinvestir dans les services aux citoyens et de relancer l’emploi. Mais je pense que nous sommes sur la bonne voie pour un réel changement économique et social en Europe et j’espère que ce rapport aura une large majorité demain.

  Krzysztof Hetman, sprawozdawca. – Panie Przewodniczący! Roczna analiza wzrostu gospodarczego formalnie rozpoczyna wdrażanie 8. cyklu koordynacji i zarządzania polityką gospodarczą Unii Europejskiej, czyli europejski semestr. W swoim komunikacie Komisja zaproponowała priorytety, na których państwa członkowskie powinny skupić swoją uwagę przy wdrażaniu krajowych polityk i reform w celu osiągnięcia trwałego wzrostu sprzyjającego włączeniu społecznemu w ramach tzw. szlachetnego trójkąta, zwiększania inwestycji, realizacji reform strukturalnych i zapewniania odpowiedniej polityki budżetowej.

Główny sygnał płynący z tegorocznego sprawozdania na temat dorocznej analizy wzrostu wskazuje, że gospodarka europejska umacnia się. Po wielu latach spowolnienia gospodarczego wzrost PKB jest większy, niż prognozowano. Bezrobocie systematycznie spada. Poprawiła się sytuacja w finansach publicznych państw członkowskich i obserwujemy ożywienie inwestycyjne. Te pozytywne sygnały napawają optymizmem, dlatego też Unia Europejska i poszczególne państwa członkowskie muszą wykorzystać ten sprzyjający moment, aby kontynuować reformy i umacniać pozytywny trend.

Nie ulega bowiem wątpliwości, że przed nami jeszcze wiele pracy. Bezrobocie wśród młodzieży cały czas utrzymuje się na niepokojąco wysokim poziomie ponad 16 %. Aż 6,3 mln osób w wieku 15–24 lat nie pracuje ani nie uczy się. Wysoki pozostaje też poziom ubóstwa i wykluczenia społecznego. Widoczny jest problem z powrotem na rynek pracy osób długotrwale bezrobotnych, zaś aż 44 % pracowników brakuje podstawowych umiejętności cyfrowych. Borykamy się też z niedopasowaniem umiejętności pracowników do potrzeb pracodawców.

Proszę zwrócić uwagę na ten paradoks. Z jednej strony, w wielu miejscach wciąż mamy wysoki poziom bezrobocia, a z drugiej – przedsiębiorcy coraz częściej zgłaszają problem braku rąk do pracy. Dotychczas był to rynek pracodawcy, teraz jest to rynek pracownika. A problem ten, czyli osób wciąż pozostających bez pracy oraz pracodawców poszukujących pracowników, występuje w regionach zarówno bogatych, jak i peryferyjnych.

Nie wykorzystujemy również w pełni potencjału MŚP i nowych technologii. Tymczasem musimy mieć świadomość, że dynamicznie zmieniające się rynki pracy wymagać będą reform i wprowadzania nowych rozwiązań zarówno w obszarze edukacji i szkoleń, jak i organizacji pracy. Wyzwania obejmują też problemy demograficzne oraz szeroko pojętą równowagę między życiem prywatnym i pracą, w tym kwestię urlopów rodzicielskich i opieki nad dziećmi, ale także powrotu na rynek pracy czy opieki nad osobami długotrwale chorymi i starszymi.

Jestem zdania, że wymienione przeze mnie zagadnienia powinny stanowić najważniejsze priorytety, na których państwa członkowskie muszą skupić swoją uwagę przy wdrażaniu krajowych polityk i reform, aby osiągnąć trwały wzrost sprzyjający włączeniu społecznemu. Konieczne są dalsze intensywne działania na rzecz poprawy konkurencyjności gospodarki europejskiej i zwiększania produktywności naszych przedsiębiorstw.

Nie możemy jednak przy tym zapominać, że w centrum naszych działań musi znaleźć się człowiek, dlatego prace na rzecz poprawy kondycji europejskiej gospodarki muszą iść w parze z pracami na rzecz wzmocnienia naszej polityki społecznej. Uważam, iż włączenie od tego roku w cykl europejskiego semestru filaru praw socjalnych może stanowić skuteczne narzędzie do realizacji tego celu. Mam zatem nadzieję, że założenia filaru zostaną trwale połączone z zaleceniami dla państw członkowskich w ramach semestru. Chciałbym jednak podkreślić, że nawet najlepiej sformułowane cele i zalecenia nie będą miały przełożenia na realną pozytywną zmianę, jeżeli pozostaną wyłącznie na papierze. Dlatego niezwykle istotne jest, aby państwa członkowskie poprawiły poziom wdrażania zaleceń wydawanych w ramach semestru.

  Nedzhmi Ali, rapporteur for the opinion of the Committee on Budgets. – Mr President, strong economic governance and better policy coordination between the Member States could not be done without the European semester. This year, the process of macroeconomic budgetary and structural policy coordination is particularly important for the Union in the context of the preparation of the next MFF. In this regard, a real synergy between budgetary and monetary policies should be introduced in order to stimulate growth and job creation as well as to revive investments. Ambitious reforms of the euro area governance should be proposed, including the introduction of a special instrument to support the adoption of the euro by the non-euro Member States who have committed themselves to adopting the euro. Important is the evolution of the European Stability Mechanism towards the European Monetary Fund. Public and private investment in infrastructure, research and development, innovation and education should be encouraged in order to achieve the goals of budgetary growth and employment policies. Most effectively, those goals could be achieved implementing a strong and well-resourced cohesion policy. Having in mind the situation with the jobs for young people in the EU, we should underline the importance of the implementation of the Youth Employment Initiative.

  Monika Panayotova, President-in-Office of the Council. – Mr President, thank you for the opportunity to discuss today the European Semester, a topic of particular relevance in these times. The Council attaches great importance to the Semester, and I am pleased to exchange views with Parliament on this subject.

If we are to make Europe relevant to peoples’ daily lives, we need to achieve good results on growth and jobs, high-quality education, social protection and inclusion, as well as environmental sustainability. We should stress here that it is question of ownership. Implementation of structural reforms under the European Semester is key for strengthening the resilience and potential growth of Member States and the European Union as a whole. An agreement on common objectives is therefore important. Your reports show that we see these common objectives, and I am glad that we have this opportunity to discuss them with you today and that you have done so recently with national parliaments.

To start on a positive note, evidence suggests that Europe’s economy is strengthening, employment is growing, investment is recovering and public finances are improving. Yet, clearly, many challenges remain. You have identified a number of them in your reports. While the recovery is turning into expansion and is becoming more broad-based, some Member States still face major structural challenges. High debt levels and high youth unemployment rates remain a source of concern. Also, investment activity has not yet reached the levels we aspire to.

Boosting investment remains a priority in order to promote a more robust recovery and to secure healthy growth rates in the long run. The extension of the European Fund for Strategic Investment in terms of financial capacity is an important step towards achieving this goal. Let us continue to work together to stimulate social investment and human capital, to lift the remaining barriers, and to foster a truly favourable investment climate. Furthermore, we need to support growth with smart fiscal policies while paying close attention to the long-term sustainability of our budgets and debts.

We also need to implement the necessary structural reforms on our product and labour markets in order to prepare our economies for the challenges ahead. We must provide our young citizens with high-quality education and invest in their skills today.

The Single Market is a great EU asset, and we should join forces for its further development. During the presidency, we plan on making progress on the initiatives of the Digital Single Market Strategy, as we think digitalisation is crucial for the competitiveness of the industry in the European Union.

In view of these challenges, the Bulgarian Presidency has outlined the digital economy and skills for the future as one of our four priorities. We are committed to contributing to the process of completing the Digital Single Market as a source of growth and competitiveness, while also focusing on the development of skills and competences of the 21st century.

As we are now leaving crisis times behind us, the legacy of the crisis remains a concern. Some citizens are trapped in a cycle of poverty and social exclusion from which they cannot easily escape. This is an important issue for the presidency. Our policy efforts need to be geared toward those with the most disadvantages. They also need to be geared towards those regions and sectors which are undergoing the most difficulties. We need to think of new solutions to new problems whilst seizing the opportunities ahead of us.

The collaborative economy represents a huge potential, but it cannot be a reason to backtrack on employment and social rights. Employment and social policies need to adapt to the changes in the labour markets, but at the same time workers’ rights should remain protected.

Environmental policy, together with the greening economy and greening the European Semester can contribute in a very significant manner to the broad policy objectives of stimulating sustainable growth and creating jobs. The environmental implementation review initiative will be again on the Council’s agenda next year. What is key is to focus on the full implementation of the reforms and to carefully monitor the progress in each Member State. We should share our experiences and use best practices examples to learn from each other. Only by closely working together to constantly push for reforms, and to continuously support inclusive growth and job creation, will we be successful in creating tangible benefits for every citizen and in rebuilding trust in a strong and prosperous European Union.

  Marianne Thyssen, Member of the Commission. – Mr President, it is a pleasure to talk this House today, and a special pleasure because it is nice to be able to bring some good news. This year’s Semester takes place amid steady economic expansion. Europe is seeing the highest growth rate in a decade, investment is picking up, employment is at record levels and the unemployment rate is almost where it was before the crisis. The share of people at risk of poverty or social exclusion fell to the pre-crisis level. Public finances are improving and the banking sector is well capitalised. Our strategy of investment, structural reforms and responsible policies is working.

Still, in some Member States the legacy of the crisis is visible in the high levels of debt and non-performing loans, and in the unemployment rates. Indeed, also, the risk of poverty and social exclusion remain high in some countries and 18 million people are seeking a job. We need to use the current good times to strengthen our economic foundations, improve resilience and support convergence.

I take from the two reports on the Annual Growth Survey which we are discussing today, that we share views on the challenges and where the European Union and Member States should focus their efforts. We must make sure that today’s growth is inclusive and sustainable and that our economies and societies are prepared to harness the opportunities and address the challenges that technology and globalisation bring.

So let me thank the two rapporteurs, Mr Bayet and Mr Hetman, and the rapporteur for the Committee on Budgets for these excellent reports.

Raising productivity is the only way to achieve higher living standards and greater prosperity. For this we need investment, not just in infrastructure but also in human capital, research and innovation, and this requires ensuring an investment-friendly environment including by tackling corruption and ensuring respect for the rule of law. Beyond that, only an educated, skilled labour force can seize new opportunities when the labour market changes, and only with proper social security can people make the necessary transitions in the new world of work. Human beings is indeed what Europe is about.

In terms of fiscal policy, we stress the need for the right balance between supporting growth and ensuring sustainable public finances. Good times should be used to build buffers and reduce high debts. Fair, growth-friendly taxation and well-targeted spending remain crucial. The European Semester has proven instrumental for the coordination of policies in the Union. We run it in a spirit of cooperation and partnership. We engage in discussions with the national authorities and stakeholders at national and at European level, including the national parliaments and social partners.

Last week, the Commission issued its assessment of the economic and social challenges for 27 Member States, including the relevant detailed analysis of macroeconomic imbalances. We see that the imbalances are receding in the context of a favourable economic environment. We de—escalated the macroeconomic imbalances procedures for four countries. Slovenia has successfully corrected its imbalances and left the procedure. France and Bulgaria were de—escalated from excessive imbalances to imbalances. So was Portugal, which still needs to address the high levels of public, private and external debt.

We also see that the implementation of country specific recommendations has slightly improved as compared with last May. Since 2011, Member States have made at least some progress on more than two-thirds of their recommendations. When implementing reforms, Member States can count on the support of our Structural and Investment Funds as well as our Structural Reform Support Service.

Last week we adopted the Annual Work Programme for the Structural Reform Support Programme to support 24 Member States, with more than 140 projects.

Maybe the most important message of this Semester is that economic growth and social progress go hand in hand. This year’s Semester is a landmark. Our country reports have never been so social. You know that we proclaimed the European Pillar of Social Rights at the Social Summit a few months ago, and this is our joint political commitment by the Commission, by the European Parliament and by the Council to move forward with the stronger social Europe. But the success of the pillar depends on the extent to which we implement it at European level, but especially at national level. The Semester is our key instrument to make the principles and rights included in the pillar a reality on the ground.

Following the proclamation, for the first time the principles of the pillar are now embedded in the Semester. To help with monitoring and implementation we have developed, together with the Member States, a social scoreboard with 14 headline indicators that cover the three dimensions of the pillar: equal opportunities and access to the labour market, to education also, dynamic labour markets and fair working conditions and public support, social protection and inclusion.

Ladies and gentlemen, we need to use the good times to build a resilient economy – one that is less vulnerable to economic shocks and more able to respond to them. For this, we need reforms that combine the goals of stability and efficiency with a strong focus on fairness and inclusiveness. That is why we are now starting the second phase of the 2018 European Semester by taking the dialogue to the Member States on the basis of the country reports, and such strengthened dialogue will be very valuable in the preparation for the 2018 set of country specific recommendations in May.

  Nuno Melo, relator de parecer da Comissão ENVI. – Senhor Presidente, não querendo repetir argumentos recorrentes de todos os anos, queria sublinhar um aspeto em que insisti no relatório de opinião de que fui autor.

Entre os anos 2000 e 2017, pereceram, em incêndios, perto de 200 pessoas em Portugal. Em 2017, arderam mais de 440 mil hectares, que destruíram área de floresta, empresas, residências e veículos, só no meu país. Países como Itália têm sido regularmente sacudidos por terramotos trágicos que provocam inúmeras vítimas. O norte da Europa regista inundações, tal qual no sul as situações de seca se agravam. Desde 1980, para além da perda de vidas humanas, os Estados-Membros da União Europeia sofreram mais de 360 mil milhões de euros de prejuízos devido a fenómenos meteorológicos ou climáticos extremos.

A proteção civil é precisamente uma das áreas em que a União Europeia pode e deve intervir, com vantagem para todos, ajudando na prevenção e no combate mais eficazes destes fenómenos. Trata-se, como se compreende, de reforçar as capacidades europeias de reação e de ajudar os Estados-Membros que se confrontam com catástrofes e cujas capacidades nacionais se mostrem insuficientes. É um aspeto que este propósito faz todo o sentido seja considerado pelas instituições europeias.

  Искра Михайлова, докладчик по становището на комисията по регионално развитие. – Г-н Председател, г-жо Комисар, г-жо Министър, уважаеми дами и господа, комисията по регионално развитие в своето становище приветства факта, че съществува положителна динамика, която да благоприятства продължаването на възстановяването чрез икономически растеж, социално сближаване, структурни реформи и териториално сближаване.

Приветстваме по-доброто фокусиране на специфичните за всяка държава препоръки, като изразяваме загриженост по отношение на неравномерната степен на изпълнението им в държавите членки. Подчертаваме важната роля на политиката за сближаване в процеса на възстановяване, тъй като тя е основната инвестиционна политика в Европа, като считам, че взаимодействието ѝ с европейския семестър следва да бъде подобрено, за да се увеличи допълнителният мултипликационен ефект на инвестициите за сближаване и техния принос за устойчив и приобщаващ растеж.

Необходимо е взаимно допълване и синергия между кохезионните фондове, Фонда за стратегически инвестиции и останалите инструменти и програми на Общността, което ще допринесе за насърчаване на инвестициите. Специфичните за всяка държава препоръки следва да отразяват по-добре особеностите на държавите членки. Подчертавам и ролята на програмата за подкрепа на структурните реформи.

  Julie Ward, rapporteur for the opinion of the Committee on Culture and Education. – This year’s annual growth survey takes place in a new political landscape, with the recent adoption of the European pillar of social rights as well as the November communication from the Commission on strengthening European identity through education and culture. I welcome this political shift, but we must make sure it translates into concrete measures and results. The annual growth survey shows an overall reduction of unemployment, a reduction of early school leaving and a rise in high education attainment. This is good news, but we should not be fooled by raw figures: this progress does not benefit people from different social backgrounds in an equal way. Vulnerable young people and young people from lower social and economic backgrounds are still at high risk of unemployment. Their background and postcode still massively impact their educational path, as well as their future economic and professional opportunities. We must ensure that the jobs that are created are of high quality, in line with the ILO’s Decent Work Agenda, and continue to fight precarious employment situations.

  Evelyn Regner, Verfasserin der Stellungnahme des mitberatenden Ausschusses für die Rechte der Frau und die Gleichstellung der Geschlechter. – Herr Präsident, sehr geehrte Frau Kommissarin Thyssen, sehr geehrte Frau Panayotova! Die Botschaften des Frauenausschusses sind ganz einfach und klar. Von Arbeitslosigkeit, von Kürzungen der öffentlichen Ausgaben, von Armut, von sozialer Ausgrenzung sind immer wieder und auch vorwiegend Frauen betroffen. Es ist traurig, dass wir auch im Jahr 2018 noch immer vor allem eines fordern müssen. Aber keine Sorge, wir werden nicht müde, es zu tun: gleicher Lohn für gleiche Arbeit. Und dafür muss das Europäische Semester ein Instrument sein. Im Europäischen Semester fehlt jedoch die geschlechtersensible Perspektive. Die Gleichbehandlung und Chancengleichheit von Frauen und Männern muss in allen Bereichen gewährleistet und gefördert werden. Das ist der zweite Grundsatz der sozialen Säule, und das muss vollständig ins Europäische Semester integriert werden.

  Tom Vandenkendelaere, namens de PPE-Fractie. – Voorzitter, allereerst wil ik collega Bayet bedanken voor de goede samenwerking en zijn harde werk aan dit verslag dat hij zonder twijfel tot en met de stemming morgen zal leveren.

We vonden een goed evenwicht, denk ik, in dit verslag rond drie speerpunten:

Allereerst wordt in het verslag geijverd voor een goede balans tussen publieke en private investeringen. Investeringen kunnen op korte termijn de vraag stimuleren, wat in de huidige economische context cruciaal is.

Ten tweede is een verantwoord begrotingsbeleid onontbeerlijk voor duurzame economische groei. Als we de overheidsfinanciën onder controle willen houden, dan moeten we ons echt beginnen voorbereiden op dé olifant in de kamer: de toenemende vergrijzing. Als we nu onze verantwoordelijkheid niet nemen en de betaalbaarheid van pensioenen en zorg niet prioriteit nummer één maken, dan is dit schuldig verzuim ten opzichte van elke jongere in Europa.

Ten derde: structurele hervormingen. Productiviteitsverhogende structurele hervormingen zullen niet alleen investeringen aantrekken, maar ook reële inkomens verhogen. Digitalisering en technologische vooruitgang zorgen voor een grondige hertekening van onze arbeidsmarkt. We moeten gaan voor dynamische arbeidsmarkten, ondersteund door toegankelijke socialezekerheidsstelsels.

De Commissie publiceert haar landenspecifieke aanbevelingen op 23 mei. Ik kan alleen maar een lans breken voor een grotere betrokkenheid van alle nationale parlementen in dit proces, alsook van de sociale partners.

  Javi López, en nombre del Grupo S&D. – Señor presidente, el análisis del Semestre Europeo desde la perspectiva del empleo y de los asuntos sociales nos brinda la oportunidad —una oportunidad de oro— cada año, en este Parlamento, de tener un diagnóstico compartido pero, sobre todo, de dar respuestas concretas a las situaciones que padecen los europeos en este campo.

Hay que recordar la desigualdad, la pobreza, la precariedad laboral o el desempleo. Por eso, en esta situación, hoy, más que nunca, más que un diagnóstico compartido, son necesarias respuestas concretas. ¿Por qué? Porque estamos empezando a ver el fin del mandato europeo, de esta legislatura, porque el crecimiento está acompañando para que hoy podamos poner respuestas encima de la mesa de forma muy clara, y porque cada vez que abrimos las urnas nos encontramos la ira y el desencanto de los electores que nos gritan reclamando respuestas.

En este sentido, en el Grupo de los Socialistas y Demócratas Europeos hemos sido muy claros proponiendo flexibilidad fiscal para favorecer las inversiones sociales, proponiendo un marco de rentas mínimas que sea una herramienta para luchar contra la pobreza, y proponiendo tener mecanismos para abordar la brecha salarial de género en los centros de trabajo y también promover el diálogo y la negociación colectiva.

Son propuestas claras que tienen que ir de la mano de no dar ni un paso atrás en los compromisos que ya tiene este Parlamento en el ámbito del pilar europeo de derechos sociales o de flexibilidad fiscal. Porque queremos que este Parlamento sea ambicioso y acompañe las propuestas de la Comisión. Hay que recordar propuestas novedosas, como la autoridad laboral europea, o un marco de condiciones mínimas a nivel europeo. Esos análisis, esos mensajes tienen que ir acompañados de las propuestas y las respuestas que necesitan ya los europeos a los problemas.

  Bernd Lucke, im Namen der ECR-Fraktion. – Herr Präsident! Ich möchte mich zunächst zur Geschäftsordnung äußern. Deshalb hatte ich gerade das Zeichen gemacht. Wenn Sie das also bitte noch nicht auf meine Redezeit anrechnen würden.

Ich möchte zur Geschäftsordnung die Bemerkung machen und die Bitte äußern, dass die deutsche Übersetzung des Berichts überprüft und korrigiert wird. Sie ist meines Erachtens nicht richtig. Ich möchte hier auf Ziffer 18 des Berichtes verweisen. Dort heißt es in der deutschen Übersetzung: „weist auf die Tatsache hin, dass der Anstieg des Reallohns in letzter Zeit hinter dem Produktivitätswachstum zurückblieb, auch wenn es zu Verbesserungen auf dem Arbeitsmarkt gekommen ist;“. Das entspricht nicht dem englischen Original. Ich möchte darauf hinweisen, weil die englische Originalformulierung in den Schattenberichterstattertreffen intensiv verhandelt worden ist. Im englischen Original ist eine Gleichzeitigkeit dieser beiden Entwicklungen festgehalten worden, also das Produktivitätswachstum war stärker als das Wachstum der Löhne, und gleichzeitig hat sich auf dem Arbeitsmarkt die Situation verbessert. In der deutschen Übersetzung hingegen wird der Eindruck erweckt, als sei das irgendwie eine widersprüchliche Entwicklung oder als bestünde ein Nachholbedarf bei den Reallöhnen. Genau das wollten wir im Bericht verhindern. Es müsste also eine deutsche Übersetzung meines Erachtens heißen: „währenddessen es zu Verbesserungen gekommen ist“.

Vielen Dank für Ihre Geduld, was diese Geschäftsordnungsbemerkung betraf. Wenn Sie gestatten, fange ich dann jetzt mit meinem Redebeitrag an.

Meine Damen und Herren! Wir haben hier zwei sehr unterschiedliche Stellungnahmen gehört, einerseits von der bulgarischen Ratspräsidentschaft und andererseits von Frau Thyssen, und ich habe mich darüber gewundert, wie unterschiedlich das ausgefallen ist. Frau Thyssen, Sie haben alles in den rosigsten Farben gemalt. Haben Sie wirklich gesagt: „Die Banken sind gut kapitalisiert“? Ich glaube, da gibt es viele Leute, die das ganz anders sehen. Haben Sie wirklich gesagt, die Arbeitslosigkeit sei wieder auf Vorkrisenniveau? Da möchte ich Sie doch bitten, sich mal die Statistiken anzugucken. In Italien, in Spanien, in Griechenland ist die Arbeitslosigkeit heute mehr als doppelt so hoch wie vor zehn Jahren, mehr als doppelt so hoch wie vor Beginn der Krise. Ich verstehe nicht, wie Sie ein solches Bild zeichnen können.

Was Frau Panayotova gesagt hat, war sehr interessant. Sie hat gesagt: „Ein großer Trumpf in der EU ist der Binnenmarkt.“ Ich stimme Ihnen völlig zu. Aber was Sie nicht gesagt haben, ist: „Ein großer Trumpf ist das andere große Integrationsprojekt der EU: der Euro.“ Warum haben Sie eigentlich nicht gesagt: „Der Euro ist ein großer Trumpf“? Haben Sie das vergessen zu sagen, oder sind Sie mit mir der Auffassung, dass der Euro kein großer Trumpf ist, dass der Euro vielleicht sogar ein Hemmnis ist? Denn wenn wir in diesen Bericht, der hier verabschiedet worden ist, hineinschauen, dann wird in Ziffer 2 genau das gesagt, woran es in der Eurozone krankt. Da heißt es dort: „Wir haben strukturelle Probleme, wir haben unzureichendes Wachstum des Produktionspotenzials, der Produktivität, der Wettbewerbsfähigkeit, wir haben einen Mangel an ehrgeizigen und sozial ausgewogenen Strukturreformen“. Ja, über diese Dinge kann man doch nicht sprechen, ohne dass man gleichzeitig sagt: Wir haben eine Währung, die keine Abwertung erlaubt und damit die Wiederherstellung von Wettbewerbsfähigkeit sehr, sehr stark erschwert.

  Caroline Nagtegaal, namens de ALDE-Fractie. – Voorzitter, waar ik vandaan kom, Rotterdam, de grootste haven van Europa, hebben we een hele duidelijke moraal: zeg wat je denkt en doe wat je zegt. Geen woorden, maar daden.

Europa kan van die Rotterdamse mentaliteit wat leren en kan wel een beetje Rotterdam gebruiken. Als wij afspraken maken, moeten we die nakomen. Als wij samen een probleem hebben, moeten we er niet eindeloos met elkaar over praten, maar het samen oplossen. Alleen dan staan we sterker. Alleen dan helpen we Europa echt vooruit.

"Afspraak is afspraak" moet wat mij betreft ook gelden voor het economisch beleid van de Europese Unie. Want economie is ook op elkaar kunnen vertrouwen. Om een volgende crisis te voorkomen, moeten de lidstaten hervormen, zodat hun economie heel veerkrachtig is, ook als het tegenzit. Ze moeten de tering naar de nering zetten en zich klaarmaken voor de toekomst. Laten we elkaar vooral aan deze gemaakte afspraken houden. Dan trekken we elkaar omhoog in plaats van naar beneden.

Ik ben ervan overtuigd dat dit de weg voorwaarts is voor Europa. Dan zijn zaken als een eigen budget voor de eurozone of een verdere overdracht van bevoegdheden aan Brussel wat mij betreft niet nodig. De primaire verantwoordelijkheid moet liggen waar ze hoort, en dat is bij de lidstaten. Als de lidstaten hun economie hervormen, dan profiteren we daar samen van. En dat is nou precies wat mensen van Europa en ook van mij verwachten.

  Jean Lambert, on behalf of the Verts/ALE Group. – Mr President, I think the Employment Report acknowledges the need to bring together the Semester, the Social Pillar – as we were hearing – and also the Sustainable Development Goals: I do not think we should forget those. I welcome the Council’s recognition of the need for the greening of the economy, employment and society, and that echoes some of what is in the Employment Report. I look forward to seeing us strengthen that dimension – that just transition dimension – within the Semester. It is important for the direction of amounts of investment, of training and, indeed, the development of the society in which we live. We heard some of the challenges from a colleague earlier. Also, I think we do need to be looking to see Member States adopt national action plans to reduce child poverty, because I think when we are looking at breaking that cycle we need to be doing much more. I think it is appalling that we are still seeing in Parliament reports requests for decent nutrition for children in one of the richest regions of the world.

  Miguel Urbán Crespo, en nombre del Grupo GUE/NGL. – Señor presidente, a pesar de que nos hablan de una supuesta recuperación de la economía, la pregunta real es a quién está beneficiando esa recuperación de la economía. ¿A los de siempre? ¿A las multinacionales? ¿A los multimillonarios? Porque la realidad que se vive fuera de estas moquetas, en la calle, es de crisis permanente. Los derechos que se perdieron durante la crisis financiera no se han recuperado, la precariedad laboral no deja de aumentar y las pensiones están en peligro.

El vertiginoso aumento de la desigualdad es el verdadero reto que afronta Europa. Esta desigualdad es el resultado de la actual arquitectura económica de la Unión Europea, del Pacto de Estabilidad y Crecimiento, el Semestre europeo o nuevas instituciones, como el Fondo Monetario Europeo, que son parte del problema y no de la solución. Y esos son elementos que nos separan justamente de este informe. Porque esto no se arregla con una pequeña reforma de los mecanismos de gobernanza.

Señorías, para acabar con las profundas desigualdades que atenazan a Europa necesitamos reformas urgentes, que permitan un cambio de modelo productivo, social y ecológicamente sostenible, capaz de crear empleo de calidad en todos, en todos los países miembros. Un plan que no puede realizarse en los marcos estrechos del Pacto de Estabilidad y Crecimiento ni en los proyectos, como el plan Juncker. Lamentamos, por ello, no poder dar nuestro apoyo al informe, aunque estamos de acuerdo con muchas de las aseveraciones que hace.

  Bernard Monot, au nom du groupe ENF. – Monsieur le Président, le Semestre européen constitue une étape de la mise sous tutelle économique complète de la France et des dix—huit autres États de la zone euro.

Depuis la soi-disant indépendance de la BCE, le pouvoir de contrôle démocratique a été retiré aux États et aux peuples. La crise de la dette de 2011 en a été la conséquence directe puisque la monétisation de l’endettement public est devenue impossible.

Deuxièmement, la fixation irrévocable du taux de change a engendré des divergences macroéconomiques profondes et croissantes entre les États de la zone euro. Aucun mécanisme correcteur n’existe, ce qui explique les super-excédents de l’Allemagne!

Troisièmement, avec l’union bancaire, le pouvoir de contrôle des banques est basé à Francfort. Le chantage à la stabilité financière des banques peut ainsi s’exercer sans que l’État ne puisse intervenir. Chypre en 2013 et la Grèce en 2015 en sont les cas d’école.

Enfin, les marges de manœuvre budgétaires des États sont progressivement éliminées.

Depuis le critère des 3 % de Maastricht, l’Allemagne a obtenu à la fois le pacte budgétaire et le Semestre européen: une camisole de force qui ne marche pas.

La prochaine étape sera l’instauration, avec l’aide de M. Macron, d’un fonds monétaire européen qui sera une camisole qui obligera les États à se soumettre à une politique budgétaire «à la schlague».

  Σωτήριος Ζαριανόπουλος (NI). – Κύριε Πρόεδρε, ανέξοδες ευχές της έκθεσης για το ευρωπαϊκό εξάμηνο για δήθεν αυξήσεις μισθών θυμίζουν το ανέκδοτο της δίκαιης ανάπτυξης του ΣΥΡΙΖΑ στην Ελλάδα. Θα βγούμε, λέει, από τα μνημόνια, θα επιστρέψουμε όμως στο ευρωπαϊκό εξάμηνο του βούρδουλα της μόνιμης επιτροπείας και των μνημονίων. Ο ευρωπαϊκός κοινωνικός πυλώνας, οι κοινωνικοί του δείκτες, επιτάσσουν κι άλλη αύξηση των ορίων συνταξιοδότησης, γενίκευση ευέλικτης απασχόλησης και κινητικότητας, δηλαδή μετανάστευση και ξεριζωμός, φιλικό επιχειρηματικό περιβάλλον –βλέπε κατάργηση απεργιακού δικαιώματος, όπου πρωτοστατεί ο ΣΥΡΙΖΑ στην Ελλάδα–, κατάργηση συλλογικών συμβάσεων και σύνδεση του μισθού με τα κέρδη –δηλαδή πάντα θύμα των κερδών–, φτωχοί οι άνεργοι, οι μερικά απασχολούμενοι, τώρα φτωχοί και οι πλήρως απασχολούμενοι με φάρμακο το ελάχιστο εισόδημα εξαθλίωσης.

Λέτε «ευκαιρία η ανάκαμψη, αντιμετωπίζω το χρέος», δηλαδή κι άλλα μέτρα και χιλιάδες πλειστηριασμοί στην Ελλάδα· τζάμπα χρήμα και φοροαπαλλαγές για το κεφάλαιο. Καταπολέμηση της φοροδιαφυγής; Κοροϊδία! Ο Παναμάς εξαιρείται από τους φορολογικούς παραδείσους. Μόνιμη επωδός η τήρηση του Συμφώνου Σταθερότητας και οι μεταρρυθμίσεις, που υποτίθεται ότι οι εργαζόμενοι πρέπει να κάνουν δικιά τους υπόθεση. Μία υπόθεση έχουν οι εργαζόμενοι: οργάνωση και αγώνας για αυξήσεις και συλλογικές συμβάσεις, ανατροπή αυτής της πολιτικής.

  Sergio Gutiérrez Prieto (S&D). – Señor presidente, señora comisaria, ustedes han convertido el Semestre Europeo en un buen elemento para el análisis, pero son incapaces de resolver a través del Semestre los problemas que denuncian.

Denuncian la alta precariedad del empleo, pero se niegan a poner encima de la mesa una directiva de condiciones justas que acabe con ella en toda la Unión Europea. Denuncian los bajos salarios como un riesgo para el crecimiento económico y también para la cohesión social, pero se niegan a llevar a cabo una política de coordinación de salarios o a establecer un marco europeo de salarios mínimos que acabe con los salarios bajos. Denuncian el alto riesgo de exclusión social, pero se niegan a poner encima de la mesa una directiva de rentas mínimas o a financiar políticas nacionales de renta que acaben con ese riesgo de pobreza que hay en la segunda economía del mundo.

Deben dar un paso adelante y deben dejar de ser buenos analistas y convertirse en buenos políticos, buenos políticos que resuelvan los problemas de la gente. Para eso se creó el Semestre Europeo, no solo para analizar la realidad, sino para acabar con las desigualdades que denunciamos a través de este instrumento político.

  Ulrike Trebesius (ECR). – Herr Präsident! Das Europäische Semester ist ein jährlich wiederkehrender Prozess, der die wirtschaftliche und soziale Leistungsfähigkeit der EU verbessern soll. Der Hauptbericht in diesem Jahr ist angemessen, und wir werden ihn unterstützen. Ich habe jedoch als Schattenberichterstatterin des EMPL-Ausschusses nur die arbeits- und sozialpolitischen Empfehlungen zu beurteilen.

Vor acht Jahren ist die Eurokrise ausgebrochen. Sie hat Europa und ganz speziell den Mitgliedstaaten der Eurozone bleibenden Schaden zugefügt. Sie hat gezeigt, dass in einem sehr heterogenen Wirtschaftsraum eine gemeinsame Währung für alle Staaten und Regionen nicht sinnvoll ist. Staaten und Regionen haben spezifische Probleme und brauchen spezifische Lösungen dafür.

Die Vorschläge meines Ausschusses gehen genau in die entgegengesetzte Richtung. Alle Forderungen zielen darauf ab, mehr Kompetenzen und Verantwortung auf die EU-Ebene zu heben. Wo immer es ein Problem gibt, wird der Ruf nach Zentralisierung und innereuropäischer Umverteilung laut. Beispiele sind der Ruf nach einer europäischen Arbeitslosenversicherung, mehr Kompetenzen für die neu zu schaffende Europäische Arbeitsmarktbehörde und mehr Mittel für die soziale Säule. In keinem einzigen Fall gibt es eine Forderung nach der Reduzierung der EU-Kompetenzen oder gar der Einsparung von Mitteln. Das ist mit Hinsicht auf den durch den Brexit fehlenden Geldfluss das falsche Signal. Bürgernähe, bürgernahe Demokratie und nationale beziehungsweise regionale Verantwortlichkeiten müssen gestärkt und nicht ausgehöhlt werden.

  Yana Toom (ALDE). – Mr President, the proclamation of the European Pillar of Social Rights opens up new opportunities for us. Among the goals of the European Semester are structural reforms to create more jobs and growth. The pillar aims to provide equal opportunities on the labour market to improve social protection and inclusion.

The challenges of balanced economic growth and social protection are closely interconnected, since poverty undermines economic development. In addition, poverty is a security risk. Poverty reduces the people’s trust in the European project and prevents support for important reforms. Poverty degrades human dignity and is not compatible with the European values that we defend in this institution. Poverty distorts democratic processes and gives a chance to irresponsible populists. Therefore, the pillar should become an important and necessary tool for ensuring a better future for Europe.

At the moment, the 20 principles of the pillar are important, but not legally binding declarations. To start the work of the pillar, we need legislative initiatives from the Commission. The progress of the country-specific recommendations shows that the Member States are reluctant to implement advice that is not based on legally binding norms. If there are no legislative initiatives, the pillar becomes an empty formality. Without a doubt, we cannot afford that now.

  Bas Eickhout (Verts/ALE). – Mr President, first of all, I would like to thank the rapporteur, Mr Bayet, for his great work in trying to get Parliament together on a European Semester report, which is not always very easy. I think we managed to do very well, and I would like to thank him for that also – although he is now very much occupied, of course, but that is all right! On the plus side, what the report very clearly states is that there is more room for public investment. What is also a very important message to the Member States is that we really have to take the public investments agenda seriously now. Also, if you look at the Pillar of Social Rights and the implementation of that, I think the report has some good recommendations, equally that the reforms should be socially and environmentally just and also with the implementation of the Paris Agreement. Where the report is a bit weaker is on the reform of the Stability and Growth Pact, where we really know that reform is still very much needed. Also, on tax avoidance and the fight that Europe has to lead there, the report should be strengthened. On the annual anti-corruption report, I think the Commission should really take its responsibility to fight corruption within Europe. We tabled some amendments, and with that we can have a very good report adopted.

  Κωνσταντίνα Κούνεβα (GUE/NGL). – Κύριε Πρόεδρε, κυρίες και κύριοι, τον περασμένο Νοέμβριο στο σόου του Γκέτεμποργκ πανηγυρίσαμε τη διακήρυξη του ευρωπαϊκού κοινωνικού πυλώνα. Τώρα τέρμα οι φιέστες και κάτω οι μάσκες! Ήρθε η ώρα της αλήθειας. Υιοθετούμε την έκθεση που ζητά ο σχεδιασμός της οικονομικής πολιτικής για τα κράτη μέλη, να ενσωματώσει επιτέλους οικονομικές πολιτικές. Οι προοδευτικές ομάδες του Ευρωπαϊκού Κοινοβουλίου καταφέραμε να βελτιώσουμε αρκετά το κείμενο· υιοθετήσαμε τα αυτονόητα, νομοθεσία, τη χρηματοδότηση για την υλοποίηση των στόχων, όπως λέει ο πυλώνας στον πρόλογό του, πως χρειάζεται για να γίνει η διακήρυξη πραγματικότητα.

Οι συντηρητικές ομάδες όμως θέλουν στην αυριανή ψηφοφορία στην Ολομέλεια να τα καταργήσουν. Σκίζει τα ρούχα του ο κ. Verhofstadt για την Ευρώπη αλλά ας μας πει: Πώς γίνεται να έχουμε κοινωνικές πολιτικές χωρίς νομοθεσία; Σήμερα ο κ. Timmermans έκλεισε τη συζήτηση για το συμβούλιο κορυφής λέγοντας πως η Ευρώπη των αξιών πρέπει να έρθει στο προσκήνιο. Περιμένουμε στις 22 Μαρτίου να μας πουν οι αρχηγοί κρατών και κυβερνήσεων πώς θα χτίσουμε αυτή την Ευρώπη των αξιών και εκεί θα φανεί ξεκάθαρα η θέση της κάθε χώρας και κάθε κόμματος. Εκεί θα φανεί ποιο κομμάτι της κοινωνίας στηρίζει ο καθένας μας και ποιος τραβάει την Ευρώπη πίσω.

  Barbara Kappel (ENF). – Herr Präsident, Frau Ministerin, Frau Kommissarin! Die aktuelle Analyse zum Europäischen Semester ist in konjunkturpolitischer Hinsicht eine positive. Die Wirtschaft ist in den letzten 18 Quartalen stetig gewachsen. Ein Aufschwung macht sich in allen Mitgliedstaaten bemerkbar. Die Arbeitslosigkeit hat den tiefsten Stand seit zehn Jahren und damit fast Vorkrisenniveau erreicht. Das betrifft sowohl die Langzeit- als auch die Jugendarbeitslosigkeit. Die gute Konjunktur ist förderlich für die öffentlichen Finanzen und für die Investitionstätigkeit.

In den Länderberichten für das Europäische Semester 2018 weisen drei Mitgliedstaaten übermäßige und nur noch acht Mitgliedstaaten wirtschaftliche Ungleichgewichte aus. In Schlüsselbereichen wie der Haushaltspolitik, der fiskalischen Steuerung, bei den Finanzdienstleistungen und dem verbesserten Zugang zu Finanzmitteln werden Fortschritte erzielt, was zu einem höheren Umsetzungsgrad der länderspezifischen Empfehlungen führte.

Es gibt jedoch auch Schwachpunkte, nämlich die nach wie vor hohe öffentliche und private Verschuldung und die schleppende Umsetzung von Strukturreformen, mangelnde Produktivität und Wettbewerbsfähigkeit. Weitere Reformen sind also notwendig, gerade in Zeiten einer guten Konjunktur.

Chciałbym przede wszystkim powiedzieć, że w dużym stopniu podzielam tezy zawarte w tegorocznej analizie wzrostu gospodarczego, jak również oba sprawozdania przygotowane przez naszych kolegów, pana Huguesa Bayeta i pana Krzysztofa Hetmana. Chciałbym im bardzo za to podziękować. W analizie Komisja kreśli optymistyczny obraz sytuacji gospodarczej w Unii Europejskiej. Mamy powody do zadowolenia. Wzrost gospodarczy utrzymuje się na dość wysokim poziomie, po raz pierwszy przekraczając w strefie euro tempo wzrostu nawet w Stanach Zjednoczonych.

Jednak proszę pamiętać, że każde ożywienie ma swój kres, a obecny okres ożywienia gospodarczego w Stanach Zjednoczonych trwa już ponad 103 miesiące. To jest w tej chwili drugi w historii najdłuższy okres prosperity. W związku z tym prędzej czy później nastąpi spowolnienie. I w tym kontekście chcę powiedzieć, że Europa nie jest do końca przygotowana na to spowolnienie gospodarcze, które z całą pewnością za cztery, sześć, osiem kwartałów dotknie kontynent europejski.

Widzę dwa obszary zagrożeń. Po pierwsze inwestycje, w przypadku których obserwujemy słabą dynamikę. Poziom inwestycji jest ciągle poniżej poziomu z okresu 2007–2008, czyli 10 lat temu. I to jest pierwszy powód do niepokoju. Drugi powód to bardzo wysokie zadłużenie, zwłaszcza sektora prywatnego. Chciałbym zwrócić uwagę, że stosunek pożyczek do PKB w sektorze prywatnym w Unii Europejskiej w ciągu ostatnich siedmiu lat wzrósł o 10 %, a w strefie euro o 20 %. Są to dwa obszary, którymi musimy się zająć za pomocą działań strukturalnych, bo w przeciwnym wypadku nie będziemy przygotowani na nadchodzącą recesję.

  Agnes Jongerius (S&D). – Mr President, if it were up to me, the Annual Growth Survey would be called the Sustainable Growth Survey, because that is what we should be aiming for – not just any growth, but sustainable, inclusive growth: growth that benefits not just the top, but also those at the bottom. Growth based on quality jobs, not on precarious jobs which will pay the rent but harm the soul.

I am an optimist by nature, but in my view the picture painted in the eight years is overly optimistic. Doing better does not yet mean doing well when it comes to poverty precariousness and inequality, and I am sure that the pensioners in Greece and the young graduates in Spain will know what I am talking about, as will the Romanian truck drivers and the workers in the Bulgarian garment sector.

Our internal market has brought some benefits, but also a huge number of disadvantages. We need European social policy to counterbalance this, which is why I am glad that today the Commission presented a recommendation on access to social protection. This is a first step towards the social sustainable Europe that I have in mind, but more is needed: we need binding social floors in our Member States which guarantee social protection for all, and don’t just aim for it.

  Czesław Hoc (ECR). – Panie Przewodniczący! Sprawozdanie porusza słuszne kwestie dotyczące wzrostu zatrudnienia i godnych miejsc pracy, ograniczania ubóstwa, wspierania osób ze skrajnych grup wiekowych, zwiększania dostępu do edukacji, troski o małych i średnich przedsiębiorców, integracji osób niepełnosprawnych na rynku pracy czy też inicjatywy na rzecz jednolitego rynku cyfrowego. Eurostat szacuje, że 44 % Europejczyków nie posiada umiejętności cyfrowych, podczas gdy 90 % wszystkich miejsc pracy wymaga ich posiadania. Jednak trudno zgodzić się, by Europejski filar praw socjalnych był zaprojektowany jako uzupełnienie krajowych systemów zabezpieczenia społecznego. Jego włączenie do procedur europejskiego semestru będzie próbą forsowania jednolitych standardów w polityce społecznej, która przecież pozostaje w kompetencji państw członkowskich. Regulacje unijne lub krajowe nie mogą tworzyć nowych barier na rynku wewnętrznym i osłabiać w ten sposób konkurencyjności gospodarki Unii Europejskiej. A proces budowy unii gospodarczej i walutowej musi być przejrzysty i zgodny z zasadami jednolitego rynku.

  Thomas Mann (PPE). – Herr Präsident! Zunächst die gute Nachricht: Die Beschäftigungsquote in der EU hat in der zweiten Jahreshälfte 2017 einen Wert von mehr als 72 % erreicht. Das sind 235 Millionen Beschäftigte. Die Politik der Solidität und der Solidarität hat Früchte getragen. Die EU ist auf dem Wachstumspfad, das belegt das Europäische Semester.

Doch die schlechte Nachricht: Die Lage unterscheidet sich stark von Mitgliedstaat zu Mitgliedstaat. Deshalb gehören Wirtschaftsstrukturen auf den Prüfstand. Um negative Entwicklungen künftig zu vermeiden, sollen Erfahrungen von best practice gesammelt werden und positive Triebfäden identifiziert werden. Eine der Problemzielgruppen sind nach wie vor die Langzeitarbeitslosen. Die gehören in den Fokus. Wir brauchen mehr soziale Investitionen. Auch bei der Jugendarbeitslosigkeit ist die Durchschnittsquote mit derzeit 17,9 % in der Eurozone zu hoch. Wir haben uns im EP für die Jugendgarantie stark gemacht. Die daraus folgende Jugendbeschäftigungsinitiative ist mittlerweile auf 8,8 Milliarden Euro angewachsen.

Es muss zu mehr qualitativen Arbeitsplätzen kommen und zu einer besseren Produktivität in vielen Unternehmen, gerade im ländlichen Bereich, als wichtige Voraussetzung für steigende Löhne, die allerdings in die Zuständigkeit der Sozialpartner fallen. Stellen wir uns weiteren Herausforderungen, etwa der Beseitigung der gesellschaftlichen Ungleichheit und der Reduzierung des Armutsrisikos in weiten Teilen der europäischen Union!

  Jakob von Weizsäcker (S&D). – Mr President, when the economic crisis hit us about a decade ago, euro Humpty Dumpty was sitting on a wall. We rushed to prevent him from falling and only just managed to do so. Today he is still sitting there, starting to be in a better mood, as witnessed in the Annual Growth Survey 2018. That is excellent news. By 2020, he may even start smiling.

But just watching his cyclical mood swings is not enough; we need him to climb down that wall safely. In order to achieve this, we will need to complete banking union, both in terms of risk reduction and risk sharing, but more fundamentally we need greater clarity about who is in charge of what in the euro area. What should the role of monetary policy be in the next crisis? What should be the role of markets absorbing shocks? What should be the role of various elements of an enhanced European fiscal capacity? Which of these elements should be automatic, which discretionary, and which ones tied to nationality and how? And how do we assure democratic legitimacy and accountability? Many possible answers to these questions have already been put forward by the Commission, by this House and by various expert groups. Last year, President Macron was elected. Tomorrow, a new German government will be formed. The time has come finally to put the necessary elements together and help Humpty Dumpty climb down that wall safely.

  Gunnar Hökmark (PPE). – Mr President, let’s make it very clear that new jobs and social security will never come from legislation on social issues or on labour markets on a European level; it will only come via the reforms that enable new entrepreneurship, investments and innovations. And let’s be very clear about the differences we see in Europe today: we have Member States with a high level of growth, and we have Member States who are still suffering from the crisis and from the problems coming from that. The main problems are coming from the fact that we have a lack of structural reforms. What we need is cohesion or structural reforms, giving opportunities for a convergence of growth, and we need to have higher targets: we need to set targets for higher levels of potential growth, and this can only be done if we are secure, if we are more attractive for investments, if we are more open for entrepreneurship, or if we create labour markets that are open for new jobs and more flexible. We can do it: we can see that a number of Member States who were hit by the crisis have recovered, and other Member States have gone quite well. The recovery we see today is fragile because of monetary policy. Now we need to make it stable by structural reforms.

  Brando Benifei (S&D). – Signor Presidente, onorevoli colleghi, i dati contenuti nell'analisi annuale sulla crescita per il 2018 confermano alcune tendenze: l'economia europea è in ripresa in tutti i paesi, gli effetti benefici di tale ripresa sono distribuiti in maniera estremamente diseguale all'interno della società, permangono fortissime disparità regionali e territoriali all'interno dell'Unione.

L'obiettivo del semestre europeo è quello di garantire convergenza e stabilità nell'Unione europea tramite il coordinamento delle politiche economiche dei suoi Stati membri. Ad oggi però tale obiettivo rimane sulla carta, se non viene accompagnato da benefici reali per i cittadini, così come ha valore prettamente teorico una crescita dell'economia non accompagnata da una riduzione del livello di povertà, della precarietà, dell'esclusione sociale, da un aumento dei livelli salariali, da un miglioramento delle condizioni dei gruppi più vulnerabili.

Usiamo questi dati per fare quindi politiche mirate ai bisogni della società e non permettiamo che il semestre europeo sia solo contabilità e burocrazia. Senza maggiore convergenza e coesione sociale non ci può essere nessun futuro per l'Europa.

  Verónica Lope Fontagné (PPE). – Señor presidente, como ha dicho nuestro compañero Thomas Mann, los últimos datos sobre la tasa de empleo confirman la tendencia ascendente y el acierto de las políticas europeas de los últimos años, así como la necesidad de continuar con ellas, centrándolas cada vez más en los aspectos sociales. Por eso, quisiera centrar mi intervención en los casi 120 millones de personas que todavía se encuentran en riesgo de pobreza o exclusión social, en especial los niños.

La creación de empleo, que se está dando principalmente entre los adultos mejor cualificados, contrasta con la dificultad para incorporarse de los menos cualificados. Por ello, la aplicación de la nueva Agenda de Capacidades para Europa debe ser una prioridad.

Sin embargo, para reducir verdaderamente la pobreza, necesitamos políticas a largo plazo que contribuyan a la integración efectiva y sostenible de los más alejados, políticas que tienen que contar con la colaboración activa de las ONG especializadas y de las propias organizaciones de personas que viven en situación de pobreza. Necesitamos aunar políticas activas de empleo con políticas sociales, para asegurar una igualdad de oportunidades en todos los ámbitos, que garanticen la no discriminación, en especial en lo relativo al acceso y a la promoción en el mercado laboral.

  Michael Detjen (S&D). – Herr Präsident, Frau Kommissarin! Um es vorweg zu sagen: Bei den beschäftigungs- und sozialpolitischen Zielen ist der heute vorgelegte Jahreswachstumsbericht ein Rückschritt im Vergleich zu den in den vergangenen Jahren erreichten Ergebnissen. Ich hätte mir ein ehrgeizigeres Projekt gewünscht.

Die Anforderungen an ein soziales Europa sind zu benennen und müssen oberste Priorität haben. Die Bekämpfung von Arbeitslosigkeit und Armut ist zu nennen, und die Garantie für existenzsichernde Löhne, von denen die Menschen auch wirklich leben können. Zehn Jahre nach dem Ausbruch der europäischen Finanzkrise wächst nach wie vor der Niedriglohnsektor weiter an. Armut trotz Arbeit ist ein Skandal in Europa, aber leider allzu oft Realität. Europa kann und muss hier gegensteuern. Darum fordert meine Fraktion schon lange eine EU-Richtlinie für faire Arbeitsbedingungen, und zwar für alle Arbeitnehmerinnen und Arbeitnehmer, auch für prekär Beschäftigte. Dazu gehört unsere Forderung nach einem Mindesteinkommen und nach dem Zugang zu sozialem Schutz für alle. Armut und Arbeitslosigkeit sind nicht nur für das Wirtschaftswachstum gefährlich, sondern für das ganze europäische Projekt.

  Markus Ferber (PPE). – Herr Präsident, Frau Ministerin, Frau Kommissarin, liebe Kolleginnen, liebe Kollegen! Die Europäische Kommission behauptet ja schon seit längerem, dass sie beim Europäischen Semester weg will von einer Reihe nicht zusammenhängender Einzelempfehlungen und hin will zu einem kohärenten gesamteuropäischen Ansatz. Bei dem Paket, das in der vergangenen Woche veröffentlicht wurde, habe ich an manchen Stellen nun das Gefühl, dass das auch gelingen könnte. Erstmals hat die Europäische Kommission in ihren Länderberichten sieben Mitgliedstaaten wegen aggressiver Steuergestaltung unter Beobachtung genommen; das sind Belgien, Zypern, Ungarn, Irland, Luxemburg, Malta und die Niederlande. Dass die Europäische Kommission europäische Steuersünder erstmals beim Namen nennt, ist ein Novum. Bisher hat die Kommission stets behauptet – ich habe da einen Brief von Kommissar Moscovici –, dass es Steueroasen in der Europäischen Union gar nicht gebe. Ich bin froh, dass die Kommission im Europäischen Semester nun einen Realitätscheck durchgeführt hat. Damit ist sie immerhin schon ein Stück weiter als der Ministerrat, der in dieser Woche seine schwarze Liste mit Steueroasen nochmals um drei Länder reduziert hat.

Ich erwarte aber nun, dass die Kommission es nicht bei diesen Feststellungen belässt. In den länderspezifischen Empfehlungen muss die Kommission die Defizite klar benennen und ambitionierte Reformen einfordern. Hier darf man nicht auf halber Strecke stehen bleiben. Es wird umso wichtiger, dass die länderspezifischen Empfehlungen auch tatsächlich umgesetzt werden. Wir als Europäisches Parlament sind bereit, dabei zu helfen.

  Pervenche Berès (S&D). – Monsieur le Président, Madame la Commissaire, le rapport de notre collègue Hugues Bayet permet d’identifier à quel point la question de la reprise de l’investissement public est une question critique, y compris par la mobilisation des marges de manœuvre dans les pays où existent aujourd’hui des surplus. D’abord, parce que c’est l’investissement public qui stimule l’investissement privé, mais aussi parce que c’est celui qui nous permettra de réussir la transition écologique et sociale, de défendre notre modèle social et de créer de l’emploi.

In fine, la proposition que nous faisons aujourd’hui est une proposition équilibrée dans ses dimensions économiques, sociales et environnementales qui, finalement, concourt à la mise en place d’un modèle durable. Pour cela, la création du Semestre européen est un facteur qui doit être utilisé dans tout son potentiel. C’est pour cela aussi que la commission des affaires économiques et monétaires, pour la première fois cette année, vous propose de vous en servir concrètement pour lutter contre les inégalités, articuler les recommandations que la Commission fera aux différents États membres, avec les objectifs de développement durable des Nations unies, ou vous servir de ces recommandations pour lutter contre les discriminations sur le marché du travail, notamment entre les hommes et les femmes.

Enfin, je voudrais indiquer à quel point, pour nous, la question d’une gestion responsable des finances publiques sur le long terme doit être compatible avec une hausse des salaires. Nous ne sommes pas les seuls à le dire. Encore faut-il que, au Conseil, vous puissiez nous aider à être entendus.

  Theodor Dumitru Stolojan (PPE). – Domnule președinte, Europa nu mai constituie o îngrijorare pentru restul lumii în ceea ce privește creșterea economică și reducerea șomajului. Dar, așa cum ați arătat, doamnă comisar, avem încă țări cu dezechilibre excesive și țări în care șomajul la tineri este încă inacceptabil. Mai mult, Europa, trebuie să recunoaștem, a rămas în urmă în ceea ce privește ritmul de creștere a productivității.

De aceea, consider că semestrul european este instrumentul puternic prin care, în mod coordonat la nivelul Uniunii, fiecare stat membru acționează pentru crearea stimulentelor în vederea creșterii productivității și, în general, pentru un standard de viață mai bun.

Consider că în cadrul discuțiilor pe care le vom avea cu privire la viitorul Uniunii, Comisia Europeană și colegii mei din parlament trebuie să venim cu soluții cum să întărim responsabilitatea statelor membre pentru a îndeplini recomandările care se fac în cadrul semestrului european.

  Othmar Karas (PPE). – Herr Präsident, Frau Kommissarin, meine sehr geehrten Damen und Herren! Ich möchte drei Punkte ansprechen. Zum Ersten: Die Berichte zeigen uns sehr deutlich, dass erst zwei Drittel der länderspezifischen Empfehlungen von den Mitgliedstaaten großteils umgesetzt wurden. Und dies in einer Zeit, wo die europäische Wirtschaft stärker wächst als in den letzten zehn Jahren. Dies in einer Zeit, wo die Arbeitslosigkeit mit 10,5 % auf dem niedrigsten Stand seit 2009 ist und wir die niedrigsten Zinsen hatten. Es ist an der Zeit, die Strukturreformen vollständig umzusetzen und die länderspezifischen Maßnahmen zu erfüllen.

Zweitens: Das Europäische Semester ist ein Prozess, und daher begrüße ich, dass erstmals die Prioritäten der Säule sozialer Rechte berücksichtigt werden und dass – es wurde bereits angeschnitten – viele Mitgliedstaaten wegen aggressiver Steuergestaltung unter Beobachtung gestellt werden. Ja, wir verbessern das Europäische Semester.

Mein dritter Punkt: Das Europäische Semester ist unverzichtbar für die wirtschaftspolitische Koordinierung in den Mitgliedstaaten, und für das Ansprechen der Herausforderungen und des Handlungsbedarfs. Es ersetzt aber nicht die Weiterentwicklung der Währungsunion zu einer vollständigen Wirtschafts- und Sozialunion. Daher fordere ich: Bauen wir das Haus der Bankenunion fertig, beschließen wir die neuen fehlenden Maßnahmen der Kapitalmarktunion, vertiefen wir die Wirtschafts-, Sozial- und Währungsunion! Solide Volkswirtschaften beschäftigen sich auch in guten Zeiten und gerade in diesen mit der Behebung ihrer Schwächen. Wir haben noch einiges zu tun und benötigen auch einen effizienten Sanktionsmechanismus.

  Csaba Sógor (PPE). – Mr President, I strongly welcome the emphasis Mr Hetman’s report places on the crucial role of education and economic development, labour market access and individual wellbeing. As the latest CSRs for my country warn, beside the distorting effects of undeclared work, it is a weak education and vocational development sector that weighs most on long-term competitiveness, growth and convergence. Despite being a persistent area of past recommendations, only limited progress has been achieved in what concerns basic skills, high early school leaving, Roma inclusion and rural—urban disparities in education. It does not help either that, instead of being a respected education and career pathway for young professionals, vocational education remains only a second—choice option and, in most cases, is not adapted to labour market needs. I sincerely hope that we will take more heed of advice in these areas and stop practices that jeopardise our future.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, η λειτουργία της ευρωζώνης οδήγησε σε αυξημένα ελλείμματα και χρέη τον ευρωπαϊκό Νότο, με στρατιές φτωχών και ανέργων. Αντίθετα, η Γερμανία παραβιάζοντας το σύμφωνο σταθερότητας έχει πλεονάσματα 8,5%. Η Ελλάδα έχει μετατραπεί σε ένα απέραντο κοινωνικό νεκροταφείο, με την ανεργία των νέων να χτυπάει ταβάνι. Για να μπορέσει ο ελληνικός λαός να έχει μέλλον, πρέπει να καταργήσει τα μνημόνια, να διαγράψει το επονείδιστο χρέος και να διεκδικήσει ένα ειδικό καθεστώς, εντός της Ευρωπαϊκής Ένωσης και της ευρωζώνης· μια ειδική σχέση με εξαιρέσεις για ορισμένους κλάδους της ελληνικής οικονομίας, προκειμένου να ανασάνει o ελληνικός λαός, μια ειδική σχέση η οποία θα οδηγήσει σε ανάκτηση της εθνικής νομισματικής κυριαρχίας εντός ευρώ, με την Τράπεζα της Ελλάδος να ασκεί αυτόνομη νομισματική πολιτική μέχρι το ύψος του ποσοστού συμμετοχής της τράπεζας αυτής στο μετοχικό κεφάλαιο της Ευρωπαϊκής Κεντρικής Τράπεζας. Μόνο υπό αυτούς τους όρους η Ελλάδα μπορεί να έχει μέλλον εντός της Ευρωπαϊκής Ένωσης και ευρωζώνης, μιας Ευρωπαϊκής Ένωσης η οποία οφείλει να οικοδομήσει την κοινωνική Ευρώπη και να μην εξαιρεί τον Παναμά από τη λίστα των φορολογικών παραδείσων.

  Marianne Thyssen, Member of the Commission. – Mr President, I would like to thank Members for this very rich debate. Many Members mentioned the problem of aggressive tax planning. This Parliament has been very vocal in trying to root out tax evasion and tax avoidance, and I agree with you.

The erosion of the tax base is one reason why resources for essential public services have been squeezed. This year the Commission has stressed the issue of aggressive tax planning in seven European Member States in their country reports. These are practices that we know have the potential to undermine fairness and the level playing field in our internal market and they increased the burden on the EU taxpayers.

It is also a recognised fact that important steps are being taken by Member States across the Union to halt the tide of tax avoidance. But you can count on us to continue working alongside Member States to make this a reality.

Let us not spoil the window of opportunity. Acknowledging that the legacy of the crisis is still visible in some Member States and that gross disposable household income has not returned to pre-crisis levels in all parts of Europe. But now is the time for increasing convergence and strengthening resilience for bad times.

Now is the time to implement reforms, including those linked to the pillar, to strengthen social resilience, to support and empower entrepreneurs and workers and other citizens, women and men, young and old alike, wherever they are born so that they can embrace the changes of the 21st century, and no longer have to fear them.

We can only succeed if we act together, and thus our dialogue does not stop today. Our intention is to pursue dialogue with you, the European Parliament, with Member States, with national parliaments, with social partners and all relevant stakeholders throughout the cycle of the Semester. Likewise, we encourage Member States to involve social partners and civil society in the definition and implementation of major reforms.

The European Parliament’s active participation in the debate on the annual growth survey is important. I salute the work done by the rapporteurs, by the committees and the Members involved in the drafting of the reports. Your insights and views are very valuable to feed into our work on the European Semester.

In recent years, at the height of the crisis as well as in the current more favourable conditions, the European Semester has proven instrumental to foster, guide and support reform processes in Member States. I look forward to continuing our constructive dialogue in the coming months.

  Monika Panayotova, President-in-Office of the Council. – Mr President, honourable Members, before making my concluding remarks I would like to respond to the questions specifically addressed for my attention by Mr Lucke.

I would like to say that the future of the European monetary union is a question of interest for all European citizens, so we will work on creating optimal conditions for strong and sustainable economic growth in the European Union, through initiatives to strengthen the European monetary union. In March, leaders of the euro area will hold an open debate on long—term issues that are specific to the euro area, and work on the follow-up to the December Euro Summit is ongoing, with a view to a first set of decisions by the leaders in June.

Concerning my concluding remarks, I would like to thank you very much for your remarks. You addressed important points and your remarks will provide valuable input for discussions in the Council that touch upon many aspects of the European Semester, such as education, employment – with particular accent on youth employment – competitiveness, environmental and social policies. The Country Reports published by the Commission last week represent the next important step in the current European Semester. They formed the basis for the work which will eventually lead to the adoption of this Semester’s country—specific recommendations during the summer.

When working on the European Semester and debating the country specific recommendations, we should always remember the importance of reaching as many citizens as possible, to increase national ownership. So I commend the initiatives taken in this regard, including the increased dialogue in the capitals and the consultations with the social partners.

  Hugues Bayet, rapporteur. – Monsieur le Président, Madame la Commissaire, Madame la Ministre, merci pour ces échanges.

Pour conclure, je voudrais dire que si l’expansion économique est plus solide en 2018, les inégalités entre nos concitoyens sont, elles, toujours bien trop présentes et donc dans le cadre de cet outil de coordination qu’est le Semestre et avec cette nette amélioration économique, je pense que l’on ne peut pas se tromper.

Je crois qu’il faut vraiment des actions fortes qui soient – comme vous l’avez dit, Madame la Commissaire – équilibrées et inclusives, et là-dessus il y a encore beaucoup à faire, mais je me réjouis tout particulièrement – et c’est en partie grâce à vous, Madame Thyssen – de l’intégration pleine et entière du pilier social et de ses 14 indicateurs dans le Semestre européen car, contrairement à ce que certains pensent, le social n’est pas qu’une dépense mais peut aussi être un moteur de l’économie. Il y a d’ailleurs eu de nombreuses études qui ont démontré qu’un investissement de 2 % du PIB européen dans le secteur social permettrait de créer près de 20 millions d’emplois en Europe, et notamment des emplois féminins. Il était donc plus que temps, si nous voulons vraiment être efficaces, d’analyser nos politiques économiques sous l’angle social et environnemental, et évidemment je m’en réjouis.

Enfin, j’espère que la Commission et le Conseil nous suivront dans des mesures fortes au bénéfice des Européens. Je crois qu’il y va de la survie de l’Europe.

  Krzysztof Hetman, sprawozdawca. – Panie Przewodniczący! Przede wszystkim chciałbym podziękować Państwu za dzisiejszą ciekawą debatę, Komisji Europejskiej za przygotowanie kompleksowej i zrównoważonej rocznej analizy wzrostu, jak również moim koleżankom i kolegom posłom z innych grup politycznych za wspólną pracę nad tym ważnym sprawozdaniem.

Dzisiejsza debata wyraźnie pokazała, że wszystkim nam przyświeca jeden cel, jakim jest silna gospodarczo Unia Europejska, która troszczy się o swoich obywateli i chce zapewnić im godne życie, stabilne zatrudnienie i dostęp do wysokiej jakości usług społecznych. Bardzo się cieszę, że dzisiaj podczas debaty kilka razy wybrzmiała kwestia związana z opieką i ogólnie z dziećmi. Osobiście jestem jednak zwolennikiem podejścia pragmatycznego oraz tak zwanego złotego środka. Uważam bowiem, iż obierając sobie zbyt ambitne i nierealne cele, ryzykujemy, że zwyczajnie nie będziemy w stanie ich osiągnąć, przez co zamiast przybliżać się do celu pozostaniemy w tym samym miejscu.

Z drugiej strony, zbytnio koncentrując się na jednym z aspektów, czy to gospodarce czy kwestiach społecznych, możemy zaniedbać ten drugi, co również spowoduje zachwianie cennej równowagi między nimi. Musimy bowiem pamiętać, że gospodarka i kwestie społeczne są ze sobą ściśle powiązane i zależne od siebie. Nie możemy mieć silnej polityki społecznej, jeśli nie mamy silnej gospodarki, i na odwrót. Myślę, że w sprawozdaniu na temat rocznej analizy wzrostu udało nam się tę potrzebę zbilansowanego podejścia odzwierciedlić. Dlatego liczę na Państwa poparcie w jutrzejszym głosowaniu.

  Ivan Jakovčić (ALDE), napisan. – Brojke govore pozitivno i pokazuju da stopa zaposlenosti u EU-u raste te da je u drugom tromjesečju 2017. godine dosegla 72,3 % s ukupno 235,4 milijuna zaposlenih, što predstavlja napredak prema postizanju cilja strategije Europa 2020. koji se odnosi na stopu zaposlenosti od 75 %.

Porast rasta zaposlenosti značajniji je među starijim radnicima, visokokvalificiranim radnicima i muškarcima, dok je slabiji među mladima, niskokvalificiranim radnicima i ženama, na čijem napredovanju treba i dalje raditi. No, bez obzira na blago poboljšanje u području zaposlenosti, stopa nezaposlenosti mladih i dalje je zabrinjavajuće visoka te iznosi 16,6 % odnosno 18,7 % u europodručju.

Dokument Godišnji pregled rasta za 2018., zajedno s integriranim europskim stupom socijalnih prava, važan je dio ukupnih politika za kvalitetna radna mjesta, održivi rast i ulaganja, čiji je cilj povećanje produktivnosti i plaća, otvaranje radnih mjesta, smanjenje nejednakosti i siromaštva i poboljšanje socijalne zaštite i pristupa javnim uslugama te njihove kvalitete.

Ujedno smatram da je ovo izvješće važan pokazatelj za države članice u pogledu onoga što bi trebale uzeti u obzir pri izradi nacionalnih politika i planova reformi. Poseban je naglasak potrebno staviti na prilagođavanje obrazovne politike i unaprjeđenje okvira za stjecanje vještina, posebno digitalnih, koje su u današnje vrijeme izuzetno potrebne.

  Ádám Kósa (PPE), írásban. – A tények magukért beszélnek: a magyar adatok nagyságrendekkel jobbak, mint az EU-sak: a fiatalok munkanélkülisége az euróövezetben 18,7%-os, hazámban 10,7%! Az EU kéri a tagállamokat, hogy csökkentsék az élelmiszerek adóját, ami a társadalmi igazságosság szempontjából fontos intézkedés. Magyarországon ezt már megvalósítottuk: 2017-ben a baromfihús, tojás és friss tej áfakulcsa csökkent 5%-ra. 2018-ban az élő hal, halfilé, házi sertés belsőségei áfája mérséklődik. Az EU-ban 2015-ben 119 millióan voltak kitéve a szegénység vagy a társadalmi kirekesztődés kockázatának, ami messze van az Európa 2020 stratégia céljától. 2008 óta a szegények száma kétmillióval nőtt, miközben egyetlen évben 2,5 millió bevándorló érkezett az EU-n kívülről, ráadásul ezek nagy része képzetlen. Magyarország ezért sem szeretne bevándorló országgá válni. Hazám ugyancsak élen jár a megtermelt javak elosztása terén is: a törvény szerint ha a GDP növekedése 3,5%-nál magasabb, akkor a nyugdíjasoknak nyugdíjprémium jár. Örülök, hogy a jelentés arra kéri a tagállamokat, hogy fokozzák a fogyatékossággal élők munkaerőpiaci befogadását, ennek érdekében mindent meg kell tennünk a jövőben!

  Dominique Martin (ENF), par écrit. – Le 13 mars 2018, le Parlement européen a appelé la Commission à renforcer sa surveillance des nations européennes. Objectif annoncé: encore plus d’austérité et une attaque des systèmes de retraite. En vérité, la longue crise économique et financière en Europe a mis en évidence que la compétence des «experts» de la Commission est limitée en matière économique. Immigration massive, gel des salaires, rabotage des retraites n’ont pas relancé la croissance. Les pays les plus dynamiques du monde comme la Chine agissent à l’inverse des recommandations de la Commission. La Chine a appliqué la préférence nationale sans immigration, et elle croît de plus de 6 % chaque année depuis 1991. Revitaliser l’Europe passera par la préférence européenne et le lancement d’industries nouvelles. Pour preuve, Ariane est né en 1973 d’une coopération entre 8 États membres de l’Union européenne, la Suisse et la Norvège, hors de l’égide de la Commission de Bruxelles.

  Pirkko Ruohonen-Lerner (ECR), kirjallinen. – Jos EU haluaa kilpailla USA:n kaltaisen kilpailukykyisen ja tehokkaan markkinatalouden kanssa, tulee ensin varmistaa Euroopan sisämarkkinoiden toimivuus. EU:n kilpailukykyongelmat ovat laajoja, monitahoisia ja syvällisiä. Keskustelussa tulisi kiinnittää huomiota keskeisiin sisämarkkinoiden esteisiin, jotka ilmenevät hintojen suurena vaihteluna EU:n sisällä. Tällaisia esteitä ovat kieli- ja kulttuurieroista johtuva markkinoiden sirpaleisuus sekä epäsuorat kaupan ja markkinoille tulon esteet, kuten muista poikkeava sääntely tai paikallisten tuottajien suosinta. Näennäisratkaisut, kuten erilaisten tukien maksaminen lukuisiin eri kohteisiin, kuten aluekehitykseen, investointitukeen, pankkitukeen, uusiin instituutioihin ja hallintoon, heikentää Eurooppaa pitkällä aikavälillä, vaikka tavoite olisi ollut hyvä. Ellei tukia kohdenneta optimaalisesti koulutukseen, tutkimukseen ja teknologian kehittämiseen, lisäävät ne vain menoja ja tehottomuutta. Myös maahanmuuttopolitiikka tarvitsee enemmän huomiota. Jos se voisi onnistua, olisi se parasta sosiaali-, koulutus-, ja turvallisuuspolitiikkaa kaikissa EU-maissa.
