  Bogdan Andrzej Zdrojewski (PPE). – Panie Przewodniczący! Przede wszystkim chcę zwrócić uwagę, że wysiłek zasypania dziury budżetowej, która powstaje po wyjściu Wielkiej Brytanii, rzeczywiście jest istotny i zasługuje na szacunek. Przy tej okazji warto jednak zwrócić uwagę na wysiłki podjęte w celu zreformowania tego całego zasobu dochodów, z jakich korzysta Unia Europejska. Na co zwracam uwagę? Przede wszystkim na zalecenie utrzymania obecnych zasobów własnych oraz stopniowe wprowadzanie nowych zasobów, które mogłyby się opierać na trzech kompletnie nowych elementach: przede wszystkim na wpływach z VAT-u w zmienionej formie, części dochodów z opodatkowania osób prawnych, rencie menniczej, czyli dochodach uzyskanych z banku centralnego pochodzących przede wszystkim z emisji pieniądza, ale także na podatku od transakcji finansowych, opodatkowaniu sektora cyfrowego lub podatkach środowiskowych. Bardzo istotne jest zwrócenie uwagi, że zasoby własne, czyli te 80% składające się z dwóch elementów podstawowych, są kluczowe i za to należy się szacunek tym, którzy opracowali niniejszy dokument.

  Jasenko Selimovic (ALDE). – Mr President, somewhere between 14 to 19% of the EU budget will be lacking when Brexit happens. It is obvious that this gap will be closed partly by raising the Member States’ national contributions and partly by cutting some costs, but there is a risk that it will be difficult to close it completely. We therefore have to explore new possibilities to finance the Union, such as collecting revenues from the emission trading schemes. Getting own resources is also a possible way of solving the problem that occurs every year in the Council when 27 or 28 Heads of State fight over who will pay less and get a rebate. Getting own resources will strengthen the Union, increase its capacity and lessen the burden we put on our citizens.

  Michaela Šojdrová (PPE). – Pane předsedající, stejně jako kolegové i já jsem podpořila návrh zprávy na reformu vlastních zdrojů také s ohledem na to, že musíme řešit dopady brexitu. Dalším důvodem je jistá nepřehlednost v systému financování rozpočtu. Shodneme se na tom, že je třeba zjednodušit, zpřehlednit příjmové strany rozpočtu, to je nepochybně na místě.

Nesouhlasila jsem, a tedy nehlasovala jsem, se zavedením některých návrhů na ekologické daně nebo podílu z daně z právnických osob. Tyto záležitosti nejsou dostatečně prodiskutované a je třeba je ještě daleko lépe zvážit. Na druhou stranu jsem souhlasila s výzvou, aby Evropská komise předložila příslušné právní předpisy týkající se DPH a návrh na reformování vlastního zdroje založeného právě na DPH v rámci nadcházejícího legislativního balíčku.

  Petras Auštrevičius (ALDE). – Mr President, I support the proposed reform of the European Union system of own resources which, among other things, addresses the Brexit budget gap arising after the UK’s withdrawal. Currently, national contributions based on the GNI resource represent around 83% of overall EU revenue which, regrettably, results in the ‘fewer returns’ logic which hijacks budgetary discussions in the Council, as everybody knows exactly how much they have put in.

The new own resources system will significantly reduce national contributions by Member States and would use a basket approach, reinforcing EU policies with added value. I believe this proposal would not only lead to more transparency, but, as well, a better understanding of the Union’s budget to all our citizens.

  Andrejs Mamikins (S&D). – Mr President, the European Union needs a stable financial environment. It is very regrettable that the enhanced cooperation on the financial transaction tax is shared only by 11 Member States. This tax could raise EUR 57 billion per year if implemented across the entire EU. This money could be dedicated to the personal and professional development of our citizens, resource the demographic revitalisation of our regions and substantially strengthen our social pillar.

This report, which I voted in favour of, invites the Commission to elaborate a new own resource for the Union budget. This rhetoric is good; however, we need to be realistic, otherwise enhanced cooperation will remain our lowest common denominator. We need, first of all, to create real incentives for the Member States to share more in order to get even more in return. Without mutual trust in the financial sectors, we will not be able to go any further than the enhanced cooperation.

  Monica Macovei (ECR). – Domnule președinte, dacă Brexitul se va dovedi legal și nefinanțat de banii rusești, atunci va lăsa un gol care trebuie acoperit fără a reduce resursele Uniunii și fără a afecta finanțarea proiectelor europene. E foarte important să aducem banii pe care deja îi avem, dar sunt furați și mă refer la fraudă. Repet, numai fraudarea TVA-ului la fonduri europene este de cinci miliarde de euro pe an. Banii ăștia îi putem aduce înapoi. Trebuie să fie o prioritate combaterea fraudei vamale de asemenea, combaterea oricărui tip de fraudă.

De asemenea, bugetul trebuie să aibă politici cu valoare adăugată europeană și să coreleze veniturile cu obiectivele Uniunii, în special în domeniile pieței unice, energiei, mediului și transportului. E nevoie și de o reformă a resursei umane - viitorul finanțării Uniunii nu trebuie lăsat în mâinile unor persoane corupte. De aceea, propun să introducem regula: fără penali în Parlamentul European și fără penali în instituțiile europene, asta ca să avem o relație de încredere cu cetățenii.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, όπως ανέφερα και κατά τη συζήτηση, η Τρόικα στην Ελλάδα έχει επιβάλει μια σκληρή φορομπηχτική πολιτική μέσω των μνημονίων με ιδιαίτερα αυξημένο ΦΠΑ. Ειδικότερα έχει επιβάλει νομοθεσία η οποία κατήργησε το προνομιακό καθεστώς μειωμένου φόρου προστιθέμενης αξίας που ίσχυε στα νησιά του Αιγαίου. Ο χαμηλός φόρος προστιθέμενης αξίας βοηθούσε στην οικονομική ανάπτυξη των νησιών λόγω της απόστασης τους από την κυρίως Ελλάδα αλλά και λόγω του ανταγωνισμού από την Τουρκία, η οποία έχει ιδιαίτερα χαμηλό ΦΠΑ. Με βάση τα ισχύοντα σήμερα, η Λέσβος, η Χίος, η Σάμος, η Ικαρία και η Λέρος από την 1η Ιουλίου 2018 θα χάσουν επίσης το δικαίωμα του μειωμένου φόρου προστιθέμενης αξίας. Πρόκειται για νησιά που πλήττονται από τις τεράστιες μεταναστευτικές ροές, γι’ αυτό λοιπόν πρέπει να διατηρηθεί ο μειωμένος φόρος προστιθέμενης αξίας σε Λέσβο, Χίο, Σάμο, Ικαρία και Λέρο και ταυτόχρονα να επανέλθει ο μειωμένος φόρος προστιθέμενης αξίας για τα νησιά του Αιγαίου.
