  President. – The next item is the debate on the Council and Commission statements on protection of investigative journalists in Europe: the case of Slovak journalist Ján Kuciak and Martina Kušnírová (2018/2628(RSP)).

  Monika Panayotova, President-in-Office of the Council. – Mr President, today’s debate has been triggered by the appalling assassination of Ján Kuciak and his partner Marina Kušnírová. First of all, I would like to offer my sincere condolences to their families, friends and colleagues.

The Council strongly condemns this crime and expects the perpetrators to be brought to justice. Mr Kuciak was a journalist who was not afraid to investigate serious crime. He wanted to shed light on what needs to be eradicated in our societies and devoted his life to fighting corruption and the abuse of power. Mr Kuciak’s courageous behaviour deserves our respect and recognition. The work of journalists like him is a truly vital part of any healthy democracy.

Media freedom is an indispensable pillar of any democratic society. Journalists are among the guardians of properly-functioning democracies. Where there is no freedom of speech and people fear for their lives every time they express a critical view, there is no democracy. It is for these very reasons that freedom of speech, media freedom and pluralism are guaranteed under the EU Charter of Fundamental Rights. They are among the core democratic values on which the European Union is founded.

These freedoms are an obligation on our governments, and all democracies must make it an absolute priority to protect journalists from financial or political pressure. Let me be clear: in our Union, attacks designed to silence media representatives are completely unacceptable. If they happen, we must act immediately: we must condemn the crime, find and punish the perpetrators and re-establish public trust in the ability of our democratic institutions to function.

We are all conscious of the responsibility our governments have to protect journalists and defend media freedom. The Slovak law enforcement authorities, together with international experts, are investigating the crime. A delegation from the European Parliament was in Bratislava last week. I look forward to what they will have to say.

The Council welcomes the timely initial response of the Slovak authorities, including their initiative to provide a detailed briefing during the February session of the General Affairs Council in Brussels, on 27 February. It signalled a clear commitment on the part of the Slovak Government to ensure a quick investigation.

The Council stands ready to provide any assistance to the Slovak authorities in investigating this appalling crime. We owe this to Mr Kuciak and to all journalists working to make our societies better.

  Julian King, Member of the Commission. – Mr President, we are all still deeply shocked by the assassination of Ján Kuciak, a 27-year-old investigative reporter, and his partner Martina Kušnírová two weeks ago in Slovakia. We strongly condemn it and express again our deepest condolences to their families and loved ones.

Last week President Tajani made a strong call for a detailed, in-depth international investigation. All of the political groups requested an independent inquiry commission to investigate what happened. As President Juncker said, the killing or intimidation of journalists has no place in Europe, no place in any democracy. On behalf of President Juncker and all my colleagues in the Commission, can I say that we fully agree that the top priority for all of us must be to carry out an independent and thorough investigation of the facts and bring those responsible to justice?

We call upon the Slovak authorities to do this quickly. We are aware that their investigation relies upon the cooperation of Europol and the Italian authorities. Europol is ready to support the investigations with all the instruments and expertise at its disposal. The EU also provides several additional tools to support police and judicial cooperation between Slovakia and Italy. We encourage the authorities to make full use of this extra support. This cooperation should be put in place as rapidly as possible in order for justice to be done.

In order to find out whether this case involved misuse of EU funds and had a cross-border dimension, we invite the authorities to cooperate fully with the European Anti-Fraud Office (OLAF). If misuse of funds were proven this case would illustrate again why we need the European public prosecutor.

The murders of Ján Kuciak and Martina Kušnírová, as well as that of Daphne Caruana Galizia five months ago, show that investigative journalism remains a dangerous profession everywhere in the world, including here in Europe. We can’t accept this. As First Vice-President Timmermans stated, no democracy can survive without the free press, which is why journalists deserve respect and protection. We have to do our utmost to ensure journalists’ safety and to stop such crimes from happening again in any EU Member State.

Media freedom and pluralism are essential pillars of our modern democracy. They are guarantees of an open and free democratic debate. They are fundamental rights, as enshrined in Article 11 of the EU Charter of Fundamental Rights. They’re intrinsically linked to the values which we treasure and which we can never take for granted.

Journalists have the right to investigate, to ask uncomfortable questions and to report effectively. This is what Ján Kuciak was doing. That, it appears, is why he was murdered.

Every day we witness the challenges that political, technological and sociological changes pose to pluralism, to the status of facts and investigative journalism throughout the world. In 2016 the Commission dedicated its annual colloquium on fundamental rights precisely to these issues – media pluralism and democracy. Several Members of this House took part in those discussions actively. They explored the multiple links between a free pluralistic media and democracy and agreed to promote and protect that pluralism and freedom of the media in the EU.

The assassinations in Slovakia show that we need to continue to be vigilant, including in Europe, and do more to protect these fundamental rights on a national as well as an EU level. Member States have a duty to make sure that press freedom and journalists are protected on their territory, in law but also in spirit. It is up to national governments, in this sad case Slovakia, to make sure that their citizens are protected and to bring those guilty of crimes to justice in accordance with their constitutional legal order and with international human rights obligations.

Under the Treaties, the Commission has limited powers concerning media freedom. However, we can and do monitor, encourage and guide. For instance, we are acting to make sure that journalists can do their essential work in safety.

Journalists are the watchdogs of our democratic societies. With their relentless work and investigations they enable a free and independent media to hold those in power to account.

In this context, we are completing our work on an initiative that we announced in our work programme last October to strengthen the protection of whistleblowers. Whistleblowers who unveil illegal activities are an important source of information for journalists. Protecting them from retaliation is, therefore, a vital part of safeguarding investigative journalism.

The best guarantee of media freedom and pluralism is to ensure the independence of media regulators. This is why the Commission has proposed strengthening the rules for the independence of national audiovisual regulators as part of the revision of the Audiovisual Media Services Directive. This includes requirements of independence that relate also to budgetary and structural provisions.

But it is not only about laws. We also monitor risks to media pluralism across Europe and map violations of media freedom. We support journalists under threat as well as investigative journalism. We have recently begun funding a scheme dedicated cross-border investigative journalism.

Many of these initiatives, and I salute this, are independent projects financed by this Parliament. One particularly useful instrument is the EU-financed media pluralism monitor, which aims to identify and highlight risks to media pluralism. Unfortunately, the results show that no Member State is immune from risks when it comes to media pluralism. I can assure you that we will continue to monitor the situation in all Member States, including in Slovakia.

As this case demonstrates, both the EU and its Member States need to do more to protect investigative journalism across Europe. The murder of this young journalist and his partner is an attack on all that Europe stands for, our values, our right to freedom of speech, our right to ask difficult questions, our rights justice and our capacity to hold those in power properly to account. This is what distinguishes our democracies and keeps them healthy and vibrant.

Mr President, if you’ll permit me, two words on another matter. We live in extraordinary times. Various forces seem intent on attacking the rule of law, the very values that lie at the heart of our open societies. We have seen recently the first offensive use of nerve agent on European territory since World War II, something that the Council of Europe called a ‘dangerous breach of the rule of law’.

I want to join First Vice-President Timmermans in repeating again, on behalf of the Commission, our full solidarity with the people of Salisbury, indeed the people of Britain, as they tackle this attack.

  Ivan Štefanec, za skupinu PPE – Pán predsedajúci, pred dvomi týždňami sme boli všetci ochromení hrôzou z činu, ktorý sa stal na Slovensku. Dvaja mladí ľudia, investigatívny novinár Ján Kuciak a jeho priateľka Martina Kušnírová, boli brutálne popravení vo svojom vlastnom dome. Ak bol cieľom vrahov vyvolať v ľuďoch strach a apatiu, tak z tohto miesta im oznamujem, že sa im to nepodarilo.

Občania Slovenskej republiky, ktorí si už pomaly zvykli na denno-denné správy o miliónových kauzách a na zázračné slovné spojenie „skutok sa nestal“, vyšli v obrovskom počte do ulíc. Tieto protesty sa neniesli v znamení nenávisti a násilia. Boli a sú za slušné Slovensko. Za Slovensko, kde nerozhodujú kontakty a známosti, kde nevládne medzinárodná mafia, ale kde má každý rovnaké šance a kde poctivá práca vedie k slušnému životu. Za také Slovensko, aké chceli mať Ján Kuciak a Martina Kušnírová.

Čo môžeme urobiť my, poslanci Európskeho parlamentu, aby bolo Slovensko a Európa slušnejšie? Myslím, že veľmi veľa. V prvom rade musíme pokračovať tam, kde Ján Kuciak musel rukou vraha skončiť. Môžeme rozkryť schémy a cesty, akými sa európske peniaze dostávajú do rúk mafii. Môžeme zlepšiť legislatívu na ochranu novinárov a vyslať jasný signál, že takéto praktiky jednoducho nepripustíme. Meno Jána Kuciaka nesmie byť zabudnuté. Aj preto za Európsku ľudovú stranu navrhujeme, aby stáž pre novinárov v Európskom parlamente bola pomenovaná po Jánovi Kuciakovi. Uctime si jeho pamiatku a dotiahnime prácu Jána Kuciaka do konca.

  Claude Moraes, on behalf of the S&D Group. – Mr President, I speak for my group, but also with Ms Gräßle I co—chaired the delegation last week to Slovakia. This was a difficult delegation, and I think we both express our shock and sympathy to the family and friends of Ján Kuciak and his fiancée, Martina Kušnírová, for their loss, and we did so at their residence, which was a very moving moment. I think the entire delegation understood, in that moment, that this attack to silence journalists has shocked the entire country, and it is right that the European Union sends a delegation and tries to understand why this silencing of journalists anywhere in the EU is in fact an existential threat both to that country and to the European Union, as has been expressed. Together with my colleague Ms Gräßle, we had the task of trying to understand what was happening in the country. We spoke to journalists, to NGOs, to representatives of the protesters, right through to the Prime Minister, President and all of the Ministers and, as Ms Gräßle will say, to the highest audit and agricultural payment agencies’ authorities. We tried to understand what was happening.

But this debate centres very much on the question of press freedom. What I would have to say is that from the journalists we understood that they regard themselves as free to express what they want to express. But also in our investigation we understood that there were also threats existing before Ján Kuciak was murdered, and this investigation is an urgent one. For this reason, as Commissioner King has mentioned, there is a lot of cooperation with outside agencies. But we would urge not just assistance from Europol, but we would request – and we did request in Slovakia – that there is a joint investigation team and that there is that level of urgency and an opening of the investigation so that there is maximum trust and people see that the investigation is as open and as trusted as it can be.

The question of fundamental rights and press freedom is one for this whole House and indeed for the Commission and Council to consider. What happened to Ján Kuciak is something that we will investigate over the coming days: the connections between the allegations of corruption that we investigated without fear or favour. I would say that the entire delegation were not fearful of asking those difficult questions. In the final sentence, if I may, I would just say that we will make those observations clear in our report. Please read our report. But I would say that, if we have to protect journalists either in Slovakia or the rest of the EU, we will do it.

  Branislav Škripek, za skupinu ECR – Pán predsedajúci, vážený pán komisár, vážení kolegovia, v slovenskej národnej hymne sa spievajú slová “to Slovensko naše dosiaľ tvrdo spalo, ale blesky hromu vzbudzujú ho k tomu, aby sa prebralo”. A je veľkou tragédiou, že blesky hromu boli výstrely v dedinke Veľká Mača, ktoré usmrtili nevinných ľudí, Jána Kuciaka a Martinu Kušnírovú. Novinára, ktorý sa zaoberal protikorupčnými skúmaniami. Zaplatili najväčšou cenou, vlastnými životmi. Ján Kuciak odhaľoval korupčné politické kauzy a mafiánske zločiny. No poviem vám, že máme aj ďalších novinárov: Pavol Rýpal a Miroslav Pejko nebojácne odhaľovali rôzne škandály a sú dodnes nezvestní a stráca sa nádej, či ešte žijú.

Ľudí otupila ľahostajnosť, z ktorej ich prebrali až výstrely popravy Jána Kuciaka a jeho snúbenice. A Slovensko skutočne ožilo. Do mnohých našich miest vyšli demonštrovať Slováci a Slovenky, aby zapálili sviečky a vyjadrili jasný nesúhlas so smerovaním našej krajiny. Konajú sa aj rôzne koncerty a umelci rušia predstavenia, aby dali najavo, že toto nemôže tak ostať. Je hanbou vlády Róberta Fica a jeho ministrov, kam našu spoločnosť dohnala. Slovensko sa dostáva z letargie, a až doteraz chobotnica korupcie naťahovala svoje chápadlá až na najvyššie miesta riadenia štátu. Ja pevne verím, že tomuto nastáva koniec.

Vážení kolegovia z monitorovacej komisie, ja Vám ďakujem za prácu, ktorú ste odviedli, lebo sme potrebovali aj takýto zásah. Som vďačný, že ste pomenovali konkrétne problémy, s ktorými sa Slovensko musí vysporiadať. Toto je čas, kedy slovenských politikov, poctivých policajtov aj vyšetrovateľov čaká práca, ako aj celú našu občiansku verejnosť, veľká práca, ako nastaviť nové paradigmy výkonu spravodlivosti, vymožiteľnosti práva, ktorú sľuboval náš premiér pred rokmi, keď nastupoval do svojej funkcie, a doteraz sa zdá, že sa mu to nepodarilo.

Ďalej treba obnoviť dôveru v štát, ktorý háji slobodu a bezpečnosť občanov, ako aj novinárov, ktorí nebojácne odhaľujú korupciu. Je potrebná dôkladnejšia kontrola európskych peňazí, pretože sú zdrojom korupcie na Slovensku.

  Sophia in 't Veld, on behalf of the ALDE Group. – Mr President, last week the delegation stood at the house where Ján Kuciak and Martina Kušnírová lived and, as Claude Moraes already said, it was an emotional moment and it also gave a very strong sense of purpose to the work of the delegation, because Ján wrote about corruption, fraud and organised crime and possible connections with government circles. Was he killed because of his work? Because exposing wrongdoing is likely to get some very powerful people really upset, maybe even upset to kill for. Just months earlier, Daphne Caruana Galizia was also killed.

Two journalists killed in the European Union because they did their job: scrutinising those in power. Those killings are an attack on democracy, and it doesn’t just affect Maltese or Slovakian democracy but it affects the European Union as a whole.

We saw a kind of double reality in Slovakia. On the one hand, the legislative framework is solid. The basic democratic institutional structures are in place, and media and civil society are vibrant and critical. On the other hand, there is a parallel reality of corruption, fraud, state capture and organised international crime. In this shady world it’s very difficult to distinguish between truth, half truths, lies and imagination. This uncertainty creates a climate of deep distrust and frustration of citizens with the public institutions. It’s therefore crucial that the murder investigation is independent. I strongly advocate the full involvement of Europol – and not just to provide technical expertise, but with full access to the files.

Then, Commissioner, I hear what you’re saying, I’ve heard it before: the European Commission has very little powers to intervene. Well, I disagree with that. We have discussed it often. But this would finally be the opportunity to put forward a legislative proposal for a really strong mechanism for an annual health check for democracy, the rule of law and fundamental rights, because I am convinced that in Slovakia that would have really been support for the ‘good’ people.

Finally, we found a nation that is in shock, traumatised and angry – but also a nation that is resilient, and our visit was a message to the people of Slovakia. We stand shoulder to shoulder with you as Europeans to defend our shared values.

  Benedek Jávor, on behalf of the Verts/ALE Group. – Mr President, the tragic assassination of Ján Kuciak shocked everybody in Slovakia and in the European institutions alike. As a member of the EP delegation to Slovakia, I believe that now the most important thing is an impartial and in—depth investigation to unveil who and what were behind this brutal murder.

But we also have lessons to learn at EU level. The first is that the media freedom situation of investigative journalism and journalists must be an issue for the EU as well. We cannot hide behind the mantra that media issues belong to the Member States and are Member State competences. We need better legal protection for journalists and journalistic sources, including whistle-blowers, now. We have to analyse the situation in the Member States regarding access to information regimes in the Member States and the possible protection of investigative journalists’ personal data in requests for data procedures. We must step up against practices to intimidate journalists by threatening them or by strategic law suits. We have to have European anti—SLAPP measures today and we should invest financial resources to support, strengthen and protect independent media in the Member States in the next post—2020 MFF at the latest.

Second, there is the question of EU funds. How is it possible that major frauds regarding EU funds were happening for years and finally it was neither the Slovakian authorities nor the European institutions who uncovered them, but a 27—year—old investigative journalist who paid for this with his life? This must warn us that the control mechanisms to check the spending of EU funds are not strict and effective enough and so are not able to prevent EU funds enriching organised crime groups and politically well-positioned oligarchs in the Member States.

  Kateřina Konečná, za skupinu GUE/NGL. – Pane předsedající, smrt se nedá nikdy ospravedlnit a už vůbec ne, jedná-li se o tak mladé lidi, kteří se pouze snažili dobrat pravdy. Smrt Jána Kuciaka a Martiny Kušnírové musí být co nejdříve prošetřena, abychom znali pravdu o tomto zbabělém a odporném činu. Ještě jednou mi dovolte vyjádřit upřímnou soustrast rodinám pozůstalých.

Případ, o kterém se tu dnes bavíme, je naprosto odsouzeníhodný, ale chtěla bych všechny přítomné poprosit, aby zde nedělali ze Slovenska zemi okupovanou mafiány. Neudělali jsme to na Maltě a neměli bychom to dělat na Slovensku. Všichni tady věříme v demokratickou kontrolu a nedělitelnost moci, a tak nechme slovenské orgány konat. Teď opravdu není chvíle pro sbírání levných politických bodíků. Události na Slovensku nemá soudit ulice, Evropská unie a ani Evropský parlament, ale nezávislý slovenský soud.

V této souvislosti považuji za naprostou drzost, že náš kolega Manfred Weber školí premiéra Fica z toho, koho má vyhodit z vlády. Chtěla bych tedy vědět, jestli i země střední Evropy mohou diktovat, kdo bude v německé vládě, když už se konečně rýsuje. Doufám, že ano, protože tu jinak dochází k dvojímu metru. Prosím veďme tuto debatu s úctou ke Slovensku a jeho demokratickým a nezávislým institucím. Slovensko si zaslouží pomocnou ruku, pokud o ni požádá, a nikoliv odsuzování na základě spekulací.

  Michaela Šojdrová (PPE), otázka položená zvednutím modré karty. – Já bych se chtěla paní Konečné zeptat, co se jí nelíbí na tom, když slovenští občané jdou svobodně vyjádřit svůj názor. Oni na ulici nerozhodují, oni se tam schází proto, aby vyjádřili svůj nesouhlas s tím, když vláda nejedná, když nechce vzít zodpovědnost za situaci, která tam je. Ulice nerozhoduje, ale ulice volá po tom, aby na Slovensku byla tato vražda řádně vyšetřena.

Takže se ptám: Proč nesouhlasíte s tím, když lidé jdou do ulic vyjádřit svůj názor?

  Kateřina Konečná (GUE/NGL), odpověď na otázku položenou zvednutím modré karty. – Paní kolegyně, na to, že jsem mluvila česky, se divím, že mi nerozumíte. Já jsem neřekla, že nesouhlasím s tím, že ulice vyslovuje svůj názor. Já jsem jen řekla, že máme věřit nezávislým soudům a věřit Slovensku a odmítám, aby naši kolegové, Vaši kolegové, Váš Manfred Weber, zasahovali do toho, kdo má být na Slovensku jakým ministrem, případně jak má být složena vláda. Na to nemáme právo, a pokud toto dovolíme, otevíráme Pandořinu skříňku, která se nám může setsakramentsky vymstít.

  Marco Valli, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, ho fatto anch'io parte della delegazione del Parlamento che ha visitato la Slovacchia la settimana scorsa, e quanto successo a Ján Kuciak e alla fidanzata Martina ha colpito fortemente tutti.

Come prima raccomandazione, fortemente bisogna fare delle indagini indipendenti e attraverso anche una forte cooperazione con le polizie internazionali, soprattutto quella italiana, viste le possibili implicazioni della mafia, della criminalità organizzata. E su questo punto la polizia italiana ha numerose informazioni e sarebbe opportuno coinvolgerla in tutto l'arco e delle investigazioni.

Inoltre, la commissione per il controllo dei bilanci approfondirà la questione legata all'utilizzo dei fondi strutturali, soprattutto nell'ambito dell'agricoltura e dello sviluppo, visto che potrebbero esserci anche lì delle connessioni legate, appunto, a possibili frodi, o necessità comunque di ulteriore trasparenza.

Infine, utilizziamo questo momento per cercare di chiedere l'attuazione di una procedura che porti il giornalismo investigativo ad essere fortemente tutelato, e il reato per associazione mafiosa un qualcosa di non solo recepito in Italia, ma anche nel resto dei paesi dell'Unione europea.

  Dominique Bilde, au nom du groupe ENF. – Madame la Présidente, en 2016, le Centre pour le pluralisme et la liberté des médias évaluait à 53 % le risque pour l’indépendance de la presse en Slovaquie. C’était sans compter le climat de corruption endémique souligné par plusieurs indices internationaux, notamment celui de Transparency International.

Combien de bains de sang, comme l’assassinat de Ján Kuciak et de Martina Kušnírová, pour que l’Union européenne prenne enfin à bras le corps la question de la criminalité financière rampante. Son inaction dans l’affaire du meurtre de Daphne Caruana Galizia – d’ailleurs, on avait eu le même discours et, depuis, on n’a plus entendu parler de rien – est symptomatique de son attentisme, comme l’est la division par deux, le 23 janvier dernier, de sa liste déjà très lacunaire des paradis fiscaux.

À l’heure où la Commission agite des chiffons rouges, comme la menace imaginaire des fausses informations, son inertie face au recul dramatique de la liberté de la presse est d’autant plus scandaleuse que le courage de vrais journalistes d’investigation se paie au prix du sang.

  Ingeborg Gräßle (PPE). – Frau Präsidentin! Ich möchte mich bei den Delegationsmitgliedern für ihre Präsenz in der Slowakei bedanken. Ich möchte uns vor voreiligen Schlüssen warnen. Wir wissen – Stand jetzt – nicht, warum der Journalist erschossen wurde. Wir müssen der Staatsanwaltschaft und der Polizei alle Möglichkeiten geben, nach allen Richtungen zu ermitteln, und dürfen nicht Vorverurteilungen und voreingenommene Wege aufzeigen – es wäre ein schwerer Fehler –, wenn wir wollen, dass diese Geschichte aufgeklärt wird. Dazu gehört aber auch, dass wir natürlich die systemischen Probleme innerhalb der Slowakei angehen müssen, und mir hat nicht gefallen, dass wir enge Regierungsmitarbeiterinnen mit Mafiaverbindungen haben. Das geht nicht. Ich möchte, dass hier auch die Besorgnis der Bevölkerung aufgegriffen wird, und ich möchte, dass wir hier auch für klare Verhältnisse sorgen.

Herr Kommissar King, wir haben auch einige Bitten an Sie: Die Kommission hat den jährlichen Antikorruptionsbericht eingestellt Wir glauben, dass es gut und wichtig wäre, diesen Bericht wieder zu machen. Wir haben aus der Sicht der Haushaltskontrolle gesehen, dass wir in den Agrarfonds Probleme haben. Wir in der Haushaltskontrolle werden diese Probleme jetzt aufarbeiten, in jedem Bereich – bei der Zahlstelle, bei den Agrarfonds. Wir werden uns ganz intensiv und ausführlich mit der Slowakei auseinandersetzen, ohne irgendwelche Vorverurteilungen. Bis jetzt waren wir mit den slowakischen Behörden eigentlich immer ganz zufrieden. Die Slowakei war nicht das Land, wo wir die größten Probleme gesehen haben, aber zugegebenermaßen haben wir auch eine Helikoptersicht, wir sehen nicht alles. Aber wir werden einige Dinge nachholen und sehr intensiv arbeiten, mit dem Ziel, der Slowakei zu helfen, sie eben nicht zu verurteilen. Die Slowakei ist ein wichtiges Mitglied unserer europäischen Familie, und deswegen verdient sie unser aller Solidarität, aber auch, dass wir bestimmte Korruptionszustände abstellen.

  Monika Smolková (S&D) – Pani predsedajúca, 26. február, kedy sme sa dozvedeli o brutálnej vražde novinára Jána Kuciaka a jeho priateľky, bol čiernym dňom nielen pre Slovensko, ale aj pre celú Európsku úniu. Boli zavraždení dvaja mladí ľudia, ktorí chceli žiť spoločne. Plánovali si založiť rodinu a verili hodnotám spoločnej Európy. Tento brutálny čin musí byť vyšetrený, aby sme nevzali mladým ľuďom nádej, že žijeme v demokratických krajinách, kde platia zákony.

Žijem na Slovensku, kde sa tento ohavný čin stal. Bezprostredne zažívam atmosféru, ktorú tento čin vyvolal u ľudí. Je to strach, neistota, možno až beznádej, že sa páchatelia neodhalia. Ja si túto nádej nechcem dať vziať a pevne verím, že táto vražda bude potrestaná aj preto, že našim kriminalistom pomáhajú aj zahraniční experti.

Minulý rok sme boli svedkami vraždy novinárky na Malte. Prosím, spoločne urobme maximum pre to, aby sme podobné smutné prípady už nemali. Tentokrát to bola Malta a Slovensko, ale mohli sa stať aj kdekoľvek inde. Novinári majú nezastupiteľné miesto v našej spoločnosti. Ochrana novinárov musí byť jasne deklarovaná, musia mať pre svoju prácu vytvorené také podmienky, aby neboli zastrašovaní, aby nemuseli pracovať a žiť pod policajnou ochranou. Táto smutná udalosť však nastoľuje mnoho otázok.

Legitímnou otázkou je, čo sme urobili pre to, aby v Európskej únii organizovaný zločin nemal miesto. Čo sme urobili pre to, aby nebol nekontrolovateľný pohyb teroristov v Európskej únii. Urobili sme dostatočné opatrenia na to, aby sme vytvorili účinné mechanizmy kontroly čerpania eurofondov s možnosťou trestného stíhania, ak sa zistia podvody? Pri daňových únikoch a vyhýbaniu na daniach prichádza EÚ ročne o 1 bilión euro. Opakujem, 1 bilión euro. Toto sú témy, ktorým sa investigatívni novinári venujú.

Preto sa pripájam k výzve, ktorú Komisii napísalo 17 novinárskych organizácií, aby vysokopostavení predstavitelia únie nemárnili čas a na svoje slová nadviazali činmi. Komisia podľa tohto listu musí zaujať vedúce postavenie a vyžadovať od štátnych predstaviteľov a verejných osobností, aby vytvárali prostredie, v ktorom je zásadná úloha žurnalistiky rešpektovaná. Prvým krokom k tomu je rýchle sfunkčnenie európskeho prokurátora, zriadenie európskeho úradu vyšetrovania Európskej spravodajskej agentúry. A povedzme si úprimne, že aj odstránenie daňových rajov v rámci Európskej únie a prijatie európskej legislatívy, ktorá zabráni daňovým únikom a podvodom. Sme to dlžní Jánovi Kuciakovi a jeho priateľke, ale aj občanom EÚ.

Žijem na východnom Slovensku a vám garantujem, že žiadnu mafiu na východnom Slovensku nemáme.

Ja pozývam poslancov, pokiaľ sa chcú pozrieť, mám skutočne prehľad aj o tom, ako hospodária jednotliví farmári, a chcem vám povedať, že okrem talianskych podnikateľov tam máme nemeckých, holandských a rôznych iných, ktorí možno dopredu vedeli, ako dostávať dotácie. Mnohí naši farmári o tom ešte nevedeli, neboli pripravení, čiže chcem povedať, že len využívajú to, ako sme nastavili dotácie v Európskej únii. Je načase pozrieť sa na spoločnú poľnohospodársku politiku a dotácie.

  Ryszard Czarnecki (ECR). – Pani Przewodnicząca! Występuję tu w podwójnej roli: jako członek naszej misji na Słowację i jako koordynator swojej frakcji politycznej w Komisji Kontroli Budżetowej. Muszę powiedzieć, że w tej sytuacji trzeba mówić bardzo precyzyjnie.

Z jednej strony, przyjmując spore środki z Unii Europejskiej na rolnictwo, Słowacja w sposób oczywisty może spodziewać się, że rozdział tych środków będzie skrupulatnie przestrzegany. Z drugiej strony to, co dzieje się na Słowacji, jest wewnętrzną sprawą tego kraju. Słowacy decydują, czy chcą wcześniejszych wyborów czy nie. Ta decyzja należy do słowackich władz, prezydenta, rządu, do słowackiego społeczeństwa i my w to ingerować nie będziemy. Mamy prawo oczekiwać jasnych i przejrzystych procedur. Na koniec zaproponuję tylko, abyśmy nie mówili o procedurze ogólnej, Pani Poseł, ponieważ jest to przyznanie się do bezradności władz Pani kraju.

  Petr Ježek (ALDE). – Paní předsedající, vražda Jána Kuciaka a Martiny Kušnírové je strašná a příslušné orgány musí odhalit a potrestat viníky. Média, zejména tištěná, v dnešní době čelí ekonomickým problémům v souvislosti s internetovým zpravodajstvím, sociálními sítěmi a dalšími změnami celého prostředí. Zvláště časově náročná investigativní žurnalistika nemá mnohdy dostatek prostředků. Role tradiční novinařiny je v demokracii nezastupitelná o to víc, že v dnešním světě na nás cílí množství falešných zpráv a dezinformací. O jejím významu svědčí i odhalení typu Panamských dokumentů. Politici musí respektovat a v případě potřeby bránit svobodu projevu a vytvářet podmínky pro svobodnou práci médií, o bezpečnosti novinářů nemluvě. Na Maltě byla zavražděna Daphne Caruanová Galiziová a teď se vraždilo na Slovensku. Je absolutní nutností udělat vše, aby se něco takového neopakovalo.

  Sven Giegold (Verts/ALE). – Frau Präsidentin! Wie schon zuvor in Malta sehen wir auch diesmal wieder das gleiche Muster: Es gibt Neuwahlen oder Diskussionen über Neuwahlen, einzelne Rücktritte, aber was wir eigentlich brauchen, ist die Aufklärung der Morde und die Aufklärung der Taten, über die die Journalisten recherchiert haben. Das steht in Malta genauso aus wie es jetzt in der Slowakei aussteht. Deshalb sollten wir auf der Seite derjenigen stehen, die derzeit in der Slowakei – wie es schon in Malta passiert ist – auch jetzt wieder auf der Straße für die Einhaltung der europäischen Werte demonstrieren.

Aber hier können wir auch Dinge tun, und deshalb rufe ich Sie auch auf, Herr Kommissar: Setzen Sie wenigstens jetzt den jährlichen Antikorruptionsbericht der EU-Kommission wieder ein und sorgen Sie für ein jährliches Monitoring von Grundrechten, Demokratie und Rechtsstaatlichkeit in allen europäischen Mitgliedstaaten. Das würde auch der Gleichbehandlung Genüge tun. Schließlich finde ich, dass sich auch die sozialdemokratische Parteienfamilie fragen lassen muss, ob Robert Fico mit seinen Äußerungen über Journalisten als Prostituierten, Schlangen und Hyänen nicht zu dem Klima für diesen Mord beigetragen hat. Wann distanzierten Sie sich von Robert Fico? Das würde ich schon gerne noch von Ihnen wissen.

  Στέλιος Κούλογλου (GUE/NGL). – Κυρία Πρόεδρε, υπάρχει ένα ερώτημα γι’ αυτούς τους ανθρώπους για τους οποίους συζητάμε σήμερα: Είναι σύμπτωση ότι τρεις μήνες μετά τη δολοφονία της μαλτέζας δημοσιογράφου είχαμε καινούργιες δολοφονίες; Όχι, δεν είναι σύμπτωση. Είναι αποτέλεσμα του γεγονότος ότι υπάρχει εύφορο έδαφος για την ανάπτυξη εγκληματικότητας. Η οικονομική ολιγαρχία γίνεται όλο και πιο ανεξέλεγκτη, οι φορολογικοί παράδεισοι εξακολουθούν να υπάρχουν στην Ευρώπη και δεν υπάρχει προστασία επαρκής ούτε των δημοσιογράφων ούτε των μαρτύρων δημοσίου συμφέροντος. Στη χώρα μου, στην Ελλάδα, υπάρχει ένα μεγάλο σκάνδαλο, το σκάνδαλο Νovartis, που προχωράει, ερευνάται, χάρις στις μαρτυρίες των μαρτύρων δημοσίου συμφέροντος (των whistleblowers), οι οποίοι δεν προστατεύονται ούτε πανευρωπαϊκά.

Mr King, I would like to ask you a question. A month ago, together with colleagues from all the political Groups in the Parliament, we sent a letter to Mr Timmermans, First Vice-President of the Commission, asking him to protect journalists against lawsuits. Daphne was a victim of that. We have no answer. Any news?

Another short question for the Commission: the current Prime Minister of Slovakia was calling the journalists ‘prostitútkaʼ like prostitutes. Any comment, Ms Panayotova, about that?

Ta’ xkiel għal min ikun irid jaħbi l-fatti. Ta’ xkiel għal min irid isir sinjur b’mezzi illegali.

Il-mexxejja u min għandu r-responsabbiltà li jinvestiga dawn l-assassinji għandhom piż kbir fuq spallejhom. L-għeruq ta’ xi jwassal għall-assassinji aħna nafuhom. Nafu li l-istituzzjonijiet meta jkunu dgħajfa u n-nuqqas ta’ infurzar tal-liġijiet huma velenu għas-soċjetà u vitamini għall-kriminali.   Josef Weidenholzer (S&D). – Frau Präsidentin! Die Nachricht vom gewaltsamen Tod des Journalisten Ján Kuciak und seiner Verlobten Martina Kušnírová haben überall großes Entsetzen ausgelöst, genauso wie die Ermordung von Daphne Galizia. Wir müssen alles tun, um die Schuldigen zu finden und sie vor Gericht zu stellen. Vor allem müssen die Hintergründe aufgeklärt werden und es muss auch ermittelt werden, warum die Behörden versagt oder einzelne Amtsträger vielleicht sogar in die Vorfälle involviert waren. Das muss schonungslos und ohne Rücksichtnahme passieren, unverzüglich. Aber wir müssen uns auch fragen, welche Auswirkungen solche Verbrechen auf die Berufsausübung von Journalisten haben. Das sind wir den Opfern schuldig.

Eine lebendige Demokratie braucht unabhängigen Journalismus; das ist wie die Luft zum Atmen. Journalisten müssen ungehindert ihrer Arbeit nachgehen können, ohne Angst vor Repression, Verfolgung oder gar Tod. Deshalb müssen wir allen Versuchen, die Unabhängigkeit der Medien zu beschneiden und die Freiheit der Berufsausübung einzuschränken, mit aller Entschiedenheit entgegentreten. Vor allem aber braucht es dringend eine Legislativinitiative zum Schutz von Whistleblowern. Wir können das Geschehene nicht ungeschehen machen, aber wir können es vielleicht in Zukunft verhindern.

  Monica Macovei (ECR). – Doamnă președintă, Ján Kuciak investiga cum unul dintre cele mai brutale sindicate ale mafiei italiene s-a infiltrat în Slovacia. Avea informații că bani europeni din subvenții agricole au ajuns la aceștia și a descoperit legături între oficialii slovaci și mafia calabreză.

Dar de ce a murit? Ján a solicitat informații, pe baza legii informațiilor publice din Italia, de la finanțele italiene, care, potrivit legii, înștiințează persoanele despre care se cer informații, dacă acestea vor să facă apel. Practic, în Italia, criminalii sunt efectiv anunțați când cineva solicită informații despre ei.

Trebuie să facem urgent standarde în legislația Uniunii, care să protejeze identitatea jurnaliștilor de investigație. Putem lua exemplu din diverse legi privind protecția martorilor sub acoperire. Altfel, practic, forțăm jurnaliști de investigație să își divulge datele personale, le împachetăm viețile și le facem cadou organizațiilor criminale.

  Eva Joly (Verts/ALE). – Madame la Présidente, chers collègues, Ján Kuciak a payé de sa vie et de celle de Martina Kušnírová son goût de la vérité et son dégoût de la corruption qui gangrène la Slovaquie.

Face à l’intolérable, je suis aux côtés de leur famille et de ces milliers de Slovaques qui expriment leur ras-le-bol et leur soif de justice. D’abord, en exigeant une enquête approfondie et impartiale sur ces assassinats. Ensuite, en appelant à une plus grande protection des journalistes et des lanceurs d’alerte. Enfin, en veillant à ce que toute la lumière soit faite sur la criminalité organisée que dénonçait Ján Kuciak.

Cette affaire illustre tout l’intérêt du futur Parquet européen alors que des fonds européens sont détournés et que des groupes mafieux et des responsables politiques semblent parties liées. Le Parquet européen saura mettre la distance indispensable entre la justice et le politique. Il garantira que les enquêtes sensibles soient menées de manière réellement indépendante et coordonnée. Les Européens sont fatigués de la corruption, mettons fin à l’impunité.

  József Nagy (PPE) – Pani predsedajúca, násilie a strach nesmie ovládať naše životy. Preto som rád, že aj Európsky parlament sa pripája k mediálnemu a politickému tlaku, aby sa ohavná vražda mladého novinára Kuciaka a jeho priateľky vyšetrila.

Na Slovensku ľudia na uliciach právom protestujú, lebo sa v mnohých oblastiach života nevedia dočkať spravodlivosti. Naším vyšším cieľom preto musí byť, aby ľudia mohli získať dôveru v štátne inštitúcie. Aby nemávli len rukou nad možnosťou žiadať o spravodlivosť. Vyšetrovacia komisia Európskeho parlamentu dospela k viacerým kľúčovým zisteniam.

Poburuje ma, že napríklad ignorancia niektorých európskych štandardov bráni na Slovensku vo vyšetrovaní kriminálnych káuz. Ale najväčším problémom je, že aj tam, kde legislatíva je v súlade s normami EÚ, existuje obrovský deficit pri uplatňovaniach v praxi.

A to je dôvod, prečo na Slovensku naozaj prevláda silná nedôvera voči inštitúciám, a to je aj dôvod, prečo si zločinci čoraz viac dovoľujú. Áno, každá vražda je ohavným činom bez ohľadu na osobu obete a každý nevyšetrený trestný čin oslabuje vieru v spravodlivosť a ďalej povzbudzuje páchateľov.

Naša rezolúcia by mala požadovať okrem dôsledného vyšetrenia prípadu novinára Kuciaka a jeho partnerky aj objasnenie v prípadoch záhadného zmiznutia našich dvoch dlhodobo nezvestných investigatívnych novinárov Pavla Rýpala a Miroslava Pejka.

  Birgit Sippel (S&D). – Frau Präsidentin! Wenn mitten in Europa Journalisten getötet werden, die zu Korruption, zu möglichen Verbindungen zwischen Kriminalität und Politik recherchiert haben, dann muss das auf die europäische Agenda. Denn wir dürfen nicht hinnehmen, dass Korruption das Vertrauen in öffentliches Handeln erschüttert. Wir dürfen nicht zulassen, dass Journalisten aufgrund ihrer Recherchen bedroht oder gar getötet werden. Denn unabhängige, kritische Medien sind ein unverzichtbarer Pfeiler der Demokratie und Rechtsstaatlichkeit. Deshalb müssen nationale und europäische Akteure gemeinsam für Aufklärung sorgen, müssen Recherchen fortgesetzt und klare Konsequenzen gezogen werden. Das ist nicht nur eine Anerkennung der journalistischen Arbeit, sondern es wäre ein klares Signal, dass wir gemeinsam Korruption und Machtmissbrauch überall entschieden entgegentreten.

  Mark Demesmaeker (ECR). – Voorzitter, bij het horen van het radionieuws op 26 februari overviel ook mij een gevoel van afschuw. Voor de tweede keer in korte tijd werd in een van onze Europese lidstaten een journalist vermoord. Ik heb zelf jarenlang als journalist gewerkt, daarom raakt dat nieuws mij zeer diep.

Ján Kuciak en zijn partner Martina Kušnírová werden in koelen bloede doodgeschoten. Kwam hij in zijn onderzoek naar mogelijke inmenging van de maffia in het Slowaakse staatsbestel te dicht bij de waarheid? We moeten het grondig laten uitzoeken.

Journalisten, de waakhonden van onze democratie, moeten niet alleen met rust worden gelaten, ze moeten ook actief worden beschermd. Onze overheden moeten aan journalisten garanderen dat ze hun werk kunnen doen, dat ze hun fundamentele recht op toegang tot informatie kunnen uitoefenen zonder daarbij het risico te lopen dat hun persoonlijke gegevens worden gelekt, worden doorgegeven aan derden, in het ergste geval aan criminele organisaties.

Voor Kuciak en zijn vrouw is het jammer genoeg te laat. Maar laat ons lessen trekken voor de toekomst – en ik sluit me aan bij de commissaris – laat ons de Slowaakse regering, in samenwerking met Europol, een onafhankelijk en onpartijdig onderzoek uitvoeren en daarbij ook de nodige aandacht besteden aan mogelijke medeplichtigheid van ambtenaren.

  Josep-Maria Terricabras (Verts/ALE). – Madam President, the recent murders of the Slovakian journalist and his partner are terrible, but unfortunately this is not something new. Across the world we find too many cases to deplore and condemn, among others the murder of Anna Politkovskaya in Russia and the hundreds of journalists and crucial rights defenders murdered in Mexico. They were killed because they were investigating and denouncing corruption and the abuse of power.

What can we do? Of course we should attack the causes of these tragedies. This means that we cannot leave those who fight for justice and freedom all alone. Corruption is destroying the kernel of our systems. Corruption is not just a private matter. That’s why we have to push governments and political and social bodies to fight, for themselves, against their internal, structural corruption. European insistence and monitoring in this direction is the best contribution you can make. If we do not fight corruption systematically, we are leaving critical citizens alone and unprotected.

  Agustín Díaz de Mera García Consuegra (PPE). – Señora presidenta, el pasado 26 de febrero fueron asesinados el periodista eslovaco Ján Kuciak y su pareja, Martina Kušnírová. Ján estaba investigando presuntos vínculos de conexión entre políticos eslovacos y la mafia calabresa. Este asesinato, este acto de cobardía, es un atentado contra uno de los pilares fundamentales de la Europa democrática: la libertad de expresión y el periodismo de investigación. Mi más profunda y enérgica condena.

Lamentablemente, no es el primer caso y, desgraciadamente, puede que no sea el último atentado contra periodistas en un Estado miembro de la Unión. Es necesario recordar ahora y tener presente a Daphne Caruana Galizia, que pagó con su vida denunciar e investigar constantes violaciones del Estado de Derecho en Malta. Ni Eslovaquia ni Malta merecen lo que está ocurriendo, y es obligación de este Parlamento exigir el cumplimiento a todos los Estados miembros de lo establecido en el artículo 11 de la Carta de los Derechos Fundamentales, que garantiza la libertad de información.

Celebro y valoro de manera muy positiva la misión que enviamos a Eslovaquia hace una semana. Espero que las reuniones mantenidas con los diferentes actores e instituciones ayuden a arrojar un poco de luz sobre este atentado. Es fundamental que Europol, señor comisario, se involucre mucho más en las investigaciones sobre el terreno para el esclarecimiento de estos asesinatos. Europol juega un papel determinante con arreglo a su propio Reglamento.

  Monika Beňová (S&D) – Pani predsedajúca, opakovane už niekoľkýkrát chcem aj ja vyjadriť poľutovanie nad smrťou mladého novinára a jeho priateľky. A chcem Vás ubezpečiť, že rovnako to cítia aj všetci ľudia na Slovensku. Hovorím to nielen ako politička, nielen ako poslankyňa Európskeho parlamentu, ale aj ako žena a mama. Môj syn bude mať tento rok 30 rokov a viem si predstaviť, aké ťažké to musí byť pre jeho rodičov.

Chcem Vás rovnako ubezpečiť, že všetky príslušné orgány, ktoré sa zaoberajú touto brutálnou vraždou, robia všetky úkony, ktoré vedú k tomu, aby sa táto vražda vyšetrila. Nikomu na Slovensku teraz nejde viac o to, aby bola táto vražda vyšetrená.

Samozrejme, že našou povinnosťou je chrániť práva a životy novinárov v celej Európskej únii, a my politici by sme s novinármi mali mať korektné vzťahy a mali by sme sa navzájom rešpektovať. Ak to tak nebolo v minulosti na Slovensku, chcem vysloviť presvedčenie, že to tak bude, a chcem zároveň požiadať všetky kompetentné orgány v Európskej únii, aby sme pristúpili aj k tomu, aby sa rozšírili práve pre rôzne podozrenia v Európskej únii a v iných krajinách, ako je Slovensko, právomoci európskej prokuratúry.

The problem is, of course, that the work of Ján Kuciak was investigating, in particular, people in power. So how can the investigation into his murder be independent if the very people he was targeting are in charge of that?   Monika Beňová (S&D), odpoveď na otázku položenú zdvihnutím modrej karty – Sofia, poznáme sa už veľa rokov, sme spolu už dlhé roky vo výbore LIBE a môžem Ťa ubezpečiť, že naozaj, tak ako povedal aj prezident Slovenskej republiky, všetky orgány, alebo všetci tí, ktorí sa zúčastňujú na vyšetrení vraždy pána Kuciaka, majú enormný záujem na tom, aby sa táto vražda vyriešila. A tak ako povedala pani Gräßle, nevidím cestu v tom, že teraz budeme v pléne Európskeho parlamentu obviňovať jednotlivých členov vlády alebo vládu ako celok, že snáď participovala na vražde. To predsa nemôžeš myslieť vážne ani Ty.

  Zdzisław Krasnodębski (ECR). – Pani Przewodnicząca! Dla mnie te dwa bulwersujące mordy, zarówno ten na Malcie, jak teraz na Słowacji, popełnione na dziennikarzach śledczych, podobnie jak trudny los wielu sygnalistów, o których kiedyś, niedawno, również tutaj debatowaliśmy, mają nieco szersze znaczenie. I wydaje mi się, że to są drastyczne przykłady, które pokazują znacznie szerszy problem. Jaki jest to problem? Mianowicie, różnice między fasadą a rzeczywistością. Fasadą zbudowaną z deklaracji, czasami też fasadą budowaną tutaj, w Parlamencie, z przywiązania do wartości i zasad przejrzystości, wartości europejskiej demokracji, a rzeczywistością. I ta rzeczywistość, jak wiemy, jest nieco bardziej skomplikowana. Rzeczywistość tę badają właśnie dziennikarze śledczy. I tu chciałem powiedzieć, że to, co ujawniają dziennikarze śledczy – a czasami też sygnaliści – to nie jest tylko rozbieżność między fasadą a rzeczywistością na Malcie i na Słowacji, tylko również w innych krajach europejskich. I radziłbym kolegom, żeby baczniej przyglądali się również sytuacji w swoich krajach.

  Ana Miranda (Verts/ALE). – Señora presidenta, ninguna democracia puede sobrevivir sin prensa libre, decía el comisario. Queremos lamentar el drama de este asesinato por investigar la verdad.

Ser periodista es una profesión de alto riesgo en muchos lugares, por investigar casos de corrupción, de narcotráfico, de fraude fiscal o de evasión de capitales, pero en algunos Estados miembros se están produciendo también graves ataques a la libertad de expresión —como afirmaba también el comisario en relación con el pluralismo—, como acontece en el Estado español, donde se está reprimiendo y amordazando la libertad de expresión de periodistas y también la de artistas y tuiteros.

Todo mi apoyo a esas personas represaliadas por el ejercicio de su derecho a la libertad de prensa y a la libertad de expresión. Que se lo digan a la periodista Ana Pardo de Vera; al vicepresidente del Consejo de Informativos de Televisión Española, Xabier Fortes; a Nacho Carretero por la incautación del libro «Fariña» sobre el narcotráfico; a Pablo Hasél; a César Strawberry; a la tuitera Cassandra; al artista al que le retiraron su obra de ARCO. Que se lo digan a tantas personas reprimidas por la ley mordaza.

  Frank Engel (PPE). – Madame la Présidente, dans un nombre croissant de pays européens, il semblerait que, si on est journaliste, si on enquête, si on risque de trop s’approcher d’intérêts cupides, criminels, mais surtout privés de certains puissants, on vit une vie dangereuse. On a commencé, l’année dernière, ce qui s’apparente à une série avec Daphne Caruana Galizia, qui est morte parce qu’elle enquêtait. Ján Kuciak est mort, avec sa compagne, parce qu’il enquêtait. On me dit qu’en Pologne, un journaliste est encore en train de lutter pour sa vie. Il n’est pas encore mort, mais pourrait bien l’être à la suite d’une attaque lâche qui a été perpétrée contre lui, parce qu’il enquêtait lui aussi sur de possibles intérêts coupables, cupides, des puissants.

La privatisation de l’État à laquelle nous sommes en train de faire face, où des intérêts mafieux puissants assujettissent les autorités publiques légitimes, est un fléau que nous nous devons de combattre. Nous assistons à la captation d’États en Europe, avérée à plus d’une reprise, et ce n’est pas un état des choses qui est tolérable au XXIe siècle, ni d’ailleurs les éternelles intimidations de journalistes, les dénigrements de gens qui font leur travail.

M. Orbán, premier ministre de Hongrie, nous a allégué, il y a quelques jours, que lui, il sait: c’est M. Soros qui est derrière la mort de M. Kuciak. Peut-on tomber plus bas? Jusqu’où peut-on aller dans une rhétorique politique inacceptable qui crée des atmosphères dans lesquelles des gens meurent et où chaque mort comme celle-là est une mort de trop?

Je suis en faveur d’une police criminelle européenne, d’une espèce de FBI européen. On en aura besoin, bien plus tôt encore, je crois, que de services ou d’agences de renseignement, mais ici nous avons un autre problème, à savoir que l’État slovaque est structurellement – très probablement – complice d’intérêts mafieux. Il n’y a aucune agence de police européenne ou nationale qui puisse modifier cet état des choses et il faut faire en sorte que les États redeviennent indépendants au sens de «non soumis à des intérêts mafieux».

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, οι δημοσιογράφοι και οι μπλόγκερς βρίσκονται υπό διωγμό, και στην Ευρωπαϊκή Ένωση και σε όλο τον κόσμο, διότι ασχολούνται με τα άπλυτα της οικονομικής ολιγαρχίας. Βγάζουν στη φόρα τι συμβαίνει στους φορολογικούς παραδείσους. Εμφανίζουν διερευνητικές υποθέσεις γύρω από το ξέπλυμα μαύρου χρήματος και επομένως βρίσκονται στο στόχαστρο. Δολοφονήθηκε, όπως γνωρίζουμε, στη Μάλτα η Daphne Caruana Galizia, τώρα έχουμε στη Σλοβακία τη δολοφονία του Ján Kuciak και της Martina Kušnírová, και όλα αυτά συμβαίνουν διότι έκαναν έρευνες γύρω από σκληρά οικονομικά συμφέροντα. Μάλιστα στην περίπτωση της Σλοβακίας ερεύνησαν το πώς έγινε διασπάθιση του ευρωπαϊκού χρήματος, των κονδυλίων που έχουν σχέση με την Κοινή Αγροτική Πολιτική, όπου εκεί εμπλέκεται ακόμη και η μαφία. Είναι προφανές ότι χρειάζεται να ερευνηθούν όλες αυτές οι υποθέσεις και ταυτόχρονα η OLAF και η Επιτροπή Ελέγχου του Προϋπολογισμού να ελέγξουν τι συμβαίνει με τα ευρωπαϊκά κονδύλια στη Σλοβακία.

  Maria Grapini (S&D), întrebare adresată în conformitate cu procedura „cartonașului albastru”. – Doamnă președintă, stimate coleg, aveți dreptate: crima este oribilă, nu numai împotriva unui jurnalist, împotriva oricărui om, dar jurnaliștii, cu atât mai mult, sunt expuși, așa cum s-a spus aici, datorită investigațiilor. Credeți oare că ar trebui ca tot ce este legat de fonduri europene, de cheltuirea banilor publici în orice stat membru să aibă o transparență mai mare și să fie supus unui sistem de informare publică, pentru a putea preveni crime împotriva jurnaliștilor care deconspiră?

  Νότης Μαριάς (ECR), απάντηση σε ερώτηση με γαλάζια κάρτα. – Συμφωνώ με τις παρατηρήσεις σας, ότι πρέπει η Ευρωπαϊκή Ένωση να ελέγξει σοβαρά τη διασπάθιση του χρήματος της Ευρωπαϊκής Ένωσης και τις κοινοτικές απάτες, και αυτό αφορά υποθέσεις και της Κοινής Αγροτικής Πολιτικής αλλά και άλλα κονδύλια. Σε αυτή εδώ την αίθουσα έχω πει επανειλημμένα ότι πρέπει να ελεγχθούν και τα κονδύλια που παίρνουν οι διάφορες ΜΚΟ, χρήματα τα οποία υποτίθεται ότι προορίζονται για τους πρόσφυγες αλλά δεν πηγαίνουν εκεί. Γίνεται ένα μεγάλο πάρτι και είχα ζητήσει να έχουμε παρέμβαση της OLAF σε όλα αυτά τα ζητήματα, και της Επιτροπής Ελέγχου του Προϋπολογισμού. Νομίζω ότι είναι στο χέρι μας να ελέγξουμε τις απάτες οι οποίες υπάρχουν σε επίπεδο Ευρωπαϊκής Ένωσης γύρω από τα κοινοτικά κονδύλια.

  Jaromír Štětina (PPE). – Paní předsedající, vražda novináře je nejvyšším útokem na svobodu slova, útokem na demokracii. To slovenští občané pochopili a vyšli do ulic demonstrovat proti moci zodpovědné za vraždu Jána Kuciaka.

Jiskra přeskočila z Východu. Ukrajinci na Majdanu pochopili, že jim vládnou titíž,

kteří vládli za komunismu, že se v jejich zemi z nejplamennějších komunistů stali největší a nejbohatší kapitalisté, nejmocnější oligarchové. Toto pochopili i Slováci. Vražda novináře k tomu byla roznětkou.

Desetitisíce Slováků v ulicích začínají chápat, že ona slavná československá sametová revoluce z roku 1989 není ukončena. Že je ji potřeba dokončit všemi demokratickými prostředky, které nám poskytla. Zdá se, že se Majdan stal stěhovavým. Do ulic vyšli i Maďaři a Gruzíni, kteří mají své oligarchy. Do ulic vyšli začátkem roku i Češi protestující proti tomu, že jim vládne bývalý agent československého KGB, agent Státní bezpečnosti, bývalý člen komunistické strany, dnes bohatý oligarcha a premiér země a majitel vlivných médií.

Dámy a pánové, střední a východní Evropu obchází stín lidového odporu. Zavražděný Ján Kuciak padl v tomto boji.

You describe a series of nations and scenarios in those nations that appear to be talking about something riddled with corruption and whole systems that don’t seem to work. Would you agree with me then that, if we are talking about huge sums of taxpayers’ money going through the EU to be distributed into these kind of systems, there is a basic flaw in the system, whereby you are actually slushing money into a system which is then being stolen, effectively, by criminal organisations, be they state sponsored or oligarchs?

Sa ftit taż-żmien ilu konna qegħdin niddiskutu l-assassinju tal-ġurnalista Maltija Daphne Caruana Galizia u ż-żewġ każijiet huma simili ħafna; korruzzjoni, abbuż ta’ poter u kultura ta’ impunità. Dak li ġara lil Jan u Daphne sfortunatament ma jistax jinbidel però dak li jista’ jinbidel huwa l-protezzjoni li noffru lill-ġurnalisti.

L-abbuż minn sistemi legali biex titpoġġa sarima ma’ ħalq il-ġurnalisti m’għandu ebda post fl-Unjoni Ewropea u għalhekk aħna qed nitolbu lill-Kummissjoni biex tipproponi liġijiet kontra l-użu ta’ SLAP.

Jiena nilqa’ b’sodisfazzjon il-kliem tal-Viċi President Timmermens fejn qal li l-Kummissjoni ser taħdem biex tikkumbatti dan l-abbuż. Ejjew nonoraw il-memorja ta’ Daphne u ta’ Jan billi nkunu aħna li nkomplu l-ħidma tagħhom u nipproteġu dak li huma kienu jissimbolizzaw.

  Heinz K. Becker (PPE). – Frau Präsidentin! Nichts ist klarer in diesem Europaparlament als die Tatsache, dass es unabhängige europäische Untersuchungen gemeinsam mit den Behörden in der Slowakei geben muss. Jene Themen, über die der Journalist Kuciak recherchiert hat, müssen bis zur Gerichtsverhandlung konsequent weiterverfolgt werden. Es geht um Mord und Mafiaverstrickungen in der slowakischen Politik und um Korruption im Zusammenhang mit europäischen Geldern. Hier ist die volle Einmischung des Europäischen Parlaments selbstverständlich notwendig. Daher mein Respekt vor Manfred Weber, der das verlangt. Nicht nur die Demonstrationen der letzten Tage, sondern auch der Eurobarometer zeigen, dass die slowakische Bevölkerung mehr Vertrauen zur EU hat als zu den eigenen Behörden. Schluss mit diesem Spiel in Europa! Europol ist bestens aufgestellt, um hier die Arbeit zu machen. Wir alle in Europa haben die Verantwortung, Journalisten als Kontrollmacht der Demokratie zu schützen.

  Miroslav Mikolášik (PPE) – Pani predsedajúca, ohavná vražda Jána Kuciaka a jeho snúbenice, slečny Kušnírovej, zanechala hlbokú stopu na Slovensku.

Musím povedať, že vláda, ktorá v minulosti najmenej desať káuz – ekonomických a politických káuz – zamietla pod koberec, prehlásila tieto kauzy za irelevantné, alebo, že sa skutok nestal, stratila dôveru občanov.

Musím povedať, že občania na Slovensku vyšli do ulíc, pretože už nemajú dôveru v túto vládu. Stotisíc občanov v tridsiatich mestách na Slovensku vyšli, aby demonštrovali, aby vyjadrili svoju vôľu zmeniť Slovensko na krajinu slušných ľudí. A to si myslím, je nevyhnutné a je to možné len vtedy, ak dôjde k zásadným politickým zmenám na Slovensku a pravdepodobne aj k pádu vlády a k vypísaniu volieb.

Prihováram sa aj za to, aby Europol aj OLAF zasiahli v tejto veci a vyšetrili spolu so slovenskými orgánmi.

  Juan Fernando López Aguilar (S&D). – Señora presidenta, señor comisario, estamos de acuerdo en que el asesinato de un periodista y su pareja en Eslovaquia es un atentado criminal contra la libertad de expresión, que es la libertad de decir lo que alguien no quiere escuchar, y contra la libre comunicación, que es la libertad de publicar lo que alguien no quiere que se sepa. Máxime cuando se trata de periodistas de investigación comprometidos contra el fraude, la evasión fiscal y la corrupción, que requiere periodistas libres de amenazas y también juristas y abogados libres de amenazas.

Pero es, además, un atentado mafioso, que nos habla de una delincuencia mafiosa transeuropea, paneuropea, que requiere una comunidad europea —sí— de cooperación judicial, de información y de inteligencia, contra la delincuencia transfronteriza. Y lo que vemos es que está retrocediendo y se está deteriorando el principio de confianza mutua y de reconocimiento mutuo, que hace posible la cooperación judicial contra la criminalidad mafiosa transfronteriza.

Y por eso digo, con toda claridad, que, frente a la mafia paneuropea, hace falta una respuesta paneuropea que proteja, frente a la delincuencia organizada, valores esenciales y fundacionales de la construcción europea.

  Bogdan Andrzej Zdrojewski (PPE). – Przyznam, że nie jestem zwolennikiem zewnętrznych elementów demonstrowania własnych poglądów w postaci koszulek, tabliczek, napisów. Tym razem jednak zrobiłem wyjątek.

Zrobiłem wyjątek właśnie w tej sprawie i z dwóch powodów: po pierwsze dlatego, że nie mamy tutaj do czynienia z inflacją takiego demonstrowania poglądów, a wręcz odwrotnie – okazujemy określony stosunek Parlamentu Europejskiego do morderstwa i do ataku na imponderabilia europejskie. Po drugie – wolność, sprawiedliwość, demokracja, szacunek dla prawa są podstawami, filarami Europy i jeżeli Parlament Europejski tych wartości nie będzie bronić, będzie słabszy albo przestanie funkcjonować. Dlatego też apeluję o szczególną ochronę pracy dziennikarzy śledczych i korespondentów wojennych oraz o reagowanie adekwatnie do sytuacji, z którymi mamy do czynienia.

  Ana Gomes (S&D). – Madam President, I led the mission to Malta following the assassination of Daphne Caruana Galizia. I must say that I see very worrying parallels, and it’s not just because they were investigative journalists working to expose the corrupt and the captured, but it’s also because the investigations point out two mafiosi having done the professional job of assassinating both Daphne and Ján Kuciak and his partner. This is extremely worrying, and it is a reason why we absolutely must have Europol and OLAF not only associated with the investigation: they must co-lead the investigation. That’s exactly what we see, for instance, in Malta. The former Commissioner who was dismissed with a scathing report never faced charges and was actually made an adviser to the Prime Minister. What does the Commission have to say about that? The question of capture by the corrupt of our political establishments is the crucial question that must be addressed.

  Vladimír Maňka (S&D) – Pani predsedajúca, mladí ľudia by nemali zomierať a už vôbec nie takto. Slovenskej vláde záleží, aby skutok bol čo najskôr vyšetrený a objasnený. Tento týždeň sa aj preto zapojí medzinárodný vyšetrovací tím.

Hoci páchateľa nepoznáme, časť opozície vraždu zneužíva na politické ciele.

V dobe kybernetických útokov a falošných správ môžu byť takéto tendencie zneužité na rozvrátenie demokracie kdekoľvek v Európe.

Dnes tu zaznelo aj niekoľko nepravdivých informácií, napríklad, že zavraždený novinár požiadal o ochranu a nedostal ju. Nepožiadal. Naopak, pár dní pred smrťou povedal, že neverí, že by na Slovensku niekto mohol zaútočiť na novinára.

Vážené kolegyne, kolegovia, v týchto ťažkých chvíľach sa opierame o vašu podporu, solidaritu a spolupatričnosť.

  Jiří Maštálka (GUE/NGL). – Paní předsedající, vražda mladých novinářů je samozřejmě ohavný čin. Stejně ohavný byl čin, když byl zavražděn Oles Buzyna, investigativní novinář v Kyjevě a my jsme mlčeli. Byl to člověk, který měl jen odlišný názor, než má náš chráněnec Petro Porošenko.

Já věřím slovenským orgánům. Před několika lety byl zavražděn ústavní soudce Slovenské republiky Ernest Valko, můj přítel. Jeho případ byl vyšetřen, pachatelé byli nalezeni. Věřím i v tomto případě, že se tak stane.

V souvislosti s vraždou mladých novinářů si kladu otázku: Udělali jsme my společně dost pro to, aby se takové věci neděly? Není ten problém evropský, společný? Měli bychom se asi více zamýšlet nad tím, jak více spolupracovat proti praní špinavých peněz, organizovanému zločinu, jak chránit novináře.

  Γεώργιος Επιτήδειος (NI). – Κυρία Πρόεδρε, η δολοφονία του σλοβάκου δημοσιογράφου Ján Kuciak και της συντρόφου του έφερε στην επιφάνεια πολλές παθογένειες οι οποίες υπάρχουν στα πολιτικά συστήματα ορισμένων χωρών της Ευρωπαϊκής Ένωσης. Η πιο σημαντική από αυτές είναι η διαφθορά που υπάρχει στα υψηλά κλιμάκια της πολιτικής ηγεσίας. Αυτή, για να διατηρήσει τα προνόμιά της, δεν διστάζει να διαφθείρει, να χειραγωγεί και να εκβιάζει δημοσιογράφους που μπορούν να αποκαλύψουν τις παράνομες δραστηριότητές της. Όσοι από τους δημοσιογράφους δεν θελήσουν να υποταγούν αντιμετωπίζουν διάφορες και επικίνδυνες καταστάσεις, πολλές φορές απειλείται και η ζωή τους.

Εκείνο το οποίο έχει σημασία είναι ότι πρέπει οι δημοσιογράφοι να αφήνονται απερίσπαστοι να εκτελέσουν το έργο τους, διότι οι εκβιασμοί και οι επιθέσεις εναντίον τους παραβιάζουν τις αρχές της ελευθερίας του Τύπου, που είναι βασικός πυλώνας για τη δημοκρατία. Από την άλλη πλευρά όμως και οι δημοσιογράφοι πρέπει να σέβονται το λειτούργημά τους και να μη διώκουν αντιπάλους καθ’ υπόδειξη και καθ’ υποβολήν. Εύχομαι το αίμα του Ján Kuciak να είναι το τελευταίο που χύνεται στο βωμό της ανεξαρτησίας του Τύπου.

  Stanislav Polčák (PPE). – Paní předsedající, já bych chtěl vyjádřit zármutek a solidaritu jak rodinám obětí, tak samozřejmě všem slovenským občanům. My nevíme skutečně, kdo je pachatelem tohoto ohavného činu, a musíme trvat na řádném vyšetření, to bych chtěl podtrhnout. Nicméně pochybnosti nad tím řádným vyšetřením vyjádřila například i matka jedné z obětí. Myslím, že je úkolem slovenských orgánů tyto pochybnosti rozptýlit.

Myslím si, že v Evropské unii nesmí být vražděni novináři, je to velká ostuda našeho společenství. Já bych zde chtěl připomenout slovník pana premiéra Fica v těch minulých desítkách let. On skutečně zůstává, podle mého názoru, v tomto slovníku někde na Dálném východě a myslím, že nepřímo mohl i legitimizovat ty útoky, které na novináře byly. Myslím, že to je důležité, aby zde zaznělo, že tyto útoky mohla legitimizovat i vyjádření pana premiéra Fica.

Pro mě je důležité, aby vyšetření bylo skutečně garantováno i evropským orgánem, to znamená Europolem. Je to naší společnou zodpovědností.

  Caterina Chinnici (S&D). – Signora Presidente, onorevoli colleghi, la brutale uccisione di Ján Kuciak e della sua compagna, avvenuta a distanza di sei mesi da un'altra esecuzione, quella di Daphne Caruana Galizia, giornalisti entrambi che avevano denunciato nei loro paesi casi di corruzione e frode, non rappresentano solamente crimini efferati, ma veri e propri attacchi alla libertà di stampa, al diritto dei cittadini di conoscere la verità e quindi alla democrazia stessa.

Per queste ragioni, a fronte di tali drammatici episodi, sono necessarie investigazioni approfondite, connotate dalla più assoluta imparzialità per fare chiarezza sulle responsabilità e sulle cause di tali omicidi. Ma più in generale, e proprio per prevenire minacce, ritorsioni ed efferati attentati, per questo occorre tutelare la libertà, l'indipendenza e il pluralismo dei media, istituendo finalmente un quadro normativo europeo a tutela degli informatori e dei giornalisti d'inchiesta che troppo spesso, ancora oggi, sono costretti in funzione del loro lavoro, volto a denunciare abusi e corruzione, ad esporre se stessi e i loro familiari a gravi rischi.

  Eduard Kukan (PPE) – Pani predsedajúca, situácia na Slovensku je napätá. Politická kríza, ktorá nastala po vražde novinára Jána Kuciaka a jeho partnerky, ukazuje na temnú stránku demokracie. Táto tragédia poukázala na to, že súčasná slovenská vláda nie je schopná riešiť problémy, ktoré traumatizujú slovenskú spoločnosť. Sú to bohužiaľ tie isté problémy, na ktoré poukazoval mladý zavraždený novinár. Korupcia, klientelizmus, a dokonca podozrenia z prepojenia vládnej moci s organizovaným zločinom. Slovenská verejnosť je právom znepokojená a pobúrená. Ale tiež odhodlaná prejaviť svoj občiansky postoj voči tejto kritickej situácii.

Nech už v tejto diskusii odznelo čokoľvek, pravdou je, že vláda Roberta Fica doteraz nedokázala prinavrátiť dôveru a získať dôveru ani slovenskej, ani európskej verejnosti, a to dokonca v otázkach spravodlivosti a nezávislosti vyšetrovania tejto bezprecedentnej úkladnej vraždy.

Európsky parlament musí v tejto chvíli zareagovať jasne. Vražda novinára je útokom na slobodu slova a základy demokracie nielen na Slovensku, ale v celej Únii. V tejto situácii by sme mali stáť spolu, povedať nie a prispieť k tomu, aby sa takéto ohavné činy už nemohli nikdy opakovať.

  Tomáš Zdechovský (PPE). – Paní předsedající, já si myslím, že jsme tady vyslechli hodně slov kritiky a myslím si, že bychom si měli možná vzít z toho případu Jána Kuciaka trochu poučení a trochu optimismu do práce. Měli bychom si říci jednu věc, která stále platí, že pravda jednou zvítězí nad lží a nenávistí. A jestli nám tato smrt připomene toto poselství a jestli my si z toho odneseme to, že se probudíme, přestaneme jako politici kritizovat novináře za jejich práci a přestaneme být latentní k tomu, když někdo z politiků kritizuje a vyhrožuje novinářům, tak si myslím, že je to věc, která může posloužit pro všechny státy uvnitř Evropské unie. Není to první smrt, předtím byla smrt novinářky na Maltě. Je třeba za svobodu slova, za demokracii i za to, aby novináři mohli pracovat, neustále bojovat. Protože ten, kdo spí v demokracii, ten se probudí jednou v totalitě.

Naturalment lili jolqotni wkoll il-fatt tal-iżviluppi politiċi differenti fis-Slovakkja u f’Malta għaliex, fis-Slovakkja kellek ir-riżenja l-ewwel tal-Ministru tal-Kultura, issa wkoll ir-riżenja tal-Viċi Prim Ministru responsabbli mill-intern u l-fatt li Malta baqa’ għaddej “business as usual” qisu s’issa minkejja li għad ma nafux min ordna l-qtil ta’ Daphne Caruana Galizia qisu kollox irridu nqisuh bħala xi ħaġa normali.

Kontra dawk kollha li riedu jagħlqu ħalq il-ġurnalisti rridu nwasslu l-messaġġ ċar li dan il-Parlament qiegħed hawn biex jiddefendi d-dritt tal-libertà tal-espressjoni, mhux biss tal-ġurnalisti imma tal-popli kollha; tal-poplu Malti li tilef l-informazzjoni kollha li kienet tagħtih Daphne, tal-poplu Slovakk li tilef l-informazzjoni kollha li kien jagħtih Ján Kuciak.

  Michaela Šojdrová (PPE). – Paní předsedající, vraždu Jána a Martiny pochopili občané na Slovensku jako útok na svobodu slova a pochopili to správně. A má-li mít jejich smrt nějaký smysl, pak se nesmí stát, aby tato vražda nebyla vyšetřena.

Také občané v České republice pochopili, že je třeba se bránit a je třeba bránit svobodu slova, proto také dnes v Praze a na dalších místech České republiky budou lidé manifestovat a vyjadřovat soustrast se smrtí slovenského novináře a jeho přítelkyně. Je to také proto, že i v České republice prezident Miloš Zeman útočí na média a svobodu slova. Český prezident se ve svém nedávném inauguračním projevu také otřel o média, včetně veřejnoprávní televize. Populisté v naší zemi lákají občany k zestátnění veřejnoprávních médií výměnou za odpuštění koncesionářských poplatků.

Dámy a pánové, je i na nás, na politicích, poslancích Evropského parlamentu, abychom se zastali svobody slova.

  Julian King, Member of the Commission. – Madam President, this is an important debate. I very much welcome Parliament’s support – the support that all of you have expressed – for getting to the bottom of this case as rapidly as possible.

I recall that Europol deployed its support team to Slovakia on 28 February. They are there to provide on the spot support and assistance to the Slovak investigation and to share their specialist knowledge of investigative, technical and forensic methods. I reiterate that we call upon the Slovak authorities to engage fully with OLAF in order to find out whether this case does indeed involve misuse of EU funds with a cross—border dimension. These are very important matters and we will not rest until we get to the bottom of them.

I have heard the calls from several of you to look again at the arrangements for scrutiny on rule of law matters and indeed, in some cases, to look at potential legislation. I will pursue that with colleagues, but the Commission does remain completely committed to the fight against corruption through a series of targeted initiatives, through the scrutiny that we carry out in the European Semester, and through our practical and financial support for a wide range of projects in the field of anti-corruption. I repeat again that we will be coming forward with a legislative initiative to strengthen the protection of whistle—blowers at the EU level. We agree that whistle—blowers who unveil illegal activities play an important role, including as sources of information for journalists, and we agree that protecting whistle—blowers from retaliation is crucial for safeguarding investigative journalism. So we will return to that.

This horrible crime is, as a number of you have said, unfortunately not an isolated case. There have been other attacks against journalists, in particular investigative journalists, and that clearly calls for a collective response from all of us, because freedom of expression and a free media are anchors of our democracies. So to all those who seek to undermine our democratic values and to those who want to silence independent voices, in particular in the media, we need to send a strong signal. We will not be intimidated or silenced. We will speak up and protect the values that we hold so dear.

  Monika Panayotova, President-in-Office of the Council. – Madam President, let me assure you that the Council attaches great importance to the protection of journalists and the defence of media freedom. We are all shocked by the appalling circumstances surrounding the death of Mr Ján Kuciak and Ms Martina Kušnírová. Our words of condemnation must now be followed by a strong response from the law-enforcement authorities. We are confident that the Slovakian law enforcement authorities, assisted by Europol as well as teams from several countries, will be capable of upholding the rule of law in the face of this brutal murder.

I can assure the House that the Council has taken careful note of the views the honourable Members have expressed here today, and this is a very important issue for us.

  Eugen Freund (S&D), schriftlich. – Medien und Pressefreiheit sind die Eckpfeiler der Demokratie. Als ehemaliger Journalist trifft mich die Ermordung von Ján Kuciak und seiner Lebensgefährtin Martina Kušnírová daher besonders. Kuciak hatte Informationen über ein Netzwerk der kalabrischen 'Ndrangheta, das bis in höchste slowakische Regierungsstellen reichen soll. Der Mord ist aller Wahrscheinlichkeit nach auf seine Recherchearbeiten zurückzuführen. Leider handelt es sich hierbei jedoch um keinen Einzelfall, denn in der jüngsten Vergangenheit gab es einige solcher Fälle. Diese Tatsache widerspiegelt erneut, von welcher Bedeutung der Schutz von Journalisten ist. Bis zu dem Doppelmord galt die Slowakei aus politischer Sichtweise als Vorzeigeland auch in Hinblick auf die Nachbarländer Polen und Ungarn. Die Tatsache, dass vor ein paar Tagen der slowakische Innenminister Kaliňák zurückgetreten ist, wirft doch einige Frage auf, die beantwortet werden müssen, gerade weil Kuciak auch gegen Kaliňák recherchiert haben soll.

Die Slowakei steckt nun in einer tiefen Regierungskrise; es muss wieder Stabilität einkehren. Dies kann nur erreicht werden, wenn die Ermordung von Ján Kuciak und seiner Lebensgefährtin lückenlos aufgeklärt wird.
