  Przewodniczący. – Kolejnym punktem porządku dziennego jest sprawozdanie sporządzone przez Elisabettę Gardini w imieniu Komisji Ochrony Środowiska, Zdrowia Publicznego i Bezpieczeństwa Żywności w sprawie wniosku dotyczącego decyzji Parlamentu Europejskiego i Rady zmieniającej decyzję nr 1313/2013/UE w sprawie Unijnego Mechanizmu Ochrony Ludności (COM(2017/0772/2) – C8—0409/2017 – 2017/0309(COD))(A-0180/2018).

  Elisabetta Gardini, Relatore. – Signor Presidente, onorevoli colleghi, devo dire che sono davvero felice per il dibattito di oggi sulla Protezione civile perché vuol dire che abbiamo rispettato i tempi e i tempi che ci eravamo dati.

Abbiamo lavorato bene e velocemente, ma soprattutto bene nonostante i tempi serrati e devo dire un grazie davvero a tutti i colleghi che nelle varie commissioni, a partire dalla commissione ambiente e a tutte le altre commissioni per le opinioni, hanno lavorato con un grande spirito di collaborazione costruttivo per dare una risposta rapida ai nostri cittadini e abbiamo raggiunto gli obiettivi prefissati. Un grazie di cuore davvero a tutti quanti.

D'altronde, la Protezione civile è un mondo appassionante. Una volta che uno entra in contatto con questo mondo non può non può dimenticarsene, non può lasciarlo, perché Protezione civile vuol dire passione, vuol dire competenza, formazione, generosità, umanità. Ci sono tantissimi volontari, migliaia e migliaia, centinaia di migliaia, se guardiamo in tutti i paesi europei i volontari che ne fanno parte.

Dobbiamo riconoscere che un grande salto di qualità era stato fatto rispetto alla Protezione civile già nella scorsa legislatura, quando eravamo passati da un meccanismo ad hoc a questo meccanismo che conosciamo ora di mezzi e di capacità preimpegnate, perché avevamo imparato la lezione dal Giappone. Sappiamo, e non ce lo dobbiamo mai dimenticare, che anche il paese più preparato com'era il Giappone potrebbe diventare, per il livello di catastrofe che si trova ad affrontare, un paese non preparato.

E adesso siamo qui proprio per rafforzare il meccanismo che ha dimostrato alcune debolezze e di questo devo ringraziare particolarmente il Commissario Christos Stylianides che, non appena è uscita l'analisi che ha messo in evidenza le debolezze e i margini di miglioramento, è subito passato all'azione con questa proposta, per cui noi adesso avremo la capacità di reagire con più efficacia, con l'obiettivo principale di salvare vite umane.

E dobbiamo dire davvero basta tragedie come quelle che abbiamo visto nello scorso anno in Portogallo, dove 100 persone hanno perso la vita, perché abbiamo dovuto riconoscere che, quando diversi Stati membri si trovano ad affrontare nello stesso momento un'emergenza, la solidarietà tra paesi che esiste adesso non basta. La capacità collettiva dell'Unione europea si è trovata a dover rispondere a 17 richieste contemporanee di aiuto, a poter rispondere soltanto a dieci e in alcuni casi anche con dei ritardi. Adesso, grazie a Rescue, al lavoro fatto tutti insieme, potremo evitare che situazioni come questa si ripetano.

Primo obiettivo ho detto salvare vite umane, ma i nostri obiettivi sono tanti perché vogliamo prevenire le perdite economiche, i danni ambientali, proteggere il nostro patrimonio artistico, la biodiversità. Ecco il nostro lavoro, poi bisogna sempre sottolinearlo, è fatto nel rispetto del principio di sussidiarietà, perché la responsabilità resta in capo agli Stati membri a tutti i livelli. Proprio per questo abbiamo sottolineato, in molti punti, l'importanza delle autorità locali e regionali. Non dimentichiamo mai che i primi responsabili per la protezione civile sono proprio i sindaci.

La Protezione civile non è solo risposta, sempre più anche prevenzione, quindi formazione, linguaggio comune, questo già esiste e lo abbiamo visto nell'esercitazione che è stata fatta, poco fa, qui al Parlamento europeo. La prossima settimana nella mia regione, il Veneto, e in una regione confinante, il Friuli Venezia Giulia, ci saranno proprio delle esercitazioni di Protezione civile europea e, come Parlamento, su questa linea abbiamo proposto credo una cosa molto bella, un Erasmus dedicato proprio alla Protezione civile. Sarebbero tanti i punti, lo snellimento della burocrazia e tante altre cose, ma qui mi fermo, lascia la parola agli altri colleghi.

  Željana Zovko, izvjestiteljica za mišljenje Odbora DEVE. – Gospodine predsjedavajući, poštovani povjereniče Stylianides, na početku bih željela čestitati kolegici Elisabetti Gardini na izvrsno pripremljenom izvješću koje ima za cilj jačati nacionalne kapacitete civilne zaštite u državama članicama, a da ih postojeći instrumenti na razini Europske unije nadopunjuju.

Prošlogodišnji požari na jugu Europe uz veliki broj žrtava i materijalnu štetu otkrili su nedostatke u postojećim mehanizmima za borbu protiv katastrofa velikih razmjera. U tom kontekstu pozdravljam usvajanje odredbi koje Komisiji omogućuju zadržavanje ovlasti, raspoređivanje kapaciteta sustava rescEU, a da operativna kontrola u kriznim područjima ostane pod kontrolom država članica.

Nadalje, ono što smatram iznimno bitnim jest omogućavanje stope sufinanciranja ne veće od 55 % prihvatljivih troškova za transport, za države članice Europske unije koje nisu u mogućnosti sudjelovati u udruženim kapacitetima za civilnu zaštitu, što je iznimno važno za Republiku Hrvatsku.

U svojstvu izvjestiteljice, u ime Odbora za razvoj pozdravljam i usvajanje odredbe koja će omogućiti povećanje kapaciteta za osposobljavanje i pojačane razmjene znanja i iskustava u području civilne zaštite, s međunarodnim organizacijama i trećim zemljama, kako bi se pridonijelo smanjenju rizika od katastrofa u kontekstu Okvira iz Sendaija.

Ovaj unaprijeđeni mehanizam Unije za civilnu zaštitu bit će u službi europskih građana ma gdje oni bili u trenucima kad je Europa najpozvanija da pokaže solidarnost na djelu, bez suvišne birokracije i odlaganja kad vrijeme znači život.

  Christos Stylianides, Member of the Commission. – Mr President, I am very grateful for your initiative to debate and vote on your position on the European Mechanism. It proves this Parliament’s commitment to the better protection of EU citizens, and a strong civil protection mechanism – a European mechanism – is our common priority. As I said when I presented this proposal six months ago, time is of the essence. There is no time to lose. The next disaster, unfortunately, is just around the corner. Thank you very much for your commitment.

The Commission’s proposal aims to make the Civil Protection Mechanism better prepared and more responsive to protect European citizens, their livelihoods and our environment. Why do we want to do this? Because, unfortunately, the current system has reached its limits. We, of course, have achieved a lot through the current system, and I am deeply thankful to all the countries that have shown real, practical solidarity to others in times of emergencies. But disasters can strike at any time, with high frequency and high intensity. They can strike simultaneously in several of our Member States due to climate change. Climate change is making the challenge even bigger and more unpredictable. This is why we need to improve our collective preparedness and response. So, dear colleagues, climate change is not fake news.

Recent deadly natural disasters, such as the forest fires in Portugal last October – Ms Gardini has already mentioned this – proved that voluntary assistance is sometimes impossible. What is our suggested solution? It is to create rescEU to strengthen the existing solidarity mechanism and to combine it with stronger responsibilities of each Member State. So it is not a revolution; it is an evolution of the current system.

Prevention also begins at home. We need to support Member States in their efforts for better prevention, and the European Union solidarity element is strengthened by higher co-financing from the EU budget from the existing voluntary pool. At the same time, as a last-resort safety net, we create a well-defined set of EU capacities like forest fire-fighting planes and medical teams, hospitals, and so on.

You have seen our proposal and worked on its details. I would like to thank in particular the rapporteur, Elisabetta Gardini, for leading discussions between various responsible committees, across different political groups, to come up with Parliament’s position – thank you so much Elisabetta – and, of course, also all the shadow rapporteurs and also the rapporteur from the Committee on Development (DEVE), Ms Zovko.

My presence here today gives me the opportunity to thank you in person for your work, all of you. I am particularly grateful that you recognise the importance of the prevention and preparedness pillar – the second pillar of this excellent proposal. We need stronger prevention and preparedness activities if we want to address natural disasters in a comprehensive way. We need solid risk assessment and risk mitigation planning; flexible, innovative and adaptable risk management plans; and also even some corrective measures.

I agree that the response mechanism must be efficient and workable in practice. It is therefore important that the Commission has a role of strategic coordination. This coordination is key. In an emergency time lost is lives lost. When disasters strikes, we need the authority to take rapid decisions on deployment of rescue capacities, in particular in cases of competing requests – and this is the most critical time. But when it comes to action on the ground, the Member State affected must be in control of operations on its territory. So there is no problem about subsidiarity regarding command and control.

I know many of you have already expressed your support on other provisions, which are even more ambitious than the original text. Your report and interest in raising the point today in plenary demonstrate our shared objective of a strong ‘Europe that protects’. Thank you once again for your collaboration and your support in this very critical proposal.

  José Manuel Fernandes, relator de parecer da Comissão dos Orçamentos. – Senhor Presidente, Caro Comissário, em primeiro lugar, parabéns pela proposta da Comissão que vem ao encontro dos nossos anseios. Como todos sabemos, Portugal viveu uma tragédia em 2017 em virtude dos incêndios que ocorreram. Foram mais de 100 vidas humanas perdidas, uma tragédia que não se pode repetir.

Se este mecanismo estivesse em ação, poderíamos ter poupado estas vidas e essa é uma nossa obrigação, salvar vidas humanas. Por isso, congratulo-me com esta proposta, com este novo mecanismo, e também lhe quero dizer que vou ver qual será a solidariedade dos Estados-Membros quando discutirmos as questões orçamentais.

Para 2019 e 2020, precisamos de 280 milhões de euros. Para novas prioridades são necessários também novos recursos financeiros e por isso aquilo que o Parlamento defende é que os 280 milhões de euros sejam adicionais e não resultem de cortes de outras políticas. É esta a nossa defesa e contamos também com o apoio da Comissão para este objetivo. Um mecanismo que não pode esquecer a prevenção e que obviamente é supletivo e não se substitui aos Estados—Membros. Termino, dando os parabéns às duas relatoras por este trabalho.

  Daniel Buda, Raportor pentru aviz, Comisia pentru dezvoltare regională. – Domnule președinte, în primul rând salut propunerea Comisiei, îl felicit pe domnul comisar Stylianides pentru munca depusă și, în același timp, adresez mulțumiri doamnei raportoare Gardini, precum și tuturor celor care au lucrat la acest raport. Instrumentele existente, prevăzute de mecanismul de protecție civilă, trebuiau adaptate la noile realități generate de crizele actuale.

Incendiile de vegetație, valurile de refugiați, amenințările teroriste, dar și uraganele și cutremurele nu cunosc granițe naționale. Acest lucru determină necesitatea consolidării mecanismelor europene, astfel încât să permită un răspuns prompt și adecvat. Statele membre și, implicit, autoritățile locale și regionale au însă principala responsabilitate de a lua toate măsurile necesare, în primul rând de prevenire, de intervenție, dar și de pregătire a populației pentru a face față oricăror situații limită. Comisia Europeană trebuie să-și păstreze competența de gestionare a capacităților de protecție civilă la nivel european însă cu respectarea principiilor subsidiarității.

În final, apreciez că se impune o mai bună coordonare între Mecanismul de protecție civilă și Fondul de solidaritate al Uniunii Europene pentru prevenirea dezastrelor.

  Angelika Mlinar, rapporteur for the opinion of the Committee on Women’s Rights and Gender Equality. – Mr President, I would like to thank Ms Gardini for her excellent work on this report. People often seemed surprised. What does gender equality have to do with the Union’s Civil Protection Mechanism? Well, in fact, a lot. Gender equality is a fundamental value of the European Union and therefore, in the context of the Union’s Civil Protection Mechanism, Member States must consider gender in all phases, from prevention to preparedness and response processes, because natural and human-made disasters, as well as environmental policies, affect men and women differently.

Colleagues, you will also be voting on this very important issue. I urge you to support the view that money should not be taken from funds allocated to the key European policies, such as those promoting rights, equality and citizenship, including all the funds allocated to gender equality and women’s empowerment programmes and projects. Instead, any additional funding necessary should be mobilised using the flexibility provisions of the MFF Regulation.

  Pilar Ayuso, en nombre del Grupo PPE. – Señor presidente, en primer lugar, quiero decir que este es un informe muy importante, porque durante los últimos años la Unión Europea ha tenido que enfrentarse a varias catástrofes en forma de incendios, inundaciones, vendavales, terremotos o crisis migratorias.

Estas situaciones de emergencia han puesto de manifiesto que los medios disponibles en la Unión Europea no son suficientes cuando un desastre alcanza unas dimensiones muy grandes o afecta a varios Estados, y el ejemplo lo tenemos en los incendios forestales en las épocas cálidas de sequía.

La Unión Europea requiere de mecanismos de cooperación adaptados a esta realidad y a las nuevas circunstancias que nos pueden acarrear los conflictos o el cambio climático.

Apoyamos, por tanto, la creación de una reserva europea adicional a los medios de los Estados miembros, pero sin sustituirlos y siempre que sea bajo la coordinación de la Unión Europea.

También hay que tener en cuenta que algunos Estados miembros afectados por la crisis no pueden estar en condiciones de aportar los medios previamente comprometidos para el Mecanismo de la Unión Europea. Igualmente deben reforzarse las labores de prevención por parte de los Estados miembros y su control por parte de la Comisión.

La existencia de este Mecanismo no debe permitir que se baje la guardia en los Estados miembros, ni en los medios ni en la prevención.

Quiero felicitar a la ponente, señora Gardini, por el trabajo tan eficaz y equilibrado que ha hecho en relación con este informe que vamos a votar mañana. Y, finalmente, quiero aplaudir el aumento de presupuesto propuesto por la Comisión, que es coherente con un aumento de las capacidades del Mecanismo de Protección Civil.

  Νίκος Ανδρουλάκης, εξ ονόματος της ομάδας S&D. – Κύριε Πρόεδρε, ο ευρωπαϊκός μηχανισμός πολιτικής προστασίας είναι από τα πιο σημαντικά προγράμματα στην Ευρωπαϊκή Ένωση και αποτελεί χαρακτηριστικό παράδειγμα έμπρακτης αλληλεγγύης τόσο μεταξύ των κρατών μελών της Ένωσης όσο και προς τρίτες χώρες. Δυστυχώς όμως, υπό την παρούσα του μορφή, δεν μπορεί να ανταποκριθεί στις προκλήσεις των ολοένα και αυξανόμενων φυσικών καταστροφών λόγω της κλιματικής αλλαγής. Ήδη σε αυτόν τον αιώνα έχουμε ζήσει δυο φορές τις χειρότερες πλημμύρες των τελευταίων ετών. Μόνο το 2017, πάνω από 200 άνθρωποι έχασαν τη ζωή τους από φυσικές καταστροφές. Πάνω από τους μισούς πέθαναν κατά τη διάρκεια φονικών πυρκαγιών στην Πορτογαλία, όπου καμία χώρα της Ένωσης δεν μπορούσε να στείλει βοήθεια. Σήμερα, κατά τραγική ειρωνεία, ψηφίσαμε την ενεργοποίηση του Ταμείου Αλληλεγγύης για την αποκατάσταση των ζημιών. Δεν μπορεί ο ρόλος της Ευρωπαϊκής Ένωσης να περιορίζεται, όμως, μόνο εκεί. Οι πολίτες χρειάζονται στήριξη της Ένωσης όταν κινδυνεύουν, και όχι μόνο μετά. Για αυτόν τον λόγο, καλωσορίζουμε την πρόταση της Ευρωπαϊκής Επιτροπής για την ενίσχυση του μηχανισμού, με τη δημιουργία του rescEU, μιας δεξαμενής δυνατοτήτων τελευταίας καταφυγής, που θα ενεργοποιείται όταν όλα τα εθνικά μέσα έχουν εξαντληθεί και τα υπόλοιπα κράτη μέλη να αδύνατο να βοηθήσουν. Τα εναέρια μέσα δασοπυρόσβεσης, όπως τα Canadair, που τόσο έλειψαν τα τελευταία χρόνια, είναι μόνο μία από τις μεγάλες δυνατότητες που θα πρέπει να έχει ο μηχανισμός. Συγχρόνως, η δημιουργία του rescEU είναι μια ευκαιρία να προετοιμαστούμε για μελλοντικούς κινδύνους. Παράλληλα, θα πρέπει να βοηθήσουμε τα κράτη μέλη να ενισχύσουν τις υποδομές τους στον τομέα της πρόληψης, συγκροτώντας αξιόπιστα σχέδια αντιμετώπισης. Επίσης, πρέπει να δώσουμε τα απαραίτητα κίνητρα για να ενισχύσουν τα μέσα που ήδη διαθέτουν. Ο ευρωπαϊκός μηχανισμός πολιτικής προστασίας και το rescEU δεν έρχονται για να υποκαταστήσουν τις εθνικές αρχές πολιτικής προστασίας, αλλά για να διασφαλίσουν ότι, ακόμα και σε ακραίες καταστάσεις, όπου εθνικές δυνατότητες δεν είναι αρκετές, η Ευρωπαϊκή Ένωση θα είναι εκεί για να προστατεύει τους πολίτες της. Τέλος, θα ήθελα να ευχαριστήσω πολύ την κυρία Gardini για τη συνεργασία που είχαμε.

  Arne Gericke, im Namen der ECR-Fraktion. – Herr Präsident! Sehr geehrte Frau Gardini, sehr geehrter Herr Kommissar Stylianides! Erinnern Sie sich noch an das verheerende Hochwasser in Rumänien 2010? Haben Sie die Bilder der Munitionsexplosionen auf Zypern noch vor Augen? Oder haben Sie schon vom gemeinsamen mobilen Labor der EU gehört, das wir unter anderem bei der Ebola-Epidemie 2016 in Westafrika im Einsatz hatten und das – wenn wir die Nachrichten verfolgen – wohl auch bald wieder zum Einsatz kommt?

Bei all diesen Katastrophen haben wir unseren europäischen Katastrophenschutzmechanismus aktiviert, haben in großer Solidarität grenzübergreifend geholfen. Damit das künftig noch besser geht, modernisieren wir den gemeinsamen Mechanismus mit rescEU. Als Schattenberichterstatter meiner Fraktion war ich in den vergangenen Monaten viel bei Technischem Hilfswerk, Feuerwehren und Rettungsdiensten unterwegs, immer mit der gleichen Frage: Was können wir tun, damit rescEU für euch im Ernstfall besser und anwendbar wird?

Diese Vorschläge habe ich eingebracht und darf der Berichterstatterin, Frau Gardini, ausdrücklich für die sehr gute Zusammenarbeit danken. Gemeinsam haben wir dem Vorschlag der Kommission die bürokratischen Zähne gezogen. Wir haben Doppelstrukturen vermieden und lassen das command and control dort, wo es hingehört: bei den Einsatzkräften vor Ort. Das ist wichtig, das ist gut. So sprechen wir heute über einen Bericht, der den Kommissionsvorschlag deutlich verbessert, der ihn anwendbar macht. rescEU kann so ein starkes Instrument sein für ein Europa, das ganz konkret liefert und hilft.

  Anneli Jäätteenmäki, ALDE-ryhmän puolesta. – Arvoisa puhemies, olen iloinen, että tämän mietinnön mukaisesti kansalliset pelastusvoimavarat on käytettävä täysimääräisesti ennen kuin tämä rescEU-mekanismi käynnistetään. Tämä uusi eurooppalainen pelastuspalvelu voi tuoda säästöjä jäsenvaltioille, kun kallista pelastuskalustoa esimerkiksi kemiallisten tai säteilyonnettomuuksien torjuntaan voidaan hankkia yhteisesti eikä jokaisen maan tarvitse hankkia kaikkea erikseen.

Mutta uuden mekanismin luominen ei todellakaan saa tarkoittaa kansalaisten ja kansallisten pelastuspalvelumekanismien vesittämistä. Tämä jäsenmaiden oma velvollisuus on erityisen painava ennalta arvattavissa kriiseissä, kuten metsäpaloissa, joista tiedetään, milloin niitä yleensä tapahtuu, tai tulvissa. Ne eivät tule aivan yllätyksenä.

Arvoisa puhemies, olen kuitenkin pettynyt, että komission esitys EU:n pelastuspalvelumekanismin luomisesta ja uudistamisesta ei pohjaudu asianmukaiseen vaikutustenarviointiin.

Ei ole hyvää lainsäädännön valmistelua, ettei ennalta ole tehty minkäänlaista vaikutustenarviointia vaan halutaan pikavoittoja. Tästä syystä haluan poistaa yksityiskohtaisen listauksen rescEU-mekanismista tai mekanismiin hankittavista resursseista.

Mekanismiin kuuluvan kaluston hankintapäätös on jätettävä päätettäväksi asiantuntijoille perusteellisen riskin- ja vaikutustenarvioinnin pohjalta. Itse en olisi valmis täällä täysistunnossa päättämään siitä, mitä kalustoa pitää hankkia. Katson, että minulla ei ole pätevyyttä siihen varsinkaan, kun tätä vaikutustenarviointia ja perusteellista esittelyä ei ole tehty.

  Bas Eickhout, on behalf of the Verts/ALE Group. – Mr President, I would like to thank the Commission for the proposal in which rescEU is placed at the core. We all realise that this might be necessary when there is a cross-border natural disaster like a forest fire. Think of Portugal and Spain. At that moment, Spain might have been reluctant to jump into Portugal, so there is a need for European action; that is very clear. Therefore, we are very happy with the proposal and that is what we will support.

The slight problem with what we are doing now in Parliament – and that is why we were critical in the Committee on the Environment, Public Health and Food Safety (ENVI) – is that for the rescEU, we are now broadening the scope on what it should work towards, even going into the locations of terrorist attacks, etc. I find that dangerous, not because I am against it necessarily, but we know that this is going to be a tough discussion with the Council, especially with more northern European countries. Where I come from, they will be critical of this proposal. If you are starting to broaden the scope of rescEU now, they will see this as a hidden agenda to create a European task force, which is not the case. We are trying to plug a gap that exists.

Keep it restricted to natural disasters for now. Let’s make this happen so that we can see that it works. That is why we have put in some split votes in order to get the stuff about terrorist attacks out of it, because that takes the focus away from where it should be, and that is making sure that rescEU can function.

  Estefanía Torres Martínez, en nombre del Grupo GUE/NGL. – Señor presidente, ya era hora de que hablásemos de la prevención de incendios. Hizo falta que ardiese media península ibérica para ello, pero por fin estamos aquí. De eso se trata. De que hablemos de la prevención de las catástrofes, de adelantarnos a ellas en lugar de poner parches a sus consecuencias.

Porque, efectivamente, señorías, los ataques terroristas son una amenaza, pero no tenemos la certeza sobre cuándo ni cómo ni dónde se van a producir. Sin embargo, sobre los efectos del cambio climático sí que tenemos algunas certezas. Resulta que las Naciones Unidas estiman que el 60 % de las migraciones se producen como consecuencia de huracanes, sequías e inundaciones. Estiman también que, en 2050, alrededor de doscientos cincuenta millones de personas serán consideradas refugiadas climáticas, palabras que ustedes se negaron a utilizar.

Nosotros insistimos en la necesidad de establecer un observatorio de cambio climático a nivel europeo que también sirva para reconocer el estatuto de protección de quienes vienen desplazados de sus territorios como consecuencia de las decisiones que tomamos desde aquí de manera absolutamente irresponsable.

La Comisión celebra logros en materia de ayuda humanitaria. Sin embargo, mientras tanto, las condiciones difíciles de los refugiados se mantienen en los campos y no deberíamos olvidarnos jamás de las mujeres, que son las principales víctimas. Porque sus cuerpos son los principales campos de batalla, porque sufren trata y violencia sexual tanto en los campos de refugiados como a lo largo de todo su recorrido por Europa.

¿Vamos a seguir mirando para otro lado en esta cuestión tan sumamente dolorosa o seremos capaces de afrontar el problema con valentía, con honestidad y con altura de miras de una buena vez?

  Franz Obermayr, im Namen der ENF-Fraktion. – Herr Präsident! Prinzipiell ist ja jede koordinierende und unterstützende Maßnahme der Union im Katastrophenfall zu befürworten. Glücklicherweise ist auch die Berichterstatterin der Ansicht, dass die Entscheidung über den Einsatz der nationalen Kapazitäten durch den Entsendestaat getätigt werden sollte. Dennoch ergeben sich einige Probleme. Der Abzug einmal entsandter Kapazitäten könnte sich als juristisch streitbar herausstellen, da die Kommission zuerst konsultiert werden muss und nicht der Mitgliedstaat allein darüber entscheiden darf. Aus der unterstützenden Koordinierung wird da für mich eine klare Steuerung.

Auch, dass die geplanten eigenen EU-Kapazitäten durch rescEU mithilfe delegierter Rechtsakte nach Gutdünken vergrößert werden könnten, ist mehr als problematisch. Eine europäische Parallelstruktur und Kommerzialisierung des Katastrophenschutzes wäre dann nicht mehr zu verhindern. Daher ein klares Ja zu einer unterstützenden Kommission, aber ein klares Nein zu Parallelstrukturen der Kommission und keine weiteren Eingriffe in die Souveränität der Mitgliedstaaten.

  Κωνσταντίνος Παπαδάκης (NI). – Κύριε Πρόεδρε, η Ευρωπαϊκή Ένωση και οι κυβερνήσεις στήνουν τον «rescEU» πάνω στη γύμνια προσωπικού, εξοπλισμού, υποδομών, για την αντιμετώπιση των φυσικών καταστροφών στα κράτη και κάνετε και περίεργες αναφορές για την καταπολέμηση της λεγόμενης τρομοκρατίας και για το προσφυγικό. Ο στόλος συγκροτείται δεσμεύοντας από τις ελάχιστες υπάρχουσες υποδομές και αεροσκάφη στα κράτη μέλη, που θα είναι πλέον στη διάθεση της Ευρωπαϊκής Ένωσης και όχι του κάθε κράτους, διευρύνοντας τις τεράστιες ελλείψεις, όπως αυτές στην Ελλάδα, που οδηγούν σε τραγωδίες με νεκρούς. Είναι γνωστό όμως, για παράδειγμα, ότι οι δασικές πυρκαγιές σβήνουν από καλά οργανωμένες, εκπαιδευμένες, και επαρκείς επίγειες δυνάμεις, ενώ η αεροπυρόσβεση απαιτείται για να περιορίσει την πυρκαγιά, μέχρι να φτάσουν οι επίγειες δυνάμεις. Πραγματική προστασία τις φυσικές καταστροφές, από το να δοθούν δάση και άλλες κρίσιμες υποδομές βορά στα μεγάλα συμφέροντα, μπορεί να υπάρξει μόνο με μέτρα και έργα αντιπυρικής, αντιπλημμυρικής και αντισεισμικής θωράκισης, που δεν είναι προτεραιότητα χρηματοδότηση της Ευρωπαϊκής Ένωσης. Για αυτό διεκδικούμε, με ευθύνη του κράτους, να δοθεί επαρκής χρηματοδότηση με προσλήψεις μόνιμου προσωπικού, με πλήρη δικαιώματα και άρτιο εξοπλισμό για την κάλυψη όλων των πραγματικών αναγκών.

  Lukas Mandl (PPE). – Herr Präsident, meine Damen und Herren! Sicherheit gehört zu den Themen, die die Bürgerinnen und Bürger von der Europäischen Union verlangen in einem großen Konzert mit den Kommunen, mit den Regionen, mit den Mitgliedstaaten, und der Katastrophenschutz gehört zu den Themen der Sicherheit. Deshalb bin ich froh, dass wir es in einem parlamentarischen Prozess geschafft haben, ein Katastrophenschutzmodell auf die Beine zu stellen, das einerseits dem Prinzip der Subsidiarität die Ehre gibt, aber auch dem Prinzip der Solidarität. Ich danke der Berichterstatterin Elisabetta Gardini und auch Kommissar Stylianides für die Offenheit in diesem gesamten Prozess.

Die Europäische Union braucht einen besseren Katastrophenschutz. Das hat sich nicht zuletzt gezeigt, als bei den Waldbränden in Portugal die Hilfe aus anderen Teilen der Welt zum Teil schneller war als aus der Europäischen Union.

Um danach zu suchen, wie besserer Katastrophenschutz funktionieren kann, kann man zuerst dort nachschauen, wo er jetzt schon gut funktioniert. Ich bin daher froh, dass aus meinem Heimatstaat Österreich Spitzenvertreter vom Feuerwehrverband, vom Roten Kreuz und seitens der Rettungsorganisationen im Europäischen Parlament in Brüssel waren und darüber berichtet haben, wie das bei uns funktioniert. Auf dieser Basis habe ich als einer, der heute genau seit einem halben Jahr dem Europäischen Parlament angehört, festgestellt, dass ein parlamentarischer Prozess an einem eigentlich zentralistischen Kommissionsvorschlag vieles ändern kann und wir jetzt einen Vorschlag haben, dem wir aus vollem Herzen zustimmen können, weil er den Regionen, den Freiwilligen wirklich das einräumt, was sie tun können, und den Katastrophenschutz auf EU-Ebene, wo wir ihn auf größerer Ebene brauchen, auch möglich macht.

  Lukas Mandl (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Lieber Herr Kollege Obermayer, wir haben die rot-weiß-roten Stellungnahmen geprüft und eingearbeitet. Worauf Sie möglicherweise Bezug nehmen, ist der alte Kommissionsvorschlag. Worauf ich Bezug nehme, ist das, was wir im parlamentarischen Prozess in den Vorbesprechungen im Ausschuss erarbeitet haben, was wir hier im Plenum morgen beschließen können. Und das ist eben nicht der zentralistische und bürokratische Kommissionsvorschlag – mit Verlaub gesagt –, sondern ein Vorschlag, der der Subsidiarität und den Freiheiten die Ehre gibt, über den wir auch gemeinsam mit den Freiwilligenorganisationen in Österreich immer wieder Überlegungen angestellt haben und den wir auf dieser Basis erarbeitet haben, zu dem wir voll stehen können.

  Soledad Cabezón Ruiz (S&D). – Señor presidente, enhorabuena a la Comisión y también a la ponente —la señora Gardini— y a los ponentes alternativos por este trabajo. Un trabajo que viene a contribuir a crear la Unión Europea, a hacer más Europa.

Responder y proteger a la ciudadanía desde la solidaridad y la coordinación ante los desastres es una de las grandes iniciativas que hoy debatimos aquí.

El cambio climático supone uno de los grandes retos a los que nos enfrentamos en un futuro inmediato y ya podríamos decir que estamos combatiéndolo, pero necesitamos conocer de antemano y poder prevenir las consecuencias.

Todos los años tenemos ejemplos de desastre; el año pasado, Doñana, Portugal —con incluso vidas humanas que perecieron—. Por lo tanto, tenemos que trabajar desde esta unidad y coordinación para evitarlo.

Estos desastres también han puesto de manifiesto la necesidad de trabajar desde una mayor eficacia y una mayor eficiencia. Los Estados miembros por sí solos no son capaces o no pueden combatirlos de la forma necesaria. Por lo tanto, celebro esta iniciativa y me gustaría subrayar dos puntos especialmente.

Soy consciente de que el Observatorio del Cambio Climático no ha salido y creo que sería una iniciativa importante, pero se recogen otras iniciativas que pueden hacernos avanzar y que espero que mañana tengan el respaldo necesario.

Necesitamos un mapa de riesgo que nos permita diferenciar qué zonas se enfrentan a unos riesgos concretos y así poderlos prevenir mejor, ya sean riesgos sísmicos o falta de recursos hídricos, etc. En definitiva, podernos adelantar a las circunstancias de cada una de las regiones, y también adaptar y coordinar esto con otros mecanismos como el Fondo de Solidaridad.

Tenemos que hacer que ese fondo pueda adaptarse a la necesidad y que sea más justo, que se adapte mejor a la riqueza per cápita de la zona, pero muy especialmente también que incluya el valor del medio ambiente. El medio ambiente cuando sufre también tiene que ser reparado y, por lo tanto, este fondo tiene que incorporar el valor económico que el medio ambiente también tiene.

  João Ferreira (GUE/NGL). – Senhor Presidente, Senhor Comissário, defendemos a cooperação entre Estados na resposta a situações de catástrofe, sobretudo as de grandes dimensões. Essa cooperação pode envolver coordenação de esforços, empréstimo ou mesmo partilha de meios, mas não devemos esquecer alguns aspetos importantes.

A proteção das pessoas, das infraestruturas, dos bens, a proteção do território, da Natureza, é uma obrigação dos Estados, uma função que toca no âmago da sua soberania. Para ser convenientemente exercida, são necessários meios próprios robustos e adequados aos riscos em presença. Os serviços de proteção civil, pela sua própria natureza, exigem uma forte ligação ao território e exigem um profundo conhecimento do território e das populações. Tal tem implicações, também, nas cadeias de comando, que mesmo em situações de cooperação ou de auxílio devem manter-se no plano nacional.

A União Europeia, que não tem feito tudo o que podia, por exemplo, no domínio do apoio aos Estados-Membros no desenvolvimento de capacidades próprias, desde logo na prevenção, quer agora fazer mais do que deve. A usurpação de cadeias de comando para um plano supranacional, por exemplo, suscita riscos não despiciendos para além de fundada objeção política.

  Cláudia Monteiro de Aguiar (PPE). – Senhor Presidente, quero agradecer aqui ao Senhor Comissário e também o excelente trabalho feito pela relatora Gardini, porque daqui sai, efetivamente, uma proposta para um mecanismo de proteção civil com capacidade operacional reforçada e com referências específicas ao apoio que é dado às regiões ultraperiféricas em caso de catástrofes naturais.

É fulcral que este apoio se traduza numa articulação entre este mecanismo, os Fundos Estruturais, bem como o Fundo de Solidariedade.

O Sr. Comissário aqui falou e alguns colegas que, efetivamente, os Estados-Membros têm que ter o controlo e a responsabilidade dos seus territórios. Cooperação e solidariedade têm que começar também dentro do próprio território e, por isso, é de lamentar que o Governo socialista português se tenha comprometido, em novembro de 2016, a reforçar em trinta milhões de euros o Fundo de Coesão para a recuperação da Madeira, após os incêndios de agosto e que, até hoje, esse reforço, esse apoio, essa solidariedade não tenham ainda sido vertidos e não tenham passado de palavras vãs.

A prevenção, a gestão de risco, a implementação dos sistemas de alertas e reposição de equipamentos de combate aos incêndios podem estar em risco e, por isso, esta solidariedade tem que ser vertida e tem que ter também o apoio da União.

  Enrique Guerrero Salom (S&D). – Señor presidente, es una evidencia incontestable que en las últimas décadas han aumentado en frecuencia y en intensidad las catástrofes naturales, llevándose por delante muchas vidas humanas y destruyendo muchas infraestructuras y formas de vida. Pero también se está produciendo la recurrencia de estas catástrofes naturales, y eso significa que tenemos la capacidad de aprender y de prevenir y de tratar de dar una respuesta anticipada a lo que previsiblemente nos va a suceder. Esta ha sido la lección fundamental del Marco de Sendai y de la Plataforma Global de Cancún, que tenemos que aplicar dentro de la Unión Europea.

Creo que es una buena propuesta intensificar las capacidades y los recursos de acción de la Unión Europea, porque a la vez que mantenemos la subsidiariedad tenemos que incrementar la solidaridad. Tenemos que dar respuesta europea a catástrofes que afectan a ciudadanos europeos.

Jak Pan widzi, zgadzamy się wszyscy, że Unijny Mechanizm Ochrony Ludności jest skutecznym instrumentem, i było to ważne, że w 2001 roku, kiedy zaczął funkcjonować już na terenie Unii Europejskiej, a także podczas epidemii Eboli, tajfunu na Filipinach czy trzęsienia ziemi w Nepalu, był on przydatny. Dlatego moje gratulacje dla Pani sprawozdawczyni za tak dobrą pracę nad tym sprawozdaniem. I ponieważ – o czym Enrique w tej chwili powiedział – częściowo uzupełnia on unijną pomoc humanitarną, wszelkie działania tego mechanizmu powinny wpisywać się w przyjęte przez Unię porozumienie z Sendai dotyczące zmniejszenia ryzyka związanego z klęskami żywiołowymi w latach 2015–2030.

Sądzę, że ważnym elementem przeglądu tego mechanizmu jest potrzeba wzmocnienia w zakresie szkoleń i wymiany dobrych praktyk z państwami partnerskimi, aby uniknąć m.in. takich historii, jak pożary w Portugalii; istotna jest także definicja zakresu jego funkcjonowania w przypadku katastrof złożonych, spowodowanych przez człowieka, czy konfliktów, a zwłaszcza w kontekście stosowania zróżnicowanych instrumentów pomocowych i finansowych w zależności od sytuacji w danym kraju.

  Liliana Rodrigues (S&D). – Senhor Presidente, as alterações ao mecanismo de proteção civil criaram uma preciosa reserva de recursos materiais e humanos. É bom que os cidadãos e os governos europeus percebam que este mecanismo não se fará substituir às responsabilidades próprias dos Estados-Membros e que qualquer intervenção terá sempre que ser pré-autorizada.

O que é que muda? O investimento na formação e na investigação, a criação de grupos locais de intervenção, o programa Erasmus de Proteção Civil, o reforço da cooperação com países terceiros e um papel bem mais ativo das regiões ultraperiféricas.

O reforço deste mecanismo significa, pois, darmos um sentido real à palavra solidariedade nos momentos mais difíceis que um Estado-Membro pode passar. Significa também aumentar e dar mais proteção aos cidadãos que fazem parte desta União. Não há nada mais importante do que a certeza de que, em caso de necessidade, o dever de auxílio caberá a todos os membros desta família, desta União.

Sr. Comissário, não posso deixar de agradecer por ter avançado em boa hora com esta proposta. Ninguém, nem nenhum país, está livre da imprevisibilidade de uma catástrofe.

  Paulo Rangel (PPE). – Senhor Presidente, queria naturalmente saudar o Senhor Comissário e queria saudar também a relatora Gardini pelo trabalho que têm vindo a desenvolver e que permite, de facto, a criação, no fundo, deste primeiro sistema, digamos assim, verdadeiramente integrado de proteção civil.

Devo dizer que há muito tempo que defendo uma força europeia proteção civil e, portanto, não estou satisfeito ainda com o grau a que chegámos. Digamos que acho que este é um avanço muito grande, tendo em conta a situação que tínhamos anteriormente, mas que nós, União Europeia, devemos caminhar para um sistema ainda mais integrado e mais avançado, com um verdadeiro corpo de proteção civil para as grandes catástrofes. Isso significa, portanto, incêndios, inundações, acidentes ambientais, como acidentes nucleares ou químicos, tremores de terra e outro tipo de eventos. Para isso, acho que devemos olhar essencialmente para este ponto. Nenhum Estado, em particular os pequenos e médios, tem recursos para poder, por si só, ter todos os meios que são necessários para catástrofes de grande dimensão e, por isso, é absolutamente necessário que tenhamos a capacidade de partilhar recursos, porque, como sabemos, é muito pouco provável que uma onda de catástrofes desta natureza possa replicar-se ao mesmo tempo em todos os lados e, portanto, isto permitirá poupanças à União Europeia, aos cidadãos europeus, aos Estados europeus e, ao mesmo tempo, as vantagens de terem skills e conhecimento e expertise nesta área.

  Bogdan Andrzej Zdrojewski (PPE). – Panie Przewodniczący! Przeżyłem powódź, i to nie jako mieszkaniec, ale jako prezydent Wrocławia, miasta o ponad 600 000 mieszkańców, i pamiętam, że w czasie powodzi pomocy nie było. Natomiast po jej zakończeniu w ciągu bardzo krótkiego czasu otrzymaliśmy pomoc z Berlina, Wiednia, Budapesztu, Pragi. Była ona niezwykle istotna. Mam doświadczenie po tej katastrofie wynikające z uczestnictwa w wielu europejskich konferencjach dotyczących pożarów, trzęsień ziemi, a także powodzi. I wiem, że wielkie miasta są w stanie zabezpieczyć się dość dobrze w sposób samodzielny. Duże, średnie, a tym bardziej małe miasta – w żadnym wypadku nie.

Chcę Pani pogratulować tego sprawozdania, bo uważam, że solidarność przy katastrofach to najważniejszy barometr naszej europejskiej wrażliwości, oraz że ważne jest, aby posiadać sprzęt i mieć warunki niesienia pomocy oraz szybkiego reagowania na sytuacje dramatyczne, bo chodzi wówczas o ludzkie życie, o środowisko, ale także o dziedzictwo narodowe.

  Nicola Caputo (S&D). –Signor Presidente, onorevoli colleghi, alla luce delle recenti catastrofi che hanno devastato l'Europa, molte delle quali legate al cambiamento climatico, una modifica della decisione su un meccanismo unionale di Protezione civile era auspicabile.

Il meccanismo si è rivelato uno strumento utile per mobilitare e coordinare l'assistenza fornita dagli Stati partecipanti, in risposta alla crisi, ma l'esperienza ha dimostrato che le offerte volontarie di assistenza reciproca non sempre sono bastate a garantire la disponibilità di mezzi, e potrei citare come esempi i casi di Portogallo e Italia della scorsa estate, paesi devastati da numerosi incendi.

La revisione servirà a colmare le lacune ricorrenti ed emergenti, in termini di mezzi, in particolare istituendo una riserva specifica di mezzi di risposta a livello europeo, e a rassicurare l'agilità ed efficacia delle procedure amministrative del meccanismo unionale a sostegno delle operazioni di emergenza. Va da sé che il meccanismo per funzionare dovrà ricevere adeguati stanziamenti di bilancio e gli Stati membri dovranno svolgere azioni preventive per mantenere mezzi nazionali sufficienti ad affrontare le catastrofi in modo efficace. Mi complimento con la relatrice Gardini, che ha fatto davvero un gran lavoro.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, η συζήτηση για τον ευρωπαϊκό μηχανισμό πολιτικής προστασίας είναι ιδιαίτερα επίκαιρη, ιδίως σε μια φάση που η κλιματική αλλαγή οδηγεί σε θεομηνίες, πλημμύρες και πυρκαγιές. Η Ελλάδα, βεβαίως, έχει κακή εμπειρία από τις θεομηνίες. Πρώτα από όλα, πλήττεται από σεισμούς. Όπως γνωρίζετε, τον Ιούνιο του 2017, είχαμε καταστροφικούς σεισμούς στη Λέσβο και, φυσικά, σήμερα μπορεί να πει το Ευρωπαϊκό Κοινοβούλιο προς τους κατοίκους της Λέσβου ότι, με τη σημερινή του απόφαση, διαθέτει 1,3 εκατομμύρια ευρώ, προκειμένου να στηρίξει την επισκευή των κατοικιών, να στηρίξει τις επιχειρήσεις και τις υποδομές του νησιού. Δεν ισχύει το ίδιο, βέβαια, για τα 23 θύματα που πνίγηκαν στις πλημμύρες της Μάνδρας. Είναι, λοιπόν, προφανές ότι χρειάζεται συντονισμός, χρειάζεται στήριξη του μηχανισμού πολιτικής προστασίας, με παράλληλη, βεβαίως, διατήρηση της κυριαρχίας των κρατών μελών. Ένας μηχανισμός που θα πρέπει να διαθέτει επιπλέον χρήματα και όχι αυτά τα 200 εκατομμύρια που παίρνει από τον ίδιον τον προϋπολογισμό. Χρειάζεται, λοιπόν, παρέμβαση και στη βάση αυτή στηρίζουμε την προσπάθεια αυτή.

  Kateřina Konečná (GUE/NGL). – Pane předsedající, osobně nemám samozřejmě nic proti tomu, aby mezi evropskými státy fungovala solidarita napříč ve chvíli, kdy je jeden ze členských států postižen ničivými požáry. Obávám se však, že návrh Evropské komise byl šit velmi rychlou jehlou, jelikož v něm chybí i hodnocení dopadů, což nepovažuji za standardní a rozumné.

Návrh Evropské komise také například uznává, že je klíčové zaměřit se na prevenci katastrof. Přitom na opatření týkající se prevence bude vynaloženo v letech 2018 až 2020 pouze 10 % celkové navýšené částky, a to prostě považuji za výsměch. Návrh Evropské komise je plný nezodpovězených otázek. Zvyšuje administrativní zátěž pro členské státy, jeví se jako finančně nákladný a dává příliš velkou pravomoc do rukou Evropské komise.

Úmysly mohou být dobré, ale značné nedostatky v návrhu se mohou odrazit ve ztrátách na životech u vyslaných expertů a tomu prostě musíme zabránit.

  Maria Grapini (S&D). – Domnule președinte, domnule comisar, vreau de la bun început să felicit Comisia pentru propunere și, evident, raportoarea și îmbunătățirile care s-au adus. Cine nu ar fi de acord să avem un sistem integrat de protecție civilă. Știm bine, fiecare din țările noastre s-au confruntat cu probleme, cu catastrofe. Colegul dădea exemplu țara mea cu inundațiile din 2010. Eu am trăit un cutremur în România în 1977, unde mii de oameni au murit.

Cred că e un prim pas. Trebuie să cooperăm. Dumneavoastră spuneați, domnule comisar, că protecția civilă începe acasă și colega raportoare spunea că la nivel local există subsidiaritate (primăriile), dar în anumite situații avem nevoie de acest mecanism integrat. Cred că trebuie să ne mai gândim și cum putem să alocăm fonduri, pentru că în fața cutremurelor foarte multe clădiri, mai ales în țările din est, sunt neconsolidate și, practic, degeaba intervenim după ce clădirile s-au prăbușit. Poate și informarea cetățenilor pentru a ști cum să prevină și cum să acționeze în situația unei calamități. Cred că mai avem încă pași de făcut, dar felicit Comisia și raportoarea și sper să fie un raport votat.

  Τάκης Χατζηγεωργίου (GUE/NGL). – Κύριε Πρόεδρε, η βασική αιτία αυτών των μεγάλων καταστροφών που στοιχίζουν τη ζωή σε εκατοντάδες ανθρώπους οφείλεται κυρίως στην κλιματική αλλαγή και, βεβαίως, στην αδυναμία των κρατών να υπερασπιστούν τους πολίτες τους. Σε τριάντα χρόνια από τώρα, αγαπητοί συνάδελφοι - πάρα πολλοί το ξέρουν αυτό σε αυτή την αίθουσα - η γη δεν θα είναι αυτό που ξέρουμε σήμερα. Η Ευρωπαϊκή Ένωση κάνει αρκετά προς την κατεύθυνση της υπεράσπισης του κλίματος στον πλανήτη, αλλά φαίνεται ότι δεν καταφέραμε ακόμα, σαν παγκόσμια κοινότητα, να δούμε τα μεγάλα προβλήματα που έπονται, είτε από ξηρασίες είτε από πλημμύρες, ένεκεν της κλιματικής αλλαγής. Τούτου λεχθέντος, και υποστηρίζοντας και εγώ την κρατική κυριαρχία, δεν δέχομαι την άποψη ότι θα πρέπει να καίγονται τα δάση στην Πορτογαλία, με τόσους εκατοντάδες νεκρούς, και να μην μπορεί να υπάρξει ένας μηχανισμός στήριξης και πυρόσβεσης από ένα γειτονικό κράτος που ίσως έχει αυτή τη δυνατότητα. Ο συντονισμός, λοιπόν, σε προβλήματα που υπερβαίνουν τα σύνορά μας είναι κάτι που πρέπει να υφίσταται.

  Christos Stylianides, Member of the Commission. – Mr President, dear colleagues, thank you so much for your reflections and remarks. I completely agree with the vast majority of your remarks and, above all, thank you for your commitment to taking action as soon and as far as possible. This is quite important. But let me repeat once again that recent natural disasters and emergencies have taught us two important lessons.

Firstly, the need for more European solidarity in practice: tangible solidarity. That means enhanced response capacity where the European Union can add value. This is also quite important. Secondly – many of you focused on this – without proper prevention and preparedness, Member States will continue to suffer the consequences of natural disasters and emergencies. There is a clear need for more responsibility, and with my services and my colleagues here, we use this as a sort of slogan. Solidarity comes with responsibility. I think we have to focus on this.

Self-reliance should not be taken for granted. We need unity in effort, and we need to be ready to act quickly and decisively. The European Parliament now has a key role in the process of adopting the revised Decision. I am happy to know that we are all working towards an ambitious solution. The European Parliament is delivering today on its commitment to move fast and decisively towards more protection for European Union citizens.

I count on your continuous support and am looking forward to starting trilogues as soon as possible. I can assure you that the Commission will do its best to facilitate the discussions to reach agreement with Parliament and the Council as soon as possible.

My final point. I heard some misunderstandings, so I am ready, with Elisabetta Gardini, to have many personal meetings in order to clarify these misunderstandings and to explain to you in detail what the proposal is.

  Elisabetta Gardini, Relatore. – Signor Presidente, onorevoli colleghi, sono veramente felice e anche un po'emozionata perché tutti gli interventi credo siano andati nella stessa direzione.

Ha ragione, alcuni dettagli forse vanno meglio spiegati perché ci sono delle preoccupazioni che veramente non dovrebbero esistere, perché questo lavoro è stato fatto in quella direzione per rispondere a queste preoccupazioni.

Mi dispiace che non ci sia Eickhout, perché per esempio non abbiamo assolutamente allargato lo scopo dei possibili attacchi terroristici, si parla proprio esplicitamente nello scopo del meccanismo votato nel 2013, quindi abbiamo, nonostante questo, voluto mettere in campo una proposta snella perché potesse essere rapidamente votata. Io sono sicura che il futuro della Protezione civile europea andrà ben oltre, perché il mondo cambia, ci sono esigenze sempre nuove e, purtroppo, le catastrofi non solo naturali ma anche quelle procurate dall'uomo continueranno ad essere una minaccia per la sicurezza dei nostri cittadini.

Sendai, bene, l'abbiamo anche citata perché dobbiamo creare dei territori sempre più resilienti e quindi la prevenzione è un capitolo fondamentale che anche qui è molto sottolineato. Per cui il Commissario ha detto spesso che dobbiamo creare anche nuovi strumenti finanziari, facilitare, sburocratizzare quelli che già esistono proprio perché noi dobbiamo prima di tutto prevenire. Protezione civile deve essere sempre più prevenzione. Laddove la prevenzione ha fallito dobbiamo essere pronti a reagire.

Poi ha ragione la collega Cabezón Ruiz, questo è fare più Europa, ma fare quella Europa che piace ai cittadini e quindi io mi auguro davvero, come ha detto il Commissario, che il Consiglio ci permetta di continuare a lavorare con questi ritmi rapidi, in modo da avere in campo subito questo strumento perché, come ha detto Lei all'inizio, la prossima catastrofe potrebbe essere dietro l'angolo. Quindi, grazie ancora tutti, nessun paese deve essere lasciato solo ad affrontare nessuna catastrofe, buon lavoro.
