  Mark Demesmaeker, Rapporteur. – Voorzitter, enkele dagen geleden begon in de Verenigde Staten een grote schoonmaakactie van de oceaan. De beelden gingen de wereld over. The Ocean Cleanup wil met plasticvangers de plastic soep in de Stille Oceaan helpen opruimen. Ik hoop dat de jongensdroom van de jonge Nederlander Boyan Slat een succes wordt. De rommel uit het verleden opruimen is nobel, maar natuurlijk moeten we er in de eerste plaats voor zorgen dat we voorkomen dat plastic afval in zee terechtkomt. We moeten dus verstandiger omgaan met plastic. Dat is de focus van ons debat hier vandaag.

Plastic is een belangrijk en waardevol materiaal, dat nog moeilijk weg te denken valt uit onze maatschappij en economie. Het probleem is de manier waarop wij plastic vandaag produceren en gebruiken. Die is onhoudbaar. Plastic wordt ontwikkeld om eeuwig mee te gaan, maar we gebruiken het al te vaak maar één keer. Soms verdwijnt het al na enkele seconden of minuten in de vuilniszak, of erger, in het milieu. We springen bijzonder slordig om met het materiaal: we produceren in de Europese Unie jaarlijks bijna 26 miljoen ton plastic afval maar zamelen slechts 30 % daarvan in voor recyclage.

Dit alles heeft desastreuze gevolgen voor het milieu, het klimaat en de economie. Onze ecosystemen lijden onder de vervuiling. Niet in het minst onze zeeën en oceanen, die veranderen in een plastic soep. We missen kansen voor minder CO2-uitstoot. We laten de euro’s letterlijk weglekken uit onze economie. 95 procent van de waarde van het materiaal gaat verloren.

Het recente Chinese importverbod op plastic afval uit de Europese Unie drukt ons bovendien met de neus op de feiten. Jarenlang hebben we in Europa ons plasticafvalprobleem gemakshalve uitbesteed. We moeten het Chinese verbod daarom als een mogelijkheid aangrijpen om zélf te investeren in recyclagecapaciteit in de Europese Unie en ons beleid over een andere boeg te gooien.

Het momentum is daar, niet alleen op politiek niveau, ook bij heel wat burgers groeit het draagvlak om actie te ondernemen. Het komt erop aan deze publieke bezorgdheid om te zetten in publieke verantwoordelijkheid, in gezamenlijke verantwoordelijkheid.

Mijn verslag is dus geen pleidooi tégen plastic, maar wel een pleidooi voor een circulaire kunstoffeneconomie, waarin we op een duurzame en verantwoordelijke manier met plastic omgaan, zodat we de nefaste gevolgen kunnen stoppen en de waarde in de keten kunnen behouden.

Om te slagen moeten we de strategie gebruiken als hefboom voor circulaire productie- en consumptiemodellen. We moeten maatwerk leveren, aangezien er geen passe-partoutoplossingen zijn. En we moeten samen aan de slag gaan over de hele waardeketen heen.

Beter en meer plastic recycleren is het begin. Een paar maanden geleden hebben we hier nieuwe ambitieuze afvalwetgeving goedgekeurd. Een volledige en snelle uitvoering daarvan is essentieel. Maar meer is nodig: zo moeten alle plastic verpakkingen ten laatste in 2030 kostenefficiënt recycleerbaar of herbruikbaar zijn. Via de verpakkingsrichtlijn willen we werk maken van een echt circulair productontwerp.

Bedrijven kunnen het verschil maken door hun merknaam en marketing te koppelen aan circulaire productie- en consumptiemodellen. Ook de creatie van een echte interne markt voor gerecycleerd plastic is fundamenteel. Vandaag bedraagt het aandeel van gerecycleerd plastic naar schatting slechts 6 %. Om dit op te krikken, moeten we het vertrouwen in de markt versterken via kwaliteitsstandaarden en verificatie. Ook minimumeisen voor gerecycleerde inhoud, een lager btw-tarief en een circulair aankoopbeleid kunnen het gebruik van gerecycleerd plastic verder aanmoedigen.

Meer en beter recycleren is noodzakelijk, maar op zich onvoldoende om over te gaan tot een échte kringloopeconomie. Dat blijf ik benadrukken. Het voorkomen van plastic afval blijft cruciaal. Dit kan onder andere via slimme maatregelen inzake wegwerpplastic. Op dit punt is de Commissie inmiddels met een wetgevingsvoorstel gekomen en daar zijn we in de Milieucommissie volop mee aan de slag samen met collega Frédérique Ries en anderen.

Mijn verslag pleit ook voor een doordacht gebruik van bio-plastic. Op basis van duidelijke standaarden en criteria kan biologisch afbreekbaar plastic een ondersteunende rol spelen, maar het is geen zaligmakende oplossing voor zwerfvuil op zee. Bio-based plastic kan onze afhankelijkheid van derde landen helpen verminderen door een gedeeltelijke differentiatie van de grondstoffen. Maar onderzoek en ontwikkeling zijn hier van groot belang om innovatie alle kansen te geven.

Voor oxo-plastic en microplastics in o.a. cosmetica vragen we een verbod tot 2020. Ten slotte vragen we verdere inspanningen voor onderzoek en innovatie, ook in het volgende meerjarig financieel kader. De EU moet ook globaal mee aan de kar trekken én moet in haar eigen instellingen natuurlijk ook het goede voorbeeld geven.

Ik wil de collega-schaduwrapporteurs bedanken voor de bijzonder constructieve samenwerking. Ik hoop dat wij morgen met een grote meerderheid “ja” zeggen tegen een nieuwe circulaire plasticeconomie die kansen biedt voor milieu, klimaat en economie.

  Lukas Mandl, Verfasser. – Herr Präsident, Herr Kommissar Katainen, Frau Staatssekretärin Edtstadler! Ich darf Ihnen die Position aus dem Entschließungsantrag des Umweltausschusses zur Kenntnis bringen zur Umsetzung des Kreislaufwirtschaftspakets zu Optionen zur Regelung der Schnittstelle zwischen Chemikalien-Produkt- und Abfallrecht. Das Ziel dieser Initiative ist es, das Vorkommen besorgniserregender Substanzen in Recyclingprodukten zu minimieren und den Markt für sekundäre Rohstoffe zu stärken. Das sind Rohstoffe, die durch Recycling aus entsorgtem Material gewonnen werden.

Am 16. Jänner dieses Jahres hat die Kommission neue Maßnahmen zur Umsetzung des Aktionsplans zur Kreislaufwirtschaft angenommen. In der Mitteilung der Kommission wurden die vier wichtigsten Probleme analysiert, die an der Schnittstelle zwischen Chemikalien-Produkt- und Abfallrecht identifiziert wurden, und es wurde analysiert, inwieweit diese die Entwicklung einer Kreislaufwirtschaft behindern. Die vier genannten Probleme, auf die ich später noch eingehen werde, sind erstens die unzureichende Information über besorgniserregende Stoffe in Produkten und Abfall, das Vorhandensein besorgniserregender Stoffe in rezyklierten Materialien, Unsicherheiten hinsichtlich der zu erfüllenden Kriterien, nach denen Materialien nicht als Abfall gewertet werden, und viertens Schwierigkeiten bei der Anwendung der Methoden der Europäischen Union zur Einstufung von Abfällen und Folgen für die Recyclingfähigkeit von Materialien.

Es ist wichtig im Sinne der Kreislaufwirtschaft, diese Lücke zu füllen und diesem Problem entgegenzuwirken. Daher wurden aus dem Europäischen Parlament eine Reihe von Anfragen zur mündlichen Beantwortung an die Europäische Kommission und den Rat gerichtet sowie ein Entschließungsantrag ausgearbeitet. Im Allgemeinen bezieht sich der Entschließungsantrag auf folgende Inhalte: Der Umweltausschuss begrüßt die Mitteilung der Europäischen Kommission und die dazugehörige Arbeitsunterlage der Kommissionsdienststellen. Jedoch wird erwartet, dass rasche Maßnahmen ergriffen werden, um dieses Schnittstellenproblem anzugehen. Das primäre Ziel der Europäischen Kommission sollte sein zu verhindern, dass gefährliche Chemikalien in den Materialkreislauf gelangen, und eine vollständige Kohärenz zwischen den Durchführungsvorschriften im Abfall- und Chemikalienrecht soll erreicht werden.

Für eine wahre Kreislaufwirtschaft müssen die Produkte so entwickelt werden, dass sie lange halten, dass sie repariert und wiederverwendet werden können. Und natürlich müssen die Produkte auch unter minimalem Einsatz von besorgniserregenden Stoffen entwickelt werden. Die Umsetzung des Chemikalien-Produkt- und Abfallrechts kann speziell für Klein- und Mittelbetriebe eine Herausforderung darstellen. Auf die Klein- und Mittelbetriebe soll besonders Rücksicht genommen werden.

Nähere Details zu den vier angesprochenen Problemen, die seitens der Kommission analysiert wurden, sind erstens, dass besorgniserregende Stoffe jene sind und unter besorgniserregenden Stoffen jene verstanden werden, die unter der REACH-Verordnung als besorgniserregende Stoffe ermittelt wurden, und Stoffe, die gemäß dem Stockholmer Übereinkommen verboten wurden. Alle besorgniserregenden Stoffe sollen schnellstmöglich nachverfolgt werden, und Informationen über diese Stoffe, darunter ihre Zusammensetzung und Konzentration, sollten für alle Beteiligten der Lieferkette, für Recyclingbetriebe und für die Öffentlichkeit uneingeschränkt zugänglich sein.

Das zweite definierte Problem ist der Umgang mit dem Vorhandensein von besorgniserregenden Stoffen in rezyklierten Materialien. Da geht es primär um die Möglichkeit des Recyclings von Materialien, die besorgniserregende Stoffe enthalten. Das soll nur dann in Erwägung gezogen werden, wenn es keine Materialien ohne besorgniserregende Stoffe gibt, die als Ersatz verwendet werden können.

Mehr als 80 % der Umweltauswirkungen eines Produkts sollen in der Designphase festgelegt werden. Die Ökodesign-Richtlinie und andere produktspezifische Rechtsvorschriften sollten genutzt werden, um Anforderungen bezüglich der Ersetzung besorgniserregender Stoffe festzulegen. Wichtig ist, dass faire Wettbewerbsbedingungen zwischen in der EU gefertigten und eingeführten Artikeln hergestellt werden. In der EU hergestellte Produkte dürfen nicht durch importierte Erzeugnisse benachteiligt werden.

Das dritte definierte Problem sind die Unsicherheiten über Kriterien, nach denen Materialien nicht als Abfall gewertet werden. Es werden klare Vorschriften benötigt, durch die festgelegt wird, unter welchen Voraussetzungen etwas nicht mehr unter die Abfallvorschriften fällt, und es werden auch robuste Kriterien für das Ende der Abfalleigenschaft benötigt. Diese klaren EU-Vorschriften müssen so gestaltet sein, dass sie auch für kleine und mittlere Unternehmen umsetzbar sind.

Seitens des Hauses wird die Europäische Kommission und werden die Mitgliedstaaten aufgefordert, bei den Kriterien für das Ende der Abfalleigenschaft zusammenzuarbeiten.

Das vierte definierte Problem sind die Schwierigkeiten bei der Anwendung der Methoden der Europäischen Union zur Einstufung von Abfällen und zu Folgen der Recyclingfähigkeit von Materialien. Hier ist das Haus der Meinung, dass die Europäische Kommission das europäische Abfallverzeichnis unverzüglich überarbeiten soll.

Ich darf abschließend sagen, dass im Ausschuss große Spannung besteht auf die Antworten aus der Kommission und aus dem Rat auf die Anfragen zur mündlichen Beantwortung, um dann gemeinsam in einen von der Mitte aus geführten politischen Diskurs treten zu können.

  Karoline Edtstadler, President-in-Office of the Council. – Mr President, the Council welcomed the package of communications presented by the Commission in January 2018 and actions undertaken to deliver on the 2015 Action Plan on the Circular Economy. This is reflected in a set of Council conclusions adopted by the Environment Council on 25 June 2018.

The Council calls for a high-level political commitment to be maintained for an ambitious implementation of the whole Circular Economy Action Plan. In this context, its conclusions emphasise that the transition to a truly circular economy involves closing the loop of product life circles and turning them into real value chains through greater recycling. Furthermore, reuse is closely interconnected with creating non-toxic material cycles where substances of concerning products and waste are soundly managed and reduced to a minimum.

This is also underlined in the resolution by the European Parliament on this topic. A more consistent approach between chemical and waste rules is therefore required. It is necessary to establish clearly, together with all stakeholders, what is a substance of concern and how to deal with the presence of such substances in recycled materials. Information to the consumers and all actors in the value chain on the possible presence of substances of concern in materials is of greatest importance.

In this respect, the Council welcomes, as you do in your draft resolution, the recently agreed provisions of the revised Waste Framework Directive that complement existing REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) obligations for suppliers to inform their customers when articles contain substances of very high concern. A relevant tracking system throughout the supply chain should also encompass all products imported into the Union that may contain substances of concern. Secondary raw materials need, in principle, to meet the same criteria as primary raw materials. However, the detoxification of waste containing legacy substances might, in certain cases, require a differentiated approach that also adequately controls the risks for human health and the environment.

In this respect, the Council encourages the Commission’s action to develop a methodology addressing the management of waste containing substances of concern. The Council encourages Member States to make use of all possibilities under the Ecodesign Directive or other product-specific legislation to promote the circularity of products and to support voluntary methods and approaches regarding the substitution of materials containing substances of concern as early as the design phase.

The Council underlines that it is important for end-of-waste criteria to be implemented effectively and favours the establishment of guidelines that allow a clear distinction between waste and product status to avoid the need for operators to comply with two sets of rules. Efforts to harmonise these criteria should focus firstly on the most important waste streams.

Finally, the Council calls urgently on the Commission in particular for concrete actions to be taken to remove technical, financial and market barriers preventing recycling and the uptake of secondary raw materials. Effective measures are needed to avoid, remove, or reduce the presence of substances of concern as much and as soon as possible to ensure non-toxic material cycles.

  Jyrki Katainen, Vice-President of the Commission. – Mr President, I really want to thank the Parliament and especially the rapporteur, honourable Member Mark Demesmaeker, and all shadows for a very positive approach towards the plastics strategy. The strategy is fully in line with the thinking and approach we first put forward in the circular economic action plan. It addresses the whole value chain and creates synergies between economic and environmental goals.

As you rightly recall in your report, the strategy aims at fostering a new plastics economy where reuse and recycling activities are truly integrated in the production chains, delivering great added value and prosperity in Europe, for example by improving the dialogue and cooperation across the value chain, addressing all its key players from plastics producers to end-users and recyclers. To this end, the wider plastics industry is currently working on voluntary commitments, and a pledging campaign is ongoing to support objectives of this strategy by increasing the uptake of recycled contents in new products.

The goal is very simple: to ensure that by 2030 all plastic packaging is reusable or recyclable; that more than half of EU plastics waste is recycled – today it’s only 30%; and that demand for recycled plastics in Europe grows at least four-fold. Today, only 6% of the plastics used in products put on the EU market comes from recycling. To support innovation in this field and guide future funding decisions, the Commission will develop a strategic research innovation agenda for plastics. In the meantime, and by 2020, Horizon 2020 will have invested more than EUR 350 million in plastics innovation. Also, financial incentives are an important way to steer the policies towards a more sustainable future.

As you highlighted in your report, in the proposal for the next long-term budget, the Commission foresees a Member State contribution based on the amount of non-recycled plastics packaging waste. Such a contribution putting for the very first time at the EU level the price of the negative externality of not recycling will help implement the Waste Package and the Plastics Strategy.

The Plastics Strategy will also help deliver the EU’s energy union vision for low-carbon energy-efficient economy. In terms of CO2 savings, recycling only half of all plastic waste generated in the EU each year would be equivalent to taking off the roads more than 13 million cars. The strategy also announced a new legislative initiative to reduce litter from single-use plastics items and fishing gear. This initiative is already being negotiated by the European Parliament and the Council, as you know. Besides, the Plastics Strategy also features action to reduce pollution from microplastics, the legislative proposal on port reception facilities to tackle sea-based marine litter and the preparation of new labelling rules to ensure that consumers get clear information about biodegradable and compostable plastics. Action is ongoing on all these fronts.

Regarding the second question – the oral question submitted by the Parliament in relation to the interface between chemical products and waste legislation – we very much appreciate the Parliament’s interest in this area. In 2015, the Commission made a commitment to assess the issues. This is exactly what we have done in the Communication which we published in January. We identified four main issues and we set out a list of planned actions. These actions will be delivered or well under way by the end of the mandate of the current Commission in 2019.

What has been done so far? We published guidelines to promote a more coherent approach to waste classification. We launched a study to develop a specific decision-making methodology to support the decision on the recyclability of waste containing substances of concern. We are also preparing to launch two further studies. Firstly, the visibility study on the use of the information system to enable information on the presence of substances of concern in materials to be available to recyclers. Secondly, the study of Member States’ practices as regards implementation and verification of end-of-waste provisions.

The Interface Communication is currently being considered by stakeholders, and an open consultation is running until the end of October. At the end of this process, the Commission will consider the most effective and inclusive way forward for addressing the identified challenges. However, while this is all ongoing work which is on track, I am happy to point out that there have already been some spin-off developments. We found that addressing chemicals of concern in food packaging is not sufficient, because there is a risk of incidental contamination with substances that were not originally present in plastic materials but may originate from use or mis-use of plastics. This situation could prevent effective recycling of food packaging, which is a significant market. Therefore, in the framework of the Regulation on Food Contact Materials, the Commission is currently working on the applications related to around 100 recycling processes to de-contaminate recycled PET to make that material suitable for food packaging.

On batteries, we are going to monitor the coherence of different legislative instruments to ensure a smooth functioning of the internal market for batteries, waste batteries and materials coming from recycled batteries. Also, following the recent adoption of the amendments to the Waste Framework Directive, the Commission and the European Chemicals Agency are looking into establishing a database for the future collection of information on substances of very high concern in articles. Such a database would also help to promote non-toxic material recycling and improve the risk management of chemicals during repair and other forms of refuse- and waste-recovering process.

With this summary, I trust that you will agree with me that a significant amount of work is already under way to address the interface between chemical products and waste legislation.

  John Flack, rapporteur for the opinion of the Committee on Fisheries. – Mr President, I would like to congratulate my colleague Mark Demesmaeker, and all MEPs involved in this excellent report, and I would like to thank the PECH Committee for the opportunity to work on our contribution to the strategy covering marine plastic litter.

When reading the final report, I was delighted to see that the rapporteur and ENVI colleagues included all the good work done in PECH as well as the specific measures I suggested in my opinion.

This is a step forward, but we must do more, and now that we are working on the legislative proposal from the Commission, I hope all this good work is taken into account.

We think about plastic bottles, bags and straws floating around, but I also want to remind colleagues of the damage done by ghost gear: abandoned fishing nets trapping, strangling and drowning untold numbers of marine mammals and birds, as I highlighted by distributing Netty the dolphin to many, many Members here, and I hope he might have reached the Commission as well.

My country, the United Kingdom, has done a lot in the war against plastics and micro plastics in particular, and since this is a problem that can only be tackled globally, I can only hope that national governments across Europe and European citizens continue to cooperate together.

  Karl-Heinz Florenz, im Namen der PPE-Fraktion. – Herr Präsident! Frau Ratspräsidentin und Marc Demesmaeker, ich schließe mich den Glückwünschen an. Es war eine sehr fruchtvolle Zusammenarbeit.

Herr Kommissar, Sie haben ja einen weiten Bogen geschlagen, und als jemand, der schon ziemlich lange in diesem Hause ist, würde ich dann die Alternative vorschlagen: Dann zeigen wir doch mal auf, wie viel denn die Mitgliedstaaten umgesetzt haben. Ich nehme da mein Land nicht aus. Da wäre die ganze Reihe, wo die Ratspräsidentschaft sitzt, voll, weil nämlich unvorstellbar viele Dinge in Europa im Abfallbereich nicht umgesetzt worden sind. Und das ist eigentlich bedauerlich.

Kollege Demesmaeker hat auf die Zahlen hingewiesen: 140 Millionen Tonnen Plastikmüll schwimmen in den Ozeanen – das entspricht einer Größe von halb Europa. Ich habe mir erzählen lassen, dass man die Plastikplacken – das sind, glaube ich, nur fünf Stück auf dieser Welt – vom Weltraum aus sehen kann. Also gibt es Grund genug, um da etwas zu machen. Und ich glaube, dass wir uns auch darüber im Klaren sein müssen, dass siebzig Prozent dieses Abfalls auch in den Tiefen der Gewässer sitzen und da nicht so ohne Weiteres herauszuholen sind.

Wir trinken es, wir schmecken es, und wir atmen Plastik ein. Und das ist ein wichtiger Grund, weil wir es in Honig finden, in Fleisch finden, in allen möglichen Umständen. Das ist ein Grund, dem wir auf den Grund gehen müssen. Die Konsequenzen sind, dass wir das eines Tages auch bei der Gesundheit merken werden. Und ich bin nun wirklich kein ängstlicher Mann, aber ich will auch nicht verhehlen, dass Plastik ein großer Erfolg für die Gesellschaft ist, denn wir haben es zur Frischhaltung von Lebensmitteln etc., etc., Blutbeutel werden damit hergestellt – also alles Dinge die wichtig sind. Und, Herr Kommissar, Sie haben das richtig gesagt und der Kollege Demesmaeker auch: Wir müssen besser damit umgehen, wir müssen einen Bewusstseinsprozess in unseren Köpfen ablaufen lassen und uns wirklich überlegen, was wir damit machen.

Wir haben unsere Plastikmengen seit 1960 verzwanzigfacht. Das alles ist Grund genug, die dreißig Prozent, die wir bis jetzt recyceln, auch wirklich zu erhöhen. Daran werden wir alle gemeinsam arbeiten, und ich freue mich, wenn dieser Bericht keine Bestrafung der Industrie wird, sondern eine Motivation, Innovation voranzutreiben.

  Christel Schaldemose, for S&D-Gruppen. – Hr. formand! Omstillingen til en bæredygtig og cirkulær økonomi er nødvendig. For miljøets skyld, for at mindske presset på vores klodes ressourcer, og så for vores sundheds skyld. Derfor er det rigtig godt, at vi nu er i gang med at tage et stort skridt, ikke mindst på plasticområdet. Den plasticstrategi, der er lagt frem, er ambitiøs i forhold til genbrug og genanvendelse. Men dette ambitionsniveau for plastic skal gælde i hele den måde, vi producerer på. I vores cirkulære økonomi skal det være muligt for alle vores produkter at kunne opgraderes, de skal være holdbare, de skal kunne repareres, de skal kunne genbruges og genanvendes. Det er nødvendigt, at vi gør det på alle andre områder også, ikke kun på plasticområdet. Men for at vi kan sikre, at dette sker i en cirkulær økonomi, er det også meget vigtigt, at vi sørger for, at der ikke kommer farlige kemikalier ind i vores materialekredsløb. Det er målet, det har Kommissionen sagt, det ønsker alle her i Parlamentet. Men vi er altså ikke i mål endnu! Indtil vi er i mål, er det meget vigtigt, at vi gør en kæmpe indsats. Vi bliver nødt til at intensivere indsatsen for substitution af særligt problematiske stoffer, ikke mindst hormonforstyrrende stoffer. Vi skal sørge for en meget omfattende produktinformation, ikke mindst om problematiske stoffer, så genbrug og genanvendelse tager højde for dette. Og så skal vi i øvrigt også styrke indsatsen for at klassificere, registrere og spore og bortskaffe det affald, som har farlige stoffer i sig. For vi må ikke på vej til et cirkulært samfund gå på kompromis med forbrugernes sikkerhed. Der er lang vej, inden vi er i mål, inden vi har en velfungerende cirkulær økonomi, og produkter allerede i designfasen tager højde for disse ting. For at nå i mål kræver det en stor indsats af alle: Kommissionen, medlemsstaterne, vores agenturer, vores virksomheder osv., alle skal med! I vores beslutning her i Parlamentet lægger vi hårdt pres på for, at medlemsstaterne gør den indsats, de har lovet, for ellers når vi ikke i mål. Men ambitionerne er heldigvis på plads, og tak for det!

  James Nicholson, on behalf of the ECR Group. – Mr President, can I also add my congratulations to Mr Demesmaeker on an excellent piece of work. I think that it is a very opportune moment to be debating this today, at a time when citizens not only in my own constituency, but across Europe and indeed the world are more conscious of the impact which plastic use is having on our environment. There is a clear momentum in tackling these issues, and now is the time to act.

There is no denying that plastic is an essential material for our society and economy. However, we need to transform the way in which plastic and plastic products are managed. Currently less than 30% of all plastic waste is recycled. Indeed, plastic waste accounts for over 80% of marine litter, something which Mr Flack has referred to.

This has a devastating environmental impact, with up to 500 000 tonnes of plastic entering our seas and oceans each year. But I have to ask the question, and we should all be asking the question: somebody has to put that plastic there for others to take out, so there must be a serious educational problem somewhere along the line, since we are not getting the message across. The Commission may want to consider further action in pursuit of a circular plastic economy by introducing the recommended new provisions reducing hazardous substances in plastics. In that way we can increase plastic recycling without increasing the risk of emitting hazardous substances into the environment.

This is one cause of the problem. Everyone tells you that they support this, and they all express fine words, but, unfortunately, we all know that it is extremely expensive. We must be aware that China has closed its doors to Europe’s plastic, including other countries in the Far East. We have got to find other ways of dealing with the problem. It is our problem and we must deal with it. And we must take care that when we are producing plastic we do not put other substances into bottles or whatever which are not recyclable.

  Anneli Jäätteenmäki, ALDE-ryhmän puolesta. – Arvoisa puhemies, kiitokset esittelijälle ja kollegoille, me olemme valmistelleet erittäin hyvässä yhteisymmärryksessä tämän mietinnön. Huoli muovihaasteesta on koko Euroopan parlamentin, koko maailman yhteinen.

Kotimaani Suomen Turvallisuus- ja kemikaalivirasto tutki äskettäin EU:n ulkopuolisten halpaverkkokauppojen tuotteita. Lähes kaikki lelut, korut ja sähkölaitteet olivat jollain tavalla kelvottomia. Lelut sisälsivät hengenvaarallisia osia, sähkölaitteet aiheuttivat sähköiskuja, korut eivät sisältäneet luvattuja jalometalleja eikä kosmetiikassa ollut ainesosaluetteloita.

Tuotesuunnittelulla ja kulutustottumuksilla on merkittävä rooli muovihaasteeseen vastaamisessa. Markkinoilla on paljon huonolaatuista ja kierrätyskelvotonta muovia, jolla ei ole siis minkäänlaista arvoa. Meidän vesistöissämme, järvissä, joissa ja meressä muovi aiheuttaa paljon vahinkoa, sellaista vahinkoa, jonka haitallisia vaikutuksia ekosysteemiin me emme edes tiedä.

Arvoisa puhemies, olen todennut eri yhteyksissä, että muovi on hyvä materiaali: se on parhaimmillaan kestävää, turvallista, halpaa ja monikäyttöistä. Ongelmamme johtuvat siitä, että materiaalikierto ei toimi. Meidän on ajateltava muovin kierto kokonaisuutena ihan alusta loppuun saakka. Jätehierarkian mukaisesti ensisijainen tavoite tulee olla jätteen määrän vähentäminen, sitten uudelleenkäyttö ja kierrätys.

Arvoisa puhemies, tarvitsemme ennakkoluulottoman asenteen. Muoveja voidaan korvata erilaisilla uusiutuvista materiaaleista valmistetuilla tuotteilla. Markkinoilla on jo tällä hetkellä esimerkiksi muovittomia kahvikuppeja. Tutkimustyötä tehdään ja sitä pitää tehdä edelleen. Henkilökohtaisesti meidän täytyy tietysti tarkkailla mitä me kukin itse voisimme tehdä muovijätteen vähentämiseksi.

  Marco Affronte, a nome del gruppo Verts/ALE. – Signor Presidente, onorevoli colleghi, comincio col sottolineare – qualcuno l'ha già fatto – che finalmente, dopo che gli ecologisti per anni hanno cercato di portare questo problema all'attenzione del grande pubblico, finalmente ci è arrivato. Il mainstream dell'informazione ne parla tantissimo, il pubblico adesso sa che c'è un problema gravissimo che stiamo cercando di affrontare, e questo è importante perché abbiamo così pressione sulle istituzioni e su chi deve prendere le decisioni.

Da questo punto di vista c'è una preoccupazione fondamentale per l'ambiente e per gli oceani, che sono pieni di questa plastica, ma ricordiamo anche che il 31 % della plastica va ancora in discarica e ben il 39 % va negli inceneritori, e quindi ci sono anche conseguenze dirette e indirette sulla nostra salute.

Salutiamo positivamente, ovviamente, l'intervento della Commissione europea, con la strategia sulla plastica e anche con i primi due pezzi di legislazione che stiamo valutando in questi giorni, perché è importante, appunto, intervenire in maniera forte e legislativa.

Noi sul file siamo intervenuti – anche se era un file già di per sé buono, visto il bel lavoro che è stato fatto dal relatore – con dei punti che riteniamo fondamentali. Prima di tutto il concetto della prevenzione: dobbiamo prima prevenire e quindi risolvere il problema a monte, e poi intervenire su quello su cui non si può intervenire a monte. Abbiamo chiesto il bando delle plastiche oxo-degradabili e delle microplastiche che vengono inserite volontariamente nei cosmetici, abbiamo posto l'attenzione sui materiali tossici che devono essere eliminati dal circuito produttivo, e abbiamo chiesto l'internazionalizzazione dei costi, cioè il produttore deve prendersi carico di quello che succede ai suoi prodotti quando vengono immessi sul mercato e poi diventano appunto un rifiuto che finisce nei mari. È importante, da questo punto di vista, la collaborazione con l'industria per avere una svolta più veloce rispetto a quello che la politica e le istituzioni possono fare.

  Eleonora Forenza, a nome del gruppo GUE/NGL. – Signor Presidente, onorevoli colleghi, ci troviamo a svolgere un dibattito sull'utilizzo delle materie plastiche e sul ruolo che l'Unione deve svolgere per favorire un'economia circolare di cui non si potrebbe sopravvalutare l'importanza. E lo facciamo a partire da un testo positivo, che sosterremo, e da obiettivi indicati, molto rilevanti. Mi riferisco alla stretta sull'utilizzo delle microplastiche e di materiali usa e getta, e in particolare all'obiettivo che ogni materiale plastico prodotto sia riciclabile entro il 2030.

Vengo da una terra, il Meridione d'Italia, che troppo spesso è stata trasformata nel luogo di discarica dei rifiuti industriali del Nord produttivo d'Italia e d'Europa. Mi sono formata politicamente anche nelle lotte ambientali contro le discariche e gli inceneritori. Da molti anni ormai i comitati propongono un modello "rifiuti zero" e un'economia realmente circolare.

Per raggiungere tale risultato occorre riorientare completamente la produzione delle merci e trasformare radicalmente l'intera economia, e a seguire le abitudini e i comportamenti delle europee e degli europei. Questo è un traguardo che può essere ottenuto soltanto grazie a una grande iniziativa gestita e finanziata dal settore pubblico.

Questa relazione è un enorme passo avanti, che però non può farci dimenticare la contraddizione di un'Unione europea che vota soluzioni positive come questa, mentre continua a implementare politiche neoliberiste di concorrenza e ricerca del profitto, che sono in palese conflitto con gli obiettivi di cui dibattiamo oggi.

  Piernicola Pedicini, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, purtroppo quella della plastica è ancora un'emergenza globale in un'Unione europea che doveva finalmente dare una risposta, forse anche tardiva.

Ancora oggi nell'Unione – adesso l'ha appena ricordato anche il Commissario Katainen – si generano 25 milioni di tonnellate di rifiuti di plastica, di cui solo uno scarso 30 % viene riciclato. Il 31 % – anche questo è stato appena ricordato – di questa plastica viene ancora messa in discarica e ben il 39 % viene addirittura incenerita, neanche fossimo nel Medioevo. E ricordiamoci che alcuni tipi di questa plastica, purtroppo, hanno un aspetto particolare: ci vogliono oltre 400 anni per dissolversi su terraferma.

Perciò, se qualcuno chiede a che cosa serve questa Unione europea, oggi possiamo dire che finalmente una risposta positiva c'è, perché noi riteniamo che il bilancio di questa relazione è positivo. Intanto, perché centra l'obiettivo di ridurre i rifiuti di plastica grazie alla prevenzione, e poi perché è anche un buon risultato quello sugli imballaggi, che entro il 2030 dovranno essere in plastica riutilizzabile e riciclabile.

Si poteva fare certamente di più per aumentare la quota di riciclo di plastica, che è ancora troppo bassa in Unione europea, ma siamo comunque riusciti a vietare la messa in discarica delle plastiche entro il 2030, e questa è per noi una cosa molto positiva.

Avevamo anche chiesto di vietare l'incenerimento della plastica nei cementifici e negli inceneritori, perché generano emissioni che sono dannose per l'ambiente e tossiche per la salute umana, ma purtroppo i nostri emendamenti su questo punto non sono stati adottati. Siamo però riusciti, insieme alle altre forze politiche, a vietare l'utilizzo della plastica oxo-degradabile e anche a vietare l'aggiunta delle microplastiche nei cosmetici, nei prodotti per l'igiene personale, nei detergenti e nei prodotti per la pulizia domestica entro il 2020.

Infine, ricordiamoci che bisogna sempre informare e sensibilizzare i cittadini. La vera rivoluzione la fanno loro quando vanno a fare la spesa nei supermercati, che purtroppo sono ancora pieni di contenitori di plastica che a loro volta vengono imballati in altri contenitori di plastica. Mi chiedo perché mai, ancora ad oggi, si vende frutta già sbucciata dentro contenitori di plastica. Cioè, davvero non abbiamo più neanche il tempo di sbucciare la frutta. Allora, se davvero vogliamo eliminare i rifiuti di plastica, dobbiamo rifiutarci di accettare di comprare la plastica quando facciamo la spesa nei nostri supermercati.

  Sylvie Goddyn, au nom du groupe ENF. – Monsieur le Président, avec dix tonnes de plastique produites par seconde dans le monde et plus de neuf milliards de tonnes accumulées depuis 1950, le plastique est devenu l’archétype du déchet du XXIe siècle.

La production ne s’est jamais arrêtée de croître, à tel point que le plastique déborde de nos poubelles et qu’on le retrouve partout: dans nos océans, dans nos sols, dans les organismes et même dans nos assiettes. Aujourd’hui, tout le monde en est conscient: nous avons affaire à une crise environnementale et sanitaire sans précédent, où les problèmes ont été cachés sous le tapis. À titre d’exemple, seuls 9 % des plastiques que le monde a produits ont été recyclés et nous sommes toujours incapables de récolter correctement l’ensemble des déchets pour les stocker et les retraiter.

Aussi, cette nouvelle stratégie européenne est la bienvenue. Sauf qu’elle débouche sur une fausse bonne solution, celle de créer un nouveau marché pour réemployer le plastique usagé. Dans les faits, il s’agira de promouvoir la production d’une nouvelle génération de plastique plus facilement recyclable et réutilisable par les entreprises. Or, nous constatons tous qu’après le rêve cauchemardesque de la globalisation et de la croissance exponentielle, le monde reprend peu à peu conscience de ses limites, et peut-être même de ses erreurs. La production de plastique à outrance est une erreur et à défaut de nous séparer des plastiques partout où cela est possible, il faut convenir d’une diminution drastique de la production. Je le dis clairement, ce rapport passe à côté de cet objectif vital. Il va même favoriser une relance de cette industrie grâce au concept trompeur de l’économie circulaire. Ne nous voilons pas la face: le recyclage du plastique pose des problèmes, notamment parce qu’il n’est pas exempt de substances chimiques toxiques et en raison du coût du recyclage. C’est pourquoi j’ai déposé deux amendements, qui défendent une vision plus cohérente, avec l’objectif de réduire la pollution au plastique. Il s’agit d’encourager et de privilégier fiscalement les substituts aux matières plastiques, comme le bois, le verre et le carton. Enfin, faisons attention au recyclage dans les pays tiers qui ne respectent pas nos normes.

Malgré tout, je soutiendrai ce rapport. En effet, contre la pollution des plastiques, mieux vaut une stratégie que pas de stratégie du tout.

  Diane James (NI). – Mr President, this week an ambitious plan to clean up the great Pacific garbage patch, or dump, got under way, and it is the Americans taking the lead. The technology involved is impressive: a giant scoop and return of the material to land. The biggest challenge they are having to address is to catch the plastic, and not the marine life. This technology though, addresses just one part of the problem, namely dealing with existing build-up. Part two of the problem is to stop waterborne plastic, principally deposited in rivers, entering into the marine area. Here again the USA, via Baltimore’s ‘Mr Trash Wheel’, has shown the way, removing two million pounds of trash from Baltimore’s inner harbour since 2014.

I cite these two examples because the report appears to be indicating duplication by the European Union, which is totally inefficient and totally ineffective, when solutions exist out there. What I would ask the EU to do is to look at the 10 most polluting rivers in the world, none of which is on the European continent, and to consider incentivising or penalising countries there.

  Françoise Grossetête (PPE). – Monsieur le Président, Monsieur le Vice-Président de la Commission, l’accumulation de la présence de plastique dans l’environnement, particulièrement dans les océans, est devenue insupportable. C’est pour cela que la stratégie plastique européenne est indispensable. La décision de la Chine d’interdire les importations de déchets plastiques européens nous offre une opportunité de créer les conditions d’un véritable marché intérieur pour les matières recyclées. Mais le problème, c’est le recyclage.

Les obstacles à un meilleur recyclage sont essentiellement techniques et économiques. Je pense notamment à l’écart de coût entre les plastiques vierges et les plastiques recyclés.

Il est important d’accompagner non seulement les collectivités locales, mais aussi les entreprises, pour qu’elles fassent les investissements nécessaires et cela, sans doute, par des mesures législatives concrètes. J’ai bien retenu la volonté d’instaurer un prix sur le non recyclable. Je pense que c’est particulièrement important.

Alors, nous avons plusieurs actions à mener: action sur la conception et la composition des plastiques: on a parlé des substances dangereuses; action sur la collecte et le recyclage, je viens d’en parler, il y a beaucoup à faire dans les États membres; action sur les consommateurs, pour apprendre les gestes responsables et écologiques; action pour classer les matériaux; et surtout action pour veiller à la qualité du recyclage, parce que force est de constater que le plastique recyclé pâtit encore d’une très mauvaise réputation et qu’il est nécessaire de sensibiliser les citoyens à une utilisation plus responsable des plastiques et d’améliorer la qualité des plastiques recyclés. C’est une condition pour les rendre plus attractifs aux yeux des consommateurs.

Je pense que le monde doit se réinventer et j’imagine qu’on peut avoir une nouvelle industrie de la ressource secondaire.

Imma, fl-istess ħin, mhux kull plastik huwa ħażin għaliex għandna plastik li huwa materjal versatili, li għandu aktar minn funzjoni waħda, pereżempju biex iżomm l-ikel frisk jew anki fl-użu tal-mediċina jew insulazzjoni. Imma minkejja dan, irridu naċċertaw ruħna li ma jkollniex plastik li jispiċċa fl-ibħra tagħna. Jiena ġejja mill-Baħar Mediterranju u naf kemm din tista’ tkun problema.

L-iskart tal-plastik fil-fatt f’pajjiżi li huma fil-Mediterran huwa fost l-akbar tħassib taċ-ċittadini Ewropej u s-suġġett li qegħdin niddiskutu llum jgħin liċ-ċittadini jagħmlu l-aħjar għażla biex innaqqsu l-iskart u nnaqqsu l-impatt tiegħu. Issa jekk verament irridu nsolvu l-problema, irridu nnaqqsu l-kwantità ta’ plastik li niġġeneraw. U din hija l-opportunità tagħna biex verament ninvestu f’ekonomija ġdida u niżviluppaw swieq ġodda. U għalhekk li rridu niżviluppaw aktar l-innovazzjoni, u li nagħmlu prodotti minn materjal li jintuża aktar minn darba.

Jiena nemmen li dan huwa l-bidu ta’ ekonomija ċirkolari u aktar sostenibbli. Irridu ninvestu wkoll, iżda, f’aktar kuxjenza pubblika għaliex għandna bżonn kampanji pubbliċi u rridu wkoll nippromwovu d-disinn u l-produzzjoni tal-plastik li huma konformi mal-użu aktar minn darba u l-ħtiġijiet ta’ riċiklaġġ.

B’dan il-mod biss jista’ jkollna ekonomija ċirkolari li tnaqqas it-tniġġis mill-plastik u l-impatt negattiv fuq l-ambjent u fuq is-saħħa tan-nies.

  Nils Torvalds (ALDE). – Herr talman! När vi i Finland någon gång i början av 1950-talet övergick från leksaker tillverkade i trä till leksaker tillverkade av plast trodde vi att vi hade tagit ett jättestort steg framåt. Ungefär 70 år senare ser vi att inte heller denna gång var det så.

Samtidigt som vi nu är beslutna att på något sätt begränsa tillverkningen av plast måste vi också reda ut var plasten är en nyttig produkt. Var plasten används och inte kan ersättas med andra medel. Vi har alltså framför oss ett stort utredningsarbete där vi måste vara på det klara med när plast är direkt farlig och livshotande, inte bara för oss människor, utan även för fiskar och djur. Vi måste reda ut var vi kan ersätta den, med produkter ur den finska skogen till exempel, och var vi inte kan ersätta den och därmed måste se till att den fortsätter att tillverkas.

  Davor Škrlec (Verts/ALE). – Poštovani predsjedavajući, ja ću krenuti s jednom statistikom. Ovo sam ljeto proveo anketu među građanima Republike Hrvatske koja je trajala mjesec dana i slušajući Vas ovdje kako trebamo, naravno, dosta truda i novaca uložiti u to da osvijestimo građane kako bismo trebali mijenjati svoje navike, mogu reći da je 96 % građana u toj anketi reklo da je spremno zamijeniti proizvode koje koriste danas od jednokratne plastike za alternativu koja će, naravno, biti puno bolja za okoliš i za sve ove probleme koje smo danas spominjali.

Dakle, gdje zapravo postoji problem? Problem postoji na lokalnoj razini zbog toga što većina država nema dobru infrastrukturu koja bi građanima omogućila upravo ono o čemu smo danas govorili. Da mogu odvojeno prikupljati otpad. Da taj otpad može vrlo brzo postati sekundarna sirovina, što je rekao naš potpredsjednik Komisije, da postane vrijednost za poduzetništvo. Nemamo potpore za naše poduzetnike i gospodarstvo da proizvedu proizvode koji će biti za višekratnu upotrebu, koji će biti od alternativnih materijala. I možemo se pitati da li mi svojim primjerom građanima prikazujemo kako se zapravo treba mijenjati? Kada ste posljednji put u dućanu odbili plastičnu vrećicu za jednokratnu upotrebu koju su vam ponudili?

Dakle, to su problemi o kojima moramo razgovarati, o kojima moramo mijenjati svijest i u koje moramo ulagati novce u budućem proračunu Europske unije.

  John Stuart Agnew (EFDD). – Mr President, I support efforts to reduce the amount of plastic being used because, for the foreseeable future, a lot of it will end up in the open environment, including the oceans, from which it cannot realistically be collected for recycling or anything else.

It is well known that all plastics create fragments as they degrade but we know that fragments of ordinary plastic could accumulate for decades, and perhaps for as long as 100 years as micro-plastics, before they become biodegradable. New plastic goods therefore urgently need to be modified at manufacture so that if they do get into the open environment they will become biodegradable much more quickly than ordinary plastic.

This modified type of plastic is known as oxo-degradable or oxo-biodegradable, and the technology is available here and now from an entrepreneurial firm in my own constituency in the UK. I was therefore astonished to see that Article 42 of the report calls for a ban on this technology without a vote, and I am angered that foreign MEPs should seek to extinguish British innovation.

The Commission has at least gone through the motions of asking for a scientific study on this but, with the greatest respect to the rapporteur, Mr Demesmaeker, neither he nor his colleagues in the Committee on the Environment, Public Health and Food Safety are polymer scientists. They are therefore in no position to come to a conclusion in advance of a scientific report and they have not, in fact, included a single line of evidence in their report to justify such an important decision which they are asking Parliament to make.

I will be voting against this report because only the British Government should have the power to prevent British innovation. If the report succeeds tomorrow it will confirm that the EU favours ideology over science yet again, and that factual evidence is a mere irrelevance.

At the very least, voting on this topic should be delayed until a scientific report is to hand. In my own speciality, of UK agriculture, hundreds of hectares of land are covered in plastic as a frost protection. It can be heavily contaminated with soil when it is removed a few months later, making disposal a major problem. If it was oxo-degradable it could be removed to a building and allowed virtually to disappear.

  Danilo Oscar Lancini (ENF). – Signor Presidente, onorevoli colleghi, dieci fiumi apportano il 93 % dell'inquinamento di plastica del pianeta: otto in Asia, due in Africa, zero in Europa.

Dobbiamo affrontare il problema agendo dove possiamo ottenere un effetto significativo, cioè la raccolta di rifiuti nei paesi asiatici e africani. Riducendo e limitando i prodotti di plastica monouso in Europa non si risolve il problema. I numeri parlano chiaro: il piatto monouso rappresenta solo lo 0,02 % dei manufatti trovati sulle spiagge, e non è quindi significativo a livello europeo. L'Italia ha una quota importante di industria manifatturiera impegnata nella produzione di stoviglie di plastica monouso, che subirà notevoli danni.

Al momento non ci sono alternative alle stoviglie monouso in plastica che garantiscano le stesse prestazioni e la stessa sicurezza igienico-alimentare per i consumatori. Sostituirle con la carta fa sicuramente piacere ai paesi produttori del Nord Europa, gli stessi che promuovono caldamente questa direttiva, ma ciò non va a vantaggio dei cittadini europei e dell'ambiente.

Evitiamo di farci influenzare da false campagne mediatiche e applichiamo pienamente la legislazione esistente sui rifiuti, non ricorrendo a scorciatoie che non hanno effetti decisivi nella risoluzione del problema, ma sono misure di impatto solo sull'opinione pubblica e non sull'ambiente. Ricordiamoci l'esempio dei biocarburanti...

  Annie Schreijer-Pierik (PPE). – Voorzitter, dank aan de rapporteurs en collega's voor de zeer goede samenwerking. We zijn goed op pad. Dit weekend koos de plasticruimer van het project Ocean Cleanup het ruime sop van de Stille Oceaan. Ik ben dan ook trots op initiatiefnemer Boyan Slat, een Nederlandse student van 24 jaar. Hij is ermee begonnen en heeft begrepen wat beleidsmakers eigenlijk al jaren niet begrijpen. Wij moeten handelen. Het is nu tijd om te voorkomen dat de plastic soep toeneemt en de overhand krijgt. De soep moet langzaam worden opgeruimd door projecten als Ocean Cleanup of de vissers in de Noordzee, als ze aan het vissen zijn. Ook die moeten wij gaan helpen.

Onder dat afval bevinden zich helaas ook nogal wat wegwerpvorkjes en dergelijke die onder invloed van zuurstof afbreekbaar zouden zijn, maar dus niet biologisch afbreekbaar blijken in het watermilieu. We worden voor de gek gehouden. Dit is sjoemelplastic! Wij moeten daarom toe naar volledig herbruikbare kunststoffen en een interne markt voor secundaire grondstoffen. Producenten moeten herbruikbare producten gaan ontwerpen. De productie van plastic afval is onaanvaardbaar want microplastics vervuilen ons milieu en onze zeeën.

Voor die herbruikbare kunststoffen is wel een helder beleidskader nodig. Zorgwekkende stoffen mogen bij hergebruik niet in de circulaire grondstoffen terechtkomen, zoals anderen ook al hebben gezegd. Commissaris Katainen, het is tijd voor een helder beleidskader en betere wetgeving. U beschikt over de EFSI-middelen. Laten wij die ook hiervoor gaan gebruiken. Hiermee kunnen we volop aan de slag. En natuurlijk moeten we ook werken aan de nodige promotie: moeders, kinderen, studenten, iedereen kan er wat aan doen.

Tot slot wil ik nog een woord richten tot mijn Engelse collega die net vertrokken is. Ik zou willen zeggen: ga eens een dag op pad met de Engelse vissers. Hopelijk kunnen die u overtuigen, want het is bijna te laat.

  Eric Andrieu (S&D). – Monsieur le Président, entre le début et la fin de mon intervention, 45 tonnes de plastique supplémentaires se retrouveront dans les océans. Comme vous le savez, plus de 13 millions de tonnes de déchets sont rejetées dans nos mers chaque année.

La proposition de la Commission européenne est une goutte d’eau. Ce n’est pas en interdisant les bâtonnets de coton-tige, les couverts, les assiettes, les pailles et les bâtonnets mélangeurs pour boissons et les tiges pour ballons de baudruche que nous allons régler le problème.

Non, les coupables ne sont pas nos citoyens européens qui jettent leurs paquets de chips dans des poubelles recyclables, et il faut arrêter la culpabilisation des consommateurs dictée par l’industrie et les lobbies de l’emballage plastique. Arrêtez avec cette logique néo-libérale, que nous connaissons trop bien en France et qui consiste à dire que la pollution, c’est la faute du consommateur, la crise financière, c’est la faute des ménages et le chômage, c’est la faute des chômeurs.

L’Union européenne doit prendre ses responsabilités et s’attaquer aux vrais pollueurs de la planète: les géants de l’industrie. Croyez-vous vraiment qu’une entreprise comme Coca Cola n’a pas les moyens de changer le modèle économique pour produire moins de plastique?

Nous devons de toute urgence engager un plan Marshall pour les océans, sur la base du principe pollueur-payeur, réglementer de façon stricte et non négociable la production, l’utilisation, la vente, l’importation et le recyclage des produits plastiques. Je propose enfin d’ouvrir le nouveau corps européen de solidarité, que nous avons créé hier, à des projets basés sur le ramassage des déchets. Excusez-moi d’avoir dépassé de 5 tonnes.

  Frédérique Ries (ALDE). – Monsieur le Président, le plastique, au milieu des années 1950, a été une révolution, une invention qui a tout bouleversé: les produits, les quantités, les possibilités, les pratiques et nos comportements aussi. Mais aujourd’hui, ce constat s’impose: nous croulons sous les déchets et nos océans sont en train d’en mourir.

Pour la moitié, il s’agit de ces assiettes, de ces cotons-tiges, de ces pailles, de ces gobelets, de ces bouteilles… tous ces objets du quotidien que l’on utilise une fois, que l’on jette et qui mettent ensuite 500 ans, voire 1 000 ans à se décomposer.

Alors, en tant que rapporteure du Parlement européen sur cette directive sur les plastiques à usage unique, je soutiens bien évidemment l’ambition de Marc Demesmaeker, de promouvoir la dynamique de passage à une économie circulaire des matières plastiques.

Cela étant dit, recycler, c’est, quelque part aussi, encourager la production. Et puis c’est parfois très compliqué, en particulier lorsque les plastiques contiennent des substances chimiques problématiques.

Clairement, la solution durable, c’est réduire la production, la consommation de plastique.

Chaque année, 500 000 tonnes de déchets plastiques sont déversées dans les mers de l’Union européenne, ce n’est plus tenable.

  Margrete Auken (Verts/ALE). – Hr. formand! Tak til Mark Demesmaeker for en fremragende betænkning. Jeg kunne næsten sige, at jeg er fuldstændig enig i, hvad det er, der er udfordringen her, så derfor vil jeg ikke gentage det, men overordnet sige: Tænk på, da jeg i sin tid lavede plasticposeloven, da blev netop den brugt af Kommissionen til at sige, at det var ”small things”. Det var noget, vi ikke skulle tage os af i EU. Og nu har Frans Timmermans indrømmet, at han har taget fejl, og det var med i Jean-Claude Junckers ”State of the Union”-tale - det er noget at fejre! Vi har brug for plastic, det er jo rigtigt, det har flere sagt. Men der må ikke være gift i det. Det skal bruges så lidt som muligt, og det skal kunne genanvendes og genindvindes, der hvor vi i øvrigt skal bruge det. Og lad mig så sige, at det er alletiders chance for os allesammen nu til at gå ud og møde vores vælgere og kunne fortælle dem, at vi faktisk tager en bekymring alvorligt, som nu er blevet fælleseuropæisk. Man skal være på den yderste højrefløj eller medproducent af Oxo for ikke at tage dette dybt alvorligt. Vi sidder jo sammen med Frédérique Ries og arbejder med forbud mod engangsplastik. Det er en meget vigtig lovgivning, der kommer nu. Her vil jeg godt understrege tre ting, som er afgørende: ikke noget gift i plastic – det er jo ikke kun et havmiljøproblem, det er minsandten også et problem for resten af naturen – og vi skal satse på forebyggelse og forebyggelse og forebyggelse! Og lad mig så til slut sige, at jeg synes, at Kommissionen er alt for uambitiøs med Oxo. Vi ved, at det falder bare i småstykker, vi ved, at Symphony prøver at udbrede det i Afrika, i Asien, og det er kun at udbrede mikroplast! Det er ikke at gøre noget som helst godt for vores natur. Og jeg forstår ikke, at vi ikke kan stoppe allerede nu og sige, at dette skal forbydes. Der er videnskabeligt belæg for det.

  Xabier Benito Ziluaga (GUE/NGL). – Señor presidente, la comunidad científica coincide en que el consumo de plásticos pone seriamente en peligro el medio ambiente, y seguramente ustedes lo habrán podido comprobar en verano. Podría ser que en las playas tengamos ya más plásticos que turistas. Pero es que es más —y ahora en serio—: si no hacemos nada, según las Naciones Unidas en 2050 habrá más plásticos que peces en el mar. ¿Ustedes se lo imaginan? Yo creo que sería realmente terrible.

Hay que reconocer que lo que propone la Comisión en esta cuestión va en la buena dirección, pero estamos llegando tarde y, por tanto, no podemos ser insuficientes, como me temo que estamos siendo. De lo que se trata aquí es de cambiar radicalmente nuestra manera de producir y, por tanto también, de consumir, poniendo en el centro, en primer lugar, la reducción drástica de plásticos, la reutilización y, en última instancia, el reciclaje.

Es decir, no se trata solo de crear —y digo «solo»— nuevos materiales o de campañas publicitarias de reciclaje únicamente, sino que se trata de decirle a los mercados, a las empresas, que imágenes como esta de frutas envueltas en plásticos, que ustedes reconocerán, no tienen ya sentido ni cabida. Y para ello los productores de plásticos y los lobbies deben quedar fuera de las futuras tomas de decisiones.

  Mireille D’Ornano (EFDD). – Monsieur le Président, une meilleure gestion des matières plastiques relève d’une urgence absolue quand on sait que plus de 150 millions de tonnes de plastiques se trouveraient dans les océans.

Je suis agréablement surprise de voir aujourd’hui mes collègues se saisir de ce sujet. Pour mémoire, dans une résolution déposée en janvier 2017, je proposais que le Parlement invite d’urgence la Commission européenne à soutenir tous les projets sérieux visant à développer des bateaux permettant d’éliminer les plastiques des océans.

En effet, plusieurs projets très innovants sont apparus dans ce but et n’attendent que d’être soutenus. Malheureusement, les principaux groupes politiques n’ont pas jugé nécessaire de donner suite à ma proposition. Alors oui, on peut discuter des heures durant de l’urgence d’agir, mais qu’attendons-nous pour passer à l’action? Le temps nous est compté avant que les océans ne se transforment en poubelle géante et que la situation ne devienne ingérable.

  Seán Kelly (PPE). – Mr President, we have a plastic problem in Europe. We still use single—use plastic cups for our coffees, plastic straws in our drinks, single—use plastic water bottles and plastic cutlery in many of our cafes and takeaways. This leads to pollution across the continent, particularly in our coastal areas and marine environments, where it has a massive negative impact on our maritime and fisheries sectors, which has obvious implications for human health and indeed tourism.

It is vital that we take immediate action to tackle plastic waste and bring in strict measures at EU level to do so. It is unacceptable that in 2018, we still have such a level of plastic waste. For this reason, I welcome the Commission’s strategy on plastics. I particularly welcome the proposal for a single—use plastics directive, for which I am PPE rapporteur in the Committee on Fisheries (PECH). Of the litter found on our beaches in Europe, 84% is made up of plastic, with 50% being single—use plastic.

We simply must be strong in acting on this and we cannot afford to water down the Commission proposals. Moreover, measures to reduce plastic waste work. In Ireland in 2002, for example, we introduced a levy on plastic bags. The move had an immediate effect on consumer behaviour and a decrease in plastic bag usage from an estimated 328 bags per capita to an estimated 14 bags per capita by 2014.

It is important to properly communicate the facts about plastics to European citizens. We must empower them to reduce their consumption of plastics and to understand the significant environmental damage that has been done. I am hosting a public meeting on this very issue this Friday in my constituency in County Waterford. The people of Waterford know only too well the damage that comes from plastic pollution: they see it every summer as they clean up what tourists leave behind on their beaches. I look forward to meeting them and reporting back to Parliament.

  Jo Leinen (S&D). – Herr Präsident! Es geht nicht darum, Plastik zu verteufeln, weil dieses Material in vielen Bereichen auch nützlich sein kann. Allerdings müssen wir uns bemühen, diese Flut von Plastikprodukten einzudämmen und vor allen Dingen die Wiederverwendung und das Recycling wirklich so konsequent durchzuführen, wie es irgendwie machbar ist.

Die Frage ist ja: Wie können wir Firmen animieren, mit weniger Materialverbrauch aufzutreten? Wie können wir sie animieren, bei Standards schon diesen Vermeidungsaspekt einzubauen? Die Ökodesign-Richtlinie muss auch auf Plastikprodukte ausgeweitet werden. Wie können wir erreichen, dass wir mit Steuersätzen etwas fördern, was wir wollen, und dann gewisse Sorten von Plastikverwendung auch behindern? Wir brauchen auch größere Öffentlichkeitskampagnen, damit die Bürger wissen, wie diese Produkte behandelt und entsorgt werden. Und ich will auch noch eins sagen: Wenn wir Ersatzmaterialien nutzen, dann müssen wir auch genau schauen, ob die wirklich besser sind. Da gibt es auch vieles, was vielleicht gar nicht so gut ist, wie es aussieht.

  Gesine Meissner (ALDE). – Herr Präsident, liebe Kolleginnen und Kollegen. Seit sechzig Jahren hat Plastik unser Leben in vielen Bereichen erleichtert, und es ist aus dem Leben, aus dem Alltag, nicht mehr wegzudenken. Aber es hat eben sehr problematische Folgen. Es findet sich überall da, wo wir es auch nicht haben wollen: in den Flüssen, im Boden und eben auch im Meer. Und das ist ein großes Problem, das wir im Moment haben.

Drei Viertel des Meeresmülls weltweit sind Plastik und pro Jahr werden auf dem globalen Markt 300 Millionen Tonnen Produkte hergestellt, die Plastik enthalten. Wir können nur dreißig Prozent hier in der EU recyceln, und nur sechs Prozent werden wiederverwertet. Das ist viel zu wenig! Wir müssen darum überlegen, was wir tun können, um das zu verbessern.

Ich arbeite gerade an der Schiffsmüll-Richtlinie und gucke, was man tun kann, um wirklich allen Müll an Land zu bringen. Das ist eine Sache. Wir hatten über meine Meeresgruppe vor Kurzem gerade, im April, eine große Plastikausstellung, wo man gucken konnte und anschauen konnte, was die Wissenschaft herausgefunden hat, was es für unterschiedliche Plastik gibt und was sie eben auch an Schaden anrichten kann. Und dann ist es so, dass es durchaus tatsächlich, wie das Jo Leinen gerade sagte, auch viele Chancen bietet, auf neue Produktlinien zu setzen, auf alternative Materialien, die wir verwenden können, oder auch auf Start-ups, die zum Beispiel den Ozean säubern und überall den Müll beseitigen. Wir haben also ganz viele Möglichkeiten, dort etwas zu verbessern, und das sollten wir auf jeden Fall auch tun.

  Reinhard Bütikofer (Verts/ALE). – Herr Präsident, Herr Vizepräsident Katainen, Herr Demesmaeker, sehr geehrte Kolleginnen und Kollegen! Für die Politik stellen sich an der Plastikfront vor allem drei Aufgaben.

Erstens: Wir müssen der Öffentlichkeit bewusst machen, wie weit wir schon an einen Punkt geraten sind, an dem der Plastikmüll uns zu überwältigen droht, sodass Plastik selbst in unserem Essen auftaucht.

Zweitens: Wir müssen der Öffentlichkeit deutlich machen, dass es anders geht.

Und drittens: Wir müssen verlässliche Rahmenbedingungen dafür setzen, die es den Bürgern ermöglichen, sich tatsächlich auch ohne so viel Plastikmüll vernünftig zu bewegen. Dazu hat die Kommission eine ehrgeizige Strategie vorgelegt, die wir alle begrüßen. Dazu haben Sie alle viele Argumente vorgetragen.

Es ist wichtig, uns klarzumachen, wie das halt es so schön heißt: Nichts ist so mächtig wie eine Idee, deren Zeit gekommen ist. Es ist die Zeit gekommen für die Idee, dass der Plastikmüll weg muss – nicht weggeworfen werden muss, sondern gar nicht erst entstehen darf. Und deswegen möchte ich dafür werben, dass möglichst viele von Ihnen am 15. September am Global Clean-up Day teilnehmen, bei dem wir uns weltweit dafür engagieren, dass Plastikmüll nicht unsere Zukunft beherrscht.

  João Ferreira (GUE/NGL). – Senhor Presidente, a produção excessiva de lixo e de resíduos é indissociável dos modelos de produção e de consumo vigentes. Questionar a produção excessiva de lixo e de resíduos, incluindo de plásticos descartáveis, exige necessariamente questionar esses modelos de produção e de consumo. Exige questionar, em última instância, um sistema, o capitalismo, que se funda numa relação irracional e insustentável do homem com a natureza.

O combate a esta irracionalidade não dispensa medidas que, ainda que aparentemente pequenas, podem ter um grande alcance e um grande impacto. Só não dispensa é também as grandes medidas. Umas e outras devem, na sua aplicação, orientar-se por princípios e preocupações de justiça social e não pelo princípio do sacrossanto mercado de que quem paga pode poluir.

Deve também neste domínio privilegiar-se uma abordagem normativa a uma abordagem de mercado, fomentar, a par da redução de resíduos, a reutilização e a reciclagem, por exemplo, ao nível das embalagens. Foi esse o sentido de um parecer da Comissão da Indústria do qual foi relator.

Finalmente, também a investigação científica e desenvolvimento tecnológico têm aqui um papel importante na procura de alternativas mais sustentáveis aos atuais materiais.

  José Inácio Faria (PPE). –Senhor Presidente, caros colegas, os materiais plásticos que são obtidos através dos polímeros orgânicos foram uma imensa descoberta da engenharia química do século passado que trouxeram oportunidade de design de novos produtos devido à sua maleabilidade, dureza, baixo custo e, sobretudo, pela sua durabilidade. Mas se o baixo custo determinou a produção em massa e o uso descartável, a sua durabilidade determinou a perpetuação dos mesmos nos nossos mares e oceanos.

A verdade é que, em conjunto, estas características promoveram o desastre ambiental que hoje reconhecemos e que tão bem estão expostas neste relatório. O facto é que, por causa da irresponsabilidade humana na utilização e eliminação de material plástico, vivemos hoje o drama à escala global da poluição dos oceanos com impacto na biodiversidade que acresce às já difíceis consequências das alterações climáticas.

Por isso, quero congratular o relator deste dossiê pelo excelente trabalho desenvolvido que fará com que com esta diretiva possamos mostrar que a Europa toma posição responsável de liderar o mundo nesta missão de não agravar ainda mais uma situação insustentável.

Mas isso não basta. E não basta porque não podem ser só os europeus os únicos preocupados com o seu material de pesca, a usar alternativas aos plásticos descartáveis, a fazer reciclagem e a pensar em ecodesign. É preciso manter este assunto na agenda mundial da diplomacia climática e é preciso tomar de imediato medidas mais ambiciosas nas relações comerciais da Europa com países terceiros. O que também não basta é termos a coragem para delinear uma estratégia ambiciosa e depois adiarmos as medidas concretas para a sua prossecução.

Caros colegas, o que é preciso é mudar comportamentos da sociedade civil e é preciso que o tecido empresarial seja parceiro neste objetivo. Precisamos, neste esforço conjunto com a Comissão e os Estados-Membros, que as indústrias sejam parte da solução e que a modernização do sector de produção se faça com maior consciência ecológica.

  Jytte Guteland (S&D). – Herr talman, herr kommissionär! Det är dags att EU ännu tydligare i dag tar ledningen och visar att dagens plastkonsumtion inte är hållbar. Plastnedskräpning är ett problem i hela världen, och EU måste mycket tydligare visa ledarskap. Men det handlar också om att EU ska göra sin egen hemläxa. Varje år hamnar uppemot 500 000 ton plastskräp i EU:s havsområden, och Medelhavet är faktiskt det hav som har högst koncentration av plastskräp i hela världen. Om inget görs kommer det år 2050 att finnas mer plast än fisk i haven. Det här är ett vansinne som måste få ett stopp.

När vi nu tar krafttag mot plasternas miljöeffekter måste vi också se till att farliga kemikalier fasas ut och i stället skapa ett giftfritt kretslopp. För, mina vänner, det gäller inte minst alla de mikroplaster som hamnar i våra hav. Medan vi bara ser ungefär en procent av plastbergen i haven ligger det mesta dolt under ytan och drar till sig kemikalier som kan bli skadliga för både människors hälsa och miljön. Jag vill därför att kommissionen också presenterar den handlingsplan för en giftfri miljö som man lovat under sjunde miljöhandlingsprogrammet. Jag vill veta när, och när kommer egentligen den utlovade strategin mot hormonstörande ämnen?

  Pavel Telička (ALDE). – Mr President, first of all, I think we need to say that, in area of the circular economy, we have made significant progress. I don’t want to be repetitive because a lot has been said here today in terms of what the situation is, the challenges, the objectives and how to meet them, and that is something that I can subscribe to. However, let me just add a different point of view.

We have just adopted and brought into force the legislation on the circular economy, all the directives that we have thoroughly negotiated. I think that we need to have a look not just at the strategy but also at the plastics proposal. How does it fit with the system? Take, for example, the collection target for beverage bottles: I have no problem with being ambitious but does it fit entirely? I mean, are we not in fact diluting the targets we have? Eventually, is there something that we need to do to prevent discrimination between products, or an additional requirements for extending producers’ liability? Again, this is an important issue, but what about consumers? In terms of the whole chain, we can’t put the burden on producers for the misbehaviour of consumers.

So a number of issues need to be looked into, including awareness, and I’m sure that if we manage to fit this piece properly into the system that we have established then we can deliver results.

Šiandien svarstoma plastiko strategija yra ambicingas siekis paversti plastiko perdirbimą pelningu verslu, skatinant spartesnį perėjimą prie žiedinės ekonomikos ir inovacijų plėtrą. Sveikindamas šią iniciatyvą vis dėl to norėčiau atkreipti dėmesį į kelis momentus. Visų pirma turime kalbėti apie švarią žiedinę ekonomiką. Nors ir perdirbtas, bet nuolat cirkuliuojantis toksiškas plastikas kels ne ką mažesnį pavojų aplinkai ir žmonių sveikatai. Rengdamas Žemės ūkio kaimo plėtros komiteto nuomonę apie vienkartinio plastiko gaminių poveikio aplinkai mažinimą pasiūliau naudoti žiedinės netoksiškos ekonomikos sąvoką. Daugkartinis švarių ir netoksiškų gaminių naudojimas, štai kas turi tapti pagrindu.

  Henna Virkkunen (PPE). – Arvoisa puhemies, muovistrategian tärkein tavoite on vähentää muovijätettä. Hyvä uutinen oli se, että meillä on vielä paljon tehtävää, huono uutinen toki se, että muovijäte lisääntyy koko ajan valtavasti eri puolilla maailmaa. Esiin tuli se huolestuttava tieto, että edelleen vain 30 prosenttia muovista kierrätetään, noin 30 prosenttia menee kaatopaikoille ja noin 30 prosenttia menee poltettavaksi. Tärkein tavoite on nyt pyrkiä kokonaan estämään muovijätteen syntyminen. Sillä on sekä talouden että ympäristön kannalta iso vaikutus.

Meillä on jo paljon meneillään asian eteen. Uusi jätedirektiivi velvoittaa jäsenmaat järjestämään muoville kierrätyksen ja lajittelun. Se on tärkeä askel. Samoin komissio on esittänyt, että jatkossa muovin tulisi olla kokonaan kierrätettävää ja myös tietyistä kertakäyttömuoveista tultaisiin luopumaan. Yksi esitys, mikä sisältyy komission monivuotiseen rahoituskehykseen, on tietynlaisen muoviveron käyttöönotto, mikä entisestään patistaisi jäsenmaita muovin kierrätykseen.

Meillä on edelleen paljon tehtävää. Yksi tärkeimmistä asioista kuluttajan kannalta on se, että tarvitsemme selkeämpiä merkintöjä siitä, mitä muoveja voidaan kierrättää ja millä tavalla ne tulee lajitella. Toisaalta myös teollisuus tarvitsee yhtenäisiä standardeja siihen, millä tavalla kierrätettyjä muoveja voidaan käyttää. Näissä molemmissa on vielä paljon työtä tehtävänä. Samoin kuin siinä, että meidän on investoitava riittävästi alan tutkimukseen ja tuotekehitykseen, jotta voimme löytää muoveille myös kestäviä biopohjaisia korvaajia, jotka ovat ympäristöystävällisiä. Tällaista työtä on meneillään eri puolilla Eurooppaa ja on tärkeää, että suuntaamme tähän tutkimusvoimavaroja.

Totta kai tämä on myös isosti kansainvälinen kysymys. Eurooppaan tulee muovia kaikkialta maailmasta samalla tavalla kuin Euroopasta viedään muovia muualle maailmaan. On tärkeää, että pyrimme myös tekemään tässä kansainvälistä yhteistyötä ja standardeja. Olen hyvin tyytyväinen siihen, että kesällä Kiinan kanssa allekirjoitettiin sopimus kiertotalouden edistämisestä yhteisesti, koska ilman muuta tässä on yhteinen intressi molemmilla.

  Monika Smolková (S&D). – Vážený pán predsedajúci, obehové hospodárstvo dnes predstavuje veľmi významnú príležitosť pre regióny a mestá pre najbližšie obdobie.

Alarmujúcim aspektom súčasného lineárneho hospodárstva je aj nadprodukcia plastov. Pohodené plasty nájdeme na ulici, v lesoch, vodných nádržiach, v národných parkoch aj v moriach. Sú všade okolo nás ako nepotrebný odpad. Preto je potrebné oceniť kroky Komisie v tom, že v rámci programu Horizont 2020 sa vyčlení ďalších 100 miliónov eur na podporu investícií do riešenia obehového hospodárstva. Aj do budúcej kohéznej politiky by sme preto mali zaviesť viacúrovňové stimuly pre znižovanie produkcie plastov. Na výrobu plastov musíme pozerať ako na cyklus výroby, použitie až po ich recykláciu, resp. bezpečné zneškodnenie.

Ale plne sa prihováram a podporujem nahradenie plastov novými druhmi obalového materiálu, ktorý má minimálny vplyv na životné prostredie, je rozložiteľný a v konečnom dôsledku aj zdravotne nezávadný.

  Elsi Katainen (ALDE). – Arvoisa puhemies, maailma todellakin on hukkumassa muoviin ja tarvitsemme kunnianhimoisen muovistrategian. Meidän on pysäytettävä muovin kulkeutuminen ruokaan, veteen, elimistöömme. Pelkkä strategia ei kuitenkaan riitä, tarvitsemme kunnianhimoisempaa lainsäädäntöä, joka velvoittaa kierrättämään ja uudelleenkäyttämään muovia, sillä hyppy muovittomaan maailmaan ei todellakaan käy hetkessä.

Meidän on myös kehitettävä vaihtoehtoisia materiaaleja muoville edelleenkin. Esimerkiksi hoitamalla metsät kestävästi voimme torjua ilmastonmuutosta ja korvata puupohjaisilla raaka-aineilla monet muovituotteet. On myös annettava tilaa kaikille muovin kierrätystä edistäville innovaatioille ja ratkaisulle. Tulisi tiedostaa esimerkiksi kemiallisen kierrätyksen valtava potentiaali yhtenä muovihaasteen merkittävänä ratkaisijana. Muovin kestävän käytön haasteeseen vastaaminen edellyttää panostamista huipputieteeseen, missä esimerkiksi Horisontti Eurooppa -ohjelmalla on valtava merkitys.

  Linnéa Engström (Verts/ALE). – Herr talman, herr kommissionär! I dag debatterar vi plasthotet. Det tar tjugo sekunder att producera ny plast, tjugo minuter att använda den och mer än 400 år för den att brytas ner i miljön. Pratar vi om våra hav, så bryts den ju aldrig ner utan finfördelas bara till mikroplast, som i slutändan hamnar i våra kroppar. Vi har inte tid; vi måste ta tag i detta stora miljöhot nu. Det är därför jag välkomnar kommissionens förslag att förbjuda tio engångsartiklar i plast. Men tyvärr räcker det inte; vi behöver vara mycket mer ambitiösa och ta krafttag mot detta plasthot. Vi måste höja ambitionerna så att alla tar sitt ansvar. Låt oss verkligen samarbeta nu, alla tillsammans, för att minska vårt plastberoende. Näringslivet, det civila samhället, vi här i EU-systemet och alla medlemsstater – vi har allt att vinna på att dissa plasten.

  Christophe Hansen (PPE). – Monsieur le Président, je remercie Monsieur de Demesmaeker pour ce rapport remarquable et le travail qu’il a fait.

Mesdames et Messieurs, 87 % de nos concitoyens sont préoccupés par les dommages causés par le plastique. Je fais partie de ces 87 % parce que moi aussi, je veux laisser une planète vivable aux générations futures.

Ce matin, Jean-Claude Juncker a affirmé sa volonté de consacrer la réduction de l’utilisation des matières plastiques dans la législation européenne. La proposition sur les matières plastiques à usage unique, à laquelle faisait référence M. Juncker, manque encore d’ambition à mon goût. C’est la raison pour laquelle j’ai déposé un amendement qui oblige les États membres à réduire de 50 % leur consommation nationale de plastique. Un petit clin d’œil, peut-être aussi, à la présidence autrichienne, ici présente: le Parlement européen sera certainement prêt pour conclure ce dossier sous votre présidence.

Nous pouvons encore faire plus: premièrement, assurer l’innovation nécessaire pour une politique d’économie circulaire post-2020; deuxièmement, développer un secteur dynamique en matière d’innovation et de recherche pour concevoir les alternatives aux plastiques; troisièmement, agir pour accélérer ce que j’appelle le «Plexit», la sortie du plastique.

Chers collègues, il nous faut également un accord rapide, avant les élections de 2019, sur le cadre financier pluriannuel (CFP). Permettez-moi, puisque j’ai encore un peu de temps, de réagir à certaines remarques de mes collègues qui ne sont plus là. M. Agnew nous a parlé des plastiques oxodégradables, mais en fait ces plastiques sont aussi fabriqués à base de pétrole. Un additif y est ajouté, mais leurs répercussions sur la santé animale, sur la santé humaine et sur l’environnement sont les mêmes que celle des plastiques classiques.

M. Lancini a dit qu’il n’existe aucune alternative à certains des produits qui sont visés par la proposition sur les plastiques à usage unique. Je me dois de lui dire que ces alternatives existent déjà; elles sont un peu plus chères, mais la demande va croître et les prix deviendront abordables.

  Massimo Paolucci (S&D). – Signora Presidente, onorevoli colleghi, li hanno ricordati altri colleghi i numeri incredibili del consumo della plastica. Quando avrò finito di parlare, nel mondo saranno state acquistate un milione di bottiglie di plastica.

Io credo che, come stiamo facendo in questi mesi, il nostro primo obiettivo deve essere quello di informare: campagne di sensibilizzazione, una battaglia culturale. Servono i divieti, ma noi dobbiamo innanzitutto lavorare per convincere i cittadini europei che è possibile fare diversamente, che è possibile superare uno stile di vita basato sull'usa e getta, quella che Papa Francesco nella sua splendida enciclica ha chiamato "la cultura dello scarto".

E il nostro Nord, la nostra bussola, deve essere sempre l'economia circolare. Noi abbiamo bisogno di interventi che siano coordinati. Ecco perché ho proposto, ad esempio, sulla plastica monouso, che la responsabilità estesa del produttore preveda quote da pagare che siano proporzionali alla durata del prodotto, alla sua riciclabilità.

  Izaskun Bilbao Barandica (ALDE). – Señora presidenta, quiero felicitar al señor Demesmaeker por este informe sobre la política europea para el plástico, porque estamos ante una oportunidad que no hay que desperdiciar. La ciudadanía de la Unión tiene una sensibilidad creciente sobre los efectos ambientales que produce este material, lo que favorece el necesario cambio de hábitos para avanzar en una revolución necesaria.

Un cambio que nos obliga, para empezar, a reciclar mucho más que el 30 % del plástico desechable que recogemos ahora con ese fin. Esta misma conciencia ambiental está impulsando iniciativas tecnológicas que van a centrar el diseño de los envases de plástico en la circularidad en vez de en el reciclaje. Un movimiento que impulsará la innovación y creará riqueza y empleo sostenibles.

También tenemos una normativa avanzada sobre residuos, y sabemos que diseñar la que regulará el mercado de materias primas secundarias, implantando estándares de calidad y estimulando los cambios con medidas fiscales, es el siguiente paso. Por eso, animo a que los programas europeos de innovación se sumen a este movimiento, tratando con especial cariño las iniciativas y emprendimientos en este sector de la economía circular.

  Tilly Metz (Verts/ALE). – Frau Präsidentin! 25,8 Millionen Tonnen Plastikabfall werden pro Jahr in der EU erzeugt. Davon werden weniger als 30 % rezykliert. Zwischen 150 000 und 500 000 Tonnen Plastik enden jährlich im Meer mit verheerenden Auswirkungen auf die Ökosysteme der Meere. Tiere wie zum Beispiel Fische, Schildkröten und Vögel verfangen sich oder ersticken im Plastik. Auch an Land richtet Plastikabfall großen Schaden an mit wiederum katastrophalen Folgen für die Tiere. Menschen erleiden auch Schaden. Mikroplastik, das unter anderem durch Kosmetikprodukte vorhanden sein kann, kann in die Meere oder sogar in die Nahrungskette gelangen – mit potenziellen gesundheitlichen Folgen. Und durch das Nichtwiederverwenden von Plastik verlieren wir jährlich zwischen 70 und 105 Milliarden.

Nun muss gehandelt werden! Die Kosten für Umwelt und Gesundheit müssen berücksichtigt werden. Verkauf, Verbrauch und Abfall müssen besser reguliert werden. Und vor allem müssen und werden wir handeln, um die Gesundheit und die Umwelt der Bürger und Bürgerinnen zu schützen.

  Stanislav Polčák (PPE). – Paní předsedající, já si dovolím naši pozornost upřít na tu druhou část společné debaty, a to je právě na otázku: Jak řešit závažné problémy na pomezí právních předpisů týkajících se chemických látek, výrobků a odpadů? V lednu tohoto roku Komise publikovala sdělení, kde řešila možnosti, jak řešit otázky právě na pomezí právních předpisů týkajících se těchto chemických látek. Cílem sdělení je prosazovat v rámci Unie širokou diskusi a hledat způsob, jak by bylo možné řešit hlavní zjištěné problémy.

Zabýváme se čtyřmi kritickými problémy. Nedostatečnými informacemi o látkách vzbuzujících obavy, které jsou přítomny ve výrobcích a odpadech. Za druhé, přítomností látek vzbuzujících obavy v recyklovaných materiálech. Za třetí, nejistotou ohledně toho, jak je bezpečné s těmito materiály nakládat a zda mohou přestat býti odpadem. Za čtvrté, obtížemi při uplatňování metodiky. Závěry sdělení Komise jsou tedy zmíněné čtyři problémy. Měli bychom řešit tyto problémy proto, abychom neměli překážky v oběhovém hospodářství. Ambicí musí být dosažení plného souladu mezi právními předpisy.

Mám tedy následující dvě otázky na Radu. Jak se staví Rada k uvedeným otázkám a k možným opatřením, která navrhla Komise k řešení čtyř nejdůležitějších problémů? A konkrétněji, jak chce Rada přispět k dalšímu sjednocování výkladu a uplatňování ustanovení týkajících se materiálů, které přestaly být odpadem ze strany členských států?

  Tiemo Wölken (S&D). –Frau Präsidentin! Kommissionspräsident Juncker hat es vorhin in seiner Rede gesagt: Die Vorschläge aus der Plastik-Strategie müssen noch vor der Wahl umgesetzt werden. Und ich bin seiner Meinung: Wir müssen hier ehrgeizig zupacken, denn die Vorschläge der Kommission haben es verdient.

Das Problem des Plastikmülls ist ein Problem, das viele Bereiche betrifft, so zum Beispiel die Verschmutzung der Meere. Morgen stimmen wir im Umweltausschuss über die sogenannten Hafenauffangeinrichtungen ab. Dabei geht es darum, den Müll von Schiffen nicht im Meer zu versenken, sondern in Häfen abzugeben. Um hierfür einen Anreiz zu haben, brauchen wir ein System der Pauschalgebühren, damit es Schiffe nichts kostet, Müll in Häfen abzugeben. Und da gucke ich insbesondere zu den Kolleginnen und Kollegen aus dem Ausschuss für Verkehr und Tourismus, die nach uns darüber abstimmen und sich vielleicht an unserem Bericht orientieren können.

Daneben ist natürlich ein großes Problem Mikroplastik, das in der Umwelt landet, zum Beispiel durch Autoreifen oder Abrieb von Waschmaschinen. Wir werden über kurz oder lang, wenn wir den Verbrauch nicht reduzieren, auf Filtertechniken zurückgreifen müssen, und ich möchte nicht, dass allein die Verbraucherinnen und Verbraucher die Kosten dafür tragen.

  Florent Marcellesi (Verts/ALE). – Señora presidenta, cada año se vierten más de ocho millones de toneladas de plástico en nuestros mares y océanos. Para que se hagan una idea, esto ya ha generado en el Pacífico una isla del tamaño de España, Italia y Francia juntas. La mayoría de esos plásticos fueron de un solo uso, pero su degradación, que puede alargarse hasta 1 000 años, está inundando nuestros mares de microplásticos que luego acaban en nuestra comida o en nuestros platos.

Puede que los plásticos que usamos una sola vez cuesten poco dinero, pero lo que no se ve —y ese es el problema— es el precio que pagamos las personas: nuestra salud y el medio ambiente. Por eso los Verdes europeos insistimos tanto en la prevención y en que el precio a la hora de producir plásticos refleje sus costes reales directos e indirectos. Imágenes ridículas que todos hemos visto, como estas frutas individualmente empaquetadas en plástico, tienen que terminar ya.

  Simona Bonafè (S&D). – Signora Presidente, onorevoli colleghi, intanto, come relatrice ombra, mi faccia ringraziare il relatore Demesmaeker e tutti gli altri colleghi per il lavoro fatto insieme e per l'ottima cooperazione che ha portato all'adozione di un testo condiviso e ben centrato.

L'obiettivo del Parlamento è quello di supportare la Commissione verso una nuova economia della plastica sostenibile, in grado di coniugare lo sviluppo economico con la protezione dell'ambiente e della salute umana. Oggi sono ancora troppi i prodotti in plastica presenti sul mercato che non possono essere riciclati o riutilizzati e che, nel migliore dei casi, possono essere smaltiti solo negli inceneritori o nelle discariche, mentre nel peggiore dei casi vengono dispersi nell'ambiente sia marino che terrestre, con gravi danni sia per la di biodiversità che per le attività economiche come la pesca o il turismo.

Bene, non abbiamo più tempo. Attraverso la relazione che voteremo domani il Parlamento chiede un impegno concreto per un cambio di passo alla Commissione e a tutti gli stakeholder coinvolti, e definisce una serie di misure concrete per fare in modo che la materia plastica venga progettata, prodotta e consumata e che il suo fine vita sia gestito secondo i principi dell'economia circolare.

L'altro punto su cui la nostra posizione è molto chiara è quello della necessità di azioni immediate e urgenti per combattere l'altro grande problema: l'inquinamento marino derivante dalla plastica. Personalmente ho ritenuto importante introdurre tra queste misure anche quella del contributo che i pescatori stanno dando alla pulizia dei nostri mari attraverso la cosiddetta pesca passiva. Sono orgogliosa che uno dei progetti pilota di questo tipo, "Arcipelago pulito", sia avvenuto nella mia regione, la Toscana. Anche in base agli importanti risultati ottenuti abbiamo voluto sottolineare come progetti simili dovranno essere incentivati in tutta l'Unione europea e che l'onere per la gestione dei rifiuti plastici recuperati non dovrà mai ricadere sui pescatori. Sarà importante che questa misura sia recepita anche nella nuova direttiva sulle infrastrutture portuali attualmente in negoziazione.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, l'inquinamento da plastica rappresenta una delle emergenze ambientali più gravi dei nostri tempi, sulla quale occorre intervenire presto e in modo coordinato. Ogni anno generiamo in Europa circa 26 milioni di tonnellate di rifiuti di plastica, di cui meno del 30 % sono raccolti a fini di riciclaggio.

La principale sfida della strategia sulla plastica messa a punto dalla Commissione è quella di produrre e utilizzare la plastica in modo sostenibile, al fine di ridurre la produzione di rifiuti. Dobbiamo quindi agire in maniera intelligente e creare la necessità di chiudere il cerchio dell'economia circolare.

Se da un lato, quindi, va migliorata la qualità del riciclaggio, arginare i rifiuti di plastica e indirizzare gli investimenti e l'innovazione verso soluzioni circolari, dall'altro è indispensabile creare un mercato interno stabile per le materie prime secondarie, rimuovendo gli ostacoli che questo mercato si trova ad affrontare, cominciando dal rapporto tra il prezzo di vendita delle materie prime vergini e quello delle materie prime secondarie.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, θέλω κατ’ αρχάς να συγχαρώ τον εισηγητή, τον κύριο Demesmaeker, για την εισήγησή του· νομίζω ότι έχει καλύψει όλα τα βασικά θέματα διότι πραγματικά τα πλαστικά είναι ιδιαίτερα επικίνδυνα για το περιβάλλον. Τα παραδείγματα που αναφέρθηκαν για την καταστροφή του περιβάλλοντος, ιδίως ότι έχουν γεμίσει οι ωκεανοί με πλαστικά, είναι γνωστά. Αυτό ενδιαφέρει ιδίως την Ελλάδα, διότι εμείς έχουμε καθαρές θάλασσες και θέλουμε να διατηρήσουμε τις θάλασσές μας καθαρές. Αλλά αντιλαμβάνεστε ότι, όταν σε άλλα κράτη δεν υπάρχει αυτή η προστασία και υπάρχει αλόγιστη χρήση των πλαστικών, δημιουργούνται προβλήματα και για την Ελλάδα. Επομένως, είμαστε αυτοί που επιμένουμε ότι πρέπει να ληφθούν μέτρα και φυσικά αυτό μπορεί να γίνει, κυρίως, στηριζόμενοι στην κυκλική οικονομία, διότι μόνο μέσα από την κυκλική οικονομία μπορεί να υπάρξει ανακύκλωση, μπορεί να υπάρξει η πρόληψη και, βεβαίως, μπορεί να υπάρξουν διαδικασίες προστασίας. Χρειάζονται, φυσικά, και φορολογικά κίνητρα προκειμένου να αντιμετωπιστεί όλο το πρόβλημα το οποίο συζητούμε.

  Ana Miranda (Verts/ALE). – Senhora Presidente, parabéns ao relator que sabe muito bem da importância do mar para muitos povos, como o meu. O lixo de plástico no mar é um grande problema. 80% do lixo no mar é plástico, microplástico, tão abundante que já faz parte do nosso ecossistema. O microplástico absorve outros poluentes como pesticidas e materiais pesados que provocam problemas de saúde.

O setor marítimo, ecologista, está muito preocupado e quer pescar peixe e não sacos de plástico ou garrafas. Por isso, precisamos de uma política ambiciosa e que não se fique por uma política tímida, mas radical e urgente, porque o modelo já não serve. O modelo de produzir e de consumir já não serve. E a economia circular é uma oportunidade, antes que o lixo nos invada por terra e por mar.

  Younous Omarjee (GUE/NGL). – Madame la Présidente, ce dont nous parlons, c’est d’une véritable catastrophe écologique car près de la moitié des 10 milliards de tonnes de plastique produites ont fini dans la nature et au fond des océans. Nous devons avoir à l’esprit que d’ici 2050, avec la progression démographique, 28,7 milliards de tonnes de plastique seront générées, c’est-à-dire près du triple de tout le plastique produit jusqu’à maintenant. C’est dire l’ampleur du défi qui est devant nous. Nous devrions avoir honte d’avoir fait de nos océans des poubelles. Si nous ne faisons rien, il ne faudra plus demain parler de «septième continent plastique», mais d’une «planète plastique».

C’est pourquoi il faut des mesures ambitieuses, des mesures radicales. Je veux terminer par un mot concernant les mégots de cigarettes. Les gens ignorent que lorsqu’ils fument une cigarette, ils fument le plastique. Nous devons donc demander aux industriels d’en modifier la composition, car les mégots de cigarettes sont de véritables fléaux pour l’environnement.

  Γεώργιος Επιτήδειος (NI). – Κυρία Πρόεδρε, οι πλαστικές ύλες αποτελούν πλέον σημαντική παράμετρο για την ζωή των πολιτών αλλά και την οικονομία ενός κράτους. Λόγω του χαμηλού όμως επιπέδου συλλογής και ανακυκλώσεώς τους, μολύνουν το περιβάλλον και δημιουργούν προβλήματα στην υγεία, κυρίως, όταν εισέρχονται στη διατροφική αλυσίδα· επίσης, καταστρέφουν και τα θαλάσσια οικοσυστήματα όταν καταλήγουν σε θάλασσες και ωκεανούς. Για να αντιμετωπιστεί αυτό το πρόβλημα, θα πρέπει και τα κράτη αλλά και η Ευρωπαϊκή Ένωση να θεσπίσουν ουσιαστικούς νόμους ούτως ώστε να ελέγξουν την κυκλοφορία και την κίνηση των πλαστικών μιας χρήσεως αλλά και των υπολοίπων πλαστικών αποβλήτων για να μην καταλήγουν στις θάλασσες. Επίσης, θα πρέπει να ανεβάσουν το επίπεδο συλλογής και ανακυκλώσεώς τους ούτως ώστε από απόβλητα να κατορθώσουν να εξελιχθούν σε σημαντικούς συντελεστές για την ανάπτυξη της οικονομίας μιας χώρας.

  Clara Eugenia Aguilera García (S&D). – Señora presidenta, es una satisfacción escuchar la unanimidad de esta Cámara, de todos los colegas de distintos grupos políticos, a la hora de ver cómo atender a la necesidad que tenemos de abordar la eliminación del plástico en el uso habitual de nuestra vida. El plástico tiene, sin duda, usos que son interesantes y que nos han facilitado la vida, pero tenemos que ser conscientes de que esa utilidad que nos ha dado a la sociedad ahora es un gran problema.

Nos hemos excedido en el uso de los plásticos en demasiadas aplicaciones. Por tanto, hay que tomar medidas y por eso felicito a la Comisión porque la estrategia, la Directiva que ya estamos debatiendo, va por el buen camino. Aprovechemos antes de que acabe la legislatura para tomar medidas en esa reducción de plásticos, en esa educación en los hábitos e información a los consumidores y en la innovación y en las nuevas oportunidades para los sectores económicos.

  Igor Šoltes (Verts/ALE). – Gospa predsednica, torej, izzivi plastike, ki so pred nami, so pomembni po eni strani tako za ekonomijo, gospodarstvo kot tudi za ekologijo, predvsem pa tudi za naše zdravje, ker posledice uživanja mikroplastike so res katastrofalne. In če je človeštvo živelo toliko let in stoletij brez plastike, ko je plastika postala potem izziv in razvojni koncept človeštva, zdaj seveda lahko postane tudi naš grobar.

Ampak toliko plastike, kolikor jo proizvedemo, je tudi seveda proizvod potrošniške družbe. In mislim, da je čas, da v tem celotnem paketu pomislimo tudi na to, da poskušamo vplivati na gospodarske družbe, da proizvajajo produkte, ki niso samo za enkratno uporabo, in da način razumevanja in ravnanja s plastiko privedemo tudi do potrošnikov, ker konec koncev se vse konča in začne tudi v glavah.

Tako da imamo po eni strani odgovornost Evrope, po drugi strani držav članic, lokalne skupnosti in pa seveda vsakega posameznika.

Le skupaj seveda lahko premagamo to zlo v skupno dobro.

  Ricardo Serrão Santos (S&D). – Senhora Presidente, a discussão à volta do problema dos plásticos e o impacto no ambiente é um problema global, mas que a União Europeia tem liderado. Esta luta não é contra os plásticos. O que queremos, sim, enfrentar é a forma como são utilizados e o que acontece após deixarem de ser úteis.

Recebi com agrado as propostas da Comissão para enfrentar a questão e para as quais este Parlamento tem vindo a contribuir de forma decisiva. Tenho organizado vários debates sobre o tema, em particular do impacto nos oceanos e as formas de o contornar. Concluo, tal como os relatores, que este assunto só se resolve de forma abrangente e a economia circular dos plásticos é uma parte importante do problema que tem que ser fomentada.

Evitar que os plásticos cheguem ao mar é evitar que eles cheguem à nossa mesa. Desta forma, melhorar o destino dos plásticos utilizados é uma forma de reduzir esse impacto.

  Soledad Cabezón Ruiz (S&D). – Señora presidenta, proteger el medio ambiente es imprescindible como garantía de futuro. Pero, mientras tanto, los plásticos asfixian el mar. Más del 80 % de la basura marina corresponde a los plásticos. La Unión Europea genera nada más y nada menos que 25 —casi 26— millones de toneladas al año. Esto es mucho, muchos residuos por nuestra parte y muy poco reciclaje: menos del 30 %.

Esto supone un gran reto que no admite demora. Necesita de iniciativas legislativas concretas por parte de la Comisión, iniciativas que estimulen la economía hacia una transición de las empresas hacia la economía circular, una economía sostenible. Necesitamos medidas de prevención, de educación de la población. Necesitamos implicar a los municipios si queremos que esta estrategia tenga éxito. Y necesitamos una medida específica para comenzar a limpiar los mares de plástico, que ya es una realidad.

  Jyrki Katainen, Vice-President of the Commission. – Madam President, honourable Members, thank you all very much for this excellent debate. I believe that the circular economy will be one of the mega-trends in the coming years in the world economy. The second mega-trend is based on artificial intelligence, and these two are the ones which will reshape our societies and economy in the coming years. That is why I’m so glad that, as today’s debate here in the European Parliament has shown, this is one of the issues – the circular economy and the plastic strategy as part of it – which unite us.

I don’t remember any other policy areas in this House in which the debate would have been so consensual. We share the same concerns and the same challenges, and we are trying, more or less, to find a solution from the same part of the world. So I really want to thank the House for its contribution to the circular economy. Actually, I would like to congratulate the European Parliament, and I hope that you congratulate the Commission and the Council also, on the fact that during this election period we have created a new policy which is called ‘circular economy’ in Europe.

That is the reason why Europe is leading circular economy development in the world. The US is far behind us. China is the second best.

Talking about China, I participated in a high-level economic dialogue last June in Beijing, an EU-China dialogue, and right after that we had the EU-China summit in Beijing at which we discussed deepening our cooperation, especially on circular economy. We actually signed a memorandum of understanding (MoU) with our Chinese counterpart on enhanced cooperation between the EU and China on circular economy.

Plastics is one part of that. I was discussing with my counterpart the possibility that we might manage to create a joint or common quality standard for plastic packages in China and Europe. If we did that, it would create an enormous market for the recycling of plastic waste. So there are lots of opportunities.

Today we are losing 95% of the value of plastic packages, and it simply doesn’t make any sense. Plastic waste has a value and today we are losing most of this value, simply because we have not developed good policies to recycle plastic. Only 6% of the plastic in our market is recycled plastic. So this means that there are huge opportunities, but we just need better policies which encourage raising the quality of plastics – and there, for instance, the quality standard for plastic packages is of the utmost importance.

My final word is on the plastic levy, which is part of our Multiannual Financial Framework proposal. I do hope that we get it through. If it is not possible to get it through, I really hope that Member States could look at it as a national solution.

Taxation or levies can create healthy incentives to the economy. If we start taxing something it will create incentives to change behaviour, and if we put a levy on unrecycled recyclable plastic it is a good incentive for changing our business models.

So once more I want to thank you for your contribution. Let’s continue our good cooperation.

  Karoline Edtstadler, President-in-Office of the Council. – Madam President, from my little experience with debates in this House, I got the impression that it must have been one of the rare debates where all the Members of this House are of the same opinion, no matter for which reason or from which political party they belong to, and I also want to thank you for this very fruitful discussion. We are all of the same opinion: there is the absolute need to reduce the plastic in our lives to a minimum level and to better use this in general useful material. It was also mentioned that much can be done at a regional level, for example with awareness-raising campaigns. Well, yes, it seems so easy at first sight to reduce the plastic in your life, but if you have ever tried to buy fruit, vegetables or meat and milk products in a supermarket without buying loads of plastic, you would have found out that it is much harder to do this and to manage this than you at first think.

Let me assure you that the Austrian Presidency attaches great importance to the circular economy and Treaty-related files such as the reduction of the impact of certain plastic products on the environment. But we still have to do more, and I agree with many Members who mentioned that. Thus, the Council looks forward to the results of the Commission’s public consultations addressing the interface between chemical product and waste legislation, which is still ongoing until 29 October.

To conclude, let me underline that the Council is and will remain open for discussions and cooperation with you, honourable Members, and of course with the Commission and interested stakeholders, in order to define a path forward to a truly circular economy.

  Doru-Claudian Frunzulică (S&D), in writing. – The way plastics are produced, used and disposed of today has devastating environmental, climate and economic drawbacks and potential negative health impacts on both humans and animals. I very much welcome this report, which tackles successively the need to move from design for recycling to design for circularity, the creation of a genuine single market for recycled plastics, prevention of plastic waste generation, as well as innovation and global action. A stable internal market for secondary raw materials is indispensable for safeguarding the transition to a circular economy, therefore the obstacles this market confronts with have to be fully addressed, while laying the ground for a level playing field. Indeed, the EU Plastic Strategy constitutes a necessary step forward in the EU’s transition towards a circular economy and as well as a crucial tool towards attaining the Sustainable Development Goal to prevent and reduce marine litter. Preventing the generation of plastic waste upfront and boosting our plastics recycling performance are both essential. Moreover, I strongly share the opinion that the plastics strategy should also be used as a lever for encouraging new, smart and circular business, production and consumption models covering the entire value chain.

  Maria Grapini (S&D), în scris. – În Europa se produc anual 26 de milioane de tone de deșeuri din plastic. Aproximativ 79 000 de tone din acest tip de deșeuri ajung în oceane, pe o suprafață de 1,6 milioane de kilometri pătrați . Datorită răspândirii pe o suprafață atât de mare, 90 % din păsările marine înghit particule din plastic.

Consider că acest raport este foarte important și necesar, întrucât impactul deșeurilor din plastic asupra florei, faunei, dar și a sănătății umane este evident negativ. Soluțiile utilizate pentru gestionarea deșeurilor din materiale plastice din mediul marin trebuie să fie integrată în strategia globală privind materialele plastice. Susțin raportorul și consider că este nevoie de soluții inteligente, de stimularea, prin politici fiscale, a colectării, dar și a reciclării deșeurilor.

De asemenea, consider că, pentru a ajunge la un nivel notabil de rezultate, prioritățile ar trebui să fie prevenția, apoi educația și, nu în ultimul rând, sancționarea celor care nu respectă prevederile legale în materie.

  Jaromír Kohlíček (GUE/NGL), písemně. – Stalo se zvykem, že v zásadních dokumentech týkajících se recyklace a materiálových toků je zdůrazňována nutnost přechodu z lineárního hospodářství na oběhové. Vzhledem k faktu, že základními materiály různých plastových výrobků jsou odlišné uhlovodíky, není nikterak jednoduché, zejména pokud se týče obalových materiálů v maloobchodě, zajistit třídění podle chemického složení, které je pro recyklaci důležitým předpokladem. Logicky je tedy první prioritou snaha předcházet vzniku plastového odpadu, druhou prioritou je opětné použití a třetí pak recyklace. K tomu je samozřejmě nutné použití vhodné technologie pro sběr a třídění. Dnes se v EU sbírá k recyklaci pouhých 30 % plastových odpadů. 31 % plastů je skládkováno a 39 % se spaluje. Protože do roku 2030 budou v celé EU platit předpisy znemožňující skládkování plastů, je nutné zvýšit možnosti opětovného použití obalů a recyklovatelnosti. Komise je vyzvána, aby do roku 2020 zavedla zákaz mikroplastů v řadě výrobků a zároveň stanovila požadavky, které zajistí snížení jejich uvolňování z nejrůznějších materiálů. V programu Horizont 2020 má být vyčleněno 100 milionů EUR pro výzkum v oblasti třídění, recyklace a využívání zdrojů plastů. Výše zmíněné aktivity uváděné ve zprávě, stejně jako zařazení programu „Oceán bez plastů“ proto vřele podporuji.

  Elżbieta Katarzyna Łukacijewska (PPE), na piśmie. – Polityka UE w dziedzinie środowiska pomaga chronić przyrodę oraz dbać o zdrowie mieszkańców. Niestety statystyki są druzgocące: corocznie tylko do wód mórz i oceanów trafia ponad 8 mln ton plastiku, a dalsze utrzymanie tej tendencji spowoduje, że do 2050 r. w oceanach będzie więcej plastikowych śmieci niż ryb. Wielka Pacyficzna Plama Śmieci waży więcej niż 43 tysiące samochodów osobowych i zajmuje powierzchnię pięciokrotnie większą niż Polska. Śmieci negatywnie wpływają na florę i faunę morską, wnikając w nasz układ pokarmowy, powodując różne schorzenia.

Musimy zacząć od działań edukacyjnych i uświadamiana obywatelom, że zwiększając liczbę plastików używanych przez nas na co dzień, szkodzimy samym sobie i środowisku. Cieszy mnie fakt, iż spora część społeczeństwa, a także biznesu i MŚP zaczyna kłaść nacisk na racjonalne gospodarowanie odpadami oraz stosowanie tworzyw biodegradowalnych czy tych wielokrotnego użytku.

Jako doskonały przykład mogę podać tu stosowane już coraz częściej praktyki, gdzie wielu z nas, kupując napoje na wynos i przynosząc np. swój własny kubek wielokrotnego użytku na kawę, a tym samym rezygnując z plastikowego, zyskuje bonifikatę w postaci rabatu na zakup napoju. Bardzo bym chciała i życzyłabym tego nam wszystkim, aby praktyki takie stały się naszym codziennym nawykiem i na stałe wpisały się w naszą świadomość, co z pewnością przyczyni się do poprawy stanu środowiska.

  Pirkko Ruohonen-Lerner (ECR), kirjallinen. – Muovijätteiden määrä on noussut uhkaavalla tavalla muovinkulutuksen moninkertaistuttua viimeisten vuosikymmenten aikana. Ympäristö- ja kestävyysnäkökulmaan on kiinnitetty laajemmin huomiota vasta viime aikoina. Muovi on hyödyllinen ja kestävä materiaali, jolla on monia käyttötarkoituksia. On kuitenkin välttämätöntä, että sitä aletaan käyttää kestävämmällä tavalla.

Muovijätteillä on tuhoisia ympäristövaikutuksia esimerkiksi merten ekosysteemeille eikä kaikkia sen terveysvaikutuksia ihmisiin vielä edes tunneta. Syntyvän jätteen määrää on vähennettävä. Samoin kierrätystä ja keräystä tulee edistää, sillä nykyisellään vain 30 prosenttia EU:n muovijätteestä kerätään kierrätykseen. Kierrätettyjen muovien markkinoita olisi myös kannustettava, sillä tällä hetkellä kierrätetyn materiaalin osuus uusissa muovituotteissa on komission lukujen mukaan vain noin kuusi prosenttia. Mietinnössä kehotetaan pyrkimään siihen, että kaikki pakkausmuovit ovat uudelleenkäytettäviä tai kierrätettäviä vuoteen 2030 mennessä. Tavoite on kova, mutta tarpeellinen. Pidän myös tärkeänä, että vaihtoehtoisten ja ympäristöystävällisten materiaalien tutkimukseen ja kehitykseen sekä esimerkiksi uusiin kierrätysteknologioihin panostetaan.

EU ei voi ratkaista ongelmaa yksin. Suurin osa merten muovijätteistä on peräisin Aasian ja Afrikan joista, joiden varsilla kierrätys- ja keräysinfrastruktuuri sekä yleinen tietoisuus ongelmasta ovat puutteellisia. Ongelman kansainvälisen luonteen johdosta on mielestäni hyvä, että EU toimii tässä kysymyksessä suunnannäyttäjänä.
