  President. – The next item is the debate on the Commission statement on the EU Agenda for Rural, Mountainous and Remote Areas (2018/2720(RSP)).

  Corina Crețu, Member of the Commission. – Madam President, thank you for the opportunity for this debate today. It gives me the opportunity and also the pleasure to discuss the needs of rural, mountainous and remote areas. As you know, one of my key priorities for future cohesion policy is a policy for all regions, with no region left behind – no rural region, no mountainous, no remote areas left behind.

I have read your report and I share your concerns about rural, mountainous and remote regions, but I think we are already putting in place the right tools to help them. These regions are a very diverse group. You know very well that, for instance, the Canary Islands are very different to the north of Sweden, to give you an example. Even within one type of region – a mountainous region – there is enormous diversity. Kardzhali in Bulgaria is one of the poorest regions, whereas Heidelberg in Germany is one of the richest. Because of this diversity we need a diversity of tools, and I believe we are providing these tools in our proposals for the future.

The first tool is the territorial agenda. Integrated investments, based on the specific needs of the territory – and this includes, of course, the local actions led by local communities. The territorial agenda includes synergies within the functional areas, because, of course, rural and remote areas do not exist in a vacuum. They are linked to urban areas, while urban areas need their hinterlands. An integrated strategy balance I think this needs.

The second tool is about the integrated investments themselves, promoting accessibility and digital connectivity, energy, education, small and medium—sized enterprises, migration, services, social exclusion. We are modernising and updating these actions and I believe post-2020 they will better tackle the needs of remote, rural and mountainous regions.

The third tool is about the Smart Village initiative, launched last year by Commissioners Hogan, Bulc and myself. We have now pilot actions already in place, improving rural services with ICT and making villages more sustainable, contributing to the diversification of the rural economy, which builds on the Cork 2.0 Declaration on a better life for rural areas. We are putting in place also the tools which will work for rural, mountainous and remote regions. As I mentioned, first the Territorial Agenda and integrated strategies for each region. Second, our range of investment tools which are being sharpened to tackle the needs of rural, mountainous and remote regions. Third, the Smart Village initiative, ICT at the service of rural and remote areas.

These are my first thoughts. I am looking forward to seeing your views and I know that at the end of the day we have the same goal – no region left behind.

  Lambert van Nistelrooij, namens de PPE-Fractie. – Voorzitter, commissaris, beste collega's, de commissaris stelt zich terecht de vraag: zitten we op koers? Laat ik een paar dingen vaststellen.

Ten eerste vindt er een echte bevolkingsvlucht plaats uit vele plattelandsgebieden. Jonge, vitale mensen trekken voor studie en werk naar stadsgebieden in economisch sterkere regio's, maar velen keren daarna niet meer terug. Dorpen vergrijzen snel. De prognoses voor Polen en Roemenië zijn dat de bevolking met een kwart afneemt en in plattelandsgebieden met de helft. Daarom trekt de REGI-commissie, die dit debat heeft aangevraagd, vanuit het oogpunt van cohesie aan de bel.

Ten tweede staat Europa overal voor grote uitdagingen, op sociaal, economisch en technologisch gebied. Kijk maar naar het vorige debat over digitalisering, robotisering en de circulaire economie. Wie niet meekomt, raakt achterop. Wij vinden dat ook ver afgelegen gebieden mee moeten komen.

Ten derde: wat wil de REGI-commissie van u als Europese Commissie? In 2016 schonken we met het Pact van Amsterdam aandacht aan het stedenbeleid. De rol van de steden is nadien in velerlei innovatieve acties versterkt en valt nu niet meer weg te denken als speerpunt in uw beleid en dat van de EU-fondsen. Het is nu tijd om met een pact voor plattelandsgemeenschappen te komen. De basis daarvoor is in het Europees Parlement al gelegd door middel van proefprojecten die in 2017 zijn gestart. Nu is het zaak deze proefprojecten te verenigen en te komen tot één actie, deze keer niet het pact van Amsterdam maar misschien dat van Boekarest, of beter nog het pact van Sibiu onder het Roemeense voorzitterschap begin 2019. Dit pact zou niet tussen bestuurders moeten worden gesloten, maar net als bij het stedenpact met de belanghebbenden zelf, namelijk plattelandsorganisaties.

Commissaris, het is tijd voor actie. In 2019 begint in de lidstaten immers de voorbereiding van de programma's voor de periode na 2020, integraal samen met de tweede pijler van het landbouwbeleid, namelijk het Europees fonds voor plattelandsontwikkeling. Ervaring met Leader en de lokale initiatieven toont aan dat dit meer inhoudt dan de ontwikkeling van boerenbedrijven. Ook sociaal-economische sectoren profiteren ervan. Ook de dorpen op het platteland doen ertoe. Veel dorpen voelen zich vergeten. Anti-Europese geluiden krijgen er voet aan de grond.

In 2017 hebben de vertegenwoordigers van plattelandsgemeenten gevraagd om een andere koers. Het Europees Plattelandsparlement, gesteund door de Raad van Europa en uw Commissie, heeft op 29 november 2017 om een pact verzocht. Ik citeer: "We strive for a pact of rural communities and a European rule agenda to foster our contribution and participation on European scale, parallel to the pact of Amsterdam for the cities. We are ready to contribute to a stronger relation between citizens in our communities and the European goals".

Ik sluit af. Mevrouw Crețu, u heeft vorig jaar al positief gereageerd op dit verzoek. Ook de commissarissen Bulc en Hogan waren positief. De REGI-commissie en de PPE-Fractie zijn van oordeel dat het tijd is voor deze aanpak. Maak van verkiezingsjaar 2019 ook het jaar van een nieuw pact. Mag ik uw standpunt?

  Mercedes Bresso, a nome del gruppo S&D. – Signora Presidente, onorevoli colleghi, grazie Commissario per la sua introduzione. Come ricordava anche il collega, noi in Europa siamo intervenuti, attraverso l'agenda urbana, su un'importante parte del nostro territorio, che però, lo ricordo, anche se comprende la maggior parte della popolazione, riguarda una piccola quantità del territorio.

Come Lei ben sa, oltre l'80% del nostro territorio è caratterizzato dalla ruralità e dalla montanità, molto spesso la montagna è anche rurale, ma non solo. Noi siamo convinti che questa parte del territorio meriti un'attenzione non residuale, ciò che non è urbano e montano è rurale, ma un'attenzione specifica.

E perché? Perché non è vero che le zone a popolamento rado sono destinate a restare per sempre più povere e soprattutto ad essere sempre e solo sostanzialmente zone rurali. Devono invece poter sviluppare appieno delle politiche innovative.

Lei ha ricordato gli Smart Village, ed effettivamente noi ci teniamo molto, come Parlamento a questa esperienza, a questa sperimentazione, perché è del tutto possibile che ci siano attività innovative in questa che è la maggior parte del territorio, quella tra l'altro su cui abbiamo anche un dovere, in momenti di climate change, di intervenire creando una serie di iniziative che evitino che proprio in questi posti, in particolare la montagna, il cambiamento climatico sia devastante. Allora, ricerca e innovazione non riguardano solo le aree urbane, riguardano anche le zone rurali, le zone montane, le zone ultraperiferiche dell'Unione europea.

Io sono stata tra quelli che hanno promosso il patto per le città e poi l'agenda urbana. Adesso noi crediamo che sia il momento per partire anche con un'agenda per le zone rurali e per le zone di montagna e per quelle ultraperiferiche in cui si declinino gli stessi obiettivi, perché gli obiettivi sono comuni. Il problema è che la maniera di raggiungerli cambia quando si interviene in territori a popolamento rado o con degli handicap strutturali.

Ecco questi sono i nostri obiettivi. Vogliamo che sia dato un segnale forte che i territori rurali, montani e ultraperiferici ci interessano davvero, in particolare che ci interessano davvero i loro abitanti, che hanno tutti i diritti, come quelli del resto dei cittadini dell'Unione europea e come i cittadini delle grandi città.

  Ruža Tomašić, u ime kluba ECR. – Gospođo predsjedavajuća, program EU-a za ruralna, planinska i udaljena područja mora dati odgovore na najvažnije izazove s kojima se takva područja suočavaju, poput depopulacije i starenja stanovništva, otežane mobilnosti, ekonomske stagnacije, dostupnosti javnih usluga i dotrajale infrastrukture. Iako obuhvaćaju 80 % teritorija i 57 % stanovništva Unije, silazni ekonomski trendovi pokazuju da ruralna, planinska i udaljena područja danas stvaraju 46 % bruto dodane vrijednosti, a BDP po stanovniku u njima iznosi 70 % europskog prosjeka.

Mlade ljude privlače svjetla velikih gradova koji mogu pružiti životne prilike, standard i uzbuđenje, koje ruralne sredine često ne mogu. No, da bi Unija i u budućnosti bila funkcionalna i održiva zajednica, život na selu mora se očuvati. Niz je mjera koje tome mogu doprinijeti poput ulaganja u infrastrukturu, poreznog rasterećenja i smanjenja administrativnog tereta, primjene digitalnih rješenja u razvoju ruralnih sredina i boljeg iskorištavanja obnovljenih energetskih potencijala. Ako život na selu bude jeftiniji, a kvalitetniji nego što je sad, ne moramo se bojati za demografsku sliku ruralnih sredina ni njihov ekonomski prosperitet. Život u velikim gradovima postaje sve skuplji i nekvalitetniji. Uspijemo li premostiti očite infrastrukturalne nedostatke većeg dijela ruralnog prostora Unije i privući mlade ljude manjim porezima i jeftinijom energijom, ta će područja brzo živnuti i dobiti jednu novu perspektivu.

Program za ruralna, planinska i udaljena područja posebno se mora baviti dostupnošću i kvalitetom javnih usluga, kao i otvaranjem tržišta privatnom sektoru koji može sinergijski djelovati u podizanju kvalitete života na selu. Izazovi su veliki, a vremena je sve manje jer nepovoljne demografske trendove nije lako zaustaviti. I zato, očekujem da ovaj program bude vrlo ambiciozan i konkretan.

  Jozo Radoš, u ime kluba ALDE. – Gospođo predsjedavajuća, gospođo povjerenice, kolegice i kolege, važnost ruralnih, planinskih i udaljenih područja pokazuje i ova rasprava, i izjava Komisije, ali i rezolucije Europskog parlamenta koje su na tu temu nedavno donesene.

S druge strane, kohezijska politika odnosno politika ravnomjernog razvoja jedna je od najvažnijih europskih politika. Ali, unatoč tome, iz podataka koji su prezentirani jasno je da ta politika zapravo nije postigla svoje ciljeve. Odnos bruto društvenog proizvoda na ruralnim, planinskim i udaljenim područjima je 70 % europskog prosjeka, a u gradu je 123 %. Naravno da ta velika razlika utječe na to da mladi ljudi napuštaju ta područja. Istovremeno ta područja stare i sve probleme koje susrećemo generalno u društvu u našim državama, ta područja osjećaju snažnije nego što je to slučaj s urbanim područjima. I ti razlozi dakle, neuspjeh te politike i pogoršanje stanja, i čak ovih zadnjih godina, govore o tome da je potreban program za ruralna, planinska i udaljena područja. Ne može se reći da te naše kohezijske politike nisu uspješne jer možda bi bez njih stanje bilo još gore nego što je sada, ali definitivno ovi podaci pokazuju da ciljevi nisu postignuti.

Elementarne stvari treba napraviti, treba omogućiti bolju prometnu povezanost ovih područja, treba im omogućiti dostupnost čiste energije i treba ih naravno pokriti brzim internetom, a onda će se unutar njih razvijati gospodarske djelatnosti – neke su spomenute kao što je ruralni turizam, ali i svaka druga gospodarska djelatnost kao što je proizvodnja energije, kao što su razni servisi, također dolaze u obzir. A tehnike kako se to treba napraviti organizacijski, koraci su decentralizacija i supsidijarnost. Za ta područja treba razviti posebne tipske jednostavne projekte zbog njihovog smanjenog administrativnog kapaciteta. Treba im olakšati pristup europskim fondovima, a negdje i izravan pristup jer ponegdje država, središnje vlasti, koče pristup tim područjima. I ako to učinimo, i ako povežemo program za urbana područja i program za ruralna područja kao jedan partnerski program tada ćemo vjerojatno biti uspješniji u provođenju te jedinstvene europske kohezijske politike.

  Bronis Ropė, Verts/ALE frakcijos vardu. – Gerb. pirmininke, gerbiama komisare, kolegos. Kaimo kalnuotos vietovės Europos Sąjungoje sudaro ženklią Europos Sąjungos teritorijos dalį, kurioje gyvena bemaž penkiasdešimt septyni procentai Europos Sąjungos piliečių. Taigi šių vietovių reikšmė subalansuotai ir tvariai Europos teritorinei plėtrai yra neabejotina. Dėl savo specifikos šios vietovės ir jų gyventojai susiduria su dideliais socialinio ir ekonominio vystymosi, klimato kaitos, demografijos iššūkiais, todėl Europos Sąjungos politikos priemonėse šių regionų atžvilgiu turi būti laikomasi ypatingos koncepcijos. Šiems regionams reikia papildomos paramos, kad jie įveiktų blogo prieinamumo, mažėjančių įsidarbinimo galimybių, senėjančios visuomenės, nepakankamos infrastruktūros bei kitas opias problemas. Mes tikrai turime daugiau dėmesio ir išteklių skirti kaimo vietovėms, didinti sinergiją koordinuojant įvairias Europos Sąjungos politikos priemones, strategijas ir programas. Reikia paminėti, kad naujoje Europos Komisijos daugiametėje finansinėje perspektyvoje pasiūlyta kaimo plėtros finansavimo schema, atskirta nuo sanglaudos politikos finansavimo instrumentų, kelia susirūpinimą. Šiandien daug kalbama apie Europos Sąjungos fondų finansavimo taisyklių supaprastinimą, biurokratizmo mažinimą, didesnę Europos Sąjungos finansavimo priemonių sąveiką, bet Europos Komisijos siūlomas naujas požiūris neatsižvelgia į sanglaudos dimensiją kaimo plėtros fonde ir tokiu būdu užkerta kelią paramos gavėjams šiose vietovėse turėti supaprastintą prieigą prie skirtingų finansavimo šaltinių. Kiek kaimo plėtros – tiek sanglaudos.

  Ángela Vallina, en nombre del Grupo GUE/NGL. – Señora presidenta, señora comisaria, por desgracia, tenemos que denunciar, una vez más, que el medio rural está desatendido, de fondos, de servicios públicos de calidad, de comunicaciones, de políticas adecuadas para luchar contra la despoblación. Europa se está focalizando cada vez más en las ciudades, dejando de mano el medio rural.

Frente a una agenda urbana europea, deberíamos potenciar fuertemente la agenda rural europea, garantizando los fondos y, en especial, luchar contra esa despoblación que es un verdadero drama.

Las zonas rurales, montañosas y remotas se deben tener en cuenta en la reforma de la política de cohesión, para la fijación de la población, que debe constituir el objetivo principal, mediante la provisión de servicios públicos de calidad, la garantía de abastecimiento energético y de las infraestructuras o la dinamización socioeconómica de modo sostenible a todos los niveles. Se deben aplicar, además, políticas específicas en cuestión de igualdad de género.

Quiero recordar que el año pasado este Parlamento elaboró una Resolución sobre el papel de las mujeres en las áreas rurales en la que se dice que se debe hacer realidad la transversalidad de género en todas las políticas, también en el desarrollo rural. Se pide asimismo a la Comisión y a los Estados que prioricen el acceso al mercado de trabajo de las mujeres en el medio rural para garantizar el desarrollo socioeconómico de esos territorios.

Se deben garantizar los servicios públicos y los ingresos mínimos, también a los y las pensionistas, incluyendo los servicios adaptados para prevenir y combatir la violencia contra las mujeres.

  Jacques Colombier, au nom du groupe ENF. – Madame la Présidente, je suis particulièrement – et personnellement – sensible aux aides qui peuvent être apportées aux agriculteurs concernés par les indemnités compensatrices pour le handicap naturel.

Sachez qu’en France, plus de 60 000 exploitations entrent dans ce dispositif. Pour citer ma seule région de Nouvelle-Aquitaine, un tiers de la surface de la Creuse, les deux tiers de celle de la Corrèze et la moitié de celle des Pyrénées-Atlantiques sont concernés.

Certes, je ne nie pas que le rapport en question s’attache à mettre l’accent sur une question essentielle dans le domaine agricole, et plus largement pour ce qui concerne la sauvegarde de nos espaces, mais les agriculteurs concernés pâtissent également de handicaps majeurs qui ne sont pas générés, pour leur part, par l’environnement naturel, mais bien par l’Union européenne.

Après avoir imposé aux pays membres le démantèlement des services publics dans les territoires les plus fragiles, après avoir détruit la rentabilité d’une immense majorité d’exploitations agricoles européennes en dérégulant les marchés des matières premières, après avoir imposé en pleine crise agricole des traités de libre-échange mortels, la Commission européenne tente d’imposer une baisse sans précédent des aides de la PAC versées aux agriculteurs. Elle brandit ce genre de mesures afin d’expliquer que l’Union européenne agit en faveur des territoires qu’elle a en fin de compte ruinés. Elle supprime des milliards d’aides d’une main et fait l’aumône de quelques programmes de développement rural supplémentaires de l’autre.

Alors, s’intéresser aux agriculteurs concernés par les zones naturelles spécifiques, oui, bien sûr, mais pas sans changer complètement de logiciel et en finir avec la politique mortifère de la Commission européenne.

  Herbert Dorfmann (PPE). – Frau Präsidentin, Frau Kommissarin, geschätzte Kolleginnen und Kollegen! Es ist wichtig, dass wir uns hier im Plenum wieder mal mit dem Thema der ländlichen Gebiete und auch der Berggebiete beschäftigen. Sie sind nämlich von ganz zentraler und fundamentaler Bedeutung für die Weiterentwicklung und die Entwicklung der Europäischen Union insgesamt. Wie Sie, Frau Kommissarin, schon angesprochen haben, sagt die Statistik wenig. Statistik ist nämlich ein Durchschnitt. Und wenn man sich ländliche Räume in Europa anschaut, dann gibt es sehr, sehr erfolgreiche ländliche Räume. Ich komme zum Glück aus einer dieser erfolgreichen Regionen.

Es gibt neben diesen erfolgreichen Regionen auch Regionen und ländliche Räume mit einem enormen Entwicklungsrückstand. Gerade in dieser zweiten Gruppe sieht man, wie Menschen weggehen, wie Menschen also aus diesen Gebieten hinausgehen und in die Städte gehen. Wenn man sich dann anschaut, was die erfolgreichen von den weniger erfolgreichen unterscheidet, dann ist es letztendlich die Frage: Gibt es eine erfolgreiche vernünftige ländliche Entwicklung im Raum, eine wirkliche Politik der ländlichen Entwicklung? Eine wirkliche Politik der ländlichen Entwicklung bedeutet, dass man sich um Landwirtschaft kümmert, dass man sich um Tourismus kümmert, dass man sich aber auch um Arbeitsplätze in der Industrie und im Handwerk kümmert – denn nur dann können die Menschen vor Ort bleiben –, und dass man auch für Infrastrukturen sorgt. Ich denke an Straßen, an Verkehrswege, aber auch an moderne Straßen unserer Zeit, das sind digitale Straßen und Hochleistungsdatennetze. Und es braucht soziale Infrastrukturen, es braucht Krankenhäuser, Schulen, Kindergärten. Es braucht alles das, was Menschen eben brauchen, damit sie normal leben können und damit ihre Lebensqualität ungefähr mit der Lebensqualität in den Städten vergleichbar ist.

Genau das, so glaube ich, verstehen Menschen aus den Städten oft nicht, weil Menschen aus den Städten glauben, so ländliche Räume wären so eine Art romantisches Disneyland, so ein Raum, wo noch ein paar rückständige Menschen leben und wo man nur schützen muss und nicht nützen darf. Ich glaube, dass gerade in ländlichen Gebieten diese Verbindung zwischen schützen und nützen eine ganz, ganz wichtige ist. Ich denke zum Beispiel auch an die Debatte, die wir derzeit bei den Großraubtieren haben. Da sieht man, wie eben manche Leute glauben, man brauche nur zu schützen, aber man versteht nicht, dass man im ländlichen Raum auch nützen muss. Und da gibt es halt unsere Politiken, die ganz wichtig sind; etwa die Gemeinsame Agrarpolitik. Ich denke, der Vorschlag, der jetzt auf dem Tisch liegt, die zweite Säule der Gemeinsamen Agrarpolitik um 15 % zu kürzen, ist ein fataler Vorschlag für ländliche und vor allem für rückständigere ländliche Gebiete. Dies wird nämlich diesen Gebieten massiv schaden. Es braucht einen vernünftigen europäischen Sozialfonds, es braucht Strukturfonds, und auch der Vorschlag der Schaffung von smart villages ist sicher richtig.

Insgesamt denke ich, dass diese ländlichen Gebiete eine große Chance für Europa sind. Sie können aber auch zu einer großen Gefahr werden. Wenn wir diese ländlichen Gebiete nämlich vernachlässigen, dann verliert man nicht nur Kultur- und Biodiversität, man riskiert letztendlich auch Naturgefahren – Erdrutsche, Wasser und so weiter. Das sollten wir nicht riskieren. Wir sollten auf unsere ländlichen Gebiete schauen.

  Момчил Неков (S&D). – Много говорим за справедливо и равномерно развитие на всички европейски региони. Често говорим и за политика на сближаване. За съжаление обаче статистиката е коренно различна. Всяка година селища в селските райони изчезват от картите на Европа, разликите в доходите между икономическите центрове и другите региони расте. Младите хора напускат тези региони в търсене на нови възможности.

Всичко това се случва въпреки милиардите инвестиции и различните проекти и програми. Фрагментирането на европейските политики също допринася за фрагментиране на различните региони. Време е за общоевропейска стратегия за селските, планинските и отдалечените региони. Към европейските региони трябва да се подхожда цялостно. Само така може да се даде нов икономически модел за тези региони, които имат много ограничения и трудности.

Разбира се и държавите членки имат много важна роля, която трябва да изиграят в този процес. Крайно време е страни като моята - България, най-накрая да започне да прилага стратегии за планинските региони, като Родопите, Странджа, Стара планина. Тези региони имат огромен потенциал, но е крайно време да бъдат извадени пред скоба. Трябва да има гарантирано финансиране за планинските региони, например поне 10% от кохезионните фондове директно да се дистрибутират за планинските региони. Допълнително да има подпомагане за млади хора, тези, които произвеждат в тези региони и създават работни места. Това е правилният път.

  Mirosław Piotrowski (ECR). – Pani Przewodnicząca! Unia Europejska stawia sobie za cel między innymi wyrównywanie poziomu rozwoju i dobrobytu obywateli. Chodzi przede wszystkim o podniesienie standardów życia mieszkańców Wspólnoty. Komisja w swoim oświadczeniu wyodrębnia regiony wiejskie, górskie i oddalone. Sądzę, że tę ostatnią kategorię należy rozszerzyć o regiony graniczne Unii Europejskiej, zwłaszcza na wschodzie, na przykład w Polsce, jak Lubelszczyzna, Podkarpacie, Podlasie. Notabene, ro również obszary wiejskie. Charakteryzują się niskim poziomem infrastruktury technicznej i transportowej oraz jakością życia ludności znacznie odbiegającą od bogatych regionów Unii Europejskiej. W związku z tą sytuacją mieszkańcy wyjeżdżają do Europy Zachodniej, a regiony się wyludniają. Dlatego tworząc instrument wsparcia dla regionów oddalonych sprawiedliwe jest włączenie także regionów granicznych Unii Europejskiej, a do takiego wniosku zachęciła mnie między innymi dzisiejsza wypowiedź pani komisarz, w której stwierdziła ona, że zależy jej, aby żadne regiony nie zostały pominięte.

  Thomas Waitz (Verts/ALE). – Frau Präsidentin! Werte Kommissarin, werte Kollegen und Kolleginnen! Das Leben in der Region hat Licht und Schattenseiten. Von meinem Bergbauernbetrieb sind es sieben Kilometer in den nächsten Ort, zum nächsten Arzt, zur nächsten Einkaufsmöglichkeit, zur nächsten Busstation oder zur nächsten Apotheke. Und dabei habe ich noch Glück. Ich und meine Familie leben in einer Region, wo es relativ viel Tourismus gibt, wo es diese Infrastruktur noch gibt. Wenn selbst diese Infrastruktur nicht mehr da ist, welche Familie mit drei Kindern bleibt dann in der Region? Wohl die allerwenigsten, die Leute ziehen in die Stadt.

Es geht aber nicht nur um die Infrastruktur, die wir auf dem Land brauchen. Es geht auch darum: Wie schätzen wir den Wert der ländlichen Regionen ein? Es wird in dem Papier viel von ökonomischem Beitrag gesprochen, davon, welchen ökonomischen Beitrag die Menschen auf dem Land leisten. Aber wie wieviel leisten die ländlichen Regionen dafür, dass unsere Stadtbevölkerung das leisten kann, was sie jeden Tag leistet, wenn sie dann an Wochenenden aufs Land hinausfahren, um ein bisschen Natur zu erleben, um ein bisschen frische Luft zu schnappen, um einen Sonnenuntergang zu sehen und um körperlich und geistig gesund zu bleiben? Die ländlichen Regionen sind auch ein wesentlicher Bestandteil der Leistungsfähigkeit unserer Bevölkerung in der Stadt.

Ein Hinweis noch zu der Ausgabe von Geld. Uns auf dem Land zu verkaufen, minus 15% wäre eine tolle Unterstützung – ich denke, das grenzt an Zynismus! Trotzdem geht es auch darum, wofür dieses Geld verwendet wird. Wird dieses Geld verwendet, um regionale Wirtschaftskreisläufe zu stärken? Oder wird es dafür verwendet, erst recht wieder Unternehmen von irgendwo hereinzuholen, die hier ihre Dinge bauen? Oder werden hier Landwirte im Direktvermarkten sowie darin unterstützt, selbst regionale Wertschöpfungskreisläufe aufzubauen? Oder wird einfach nur ein Supermarkt von einer Großkette in das Dorf gestellt?

Es geht also nicht nur um die Menge an Geld, sondern auch um die Qualität der Investitionen und ob man dabei wirklich den ländlichen Raum unterstützt oder nicht. Da gab es in der Vergangenheit leider viele negative Beispiele. Ich hoffe, Sie können das verbessern.

  Maria Lidia Senra Rodríguez (GUE/NGL). – Senhora Presidente, toda a sociedade beneficia da água doce que corre das montanhas, da sua biodiversidade, da paisagem e mesmo dos seus recursos, mas as administrações públicas apenas dedicam recursos para manter e para desenvolver estas áreas. Pelo contrário, consentem todo o tipo de agressões ambientais que contaminam, que agridem a paisagem e que expulsam as pessoas.

Só no meu país, na Galiza, pedreiras no Courel, a reflorestação com espécies inadequadas como eucaliptos em A Fonsagrada ou as obras do AVE en Laza são um exemplo do que acabo de descrever. O despovoamento destas zonas é alarmante. Por isso é urgente adotar políticas decididas que fomentem o desenvolvimento primando a atividade agrícola de base agroecológica com fortes apoios públicos para as pessoas que ali habitam e urge blindar serviços públicos de qualidade para todas as pessoas.

Assim, reclamo, Senhora Comissária, que se aplique a resolução que aprovámos neste Parlamento sobre a política de coesão em maio de 2016.

  Daniel Buda (PPE). – Doamnă președintă, doamnelor și domnilor colegi, doamnă comisar, fără discuție, astăzi, Uniunea Europeană se confruntă cu numeroase provocări, fie că vorbim de efectele inegale ale procesului de dezvoltare între urban și rural, generate în special de diferența nivelului de trai între cele două zone, de diferența de digitalizare și automatizare, fie că vorbim de mișcările de populație din zonele rurale montane sau izolate, zone de altfel vulnerabile și din cauza pierderii continue a biodiversității și impactului schimbărilor climatice.

Infrastructura de acces, transportul, sănătatea publică și educația sunt însă elemente esențiale pentru orice comunitate, iar lipsa acestora din comunitățile rurale montane agravează și mai mult procesul ireversibil al depopulării. Astfel, consider că investițiile în asigurarea acestor servicii trebuie să fie o prioritate pentru orice autoritate publică.

Totodată, potențialul natural al zonelor rurale montane sau cu acces redus reprezintă o valoare adăugată inestimabilă. Prin urmare, încurajarea modelelor de dezvoltare a economiilor locale prin exploatarea resurselor naturale deținute sau prin sprijinirea lanțurilor scurte de alimente ar contribui semnificativ la dezvoltarea economică a acestor comunități.

Subliniez faptul că noua propunere a politicii agricole comune pune accent deosebit pe atragerea tinerilor în agricultură și dezvoltarea modelelor de sate inteligente. Trebuie însă să reținem faptul că tinerii sunt atrași de mediul rural numai dacă au cel puțin acces la rețelele de internet de mare viteză și la serviciile digitale adecvate care să le permită punerea în practică a proiectelor inovatoare, iar aici rolul politicilor de coeziune este unul hotărâtor și, aș putea spune, chiar unul determinant.

Inițiativele comunităților locale de implicare în proiecte de dezvoltare locală, trebuie să recunoaștem că au înregistrat rezultate remarcabile, parteneriatele autorităților locale cu mediul privat, societatea civilă, pentru înființarea grupurilor de acțiune locală au dus la elaborarea unor strategii integrate de dezvoltare comunitară responsabilă.

De asemenea, Programul LEADER pentru mediul rural s-a dovedit a fi un instrument extrem de eficace pentru dezvoltarea comunităților. Cu toate acestea, consider că se putea face mult mai mult, astfel încât apreciez că autoritățile locale trebuie să se implice activ în creșterea atractivității acestor zone și a capacității de integrare a noilor veniți, profitând de instrumentele puse la dispoziția lor, încurajând schimburile de experiență și implementând cât mai multe acțiuni pentru atragerea de noi locuitori.

Nu în ultimul rând, capacitatea de expertiză a grupurilor de acțiune locală trebuie să fie susținută cu finanțări mai cuprinzătoare. De asemenea, apreciez că se impune o sinergie mult mai substanțială între fondurile de coeziune și cele din politica agricolă comună, mai exact cele din Pilonul II. Consider că astăzi această sinergie este insuficient exploatată, impunându-se astfel eforturi crescute din partea autorităților în acest sens.

În finalul intervenției, aș sublinia încă odată importanța asigurării unei finanțări adecvate atât a politicii agricole comune, cât și a politicii de coeziune coroborată evident cu investițiile eficiente în aceste domenii și, bineînțeles, cu simplificarea procesului de absorbție a fondurilor.

  Julie Ward (S&D). – Madam President, it has important ramifications when it comes to the situation of women in rural areas, such as Cumbria in my northwest England constituency. Indeed, the theme of this year’s UN Conference on the Status of Women was precisely focused on this topic, as the situation of women in rural areas requires specific policy responses at all levels.

Our priority must be to uphold the rights of women, girls and LGBTIQ+ people in rural areas. Their role in crucial sectors, such as the fight against climate change, is extremely important. In many cases they are also at the forefront of economic and social innovation, yet their specific situation is not taken into account by many policy makers. In this respect, I’m proud of the 2014 European Parliament report on the Green Employment Initiative, which I worked on from a FEMM Committee perspective. We ignore the contribution and wisdom of 21st century rural women at our peril. Those who live and work in rural, mountainous and remote areas are often the problem solvers and the change makers, but they need equal access to resources, including the internet and finance.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, οι αγροτικές, οι ορεινές και οι απομακρυσμένες περιοχές πρέπει οπωσδήποτε να στηριχθούν από την Ευρωπαϊκή Ένωση τόσο με κονδύλια σε επίπεδο πολιτικής συνοχής όσο και με κονδύλια για την Κοινή Αγροτική Πολιτική.

Βεβαίως πρέπει να ληφθούν υπόψη ειδικοί παράγοντες, οι οποίοι θα βοηθήσουν να υπάρξει ένας λειτουργικός ορισμός του τι σημαίνει «ορεινή περιοχή». Γιατί γνωρίζουμε ότι υπάρχουν περιοχές όπου χρειάζεται να ληφθεί υπόψη ο μεγάλος περιορισμός της χρήσης γης λόγω της κλίσης, του εδάφους και του υψομέτρου. Χρειάζεται να ληφθεί υπόψη η παραγωγικότητα. Χρειάζεται να ληφθούν υπόψη οι δύσκολες καιρικές συνθήκες.

Ταυτόχρονα πρέπει να υπάρξει μια λύση στο θέμα της εξισωτικής αποζημίωσης που δίνεται στην Ελλάδα, διότι από το 2016 και μετά έχει μειωθεί κατά 50%. Η διαδικασία, μάλιστα, που εφαρμόζει η Ελληνική Κυβέρνηση στην οριοθέτηση περιοχών με φυσικούς περιορισμούς οδηγεί σε περιορισμό της εξισωτικής αποζημίωσης, πράγμα το οποίο αντίκειται σε αυτό που θέλει η Ευρωπαϊκή Ένωση. Ας λάβουμε υπόψη επίσης το κόστος παραγωγής, το ακριβό αγροτικό πετρέλαιο που υπάρχει στην Ελλάδα, την έλλειψη αγροτικών πιστώσεων, την έλλειψη κατάρτισης και εκπαίδευσης, και κυρίως το πρόβλημα με τις ελληνοποιήσεις αγροτικών προϊόντων και ελληνοποιήσεις κτηνοτροφικών προϊόντων, ένα θέμα στο οποίο πρέπει να λάβει μέτρα και η Ευρωπαϊκή Ένωση και φυσικά και η Ελληνική Κυβέρνηση.

Απαιτούνται λοιπόν συγκεκριμένες παρεμβάσεις, για να στηρίξουμε τις ορεινές περιοχές, να στηρίξουμε τους κτηνοτρόφους μας, να στηρίξουμε τους αγρότες μας.

  Marie-Pierre Vieu (GUE/NGL). – Madame la Présidente, je suis originaire des Pyrénées, où j’habite toujours. Je tiens à le dire car pour moi comme pour beaucoup, parmi lesquels des jeunes, la montagne est un choix de vie.

Mais aujourd’hui, on assiste de plus en plus à des ruptures d’égalité en matière d’emploi et en matière d’accès aux soins, à ce qu’on appelle la mobilité positive, au numérique, ainsi que, de plus en plus, à l’école, aux loisirs ou à la culture. Je ne crois pas que ce soit une fatalité mais c’est, finalement, le prix à payer pour des années de politique d’austérité, de mise en concurrence des territoires, de coupes sombres dans les budgets des services publics – comme le prouve d’ailleurs, ou comme en atteste plutôt, le futur cadre financier pluriannuel en matière de cohésion ou de PAC.

Selon moi, il s’agit maintenant de changer de programme, mais surtout de changer de logique pour que les zones rurales montagneuses et isolées ne soient pas des territoires de relégation et leurs populations, des sous-citoyens.

L’Union européenne doit en faire une priorité – dans ma région, on parle d’exception montagnarde: priorité dans sa politique de cohésion en termes de moyens, priorité en termes de soutien à l’emploi local et, comme l’ont dit mes collègues, priorité en termes d’égalité de droits – et je pense en particulier aux femmes.

  Fernando Ruas (PPE). – Senhora Presidente, Senhora Comissária, começava por saudar a realização deste debate pois julgo que esta discussão não poderia ser mais oportuna, exatamente numa altura em que discutimos o enquadramento legislativo do próximo quadro financeiro plurianual e os seus instrumentos políticos.

Ainda este fim de semana, numa conferência em Portugal em que participei numa zona mais interior e com os mesmos problemas aqui descritos, aquilo em que os concidadãos mais interesse mostraram foi saber a forma como a União Europeia poderá adaptar a sua política de coesão ao desenvolvimento territorial, efetivo e permanente dos territórios sobre os quais hoje aqui falamos.

O diagnóstico está feito em todas as suas vertentes e é por nós bem conhecido. Aliás, este diagnóstico encontra-se bem resumido na resolução. Agora é preciso agir e fazê-lo enquanto união de povos e Estados, mas também através dos nossos Estados-Membros, das regiões, das autarquias locais ou mesmo com a ajuda de parceiros internacionais, como ainda aconteceu recentemente usando a assistência técnica do Banco Mundial em projetos-piloto destinados a ajudar as regiões menos desenvolvidas da União Europeia.

Já o afirmei - gostaria de o repetir - no caminho para a convergência intra e extra regional, dentro e fora das fronteiras, quer a agenda urbana quer o apoio a estes territórios, deverão sempre constituir as duas faces de uma mesma moeda, ou seja, os objetivos de desenvolvimento territorial apoiados em estratégias de crescimento inteligentes, sustentável inclusivo para os nossas cidades e em especial para as de média dimensão, para as nossas regiões, sub-regiões e municípios, deverão sempre ter em atenção as especificidades da realidade urbana mais central, da malha urbana envolvente e dos territórios mais remotos rurais e mais afastados destes mesmos centros. Isto parece-me óbvio.

Também poderemos partir das zonas mais remotas, mais rurais ou de montanha com uma baixa densidade urbana ou demográfica de modo a articular ou a desenhar políticas específicas para o desenvolvimento destes territórios, envolvendo os centros urbanos mais afastados, mas com serviço ou infraestruturas que serão inevitavelmente necessários para implementar estratégias funcionais e com sucesso.

É por isso que esta agenda tem obrigatoriamente que ganhar maior visibilidade institucional e também maior visibilidade política e o exemplo dado pela iniciativa para as regiões mais deprimidas, as chamadas Lagging Regions Initiative, mas agora também chamadas Catching-Up Regions Initiative - aliás um novo nome que considero mais feliz - poderá ser uma importante alavanca para esta importante agenda que urge implementar no terreno e isto tudo a bem do desenvolvimento equitativo de todas as nossas regiões.

  Monika Smolková (S&D). – Vážená pani predsedajúca. Vítam dnešnú diskusiu, pretože v odľahlých regiónoch žije 57 % obyvateľov Únie a mestá sú od vidieka závislé najmä z hľadiska využívania pôdy, produkcie potravín či získavania surovín. Pozitívne príklady prístupu k najmenej rozvinutým regiónom v našich krajinách už existujú. Musíme im venovať viac pozornosti. Ak chceme mať konzistentnú agendu Európskej únie pre vidiecke, horské a vzdialené regióny, je zásadné, aby bola koordinovaná so stratégiami pre zaostávajúce a okrajové regióny. Komisia sa môže v tomto ohľade inšpirovať v kohéznych krajinách, ktoré takéto stratégie úspešne zaviedli do praxe. Ako príklad dávam moju krajinu Slovensko. V akčných plánoch vieme popísať hlavné príčiny ich nepriaznivého stavu. Veľakrát ide o podobné faktory: nízka kvalifikácia pracovnej sily, nevyužívanie miestnych zdrojov, nedostatočná spolupráca na miestnej úrovni a pod. Domnievam sa, že Komisia by toto mala všetko vziať do úvahy.

  Franc Bogovič (PPE). – Pozdravljena, spoštovana komisarka. Prav vesel sem, da danes govorimo o agendi za območja iz ruralnih območij, gorskih območij in pa oddaljenih območij in kot je bilo že danes rečeno, danes je pravi čas za to, kajti pred nami je obdobje nove finančne perspektive in veliko bo odvisno od tega, kaj bomo postorili v novi finančni perspektivi.

80 % ozemlja, 57 % prebivalcev živi v teh območjih, vemo da je BDP precej nižji in ključna posledica vsega tega je odseljevanje ljudi iz teh območij in to je potrebno na vsak načini zaustaviti. Ne smejo se uresničiti napovedi demografov, da bo leta 2050 kar 80 % Evropejcev živelo v metropolitanskih regijah. Kot ste že omenila, akcija za pametne vasi, s kolegom Tiborjem Šanijem tu v Parlamentu vodimo aktivnost, ki jo vodite trije komisarji tudi na območju Komisije in v tej aktivnosti želimo predvsem predstaviti, kaj je potrebno storiti. Na eni strani zagotoviti kvalitetna delovna mesta, na drugi strani pa kvalitetne pogoje za bivanje. Ker je tako za mlade kot za starejše, se pravi za vse generacije, in brez pomoči kohezijskih sredstev, sredstev iz programa razvoja podeželja bo praktično nemogoče to izpolniti. Nekaj kar je v velikem mestu lahko business case, poslovni model, je na podeželju potrebno javne pomoči, predvsem v začetku. V tej aktivnosti govorimo tako o osnovnem področju kmetijstva, ki pa ga je vsekakor potrebno dopolniti z ostalimi stvarmi, kot je turizem, sociala, šolstvo, izobraževanje, drobno gospodarstvo, kajti danes je podeželje dosti več kot zgolj osnovna kmetijska dejavnost.

Sinergije med vsemi skladi, usklajena agenda na tem področju so porok za to, da bo tudi po naslednjih desetletjih poseljena celotna Evropa in da bomo lahko imeli kohezivnost v naši družbi.

  Michela Giuffrida (S&D). – Signora Presidente, onorevoli colleghi, grazie al Commissario per il suo contributo a questo dibattito. Quanto discutiamo oggi, infatti, assume un'importanza sempre più rilevante per le politiche di coesione e per l'Unione stessa.

Il PIL pro capite europeo nelle aree non urbane è pari al 70% della media dell'Unione, mentre gli abitanti di alcune zone urbane hanno un PIL pro capite pari al 123% della media. La disparità e il divario appaiono chiari a tutti, ed ecco perché non è più differibile il sostegno della Commissione alla richiesta del Parlamento di istituire un'agenda per le zone rurali, montane e periferiche.

Sono scelte obbligate, se vogliamo concretamente rispondere a quei cittadini che vivono in aree di importante impatto economico, ma magari ancora non sono neanche raggiunte da internet, e lo dico in quanto rappresentante di un'isola che è periferia sud dell'Europa e che vive la doppia condizione dell'insularità e avendo un'area rurale di proporzioni importanti, e allora urge un quadro strategico per lo sviluppo sostenibile di queste zone, e per la verifica di tutto quanto è negli obiettivi stessi dell'Unione.

  Csaba Sógor (PPE). – Az Európai Unió egyik legfőbb kihívásaként tekinthetünk az egyenlőtlen területi fejlettség jelenségére, amely vidéki térségek népességmegtartó erejének és ezáltal tulajdonképpen ezen térségek jövőjének a kulcskérdése. Ma a fejlesztési pólusok egyértelműen a nagyvárosok, amelyek a globális versenyben szeretnének helytállni a világ más fejlett központjaival.

Eközben azonban különleges figyelmet kell fordítanunk a vidéki térségekre, amelyek a társadalom széles rétegei számára szolgálnak lakóhelyként, és ezeknek a polgároknak is ugyanolyan elvárásaik vannak a fejlődés tekintetében, mint a nagyvárosban élő társaiknak.

Sok tagállamban okoz problémát az egyenlőtlenségeket felerősítő fejlesztési politika, amely a nagyvárosok kiugró statisztikai mutatói nélkül látni engedi a vidéki térségek fokozódó lemaradását. Olyan regionális fejlesztési politikára van szükség, amely külön figyelmet fordít a vidéki térségekbe való direkt befektetésekre, és a helyi szükségleteknek megfelelően egyensúlyozza ki a fennálló fejlettségbeli különbségeket.

  Michel Dantin (PPE). – Madame la Présidente, Madame la Commissaire, s’occuper de ces zones, que le traité de Lisbonne a réunies dans un article, est effectivement un devoir.

Je vais plus particulièrement parler des zones de montagne. Aux yeux d’un certain nombre de nos concitoyens – les urbains –, la montagne, c’est un champ de neige, c’est une zone de tourisme, mais la vérité de la montagne, pour ceux qui y vivent, est bien différente.

Beaucoup ont mentionné ici, depuis tout à l’heure, le vieillissement de la population. Je voudrais insister sur le surcoût qui est entraîné par le seul fait de l’altitude. Construire un bâtiment, construire un équipement entraîne, du fait du froid et de la neige, des surcoûts significatifs, et c’est bien par des investissements porteurs d’avenir en matière économique que nous garantirons le devenir des zones de montagne. Il ne s’agit pas d’octroyer de quelconques aides au fonctionnement, il s’agit d’éviter une nouvelle fracture par rapport à ces territoires de montagne dont nous avons besoin. Nous avons besoin qu’ils soient vivants et entretenus parce qu’ils préservent l’environnement et parce qu’ils protègent les zones qui sont en contrebas.

Sans une montagne entretenue, la vie sera aussi impossible en bas, dans les vallées.

  Florent Marcellesi (Verts/ALE). – Señora presidenta, comisaria, en España entre Teruel y Cuenca hay menos densidad de población que en Laponia. Esta es la cara oculta del desarrollo industrial y urbano actual. El campo, más mecanizado, desatendido y menospreciado que nunca, se vacía. Pierde riqueza, empleo, diversidad y vida.

Frente a ello necesitamos una estrategia europea ambiciosa, con un nuevo enfoque donde el cambio demográfico y la transición ecológica desempeñen un papel central. Y también necesitamos un análisis territorial adecuado para conocer los desafíos que conocen, sufren estas áreas rurales, montañosas y remotas.

Para mí está claro que el mundo rural puede ser la punta de lanza de una transición ecológica y justa, intensiva en empleo y baja en carbono, con menos agricultura industrial y macrogranjas y más agricultura ecológica, local y extensiva, con menos carbón y más energías renovables, con menos monocultivos corporativos y más diversificación económica.

En febrero le envié unas propuestas para luchar contra la despoblación, y espero las tengan en cuenta.

  Michaela Šojdrová (PPE). – Paní předsedající, je třeba si říct, že hovoříme o rozloze, která je zhruba 80 % území Evropské unie, jde tedy o velký potenciál, který v tomto území máme, například v České republice je to zhruba 73 % území, které počítáme mezi zemědělské, horské nebo vzdálené oblasti. Jde o potenciál zejména v zemědělství, zemědělském podnikání, kvalitním životním prostředí, turistickém ruchu. Zkrátka kulturní a přírodní bohatství těchto oblastí je značné a jak už zde bylo řečeno, je třeba ho jednak chránit, ale také o něj pečovat a umožnit zde život, rozvoj podnikání, zaměstnanost. To můžeme podpořit jedině tím, že budeme budovat infrastrukturu, zajistíme investice, dopravu, služby a dnes také internet. Jasným programem, který Evropská unie má, je kohezní politika a také nástroj společné zemědělské politiky.

  Krzysztof Hetman (PPE). – Pani Przewodnicząca! Obszary wiejskie, górskie i odległe stanowią większość terytorium Unii Europejskiej i są zamieszkane przez ponad połowę jej mieszkańców. Niestety jednak w dalszym ciągu są one na pozycji nieuprzywilejowanej – ich PKB jest systematycznie niższe niż w obszarach miejskich. Borykają się z problemem wyludnienia i odpływu osób młodych, mają nawet gorszy dostęp do internetu. Nie ulega zatem wątpliwości, że regiony te wymagają od nas szczególnego wsparcia i troski.

Uważam, że między innymi doskonałym narzędziem, aby takie wsparcie zapewnić, jest program Interreg, który w ciągu ponad dwudziestu pięciu lat swojego istnienia dowiódł już swojej skuteczności stawiania czoła wyzwaniom o charakterze ponadregionalnym, skutecznie znajdując wartość dodaną w różnicach pomiędzy obszarami. Uważam zatem, że w czasie negocjacji nad nowymi wieloletnimi ramami finansowymi należy zapewnić temu instrumentowi odpowiednio wysoki budżet, aby mógł on kontynuować efektywne wsparcie dla obszarów wiejskich, górskich i odległych.

  Mairead McGuinness (PPE). – Madam President, the key to vibrant rural, mountainous and remote areas is to make sure people live there. People will live there if they have income and services and feel they have a future. My concern, in my own country for example, is that there is a huge uncertainty, particularly among beef farmers, because of the potential impact of Brexit, but also because of the low incomes that they are earning and a real fear that their firms will not be taken over by young people, despite our efforts in agriculture policy to make sure that we do have incentives for young people to take over their farms.

I welcome this debate, because I hope it will bring coordination between policies that are aimed at these regions that we want to serve, but the crisis at farm level is deep and farmers are beginning to question whether their work is valued. This is why, this evening in the Committee on Agriculture and Rural Development (AGRI), we voted through a report to tackle unfair trading practices in the food supply chain. It’s a first step towards transparency and to try and get better returns back to farm level and back to the rural regions.

  Stanislav Polčák (PPE). – Paní předsedající, paní komisařko, já jsem byl osm let ve vedení malé obce, takže vím o problémech, o kterých zde hovoříme, poměrně hodně. Jsme svědky skutečně velmi nerovného přístupu v rozvoji regionů, do roku 2024 má 80 % evropské populace žít ve městech. Já si tento vývoj nepřeji, na druhou stranu nejsem tak optimistický, že jej dokážeme zcela zastavit. To znamená: Jaká konkrétní opatření bychom měli přijmout pro to, aby tento vývoj v Evropě nenastal? Je důležité, aby tyto horské a venkovské oblasti měly dostatečnou infrastrukturu, ať je to silniční, ať je to samozřejmě i internet vysokorychlostní. Zrovna česká vláda v této otázce poměrně hodně selhává. To je skutečně špatné. Občanská vybavenost: musí tam být dostupné služby, školy, zdravotnictví. Nepochybně tam musí být sociální služby. A měli bychom vědět, že všechny tyto priority musíme promítnout do našeho dlouholetého finančního rámce, mluvíme nejenom o smart cities, ale i o smart villages.

  Lívia Járóka (PPE). – Elnök Asszony! Elnézést kérek, hogy a vita közben ki kellett mennem egy másik vitára. Ehhez a vitához csak annyit szeretnék hozzátenni, hogy a romastratégia raportőre voltam korábban, és ebben az elmúlt két évben biztos asszonynak annyira jó riportok jöttek be innen, a Parlamentből. Korábban a mikrorégiós riport is volt, de ha már csak a diszkriminációs részét nézzük: egy szocialista képviselő társam csinált egy olyan jelentést, ami azt mutatta meg, hogy a legszegényebb vagy a legeldugottabb településeken az emberek diszkrimináltabbak. Pont azok miatt a szervizeknek a csökkenése vagy megszűnése miatt a posztkommunista időben, például Kelet-Európában, amikről képviselőtársam beszélt.

És hogy talán ezeknek tényleg, ahogy van Nistelrooij úr is mondta, a következő évben egy ilyen Bukarest-paktum tulajdonképpen, egy ilyen szegénység-ellenes, összeurópai stratégiaként, ezt az öt területet, amit Ön megvizsgáltatott az elmúlt években, és a Parlament jelentéseket és javaslatokat adott rá, azokat egy ilyen összeurópai szegénységi stratégiában, a legeldugottabb régiókba – esetleg nézze meg azt a krízis-térképet, amit 2011-ben készítettünk.

  Corina Crețu, Member of the Commission. – Madam President, thank you once again for this debate tonight. It has been very interesting for me. I have heard many different opinions and interventions, but with one common feature: our passion for the development of rural, mountainous and remote areas. You know very well that two years ago we were all desperate about Brexit, about the gap left by the second largest donor. We thought about the idea of having this cohesion policy just for the less—developed regions and it was my battle to defend this policy as a policy for all regions. As I said in the beginning, my motto has always been ‘No region left behind’.

I share a lot of your views. Two weeks ago, I went to eastern Croatia. We made a plan for construction after the war. Last week I was in the Mezzogiorno, the less-developed region of Italy. This week I will be in Greece. So I know very well all these tragedies. I see them everywhere, especially in the old villages with ageing populations and people living in sparsely populated areas. I know very well that young people are leaving, in my own family also. This is also one side of the coin, the liberty we achieved in 1989 – to have the right to move and the right to choose where to work and where to live. But I think it is our duty at European level, and also at the national level, to do whatever it takes to encourage people to remain in their villages.

Your work is a very useful input for me and for us to discuss the post—2020 Territorial Agenda. You know that our proposal is now in your hands, in the hands of the European Parliament and the Council as co—legislators, and I am looking forward to the start of the trilogue. My wish, and I think it’s very important for all of us, for all the countries, for all the regions, is to have an agreement during the Romanian Presidency, because it is very important to start implementing the programmes from day one of the programming period, from 1 January 2021. We have had a lot of delays, and we have to learn from the lessons of the past, as the main reason for the delays we have now is the late adoption of the legislation for 2014—2020.

I mentioned some of the tools. I think we have to have synergies between rural development, the ERDF and other instruments, an integrated approach to local development, the territorial tools of cohesion policy and, as I said, the Smart Villages initiative, which is very important to me and Commissioner Hogan. We know very well that we cannot encourage young people in the 21st century to go where there is no broadband, where we don’t have water and where we don’t have electricity, so it’s very important to bridge this gap. We should also remember diversity. Some of you come from very rich rural areas, some of you live in very poor rural areas, so it is obvious that one size does not fit all, and we need a diversity of tools.

I don’t think we should talk about money because it is not about money. The fact that we don’t have an agenda for rural, mountainous and remote areas does not mean that we don’t care about these areas. You know very well that in 2016 we had this core declaration to mainstream rural development and the new action for Smart Villages in 2017, which was a joint initiative by Commissioners Hogan, Bulc and I to develop a long—term vision and an integrated strategy for rural areas. Also under cohesion policy there is the possibility to modulate the EU core financing rate to take into account areas with natural or demographic handicaps such as mountains and, of course, the northern sparsely populated areas, which already benefit from higher aid intensity.

However, I very much encourage you to talk with your governments because we have national programmes and regional programmes, and it is up to the governments how much they will invest in the regions. In our Regulation that you have on the table, for 2014-2020, 75% of the money is going to the less-developed regions, and for 2021-2027, 80% – more than today – will go to less-developed regions. As I have stressed already, it’s very important to fighting poverty and I think it was right to raise this point, because we aren’t tackling migrants or nationalities, we are tackling human beings and their lives, and it is very important to have a special strategy for these vulnerable people and for fighting poverty.

Ms Ward and Ms Vallina raised an issue that is very close to my heart, that of gender equality. This is not only an issue only for rural areas. I have launched a campaign for more women in public administration in general, but especially in local administration, because everywhere it’s a tragedy. You don’t see women running to be mayors of villages or local councillors, so I think it’s very important to raise awareness and to encourage women to run for local administration.

The idea from Mr van Nistelrooij is a very beautiful idea. I started my mandate with the adoption of the urban agenda under the Dutch Presidency and I have to pay tribute once again to the Mayor of Amsterdam, Mr van der Laan, for his passion to have this urban agenda in place. It will be very emotional and beautiful if we end our mandate with a pact for rural areas during the Romanian Presidency. Let’s work together to put all our ideas in place, and see how we can adapt to all the diversity that we have in these areas. Thank you once again.   Andor Deli (PPE), írásban. – Tudjuk jól, hogy az Európai Unió területén igen nagyok a fejlettségbéli különbségek egyes régiók között, főképp nyugat-keleti és észak-déli viszonylatban. Hatványozottan igaz ez a vidéki, falusi jellegű és hegyvidéki régiókra. E területeket igen magas még mindig a munkanélküliség, és az egy főre jutó GDP tekintetében is egyre jobban leszakadnak az unió fejlettebb, urbánus részeitől. A vidéki és hegyvidéki háztartások negyedének nincs szélessávú internet-hozzáférése. Úgy gondolom, hogy ez elfogadhatatlan a 21. században. Ami még kifejezetten aggasztó: a demográfiai kihívások a vidéki és hegyvidéki területeken.

A lakosság átlagéletkora, a 65 év felettiek aránya és a fiatalok növekvő elvándorlása e területek elnéptelenedéshez vezet. Ha hozzátesszük, hogy az EU területének 80%-a nem városi régió, akkor látjuk milyen nagy kihívás ez, és nem egy marginális kérdés. Az Európai Bizottságnak külön stratégiával kell előállnia a nem városi régiók felzárkóztatását segítve. Olyan programokat kell felajánlani, amelyek figyelembe veszik e területek sajátosságait és az ott élők igényeit. Nincs idő halogatásra, minél előbb lépni kell ezzel kapcsolatban, ezért is fontos ez az állásfoglalási indítvány.
