  Adina-Ioana Vălean, author. – Mr President, it is almost three years since we signed the Paris Agreement and almost two years since its entry into force on 4 November 2016. A total of 181 out of the 197 parties to the Convention have already deposited with the UN their instruments of ratification to what may be qualified as the most significant international agreement of the decade.

Undoubtedly climate change is one of the most important challenges facing humanity. The recently released report from the IPCC on global warming of 1.5°C indicates that climate risks are worse than we thought and that allowing global temperatures to rise by nearly 2°C is not safe. The Paris Agreement was a major step, but a lot more needs to be done to ensure that this agreement will deliver on its intentions. In this House we all know from our work on European legislation that if it’s hard to agree on a common set of policies, it is even harder to implement them in a meaningful way.

We are five weeks away from the start of the 24th climate conference in Katowice and it is shaping up to be a race against time to prepare the so-called Paris ‘rule book’, which will govern how the climate agreement will actually be implemented. COP24 will be a key opportunity to take stock of progress made towards the agreement’s mitigation goal, and to inform the preparation and revision by 2020 of the parties’ nationally determined contributions for 2030. We will also learn from the Talanoa Dialogue, which took place throughout this year.

The European Union and its Member States are the largest provider of public climate finance, but the actual pledges by developed countries fall far short of the collective goal of USD 100 billion per year. The suspension of the US contributions to the Green Climate Fund will substantially widen up a hole we have all been working hard to fill in.

These are all pertinent questions. We look forward to the discussions today with both the Council and the Commission, who will be sitting on the negotiation table in Poland in five weeks’ time. As every year, in line with our commitment to the international climate process, the European Parliament will attend the Katowice Conference and follow the discussion and decisions made there. On Thursday this week we will adopt our resolution on the topic, which sets out the vision, concerns, expectations and aspirations of our institution. My colleagues will shortly present many of these in their interventions.

But before I hand the floor to my colleagues, I would also like to raise the issue of biodiversity. Biodiversity decline is one of the biggest environmental challenges of our time. Unfortunately, the large majority of the 2020 Aichi Biodiversity Targets will not be met with the current trajectory of biodiversity loss. Given the intrinsic value of biodiversity and the essential contribution of ecosystem services to human wellbeing and economic prosperity, the protection of global biodiversity should receive the highest political attention. I would therefore urge the Commission and the Member States to commit to immediate, substantial and additional efforts on biodiversity conservation so as to meet the EU targets and halt the loss of biodiversity.

I will leave it at that and conclude by saying that I look forward to a fruitful exchange with you all this afternoon, as well as a smooth cooperation between our institutions on these issues and, more specifically, in the run-up and during the climate negotiations in December.

  Hartwig Löger, President-in-Office of the Council. – Mr. President, dear Commissioner Cañete, honourable Members of the Parliament, thank you very much for the opportunity to participate in this debate regarding two very important upcoming conferences.

Allow me to first talk about the Katowice climate conference, before turning to the COP14 on Biological Diversity.

As you are aware, only recently the Intergovernmental Panel on Climate Change special report on the impacts of global warming of 1.0° above pre-industrial levels constituted yet another scientific finding on the negative impacts of climate change. The Council conclusions adopted on 9 October fully recognise the urgency of the global response to the threat. The European Union and its Member States can lead by example. We have more than two decades of experience in designing and implementing climate policies to drive the transition to a low-greenhouse-gas-emissions economy, and this transition is happening while boosting growth and jobs, thanks to the development of clean technologies and low or zero carbon energy. The European Union is forging ahead with the implementation of its nationally-determined contribution, and the European Parliament has played a leadership role in promoting the high level of European Union ambition.

In the recent periods, we have reached political agreement on the key legislative pillars of the 2030 climate and energy framework, including the emissions trading system, the effort sharing regulation, land use and forestry and also on targets for renewables, energy efficiency and governance of the energy union.

We are committed to continuing our efforts on climate action and agree with this House that a clear and comprehensive Paris rulebook is absolutely vital. Concluding our work at COP24 and making the Paris agreement operational is critical for its effective and comprehensive implementation by parties as well as for their credibility on the UNFCCC process.

The Talanoa dialogue taking place throughout 2018 is the first opportunity since Paris to look at our collective efforts to limit global warming and what we have done concretely in terms of delivering on the commitments made as well as opportunities to enhance ambition. The European Union and its Member States see this dialogue as one of the key processes this year. The European Union organised an ‘EU for Talanoa’ event in Brussels in June with broad participation of policymakers and stakeholders. Member States, including Austria, organised their Talanoa events throughout the year.

The European Union and its Member States are committed to continuing scaling up the mobilisation of international climate finance. The observed progression of EU climate finance over the past years is in line with the 2016 USD 100 billion roadmap. It represents a substantial contribution towards meeting this collective goal together with the other developed countries. Our public climate-specific finance has almost doubled in nominal terms over the last three years. The European Union and its Member States are collectively the largest provider of climate finance to developing countries, amounting to above EUR 20 billion in 2017. This figure includes contributions from public budgets and development finance institutions. It also includes 2.7 billion from the European Union budget and 1.9 billion from the European Investment Bank. The European Union is also a top contributor to multilateral funds and mechanisms.

The EU and its Member States are the largest contributors to the Green Climate Fund, with a total of USD 4.7 billion committed, accounting for almost half of the total pledges made during the initial resource mobilisation. We have strongly supported the 7th replenishment of the Global Environment Facility with a commitment of about EUR 1.9 billion, accounting for over 50% of the total contributions.

Let me also stress the importance of making global finance flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development. Climate finance is a contribution towards this necessary global transition. The European Union is taking steps with its action plan in financing sustainable growth.

As in the past, the Council counts on your sustained commitment. In this context I welcome also your resolution on the Katowice conference.

President, Commissioner, ladies and gentlemen, let me now turn to the COP14 on biological diversity.

The Council agrees with the Parliament that the protection of global biodiversity is an essential challenge. Like the Parliament, the Council is greatly concerned that the natural resource-base and ecosystem services on which humanity depends are at a high risk and that pressures driving biodiversity loss continue to increase. Increased efforts are thus necessary from all parties and stakeholders to fully implement the strategic plan for biodiversity 2011 to 2020 and achieve its Aichi Biodiversity Targets. The Council shares the Parliament’s view that we need an ambitious follow-up to the strategic plan for biodiversity beyond 2020. It stresses that this should be an overarching biodiversity framework that places biodiversity and ecosystem services high on political agendas, strengthening the implementation of the Biodiversity Convention and its protocols and of other biodiversity related multilateral environmental agreements and relevant SDGs.

The new framework should pave the way towards the achievement of the 2050 vision on biodiversity. Another important element of the post-2020 Global Biodiversity Framework is resource mobilisation. It should include the mobilisation of resources from all sources, including from domestic resources and from the private sector, as well as the efficient and targeted use of available resources.

As regards financial support for biodiversity, the Council believes that the Global Environment Facility Trust Fund has proven to be an important financing instrument for addressing drivers of environmental degradation and biodiversity loss and has a strong track record in delivering overall good project performance.

The National Biodiversity strategies and action plans are and will remain the main instruments for implementing the Convention on Biodiversity and its protocols. Therefore it is crucial that Member States and all parties to the conventions increase their efforts to ensure their timely and effective implementation.

Additional measures to complement and support the national strategies and action plans will be discussed on COP14 in Egypt, in the context of the post-2020 Global Biodiversity Framework.

  Miguel Arias Cañete, Member of the Commission. – Mr President, honourable Members, thank you for the opportunity to have this important debate as we look ahead to the preparations for the upcoming COP24 (Conference of the Parties) – the United Nations Framework Convention on Climate Change in Katowice in Poland in December. The consequences of climate change are not a problem for others or for the future; impacts are already being felt – devastation by floods, wildfires, heatwaves and hurricanes, including on our continent.

Two weeks ago, the Special Report of the Intergovernmental Panel on Climate Change on the impacts of global warming of 1.5°C above pre-industrial levels was released, and the report highlights the extreme urgency of climate action and the need to do more to reduce emissions in all sectors in order to limit global warming. Against this backdrop, the European Union envisages three broad deliverables for COP24, which are reflected also in the COP24 Council Conclusions adopted on 9 October and endorsed by the European Council last week.

Firstly, we must conclude the Paris Work Programme, which concerns the detailed governance rules for the implementation of the Paris Agreement. Securing this outcome is necessary to make the Paris Agreement operational. Secondly, at the political phase of the Talanoa Dialogue, Ministers will reflect on the adequacy of the current contributions and of international cooperation for climate action, and the insights from the recent IPCC 1.5° Special Report should be an important element in the discussion. The outcome of the Talanoa Dialogue should be a commitment of all parties to enhance their efforts to deliver the Paris commitments and to reflect on their level of ambition in view of informing the update or confirmation of the nationally-determined contributions by 2020 in line with the Paris Agreement.

Thirdly, the European Union attaches great importance to the other high-level events in Katowice. We are looking forward to the high-level ministerial dialogue on climate finance and the stocktake on pre-2020 implementation and ambition to showcase progress and identify opportunities for action.

We are contributing towards the developed countries’ collective goal of mobilising USD 100-billion per year by 2020 to address the needs of developing countries. In 2017, the Commission and the European Investment Bank contributed approximately EUR 5.5 billion of climate finance to developing countries. That is encouraging, but we must continue to catalyse and accelerate action from all economic actors to reach the objectives of the Paris Agreement. We should all offer our strong support to the Polish COP24 Presidency with a view to a successful outcome in Katowice.

  Karmenu Vella, Member of the Commission. – Mr President, I would like to thank, first and foremost, Parliament for its strong support for biodiversity policy.

Although less visible in the media, the global biodiversity crisis has social and economic implications known to be as serious as the climate crisis. Indeed, the two global challenges are intrinsically linked. This Commission has already done a lot to tackle the problem and the work to scale up efforts will continue right through to the end of our current mandate.

Let me mention, in particular, the Action Plan for nature, people and the economy, to accelerate implementation of the EU nature directives; the EU initiative to tackle the decline of pollinators; two guidance documents on integrating ecosystem services in decision-making and on EU-level green infrastructure, to be adopted soon; and ongoing work on a second update of the Union List of Invasive Alien Species of Union concern.

I would also highlight the important work we are doing to engage the private sector in this issue under the EU Business @ Biodiversity Platform and through the Natural Capital Financing Facility, which has strong synergies with the concrete proposals adopted by this Commission under the Sustainable Finance Package. Building on these instruments, coupled with efforts to tackle climate change, including through transforming development aid policy and increased investments in Africa, should in future help to leverage more effectively the resources and commitments needed to address global biodiversity decline. We are also tackling the problem at international level through other means, namely our Action Plan against Wildlife Trafficking and our work on Forest Law Enforcement, Governance and Trade (FLEGT).

Member States also have important responsibilities and the Commission will continue supporting their efforts whilst continuing to ensure compliance with EU nature legislation. For the period after 2020, the Commission has proposed an enhanced LIFE programme that will notably include a stronger focus on nature and biodiversity. Most importantly, given the crucial importance of sound agricultural policy to reverse biodiversity decline, as you know, the Commission has adopted a new legislative proposal on the common agricultural policy (CAP) post-2020, which includes higher climate and environmental ambitions. It will be of utmost importance that this House fully backs these ambitions.

With regard to the post-2020 global biodiversity framework, the Commission concurs with the Council’s conclusions of 9 October that the framework should include targets that are, as far as possible, measurable and time-bound, an adequate monitoring framework and voluntary commitments from parties, citizens and the private sector, accompanied by a mechanism to review their implementation and to ensure accountability. This should be accompanied by an action agenda that mobilises non-state actors, communication campaigns and the political process at the highest levels. These elements should significantly strengthen global biodiversity policy.

  Norbert Lins, im Namen der PPE-Fraktion. – Herr Präsident, liebe Kolleginnen und Kollegen, sehr verehrte Kommissare, ein herzliches Grüßgott auch an den Rat! Biodiversität und Klimaschutz gehen Hand in Hand. Während in Katowice bei der COP 24 die Umsetzung von Paris besprochen wird, feiert die COP 14 dieses Jahr in Ägypten ihren 25. Geburtstag. Dies nehmen wir zum Anlass, um nochmals und verstärkt darauf hinzuweisen, wie wichtig es ist, unsere Biodiversität weltweit zu schützen. Gemeinsam mit den Kolleginnen und Kollegen der anderen Fraktionen halten wir es deshalb für unbedingt geboten, die Bemühungen zu stärken und einen ambitionierten Strategieplan für die Zeit nach 2020 mit Blick auf 2050 auszuarbeiten. Deswegen fordern wir die Europäische Kommission sowie die Mitgliedstaaten in unserem Entschließungsantrag auf, beim Schutz der Artenvielfalt weiterhin federführend zu sein. Dafür ist es wichtig, die Bemühungen um die Verwirklichung der 2020-Ziele zu verstärken, einen stärkeren Durchführungsmechanismus ähnlich wie in Paris einzuführen und ausreichende Finanzierung sicherzustellen.

In der Entschließung gehen wir auf sechs Punkte ein, zwei möchte ich explizit nennen: unsere Forderung nach einem robusten internationalen Rahmen für die Zeit nach 2020 – wir sind für Leistungsindikatoren, auch das ist ein zentraler Punkt für die Wirksamkeit des 2050-Strategieplans – und auch insbesondere die Herausstellung der positiven Beiträge der Forst- und Landwirtschaft zur Biodiversität. Nur eine gut geführte Land- und Forstwirtschaft leistet einen großen Beitrag zur Vielfalt von Arten, Lebensräumen und Ökosystemen.

  Kathleen Van Brempt, on behalf of the S&D Group. – Mr President, it has been mentioned before that the world’s leading scientists warned us only two weeks ago that we dramatically have to step up our efforts worldwide and also in Europe. They also made very clear what the difference is between 1.5 and 2 degrees. Some will point out – rightly – that the coral reefs will disappear, but as a Social Democrat, I really want to outline what the effect will be on people and on our societies. We risk major humanitarian catastrophes and climate conflicts, triggering new waves of climate refugees, for instance, and we risk a rise in human suffering all over the world.

It is very important that we as Europe take up our responsibilities, and we need to step up our reduction targets for 2030, but, Commissioners – in the plural – we need also to ensure climate neutrality for 2050. That is why we as a group urge the Commission to come up with an updated 2050 strategy that is really Paris-proof.

  Jadwiga Wiśniewska, w imieniu grupy ECR. – Panie Przewodniczący! Szanowni Państwo! Jestem przedstawicielką regionu, który w tym roku będzie gospodarzem konferencji klimatycznej w Katowicach. Dumna jestem z tego, że pochodzę z Polski, z państwa, które uczyniło jedne z największych redukcji w swoich emisjach w ostatnich dekadach i które już po raz trzeci gościć będzie konferencję klimatyczną. Mam nadzieję, że przyjeżdżając do Katowic, będą państwo w stanie docenić wysiłki Polski, a w szczególności regionu śląskiego, który poczynił bardzo duże postępy, jeśli chodzi o obniżenie emisyjności gospodarki. Ale mam również nadzieję, Panie Komisarzu, że podejmą państwo trud zrozumienia skali wyzwań, przed jakimi stoją regiony górnicze w obliczu prowadzonej przez Unię Europejską polityki klimatycznej. Celem tegorocznej konferencji klimatycznej będzie głównie wypracowanie mechanizmów służących implementacji porozumienia paryskiego. Polska stanowczo popiera to porozumienie i poprawka, którą w imieniu EKR zgłoszę, pozostaje w duchu tego porozumienia. Precyzuje ona, że celem naszych działań ma być osiągnięcie równowagi między emisjami i zdolnością pochłaniania, tak jak to określa porozumienie paryskie. Usuwa też przyjęty przez komisję ENVI cel, który Komisja zaproponowała, mówiąc o natychmiastowym zwiększeniu poziomu redukcji emisji do 55 %. Z tym celem absolutnie nie możemy się zgodzić. A co do bioróżnorodności, Polska jest najlepszym przykładem porządnie i dobrze prowadzonej bioróżnorodności.

  Gesine Meissner, im Namen der ALDE-Fraktion. – Herr Präsident! Die Herren Kommissare grüße ich genauso wie den Rat und natürlich meine lieben Kolleginnen und Kollegen! Gerade eben haben wir etwas von Klimawandel und der Bergregion gehört. Ich möchte ins nasse Element gehen und davon sprechen, was der Klimawandel für die Ozeane bedeutet.

Die Ozeane sind enorm wichtig für uns. Jeder zweite Atemzug kommt aus dem Meer, denn dort wird Sauerstoff produziert, und es kann weniger produziert werden, wenn der Klimawandel weiter fortschreitet. Denn es ist auch so, dass CO2 durch die Meere gebunden werden kann. Also auch da haben die Meere – gesunde Meere – eine wichtige Klimafunktion.

Nun ist es so, dass zum Beispiel durch das Schmelzen der Eiskappen am Pol – auch das Grönlandeis schmilzt ja – eben das Wasser sich verändert: Es wird weniger salzig. Dadurch sinkt es weniger schnell auf den Boden, und es gibt also einen veränderten Frischwasseraustausch. Das wiederum beeinflusst den Golfstrom, der auch unser Klima macht. Es wird über kurz oder lang, weil der Golfstrom schon langsamer geworden ist und sich auch in seiner Form verändert, etwas, was fast Jahrtausende so war – Jahrtausende nicht, aber lange so war – sich etwas verändern: In Europa könnte es kälter werden, an der Ostküste Nordamerikas wärmer. Und natürlich hat das auch Einflüsse auf die Biodiversität, die es jeweils in den Zonen gibt: auf Fischfang und auch vieles andere.

Noch etwas: Wir haben eben auch schon von den Korallenriffen gehört. Bei 1,5° sind schon viele Korallenriffe am Absterben, bei 2° werden sie absterben. Und nun kann man sagen: Naja, dann kann man beim Tauchen nicht mehr so schöne bunte Fische sehen. Aber das ist ja nicht der Punkt. Der Punkt ist wirklich, dass die Korallenriffe Kinderstube sind für ganz viele Arten, die im Meer leben und aufwachsen, und gleichzeitig auch ein Bollwerk gegen Naturkatastrophen wie Tsunamis oder anderes. Sie haben also auch eine Schutzfunktion für die jeweiligen Kontinente.

Das Letzte: Wenn der Meeresspiegel ansteigt, dann werden Inseln verschwinden. Man kann sagen: Gut, ein paar Inseln weniger. Aber natürlich, das hat die Kollegin Van Brempt schon angesprochen, gibt es dann Klimaflüchtlinge, und das hat eine große Auswirkung also auch darauf. Der Meeresspiegel steigt ja sehr unterschiedlich an, je nachdem, wo auf dem Globus man sich gerade befindet.

Also: Der Ozean ist sehr wichtig für die Menschen, und wir sollten auch deswegen darauf achten, dass wir den Klimawandel in den Griff bekommen.

  Bas Eickhout, on behalf of the Verts/ALE Group. – Mr President, I think that it is very good that we are discussing climate and biodiversity at the same time, because we all know that we have global pledges on the table, but Europe is not on track in meeting those pledges. That should be discussed.

I will focus first on climate because I have only 45 seconds left, and maybe just to start with the Presidency. To be very honest, your Presidency conclusions on COP24 in Katowice are just a repetition of what we already promised in the Paris agreement: that we are going to look at our pledges on the table, that was the idea of the Paris agreement. The Council should take a step further and not just reiterate what we already promised in 2015.

That brings me to the Commission and a very plain question: I know that you have said that in your long-term strategy, Mr Cañete, you said that we are going to look at a zero-carbon for 2050 scenario. However, what does that mean for 2030? Are you also going to make sure that that scenario will include, as the scientists ask for, that Europe will move to -55% to -60% by 2030?

  Lynn Boylan, on behalf of the GUE/NGL Group. – Mr President, last month I attended the Global Climate Action Summit in San Francisco and I was heartened by how some of the federal states are still committing to Paris targets, despite persistent climate change denial from the Trump administration. The EU needs this same determination at COP24, especially now that there is a leadership vacuum to fill following the US withdrawal from Paris.

Climate action isn’t easy. It requires governments to make radical changes to their economies. My country, Ireland, especially must ensure that all of its policy areas are coherent with reaching our climate targets. On a global, EU and national scale, we are way off track. Parliament’s resolution on COP24 stresses that the current nationally determined contributions would only curb global warming to 3.2°, nowhere close to the 2° commitment in Paris. On top of that, the UN climate body’s recent report projected the disastrous effects of even 2° and how it is crucial to curb warming at 1.5° to prevent massive human and ecological losses. The EU has no other choice but to rise to the challenge of COP24 and not bow to the lobbyists.

  Piernicola Pedicini, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, da quando siamo qui, siamo stati chiamati tante volte populisti e di solito si dice che i populisti sono quelli che sono contro la scienza.

Allora anch'io voglio fare riferimento alle conclusioni della relazione del Gruppo intergovernativo di esperti sui cambiamenti climatici, che è l'organismo credo più autorevole per esprimersi su questi temi.

Primo, dicono che bisogna dimezzare le emissioni di CO2 entro il 2030; secondo, bisogna azzerare le emissioni nette entro il 2050; terzo, dobbiamo ridurre drasticamente la domanda di energia dell'industria, dei trasporti e degli edifici. Se non facciamo queste cose al più presto sarà catastrofe climatica già nei prossimi dieci o venti anni.

Quindi il pianeta sta andando a sbattere e in quest'Aula, purtroppo, si parla sempre dei populisti. Qui c'è bisogno di prendere decisioni coraggiose, c'è bisogno di prendere decisioni globali ed epocali per salvare il pianeta, e invece si sentono sempre le solite parole.

E siccome sono sicuro che la prossima COP 24 sarà la solita passerella di capi di Stato, che si concluderà con il solito nulla di fatto, io credo che il destino qui sarà che i populisti vi sostituiranno e, dal quel punto in poi, sarà compito nostro occuparci del pianeta.

  Olaf Stuger, namens de ENF-Fractie. – Voorzitter, alle respect natuurlijk voor de collega's hier in de zaal die maatregelen treffen tegen de vermeende klimaatverandering. Dat is hun goed recht.

Er vallen mij wel twee dingen op. Die maatregelen kosten heel veel geld. Miljarden en miljarden euro's. En wie moet dat betalen? Dat is de belastingbetaler, dat zijn de Europese belastingbetalers. Vaak niet de mensen hier in deze zaal, want in grote meerderheid betalen die in hun eigen land niet eens belasting.

Het tweede punt, Voorzitter, is dat opgeheven vingertje, dat opgeheven vingertje naar de Europese burgers: "U mag niet meer vliegen want dat is heel slecht voor het milieu". Voorzitter, dit Parlement is kampioen vliegreizen maken. Er is geen parlement in de hele wereld waar zoveel leden zoveel vliegreizen maken. Daarom is mijn conclusie een hele eenvoudige: er is maar één woord voor en dat is hypocrisie.

  Dobromir Sośnierz (NI). – Po pierwsze, chciałem zwrócić uwagę, że skoro już przy planach ograniczenia emisji o 40% wycofują się z tego porozumienia Stany Zjednoczone, to, jak myślicie Państwo, co się stanie – mówię do tych, którzy proponują podwyższone poprawki – kiedy zaproponujemy 50%, 55% lub 45%? Czy kolejne kraje będą się chętniej tego porozumienia czy raczej się będą z niego wycofywać. Więc naprawdę nie przesadzajmy. Po drugie, weźmy pod uwagę, ile dane społeczeństwo wyemitowało w ciągu swojej historii dwutlenku węgla, bo w czasach, kiedy w Anglii dymiły już kominy w ramach rewolucji przemysłowej, gdzie indziej dalej jeżdżono na osiołku po polu, więc nie jest niesprawiedliwe, żeby teraz wszyscy na trzy cztery w tym samym tempie te emisje redukowali. Po trzecie, ta redukcja może być osiągana tylko w taki sposób, że się sprawiedliwie obciąża wszystkich kosztami emisji, a nie wskazuje jakieś technologie, a tym bardziej wylicza stopnie, o ile ma się oziębiać klimat, bo tego nikt nie wie tak naprawdę. Są to tylko przypuszczenia. Nikt jeszcze nie oziębiał żadnych planet. Nie wiadomo dokładnie, czym się to skończy. Liczenie tego do drugiego miejsca po przecinku jest naprawdę śmieszne.

  Jerzy Buzek (PPE). – Panie Przewodniczący! Zapraszam wszystkich Państwa do Katowic, stolicy Śląska, z którego to regionu jestem wybierany do Parlamentu Europejskiego, a więc czuję się współgospodarzem. Tam też jest Centrum Czystych Technologii Węglowych, właściwie jedyne takie w Europie, gdzie naprawdę są technologie szczególnie ważne dla ochrony klimatu. Jestem również autorem opinii komisji ITRE. Cieszy bardzo, że komisja ENVI uwzględniła przede wszystkim postulaty odnośnie do ochrony setek tysięcy miejsc pracy w unijnym przemyśle energochłonnym. Także uwzględniła pozytywny wpływ cyfryzacji czy programów kosmicznych, a przede wszystkim samych innowacji w energetyce. Chciałem również podkreślić, że naszym największym, najważniejszym celem w Katowicach jest pakiet katowicki, po to żeby naprawdę zaangażować resztę świata w realizację celów klimatycznych. A niekoniecznie w ramach tego międzynarodowego spotkania my mamy ustalać nasze nowe cele jako Unia Europejska. To jest kontrproduktywne. Ale chciałem z drugiej strony podkreślić, że mamy w naszej Unii Europejskiej, w 12 krajach, 41 regionów górniczych. I warto zrobić to, co zrobiła komisja ITRE. Przegłosowała, że dla tych regionów potrzebujemy specjalny program, 5 mld euro po to, żeby ochronić obywateli, żeby tym dziesiątkom milionom ludzi pokazać, że jest program dla waszych regionów.

  Gilles Pargneaux (S&D). – Monsieur le Président, Monsieur le Représentant du Conseil, Messieurs les Commissaires, en tant que rapporteur du Parlement européen pour la COP 21, corédacteur pour la COP 23 et membre de la délégation du Parlement à la COP 24 en Pologne, j’estime que l’accès universel à l’énergie durable dans les pays en développement doit être l’une des priorités de cette COP 24.

L’accès à l’énergie de façon sûre et prévisible est l’enjeu de ce XXIe siècle, en particulier pour le continent africain, qui comptera 4,5 milliards d’habitants à la fin de ce siècle contre 1,3 milliards actuellement, soit près de 40 % de la population mondiale.

Aujourd’hui, les deux tiers de la population africaine n’ont pas accès à l’électricité. Ces 860 millions de personnes ont par conséquent un accès très difficile à l’éducation, à la santé, au marché du travail et à tous les secteurs de la vie qui nécessitent de l’électricité.

Monsieur le Commissaire, à l’occasion de la deuxième édition du «One Planet Summit» organisé par le président de la République française, Emmanuel Macron, le 26 septembre dernier à New York, la Commission européenne s’est engagée à investir 44 milliards d’euros dans les projets d’énergies propres en Afrique. Pouvez-vous nous en dire plus ce soir?

  Mark Demesmaeker (ECR). – Ja, klimaatverandering en biodiversiteitsverlies, het zijn twee globale crisissen die nauw met elkaar verstrengeld zijn. De manier waarop de mensheid deze nu zal aanpakken, zal bepalend zijn voor de gezondheid, voor het welzijn, voor de welvaart van de volgende generaties. Investeren in natuur en biodiversiteit moet centraal staan in een slim, in een duurzaam en een inclusief Europa. Bovenop de overweldigende intrinsieke waarde van natuur biedt biodiversiteit immers onbetaalbare socio-economische voordelen.

Het is ruim twee en een half jaar geleden dat we mijn verslag over biodiversiteit hier kamerbreed goedkeurden. Hoewel de Commissie een aantal initiatieven heeft genomen – en de commissaris heeft ernaar verwezen – is er nog altijd geen structurele vooruitgang. Zonder bijkomende inspanningen zullen we de 2020-doelstellingen missen. Bovendien blijft de Commissie onrustwekkend stil over een post—2020-strategie.

Inzake klimaatbeleid hebben de medewetgevers echter nog maar net een ambitieus wetgevend kader tegen 2030 afgesproken. En ambitie is nodig, maar wij koppelen dat ook graag aan realisme. Natuurlijk kan alles altijd beter, maar deze net gemaakte afspraken nu ontoereikend noemen, is niet ernstig en ook niet realistisch.

  Linnéa Engström (Verts/ALE). – Herr talman! Det är dags att förbjuda fossila bränslen och klimatinvestera i de absolut mest utsatta regionerna och människorna. Övergången till en grön ekonomi måste ske inom de närmaste åren. FN:s klimatpanel är mycket tydlig: För varje grads global uppvärmning kommer konsekvenserna för mänskliga rättigheter att bli katastrofala och vi kommer att se miljontals klimatflyktingar. Det är därför det är så otroligt viktigt att begränsa utsläppen nu.

Klimataktion handlar inte bara om att begränsa utsläppen, det handlar också om anpassning till ett förändrat klimat, tekniköverföring till fattiga regioner, kapacitetsutveckling för de mest utsatta människorna och en rättvis övergång till en grön ekonomi. Det är grundstenarna. Om vi inte satsar på jämställdhet så kommer vi inte att klara klimatet. Vi behöver stärka kvinnors rättigheter. Vi gröna ser att en progressiv klimatpolitik som har kraft att förändra alltid går hand i hand med en rättvis utveckling, där vi säkerställer de mest utsatta människornas och regionernas rättigheter. Vi kommer att jobba stenhårt för att ingen lämnas efter.

Cada vez que hablamos del cambio climático, la mayoría de los oradores y las oradoras (en particular los comisarios con familiares con cuentas en Suiza) dicen que Europa debe estar a la vanguardia y blablablá y blablablá.

Sin embargo, si nos fijamos en las propuestas y los votos, veremos que entre los discursos y la práctica existe un abismo. Ahí está también el Consejo, que siempre tumba las medidas más ambiciosas.

El informe del IPCC, que salió hace dos semanas, nos confirma que la Unión Europea no cumplirá con el objetivo de limitar el calentamiento global a 1,5 ºC. La Unión Europea se limita a hacer algunas propuestas que de verde solo tienen la pintura que las decora.

No necesitamos más palabras, sino más acciones. Por suerte, hay gente que ya está haciendo cosas: los movimientos sociales por la justicia climática nos marcan la ambición alta que se requiere, y los ayuntamientos del cambio en España son quienes más medidas de adaptación y mitigación del cambio climático están aplicando ahora mismo. Solo con ese compromiso y esa acción se podrá luchar contra el cambio climático.

  Zoltán Balczó (NI). – Tisztelt Elnök Úr! Az Európai Unió elkötelezett az iránt, hogy teljesítse a párizsi klímavédelmi megállapodásban vállaltakat, és továbbra is élen akar járni a globális felmelegedés elleni küzdelemben. Ez támogatható. Ugyanakkor a Parlament által elfogadott célszámok, amit legutóbb az ilyen tárgyú jelentésnek az előadója egyenesen becsvágyónak minősített, nem vesznek tekintetbe két fontos szempontot. Az egyik: ezeknek a túlzó vállalásoknak vannak olyan hátrányos gazdasági, társadalmi következményei, amelyeket a tagállamoknak kell viselniük. A másik: az EU a teljes szén-dioxid-kibocsátás 10 százalékáért felelős. Globális problémát nem lehet lokálisan megoldani, csak világméretű együttműködéssel. A legfontosabb terület a klímadiplomácia. El kell érni, hogy az Egyesült Államok visszatérjen a párizsi megállapodáshoz. Az csekély előrelépés, hogy most már Trump elnök is úgy érzi, hogy van klímaváltozás, és az nem csupán a kínaiak átverési kísérlete.

  Francesc Gambús (PPE). – Señor presidente, señores comisarios, la preparación para la celebración de la COP24 que se celebrará en diciembre es un reto tanto para la Unión como para el resto de actores, las más de 180 partes que han ratificado ya el Acuerdo de París, conseguido durante la COP21. Tras la anterior COP23 en Bonn y el Diálogo de Tanaloa, debemos tener en cuenta que la COP24 en Katowice será probablemente la primera meta volante de París dos años después de su entrada en vigor.

Dos años que, de acuerdo con la Organización Meteorológica Mundial, han sido los años más cálidos jamás registrados. Y no solo eso: este verano, el Mediterráneo ha registrado episodios meteorológicos de características tropicales con fuertes tormentas y vientos que han impactado en la costa levantina de España; episodios que coinciden con los registros de la sequía más dura vivida en el centro de Europa con graves efectos en la agricultura.

Esto es el cambio climático. No es —como oímos por la calle— que este año el tiempo se ha vuelto loco. El cambio climático ya está aquí y es tarea nuestra poner y aplicar las medidas y objetivos para llegar al límite de un grado y medio de aumento de la temperatura a nivel mundial. Y es nuestra tarea también tomar medidas para que, cuando nos impacten estos fenómenos extremos, estemos alerta y sea de la forma más atenuada posible. Y es también tarea de la Unión Europea seguir liderando al mundo con ambición y realismo en esta lucha.

  Guillaume Balas (S&D). – Monsieur le Président, il y a un lien, évidemment, entre la question climatique et la question de la biodiversité, mais je vais me concentrer sur la question de la biodiversité, puisque c’est mon sujet.

On va le dire très tranquillement: on se demande si ces COP (Conférences des Parties) servent à quelque chose. Évidemment, nous pouvons être tentés de dire : «finalement, puisque nous n’atteignons pas les objectifs, nous devons les repousser». Il faut tenir le raisonnement inverse. Nous devons tenir les objectifs de la COP14, et pour cela nous devons nous demander pourquoi nous n’arrivons pas, aujourd’hui, à faire en sorte que ce que nous proclamons devienne réalité. La raison en est peut-être simple: nous ne nous en donnons pas les moyens.

Il y a peut-être une règle à suivre, la première, c’est qu’il faut des indicateurs. Des indicateurs pour savoir exactement où nous en sommes, notamment, dans le déroulement et la recherche de nos objectifs. Cela est essentiel: si nous n’avons pas d’outils, nous ne pouvons pas savoir pourquoi nous réussissons ou pourquoi nous échouons.

Le deuxième point – et j’insiste là-dessus – c’est que nous apercevrons bien vite qu’il n’est pas possible, aujourd’hui, de préserver la biodiversité si nous ne mettons pas en cause une des règles fondamentales que nous nous sommes données, malheureusement, c’est-à-dire la recherche du profit à tout prix. Il est impossible d’avoir une approche où les seules valeurs sont l’argent et le profit et en même temps protéger la biodiversité. C’est absolument impossible et il faudra que nous le comprenions.

  Ulrike Trebesius (ECR). – Herr Präsident! Die EU hat sich in den letzten Jahren ambitionierte Klimaziele gesetzt. Bis 2030 – also in nur elf Jahren – soll die Emission von Kohlendioxid um 45 % gesenkt werden. Bisher deutet nichts darauf hin, dass das Ziel erreicht werden kann. In den letzten Jahren hat die EU ihren Ausstoß sogar leicht erhöht. Deutschland – mein Land – spielt hierbei eine unrühmliche Rolle. Während wir zwischen 1990 und 2009 zumindest kontinuierliche Fortschritte gemacht haben, haben wir in den letzten zehn Jahren stagniert und den guten Wert von 2009 nie wieder erreicht. Der unüberlegte Ausstieg aus der Atomenergie spielt dabei eine zentrale Rolle. Die Versorgungssicherheit einer Industrienation ist mit Wind- und Solarenergie nicht sicherzustellen, weswegen wir eben verstärkt auf Braunkohle zurückgreifen müssen.

Die grünen Träume scheitern oft an der Realität. Wer umweltschonende Politik machen möchte, muss auch mit Technikern, Ingenieuren und Wissenschaftlern sprechen, sprich sich von Machbarkeiten beeindrucken lassen. Wer vom Elektroauto träumt, aber weder Atomstrom noch Braunkohle verwenden möchte, stattdessen über Jahrhunderte gewachsene Wälder für Windräder abholzt, damit den Lebensraum von Tieren nachhaltig zerstört, der muss sich fragen, wie durchdacht seine Pläne sind.

  Thomas Waitz (Verts/ALE). – Frau Präsidentin! Auf diese Geschichte muss ich kurz reagieren. Vor zehn, fünfzehn Jahren wurden wir noch als Illusionisten bezeichnet, als wir über den Klimawandel an sich gesprochen haben. Der hat mittlerweile, glaube ich, sogar Sie erreicht. Wälder werden abgeholzt in Hambach für die Braunkohle und nicht für Windräder – so ein Unsinn!

An die österreichische Ratspräsidentschaft: Österreich ist wirklich gut im Ankündigungen Machen. Wenn man sich allerdings ansieht, was dann in der Tat geschieht, dann schauen Sie einmal, was Ihre Ministerin gerade bei den Verhandlungen zum CO2-Ausstoß von Kraftfahrzeugen gemacht hat. Sie hat 35 % Kompromiss als Erfolg verkauft. Es war kein Erfolg. Es wäre um die Stimme Österreichs gegangen, eine Mehrheit für 40 % zusammenzubekommen, und hier hat Österreich nicht geliefert. Machen Sie doch Ihre Ankündigungen wahr!

Ich möchte aber auch auf die Biodiversitätsfrage eingehen, denn die ist auch sehr entscheidend. Hier wiederum: tolle Ankündigungen der österreichischen Ratspräsidentschaft. Aber hat Österreich den Einsatz des obersten Biodiversitätskillers, Glyphosat, oder seiner Produkte – denn das läge in Ihrer Macht – für Österreich verboten? Nein, haben Sie nicht! Also wenn es um die Taten geht, dann sieht es auf einmal dünn aus.

Ich hoffe aber doch in einem Punkt noch auf Ihre Unterstützung. Wenn es darum geht, gene drive, die neue Genmanipulationstechnologie, zu verbieten und ein Moratorium dafür zu unterzeichnen, hoffe ich doch noch, dass Sie auf der richtigen Seite der Geschichte stehen.

  Alojz Peterle (PPE). – Spoštovani gospod komisar, dragi kolegi. Rastlinske in živalske vrste ne berejo resolucij, pač pa pred našimi očmi izginjajo. In stanje je alarmantno, ogrožene so čebele, ogroženi so drugi opraševalci in zato je ogrožena tudi človekova vrsta. Delim ambicijo, da ustavimo izginjenje biotske raznovrstnosti do leta 2020, ampak ali se zavedamo, koliko časa nam je ostalo, da kaj storimo? Čas je potekel.

Vesel pa sem, da poročevalci z Norbertom Linsom na čelu v svojem poročilu povedo vse bistveno: da je potrebno takojšnje, konkretno in dodatno ukrepanje. Potrebna je evropska in globalna skupna akcija. Prepričan pa sem, da lahko klimo spremenimo samo, če spremenimo našo razvojno in gospodarsko paradigmo.

Li jogħla l-livell tal-baħar, għalija mhijiex alternattiva li nista' nikkunsidra. Li l-pjan tal-ilma tagħna jispiċċa mielaħ, għalija u għan-nies li nirrappreżenta jien, mhijiex esaġerazzjoni remota. Hija possibbiltà! Possibbiltà kbira li tfisser li l-ħajja tiegħi u tan-nies tiegħi tiġi affettwata. U ma fadalx żmien li noqogħdu nieħdu ċans u ngħidu għanda ħamsin u ħamsin fil-mija ċans li tiġina tajba.   Peter Liese (PPE). – Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Die Entschließung zur COP 24 in Katowice enthält viele wichtige Punkte, die wir sicher gemeinsam unterstützen. Wir brauchen ein klares Signal, dass der Prozess des Klimaschutzes weitergeht – egal, was Präsident Trump entscheidet. Ich fand es in Bonn im letzten Jahr sehr ermutigend, dass viele Vertreter der USA – aus der Wirtschaft, aus den Regionen, den Staaten – gesagt haben: Wir bleiben dabei, wir machen diesen Prozess mit, und wir sehen darin auch große Chancen für Arbeitsplätze und Wirtschaftswachstum.

Allerdings tue ich mich mit dieser Debatte sehr schwer. Wir müssen unsere Ziele jetzt –und zwar dramatisch – erhöhen. Ich habe in Bonn mit vielen Vertretern von Drittstaaten gesprochen, und teilweise haben die meine Frage überhaupt nicht verstanden. Wir wissen alle, dass die jetzigen Verpflichtungen nicht ausreichen; wir müssen unsere Anstrengungen erhöhen. Wir landen etwa bei 3 °, wenn alle ihre Verpflichtungen von Paris unterstützen, und das ist weit weg allein schon von 2 °. Deswegen, glaube ich, ist es nicht zielführend, wenn wir jetzt, wie in der Entschließung vorgesehen, 55 % in der EU beschließen und überhaupt nicht sehen, was im Rest der Welt passiert.

Ich unterstütze unseren Kommissar Miguel Arias Cañete. Wir können das europäische Klimaziel allein durch die Umsetzung der Gesetzgebung, die wir schon beschlossen haben, anheben, aber da nicht auf 55, sondern weniger. Wichtiger ist aber, dass wir einen internationalen Prozess mit China und anderen in die Wege leiten, dass wir nicht die einzigen sind, die die Ziele erhöhen.

  Jytte Guteland (S&D). – Fru talman! 15-åriga Greta Thunberg från Sverige ställde sig framför det svenska parlamentet och skolstrejkade under 15 dagar. Som förälder kan jag givetvis inte uppmana alla skolungdomar att göra på samma sätt, men det var en modig handling att markera mot alla politiker i parlamenten att man inte gör tillräckligt och att hon – så ung som 15 år – ser vad världen behöver. Därför vill jag säga till alla de medborgare som i likhet med Greta undrar vad vi gör i de här husen att det finns allierade som vill kämpa för att Parisavtalet inte bara blir vackra ord, utan att de också tillämpas i lagar och i vår framtid framöver. Mitt budskap är: Ge inte upp!

FN:s klimatpanel redovisade förra veckan att det finns stor risk att vi inte kommer att nå Parisavtalet. Vi måste öka arbetet avsevärt om vi ska nå målet om 1,5 grader. Det går inte att vrida tillbaka klockan. Vi måste göra mycket mer. Jag kommer att stötta 55 % till 2030 och jag väntar mig att alla kolleger ställer upp bakom det, så att vi har ett gott budskap till klimatkonferensen i december.

ITRE-valiokunnan uusiutuvan energian, rakennusten energiatehokkuuden ja yleisen energiatehokkuuden direktiiveistä on jo saavutettu sopimus neuvoston kanssa. Suunta on oikea, mutta tahti on riittämätön. Aiemmin komissaari Cañete on arvioinut, että toimenpiteet tulevat johtamaan 45 prosentin päästövähenemään vuonna 2030. Me tarvitsemme enemmän, nopeammin, kuten hän äsken sanoin.

Minä tuen EU:n tavoitteiden kiristämistä. Tarvitsemme myös jäsenvaltioiden tiukan sitoutumisen. Odotan linjakasta, tärkeää, komission pitkän aikavälin päästövähennysstrategiaa ennen Katowiceä. Tarvitsemme päätökset myös päästökaupan kiristämisestä. Tarvitsemme puhtaan energian, teknologian ja kestävän materiaalin ratkaisut. Poliittista johtajuutta tarvitaan maailmalla markkinoille selkeän suunnan ja kuluttajille mahdollisuuksien antamisen takia ja lapsien vuoksi tarvitsemme vastuunkantoa kestävästä maapallosta tulevaisuudessakin.

Wir sind zu spät dran, wir machen zu wenig, und die Anstrengungen müssen verbessert werden. Vor allen Dingen brauchen wir natürlich das Regelbuch mit der Transparenz der Daten, damit wir auch wissen, was jeder macht, und hier nicht getäuscht werden kann, und wir die realen Fortschritte auch messen können.

Es ist auch eine Bewährungsprobe für Europa. Es ist eine Klimakonferenz wieder auf unserem Kontinent, in der Europäischen Union, und wir sollten mit gutem Beispiel vorangehen. Ich kann mich allen anschließen, die hier sagen, wir müssen der Weltgemeinschaft eine höhere Ambition der Europäischen Union anbieten. Und wir können das tun aufgrund der Gesetzgebung, die hinter uns liegt. Ich hoffe, der Umweltministerrat und andere Entscheidungsträger können sich bis Kattowitz dazu noch entschließen, unser Reduktionsziel von 40 % auch zu erhöhen.

Es ist richtig, wenn gesagt wird, Europa kann das Klima nicht alleine schützen; wir brauchen andere in der Welt. Da werden wir uns vielleicht in Zukunft auch noch Maßnahmen überlegen müssen an unseren Grenzen, weil wir dann die Kosten haben für unsere Firmen, aber andere nicht die Kosten für ihre Firmen haben. Da wird man nochmal über Grenzabgaben zugunsten des Klimaschutzes reden müssen. Aber wir brauchen auch die lange Perspektive nach vorne, den Langfristplan bis 2050. Ich hoffe, das wird ein Zukunftsplan für die EU.

Er hat von den anderen in der Welt gesprochen, die uns helfen sollten, hier das Klima dementsprechend zu verbessern. Ich habe jetzt in der Zeitung gelesen, dass Elon Musk den Vorsitz von Tesla de facto aufgegeben hat und Herr Murdoch jr. diesen Job übernommen hat. Wir wissen, dass Murdoch den Brexit in Großbritannien massiv betrieben hat. Kann es wahrscheinlich sein, dass jetzt der Diesel-Exit und das Bashing des Diesels auch aus diesen politischen Gründen betrieben werden?

  Jo Leinen (S&D), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Herr Kollege Rübig! Die Produktion von Elektroautos und das Diesel-Bashing durch Herrn Murdoch – das ist ein echter Spagat. In der Tat sprechen Sie ein Thema an, das wir alle kennen, dass wir neue Antriebsformen brauchen, dass wir mit Sorge sehen, dass sie mehr außerhalb der EU produziert werden als innerhalb der EU – Tesla in den USA und die Chinesen dort in ihrem Land. Ich glaube, die Autoindustrie muss verstehen, dass die Uhr für sie dann auch abläuft, wenn sie nicht auf Modernisierung geht.

  José Inácio Faria (PPE). – Senhor Presidente, senhores comissários, não me canso de dizer que a luta contra as alterações climáticas tem que ter uma prioridade global. Mas, mais uma vez, vamos para uma COP para observar que o compromisso ratificado no Acordo de Paris não está a ser cumprido, e a realidade, caros colegas, é que, enquanto andamos para aqui a discutir, semana sim, semana não, que metas, se obrigatórias ou voluntárias, que reduções, que ambições e que empenho coletivo e individual teremos que tomar para que os impactos das alterações sejam mitigadas, no meu país, os efeitos são mais que visíveis, com fogos florestais que destroem recursos preciosos e matam pessoas.

Caros colegas, este é o momento de agir e, para tanto, é necessário que haja um compromisso claro por parte dos Estados-Membros, e isso tem que acontecer, como já aqui foi dito, antes de Katowice, sob pena de irmos à COP em vão.

O Painel Intergovernamental para as Alterações Climáticas já demonstrou que devemos apontar para um limite de 1,5 graus Celsius e não de 2, para que os impactos a que estaremos sujeitos sejam de menor gravidade. E, para tanto, entendo que a Europa tem de falar a uma só voz nos diversos fóruns internacionais. Temos de liderar pelo exemplo e deixar de lado os interesses nacionais, para podermos exigir a todos, à mesa das negociações, que deem a este compromisso pela defesa do ambiente a urgência de que necessita.   José Blanco López (S&D). – Señora presidenta, la lucha contra el cambio climático es una obligación y es más, si cabe, una obligación cuando observamos constantemente las sequías, los incendios, las inundaciones —como las que acaban de suceder en mi país, España—. Por lo tanto, tenemos que ser ambiciosos. Tenemos que mostrar, como Unión Europea, capacidad de liderazgo, capacidad de ambición y determinación. Para eso también hay que predicar con el ejemplo, y sería bueno que la Unión Europea marcase un objetivo más ambicioso de reducción de emisiones para el año 2030. Es posible —después de lo que hemos hecho con la Directiva de eficiencia energética y con la Directiva sobre las energías renovables— ir al menos a un objetivo de reducción de emisiones del 45 %.

Es necesario, por lo tanto, que en esta Cumbre del Clima mostremos esa determinación y esa ambición para dar pasos y para que la Unión Europea, una vez que los Estados Unidos nos han abandonado, mantenga ese pulso firme y determinado para combatir el cambio climático.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, η Ευρωπαϊκή Ένωση επιχειρεί να ανταποκριθεί στις δεσμεύσεις των Παρισίων, όμως έχει αναθέσει τη διαδικασία αυτή στο σύστημα εμπορίας εκπομπών άνθρακα, το ΕΤS, το οποίο στηρίζεται στις δυνάμεις της αγοράς και έτσι δεν είναι αποτελεσματικό.

Tαυτόχρονα, υπάρχει και μεγάλη κερδοσκοπία. Η ελληνική ΔΕΗ υποχρεώνεται κάθε χρόνο να πληρώσει 400 εκατομμύρια ευρώ για το ETS και τώρα θα φτάσει στα 600 εκατομμύρια ευρώ αυτή η επιβάρυνση, σε μια φάση που υπάρχει ακρίβεια στο ρεύμα, υπάρχει ενεργειακή φτώχεια και, ταυτόχρονα, πανάκριβο πετρέλαιο θέρμανσης.

Όμως, η Βουλγαρία και η Πολωνία εξαιρούνται από την αγορά δικαιωμάτων αερίων ρύπων. Το ερώτημα είναι για ποιον λόγο να μην υπάρξει αυτή η εξαίρεση και για την ελληνική ΔΕΗ, να έχει την ίδια μεταχείριση με τη βουλγαρική ΔΕΗ, προκειμένου να μπορέσει να ανταποκριθεί σε μια δύσκολη φάση για την ελληνική οικονομία και την ελληνική κοινωνία.

  João Ferreira (GUE/NGL). – Senhor Presidente, há questões que não constam, mas que deviam constar, das perguntas que enquadram este debate. Em relação à Conferência sobre as Alterações Climáticas, a COP 24, esta é mais uma que decorre sem que se questione a perversidade e a ineficácia dos instrumentos de mercado, como o comércio do carbono.

Os objetivos ambientais sucumbem perante o negócio, mesmo aquele que se faz com a compra e venda de direitos de poluição. Em relação à conferência sobre a diversidade biológica, a COP 14, é curioso que aqui se fale em novos instrumentos financeiros para a biodiversidade, nada se dizendo sobre a inexistência, até hoje, já lá vão mais de vinte cinco anos, de um instrumento comunitário dedicado a financiar a gestão e a conservação da Rede Natura 2000.

Pelo contrário, há uma evidente desresponsabilização da União Europeia neste domínio, uma falha que nem a PAC nem o programa LIFE colmatam. Preferem, é verdade, canalizar recursos para a indústria do armamento e para a escalada militarista em curso. Escusam é de pintar a cara de verde.

  Csaba Sógor (PPE). – Tisztelt Elnök Asszony! Az elmúlt években egyértelművé vált, hogy az éghajlatváltozás káros hatásainak megállítása érdekében sokkal több erőfeszítést kell tennünk az eddigieknél. Az is látszik, hogy az államok a szabályozási környezet változtatásával csak korlátozott hatást képesek elérni. A jövőben nem lesz elegendő, ha csak a közúti közlekedés károsanyag-kibocsátásának csökkentésére törekszünk, a mezőgazdaságban, iparban, energetikában, légi- és vízközlekedésben is előrelépést kell elérni. Társadalmaink teljes eddigi működését át kell állítanunk az új realitásra. Ebben a kérdésben a fejlett világ jó példával szolgálhat, de a fejlődő államoknak is modellváltásra van szükségük. Ha van ma globális kihívás, amelyhez mindannyiunk közös erőfeszítése és áldozatvállalása szükséges, akkor a klímaváltozás mindenképpen az. Mert az áldozathozatalra mindenképp szükség lesz, a kérdés, hogy mekkora lesz ez az áldozat és mikor fogadjuk el, hogy elkerülhetetlen.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, tutela della biodiversità e lotta al cambiamento climatico sono tra le priorità delle politiche ambientali europee.

La maggior parte degli obiettivi del 2020, tuttavia, non verrà raggiunta e anche la mobilitazione finanziaria per il clima, di cento miliardi di dollari all'anno entro il 2020, procede a forte rilento.

Occorre sostenere l'istituzione di nuovi strumenti di finanziamento a favore della biodiversità e proporre strumenti di rendicontabilità rafforzata, in particolare per le strategie e i piani d'azione nazionali sulla biodiversità, al fine di migliorare la governance e facilitare l'attuazione degli obiettivi post 2020.

Per il cambiamento climatico, invece, è necessario intensificare le relazioni dell'Unione europea con le autorità locali e regionali, rafforzare la cooperazione tra città, rafforzare modelli di sviluppo sostenibile e piani di riduzione delle emissioni in settori chiave, come energia, industria, tecnologia, agricoltura e trasporti, ad esempio con i programmi di gemellaggio, il programma di cooperazione urbana internazionale, il sostegno a piattaforme come il "Patto dei sindaci" e costruendo nuovi forum per lo scambio delle migliori pratiche.

  Bogdan Andrzej Zdrojewski (PPE). – Jestem zwolennikiem stawiania wysoko poprzeczki, ale w sporcie. Jeżeli chodzi o klimat, o ekologię, wolałbym, aby ta poprzeczka była stawiana przede wszystkim mądrze, precyzyjnie i z uwzględnieniem startu poszczególnych podmiotów gospodarczych czy po prostu państwa. Dodam – żeby nie było wątpliwości – jestem wielkim zwolennikiem ograniczania tych negatywnych skutków aktywności przemysłowej, aktywności gospodarczej dla klimatu. Natomiast uważam, że doświadczenia z tej perspektywy do 2020 r. są niestety negatywne, i uważam, że należałoby zdecydowanie bardziej uelastyczniać zadania i dostosowywać do określonych celów i przede wszystkim możliwości, aby przede wszystkim nie doprowadzać do sytuacji, w której wszyscy będą przekonani, że te zadania zostały ułożone przede wszystkim po to, aby kogoś karać.

  Carlos Zorrinho (S&D). – Senhora Presidente, Senhor Comissário, as cimeiras internacionais que aqui debatemos, não podem ser apenas um grande evento global e mediático. Limitar o aquecimento global nos termos estabelecidos no Acordo de Paris pode significar a diferença entre a vida e a morte das pessoas e dos ecossistemas e é, também, determinante para a preservação da biodiversidade. É, por isso, necessário definir metas mais ambiciosas e canalizar mais financiamento para a conservação da biodiversidade. Já não basta comunicar com indicadores e gráficos, Senhor Comissário, é a sobrevivência da humanidade, tal como a conhecemos, que está em jogo.

Enquanto relator sombra do regulamento da governação de energia, que será votado no próximo plenário aqui em Estrasburgo, procurei assegurar que os objetivos climáticos da União da Energia para 2030 serão atingidos através de políticas coerentes e flexíveis. É preciso agir. Se a competição egoísta e antropocêntrica pelos recursos destruir os fundamentos de equilíbrios naturais, somos nós mesmos que nos destruímos e não o podemos permitir.

  Julie Ward (S&D). – Madam President, the EU has a responsibility to all living things to lead efforts towards ambitious action against climate change. As climate sceptics, led by Donald Trump, imperil biodiversity it is crucial that we Europeans lead the way. Women and young people must play a central part in our climate change strategy. In fact, tackling climate change is an opportunity to foster positive change in broader areas of society. Women play a particularly significant role in crucial sectors in rural areas, and they must be at the forefront of our work.

Our climate policies must also go hand in hand with our human rights policies, for example we must stand up for indigenous people against land grabs and deforestation, particularly in the Amazon, which is the lungs of the world.

Climate change challenges the ways our societies have developed with the growing phenomenon of climate refugees fleeing unsustainable lives and we must therefore radically reshape the way we are living now, for the sake of future generations.

  Karmenu Vella, Member of the Commission. – Madam President, first of all I would like to thank you for the good debate and useful suggestions. Halting biodiversity loss, not only on land but also in our oceans, must become more than just a goal. I agree with those of you who said that to really make it happen, we need to shift up a gear by building on financial instruments and optimising policies such as development aid to put in place a solid process for voluntary commitments that can attract adequate resources, together with clear, quantifiable global targets.

Ongoing scientific work will help us better understand and quantify the biological and economic implications of living within planetary boundaries. This should put us in a better position to translate policy objectives into operational and effective measures. Of course, we will also need to mobilise adequate resources to achieve our goals. This is an investment that is necessary and urgent, considering that the cost of inaction is increasing exponentially.

Consequential social and economic costs are not simply an ambiguous concept. We know for a fact that biodiversity loss has direct links to human displacement, migration and global security concerns linked to food and water. The conservation and restoration of biodiversity can therefore be a powerful antidote to these challenges. We have started our preparatory work with the evaluation of the EU biodiversity strategy to 2020, including plans for stakeholder consultation. This will contribute to the discussions on the post-2020 Global Framework. We need to rise up to this opportunity and take a lead in encouraging global partners to act with us. I am confident that with your support and the support of EU citizens, we can make the COP 15 in Beijing in 2020 a game changer.

On the 2018 UN Climate Change Conference, strong and united European Union messaging will be instrumental to continue to deliver on our leadership during COP 24 in Katowice and beyond. The European Commission and the Council, under the leadership of the Austrian Presidency, will contribute to the conclusion of the negotiations on the Paris work programme, so as to enable the Paris agreement to be fully implemented and global progress on curbing emissions to be tracked transparently and regularly. After Katowice, our work must continue both domestically and internationally.

With our domestic experience and external policy instruments and dialogues, we are in a position to help our partners to advance their transition to a low-carbon, climate-resilient economy. We should also assume a leadership position in prompting our partners to develop their long-term strategies if possible already ahead of the climate summit, which is to be convened by UN Secretary General Guterres in September 2019, or in any case for 2020 as foreseen under the Paris agreement.

I would like to take you for the opportunity of having this debate. The Commission looks forward to continuing our dialogue in the future.

  Hartwig Löger, President-in-Office of the Council. – Madam President, I would like to thank everyone for their cooperation. I am very much encouraged by our joint debate on COP14 and COP24 today. As on previous occasions, your support on outreach efforts to our international partners is very much appreciated.

The IPCC report shows that, collectively, the parties’ nationally determined contributions fall short of what is required to achieve the long—term mitigation goal. All countries must contribute to accelerated short-term action and enhanced longer term ambition. As expressed by the Council, the EU is ready to communicate or update its nationally determined contribution by 2020, taking into account the collective further efforts needed and the actions undertaken by all parties to meet the objectives of the Paris agreement.

In the context of COP14, we welcome the initiative of Egypt to host a high—level segment in November 2018, just before COP14, to discuss mainstreaming biodiversity into energy and mining, infrastructure, manufacturing, processing and the health sectors. The Council also stresses the importance of convening a high—level biodiversity summit, at the level of heads of state and government in 2020, to strengthen the political visibility of biodiversity and its vital contribution to the 2030 Agenda for Sustainable Development. We very much appreciate the support of the European Parliament and its important contributions to our work in the run-up to COP14 and COP24.

I very much look forward to continuing this exchange and working closely together in the run-up to the conferences in Katowice and Sharm El Sheikh in order to achieve the best possible outcome.

  Cristian-Silviu Buşoi (PPE), in writing. – I wish to welcome the work of the ENVI rapporteurs on the resolution on the 2018 UN Climate Change Conference in Poland, which will focus on the full implementation of the Paris Agreement. Unfortunately, we are witnessing a present with more and more extreme weather events and temperature records around the world, which are deeply worrying and demand for immediate global action. Irreversible impacts could be still avoided if all states which ratified the Paris Agreement prove their responsibility and do their utmost through well-defined individual contributions. In this context, I would like to stress the importance for third-country beneficiaries of the Green Fund to be effectively and continuously assisted and monitored by relevant EU bodies in order to ensure their progress and compliance. I strongly believe that setting binding climate-related targets for each beneficiary is crucial in order to assure that the Fund brings the desired outcomes and maximises European taxpayers’ confidence in this mechanism’s capability to deliver. Europe is, and needs to be, in the forefront of the world combat against climate change.

  Pirkko Ruohonen-Lerner (ECR), kirjallinen. – Ilmastonmuutoksen aiheuttamat ongelmat eivät ole kaukana tulevaisuudessa vaan sen vaikutukset näkyvät ja tuntuvat jo nyt. Kasvihuonekaasut nousivat viime vuonna ennätyslukemiin, lämpötilat ovat keskimääräistä korkeammalla, arktinen jää sulaa ennätystahtia ja sään ääri-ilmiöt ovat yleistymässä. Maapallo on lämmennyt jo yhden asteen esiteolliseen aikaan verrattuna. Lisälämpeneminen uhkaa ihmisten lisäksi myös monia kasvi- ja eläinlajeja.

Hallitustenvälisen ilmastopaneelin IPCC:n lokakuussa julkistama raportti kuvaa, miten valtavan suuri ero 1,5 ja 2,0 asteen lämpenemisessä on. Jotta maapallon lämpeneminen onnistutaan pysäyttämään puoleentoista asteeseen, tarvitaan kunnianhimoisia toimenpiteitä, kuten esimerkiksi panostusta uusiin teknologioihin sekä päästövähennysten tuntuvia kiristyksiä. Nykyisissä päästösitoumuksissa pitäytyminen merkitsisi, että maapallo lämpenee kolmen asteen verran vuosisadan loppuun mennessä, millä olisi katastrofaalisia seurauksia.

Toivon, että Katowicen kokouksessa, jossa on tarkoitus päättää Pariisin ilmastosopimuksen käytännön toteuttamisesta, kaikki osapuolet ymmärtävät tilanteen vakavuuden. Tiedemaailma on puhunut ja nyt on tekojen aika. Ilmastonmuutos on sen kokoluokan haaste, jossa tarvitaan kaikkien maiden ja kansalaisten yhteistyötä ja yhteen hiileen puhaltamista.

  Romana Tomc (PPE), pisno. – Pozdravljam predlagano zakonodajo, saj ta zaostruje najvišjo dostopno mejno vrednost za določene onesnaževalce okolja, kot so svinec in ostale škodljive bakterije, ter hkrati uvaja nove zgornje meje za nekatere hormonske motilce.

Države članice bi morale sprejeti ukrepe za zagotovitev univerzalnega dostopa do čiste vode v EU. Prav tako pa bi morale tudi dejansko izboljšati dostop do pitne vode na javnih mestih, na primer s postavitvijo pitnikov, kjer je to smiselno in izvedljivo. V restavracijah in gostinskih lokalih bi morali spodbujati brezplačno oziroma cenovno dostopno uporabo vode iz pipe. V moji državi članici vse to že počnemo, na kar sem zelo ponosna.
