  John Howarth (S&D). – Mr President, this is a report that must be supported. The study of psychology sometimes gets a bad press, but it does teach us that the changes we make make human beings uncomfortable. But, if nothing else changes, climate will continue to change and human beings will suffer the consequence. Climate leadership is not about playing to the fear of change. Real leadership is about accelerating those changes that must happen and making them work for people.

Improved energy efficiency can deliver real gains for those struggling with fuel poverty. However, in reality, many in fuel poverty are hard to reach and can be ill—equipped to take advantage of the measures on offer. If energy demand and reduction is to go hand—in—hand with an end to fuel poverty, every Member State will need a clear programme, ensuring that energy companies are better able to develop smart networks and incentivised to meet the social obligations of those suffering fuel poverty.

  Stanislav Polčák (PPE). – Pane předsedající, já jsem tuto zprávu podpořil, protože ji skutečně považuji za velmi důležitou pro naši budoucnost. Pro naši společnou budoucnost je energetická účinnost skutečně klíčovým požadavkem. Nelze plýtvat zdroji, tím mám na mysli, že je nutné býti šetrným v našem každodenním životě, být šetrný ke zdrojům, samozřejmě i k lidem, ke krajině a nepochybně i k přírodním zdrojům v poloze energetických zdrojů.

Pokud nebudeme využívat naše stávající zdroje dostatečně účinně, tak budeme potřebovat samozřejmě stále další a další zdroje. Boj s klimatickými změnami prostě nelze zvládnout bez tohoto našeho restriktivního přístupu k sobě samým. Je nutné podpořit inovace a pokud jde o ty cíle, které jsou uvedeny, já si myslím, že výsledek trialogu, to znamená navýšení indikativního nezávazného EU cíle účinnosti na 32,5 % a navýšení reálné míry úspor energie na 0,8 %, je reálný, není dramaticky ambiciózní a navíc tam je umožněna určitá národní flexibilita, viz možnost státu vyjmout sektor dopravy z těchto cílů. Toto všechno jsem potřeboval zdůraznit, že je důležité podpořit.

  Seán Kelly (PPE). – Mr President, I strongly welcome the agreement that was reached on this extremely important directive, which will now require that we meet a 32.5% energy efficiency target at EU level by 2030. Member States would be obliged to increase their energy savings by 0.8% each year from 2021 to 2030. This could bring significant benefits, including encouraging the improvement of energy efficiency in our buildings.

In the EU our buildings are our largest user, accounting for 40% of our final energy consumption and 38% of emissions. Additionally, buildings account for 68% of total gas consumption in Europe and 35% of our gas imports. Therefore, improving the efficiency of our buildings will not only bring cost savings to energy users but will also make emissions reductions and increase our energy security for reducing import dependency. This legislation goes hand in hand with the Energy Performance of Buildings Directive to increased the efficiency of our building stock, 75% of which is highly inefficient in the EU. Improving energy efficiency is a win-win situation for us all. Well done to Markus Pieper and all involved.

  Jadwiga Wiśniewska (ECR). – Panie Przewodniczący! Promowanie efektywnego gospodarowania energią uważam za bardzo ważne. To oczywiste, że zużywając energię efektywnie i odpowiedzialnie, przyczyniamy się do realizacji wielu celów. Ograniczamy jej wpływ na środowisko, jak i zapobiegamy ubóstwu energetycznemu. Jednakże istotne jest, abyśmy efektywność energetyczną starali się uzyskać we wszystkich etapach przepływu energii, natomiast rozumienie zwiększenia efektywności energetycznej tylko jako ograniczenia użytkowania energii jest błędne.

Uważam, że takie podejście jest niewłaściwe, i dlatego postanowiłam zagłosować przeciwko temu sprawozdaniu.

  Jude Kirton-Darling (S&D). – Mr President, today we adopted concrete measures that will not only tackle climate change but also energy poverty that affects 50 million people in Europe. Energy savings and efficiency deliver a triple win: lower emissions, more jobs and cheaper bills, and as with all negotiations, we didn’t get everything, but we did get real progress. We will now have mandatory energy saving targets in place in all countries, and for the first time an obligation for Member States to specifically help vulnerable consumers, creating more jobs, better housing and solidarity for those who struggle to pay their energy bills. This isn’t the end of the story, but it’s a step in the right direction to creating the right conditions for the just transition that our planet and people urgently need.
