  Santiago Fisas Ayxelà, ponente. – Señora presidenta, querida comisaria, el Acuerdo Comercial firmado en 2013 por la Unión Europea con Colombia y Perú se ha aplicado provisionalmente durante estos últimos cinco años y, tras analizar su implementación y las relaciones entre las tres partes, podemos afirmar que ha sido un acuerdo ventajoso para todos.

Este Acuerdo supera los aspectos estrictamente comerciales, ya que supone una relación basada en normas, en valores comunes y en estándares internacionales que ha repercutido de forma muy positiva en el desarrollo socioeconómico de las partes. Es, además, una herramienta que nos permite consolidar nuestra asociación estratégica con América Latina, que es de vital importancia para la Unión Europea.

El Acuerdo Comercial ha contribuido a la estabilidad económica, la modernización y la diversificación de las exportaciones en Colombia y Perú. Es importante para estos países tener un mercado de referencia fuera de Latinoamérica que les permita diversificar sus exportaciones. El Acuerdo ha contribuido a que Colombia y Perú hayan modernizado y diversificado sus exportaciones y ha resultado beneficioso para sus pequeñas y medianas empresas.

También para las empresas europeas, el Acuerdo ha supuesto una mejora en el acceso a estos mercados, no solo por la eliminación de aranceles, sino también por la reducción de las barreras comerciales bilaterales. Sin embargo, considero que se han de tomar medidas eficaces por parte de la Comisión y de los Estados miembros para que nuestras pymes puedan explotar todo el potencial que les brindan acuerdos comerciales como este.

Debemos valorar positivamente que se haya avanzado en la búsqueda de soluciones a las barreras comerciales ahora existentes, especialmente en temas sanitarios y fitosanitarios, pero queda aún trabajo por hacer, por parte de Colombia y Perú, para resolver cuestiones como la certificación de ciertos productos cárnicos y lácteos, la protección de las indicaciones geográficas de la Unión o la fiscalidad aplicada a la importación de bebidas espirituosas.

El Acuerdo ha permitido asimismo impulsar mecanismos de cooperación entre la Comisión y los Gobiernos de Colombia y Perú, sobre todo en temas comerciales y de desarrollo sostenible. El objetivo tiene que ser trabajar para garantizar que la normativa internacional en materia laboral y de medio ambiente se aplique de forma correcta.

Al estar acompañado por una hoja de ruta, el Acuerdo también ha servido para hacer un seguimiento sobre temas sociales y medioambientales. Podemos afirmar que se han hecho progresos positivos por parte de Colombia y Perú, pero queda camino por recorrer y hay que insistir en el cumplimiento de las disposiciones reflejadas para garantizar la libertad de asociación, el derecho de negociación colectiva, las inspecciones laborales, el trabajo informal, el trabajo infantil o temas medioambientales.

Me gustaría felicitar al Gobierno de Colombia por el acuerdo para el cese al fuego y de hostilidades bilateral y definitivo alcanzado con la guerrilla de las FARC, y también por su entrada en la OCDE el pasado 30 de mayo, lo cual reconoce las importantes reformas emprendidas en el país.

Animo asimismo a Perú a que avance sus reformas en el marco del Programa País de la OCDE. Finalmente querría recordar que este Acuerdo también debería haberse suscrito con todos los países andinos, incluyendo Bolivia y Ecuador, que por razones políticas no quisieron negociarlo. Me congratulo de que Ecuador solicitara adherirse en 2015 al darse cuenta de los beneficios que representaba para su economía y de que este Parlamento ratificara su adhesión en diciembre del 2017.

Debemos animar a estos países amigos para que sigan trabajando en la buena dirección. Aún hay mejoras que llevar a cabo, pero hay que felicitarles por el camino recorrido y asegurarles que cuentan con el apoyo de la Unión Europea.

  Reimer Böge, Berichterstatter. – Frau Präsidentin, Frau Kommissarin, liebe Kolleginnen und Kollegen! Dieser Bericht über die Umsetzung des Handelsteils des Assoziierungsabkommens mit Zentralamerika ist im Ausschuss für internationalen Handel mit großer Mehrheit angenommen worden. In einer globalisierten Welt sind regelbasierte Handelsabkommen nicht nur ein wichtiges Instrument von Handelsbeziehungen, sondern generell ein Element, das dazu beitragen kann, Stabilität in diese sich rasant verändernde Welt mit hineinzubringen.

Es gibt zu diesem Bericht Positives, aber auch Nachdenkenswertes und Kritisches anzumerken. Ich will vorneweg sagen, dass dieses Assoziierungsabkommen in der Tat aus drei Pfeilern besteht, und leider Gottes haben bis heute – obwohl die betroffenen Länder Zentralamerikas alle 2013 dem Abkommen zugestimmt haben – drei Mitgliedstaaten die zwei Pfeiler außerhalb des Handels noch nicht ratifiziert. Wir erleben das immer wieder, und das unterminiert, das untergräbt die Glaubwürdigkeit der Europäischen Union, wenn sie mit Partnern aus anderen Kontinenten versucht, Handelsabkommen und Assoziierungsabkommen auf den Weg zu bringen. Von daher gesehen zunächst einmal der Appell selber an die betroffenen drei Mitgliedstaaten, Ernst zu machen mit der Ratifikation, damit es endlich zu einem ausgewogenen Verhältnis der Pfeiler zur Handelspolitik, zur Kooperation und zum politischen Dialog kommen kann.

Ich will nochmal deutlich machen, dass dieses Abkommen das erste – sozusagen – Von-Region-zu Region-Abkommen ist. Wir haben es natürlich mit Ländern Zentralamerikas zu tun, die alle auch spezifische Herausforderungen haben. Sie sehen das beispielsweise auch an den Zahlen, sofern sie uns denn vorliegen: Es gibt Länder, wo das Handelsvolumen in den letzten Jahren erheblich gestiegen ist, und es gibt Länder, wo es etwas langsamer vorangeht. Wir sehen gleichzeitig, dass es auch eine gewisse Verwundbarkeit durch Veränderung gibt, wenn ich beispielsweise eines der Länder nehme, wo das Handelsvolumen besonders gestiegen ist, nämlich Costa Rica, gefolgt von Panama und Guatemala, wo auf der anderen Seite durch Veränderungen im südost-asiatischen Raum die Handelsbeziehungen zwischen diesem Raum und Costa Rica dramatisch nach unten gegangen sind. Auch diese Dinge müssen wir uns genauer anschauen.

Wir stellen auch fest – und das sieht man auch bei anderen Handelsabkommen –, dass sowohl die Partner als auch die Europäische Union immer noch Luft nach oben haben, wenn es darum geht, die vereinbarten Tarife und Zahlen für Handelsaustausch entsprechend zu nutzen. Sicherlich sind auch die Fragen: „Sind diese Handelsbeziehungen noch relativ einseitig auf bestimmte Primärprodukte ausgerichtet?“ aus der Sicht Zentralamerikas und „Was exportiert die Europäische Union dorthin?“ wichtige Punkte, die wir zu sehen haben.

Es ist auch in dem Zusammenhang noch einmal darauf hinzuweisen, dass beispielsweise bestimmte Themenbereiche noch intensiver diskutiert werden müssen, nämlich auch die Frage der Dienstleistungen. Da gibt es, glaube ich, Frau Kommissarin, auch einen entsprechenden Handlungsbedarf. Und natürlich der Appell an die Europäische Union und alle zentralamerikanischen Staaten, die volle Implementierung und Ratifikation der Umweltabkommen auf internationaler Ebene einschließlich auch des Pariser Abkommens mit zu beachten.

Es gibt nach wie vor Nachholbedarf bei den ILO-Vereinbarungen. Da gibt es einige Herausforderungen, die nach wie vor abgearbeitet werden müssen, und dort dürfen wir nicht nachlassen.

Und das Letzte, um es auch beim Namen zu nennen: Österreich, Belgien und Griechenland sollten endlich dieses Assoziierungsabkommen ratifizieren.

  Cecilia Malmström, Member of the Commission. – Madam President, allow me to start by wishing you all a Happy New Year and I am looking forward to close collaboration in the remaining months in this plenary, and between, of course.

I would also like to thank very much the European Parliament, the Committee on International Trade (INTA), and the two rapporteurs, Mr Böge and Mr Santiago Fisas Ayxelà, for the reports that you have just accounted for on the implementation of the Trade Pillar of the Association Agreement with Central America and the Trade Agreement between the EU and Peru and Colombia. Both of these reports deliver a very valuable contribution to assess the results of these agreements on the ground and the Commission is also launching this year a comprehensive evaluation study of both these agreements.

As you rightly point out in these reports, implementation has gone well and they have had a positive impact on bilateral trade despite the negative impact of an unfavourable international economic context. At the same time, we need of course to pay close attention to the implementation of the trade and sustainable development provisions in certain Central American countries, particularly relating to labour provisions. There has been some progress, as you said; for example, with the recent establishment of the tripartite labour council in Guatemala. The Commission has also provided funding for events on corporate social responsibility, for strengthening the domestic advisory groups and directly to the ILO regional office.

Colombia and Peru have also made some progress concerning effective implementation on sustainable development provisions. Contact with Peru has been particularly intense. I sent a letter to Peru’s Trade Minister last July stating our concerns about the insufficient implementation of commitments to protect fundamental labour rights, about Peru’s relaxation of environmental standards, to promote trade and investment, and about the non-sufficient consultation of civil society. Peru engaged very constructively in these discussions and we have achieved positive results.

The report on the Andean Agreement correctly highlights the importance of consultations with civil society. Here as well there has been progress. Last year Columbia established a dedicated domestic advisory group and Peru has committed to dedicated discussions on labour and environmental issues in some of the existing civil society consultation mechanisms that the government has chosen to rely upon.

We need to continue to pay close attention in this area and we will engage with the countries covered by the Agreements in line with the 15-point action plan on trade and sustainable development presented last February.

Some issues are only partially covered in these Agreements, or not at all – gender, anti-corruption provisions or a complete chapter on investment. This is of course mainly due to the age of the Agreements – the negotiations were concluded in 2010 – so we need to see with our partners how we can move on with these challenges in the future.

Finally, let me underline that we fully share your view that in light of the challenging political situation in Central America and the Andean region, it is urgent – and also for our credibility as you so rightly said, Mr Böge – for both Agreements to enter fully into force. So we strongly support the call that Parliament has made for the Member States that have not yet ratified the Agreements to do so as soon as possible. I am very much looking forward to this debate.

  José Ignacio Salafranca Sánchez-Neyra, en nombre del Grupo PPE. – Señora presidenta, señora comisaria, señorías, en primer lugar, quisiera felicitar a los ponentes por su trabajo. Me cupo el honor de ser ponente de la Comisión de Asuntos Exteriores en el momento de aprobación de estos dos acuerdos y, por lo tanto, celebro que hayan sido instrumentos útiles para nuestros ciudadanos y nuestras empresas tanto en la Unión Europea como en América Central y la Comunidad Andina y que hayan contribuido a un orden comercial internacional más justo, inclusivo y basado en reglas, especialmente en estos momentos de tentaciones proteccionistas.

Como ha dicho el señor Fisas, hay que optimizar las ventajas que comportan estos Acuerdos y, como ha dicho el señor Böge, tenemos que mejorar nuestros procedimientos. Es inconcebible, señora comisaria, que todavía haya tres Estados miembros que no hayan procedido a la ratificación de estos Acuerdos. En el caso de Colombia, los logros conseguidos se han ensombrecido, de alguna manera, por la terrible situación que se está viviendo en Venezuela, y creo que hay que saludar el compromiso y la determinación de nuestro presidente expresando su solidaridad con los demócratas que luchan en Venezuela.

Y también, en el caso de América Central, una delegación de este Parlamento visitará Nicaragua para verificar si la terrible situación que está viviendo este país es compatible con un elemento esencial de estos acuerdos, que es la cláusula democrática.

  Inmaculada Rodríguez-Piñero Fernández, en nombre del Grupo S&D. – Señora presidenta, señora comisaria, yo también, en primer lugar, quiero felicitar a los dos ponentes y agradecerles su actitud constructiva que ha permitido conseguir amplios consensos. Creo sinceramente que tan importante como firmar buenos acuerdos es evaluar su cumplimiento y su impacto.

La aplicación de los Acuerdos Comerciales de la Unión Europea con Colombia, Perú y con Centroamérica tienen puntos en común que quisiera destacar.

Primero su valor estratégico: ambos Acuerdos sellan alianzas en defensa de la gobernanza económica mundial, del multilateralismo, de la integración regional como pilares fundamentales del desarrollo sostenible. El Acuerdo con Centroamérica es el primero birregional que firma la Unión Europea; y el firmado con Perú y Colombia, al que afortunadamente se adhirió Ecuador, sigue abierto al bloque del Pacto Andino.

Desde el punto de vista económico, todas las partes han aprovechado nuevas oportunidades, y se ha favorecido la diversificación de sus economías demasiado dependientes de sus materias primas y de su producción agraria.

Respecto a las reivindicaciones socialistas en defensa de los objetivos de desarrollo sostenible, quiero destacar que en ambos Acuerdos se han sellado compromisos a largo plazo y se han creado mesas de diálogo para garantizar un comercio más respetuoso con los derechos humanos, sociales, laborales y medioambientales.

En Perú la sociedad civil está haciendo uso de los cauces formales de participación y ha solicitado una investigación que hubiera sido impensable en caso de que no existiera este Acuerdo.

Sin más demora, creo que en todos los países deben constituirse los grupos consultivos independientes para garantizar la participación de la sociedad civil en el seguimiento de los Acuerdos. Porque cuando vemos mareas humanas que migran de Centroamérica buscando una vida mejor y se topan con un muro, o cuando denunciamos la violación de los derechos humanos en Nicaragua, o cuando defendemos con firmeza el acuerdo de paz alcanzado con Colombia, tenemos que ser muy conscientes de las herramientas que brindan los acuerdos comerciales y buscar su plena eficacia.

Por eso, desde el Grupo S&D pido los mayores esfuerzos para la plena ejecución de estos Acuerdos y para su revisión, para hacerlos más eficaces e inclusivos, incluyendo un capítulo para pymes; otro de lucha contra la corrupción, el fraude y la evasión fiscal; otro sobre comercio y género; y también la posibilidad de aplicar un mecanismo basado en sanciones, como último recurso si se incumplen las cláusulas de desarrollo sostenible. Y —¡cómo no!— el compromiso de aplicar el Acuerdo de París.

Creo sinceramente que la Unión Europea y Latinoamérica compartimos principios y valores, y tenemos mucho que aportar en favor de un comercio más justo e inclusivo. Hagámoslo posible, señorías.

  Nadja Hirsch, im Namen der ALDE-Fraktion. – Frau Präsidentin, Frau Kommissarin, liebe Kollegen! Das Voranbringen einer werte- und regelbasierten Freihandelspolitik ist zweifelsohne eine der größten Erfolgsgeschichten der Europäischen Union. Es wird mehr und mehr zu einer Kernkompetenz der Union mit einer liberalen Handschrift. Wir haben zuletzt mit Japan das wohl modernste Handelsabkommen der Welt abgeschlossen. KMU werden gefördert, Digitalisierung wird bejaht, mit starken Kapiteln zur öffentlichen Vergabe und Nachhaltigkeit. So stellen wir uns eine moderne Handelspolitik vor.

Mehr als fünf Jahre nach Abschluss befindet sich das Handelsabkommen mit Kolumbien und Peru nun in einer wichtigen Umsetzungsphase. Es legt gemeinsame Werte und internationale Standards für Menschen- und Arbeitnehmerrechte vor sowie die nachhaltige Entwicklung fest, was vor allem kleinen und mittelständischen Betrieben in den Partnerländern immense Zukunftschancen bietet.

Der strategische Wert des Übereinkommens ist für Europa hoch, denn auch in Lateinamerika geht China aggressiv in die Märkte und bindet somit langfristig Absatz- und Partnermärkte an sich, nur dass die Chinesen eben nicht auf eine werte- und regelbasierte Handelspolitik setzen.

Gerade in Kolumbien muss das Abkommen mit dem Friedensprozess, der zuletzt leider wieder ins Stocken geraten ist, wieder aktiv unterstützt werden. Ein stabiles Kolumbien ist der wirtschaftliche Anker dieser Region. Aber auch der weitaus kleinere Markt Zentralamerikas darf aus EU-Sicht nicht außer Acht gelassen werden.

Das Assoziierungsabkommen funktioniert in Sachen Handelsbeziehungen nicht immer gut. Zollkontingente werden nicht voll ausgeschöpft, und europäische Produkte und Dienstleistungen haben immer noch keinen zufriedenstellenden Zugang zu den zentralamerikanischen Märkten. Wir setzen aber auf eine konstruktive Zusammenarbeit und auch auf Verbesserungen in der Zukunft. Europa muss wieder zu einem Chancenkontinent werden, denn starke globale Handelsbeziehungen sind dafür ein wichtiger Baustein.

  Heidi Hautala, on behalf of the Verts/ALE Group. – Madam President, it is a bit inconvenient to discuss in such a joint debate such vastly different countries like Colombia, Peru and Central America, and I wish that you could keep the tradition of bringing compact individual implementation reports from a precise country to us so we could discuss them in depth, but I’d like to thank Mr Böge for his very balanced report on Central America.

We see very important notions there, for instance the reference to the special production zones and that the trade preferences should not be used there. But let me also express my strong concern on developments in Guatemala and the expulsion of the UN International Commission against impunity, which is a very serious deterioration of the political and business climate in the country. I think we need to be much more stringent on such developments.

On Colombia and Peru. On Colombia I think it is now time to activate the human rights clause proper because there are so many killings of human rights activists. And Commissioner, I’d like to hear from you about the complaint by the Peruvian trade unions on their suspected lowering of environmental and social standards, due allegedly to the free trade agreement. How has the Commission followed up this interesting complaint by the Peruvian trade unions?

  Helmut Scholz, im Namen der GUE/NGL-Fraktion. – Frau Präsidentin, Frau Kommissarin! Das Jahr 2019 ist erst zwei Wochen alt, und es wurden bereits sechs Menschenrechtsaktivistinnen und -aktivisten in Kolumbien ermordet.

Die schreckliche Bilanz an politischen Morden von 2018 setzt sich fort. Wieso nennt die Kommission in ihrer Bilanz unserer Handelsbeziehungen mit Kolumbien und Peru diese Fakten nicht?

Das Klima der Gewalt, der Repression und der Morde ist keine Nebensache. Unsere auf Werte und Regeln basierte Handelspolitik erfordert klare Ansagen: Das Abkommen ist auszusetzen, bis sich die Menschenrechtssituation signifikant verbessert. Fakt bleibt auch, dass das Abkommen wirtschaftlich der Mehrheit der kolumbianischen Bevölkerung bis heute wenig gebracht hat, und den domestic advisory groups sollte hier mehr Platz eingeräumt werden.

Bleiben auch wir als EU untätig, drohen eine Ausweitung der Gewalt, die Aushöhlung der Menschenrechte und die weitere Zerstörung der Umwelt, nicht nur in Kolumbien, der Andenregion oder in Zentralamerika. Ich sage ganz deutlich auch: Mit der Wahl von Herrn Bolsonaro zum brasilianischen Präsidenten und seinen angekündigten Regelungen droht ein Zusammenprall mit Interessen der indigenen Bevölkerung und des Klimaschutzes – nicht nur in der Region, sondern in einer globalen Hinsicht. Mit einem Mann, der nur verächtlich über Menschenrechte und Umweltschutz spricht, können wir als Europäische Union keine Verhandlungen über ein Handelsabkommen mit dem Mercosur führen.

Jetzt – meine ich – ist sowohl dort wie hier der Moment für ein Signal aus Europa.

  France Jamet, au nom du groupe ENF. – Madame la Présidente, mes chers collègues, c’est un ingrédient supplémentaire qui s’ajoute à ce cocktail explosif et qui s’additionne aux autres, notamment l’accord du Mercosur. Il en découlera de terribles conséquences pour nos filières agricoles et halieutiques, pour nos territoires d’outre-mer, notamment en ce qui concerne la banane, le sucre et le rhum évidemment, et pour la santé des consommateurs, en général.

La Colombie, vous le savez tous, est un poids lourd économique qui ne respecte ni les normes sanitaires, ni les normes environnementales, ni les droits de l’homme, ni les droits de l’enfant, ni le droit du travail. Les syndicalistes y sont assassinés, les cartels de la drogue y prospèrent encore et l’accès à la santé y est très inégalitaire.

Au Pérou, près de 3 millions d’enfants de 6 à 17 ans travaillent en dehors de tout cadre légal et sans la moindre protection sociale.

Vous développez l’esclavage et la famine dans ces pays tiers, vous ruinez la santé de nos concitoyens et vous détruisez nos filières. Marchands de tout, faiseurs de rien. Ces négociations profitent aux multinationales et se font contre les peuples.

  Laima Liucija Andrikienė (PPE). – Gerbiama Pirmininke, Peru – viena sparčiausiai augančių valstybių regione, o Kolumbijos ekonomika – trečia pagal dydį Lotynų Amerikoje. Jau vien todėl ES susitarimo su jomis įgyvendinimas yra svarbus visai Europos Sąjungai. Mes tvirtai remiame Kolumbijos taikos susitarimą, ir šiame kontekste ypatingai svarbu efektyviai išnaudoti prekybos susitarimą tam, kad taikos susitarimas būtų lengviau įgyvendinamas.

Abi valstybės yra stipriai veikiamos humanitarinės krizės Venesueloje, abi šalys priėmė daug migrantų, tai būtina įvertinti. Kita vertus, pozityvu, kad prie susitarimo prisijungė Ekvadoras, be to, susitarimas yra atviras ir kitoms regiono valstybėms.

Čia noriu padėkoti kolegai Santiago Fisas už išsamų pranešimą, kuriame išvardintos sritys, kur būtina tolesnė pažanga. Be to, išvardintas visas sąrašas sričių, kurios turėtų būti įtrauktos į susitarimą, pavyzdžiui, skyrius dėl kovos su korupcija, pinigų plovimu ir mokesčių slėpimu. Tai gali būti padaryta pasinaudojant Susitarimo peržiūros galimybe.

Išnaudokime tas galimybes.

  Karoline Graswander-Hainz (S&D). – Frau Präsidentin, Frau Kommissarin, werte Kolleginnen und Kollegen! Die Implementierung des Nachhaltigkeitskapitels im Abkommen mit Peru und Kolumbien funktioniert leider überhaupt nicht befriedigend. Es kommt immer wieder zu Verletzungen von Menschenrechten und Gewerkschaftsrechten. Seit Anfang 2019 sind bereits sechs Mordopfer zu verzeichnen. Hier herrscht dringender Handlungsbedarf.

Nach dem Abschluss von Handelsabkommen ist es unsere Aufgabe, dass wir die Implementierung, vor allem im Bereich der Nachhaltigkeitskapitel, überwachen. Es kann nicht sein, dass wir Verträge abschließen, stolz auf die Aufnahme einer Roadmap zur Einhaltung von Menschenrechten sind und uns dann aber nicht mehr um die Nachbetreuung kümmern. Deshalb ist es wichtig, dass wir heute über die Umsetzung der Abkommen sprechen und die Probleme auch beim Namen nennen.

Abschließend möchte ich nochmals betonen, dass sich bestehende Vorschriften ohne Sanktionen bei Verstößen gegen Menschenrechte, Sozial- oder Umweltstandards nicht durchsetzen lassen. Daher braucht es unbedingt Sanktionsmöglichkeiten in den Nachhaltigkeitskapiteln.

  Lola Sánchez Caldentey (GUE/NGL). – Señora presidenta, mientras discutimos sobre cómo utilizar las preferencias arancelarias, la situación de los derechos humanos en Centroamérica es terrorífica. Especialmente graves son los casos de Nicaragua, Guatemala y Honduras. En particular, la expulsión de Guatemala de la Comisión Internacional Contra la Impunidad es un duro golpe para la justicia. Y lo triste es que será una buena noticia para las organizaciones que se benefician de la corrupción y de la impunidad. Debería avergonzarnos que algunas de esas organizaciones lleven el nombre de empresas europeas o de sus filiales.

Es inaceptable que de los tres pilares del acuerdo solo el comercial esté operativo, y es sintomático de cuáles son las prioridades de este modelo de Unión Europea, neoliberal y extractivista. Urge un comercio que ponga a las personas y al planeta en el centro, pero de verdad y de una vez, mediante cláusulas de derechos humanos y medioambientales vinculantes.

Aplaudimos que este informe sea claro en este ámbito, pero lamentamos que el texto obvie la terrible situación que vive hoy Centroamérica en cuanto a derechos humanos, derechos indígenas y derechos de la tierra.

  Jacques Colombier (ENF). – Madame la Présidente, Madame la Commissaire, une fois de plus, nous est présenté un énième accord commercial entre l’Union européenne et une zone de pays tiers. Le dossier est inquiétant et comprend des points négatifs, tels un déficit commercial énorme en défaveur de l’Union européenne, une estimation globale chiffrée des flux commerciaux totalement déficiente et une non-protection – ceci est précisé – des indications géographiques des produits européens.

S’il est de moindre ampleur que l’accord du Mercosur, ce nouvel accord recèle un certain nombre de vices cachés majeurs. L’Amérique centrale est pleinement intégrée dans le grand marché continental américain: citons particulièrement les semences transgéniques de Bayer Monsanto, la viande bovine du géant mexicain SuKarne transitant par le Nicaragua, ou le saumon transgénique passant, sans mauvais jeu de mots, par le canal du Panama.

Une fois de plus, il faut dire non à un tel accord au nom de notre agriculture, de notre indépendance et de notre sécurité alimentaire, comme de nos intérêts commerciaux.

  Gabriel Mato (PPE). – Señora presidenta, estos Acuerdos son loables en cuanto fortalecen el proceso de integración regional entre los países centroamericanos, asegurando un comercio más justo y más inclusivo y fomentando el crecimiento económico sostenible de la región.

Siendo cierto —como decía Santiago Fisas— que ha sido ventajoso para todas las partes, también lo es que siendo el sector agrícola el que paga las facturas de estos Acuerdos, productos emblemáticos de las regiones ultraperiféricas —como el plátano, el tomate o el azúcar— se han visto perjudicados.

En el caso del plátano, si bien se establecieron como contrapartida cláusulas de salvaguardia y un mecanismo de estabilización —que, por cierto, finaliza este año y habría que extender—, la realidad es que nunca se ha activado hasta ahora, a pesar de que los umbrales se han superado con creces.

Un ejemplo: en septiembre de 2018, Nicaragua y Guatemala superaron sus umbrales —349 % y 102 %, respectivamente— y Perú lo ha superado repetidamente en los últimos cuatro años sin acción alguna. Y me preocupa porque esto tiene consecuencias negativas en los productores comunitarios de plátano. Estamos hablando de implementación; espero que esta vaya acompañada de las medidas adecuadas.

  Ramón Jáuregui Atondo (S&D). – Señora presidenta, América Latina es un socio fundamental para la Unión Europea. Es un socio geopolítico, también comercial. Estos acuerdos nos facilitan esa relación. Yo agradezco a los ponentes que hayan tenido la inteligencia de proponernos una reflexión sobre los mismos.

Mis aportaciones son, en relación con Colombia, que el acuerdo con este país tiene que ir muy vinculado al acuerdo de paz. Europa tiene que presionar al Gobierno colombiano para que haga frente a una oleada de violencia, otra vez, contra los defensores de los derechos humanos, que no es compatible con un acuerdo económico y político como el que tenemos con Colombia.

Por eso, Europa tiene que establecer una vinculación entre ambos acuerdos, y creo que en América Central ―como se ha dicho― se trata especialmente de los acuerdos con Nicaragua, Honduras y Guatemala, tres países muy pobres, con muchos problemas internos. Hay que ayudarles. Yo creo que más que sancionar, hay que ayudar. Esos países necesitan que los acuerdos sean un instrumento para que se conviertan en países plenamente democráticos.

  Jarosław Wałęsa (PPE). – Madam President, Latin America and the European Union have great potential for cooperation on a range of global challenges, especially on trade. As such, we need to strengthen these relations through an extended dialogue on politics, social inclusion and economic and trade relations.

As we can see, EU trade with the region has doubled in the past decade. The EU holds preferential trade agreements with 26 of the 33 countries from the Community of Latin American and Caribbean States, including the free trade agreements with Colombia and Peru. These agreements provide for progressive and shared liberalisation through a comprehensive and balanced free trade area. I cannot stress enough that the strategic values of the agreement extend beyond the sphere of trade, as it provides a solid foundation for a deeper relationship with a long—term commitment to human rights, social rights, the rights of indigenous peoples and farmers, and obviously the environment. This furthers trade, attracts investment to these countries and, as a consequence, helps local businesses develop the strength in their regional markets to compete internationally. It’s also an opportunity for the EU, leading to additional growth and wealth while also representing unquestionable geopolitical benefits.

  Tom Vandenkendelaere (PPE). – Voorzitter, ik ben heel erg blij om hier als lid van de Commissie landbouw en plattelandsontwikkeling en als Belg net voor het einde van het debat nog te kunnen spreken.

Het spreekt voor zich dat ik voorstander ben van vrijhandel en dat we de goede betrekkingen met onze Latijns-Amerikaanse partners verder dienen te ontwikkelen, zoals de Europese Commissie volgens mij net aan het doen is. Echter verwachten we ook dezelfde ambities van onze partners in dit geval. Groot is dan ook de verrassing in België om te zien dat Colombia onlangs antidumpingmaatregelen heeft genomen tegen diepvriesfriet.

Men zou kunnen zeggen dat het dossier slechts een marginaal belang heeft in het bredere kader. Want inderdaad, de maatregelen zijn beperkt in tijd en de heffingen zijn relatief laag. Men zou er ook om kunnen lachen dat de Belgen weer eens over hun frieten komen spreken. Maar we moeten het hebben over de principes hier.

De methode is ten eerste erg bedenkelijk en daarom des te destructiever voor onze verwerkers en onze boeren, die telkens hun processen moeten aanpassen. Ten tweede is dit een dossier waarin Europa naar mijn mening kan – en vooral moet – tonen dat we vechten voor onze mensen. Niet alleen de groten, maar ook de kleintjes. In elk dossier waarin een Europese landbouwer of familie-ondernemer oneerlijk wordt behandeld, is het onze taak om hen te beschermen. Daarom vraag ik u als bevoegd commissaris duidelijk om niet te talmen en deze zaak met spoed bij de Wereldhandelsorganisatie aan te kaarten.

  Francisco José Millán Mon (PPE). – Señora presidenta, yo siempre insisto en la importancia de las relaciones entre la Unión Europea y América Latina. En el mundo de hoy, los países europeos y los latinoamericanos somos aliados naturales y tenemos que reforzar nuestros lazos. En el contexto actual, donde crecen las fuerzas proteccionistas, tenemos que seguir defendiendo la ventaja de los acuerdos comerciales equilibrados y mutuamente beneficiosos.

Los acuerdos con los países de América Latina contribuyen a su crecimiento económico, a la modernización de sus economías y también a la diversificación de sus exportaciones.

En lo que se refiere a los países europeos, necesitamos exportar. Nuestra población no crece; tampoco el consumo interno, como consecuencia de las secuelas de la crisis, y tampoco aumenta el gasto público por las necesidades de consolidación fiscal. Por ello, los mercados exteriores son imprescindibles para los países europeos y para crear empleo.

Finalmente, quiero solicitar una vez más la conclusión de las negociaciones del Acuerdo Comercial con Mercosur. La comisaria Malmström, que tan buen papel está haciendo en esta cartera, es consciente plenamente de que estamos ante una oportunidad histórica y no tenemos que desaprovecharla.

  Juan Fernando López Aguilar (S&D). – Señora presidenta, comisaria Malmström, como socialista europeo soy rotundamente partidario de un acuerdo de asociación con América Central y Latina que contiene cláusulas de desarrollo sostenible, lucha contra la corrupción e igualdad de género. Como socialista español, apoyo sin reservas a hacer de América Central y Latina un socio estratégico de la Unión Europea. Pero como socialista residente en una región ultraperiférica, Canarias, manifiesto mi preocupación por el impacto sobre productos y sectores especialmente sensibles. Porque vinculo este acuerdo con el Reglamento de cláusulas de salvaguardia entre las relaciones comerciales, que prevé exactamente mecanismos de compensación cuando ese impacto es negativo para los productos sensibles de las regiones ultraperiféricas.

Creo que nada daña tanto a la construcción europea como el divorcio entre lo que la Unión Europea promete y lo que la Unión Europea realmente hace. Si promete compensaciones a los sectores especialmente sensibles que resulten perjudicados por acuerdos comerciales, la Unión Europea tiene la obligación de compensar.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, συζητούμε τις εμπορικές συμφωνίες της Ευρωπαϊκής Ένωσης με τις χώρες της Λατινικής Αμερικής και συμφωνίες σύνδεσης, αλλά είναι δεδομένο ότι πρέπει οι χώρες αυτές να τηρούν ορισμένα πρότυπα, ορισμένες ρήτρες. Πρώτα από όλα την προστασία του περιβάλλοντος. Δεύτερον, να διασφαλίζουν την προστασία των ανθρωπίνων δικαιωμάτων. Επίσης, τα εργασιακά πρότυπα, διότι διαφορετικά έχουμε ένα έντονο κοινωνικό ντάμπινγκ. Αυτά είναι θέματα τα οποία πρέπει να λαμβάνονται σοβαρά υπόψη. Πρέπει, επίσης, να επιμείνει η Ευρωπαϊκή Ένωση να υπάρξει η προστασία των ντόπιων πληθυσμών, να μην τους αρπάζουν τη γη, να υπάρχει περιορισμός στην ασυδοσία των πολυεθνικών επιχειρήσεων, και φυσικά να περάσουμε ένα μήνυμα για την προστασία και την ισότητα των δύο φύλων. Είναι προφανές από τις τοποθετήσεις που υπήρξαν ότι υπάρχουν και αρνητικές επιπτώσεις και στην ευρωπαϊκή οικονομία. Όλα αυτά πρέπει να τα λάβουμε σοβαρά υπόψη για τον τρόπο με τον οποίο θα εφαρμοστούν οι συγκεκριμένες εμπορικές συμφωνίες.

  Ana Miranda (Verts/ALE). – Señora presidenta, en un informe de estas características, en un debate que toca estas zonas del mundo, lo que hubiese sido serio en este Parlamento es hacer un debate sobre cada una de las regiones, sobre cada una de las áreas territoriales sobre las que se está debatiendo y no un debate conjunto tan poco amplio para lo que merece esta parte del mundo, tan importante también para nosotros y para sus habitantes. Tampoco le parece muy serio a nuestro Grupo que la Comisión Europea realice un control de los acuerdos comerciales al concluir estos, sino que exigimos que también se haga durante su implementación. Me refiero concretamente al informe sobre Perú y Colombia votado en 2013 en este Parlamento, que suscitó una firme oposición de la sociedad europea, pero también una firme oposición de una gran parte de la sociedad civil de esos países. También me refiero a la situación de Panamá, que está francamente obviada en el informe sobre América Central, porque se ha olvidado una cuestión central, que es el tema de los paraísos fiscales y la incidencia del efecto de los papeles de Panamá. Por eso solicitamos una revisión de los ámbitos de la lucha contra la corrupción, el lavado de dinero y la evasión fiscal. Nos encanta tomar plátanos de Honduras; nos encanta beber café de Colombia, pero hacemos oídos sordos ante el blanqueo de capitales en Panamá.

  Julie Ward (S&D). – Madam President, we cannot have a debate about trade agreements without discussing the very worrying situation in Nicaragua, where attacks against the independent press and critical voices in civil society are becoming more and more intense, with threatened and real violence against journalists and NGOs in particular. Press freedom is one of the cornerstones of democracies, and the EU must use its political influence to ensure its partners respect their international human rights obligations.

The Commission continues to present trade policy as one of the best ways to promote human rights at the international level. But the results are not here. The EU must stop prioritising its own home-grown investors over human rights concerns. Putting in place binding rules that oblige companies to respect human rights is very urgent, and we in this House voted for that in October. So let’s step up to the mark.

Dlatego pozwoliłem sobie od tego zacząć.

  Cecilia Malmström, Member of the Commission. – Mr President, we are not discussing the Mercosur agreement today. There is no agreement yet, but I will be happy to come back to the plenary to discuss this when there is one – very soon, I hope.

But what we are discussing are these two Agreements and it’s of course up to the Parliament how you want to organise the debates. With a regional agreement it can be difficult to discuss every country per se, but the Commission has just launched preparations to do full evaluations of both these Agreements and we will be looking into every country.

We can say that on trade these Agreements have delivered, a lot, but there is of course still much to do. As has been said by the two rapporteurs, we need to focus on implementation. There is work to do on SMEs, as you said. We have been focusing a lot to give special attention to the small and medium—sized companies in the countries we discuss through dedicated information on our website. We have the Market Access Database with the latest information on tariffs, rules of origin, statistics and different requirements and we are trying to put our companies together with the Latin American companies.

These Agreements are good in a way, but they are a little old. That is true. They were concluded in 2010, almost 10 years ago. Today, we would have asked to put other things and additional things in them and we will reflect with our partners on how to do that at a future stage.

There are concerns about human rights in many of these countries. I fully agree that the situation in Nicaragua, for instance, is of great concern. We have raised it and, apart from these Agreements, there are different tools where we can address it and I know that the foreign affairs ministers will discuss Nicaragua in particular at their next meeting – I think next week – and possibly there will be a statement at that point as well.

We are raising this in the Human Rights Dialogue on a regular basis and we are engaging with the countries, but we should also not deny that there has been some progress. I have been engaging particularly with Peru on the issue that Ms Hautala – who is no longer here – raised, on the labour issues, and they have started to engage with civil society, starting a dialogue on these issues, which is good. There are other examples as well.

On the banana issues: as you know the conditions to suspend temporarily the preferences for bananas are defined in the Agreement. That is not an automatic decision. It depends on the impact of the imports on the stability of the EU market and each time that those thresholds have been exceeded for Central America, including last year, from the Commission side we have made an in-depth analysis and we have concluded that the excessive imports did not cause any destabilisation of the EU markets and had very little impact on the prices either. But we will continue to monitor this.

On the issue of frozen fries, as the Belgian gentleman mentioned, we are of course very much aware of this. We have raised it with the Colombian authorities several times and I do share concerns here. There also seems to be a problem of how they had been calculating it so we will be engaging with them in Bogota next week or at end of this month, with the trade team of the Colombian authorities to look at this in detail. We will keep you informed about the evaluation of these issues.

So, as I said, we will launch a comprehensive evaluation of both these Agreements. We will be happy to share those results with Parliament and to come back and discuss these issues at a later stage.

  Santiago Fisas Ayxelà, ponente. – Señor presidente, quería agradecer a la comisaria Malmström y a todos mis colegas sus interesantes contribuciones al debate de esta tarde. América Latina es una región amiga, a la que nos unen lazos históricos muy fuertes. Los acuerdos comerciales que acabamos de debatir no hacen sino reforzar esta relación y dar una perspectiva de la importancia estratégica y geopolítica que tiene para la Unión Europea.

Querido y apreciado Helmut, ya sé que hay muchas cosas que mejorar, pero hay que ver de dónde venían y dónde están ahora. Suspender los tratados solo haría empeorar la situación, como ha dicho muy bien Ramón Jáuregui. Y es cierto, querido Gabriel, querido Juan Fernando, que hay que estar muy vigilantes en el tema del banano. También se nos ha explicado qué medidas está tomando la Comisión, acaba de contarlas la comisaria Malmström.

Dado que Perú y Colombia, y Ecuador como reciente incorporación, son regiones estratégicas para la Unión Europea, es esencial seguir impulsando el acuerdo para que pueda alcanzar su pleno potencial. Y debemos recordar que el acuerdo sigue abierto a nuevas incorporaciones, ya que prevé una cláusula de adhesión que deja abierta la puerta a la participación en él de otros países miembros de la Comunidad Andina de Naciones.

Y no querría acabar mi intervención sin agradecer el trabajo de todos mis colegas en la Comisión de Comercio Internacional, y en especial de los ponentes alternativos —una mención especial a Inmaculada Rodríguez—Piñero que, con sus contribuciones y ayuda, ha permitido alcanzar un informe equilibrado y positivo que espero que mañana, con un amplio respaldo, pueda ser aprobado en la Cámara.

  Reimer Böge, Berichterstatter. – Herr Präsident! Ich will angesichts der Vielfältigkeit von berechtigter Kritik und Anmerkungen vorneweg sagen, wo wir viele Baustellen im Verhältnis zu dem haben, was wir mit unseren Partnerländern verhandelt haben. Ja, da müssen wir mit Nachdruck, aber auch mit Augenmaß herangehen. Und ich will ausdrücklich sagen, Frau Kommissarin, dass Sie und Ihr Team aus meiner Sicht in den letzten Jahren einen wirklich guten Job im Bereich der Handelspolitik gemacht haben. Ich möchte meinem Kollegen ausdrücklich zustimmen, der gesagt hat: Ja, wir müssen uns auch anschauen, woher unsere Partner kommen, und nicht nur die Absolutheit von hundertprozentiger Umsetzung einfordern, sondern auch sehen, wie man sich entwickelt, wie die Fortschritte sind, auch das muss angemessen berücksichtigt werden.

Da komme ich auf einen weiteren Punkt. Wenn ich mir anschaue, dass gerade Länder, über die wir aktuell hier gesprochen haben, nämlich Peru und Kolumbien – Peru alleine 500 000 und Kolumbien über eine Million – Flüchtlinge aus Venezuela aufgenommen haben, dann sind diese Länder in ihrer fragilen Situation ja beinahe vor dem Zusammenbruch. Tun wir da genug zusammen mit dem UNHCR, oder tun wir da nach wie vor zu wenig? Wir haben eine verdammte Pflicht und Schuldigkeit als Europäische Union, uns auch um diese Situation zu kümmern und dafür zu sorgen, dass der Aufbruch in diktatorische Regime nicht die gesamte Nachbarschaft Latein- und Südamerikas vergiftet und zerstört. Dann sind alle unsere Bemühungen von heute auf morgen erledigt. Und hier, glaube ich, haben wir ein weiteres Aufgabenfeld in der Kommission – nicht nur in der Handelspolitik –, sehr genau darauf zu dringen, dass überall das, was wir einfordern, auch wirklich umgesetzt wird, und angesichts der Arroganz der Vereinigten Staaten, angesichts der Aufkündigung des Transpazifischen Handelsabkommens auch nicht so zu tun, als wenn wir einfach ganz lässig diesen Kontinent dann der Arroganz von großen Nachbarn oder auch dem Drängen von anderen wichtigen Partnern wie China eben mal so überlassen. Unsere Partner erwarten etwas ganz anderes von uns, und darüber sollten wir nachdenken.

  Caterina Chinnici (S&D), per iscritto. – L'accordo di associazione tra Unione europea e America Centrale, primo vero accordo di associazione interregionale ratificato dall'Unione europea, nonostante le complessità del quadro economico internazionale, ha indubbiamente prodotto positivi sviluppi in materia di politica commerciale. Tuttavia, la mancata attuazione dei pilastri del dialogo politico e della cooperazione non ha consentito il raggiungimento di significativi avanzamenti per quanto concerne la promozione della democrazia e dello stato di diritto. A 5 anni dall'entrata in vigore, l'accordo andrebbe quindi aggiornato introducendo un meccanismo di risoluzione delle controversie che preveda finanche l'impiego di sanzioni in caso di gravi violazioni dei diritti umani; e l'Unione europea dovrebbe sostenere gli Stati centroamericani affinché promuovano riforme legislative volte a prevenire ed eradicare fenomeni diffusi quali lavoro minorile e violenze ai danni di sindacalisti, difensori dei diritti umani o popolazioni indigene. Sottolineo, infine, come tra le disposizioni da aggiornare per rendere più efficace l'accordo, risaltino quelle riguardanti le piccole e medie imprese (PMI) affinché possano fruire dei benefici derivanti dall'accordo. La Commissione dovrebbe promuovere campagne informative sulle opportunità derivanti dall'accordo e sviluppare strumenti giuridici, finanziari e amministrativi a supporto della internazionalizzazione delle PMI.

  David McAllister (PPE), in writing. – In November 2018 I chaired a delegation of the AFET and INTA committees to Buenos Aires to participate in the first ever ‘Parliamentary Forum in the context of the G-20 Leaders’ Summit’. The additional discussions with Argentine interlocutors were mainly dominated by the EU-Mercosur Association Agreement. Its relevance has been clearly demonstrated to me. However, the European Union must not only remain committed to a promising and speedy conclusion of new ambitious and comprehensive agreements. The successful implementation of already existing settlements is equally important. Among other things, our focus should lie on the agreements between the EU and Colombia and Peru and on the EU-Central America Association Agreement, all signed in 2012. In this context, regarding the latest implementation reports, regional cooperation as well as bilateral cooperation is progressing, bringing benefits to both sides. However, further progress is needed, especially in terms of money laundering and tax evasion. In addition, neither Latin America nor the EU make full use of their granted tariff rate quotas. Therefore, potential sectors should be identified to excite further exchanges. Latin America is a key partner for our European Union and, at present, the EU has enormous opportunities to strengthen its close cooperation with the region.

  Bogusław Sonik (PPE), na piśmie. – Układ o stowarzyszeniu między UE a Ameryką Środkową był pierwszym międzyregionalnym układem tego typu zawartym przez UE, a jego filar handlowy jest tymczasowo stosowany od pięciu lat. Przepływy handlowe między stronami okazały się odporne na niekorzystne trendy gospodarki światowej, jednak uzgodnione w umowie kontyngenty taryfowe nie są w pełni wykorzystywane przez strony, a produkty eksportowane przez kraje Ameryki Środkowej dopiero zaczynają podlegać dywersyfikacji. W tym zakresie warto byłoby zidentyfikować potencjalne sektory, które należy zachęcać do większej wymiany. Parlament wielokrotnie zachęcał Komisję do wzmocnienia monitorowania i wdrażania rozdziałów dotyczących handlu oraz zrównoważonego rozwoju, w tym skutecznego mechanizmu egzekwowania zobowiązań w dziedzinie norm pracy czy ochrony środowiska. Dlatego też jestem przekonany, że 15-punktowy plan Komisji w tym zakresie jest krokiem w dobrą stronę.

W obliczu obecnej sytuacji polityczno-społecznej w krajach Ameryki Środkowej przegląd umowy w celu wprowadzenia skutecznego mechanizmu rozstrzygania sporów z uwzględnieniem sankcji w przypadku poważnych naruszeń, jest jak najbardziej potrzebny. Mam nadzieję, że w najbliższej perspektywie uda się w pełni wdrożyć wszystkie postanowienia dotyczące filaru handlowego tej umowy i że Austria, Belgia i Grecja ratyfikują układ o stowarzyszeniu, aby możliwe było stosowanie filaru politycznego i współpracy w ramach tej umowy.
