  Presidente. – Il progetto definitivo di ordine del giorno, fissato dalla Conferenza dei presidenti, ai sensi dell'articolo 149 del regolamento, nella riunione di giovedì 7 febbraio 2019 è stato distribuito. Sono state presentate le seguenti proposte di modifica:

Lunedì

Il gruppo S&D ha chiesto che l'interrogazione orale sui "Grandi predatori" diventi una dichiarazione della Commissione. La discussione dovrebbe concludersi con una risoluzione che sarà votata a marzo I.

  Maria Noichl, im Namen der S&D-Fraktion. – Herr Präsident! Herzlichen Dank für das Wort. Sie haben es gerade richtig erwähnt: Es geht darum, dass zu dem Thema „Große Raubtiere“ einerseits eine Anfrage zur mündlichen Beantwortung auf dem Tisch liegt und andererseits eine Entschließung verabschiedet werden soll.

Ich möchte hier noch mal betonen, dass dieses Thema vorher noch nicht im Agrarausschuss besprochen wurde. Es handelt sich nicht um ein normales Verfahren. Ich muss ganz deutlich sagen. dass die Mitglieder im Agrarausschuss keine Gelegenheit hatten, den Text zu studieren und darüber abzustimmen. Im Moment wurde vorgeschlagen, dass die Anfrage zur mündlichen Beantwortung heute Abend auf den Tisch kommt und dass die Entschließung am Donnerstag angenommen werden soll.

Ich beantrage hiermit, dass die Anfrage zur mündlichen Beantwortung durch eine Stellungnahme der Kommission ersetzt wird und dass die Entschließung in den März verschoben wird. Ich denke, wir haben Zeit genug, in einer richtigen Art und Weise hier mit einem richtigen, ordnungsgemäßen Verfahren vorzugehen. Es sollte nicht auf ein Schnellverfahren hingewiesen werden, das so überhaupt keine Begründung findet.

Martedì

I gruppi S&D e Verts/ALE hanno chiesto che un'interrogazione orale alla Commissione sul "Futuro dell'elenco delle azioni LGBTI" sia aggiunta all'ordine del giorno e sia discussa insieme all'interrogazione orale sui diritti delle persone intersessuali. La discussione sulla nuova interrogazione orale dovrebbe concludersi con una risoluzione.

Do la parola all'on. Keller per presentare la richiesta.

  Ska Keller, on behalf of the Verts/ALE Group. – Mr President, we would like to ask that the oral question on the future of the LGBTI list of actions be added to the already existing debate on the oral question on the rights of intersex people and we would like to conclude that debate with a resolution. We would like to also ask for a roll-call vote right now.

The reason we are asking for that debate and the resolution is because we see how attacks on LGBTI people are increasing all over Europe. We see a real setback and a backlash here, and the Commission needs to stand firmly on that matter. However, the list of actions on LGBTI rights by the Commission is actually running out. It expires this year and the Commission is actually reluctant to continue having a list of actions. This is our last chance as Parliament to push the Commission to act and to do something, because LGBTI rights are human rights and that’s why we should have a debate with resolution.

Mercoledì

Il gruppo S&D ha chiesto che una dichiarazione del Vicepresidente della Commissione/Alto rappresentante dell'Unione sul "Futuro del trattato INF e il suo impatto sull'UE" sia aggiunta come primo punto nella fascia oraria 18.00-24.00. La discussione dovrebbe concludersi con una risoluzione.

Do la parola all'on. Moody per presentare la richiesta del suo gruppo.

  Clare Moody, on behalf of the S&D Group. – Mr President, this Parliament needs to take a clear position on the future of the Intermediate-Range Nuclear Forces (INF) Treaty. Therefore, we need a debate with resolution on this matter this week.

The NATO foreign ministers in the Munich Security Conference will be discussing it this week and this Parliament should have a position before they meet given its direct and major impact on the citizens that we are all here to represent. The INF Treaty has ensured the reduction of thousands of weapons covered by the Treaty and it has increased all of our safety.

On that basis, we need to support the rules-based order and nowhere is that more important than in arms control. This Parliament needs to make its position clear this week and I therefore hope colleagues will support this addition to the agenda.

  Presidente. – Il gruppo S&D ha chiesto che la discussione sulla relazione dell'onorevole Zīle relativa a "Norme comuni per l'accesso al mercato internazionale dei servizi di trasporto effettuati con autobus" sia rinviata ad una fase successiva.

  Kathleen Van Brempt, on behalf of the S&D Group. – Mr President, on behalf of the S&D Group I would like to ask for the postponement of the Zīle report. This is not only a controversial report where groups need some extra time to prepare themselves, but more fundamentally this report is very much connected to a very highly controversial and difficult mobility package that also has been postponed. In order to organise the access of buses and coaches it is extremely important that we make sure that the working conditions of the people working for the buses and coaches, and the truck drivers, are assured and furthermore strengthened in the future. So that’s why we ask for a postponement to a later stage.

  Peter van Dalen (ECR). – Voorzitter, collega Zīle heeft mij gevraagd om een paar opmerkingen hierover te maken. In de eerste plaats is dit verslag gewoon besproken in de transportcommissie. Er was brede steun, inclusief van een deel van de socialistische fractie. En bovendien, als u gewoon leest wat er in het verslag staat, wordt duidelijk aangegeven dat het hier niet gaat over een totale liberalisatie van de busvervoermarkt of over het onderuithalen van rechten van mensen die werken in busvervoermaatschappijen. Integendeel, er zijn allerlei waarborgen ingebouwd in het verslag om ervoor te zorgen dat bestaande goede systemen in busvervoer overeind blijven en dat er bij nieuwe busvervoersystemen een goede check wordt gemaakt ten aanzien van de vraag welk effect dat heeft op de werknemers, welk effect dat heeft op de regio, op de kwaliteit van het vervoer. Kortom, er is een hele set van maatregelen in dat verslag vastgelegd en afgetimmerd in de transportcommissie. Ik zou dus graag zien dat dit verslag namens collega Zīle op de agenda blijft.

  Lucy Anderson (S&D). – Mr President, in the light of that vote, this report was put on the agenda at a very late stage. Under Rule 169, Members reaching the lower threshold should be allowed to consider their position. They weren’t given sufficient time to consider their position. The deadline for amendments is currently 7 o’clock tonight. I would ask you, in the light of this rather controversial report, if you could extend it by 24 hours at least.

  Presidente. – I termini sono stati decisi dalla Conferenza dei presidenti, quindi non credo che si possa più cambiare, non è una scelta del Presidente.

Se i gruppi sono d'accordo possiamo andare al massimo alle 13.00 di domani, ma non si può andare oltre.

  Kathleen Van Brempt (S&D). – Mr President, if the Conference of Presidents decides to put a controversial file at such a late stage to plenary, I think it’s no more than fair for Members to be able to organise themselves. So let’s take a vote to postpone the deadline for 24 hours please.

  Presidente. – Per i servizi il termine massimo sono le 13.00 di domani, se no non posso neanche fare la proposta. Siamo d'accordo senza fare una votazione? Mi pare che siamo d'accordo, allora rinviamo il termine ultimo alle 13.00 di domani.

Il gruppo PPE ha chiesto che le dichiarazioni del Consiglio e della Commissione sulle "Minacce per la sicurezza connesse all'aumento della presenza tecnologica cinese nell'UE e possibile azione a livello di UE per ridurre tali minacce" siano aggiunte nel pomeriggio o in serata. La discussione dovrebbe concludersi con una risoluzione da votarsi a marzo.

Do la parola all'on. Niedermayer per presentare la richiesta.

  Luděk Niedermayer, on behalf of the PPE Group. – Mr President, the Czech authorities are not the only ones who issued security warnings concerning certain technologies, especially in the area of data mobile telephonics. I guess there are more such European governments and it is a good time to discuss whether there shouldn’t be some kind of concentrated European action on how to ensure the security of our key infrastructure. At the same time, we should take a closer look at the development of the market, the high penetration of some firms and possible implications for the future of European markets.

  Bruno Gollnisch (NI). – Monsieur le Président, la raison pour laquelle je m’exprime contre cette proposition ne tient pas tellement au fond de la proposition elle-même. Je veux bien croire qu’il y a un danger de pénétration technologique en Europe du fait de la Chine. Mais je trouve cette proposition en quelque sorte discriminatoire. En effet, notre Parlement ne s’est jamais penché de la même façon sur l’espionnage massif méthodiquement organisé, par exemple, par les États-Unis d’Amérique. Je vous rappelle l’affaire Echelon. Je rappelle que les conversations privées de la chancelière allemande, Mme Merkel, étaient espionnées, comme celles du président de la République française. Et depuis, nous n’avons eu absolument aucune assurance que ces pratiques avaient cessé, bien au contraire.

Il semble que l’universalité prétendue du droit américain en matière de sanctions, que les manœuvres, les intimidations, et même les incarcérations de dirigeants économiques européens se poursuivent, et qu’elles aient été, comme par exemple dans l’affaire concernant la société française Alstom, un puissant moyen de chantage.

Alors je serai partisan de cette proposition le jour où nous agirons de la même façon face aux risques de l’espionnage d’origine anglo-saxonne ou américaine.

Giovedì

Il gruppo ALDE ha chiesto che il titolo della discussione d'urgenza sulla situazione in Cecenia e il caso di Oyub Titiev sia cambiato in "La situazione in Cecenia", eliminando così il riferimento al caso di Oyub Titiev.

  Marietje Schaake, on behalf of the ALDE Group. – Mr President, I wanted to draw your attention to the following. On Thursday, we have an urgency resolution and indeed it is now titled ‘The situation in Chechnya, and the case of Oyub Titiev’. For those who are not aware, he is the director of the human rights and civil society organisation Memorial, an organisation that has won the Sakharov Prize before. The persecution of Mr Titiev is of grave and great concern. It’s very important that we address it.

There have been colleagues who have added other important topics to the text. I don’t want to engage in a hierarchy of the gravity of human rights violations, but I do want to draw your attention to the risk of mismatching the title with the substance of the resolution. I think that that could be confusing with negative consequences for all involved and that would defeat our purpose. So, to avoid this kind of confusion and to realign the title and the substance, I would suggest that we simply speak about the situation in Chechnya.

  Cristian Dan Preda (PPE). – Domnule președinte, grupul nostru politic a cerut să discutăm situația lui Titiev și am vrea să rămânem la această chestiune. Suntem în fața unui caz foarte grav; este la sfârșitul unui proces în care a fost acuzat, ca în regimurile totalitare, de posesie de droguri, pur și simplu pentru că rămâne pe poziții - vă reamintesc că el reprezintă o instituție pe care noi am premiat-o cu premiul Saharov, memorial și nu văd de ce nu am putea să discutăm despre acest caz și doar despre acest caz.

Nu înțeleg de ce celelalte grupuri vor să inunde cazul lui Titiev în cu totul alte problematici. Deci, vă propun să rămânem la acest subiect.

  Presidente. – Onorevole Harms, io Le darei pure la parola, ma siccome dobbiamo essere equilibrati, con un intervento a favore e un intervento contro, se Lei interviene, o a favore o contro, poi devo far parlare un'altra persona. Quindi diventa scorretto il dibattito, non so se lei vuole parlare a favore o contro, però io non posso darle la parola su questo argomento. Se è per altre cose, molto volentieri.
