  Die Präsidentin. – Als nächster Punkt der Tagesordnung folgt die Aussprache über den Bericht von Cristian Dan Preda im Namen des Ausschusses für auswärtige Angelegenheiten über den Bericht 2018 der Kommission über Bosnien und Herzegowina (2018/2148(INI)) (A8-0467/2018).

  Cristian Dan Preda, rapporteur. – Madame la Présidente, Monsieur le Commissaire, je voudrais d’abord vous remercier pour votre travail et votre engagement sans faille en faveur du parcours européen de la Bosnie-Herzégovine.

Nous voici déjà à la présentation de mon quatrième et dernier rapport de l’actuelle législature du Parlement européen, sur l’évolution de ce pays vers l’Europe.

Après s’être trouvée depuis 2015 sur une trajectoire ascendante, la Bosnie-Herzégovine est, depuis 2017, dans une période de ralentissement marqué qui nous inquiète, comme je sais qu’elle vous inquiète aussi. En devenant rapporteur permanent en 2014, mon espoir était que le pays recevrait le statut de pays candidat au cours du présent mandat. En dépit de nos efforts communs pour soutenir la Bosnie-Herzégovine, cet objectif n’est pas encore réalisé. Et, à l’approche des élections législatives qui ont eu lieu le 7 octobre 2018, les anciens démons des divisions politiques et de la polarisation sur des bases ethniques ont refait surface. Le pays est entré dans la campagne avec une loi électorale cassée, dont plusieurs articles ont été invalidés par la Cour constitutionnelle, et qui n’a pas pu être changée, faute d’accord entre les acteurs politiques. Quatre mois et cinq jours après les élections, les autorités ne sont pas constituées et le processus de réforme n’a pas redémarré comme on le souhaite.

Certes, on peut toujours trouver des explications pour ces retards: la complexité du pays, son passé douloureux et le traumatisme de la guerre, ainsi que le travail inachevé de réconciliation, sont des problèmes bien réels que l’on doit effectivement prendre en compte. Mais qu’on ne s’y méprenne pas, ce qui est en jeu actuellement ce n’est pas le dépassement d’une nouvelle crise, mais bel et bien l’avenir européen du pays. Et ce n’est pas à nous que les leaders politiques de Bosnie-Herzégovine doivent rendre des comptes, mais à leurs propres citoyens. Les gens de Bosnie-Herzégovine ont droit à un système politique et institutionnel qui fonctionne et qui ne discrimine personne. Ils ont le droit de vivre une vie décente dans leur propre pays, plutôt que d’être forcés à prendre le chemin de l’exil. Ils ont droit à une justice indépendante et qui fait son travail sans ingérence politique indue. Les citoyens de Bosnie-Herzégovine ont le droit de vivre dans une société qui n’est pas gangrenée par la corruption présente dans chaque secteur de leur vie. Ils ont droit aussi à une administration efficace et dépolitisée, qui est au service des citoyens et pas l’inverse. Enfin, ils ont droit à des médias libres qui les informent de façon objective et sans pressions politiques.

L’adhésion à l’Union européenne pourra le leur apporter. Tout cela est, à vrai dire, à portée de main, à condition que les élites politiques abandonnent leurs petits jeux politiciens et cessent d’utiliser la haine envers les autres et la division. Le moment est venu pour les acteurs politiques d’être responsables, de former sans délai les autorités à tous les niveaux et de montrer enfin de la détermination dans la poursuite des réformes économiques et politiques orientées vers l’Union européenne. Couplés avec l’envoi des réponses aux questions additionnelles de la Commission européenne, ces éléments donneront une chance à la Bosnie-Herzégovine d’obtenir le statut de pays candidat. Pourquoi pas cette année même? Enfin, je voudrais souligner la question très importante de la coopération avec le Parlement européen et vous exhorter, Monsieur le Commissaire, à en faire une priorité politique des prochaines étapes du parcours européen de la Bosnie-Herzégovine.

  George Ciamba, President-in-Office of the Council. – Mr President, it’s a great pleasure for me to be here today and to discuss with you the Commission’s 2018 report on Bosnia and Herzegovina. Let me express my gratitude for the work by Parliament’s rapporteur on Bosnia and Herzegovina, Cristian Dan Preda. Let me start by reiterating our strong commitment to Bosnia and Herzegovina’s identity as a single, united and sovereign country, with a strong European perspective.

Following the elections on 7 October 2018 and recalling the conclusions of June 2018, the Council expects Bosnia and Herzegovina’s leaders to engage constructively in the Government’s formation at all levels, in the interests of all citizens, so that the country moves forward with reforms and progress on the European path. Bosnia and Herzegovina’s EU membership application of February 2016 represents a strategic commitment to advance towards the EU, but needs to be translated into comprehensive results on the ground. These results cannot be achieved without functioning institutions.

We welcome the Presidency of Bosnia and Herzegovina’s common message of commitment to the country’s EU path and its determination to cooperate in this respect, a message that was clearly sent during the recent visit to Brussels on 29 and 30 January. We welcome the adoption of some EU—oriented reforms, such as the one on excise duties. However, we share your concerns that much time has been lost on divisive rhetoric and pre-electoral campaigning. This has significantly slowed down the pace of reforms. A number of important high—priority areas remain. We need to do more on the inclusive socio-economic reforms; on the reforms in the field of the rule of law, including the fight against corruption and organised crime; on public administration reform; on the fight against radicalisation and terrorism, and we need to further improve cooperation between all levels of government. We share your concerns over the lack of progress in the area of freedom of expression and the media and we expect Bosnia and Herzegovina to intensify efforts to address the issue.

We regret that no compromise was reached with regard to amending the electoral framework ahead of the October 2018 elections. As pointed out in your resolution, all political leaders now need to assume their responsibilities and find a domestic solution with regard to the Federation House of Peoples. Electoral reform should be approached in a spirit of dialogue in order to move the country towards European standards.

Turning to the opinion process, let me welcome the commitment of the Presidency of Bosnia and Herzegovina to send very soon the additional answers to the Commission’s questionnaire on Bosnia and Herzegovina’s EU membership application. We welcome the results already achieved through the coordination mechanism on EU matters and we encourage Bosnia and Herzegovina to make further use of this important tool. We expect the authorities to remain actively committed to the opinion process at all levels and to provide any further input deemed required.

Let me recall that when preparing its opinion, the Commission will pay particular attention to the implementation of the Sejdić-Finci ruling, acknowledging that the Constitution of Bosnia and Herzegovina lists Bosnians, Croats and Serbs as its constituent peoples, along with the others. The Council reiterates that the principles of equality of all citizens and of non-discrimination should be fully warranted.

We will continue to support the country in its efforts to implement reforms and to advance further on its European path. They should keep to the course. The Council will revert to Bosnia and Herzegovina’s EU integration process on the basis of the Commission’s expected opinion on the country’s application for EU membership.

  Dubravka Šuica, u ime kluba PPE. – Poštovani predsjedavajući, najprije želim zahvaliti Komisiji, povjereniku Hahnu na velikom zalaganju za Bosnu i Hercegovinu; naravno i našemu izvjestitelju, gospodinu Predi.

Točno je da je 2015. godine bio uzlazni trend za Bosnu i Hercegovinu. Isto tako je točno da je 2017. taj trend nekako zaustavljen i to zaista smatram lošim. Isto tako je jako loše da četiri mjeseca nakon izbora nisu formirane sve razine vlasti. Sve što radimo za Bosnu i Hercegovinu i što se radi je zbog interesa građana Bosne i Hercegovine i zbog toga se moraju provesti reforme. Ali isto tako nije svejedno ni Europskoj uniji, a posebice ne Hrvatskoj, kako izgleda naša vanjska granica i kako izgleda situacija s naše vanjske granice. I zato nam je jako stalo da Bosna i Hercegovina krene najboljim putem.

Ono što želim ovdje naglasiti je da mi uporno šaljemo poruke političkim vođama u Bosni i Hercegovini da se moraju dogovoriti, a posebice oko izbornog zakona i danas sam dužna to ovdje spomenuti. Dakle, izborni zakon se mora promijeniti i to je nešto što je osnova svih početaka reformi itd. Moraju se izbjeći manipulacije s izborima koje se evidentno događaju, a ovdje se posebno referiram na članove hrvatskog naroda i hrvatski narod, koji nema jednaka prava u Bosni i Hercegovini kad su izbori u pitanju. Stoga smo dužni to napomenuti. Ja vjerujem da, kad bi se oko toga postigao dogovor, sve bi krenulo boljim putem.

Stoga novi politički vođe u Bosni i Hercegovini imaju veliku odgovornost i na njima je odgovornost, a na Komisiji i na nama iz Europske unije je da im u tome pomognemo.

  Johannes Hahn, Member of the Commission. – Mr President, first I really would like to thank the rapporteur, Cristian Dan Preda, for the resolution on Bosnia and Herzegovina and I would also like to thank you, Mr Preda, but also some of your colleagues for your tireless work in and with the country. We are far from having some concrete results but I think we share the same interests and need to push the country, not only in the European direction, but with the consequence to improve living conditions of people in the country, because this is exactly what counts, what is relevant and what should be our – once again – tireless aim.

In that respect we welcome the text, which is a balanced one and which is largely in line with the Commission’s April 2018 report on Bosnia and Herzegovina. It reflects well the situation in the country, including the challenges and outstanding issues on Bosnia and Herzegovina’s European integration path.

I welcome the support this resolution provides for the EU approach towards Bosnia and Herzegovina. This is particularly essential at a very critical moment in time for the country and its newly elected leaders. A time when the commitments taken before the elections need to be translated into concrete reforms. A time when governments need to be formed across the country and a time when the divisive rhetoric of the campaigning stresses the need for reconciliation, unity and consensus building around the country’s objective, meaning EU integration.

This was the main message to Bosnia and Herzegovina’s Presidency members whom President Tusk, President Juncker, High Representative Mogherini and myself had the opportunity to meet two weeks ago in Brussels. This was their first joint trip abroad as newly elected Presidency members, a token of their commitment to advance towards the EU in line with what the citizens of their country demand. And this is in the beginning of a critical year for Bosnia and Herzegovina during which we would like to see irreversible progress towards the European Union.

At the same time, we particularly stressed to Presidency members that comprehensive reforms, as done by other countries at similar stages in the process, are required. This is not only about providing answers to our questions stemming from the Opinion Questionnaire – which we expect soon and in a consolidated manner, may I say very clearly – but delivering on rule of law, fundamental rights, electoral reform, public administration, good governance, as well as further harmonisation with EU rules and norms. The capacity of the newly elected leaders to deliver will be the yardstick upon which the EU will assess Bosnia and Herzegovina’s readiness to further advance towards the Union.

In this respect the Commission is fully dedicated to advancing Bosnia and Herzegovina’s EU perspective. Our upcoming Opinion on the country’s application for Union membership will provide for the first time a comprehensive roadmap of reforms for the country to carry out, for the first time against the entire obligations EU Member States have. We are stepping up our technical assistance in the country with dedicated field support in the key areas of rule of law and fundamental rights, including the monitoring of a number of high—profile cases.

The Commission has also now doubled the financial assistance envelope for Bosnia and Herzegovina – EUR 80 million per year in grants for the period 2017-2020 – to support the country implementing a number of countrywide strategies, such as on energy, environment or rural development. And this in addition to the support provided as part of the regional envelope, notably on connectivity agenda projects.

To conclude, I would like to stress that the Commission will continue to support Bosnia and Herzegovina as we believe that the future of this country lies in the Union. At the same time, there are outstanding challenges which need to be seriously addressed, requiring substantial efforts from the country’s elected leaders. We, the European Union institutions, can help and provide guidance, but it’s only they who can deliver on their citizens’ aspirations.

In this respect I will visit Sarajevo, most likely at the end of March to take stock of the progress towards forming governments and resuming with the necessary reforms.

But the thing that is necessary and which we have to emphasise and to stress again and again is: everybody in the country tells us they are all in favour of the European perspective, but what we are missing, what we lack is really consistent and coherent action on the ground by all political parties and ethnicities really to move in a united, coherent way towards this goal, which is a goal of more than 80% of citizens in this country.

  Knut Fleckenstein, im Namen der S&D-Fraktion. – Herr Präsident, liebe Kolleginnen und Kollegen! Zunächst auch im Namen von Herrn Papadakis, der heute nicht hier sein kann, herzlichen Dank für die gute Arbeit an Cristian Preda. Der Bericht ist ziemlich vollständig, sehr detailliert und zeigt die wirkliche Situation, so wie wir sie auch sehen. Der Weg in die Europäische Union ist für Bosnien und Herzegowina offen. Ich möchte klarstellen, dass auch wir Sozialdemokraten wollen, dass Bosnien und Herzegowina diesen Weg in die EU findet. Und gerade weil wir es wollen und aus Sympathie zu den Menschen im Land will ich ein paar kritische Sätze anmerken.

Wir wünschen uns, dass die notwendigen Reformprozesse im Land schneller und besser vorangehen. Nach wie vor ist der Aussöhnungsprozess nicht energisch genug vorangetrieben worden. Immer noch gibt es zu viel Trennendes und zu wenig Gemeinsames in dem Land, immer noch machen die Regierenden keine Anstalten, das Trennende wirklich zu begraben.

Das Dayton-Abkommen war eine große Kraftanstrengung und eine hervorragende Leistung, um den Krieg zu beenden, aber ganz offensichtlich hilft es nicht dabei, einen gemeinsamen Staat zu etablieren. Deshalb muss unserer Meinung nach von Brüssel aus eine Initiative für ein Dayton-II kommen.

Immer wieder, wenn ich in dem Land bin, habe ich den Eindruck, dass sich immer mehr Menschen nach dem Miteinander sehnen und die verantwortlichen Politiker hinter dieser Entwicklung zurückbleiben. Die Verantwortlichen in Bosnien und Herzegowina werden sich eines Tages der Bevölkerung stellen und erklären müssen, warum sie alten nationalen Gefühlen nachhängen, anstatt ein modernes neues Bosnien der EU näher zu bringen.

  Bas Belder, namens de ECR-Fractie. – Voorzitter, in de herfst van vorig jaar verscheen er in Wenen een interessante wetenschappelijke analyse onder de titel "Eerlijke makelaar of concurrent voor de EU? Turkije en zijn rol op de Balkan."

De relaties tussen Ankara en Sarajevo figureren prominent in deze analyse. Die zijn een natuurlijk voortvloeisel uit de nauwe persoonlijke en politieke banden tussen president Erdoğan en diens Bosnische ambtgenoot Izetbegović.

Met deze constatering kom ik bij paragraaf 40 van het solide verslag van mijn geachte collega Preda. Daarin is immers sprake van de groeiende invloed van buitenlandse machten in Bosnië en Herzegovina.

Mijn vraag aan de Raad en de Commissie: denk na over de titel van de genoemde wetenschappelijke analyse: "Turkije eerlijke makelaar of concurrent voor de EU in Bosnië en Herzegovina?" De stichting van een nieuwe pro—Turkse, pro—Erdoğan lobbyorganisatie 'Unie van Europese Balkan Democraten' in Bosnië onderstreept het politieke belang van deze vraag.

Van groter belang is nog een duidelijk Europees antwoord, want groeiende Turkse invloed op de Balkan zal de spanningen tussen etnische en religieuze groeperingen aanwakkeren. En die weg willen we absoluut niet op. Ik dank u.

  Jozo Radoš, u ime kluba ALDE. – Poštovani predsjedavajući, gospodine povjereniče, kolegice i kolege, najprije zahvala, naravno, gospodinu Predi na dobroj suradnji i na dobrome izvješću. Ovo je zadnje izvješće u ovom sazivu Parlamenta i nakon pet godina prilika je da se ocijeni djelovanje, odnosno uspjeh Bosne i Hercegovine na tom putu. Dakle, napravljeni su neki mali tehnički pomaci unaprijed, programska reforma je donesena, koordinacijski mehanizam, podnesen je zahtjev za članstvo, odgovoreno je na prvi set pitanja. Jednako tako su donesene neke sektorske strategije, ali temeljni problem zemlje, a to je njena nefunkcionalnost i unutarnji sukobi i podjele, uglavnom po etničkim linijama, taj problem Bosne i Hercegovine ostaje i može se čak tvrditi, pitanje je stava i subjektivnog dojma, može se tvrditi čak da je situacija danas gora u tom smislu, u pogledu unutarnjih odnosa, funkcionalnosti države, nego što je bila prije pet godina.

Svakako je dobra stvar da je Europska unija, sva njena politička tijela, donijela jasan stav o važnosti Bosne i Hercegovine, kao i ostalih zemalja s tog prostora i potrebe priključenja tih zemalja Europskoj uniji. To je dobra stvar.

Komisija radi također dobro, makar bi izvješća mogla biti na neki način dosljednija. Često između opisa i konačne ocjene postoji razlika, ne postoji hijerarhija ciljeva. Komisija bi, dakle, tu mogla puno bolje raditi, ali očito to što smo radili ovih proteklih pet godina nije dovoljno. Trebat će još snažniji angažman Komisije i puno politički fokusiranijeg djelovanja i Europskog parlamenta i Vijeća Europske unije da bi Bosna i Hercegovina bržim koracima krenula prema vlastitoj stabilnosti i prema Europskoj uniji.

  Igor Šoltes, v imenu skupine Verts/ALE. – Gospod predsednik, Torej, Bosna in Hercegovina je država mnogoterih nasprotij. Država tudi, ki ima mnogo skupnega, in skozi njeno zgodovino so se risale različne struge, tako kot se je skozi zgodovino vila reka Drina in zelo priporočam vsem tistim, ki še niste brali, knjigo nobelovca Andrića Most na Drini, ker tako lahko še lažje razumete to raznolikost in hkrati umetnost sobivanja in sožitja.

Bosna in Hercegovina je krenila proti evropskim integracijam in seveda na tej poti, ki ni lahka, jo čaka kar nekaj ovir. Vsi si seveda želimo, da bi države zahodnega Balkana postale tudi del evropske družine, ampak seveda treba je iti tudi skozi določen proces prilagajanja in pa seveda tudi sprememb in reform, ki to pot potem tudi opravičijo.

V tem poročilu, ki ga imate pred sabo, so različna mnenja ali pa različni pogledi, predvsem je pa skupno to, da je še veliko stvari, ki jih je potrebno storiti, da je še velik prostor za izboljšave, od seveda vprašanja korupcije, organiziranega kriminala, reform na področju pravosodja, ekonomije, socialne varnosti, odnosa do manjšin, tudi okoljskih izzivov ne manjka, tudi svoboda medijev in pa edukacije.

Predvsem pa bi želel za konec reči še to: predvsem ko govorimo o Bosni, moramo misliti tudi na ljudi, ki živijo tam, seveda na njihovo prihodnost, in tega se mora zavedati kljub razlikam tudi politika, ker definitivno močna Bosna pomeni seveda tudi močno Evropo.

  Jaromír Kohlíček, za skupinu GUE/NGL. – Pane předsedající, Bosna a Hercegovina je jednou z bývalých jugoslávských republik s nejsložitější strukturou obyvatelstva. Kromě toho, že zde žije celé spektrum různých národností Balkánu, ustavila se v průběhu staletí zvláštní náboženská struktura obyvatel. Ve městech převládali muslimové, na venkově pravoslavní. V malém území na severovýchodě země žije tradičně obyvatelstvo vyznání katolického. Takzvaní Srbové, takzvaní Bosňané a takzvaní Chorvaté mluví vesměs třemi dialekty společného jazyka bez ohledu na náboženství. Po krvavé válce podporované vnějšími silami se na teritoriu ustavily dvě strukturní jednotky. Jedna z nich na severovýchodě – Republika srbská – a druhou je muslimsko-chorvatská federace.

Je pro mne zcela nepochopitelné, že Evropská unie se od začátku snaží tento stav změnit bez ohledu na přání obyvatel země. Daytonská mírová dohoda přece stanoví určité postupy a pro vyjednávání kterékoliv země o vstupu do Evropské unie není možné vyžadovat jako součást vyjednávacích podmínek změnu státoprávního uspořádání. Bosna a Hercegovina má řadu problémů, které jsou daleko podstatnější pro život místních obyvatel. V prvé řadě jde o propojení energetických sítí se sousedními státy, zlepšení železniční a silniční infrastruktury a jasnou dohodu o pravidlech soužití s významnými sousedy, zejména se Srbskem, a jak tady zmínila kolegyně, s Chorvatskem.

Pokud jde o stálé nasazování psí hlavy vedení Republiky srbské, zamlčování zločinů spáchaných při válce chorvatskými a muslimskými jednotkami, a to včetně tzv. masakru u Srebrenice, potom mě tyto snahy silně znepokojují. Pomoc Evropské unie musí spočívat nejen v neustálém kladení nových požadavků, ale i v praktické spolupráci při rozvoji školství, ekonomiky, institucí v sociální a zdravotní oblasti. Vzhledem k tomu, že zpráva je nevyvážená, nemohu toto znění podpořit.

  Bill Etheridge, on behalf of the EFDD Group. – Mr President, whenever I hear of these discussions and reports on integration and bringing in new nations into the EU, I find myself feeling like I’m in my favourite TV series. I’m a big fan of Star Trek and I don’t know if you’ve ever seen it but there’s an organisation there, a life form called the Borg and what they say, they have a quote they use: ‘We are the Borg. Lower your shields and surrender your ships. We will add your biological and technological distinctiveness to our own. Your culture will adapt to service us. Resistance is futile’. And they travel around the universe in huge hermetically—sealed, hi—tech, temperature—controlled, artificially—lit structures and what they do is they find a way of creating thralls. People who will become part of them and serve them.

Now, when we look at this in the terms of the reality here, we have a situation where the EU Empire seeks to bring more people in, but they don’t do it with violence and attacking people, of course, it’s done with grants, loans, trade and the promise of betterment. But the point is, when you continually expand in this manner, especially into very sensitive areas like this, you need to be very careful what you do. You also need to be extremely careful of thinking, where is the money going to come from, because you continue to incorporate more and more nations into this organisation and, constantly seeking to expand, you seem to be forgetting that at some point in the very near future you’re going to be running a lot lower on money because – certainly if there isn’t a deal reached soon with Brexit – you’re going to be tens of billions of pounds short. So, I think you need to be very careful in what carrots you offer to people before you try to assimilate any more of the world.

  Mario Borghezio, a nome del gruppo ENF. – Signor Presidente, onorevoli colleghi, la situazione della Bosnia, come emerge anche in maniera onesta e chiara da questa relazione, è un po' una metafora delle enormi difficoltà che si hanno nel lungo e difficile e difficoltoso cammino dell'adesione all'Unione europea.

Siamo di fronte a un paese che ha fatto ben pochi progressi dal momento in cui si è aperto questo processo. E possiamo anche domandarci se questa Unione europea, con la limitatezza dei suoi orizzonti prevalentemente economici e finanziari, abbia fatto tutto quello che era necessario fare, sia direi all'altezza della situazione per condurre per mano questi popoli e queste situazioni, questi paesi la cui complessità derivante dalle ragioni storiche che tutti ben conosciamo, gli pongono, e la sua stessa posizione geopolitica dimostrano essere, lo forzano a essere crocevia di problemi e anche di pericoli.

E per quanto riguarda i pericoli, non possiamo certamente non sottolineare la gravità del rischio dell'infiltrazione dei combattenti stranieri, e quindi dei combattenti del terrorismo islamista. Questo è un pericolo molto grave.

  Eduard Kukan (PPE). – Mr President, first, my thanks and appreciation to the rapporteur for his devoted and good work on this issue over the past five years. The past months, unfortunately, have not seen major progress in Bosnia and Herzegovina (BiH) on its European accession path. The main message to the political leaders of the country is to finish constituting all the relevant bodies, submit the remaining follow-up answers to the questionnaire and immediately adopt the rules of procedure of the Stabilisation and Association Parliamentary Committee (SAPC).

There is an exhaustive list of issues that BiH needs to address. The sense of urgency is as present as ever. Commitment to the reform agenda, and reforms aimed at achieving a fully functioning state with the rule of law at its core, are the main tasks ahead. The EU stands ready to facilitate the difficult discussions on electoral and constitutional reforms. I urge the political leaders of BiH to use this opportunity and offer of EU help.

I would also like to commend those in BiH who fight for freedom of expression and against hate speech and religious hatred, and who promote inclusion, such as the high-school students from Jajce who were awarded the 2018 Max van der Stoel Award in recognition of their outstanding courage and inspirational activism.

As this is the last discussion on BiH in the current parliamentary term, I want to say that I really believe in the European perspective for Bosnia and Herzegovina, in the power of the voice of Bosnians, and in their power to fight for a European future for their country.

  Tonino Picula (S&D). – Gospodine predsjedavajući, premda od 2015. u Europskom parlamentu redovno raspravljamo o godišnjem izvješću o Bosni i Hercegovini, a ne o izvješću o napretku, politička stvarnost je da napretka uglavnom nema. Štoviše, u zadnje vrijeme evidentno je nazadovanje. Riječ je o manjku političkih, gospodarskih i socijalnih reformi, što potiče ionako loše međustranačke odnose i blokade institucija. Prošlu su godinu izrazito obilježili preduga predizborna kampanja, ali i postizborni sukobi jer su izbori održani bez usklađivanja izbornog zakona s presudom ustavnog suda.

Parlamentarna dimenzija suradnje s Bosnom i Hercegovinom nažalost i dalje ne postoji. Poslijeizborni događaji potvrđuju opravdano pozivanje na poštovanje načela jednakopravnosti, supsidijarnosti i federalizma koji se nalazio u izvješćima od 2013. To je neophodno da bi Bosna i Hercegovina dovršila tranziciju u djelotvornu, uključivu i potpuno funkcionalnu državu zajamčene jednakosti i jednakopravnosti. Nažalost iz ovogodišnjeg dokumenta su izostavljeni ti ključni elementi. Smatram to ozbiljnim korakom unatrag zbog čega ne mogu podržati ovo izvješće.

  Ruža Tomašić (ECR). – Poštovani predsjedavajući, izvješće pokazuje da je Unija nažalost zacementirana na pozicijama koje ne uvažavaju realnost. Izražava se žaljenje što je izborna kampanja bila usredotočena na, citiram, „probleme podijeljenosti iz prošlostiˮ, što dokazuje da Bruxelles ne razumije da etnička podijeljenost u BiH nije samo stvar ratne prošlosti, nego i sadašnjosti i budućnosti.

U BiH je zajednički identitet slabašan i podjele su realnost koja neće prestati postojati samo zato što neki to jako žele. Pogotovo ne u postojećim okolnostima koje je i EU pomogla stvoriti. Predugo je ova divna zemlja u kojoj sam i sama rođena bila laboratorij za društvene pokuse svjetskih moćnika!

Europska unija koja toliko zagovara demokraciju i raznolikost dozvoljava da se u BiH zatire i jedno i drugo. Hrvatima je i na ovim izborima drugi narod izabrao hrvatskog člana Predsjedništva, dok EU institucije pričaju o zajedništvu. Ne može biti zajedništva tamo gdje nema uvažavanja osnovnih političkih prava jednog naroda.

  Jean-Luc Schaffhauser (ENF). – Monsieur le Président, mon collègue, M. Preda, est toujours dans le vent européiste d’une Europe qui ne fonctionne pas et qui n’a jamais fonctionné.

Une fois de plus, nous tentons de faire de la Bosnie-Herzégovine, un État post-national et de ne pas reconnaître les trois nationalités avec chacune des droits constitutionnels.

Cette stratégie ne peut que conduire à la domination de la population musulmane, majoritaire, et à l’instabilité chronique. Sa condamnation du discours nationaliste est implicitement une condamnation de la république serbe.

Il y a toujours la volonté de l’Union européenne et de l’OTAN de jouer une stratégie de destruction d’une Europe culturelle et spirituelle, avec ses identités et ses nations.

L’intégration de la Bosnie en Europe, c’est toujours le refus de l’Europe des nations et des identités nationales. Cette Europe est finie, elle n’a d’ailleurs vraiment jamais existé. Il faut bâtir l’Europe de la coopération des nations.

  Tanja Fajon (S&D). – Gospod predsednik, veseli me, da danes vendarle razpravljamo o poročilu o napredku v Bosni in Hercegovini. Če kdaj, država potrebuje našo pomoč prav zdaj.

Nedavni obisk treh članov predsedstva v Bruslju je vnovič vlil upanje, da kljub številnim nesoglasjem med bošnjaškim, hrvaškim in srbskim voditeljem, obstaja tudi veliko skupnega. Med drugim konsenz o nadaljevanju na poti približevanja Evropski uniji. Obljube skupnega vodstva Bosne in Hercegovine so zaman, če jih ne uresničijo v praksi.

Pogoji, ki jih mora država izpolniti, so jasni: čimprejšnje oblikovanje vlade, dostava odgovorov na dodatna vprašanja Komisije in nadaljevanje reform, tako s področja vladavine prava, kot tudi socialno ekonomskih.

V zadnji razpravi v Evropskem parlamentu želim opozoriti še na dvoje. Prvič, parlamentarne kolege in države članice pozivam, da v letu evropskih volitev ne pozabijo na politiko širitve in Bosno in Hercegovino, četudi to ne prinaša političnih točk. In drugič, voditelje v Bosni pozivam, da skupni cilj približevanja Uniji uporabijo za preseganje razlik med različnimi političnimi in etničnimi silami v državi.

  Željana Zovko (PPE). – Poštovani predsjedavajući, uvaženi povjereniče Hahn, pozdravljam dogovor koji su u nedjelju postigli lideri hrvatske i srpske konstitutivne zajednice u Mostaru za ubrzanje formiranja novog Vijeća ministara sukladno vašim preporukama i preporukama visoke povjerenice Mogherini koji ste dali nakon izbora.

Vođe bošnjačke konstitutivne zajednice trebamo ohrabriti da se pridruže ovim naporima da se osnuje Vijeće ministara jer mi smo itekako suočeni u Bosni i Hercegovini s gorućom krizom, poglavito u kantonu Bihać gdje se poziva na funkcionalno Vijeće ministara i mislim da je za to krajnje vrijeme.

Sa zabrinjavajućom zebnjom gledam pozive bošnjačkog lidera, gospodina Komšića i njegove prijetnje upućene Republici Hrvatskoj. Nadam se da će s tim ubrzo prestati i da će uskoro prestati i nekonstruktivni način obraćanja jednoj susjednoj zemlji i jednoj članici Europske unije.

Očekujem od vas što veću pomoć od strane Bruxellesa i da konačno prijeđemo iz daytonske u bruxellesku fazu jer Dayton se već odavno prekršio, a Bruxelles još nije ni počeo.

  Marijana Petir (PPE). – Gospodine predsjedavajući, gospodine povjereniče, prije svega zahvaljujem kolegi Predi što je prihvatio neke moje prijedloge te su oni ugrađeni u izvješće o kojem danas raspravljamo. No kad govorimo o situaciji u Bosni i Hercegovini čini se da unatoč naporima koje ulažemo i preporukama koje dajemo sve ostaje mrtvo slovo na papiru. Unatoč zahtjevu Vijeća i Parlamenta, u Bosni i Hercegovini nije promijenjen izborni zakon, što je rezultiralo dodatnom diskriminacijom Hrvata koji kao konstitutivni narod čak nisu u mogućnosti izabrati niti svog člana predsjedništva. To je samo kontinuitet sustavne diskriminacije spram Hrvata u Bosni i Hercegovini koja se događa u svim segmentima njihova života.

Mjesto Bosne i Hercegovine je u Europskoj uniji. To želim svim srcem. No Bosna i Hercegovina prvo mora postati funkcionalna država jer je trenutačni institucionalni i pravni okvir nezadovoljavajući i neodrživ i zato Dayton treba doživjeti nadogradnju i izmjenu.

S druge strane, posebnu pažnju moram ovdje skrenuti na pitanje zaštite okoliša. Unatoč tome što su usvojeni moji amandmani kojima se poziva Bosnu i Hercegovinu da rad rafinerije u Bosanskom Brodu uskladi sa standardima zaštite okoliša, tu i dalje nema pomaka i građani Slavonskog Broda trpe posljedice zbog toga. Od Bosne i Hercegovine kao potpisnice međunarodnih okolišnih konvencija očekujemo da se počne pridržavati njihovih odredaba.

Zabrinuti smo i porastom radikalizacije te povratkom stranih boraca u Bosnu i Hercegovinu, što predstavlja sigurnosni izazov za cijelu regiju. Stoga pozivam vlasti Bosne i Hercegovine da daju pravi i beskompromisni odgovor na to goruće pitanje.

  Josef Weidenholzer (S&D). – Herr Präsident! Auch 20 Jahre nach Dayton hat sich Bosnien und Herzegowina noch nicht von den Folgen dieses Krieges erholt. Appelle und wohlmeinende Zusicherungen gab es viele und viel zu viele, weil ihnen niemals Taten folgten. Deshalb gibt es immer noch diese ethnischen Spannungen. Ein Gefühl der Hoffnungslosigkeit hat sich ausgebreitet, und externe Einflussnahme ist allerorten spürbar. Das Land ist zum Spielball geopolitischer Interessen geworden.

Es gibt nur eine Möglichkeit, aus diesem Dilemma herauszukommen: eine europäische Perspektive. Dazu braucht es aber viel mehr als eine jährliche Debatte im Europäischen Parlament. Es braucht eine neue Dynamik, die von uns ausgehen muss. Die Menschen, allen voran die Jugend, wie die jüngsten Proteste gezeigt haben, warten darauf.

Lassen Sie mich eine junge Frau, eine Studentin, aus Jajce zitieren: Für unsere Generation ist es nicht wichtig, wer welche Nationalität hat und welchen Glauben, sondern dass wir eine gute Zeit zusammen haben.

  Bogdan Andrzej Zdrojewski (PPE). – Panie Przewodniczący! Prawie 25 lat temu byłem w Sarajewie z pomocą humanitarną w tysięcznym dniu oblężenia tego miasta, teraz, niedawno – z wizytą Parlamentu Europejskiego przede wszystkim pokazującą, czy też monitorującą stan bezpieczeństwa. Muszę powiedzieć, że wolałbym nie wracać do tamtej sytuacji sprzed 25 lat, do takiej wojny, do tych napięć, ale niestety sytuacja dziś właśnie w tym państwie jest pełna napięć i pełna zagrożeń. Trzeba pamiętać, że oferta Parlamentu Europejskiego, Unii Europejskiej dla tego państwa była ofertą mobilizującą. Ale ten element mobilizujący przestaje działać. My nie mamy czasu na to, aby takimi projektami, takimi zachętami tego typu państwa w tej sytuacji wyciągać z wewnętrznych kryzysów. Potrzebna nam jest gradacja celów, niezwykła konsekwencja i przede wszystkim spójność wszystkich zachowań, które z Parlamentu Europejskiego do tego kraju płyną.

  Ivan Jakovčić (ALDE). – Poštovani predsjedavajući, Bosna i Hercegovina stoji. Bosna i Hercegovina ne ide naprijed. Glavna krivica je na njihovim političarima. To pratim od 1991. godine, otkad sam u politici, znam točno što se zbiva u Bosni i Hercegovini i, nažalost, moram konstatirati da bosanskohercegovački političari nisu dorasli potrebama naroda u Bosni i Hercegovini.

Ali me raduje to da su vjerski velikodostojnici čak napredniji i avangardniji od političara u Bosni i Hercegovini. Paradoksalno, na Balkanu, ali čini mi se da je to tako i tu ima malo nade.

Proporcija koju gospodin Hahn ulaže u napore da Bosnu i Hercegovinu približi Europskoj uniji je nešto za čestitati, ali želim vas upozoriti na jedan problem, problem migranata u Bosni i Hercegovini, pogotovo u Unsko-sanskom kantonu. Brinimo o tome jer je to na granici s Europskom unijom.

  Jiří Pospíšil (PPE). – Pane předsedající, já chci podpořit zprávu pana kolegy Predy, je podle mého názoru kvalitní a vyvážená a děkuji za ni. Já jsem přesvědčený, pane komisaři, že my permanentně, trpělivě musíme nabízet balkánským národům evropskou budoucnost. To znamená, pokud zde hovoříme o tom, že reformy v Bosně a Hercegovině nejsou příliš úspěšné, nemůže to vést k tomu, že by Evropa měla polevit a s Bosnou a Hercegovinou omezit dialog. Pokud tak učiníme, bude to obrovská geopolitická chyba a prostor vyplní Rusko, které dnes se srbskou částí etnika z tohoto státu významně komunikuje. A to si zkrátka nemůžeme dovolit. Takže já prosím, zohledněme i tyto geopolitické pohledy a pojďme tedy znovu trpělivě se pokoušet pomoci Bosně a Hercegovině v reformách, které by ji přiblížily k Evropské unii, tak aby konečně tato země mohla získat statut kandidátské země. Je to pro nás mimořádně důležité, pokud tak neučiníme, pak na Balkáně bude posilovat Rusko, Turecko a jiné země.

  Σωτήριος Ζαριανόπουλος (NI). – Κύριε Πρόεδρε, ποιοι άναψαν τους εθνικισμούς στη Βοσνία και αλλού για να διαλύσουν τη Γιουγκοσλαβία; Το ΝΑΤΟ και η Ευρωπαϊκή Ένωση. Και η κατάσταση στη Βοσνία συνεχίζει να είναι από τις τελευταίες εκκρεμότητες για την ευρωατλαντική ενσωμάτωση των δυτικών Βαλκανίων, εν μέσω οξύτατων ανταγωνισμών Αμερικάνων, ΝΑΤΟ και Ευρωπαϊκής Ένωσης με τη Ρωσία και την Κίνα. Οι εθνικισμοί που καλλιεργήθηκαν δεν λένε να κοπάσουν. Πυροδοτούν συγκρούσεις και αλλάζουν σύνορα, είκοσι χρόνια μετά, όπως τώρα με το Κόσοβο και τη Σερβία, ανοίγοντας την όρεξη και σε άλλους που διεκδικούν αλλαγές συνόρων, όπως η Τουρκία. Η επαίσχυντη, νατοϊκής κοπής, συμφωνία των Πρεσπών μεταξύ Τσίπρα και Zaev προβάλλεται σαν παράδειγμα διευθέτησης, όχι για επίλυση διαφορών, αλλά για την υπερίσχυση των ιμπεριαλιστικών συμφερόντων στα κρίσιμα Βαλκάνια. Παράδειγμα, η μετατροπή —και πάλι— τις τελευταίες ημέρες του λιμανιού της Θεσσαλονίκης σε νατοϊκή βάση, κάνοντάς το δυνητικό στρατιωτικό στόχο των αντίπαλων συνασπισμών, κάτι που διαψεύδει τον μύθο του ΣΥΡΙΖΑ περί σταθερότητας με ΝΑΤΟ και Ευρωπαϊκή Ένωση. Ασφάλεια, ειρήνη και φιλία των λαών στα Βαλκάνια σημαίνει ένα πράγμα: να φύγουν το ΝΑΤΟ, οι Αμερικάνοι και η Ευρωπαϊκή Ένωση.

  Jasenko Selimovic (ALDE). – Mr President, I would like to thank the Commissioner for keeping up the pace of the work, not just in Bosnia and Herzegovina, but even in the region. It’s impressive, actually.

I agree with the rapporteur that the pace of reforms in the country has been slowed down by the elections. We are still waiting for the formation of the government, we don’t have formal cooperation with the Parliament and rule of law has not been improved as we had hoped. But there are encouraging signs, both in the long term and the short term. In the short term, there is better economic governance, we have seen the encouraging results in the local elections, we have a decreasing number of returnees from the areas affected by terrorism, and we have seen three Presidents come here and work together. It’s actually the first time in my life that I have seen them together.

So it is extremely important to keep up the pace of the European perspective. It gives the perspective to the country and is a motor for the reforms. Thank you for doing that.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, ο ανταγωνισμός Ηνωμένων Πολιτειών και Ρωσίας στα Βαλκάνια οξύνει τις αντιθέσεις και, βεβαίως, τα προβλήματα που δεν μπόρεσε να λύσει το Ντέιτον, τα οποία έχουν σχέση με την ειρηνική συνύπαρξη των εθνοτήτων και των μειονοτήτων στη Βοσνία, εντείνονται. Είναι βέβαιο ότι πρέπει να επαναλάβουμε αυτά που είπαμε και το 2017 σε αυτήν την αίθουσα: ότι θα πρέπει να υπάρξει δίκαιη αντιμετώπιση των μειονοτήτων μέσα στη Βοσνία-Ερζεγοβίνη, ότι οφείλει η κυβέρνηση να αντιμετωπίσει τα τεράστια προβλήματα που υπάρχουν σε σχέση με τη διαφθορά και το οργανωμένο έγκλημα, ότι πρέπει να εξασφαλιστεί η προστασία —ιδίως των Ρομά, η εφαρμογή του κράτους δικαίου, η αξιοκρατία στη δημόσια διοίκηση και, γενικότερα, η προστασία των ανθρωπίνων δικαιωμάτων. Θεωρώ, λοιπόν, ότι όλα αυτά που είχαμε πει και παλαιότερα δεν έχουν μπορέσει να επιλυθούν στην πορεία της Βοσνίας-Ερζεγοβίνης προς την Ευρωπαϊκή Ένωση. Πρόκειται για ένα εγχείρημα το οποίο φαίνεται ότι δεν μπορεί να επιτευχθεί.

  Ivana Maletić (PPE). – Poštovani predsjedavajući, pozdravljam povjerenika. Ono što želim naglasiti je da je sigurnost i stabilnost Bosne i Hercegovine ključna za sigurnost i stabilnost čitave Europske unije. Ne možemo govoriti o političkoj stabilnosti kada jedan konstitutivni narod ne može izabrati svog predstavnika i ravnopravno sudjelovati u procesima donošenja odluka u institucijama Bosne i Hercegovine. Izborni zakon se mora promijeniti. To su, naravno, naglasili i drugi kolege i zato ću se okrenuti još na jedno područje koje možda nije bilo dovoljno naglašeno, a to je naš utjecaj u Bosni i Hercegovini, odnosno sudjelovanje Europske unije u razvojnim programima i procesima Bosne i Hercegovine.

Zapitajmo se koliko smo projekata isfinancirali uz garancije Europskog fonda za strateška ulaganja u Bosni i Hercegovini: nula. Koliko smo IPU dobro iskoristili, je li stopostotna ugovorenost, jesmo li pokušali razviti i neke druge, dodatne projekte koji će pomoći državi u integracijama? Što smo napravili vezano uz zajednička donošenja odluka, organiziranja konferencija? Mislim da možemo puno više.

  Johannes Hahn, Member of the Commission. – Mr President, the Commission welcomes the expected adoption of the resolution on Bosnia and Herzegovina. I would again like to congratulate the rapporteur, Mr Preda, for his high-quality report. I would also like to thank all the Members who have actively participated in its production and in today’s debate and have shown a keen interest in Bosnia and Herzegovina’s European future.

The Commission takes note of this resolution and will take Parliament’s views into account, including those expressed today. We particularly share Parliament’s view that the authorities stemming from the October 2018 elections should be formed as soon as possible, without conditions, and that work on the necessary reforms should be resumed. This is particularly necessary against the backdrop of the upcoming Commission opinion on Bosnia and Herzegovina’s application for EU membership, provided we receive the outstanding answers to our questions.

I have also taken note of the call to Bosnia and Herzegovina to ensure the functioning of the Stabilisation and Association Agreement and of the associated parliamentary committee, in line with the EU’s standards and the country’s commitments under the agreement. I will raise this issue with the Bosnia and Herzegovina leadership, and the Commission will review the implementation of the Stabilisation and Association provisions by Bosnia and Herzegovina in the forthcoming opinion.

Finally, I would like to stress that the Commission will spare no effort in supporting Bosnia and Herzegovina on its path towards the European Union. As Ms Maletić and others said, this includes, for instance, identifying and creating new opportunities in terms of programmes and even financing.

The Commission will, of course, keep Parliament informed in the coming months on future developments regarding Bosnia and Herzegovina. Once again, thank you for your support.

  George Ciamba, President-in-Office of the Council. – Mr President, once more let me reiterate our gratitude for the excellent work of the rapporteur and also for all the support he got from Parliament.

Romania’s Presidency of the Council has put it as a priority to be a friend of the Western Balkans and is going to do its best to advance the region and the countries of the region on their European path. We are fully decided to help all of the countries of the Western Balkans. Of course, they need to pass the reforms needed and I think that in the case of Bosnia and Herzegovina there is an urgent need for formation of the government at all levels and to decisively move with the implementation of reforms. This would help us as well.

I am planning too to go to Sarajevo and I think the Romanian Presidency is going to pay a visit to all the countries of the Western Balkans, before, I think, the crucial discussion we will have in the Council in June. At the same time, one of the events of the Romanian Presidency of the Council is exactly about how to reconcile the region with the past. It’s an event that is focused on the youth of the region and how important it is to overcome the divisive rhetoric and to have a real historical reconciliation in the region.

  Cristian Dan Preda, rapporteur. – Monsieur le Président, Monsieur le Commissaire, Monsieur le Ministre, je vais commencer par la suggestion faite par le ministre, M. Ciamba, car je trouve que c’est vraiment une excellente initiative de travailler avec les jeunes, de leur parler de l’Europe et de voir comment cette réconciliation pourrait être faite. Comme on a pu le constater aujourd’hui, le débat sur la Bosnie-Herzégovine est allé dans toutes les directions: notre collègue britannique a fait intervenir Star Trek dans le débat, le collègue grec parlait de l’OTAN au port de Thessalonique, et j’avais envie de lui demander, si l’on parle des vrais enjeux stratégiques, pourquoi le port du Pirée a-t-il été donné aux Chinois. Mais avec la Bosnie-Herzégovine, il est tout de même question de l’un de nos pays des Balkans occidentaux. Ce pays-là, c’est un pays européen grâce à l’action de nos amis croates: 95 % pourcent des Croates de Bosnie-Herzégovine sont des citoyens européens et je l’ai toujours dit: il n’y a pas de député européen, en particulier, et pas de nation européenne plus proche de la Bosnie-Herzégovine que les Croates. Mais il faudrait peut-être que les Croates pensent aussi aux autres, et pas seulement à eux-mêmes. Ils seront de vrais partisans de l’intégration de la Bosnie-Herzégovine le jour où ils parleront aussi des autres et pas seulement des Croates, qui sont déjà des citoyens européens.

Permettez-moi aussi de suggérer à nos amis socialistes et à nos amis libéraux de faire un petit effort et d’intégrer des partis politiques de Bosnie-Herzégovine dans leur réseau parce que nous, le PPE, sommes très bien représentés là-bas, mais il n’y a ni parti libéral ni parti socialiste en Bosnie-Herzégovine. Comment voulez-vous les aider si vous n’avez pas de contacts, si vous ne travaillez pas avec vos amis sur place? Je sais que ce n’est pas facile, mais pour véritablement aider la Bosnie-Herzégovine à devenir européenne, il faut passer de cette rhétorique à une vraie action sur le terrain.

  Andrea Bocskor (PPE), írásban. – Bosznia-Hercegovina uniós tagfelvételi kérelmet nyújtott be, mellyel elismerte az Unióhoz való elkötelezettségét, de sajnos 2017 közepe óta lelassult az EU-val kapcsolatos reformok elfogadása az országban. Sajnálatos, hogy a 2018. október 7-ei általános választásokat megelőző választási kampányt nacionalista és etnikai retorika uralta, szegmentáció jellemezte, és nem a polgárok mindennapi problémáinak megoldására koncentráltak, mely tovább mélyíti a három államalkotó nép közötti szakadékot. Mint számos más felszólalásomban, itt is kihangsúlyoznám, hogy a politikai vezetőknek mindent meg kell tenniük, hogy kerüljék el a nacionalista retorikát, amely megosztja az ország lakosságát és olyan politikai üzenetet kell közvetíteniük, amely az együttműködést segíti, kiegyensúlyozottá teszi az országban élő három nép kapcsolatát. Elítélem a megkülönböztetés valamennyi formáját, fontos, hogy minden ország, mely az Európai Unió tagja kíván lenni, tiszteletben kell, hogy tartsa a demokratikus elveket, a nemzetek kulturális és nyelvi sokszínűségét, biztosítania kell az etnikai és nemzeti kisebbségek számára az oktatáshoz, a foglalkoztatáshoz, az egészségügyi rendszerhez való egyenlő hozzáférést, továbbá a nemzeti kisebbségek képviselőinek politikai és közéletben való részvételének lehetőségét. Bosznia-Hercegovinának tiszteletben kell tartania az alapvető emberi jogokat, véget kell vetnie a nyílt diszkriminációnak, ha az Európai Unió tagja kíván lenni.

  Fabio Massimo Castaldo (EFDD), per iscritto. – Oggi la Bosnia sembra essere bloccata in un limbo: da un lato, la necessità di cambiamento verso un consolidamento democratico richiesto a gran voce dalle giovani generazioni. Dall'altro, una politica di "conservazione" dello status quo imperniata su una complessa architettura istituzionale risalente agli accordi di Dayton del 1995 e su perduranti divisioni e rivalità etniche. Lo dimostrano bene i risultati e le modalità delle recenti elezioni "generali" tenutesi lo scorso 7 ottobre, senza che venissero colmate le lacune giuridiche e apportate le necessarie modifiche alla legge elettorale - come identificate dalla Corte Costituzionale e dalla Corte europea -, nonostante l'intervento degli ambasciatori dell'UE e degli Stati Uniti in Bosnia-Erzegovina, e la partecipazione della commissione di Venezia. Nonostante il rispetto formale delle procedure e delle elezioni, che sono state definite come competitive ed ordinate, rimane il problema di un sistema-stato che viola la Convezione europea dei diritti umani. È evidente: c'è bisogno di maggiore impegno per l'implementazione di un percorso di riforme incentrato sui diritti dei singoli individui, a partire da una riforma costituzionale, come indicato peraltro dalla Corte europea dei diritti dell'uomo, affinché tutti i cittadini siano trattati allo stesso modo, indipendentemente dall'appartenenza etnica.

  Ilhan Kyuchyuk (ALDE), in writing. – Bosnia and Herzegovina is a very important country in the Western Balkan region. As the region continues its push to be integrated into the European Union, the EU understands the volatility of peace in the region, which explains the EU’s extensive support for democracy, freedom, the rule of law, human rights and economic development in that country. Unfortunately, in that country there is an increasing influence of foreign powers and there is a real need for a stronger EU engagement which remains the best way to ensure progress towards European values, stability and prosperity there. The report underlines many issues with which the young country cannot cope, such as human trafficking, the rule of law, corruption, gender equality and respect for human rights. In this context, I call on the EU Commission to increase its financial and political support for that country and to encourage its EU membership. On the other hand, I call on the Bosnian authorities to commit more political will and efforts to the required reforms and to work together in the name of the common future of the Bosnian people and all Bosnian autonomous regions.
