  Dominique Bilde (ENF). – Madame la Présidente, j’avais dès le départ dénoncé la tendance boulimique de la Commission, qui, avec le corps européen de solidarité, créait un doublon du Service volontaire européen. Il ne faisait aucun doute que ce nouveau programme chercherait à justifier son existence en étendant toujours plus ses prérogatives. Aujourd’hui, tout ceci se confirme. Alors que le précédent texte a été adopté il y a à peine quelques mois, son champ d’action est étendu aux opérations d’aide humanitaire, être citoyen d’un État membre n’est plus une condition pour participer, le budget est augmenté. Absurde, quand on sait que le programme ne rencontre pas le succès escompté! Ce qui me révolte par-dessus tout, c’est l’impossibilité de mener ces activités de solidarité dans son propre pays. Bruxelles invite donc à être solidaire, mais le plus loin possible de chez soi, et il nous est dit que les activités doivent mettre l’accent sur la résolution des défis rencontrés par les migrants. On le voit, cet amour d’autrui conduit au mépris de soi. Si ce n’était pas si grave, ce serait risible.

  Andrejs Mamikins (S&D). – Madam President, I believe that the Solidarity Corps has real potential to bring added European value to the social policies. It creates solidarity among young Europeans and allows for the personal growth of participants. It is particularly great that, since 2019, organisations from non-EU countries can participate in these projects. In the case of European Neighbourhood Policy countries, it becomes another element in the chain of contacts and people—to—people diplomacy. In addition to that, volunteering strengthens engagement and makes young people appreciate the non—material side of their work.

I supported this report and I wish volunteering could become a part of life for other groups of citizens who want to get engaged in the issues of public interest, dedicating some hours per week to a cause that they really care about.

  Bogdan Andrzej Zdrojewski (PPE). – Pani Przewodnicząca! Dzisiaj chciałbym zwrócić uwagę na trzy kwestie. Po pierwsze, w tej perspektywie 2018–2020, mówię o budżecie – mamy jedynie orientacyjne, podkreślam, orientacyjne progi podziału środków finansowych. Bardzo istotne jest, aby one uległy uściśleniu. Po drugie, nie mamy w chwili obecnej zapewnionej odpowiedniej promocji tego ważnego kompletnie nowego programu. I po trzecie, wykorzystanie dynamicznych środków komunikacji – myślę o tych portalach społecznościowych – jest niezbędne już dzisiaj w okresie wdrażania tego projektu. W innym wypadku zakończy się ten program połowicznym sukcesem. I ostatnia rzecz, bardzo istotna. Mówimy tutaj o młodych ludziach. Mówimy o środkach budżetowych im dedykowanych. Potrzebna jest znowelizowana strategia dla właśnie młodego pokolenia po to, aby stała się ona rzeczywistym podmiotem tych wszystkich programów, które próbujemy włączyć w chwili obecnej w Europejski Korpus Solidarności.

  Adam Szejnfeld (PPE). – Pani Przewodnicząca! Europejski Korpus Solidarności to nie tylko wspaniała inicjatywa, ale także piękna i szczytna idea. Ma walory moralne, etyczne, humanitarne, charytatywne, edukacyjne... Jest to bardzo ważne, daje bowiem szansę na samorealizację, ale także podnoszenie kwalifikacji zawodowych. Wspiera ludność, regiony, także państwa, daje możliwość udziału – będzie dawało możliwość udziału nawet trzystu pięćdziesięciu tysiącom ludzi.

Nie dziwi więc to, że Instytut Innowacji w Wiedniu nagrodził tę inicjatywę i to przedsięwzięcie, dlatego popierałem to sprawozdanie.

  José Inácio Faria (PPE). – Senhora Presidente, votei favoravelmente este relatório que criou o programa do Corpo Europeu de Solidariedade porque, numa época da ascensão de nacionalismos e xenofobia no nosso continente, todas as iniciativas que reforcem a cidadania ativa e o conceito de solidariedade devem ser apoiadas.

Contudo, uma vez que este programa é, desde o seu início, mais do que um mero programa de voluntariado e abrange também o apoio a projetos de mobilidade e voluntariado em contexto profissional, através de estágios profissionais e contratos com estruturas que desenvolvem ações na área social, importa garantir que, na sua implementação prática, sejam evitados abusos de abusos e que o Corpo Europeu de Solidariedade não seja utilizado pelas organizações não governamentais, pelos organismos públicos e pelas empresas públicas para obter mão-de-obra barata.

O voluntariado, que pode, obviamente, melhorar perspetivas de emprego dos jovens, não deve ser encarado como um substituto ao emprego dignamente remunerado como modo de perpetuar a precariedade dos vínculos laborais ou como um sucedâneo de políticas de combate ao flagelo do desemprego juvenil na Europa.

  Seán Kelly (PPE). – Madam President, I too was pleased to vote in favour of this report, and indeed the objectives of this important programme to promote solidarity as a value and enhance the engagement of young people. The European Solidarity Corps programme is a valuable pathway for young people to develop their skills, whether through an internship, traineeship or volunteering experience. The changes proposed, to increase the budget for the programme, will allow many more to benefit from it. I welcome particularly the emphasis to be placed on marginalised and disadvantaged young people. Four hundred and eighty Irish young people have already registered to take part and I hope to see many more do so from all backgrounds, including especially those in isolated rural regions and other disadvantaged areas on which the programme aims to focus particular attention.
