  Przewodniczący. – Kolejnym punktem porządku dnia jest sprawozdanie sporządzone przez Andreę Cozzolino na temat wniosku dotyczącego rozporządzenia Parlamentu Europejskiego i Rady w sprawie Europejskiego Funduszu Rozwoju Regionalnego i Funduszu Spójności w imieniu Komisji Rozwoju Regionalnego (COM(2018)0372 - C8-0227/2018 - 2018/0197 (COD)) (A8-0094/2019).

  Andrea Cozzolino, relatore. – Signor Presidente, onorevoli colleghi, dunque ci siamo, con il voto di domani consegniamo un buon testo al prossimo Parlamento e al lavoro del trilogo con la Commissione e con il Consiglio.

Il Fondo europeo di sviluppo regionale e il Fondo di coesione restano i maggiori strumenti di investimento pubblico europeo per il periodo 2021-2027, nonostante i tagli al budget presentati dalla Commissione e che per noi del Parlamento restano inaccettabili.

Non è dunque un lusso, né uno spreco di risorse pubbliche. La politica regionale sostiene la creazione di posti di lavoro, la competitività tra imprese, la crescita economica, lo sviluppo sostenibile e il miglioramento della qualità della vita dei cittadini in tutte le regioni e le città dell'Unione. Sono lo strumento essenziale per lottare contro le diseguaglianze territoriali e sociali, lavorano per non lasciare nessuno indietro, siano essi una persona o un territorio, una città, una comunità periferica.

È stato così con la Grecia, con il Portogallo, con l'Irlanda; è stato così con l'Italia dopo gli eventi sismici di questi anni, per favorire la messa in sicurezza dei nostri territori a cominciare da quello straordinario patrimonio che sono i beni culturali.

Nonostante gli ultimi dieci anni di austerità, che hanno ridotto le politiche di sviluppo e di investimenti strategici massicci per i nostri Paesi – una drammatica riduzione – in questo contesto la politica regionale ha assunto un'importanza sempre crescente, senza la quale negli Stati membri in ritardo di sviluppo gli investimenti pubblici si sarebbero dimezzati.

E dunque siamo al nuovo regolamento. Cinque sono le priorità: innanzitutto uno sviluppo innovativo, intelligente, inclusivo; un'Europa più verde, a basse emissioni di carbonio, resiliente, in grado di affrontare la sfida della transizione energetica; un'Europa più interconnessa, migliorando la mobilità delle persone; un'Europa più sociale e inclusiva, che attua il pilastro europeo dei diritti sociali, per un nuovo welfare, per un nuovo patto tra i cittadini europei e l'Europa; un'Europa più vicina, appunto, ai cittadini, promuovendo lo sviluppo sostenibile e integrando le città e le aree non urbane attraverso iniziative locali.

Ecco il complesso delle scelte che sono al centro del nuovo regolamento per il FESR e per la politica di coesione: abbiamo stabilito una concentrazione tematica che prevede, per tutte le categorie di regioni di destinare almeno il 30% delle risorse dell'obiettivo che riguarda la sfida ambientale; abbiamo introdotto elementi di flessibilità per consentire a quelle regioni che lo necessitano politiche più attente allo sviluppo locale; abbiamo aumentato al 10% il limite minimo di finanziamento da destinare alle aree urbane e alle grandi città e, allo stesso tempo, abbiamo introdotto una novità assoluta, ossia un 5% che dovrà essere destinato ai piccoli comuni e alle aree svantaggiate, come ad esempio quelle di montagna; abbiamo introdotto la possibilità di finanziare programmi di rafforzamento delle Pubbliche Amministrazioni; abbiamo ottenuto, con il CPR, strumenti importanti per consentire una flessibilità ad hoc per cofinanziare gli investimenti strategici con i fondi strutturali.

Insomma, credo che abbiamo fatto un gran buon lavoro: grazie davvero a tutti i colleghi che hanno contribuito a questo importante sforzo. Adesso tocca a noi, tocca al dibattito, tocca al voto, alla discussione che faremo in questa nostra Assemblea e domani al voto.

So che ci sono ancora questioni aperte, soprattutto sui temi ambientali, che riguardano interessi concreti per la vita dei cittadini: discuteremo e voteremo. Ma rivolgo un appello a tutti quanti voi: manteniamo compatto il voto intorno a questo strumento e consegniamo al prossimo Parlamento uno strumento effettivamente innovativo, in grado di generare sviluppo e crescita.

  Věra Jourová, Member of the Commission. – Mr President, tomorrow’s vote is another milestone in the post-2020 negotiations of the shared management of EU funds, as the regulation on the European Regional Development Fund and the Cohesion Fund sets up the main investment tools in research and innovation, climate change, connectivity and social infrastructure. On behalf of the European Commission, I would like to commend the rapporteur Mr Cozzolino, as well as the other Members of the European Parliament in the Committee on Regional Development (REGI), and in the other committees, for the efficiency and the quality of the work done in such a short time. We can only regret that the May elections are already so close, that despite this great effort, the timing of the first reading will not permit trilogues to start during the term of this Parliament.

When looking into the REGI report, the Commission recognises and welcomes the effort to root the policy deeper in the territorial reality of every region and to ensure that no region is left behind.

However, as much as we share the objectives, we do not always agree on the best tools to achieve them. Allow me to raise two issues which are ‘thematic concentration’ and the ‘scope of support’.

Concentration of resources on a limited number of priorities — thematic concentration, if you like — is a key principle that spurs efficiency of investment, avoiding funds from being distributed too thinly. This is why the ambitious levels of thematic concentration should be maintained. Cohesion policy should steer investments towards our common objectives of a smarter and greener Europe.

Concentration requirements at national level does not mean more centralisation. On the contrary, it allowed for greater flexibility in setting up regional concentration thresholds, as richer regions could compensate for poorer ones.

Member States where relations between national, regional and local partners are based on trust and open dialogue could easily achieve that. In terms of objectives, the Commission has proposed a clear vision by defining broad policy objectives of a smarter, greener, a better connected and more social Europe. Specific objectives — second level objectives, if you like — are not intended to describe an exhaustive menu of eligible actions, but rather to indicate their purpose. This was a further step from an action-based to a result-oriented approach. Unfortunately, we did not manage to get a mutual understanding on this issue.

Redefining the content of specific objectives, as proposed by the Parliament, notably in relation to broadband, urban mobility, tourism, natural resources and sports, would have significant policy implications. It would dilute thematic concentration and encourage sectoral project-based investments rather than an integrated approach, based on territorial strategies.

The Commission has proposed to exclude from funding a few areas which were evaluated as having low impact and EU added-value, for example investment in landfills, or could have a long-term lock-in effect, preventing the achievement of agreed EU or international goals, for example investment in fossil fuels.

We are afraid that Parliament’s amendments could result in inefficiencies of investments.

Finally, the Commission would like to stress that provisions related to the implementation of the Stability and Growth Pact should not be introduced through sectoral legislation. The Commission has proposed that the Common Provisions Regulation should continue to regulate the link with economic governance, through the principle of macro-economic conditionality.

  Jan Olbrycht, autor projektu opinii Komisji Budżetowej. – Panie Przewodniczący! Pani Komisarz! Z uwagą wysłuchaliśmy pani komisarz i jej krytycznych uwag dotyczących poprawek Parlamentu Europejskiego – jak na początek dyskusji to zapowiada się interesująco. Chciałbym powiedzieć, że Parlament wyraźnie poparł Komisję Europejską, jeżeli chodzi o uproszczenie procedury, o zmniejszenie ilości celów, o zdefiniowanie w sposób bardziej czytelny kwestii związanych z obszarami miejskimi, ale w niektórych sprawach Parlament ma nieco odmienne zdanie od Komisji Europejskiej, również jeżeli chodzi o ustawienie poszczególnych celów – i to nie świadczy o mniejszej efektywności, ale o większej spójności programowej. Poza tym Parlament Europejski ma trochę inne zdanie, jeżeli chodzi o wyłączenia z inwestycji, tak samo jak ma inne zdanie, jeżeli chodzi o koncentrację tematyczną. Tak czy inaczej, uważamy, że Europejski Fundusz Rozwoju Regionalnego pod względem finansowym jest dobrą propozycją, natomiast wymaga – zdaniem Parlamentu Europejskiego – niezbędnych poprawek.

  Derek Vaughan, rapporteur for the opinion of the Committee on Budgetary Control. – Mr President, I would also like to thank the rapporteur. The ERDF will remain one of the main investment tools for the European Union. Indeed, in the next MFF it will still account for about 25% of the budget. Therefore, the Committee on Budgetary Control will obviously be keen to ensure that the money is spent properly, effectively and efficiently. But we also recognise that it is an important fund, and therefore we would welcome most of the proposals put forward by the rapporteur, unlike maybe the Commission. I particularly wanted to welcome the initiative or the proposal to allocate a percentage of funds to rural areas for the first time, because we know in the past rural areas have sometimes felt left out from Cohesion Policy funding.

I also wanted to say that I am very disappointed that, possibly, in the future, Wales will not be able to benefit from Structural Funds. We’ve been a huge net beneficiary of Structural Funds, and it’s sad that we might not be able to benefit from them in the future. But I want to say that the ERDF is an important source of funding. Even if the UK does leave the European Union – and I hope it doesn’t – I want ERDF to continue to be successful and I would like this Parliament to continue to fight for the ERDF in the future.

  Kateřina Konečná, zpravodajka Výboru pro životní prostředí, veřejné zdraví a bezpečnost potravin. – Pane předsedající, paní komisařko, dovolte mi za výbor, který reprezentuji, říct naše následující stanovisko. My jsme se shodli na tom, že je třeba zajistit více prostředků pro modernizaci infrastruktury chudších členských států, aby mohly být splněny nové cíle v rámci klimatu, dopravy i nakládání s odpady. Podpora z kohezních fondů je pro splnění těchto cílů prostě zásadní a v mnoha zemích představují prostředky z nich až 50 % veškerých veřejných investic a bez těchto financí nemají tyto státy možnost modernizace provést.

Jsem zklamaná proto, že výbor REGI nerespektoval doporučení našeho výboru ENVI ohledně přesunu podpory udržitelné městské mobility z cíle 3 pod cíl 2 či nenavýšil prostředky na boj s klimatickou změnou. 

Emise z dopravy je nutno snížit, a to co nejdříve, a proto je nezbytné nabídnout členským státům možnost financovat rozvoj infrastruktury pro vozidla s nízkými emisemi i z těchto fondů. Vítám to, jak se výbor REGI postavil k financování opatření proti suchu, povodním a opatřením v oblasti snižování hluku a světelného znečištění. Čeká nás hodně práce a těšíme se na trialog.

  Christine Revault d’Allonnes Bonnefoy, rapporteure pour avis de la commission des transports et du tourisme. – Monsieur le Président, chers collègues, la révision de ces fonds est un enjeu majeur pour nos territoires. Pour que les projets financés bénéficient aux millions de citoyens européens, les fonds doivent être gérés efficacement et au plus près des populations, et donc des régions. Par ailleurs, les collectivités locales doivent absolument disposer d’une marge de manœuvre, notamment dans les transports.

En tant que rapporteure pour la commission des transports et du tourisme, j’ai souhaité revenir sur l’idée initiale de la Commission visant à exclure du champ d’application les investissements dans l’achat de trains ou dans les infrastructures aéroportuaires. Les transports sont au croisement de trois piliers: le développement économique, la cohésion sociale et la transition écologique juste.

Investir dans la mobilité durable, c’est contribuer pleinement à nos objectifs de développement durable. Il faut permettre aux régions de financer des infrastructures de transport, dans le respect de l’environnement. Quant aux aéroports qui ont fait l’objet de vives discussions dans cette assemblée, j’en appelle simplement au bon sens: ma famille politique a déposé des amendements pour permettre l’investissement dans les aéroports anciens, à la stricte condition qu’ils participent à l’amélioration du bilan environnemental. Voilà une mesure concrète en faveur de la lutte contre le changement climatique.

  Bogdan Andrzej Zdrojewski, autor projektu opinii Komisji Kultury i Edukacji. – Panie Przewodniczący! Zacznę od wspomnienia z początku kadencji tego Parlamentu. Wówczas polityki spójności może nie krytykowano, ale podawano w wątpliwość jej istnienie, cele i skuteczność. Pamiętam, że kiedy byłem ministrem kultury, udało nam się w Polsce zrealizować ogromną ilość przedsięwzięć z wykorzystaniem środków europejskich i z niezwykle pozytywnym skutkiem, a nawet wbudzić pewną zazdrość o ilość i jakość osiągniętych celów.

Dziś polityki spójności nie tylko się broni, nie tylko się ją odpowiednio uzasadnia, ale co według mnie niezwykle ważne, dodatkowo się ją dowartościowuje. Zgadzam się z tymi, którzy walczyli o to, aby polityka spójności została: z Janem Olbrychtem czy z Danutą Hübner. To wtedy właśnie pojawiały się ich głosy, aby politykę spójności nie tylko obronić, ale i wzmocnić. Uważam, że w tej chwili trzeba racjonalizować cele, zapewnić spójność przekazów adresowanych przede wszystkim do samorządów, pewne rzeczy skorygować. Ale generalnie rzecz biorąc, mamy moim zdaniem do czynienia z dobrym dokumentem i pozytywnym finałem całej debaty.

  Ramón Luis Valcárcel Siso, en nombre del Grupo PPE. –Señor presidente, mañana se va a votar en primera lectura la Posición de esta Cámara sobre el FEDER y también el Fondo de Cohesión. Creo que, gracias al trabajo de los últimos meses, este Parlamento ha logrado enriquecer y mejorar la propuesta inicial de la Comisión.

Pretendemos que el FEDER y el Fondo de Cohesión puedan financiar las ayudas a desastres naturales como terremotos, incendios o inundaciones, porque la solidaridad europea debe estar allá donde ocurre una catástrofe y no debe ni llegar tarde ni hacerlo sin recursos.

Hemos conseguido reflejar las reivindicaciones de nuestras regiones periféricas y ultraperiféricas. Hemos sido capaces de introducir la problemática de la despoblación, tan crucial para el futuro de países como España. Frenar el éxodo rural comienza por impulsar el desarrollo de los pequeños núcleos de población y, para ello, apostamos por que se destinen recursos del FEDER a estimular áreas con hándicaps democráticos. Gracias al trabajo conjunto, hemos logrado que la lucha contra la despoblación esté muy presente, y los fondos regionales podrían ser empleados para revitalizar nuestros pueblos, especialmente en lo que se refiere a la innovación social y la economía verde.

Salir del invierno en el que estamos y adentrarnos en una primavera demográfica pasa por activar la puesta en común de recursos. Hemos, pues, de garantizar que quienes deseen construir su proyecto vital en el campo puedan hacerlo. Las prioridades están claras: facilidades a la inversión, empoderamiento digital, mejora de los servicios públicos y ayudas a la maternidad.

Estoy plenamente convencido de que, si apostamos hoy por la Europa rural, mañana tendremos mucho que celebrar y podremos hacerlo desde el orgullo de haber consolidado un sistema de bienestar basado en la libertad, las oportunidades y la igualdad de todas las familias, independientemente de dónde vivan.

  Victor Boştinaru, on behalf of the S&D Group. – Mr President, I would like to praise Mr Cozzolino for the excellent cooperation and work on his report. As a former rapporteur for the Cohesion Fund, I’m certainly not happy about the budget the Commission has proposed for the Cohesion Fund, but I think that the text negotiated by the rapporteur for the two funds is the best possible one under the conditions, and I call on everyone to vote down any amendments that go against the negotiated text.

When I was the rapporteur I gave a very environmentally-friendly imprint. Today, I have not changed my belief, and let me say that all attempts aimed at impeding investments that could make some activities like co-generation and district heating more efficient are simply irrational.

At the same time, when it comes to investment in gas to replace more—polluting fossil fuels, it is surprising that such calls are coming from colleagues from countries that benefited from the funds for such activities and now want to prevent other Member States to do the same while, at the same time, they are promoting gas infrastructure like Nord Stream 2.

  Raffaele Fitto, a nome del gruppo ECR. – Signor Presidente, onorevoli colleghi, anch'io voglio esprimere un ringraziamento nei confronti del relatore e nei confronti di tutti i colleghi che hanno lavorato molto positivamente in commissione su un testo fondamentale. Vorrei fare solo alcune considerazioni rapide.

La prima, condividere il giudizio negativo che è stato espresso in premessa da parte un po'di tutti i colleghi sul tema dei tagli che, certamente, non danno quella prospettiva alla quale noi abbiamo immaginato di poter lavorare, anche nel passato. Ma fare anche delle rapidissime considerazioni su tre questioni di fondo.

La prima, quella collegata al tema della rapidità di azione: l'obiettivo dell'approvazione è quello di riuscire a impegnare risorse a partire dal 2021.

La seconda considerazione è che questo regolamento deve superare i ritardi che hanno caratterizzato il passato dal punto di vista dell'impegno e della spesa e, soprattutto, evitare che questi ritardi possano incidere e avere conseguenze sulla situazione della capacità amministrativa delle diverse regioni.

Il terzo e ultimo punto è quello collegato alla flessibilità per poter utilizzare al meglio queste risorse a livello nazionale, rispetto ai temi dello scorporo delle risorse.

  Искра Михайлова, от името на групата ALDE. – г-н Председател, г-жо Комисар, преди всичко бих искала да благодаря на докладчика и на всички колеги от комисията за регионално развитие за професионално подготвения и одобрен законодателен доклад по предложението за регламент за Европейския фонд за регионално развитие и кохезионния фонд.

В предложението на Европейската комисия, по което ние работихме, ясно се представя позиция, която е за по-голяма ефективност, по-голяма гъвкавост и опростяване на Европейския фонд за регионално развитие и кохезионния фонд. Изключително важно беше това послание и тази тенденция да бъде запазена в доклада, който беше приет в комисията по регионално развитие.

Бих искала да изтъкна няколко положителни елемента на доклада. На първо място, това е увеличаването на приноса на Европейския фонд за регионално развитие и кохезионния фонд към целите, свързани с изменението на климата, съответно с 35 и 40% от кохезионния фонд. По отношение на градското развитие, предложението на комисията по регионално развитие е 10% с оглед засилване на градското измерение на политиката на сближаване и подкрепа за успешната реализация на градския дневен ред.

За групата на либералите и демократите има няколко ключови елемента на регламента, които са в контекста на реформираната политика за сближаване и взаимодействието й с другите секторни политики на Общността. Ние подкрепяме предложението на Комисията по отношение на тематичната концентрация въз основа на брутния национален доход, възможностите за гъвкавост и адаптивност на ниво отделни региони. Позицията на АЛДЕ е запазване на концентрацията на ресурси към по-интелигентна и ниско въглеродна Европа.

По отношение на изключването на инвестиции от финансиране, бих искала да подчертая, че е необходимо да имаме балансиран подход между специфичните цели, допустимите дейности и списъка на изключванията.

  Davor Škrlec, u ime kluba Verts/ALE. – Poštovani predsjedavajući, poštovana povjerenice Jourová, vjerojatno se u ovoj dvorani svi slažemo i imamo konsenzus da su Europski fond za regionalni razvoj i kohezijski fond vrlo važni za države članice kako bi postigle napredak u regijama koje zaostaju za prosjekom Europske unije, da se one približe razvijenijim regijama, da novac bude upotrijebljen u pravu svrhu, u promicanje europskih politika i zajedničke vrijednosti.

Međutim, kao izvjestitelj u sjeni mogu reći da sam razočaran rezultatom ovog fajla, zbog toga što on ide ispod ambicija koje je zapravo predložila Europska komisija jer znamo da je u ovom periodu vrlo mnogo novca potrošeno zapravo u krive svrhe. Ulaganjem u fosilna goriva, u plinsku infrastrukturu, u sve ono što zapravo ne doprinosi provedbi politika koje smo dogovorili u Europskom parlamentu, dakle, kružna ekonomija. Danas ćemo izglasati konačni završetak energetske unije elektrotržišta.

Mi, zapravo, s ovakvim prijedlogom ćemo onemogućiti državama članicama da mogu učinkovito iskoristiti javni novac iz europskih fondova za svoj vlastiti razvoj.

  Martina Michels, im Namen der GUE/NGL-Fraktion. – Herr Präsident, Frau Kommissarin, Kolleginnen und Kollegen! Die regionalen Entwicklungsfonds sind und bleiben ein sinnvolles Mittel zur Entwicklung vor allem des ländlichen Raums und sind damit im sozialen Ausgleich der europäischen Regionen unersetzbar. Neu ist eine Fokussierung auf ein grüneres Europa; auch das begrüßen wir. Aber dabei geht es nicht um dekorative Kosmetik, sondern um einen ganz grundsätzlichen sozialökologischen Umbau.

Wir wollen Folgendes klarstellen: Sozialökologisches Umdenken und Strukturwandel gibt es eben nicht zum Nulltarif. Konkret fordern wir, in allen Regionen einen Mindestanteil von 40 % der EFRE-Fördermittel für Projekte im Bereich sozialökologischer Wandel – just transition – einzusetzen.

Zweitens lehnen wir es ab, dass in einem ambitionierten Katalog des sozialökologischen Umbaus Investitionen in den Bau von Flughäfen oder gar in fossile Energietechnik gefördert werden können.

Drittens ist es wichtig, dass Integrationsprojekte vor Ort unabhängig vom Anerkennungs- und Aufenthaltsstatus der Migrantinnen förderfähig sind. Den sozialökologischen Strukturwandel muss man aktiv gestalten – dabei bleiben wir als Linke.

  Rosa D'Amato, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, ...(non udibile) ... nella nostra legislatura, ossia l'approvazione e la chiusura della prima lettura sul regolamento del Fondo europeo di sviluppo regionale.

Parlerò delle due grandi criticità riscontrate. Primo, lo scorporo della quota cofinanziata dallo Stato membro dal deficit computato nel patto di stabilità. Secondo, lo stop ai finanziamenti delle fonti fossili. Come possiamo presentarci innanzi ai nostri cittadini dicendo che questa Istituzione ha, per l'ennesima volta, rigettato istanze fondamentali per le finanze degli enti locali e regionali?

Come possiamo appoggiare la fantastica iniziativa di Greta Thunberg e anche lo sciopero per il clima dei nostri ragazzi, se poi quest'Aula, introducendo pericolose eccezioni, di fatto rende possibile utilizzare l'unica politica realmente redistributiva dell'Unione europea per gli investimenti delle fonti fossili?

Per oggi, per il futuro, chiedo a tutti i colleghi di sostenere gli emendamenti sul patto di stabilità e sull'ambiente.

  Olaf Stuger, namens de ENF-Fractie. – Voorzitter, regionale ontwikkeling is de incestvariant van ontwikkelingshulp. Het is schuiven van belastinggeld binnen de Europese familie zonder enige vorm van resultaat. Net als bij ontwikkelingshulp is het niet dat er belastinggeld gaat van de rijken naar de armen – de echte rijken betalen immers helemaal geen belasting meer. Nee, het geld gaat van de middenklasse naar de superrijken in Oost-Europa en die superrijken weten met een leger aan adviseurs en advocaten die subsidiepotten vakkundig en snel te legen. De belastingbetaler is dus weer zwaar de Sjaak, en wanneer stopt dit nu eens?

  Olaf Stuger (ENF), "blauwe kaart"-antwoord. – Dank u wel voor de scherpe vraag. Ik zal ook een scherp antwoord geven. Op het moment dat u in de Commissie regionale ontwikkeling belastinggeld uitstrooit over Oost-Europa, op die momenten was ik in Oost-Europa, was ik in Roemenië, was ik in Bulgarije, om de mensen in Nederland te laten zien waar dat geld naartoe gaat. Bijvoorbeeld naar plastic kastelen: 90 miljoen naar plastic kastelen als een attractie voor toeristen. Er komt geen hond, werkelijk geen hond. Het is bespottelijk. En als u daar zit en dat geld van Nederlandse belastingbetalers uitgeeft, dan moet u zich schamen.

  Κωνσταντίνος Παπαδάκης (NI). – Κύριε Πρόεδρε, τα γνωστά παραμύθια της Ευρωπαϊκής Ένωσης και των κυβερνήσεών της επαναλαμβάνει η πρόταση κανονισμού για το ΕΤΠΑ και τα ταμεία συνοχής περί καταπολέμησης της φτώχειας, των ανισοτήτων και της ανεργίας. Αυτά κρίθηκαν στην Ελλάδα, όπου τα χρόνια της καπιταλιστικής κρίσης η Ελλάδα πρώτευσε σε απορροφητικότητα των ευρω-κονδυλίων και η φτώχεια απογειώθηκε, η μερική ή ευέλικτη απασχόληση εκτινάχθηκε, βυθίζοντας ακόμα πιο βαθιά στα αδιέξοδα τον λαό. Γιατί τα ευρωενωσιακά κονδύλια, όλα ιδρώτας του λαού από την άγρια φορολεηλασία του, κατευθύνονται στην ενίσχυση των ευρωενωσιακών μονοπωλίων. Την ίδια ώρα αντιπλημμυρικά, αντιπυρικά, αντισεισμικά έργα, ζωτικές ανάγκες για την υγεία και την παιδεία μένουν ανικανοποίητες με κριτήριο τα κέρδη για τα μονοπώλια και, επιπρόσθετα, τα πρόστιμα, η αιρεσιμότητα, ο λογαριασμός μετακυλίονται μέσω χαρατσιών και φορολογίας και πάλι στον λαό. Με ισχυρό ΚΚΕ θα αποκτήσουν πιο δυνατή φωνή οι διεκδικήσεις του εργατικού λαϊκού κινήματος στην πάλη για συνολικές ανατροπές, έτσι ώστε όλα αυτά τα κονδύλια να χρηματοδοτήσουν έργα καίρια για την ανακούφιση και την ικανοποίηση των λαϊκών αναγκών.

  Lambert van Nistelrooij (PPE). – Voorzitter, wij prioriteren de steden van 5 % naar 10 %. Prima, maar daarnaast komen we nu ook met een novum en de rapporteur en ook andere collega's spraken daarvan: 2,4 miljard euro voor versterking van de rol van de dorpen, van die gemeenschappen. Het Espon geeft aan dat de komende tijd 8 miljoen mensen van de dorpen, rurale gebieden naar de steden trekken, en vele jongeren met goede opleidingen keren dan niet meer terug. Een pact voor de smart villages, daarvoor hebben we in oktober in de resolutie gepleit en dat moet er komen onder het Finse of Kroatische voorzitterschap. Commissaris, mag ik u vragen daar actief aan te werken en daar een antwoord op te krijgen? Het ERDF springt daarop in.

Mijn tweede opmerking: samenvoegen van die twee fondsen, het Cohesiefonds voor structuur en het ERDF, het regionale fonds voor meer inhoudelijke ontwikkeling, vereenvoudiging. Dat klinkt mooi, maar in de praktijk zie je toch een verwatering van beide fondsen. Het gaat erom kennis, Horizon Europe, om te zetten in kunde. Met kennis innoveren, produceren, exporteren, boterhammen smeren. Dat is de lijn die voor heel Europa, ook Oost-Europa, moet gelden en dat is daarmee ook het uitgangspunt voor die nieuwe economie in 2021-2027 waarnaar we nu vragen.

Dit is mijn laatste toespraak als Nederlander hier en ik wil dit toch graag opgetekend hebben omdat die kansen in beide kanten van Europa – dat is cohesie! – dienen te blijven.

  Liliana Rodrigues (S&D). – Senhor Presidente, eu bem sei que já estamos em modo de pré-campanha, mas é completamente inadmissível que se acuse a política de coesão de não ter ajudado, tanto a Grécia como o meu país, Portugal.

Não é apenas uma desonestidade intelectual e política, é uma desonestidade moral. E, portanto, o que nós fizemos neste relatório foi assegurar que a política de coesão continuasse, e continue, a reduzir as desigualdades e a contribuir para uma Europa mais social e mais próxima das suas regiões e dos seus cidadãos. Daí a especial atenção que apresentam as desvantagens demográficas, naturais ou estruturais e permanentes, como, por exemplo, o caso das regiões ultraperiféricas.

Foi mais do que justa a inclusão da garantia para estas regiões dos apoios do FEDER e do Fundo de Coesão nos investimentos nas instalações e gestão de resíduos e na proteção ambiental.

Uma outra medida importante foi a manutenção do financiamento às infraestruturas nos seus aeroportos. No entanto, Senhora Comissária, queria dizer-lhe que me preocupam imenso os efeitos de uma concentração temática a nível nacional.

  Ruža Tomašić (ECR). – Poštovani predsjedavajući, regionalni razvoj područje je u kojemu EU posebno doprinosi dobrim usmjeravanjem zajedničkih sredstava na kvalitetne projekte i zaobilaženjem većine administrativnih barijera na nižim razinama.

Kohezijska je politika za države poput moje Hrvatske važan alat za dostizanje razvijenih članica. Želimo standard kakav imaju razvijene članice i da radno sposobno stanovništvo ostaje u našoj zemlji jer bez njega ne možemo graditi bolju budućnost.

I kao članica Odbora za regionalni razvoj i kao zastupnica iz Hrvatske podržavam novi pristup, bolje postavljene ciljeve i orijentaciju budućnosti sa snažnijom potporom održivim i ekološki prihvatljivim rješenjima.

Još jednom moram naglasiti da je iznimno važno nastaviti uklanjati nepotrebni administrativni i financijski teret na svim razinama, educirati lokalne i regionalne dionike te javnu upravu i učiniti sredstva dostupnijima onima kojima su primarno i namijenjena.

  Younous Omarjee (GUE/NGL). – Monsieur le Président, pour de nombreuses régions d’Europe, les fonds FEDER sont un îlot de ressources budgétaires dans un océan d’austérité. Dans les régions les moins développées, ces fonds demeurent essentiels pour soutenir les investissements. Pour les régions ultrapériphériques, la position, qui est celle de notre Parlement, est de refuser la baisse proposée par la Commission européenne. Pour Mayotte, nous la rétablirons dans ses droits par rapport à la précédente programmation.

En ce qui concerne les cofinancements, alors que la Commission propose de les raboter à 70 %, nous proposons de les ramener à 85 %.

Je pense qu’après l’adoption de la stratégie renouvelée de la Commission européenne pour les RUP, il n’est pas possible que la Commission ne nous rejoigne pas dans nos positions de défense intransigeante des régions ultrapériphériques.

  Franc Bogovič (PPE). – Gospod predsednik, regionalni sklad in kohezijski sklad sta ključna sklada, s katerima odpravljamo razvojne razlike v Evropi.

Lahko mirno rečemo, da sta tudi vezivo Evropske unije. Zato podpiram stališče odbora, da nikakor ne smemo zmanjšati sredstev za ta dva sklada. V nasprotnem primeru ne bomo v Evropi opravljali te osnovne funkcije.

Zelo podpiram vsa prizadevanja za zelena, inovativna nova delovna mesta, na prehod na energetsko učinkovitost. Veseli pa me to, da je bil sprejet tudi moj amandma, da se 5 % sredstev regionalnega sklada nameni za podeželska območja in znotraj tega tudi 2,4 milijarde za projekt pametnih vasi.

V Evropi se dogaja trend notranje migracije, na osnovi katere se prazni podeželje in se selijo ljudje v bogatejša, razvitejša območja. In na ta način, s tem ukrepom, naslavljamo tudi te probleme.

Ustvarjanje novih delovnih mest na podeželju, okrepitev novih modelov mobilnosti, kjer ni javnega prometa na podeželju. Po drugi strani, sodobna, moderna kmetijska proizvodnja, turizem na podeželju, decentralizirana delovna mesta na področju sociale, kjer je skrb za starejše možno, in še največkrat kvalitetneje, opravljati na podeželju kot v velikih mestih.

E-zdravje, decentralizirana energetika, vse so to priložnosti, ki jih spravimo v skup teh ukrepov pametnih vasi. Sledijo tudi vse ostale politike obnovljivih virov, digitalizacije in prepričan sem, da je to usmeritev v pravo smer. Zato bom ta predlog tudi podprl.

  Michela Giuffrida (S&D). – Signor Presidente, onorevoli colleghi, Fondo europeo di sviluppo regionale e Fondo di coesione sono i principali strumenti di investimento per occupazione, infrastrutture e crescita economica a sostegno delle regioni.

In questi anni abbiamo lavorato proprio nell'interesse di questi territori – faccio l'esempio della mia Sicilia – che, senza i Fondi strutturali, non avrebbe futuro e per combattere quegli ostacoli che ancora ne bloccano la fruizione, puntando alla semplificazione delle procedure e alla riduzione della burocrazia, ma anche per livelli di cofinanziamento che favoriscano il decollo dei progetti e perché la minaccia della condizionalità macroeconomica non mortifichi la dimensione territoriale.

Abbiamo il dovere di mettere Stati e regioni nelle condizioni di usare le risorse europee e per farlo dobbiamo calarci nella realtà territoriale che, l'esperienza lo dimostra, è ormai lontana da parametri che non tengono conto delle reali disuguaglianze e specificità territoriali come quelle insulari.

Una riforma del meccanismo di assistenza tecnica per il rafforzamento delle capacità delle amministrazioni pubbliche e dei servizi dei cittadini è ormai indispensabile. Solo così riconcilieremo i cittadini europei con l'Unione.

  Daniel Buda (PPE). – Domnule președinte, Fondul european de dezvoltare regională și Fondul de coeziune au ca principal obiectiv creșterea solidarității economice și sociale, urmărind, în același timp, reducerea decalajelor dintre nivelurile de dezvoltare ale diferitelor regiuni.

Dar, în același timp, stimați colegi, trebuie să fim corecți unii cu alții și să recunoaștem efectele benefice ale acestor politici, atât în estul Europei, cât și în vestul Europei. În actualul context, este extrem de important ca investițiile în cadrul FEDR să contribuie la dezvoltarea unor rețele ample de infrastructură digitală de mare viteză, la promovarea mobilității urbane multimodale ecologice și durabile.

Cercetarea și inovarea în orice domeniu, atragerea investitorilor privați în acest sens, crearea unor parteneriate solide, dar și transferul rezultatelor în teren trebuie să rămână priorități absolute ale politicilor Uniunii Europene. Este esențial să existe o consolidare a cooperării între parteneri, inclusiv între cei de la nivel local și regional, în cadrul aceluiași stat membru sau la nivel transfrontalier.

  Louis-Joseph Manscour (S&D). – Monsieur le Président, je m’associe également aux collègues qui ont loué le travail fourni par notre rapporteur.

Le texte issu de notre commission REGI me paraît en effet pertinent à plus d’un titre. Il contribue, entre autres, à re-régionaliser et à flexibiliser des fonds FEDER et de cohésion en vue d’une plus grande efficacité, et surtout à gommer les inégalités entre les territoires.

Je salue également les propositions qui maintiennent la concentration thématique au niveau régional. Ceci nous permettra, je l’espère, de promouvoir la cohésion économique, sociale et territoriale au plus près des besoins de nos régions et des attentes de nos concitoyens.

En tant qu’élu ou représentant des régions ultrapériphériques françaises, je me réjouis des mesures qui maintiennent ou améliorent la prise en compte des spécificités des RUP, mesures indispensables quand on sait que le FEDER est, dans les RUP, l’un des principaux moyens de financement des infrastructures, de la mobilité et des PME.

Enfin, mes chers collègues, je vous invite à agir en cohérence avec nos objectifs thématiques et environnementaux, en soutenant les amendements déposés par notre groupe.

  Cláudia Monteiro de Aguiar (PPE). – Senhor Presidente, Senhora Comissária, o Fundo de Coesão e o FEDER são instrumentos essenciais, cruciais, para a política de convergência das regiões europeias, mas são em especial para as regiões ultraperiféricas.

Eu não posso deixar de lamentar aqui duas ausências: primeiro a ausência da Comissária Corina Crețu, e, segundo, a ausência, no seu discurso, da representante da Comissão para sobre as regiões ultraperiféricas.

O relatório que aqui vamos votar menciona esse facto e, ao contrário daquilo que tem sido feito pelo Governo socialista português, este Parlamento não aceita um corte na política de coesão. Ao contrário do desinvestimento que tem sido feito pelo Governo português na ultraperiferia aqui sai reforçada a aprovação desta nova proposta para regiões, como a Madeira, que volta a ter instrumentos para promover o investimento no emprego, na inovação, na habitação, na integração de migrantes, na mobilidade e nos transportes.

Temos aqui um acordo de compromisso no Parlamento Europeu. Espero que haja um claro compromisso dos Estados-Membros, também de Portugal, quanto aos montantes finais para que possamos ter um próximo quadro com mais apoio também às regiões ultraperiféricas.

  Tonino Picula (S&D). – Poštovani predsjedavajući, kohezijska je politika glavni instrument za promicanje socijalne, gospodarske i teritorijalne kohezije i solidarnosti među različitim regijama. Kao glavna investicijska politika predstavlja jedno od najvažnijih postignuća Unije.

Novi prijedlog sadrži neke pozitivne odredbe kako bi se financiranje prilagodilo budućim potrebama. Vrijedi pozdraviti 80 mjera za jednostavnije korištenje fondova. Međutim, makroekonomska uvjetovanost i povećanje tereta sufinanciranja na države i regije nisu rješenje trenutnih problema. Štoviše, samo će dodatno onemogućiti regije s manjim proračunima da prijavljuju projekte, a njima su fondovi najpotrebniji.

Potreban je veći stupanj decentralizacije, fleksibilnosti te jači kapaciteti javne uprave u pripremi i provedbi projekata. Budućnost Kohezijskog i Fonda za regionalni razvoj ovisi o proračunu. Neizvjesnost Brexita i odbijanje nekih članica da izdvoje dodatna sredstva ne smiju ugroziti ciljeve kohezijske politike.

Podržavam rad izvjestitelja i zahvaljujem mu, osobito na uvažavanju članka 174. Ugovora o funkcioniranju Europske unije kojim se i otoci direktno uključuju u prijedlog.

  Kerstin Westphal (S&D). – Herr Präsident! Ich finde es sehr schade, dass der fraktionslose Kollege jetzt gegangen ist, anstatt zuzuhören, was der EFRE tatsächlich macht. Dann müsste er nämlich nicht so viele Dummheiten erzählen, wie er gerade eben erzählt hat. Denn der EFRE ist ein Programm des Wachstums für alle Regionen und vor allem für alle Bürger und Bürgerinnen.

Was wir wollen, ist kräftig investieren in ein modernes, ein digitales Europa, in ein grünes Europa, in ein soziales Europa, ein Europa der Menschen, Stadt und Land. Dieser Fonds steht in der Tat für Forschung, für Innovation, für neue Jobs, für den Kampf gegen den Klimawandel. Und gerade vor der Europawahl ist es so wichtig, den Menschen zu zeigen, wo europäisches Geld hingeht. Und der EFRE und der Kohäsionsfonds stehen zusammen für ein Viertel des Haushalts. Deswegen ist es wichtig, den Menschen zu sagen: Das Geld kommt zurück in eure Region, in eure Stadt. Und es gibt sinnvolle Ausgaben dafür.

Unsere Fraktion will keine Regionalflughäfen fördern, von denen niemand mehr abfliegt. Unsere Fraktion will auch keine Förderung von Gasleitungen oder fossilen Brennstoffen. Wir wollen einen Fonds, an dem wichtige Schrauben gestellt werden, der Europa fit macht und der den Herausforderungen gewachsen ist.

  Iratxe García Pérez, ponente de opinión de la Comisión de Libertades Civiles, Justicia y Asuntos de Interior. – Señor presidente, hace un año y medio aprobábamos un informe en este Parlamento, del que tuve el honor de ser autora, sobre cómo la política de cohesión puede luchar contra los retos demográficos y la despoblación, que es lo que necesitamos en estos momentos en Europa.

Hoy, con la aprobación de este Reglamento sobre el FEDER, hacemos realidad que estos instrumentos puedan ayudar a luchar contra la despoblación. El trabajo que se ha incorporado a través de enmiendas se plasma en el artículo 8, que establece que por lo menos un 5 % del FEDER tiene que ser destinado a estas zonas con desventajas demográficas. El artículo 10 también incorpora la posibilidad de fondos específicos en los acuerdos de asociación para luchar contra el reto demográfico que tenemos en estos momentos en Europa.

Es fundamental para nuestro medio rural que la política europea y la política de cohesión sean un elemento fundamental para dar esperanza a todos los pueblos que hoy están agonizando. Por lo tanto, demos la bienvenida a un nuevo Reglamento que en Europa es sensible con los retos demográficos.

  Francisco José Millán Mon (PPE). – Señor presidente, el Fondo Europeo de Desarrollo Regional es un instrumento muy importante —como ya se ha dicho— para fomentar la cohesión en las regiones europeas. Quiero centrarme en un problema que afecta a muchas de estas regiones, y en especial a la mía, a Galicia. Me refiero, precisamente, al declive demográfico y al envejecimiento de la población.

El Gobierno gallego está tomando medidas —por ejemplo, en materia de fomento de la natalidad, conciliación, guarderías— y está preparando ahora una ley de impulso demográfico. Pero estoy convencido de que la Unión y los Estados miembros tienen que hacer más. El declive demográfico debe ser un criterio relevante a la hora del reparto de fondos.

Recientemente, con mi colega Ramón Luis Valcárcel, presenté varias enmiendas a este Reglamento, fruto de las cuales es un artículo específico, el 10 bis, relativo a zonas con desafíos demográficos, que presta mayor atención a provincias y municipios que sufren la despoblación.

Se prevé que estos territorios estén sujetos a planes específicos que fomenten su atractivo para la población, a través, por ejemplo, del aumento de la inversión. Y celebro igualmente que el acuerdo de asociación del Estado miembro con la Comisión Europea deba incluir un fondo destinado a afrontar el desafío demográfico para estos territorios.

  José Blanco López (S&D). – Señor presidente, si existe un valor fundamental en la Unión Europea es el valor de la solidaridad, el valor de la justicia social. Por eso Europa no puede permitirse ni un paso atrás en aquellas políticas que dan contenido a la necesaria convergencia entre sus regiones.

Saludo las mejoras introducidas en esta propuesta por el Parlamento Europeo, sobre todo en lo relativo a la demografía. Urge dedicar esfuerzos y recursos a luchar contra la despoblación, contra el envejecimiento que socava la vitalidad económica y la sostenibilidad del continente, la supervivencia de nuestro modelo social y la cohesión social y territorial de la propia Unión Europea.

Propuestas como estas dan sentido y contenido a la Europa social y cohesionada que muchos defendemos. Defender la igualdad y la cohesión territorial y social siempre fue una bandera. Y es muy importante para regiones como la mía, para Galicia. Por eso es importante este acuerdo.

  Krzysztof Hetman (PPE). – Panie Przewodniczący! Nie ulega wątpliwości, że Europejski Fundusz Rozwoju Regionalnego i Fundusz Spójności to jedne z najbardziej skutecznych instrumentów pozwalających na wzmocnienie realnej spójności gospodarczej i społecznej w Unii Europejskiej i wyrównanie dysproporcji pomiędzy regionami. To właśnie te fundusze pozwalają nam na wsparcie między innymi rozwoju lokalnego zarówno na obszarach wiejskich, jak i miejskich, małych i średnich przedsiębiorstw czy też technologii cyfrowych. Cieszę się, że udało się nam wypracować zbalansowany dokument, który pozwala na wsparcie tak istotnych inwestycji jak między innymi kolej. Za szczególnie ważną uważam też większą elastyczność w kryteriach doboru inwestycji, dzięki czemu państwa członkowskie oraz regiony będą mogły decydować o inwestycjach lepiej odpowiadających ich indywidualnym potrzebom.

  Jude Kirton-Darling (S&D). – Mr President, on Saturday over a million people marched in London calling for a public vote on Brexit. Amongst them were many busloads of people from my home region, the North-East of England. As the reality of Brexit has emerged, the less attractive it has become, as today’s survey of British social attitudes shows.

My region has long benefited from substantial investment from the European Regional Development Fund: a billion pounds of EU funding between 2014-2020, bringing vital resources, creating jobs, upgrading our infrastructure and supporting local business. Some claim this is UK taxpayer money in the first place. Yes, it is, but the EU allocates on the basis of economic need, not political preference. It is solidarity in action. If we stay, the North—East is guaranteed millions of pounds. Outside, we are dependent on Westminster governments and at the mercy of them. This report includes Brexit-readiness clauses. Please, let’s not use them. Let’s stay.

  Ivana Maletić (PPE). – Poštovani predsjedavajući, kolege su jako puno rekli o važnosti Europskog fonda za regionalni razvoj i Kohezijskog fonda u svakodnevnom životu građana. Želim istaknuti da je ovaj novi prijedlog posebno važan jer otvaramo vrata sportskoj infrastrukturi koja je i te kako važna u državama članicama, ali isto tako i većem ulaganju u integrirana teritorijalna ulaganja i razvoj, i posebno minimumu ulaganja koji propisujemo za ruralni razvoj.

Svi smo u istom brodu. I Europska komisija, i Vijeće, i mi u Europskom parlamentu. Ako govorimo o pametnim selima, ako govorimo o odgovorima na demografske izazove, ako govorimo o važnosti ujednačenog razvoja – Europi jednakih mogućnosti i životnog standarda svih građana, onda moramo to pokazati i proračunom i instrumentima koje financiramo iz europskog proračuna. Zato je važno da upravo ova nova regulativa odgovori na potrebe naših građana i ujednačenog razvoja svih država članica.

  Juan Fernando López Aguilar (S&D). – Señor presidente, señora comisaria Jourová, este Parlamento hace su trabajo mostrando su peso y su músculo al legislar, por el procedimiento legislativo ordinario, nada menos que el Reglamento relativo al FEDER y al Fondo de Cohesión, que ascienden, respectivamente a 272 000 millones de euros y 46 000 millones de euros —un cuarto del marco financiero plurianual 2021-2027—.

Tiene importancia, sobre todo, para aquellas regiones más desfavorecidas. Es vital para las regiones ultraperiféricas: en conectividad, en empleo, en transportes, en incorporación a las redes transeuropeas. Y es una garantía en lo relativo al cumplimiento de los objetivos de combate contra el cambio climático, de sometimiento a la legislación medioambiental y de economía circular, también cuando se trata de gestión de residuos.

Y, por eso, quiero señalar que no debe haber ninguna excepción al compromiso de que no se financie con cargo a estos Fondos ninguna incineradora de gestión de residuos si no se somete estrictamente a la legislación medioambiental y de economía circular de la Unión Europea.

  Věra Jourová, Member of the Commission. – Mr President, we are speaking here today about something extremely important. We are speaking about the next budget, the next Cohesion Policy, and the next European Development Fund and Cohesion Fund. At the same time, we are speaking not only about money, we are also speaking about the policy, which is based on solidarity. The policy is meant to help the regions where convergence is not yet ‘finished business’, to increase GDP and employment and many other important things.

This is not ‘just’ about the money, but rather ‘also’ about the money. We know that in the next programming period there will be less money in Cohesion Policy, and whenever we face such a situation, we have to think about how to invest the money. The debate here was mainly about this topic. We are all aware that we want to do more with less money, and we need to do more. The value for money principle has to be maintained. It must not be spending; it must be smart and sustainable investment.

There will always be the people who see plastic castles. I have always seen thousands, or tens of thousands, of new jobs, investments, growth of European industry, cleaner air, cleaner rivers and many other very visible results of the previous investments from European Cohesion Policy. It has to be kept, and that’s why when we try to have better value for money so that the investments are to the benefit of the citizens, we need to have that thematic concentration and a clear added value of the investments.

I would like to thank Parliament for all the good work that hopefully, by the end of tomorrow, will result in a first reading position on the entire Cohesion Policy legislative package. It paves the way to restart the legislative process on all fronts as soon as possible in October.

If we want to avoid delays in launching the post-2020 programmes, not only do the regulations have to be adopted this year, but the programming documents in Member States and regions also have to be prepared and adopted in a timely manner. The Commission cannot agree to any proposals that jeopardise the efficiency and added value of Cohesion Policy projects.

I have a final comment, coming back to the question of smarter cities or smarter villages. For decades, European Cohesion Policy has tried to balance fairly the development of urban areas and rural areas, and this should remain in the future Cohesion Policy. The Common Provisions Regulation introduces a new dedicated policy objective – a Europe closer to citizens – by fostering the sustainable and integrated development of urban, rural and coastal areas through local initiatives, which should allow for a well-integrated, multi-sectoral approach to urban development. The strategies are expected to further improve coherence in interventions and strategic planning. The involvement of urban authorities will improve ownership.

  Andrea Cozzolino, relatore. – Signor Presidente, onorevoli colleghi, credo che domani nel voto troveranno soddisfazione, da un lato, il largo consenso che il confronto ha determinato e poi, è evidente, anche i rilievi critici che sono venuti dalla discussione e dagli emendamenti presentati.

Per quanto mi riguarda, vorrei dire questo a conclusione della discussione. Sul tema della concentrazione tematica, noi siamo stati in linea con le indicazioni che ci ha dato la Commissione ma abbiamo rafforzato, come era giusto, la dimensione regionale, altrimenti sarebbe stata una concentrazione vana da questo punto di vista, come, vorrei dire a quanti hanno sollevato il tema ambientale, che mai un programma ha concentrato tante risorse per i prossimi anni per affrontare le sfide ambientali a livello locale, territoriale e regionale: siamo oltre il 30% delle risorse.

Inoltre, è molto importante il principio che abbiamo adottato, sia nel CPR sia nel regolamento sul tema della flessibilità, per rafforzare i cofinanziamenti, liberare le risorse annuali e dare più forza agli investimenti strategici con la politica di coesione.

Infine – mi pare che un risultato significativo, come hanno colto tutti i relatori e gli interventi – noi rimettiamo al centro il tema soprattutto delle realtà che hanno sofferto di più in questi anni, dove ci sono stati evidenti cali demografici ma anche un progressivo venir meno della funzione dello Stato e dell'Europa, meno servizi, meno opportunità. Lì siamo intervenuti e vogliamo intervenire con la politica di coesione per riportare milioni di cittadini al centro della politica europea.

Questo è lo sforzo che stiamo mettendo in campo e io mi auguro che il voto di domani consolidi questa tendenza e ci consenta, soprattutto con il prossimo Parlamento, di avere una relazione solida che può aprire una stagione importante di sviluppo e di crescita per la nostra Europa.

  Tamás Deutsch (PPE), írásban. – Az Európai Regionális Fejlesztési Alapról és a Kohéziós Alapról szóló javaslat rávilágít e két alap meghatározó szerepére a kis-és középvállalkozások támogatásában, a digitális infrastruktúrahálózat fejlesztésében, a fenntartható, multimodális mobilitás előmozdításában, a hátrányos helyzetű népcsoportok (például a roma közösségek) életkörülményeinek javításában, hogy csupán néhány olyan területet említsek, ahol az ERFA és a Kohéziós Alap segítségével jelentős fejlődés érhető el.

A jelentés azon pontjával is egyetértek, miszerint az ERFA-nak a programok kialakítása és végrehajtása során különleges figyelmet kell fordítania a demográfiai változásra mint kiemelt területre. Nem osztom azonban az előterjesztés azon megállapítását, mely szerint a kohéziós politikának szerepet kellene játszania a menekültek és migránsok befogadásában és integrációjában, még kevésbé értek egyet azzal, hogy az integráció és a helyi gazdasági növekedés között egymást kölcsönösen erősítő kapcsolat lenne. Az Európai Unió égető demográfiai problémáját, a gyorsmértékű elöregedést családtámogatási politikákkal kell orvosolni és nem harmadik országok állampolgárainak Európába hozásával.
