Oral explanations of vote

  Rosa D'Amato (EFDD). – Signora Presidente, onorevoli colleghi, esprimo la mia soddisfazione nell'aver approvato il regolamento sul Fondo europeo di sviluppo regionale.

Siamo riusciti ad approvare un regolamento che è ambientalmente equo, che permette una concentrazione tematica a livello regionale e non a livello nazionale. Certo, non siamo stati così coraggiosi da riuscire a scorporare dal calcolo del deficit il cofinanziamento nazionale computato al Patto di stabilità. Sicuramente nel prossimo Parlamento europeo e nella prossima legislatura questa battaglia sarà riaperta.

La soddisfazione maggiore è quella relativa all'articolo 6, poiché abbiamo finalmente impedito che ci siano investimenti con denaro pubblico nelle fonti fossili: abbiamo scongiurato di finanziare centrali termoelettriche, a gas metano e carbone e, quindi, anche di finanziare indirettamente il business dello smaltimento in discarica.

Ringrazio quindi i colleghi che hanno ascoltato i cittadini, che sono stati da noi allertati tramite una vera e propria petizione popolare. Finalmente il Fondo europeo di sviluppo regionale sarà utilizzato per uno sviluppo e per l'occupazione ecosostenibile.

  Момчил Неков (S&D). – г-н Председател, през следващия програмен период Европейският фонд за регионално развитие и Кохезионният фонд трябва да се справят с редица предизвикателства, сред които изоставането на отдалечените и по-бедни региони на Съюза.

В тази връзка социалната и икономическата криза през последните години, за съжаление, задълбочи още повече неравенствата между регионите. В тази връзка бих искал да акцентирам върху две важни направления. На първо място липсата на позоваване на култура или недостатъчно такова в законодателните текстове създава допълнителни пречки пред сектора за кандидатстване за европейски средства. Това от своя страна е проблематично, защото когато говорим за бедни, изоставащи региони в Съюза, трябва да имаме предвид, че една голяма част от тях разчитат основно на европейско финансиране.

На второ място смятам, че бъдещата кохезионна политика трябва да създаде приоритет на справянето на демографската криза. Най-малко 5% от ресурса по линия на Фонда за регионално развитие трябва да бъде заделен за регионите, които са най-силно засегнати от процесите на обезлюдяване и застаряване на населението.

  Daniel Hannan (ECR). – Madam President, I would like to use what may be my last ever intervention to thank you for the way in which you have briskly and efficiently chaired these votes over the years. It seems apt that my last intervention, like so many of the others, is about a plan to shovel around more taxpayers’ money in Europe. Almost nobody ever stands back and asks whether these cohesion and regional grants have any impact. If they did, then the major recipient regions would now be very wealthy, and we would have seen the spectacle of Greek taxpayers being asked to bail out Germany.

The reason that they do not work is, first of all, because the money goes primarily to buy the loyalty of NGOs, local government associations and the like, in order to bind them into the European project. Secondly, because it creates perverse incentives – people find it easier to arrange their affairs to qualify for a pot of money, than to make things, sell things or create wealth. I’m not going to be here for much longer, so you do not need to listen to my advice for much longer, but if the EU carries on in this racket of just shuffling around taxpayers’ money, it will continue to dwindle.

  Andrejs Mamikins (S&D). – Madam President, in order to improve the daily life of EU citizens we need a strong commitment in terms of cohesion policy. In Latvia we still have regions that experience a persistent lack of growth and massive emigration of young people. This is also valid for some urban areas. Unfortunately, world globalisation means that regions that are lagging stay even more behind the times. Therefore, in the EU, we need regional policies to support economic growth and employment. Like Latvia, many EU Member States would not be able to introduce modernisation results without these two EU funds that will make up 25% of the next MFF budget. I am proud that with this legislature, we managed to guarantee support for concrete sectors, such as the creation of new jobs in small and medium enterprises, digital connectivity, natural heritage, zero emission urban mobility, sustainable tourism and others. Of course I voted in favour, as I’m convinced that with this regulation we can bring Europe closer to the citizens.
