  Ashley Fox (ECR). – Mr President, I rise under Rule 190(4) of our Rules of Procedure to ask that the Stanishev matter be deferred to the next part-session so that we can have a full debate. I make this request for two reasons. The first is that the report describes Gibraltar as a colony. It is not. It is a self-governing British overseas territory. The people of Gibraltar have full autonomy. They are British by choice.

The second reason is procedural. The Committee on Civil Liberties, Justice and Home Affairs (LIBE) agreed the rapporteur’s mandate by 59 votes to zero, and Claude Moraes negotiated according to that mandate. He was then removed in a closed meeting because the Spanish Government did not agree with the mandate that LIBE gave him. His removal was an outrageous abuse of procedure. It is one thing for the Spanish Government to persuade the Council of their views. It is quite another for them to subvert the rules of this place. We need a debate to expose Spain’s corrupt influence on this file.

  Iratxe García Pérez (S&D). – Señor presidente, en primer lugar, no voy a permitir que se insulte al Gobierno de España, porque eso es un insulto al sentir de la gran mayoría de hombres y mujeres de mi país.

En segundo lugar, no puede ser que los procedimientos democráticos solo los asumamos cuando el resultado es a nuestro favor. Aquí ha habido un proceso de acuerdo con el Consejo —como los hay en muchas otras materias— donde el Consejo ha planteado su posición, el Parlamento la otra, y se ha negociado. Se ha tomado la decisión y realizado todo el procedimiento conforme a la ley. Tal y como se establece, el cambio de ponente fue ratificado por la Comisión de Libertades Civiles, Justicia y Asuntos de Interior y, por lo tanto, tiene que ser asumida esta decisión.

Y, en último lugar, no podemos pretender que los que se van decidan sobre los intereses de quienes nos quedamos. En el acuerdo se ha planteado una definición que está acorde al Derecho internacional. Y no olvidemos. Hoy aquí lo que estamos votando no es consecuencia de una decisión del Gobierno de España. Hoy aquí estamos votando que, si el 12 de abril, el Reino Unido se va de la Unión Europea, tenemos que tener resuelta la cuestión de exención de los visados.

  Julie Girling (PPE). – Mr President, I rise on the same issue, but under Rule of Procedure 59(3) to ask this House to open up the report for amendments. I do not wish to postpone it. The justification is simple. This technical and very welcome report, which gives UK citizens the rights of visa entry to the EU after Brexit, has been hijacked by a politically—motivated intervention from Spain in the Council.

The addition of the wording describing Gibraltar as a colony of the UK is not in the EP mandate and the rapporteur, Claude Moraes, has consistently upheld Parliament’s position. He was then put under tremendous pressure, and was eventually removed by a Conference of Presidents’ decision, rapidly followed by Parliament conceding to the Council’s demands.

In effect, Parliament has colluded at the highest level to replace a legitimately—agreed Parliament text with the self—interest of one Member State. Irrespective of politics, I believe that this process demonstrates a disregard for the prerogatives of this Parliament and should be resisted.

  Esteban González Pons (PPE). – Señor presidente, lo que aquí estamos votando hoy es la exención de visados para millones de ciudadanos europeos en el caso de que la semana que viene se produzca un Brexit duro.

Aplazar este voto o enmendar el informe es condenar a millones de europeos a tener que pedir un visado para poder viajar al Reino Unido o del Reino Unido a la Unión Europea. Por lo tanto, perjudicar a millones de ciudadanos europeos por intereses particulares del Gobierno británico, aplazando el voto o aceptando enmiendas, no es lo que este Parlamento debe hacer. Lo siento mucho. Los británicos se han ido de la Unión Europea.

Nuestro deber es defender a los ciudadanos de la Unión Europea, y es lo que le pido que haga a esta Cámara.
