16. The danger of violent right-wing extremism (in the light of the recent events in Halle, Germany) (debate)

  Julian King, Member of the Commission. – Madam President, this is an important, as well as timely, debate that we’re going to have this evening. The recent tragic events in Halle, Germany, have further underlined the very real and growing threat posed by right—wing violent extremism and, in this particular case, anti-Semitism, a threat already highlighted by the horrible slaughter of innocent people earlier this year in Christchurch. After both those events, I know that all our thoughts were with the families and friends of those involved.

It’s vital that we fully recognise this threat and work together at EU level, as well as in each of our Member States, stepping up our efforts urgently to address this particular challenge. Let’s be clear: violent extremism is violent extremism, whatever hate—filled ideology fuels it. It has no place in our societies: not jihadism, nor far—right nor far—left violent extremism. Racism, anti-Semitism, xenophobia and extreme nationalism are fundamentally anti-democratic and un-European.

Jo Cox, a Member of Parliament in the United Kingdom, was not murdered by a British patriot. Her life was taken by a far—right violent extremist thug. Our European countries belong to all of us, not to those who would use their supposed patriotism as an excuse for committing cold—blooded murder.

The Commission welcomes the initiative that the Presidency has taken to focus on this area, and indeed this was reflected in a discussion in the Justice and Home Affairs Council on 8 October, which endorsed a set of suggestions from the Presidency. The Commission stands ready to support all the Member States and the Presidency and, obviously, to work with this House in any way possible.

While our work on countering violent extremism and terrorism at EU level covers all forms of extremism, it’s fair to say that the primary focus in recent years has been on jihadi terrorism. This needs to remain a priority, given the nature of the threat, but the Commission is also increasingly focusing on, and working to tackle, violent right-wing extremism, especially through the Radicalisation Awareness Network (RAN) that is working with police officers, prison and probation staff, local government officials, teachers and others on the front line of tackling this particular challenge. And building on this work, we think there are a number of areas where we can go further – where we need to go further.

First, we agree with all those who argue that we need to do more to counter violent, right—wing extremist content online. Three years ago, we signed with the platforms an EU Code of Conduct on countering illegal hate speech online. When the code was signed in 2016, 28% of such content was being removed. I’m glad to say we’re now at 72% of content. But, while the Code of Conduct has proved a very useful tool, the fight against illegal hate speech online is far from over. Unfortunately, there are no signs that the generation and circulation of such content has decreased.

The Commission and the social media platforms will continue to build our cooperation within the EU Internet Forum. Indeed, a couple of weeks ago, the Internet Forum met, and this item – countering violent right—wing extremism –was at the top of the agenda. This cooperation in the Internet Forum has produced some concrete results, something that was highlighted by the companies’ rapid response to the Halle attack. The platforms were able to remove virtually all of the 200 different variants of the video and the extremist so—called manifesto – including the soundtrack used to glorify the attack – within a couple of hours. So I very much welcome the good cooperation with the companies involved in the Internet Forum.

In addition, it’s important to ensure that Europol’s Internet Referral Unit has sufficient resources and capacity to monitor and refer right—wing violent extremist content, and I know that this House will support that.

Europol, in fact, is now working with more than 350 different social media platforms, but there are still platforms today which refuse to cooperate in our efforts to take down illegal terrorist content online, including violent right—wing extremist content. For me, that’s one of the reasons why it’s crucial that together, as co-legislators, we advance swiftly in the negotiations on the proposal for a regulation countering terrorist content online. We need to get this done. We need to crack down on this poison and help save some lives. Let’s put in place clear and effective measures to prevent the dissemination of illegal terrorist content, including live streaming directly linked to attacks, while at the same time ensuring that we retain full respect for fundamental rights and freedom of speech.

Second, the Commission stands ready to provide further support to Member States in their efforts to tackle this particular challenge. The threat posed by violent right—wing extremism has featured prominently in the discussions on the 2020 strategic orientations for a coordinated EU approach to the prevention of radicalisation. Among other things, this includes helping local and national governments to develop their action plans to prevent right—wing violent extremism, including through exit and de-radicalisation programmes.

The Commission will also continue to support local authorities and cities in their efforts to tackle radicalisation. As a follow-up to the Cities Against Radicalisation conference, which we organised together with the European Committee of the Regions earlier this year, the Commission is supporting a pilot group of interested cities in building a network focused on countering radicalisation in our communities.

Third – and this has also been stressed by Member States in the Council – it’s important to support our neighbours in their efforts to tackle violent extremism, particularly our partners in the Western Balkans. The Joint Action Plan on Counter-Terrorism for the Western Balkans, signed a year ago, covers counter—terrorism policy as well as prevention of all forms of radicalisation and violent extremism. To implement the Joint Action Plan, the Commission is putting in place a set of tailor—made arrangements with each of the Western Balkan partner countries, including actions for effective prevention and countering of all forms of violent extremism.

We will continue to push forward our work in all of these areas, in close cooperation with our partners, including, of course, our partners here in this House.

  Karoline Edtstadler, im Namen der PPE-Fraktion. – Frau Präsidentin, Herr Kommissar! Während der österreichischen Ratspräsidentschaft ist es gelungen, eine Erklärung des Rates zur Bekämpfung des Antisemitismus zu verabschieden, in der sich alle Mitgliedstaaten dazu verpflichtet haben, ein Sicherheitskonzept für die jüdischen Einrichtungen und Gemeinden in ganz Europa zu entwickeln. Wie dringend das geboten ist, zeigte schon damals eine im Dezember veröffentlichte Studie der Grundrechteagentur. An der Studie nahmen knapp 16 400 Jüdinnen und Juden aus zwölf Mitgliedstaaten teil, das sind rund 96 % der jüdischen Bevölkerung in der Europäischen Union. Fazit: Jüdinnen und Juden fühlen sich in Europa immer unsicherer.

Nun, was ist seither passiert? Offenbar zu wenig, denn ansonsten wäre es nicht möglich gewesen, dass am wichtigsten Feiertag des Judentums, an Jom Kippur, eine Synagoge völlig unbewacht ist und sich ein schwer bewaffneter Attentäter vorkämpfen kann. Zwei Menschen kamen ums Leben, und nur durch ein Wunder wurde ein noch viel größeres Massaker verhindert. Das Ereignis mitten in Deutschland wird sich auf immer tief einbrennen in das kollektive Gedächtnis nicht nur der jüdischen Gemeinden. Daher ist es jetzt höchst an der Zeit, die Mitgliedstaaten daran zu erinnern, dass es nicht reicht, Erklärungen zu verabschieden. Jetzt müssen endlich konkrete Taten folgen. Die in Österreich seit Jahrzehnten gelebte und gut funktionierende Zusammenarbeit mit der Polizei kann hier Vorbild und Best-Practice-Modell werden. Ein Drama wie in Halle darf sich nicht wiederholen. Gefordert sind die Regierungen aller Mitgliedstaaten.

  Dietmar Köster, im Namen der S&D-Fraktion. – Frau Präsidentin, liebe Kolleginnen und Kollegen! Ein Naziterrorist hat in Halle einen Anschlag auf eine Synagoge verübt und zwei Menschen ermordet, die zufällig in der Nähe waren. Jüdinnen und Juden leben in wachsender Unsicherheit.

Auch in meiner Betreuungsregion in Dortmund sind Menschen jüdischen Glaubens immer noch mit antisemitischen Klischees konfrontiert. Die dortige Zeitung berichtete über den Studierenden Dennis Khavkin, der Jude ist. So ist ein Gemeindemitglied im vergangenen Jahr in Dortmund angegriffen worden, nur, weil er die Kippa trug. Der Studierende meidet zudem bestimmte Stadtteile. Den alltäglichen Antisemitismus erfuhr er zum Beispiel an seiner Universität. Er schrieb eine Buchführungsklausur, ein Student sprach ihn an: „Du schaffst das bestimmt, du bist ja Jude“. Die Journalistin Hazel Rosenstrauch schrieb in der Zeitung der Freitag vom Wochenende, sie überlege sich, ob es ratsam sei, einen Artikel unter ihrem Namen zu veröffentlichen, der sich mit der Frage befasst, wie viele Sympathisantinnen und Sympathisanten der rechtsextremistische Terrorist von Halle innerhalb des Verfassungsschutzes und der Polizei hat. Dass die Polizei in Halle am Tag des Jom Kippur keinen Schutz der Synagoge gewährleistete, ist ein Versagen, das strukturelle und systemische Ursachen hat.

Der Terrorist ist kein Einzeltäter, und die geistigen Brandstifter sitzen leider auch hier im Parlament, wie zum Beispiel von der AfD. Der Terroranschlag zeigt auch, dass es nicht nur um Jüdinnen und Juden geht, sondern, dass es uns alle treffen kann. Angriffe auf Jüdinnen und Juden sind ein Anschlag auf die Demokratie, dem sich jeder entschlossen jetzt und heute entgegenstellen muss.

  Nicola Beer, im Namen der Renew-Fraktion. – Frau Präsidentin, Herr Kommissar, sehr geehrte Kolleginnen und Kollegen! Die Bilder von Halle und von anderen Attentaten in Europa machen fassungslos. Doch es ist nicht genug, die Opfer zu betrauern. Es muss uns auch fassungslos machen, dass der Antisemitismus seit Jahren in Europa Raum gewinnt – unbemerkt, häufig unterschätzt, teilweise auch getarnt als friedlicher Protest zum Beispiel der israelfeindlichen antisemitischen BDS-Bewegung. „Jude“, „Yahudi“ als Schimpfwort und Ausgrenzung auf unseren Straßen und in Schulhöfen sowie krude Verschwörungstheorien zeigen, dass Antisemitismus im Alltag verbreitet ist. Jeder zweite EU-Bürger hält laut Eurobarometer Antisemitismus in seinem Land für ein Problem.

Ja, kein Schutz vor dieser Synagoge in Halle an Jom Kippur ist eine Frage, aber warum sind Synagogen offenbar stärker als Moscheen und Kirchen gefährdet? Warum müssen wir dort Polizei stationieren? Welche Defizite lassen sich in unseren Gesellschaften feststellen, die es ermöglichen, dass Antisemitismus überhaupt entsteht? Wie wachsen junge Menschen auf, was wird in Schulen gelehrt? Sind wir wirklich geschichtsvergessen? Und das nach der Katastrophe des Zweiten Weltkriegs? Wie gehen Medien, wie gehen auch wir mit antisemitischen Stereotypen um? Wie reagieren wir auf antisemitische Vorfälle? Lässt es uns wirklich gleichgültig, dass jüdische Mitbürger sich nicht mehr sicher fühlen, dass jüdische Familien Europa verlassen?

Das darf es nicht, sehr geehrte Kolleginnen und Kollegen. An Schulen müssen Schoah und heutiges jüdisches Leben gleichermaßen thematisiert werden. Es braucht maßgeschneiderte Aufklärung, es braucht Prävention. Junge Menschen müssen so früh wie möglich lernen, mit digitaler Gewalt umzugehen; Austausch mit jüdischen Institutionen, israelisch-europäische Jugendwerke, aktive Städtepartnerschaften gehören alle in den Fokus.

Nur die Erkenntnis, dass Antisemitismus uns alle bedroht – uns alle –, ermöglicht es uns, Europas Wertegemeinschaft zu schützen. Wir müssen daher gegen Antisemitismus tätig werden. Gleich, welchen Ursprungs – ob von rechts, von links oder aus pseudoreligiösen Gründen: Antisemitismus trifft uns alle, unsere Demokratie, gleich, aus welcher Ideologie er abstammt. Deshalb müssen wir Wege zu einem besseren Miteinander aufzeigen. Wir müssen tatkräftig handeln, und zwar als Bürgerinnen und Bürger genauso wie als Europäisches Parlament.

  Anna Cavazzini, im Namen der Verts/ALE-Fraktion. – Sehr geehrte Frau Präsidentin, werte Kolleginnen und Kollegen! In unseren Köpfen sind immer noch die schrecklichen Bilder der Bluttat von Halle. Ein rechtsextremer Attentäter hat zwei Menschen aus dem Leben gerissen, zwei Verletzte überlebten. Das Unfassbare ist passiert: Ein Mensch mordet aus Hass auf andere – auf Jüdinnen und Juden, auf Migrantinnen und Migranten – und das in der Mitte von Europa.

Wir müssen es ganz klar benennen: Dieser Anschlag war antisemitisch und rassistisch. Er richtete sich gegen unsere offene Gesellschaft und gegen unsere europäischen Werte. Und es ist offensichtlich: Der Täter ist mit seinem Hass nicht alleine. Die Hetzjagden von Chemnitz, Reden vom großen Bevölkerungsaustausch, faschistische Zitate von Salvini, Le Pens Hasstiraden gegen Einwanderung, brennende Flüchtlingsheime, Juden, die verprügelt werden, wenn sie eine Kippa tragen, der Mord an Walter Lübcke, und jetzt Halle – all das hängt doch zusammen.

Seit Jahren arbeiten die rechten Kräfte vereint – auch hier in diesem Parlament – daran, Stimmung zu machen gegen Minderheiten, und das ist der Nährboden für Hass, das führt zu einem gesellschaftlichen Klima, in dem rechte Gewalttäter keine Angst mehr haben müssen. Auch hier im Parlament legen rechte Kräfte das Feuerzeug immer näher an den Benzinkanister. Sie sind der politische Arm des Rechtsterrorismus.

Ich kann es nicht oft genug wiederholen: Wir müssen entschieden, viel entschiedener als bisher, gegen jede Form von Antisemitismus und Rassismus vorgehen. Mit Bildung, Aufklärung, aber auch strafrechtlicher Verfolgung; und dann vielen Dank an die Kommission, dass jetzt hier auch ein neuer Schwerpunkt gesetzt werden soll, dass jetzt viel mehr Augenmerk auf Rechtsterrorismus gelegt werden soll als vorher.

Das, was in Halle passiert ist, ist eine höchst europäische Angelegenheit, denn Rechte vernetzten sich europaweit. Wir brauchen hier definitiv eine bessere europäische Zusammenarbeit unserer Ermittlungsbehörden und Geheimdienste, aber vor allem auch eine ganz andere Aufmerksamkeit in der Politik dafür, dass Rechtsterrorismus europa- und weltweit vernetzt ist. Und wir müssen alle demokratischen Kräfte stärken, die sich überall in Europa rechten Brandreden und Hetze entgegenstellen – am Stammtisch, auf der Straße und im Parlament. Vielen Dank an alle, die tagtäglich unsere offene Gesellschaft und unsere europäischen Werte verteidigen.

  Jörg Meuthen, im Namen der ID-Fraktion. – Frau Präsidentin! Der Amoklauf von Halle ist ein abscheuliches Verbrechen eines widerwärtigen Psychopathen. Der Verlust zweier Menschenleben ist zu beklagen, und es wären noch viel mehr geworden, wenn es ihm gelungen wäre, die Synagoge in Halle zu stürmen. Der Täter ist ein von antisemitischem Wahn zerfressener Mörder. Er steht für das Gegenteil dessen, wofür wir alle stehen.

Es ist vollkommen unstrittig: Der Rechtsextremismus ist gefährlich und muss mit allen Mitteln des Rechtsstaats bekämpft werden. Überall und jederzeit. Wir sagen aber auch: Der Staat darf keinerlei Form des Extremismus tolerieren. Keinen rechten, keinen linken, keinen islamistischen, gar keinen Extremismus.

Aber unsere Staaten versagen hier. Lippenbekenntnisse und Betroffenheitsrituale reichen eben nicht aus. Der deutsche Staat hätte die verdammte Pflicht gehabt, alle Synagogen am Jom-Kippur-Tag bewaffnet zu beschützen! Die jüdische Gemeinde in Halle hatte darum gebeten – mehrfach. Vergebens. Das ist fundamentales Staatsversagen! Nur eine robuste Synagogentür verhinderte ein Massaker, wie wir es in Christchurch schmerzaft erleben mussten. Kein Innenminister und keine Sicherheitskräfte.

Wenn nun ausgerechnet jene, die hier versagt haben, meine Partei beschuldigen – so auch hier eben wieder passiert –, so ist das übelste, vom eigenen Versagen ablenkende Hetze, und sie ist an Schäbigkeit nicht zu überbieten.

Und noch etwas muss laut und deutlich gesagt werden: Der gegen Juden und gegen Israel gerichtete Antisemitismus kommt heute ganz überwiegend von links. Er gehört seit jeher zur DNA der Linken. Denn Sie – die Linken und Grünen – sind es, die sich nicht am antiisraelischen Abstimmverhalten Deutschlands bei der UN stören. Das stört Sie gar nicht. Sie sind es, die unseren Antrag auf ein Verbot der Hisbollah abgelehnt haben. Sie sind es, die an EU-Zahlungen an das UN-Palästinenserhilfswerk festhalten und so die Hamas, eine Terror-Organisation, finanzieren. Und Sie erzählen uns etwas von Antisemitismus? Lassen Sie sich eines gesagt sein: Wenn wir eines Tages regieren, dann werden wir jüdischen Mitbürgern konsequenten Schutz geben. Schutz, den Sie ihnen nicht gewährt haben.

Entgegen all Ihrer Lügen und Verdrehungen: Wir sind Freunde Israels. Wir sind Freunde jüdischen Lebens. Kapieren Sie das endlich! Hören Sie damit auf, die verlogene Nazikeule gegen uns zu schwingen! Das ist würdelos. Das ist widerwärtig. Das ist abscheulich.

  Jorge Buxadé Villalba, en nombre del Grupo ECR. – Señora presidenta, señorías, la delegación y el Grupo al que pertenezco siempre han sido los primeros en condenar el antisemitismo. Pero a diferencia de otros grupos de esta Cámara, nosotros estamos en contra de cualquier tipo de discriminación por razón de etnia, sexo o creencia, incluso también de aquellas que discriminan en negativo a los propios nacionales de las naciones europeas.

Nosotros creemos en la dignidad de la persona y del individuo y no en las luchas de colectivos en las que tan a gusto chapotean los partidos de su consenso socialdemócrata.

Como ya nos temíamos, una vez más la izquierda ha intentado convertir un debate sobre un hecho trágico en una sinagoga de Alemania en otro de sus ejercicios de señalamiento del disidente.

Ustedes están utilizando un ataque que todos rechazamos y condenamos para manipular a la opinión pública e intentar deslegitimar opciones políticas que nada tienen que ver con los hechos de los que se habla hoy aquí. Por eso el título de este debate es «el peligro de la violencia de extrema derecha» y no a secas «el peligro de la violencia».

Si de verdad quieren combatir la violencia y el extremismo, paséense con su superioridad moral izquierdista por una no-go zone, donde rige la ley islámica o donde las mujeres no pueden salir de casa tranquilas. Si quieren combatir la violencia y el extremismo, escuchen al comisionado de antisemitismo del Gobierno alemán, que en mayo recomendó a los judíos no llevar la kipá por la calle. Ni en Hungría ni en Polonia es necesario hacer esas advertencias. Si quieren combatir la violencia y el extremismo, denuncien lo que está ocurriendo estos mismos días en las calles de mi ciudad, Barcelona, convertida en un polvorín por culpa del separatismo identitario.

  Martina Michels, im Namen der GUE/NGL-Fraktion. – Frau Präsidentin, meine Damen und Herren! Das große Problem in Deutschland ist, dass Auschwitz zur Messlatte für Judenhass gemacht wurde. Alles, was weniger schlimm als Auschwitz ist, konnte jahrzehntelang sozusagen untendurch spazieren. Dieses „Wehret den Anfängen“, das „Nie wieder“ ist längst zur Phrase geworden. Das schrieb der Journalist Richard Schneider kürzlich in der Wochenzeitung Die Zeit, und dieser Satz sollte europaweit gelten.

Nach den Verbrechen von Halle stand einmal mehr die These eines verwirrten Einzeltäters im Raum, und eben hat die EKR wiederum von einem tragischen Zwischenfall geredet. Ich frage Sie: Wie kann man nach den Anschlägen auf Synagogen in den Neunzigerjahren, nach Breivik, nach den Anschlägen in Paris und Brüssel, nach den NSU-Prozessen in Deutschland noch immer von verwirrten Einzeltätern faseln?

Heute erst gab es wieder einen Brandanschlag auf eine Moschee in Dortmund. Wenn Politikerinnen und Politiker nach den Taten in Halle von plötzlichen Alarmzeichen reden, haben sie offenbar Jahrzehnte fest geschlafen. Denn Antisemitismus und Rassismus sind leider nie aus der Mitte der Gesellschaft verschwunden. In Wirklichkeit stehen wir einem Jahrzehnte währenden Politikversagen gegenüber, in dem sogar Antifaschistinnen und Antifaschisten auch noch verunglimpft werden. Bestes Beispiel eben Herr Meuthen. Von der Bildung bis in die Politik ist die Blindheit auf dem rechten Auge unübersehbar. Nicht erst seit heute, sondern schon seit vorgestern.

Rechtsextremismus und Antisemitismus haben viele Ursachen, und das fängt bei der Verrohung der Sprache und dem respektlosen Umgang miteinander an. Das erleben wir leider auch in diesem Hohen Haus seit Jahren, eben erst bei Herrn Meuthen. Gewalt in der Sprache wird zur Gewalt auf der Straße, Häme und Hetze und Hass zersetzen unsere Demokratien. Antisemitismus und Rassismus müssen wir umfassend aufklärerisch und nachhaltig bekämpfen und – liebe Kommission – nicht nur im Netz. Da helfen keine einzelnen Maßnahmen, sondern nur, mehr Geld in Bildung, Demokratie, Integrations- und Aussteigerprojekte zu stecken. Das sind wir nicht nur den Opfern von Halle schuldig.

  Ιωάννης Λαγός (NI). – Κυρία Πρόεδρε, θέλω να ξεκινήσω λέγοντας ότι φυσικά είναι καταδικαστέο ό,τι συνέβη πριν από λίγες μέρες. Όμως δεν είναι δυνατόν να ξεχάσουμε ότι, αν υπάρχει μια θρησκευτική ομάδα που αυτά τα χρόνια βρίσκεται υπό διωγμό, αυτή είναι ο χριστιανισμός και οι χριστιανοί· μάλιστα μου κάνει τρομερή εντύπωση πώς στο Κοινοβούλιο συζητούμε αυτή τη στιγμή αυτά τα πράγματα, όταν, πριν από λίγη ώρα μόνο, τέθηκε το ενδεχόμενο να γίνει συζήτηση και να υπάρξει ψήφισμα για τις διώξεις που υφίστανται οι χριστιανοί στη Μέση Ανατολή και στη Συρία και η πλειοψηφία των βουλευτών αρνήθηκε να το συζητήσει. Δεν μπορούμε λοιπόν να είμαστε «α λα καρτ» ευαίσθητοι σε θρησκευτικά ζητήματα, διότι, σύμφωνα με έρευνες που υπάρχουν και από το Fox Νews, οι χριστιανοί είναι η πλέον διωκόμενη ομάδα την τελευταία διετία τουλάχιστον.

Επίσης, αν δούμε διάφορους ιστότοπους και διάφορα μέσα μαζικής ενημέρωσης που δεν επιδέχονται αμφισβητήσεις, στην πατρίδα μου τουλάχιστον, στην Ελλάδα, το 2018 υπήρξαν 574 επιθέσεις σε χριστιανικούς ναούς, για τις οποίες δεν ακούστηκε τίποτα. Επίσης υπήρξαν επιθέσεις σε πάρα πολλούς - 1063 αν δεν κάνω λάθος - χριστιανικούς ναούς στη Γαλλία. Όπως και σε 450 περίπου στη Γερμανία. Γι’ αυτά, πραγματικά, δεν έχει ακουστεί τίποτα. Πώς λοιπόν υπάρχει ο όρος και συζητούμε όλοι για αντισημιτισμό, αλλά δε συζητούμε για αντιχριστιανισμό, σύμφωνα με αυτά που υπάρχουν; Γιατί εσείς οι δημοκράτες και όπως τα συζητούμε, θα έπρεπε λοιπόν να τα βάζουμε αυτά και να βλέπουμε τι γίνεται. Ισχύουν από τη μία πλευρά; Καταδικαστέα σίγουρα, αλλά εάν ισχύουν στο πολλαπλάσιο από την άλλη πλευρά, δεν μπορούμε να σιωπούμε.

Και σε σχέση με την ακροδεξιά βία, τουλάχιστον στην πατρίδα μου, σύμφωνα με έκθεση της Εuropol, στις 23/6/2018, η Ελλάδα βρίσκεται στην πρώτη θέση της ακροαριστερής βίας, με τρομοκράτες που είναι πάνοπλοι, με βαρύ οπλισμό. Μη διυλίζουμε λοιπόν τον κώνωπα και καταπίνουμε την κάμηλο.

  Angelika Niebler (PPE). – Frau Präsidentin, Herr Kommissar, verehrte Kolleginnen, verehrte Kollegen! Danke zunächst für die Aussprache heute zum Extremismus und zum wachsenden Antisemitismus in Europa. Vor knapp zwei Wochen gab es diesen fürchterlichen, schrecklichen bewaffneten Angriff auf eine Synagoge in Halle, bei dem, wie Sie wissen, zwei Menschen ermordet wurden. Dieses grausame Attentat zeigt erneut, dass wir alles tun müssen, um jüdisches Leben in Deutschland zu schützen, und nicht nur in Deutschland, sondern auch in anderen europäischen Mitgliedstaaten.

Denn Antisemitismus macht sich in vielen europäischen Staaten wieder breit. Grabsteine auf jüdischen Friedhöfen werden mit Hakenkreuzen beschmiert, Neonazis marschieren durch die eine oder andere Stadt, zeigen Hitlergrüße und skandieren antisemitische Parolen. Und das ist nur ein kleiner Ausschnitt dessen, was wir tagtäglich erleben. Wir hatten Anfang des Jahres Charlotte Knobloch anlässlich des internationalen Holocaust-Gedenktages im Plenum in Brüssel bei uns. Sie bestätigte: Der Antisemitismus kehrt nicht nur in Deutschland, sondern in ganz Europa zurück, und die jüdischen Mitbürgerinnen und Mitbürger fühlen sich nicht mehr sicher, denken über Auswanderung nach. Wir können nicht akzeptieren, dass Judenhass abermals schleichend in Europa zur Normalität wird. Wenn sich jüdische Mitbürger nicht mehr sicher fühlen, dann haben wir versagt.

Wir müssen eine neue europäische Initiative gegen Antisemitismus und Rechtsextremismus starten. Erstens ist das Internet kein rechtsfreier Raum: Wer dort gegen Minderheiten hetzt, der sollte auch die Konsequenzen tragen müssen. Zweitens müssen wir unsere Jugend, unsere jungen Leute aufklären, und drittens, auch das möchte ich betonen, müssen wir die Parteien und ihre Vertreter benennen, die Hass und Ausgrenzung schüren und damit den geistigen Nährboden für Antisemitismus bereiten. Herr Meuthen ist leider schon gegangen; er hat recht, Extremismus von rechts und links muss bekämpft werden, aber wenn Vertreter seiner Partei das Holocaustdenkmal in Berlin als Denkmal der Schande bezeichnen, dann wissen wir, was es geschlagen hat.

  Evin Incir (S&D). – Fru talman! Något är ruttet i Europa. Högerextremismen är på framfart i många länder i unionen. Det växande våldet och terrorismen från vit makt-rörelserna är en konsekvens av normaliseringen av högerextrema partier och deras åsikter. Även i denna kammare har vi partier och personer med mörka åsikter, och som fru Michels sa så leder verbalt våld till fysiskt våld.

Terrorattacken mot synagogan i Halle var en avskyvärd attack mot hela vår demokrati. Våld och terrorism från högerextremismen är inget nytt fenomen i Europas historia. Vi såg det 1980 på stationen i Bologna. Vi såg det på Utöya 2011 och vi såg det i Nya Zeeland 2019. Vi såg även ett Europa i ruiner när de fick politisk makt under andra världskriget. I flera medlemsstater i dag, däribland Storbritannien, har högerextrem terrorism av säkerhetspolisen pekats ut som det störst växande hotet. Även Europol konstaterar i sin trendrapport att antalet gripanden kopplade till högerextrema grupper har ökat för tredje året i rad. Även om högerextrema grupper ser olika ut i olika medlemsstater är deras måltavlor desamma: religiösa och etniska minoriteter, hbtq-personer, kvinnor, flyktingar och personer som uppfattas som politiska meningsmotståndare.

EU måste ta på sig ledartröjan i kampen mot den växande nationalismen och rasismen. Hatbrott definieras olika i medlemsstaterna, och det är ett stort gap mellan antalet dömda brott och antalet anmälningar. Jag anser också att vi måste göra mer för att motverka hatbrott och hets på nätet i samarbete med bland annat tjänsteleverantörer. Hat och våld är inga naturkrafter. Vi kan stoppa den destruktiva spiralen. Vi kan bygga ett bättre Europa.

  Moritz Körner (Renew). – Frau Präsidentin, meine sehr geehrten Damen und Herren! Wie jetzt in Halle werden in Europa seit Jahren Menschen willkürlich von Rassisten, Fanatikern und Rechtsextremisten ermordet. Und doch: Die politischen Antworten darauf sind immer die gleichen. Die einen – wie jetzt in Deutschland die CDU – wollen Computerspiele verbieten, die anderen wollen Grenzbalken wieder hochziehen und wieder andere einfach noch mehr Daten sammeln und die Bürgerrechte einschränken. Das alles hätte den Anschlag in Halle nicht verhindert. Polizeipräsenz hätte den Anschlag tatsächlich verhindert, und deswegen müssen unsere Mitgliedstaaten endlich die Ressourcen und das Personal zur Verfügung stellen und die polizeiliche Zusammenarbeit auch verbessern.

Aber jeder antisemitische Anschlag in Europa ist tatsächlich ein Staatsversagen, und ich schäme mich insbesondere als Deutscher, dass Juden sich in Deutschland und Europa wieder unsicher fühlen müssen. Aber was Herr Meuthen eben gesagt hat, dass der Anstieg dieses Antisemitismus vor allem auf den Zuzug, auf Migration zurückgeht, das ist einfach faktisch falsch. Die Zahlen des Bundeskriminalamtes zeigen etwas anderes. Insgesamt sind die antisemitischen Straftaten angestiegen, ja, auch die mit dem Hintergrund von Ausländern, aber noch viel stärker sind die rechtsextremen Straftaten angestiegen. 2018 waren es 1 600 rechtsextreme Straftaten und 154 mit ausländischem Hintergrund. Wer also nicht klar sagt, dass Antisemitismus vor allem auch rechts ist, der macht sich einen zu schlanken Fuß, und gegen diesen Hass müssen wir uns entschlossen wenden.

  Alice Kuhnke (Verts/ALE). – Fru talman! Hatet mot judar finns i alla rum och överallt, även här, även om ulvarna klär sig i fårakläder. Den avskyvärda attacken i Halle är ett vidrigt uttryck för antisemitism och det är en skam gentemot det EU som alla medlemsländer har bestämt att EU ska vara. Samtidigt är vi många som inte är förvånade. Undfallenheten att stå upp för och skydda människor som utövar sin fulla rätt att tro på vad de vill, forma sina liv som de vill och leva ett liv i frihet har många gånger före attacken i Halle fått de mest ödesdigra konsekvenser.

Vi måste sätta stopp för den våldsbejakande extremismen. Vi måste investera kraftfullt i förebyggande åtgärder som har effekt långt innan det fruktansvärda sker. Vi gröna uppmanar därför kommissionen att fortsätta att uppmana medlemsländerna att arbeta förebyggande mot radikalisering och att samarbeta ännu mer.

  Teuvo Hakkarainen (ID). – Arvoisa puhemies, kaikki väkivaltaiset ääriliikkeet ovat turvallisuusuhka. Nyt ollaan tuomitsemassa vain oikeiston tekoja. Miksi näin? Eikö EU kestä totuutta?

Tilastot kertovat väkivaltaisen äärivasemmiston ja islamistien olevan ylivoimaisesti suurin turvallisuusuhka Euroopassa. Juutalaiset ovat jälleen kerran joutuneet vainon kohteeksi monissa maissa ja jopa maanpakoon. Väkivaltaiset islamistit ovat heidän suurin vainoajansa, ja tämä johtuu hallitsemattomasta maahanmuutosta. Juutalaiset ansaitsevat tietysti kaiken tukemme.

Miksi tällainen täysin yksisilmäinen aihe tuodaan edes käsittelyyn? Olemme vaarallisella tiellä, jos väkivaltainen äärivasemmisto ja islamistit pyhitetään arvostelun ja tuomitsemisen ulkopuolelle.

  Zdzisław Krasnodębski (ECR). – Mord w Halle jest drastycznym symptomem fali antysemityzmu narastającej od dawna w Niemczech, ale i we Francji. Dziś lepiej jest nie manifestować żydowskiej tożsamości w Berlinie czy Paryżu i proszę nie mówić, że tak jest wszędzie w Europie. Chciałbym, żeby niemieccy koledzy trochę się zajęli swoim krajem. Warto przypomnieć także morderstwa dokonywane przez narodowosocjalistyczne podziemie w Niemczech i niewyjaśnioną do tej pory rolę służb w tej sprawie.

Mamy do czynienia w ogóle z problemem radykalizacji po obu stronach: lewicowej i prawicowej. W Niemczech istnieje na przykład problem coraz bardziej zagrożonej wolności słowa i wolności akademickiej, mnożą się ataki na profesorów uniwersyteckich. Ostatnio to dotyczyło naszego kolegi z poprzedniej kadencji Bernda Lucke. We Francji mieliśmy przypadki nieproporcjonalnego użycia siły w stosunku do ruchu „żółtych kamizelek”. Pałowanie ludzi na ulicach wielu miast europejskich oglądamy codziennie w wiadomościach, ale – jak przekonuje nas Frans Timmermans –wszystko to jest zgodne z prawem. Możemy więc spokojnie zająć się debatą na temat wychowania seksualnego Polaków.

  Miguel Urbán Crespo (GUE/NGL). – Señora presidenta, el auge de la extrema derecha es una peligrosa realidad que nos remite a los peores fantasmas de Europa. Pero hay algo al menos igual de peligroso, y es cómo se está comprando la agenda de la extrema derecha, las propuestas y los códigos de esa extrema derecha por parte de los grandes partidos de la gran coalición neoliberal. En Cataluña, en Francia o en el Mediterráneo la excepcionalidad se ha convertido en la coartada para justificar recortes de derechos y libertades, normalizando de paso a la extrema derecha.

La política europea vive hoy una «lepenización», acelerada, que pone en peligro la democracia. En este continente la democracia se defendió y se conquistó desde el antifascismo. Recordémoslo.

Igual que no basta hoy con sacar a Franco del Valle de los Caídos, sino que es necesario sacar al franquismo de las instituciones españolas, en Europa lo que urge es combatir las políticas de extrema derecha y su violencia sin importar las siglas bajo las que se escondan. Por eso es más importante que nunca levantar el grito otra vez de «¡no pasarán!».

  Claire Fox (NI). – Madam President, the attack in Halle is horrific. It is so shocking that so many celebrating Yom Kippur, so many Jewish institutions, now need police protection. But I have a number of concerns about how we react: we shouldn’t be too simplistic. To those who say anti-Semitism is confined to the extreme right, I have to say – as somebody on the left in British politics – that, to my shame, anti-Semitism is far too much of a factor in left-wing organisations there. I don’t say that to score left-right tit—for—tat points, but simply to just not point fingers and to be honest.

I also say that, while it’s very tempting when we see extreme violence of this nature to clamp down, I would urge the German authorities and the people in this Parliament in relation to their nation states not to call for bans or attacks on free speech. The clamping—down on anything in the name of hate speech might be what the EU does, but it should not be what freedom-lovers do.

And I say to my colleagues in Parliament: you should be careful about bandying around accusations of hate speech to anyone who disagrees with you: the real hate—speech—mongers are the murderers and the extremists, whereas some of us who get labelled with those labels are actually the lovers of freedom and the fighters against anti-Semitism and against all forms of racism and discrimination.

  Javier Zarzalejos (PPE). – Señora presidenta, gracias por este debate que es oportuno y que nos permite no solamente mirar a quienes han perpetrado estos crímenes, sino también a sus víctimas. Y cuando miramos a sus víctimas, nos encontramos de nuevo con el antisemitismo y la judeofobia, que están en la raíz de este impulso criminal.

La extrema derecha, sí. Pero el antisemitismo anida en la extrema izquierda, anida en el yihadismo, anida en el islamismo. Todos hacen de ello su causa común y a eso se añaden los discursos difamatorios, el acoso socialmente aceptado y, por supuesto, todos los que negando o trivializando el Holocausto abren el camino para violencias mayores.

El silencio ha sido siempre el aliado más eficaz y perverso del antisemitismo. Es el famoso «no sabíamos nada, no oíamos nada, no veíamos nada». Pues ahora sí sabemos, ahora sí oímos y ahora sí vemos que el antisemitismo se encuentra avanzando y hay que combatirlo, porque en Europa sabemos que cuando el antisemitismo campa a sus anchas anuncia la tragedia.

Ahora en Europa se vuelve a hablar de un éxodo silencioso de los judíos. Pues permítanme, señorías, que yo quiera destacar en este momento que, en España, gracias a una iniciativa del Partido Popular, en los últimos cuatro años, más de 31 000 judíos sefardíes, descendientes de los que fueron expulsados en 1492, han recibido la nacionalidad española en un acto de reconocimiento como españoles y como europeos.

  Robert Biedroń (S&D). – Pani Przewodnicząca! Padło dzisiaj podczas tej debaty ważne słowo: Auschwitz. Pochodzę z kraju, w którym funkcjonował ten obóz koncentracyjny zbudowany przez nazistów. Ale Auschwitz nie powstał w momencie zbudowania krematorium. Auschwitz rozpoczął się dużo wcześniej. Kiedy nazywamy kogoś tęczową zarazą, kiedy podpalamy synagogę, kiedy podpalamy meczet, kiedy strzelamy do bezbronnych ludzi, którzy są uchodźcami, kiedy podpalamy dom azylantów, wtedy budujemy drugi Auschwitz.

Na tej sali są przedstawiciele partii, której lider nazywa uchodźców ludźmi roznoszącymi zarazki. Na tej sali są politycy, którzy popierali zakaz tworzenia w moim kraju tzw. stref wolnych od osób LGBT. Na tej sali jest też wdowa po moim przyjacielu Pawle Adamowiczu, prezydencie Gdańska, który został zamordowany tylko dlatego, że ktoś nie zgadzał się z jego poglądami. Bo kiedy prosił, żeby zaprzestać nagonki na niego, kiedy wspierał Paradę Równości, kiedy wspierał uchodźców, nikt nie reagował. Dzisiaj jest tu z nami wdowa po nim, która została europosłanką. Jednak to memento powinno nam towarzyszyć. Pochodzę również z kraju „Solidarności”, a nie tylko Auschwitz, i dlatego o tę solidarność proszę. Nie niuansowanie nienawiści, nie normalizowanie nienawiści, ale nazywanie nienawiści po imieniu, bo ona ma swoje imię, ma swój symbol partyjny, ma swoją nazwę. Trzeba nazywać rzeczy po imieniu, zanim powstanie drugi Auschwitz. I o to dzisiaj proszę.

  Laurence Farreng (Renew). – Madame la Présidente, il y a deux semaines, un homme a ouvert le feu à Halle, commettant un attentat terroriste antisémite contre une synagogue, le jour de Yom Kippour. Il a diffusé ses actes en direct sur internet pendant 35 minutes. Bien que signalées, ces images ont été vues par plusieurs milliers de personnes et partagées.

Ces faits rappellent la tuerie de Christchurch, qui ciblait des musulmans. Ils nous appellent à une action rapide et efficace: créer un cadre européen fort en concluant les trilogues sur le retrait des contenus terroristes en ligne. La législation actuelle constituée par la directive «Services de médias audiovisuels» et le code de conduite signé en 2016 par les grands acteurs du Net n’est pas suffisante.

Il faut accélérer le retrait des contenus et toucher toutes les plateformes et les forums en ligne. Ainsi, internet ne servira plus à banaliser les causes extrémistes. Il faut faire aussi le constat de l’ignorance de notre histoire. Un jeune européen sur dix ne connaît pas l’holocauste. Combattons donc le mal à la racine dans les écoles, les lycées et les universités, ainsi nous rendrons les usagers d’internet plus libres, et donc plus responsables.

  Sergey Lagodinsky (Verts/ALE). – Frau Präsidentin! Seit Tagen reden Menschen über den Vorfall von Halle, seit Tagen reden Menschen gegeneinander, aneinander vorbei. Die Rechten tun so, als hätten sie mit dem Vorfall nichts zu tun, als wäre nichts dabei, den Holocaust als Vogelschiss der Geschichte zu bezeichnen, als wäre nichts dabei, eine 360—Grad-Wende bei der Erinnerungspolitik zu fordern. Auch heute reden sie so, als hätten sie nichts damit zu tun. Ich selber, Mitglied der jüdischen Gemeinde, ich selber, als Deutscher, als Europäer, ich habe mich geschämt, als ich von diesem Vorfall gehört habe. Und trotzdem stehe ich dazu, dass dieser Vorfall aus rechten Gründen zustande gekommen ist – das gilt es doch anzuerkennen.

Aber auch links der Mitte gibt es einiges zu tun. Auch wir machen es uns natürlich zu einfach, wenn wir nur auf die Rechten schauen. Viele solcher Debatten drehen sich im Kreis. Die endlosen Debatten, die wir jetzt haben – ob Alleintäter oder nicht, ob Gamer-Szene oder nicht, ob AfD verbieten oder nicht: alles vergeblich, wenn wir nicht die richtigen Verantwortlichen finden. Verantwortlich sind wir selbst, nicht alle schuldig, aber alle verantwortlich. Wir verharren in Ritualen, statt Tacheles zu reden, auch über unser eigenes Verhalten und über das Verhalten unserer Familien und Kolleginnen und Kollegen.

Und ja, wir können auch einfache Sachen einfach hier tun, wir können die NGOs absichern, die gegen Rechts- und Linksantisemitismus kämpfen. Wir können die Rahmenbedingungen für Mindestsicherheitsstandards für jüdische Einrichtungen europaweit stärken. Wir können den Rahmenbeschluss über Rassismus auch präzisieren und zwar dahingehend, dass Hasskriminalität endlich in allen Mitgliedstaaten strafrechtlich verfolgt wird. Und gerade die neue Präsidentin der Kommission kann auch eine ganz einfache Sache tun, um ein Zeichen zu setzen, dass Antisemitismusbekämpfung eine Chefsache ist: Sie kann als Kommissionspräsidentin die wunderbare Katharina von Schnurbein, die Koordinatorin für die Bekämpfung des Antisemitismus, bei sich in ihrem Stab ansiedeln. Das wäre ein richtiger Neustart für die neue Kommission.

  Jérôme Rivière (ID). – Madame la Présidente, chers collègues, l'attentat perpétré le 9 octobre dernier à la synagogue de Halle marque encore une fois le retour de l'antisémitisme sur notre continent, et ce depuis plusieurs années. Plus qu'une condamnation sans faiblesse de l'horreur, ce sont les causes de l'antisémitisme qu'il convient de pointer du doigt et d'éradiquer.

Alors oui, si à la synagogue de Halle, c'est un criminel néonazi qui a commis ce crime terroriste, depuis 30 ans, à quelques rares exceptions, ces attentats sont le fait de terroristes d'origine arabo-musulmane, comme l'a indiqué, dès 2004, la commission consultative des droits de l'homme. En France, les noms Halimi, Knoll, Hyper Cacher, rappellent la violence meurtrière de l'Islam radical. Par ailleurs, l'antisionisme proféré par de nombreux pays musulmans et relayé ad nauseam par l'extrême gauche en Europe est l'antichambre de l'antisémitisme.

Alors, s'attaquer aux sources de l'antisémitisme, c'est organiser dans l'urgence la fermeture de toutes les mosquées salafistes en Europe, et c'est aussi tirer des conséquences diplomatiques du dénigrement systématique d'Israël et fermement condamner son utilisation par les mouvements toujours plus violents de l'extrême-gauche.

  Bert-Jan Ruissen (ECR). – Voorzitter, als de laffe aanslag bij de synagoge van Halle, uitgerekend op Grote Verzoendag, één ding duidelijk maakt, dan is het wel dat antisemitisme anno 2019 nog steeds springlevend is. Sterker nog, de cijfers laten een schrikbarende stijging zien van het aantal incidenten.

Antisemitisme is een veelkoppig monster met meerdere gezichten: rechts, links en islamitisch. En we lijken er maar geen grip op te kunnen krijgen. Ik roep de Europese Commissie daarom op de bestrijding ervan tot topprioriteit te maken voor de komende jaren. Maak voldoende menskracht en middelen vrij om de broodnodige coördinatie op te pakken, en dit samen met de lidstaten die antisemitisme veel harder moeten aanpakken. Voorzitter, we mogen niet langer wegkijken.

  Sira Rego (GUE/NGL). – Señora presidenta, sin duda hay una larga lista de víctimas: Pavlos Fyssas —creo que el señor Lagos conoce bien el caso—, Jo Cox, Carlos Palomino, la masacre de Utoya, constantes agresiones por las calles —hace apenas cuatro días, un grupo de neonazis daba una brutal paliza a un joven en Barcelona—.

La violencia de la extrema derecha no es el resultado de un exaltado puntual, por mucho que muchos y muchas se empeñen en decirlo aquí. Es el producto de una cadena de responsabilidades que empieza por algunos de los que se sientan en la bancada de enfrente, pero también de quienes acuerdan con ellos o de quienes los blanquean para repartirse los sillones.

Hay una relación directa entre los discursos del odio que criminalizan migrantes, que justifican la violencia contra las mujeres, contra personas LGTBI, y los matones que ejecutan la violencia por las calles. Y lo triste es que, lejos de plantear una reflexión seria, vemos a este Parlamento y a la Comisión Europea asumir de forma irresponsable, no solo los nombres, sino las ideas que acuñan los neofascistas con sus discursos excluyentes.

Así lo acredita el desafortunado título de la cartera de Protección de Nuestro Modo de Vida Europeo. Pura xenofobia. Desde luego, mejor les iría a este Parlamento y a Europa si tomáramos nota de lo que decía un viejo combatiente antifascista español: «al fascismo no se le discute, se le combate».

As a gay black man, I have been branded as a racist, homophobe, Nazi... by people that sit on the other side of the Chamber. I just think it is really hypocritical that you would say such things, and it is divisive. This isn’t about community, this isn’t about what you claim makes Europe. This is about nastiness, this is about racism, this is about creating hate – which is what we’re not about on this side of the Chamber.

So I suggest that you look at yourself and reflect on what you’re saying before you use this language, because the danger is that the language you are using when the real Nazis come along, when the real racists come along, you will not be able to identify them.

  Sira Rego (GUE/NGL), respuesta de «tarjeta azul». – Señor Stedman-Bryce, esto no tiene que ver con cuestiones individuales, esto tiene que ver con posiciones políticas. Y lo que proponen muchos de esos compañeros y muchos de esos grupos tiene mucho que ver también con la vulneración sistemática de derechos humanos y con poner en vilo a muchísima gente.

Por lo tanto, no se trata simplemente de una cuestión personal suya. Se trata de líneas políticas y de idearios concretos que esgrimen sus organizaciones políticas, no de cada uno y de cada una individualmente.

Seguramente mis circunstancias personales también me invitarían a tener otras posiciones, pero aquí se viene a defender una posición política, y la de sus organizaciones lo que hace es constantemente plantear vulneraciones de derechos humanos y justificarlas.

Wenn ich das richtig verstanden habe – also wenn die Dolmetscher das auch richtig gedolmetscht haben –, wurde eben gesagt, dass hier die Leute, die gegenübersitzen, also wir, unsere Hand dem Rechtsterrorismus geben.   Lance Forman (NI). – Madam President, at the same moment that a murderer was shooting at the doors of a synagogue in Halle on Yom Kippur, the holiest day of my year, I was standing outside the doors of my own synagogue in London wearing a bullet-proof vest, assisting with the security of my own community. Tragically, Jewish people around the world must still protect ourselves from attack only two generations after the Holocaust, of which my own father is a survivor.

Anti-Semitism is a stain on our society, but also a warning sign. But what is the cause of the upsurge now? Racism and extremism grow when people are resentful at the failure of economics and democracy. The reason I joined the Brexit Party was not because of sovereignty or immigration or bureaucracy, but because I fear the dangerous road that Europe is heading down. Its dysfunctional and damaging euro currency and the desire for empire has led to the most extreme Europe of any time since World War II, on both right and left.

This may be my last speech in this House, so be warned. The urgent priority facing this institution is a renewal, as a partnership of independent free nations, by celebrating, not obstructing, the dreams of the people we represent.

  Peter van Dalen (PPE). – Voorzitter, afgelopen zomer publiceerde het Bureau van de Europese Unie voor de grondrechten een verslag. Daaruit blijkt dat de afgelopen vijf jaar in Europa antisemitisme sterk is toegenomen. Bijna 30 % van de Joden in de Europese Unie is in de afgelopen twaalf maanden serieus lastiggevallen vanwege zijn Joodse afkomst. Bijna 38 % van de respondenten van deze enquête heeft aangegeven te denken aan emigratie, weg uit Europa. De recente aanslag in Halle heeft deze cijfers en bevindingen helaas bevestigd.

De cijfers zijn ronduit verontrustend en we hebben hier de mond vol over dé democratische rechtsstaat. Het is daarom essentieel dat de nieuwe Europese Commissie antisemitisme tot speerpunt maakt van haar beleid. Dat kan op tal van manieren, bijvoorbeeld: lidstaten aansporen om de veiligheid van Joodse gemeenschappen te garanderen en desnoods ook de beveiliging te betalen; lidstaten aansporen om in alle onderwijsprogramma’s aandacht te vragen voor de Holocaust, antisemitisme en de geschiedenis van het Jodendom in Europa; en last but not least, de nieuwe Europese Commissie moet de bestrijding van antisemitisme tot chefsache maken. Dat wil zeggen dat commissaris Von der Leyen als voorzitster de EU-coördinator voor de bestrijding van antisemitisme onder haar persoonlijke bevoegdheid moet plaatsen. We kunnen als Europese Unie de schrikbarende ontwikkeling van de Jodenhaat niet laten voor wat hij is.

  Julie Ward (S&D). – Madam President, first I want to offer my condolences to all those affected by the synagogue attack in Halle, especially the families of the two people who were killed. No words can ever heal their suffering, but I know that the whole of the European Parliament stands with you today.

The recent act of terror in Halle is yet another appalling pre-meditated attack on the Jewish community. Anti-Semitism and the threat of right-wing extremism is, sadly, on the rise across Europe. France reported a 74% increase, Germany more than 60%, and 10% in the UK. This is the highest number in the UK since records began in 1984, with the anti-terror ‘Prevent’ programme reporting a shocking 36% increase in far-right cases in 2018.

I represent more than 30 0001 Jewish constituents in the North-West of England, and I know we cannot be complacent. The best way to tackle anti-Semitism is through intercultural dialogue, education, and a zero-tolerance policy regarding anti-Semitic acts or use of language, and I am proud of our Manchester Muslim Jewish Forum. Reconciliation between the peoples of Europe, peaceful development on the basis of indivisible and universal human rights, genuine democracy and pluralism: these did and must always underpin our vision for a shared Europe. We must draw on the lessons of a shameful past which brought tyranny to our continent. A nation and a continent that forgets its past has no future.

Él, un joven pintor de veinte. Vida y proyectos eliminados por un asesino lleno de odio. Él disparó. Pero hay un caldo de cultivo que anima esas acciones. Hay que denunciar el «qué», el extremismo derechoso y antisemita. Pero hay que cambiar también el «cómo».

El «qué» es el discurso de los irresponsables que consiguen votos fabricando «otros», odiables, distintos, prescindibles. Hay que prevenir, investigar, pero también hay que recordar lo que nos trajo en el pasado este extremismo derechoso y antisemita.

El «cómo» son los bustos parlantes, los recitadores que nunca escuchan. Frente a ellos, la paz y la palabra. El diálogo, el pluralismo y la empatía. En ese marco no hay «otros». Convivimos personas con derechos, seres humanos como Jana, Kevin, Mohamed o Salom.

I would like to start by sending my deepest condolences and extend my unwavering eternal solidarity to the Jewish community, especially those who have been attacked or affected in the cruel, blood-thirsty act of far-right terror in Halle.

It makes me angry. Beyond angry. Angry because we are here again, and angry because we have to be angry again.

Just how much longer do religious minorities have to scream into the indifferent face of Europe, screaming stop? Stop normalising the far right. Stop entertaining them. Stop being seduced by polling numbers, voting patterns and political expediency.

The thing is, when we degrade racial, ethnic and religious minorities to justify deadly borders, approval ratings and foreign military interventions, we threaten the lives and well-being of all our citizens.

So let me put it simply: a religious attack on our Jewish brothers and sisters, as well as our Muslim brothers and sisters, is an attack on all of us. So to the toxic section of the European press, to the hateful, inactive and indifferent politicians, and to the online merchants of dehumanisation: in a fairer world, you would be charged as a co-defendant of every hate crime.

So let us promise to degrade and defeat the forces of the far right, and to protect our Jewish siblings, Muslim siblings and all our other siblings from religious minorities, whether that be on the streets, in prayer, or in every single city, town and village across Europe.

  Susanna Ceccardi (ID). – Signora Presidente, onorevoli colleghi, l'autore dei fatti di Halle è stato giustamente definito un folle, ma è un fatto, purtroppo, che l'avversione immotivata verso lo Stato di Israele sia sempre più forte. Solo qualche mese fa, proprio qui a Strasburgo, veniva vietato l'ingresso delle bandiere israeliane allo stadio.

In Italia, è successo più volte che, durante le celebrazioni del 25 aprile, le sigle di estrema sinistra impedissero alla Brigata ebraica di partecipare, in nome dell'odio contro lo Stato di Israele. Non si contano più gli attentati e attacchi di matrice islamica in nome dell'antisionismo. L'antisemitismo in Europa ha matrici ideologiche diverse, ma ugualmente riprovevoli.

Siamo prigionieri del fanatismo e siamo stanchi di esserlo. Forse dovremmo imparare proprio dallo Stato di Israele, dove nonostante convivano da anni con il terrorismo non hanno mai abbassato la testa, non hanno rinunciato alle proprie radici, alle proprie tradizioni, al proprio sistema di valori, come troppo spesso ha fatto l'Europa. Il terrorismo va combattuto ogni giorno con ogni mezzo, proprio come Israele ci insegna.

  Ruža Tomašić (ECR). – Poštovana predsjedavajuća, nasilje s političkom ili vjerskom podlogom nije novost u Europi, ali jako nas treba zabrinuti to što svjedočimo sve češćim napadima na političke neistomišljenike, vjerske objekte i zajednice, kao i pripadnike ranjivih društvenih skupina. U dijelove europskih društava uvukao se osjećaj duboke frustracije koji se manifestira na najgore načine koje moramo jasno osuditi i sankcionirati.

Napad u gradu Halleu tijekom kojega su pred sinagogom ubijene dvije osobe još je jedan podsjetnik na to da nasilni pojedinci i nasilne ideje stanuju na svim stranama političkog spektra. Jednako su neprihvatljivi i jednako se s njima moramo obračunati.

Oskvrnuća bogomolja i groblja u pojedinim su državama članicama posebno učestala. Na meti nisu samo manjinske vjerske zajednice, a nasilnici nisu samo desni radikali. Lijevi ekstremisti česti su napadači na katoličke vjerske objekte i o tome bismo u ovome domu također morali otvoreno progovoriti.

Kolegice i kolege, zločin je zločin, zločinac je zločinac, ma koje boje bili ili nacije ili uvjerenja.

  Niyazi Kizilyürek (GUE/NGL). – Madam President, unfortunately I cannot speak my mother tongue – Turkish – in this House, although it is one of the official languages of Cyprus, where I come from. So I will pick up other languages: I will go on in German and finish in Greek.

Lasst uns darüber im Klaren sein: Es gibt keinen Rechtsradikalismus ohne Nationalismus. Und Nationalismus heißt Gewalt. Die Gründungsväter der EU wussten das ganz genau. Deswegen wollten sie den Nationalismus überwinden und eine nachnationale Einigung zustande bringen. Aber leider sehen wir heute überall in Europa nationalistische Tendenzen und nationalstaatlichen Egoismus. Lasst uns auch darüber im Klaren sein: Die rechtsradikale Gewalt ist hauptsächlich männliche Gewalt, die die Frauen, die Homosexuellen, die Juden, die Muslime, die Flüchtlinge zum Ziel hat. Um Rechtsradikalismus zu bekämpfen, brauchen wir eine Neudefinition von „Wir“. Wir müssen das europäische, plurale, demokratische „Wir“ stärken gegenüber dem nationalen „Wir“, auf das sich der Rechtsradikalismus beruft und versucht, Homogenität herzustellen und Pluralität und Vielfalt zu beseitigen, und damit alles, was die EU sein soll.

Πρέπει να οικοδομήσουμε την κοινή ευρωπαϊκή μας συνείδηση. Χρειαζόμαστε πολιτικές που θα προωθήσουν την κοινοτική ένταξη.

  Miroslav Radačovský (NI). – Pani predsedajúca, pravicový extrémizmus je to najhoršie, čo mohol človek ako ľudská bytosť vytvoriť. Nech sa na mňa západoeurópski priatelia nehnevajú, ale musím byť objektívny. Naši západoeurópski priatelia sú z historického hľadiska zakladateľmi ideológií pravicového, ale aj ľavicového extrémizmu. Sú zakladateľmi ideológií fašizmu, nacizmu, antisemitizmu, rasovej nadradenosti, dvoch svetových vojen, gilotíny, kolonializmu, atómových bômb a koncentračných táborov. Slovanské národy, medzi ktoré patrí aj môj národ, ideologickými tvorcami týchto zvrátených, špinavých a hnusných ideológií nikdy neboli, a pokiaľ aj boli, rýchlo sa ich zbavili. Pokiaľ Európska únia neprijme ľudskú a charakterovo čistú, historicky neextrémistickú spoločnosť slovanských národov do spoločenského a kultúrneho diania Európy a pokiaľ Európa nebude jednotná od Vladivostoku po Lisabon, tak hrozba pravicového extrémizmu tu stále bude a nepomôžu mu ani tie najprísnejšie opatrenia. And now listen to me all: Slovensko má na počet obyvateľov najviac ocenení Spravodlivý medzi národmi. Som hrdý, že som Slovák.

  Sven Schulze (PPE). – Frau Präsidentin, sehr geehrte Vertreter der Kommission, sehr geehrte Kolleginnen und Kollegen! Dass wir heute hier über Halle sprechen – Halle liegt in Sachsen-Anhalt, in Deutschland, es ist mein Wahlkreis, es ist meine Heimat –, das macht mich heute sehr bedrückt. Ich bin seit mehr als fünf Jahren Mitglied im Europäischen Parlament, ich habe hier auf europäischer Ebene immer für meine Heimat gekämpft. Ich hätte mir aber gewünscht, dass wir eine solche Debatte niemals hätten führen müssen. Ich möchte mich bei all den Kollegen bedanken, die vor knapp zwei Wochen an dieser Schweigeminute im Parlament in Brüssel teilgenommen und ihre Anteilnahme gezeigt haben. Das hat auch bei den Menschen in meiner Heimat entsprechend Wirkung gezeigt, und es hat die Menschen sehr beeindruckt.

Wir haben in Deutschland viele, viele Tausende Extremisten – Rechtsextremisten, Linksextremisten. Viele davon sind den Behörden auch bekannt. Dieser Täter war es nicht. Das ist ein Täter, den die Behörden vorher nicht kannten. Und wir haben auch etwas in Deutschland – das muss man auch sagen, es gehört auch zur Wahrheit: Wir haben im Bundestag, aber auch in vielen Landesparlamenten, den Einzug eines Sprachgebrauchs erlebt, den ich nicht für möglich gehalten hätte. Wir erleben NS-Sprachgebrauch in deutschen Parlamenten. Und diese Menschen, diese Volksvertreter, wie sie sich nennen, machen sich juristisch nicht schuldig. Sie bieten aber den Nährboden für das, was auch in Halle passiert ist. Aus Worten werden Taten. Hier müssen wir zusammenhalten, müssen wir zusammenstehen, und wir dürfen solchen Menschen keine Bühne bieten.

  Samira Rafaela (Renew). – Madam President, above all in having this debate, our thoughts are with the victims in the attack in Halle and their loved ones.

Across the world, right-wing extremism is threatening various groups in our society – from Christchurch to Halle, you are dealing with people who think they are superior because of their race, gender and beliefs. We all know what this kind of thinking leads to. Far-right internet platforms make it much easier to nurture their hateful world view, and social media are the weapon they use to spread their awful ideas.

Therefore, we need to demand openness and cooperation of social media platforms and tech companies. Algorithms need to be open so that we can understand what drives the spread of information which terrorists use to their advantage. So I call upon the Commission to push big tech companies and internet platforms to disclose this information and provide transparency.

  Romeo Franz (Verts/ALE). – Frau Präsidentin! Dieser antisemitische Angriff in Halle ist nur der letzte Vorfall dieser rassistischen Entwicklung in Europa. Auf Sinti in Deutschland und Italien werden Brandanschläge verübt, Roma werden gezielt ermordet, alle Minderheiten sind Hass und Hetze ausgesetzt. Wir haben diese Hetzer und Brandstifter auch hier im Parlament bei uns sitzen. Eure platten Parolen, euer dumpfer Rassismus bereiten den Grund für die politische Gewalt gegen Minderheiten auf unserem Kontinent. Eure völkischen Phantasien dienen als Trugbild, das von echten sozialen Problemen ablenkt, für die ihr keine Lösungen anzubieten habt. Ihr könnt nur eins: spalten, hetzen, hetzen und hetzen.

Liebe Freundinnen und Freunde! Die Art und Weise, in welcher wir die verwundbarsten Mitglieder unserer Gesellschaft beschützen, ist Gradmesser für unsere Demokratie. Antisemitismus und Antiziganismus haben keinen Platz bei uns. Kevin S. und Jana L. sollen nicht umsonst gestorben sein. Wir müssen rechte Netzwerke europaweit entschlossen verfolgen. Wir müssen die Zivilgesellschaft in ihrer Arbeit gegen rechten Hass stärker unterstützen.

  Nicolaus Fest (ID). – Frau Präsidentin! Der Rechtsterrorismus in Deutschland ist eine Gefahr, nur wissen wir leider nicht, wie groß diese Gefahr ist und wo die Quelle liegt. Sicher ist: Der deutsche Verfassungsschutz war maßgeblich in die neun Morde der Mördertruppe NSU involviert, und zwar in einer Weise, dass es die Regierung Merkel für richtig hielt, die Akten für 150 Jahre zu sperren – 150 Jahre, das gab es noch nie in der Geschichte der Bundesrepublik, aber die Regierung wird ihre Gründe haben.

Der gleiche Mann des Verfassungsschutzes, der die Schlüsselrolle bei den NSU-Morden spielt, taucht auch im Mordfall am Kasseler Regierungspräsidenten Walter Lübcke auf. Er hatte Kontakt zum Täter, auch das ist sicherlich kein Zufall. Und ein Verbotsverfahren gegen die rechtsextreme Partei NPD wurde vom Bundesverfassungsgericht beendet, weil selbst die Richter den Überblick verloren, wer nun eigentlich wirkliches Parteimitglied ist und wer Agent Provocateur des Verfassungsschutzes. Es ist im Übrigen der gleiche Verfassungsschutz, der seine schützende Hand über Anis Amri, den islamistischen Attentäter von Berlin, hielt und die Aufklärung dieses Falles gerade massiv behindert. Man sollte den Rechtsextremismus nicht unterschätzen, aber dass er vom Verfassungsschutz instrumentalisiert wird, dass der Verfassungsschutz Teil dieses Rechtsextremismus ist, steht außer Frage.

  Leila Chaibi (GUE/NGL). – Madame la Présidente, tout d’abord, j’aimerais adresser mes pensées aux victimes de l’attentat de Halle, assassinées par un militant d’extrême droite et ma compassion la plus totale à leurs proches.

En France, ces derniers temps, nous assistons à la multiplication des discours violents de la part d’une extrême droite animée par la haine. Il y a quelques jours encore, un élu du Rassemblement national, Julien Odoul, a violemment pris à partie une mère de confession musulmane qui accompagnait son fils en sortie scolaire, simplement parce qu’elle portait un voile.

La banalisation de ces propos et de ces actes haineux est aussi entretenue par la programmation sur une chaîne télévisée, à une heure de grande écoute, d’un polémiste qui s’appelle Éric Zemmour, et qui pourtant a été condamné pour provocation à la haine raciale.

Alors, depuis ma place ici, tout à gauche de cet hémicycle, je les vois particulièrement bien ceux qui sont tout à droite, à l’extrême droite de cet hémicycle. Ils sont juste en face de moi. Ils sont nombreux, c’est sûr, mais pour autant, il ne faut pas banaliser leur présence. Il ne faut pas laisser leurs idées se propager.

Mes chers collègues, résistons à leur volonté de haine avec notre volonté de vivre ensemble, avec notre bienveillance, avec notre diversité. C’est le seul moyen de faire en sorte que des attaques comme celle de Halle ne se reproduisent pas.

  Lena Düpont (PPE). – Sehr geehrte Frau Präsidentin, sehr geehrter Herr Kommissar! Am 9. Oktober, vor wenigen Tagen also, kam es zu einem blutigen Anschlag in Halle, bei dem, wie wir heute schon mehrfach gehört haben, zwei Menschen getötet und zwei schwer verletzt worden sind. Zynisch und zielgerichtet hat sich der Täter den höchsten Feiertag des Judentums, Jom Kippur, ausgesucht und geplant, an diesem Tag ein Massaker anzurichten.

In Deutschland haben antisemitisch motivierte Straftaten im Jahr 2018 im Vergleich zum Vorjahr um knapp 14 % zugenommen. Sie beginnen mit verbalen Anfeindungen und sie enden offensichtlich auch bei Mord. Rechtsextreme finden immer mehr Wege und Plattformen, auch abseits des Internets, um sich zu verbinden und ihre antidemokratische Gesinnung offen zur Schau zu stellen. Es gibt augenscheinlich immer mehr Menschen, die ihre Identität darüber definieren, andere herabzuwürdigen und auszuschließen. Sie fallen auf durch verbale Entgleisungen und legen damit den Nährboden für tätliche Angriffe bis hin zu den Anschlägen. Neun von zehn europäischen Juden haben das Gefühl, dass der Antisemitismus in ihrem Heimatland zugenommen hat.

Das ist nicht nur Anlass zur Sorge, das ist vor allen Dingen auch Anlass zum Handeln. Präventionsmaßnahmen sind wichtig, aber sie reichen offensichtlich nicht mehr aus. Wir dürfen keine Toleranz gegenüber denjenigen zeigen, die mit Hass und Hetze argumentieren und sich gegen unsere freiheitliche demokratische Grundordnung stellen. Ich danke daher den Kollegen heute Abend hier im Haus, dass wir diese wichtige Debatte geführt haben, und ich hoffe und ich baue darauf, dass wir gemeinsam gegen Hass und Hetze, gegen Aufwiegelung und Angriffe stehen.

  Patrick Breyer (Verts/ALE). – Frau Präsidentin! Aus Hass gegen bestimmte Menschengruppen und Minderheiten sind mehrfach Menschen ermordet worden. Gegen Hass und Hetze müssen alle Menschen zusammenstehen und gemeinsam dagegenhalten, statt jetzt Gamer oder Internetnutzer unter Generalverdacht zu stellen. Die Antwort der Politik auf solche Taten muss mehr Demokratie und Bürgerbeteiligung, eine offenere Gesellschaft und mehr Menschlichkeit sein, statt jetzt lange vorbereitete Überwachungspläne oder Anonymitätsverbote aus der Schublade zu holen, die den Attentäter von Halle nicht im Ansatz hätten stoppen können. Wir müssen endlich in die dauerhafte Finanzierung von zivilgesellschaftlicher Arbeit gegen Menschenfeindlichkeit, in Interventionsprogramme zur Deradikalisierung im Netz, in die konsequente Verfolgung von Hasskriminalität online wie offline investieren, anstatt unsere Mittel für flächendeckende Massenüberwachungsprogramme oder Vorratsdatenspeicherung zu verschwenden. Wir dürfen auch beim Vorgehen gegen Gewalt niemals unsere Werte aufgeben, sonst haben die Terroristen gewonnen.

  Silvia Sardone (ID). – Signora Presidente, onorevoli colleghi, siamo sicuramente tutti vicini alla comunità ebraica per quanto successo in Germania. È un episodio grave, da condannare, assolutamente, e noi siamo contro ogni tipo di violenza e crimine di stampo razzista o religioso.

E proprio per quello mi chiedo come faccia l'Europa a stare in silenzio in merito ad altri episodi di queste settimane. A inizio ottobre a Parigi, un uomo ha ucciso tre poliziotti e una funzionaria con un coltello. Era un estremista islamico e si indaga per terrorismo. Anche a Manchester, stessa cosa: un uomo ha accoltellato cinque persone in un centro commerciale. Anche qui si indaga per terrorismo. A Milano, la mia città, a metà settembre, un immigrato clandestino ha accoltellato alla gola un militare urlando “Allah akbar”.

Allora perché non si parla anche dei numerosi casi violenti di antisemitismo in Francia? Perché l'Europa non discute del pericolo terrorismo, dell'integralismo islamico in molte città europee, dei ghetti islamici dove si annida il fondamentalismo? Perché non si parla del pericolo del ritorno dei terroristi dell'Isis in Europa, anche a causa dell'intervento turco in Siria, magari proprio con barconi in mezzo al mare? Io vorrei che l'Europa si occupasse anche di quello.

Ale: Pokládáte za dostatečné vyjádření soustrasti právě obětem pravicového extremismu, to znamená především židovské komunitě, pokud ve Vašem projevu zaujaly pouze 10 vteřin a celá zbylá další minuta byla adresována právě obětem jiného extremismu? Jak jste vyjádřila úctu těmto lidem?

Il terrorismo non ha colore e pretendo però che l'Europa smetta di fare solo parole e inizi anche ad agire.

  Magdalena Adamowicz (PPE). – Pani Przewodnicząca! Niedawne wydarzenia w Halle znowu nami wstrząsnęły, jest to bowiem kolejne przestępstwo motywowane nienawiścią, które boleśnie naznacza nasze społeczeństwo. Z pewnością nie jest tajemnicą, że kwestie związana z mową nienawiści stanowią motywację mojego zaangażowania politycznego i społecznego. Tu nie chodzi tylko o antysemityzm, rasizm, homofobię czy terroryzm. Chodzi o demokrację i o postawienie granicy między wolnością słowa a mową nienawiści.

Jako ustawodawcy musimy wyznaczyć sobie ambitne cele w zakresie zwalczania mowy nienawiści online i offline, jak również przekrojowego spojrzenia na to zjawisko, uwzględniającego jego nieuchronne konsekwencje dla społeczeństwa. Podkreślam w tym kontekście z całą mocą, emanującą również z moich osobistych doświadczeń, że odpowiedzialność spoczywa na nas wszystkich. Przerzucanie winy z jednych na drugich nie jest dobre. Każdy musi zacząć od siebie i wszyscy mamy taką samą winę. I podkreślam: możemy stawiać mury, możemy zrzucać winę na policję, możemy stawiać płoty przed kościołami, przed meczetami, ale najważniejsza jest edukacja, edukacja i edukacja.

  Mónica Silvana González (S&D). – Señora presidenta, el extremismo violento de derechas, los hechos del pasado octubre en Halle, solo nos recuerdan que puede ser el pueblo judío, puede ser el pueblo musulmán, pueden ser los afros, pueden ser los colectivos LGTBI, pueden ser los inmigrantes y quizás, más aún, los refugiados, los que sufren el discurso de odio. Pero de nada sirve venir a este Parlamento a hacer grandes discursos sobre los valores europeos si luego en nuestros parlamentos regionales, en nuestros Estados miembros, pactamos con aquellos partidos de derechas que hacen del discurso de odio una apología; y en muchos ayuntamientos, en muchas comunidades de España, los que aquí hacen discursos grandilocuentes pactan, favoreciendo que en su agenda política estén estos discursos.

Creo que tenemos que construir Europa volcando recursos en los ayuntamientos, en las regiones, a través del Fondo Social Europeo, a través de todos esos fondos de cohesión, para que sirvan para la prevención. Sin prevención no combatiremos el discurso de odio. Defendamos Europa, defendamos la convivencia, y luego no nos lamentemos por no haber hecho lo posible. Estamos a tiempo.

  João Ferreira (GUE/NGL). – Senhora Presidente, o extremismo violento de extrema direita, de que os atentados de Halle foram expressão, deve ser combatido sem tréguas, mas também com a consciência de que ele é parte integrante de um processo em curso de recrudescimento da extrema direita e de forças de cariz fascista na Europa. Um processo que tem causas e responsáveis. Ele é indissociável de políticas que atacam direitos sociais e laborais, a soberania nacional, a democracia, das políticas de favor ao grande capital que agravam injustiças e desigualdades sociais, ou seja, também das políticas que a União Europeia vem promovendo.

A mesma União Europeia que está empenhada num abjeto e perigoso revisionismo histórico de que é parte integrante o branqueamento do fascismo, a deplorável tentativa de equiparar comunismo e fascismo, minimizando assim os crimes do fascismo, equiparando vítimas e carrascos, apagando o papel dos comunistas e de outros democratas na luta pela liberdade e a democracia.

É também isto que deve ser combatido. Nenhuma tolerância nem complacência pode haver para com uma ideologia que pertence ao caixote do lixo da História e não deve sair de lá.

  Milan Uhrík (NI). – Pán komisár, samozrejme, všetky formy extrémizmu treba odsúdiť, a pokiaľ niekto strieľa na rodiny s deťmi z politických alebo náboženských dôvodov, tak je to v každom prípade šialenec. Ja ale nechápem, prečo sa tu rozpráva len o tom pravicovom extrémizme, ako keby iný extrémizmus ani neexistoval. Veď rovnaký meter dajme na všetkých. Prečo nerozprávate aj o džihádistoch, o islamských extrémistoch, ktorí v Európe takisto páchajú obrovské kriminálne činy, páchajú teroristické útoky, pri ktorých vykrikujú Alláhu akbar, vytvárajú no-go zóny, kam sa neodváži ísť už ani polícia, a Európska únia mlčí. Prečo nehovoríte aj o druhej strane, o ľavicovom extrémizme, o pouličnom hnutí Antifa, ktorí napádajú politikov z opačného spektra, či už kolegov zo strany AfD alebo aj iných. Na Slovensku nedávno napadli minulý týždeň mladú blogerku len kvôli tomu, že nesúhlasila s ich konzervatívnymi názormi. A toto sa úplne prehliada. Pán komisár, to je horšie ako za totality.

  Stanislav Polčák (PPE). – Paní předsedající, i já chci vyjádřit svoji hlubokou soustrast obětem útoku v Halle a samozřejmě respekt židovskému národu a komunitě v Evropě. Chci říct, že růst nebezpečných ideologií je skutečně znepokojující v Evropě, a zároveň odsoudit jakýkoliv extremismus. Ten je nebezpečný, ať je skutečně pravicový či levicový.

V naší evropské právní kultuře máme závaznou Chartu lidských práv, která zaručuje svobodu náboženského vyznání, a podívejme se skutečně, jak je tato svoboda zajištěna, že některé židovské skupiny se bojí přihlásit, například zde ve Francii, ke své víře. To je skutečně alarmující.

Holocaust: kolik mladých lidí dnes neví, co byl a jakým způsobem se projevoval holocaust. Máme zde popírače holocaustu, kteří si vesele přednáší po celé Evropě. Tomu se skutečně musí učinit přítrž. Musíme monitorovat tato závadná jednání a musíme sdílet tyto informace mezi bezpečnostními složkami.

  Matthew Patten (NI). – Madam President, I too, like everybody in this room, was appalled by the murders in Halle and elsewhere, and I offer my deep, deep condolences to the families engaged. But I want to remind the European Parliament that last month, in this very place, we debated remembrance for the EU to build a common historical narrative, and our colleague, Mr Nicholas Fest, sitting just over there, reminded us that the motion that we were debating had forgotten to remember the holocaust, and he proposed an amendment that it be inserted into that motion. And despite support from this side and many other MEPs, many left-wing groups rejected this, and that motion was not carried.

What signal does that send, when the very Parliament of Europe turns its back on remembering the holocaust? We need to not just speak; we need to make sure that our actions and our beliefs count in this House too.

  Julian King, Member of the Commission. – Madam President, I would like to thank everyone who has contributed to this debate very much. It’s a very important debate. We have to keep shining a light on the issues that have been raised this evening.

There have been other occasions when we’ve discussed anti-Semitism. There can be no doubt about the Commission’s commitment to tackle that. You’ve discussed it at length with my colleagues Frans Timmermans and Věra Jourová, and I think there can be no doubt that the new Commission will continue its efforts to tackle anti-Semitism and tackle racism, xenophobia and extreme nationalism because these are fundamentally opposed to our shared values.

At the same time, we need to continue our efforts to counter violent extremism. I said it at the beginning of this debate and I shall say it at the end of this debate: violent extremism, whatever its source – that is, far-right violent extremism, far-left violent extremism, Jihadi extremism, I’m not making some sort of distinction between those – we must focus our efforts to tackle violent extremism.

I agree with those who have spoken about the need to focus on prevention, to counter the radicalisation that can lead to that hatred and violence, and we must do that through education and we must do that through our effective engagement with civil society, that is, local government, teachers, but also police officers, prison and probation staff. All those who find themselves on the front line in this fight. And we must work as part of this effort with the social media platforms because, whether we like it or not, this is the vehicle and the vector that spreads and accelerates so much of this hateful, violent and illegal content. It’s not because I have some problem with the social media platforms – they are being abused to spread this hatred and illegal content – but we do need to work with them. The violent extremist activity at Halle which we’ve all spoken about during this debate was carried out with a commentary in English. It was designed to spread a message across all our countries and possibly wider – a message of violence and hatred.

Because some of the lessons that have been learnt after Christchurch were put into effect, it was, as somebody said during the debate, only half an hour after that live-streaming that it was being taken down. That meant that it was actually seen as live-streaming by a relatively small number of people. But unfortunately that doesn’t stop it spreading. It’s spread to various channels, social networks, fora, image boards. It is still possible to see this content, as it is possible still to see content from the Christchurch attack, which is why we have to find more effective ways – working with the social media platforms – of targeting and eliminating this content because it does poison minds.

I, like many of you who have spoken, believe that our strength is our values, and we need to remember what we stand for as we take forward this fight against extremism, hatred and violence. And it’s going to help us. Those values are going to help us to win this fight.
