General budget of the European Union for 2020 - all sections (debate)

  Adina-Ioana Vălean, rapporteur for the opinion of the Committee on Industry, Research and Energy. – Madam President, as Chair of the Committee on Industry, Research and Energy (ITRE), I would like to express my support for the compromise package, which includes many of the priorities brought forward by our committee. This is the last budget under the current Multiannual Financial Framework (MMF) and we have to maximise allocations for research, for infrastructure, for digitalisation and for small and medium-sized enterprises in order to set an ambitious framework for the new financial period.

I want to thank Commissioner Oettinger for making the case for us, because it’s absolutely obvious that if we want to succeed in the future we need the research programmes well financed, and we have, at this stage, Horizon 2020 and COSME oversubscribed. We have the Flexibility Instrument to reallocate unused funds on this programme, so we need to make the best of that.

Last but not least, the Connecting Europe Facility is a very successful programme needed for infrastructure. It goes very well with the Investment Plan, creating added value from private resources to public funds, so we also need to see the Connecting Europe Facility well financed for the next year.
