  Tytti Tuppurainen, President-in-Office of the Council, on behalf of the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Mr President, the Turkish incursion into north—east Syria seems to have slowed down. We acknowledge the contribution made by several international actors to ensure that this is the case. We have seen high—level diplomatic efforts aimed at de—escalating tensions, firstly a few days ago by the United States’ Vice President Pence and Secretary of State Pompeo, who negotiated a temporary truce with Turkey. We also know note the memorandum signed only yesterday between President Putin and President Erdoğan in Sochi.

The High Representative was in the Parliament with you on the first day of the offensive and she immediately made clear our request that Turkey immediately stop the attack. Turkey’s concerns must be addressed diplomatically, not through military action that can only further destabilise the region and bring more suffering to the Syrian population. We are also relieved that humanitarian agencies have not had to suspend their response – at least not entirely – and that those displaced from their homes for fear of the fighting have begun to return.

Yet there can be no excuse for the nearly 200 civilian deaths that have occurred, nor for the bombing of hospitals, ambulances and water stations. We care about the fate of Syrian Kurds and indeed for all the civilians in the zone of hostilities. The only way to address their aspirations and recognise the sacrifice made by the Syrian Democratic Forces in the fight against Daesh is to help build a democratic and inclusive Syria – a country that all its citizens can home.

There can be no military solution to the Syrian conflict. It is crucial that instead we support the political process and that a lasting solution is found for all parties involved. Thus, we have a duty to support the work of the Constitutional Committee due to meet for the first time at the end of the month in Geneva. Despite recent events – or rather, all the more so because of them – the time is right for that Committee to meet. We have full confidence in the United Nations Special Envoy, Geir Pedersen, and we believe that a step—by—step political solution can be found. Launching the Constitutional Committee can set a positive cycle of trust and confidence and eventually bring about the changes necessary for a peaceful and stable future for Syria.

We all know that the path towards a negotiated political transition will not be easy. Yet we must agree with our international partners – and yes, Russia and Turkey too – that changes must be made to the way Syria is governed. We must agree that justice and accountability must be brought for the crimes committed by all sides during the course of that conflict right up to Idlib and the most recent offensive. This is for the sake of the peace, stability and reconciliation that we all crave for Syria.

Let me turn now to Turkey and its responsibility for the current situation. Turkey’s security concerns at its border with Syria will not be answered by military intervention. This offensive instead undermines the fight against Daesh and threatens our common security. Turkey has made tremendous efforts in hosting several million refugees for many years – there’s no doubt about that – yet Turkey’s military action is only making an already highly complex situation in the region even more difficult to resolve. It only adds to an already complex and dramatic situation.

This is why the EU leaders and EU Foreign Ministers have condemned Turkey’s incursion and this is also why Member States have decided to halt arms exports licensing to Turkey. They insist that the incursion must not just be stopped temporarily, but it must cease altogether. The Foreign Affairs Council has also made clear that we will not provide stabilisation or development assistance in areas where the rights of local populations are ignored or violated.

The European Union has been clear and united on all this from the very first day of the incursion. We are glad that the Council, the Commission and Parliament have passed the very same messages and we thank the European Parliament for its continued support to ending the war and supporting a political solution under the auspices of the United Nations.

  Christos Stylianides, Member of the Commission, on behalf of the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Mr President, thank you very much for the opportunity to update you on the recent humanitarian developments in north-east Syria.

The crisis that unfolded on 9 October has led to civilian casualties, displacement of people, destruction of civilian infrastructure. Heavy fighting took place, including in highly populated areas. There are reports of nearly 200 civilian deaths. At the height of the hostilities, nearly 200 000 people have been displaced. Some have now started going home, but the remaining over 150 000 displaced people come in addition to over 200 000 people that were already in camps and informal sites or hosting arrangements before the crisis.

Humanitarian staff were denied safe and unimpeded access to people in need due to shelling and airstrikes, or uncertainty regarding territorial control. International NGOs and UN agencies had to evacuate staff to Iraq. Let me underline what the EU Presidency just said: there can be no excuse for these civilian deaths, damage to civilian infrastructure, absence of protection of people and those who are there to help them. I am particularly concerned about the horrific situations faced by healthcare providers.

Hospitals in Tell Abiad and Ras Al Ein are out of service due to heavy bombing and shelling, Kobane hospital was temporarily out of service because the electricity line and the generators were cut by mortars and because of shelling; ambulances have been reportedly targeted, preventing the evacuation of patients from the front lines; medical staff have been killed and even kidnapped. To make matters worse, the emergency is affecting the provision of basic services to a population that was already suffering before the crisis.

While the international staff were evacuated, this does not mean that the humanitarian community is no longer assisting the people in need. Life-saving assistance continues to be delivered. We are supporting our humanitarian partners in north-east Syria with EUR 38 million and we will continue to support them for as long as it is needed. But the fighting must stop. And it remains paramount that International Humanitarian Law is fully respected and that civilians are protected. Humanitarian workers must be allowed access to those in need. All precautions must be taken to mitigate the risk of harming aid workers, their facilities and assets, including convoys, and the people they serve. Humanitarian workers should not be any sort of target.

Let me also take this opportunity to recall the EU’s line with regard to the return of refugees to Syria. All returns should be safe, voluntary and dignified, and only once the conditions are in place – otherwise the EU will not be in a position to provide support. The same applies to the so-called buffer zone that Turkey is seeking to establish in the north of Syria with a view to eventually sending refugees back. And let me also recall the recent EU28 Statement that any attempt at demographic change would be unacceptable. At the same time, the European Union will not provide stabilisation or development assistance in areas where the rights of local populations are ignored.

The European Commission has recognised and supported the efforts of Turkey to host millions of refugees in its territory. But Turkey’s military action in north-east Syria has aggravated an already dramatic situation on the ground. I am glad that the European Institutions have been united in their reaction against Turkey’s military action.

But there should be no time for complacency. The brokered ceasefire was only partially respected. We must use all our power; all our leverage to stop hostilities, to put an end to this humanitarian tragedy and to allow our assistance to fully resume, and of course reach in parallel a political solution under the UN.

  Michael Gahler, im Namen der PPE-Fraktion. – Herr Präsident! In diesem Haus gibt es einen breiten Konsens: Wir verurteilen den völkerrechtswidrigen Einmarsch der Türkei in Nordsyrien, und wir fordern konsequenterweise einen Rückzug dieser Truppen vom syrischen Territorium. Wir sind nicht naiv, wir wissen, was gestern in Sotschi vereinbart wurde. Umso bedauerlicher ist es, dass dieses Verhalten erst durch einen einseitigen Truppenrückzug der USA möglich gemacht wurde. Das türkische Verhalten entfernt das Land politisch im Übrigen noch weiter von der Europäischen Union. Deswegen haben wir in unserer Entschließung auch daran erinnert, dass dieses Parlament bereits im März die formelle Suspendierung der Beitrittsverhandlungen gefordert hat.

Wir fordern vom Rat, über angemessene, gezielte wirtschaftliche Maßnahmen nachzudenken, die nicht die Zivilgesellschaft treffen, die also nicht die Möglichkeit beschneiden, dass zum Beispiel auch weiterhin türkische Menschen am Erasmus+-Programm teilnehmen und bei uns studieren. Wir haben zum Beispiel ein Abkommen über landwirtschaftliche Produkte. Da könnte man darüber nachdenken, ob man dort etwas unternimmt. Oder wir haben auch erwähnt, dass man als letzten Schritt überlegen könnte, die Zollunion zu suspendieren. Die Menschen in dieser nordsyrischen Region wollen weder Türken noch Russen noch das Assad-Regime dort sehen. Deswegen haben wir in unsere Entschließung eine Forderung aufgenommen und ich zitiere auf Englisch: „Calls on the Member States to again turn to the UN Security Council to obtain a resolution which will allow the Council to act in a targeted manner, ultimately aiming at an UN-led security zone in northern Syria for the benefit of the people living there“.

  Kati Piri, on behalf of the S&D Group. – Mr President, dear colleagues, two weeks have passed since our last plenary session and our debate on this crisis. The establishment of a so-called safe zone has de facto become the establishment of a war zone and the Turkish invasion of north-east Syria. The winners are Putin, Assad, Turkey, Iran and Isis, and the losers are the citizens of north-east Syria and the credibility of the West.

A total of 218 civilians and 600 SDF fighters have been killed. More than 300 000 civilians had to leave their homes and are now displaced, struggling to find safety. They are caught between advancing Turkish troops and Syrian forces moving in from the south, and hundreds of IS fighters, including EU citizens, have escaped guarded camps.

The summary execution of Kurdish politician Hevrin Khalaf, one of the many courageous women in north-east Syria, is an absolute outrage. The latest reports refer also to the alleged use of white phosphorus against civilians by Turkish-backed forces in Ras al-Ayn.

The perpetrators of these heinous acts must be prosecuted, and while the US President hails the cease-fire as great news that will save millions of lives, I can only reject, on behalf of this House, its very basic premise. Yesterday’s Russia-Turkey deal legitimises the Turkish presence of a 10-kilometre zone along the Syrian border, the refoulement of two million refugees and the displacement of the local population.

All of these are grave violations of the most basic principles of international law, refugee law and humanitarian law. We have called for targeted sanctions against Turkish officials, restrictive economic measures and a full weapons embargo, and beyond any legal and political consideration, I wish to underline that abandoning all those who suffered from Isis and who fought against Isis making the ultimate sacrifice for our own security is not and should never be an option.

  Malik Azmani, on behalf of the Renew Group. – Mr President, the Turkish military operation in north-eastern Syria is cause for a great concern and is leading to chaos in the region. Reports speak of hundreds of casualties, hundreds of thousands of displaced people, and even of executions. ISIS terrorists have escaped prison and as a direct result of the Turkish move and the US withdrawal, revival of ISIS and the possible return of these terrorists to European soil presents also an immediate safety threat to our societies, for our citizens.

By asking questions to the European Commission, by sending a letter to the High Representative Ms Mogherini, which was widely supported by more than 250 colleagues – and I am grateful for that – and by engaging with the Turkish authorities, I have in the past weeks attempted on behalf of Renew Europe to contribute to ending this violence. But so far, the EU’s response has not been strong enough. We cannot just stand by and see how others interfere, for example, Russia, Assad, Iran. It’s also our safety that is at stake.

For Renew Europe, the road does not end here. Tomorrow, the European Parliament has the unique opportunity to speak with one clear voice, one voice to make perfectly clear to Turkey that we do not accept this, and to call upon the EU to take a strong stance now.

I ask my colleagues in this House to support me in urging the High Representative to set up an immediate dialogue with the Turkish authorities, to reach a sustainable solution, and to hold Erdoğan to his promise of keeping ISIS prisoners in detention. However, we must be prepared for firmer action. Arms, economic and targeted sanctions are also on the table. Let us combine our strength and show unity and bring an end to the violence now. We owe it to the people in the region and to our European citizens. Please, Commission, get off the side-line and act.

  Tineke Strik, on behalf of the Verts/ALE Group. – Mr President, exactly two weeks ago Turkey began a planned military offensive in north-east Syria and two weeks in which many civilians have been killed, nearly 200 000 Syrians were forced to flee their homes and among them are 80 000 children in desperate need of aid and shelter, while humanitarian organisations were forced to leave the country.

The situation in Syria is again a humanitarian tragedy which should not continue another day. The withdrawal of the US troops has left the Syrian and Kurdish people with no other option than to wait for the solution Erdoğan and Putin will come up with. Although the EU should use its power to de-escalate the conflict and stop the violence, it seems to be invisible on the world stage and therefore today the Greens call upon the EU to take up its role as a proactive actor to force Erdoğan to withdraw his troops and refrain from deporting Syrian refugees back to Syria, by placing targeted sanctions and visa bans on Turkish government officials, imposing a full arms embargo and by working on suspension of the trade agreements. At the same time we should proactively protect the Syrian refugees by stepping up their resettlement and take our fair share in their protection. We cannot wait any longer with action and we therefore urge the support for the proposed resolution.

Mr President, ISIS terrorists escape displacement camps posing a risk to the Syrian people and leaving us with no control over the persecution. The Greens therefore urge the EU Member States to repatriate their nationals and their family members to prosecute them at home and take care of their children. It’s our duty to reduce the security risk and also to prevent children from being the victims. And as we all know one of the goals of Erdoğan’s invasion is to deport Syrian refugees to their country. However, even a so—called safe zone cannot protect them against violence and persecution, as deportation would violate the Refugee Convention the EU must refrain from returning Syrian refugees to Turkey as long as this risk of deportation exists. But deportation would also mean a demographic change of the population in north-east Syria, which is also a crime against humanity. As the Kurds, who fought on our side, will probably lose their autonomy the EU should at least make all efforts to ensure that their rights are upheld. So high time to be pro-active.

  Lars Patrick Berg, im Namen der ID-Fraktion. – Herr Präsident! Ich bin traurig, wenn auch nicht überrascht, dass der Waffenstillstand nicht eingehalten wurde. Hunderte von Menschen sind an den Folgen dieser türkischen Aggression gestorben, das kurdische Volk wurde verraten. Nachdem Kurden auch für uns den IS bekämpft haben, hat auch die EU diese Kurden in der Stunde der Not bitter im Stich gelassen. Natürlich haben wir die üblichen Drohungen von Präsident Erdoğan gehört, darunter auch die Drohung, weitere Asylbewerber millionenfach nach Europa zu entsenden und so für Destabilisierung in den betroffenen EU-Staaten zu sorgen. Wir müssen jetzt klare Kante zeigen: keine Beitrittsgespräche mehr für die Türkei.

Es ist offensichtlich, dass das türkische Verhalten im Widerspruch zu Frieden und Rechtsstaatlichkeit steht. Die Türkei hat die NATO und damit uns alle geschwächt. Die Handlungen der Türkei haben zur Freilassung von Extremisten und Terroristen geführt, und das wiederum bringt die ganze Region und in Folge auch die europäischen Staaten in große Gefahr.

Die Türkei beteiligt sich zusammen mit Katar aktiv an der Unterstützung des IS, einer der gefährlichsten islamistischen Gruppen, die Frieden, Freiheit und Sicherheit – unsere westliche Lebensweise – bedrohen. Und deshalb die klare Botschaft an Präsident Erdoğan: Die Türkei gehört weder zur EU noch zu Europa.

  Anna Fotyga, on behalf of the ECR Group. – Mr President, numerous mistakes have been made by the international community in Syria since 2011. We have to remember the atrocities of the Assad regime – Aleppo, the presence of the Iranian Revolutionary Guard backing the Assad regime, and the cruel Wagner Group of Russian mercenaries that was so well known in eastern Ukraine.

We are concerned by the recent operation, the third in line of Turkey in north-eastern Syria. I would like to quote Stoltenberg’s statement as probably the most balanced one: ‘While Turkey has legitimate security concerns, I expect the country to act with restraint’. And to all of us, we expect this restraint, certainly. Yet we have to know that equal measures should be applied to all actors in the region, and we have to find adequate tools to stabilise the region and influence activities that ease the tension.

  Özlem Demirel, im Namen der GUE/NGL-Fraktion. – Herr Präsident! „Die Kinder wollten streiten, ich habe sie kämpfen lassen und dann wieder getrennt“, sagte US—Präsident Donald Trump. Dieser Satz aus dem Weißen Haus ist schlicht widerlich und zeigt, welch Geistes Kind hier spricht. Menschen starben, etliche sind wieder auf der Flucht. Der Einmarsch der türkischen Armee ist ohne Wenn und Aber zu verurteilen, kein Land darf in ein anderes Land einmarschieren. Der Regierung Erdoğan geht es um innen- und geopolitische Motive, und bei der sogenannten Sicherheitszone geht es nicht um Sicherheit, sondern um die Neugestaltung Syriens.

Fakt ist aber auch: Alle Weltmächte, alle, auch die EU, haben für ihre eigenen ökonomischen und geostrategischen Interessen zugeschaut, wie das Völkerrecht gebrochen wurde und Kriegsverbrechen begangen wurden. Noch nicht einmal ein echtes Waffenembargo wurde hier beschlossen. Alle Welt weiß: Herr Erdoğan kann seinen Krieg nicht weiterführen, wenn die internationale Weltgemeinschaft eine eindeutige Sprache spricht und konsequenten ökonomischen und politischen Druck auf Erdoğan ausübt. Und das ist das, was wir fordern: ein echtes Waffenembargo, keine wirtschaftlichen Geschäfte mehr mit der AKP, die Anerkennung der Selbstverwaltungsstrukturen in Rojava.

Es braucht eine politische, friedliche Lösung für die Region, für Syrien, und keine militärische – ich unterstreiche: keine militärische! Rojava ist ein Beispiel hierfür. Die Kurden und die Syrischen Demokratischen Kräfte sind die fortschrittlichen Kräfte. Sie verdienen unsere Unterstützung. Und auch wenn die Staatschefs in der EU eigene geopolitische Interessen verfolgen, steht die Bevölkerung für Gleichberechtigung, Demokratie und Frieden.

  Miroslav Radačovský (NI). – Pán predsedajúci, odsudzujem tureckú agresiu v severnej Sýrii. Táto invázia nemá mandát Bezpečnostnej rady OSN, ani súhlas Sýrie, ktorá je riadnym subjektom medzinárodného práva. Táto turecká agresia musí byť konfrontovaná so silným odporom Európskeho parlamentu. Dôsledky tejto agresie budú znášať štáty Európskej únie vrátane migračných vĺn a príchodu rôznych teroristických skupín do Európy. Ak Európska únia nechce byť politickým trpaslíkom, tak musí, po prvé, nevyhnutne zrušiť sankcie uvalené na Sýriu Európskou úniou, po druhé, obnoviť diplomatické vzťahy so Sýriou, ktorá je krátko pred vyhlásením víťazstva, a oslobodiť ju od zasahovania niektorých imperialistických mocností do jej vnútorných záležitostí. Ak chceme byť spravodliví, odsúďme prítomnosť všetkých cudzích síl v Sýrii, ktoré sa tam nachádzajú v rozpore s medzinárodným právom. Takýmto jednoduchým spôsobom zabránime zabíjaniu ľudí Sýrie.

  Andrzej Halicki (PPE). – Panie Przewodniczący! Narodowi kurdyjskiemu jesteśmy winni solidarność i mam nadzieję, że jednogłośnie wszyscy przyjmiemy jutro tę rezolucję – to jest dla mnie oczywiste. Przypomnijmy, że Kurdowie przelewali krew po to, żebyśmy my, świat zachodni, mogli ogłosić zwycięstwo w walce z ISIS, samodzielnie wyzwalając takie miasta jak Kobane (pamiętamy wszyscy), Rakka czy wielokulturowy Mosul, w którym spędziłem kilka lat. Chciałbym powiedzieć o tym, że te słowa solidarności nie mogą przełożyć się na działanie praktyczne. Dlatego proponujemy dziś w rezolucji w sprawie budżetu na rok 2020 poprawkę, którą przygotowało PPE, dotyczącą zamrożenia środków przedakcesyjnych, to jest ustęp 45, i przesunięcia tych środków do rezerwy. Nie możemy oczywiście ograniczyć środków na pomoc uchodźcom, studentom i pomoc społeczeństwu obywatelskiemu, ale ta praktyczna poprawka wyrazi również stanowisko Parlamentu Europejskiego i brak zgody na masakrę narodu kurdyjskiego.

  Tonino Picula (S&D). – Poštovani predsjedavajući, dok mi opet raspravljamo o posljedicama turske intervencije u sjevernoj Siriji, istekao je dogovor o povlačenju kurdskih snaga između Sjedinjenih Država i Turske.

Ali, već ga je zamijenio novi, sličan dogovor između Turske i Rusije, načelno suprotstavljenih strana kada je teritorijalni integritet Sirije u pitanju. Čini se da je riječ o dogovoru prihvatljivom za sve tri uključene strane. No ostaje pitanje što s kurdskim borcima koji su dali izuzetan doprinos borbi protiv Islamske države? Što s borcima Islamske države koji više nisu pod kontrolom, a za koje zemlje članice i dalje ne žele preuzeti odgovornost? I najvažnije, što s lokalnim stanovništvom koje ni na jedan način nije uključeno u ovaj dogovor? Temeljni cilj mora biti prekid vojnih operacija, a posebno korištenja kemijskog oružja.

Ali, Europska unija ne smije biti samo pasivni promatrač dogovora drugih. Svakako podržavam predložene mjere zabrane izvoza oružja, zamrzavanja imovine pojedinaca, kao i posebno usmjerene ekonomske sankcije, što sve mogu biti instrumenti našeg djelovanja.

Međutim, kako možemo očekivati strateške odluke Europske unije o Siriji kad iste prošlog tjedna nismo uspjeli donijeti o neposrednom susjedstvu otvaranjem pristupnih pregovora? Opet otvaramo prostor aktivnijima od nas, ali onima koji ne dijele naše interese i vrijednosti.

  Hilde Vautmans (Renew). – Voorzitter, collega’s, Erdoğan heeft ons waar hij ons hebben wil. Hij heeft Europa helemaal in de tang genomen. In de eerste plaats doordat wij in 2016 ons eigen migratiebeleid aan hem hebben uitbesteed. Hij heeft de sleutels van de toegangspoort tot Europa in handen, waardoor hij telkenmale kan dreigen om die grote poort met migratiegolven open te zetten. In de tweede plaats, nu, door Noord-Syrië binnen te vallen, zogezegd om een veilige zone te creëren, zogezegd voor hun veiligheid, maar we weten allemaal dat het is om de Koerden te bestrijden.

“Waar is Europa?”, vragen de mensen zich af. Wat doet Europa om dit bloedige conflict tot een einde te brengen? Wel, Europa kijkt werkloos toe. Europa kijkt toe hoe Poetin het dictatoriale regime van Assad ondersteunt. Europa kijkt toe hoe Amerika eerst de militaire leiding neemt en dan halsoverkop vertrekt. Vandaag kijkt Europa werkloos toe hoe Turkije onder valse voorwendselen het conflict verergert. Het erge is dat we ons tot toeschouwers gedegradeerd hebben, terwijl wij de gevolgen van de crisis moeten opvangen. Wij zullen de migratiestromen moeten volgen. Het zijn onze jongeren die radicaliseren en naar daar vertrekken.

Collega's, het is de hoogste tijd voor actie: ten eerste moeten we een dialoog met Turkije opzetten, ten tweede moeten we zorgen voor die veilige zone, door de VN gecontroleerd. Dat is wat het Parlement wil. Het is ook de hoogste tijd dat Europa zijn eigen veiligheidsbeleid in handen neemt. We zullen niet op de Amerikanen en de Russen hoeven te rekenen om onze belangen te verdedigen. Voorts wil ik ook een oproep doen om rekening te houden met de meer dan 700 Europese kinderen in de kampen. Die verdienen onze aandacht. Die moeten niet opdraaien voor de zonden van hun ouders. En laten we echt werk maken van een Europese defensie—unie en een echt Europees asiel- en migratiebeleid. Dank u wel.

  Sergey Lagodinsky (Verts/ALE). – Mr President, two grey-haired, elderly men got together in Moscow and decided to divide a region. Two grey-haired, elderly men could only do so because we failed. Because our institutions have failed. Because this Parliament has failed its purpose. Because the Council has failed its purpose, and the Commission as well.

Where are the comprehensive arms embargo measures? Where are the targeted sanctions that we are talking about?

We were not able to take responsibility for this region, and others took it. But it’s not too late. We still can develop into a political actor. Abolish unanimous decisions and foreign policy, invest in more diplomacy and more foreign policy ability of the European Union. We have five years to do so. Maybe not now, not to help those people – and we are ashamed of it. But let’s change in the upcoming five years, and if you want to prevent elderly, grey-haired man deciding about the fate of the world, let’s invest also in a feminist foreign policy, so that we have more women to decide about the future of the world.

And one more thing I want to mention: there is a consensus here, as Mr Gahler said. There are various political powers and political forces voting for a very harsh resolution, but they are doing so for various political reasons, and I can tell you what our reason is to vote for those harsh words. We want to secure a European future for Turkey, and in order to secure a European future for Turkey, we must tame Turkish imperialism of the government and we must tame the Turkish anti-humanitarian militarism of this government, because the European future of Turkey are the civilians, the artists – many people who are in prison now, and for them it is worth fighting for this future. For those who are saying that we want to prevent it, that they want to vote for this resolution to prevent a future for Turkey in Europe, we are saying quite clearly: we are voting for this harsh resolution in order to allow a future for those people. A future in democracy and a future in Europe, against Erdoğan but for Europe.

  Ivan David (ID). – Pane předsedající, zdráhám se hlasovat pro rezoluci tak, jak je připravována, protože to, co v ní bylo silné, bylo z ní odebráno a byly tam dodány články, se kterými lze těžko souhlasit. Dalo by se to shrnout slovy – příliš pozdě a příliš málo.

Byli to Kurdové a budou to Kurdové, kteří zase utrpí a budou obětí, a nejhorší na tom je, že to je na základě a podle vzoru smlouvy z Adany, kde je na ně nahlíženo nebo bylo na ně nahlíženo jak syrskou, tak tureckou stranou jako na teroristy.

Byli to Kurdové, kteří se velkou měrou podíleli na zničení Islámského státu tak, jak působil. A Evropa opět prokazuje svoji mimořádnou slabost. Jedině ekonomická blokáda by mohla dosáhnout podstatných změn a k tomu není ochota.

  Assita Kanko (ECR). – Mr President, when I was a child, if someone would say that the Americans would come and save us, I actually tended to believe it because of American movies. I don’t know if it was right and I don’t know if today it would be wrong. If I was a child again and someone were to say, ‘wait, Europe will come and save you’, maybe I’d start saving myself.

Europe has chosen diplomacy as a powerful tool and I think this is very beautiful. Diplomacy is indeed a powerful tool, but only when the person across the table knows you are willing to act. We must show that, when it comes to ensuring global stability, the EU is not a talking shop but a beacon of hope for those fighting for freedom, for their lives.

We should halt licenses for arms exports to Turkey and consider putting in place economic sanctions. We must push for a no-fly zone in north-east Syria and call for peace talks to be resumed with the involvement of Kurdish representation. We should put an immediate block on European pre-accession aid and guarantee humanitarian assistance in the region for those displaced and in harm’s way. While some world leaders seek to retreat from their responsibilities in the Middle East, this is the time for the EU to step forward and also pay special attention to women suffering a lot of abuse over there.

Vi har set, hvordan Trump har svigtet vores pro-demokratiske og kurdiske allierede i Syrien. Vi har set, hvordan Erdogan har fortsat med sit foretagende, mens EU har svigtet. Og i går så vi, hvordan Putin og Erdogan på et møde i Rusland besluttede, hvordan de vil dele rovet i Syrien. Mens vi står her og taler, forbereder tyrkisk og russisk militær sig på at rykke ind i de største kurdiske og kristne befolkningscentre i Syrien. Erdogans erklærede mål er etnisk udrensning.

Kære kolleger, hvis vi suspenderer toldunionen mellem EU og Tyrkiet, vil Erdogans økonomi bryde sammen. Erdogan vil således blive tvunget i knæ, og den tyrkiske invasion vil stoppe. Kære kolleger, vi kan stoppe Erdogan. Det er et spørgsmål om politisk vilje. Kære kolleger, det er tid til at handle.

  Αθανάσιος Κωνσταντίνου (NI). – Κύριε Πρόεδρε, κυρίες και κύριοι, σε συνέχεια της προηγηθείσης ενημερώσεως σχετικά με τις τουρκικές επιχειρήσεις στη βορειοανατολική Συρία και με βάση τα διαλαμβανόμενα σε ειδησεογραφικές πληροφορίες διεθνών Μέσων Μαζικής Επικοινωνίας, επιθυμώ να επισημάνω τα εξής: η στρατιωτική επιχείρηση της Τουρκίας εναντίον των κουρδικών δυνάμεων προκάλεσε ήδη μαζικό εκτοπισμό πληθυσμού. Επίσης, υπήρξαν ποικίλες αναφορές για αδιάκριτες επιθέσεις κατά αμάχων. Εάν αυτό το στοιχείο επιβεβαιωθεί, συνεπάγεται πως αυτές οι επιθέσεις θα αποτελούν εγκλήματα πολέμου. Αυτό το ενδεχόμενο μάλιστα τονίστηκε και στη δήλωση του Αμερικανού Υπουργού Άμυνας Esper. Οφείλω επίσης να τονίσω τη χθεσινή δήλωση του James Jeffrey, του ειδικού απεσταλμένου του Αμερικανού Προέδρου για τη Συρία, ότι δεκάδες τζιχαντιστές του ισλαμικού κράτους αφέθηκαν ελεύθεροι μετά την έναρξη της εισβολής του τουρκικού στρατού στη βορειοανατολική Συρία. Για τα δύο προαναφερθέντα στοιχεία, οφείλουν τα όργανα της Ενώσεως να επιδείξουν συστηματική ενάργεια στην αντιμετώπισή τους.

  David McAllister (PPE). – Madam President, the Turkish military operation in north—eastern Syria is yet another devastating event in an extremely tragic conflict. It has serious humanitarian, military and political repercussions, it causes suffering for the local people and it may contribute to a resurgence of Islamic terrorism. I would like to underline what colleagues, especially the group coordinators of the EPP, S&D and ALDE, have mentioned this morning.

I would like to inform you that this week in my capacity as Chair of the Committee on Foreign Affairs (AFET) I published, together with the Chairs of the Foreign Affairs Committees of Germany, France, the United Kingdom and also the US House of Representatives, a joint statement on the Turkish invasion. In our letter, we consider the abandonment of the Syrian Kurds to be wrong as the Syrian Democratic Forces massively contributed to the successful yet unfinished fight against Daesh in Syria. We deeply regret the decision of the President of the United States to withdraw American troops from north-eastern Syria and we call upon the European Union and the Member States to take responsibility and engage in the conflict resolution.

In our draft resolution that will be voted tomorrow, we also call for a strong and comprehensive EU reaction to this ongoing crisis. A final remark – I welcome initiatives to establish an internationally controlled security zone in north-east Syria. Such a zone could stabilise the region and make sure that rebuilding civilian life is possible again.

  Nacho Sánchez Amor (S&D). – Señora presidente, como ha declarado el Consejo —y es la posición de mi Grupo—, la operación militar turca en territorio sirio constituye una clara violación del Derecho internacional. Además, hay todo tipo de contraindicaciones políticas, pero esta es la que debemos poner en primer lugar.

El Derecho internacional es el marco para todos y es el que la Unión Europea ha utilizado para establecer un camino para la paz y la reconstrucción del país con un Consejo Constitucional plural. Por tanto, ninguna de las preocupaciones en materia de seguridad que pueda alegar Turquía justifica invadir militarmente un país vecino; esa no es una solución, sino el prólogo del siguiente problema.

Turquía, como miembro de la Alianza Atlántica, puede solicitar la solidaridad de sus aliados, pero no puede actuar fuera del marco legal multilateral.

Mantener un enorme número de refugiados sirios tampoco es un pasaporte para invadir militarmente a un vecino, y alegar que se defiende la soberanía y la integridad territorial de ese vecino, disponiendo militarmente de su suelo y de su población, es contradictorio en sí mismo.

Nadie puede acudir a un país vecino a interferir en sus complejos equilibrios étnicos o demográficos y ello sea cual sea la fuerza militar que se va y la fuerza militar que viene a llenar ese inesperado y peligroso vacío. Nadie puede disponer de un territorio y el único reasentamiento posible es el de las familias sirias en sus lugares de origen sobre una base voluntaria.

  Irina Von Wiese (Renew). – Madam President, at the time of the Turkish invasion about seven thousand children of ISIS fighters lived in camps in northern Syria. Among them about 700 EU citizens. Many were forced to flee and their fate is now unknown. We cannot abandon these children, or punish them for the crimes of their parents. No child under 10 is criminally liable in any EU Member State. I call on Member States today to comply with international, European and national laws and repatriate these children now, before it is too late.

  Saskia Bricmont (Verts/ALE). – Madame la Présidente, Mesdames et Messieurs, chers collègues, je vous invite à fermer les yeux un instant, le temps de mon intervention.

Vous avez des enfants et l’aîné, votre fils adoré, quitte un jour la Belgique ou votre domicile pour un combat qui n’est pas le vôtre. Vous vous battez comme une lionne pour qu’il revienne. Rien n’y fait. Seule la volonté politique manque.

Vos petits-enfants naissent dans ce contexte de guerre dans des conditions humanitaires déplorables, en situation de malnutrition chronique. Le conflit n’épargnera pas votre fils qui meurt pour la cause, celle-là même que vous combattez depuis votre siège au Parlement européen. À nouveau, vous vous battez comme une lionne pour que vos petits-enfants, qui ne sont en rien responsables de la situation, victimes d’une guerre qu’ils n’ont pas choisie, soient rapatriés en Europe, en lieu sûr.

Aujourd’hui, en tant qu’hommes et femmes politiques, vous avez ce pouvoir de rapatrier ces enfants européens, et l’Union européenne peut coordonner cette action, au nom de l’intérêt supérieur des enfants consacré dans la Convention internationale des droits de l’enfant, que nous nous sommes tous et toutes engagés à respecter.

  Thierry Mariani (ID). – Madame la Présidente, il y a un an, j'écrivais sur Twitter: «Et au final de l'histoire, le seul qui protégera les Kurdes de Syrie face au risque d'extermination par l'armée turque, ce sera le gouvernement légal de Syrie du président Assad». Cette position peut surprendre, mais pourtant elle était tellement prévisible!

En effet, comment on pouvait-on douter que les Kurdes seraient abandonnés par ceux qui affirmaient à grands cris qu'ils leur resteraient fidèles, encourageant leurs velléités autonomistes? Comment pouvait-on douter de la volonté du président Trump, qui avait annoncé déjà longtemps à l'avance qu'avant les élections, il n'y aurait plus un soldat américain? Comment pouvait-on oublier aussi que la réaction turque serait inévitablement ce qu'elle a été? Je ne suis pas là pour défendre la Turquie, je condamne très fermement son incursion dans le territoire syrien, mais quel État accepterait d'avoir à ses frontières des groupes terroristes qui font régulièrement des excursions sur son territoire?

Alors, quelle est la solution aujourd'hui pour la paix en Syrie? Retrouver le droit international, respecter la souveraineté syrienne sur l'ensemble du territoire et encourager la politique gouvernementale de réconciliation? Comment justifier, par exemple, les sanctions que fait encore peser l'Union européenne sur le matériel médical? La conclusion de cette histoire, quelle est-elle? Nous avons eu une vision sécuritaire, humanitaire, alors qu'il aurait fallu avoir, comme d'autres États l'ont eue, une vision stratégique et une vision tenant compte des spécificités de la région. Résultat: nous sommes spectateurs, commentateurs, nous regrettons, nous votons des motions, mais dans ce texte, nous n'avons jamais été acteurs. Il est temps peut-être que l'Union européenne tienne compte des réalités et ait enfin une vision stratégique de sa politique internationale.

  Hermann Tertsch (ECR). – Señora presidenta, la invasión turca en Siria es sin duda una tragedia. Pero es una tragedia previsible, porque Turquía tiene intereses en la región —tiene intereses serios— y los tres millones y medio de refugiados que tiene allí son un hecho absolutamente incontrovertible, que pesa como una losa, y al que no hemos hecho caso nosotros hasta que ha sucedido lo que está sucediendo en este momento.

Creo que hay que presionar a Turquía sin duda para que se refrene y para que se creen las zonas de exclusión y unas zonas protegidas. Pero, de hecho, ni a Turquía le interesa una «pax Putin» en Siria a largo plazo, porque solo sería de beneficio para el propio Putin y para Irán, ni Europa puede hacer otra cosa en este momento que llorar y lamerse las heridas porque no hemos hecho absolutamente nada. Y pensar que los americanos van a estar siempre en todas partes, poniendo el dinero y poniendo los muertos, es una cosa perfectamente falta de realismo, que en Europa se ve continuamente y que desde luego no tiene ningún futuro.

  Γιώργος Γεωργίου (GUE/NGL). – Κυρία Πρόεδρε, και πολιτικοί ταγοί της Ευρωπαϊκής Ένωσης, θυμάστε που θα φέρνατε μαζί με άλλους την άνοιξη στις αραβικές χώρες; Τώρα που ήρθε η βαρυχειμωνιά, κλαίτε με κροκοδείλια δάκρυα επί των ερειπίων. Πριν από οκτώ χρόνια, ξεκίνησε μια ξένη εισβολή σε βάρος της κυβέρνησης της Συρίας για να την ανατρέψει και για να διαμελίσει τη χώρα. Οι Ηνωμένες Πολιτείες της Αμερικής, το ΝΑΤΟ, η Τουρκία, χώρες της Ευρωπαϊκής Ένωσης και μοναρχίες του Κόλπου εξόπλισαν, δια της συριακής αντιπολίτευσης, τις ορδές των τζιχαντιστών και του ισλαμικού κράτους.

Τώρα, με την ανοχή της Ρωσίας και της Αμερικής και με τις φραστικές καταδίκες μόνο της Ευρωπαϊκής Ένωσης, αμολήθηκε ως θηρίο ο Erdoğan για να πιεί το αίμα και για να ξανατσακίσει έναν πολύπαθο λαό, τους Κούρδους. Κανένας δισταγμός, καμία ηθική αναστολή από κανέναν! Φτάνει να ξαναμοιραστεί η περιοχή, να πουληθούν όπλα, να βγει το πετρέλαιο! Εν τέλει, θεωρώ ότι ακούγονται τραγελαφικά όλα αυτά και ότι εμείς είμαστε μάλλον τραγικοί.

  Fabio Massimo Castaldo (NI). – Signora Presidente, onorevoli colleghi, in meno di un mese Erdogan ha violato la legge internazionale invadendo la Siria, dato inizio a una pulizia etnica e mostrato, come sottolinea Amnesty International, un vergognoso disprezzo per le vite civili, compiendo gravi violazioni dei diritti umani e crimini di guerra.

Ben venga quindi la decisione di molti Stati membri, purtroppo non tutti, di sospendere le forniture di armi verso Ankara, ma non è abbastanza, dobbiamo innanzitutto chiudere definitivamente la farsesca procedura d'ingresso della Turchia nell'Unione. Non ne esistono da tempo più le premesse.

Va poi bloccato contestualmente ogni finanziamento europeo che possa finire nelle tasche di Erdogan. Stiamo pagando carissima la scelta di nascondere sotto un tappeto turco, dietro lauto pagamento, il problema dei flussi migratori che sono ormai usati come un costante spauracchio per metterci a tacere.

In terzo luogo, non dobbiamo avere nessun timore ad usare l'intero ventaglio di opzioni a nostra disposizione: sanzioni economiche mirate, sospensione delle preferenze commerciali e sospensione dell'accordo doganale UE-Turchia.

Cari colleghi, le conseguenze dei nostri errori passati sono penosamente sotto gli occhi di tutti. Non abbandoniamo il popolo curdo, per l'ennesima volta, almeno noi europei.

  Traian Băsescu (PPE). – Doamnă președintă, invazia turcă în nord-estul Siriei are două componente: o componentă de securitate, care este pornită din credința Ankarei că are de—a face cu milițiile kurde ca structuri teroriste, și o componentă legată de migrație și umanitară. Efectele acestei invazii sunt extrem de dure. Printre acestea, constatăm că armata siriană este, pentru prima dată după mulți ani, în nordul Siriei, ceea ce a și împiedicat Turcia să obțină toți cei 440 km de control al frontierei, trebuind să se mulțumească cu 120 km.

Pe de altă parte, invazia a generat strămutarea, în numai cinci zile, a 170 000 de sirieni și 200 de decese. Nu în ultimul rând, invazia turcă a prilejuit lui Putin ocazia de a poza în garantul viitoarei independențe a Siriei, a integrității teritoriale a Siriei și, altfel spus, influență totală în Siria. Poziția noastră... (Președinta a întrerupt vorbitorul)... s-a limitat la a anunța că ... (Președinta a întrerupt vorbitorul)... nu mai exportăm armament. Foarte bine, nu mai exportăm armament noi, europenii, ia armamentul de la Putin. Soluția este... (Președinta a întrerupt vorbitorul)... sprijinirea reprezentanților ONU pentru garantarea... (Președinta a întrerupt vorbitorul)... unei zone de securitate la frontiera turco-siriană.

  Isabel Santos (S&D). – Senhora Presidente, este é um daqueles momentos que não admitem meias palavras ou silêncios. A ofensiva militar turca no nordeste da Síria representa uma grave violação do direito internacional, ameaça a estabilidade e a segurança já de si periclitantes na região, levou à deslocação forçada de populações fragilizadas por um longo conflito e abriu portas a um possível ressurgimento do Daesh. Não pode passar sem uma firme condenação.

A iniciativa do Conselho Europeu de embargo do fornecimento de armas, apesar de bem—vinda, não basta. Deve estender-se a todos os fornecimentos em curso e deve-se ir mais longe, adotando sanções dirigidas a indivíduos direta ou indiretamente implicados em violações de direitos humanos e a interesses económicos.

É preciso que fique bem claro que a União Europeia não se deixará chantagear, que continuaremos a prestar apoio humanitário aos refugiados sírios e aos países vizinhos que os acolhem, mas rejeitamos qualquer operação de retorno forçado. O regresso destes cidadãos ao seu país só poderá ser feito de livre vontade e uma vez reunidas condições de o fazerem com dignidade e segurança.

A União Europeia não pode apoiar qualquer operação de reengenharia social. Neste momento difícil não podemos deixar de assinalar a coragem do povo curdo e das forças democráticas da Síria, lutando ao lado da coligação internacional contra o Daesh, e retirar daí as devidas consequências, mantendo a nossa solidariedade.

  Nathalie Loiseau (Renew). – Madame la Présidente, ce qui se passe aujourd’hui au nord-est de la Syrie, ce n’est pas qu’un épisode de plus dans la tragédie qui frappe la Syrie depuis huit ans. Cette tragédie, elle est aussi la nôtre. L’offensive turque a pris pour cible des troupes kurdes qui combattaient Daech à nos côtés. Les milices, soutenues par Ankara, ont sauvagement exécuté des leaders politiques. Je pense à Hevrin Khalaf qui partageait et promouvait nos valeurs. Les camps, où des terroristes européens étaient détenus, se sont retrouvés sans surveillance.

Le droit international que nous avons construit a été bafoué. L’Alliance atlantique, qui a vocation à servir de socle à notre sécurité, a été prise de court et est parue paralysée. Mais surtout, où est l’Union européenne?

Nous ne pouvons pas nous réjouir que le rôle de la Russie au Proche-Orient soit renforcé. Nous ne pouvons pas nous satisfaire que notre allié américain nous ait considérés comme quantité négligeable dans ses choix. Si nous ne réagissons pas, l’histoire se fera sans nous et peut-être même contre nous. Nous n’avons jamais eu autant besoin d’une autonomie stratégique. Nous n’avons jamais eu autant besoin d’une défense européenne qui nous permette de nous protéger, de nous faire respecter et de faire respecter nos valeurs lorsque nos alliances sont défaillantes.

  Ernest Urtasun (Verts/ALE). – Señora presidenta, asistimos a la vergüenza del abandono de aquellos que combatieron al ISIS en primera línea. Es una auténtica vergüenza esos 300 000 desplazados —70 000 niños, según Unicef— que están sufriendo una operación militar turca ilegal desde el punto de vista del Derecho internacional. Que Trump tolere esto es esperable; que la Unión Europea no haga nada, es absolutamente vergonzante.

Debemos no solo condenar la operación militar turca, sino que debemos, sin duda, exigir una retirada y debemos exigir que se cumpla el mandato de las Naciones Unidas, que se retome el diálogo multilateral en la región, el marco de Ginebra, y que se respete la Resolución 1325 del Consejo de Seguridad, y, sobre todo, debemos impulsar una misión de las Naciones Unidas en la región.

Debemos también asumir nuestras propias responsabilidades: no podemos tolerar, de ninguna de las maneras, que Erdogan pretenda devolver a esa zona a los refugiados sirios. Nosotros debemos abrir vías de reasentamiento, porque esta también es nuestra responsabilidad y hemos estado ciegos ante esto durante demasiado tiempo.

¿Qué ocurre con el armamento? No hemos sido capaces de tomar una decisión que vaya más allá de las nuevas licencias de exportación de armamento a Turquía. También debemos frenar la exportación de armamento que se está produciendo con licencias ya concedidas.

Miren: en Siria Europa ha fallado, por pragmatismo, por desidia... Y debemos dejar de ser espectadores, debemos asumir nuestras responsabilidades, porque la crisis humanitaria también es nuestra responsabilidad.

  Harald Vilimsky (ID). – Herr Präsident, meine sehr geehrten Damen und Herren! Wieder einmal steht die Türkei hier zur Debatte, wieder einmal steht Präsident Erdoğan zur Debatte – dieses Mal nicht aufgrund von fehlender Pressefreiheit, fehlenden Menschenrechten, der inneren Situation der Türkei, nein, dieses Mal aufgrund eines Angriffskrieges in Nordsyrien. Die komplette Region ist destabilisiert.

Es gibt auch einen großen Verlierer: Das sind wieder einmal die Kurden, die auch in den letzten Jahren nie die notwendige Unterstützung der internationalen Staatengemeinschaft erhalten haben – im Übrigen das größte Volk dieses Planeten ohne eigenen Staat. Ich fordere, dass hier endlich Konsequenzen gezogen werden. Ich weiß gar nicht, wie viele IS-Kämpfer jetzt auch in der Region freikommen und sich Richtung Europa aufmachen können.

Die Konsequenzen, die zu treffen sind: endlich einmal den Beitrittswerberstatus der Türkei mit der Europäischen Union beenden, weiter die Heranführungshilfe endlich beenden, hier auch überlegen, mit Sanktionen zu agieren, und endlich auch ein Waffenembargo verhängen, denn diese Situation, so wie sie sich jetzt darstellt, ist untragbar.   Charlie Weimers (ECR). – Fru talman! Den operation som Turkiet inlett i Syrien illustrerar förhållandet mellan gränskontroll och utrikespolitik. På grund av vänsterns naivitet har Europas ledare tvingats anförtro vår gränsbevakning till Turkiet. Vi kan inte uttala det vi vill och inte göra det vi vill på grund av det ständiga hotet att Turkiet öppnar gränsen för migranter. Erdoğan tillåts hålla Europa som gisslan.

Det EU:s höga representant borde uttala är att Turkiet har destabiliserat regionen, orsakat civila offer, undergrävt säkerhet och stabilitet, ökat risken för terrorism och skadat koalitionen mot Islamiska staten. Hon bör lägga till att vi aldrig kommer att acceptera demografiska förändringar i området. Men det kommer hon inte, för vi saknar kontroll över våra egna gränser.

  Κωνσταντίνος Αρβανιτης (GUE/NGL). – Κυρία Πρόεδρε, αγαπητοί συνάδελφοι, τα γεγονότα αποδεικνύουν ότι υπάρχει μια καθαρή συμφωνία μεταξύ Trump και Putin, με βασικό παίκτη τον κύριο Erdoğan. Μοιάζει σαν τη διαφήμιση εταιρείας ουίσκι, γνωστής εδώ στη Δύση, «ο ένας φεύγει, ο άλλος έρχεται». Η χθεσινή συμφωνία του κυρίου Erdoğan με τον κύριο Putin αποδεικνύει του λόγου το αληθές. Η Ένωση παίζει, για άλλη μια φορά, τον ρόλο της «συμμετοχικής αποχής», με το αζημίωτο φυσικά για κάποιες χώρες της. Απαντώντας σε ερώτηση της γερμανικής αριστεράς, η γερμανική κυβέρνηση απάντησε ότι μέχρι το εμπάργκο, μέχρι προχθές δηλαδή, οι πωλήσεις στην Τουρκία ανέρχονταν σε 250 δισεκατομμύρια EUR για στρατιωτικό υλικό, για όπλα δηλαδή, στο πρώτο οκτάμηνο του 2019. Από αυτό το μακελειό φαίνεται ότι όλοι κερδίζουν, εδραιώνοντας τον κύριο Erdoğan ως κυρίαρχο παίκτη στο Λεβάντε.

Όμως υπάρχουν κάποια ερωτηματικά που θέλουμε να θέσουμε: ποιος θα προστατεύσει τους Κούρδους, ένα εκατομμύριο ψυχές στην περιοχή, η Ένωση; Τι θα πούμε, ποιος θα κάνει κάτι για το νέο κύμα προσφυγιάς που θα πάρει το δρόμο προς την Ευρώπη και τα ελληνικά νησιά, η Ένωση; Θα στείλουμε τη συμπόνια μας; Θα κάνουμε μια νέα συμφωνία Ευρωπαϊκής Ένωσης-Τουρκίας, θα βλέπουμε τον κύριο Orbán να κλείνει τα σύνορά του; Η πολιτική πλειοψηφία της Ένωσης, μέρα με την ημέρα, κάνει την Ένωση ολοένα και πιο αναξιόπιστη στο διεθνές παιχνίδι.

  John David Edward Tennant (NI). – Madam President, I find myself wondering what on earth Turkey thinks it’s doing with its military aggression in north-east Syria. Haven’t they an ounce of humanity? Don’t they recognise the huge suffering that nation has already seen through civil war, through ISIS, through bombing, and yet here we stand debating Turkey, which is still, on paper, a candidate for EU accession.

When Brexiteers pointed out the instability of the Erdoğan regime, we were smeared by this Chamber. We were accused of all kinds of awful things for pointing out that Erdoğan’s world view is incompatible with modern democracy. Those who have turned a blind eye can do so no longer and you should look in the mirror when you see what you have enabled. I’m going to sit back down now and resist the temptation to say I told you so.

  Francisco José Millán Mon (PPE). – Señora presidenta, en un conflicto tan duradero y complejo como el sirio no necesitábamos más crisis ni más intervenciones unilaterales. La acción turca ha implicado sufrimiento, pérdida de vidas y el desplazamiento de muchas personas. Podía haber implicado además ventajas para el Dáesh al facilitar la evasión de los hasta ahora detenidos. Y además también conlleva una mayor presencia en la zona de Rusia, que se está convirtiendo en el árbitro de la situación, más después del acuerdo ayer en Sochi.

La salida de los Estados Unidos de Siria y la ausencia de la Unión Europea han creado un vacío que ahora se ve ocupado por Rusia, Turquía e Irán. Las decisiones de los Estados Unidos tienen importantes consecuencias: siguen siendo la potencia indispensable, aunque no quieran serlo.

Por otra parte, la Unión Europea tiene que estar más presente en el plano exterior. No puede limitarse a la ayuda humanitaria y a contribuir a la reconstrucción. La Unión tiene que prevenir, facilitar soluciones. Necesitamos una política exterior de seguridad y defensa mucho más activa. Los instrumentos de gobernanza mundiales, como el Consejo de Seguridad, están poco operativos y Washington sigue una línea de repliegue exterior. La Unión Europea necesita una política exterior —digo— de seguridad y defensa más activa, más ambiciosa, y el caso sirio desgraciadamente así nos lo demuestra.

  Evin Incir (S&D). – Fru talman! Jag skäms över det internationella samfundet och EU:s hittills passivitet i kampen för demokrati och mänskliga rättigheter och i försvaret av folkrätten i Rojava. Jag hade hoppats på att vi i förslaget till gemensam resolution även skulle ha sett bland annat åtgärder som no fly zone i Rojava och att EU tar initiativ till att bevaka gränsen mellan Turkiet och Syrien genom en fredsbevarande styrka.

Det nuvarande förslaget är bra men ej tillräckligt. Vi måste även kalla det som händer vid dess rätta namn: en invasion med målet om en ockupation, inte en operation och inte en intervention. Jag var i irakiska Kurdistan under helgen. Där träffade jag Mohammed, tolv år, ett av de många barn från Rojava som har blivit träffad av det som misstänks vara vit fosfor. Mohammeds enda brott är att födas som kurd i en tid då diktatorn Erdoğan styr i Turkiet och världen förblir tyst.

För hundra år sedan begick Ismail Enver Pascha ett av historiens värsta folkmord på assyrier, syrier, greker, armenier och andra kristna. För lite mindre än femtio år sedan invaderades norra Cypern på uppdrag av Bülent Ecevit och för två veckor sedan bestämde sig Recep Tayyip Erdoğan för att invadera Rojava. Vi får inte förbli tysta varje gång.

  Petras Auštrevičius (Renew). – Madam President, using military force is not the right approach to solve the strategic security challenges faced by Turkey within its southern border. On the contrary, it only adds new ones.

While fighting the Kurdish military forces, Turkey hurts Kurds, Syrians and its own citizens. In addition to civilian casualties, the old wounds and anxieties of a deeply traumatised population along the border are being reopened. The unfortunate US military withdrawal, unnecessary Turkish military invasion and destructive Russian military and political presence in Syria have created a new geo-strategic shift, which can hardly be balanced or sustainable. The EU must play an active role in ensuring Turkish accountability and, at the same time, do everything possible to pursue a critical dialogue with Turkey.

Speaking of Syrian Kurds, we must seek ways to relinquish their long-time suffering.

  François Alfonsi (Verts/ALE). – Madame la Présidente, l'agression de l'armée turque au Rojava ou Kurdistan syrien soulève des enjeux fondamentaux pour l'avenir de l'Europe.

Premier enjeu, celui de la stabilité de cette partie du monde. Les Kurdes ont opposé énergie et courage jusqu'à la victoire contre Daech, alors même que la Turquie a fait preuve et fait encore preuve de duplicité. S'attaquer aux Kurdes, c'est compromettre le seul véritable rempart contre le terrorisme.

Deuxième enjeu, celui des valeurs démocratiques à promouvoir. En ce qui concerne le droit des femmes, notamment, le Kurdistan propose un modèle nouveau à tout le monde musulman, aux antipodes de ce qui existe dans la plupart des pays musulmans. C'est capital pour l'avenir du monde.

Troisième enjeu, celui de la sécurité de l'Europe dans un monde de plus en plus dangereux, où nous aurons besoin d'alliés. Comment l'Europe trouvera-t-elle des alliés demain si elle ne protège pas ses alliés d'aujourd'hui?

L'Union européenne peut agir fortement de son propre chef en décidant de sanctions économiques et diplomatiques effectives fortes et immédiates. Le commerce entre la Turquie et l'Europe est le plus important, bien plus que celui avec les États-Unis. Notre responsabilité est donc d'imposer dès aujourd'hui des sanctions dissuasives à l'égard de la dictature de M. Recep Tayyip Erdoğan.

Me kutsume üles vastusammudele ja me peame reageerima, ma olen sellega täiesti nõus, kuid mis need vastusammud konkreetselt on? Hetkel ma kuulsin eelkõnelejalt – healt kolleegilt vasakparteist – nii-öelda konkreetseid ettepanekuid majandussanktsioonideks. Täiesti nõus. Euroopa Liit on maksnud viimase nelja aasta jooksul kuus miljardit eurot. Mille jaoks? Selle jaoks, et alluda Türgi survele! Ja teine asi – kas meile meeldib või mitte, aga Ameerika Ühendriigid on mänginud stabiilsuse hoidmisel väga olulist rolli ja kui ameeriklased välja tõmbuvad, siis tekib liiga suur avaus Venemaale ja Türgile, mis on meie jaoks vastuvõetamatu ja tähendab suuremat koostöövajadust Euroopa Liidu ja Ameerika Ühendriikide vahel.   Bert-Jan Ruissen (ECR). – Voorzitter, het is onacceptabel wat er is gebeurd. Het vreedzaam samenleven tussen Koerden, christenen en jezidi’s onder democratisch zelfbestuur in Noordoost-Syrië is wreed verstoord door de Turkse opmars met de orwelliaanse naam “Peace Spring”. Onze bondgenoten die zich in het belang van onze Europese veiligheid in de strijd tegen IS hebben opgeofferd, worden ruw uiteengedreven, met een nieuwe humanitaire crisis en verdere destabilisatie als gevolg.

Waar is Europa, of beter, waar wás Europa? Eerder dit jaar weigerden EU-lidstaten één voor één toen de VS verzocht om militaire steun aan de Syrische Democratische Strijdkrachten. Over eerlijkheid gesproken. Maar duidelijk is dat Turkije een grens is gepasseerd. Dat vereist een krachtige tegenreactie vanuit de EU, meer dan de zwakke veroordeling tot dusver, gegijzeld door de Turkse wurggreep van de vluchtelingendeal. Hoe geloofwaardig is Turkije nog als kandidaat-lidstaat? Het is tijd voor het beëindigen van de toetredingsonderhandelingen. Of geeft de EU toe aan de Turkse Koerdenfobie en de Ottomaanse aspiraties van Erdoğan?

  Miguel Urbán Crespo (GUE/NGL). – Señora presidenta, hace apenas una semana, tras reunirse con autoridades turcas, el comisario europeo de Migraciones afirmaba que Turquía sigue siendo un socio clave en la gestión de la migración y reafirmó la vigencia del «acuerdo de la vergüenza» entre la Unión Europea y Turquía. Estas declaraciones se hacían mientras el Ejército turco invadía Rojava.

Parece que la Unión Europea no solo está decidida a mirar hacia otro lado, sino, incluso, a legitimar a Erdogan en su guerra contra el pueblo kurdo, con tal de que siga haciendo de policía de fronteras de la Unión Europea, de la «Europa fortaleza».

Desde aquí, queremos mostrar nuestro apoyo y solidaridad internacionalista con Rojava; condenamos la invasión turca y sus objetivos de limpieza étnica sobre el pueblo kurdo.

La Unión Europea no puede ser cómplice de esta masacre. Los acuerdos con Turquía se deben congelar. Llamamos a utilizar toda la presión popular e institucional necesarias para acabar con la guerra.

  Martin Sonneborn (NI). – Frau Präsidentin, liebe Kollegen! Wenn ich derzeit irgendwo gefragt werde, was ich beruflich mache, erkläre ich, dass ich gerade aus dem Gefängnis komme und mich noch orientieren muss. Dass ich etwas mit der EU zu tun habe, ist mir zu peinlich in Zeiten wie diesen, in denen der Irre vom Bosporus ungestraft Angriffskriege führt, Zivilisten mit deutschen Waffen töten lässt und man das Verhalten von EU, NATO und Bundesregierung nur als Beihilfe werten kann.

Mit dem türkischen Diktator müsse man eine Sprache sprechen, die er versteht, heißt es. Und deshalb sage ich: Wenn Erdoğan mit drei Millionen Flüchtlingen droht, dann drohen wir mit drei Millionen Türken aus Kreuzberg – Zwinker-Smiley. Und wenn das nicht reicht, schicken wir noch drei Millionen deutsche Rentner hinterher. Beide Maßnahmen dürften zudem den Wohnungsmarkt entspannen, die deutsche Rentenkasse entlasten und der Letztwählerpartei CDU eine empfindliche Wahlniederlage bescheren.

  Jeroen Lenaers (PPE). – Voorzitter, er is al veel gezegd over het conflict in Syrië en over de geopolitiek ervan. Maar laat me ook benadrukken: het gaat niet alleen over geopolitiek, het gaat ook over onze veiligheid. Duizenden Europeanen zijn de afgelopen jaren uitgereisd naar Syrië om zich aan te sluiten bij IS. Velen zijn omgekomen, maar een aanzienlijk deel is nog steeds in die regio. Veel van deze terroristen en genocideplegers zullen van de chaos gebruik kunnen maken om vrij te komen en terug te keren.

We moeten daarop voorbereid zijn. Er is in de afgelopen jaren veel gebeurd. We hebben betere controles aan de buitengrenzen. We hebben betere strafbaarstelling van uitreizigers en we hebben betere informatiedeling in de EU. Maar toch mis ik hier een klein beetje het gevoel van urgentie. Ik vraag de Europese Commissie, agentschappen als Europol en de lidstaten dan ook om de inspanningen op dit gebied te verdubbelen, want veiligheid moet onze absolute prioriteit zijn.

Tot slot nog dit. Onze bondgenoot in Turkije zegt: “Europa, het is jullie probleem.” Toch pakken wij het hier niet als Europees probleem aan, maar worstelt ieder land individueel met deze problematiek. Het lijkt mij duidelijk: we moeten deze terroristen samen aanpakken. Dank u.

  Raphaël Glucksmann (S&D). – Madame la Présidente, chers collègues, les sourires de vainqueurs, hier, de M. Erdogan et de M. Poutine sont les miroirs de toutes nos lâchetés et la Syrie est devenue le nom de tous nos renoncements.

Nous avons d’abord abandonné les révolutionnaires syriens, au nom de la lutte contre le terrorisme djihadiste, et ensuite nous abandonnons nos meilleurs alliés dans cette lutte contre Daech, c’est-à-dire les forces kurdes.

Alors, aujourd’hui, nous allons tous blâmer Donald Trump, et nous aurons raison. Mais nous, nous, qu’allons-nous faire? Des sanctions? Oui! 1 000 fois oui! Mais quand? Quand? Il fait déjà nuit en Syrie et nous sommes encore à parler.

Alors, nous devons tirer les leçons de notre impuissance. Disons-le: l’OTAN ne fait plus sens. Non pas parce que nous n’avons plus d’adversaires, mais parce que nous n’avons plus d’allié fiable. Alors, faisons de notre mandat celui de l’émergence d’une défense européenne crédible. Du passage de l’Union à l’âge adulte.

Victor Hugo écrivait: «Ceux qui vivent, ce sont ceux qui luttent; ceux dont un dessein ferme emplit l’âme et le front.». Nos amis meurent et nous, nous ne vivons pas encore.

L’éventuelle création d’un Kurdistan syrien à la frontière de l’Anatolie peut être regardée d’Ankara comme une intolérable menace à l’intégrité territoriale de la Turquie. Si on ne le comprenait pas, l’entrée des troupes turques en Syrie resterait totalement inexplicable, mais cette aventure militaire est-elle pour autant admissible? Elle ne l’est pas, Monsieur Erdogan, car elle ne fait que démultiplier la douleur et le ressentiment des Kurdes, des Kurdes de Syrie comme de Turquie. Elle ne l’est pas, Monsieur Erdogan, car qu’allez-vous faire, maintenant? Rester en Syrie et devenir puissance occupante? En partir et laisser derrière vous la haine et le désir de revanche? Elle ne l’est pas, Monsieur Erdogan, car vous redonnez force à Daech, affaiblissez l’Alliance atlantique et avivez les rivalités de puissance du magasin de poudre proche-oriental.

Il n’y a là, Monsieur Erdogan, nulle sagesse et nulle raison.

  Catherine Rowett (Verts/ALE). – Madam President, a serious humanitarian crisis is rapidly developing in north—eastern Syria. Erdoğan will not tolerate the existence of a Kurdish Democratic Society in the region and seems set on a brutal offensive. Within the last two weeks, more than 176 000 people, including 80 000 children, have been displaced. We have heard from other speakers about the many reasons why we should protect these children and the Kurdish population who live there by right.

Yet it is not only lives and homes that will be lost if Turkey’s invasion is prolonged. Academics and political idealists the world over have admired Rojava’s democratic society, where women are empowered and humans live in harmony with the earth. Let us remember that the EU itself was born as a collaborative political experiment to combat authoritarianism and militarism. It is our task to support our nearest and weakest neighbours in resisting those same threats. The world is watching. What is needed is not just words but the kind of sanctions that work.

Voi pensate, alla scorsa plenaria, qui a Strasburgo, le autorità turche dispensavano cioccolato turco per chiedere al Parlamento europeo di riprendere la negoziazione, l'ingresso della Turchia in Europa. A poche settimane di distanza non dispensano più cioccolato ma dispensano missili e bombe.

La Lega lo diceva prima e lo continua a dire: no all'ingresso della Turchia in Europa! No a continuare a dare i soldi dei contribuenti europei alla Turchia!

Abbiamo un'Europa che non è stata in grado di governare le guerre economiche, le guerre commerciali e oggi ci accorgiamo che abbiamo un'Europa che addirittura finanzia la guerra turca. È inaccettabile! È inaccettabile anche in memoria di Antonio Megalizzi. Non basta un minuto di silenzio! Non basta intitolare un'Aula del Parlamento, se poi si decide di finanziare una guerra che sta con l'Isis, contro appunto coloro che hanno combattuto il terrorismo.

E allora io mi auguro davvero che tutti i colleghi che hanno ricevuto questa scatola di cioccolato turco abbiano il coraggio di restituire alle autorità turche con le mani sporche di sangue questo cioccolato, che io vengo lì…. (parole incomprensibili)

  Андрей Слабаков  (ECR). – Уважаема г-жо Председател, прочетох предложените резолюции за Турция. Те са немощни и рахитични. Тези резолюции са признак на слабост. В тях има верни констатации, но за съжаление, само половинчати мерки, които няма да доведат до нищо. Предлагам да се замразят абсолютно всички европейски инвестиции с държавно участие в Турция. Убеден съм, че това ще подейства отрезвяващо на Ердоган.

Не може винаги икономическите интереси да надделяват над общочовешките ценности. Знам, че подобна мярка ще доведе до известни икономически загуби, но те са нищожна цена, когато става дума за спасяването на хиляди невинни хора. Освен това смятам, че ако тези мерки не са достатъчни, трябва да се наложи тотално ембарго на Турция, една карфица да не излиза оттам. Благодаря Ви.

Nous exaltons la lutte héroïque des Kurdes contre l'État islamique, nous soulignons sur tous les bancs la communauté de destin qui nous lie à eux. Mais la vérité, la triste vérité, c'est que nous les avons abandonnés, nous les Européens, et que nous ne faisons pas grand-chose.

L'agression turque, il y a deux semaines, a été rendue possible par l'inconséquence et l'impéritie américaines. Aujourd'hui, nous sommes spectateurs et nous voyons M. Erdogan et M. Poutine décider du sort de la région et consolider, c'est vraiment l'ironie la plus cruelle, M. Bachar Al-Assad. Pour les Kurdes, c'est un drame, c'est un désastre humain, mais pour les Européens, c'est une défaite doublement humiliante. Nous avons été incapables de réagir à une agression illégale unilatérale et nous avons été incapables de défendre nos alliés. Il faut en tirer les conséquences!

Aujourd'hui, nous sommes soumis à l'Otan de façon totalement absurde. L'Otan n'a pas de sens. Vous parlez sans arrêt d'Europe indépendante et d'Europe-puissance, mais nous n'en prenons pas le chemin puisque nous sommes bêtement à la remorque des Américains qui prennent des décisions totalement absurdes. Franchement il faut réagir, il faut arrêter de verser des larmes de crocodile. Et si vous voulez vraiment une Europe digne de ce nom, prenons des décisions qui sont sages!

  Laura Ferrara (NI). – Signora Presidente, onorevoli colleghi, il governo di Erdogan ha superato ogni limite di umana decenza. In Medio Oriente si sta consumando un inaccettabile massacro, un'insensata opera di destabilizzazione, una tragica crisi umanitaria.

Il prezzo più alto è pagato dal popolo curdo, al quale la comunità internazionale dovrebbe essere grata per il contributo nella lotta all'Isis, lotta oramai compromessa. Si parla di centinaia di migliaia di sfollati e di centinaia di terroristi scappati dalle prigioni curde. Abbiamo violazioni del diritto internazionale e bombardamenti di civili, che sono stati compiuti da un paese che pretende di aderire all'Unione europea e che riceve finanziamenti europei e che è il nostro partner commerciale e politico.

Bene, allora, condannare non basta, bisogna agire, agire con misure efficaci. Il governo italiano, da subito, ha annunciato lo stop delle vendite di armi alla Turchia ed è importante che tutti gli altri paesi dell'Unione europea facciano lo stesso. Si blocchi ogni finanziamento e si abolisca il processo di adesione all'Unione europea di chi dimostra di essere la negazione di una prospettiva di pace e dei valori su cui si fonda l'Unione europea.

  Željana Zovko (PPE). – Poštovana predsjedavajuća, uvaženi povjereniče, izuzetno je teško i emotivno govoriti o ovome što Turska čini s obje strane svoje granice toliko godina nakon velikih masakara što su se dešavali na zapadnom Balkanu i nakon vijesti koje smo primili da neće biti daljnjeg mira i stabilnosti u području gdje Turska itekako ima svoj snažan utjecaj.

Zamrznuti sredstva nije dovoljno, mi možemo kazniti civilno samo društvo, Turskoj to ne treba, sredstva. Turskoj treba jedna jaka i moralna opomena da ovo što čini nije dobro. Ovo što čini nije moralno dobro. Erdoğan mora odgovarati pred Međunarodnim krivičnim sudom. Svi oni koji čine masakr, svi oni koji etnički raseljavaju stanovništvo nakon što je to isto činjeno i u Srebrenici i u Vukovaru i htjelo biti učinjeno i u Bihaću, moraju biti odgovorni pred onima koji će im suditi. Znači, Međunarodni krivični sud mora biti uspostavljen za zločine koje oni čine.

  Dietmar Köster (S&D). – Frau Präsidentin! Der Krieg der Regierung Erdoğan in Nordsyrien ist völkerrechtswidrig und destabilisiert die gesamte Region. Durch den Rückzug ihrer Soldaten haben die USA der türkischen Regierung den Weg frei gemacht. Die geopolitische Strategie Erdoğans besteht darin, die kurdisch selbstverwaltete Region Rojava zu zerstören und das eigene Staatsgebiet zu vergrößern. Seit Jahren kämpfen die Kurdinnen und Kurden erfolgreich gegen den IS, auch für die Sicherheit der Bürgerinnen und Bürger in Europa. Von den kurdischen Kämpferinnen und Kämpfern sind bereits 11 000 gegen den IS gefallen. Wir in Europa stehen tief in ihrer Schuld.

Ich begrüße die gestrige Verlängerung des Waffenstillstands, aber einen hohen Preis zahlen die Kurdinnen und Kurden, deren Interessen unberücksichtigt blieben. Die Region ist von einer nachhaltigen Friedensordnung weit entfernt. Die inhumanen Umsiedlungspläne Erdoğans müssen vom Tisch, den Kurdinnen und Kurden muss eine Perspektive für ein menschenwürdiges und selbstbestimmtes Leben gegeben werden. Hier müssen die Europäische Union und die internationale Gemeinschaft endlich ihrer Verantwortung gerecht werden.

  Dragoş Tudorache (Renew). – Doamnă președintă, mă alătur colegilor mei care au condamnat în termenii cei mai fermi agresiunea unilaterală a Turciei, nu Rusiei. Ca Uniune Europeană, trebuie să acționăm pe trei planuri.

Primul este umanitar. Asistăm la o nouă etapă tragică a unei crize umanitare care atinsese deja demult dimensiuni istorice. Milioanelor de refugiați sirieni dislocați deja în interiorul și în jurul Siriei li s-au mai adăugat acum câteva sute de mii. Al doilea plan ține de securitate. Riscăm o regrupare și resurgență a Statului Islamic, profitând de haosul creat în nordul Siriei și de eliberarea multor luptători ISIS din taberele păzite de trupele kurde. În sfârșit, trebuie să acționăm în plan diplomatic și geostrategic. Erdoğan trebuie să simtă presiunea europeană, și nu noi să ne simțim datori lui Erdoğan pentru că ține mâna pe robinetul cu refugiați.

O Turcie care acționează cum vrea în plan regional, care încalcă sistematic drepturile propriilor cetățeni și valorile statului de drept, o Turcie care dialoghează politic doar cu Rusia este o Turcie căreia noi, ca Uniune Europeană, trebuie să îi dăm mesaje clare: embargo eficient pe arme, sancțiuni țintite și serioase, încurajarea societății civile turce prin toate mijloacele și susținerea unui proces de restabilizare a Siriei, scoasă din trioul Rusia - Turcia - Iran.

  Margrete Auken (Verts/ALE). – Fru Formand! I mange af vores lande bor der et stort antal kurdere. De har været her i mange år, de har statsborgerskab her, de er en del af os, og de er vores vælgere. Jeg tror, at vi denne gang er kommet til at opleve hjerteskærende tæt på, hvad det er, der sker i Kurdistan lige nu. For kurderne har naturligvis også, ligesom vi, hjertebånd til deres familiemedlemmer dernede.

Det er ikke, fordi det er værre, når det rammer en selv og ens egne, end når det rammer andre, men det er rigtig sundt for os i Europa, at vi både ser, hvor voldsomme menneskelige katastrofer der er tale om, og hvor store vores svigt er.

Forleden fik jeg et bevægende brev fra Kurdish Mothers for Peace, som skriver til os: ”We want to build Museum of Peace, not of war and genocide. And we don’t want our children to die anymore.” Man plejer at sige, at kurderne kun har bjergene som venner. Lad os denne gang vise dem, at de også har rigtige venner. Jeg håber, at den beslutning, vi vedtager i dag, vil bidrage til, at det går anderledes, end det indtil nu ser ud til.

  Jérôme Rivière (ID). – Madame la Présidente, j’entends sur tous nos bancs une condamnation unanime de l’agression violente à laquelle se livre la Turquie sur le territoire de la Syrie, depuis plusieurs jours. Bien sûr, il faut condamner cette guerre engagée par le gouvernement de M. Erdogan et les atrocités qui l’accompagnent, mais ne nous contentons pas de ces quelques heures de débat, attaquons le mal à la racine.

Si la Turquie, depuis 2011, à la faveur des Printemps arabes, déstabilise le Proche-Orient, c’est que la majorité de cet hémicycle s’est depuis longtemps couchée devant le chantage du président turc et a tout accepté. Dans nos pays, vous, députés du PPE, en particulier, vous affirmez que jamais la Turquie n’entrera en Europe, ici, à Strasbourg. Vous votez sans discontinuer les milliards des crédits d’adhésion, vous payez toujours plus d’argent du contribuable européen pour que M. Erdogan n’ouvre pas tout grand une frontière que nos traités libre-échangistes sont incapables de protéger. C’est votre lâcheté et votre hypocrisie qui poussent le président turc à aller toujours plus loin. C’est votre double jeu qui exclut l’Europe de la solution à ce conflit et place le président Poutine en maître du jeu.

Il est temps de mettre un terme à cette pièce de dupes. Le processus d’adhésion doit être définitivement stoppé et le flux de milliards vers la Turquie enfin asséché.

  Nicola Procaccini (ECR). – Signora Presidente, onorevoli colleghi, il dramma della popolazione curda in Siria ha svelato diverse ipocrisie europee.

La prima, mentre i curdi morivano combattendo Daesh, l'Europa stava sul divano a guardare la televisione, e adesso si dice anche preoccupata per il ritorno dei foreign fighters che ha allevato a casa propria.

Secondo, negli anni in cui la Turchia si trasformava da nazione laica in sultanato islamico, l'Europa dava 58 miliardi di euro per favorire la sua adesione all'Unione europea.

Terzo, la minaccia di Erdogan di scatenare la “bomba profughi” è figlia della decisione dell'Unione europea di dare in appalto la gestione delle proprie frontiere alla Turchia e questo appalto è costato sei miliardi di euro, non uno sforzo generoso come detto dal commissario Stylianides poco fa.

Quindi, in conclusione, bene le sanzioni selettive ad Erdogan e alla sua cricca, ma soprattutto, stop all'adesione della Turchia all'Unione europea.

  Κωνσταντίνος Παπαδάκης (NI). – Κυρία Πρόεδρε, δεν πρόκειται για μονομερή στρατιωτική δράση, όπως ισχυρίζεται η Ευρωπαϊκή Ένωση, αλλά για την εισβολή στη Συρία του στρατηγικού της εταίρου, της Τουρκίας, κράτους μέλους του ΝΑΤΟ, με στόχο μερίδιο στον έλεγχο της περιοχής. Τόσο η αμερικανοτουρκική συμφωνία, όσο και αυτή με τη Ρωσία, με όρους ιμπεριαλιστικής ειρήνης, με το πιστόλι στον κρόταφο, σηματοδοτούν νέο κύκλο παζαριών και ανταγωνισμών στις πλάτες των λαών. Τροφοδοτούν την αβεβαιότητα για τους λαούς στο πλαίσιο της στρατιωτικής κλιμάκωσης στην περιοχή. Είναι υποκριτικές οι αποκαλούμενες κυρώσεις της Ευρωπαϊκής Ένωσης, τόσο για την εισβολή στη Συρία, όσο και για τις παραβιάσεις σε Αιγαίο και Κυπριακή ΑΟΖ, την ίδια στιγμή που οικονομικές, εμπορικές και άλλες σχέσεις ισχυρών κρατών μελών της Ευρωπαϊκής Ένωσης αναβαθμίζονται και ενισχύονται.

Ευρωπαϊκή Ένωση, ΗΠΑ, ΝΑΤΟ, ιμπεριαλιστές συνολικότερα, δεν πιάνονται φίλοι, όπως ισχυρίζονται η κυβέρνηση της Νέας Δημοκρατίας και ο ΣΥΡΙΖΑ στην Ελλάδα. Οι συμμαχίες τους είναι σε βάρος των λαών. Αλληλεγγύη στον κουρδικό πληθυσμό και συνολικά στο συριακό λαό! Να τερματιστεί η επίθεση των τουρκικών στρατιωτικών δυνάμεων! Οι εξελίξεις στη Συρία είναι υπόθεση του λαού της.

  Андрей Ковачев (PPE). –Уважаема г-жо Председател, събитията в Североизточна Сирия предизвикват огромна загриженост и са сигнал за това до какво води липсата на единна, силна, ефективна външна политика и политика за сигурност на Европейския съюз, както и капацитет за действия в нашето съседство. Ние на приказки сме много добри, но на действия – не.

Изтеглянето на САЩ от региона създаде вакуум, който ние не запълнихме, а Русия успява да експлоатира. Военната операция на Турция подкопава регионалната сигурност .... (Председателят прекъсна оратора). Военната операция на Турция подкопава регионалната сигурност и застрашава Глобалната коалиция за борба с Даиш. Всякакви опасения на нашите съседи, свързани със сигурността, трябва да бъдат решавани с политически и дипломатически средства, при зачитане на международното право и в координация с партньорите от НАТО, а не чрез едностранни действия. Временното прекратяване на военните действия, за съжаление, не доведе до трайно спиране на страданията на хората в региона.

И да, наистина да искаме или не, Турция е наш важен съсед. Ние сме си взаимно нужни и затова трябва да се запази диалогът и сътрудничеството в областта на миграцията и сигурността. В наш интерес е Турция да остане на европейския коловоз, да се демократизира, да спазва поетите ангажименти, включително да спазва условията на Митническия съюз, и страните, които са на европейско-турската граница трябва да получат европейската солидарност за запазване и гарантиране на сигурността на външните граници на Съюза – Кипър, Гърция и България.   Andreas Schieder (S&D). – Frau Präsidentin! Die Militäroffensive der Türkei ist erstens völkerrechtswidrig und zweitens eindeutig von der türkischen Innenpolitik motiviert, weil Erdoğan in letzter Zeit viele Wahlen verloren hat. Die Folgen davon sind Massenflucht von Zivilistinnen und Zivilisten, von Kurden, Christen, Syrern, Armeniern und Jesiden. Über 200 000 sind bereits auf der Flucht, davon 70 000 Kinder. Es besteht die Gefahr, dass der „Islamische Staat“ wieder erstarkt, und wir müssen ganz klar sagen, dass die YPG keine Terroristen sind, sondern Freiheitskämpfer, die auch Europa von der Seuche des islamischen Terrors befreit haben.

Was braucht es jetzt? Es braucht einen echten Waffenstillstand, eine diplomatische Offensive, eine entmilitarisierte Zone, humanitäre Hilfe, ein Waffenembargo, Sanktionen gegen die Türkei, die Diskussion, ob wir nicht die Beitrittsverhandlungen auf Eis legen sollten, und vor allem braucht es Solidarität mit der kurdischen Selbstverwaltung in Rojava.

  Phil Bennion (Renew). – Madam President, the American withdrawal may be one of the greatest betrayals of modern times. A year ago, Donald Trump said of the Kurdish militias: ‘They fought with us, they died with us’, ‘They are a great people’, ‘We do not forget that, I do not forget that’. The Kurds unfortunately now stand as the useful idiots of the Americans. The American withdrawal is not only a betrayal. It is in geopolitical terms highly irresponsible.

Now the vacuum may have left Turkey with what it sees as a difficult decision to make, but Turkey would do better to look to its own territory and give more political space to opposition parties supported by the Kurds, and to journalists supporting their rights if it is to successfully address terrorist threats. We now urgently need a political solution that allows rapid return of displaced persons, but also minimises the strategic ground conceded to Russia, Assad and Iran.

Oggi gli stessi carnefici aggrediscono il popolo curdo, a Istanbul, ancora bramano un impero e poco importa se per questo dovrà scorrere sangue di innocenti, come quello di Hevrin Khalaf, leader per i diritti delle donne curde massacrata nel silenzio di tutto il mondo dai miliziani filo-turchi e islamisti.

I temibili tagliatori di teste, dopo l'invasione turca in Siria stanno affilando le loro scimitarre davanti alle nostre porte. Erdogan ricatta l'Europa con i terroristi detenuti nelle galere curde, minaccia di spalancare le frontiere, e lo fa dopo aver incassato dall'Europa sei miliardi di euro. Tutto questo è inaccettabile!

Davanti a tutto ciò, mentre gli Stati Uniti e la Russia agiscono da protagonisti a livello internazionale, l'Europa è beffata, silente e immobile, e lo fa con l'Alto rappresentante per gli affari esteri, Federica Mogherini, per la quale mi scuso da italiana.

Oggi chi non è pronto a condannare il regime turco e assumere le azioni conseguenti a chi continua a volere la Turchia in Europa è complice. No alla Turchia in Europa, ora e sempre!

  Helmut Geuking (ECR). – Frau Präsidentin! Nur mal so am Rande und vorab an Herrn Sonneborn gerichtet: Persönlich finde ich das ganz mies, wie Sie dieses Parlament missbrauchen. Ihre zynische Rede auf Kosten der misshandelten Menschen in Syrien war mehr als widerwärtig. Reflektieren Sie bitte mal Ihre eigene Rede!

Das kurdische Volk ist verraten worden. Als Helfer gegen den IS wurden die Kurden von uns Europäern alleine gelassen, und die Amerikaner machten durch ihren Abzug den Weg für den Überfall der Türkei frei. Jeder wusste, dass die Türkei einmarschieren würde, sobald die Amerikaner ihre Truppen abgezogen haben. Das Leid der Menschen in Syrien, von Familien, Frauen und Kindern, scheint endlos, ist grausam und muss dringend beendet werden.

Der Friedensnobelpreis und unsere Wertevorstellungen verpflichten uns zum Handeln und auch dazu, ganz klar Stellung zu nehmen, indem wir ganz deutlich sagen: Nein, Herr Erdoğan, dieser Einmarsch ist keine „Friedensquelle“, er ist ein Völkerrechtsbruch und er ist Mord. Für Kriegstreiber, Aggressoren und barbarische Diktatoren ist in unserer EU kein Platz. Das müssen wir ganz deutlich machen. Für Staaten, die die Menschenwürde, die Meinungsfreiheit, die Religionsfreiheit und die Pressefreiheit missachten und deren Gefängnisse sich zunehmend mit politischen Gefangenen füllen, gibt es keinen Raum in unserem europäischen Haus. Diplomatie ist immer notwendig – keine Frage –, Sanktionen auf allen Ebenen, das Einfrieren von Geldern und ganz klare Aussagen seitens der EU müssen jedoch die Diplomatie untermauern und begleiten. Und genau das fehlt mir in unserer Vorlage. Es ist wichtig, dass Europa hier mit einer starken Stimme spricht, unmissverständlich ...

  Márton Gyöngyösi (NI). – Madam President, many references here were made to the lack of unity in the European Union and the failure to even release a common resolution, a declaration condemning Turkish aggression. Firstly, as it was Hungary that vetoed this common declaration, as a Hungarian I think I must apologise and make it extremely clear that, when Viktor Orbán speaks on behalf of Hungarians, then it must be rejected. I can assure you that it is not in the interest of Hungarians or of Hungary to support any aggression, wherever it may be. No, it is not in the interest of Hungarians, and as far as the Turkish military action is concerned, we must understand Turkish security concerns, but we also have to make it clear that there is no military solution to this problem, only political and diplomatic. This aggression only further destabilises Syria, diverts attention from fighting terrorism and exacerbates the migration crisis.

There were questions asked about where the European Union is. We have been standing by and watching as our neighbourhood was destabilised in North Africa and in the Middle East. We must place Europe back on the map and make it more visible before other dominant powers take over control.

Ce qui est en jeu, c'est la paix au Moyen-Orient, bien sûr, mais c'est aussi notre propre sécurité car M. Erdogan se fait aujourd'hui le premier allié de Daech, et l'attaque qu’il conduit aura des conséquences sur le sol européen. Pourtant, nous restons incapables de réagir.

Soyons lucides, ce silence est l'effet de l'impuissance de l'Europe parce que nos pays n'ont pas su se donner les moyens de leur autonomie stratégique en matière de défense, parce que notre Europe a construit un marché, au lieu de partager des principes issus de notre civilisation commune et, bien sûr, parce que nous sommes incapables de déterminer librement notre politique migratoire. Le chantage migratoire que M. Erdogan fait peser sur nous est l'occasion d'éprouver concrètement l'incapacité de l'Europe à maîtriser ses frontières extérieures, qui nous rend incapables de contribuer à l'équilibre du monde.

Il nous faut d'urgence nous donner les moyens d'agir pour ne plus jamais rester spectateurs piégés dans cette impuissance coupable, et dès maintenant, nous devrons rompre avec la lâcheté en mettant toutes nos forces dans la balance. Pour obliger la Turquie à négocier, nous devons suspendre d'urgence les fonds versés à ce pays par l'Union européenne, qui n'ont rien à faire dans un programme d'adhésion.

  Δημήτρης Παπαδάκης (S&D). – Κυρία Πρόεδρε, η Τουρκία προβαίνει σε εθνοκάθαρση με στόχο την εξαφάνιση του κουρδικού στοιχείου από την περιοχή, αξιοποιώντας τον χώρο που έδωσαν οι Αμερικανοί με την αποχώρησή τους. Όλοι είναι παρόντες στην περιοχή, με μεγάλο απόντα την Ευρωπαϊκή Ένωση, η οποία σε τελική ανάλυση, εκτός από τα θύματα των τουρκικών θηριωδιών, είναι εκείνη που πληρώνει το λογαριασμό, χωρίς να μπορεί να πάρει την όποια πρωτοβουλία και να σταματήσει την τουρκική εισβολή. Προφανώς, οι οικονομικές συναλλαγές χωρών της Ευρώπης έχουν μεγαλύτερη σημασία από την προστασία του κουρδικού λαού που είναι αυτός που πολέμησε τον Daesh. Δεν είναι δυνατό ολόκληρη Ευρωπαϊκή Ένωση να συνεχίζει να παραμένει όμηρος στους εκβιασμούς του Erdoğan.

  Frédérique Ries (Renew). – Madame la Présidente, les combattants kurdes, arabes chrétiens, turkmènes se sont battus pour l’honneur de l’humanité. Où est passée, justement, notre humanité? Ces mots sont ceux de Bérivan Güzel, une citoyenne belge, européenne et kurde, qui s’adresse à nous ce matin. Nous sommes Kurdes, aujourd’hui, face à l’opération illégale lancée par la Turquie au Kurdistan.

Un président américain qui prend la pire des décisions, un président turc qui bombarde les Kurdes syriens – les résistants les plus déterminés contre la barbarie de Daech –, ces hommes et ces femmes qui se sont battus pour nous, qui se sont battus pour leur liberté, qui se sont battus pour notre liberté. L’ironie de tout cela, c’est que se trouvent, en bout de course, renforcés ces ennemis de la démocratie. Bachar Al-Assad, aujourd’hui, presque légitime, c’est un comble!

Alors, dans tout cela, où est l’Europe? Un embargo européen sur les armes rejeté par nos ministres, c’est incompréhensible, et puis – et c’est notre paragraphe 13 – on réduit les crédits de préadhésion payés à la Turquie, on arrête de se poser la question, on gèle sans toucher les populations civiles. Retrouver notre dignité perdue, c’est à ce prix.

  Peter Kofod (ID). – Fru Formand! Jeg er utrolig bekymret. Erdogan truer direkte Europa med at sende millioner af migranter afsted mod det europæiske kontinent. Lad mig sige det, som det er: EU-systemet har spillet fallit, idet det reelt har overdraget kontrollen af de ydre grænser til Erdogan. Samtidig fylder EU-systemet Tyrkiets statskasse med milliarder af euro, som er skatteborgernes penge. Desuden har EU på lige så katastrofal vis fejlet totalt, når det drejer sig om at beskytte de ydre grænser, som er hullede som en si.

Nu truer Erdogan os direkte med det samme kaos, som vi så i 2015, hvor Europa sandede til i migranter. Inden vi ser os om, risikerer vi en situation, hvor jihadister udstyret med europæiske pas rejser til Europa til jul, så fredelige europæiske borgere må springe for livet til julemarkederne. EU-eliten finder sig tilsyneladende i det. Det er svagt, latterligt og grotesk.

For at gøre ondt værre afviste et stort flertal i Parlamentet for nylig at smække pengekassen i for Erdogan og for evigt at udelukke tyrkisk medlemskab af EU. Det er til grin. Og det er i høj grad dette parlaments skyld og ansvar.

  Lucia Ďuriš Nicholsonová (ECR). – Pani predsedajúca, chcem povedať, že som bývala veľmi hrdá na projekt Európskej únie, ale teraz sa hanbím za to, ako alibisticky sa Európska únia zachovala v konflikte v severnej Sýrii a ako sme hodili Kurdov doslova cez palubu. My kritizujeme Trumpa za to, že stiahol svoje jednotky z územia severnej Sýrie, ale Blízky východ je blízke územie Európskej únie, a nie USA. Takže ja sa pýtam: kde sú naše jednotky? Pozrime sa na do očí bijúcu slabosť našej zahraničnej a bezpečnostnej politiky. My sme zostali na úrovni štatistov. Kurdi sa radia s Asadom, Západ je vlastnou zbabelosťou úplne mimo hru. Erdogan sa radí s Putinom, a nie so spojencami v NATO. Putin je vysmiaty a my sa tu potichu trasieme pred novou vlnou utečencov a necháme sa vydierať Erdoganom.

Kde sú teraz všetci tí siláci vrátane lídrov krajín V4, ktorí hovoria o tom, ako treba problémy riešiť tam, kde vznikajú? Sú ticho a čakajú, kedy sa z novej utečeneckej vlny stane pre nich téma, na ktorej populisticky vyhrajú nové národné voľby. Hanba nám, hanba Európskej únii za to, ako alibisticky sa správame pri konflikte v Kurdistane.

  Alexandra Lesley Phillips (NI). – Madam President, the UK has finally suspended arms exports to Turkey: too little too late. We now want economic sanctions, but our intentions are futile when the EU continues to pay this rogue state to further commercial and expansionist ambitions. The Kurds, in their tens of thousands, stood shoulder to shoulder with Europe to protect us from brutal terrorists. Thousands laid down their lives. They should be rewarded. Instead, the EU does nothing, while Erdoğan uses EU bribes to fund his war and commit human rights atrocities, from the murder of civilians to chemical weapons. What price the life of a Kurd? Based on the EUR 1 500 a day the EU gives to Turkey and the 160 000 Kurdish people now displaced, apparently one cent.

This is not only a tragedy but a major historical betrayal, and I implore this morally bankrupt political bloc to change course. It’s funny: everybody in this Chamber is in agreement on this. So the executive must take heed or they prove this Parliament is pointless.

  Paulo Rangel (PPE). – Senhora Presidente, queria, em primeiro lugar, dizer que acompanho grande parte das intervenções de hoje na condenação, sem qualquer, diria, reserva, da ofensiva turca na zona do norte da Síria, que está a causar centenas de milhares de refugiados, causou com certeza muitas vítimas e representa não apenas uma violação do direito internacional, mas também dos direitos humanos.

Devo dizer que a União Europeia e, em particular, o Conselho Europeu, deve tomar medidas mais drásticas e mais firmes contra a ofensiva de Erdoğan. E devo dizer que me preocupa muito, até pelas semelhanças com alguns precedentes históricos, este pacto Erdoğan-Putin.

Nós não podemos entregar a sorte e o destino da Síria a um negócio entre dois autocratas: um, Erdoğan, e outro, Putin. Já vimos isso por mais de uma vez na História e vimos que o resultado foi um resultado trágico para as populações, mas também para a paz mundial.

Il popolo curdo è stato tradito, la comunità internazionale gli ha voltato vergognosamente le spalle, l'accordo Putin-Erdogan è un ulteriore tassello contro la pace, contro la libertà, contro la democrazia. Non basta limitare la vendita di armi, dobbiamo avere la forza e il coraggio di bloccare una vera e propria follia criminale.

“La speranza” – scriveva Pablo Neruda – “ha due figlie: lo sdegno e il coraggio. Lo sdegno per la realtà delle cose; il coraggio per cambiarle”.

La risoluzione che voteremo domani è un importante passo in avanti. Poi però bisogna passare dalle parole ai fatti. Io credo che sia urgente una no-fly zone, un esercito di interposizione che protegga il popolo curdo, corridoi umanitari, sanzioni economiche contro il regime turco. Se non ora, quando?

  Antony Hook (Renew). – Madam President, Turkey’s offensive against Kurds in northern Syria has devastated medical facilities, civilians, and deprived thousands of people of access to clean water. This is helping ISIS to revive and further destabilise the region. Some Member States promptly banned arms sales to Turkey. Liberal Democrat MEPs wrote to the UK Prime Minister to demand we also stop enabling genocide. The UK has now promised to issue no new export licenses, but will not review licenses already granted. This is a moral halfway house that is not acceptable and Donald Trump supporting actions in this matter underlines the need for a strong, effective Europe. If we give arms to those who commit crimes we are responsible as those who pull the trigger. There has been no real prospect of Turkey joining the EU for many years. The time has come to formally end Turkey’s status as an EU candidate country.

  Elena Lizzi (ID). – Signora Presidente, onorevoli colleghi, non sono solo i curdi, a cui va la nostra solidarietà, ad essere in pericolo. L'offensiva turca rischia di far scomparire la comunità cristiana presente da due millenni in Siria e parte essenziale del suo tessuto sociale. La difesa del Cristianesimo fuori e dentro lo spazio di Schengen è un obbligo a cui l'Unione europea non può sottrarsi.

L'Europa deve rivestire un ruolo da protagonista nel difendere la pace nel Medio Oriente e garantire i diritti umani, senza piegarsi di fronte all'arroganza, ai ricatti e alla minaccia esplicita di farci invadere da 3,6 milioni di immigrati. Quando però qualcuno si riempie la bocca di sanzioni, quel qualcuno non può dimenticare che proprio l'Unione europea ha finanziato Ankara per anni attraverso vari canali, quali gli Strumenti di assistenza preadesione, i finanziamenti della Banca europea per gli investimenti o i contributi sotto forma di assistenza di rifugiati in Turchia.

Adesso più che mai deve essere chiaro che si deve fermare il processo di adesione della Turchia all'Unione europea. Un suo ingresso si porterebbe dietro l'islamizzazione del nostro continente che ridurrebbe i cristiani a una piccola minoranza perseguitata come oggi accade in Siria ....

  Λευτέρης Χριστοφόρου (PPE). – Κυρία Πρόεδρε, η εισβολή της Τουρκίας στη Συρία αποτελεί ένα ειδεχθές έγκλημα, ένα έγκλημα κατά της Ευρωπαϊκής Ένωσης, κατά της Ευρώπης και κατά της ανθρωπότητας. Πιστεύω ότι ήρθε η ώρα να τελειώσουν τα λόγια στην Ευρωπαϊκή Ένωση και να αναλάβουμε δράση. Μηδενική ανοχή στην Τουρκία, η οποία δεν επιτίθεται απλώς στους Κούρδους, επιτίθεται ενάντια στην ανθρωπότητα. Οι Κούρδοι ήταν αυτοί που στάθηκαν ασπίδα, που πολέμησαν για τη διάλυση του ISIS για να κοιμάται η Ευρώπη ήσυχη και όμως η Ευρώπη, αυτή τη στιγμή, συγκαταλέγεται ουσιαστικά, εξαιτίας της ανοχής της, σε εκείνους που θα θεωρηθούν συνένοχοι για το ιστορικό και εγκληματικό αυτό λάθος εναντίον της ανθρωπότητας.

Η Τουρκία επανέρχεται πάντα: το 1915 ήταν η εξόντωση των Αρμενίων, το 1918 των Ελλήνων του Πόντου, το 1922 των Ελλήνων της Σμύρνης, το 1955 της Κωνσταντινούπολης, το 1974 της πατρίδας μου, της Κύπρου, πέρσι ήταν το Αφρίν, φέτος είναι η γενοκτονία των Κούρδων. Δεν πρέπει να περιμένουμε άλλο. Θεωρώ τον εαυτό μου περήφανο Ευρωπαίο, όμως νιώθω ντροπή όταν οι Τούρκοι, με ευρωπαϊκά όπλα, επιτίθενται στους Κούρδους και εμείς εξακολουθούμε να μην λαμβάνουμε αποφασιστικά μέτρα για να σταματήσουμε αυτή την εισβολή της Τουρκίας.

  Tanja Fajon (S&D). – Gospa predsednica, na severu Sirije je premirje zelo krhko in Erdogan ga lahko izjemno hitro ogrozi s svojimi impulzivnimi pretnjami in grožnjami tudi zaradi neenotnosti Evropske unije.

Turški napadi pomenijo kršitev mednarodnega prava. Evropski voditelji morajo zavzeti enotno stališče glede prenehanja prodaje orožja držav članic Evropske unije Turčiji, tudi glede ekonomski sankcij, ki bi bile lahko pomemben vzvod vpliva na Ankaro.

Pozabljamo tudi, da kurdsko vprašanje zgolj s prenehanjem turških napadov še zdaleč ne bo končano, nasprotno, povezovanje Kurdov z Asadovim režimom ne bo zadovoljilo njihovih aspiracij. Sever Sirije bo skupaj s severom Iraka in jugovzhodom Turčije, kjer Turčija pogosto izvaja vojaške operacije proti Kurdom, žal ostal tempirana bomba in ta bo povzročala nove smrtne žrtve, nove begunce in humanitarne katastrofe pa tudi vir konfliktov zunaj regije.

Kam je šla, kolegi, naša humanost? Lahko nas je res sram.

Sentimos frustración, pero no podemos decir que sintamos angustia, porque angustia se siente cuando se intenta sobrevivir bajo las bombas. No podemos decir tampoco que no supiéramos que los Estados Unidos iban a abandonar la zona: lo sabíamos, estábamos avisados. Sabíamos que Turquía iba a atacar, y sabíamos también que iban a escapar yihadistas peligrosos y que podría generarse toda una espiral de revitalización del mundo de Dáesh y del terrorismo: lo sabíamos porque estábamos avisados.

Los europeos hemos perdido la oportunidad, antes de que los Estados Unidos escapasen, de poder actuar con un tribunal penal internacional, de poder evitar la impunidad, de poder actuar sobre los menores europeos que están en la zona: hemos perdido todas esas oportunidades. Y el motivo es que somos un gigante comercial pero no somos un gigante político.

En un mundo globalizado, la violencia, las catástrofes y este tipo de conflictos geoestratégicos nos afectan. ¡Cómo no nos van a afectar! Estamos todavía intentando regular una crisis migratoria que viene de estos avisperos. Ahora bien, si no terminamos con las contradicciones que tenemos y si no tenemos una política de seguridad y defensa, no vamos a poder afrontar el futuro.

  Александър Александров Йорданов (PPE). – Уважаема г-жо Председател, от вчера имаме нова ситуация. Путин и Ердоган постигнаха това, което желаеха. Виновникът за сирийската трагедия, Башар Асад, е съгласен с тяхното споразумение. Акцията на Русия и Турция не е просто антикюрдска, тя е и антиевропейска, защото идва в отговор на заемани от нас позиции.

Това, което трябва да ни тревожи най-много, е продължаващото сближаване между Анкара и Москва, между Дамаск и Москва. Авторитарни лидери от дипломатични европейски флиртове не разбират. Ние не сме световен военен лидер, но можем да предложим идеи и решения на проблеми. Това означава да предложим визия за решаване и на кюрдския народностен и национален въпрос, но това не означава да подкрепяме леви националистически партии на кюрдите, каквито действат на турска територия. Euroopan unioni on ikävä kyllä jäänyt sivustakatsojaksi, seuraajaksi, kun Turkki, Yhdysvallat, Venäjä, Syyria ja jopa Iran järjestelevät alueen asioita ja alueen ihmisten asioita.   Christophe Grudler (Renew). – Madame la Présidente, cette nouvelle guerre dans le nord de la Syrie, à l’initiative de la Turquie, est une violation du droit international. C’est une décision inhumaine qui déplace 300 000 personnes, dont 70 000 enfants, avec déjà 120 civils tués. Ce n’est pas une lutte contre des terroristes, mais contre des peuples, dont le peuple kurde, dont la grande majorité n’aspire qu’à une seule chose: vivre en paix et libre.

Nous sommes bien plus puissants en nous tournant les uns vers les autres, plutôt qu’en nous tournant les uns contre les autres. M. Erdogan devrait méditer cette phrase. La zone de sécurité de 30 kilomètres qu’il impose, manu militari, n’apporte aucune solution durable. Combien de Syriens de Turquie vont vraiment vouloir s’y installer volontairement? Et je rappelle que le droit international interdit de renvoyer des réfugiés de l’autre côté de la frontière.

Huit ans après le début de la guerre, le calvaire des réfugiés syriens et des peuples, notamment le peuple kurde, n’est, hélas, toujours pas fini.

  David Lega (PPE). – Madam President, it should now be beyond any doubt to everyone that Erdoğan’s Turkey does not belong in this European Union, and by invading Syria and using his war on terror as a pretext to displace and slaughter civilians, Erdoğan has made it perfectly clear that the international rule-based order is not to his liking – just like he is illustrating by occupying Cyprus, drilling off its coastline and repeatedly violating Greek airspace and territorial waters. And by persecuting and harassing political opponents and Kurdish and Christian citizens on a massive scale, Erdoğan has also made it perfectly clear that he detests everything that this European Union stands for.

Erdoğan detests our European way of life. He detests our democracy, our fundamental freedom, our human rights, our liberty and our rule of law. There cannot be a place for Erdoğan’s Turkey in the EU, and now is the time for this European Union to terminate accession talks with Turkey.

  Attila Ara-Kovács (S&D). – Elnök Asszony! Minden bizonnyal itt a teremben sokan vannak, akik olvasták a múlt században született könyvet, A Musza Dagh negyven napját. Az ott bemutatott borzalmas népirtás most megismétlődni látszik, amit nem hagyhatunk szó nélkül.

Ugyanakkor elfogadhatatlan, hogy egy uniós kormány, a magyar kormányról beszélek, egy olyan autokrata rezsimet támogat, amely háborút indít a szír kurdok ellen, s amely destabilizálja a térséget és humanitárius válságot is okoz.

Legyen tehát világos: a menekülteket ellenségnek kikiáltó, velük riogató Orbán Viktor egy olyan agresszió szolgálatába állt, amelynek következtében emberek százezrei kényszerülnek elhagyni otthonukat.

Egyben tarthatatlan az a rendszer is, amelyben az Unió külpolitikája ma működik. Nem hagyhatjuk, hogy elvtelen és gátlástalan politikusok újra és újra megakadályozzák az Európai Unió közös fellépését kül- és biztonságpolitikai kérdésekben. Ezért felszólítom a Tanácsot, hogy az egyhangú szavazásról végre térjen át a minősített többségen alapuló döntéshozatalra.

  Klemen Grošelj (Renew). – Gospa predsednica, turški vdor v Sirijo je nov krog pekla v tej tragediji 21. stoletja. Priča smo teptanju temeljnih pravil humanitarnega in mednarodnega prava, pravil, na katerih temelji sodobna ureditev sveta, pri čemer to počne vojska države članice Nata in njej neposredno podrejene milice in oborožene paravojaške formacije.

Čeprav Turčija trdi, da gre za zagotavljanje njenih varnostnih interesov, pa ne bodimo naivni. Srečanje v Sočiju je jasno pokazalo, za kaj gre. Gre ta brutalno in brezkompromisno uresničevanje geopolitičnih interesov v okviru tako imenovane povojne ureditve Sirije.

Tudi ne gre za boj proti terorizmu, če bi šlo za to, zakaj potem Turčija uničuje edino resno protiteroristično silo, Kurde, ki so prispevali levji delež k zmagi nad barbarizmom islamske države, ki je neposredno ogrožal Evropsko unijo.

Tudi grožnja Erdogana z novim begunskim valom je sporočilna. Nesrečo in trpljenje milijonov ljudi, katero je delno povzročil sam, bi zlorabil kot sredstvo brutalnega političnega izsiljevanja EU.

Ni dvoma v nujnost skupnega evropskega odziva. Zavedati se moramo, da EU ima tako sredstva kot tudi možnosti vplivanja na turško ravnanje. Edino vprašanje je, ali imamo tudi voljo to storiti.

  Lukas Mandl (PPE). – Frau Präsidentin! Ein Sprichwort sagt, dass das erste Opfer in jedem Krieg die Wahrheit ist. Der Titel dieser türkischen Militäraktion lautet „Friedensquelle“. Das war die erste Lüge schon zu Beginn. Es ist nicht eine Quelle von Frieden, es ist eine Quelle von Gewalt und Vertreibung, von Gräueltaten, die die Türkei hier in Gang gesetzt und zum Sprudeln gebracht hat.

Die Türkei pfeift auf die europäischen Werte; wir müssen das zur Kenntnis nehmen. Wir müssen der Türkei den Kandidatenstatus für die Europäische Union entziehen. Ist es nicht absurd, dass eine krasse Minderheit der Regierungschefs verhindert, dass Staaten wie Albanien und Nordmazedonien, die so viel für die europäischen Werte gemacht und Reformen durchgeführt haben, den Beitrittsstatus erhalten, aber die Türkei noch immer einen Beitrittsstatus hat? Senden wir ein klares Signal, kühlen wir die ohnehin schwache türkische Wirtschaft weiter ab, indem wir die Zollunion suspendieren, senden wir ein klares Signal an die Türkei!

Wir lehnen niemanden für immer ab. Wir wissen, dass die Hälfte der türkischen Bevölkerung nicht hinter dem Regime steht, aber das Regime braucht einen kühlen Kopf, und eine abgekühlte Wirtschaft wird dazu beitragen. Wir sprechen im Namen der Europäerinnen und Europäer hier. Senden wir ein klares Signal!

  Νίκος Ανδρουλάκης (S&D). – Κυρία Πρόεδρε, πριν από ενάμιση περίπου συζητούσαμε πάλι σε αυτή την αίθουσα για την τουρκική εισβολή στο Αφρίν. Από τη συγκεκριμένη επιχείρηση, το μόνο που άλλαξε είναι το όνομα. Από τον «Κλάδο Ελαίας» περάσαμε στην «Πηγή Ειρήνης». Ας μιλήσουμε όμως καθαρά, ο Erdoğan, από το παρασκήνιο αποσταθεροποίησης της Συρίας, είναι πλέον πρωταγωνιστής με την ανοχή της διεθνούς κοινότητας και των μεγάλων γεωπολιτικών παικτών της περιοχής και χτυπάει τους Κούρδους, αυτούς που αντιστάθηκαν στο Ισλαμικό Κράτος και στα εγκλήματα κατά της ανθρωπότητας που αυτό διέπραξε. Μετά από οκτώ χρόνια αιματηρού εμφυλίου, η τουρκική εισβολή αποτελεί πηγή αίματος και πηγή ανθρώπινης κρίσης, όχι πηγή ειρήνης, όπως ειρωνικά τη βάφτισε ο κύριος Erdoğan, ο οποίος δεν πρόκειται να σεβαστεί το διεθνές δίκαιο, όσο και αν φωνάζουμε εμείς.

Γι’ αυτό χρειάζονται τώρα πραγματικές κυρώσεις, ένα άμεσο πανευρωπαϊκό εμπάργκο όπλων που δεν θα περιορίζεται σε νέες παραγγελίες αλλά θα σταματήσει άμεσα την παράδοση όπλων απ’ όλα τα κράτη μέλη. Με στοχευμένες κυρώσεις εναντίον των υπευθύνων για την εισβολή και βέβαια και με εμπορικές κυρώσεις που θα αποδεικνύουν ότι η Ευρώπη εννοεί αυτά που λέει.

  Peter van Dalen (PPE). – Voorzitter, met het vertrek van de Amerikaanse troepen uit Noord-Syrië laat president Trump de Koerden en de christenen aldaar totaal in de steek. De zogenaamde deal die de Amerikaanse leider in zijn onmetelijke wijsheid met dictator Erdoğan heeft gesloten, werkt niet. Poetin en Erdoğan hebben daar inmiddels de controle overgenomen. Helaas stelt de Raad van ministers van Buitenlandse Zaken zich ook beschamend op: het blijft bij een opschorting van wapenleveranties en her en der worden in de Europese hoofdsteden Turkse ambassadeurs op het matje geroepen. Ook dat is een dreun in het gezicht van de Koerden en de christenen in de regio. Tijd dus voor een zeer stevige Europese stellingname: de militaire en financieel-economische relaties met Turkije moeten niet opgeschort maar volledig gestopt worden, en Europa moet de Koerden en de christenen steunen, waar mogelijk.   Katarina Barley (S&D). – Frau Präsidentin! Eines muss uns allen klar sein: Es wird keine militärische Lösung für diese Region geben. Es kann nur eine politische geben, und die auch nur unter Einbeziehung der Vereinten Nationen, die in über zwei Stunden Debatte noch gar nicht erwähnt worden sind. Was wir derzeit erleben, ist eine türkische Invasion mit Billigung Russlands. Wir sehen, wie die kurdisch geführten demokratischen Kräfte, die besten Verbündeten der internationalen Gemeinschaft, im Stich gelassen werden. Wir sehen, wie sich Erdoğan und Putin treffen und die Macht in Syrien de facto unter sich aufteilen.

Die EU, wenn wir es nüchtern betrachten, ist kein big player in dieser Region. Den Zeitpunkt haben wir verpasst, aber wir haben auch nicht die Kompetenzen, und wie verlogen zum Beispiel die Brexit-Partei agiert, sieht man daran: Die EU soll handeln, aber gleichzeitig werden ihr keine Kompetenzen übertragen. Unser stärkstes Gewicht sind wirtschaftliche Sanktionen, Stopp der Waffenlieferung – das muss die Antwort einer starken EU sein, die sich nicht von Flüchtlingsvereinbarungen erpressen lässt und die das Völkerrecht wahrt.

  Juan Ignacio Zoido Álvarez (PPE). – Señora presidenta, en el debate de hoy ha quedado de manifiesto que los graves hechos de la operación militar turca en el nordeste de Siria tienen consecuencias dramáticas en lo social, en lo político y también en lo económico. Pero hoy, esta mañana, quiero poner el acento en la liberación de miles de terroristas del ISIS con pasaporte europeo: pueden volver a Europa, con la consiguiente crisis de seguridad en toda la Unión.

Señorías, tenemos miles de terroristas sin controlar que quieren llegar a Europa y no nos lo podemos permitir. En España hemos padecido la lacra del terrorismo de ETA durante décadas, con miles de víctimas, pero fue derrotado por el trabajo de las fuerzas y cuerpos de seguridad, por la judicatura, por el Estado de Derecho y por el apoyo de la sociedad española.

Por eso, desde nuestra experiencia, creemos que, para luchar contra el terrorismo, la Unión Europea necesita una política exterior de seguridad y de defensa más completa y ambiciosa que evite que estos excombatientes del ISIS puedan cometer actos terroristas ante su descontrol.

  Javi López (S&D). – Señora presidenta, hoy enviamos un mensaje firme y tajante de nuestro rechazo absoluto a la invasión militar de Turquía en el noreste de Siria; una decisión que menosprecia el Derecho internacional y nuestros mecanismos de las Naciones Unidas o de la OTAN, que tiene gravísimas consecuencias humanitarias, que devuelve a la guerra a una zona estabilizada, y que provoca, o persigue —no solo provoca— desplazamientos de población para reconfigurar étnicamente la población, que se ha hecho y se está haciendo con la complicidad de los Estados Unidos y tiene como víctimas a los kurdos, aquellos aliados —hasta ahora— para combatir y derrotar a ISIS. Y, además, con beneficios claros para Al-Asad y Putin en la región.

Europa no solo tiene que rechazar la intervención; tiene que responder de forma firme utilizando nuestras herramientas: prohibir la venta de armas a Turquía, utilizar nuestro mercado —del que se beneficia Turquía— y tomar decisiones sobre un proceso de adhesión que ha dejado de tener sentido para Turquía y la Unión Europea.

  Vladimír Bilčík (PPE). – Madam President, it’s been said already but we need to repeat it: the Turkish invasion into north—eastern Syria threatens the stability of the whole region. It strengthens those who want to ignite a much larger conflict in the Middle East. It is therefore in our vital interest – the vital interest of the EU and our Member States – to fight for the territorial integrity of Syria. We cannot allow the redrawing of borders in a forceful way. We cannot allow the precedents from the annexation of Crimea to be repeated in Syria today. This is extremely important, and we have to resist it. Therefore, an arms embargo, financial sanctions and the suspension of EU accession talks with Turkey is the least we can do immediately, and we should do it now.

More broadly, we do need to fight for European values in our neighbourhood. We cannot allow the increasing Turkish and Russian presence in our vicinity. This is our vital European strategic interest.

Fino ad ora, l'Europa ha faticato a farsi sentire con una voce sola, chiara, forte. Non abbiamo, infatti, bisogno di generiche condanne, ci servono atti molto chiari. L'intervento militare della Turchia è una strada a cui devono rispondere sanzioni economiche e commerciali, l'embargo delle armi, interventi per non lasciare da sole le principali vittime che sono innanzitutto le donne e gli uomini del popolo curdo come Hevrin Khalaf.

Immediati interventi dunque di sostegno diretto, lì sul campo, un popolo, quello curdo a cui dobbiamo mostrare grande solidarietà, che è stato usato prima per la lotta al terrorismo e poi vergognosamente scaricato. Ed è anche grave vedere che Erdogan ricatta l'Europa sulla pelle dei profughi e dei rifugiati. Anche per loro deve terminare, immediatamente, il conflitto e ci vuole il ritiro immediato dell'esercito turco.

  Μανώλης Κεφαλογιάννης (PPE). – Κυρία Πρόεδρε, η Τουρκία, με το πρόσχημα ότι οι Κούρδοι που κατοικούν στη Συρία είναι συλλήβδην τρομοκράτες, εισέβαλε στη χώρα αυτή και διεξάγει στρατιωτικές επιχειρήσεις στο συριακό έδαφος, με θύματα αμάχους και αθώα παιδιά. Είναι η ίδια χώρα που το 1974, με ένα παρόμοιο πρόσχημα, εισέβαλε στην Κυπριακή Δημοκρατία και από τότε έχει υπό την κατοχή της το 40 % του νησιού.

Προσυπογράφουμε όλοι μας την απόφαση του Ευρωπαϊκού Συμβουλίου που καταδικάζει απερίφραστα τη στρατιωτική επέμβαση που προξένησε και προξενεί εκατοντάδες ανθρώπινα θύματα, υπονομεύει τον αγώνα εναντίον του ISIS και εγείρει σοβαρή απειλή κατά της ευρωπαϊκής ασφάλειας. Καταδικάζουμε την επίθεση στη Συρία της Τουρκίας, χωρίς αστερίσκους και χωρίς υποσημειώσεις.

  Margarida Marques (S&D). – Senhora Presidente, em 2016 a União Europeia assinou com a Turquia uma EU Facility que teve, tem, como objetivo apoiar os 3,5 milhões de refugiados, 0,7% da população da União Europeia a 28, que se encontram na Turquia. Mas é bom recordar que foi o fecho de fronteiras, a visão restritiva do acordo de Dublim, cuja revisão alguns Estados-Membros persistem em bloquear, e a falta de solidariedade de alguns Estados-Membros da União para com os Estados-Membros que mais refugiados tinham recebido que criou a necessidade deste mecanismo.

Desde então, a Turquia tem sistematicamente feito chantagem com a União Europeia, ameaçando abrir as portas, e agora está a fazê-lo mais uma vez. Ainda que a Turquia alegue motivos de segurança, sempre legítimos, esta operação militar no nordeste da Síria tem de ser travada, não há solução militar.

A União Europeia tem de agir a uma só voz e mobilizar a sua influência trabalhando com as Nações Unidas para alcançar a paz nesta região do mundo tão massacrada.

  Kris Peeters (PPE). – Voorzitter, het is een goede zaak dat we vanuit het Europees Parlement een duidelijke en klare boodschap naar Turkije sturen. Onze ontwerpresolutie spreekt boekdelen: Turkije moet beseffen dat onze pretoetredingssteun niet onvoorwaardelijk is, en de financiële enveloppe die Turkije krijgt om zich naar Europese normen te hervormen, kan en mag niet verder uitbetaald worden.

De crisis in Noord-Syrië is een duidelijke wake-upcall voor de Europese Unie: we hebben dringend een echt Europees asiel- en migratiebeleid en een echt Europees defensiebeleid nodig en de Europese Unie moet resoluut gaan voor een internationale veiligheidszone in Noord-Syrië die door een internationale legermacht wordt gecontroleerd. Alleen zo kunnen wij het vluchten van mensen stoppen, de IS-strijders gevangenhouden, de kinderen terughalen en de regio stabiliseren.

Αφήσαμε τους ανθρώπους που πολέμησαν τον ISIS έρμαιο στα χέρια της Τουρκίας και συζητούμε, εδώ, σήμερα, στην Ευρώπη, αν θα πρέπει να λάβουμε μέτρα και πότε. Να σας θυμίσω ότι, πριν από 45 χρόνια, η Τουρκία ονόμασε «ειρηνευτική επιχείρηση» την εισβολή στην πατρίδα μου. Σαράντα πέντε χρόνια μετά, έχουμε ακόμα 200.000 πρόσφυγες, ξεσπιτωμένους και αγνοούμενους. Τότε, πριν από 45 χρόνια, η διεθνής κοινότητα σιώπησε και άφησε την Τουρκία να ολοκληρώσει το έγκλημά της στην Κύπρο. Έτσι και σήμερα, σιωπά και πάλι. Συρία 2019 - Κύπρος 1974: ο θύτης παραμένει ο ίδιος και παραμένει ατιμώρητος. Οι δικές μας ευθύνες τεράστιες· η Ευρώπη απούσα. Θα μας κρίνει η Ιστορία.

  Hildegard Bentele (PPE). – Frau Präsidentin! Wir sprechen heute über die völkerrechtswidrige Militäroperation der Türkei in Nordsyrien und ihre Folgen. Die Lage ist bisher und leider seit Jahren so, dass in Syrien – in naher Nachbarschaft zur EU, in der es unmittelbar um europäische Interessen geht – der Despot Assad, die USA und Russland das Sagen haben und die Europäische Union – abgesehen von der Finanzierung humanitärer Hilfe – außen vor ist.

Die Schlussfolgerung, die wir daraus ziehen sollten – und hier komme ich auf zentrale EVP-Forderungen zurück –: Wir müssen in der EU endlich die Entscheidungsstrukturen – beispielsweise einen europäischen Sicherheitsrat und einen EU-Verteidigungsministerrat – schaffen und die entsprechenden militärischen Fähigkeiten bereitstellen, damit die Initiativen einzelner Mitgliedstaaten wie beispielsweise die der deutschen Verteidigungsministerin zur Einrichtung einer internationalen Schutzzone sofort europäisch behandelt und bewertet werden können und auch zu gemeinsamem europäischen Handeln führen.

Die Folge dieses unakzeptablen türkischen Vorgehens sollte sein, dass die EU endlich sicherheitspolitisch souverän wird und Terror, Vertreibung und ethnische Säuberung nicht nur verbal verurteilt, sondern sich aktiv an der Terrorismusbekämpfung und an der Friedenssicherung beteiligt. Lassen wir Uneinigkeit und Mutlosigkeit hinter uns und gehen wir in dieser Wahlperiode einen entscheidenden Schritt in Richtung politische Union!

Εισέβαλε στη βόρεια Συρία σκορπώντας θάνατο, εκτοπίζοντας χιλιάδες ανθρώπους, οδηγώντας τους στην προσφυγιά. Επιχειρεί εθνοκάθαρση, με ευρωπαϊκά κονδύλια, εγκληματεί κατά της ανθρωπότητας. Οι Ηνωμένες Πολιτείες, η Ρωσία, ο Assad μετρούν κέρδη και ζημιές, ενώ η Δύση εμφανίζεται σε ρόλο αμήχανου παρατηρητή. Οι αξίες μας κλονίζονται και έχουμε ευθύνη γι’ αυτό. Διαχρονικά, η τουρκική πολιτική του αναθεωρητισμού δεν έχει αρχές, δεν σέβεται διεθνείς κανόνες, δεν υπολογίζει κανένα. Πρέπει να προχωρήσουμε άμεσα σε υλοποίηση στοχευμένων οικονομικών κυρώσεων, με σεβασμό στην κοινωνία των πολιτών και να στείλουμε ένα σαφές μήνυμα στην Τουρκία, ότι, με δική της ευθύνη, δεν είναι ευπρόσδεκτη στην ευρωπαϊκή οικογένεια.

  Costas Mavrides (S&D). – Madam President, I’m reading the title, ‘The Turkish military operation in north-east Syria and its consequences’. I think it could have been much better. It could read like this. This is not just a military operation, it is a military invasion and its consequences are not just matters of security, of the betrayal of our Kurdish allies against the scourge of Islamic State.

The consequences of this military Turkish invasion are specific crimes against humanity, including ethnic cleansing and the plans for illegal settlements against Syria, just like with the continuing Turkish occupation of the north part of the Republic of Cyprus, just like Afrin, but we can. We can impose an arms embargo, we can crush Erdoğan’s economy and, yes, we can bring the criminals to justice. It’s about time.

  Izaskun Bilbao Barandica (Renew). – Señora presidenta, quiero expresar aquí nuestro total rechazo al ataque ilegal perpetrado por Turquía sobre la comunidad kurda. Esta invasión viola el Derecho internacional, está produciendo víctimas civiles y movimientos masivos de población. Busca, además, alterar la demografía de Rojava, reubicando dos millones de refugiados en una zona en la que convivían democráticamente kurdos, árabes, turcomanos y asirios.

La invasión superará las fronteras del Kurdistán, reabriendo conflictos que implican a las grandes potencias mundiales. Evitarlo obliga a que la OTAN retire su apoyo a Turquía y a que las Naciones Unidas y la Unión combatan esta vulneración de la legislación internacional con sanciones efectivas.

Además, urge patrocinar una solución dialogada a la crisis. Este trabajo diplomático debe combinarse con ayuda humanitaria y prestar especial atención a la repatriación de menores nacidos de combatientes europeos del ISIS.

  Beata Kempa (ECR). – Pani Przewodnicząca! Mamy dyplomację europejską, mamy instrumenty, mamy narzędzia, mamy środki, mamy wszystko i co? Krok przed nami jest Rosja – to jest bardzo smutne. Powinniśmy jako Europa, która ponosi największe skutki konfliktu na Bliskim Wschodzie, dołożyć wszelkich starań, żeby ten konflikt po prostu się zakończył i nie tylko na poziomie werbalnym, nie tylko na poziomie ubolewania, ale dołożenia wszelkich dyplomatycznych starań, żeby tak się stało z wykorzystaniem wszystkich agend.

Przede wszystkim powinien nas też obchodzić los ofiar. Dziękuję panu komisarzowi Stylianidesowi, bo działania są rzeczywiście organizowane, ale trzeba pamiętać, że tam wciąż jest wiele organizacji, misjonarzy, którzy pracują, którzy nie opuścili tego kraju, mimo że jest to ogromne zagrożenie, w tym zagrożenie życia i zdrowia. Panie Komisarzu, proszę o to, żeby wzmocnić te organizacje. 38 milionów to dużo, ale możemy jeszcze zrobić zdecydowanie więcej. To jest mój apel.

Υπάρχει μια ομόφωνη απόφαση του Συμβουλίου, εδώ και μερικούς μήνες, στην οποία συνέβαλαν ο Αλέξης Τσίπρας και ο Πρόεδρος Αναστασιάδης. Είναι ώρα αυτή να εξειδικευθεί και να εφαρμοστεί και αυτό δυστυχώς το εμποδίζουν, με κυνισμό, για τα οικονομικά τους συμφέροντα, κυβερνήσεις όπως της Γερμανίας και της Γαλλίας. Ας είμαστε ειλικρινείς.

  Michaela Šojdrová (PPE). – Paní předsedající, tureckou invazi do Sýrie je nutné odsoudit. Byla namířená proti Kurdům, kteří bojovali proti Islámskému státu, jehož někteří bojovníci jsou nyní vinou Turecka znovu na svobodě. Intervence vyvolala nestabilitu a způsobila další vlnu uprchlíků, ale především tato intervence způsobila ztráty na lidských životech a utrpení nevinných lidí.

Je dobře, že Turecko nyní zastavilo tuto ofenzivu, je to i na nátlak Spojených států, Evropské unie. Bezpečnostní zóna na severu Sýrie by měla smysl, ale jen pod dohledem mezinárodních sil, nikoliv jako území vyčištěné tureckou armádou a obsazené tureckou armádou. Na tureckou invazi nemůžeme nahlížet jen jako ojedinělý akt, ale bohužel Turecko se v posledních letech chová jako země, která nesdílí stejné hodnoty jako Evropská unie.

  Julie Ward (S&D). – Madam President, millions of people from diverse ethnic and religious communities in this region are under threat. Tens of thousands have been displaced. Besides Kurdish and Arabic villages, Christian neighbourhoods have been targeted. It’s obvious these attacks are carried out by Turkish military with the aim of ethnic cleansing and demographic change.

As a member of Women Defend Rojava, an international campaign against fascism and patriarchy, I raise my voice here to call for: an immediate end to Turkey’s invasion and occupation in north and east Syria; the establishment of a no-fly zone; an end to the weapons trade with Turkey; political and economic sanctions against Turkey; the recognition of war crimes already committed by Turkey and the prevention of further war crimes and ethnic cleansing by Turkish forces, ISIS, al-Nusra and other jihadist terrorist groups; the acknowledgment of the democratic Autonomous Administration of North and East Syria; and a political solution with representation and participation of women and people from all the different national cultural and religious communities in Syria. We need...

  Irena Joveva (Renew). – Gospa predsednica, pozdravljam resolucijo in pripravljene pozive Turčiji, strinjam se s pozivi Evropski komisiji glede zamrznitve izplačil Turčiji in s tem, da naj se prepriča, da se s temi sredstvi ne financirajo vojaške operacije.

A samo pozivi ne bodo zadostovali. Ne smemo se pustiti izsiljevati Erdoganu. Ne bi smeli dopustiti, da varnostna vprašanja regije v neposredni bližini Unije določajo izključno druge države. Ne bi smeli dopustiti pobijanja, nasilnega premeščanja ljudi, humanitarne katastrofe v vseh razsežnostih.

Poleg gospodarskih sankcij, zamrznitev izplačil evropskih sredstev in vseevropskega embarga na prodajo orožja, bi morali vzpostaviti vsaj še tako imenovane no fly zone in UN led secury zone.

Drži, Moskva in Ankara sta dosegli dogovor in menda Turčija ne vidi potrebe po nadaljevanju ofenzive v tej fazi. Kaj to pomeni? Najmanj to, da bodo prebivalci še vedno v strahu pred napadi. Ponavljam, najmanj to. Skrajni čas je, da poenotimo evropsko zunanjo politiko in končno prevzamemo odgovornost, ki pritiče domnevno geopolitično …(Predsedujoča govornici odvzame besedo.)

  Sandra Pereira (GUE/NGL). – Senhora Presidente, a intervenção militar na Síria não é uma questão do momento. Esta intervenção militar na Síria leva já oito anos e tem responsáveis: os Estados Unidos da América e as grandes potências da União Europeia que, juntamente com outros membros da NATO, como a Turquia, e com outros seus aliados, como Israel, a Arábia Saudita, os Emirados Árabes Unidos ou o Qatar, contribuíram para a organização e o armamento de grupos terroristas, para o assassinato de milhares de pessoas e a deslocação forçada de milhões de outras e a destruição e desestruturação social, económica e patrimonial de um país.

A posição deste Parlamento e de outras instituições da União Europeia, assim como de diversos governos de países que a integram e que pretendem passar uma imagem de distanciamento face a esta nova agressão militar contra a Síria, é absolutamente hipócrita.

Condenar a Turquia não basta. É essencial por fim à desestabilização e à agressão externa contra a República Árabe da Síria e defender a sua soberania, a sua independência e integridade territorial, no respeito pelo direito internacional e pelos princípios da Carta das Nações Unidas.

  Caterina Chinnici (S&D). – Signora Presidente, onorevoli colleghi, in questo dibattito io voglio ancora ricordare che le prime vittime, le più indifese dell'offensiva militare turca nel nord-est della Siria sono i bambini. E proprio gli orientamenti dell'Unione europea del 2008 su bambini e conflitti armati sottolineano come siano i più piccoli a subire le maggiori e più durature sofferenze in ogni conflitto e quello in corso di svolgimento in Siria di certo non fa eccezione.

L’Unicef stima in almeno 70 000 i bambini sfollati nel nord-est della Siria dall'inizio dell'intervento armato, ma se le ostilità dovessero prolungarsi, altre decine di migliaia di bambini potrebbero presto avere bisogno di assistenza umanitaria.

In ottemperanza alla Convenzione ONU sui diritti del fanciullo di cui celebreremo fra pochi giorni il trentesimo anniversario è necessario quindi che l'Unione europea moltiplichi gli sforzi diplomatici in favore della pace, affinché le parti in conflitto e tutti coloro che sul terreno possono esercitare un'influenza concreta si adoperino per garantire massima protezione a tutti i bambini coinvolti loro malgrado in questo ennesimo conflitto.

Children are children in every situation. We have a duty to protect them!

  Mick Wallace (GUE/NGL). – Madam President, Turkey has crossed the border and entered the sovereign country of Syria. It’s a violation of international law. Turkey has invaded Syria, not Kurdistan. We must express solidarity with the Kurdish people, but the territorial integrity of Syria is a matter for the Syrians to decide.

About 8% of the Kurds live in Syria and 50% of them live in Turkey, where they are treated abysmally, making Turkey an apartheid state in their behaviour. When the PKK fighters cross the border into Syria, they are called rebel fighters. When they come back into Turkey, they are called terrorists. And what is Europe doing about it? Sadly, Europe paid Turkey EUR 6 billion in the last two years to cage migrants whose homes were destroyed with the help of European countries. When is Europe going to stop behaving like this?

  Maria Grapini (S&D). – Doamnă președintă, domnule comisar, aveți ocazia să vedeți o unanimitate aici. Da, am auzit că atât Consiliul, cât și Comisia critică acest atac și invazia Turciei în Siria. Și noi criticăm, dar este, oare, de ajuns doar să criticăm? Avem o rezoluție pe care o vom vota mâine, dar este de ajuns? Eu cred că Uniunea Europeană, alături de alte instituții internaționale, are obligația să intervină concret. Și noi ce putem face?

Sigur, este importantă Turcia, este importantă ca piață Turcia, dar ce alegem între o dezvoltare economică a pieței interne și securitatea cetățenilor? Acolo mor oameni, mor copii, mor femei, mor cetățeni pe care noi, de fapt, trebuie să îi apărăm, pentru că unul dintre obiectivele Uniunii Europene este și acesta de a asigura securitatea și pacea. Așa cum spunea domnul Juncker ieri: da, în Uniunea Europeană avem pace, dar este de ajuns? Avem o responsabilitate internațională și cred că trebuie să facem mai mult decât o rezoluție.

I would like to take this opportunity to thank the honourable Members for their interventions, comments and suggestions.

Turkey’s unilateral military action in north-east Syria has, and is, causing unacceptable human suffering. It undermines the fight against Daesh, it threatens European security. For all these reasons, the European Council on Friday again urged Turkey to end its military action to withdraw its forces and respect international humanitarian law.

As you know, the matter has been referred to the European Council, which will continue to follow it. Meanwhile, the European Union remains engaged in efforts to address the serious humanitarian and refugee crisis in light of evolving needs. We insist that any and all parties on the ground grant full, unimpeded and safe access to humanitarian workers responding to people in need of urgent life-saving assistance. The protection of civilians must remain an absolute priority.

Now regarding the so-called Sochi agreement last night, the de-escalation of hostilities in north-east Syria will hopefully save lives, and prevent further civilian suffering. As such, we welcome it as an attempt to achieve an end to the current cycle of violence. We can expect it to take some time before the consequences of the agreement reached in Sochi play out.

However, one thing has not changed: what is needed to end the Syrian conflict on a permanent basis is an overarching political settlement for the whole of Syria negotiated by the Syrians for the Syrians, in line with UN Security Council Resolution 2254. All parties must come to the table in Geneva at the end of this month and from there build a lasting solution.

Allow me to express my appreciation for your continuing commitment to seeing a peaceful resolution to the long-running Syria conflict.

  Joachim Stanisław Brudziński (ECR), na piśmie. – Kraje Unii Europejskiej, w tym Polska, zgodnie potępiły jednostronne działania wojskowe Turcji w północno-wschodniej Syrii. Musimy pamiętać, że sytuacja w tym regionie jest złożona i trudna, a na obecne wydarzenia miały duży wpływ działania wielu państw i sił od roku 2011, od zbrodni reżimu Asada, przez wspierające go siły irańskiej gwardii, po działalność rosyjskich najemników, znanych dobrze z działań na wschodzie Ukrainy.

Musimy jednak pamiętać o dialogu i bieżącą sytuację powinniśmy postrzegać w szerszym aspekcie relacji UE-Turcja oraz sytuacji w Syrii. Turcja pozostaje przecież istotnym partnerem UE i sojusznikiem w NATO. Musimy szukać odpowiednich instrumentów, by stabilizować ten region, szukać działań, które nie eskalują, a rozładowują istniejące napięcia. Musimy pamiętać o tym, iż Kurdowie od wielu lat oddawali życie w walce z tzw. państwem islamskim. Stali na pierwszej linii frontu tego krwawego konfliktu, wspierając siły walczące z terroryzmem, płacąc za to ogromną cenę. Powinniśmy pamiętać o tym, szukając rozwiązań zaistniałego konfliktu.

Apelujemy do Turcji, by zakończyła działania wojskowe, by wycofała swoje siły i wykazała się poszanowaniem międzynarodowego prawa humanitarnego. Jestem przekonany, że nam wszystkim zależy na pozytywnym wpływie na proces pokojowy tak w północnej Syrii, jak i w całym tym kraju.

  Csaba Molnár (S&D), írásban. – Hatalmas problémával szembesültünk az elmúlt hét folyamán, hiszen az Európai Unió nem volt képes egységesen fellépni egy olyan autokrata rezsimmel szemben, amely a térséget destabilizálva és humanitárius válságot okozva háborút indított a szíriai kurdok ellen. Mindez azért történhetett meg, mert a magyar kormány minden erőfeszítésével azon van, hogy bomlassza azt a közösséget, amelynek szorosabbá és egységesebbé fűzésén több évtizedek óta dolgozunk.

Orbán Viktor, magyar miniszterelnök egyértelműen kijelentette, hogy Magyarországnak érdekében áll ez a katonai beavatkozás. Nekünk, igazi európai demokratáknak viszont soha nem állhat érdekünkben ártatlan emberek meggyilkolása az agressziót választó, gátlástalan Orbán Viktorok politikája miatt.

  Urmas Paet (Renew), kirjalikult. – Türgi sissetung Kirde-Süüria aladele on vastuolus rahvusvahelise õigusega, tekitab regioonis veelgi suuremat ebastabiilsust ning on põhjustanud ka uusi inimohvreid. Kahjuks on see toonud lisaks muudele muredele kaasa ka ISISe tugevnemise ohu. Kuna paljud Euroopast Süüriasse liikunud ISISe võitlejad üritavad Euroopasse naasta, peavad Euroopa riigid sellest tulenevate ohtude ennetamisega senisest tõhusamalt tegelema. EL saab olukorra lahendamisse panustada Türgiga kohe dialoogi alustades. Igasugused ähvardused ELi suunas seoses põgenikega on vastuvõetamatud. Küll aga on oluline ELi jätkuv osalemine põgenikekriisi lahendamisel ka Süüria naaberriikides.

  Sándor Rónai (S&D), írásban. – Nem könnyű megtalálni a megfelelő kifejezést arra a mérhetetlen gonoszságra, amelyet Orbán Viktor ezúttal Törökország Észak-Szíriában folytatott katonai akciójával kapcsolatban művel. Orbán Viktor megvétózott egy olyan európai uniós nyilatkozatot, amely Törökország figyelmét akarta felhívni a katonai akció borzalmas veszélyeire. A kurdokkal szemben megindított háború egy újabb népirtás, amelyet semmilyen európai, különösen egy magát kereszténynek nevező kormány soha nem támogathat.

A török katonai akció olyan újabb humanitárius katasztrófával fenyeget, mint amilyet nemrégen a szíriai polgárháború kapcsán láttunk, amelynek eredményeképpen szír civilek százezreinek kellett elmenekülniük otthonról. A török katonai akció nyomán ismét menekülthullámra lehet számítani, valamint az egyszer már legyőzött Iszlám Állam újjáéledésére. És amikor az Európai Unió mindezekre figyelmeztetni kívánja Törökországot, a magyar kormány vétózik. Vajon miért érdeke Orbán Viktornak, hogy ismét válságot idézzen elő Európában? Vajon mi lehet az az ok, amely miatt egy népirtást is védelmébe vesz? Lehetséges-e másra gondolni, mint arra, hogy elfogytak a menekültek Európából, így eddigi gyűlöletkeltő politikáját nem tudja folytatni? A jelenlegi magyar kormány cinizmusa és gonoszsága eddig nem látott mélységbe süllyedt. Orbán Viktor nem megoldani akarja a menekültválságot, hanem újjáéleszteni.

  Bernhard Zimniok (ID), in writing. – Due to the security situation in northeast Syria the risk that more members from the terror organization ISIS will escape their captivity is a reality. The EU must support all EU member-states in order to ensure that the ISIS criminals cannot return to European soil, and ensure that these mass-murderers are kept in the Region where their crimes were perpetrated, so they can face justice by local courts for their criminal acts. In the current volatile and critical time for the security of European citizens, the EU shall facilitate, support and encourage EU member-states to be able to: operate extended border controls; detain and conduct extensive background check of third country national claiming asylum or other entry – this includes to ensure a fully nationally owned process of establishing background without interference of non-governmental actors; deny rather than to allow entry into the EU of a third country national regardless of claim, if their background cannot be established; timely return all illegal migrants present in the applicable member state; revoke citizenship of persons found to have been directly or indirectly supporting ISIS;and bolster the national security capacity to handle the growing terrorist threat.

  Henna Virkkunen (PPE), kirjallinen. – Euroopan unionin on reagoitava nyt nopeasti ja päättäväisesti Turkin yksipuoliseen sotilasoperaatioon Koillis-Syyriassa. Käytännössä olemme katsoneet sivusta, kun 300 000 ihmistä on joutunut jättämään kotinsa. Euroopan unionin on vastattava tällaisiin vakaviin kansainvälisen oikeuden loukkauksiin paljon nykyistä nopeammin ja voimakkaammin. Turkin on vedettävä kaikki joukkonsa alueelta. Turkin toimet heikentävät koko alueen vakautta ja turvallisuutta.

EU-parlamentti esittää, että pyrkisimme perustamaan Pohjois-Syyriaan YK-johtoisen turvallisuusvyöhykkeen. Euroopan unionin olisi myös otettava käyttöön kohdennettuja pakotteita Turkkia vastaan. Viisumikiellot ihmisoikeusloukkauksiin syyllistyneille viranomaisille, maataloustuotteita koskevien kauppaetuuksien keskeyttäminen ja viimeisenä keinona myös EU:n ja Turkin välisen tulliliiton keskeyttäminen olisi EU:n suunnalta vahva viesti Turkille siitä, että sotilasoperaatio on lopetettava. Näitä keinoja on käytettävä.

Kuluneet viikot ovat asettaneet Euroopan unionin vakavan paikan eteen. Meidän on kyettävä jatkossa olemaan vahvempia ja yhtenäisempiä ulkopolitiikassa. Vain siten EU voi olla uskottava toimija ja puolustaa kansainvälisesti niitä arvoja, jotka meitä yhdistävät.
