  Fabio Massimo Castaldo (NI). – Signora Presidente, onorevoli colleghi, la decisione, o meglio, la non decisione del Consiglio europeo di rinviare per l'ennesima volta l'apertura dei negoziati di adesione di Albania e Macedonia del Nord è un errore di portata storica.

Si tratta di un rinvio immotivato dopo le ripetute raccomandazioni della Commissione e la posizione del nostro Parlamento, imbarazzante per l'UE e frustrante per i nostri partner che ora hanno tutto il diritto di interrogarsi sulle nostre reali intenzioni.

Albania e soprattutto Macedonia del Nord hanno fatto molti sacrifici e riforme per arrivare a questo punto. Quest'ultima ha addirittura rinunciato al proprio nome originale, raggiungendo un accordo storico con la Grecia, un accordo che fino a qualche anno fa sembrava semplicemente impossibile.

Cari colleghi, ne va della nostra credibilità. Avevamo promesso a questi paesi che sarebbero stati valutati individualmente in base al merito. Il mancato rispetto delle promesse fatte getta nella disillusione un'intera regione, crea un precedente preoccupante e apre le porte dei Balcani ai nostri competitor strategici, mentre Erdogan visita la Serbia e rinforza i suoi legami con Belgrado, la Macedonia del Nord sprofonda in un'ulteriore crisi politica.

Agli amici albanesi e macedoni del nord – saluto il presidente Xhaferi, che ho avuto l'onore di conoscere – dico "coraggio", siete e sarete parte di questa famiglia europea. È un processo storico inarrestabile che non può essere fermato neanche dai tentennamenti del Consiglio.

  Vladimír Bilčík (PPE). – Madam President, last week’s decision in the European Council shook the foundations of one of Europe’s most successful policies. What has been a source of long-standing consensus has now become an open geopolitical problem. As the standing rapporteur for Serbia, I can tell you that the failure to open accession negotiations with North Macedonia and Albania is our bigger political failure to commit credibly to enlargement. A credible offer for EU membership to Western Balkan countries is in our joint and strategic European interest.

Let me respond clearly to voices from France, the Netherlands, Denmark, that question or even reject enlargement. If we want a stronger and internationally respected Union, we must try for a decisive voice and influence in our immediate neighbourhood.

The disillusionment today in the Western Balkans is enormous. The North Macedonians even changed the name of their country to get the green light from the European Union. Let’s remember, enlargement has brought unification and an unprecedented sense of security to Europe. However, our security is not a given, especially when we look at Turkey’s and Russia’s actions in our neighbourhoods. We do need successful, stable, resilient, democratic, and most of all European, Western Balkans. The success of south—eastern Europe on its path into the European Union will also be our European success. Failure is not an option.

  Isabel Santos (S&D). – Senhor Presidente, não posso deixar de confessar a minha profunda desilusão neste momento, a mesma desilusão que sei partilhada pelas populações da Albânia e da Macedónia do Norte ao verem oficialmente bloqueadas as suas aspirações de adesão à União Europeia, depois das expetativas criadas pela carta da Comissão, do Parlamento e do Conselho Europeu.

Ambos os países atingiram os critérios necessários à abertura de conversações e cumpriram com a implementação das reformas que até agora lhes foram pedidas e que não podem parar. Nesta decisão, o Conselho ficou refém do processo de decisão e dos ímpetos do Sr. Macron e abriu as portas a que outros atores prossigam a sua agenda numa região fundamental para a estabilidade, a segurança e o reforço do projeto europeu.

Se a União Europeia não for capaz de mostrar visão estratégica, liderança, e de se afirmar como um parceiro credível, corre o risco de ser arrastada para o descrédito. O Conselho falhou, mas nós, aqui, no Parlamento, continuaremos a lutar para cumprir o prometido.

  Klemen Grošelj (Renew). – Spoštovani predsednik, obžalujem odločitev Sveta, da ne začne pogajanj s Severno Makedonijo in Albanijo, še posebej pa sem razočaran, da Svet ni bil sposoben prepoznati in ceniti naporov in pa teže kompromisov, katere je Severna Makedonija sprejela do sedaj na poti k Evropski uniji.

Pri tem me žalosti šibkost argumentacije, da pred začetkom pogovorov potrebujemo prenovo pristopnega procesa in institucionalno reformo Evropske unije. Širitev namreč ne ovira institucionalne reforme EU, če zato v EU obstaja politična volja. Zavračanje pogovorov o širitvi na tak način pa je na drugi strani jasno sporočilo, da je EU danes institucionalno nesposobna podpreti države, zavezane evropskim vrednotam in viziji.

Gre za povsem napačno sporočilo v času surovih geopolitičnih preigravanj v evropski soseščini, še posebej to velja za Zahodni Balkan, kjer je Severna Makedonija svetla izjema v regiji. V regiji, v kateri smo priča odkritemu demokratičnemu nazadovanju in vzponu populizma in nacionalizma. Severna Makedonija je majhno okno priložnosti, skozi katero lahko Evropska unija spusti žarek evropskega upanja v regijo. Gre za sporočilo ljudem v regiji. Za države, ki zavrnejo populizem, korupcijo in gospodarski zastoj, obstaja evropska perspektiva.

Če tega kot EU ne moremo ali ne zmoremo, potem to odkrito povejmo in se hkrati pripravimo na posledice te odločitve.

  Lars Patrick Berg (ID). – Herr Präsident! Die Wirtschaft der EU-Mitgliedstaaten steht derzeit vor zahlreichen Herausforderungen. Hinzu kommen noch Unsicherheiten beim Brexit. Warum sollten wir also gerade in dieser Zeit ernsthaft in Erwägung ziehen, Albanien und Nordmazedonien aufzunehmen, zwei der ärmsten Volkswirtschaften Europas? In beiden Ländern ist die Arbeitslosigkeit hoch und sind die Löhne niedrig. Beide leiden unter fragilen Institutionen, Mängeln bei der Rechtsstaatlichkeit und schwerfälligen Regulierungsverfahren. In der jüngsten weltweiten Umfrage von Gallup wurde festgestellt, dass 60 % der erwachsenen Bevölkerung in Albanien das Land verlassen wollen, zu einer Zeit, in der die Bürger der derzeitigen EU-Mitgliedstaaten berechtigte Bedenken gegenüber einer weiteren Einwanderung mit all ihren Problemen haben.

Dennoch möchte ich die Anstrengungen Nordmazedoniens würdigen, das Referendum zur Änderung des Staatsnamens abgehalten zu haben. Aber diese ständigen Bemühungen zur Erweiterung der Grenzen der Europäischen Union sind nicht immer gut. Lassen Sie uns diese Beitrittsgespräche aussetzen und lieber prüfen, welche pragmatische Hilfe wir leisten können – beispielsweise durch Strukturfonds, EU-Kohäsionsfonds –, und kehren wir zurück zu einer abgestimmteren Politik, um diese Länder langfristig zu unterstützen und den Einfluss dritter Staaten zu unterbinden.

  Bogdan Rzońca (ECR). – Panie Przewodniczący! Panie Komisarzu! Szanowni Państwo! Bez wątpienia mamy do czynienia z poderwaniem autorytetu Unii Europejskiej po ostatniej decyzji. Wygląda na to, że interesy jednego państwa, Francji, przedkładane są nad interesy Unii Europejskiej. Macedonia spełnia kryteria rozpoczęcia negocjacji i wszyscy ludzie w Macedonii o tym wiedzieli. Stąd też Unia Europejska zachowuje się po prostu nijak. No, jest to pewnego rodzaju kompromitacja. Wystawiamy na szwank własne działania. Nie jest to dobre dla całej Unii Europejskiej. Nie jest to dobre także dla Macedonii Północnej i dla Bałkanów. Proszę Państwa, Macedonia ma otwartą drogę do NATO. Macedonia spełniła wiele zobowiązań względem swoich sąsiadów, żeby osiągnąć ten sukces. Czy to nie jest tak, że tu następuje pewien rewanż? Otóż pani Ursula von der Leyen bardzo była za tym, żeby rozszerzać Unię Europejską, ale wtedy, kiedy kandydat pana prezydenta Macrona nie przeszedł na komisarza, być może jest to jakaś niedobra reakcja. Musimy się wystrzegać tego typu sytuacji.

  Λευτέρης Νικολάου-Αλαβάνος (NI). – Κύριε Πρόεδρε, τα βάσανα και όλα όσα έχουν υποφέρει οι λαοί των Βαλκανίων έχουν συγκεκριμένες αιτίες. Αυτές είναι οι ιμπεριαλιστικοί ανταγωνισμοί, οι Νατοϊκές επεμβάσεις, οι αλλαγές των συνόρων, οι ξένες στρατιωτικές βάσεις, η υποκίνηση των εθνικισμών, η διασύνδεσή τους με την Ευρωπαϊκή Ένωση, οι καπιταλιστικές αναδιαρθρώσεις. Η εμπειρία αποδεικνύει ότι καμία ένταξη χώρας στην Ευρωπαϊκή Ένωση και το ΝΑΤΟ δεν μπορεί να γίνει προς όφελος του λαού. Αντίθετα, αυτή υπαγορεύεται από τα συμφέροντα των μεγάλων μονοπωλιακών ομίλων. Εκεί ακριβώς οφείλεται και η αντιπαράθεση που παρατηρείται εντός της Ευρωπαϊκής Ένωσης για την ένταξη της Βόρειας Μακεδονίας, δηλαδή στους οξείς ανταγωνισμούς της Γαλλίας, της Γερμανίας και άλλων χωρών για το ποιος θα έχει το πάνω χέρι στα δυτικά Βαλκάνια, στο φόντο της σκληρής πολιτικής και οικονομικής σύγκρουσης της Ευρωπαϊκής Ένωσης, των Ηνωμένων Πολιτειών, του ΝΑΤΟ με τη Ρωσία και την Κίνα στην περιοχή.

Οι αντιπαραθέσεις μεταξύ των χωρών της Ευρωπαϊκής Ένωσης δεν θέτουν υπό αμφισβήτηση την επιζήμια για τους λαούς συμφωνία των Πρεσπών, ευρωνατοϊκής κοπής, που υπογράφηκε με στόχο την ένταξη της χώρας στην Ευρωπαϊκή Ένωση και στο ΝΑΤΟ. Οι λαοί των δυτικών Βαλκανίων αλλά και ολόκληρης της Ευρώπης μπορούν να ζήσουν ειρηνικά, έξω όμως από τον κορσέ της Ευρωπαϊκής Ένωσης, έξω από το ΝΑΤΟ, έξω από τον κορσέ των ιμπεριαλιστικών σχεδιασμών, απορρίπτοντας τον εθνικισμό, τον αλυτρωτισμό, με την εξουσία και την οικονομία στα δικά τους χέρια.

  Andrius Kubilius (PPE). – Mr President, there is no need to repeat that last week’s Council decision was wrong and bad. Very bad. And there is no need to repeat how important for the whole continent the EU’s enlargement policy was, is, and I hope will be in the future. Also there is no need to repeat how much was done and how many painful reforms were implemented, especially by the North Macedonian Government but also by Albania, and how much today they feel betrayed. Betrayed by us.

What we need to discuss today is very simple – what we need to change on our side, on the EU side, so that the whole enlargement process is not interrupted by one EU Member State. So what can we change? Before we move into enlargement reforms, we need to create a simple rule or tradition: to ask those Member States, or at least one of them, which, at Council level, are blocking enlargement to come out here and to explain openly what their arguments were for voting against. Then we would have the possibility to discuss those arguments here in the European Parliament and maybe in such a case we would be able to find a way to assist those Member States to overcome their resistance.

So today, I would say we need to be concerned not only about how to assist North Macedonia and Albania – because they deserve it – but also how to assist France to overcome its mistake – because this is a mistake not only of France, but of all of us.

  Andreas Schieder (S&D). – Herr Präsident! Wie auch schon der Erweiterungskommissar Johannes Hahn richtigerweise gesagt hat, ist diese Entscheidung des Europäischen Rates ein schwerer Fehler. Die Verantwortung für diesen schweren Fehler trägt auch der französische Staatspräsident im Rat. Das Problem daran ist aber: Die Folgen dieses Fehlers müssen wir alle in Europa gemeinsam verdauen. Es ist wichtig zu betonen, dass gerade die Europäische Union die Zusagen einzuhalten hat, die sie gemacht hat. Gerade dann, wenn in Albanien und in Mazedonien ganz wichtige Reformen umgesetzt worden sind und in Nordmazedonien sogar auch die Namensfrage und Nachbarschaftsfragen gelöst worden sind. Daher hoffe ich, dass der Europäische Rat diesen Fehler so bald wie möglich wiedergutmacht.

Aber wir müssen als Parlament auch jede Chance nutzen – über die Delegationen, über bilaterale Kontakte, über den Jean-Monnet-Prozess –, den Kontakt mit Nordmazedonien und Albanien jetzt noch enger zu knüpfen, um zu zeigen, dass wir diese Entscheidung für falsch halten und wollen, dass sie bald gutgemacht wird.

  Urmas Paet (Renew). – Mr President, the European Council has to make a new and strategic decision because it was a mistake not to open the accession negotiations with North Macedonia and Albania. The prospect of joining the EU has been a driving force behind the changes we have seen in those countries. North Macedonia was led to believe that solving the name issue would give it the possibility to move forward with moving closer to the EU. Although ultimately countries should move forward with domestic reforms because of their own necessity, one cannot ignore the fact that future prospects of joining the EU have been a driving force for these reforms as well.

I believe the EU should at least open the accession negotiations with both countries to encourage them to continue with domestic reforms, to align themselves more with the EU and its policies, and to have reliable partners in a variety of global issues. Failure to open the accession negotiations may unfortunately also contribute to the possibility of an external influence in the Western Balkan region. It is hard to see the EU succeed in a more global arena if it cannot be successful in its immediate neighbourhood.

  Laura Huhtasaari (ID). – Mr President, EU candidacy status should only be granted to countries which have a realistic prospect of joining the Union. Albania and North Macedonia are both crime—ridden countries with problems of corruption and the rule of law. The EU has had enough trouble in absorbing Romania and Bulgaria into the Union, who were not even ready to join the Union back in 2007. We should not give false hope to countries who do not really fulfil the criteria of an EU membership candidate. The EU should stop spreading its borders ever wider when its own house is not in order.

  Ιωάννης Λαγός (NI). – Κύριε Πρόεδρε, πριν από λίγο άκουσα από κάποιους ομιλητές ότι χρειάστηκε μεγάλο πολιτικό θάρρος για να φτάσουμε στη συμφωνία των Σκοπίων με την πατρίδα μου, την Ελλάδα. Θα ήθελα να πω εδώ μέσα, για να ακουστεί σε αυτή την αίθουσα, ότι δεν υπήρξε κάποιο πολιτικό θάρρος αλλά υπήρξε η επιβολή μιας μικρής πραγματικά μειοψηφίας εις βάρος της θέλησης του ελληνικού λαού. Πάνω από 75 % των Ελλήνων, έως 80 %, δεν ήθελαν με τίποτα τη συμφωνία αυτή. Στις απαιτήσεις των Ελλήνων για να γίνει δημοψήφισμα, η ελληνική κυβέρνηση αρνήθηκε κατηγορηματικά. Έτσι φτάσαμε λοιπόν στο να είναι η τότε κυβέρνηση και η σημερινή κυβέρνηση οι μεγαλύτεροι υποστηρικτές αυτής της προδοτικής συμφωνίας που έχει γίνει εις βάρος της πατρίδας μας.

Και όσον αφορά όλους τους ευρωβουλευτές εδώ, αλλά και τους κατοίκους όλων των ευρωπαϊκών χωρών, όλοι πρέπει να βγουν από την πλάνη αυτή: δεν υπάρχει Βόρεια Μακεδονία, υπάρχει κράτος των Σκοπίων, για να το ξεκαθαρίσουμε. Το ξέρουν όλοι οι ιστορικοί που έχουν ασχοληθεί με το συγκεκριμένο ζήτημα και δεν είναι λόγια που λέω εγώ ή κάποιοι Έλληνες εθνικιστές. Και για να το κλείσουμε και για να γίνει σαφέστατο όλο αυτό, εδώ υπάρχει, αναγραφόμενη σε μαρμάρινη πλάκα που βρέθηκε πριν από λίγο καιρό στην πατρίδα μου, μία επιγραφή. Η επιγραφή αυτή λέει «Θεσσαλονίκη Φιλίππου βασίλισσα». Την επιγραφή αυτή, μετά από 2.000 χρόνια, ξέρω και τη διαβάζω εγώ που είμαι Έλληνας. Ο οποιοσδήποτε κάτοικος των Σκοπίων δεν μπορεί να διαβάσει αυτή την επιγραφή. Άρα, ας μη ζητούν πράγματα που δεν τους ανήκουν. Η Μακεδονία είναι μόνο μία και είναι μόνο ελληνική.

  Μαρία Σπυράκη (PPE). – Κύριε Πρόεδρε, Επίτροπε Hahn, κυρίες και κύριοι συνάδελφοι, η ευρωπαϊκή προοπτική των δυτικών Βαλκανίων οφείλει να παραμείνει ανοιχτή και διότι λειτουργεί ως παράγοντας σταθερότητας στην περιοχή και διότι αποτελεί δημοκρατικό μοχλό πίεσης για τον αναγκαίο εκσυγχρονισμό των χωρών αυτών. Είναι επίσης απαραίτητο να γνωρίζουν οι κυβερνήσεις στα Τίρανα και τα Σκόπια ότι δεν αντιμετωπίζονται με διαφορετικά κριτήρια για την έναρξη των ενταξιακών διαπραγματεύσεων σε σχέση με τις χώρες που προηγήθηκαν. Ειδικά η Αλβανία οφείλει να σέβεται την ελληνική μειονότητα και τα δικαιώματά της. Συμβαίνει όμως το αντίθετο, έχουμε επανειλημμένες παραβιάσεις τα τελευταία χρόνια.

Σε ό,τι αφορά τη Βόρεια Μακεδονία, στηρίζουμε την ευρωπαϊκή της προοπτική. Η προηγούμενη κυβέρνηση, μέσω της συμφωνίας των Πρεσπών, αποδέχθηκε τη σύνδεση της εφαρμογής της σύνθετης ονομασίας, έναντι όλων, erga omnes, με το άνοιγμα των κεφαλαίων κατά την ενταξιακή πορεία. Η ενταξιακή πορεία είναι εκ των πραγμάτων απαραίτητη για την ύπαρξη της σύνθετης ονομασίας, έναντι όλων, που αποτέλεσε και το διαβατήριο της χώρας αυτής για το ΝΑΤΟ.

  Sergei Stanishev (S&D). – Mr President, the indecision of the European Council from last week sends a completely wrong message to the people of the Western Balkans, not only to the citizens of North Macedonia and Albania. The most wrong message is that the European Union cannot be trusted. Whatever sacrifice and efforts you make, you can be betrayed, not even for serious interests but for the public opinion polls at this moment in one country. Yes, the sun will keep rising in North Macedonia and Albania, but the EU’s influence as a global and regional actor will continue to set as a consequence. While we are waiting for the grand European reforms promised by Mr Macron, others will gladly fill the vacuum created by the decision of the Council. We will not renew Europe by disrespecting our own commitments and holding key EU policies as a hostage to nationalistic and egoistic political interests. Finally, we have to start repairing the damage made last week as of tomorrow.

  Michal Šimečka (Renew). – Mr President, I have to say I agree with the Commissioner and many of my colleagues in saying that last week’s indecision in the Council was a grave strategic mistake and that the problem now is that the EU’s credibility internationally is being damaged. Because we profess to be the champions of the rules-based international order, and yet we have just thrown doubt on our own rules which we have created for the Western Balkan enlargement process, because the enlargement is based on conditionality, on clear objective criteria and assessment. We can certainly debate how to improve it, but we cannot just move the goalposts on a political whim. The consequences are already being felt today with the political crisis in Northern Macedonia and the blame game in in Albania.

I have to say I sympathise with some of the concerns over the rule of law, given the track record of Hungary and others, but it should not be an excuse to stop enlargement. Rather, it should be an impetus to strengthen the rule of law in the Union and for the enlargement countries.

  Jordan Bardella (ID). – Monsieur le Président, nous discutons aujourd'hui de la possibilité à terme que l'Albanie intègre l'Union européenne. Mais pourquoi donc vouloir intégrer un pays qui est déjà, de fait, sinon de droit, au sein de l'Union européenne? Oui, les Albanais sont déjà en France et profitent du marché européen. Clandestins et organisations mafieuses y circulent déjà librement et renvoient au pays l'argent accumulé grâce au trafic frauduleux en tout genre exercé dans notre pays. Pratiquer le «laissez-faire, laissez-passer» avec l'Albanie ne ferait que renforcer une situation déjà anarchique face à laquelle les autorités françaises sont aujourd'hui submergées.

Par ailleurs, à l'heure où l'ensemble des peuples européens expriment la volonté de voir protéger leur identité et leur mode de vie, pourquoi leur proposer l'adhésion d'un pays aux valeurs culturelles éloignées et sous l'influence directe de la Turquie d'Erdogan? Entendez le message que les peuples vous ont adressé à l'occasion des dernières élections européennes. La construction européenne meurt de votre refus d'y instaurer des limites – limites au pouvoir des banques et de la finance, limites aux frontières de nos pays, mais aussi, avant tout, limites à cet élargissement sans fin ni cohérence qui nous paralyse, à l'heure où les autres grands ensembles continentaux prospèrent dans la mondialisation.

  Valter Flego (Renew), pitanje koje je postavio podizanjem plave kartice. – Hvala Vam na riječi. Neću kolegu pitati kad je zadnji puta bio u Tirani, u Bitoli ili u Skoplju jer vjerujem da nije, ali ću ga nešto drugo na kraju pitati.

Naime, danas govorimo o apsolutnoj situaciji gdje neke zemlje koje su van Europske unije žele ući u Europsku uniju, a neke koje su unutra žele izaći van. Moramo stati tome na kraj, a znate, kada nekome dajete obećanje, onda taj netko očekuje da se obećanje i izvrši jer drugi put Vam neće više vjerovati.

Iz tog razloga, siguran sam da je to jedna povijesna greška, siguran sam da se igramo s mirom i sa stabilnosti na tim prostorima, a Vas pitam: Koji drukčiji način života, jer ste to rekli, imaju ti ljudi za razliku od nas koji smo članovi Europske unije?

  Jordan Bardella (ID), Réponse "carton bleu". – Monsieur le Président, Chers collègues, moi, je suis élu en France pour défendre les intérêts des Français. Par conséquent, je me soucie du bien-être et de l'intérêt de mon peuple d'abord, alors que vous, vous semblez effectivement faire passer l'intérêt des autres avant l'intérêt des nôtres.

Il se trouve que les peuples européens, aujourd'hui, se sont exprimés massivement dans les urnes, lors des dernières élections européennes. Et aujourd'hui, les peuples européens aspirent à la protection de leur identité, de leur souveraineté, à la protection de la démocratie. Or, cet élargissement sans fin, c'est la concurrence imposée à l'ensemble des pays européens, et c'est systématiquement la course du moins-disant.

  Miroslav Radačovský (NI). – Pán predsedajúci, v čase, keď som sa prihlásil do tohto jednominútového vystúpenia, nemal som ani tušenie, že Severnému Macedónsku a Albánsku bude uštedrená tvrdá facka zo strany Európskej únie a neotvoria sa prístupové rokovania s týmito štátmi. Príčinou bol nesúhlas tzv. veľkých hráčov EÚ, ktorí chcú rozhodovať o všetkom a o všetkých. Najprv sme prinútili Albánsko vstúpiť do NATO, aby sa americkí chlapci mohli kde hrať na vojnu, potom sme prinútili Macedóncov zmeniť si názov štátu a teraz sme ich doslova odkopli. Ja predpokladám, že teraz Macedóncov prinútime zrovnať na domoch všetky strechy, aby mali kde pristávať americké helikoptéry, a až potom budeme s nimi rokovať.

Vážení západoeurópski priatelia! Pre vás nie je problém prijať do Európy niekoľko miliónov ľudí od Afganistanu po Líbyu. Pre vás je však veľký problém prijať do Európy ani nie dvojmiliónový slovanský kresťanský národ. Jednoducho, k slovanským a kresťanským národom sa správate ako k ľuďom druhej kategórie, a to aj vďaka, samozrejme, slovanským zradcom a kolaborantom z našich vlastných radov, ktorí osprosteli a klesli až tak hlboko, že na svojich sakách nosia vlajku EÚ namiesto vlajky svojej vlasti.

  Karlo Ressler (PPE). – Poštovani predsjedavajući, politika proširenja jedna je od najuspješnijih politika Europske unije koja je ujedinila Europu, koja je donijela stabilnost i razvoj u velik dio Europe. Zato je potpuno neprihvatljivo ovo blokiranje početka pregovora, pogotovo što je postojala pozitivna preporuka Europske komisije koja je utemeljena na objektivnim pokazateljima i na provođenju reformi.

Države koje žele postati članice moraju biti ocjenjivane jedino i isključivo na temelju svojih rezultata, a ne ovisno o političkoj klimi u pojedinim državama članicama, pa makar se radilo i o najvećim državama Europske unije.

Takva ogromna strateška povijesna pogreška jača značaj drugih globalnih aktera u regiji, ali isto tako, takav izostanak odgovornosti dovodi u pitanje vjerodostojnost cijele Europske unije. Zato je hrvatsko predsjedanje i zagrebački samit u svibnju sljedeće godine prilika da se stavi još jednom fokus na ovo područje i da se odredi jasna vremenska perspektiva.

  Tanja Fajon (S&D). – Hvala predsedujoči, spoštovani kolegi! Ljudje, mladi na Zahodnem Balkanu izgubljajo upanje, ne verjamejo nam in upravičeno nam ne verjamejo.

Naj vas spomnim na besede francoskega predsednika lani jeseni, ko je rekel Severni Makedoniji, državljanom pred referendumom v prid Prespanskemu dogovoru: „Računamo na vas“, citiram. Tega istega predsednika Macrona danes sprašujem, ali bo prevzel odgovornost za stabilnost v regiji, ali bo prevzel odgovornost za predčasne volitve v Severni Makedoniji. Prazne obljube, to je vse, kar je danes prisotno v Evropski uniji, ko gre za širitev, so nož v hrbet vsem državljanom Severne Makedonije, Albanije, Zahodnega Balkana.

Minilo je 10 let, od kar je Severna Makedonija dobila oz. Evropska komisija Severni Makedoniji prvič obljubila, da lahko postane članica Evropske unije in sram me je danes, da se moram opravičevati za ta dejanja vsem državljanom na Zahodnem Balkanu in na nas je resna odgovornost, da se pogovorimo, kako bomo v prihodnje odločali o širitvi do regije, in da opravičimo in jutri začnemo popravljati naše napake.

Zašto s istom takvom dosljednošću nije reagirala i nije podržala ulazak Hrvatske u schengenski prostor nakon, isto tako, zelenog svjetla Europske komisije koje je, također kao i u procesu proširenja, utemeljeno na objektivnim pokazateljima?

  Tanja Fajon (S&D), Odgovor na vprašanje, postavljeno z dvigom modrega kartončka. – Hvala kolega za vaše vprašanje, čeprav ni večerna tema razprave o širitvi na Severno Makedonijo in Albanijo, o čemer je zelo ključna razprava in glasovanje jutri.

Kar pa zadeva schengen, zelo podpiram vključitev Hrvaške, Romunije in Bolgarije v schengen, ko bo schengen za to pripravljen in ko bo tudi Hrvaška izpolnila vse tehnične in pravne pogoje, zlasti ko gre za vprašanje vračanja beguncev in ravnanja z begunci na meji med Hrvaško in Bosno in Hercegovino.

  Paolo Borchia (ID). – Signor Presidente, onorevoli colleghi, il Consiglio europeo ha sancito un momentaneo De profundis per il costoso processo di allargamento dell'Unione.

Il presidente Macron ha posto il veto, non abbiamo capito se sia per i troppo numerosi cittadini albanesi che fanno richiesta d'asilo in Francia, oppure se sia una ripicca legata alla bocciatura della signora Goulard.

Colleghi, noi per anni abbiamo assistito alla creazione di un gigante dai piedi d'argilla. Da un lato, l'Unione sperperava il denaro dei contribuenti europei, ignorando i pareri, i richiami della Corte dei conti; dall'altro lato, i paesi candidati si illudevano che Bruxelles fosse la panacea a tutti i loro problemi.

Albania, noi non possiamo dimenticare che questo paese fa parte dell'Organizzazione della Conferenza islamica, mentre i soldi dei contribuenti europei sparivano nelle inefficienze, l'OCI finanziava le scuole coraniche. In merito alla cosiddetta Nord Macedonia stiamo violando la storia di un popolo, perché la Makedonia è Salonicco non è Skopje.

Concludo Presidente con un'amara constatazione: si parla tanto di allargamento come chiave di contenimento dell'influenza russa o cinese nei Balcani, ma quando i cinesi hanno comprato metà Grecia non parlava nessuno.

  Александър Александров Йорданов (PPE). – Уважаеми г-н Председател, Франция не е държава, която допуска случайни грешки. Франция е държава, която предполагаме, че знае какво прави, но това нейно решение очевидно обслужва руските интереси в региона на Балканите, а Русия, както знаем, е противник на европейската и евроатлантическата интеграция на държавите от Западните Балкани и от много години води хибридна война в тази посока.

Резултатът от грешката на г-н Макрон е, че в Северна Македония ще се проведат предсрочни избори, но Европейския съвет не трябва да чака техния резултат и срещата в Загреб през май, защото е възможно тогава г-н Макрон да каже „Нека да изчакаме първите стъпки на новото македонско правителство и тогава да вземем решение“, и така се влиза в една опасна политическа спирала. Бих препоръчал по-малко задкулисни игри на Париж с Москва и Белград. Благодаря.

  Brando Benifei (S&D). – Signor Presidente, onorevoli colleghi, sono convinto che lo stop ai negoziati, realizzato dal Consiglio europeo nei confronti di Albania e Macedonia del Nord sia stato un grave errore.

Oggi vediamo questi paesi lavorare seriamente per l'ingresso nell'Unione, come dimostrano l'accordo di Prespa del 2018 tra Grecia e Nord Macedonia e le riforme fatte dall'Albania negli scorsi anni per allinearsi ai requisiti richiesti dall'Unione.

La riapertura dei negoziati è un passo importante per aprire una nuova fase. I passi avanti fatti negli ultimi anni vanno presi sul serio, anche per non deludere le speranze di quei giovani e di quei cittadini che guardano con fiducia a questi negoziati, inclusi tanti cittadini provenienti da questi paesi che risiedono con le loro famiglie anche nel mio paese, l'Italia.

Serve sicuramente riformare l'Unione che oggi non funziona bene. Dobbiamo farlo, lo faremo, spero in questi anni. C'è bisogno davvero di cambiare il funzionamento delle istituzioni, ma questo non può essere una giustificazione per bloccare tutto. Impegniamoci per rendere l'Unione europea più forte, continuando ad unire i popoli del nostro continente.

  Andor Deli (PPE). – Biztos úr, Miniszter asszony, Hölgyeim és Uraim! Az, ami a múlt héten történt az EU-csúcson azt érte csak el, hogy az EU szavahihetősége és hitelessége a bővítési politika tekintetében lenullázódott. Ezzel együtt az EU elvesztette azon jogát, hogy bármit is számon kérjen a nyugat-balkáni tagjelölt országoktól, hiszen maga sem tartotta be következetesen vállalásait. Tudjuk jól, hogy a tagjelölteknek igyekezniük kell a reformokkal, de azt is fel kell ismernünk, hogy az országok közötti politikai viszonyrendszer nem egy egyirányú utca. Jó volna végre tudatosulnia minden európai vezető fejében annak, hogy az EU nem elszenvedője a bővítési folyamatnak, hanem az egyik érdekelt fél. A kétkedők arról beszélnek, hogy az újabb bővítést megelőzően először az Európai Unió belső intézményi reformját kell végrehajtani, azonban méltánytalan lenne elvárni, hogy a nyugat-balkáni országok türelmesen kivárják egy ilyen mély és megosztó uniós belső vita végét. Hahn úr, köszönet a munkájáért, az új Európai Bizottság pedig kiemelkedő feladatává kell, hogy tegye ezt a kérdést.

  Sven Mikser (S&D). – Mr President, the Council decision not to open talks with North Macedonia and Albania was highly regrettable. More than that, it was plain wrong. Much has been said about what this failure could mean to the EU’s credibility, not just in those two aspirant countries but far beyond, and how it could destabilise the whole region.

What makes it particularly shameful is the fact that the refusal to open talks was motivated by domestic political consideration or, to put it more directly, by poll figures in a certain EU Member State. It was not the result of any failure by the aspirants to live up to their end of the bargain. In fact, quite the opposite was the case. The leaders of North Macedonia especially have displayed admirable courage and taken significant political risks to resolve a longstanding disagreement with a neighbour.

I believe the Council decision from last week runs counter to the vision of Europe whole and free. It is crucial that the mistake be corrected before irreparable damage is done to our credibility and to our common European security interest.

  Arba Kokalari (PPE). – Herr talman! President Macron stod i den här salen för över ett år sedan och pratade om att han vill se europeisk demokrati, att det är vår bästa chans och att om vi ger upp demokratin så är vi ute på fel väg. Jag håller med honom. Det är därför det är otroligt beklagligt att han la in veto mot anslutningsprocessen för Albanien och Nordmakedonien.

Värst av allt är att man nu ifrågasätter hela utvidgningspolitiken – utvidgningen som är EU:s mest framgångsrika verktyg för att främja demokratiska reformer och mänskliga fri- och rättigheter. Vi kan inte vända ryggen mot de länder som anstränger sig för att bli starka demokratier, utan vi måste uppmuntra dem att göra mer. Om inte EU är på västra Balkan, då är Ryssland där, då är Kina där, och Saudiarabien och Turkiet. Låt oss inte svika drömmen om ett enat Europa, om ett enat öst och väst. EU-kommissionen måste agera mer nu.

  Jiří Pospíšil (PPE). – Pane předsedající, já jsem velmi rád, že většina kolegů zde řekla jasný postoj, že rozhodnutí Rady je špatné. My jsme na půdě tohoto Parlamentu mnohokrát debatovali o tom, že je třeba integrovat země západního Balkánu. Jakékoliv jiné rozhodnutí je špatné, protože povede k tomu, že Rusko posílí svůj vliv v této oblasti. To zde kolegové říkali. Evropská unie oslabí v tomto regionu. Co asi je dneska možné říkat občanům těchto dvou států, když je Evropská unie hodila přes palubu? To je objektivní fakt. Pane komisaři, my jsme mnohokrát tady debatovali, že z hlediska zájmu Evropské unie, ne pouze těchto států, je třeba pokračovat v přístupových rozhovorech.

Ti kolegové, kteří zde vyjadřují skepsi, že tyto země nejsou připraveny na vstup do EU, těm říkám: jedná se o zahájení přístupových rozhovorů, nikoliv o samotný vstup. Ty rozhovory mohou trvat léta, ale dávají jasnou naději a šanci těmto státům, že jednou vstoupí do Evropské unie. Takže já prosím, pojďme to ještě přehodnotit, tlačme na Radu, na Francii, na Macrona. Toto rozhodnutí poškozuje Evropskou unii.

  Julie Ward (S&D). – Mr President, as a friend of the Western Balkans, I have no doubt that Albania and North Macedonia will eventually join the EU. You have indeed taken important and successful steps so far to become a member, and the recent act of sabotage in the Council by France, Denmark and the Netherlands is regrettable. In many ways, Albania and North Macedonia are ahead of some EU Member States. For example, both countries have ratified the Istanbul Convention, whilst my own country, the UK, is dragging its heels and Bulgaria prevaricates.

I call on all leaders of the European Council to put this back on their agenda and grant agreement for the opening of the accession talks. The image of the EU will be affected in the whole of the Western Balkans region and across the EU if we don’t demonstrate political integrity and openness. I am convinced that the future of the Western Balkans lies in Europe and the future of Europe lies in unity with the Western Balkans.

  Petras Auštrevičius (Renew). – Mr President, are we giving up the promise of Europe whole, free and at peace? Enlargement proved to be the best available instrument to assist and to encourage neighbouring countries to pursue democratic reforms, to develop market economies, to improve the well-being of citizens and, most importantly, to achieve regional cooperation and stability.

Via action plans and partnership agreements we are raising tough criteria for our neighbours, but somehow we forget to uphold our end of the deal. This is unjustifiable. The candidate countries might not be ready for membership today, but we must take a long-term perspective. We need to counterbalance the efforts of such countries as Russia. Their luxurious proposals offer only short—term gains, while the EU enlargement perspective is about the highest available quality of life, fundamental freedoms and peace. To achieve this, bureaucratic arguments must be replaced by a visionary policy of EU enlargement.

  Viola Von Cramon-Taubadel (Verts/ALE). – Herr Präsident, liebe Kolleginnen und Kollegen! Was wir beim letzten Gipfel gesehen haben, ist in der Tat ein historischer Fehler. Vor Albanien und Nordmazedonien nach wie vor die Tür zur EU geschlossen zu halten, ist nicht nur ein Affront für die Regierungen dieser Länder, sondern vor allem für die junge Generation. Es ist ein fatales Signal für diese gesamte Region. In der Vergangenheit sind Generationen auf dem Balkan häufig ohne Perspektiven oder wirklichen Fortschritt groß geworden. Das hat viele Menschen, oft die klügsten Köpfe, zum Verlassen ihrer Länder veranlasst. Mit der Perspektive auf einen Beitritt hatten alle darauf gesetzt, dass die nächste junge Generation eine echte, eine ehrliche Chance in ihren Ländern erhält. Aber mit dieser Entscheidung, den Beitritt trotz der bereits erfüllten Kriterien nicht zu eröffnen, sind diese Chancen auf wirtschaftliche Transformation und innenpolitische Reformen weiter auf Eis gelegt. Andere werden darum nicht lange warten, die Lücken auf dem Westbalkan zu schließen, die die EU hinterlässt. Insbesondere Russland, die Türkei, China, Katar oder auch Saudi-Arabien bemühen sich sehr intensiv um politische Kooperation in der Region. Das kann kaum in unserem Interesse sein.

  Gilles Lebreton (ID). – Monsieur le Président, je me réjouis que le Conseil ait bloqué les négociations d’adhésion de l’Albanie à l’Union européenne. L’Albanie est, en effet, de notoriété publique, un État en proie à une corruption endémique qui asphyxie sa propre société. Un jeune sur trois y est au chômage, selon les chiffres de la Banque mondiale.

Certes, une réforme de la justice y est en cours depuis quelques années, mais ses résultats sont très inquiétants. Une commission indépendante, composée d’experts internationaux, a éliminé les juges corrompus. Résultat: sur les dix-sept juges qui siégeaient à la Cour suprême, il n’en reste que deux et sur les neuf juges de la Cour constitutionnelle, il n’en reste qu’un. Ces chiffres montrent l’ampleur de la corruption.

Il faut se rendre à l’évidence, l’Albanie ne mérite pas de rentrer dans l’Union. Elle est, encore aujourd’hui, comme le titrait le journal belge Le Soir, le 28 juin 2019, un narco-État sous influence des trafiquants.

  Δημήτριος Παπαδημούλης (GUE/NGL). – Κύριε Πρόεδρε, σε λίγες ώρες, η Ολομέλεια του Ευρωπαϊκού Κοινοβουλίου θα ψηφίσει με συντριπτική, εκτιμώ, πλειοψηφία ένα ψήφισμα όλων σχεδόν των πολιτικών ομάδων που θα ζητά από το Συμβούλιο να διορθώσει άμεσα αυτό το ιστορικό λάθος. Χαιρετίζουμε την ιστορική συμφωνία των Πρεσπών και στέλνουμε μήνυμα, εμείς από το Ευρωκοινοβούλιο, στους λαούς της Βόρειας Μακεδονίας και της Αλβανίας, ότι η Ευρωπαϊκή Ένωση δεν είναι ούτε ανέντιμη, ούτε αναξιόπιστη. Στέλνουμε επίσης μήνυμα στον πρόεδρο Emmanuel Macron, ότι το «όχι» του, που πρέπει να το διορθώσει γρήγορα, δεν παίζει το παιχνίδι της σταθερότητας και της δημοκρατίας και δεν υπηρετεί τα ευρωπαϊκά συμφέροντα - υπηρετεί τα συμφέροντα των εθνικιστών, του Erdoğan, του Putin και ενισχύει την αστάθεια και στην Ευρώπη και στα Βαλκάνια και γι’ αυτό άλλωστε τον χειροκροτούν οι ακροδεξιοί μέσα στην αίθουσα.

  Johannes Hahn, Mitglied der Kommission. – Herr Präsident! Ich möchte mich bei allen hier im Saal sehr herzlich bedanken für die überwältigende Unterstützung eines glaubhaften Beitrittsprozesses und insbesondere eben dafür, dass den beiden Ländern Nordmazedonien und Albanien grünes Licht gegeben werden soll, dass wir mit den Beitrittsverhandlungen beginnen können. Wir reden nicht davon, dass sie morgen oder übermorgen beitreten, sondern wir reden hier von einem mehrjährigen Prozess. Es dauert mitunter Jahre, um Glaubwürdigkeit aufzubauen, und es kann nur wenige Minuten oder Stunden dauern, um diese Glaubwürdigkeit zu zerstören. Das ist bis zu einem gewissen Grad auf dem Westbalkan passiert, aber ich sage Ihnen, nicht nur auf dem Westbalkan.

Mit dieser Entscheidung haben wir als Europäische Union eine ganze Menge an Glaubwürdigkeit, an Verlässlichkeit, an Berechenbarkeit, für die wir ja stehen, für die wir weltweit einstehen und für die wir kämpfen, verloren. Das sage ich vor dem Hintergrund, dass gerade jetzt in unserer unmittelbaren Nachbarschaft eine ganze Reihe von Problemen wieder aufpoppen. Schauen Sie in den Libanon, ich brauche gar nicht über den Nahen Osten zu reden, in Tunesien ist die politische Situation höchst fragil, in Algerien herrscht eine unklare politische Situation. Ich kann nur hoffen, dass die, die diese jetzige Situation zu verantworten haben, sich bei dieser Entscheidung nicht bewusst waren, was es für das Standing der Europäischen Union auf globaler Ebene und insbesondere in der Nachbarschaft bedeutet, hier an Lösungskompetenz, an Einfluss, an Durchsetzungskraft verloren zu haben. Es wird nicht leicht sein, das wieder zurückzugewinnen.

Ich bin geneigt – weil ich ja ein Mitglied der Partei des halbvollen Glases bin – zu glauben, dass sich die Dinge auch wieder zum Guten wenden, und ich bin auch bereit, die verschiedenen Argumente, die in den letzten Monaten vorgebracht wurden, um zu begründen, warum es nicht jetzt schon zur Eröffnung der Verhandlungen kommt, ernst zu nehmen. Ich gestehe aber auch, dass ich manchmal das Gefühl hatte, hier werden Argumente vorgetragen, die eigentlich den Charakter eines Vorwandes haben, um nicht eindeutig und klar sagen zu müssen: Ich bin gegen eine Erweiterung. Eines dieser Argumente, die wir von Frankreich, aber auch von dem einen oder anderen Land gehört haben, war, dass wir vor der nächsten Erweiterung eine Vertiefung, eine Verbesserung unserer Form der Zusammenarbeit, der Entscheidungsfindung et cetera brauchen. Ich persönlich sage: Ja, dafür habe ich viel Verständnis, aber ich habe kein Verständnis dafür, dass diese Prozesse nacheinander stattfinden, sondern es ist durchaus möglich, sinnvoll, realistisch und pragmatisch, diese Prozesse parallel zu führen, denn beides wird seine Jahre dauern. Nur: Wenn wir zuerst über die Vertiefung reden und dann über die weiteren Beitritte, dann haben diese Länder eine Beitrittsperspektive, die in den 30er-Jahren angesiedelt ist, und da, glaube ich, sind wir uns einig, dass man in dem Zusammenhang nicht von einer Perspektive reden kann.

Ich darf Ihnen auch versichern, meine Damen und Herren, dass meine Dienste – ich persönlich, und, davon gehe ich auch aus, mein Nachfolger oder meine Nachfolgerin – sich sehr dafür einsetzen werden, sich die Methodik des Beitrittsprozesses anzuschauen. Nobody is perfect. Es gibt immer Möglichkeiten der Verbesserung, aber vieles von dem, was ich bisher gehört habe, existiert ja schon, das gibt es schon: den Schwerpunkt in der Rechtsstaatlichkeit, die Möglichkeit, Verhandlungen auszusetzen, und keine Verhandlung führt „notgedrungen“ zu einem Beitritt, sondern auch dieser Prozess ist reversibel. Also das werden wir tun, und ich hoffe, man beteiligt sich mit dem Engagement an dieser Frage, mit dem man dieses Thema auch aufgeworfen hat.

Und da darf ich Ihnen zum Schluss eine kleine Geschichte erzählen, die viel kürzer ist, als es klingt: Ich habe im Jahre 2013 als Regionalkommissar in Brüssel ein kleines Seminar organisiert mit Zivilvertretern aus Nordirland, die damals ihre verschiedenen Beispiele, Projekte, Fallstudien präsentiert haben, wie sie Wiederversöhnung in Nordirland organisiert, betrieben und vorangetrieben haben. Ich darf Ihnen sagen: 90 % der Teilnehmer im Jahre 2013 waren Vertreter der Länder des ehemaligen Jugoslawiens. Und die werden genau wissen, warum sie daran teilgenommen haben. Weil sie sich ganz bewusst sind, dass es Frieden, Stabilität und Prosperität in der Region des Westbalkans nur durch die Einbettung in ein größeres Ganzes, nämlich die Europäische Union, gibt.

So danke ich Ihnen nochmals für dieses starke Signal der Hoffnung, die Sie morgen auch mit der entsprechenden Beschlusslage aussenden werden, und darf dem Präsidenten des nordmazedonischen Parlaments alles Gute wünschen und mich auch ganz persönlich bei ihm für die vielen Initiativen bedanken, die er in den letzten Monaten gesetzt hat, um das Land für Europa zu öffnen.

  Tytti Tuppurainen, President-in-Office of the Council. – Mr President, President of the Assembly of North Macedonia, honourable Members of Parliament, I would like to thank you for this discussion. I would also like to take the opportunity to thank Commissioner Hahn for his enduring commitment to the enlargement process.

This discussion has further convinced me that our support for the Western Balkans, our support for their European perspective, is solid and enduring. In the light of the European Council statement, they will revert to the issue of enlargement before the Western Balkans Summit in Zagreb in May 2020. It means that the work in the Council continues, so we shall not give up the work.

Let me also recall that an agreement to open accession negotiations is only the first step in a very long process and, no matter how disappointed and frustrated I am personally, I would like to state that now is not the time to dwell on what happened last week. No matter how tempting it is, it is useless to point fingers and name and shame anyone, because now we must move forward. We must take further steps. We must now carefully consider the next steps in order to succeed in a process, which, in any case, is going to be long and require a lot of hard work from everyone. We, as the Presidency, are now carefully taking stock of the situation, and then we will move forward.

I would like to remain optimistic and hopeful, yet of course realistic as to the prospect in the next couple of months. I have full respect for the work accomplished by the two candidate countries, North Macedonia and Albania, so far. I would like to encourage them to continue in the same spirit and to deliver on reforms for the sake of their citizens. What is good for them, will be good – and is good – for Europe. Thank you very much for this discussion and for your attention.

  Andrea Bocskor (PPE), írásban.– Sajnálatos, hogy az Európai Tanács múlt heti ülésén, annak ellenére, hogy az Európai Uniós tagállamok többsége támogatását fejezte ki, nem szavazták meg Észak-Macedónia és Albánia uniós csatlakozási tárgyalásának megindítását, holott a két ország bebizonyította, hogy készen áll a tárgyalások megkezdésére.

Ezzel a lépéssel a Tanácsban blokkoló 3 tagország aláásta az Európai Unió presztízsét, továbbá hitelét vesztette a két balkáni és számos, a csatlakozási folyamatot támogató uniós tagország szemében is. Ez a lépés veszélyezteti a Nyugat-Balkán stabilitását, konfliktusok kialakulásához vezethet, és egyidejűleg hatással bír az Európai Unió biztonságára is, melynek szintén érdeke a bővítés.

Remélem, hogy hamarosan a tagországi vezetőknek sikerül egységes álláspontot létrehozniuk a tárgyalások megkezdéséről, mivel ez európai uniós érdek is egyben.

  Dita Charanzová (Renew), písemně. – Evropská unie je založena na principu míru, stability a především mezinárodní spolupráce, kterou bychom měli do budoucna podporovat. Z tohoto důvodu je odmítnutí vyjednávání se Severní Makedonií a Albánií velkým zklamáním jak pro nás, tak především pro země samotné, a to obzvláště po značném úsilí, které obě strany vynaložily ve snaze přiblížit se Evropské unii. Rozhodnutí Rady poškozuje mezinárodní důvěryhodnost Evropské unie a způsobuje ztrátu důvěry občanů těchto zemí. Obě země prokázaly svoji vůli integrovat se do Evropské unie a naplňovat námi kladená kritéria, a proto poškozujeme je i sami sebe, když odmítáme další vyjednávání.

  Kinga Gál (PPE), írásban. – Sajnos az Európai Unió tagállamainak nem sikerült megegyezésre jutniuk Albánia és Észak-Macedónia uniós csatlakozási tárgyalásainak megkezdéséről. Instabil helyzetű országokról van szó, amelyek egyúttal komoly várakozásokkal vannak az Európai Unió irányába. Fontos, hogy ne veszítsük el a régió népeinek bizalmát az Unió irányában. Ők teljesítették kötelezettségeiket, az Uniónak is teljesítenie kell ígéreteit, és mihamarabb zöld jelzést kell adni Szkopjének és Tiránának a csatlakozási tárgyalások elkezdésére. Ez a halasztás az unió hitelességét kérdőjelezi meg a Nyugat-Balkánon, ennek pedig hosszú távú negatív következményei lesznek.

  András Gyürk (PPE), írásban. – Észak-Macedónia és Albánia alkalmassága a csatlakozási tárgyalások megkezdéséhez vitán felül áll. Ezért az Európai Tanács a folyamat elhalasztásáról szóló döntését jelentős stratégiai tévedésnek tartom. Ez a lépés ugyanis egyidejűleg kockáztatja az Unió szavahihetőségét, a térség politikai stabilitását, valamint negatív üzenetet küld a többi tagjelölt ország számára is. Továbbá annak is fennáll a veszélye, hogy a döntést követően a régióban más geopolitikailag jelentős szereplők aktivitása is növekedni fog.

Hangsúlyozom, hogy a Nyugat-Balkáni térség kiemelt fontossággal bír az Európai Unió számára. Ezért halogatás helyett a csatlakozási tárgyalások felgyorsítására van szükség mind Észak-Macedónia és Albánia, mind Szerbia és Montenegró tekintetében. Az EU ugyanis nem elszenvedője a bővítési folyamatnak, hanem az egyik érdekelt fél ebben. Ezért a döntés elodázásával az Unió önmagát károsítja, ami Európai Parlamenti képviselőként számomra elfogadhatatlan.

  Eva Maydell (PPE), in writing. – Adhering to the idea of the European project, the Western Balkans are continuously making efforts to get closer to the EU. Throughout the years, Albania and North Macedonia have achieved a significant progress with reforms which eventually led to a positive outcome by the European Commission, calling Member States to agree to start pre-accession negotiations. The Council had the key role in moving on to the next step – to greenlight the opening of the pre-accession talks with the two countries from the Western Balkan Region.

Nevertheless, the lack of unanimity in the Council led to a decision, which can be considered as a mistake for the EU. The refusal of opening the negotiations, also discouraged the pro-European society in the Western Balkans, by showing that such serious decisions can be blocked easily.

The economic, social and geopolitical consequences of closing the door to the Western Balkans are too high. For that reason we must show publicly and vocally that we continue to support and work towards a European future for the region.

  Ramona Strugariu (Renew), in writing. – The decision of the European Council to postpone, once more, the opening of the negotiations with North Macedonia and Albania is deeply disappointing. First and foremost for these countries. They have made considerable efforts to comply with the conditions we set, and yet they are again left waiting.

It is equally disappointing for pro-European reformists, in the Western Balkans and beyond. For instance in the Republic of Moldova, where the new government is conducting ambitious reforms that will make more tangible the country’s European perspective. Yes, we need clear criteria for enlargement and we need mechanisms to ensure they are fulfilled. But, for some Member States, the accession process was a cornerstone of democratisation and of a strong reform of the justice system, in full compliance with the rule of law.

It was also an open gateway to building citizens’ trust in the European Union and adherence to its values. Therefore, we must not shut doors. The dilemma ‘deepening of the Union versus its enlargement’ is not new. But it should not be a pretext not to deliver on our promises, and it should not be used in a way that stifles the efforts of pro-European forces in our neighbourhood.

  László Trócsányi (PPE), írásban. – Az október 15-i Általános Ügyek Tanácsán a tagállamoknak nem sikerült megegyezniük Albánia és Észak-Macedónia csatlakozási tárgyalásainak megkezdéséről. Ez egy komoly visszalépés. A nyugat-európai országok egyes vezetői belpolitikai megfontolásaik miatt az európai uniós csatlakozási folyamatot felelőtlen módon késleltetik. Félő, hogy ha a Nyugat-Balkán országai nem kapnak érdemi támogatást a bővítés ügyében az Uniótól, akkor olyan geopolitikailag jelentős országok fognak befolyást szerezni a régióban, amelyek semmilyen feltételrendszert nem határoznak meg a térség országaival szemben. Ez komoly veszélyforrást jelenthet az Unió jövőjére nézve.

Észak-Macedónia és Albánia politikusai pártkötődésüktől függetlenül mindent megtettek annak érdekében, hogy a csatlakozási tárgyalásokat megkezdhessék. Mindkét országban fájdalmas reformokat hajtottak végre, Észak-Macedónia még egy névváltoztatáson is keresztülment annak érdekében, hogy 14 évi várakozás után a csatlakozási tárgyalásokat megkezdhesse. Albánia és Észak-Macedónia az előírt feltételeknek eleget tett, így érthetetlen, hogy a két ország miért nem kapott zöld utat a tárgyalások megkezdéséhez. Mindez az Unió hitelességét ássa alá.

Az Európa jövőjéről szóló reformfolyamat során különös hangsúlyt kell kapnia a bővítés- és szomszédságpolitika jogi kereteinek. Fel kell gyorsítani a csatlakozási tárgyalásokat Szerbiával és Montenegróval, mivel mindennemű további halogatás veszélyezteti a Nyugat-Balkán politikai egyesítését az Európai Unióval. Az EU csak akkor lesz erősebb, ha szomszédaink számára vonzók vagyunk, fejlődésüket támogatjuk.

  Monika Vana (Verts/ALE), schriftlich. – Die ablehnende Haltung Frankreichs zu den Beitrittsgesprächen mit Albanien und Nordmazedonien ist sehr zu bedauern. Die EU-Erweiterung und in diesem Fall die Stabilität am Balkan sollte nicht durch einen einzelnen Mitgliedstaat unterminiert werden. Die Kommission hat bereits 2018 bescheinigt, dass beide Staaten alle notwendigen Reformen durchgeführt haben, um mit den Beitrittsverhandlungen beginnen zu können. Beide Staaten müssen zwar schleunigst Bemühungen für mehr Rechtsstaatlichkeit forcieren, aber die EU könnte hier auch helfend eingreifen. Ein EU-Beitritt fände bei der Bevölkerung in beiden Staaten großen Zuspruch, zumal beide Regierungen pro-europäisch gestimmt sind.

Wir müssen allerdings auch aus früheren Erweiterungen lernen. Nicht nur die wirtschaftlichen Eckdaten sind wichtig, auch das „soziale acquis“, Gleichstellung und Menschenrechte sind Beitrittsvoraussetzung. Die Einhaltung der Rechtsstaatlichkeit muss eine tragende Rolle spielen, ebenso wie mehr Augenmerk auf den sozialen Zusammenhalt. Die EU darf kein strategisches Vakuum am Westbalkan entstehen lassen, sondern muss die europäische Integration zum Ziel haben.
