24. Interventi di un minuto su questioni di rilevanza politica

  President. – The next item is the one-minute speeches on matters of political importance (Rule 172).

Colleagues, we are really running out of time so please stick to the allocated speaking time.

  Traian Băsescu (PPE). – Doamnă președintă, zilele trecute, președintele unei țări fondatoare a NATO și a Uniunii Europene declara că NATO este o organizație perimată. Aș aminti că NATO a garantat timp de 70 de ani securitatea colectivă, iar astăzi NATO este deplin operațional.

Și atunci ce rol are armata europeană? Uniunea Europeană nu va crea o nouă armată ci va diminua capacitățile militare ale NATO, reducând credibilitatea și capacitatea de descurajare a organizației. Paradoxal, majoritatea statelor membre NATO și UE nu contribuie cu doi la sută la bugetul apărării, în schimb par a fi gata să construiască o nouă armată cu cheltuieli enorme. Adevărul este că într-un fel se vede securitatea când ai frontierele la Atlantic și altfel când ai frontierele la Marea Baltică și Marea Neagră, acolo unde ai de a face cu imprevizibilul Putin. Personal, consider că NATO este organizația care ne garantează securitate, independență și libertate.

  Carmen Avram (S&D). – Doamnă președintă, vorbim tot mai mult despre combaterea schimbărilor de climă, dar nu punem suficient accent pe cea mai importantă armă pe care o avem în această luptă și anume pădurile Uniunii Europene, cele care sechestrează cea mai mare parte a emisiilor de dioxid de carbon.

În acest moment, deși aproape jumătate din terenurile Uniunii sunt ocupate de păduri, 77% dintre ele sunt lăsate de izbeliște, nefiind supuse încă unei legislații comune obligatorii, așa cum recunoaște chiar Comisia Europeană la întrebarea pe care i-am adresat-o recent. Iar în aceste păduri se dau uneori războaie pe viață și pe moarte, la propriu. În România, de exemplu, în ultimii ani au fost uciși șase pădurari și alți 650 au fost răniți în confruntările cu mafia lemnului.

În această situație, cum putem să ne gândim la victorie în războiul cu schimbările climatice? Consider că este extrem de important ca în viitorul Pact Verde European, Comisia și comisarul însărcinat cu acest portofoliu să gândească un regim de finanțare eficient, o strategie dură și sisteme drastice de monitorizare a pădurilor noastre, strategie care să fie obligatorie în toate statele membre ale Uniunii Europene.

  Klemen Grošelj (Renew). – Spoštovana predsedujoča, Zahodni Balkan se sooča z mnogimi izzivi, med katerimi poleg geopolitičnega tekmovanja velikih sil izstopa problem ilegalnih migracij.

Ilegalne migracije, katere pogosto organizirajo kriminalne združbe, vodijo žal tudi v tragične smrtne primere, kakršnim smo bili nedavno priča na schengenski meji med Slovenijo in Hrvaško. A za usodo regije je enako pomembna kot navedena tudi nujnost ohranitve evropske perspektive za Srbijo, ki se s prihodnjimi volitvami bliža pomembni politični in družbeni prelomnici. Te volitve bodo odločale ne le o prihodnosti same Srbije, ampak tudi prihodnosti celotne regije.

Zato pričakujem in pozivam Komisijo, da tem vprašanjem posveti več pozornosti, kot je posvečala do sedaj, in da okrepi aktivnosti, s katerimi se bo ohranila in predvsem okrepila začrtana evropska perspektiva tako Srbije kot tudi regije.

  Catherine Rowett (Verts/ALE). – Madam President, will the European children of tomorrow hear any birds singing in trees or bees humming in the flowers? According to more than 2 500 scientists in a recent letter to Ursula von der Leyen, intensive farming has caused a catastrophic decline in farmland birds and insects across Europe since 1980. The reformed common agricultural policy must change this. We must reverse the incentives, promote small-scale traditional farming and restore biodiversity. Yet it’s not just farming. Where I live, pointless roads are being subsidised from EU funds. They slice viciously through precious woodland, river valleys and wildlife sites hitherto immune from the plough and the spray. We must re-order our values; we must count the true costs of privileging private cars over nature’s green spaces. EU money needs to be green, not grey, and tomorrow is too late.

  Silvia Sardone (ID). – Signora Presidente, onorevoli colleghi, sull'immigrazione l'Unione europea è un totale fallimento.

In queste settimane ho sentito particolare enfasi sull'accordo di Malta. Doveva essere una rivoluzione. Doveva perché nella realtà è un totale fallimento. In Italia gli sbarchi sono aumentati e le ONG oramai arrivano sempre e aiutano, di fatto, gli scafisti. Non c'è alcuna rotazione dei porti, quella che avevate tanto promesso.

La Francia e la Germania dicono costantemente che bisogna fare una redistribuzione, ma lo dicono solo a parole perché poi, nei fatti, la redistribuzione non la fanno. Ovviamente, quindi, tutti gli sbarchi che abbiamo avuto in Italia sono di gente che poi è rimasta lì e rimane lì.

Solo tre paesi hanno aderito. L'Unione europea è totalmente assente, però, a parole, parla di dovere di accoglienza, parla di necessità umana e poi alla fine sbarcano tutti esclusivamente in Italia. A voi fa comodo così. A voi fa comodo che adesso in Italia ci sia la sinistra al governo e che così l'Italia sia il campo profughi d'Europa.

Però, fatemi solo dire prima di chiudere, che almeno finitela con questi documenti farsa, come l'accordo di Malta, che nei fatti sono esclusivamente una presa in giro nei confronti dei cittadini europei.

  Hermann Tertsch (ECR). – Señora presidenta, queremos denunciar y recordar en este momento el caso de José Daniel Ferrer, que es el presidente de la UNPACU —de la Unión Patriótica de Cuba—, desaparecido primero, detenido y torturado en este momento en las cárceles castristas de Cuba.

Debemos decir también que lamentamos muchísimo que coincida esta denuncia con el viaje de los reyes que, organizado por el Gobierno español de Pedro Sánchez y con responsabilidad de Josep Borrell, los ha llevado a Cuba en un momento en el cual Cuba está torturando a Ferrer; Cuba está participando en la desestabilización de Iberoamérica en diversos países, como ha denunciado la propia Organización de los Estados Americanos; y Cuba está dirigiendo, con Venezuela, el tráfico de cocaína para blanquear dinero para el Foro de São Paulo y organizar esta desestabilización.

Es un escándalo y es muy lamentable este viaje que ha organizado —como digo— el Gobierno español, en excelentes relaciones con la dictadura cubana. Lo lamentamos muchísimo.

  João Ferreira (GUE/NGL). – Senhora Presidente, concluir a União bancária tornou-se assim uma espécie de mantra que vai sendo repetido pela direita e pela social-democracia, acima de tudo para desviar as atenções do real significado e consequências deste projeto.

Depois de expropriarem os Estados da sua soberania monetária, cambial e orçamental, querem retirar-lhes o controlo e a supervisão sobre o respetivo sistema bancário, que é entregue de bandeja a meia dúzia de grandes grupos financeiros transnacionais.

Com a proposta agora apresentada pela Alemanha para o Terceiro Pilar percebemos melhor o engodo. A troco de empréstimos aos fundos de garantia nacionais, certamente pagos com língua de palmo, fixam-se condições que empurram os bancos dos países mais frágeis para situações de concorrência potencialmente devastadoras, facilitando, ainda mais, a concentração monopolista do setor nos megabancos europeus.

De caminho, querem deixar ainda mais indefesos e desprotegidos países como Portugal na próxima curva apertada de uma nova crise do euro.

Só o controlo público da banca, e a gestão e propriedades públicas da banca, podem romper com esse caminho e com estes interesses e colocar a banca ao serviço do bem comum e de um projeto soberano de desenvolvimento.

  Matthew Patten (NI). – Madam President, European civilisation was built on water: our seas and rivers were the lifeblood of trade, food, community and culture. Yet today, many living in coastal communities have been left behind to struggle with poverty, crime, unemployment and health inequalities. I live in East Anglia, by the North Sea, close to Clacton, Walton, Jaywick, Lowestoft and Yarmouth. The benefits of globalisation have not washed up on our shores. These are the places that the EU has left behind. The life chances of young and old are reduced with poor education and overstretched health services. Broadband and commercial infrastructure is often non-existent. Fishing communities have been left behind and devastated. Coastal communities are left to pick up the pieces of the EU’s disastrous migrancy policy. It’s no surprising that our coastal communities have the largest Brexit vote in the UK. Next year, we are celebrating the 400th anniversary of the Mayflower, the ship built in the port of Harwich, seven miles from my home. It carried 102 pilgrims away from European religious repression to the New World and laid the foundations of modern—day America. Next year, 66 million UK citizens will be departing, this time to escape EU political repression. It’s time the EU woke up to the special needs of its coastal communities, otherwise they will be joining the UK on our journey to the free world.

  Stanislav Polčák (PPE). – Paní předsedající, já bych chtěl svoji jednu minutu věnovat otázce svobody, protože to je základní hodnota demokracie, a my slavíme výročí třiceti let od pádu Berlínské zdi a od pádu komunismu. Myslím si, že je co slavit. Železná opona rozdělovala Evropu po čtyři desetiletí a totalitní režimy padly, protože se zhroutily, nebyly konkurenceschopné. Třicet let odstraňujeme hranice mezi námi, spojili jsme se prakticky napříč celým kontinentem a cíleně odstraňujeme překážky, které mezi členskými státy byly. Spolupráce, kompromis, to jsou naše hodnoty, hodnoty našeho společenství. Jaké výzvy před námi stojí? Unie je silná, i když brexit celý kontinent oslabí. Výzvy, které stojí před námi, jsou přijmout státy Balkánu, dát jim budoucnost, nerozdělovat, ale spojovat, zaručit bezpečí a prosperitu a samozřejmě příznivé životní prostředí pro občany. Samozřejmě nemůžeme zapomenout také na solidaritu jako základní evropskou hodnotu a ctít svobodu.

  Jude Kirton-Darling (S&D). – Madam President, working together, trade unions across Europe have won many rights for workers that are now enshrined in European law: from paid holiday for all, to new protections for precarious workers. Brexit poses a direct threat. Since 2010, the Tories have rolled back everything else, but they couldn’t touch these rights. Johnson’s withdrawal agreement scraps the commitment to a level playing field, removing that last obstacle to full exploitation and they’re not shy about it. Dominic Raab and Priti Patel have been explicit that rights at work are red tape that need cutting, and look at the Tories’ new bedfellows: Farage famously took aim at increased maternity protection when it was voted on in this House. Farage and Johnson are in this together and be in no doubt that they’re coming after your rights at work. Don’t let them near the scissors.

  Valter Flego (Renew). – Poštovana predsjednice, dolazim iz Istre i znam koliko je važna međunarodna suradnja, međugranična suradnja na nekom području. Naravno da ne govorim samo o projektima i manifestacijama nego govorim i o infrastrukturi. Kad govorim o infrastrukturi, imamo sjajne primjere na nivou Europske unije, Interreg programa iz kojeg je financirano više od šezdeset vrlo vrijednih projekata. Kad govorimo o Istri, imamo jedan sjajan primjer suradnje i povezanosti dva vodovoda: istarskog vodovoda iz hrvatskog dijela Istre i rižanskog vodovoda iz slovenskog dijela Istre.

Ono što nam sada treba jest povezanost cesta, povezanost istarskog ipsilona s jedne strane na slovensku mrežu autocesta kako bi se smanjile gužve za vrijeme turističke sezone. Zato tražim da se ne reže kohezijska politika i zato tražim da postoji upravo takva stavka u proračunu, 21. i 27., kako bismo mogli smanjiti gužve tijekom turističke sezone, a našim ljudima koji žive u Istri omogućiti lagodniji i jednostavniji život i rad.

  Clare Daly (GUE/NGL). – Madam President, I am ashamed to be Irish and to have to stand up here to talk about 78-year-old Tarak Kauff and 82-year-old Ken Myers, two US army Veterans for Peace who came to Ireland on St Patrick’s Day eight months ago to search US warplanes and expose the lie that these warplanes from the United States transiting through a civilian airport in neutral Ireland do not have arms. These men know that they have arms and, like myself and my colleague, when we were members of the Irish Parliament, attempted to search those planes. Unlike us, these two elderly men have had their passports taken from them in a very vindictive move. They’ve been effectively interned in Ireland for eight months, unable to go home, reliant on the charity of others and separated from their families at this part of their lives. This is a denial of their human rights. There’s no question they’re not going to turn up for their trial. This is why they did the action in the first place: to talk about their experiences when they were in the military and to expose the lies going on. I’m really appealing to the European Parliament and European institutions, on humanitarian grounds, to say to the Irish state not to stand in the way of their request for the bail conditions to be lifted, for their passports to be given back, so they can spend Christmas at home with their families.

  Valdemar Tomaševski (ECR). – Gerbiama Pirmininke, remiantis organizacijos Open Door duomenimis, šiuo metu persekiojimo aukomis yra apie šimtas milijonų krikščionių, daugiausia islamo šalyse ir Šiaurės Korėjoje. Pastaruoju metu girdime pranešimus apie didėjantį krikščionių persekiojimą Kinijoje: griaunamos bažnyčios, šalinami kryžiai, areštuojami tikintieji, daugelis kunigų vis dar yra kalėjimuose. Prieš tris savaites valdžia sugriovė ten dar vieną bažnyčią. Deja, blogų naujienų sulaukėme ir iš Prancūzijos, kur parlamente prezidento E. Makrono partijos iniciatyva pateiktas įstatymo projektas, kuris drastiškai sumažino dvasininkų laisvę kalbėti moralės temomis ir kritikuoti LGBT ideologiją. Tai būtų šiurkštūs žodžio laisvės ir demokratijos pažeidimai. Šitoje vietoje norėčiau kolegoms priminti Bendrijos tėvo, įkūrėjo Roberto Schumano žodžius: ES demokratija bus arba krikščioniška arba jos visai nebus.

  Sabrina Pignedoli (NI). – Signora Presidente, onorevoli colleghi, l'inondazione che sta avvenendo a Venezia è gravissima.

Venezia è un patrimonio mondiale dell'umanità, non possiamo permetterci di perderla. I veneziani, a cui va tutta la nostra solidarietà, i veneti, gli italiani si rimboccheranno le maniche, ma io sono qua per chiedere la solidarietà e l'aiuto concreto di tutti i cittadini europei. Venezia ha bisogno di noi. Una volta stimati i danni ci dobbiamo attivare affinché gli stanziamenti del Fondo di solidarietà dell'Unione europea arrivino nei tempi più stretti possibile.

Per salvare Venezia e il suo inestimabile patrimonio artistico bisogna abbattere i tempi dell'erogazione del fondo, che oggi sono di circa un anno dalla presentazione della domanda. Su questo il Movimento 5 Stelle farà sentire la propria voce e sono sicura di trovare la collaborazione di tutto il Parlamento europeo.

La tragedia di Venezia deve rappresentare un monito per tutti noi. I cambiamenti climatici minacciano il nostro futuro. Ecco perché bisogna cambiare registro. L'Europa prenda con coraggio misure concrete senza precedenti per tutelare l'ambiente.

  Peter Pollák (PPE). – Vážená pani predsedajúca, viacerí v tomto období si pripomíname Nežnú revolúciu, chvíle, keď padol komunizmus v Československu. Za komunizmu sme si ani neuvedomovali, o čo všetko prichádzame. Nevedeli sme, čo je za železnou oponou. Nepoznali sme slobodu, žili sme v izolácii a v diktatúre. Pred tridsiatimi rokmi, v čase Nežnej revolúcie, som mal sedemnásť rokov a bol som jedným zo študentov, ktorí štrngali s kľúčmi na námestí. Mnohí sme vtedy nevedeli, ako to nakoniec dopadne. Túžba po slobode a demokracii však bola oveľa väčšia ako strach. Nemôžeme ľuďom diktovať, ako majú žiť. Nemôžeme im zakázať chodiť do kostola, vyznávať vieru, ľuďom nemôžeme zatvárať ústa. Sloboda je jedna z najdôležitejších hodnôt, ktorú musíme chrániť. Pred tridsiatimi rokmi otvorili mladí ľudia cestu k demokracii. Zosadili sme ich komunistickú diktatúru. Demokraciu však musíme neustále chrániť. Diktát sa môže vrátiť. Fašistické a extrémistické strany opäť získavajú na sile. Zneužívajú slobodu slova, ktorú im demokracia prináša, aby do nej kopali, zlomili ju a nahradili totalitou. Extrémisti sa prezliekli z uniforiem do oblekov a vojenské topánky vymenili za mokasíny. Tí, ktorí si dokonca pripevnili na svoje saká kríž, šíria nenávisť a velia fašizmus. Demokracia je dnes ohrozená v mnohých krajinách. Fašisti znovu hlásajú ideológiu o nadradenej rase. Ak by Hitler vyhral vojnu, tak ja by som tu dnes nebol, pretože som Róm. Ak nechcem prísť o demokraciu, nemôžeme zabudnúť na našu históriu.

  Rory Palmer (S&D). – Madam President, this year we’ve seen football at its best: a fantastic Women’s World Cup and fantastic European and domestic competitions, but we’re also seeing football at its ugly worst in places at the moment because, sadly, we again see headlines of racism in football. In recent weeks and months, awful scenes and incidents have taken place at international matches, at club level, in domestic leagues, at grassroots level, and unbelievably – incredibly – at junior level as well. The nature of what we see at the moment demands more of those running football, of our national associations, of UEFA and of FIFA. We must make sure that the institutions here in the European Union, alongside our national parliaments and governments, make sure that UEFA and FIFA and national associations do act, and do so decisively and that, together, we get racism, hate, abuse and bigotry out of football, once and for all.

  Jessica Stegrud (ECR). – Fru talman! Jag börjar med lite fakta. Sverige har i dag bland den högsta arbetslösheten i Europa. Vi har bland de längsta vårdköerna. Vi har flest fattigpensionärer relativt sett. Vi har sedan många år tagit emot flest migranter per capita. Vi toppar även den sorgliga statistiken över antalet bombdåd, bilbränder och våldtäkter. Utöver detta betalar svenska skattebetalare redan i dag mest per person till EU.

Jag är här för att försvara svenska intressen och så vitt jag kan bedöma är Belgien ett väldigt rikt och välfungerande land, och jag ser därför ingen som helst anledning till att svenska skattebetalare ska vara med och bekosta omställningen av 400 varslade Carrefour-anställda. Det kan Belgien klara själva.

Jag säger därför bestämt nej till att pengar tas ur den gemensamma Europeiska globaliseringsfonden för just detta syfte.

  Michaela Šojdrová (PPE). – Paní předsedající, dámy a pánové, co si myslí dnešní studenti o pádu komunismu před 30 lety? Práce 30 studentů, kteří se přihlásili do literární soutěže ve Zlínském kraji, ukázaly jejich znalost faktů a porozumění hodnotám, o které šlo tehdy i dnes. Posuďte sami z úryvku vítězné práce Adély Zábojníkové z gymnázia v Uherském Brodě:

„Touto dobou se chystáme na oslavy toho, že se to povedlo. Myslím, že každý by se měl zastavit a věnovat krátkou vzpomínku na lidi, kteří museli obětovat sebe, abychom my měli šťastný život plný radosti. Kdo ví, co se zrodí z té vzpomínky letošní. Ať už to bude malý čin či velký skutek, zapadne do mozaiky, která už 30 let říká: „Díky, že můžem!“ Krajinou kráčí podzim jako tenkrát. Barví se listí, slunce zapadá za obzor a celý svět jakoby hořel. Stejně jako mé srdce hoří láskou, láskou ke své rodině, přátelům a celé vlasti. Zavírám oči a mám jedno přání: „Ať mír dál zůstává s touto krajinou.“ V kapse mi s každým krokem zvoní svazek klíčů a to je pro mě jasný symbol. Symbol, který říká: „Děkuji za možnost, děkuji za svobodu.“ A já děkuji Adéle.

  Cristina Maestre Martín De Almagro (S&D). – Señora presidenta, es mi intención, en este minuto que se me concede, llamar la atención sobre la calamitosa situación que atraviesa el Parque Nacional de las Tablas de Daimiel que, desde hace décadas, arrastra una situación de extrema vulnerabilidad. En estos momentos es por la sequía, que, aunque por ciclos, cada vez se hace más pertinaz, y por la excesiva extracción del agua del acuífero 23.

En la actualidad, de las tres mil hectáreas que tiene el Parque Nacional de las Tablas de Daimiel, apenas sesenta están inundadas.

El futuro de las Tablas depende de la voluntad férrea de todos y cada uno de nosotros en cada una de nuestras responsabilidades. Europa también tiene que mojarse. Tenemos que trabajar para que se cumplan las Directivas sobre los hábitats y sobre el agua, y también para fomentar un verdadero desarrollo sostenible y frenar el cambio climático.

Pero no todo es legislación, señorías, también es inversión. Europa ya ayudó a mi país a salvar las Tablas en un momento complicado: después de la sequía y del incendio que tuvieron lugar en 2009. En aquel momento, junto con las lluvias y las derivaciones de agua, vinieron las inversiones. Hubo una política efectiva de adquisición de terrenos para ampliar la zona protegida y se adquirieron derechos de agua para frenar el déficit hídrico. Esta inversión dio sus frutos y las Tablas se recuperaron y volvieron a brotar.

Por eso, quiero aprovechar este minuto para pedir a Europa que siga apostando por ello. Fue posible gracias al impulso de la Comisión Europea y nuevamente necesitamos, entre todos, salvar las Tablas.

  Sylwia Spurek (S&D). – Madam President, two weeks ago, the tragic conditions of ten tigers were detected at the Polish-Belarussian border. The tigers were transported from Italy to Russia through Europe, without any care, water or feeding. They were detected at an external EU border only because of the lack of proper entry—visa documents of the truck driver. Not all of them survived. The ones which did were saved by a zoo in my constituency in Poznań. This case shows a lack of efficient regulations. We need to adopt and implement regulations to monitor animal welfare in transport properly, and to stop punishing the people and institutions helping wild animals, such as Poznań Zoo, when transport is suspended or the animals are taken away from the animal owner.

  John Howarth (S&D). – Madam President, the situation in Kashmir is a growing threat to regional peace in South Asia. Since the Indian Government’s revocation of the special status of Jammu and Kashmir on 5 August, much of the state has been effectively cut off from the outside world. The Indian Government contends that this is solely an internal matter. Yet the reality is, since 1947, Jammu and Kashmir has been a disputed territory, and reports of systematic abuse of human rights continue. In European Union trade agreements, we increasingly insist that respect for human rights must be included. We must apply those same standards to any agreement with the Republic of India and we must urgently demand that international observers be allowed freely into Kashmir. In this House, we should aspire to be the friends of India, and also to be the friends of Pakistan, and we must also recognise that the best route to lasting peace would be to enable Kashmiris to determine their own future.
