  Die Präsidentin. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Anfrage zur mündlichen Beantwortung an die Kommission über Interessenkonflikte und Korruption, die sich negativ auf den Schutz der finanziellen Interessen der EU in den Mitgliedstaaten auswirken, von Monika Hohlmeier im Namen des Haushaltskontrollausschusses (O-000041/2019 – B9-0061/2019) (2019/2963(RSP)).

  Monika Hohlmeier, Verfasserin. – Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Zunächst einmal ein herzliches Grüßgott.

Madam President, the Committee on Budgetary Control (CONT) has posed five questions to the Commission regarding measures against the misuse of EU funds in cases of conflict of interest and corruption affecting the protection of the EU’s financial interests in Member States.

Let me start by providing some context to the questions that we have posed to the Commission. In certain Member States, the systemic risk of semi—legal systems enabling conflicts of interest, irregularities, misuse of funds and fraud is widely present in important policy areas such as agriculture and cohesion. We have cases where politicians allegedly systematically use their power and the influence they have over the implementation of EU programmes in their countries to enrich their companies, friends, family, or themselves.

Conflict of interest constitutes in itself a serious threat. We see cases of single bidding in public procurement companies building up monopolies because other companies are thrown out of the competition. We are now facing problems that are beyond project level, so we need to go above this level to tackle them. We need to establish a clear definition of what constitutes a systemic risk and conflict of interest. We need the same legal definition and uniform interpretation of conflict of interest and systemic risk at European and Member State level.

These cases threaten to undermine citizens’ trust in the EU institutions and have a negative impact on the implementation of policies. Therefore, our credibility is at stake. European funds must benefit European citizens at large. Audit procedures concerning conflict of interest and other cases of corruption, fraud or systemic failures must be accelerated so that punishment follows swiftly. Additionally, preventive measures must be reinforced.

Currently, there is a lack of preventive measures that are effective and in place. If national management and control systems fail, the Commission must receive the possibility to assume decision—making and impose corrections immediately. The CONT Committee has actively monitored the situation since its fact-finding delegation of April 2014 and has been expressing its serious concern about cases of conflict of interest. CONT repeatedly requested in its discharge resolutions and other oral questions, most recently in December 2018, that the Commission take action regarding cases containing risk of irregular use of EU funds in several Member States.

We welcome the fact that the Commission has carried out comprehensive audits regarding the application of EU law. We are alarmed that the auditors detected serious deficiencies in the functioning of the management and control systems and severe cases of conflict of interest. The audits carried out by the Commission confirmed Parliament’s position, laid out in its resolution on conflicts of interest and the protection of the EU budget in the Czech Republic in 2018. They welcome the fact that, since 2018, no payments from the EU budget and the European Structural and Investment Funds have been made to companies directly or indirectly owned by Prime Minister Babiš, following the alleged conflict of interest revealed by the Commission’s auditors. They found that Mr Babis is the beneficiary of funds received by the huge industrial conglomerate.

Yes, I would like to underline that there are still open questions about subsidies in the area of agriculture. Furthermore, we cannot accept the fact that projects affected by serious, sometimes fraudulent, irregularities are simply withdrawn from EU funding. Yes, the EU budget is no longer directly affected, but the core problem has not been solved. The local taxpayer has to foot the bill when contributing to the national budget. EU funds meant to help citizens should go where they are most needed and not into the pockets of oligarchs. CAP money belongs to those who farm the land. In the case of land grabs, when land is taken by force, there is clearly a rule of law issue.

Therefore, we attach great importance to the rule of law conditionality. Rule of law is the basis for shared management. All Member States signed the Copenhagen Criteria, and they must be dedicated to the rule of law. Threats to the independence of the judiciary system, arbitrary or unlawful decisions by public authorities, limited availability and effectiveness of legal remedies, and failure to implement judgment or limitations on effective investigation and prosecution should lead to the reduction or suspension of EU funding.

We call on the Commission to take all appropriate measures at its disposal to protect the EU budget, including the revision of current procedures to increase transparency and to be more effective. We urge the Commission to recover all funds that have been paid out illegally. We insist that the Commission should propose a specific mechanism to support farmers confronted with land—grabbing malpractices, giving them the opportunity to lodge a complaint with the Commission.

In the context of the negotiation on the next Multiannual Financial Framework, we call on the Council to take all necessary and appropriate measures to prevent conflict of interest effectively. We call on the Commission and the Member States to fight all forms of conflict of interest and to evaluate the preventive measures taken by the Member States to avoid such a situation. We need to clearly define the minimum standards of the rule of law. Please let’s start to work on these serious issues.

  Die Präsidentin. – Als Sprecherin des zuständigen Ausschusses habe ich das jetzt nicht unterbrochen, auch wenn es zu lange war. Darf ich nur die Kolleginnen und Kollegen im Intersse der Dolmetscher bitten, nicht die fehlende Redezeit durch Schnelligkeit wettzumachen. Das ist dann für die Kolleginnen und Kollegen nicht mehr zu machen.

  Johannes Hahn, Member of the Commission. – Madam President, first, before I reply to the questions raised, let me underline and stress again that the Commission has zero tolerance for fraud and misuse of EU funds.

Now about the questions, and maybe I will be a little bit longer, but in order to give a serious reply, I have to take the time. The first question was about misuse of EU funds in Member States involving established schemes, as well as high-level officials/office-holders. In the case of fraud and possible links to high-level officials/office-holders, financial corrections at European level and penal action at national level have been taken in order to protect the European Union budget and to ensure the rule of law. The Commission on National Audits also identified irregularities with some more systemic character in some Member States. However, such systemic irregularities don’t systematically indicate fraud and intentional misuse through the implication of high-level officials/office-holders.

Second question: what measures does the Commission take to protect the EU’s financial interest? The Commission takes any allegation of suspicion of fraud and misuse of funds very seriously. It immediately addresses, to the European Anti-Fraud Office, any information pointing to allegations of fraud emerging from citizens, whistle-blowers, or from audits. A series of recent Commission initiatives have significantly strengthened the anti-fraud landscape – for example the establishment of the European Public Prosecutor’s Office.

The Commission adopted a new Commission anti-fraud strategy in April 2019. In 2018, financial regulation established a definition of conflict of interest applicable to funds under shared management. A further step is the proposal for protection of the Union’s budget in case of generalised deficiencies as regards the rule of law in Member States.

The Commission is also attentively following allegations of land—grabbing. If land is taken by force, then there is a rule—of—law issue, and the judicial system of the Member State should act. The Commission can assist the Member State, if necessary, by supporting Land Registry reforms. The rule—of—law proposal referred to above would provide an additional tool once adopted.

Let me now come to transparency as regards the ultimate beneficiaries of EU funds. I limit my remarks to the funds of the common agricultural policy. EU rules impose that it’s the Member States who have to publish the beneficiaries of the CAP funds annually and ex—post. The responsible Commission services consider that the current publication by all Member States of the data on beneficiaries of the CAP fulfils the transparency requirements. The Commission closely monitors the implementation of relevant transparency requirements in all Member States.

What is being done to prevent the artificial break-up of pig farms or enterprises into smaller ones under the same ownership just to avoid the capping threshold for direct payments? Answer: EU rules contain a circumvention clause. It requires that Member States don’t grant any advantage to natural or legal persons in cases where the conditions for obtaining this advantage were created artificially. This would be contrary to the objectives of the legislation. The management and control systems in the Member States are audited by independent certification bodies on an annual basis and by the Commission auditors on a risk basis. The auditors verify if the Member States have put in place controls to detect artificially—created conditions.

What about Commission actions on cases that have been recently reported in the media? How to prevent a similar case in the future? In relation to the Czech Republic, the Commission has communicated its final audit results for the European Regional Development Fund and the European Social Fund to the Member State. For the rural development investment measures, the Commission has communicated its latest findings to the Member State.

A further question: what are the Commission plans on the basis of Article 61 of the Financial Regulation (2018/1046) on possible situations of conflicts of interest in the Member States? The Commission will follow up on information or complaints with respect to conflicts of interest in all Member States. Audits can also be carried out based on the Commission’s own risk assessment, as foreseen in the audit strategies of the concerned services. The Commission will continue to strengthen monitoring, as the rules applying to shared management have been clarified and strengthened by the new financial regulations.

The Commission supports Member States in applying conflict-of-interest rules by preparing guidance, organising exchanges of good practice, and monitoring the national rules on conflicts of interest and their consistency with Article 61 of the Financial Regulation.

  Tomáš Zdechovský, za skupinu PPE. – Paní předsedající, dovolte mi na úvod jednu takovou otázku. Dokážete si představit, že Angela Merkelová nebo Sebastian Kurz budou rozhodovat o budoucím rozpočtu Evropské unie a sami budou majitelé stovek firem, do kterých budou plynout benefity a dotace z rozpočtu Evropské unie? Pokud ne, tak si myslím, že jsme správně v této debatě. Je třeba si říci, že ten, kdo rozděluje evropské dotace, nemůže být zároveň jejich velkým příjemcem. To je vlastně hlavní otázka, která je zde na stole, je třeba říci, že ten, kdo má benefit z evropských prostředků, nemůže tyto evropské prostředky řídit.

Já jsem byl na několika misích a tato debata by měla být globálně nejenom o České republice, ale i o Slovensku, Rumunsku, Bulharsku nebo Maltě, kde je politika opravdu úzce propojená s korupcí nebo i evropskými dotacemi. Ty evropské dotace samy o sobě přinášejí obrovské příležitosti, ale stávají se také předmětem toho, aby z nich různé skupiny chtěly co nejvíce prostředků čerpat.

Já se ptám: Jak dlouho budeme tyto skupiny a tyto organizované jednotlivce v Evropské unii pořád chápat a podporovat? Kdy jim stopneme tento příjem peněz?

  Isabel García Muñoz, en nombre del Grupo S&D. – Señora presidenta, señor comisario, la Comisión Europea ha permanecido pasiva durante demasiado tiempo, a pesar de la existencia de indicios sólidos de importantes casos de conflicto de intereses en el marco de la ejecución del presupuesto europeo. El Parlamento lleva desde 2014 advirtiendo y abordando regularmente este problema sin que se haya encontrado una solución efectiva al mismo.

El artículo 61, apartado 1, del nuevo Reglamento Financiero, en vigor desde agosto de 2018, establece que todos los participantes en la ejecución del presupuesto de la Unión, incluidos los jefes de Gobierno, son responsables del cumplimiento de la obligación de evitar conflictos de intereses. Este artículo, además, da una mayor capacidad de acción a la Comisión, que efectivamente ha ejercido, pero que no está siendo suficiente. Así que es hora de actuar de una vez por todas. Es evidente que hay que llegar hasta el final de los casos que ahora tenemos encima de la mesa, pero una de las prioridades fundamentales de la Comisión tiene que ser establecer mecanismos efectivos que permitan la prevención activa del conflicto de intereses y, además, es imprescindible que se intervenga cuando las autoridades nacionales no estén actuando en consecuencia.

No podemos permitirnos que cualquier tipo de conflicto de intereses pueda poner en peligro la ejecución del presupuesto de la Unión Europea y socave la confianza de sus ciudadanos. Necesitamos una estrategia más ambiciosa que dé todas las garantías de un uso correcto del presupuesto de la Unión.

  Martina Dlabajová, za skupinu Renew. – Paní předsedající, na úvod bych chtěla říct jen jedno, prosím, respektujme pravidla a procedury a vyčkejme se všemi soudy, až skončí probíhající kontroly. Jsem přesvědčena, že Komise si uvědomuje a tato debata dokazuje, že si to uvědomuje také Evropský parlament, jak moc důležitá a citlivá je ochrana finančních zájmů našich občanů. Nejde jen o to, jak účelně a efektivně se podaří unijní prostředky využít, ale také o to, aby Evropa neztratila v očích svých občanů smysl a nepřišla o důvěryhodnost.

Problematika spojená s možným střetem zájmů v politice je něco, co se týká všech členských států, a to bez rozdílu. Budeme se s tím setkávat neustále. Proto je potřeba se ze zkušeností, které jsme dosud nashromáždili, poučit a říct si jasná pravidla. A kdy jindy bychom s tím měli začít než teď? Tedy v momentě, kdy se nastavují pravidla pro čerpání evropských peněz na další roky. Pokud jsme objevili nedostatky v systému, nyní je ten nejlepší čas s tím něco udělat.

I z tohoto důvodu s napětím očekáváme výsledky dotazníkového šetření ohledně toho, jak jednotlivé členské státy nakládají s novým finančním nařízením. Ukázalo se totiž, že jeho výklad není v Evropské unii jednotný. V moderní Evropě to však nemůže takto fungovat. Naopak, potřebujeme srozumitelné a konkrétní celoevropské řešení s jednotnou metodikou a výkladem.

Byla bych proto ráda, kdybychom pro jednou odložili politikaření a naprosto vážně se začali věnovat tomu, jak do budoucna lépe nastavit pravidla. Pravidla, která budou jednoduchá, spravedlivá a budou mít evropskou přidanou hodnotu a budou platit pro všechny stejně. Ať již se bude jednat o občany, podniky, politiky, členské státy či instituce.

Situaci beru nesmírně vážně a jsem přesvědčena, že tato diskuse přesahuje hranice jakéhokoliv konkrétního případu. Pořád věřím, že Evropská unie je a zůstane unií sobě rovných států, které jsou vždy odhodlány společně najít řešení.

  Viola Von Cramon-Taubadel, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin, sehr geehrter Herr Kommissar, liebe Kolleginnen und Kollegen! Unser EU-Budget finanziert Oligarchen. Wir finanzieren die Personen, die unser System missbrauchen.

Dank hervorragender Arbeit von Medien, Wissenschaft und NGOs sind einige Namen der Oligarchen bekannt geworden, die besonders systematisch die EU-Töpfe plündern. Der bekannteste unter ihnen ist der Repräsentant der Tschechischen Republik im Europäischen Rat, Premierminister Andrej Babiš. Aber er ist wahrlich nicht der einzige.

Unter öffentlichem Druck hat die Kommission einige individuelle Fälle untersucht. Aber auch um glaubwürdig gegenüber den EU-Bürgerinnen und -Bürgern zu bleiben, müssen wir das Tempo unserer Untersuchungen unbedingt erhöhen: Das Aussetzen von Zahlungen allein reicht nicht aus.

Wenn Projekten die Nicht-Förderfähigkeit durch die Kommission bescheinigt wurde, muss das Konsequenzen haben. Es braucht dringend Transparenz.

Dennoch geht es in dieser Frage um mehr als um das individuelle Fehlverhalten: Wir müssen die Anreizstrukturen so ändern, dass wir damit nicht weiter Oligarchen füttern, sondern Demokraten stärken. Die Oligarchie ist – vor allem in den strukturschwachen Räumen – Gift für die Demokratie.

Wenn die Mächtigen über politische und wirtschaftliche Zugänge zu EU-Mitteln unsere Demokratie unterminieren und sich der nationalen rechtsstaatlichen Verfolgung sogar entziehen können, wie es in Tschechien der Fall zu sein scheint, dann müsste hier die Arbeit der Europäischen Staatsanwaltschaft einsetzen.

Für diese neu geschaffene Europäische Staatsanwaltschaft braucht es – und da haben auch Sie, Herr Kommissar Hahn, die Verantwortung – unbedingt ein angemessenes Budget. Wir müssen die Haushaltsansätze für die Europäische Staatsanwaltschaft deutlich erhöhen und die Zahl der zugewiesenen Staatsanwälte mindestens verdoppeln, um die eintreffenden Fälle aus den Mitgliedstaaten abzuarbeiten.

Es geht hier um sehr viel! Daher: Gutes Geld an die richtigen Stellen anstatt weiter Millionen an korrupte Oligarchen.

  Joachim Kuhs, im Namen der ID-Fraktion. – Sehr geehrte Frau Präsidentin, sehr geehrter Herr Kommissar Hahn, meine Damen und Herren! Die heutige Debatte zum Thema „Interessenkonflikte und Korruption, die sich negativ auf die finanziellen Interessen der EU in den Mitgliedstaaten auswirken“ zeigt deutlich, dass wir ein grundsätzliches Problem mit dem Konstrukt EU haben.

Zuerst überreden wir die Mitgliedstaaten mit Engelszungen, dass sie uns über eine Billion Euro für sieben Jahre zur Verfügung stellen in der Erwartung, dass wir das Geld – sagen wir mal vorsichtig, einen großen Teil des Geldes – gerecht verteilen.

Wir erfinden wunderbare Programme, füttern blumige Fonds mit viel Geld und setzen multiple Anreize, damit die Mitgliedstaaten dann mitmachen und die Programme auch umsetzen. Heerscharen von Beamten kümmern sich um die Anträge, prüfen die Förderbedingungen und erstellen irgendwelche Zertifikate und Bescheinigungen, die dann wieder von anderen Beamten geprüft werden.

Wir vom Parlament – genauer gesagt vom Haushaltskontrollausschuss – sind dann ernsthaft besorgt, wenn wir feststellen, dass die Gefahr einer unrechtmäßigen Verwendung von EU-Mitteln in wichtigen Politikbereichen wie Landwirtschaft und Kohäsion offenbar wird.

Zu Recht weisen Sie, liebe Frau Kollegin Hohlmeier, daraufhin, dass solche Fälle das Vertrauen der Bürger in die EU-Institutionen gefährden und sich negativ auf die Umsetzung politischer Maßnahmen auswirken. Sie stellen auch gute Fragen an die Kommission. Aber nach all dem, was ich bis jetzt gehört habe, habe ich nicht den Eindruck, dass die finanziellen Interessen der EU jetzt besser vor Betrug und Korruption geschützt werden als vorher.

Seien wir doch ehrlich: Wir bekämpfen nur die Symptome und nicht die Ursachen. Weil das System so komplex ist und weil die Kontrollsysteme in den Mitgliedstaaten völlig unterschiedlich sind und weil die Interessen der Mitgliedstaaten oft konträr sind zu den hehren Vorstellungen des Haushaltskontrollausschusses, deshalb befürchte ich: Wir werden mit einer Verstärkung des Kontrollaufwandes nichts erreichen.

Wir sollten Korruption und Betrug in erster Linie damit bekämpfen, indem wir bei jedem Förderprogramm die Systemfrage stellen, gegebenenfalls die Geldflüsse minimieren oder sogar streichen und insbesondere die Regelungen und die Förderbedingungen radikal vereinfachen und komplett transparent machen.

  Bert-Jan Ruissen, namens de ECR-Fractie. – Voorzitter, Commissaris, toezicht op de besteding van Europese gelden is nadrukkelijk een gezamenlijke verantwoordelijkheid van de lidstaten en de Commissie. Bij de Commissie landbouw en plattelandsontwikkeling hebben wij daar een goed systeem voor met erkende betaalorganen en toezicht door de Europese Commissie en OLAF. Het is dus niet aan mij om uitspraken te doen over individuele kwesties.

De cruciale vraag is hoe we ervoor kunnen zorgen dat het geld terechtkomt bij de hardwerkende boer en niet in de zakken van mensen die dat geld helemaal niet nodig hebben. Ik wil u er in dit verband op wijzen dat China en andere investeerders volop bezig zijn om grond op te kopen in de Europese Unie. Zo is in Roemenië klaarblijkelijk 20 000 hectare grond in handen van een Libanees bedrijf. Mijn vraag aan de Commissie luidt daarom: bent u op de hoogte van dergelijke investeringen, die mede via rechtspersonen in de Europese Unie tot stand komen?

Ik vind dit een zeer ongewenste ontwikkeling. Onze grond en voedselvoorziening zijn van strategisch belang en moeten in eigen handen worden gehouden. Ik wil de Commissie vragen grondig onderzoek te doen naar deze kwestie en te bezien of de eisen in het kader van het gemeenschappelijk landbouwbeleid hier niet op moeten worden afgestemd, zodat er in ieder geval geen geld weglekt naar investeerders van buiten de Europese Unie.

  Luke Ming Flanagan, on behalf of the GUE/NGL Group. – Madam President, The New York Times article on CAP was not news to many people here. That makes it all the worse. EU citizens’ money is going where it should not be. Much of this is by design and not by accident. Convergence and a significant redistribution payment is the key to change. It is now the position of the Committee on Agriculture and Rural Development (AGRI) that countries will have to converge 100% internally on payments by 2027. This position must be supported in the plenary and be Parliament’s position going into trilogue negotiations.

Two words in particular are important when it comes to convergence in the final text agreed on at trilogue: ‘shall’ or ‘may’. ‘May’ allows governments to continue with the very system which is so rightly criticised in The New York Times article. ‘Shall’ means they have no choice but to do the right thing.

Yesterday, Ireland’s Minister for Agriculture announced a pause on convergence. This is a clear message on where he will stand during trilogue negotiations. He will demand a change to Parliament’s position so that Ireland will not have to fully converge on payments – and the great swindle that The New York Times article reports on would continue if he succeeds. Don’t let him succeed. I certainly won’t.

  Márton Gyöngyösi (NI). – Madam President, we are discussing here basically two funds which have served the purpose of enhancing European competitiveness in the agricultural sector and elsewhere – the CAP and the Cohesion Fund. In contrast to the grand ideals, both have become hotbeds of corruption within the European Union and instruments in the hands of oligarchs and illiberal regimes, with the tacit agreement of EU decision—makers. Now if we are looking at the Common Agricultural Policy, which makes up over 40% of the total budget, we can see that in contrast to the aim of enhancing the competitiveness of the European agricultural sector, this area has become a hotbed of corruption, and here my colleague has referred already to The New York Times article which has demonstrated that the CAP is intentionally untransparent, contains loopholes and is prone to corruption, and undermines even the EU’s environmental objectives, and every reform which is proposed is basically sabotaged by the decision—makers.

When it comes to the Cohesion Fund, when we are looking at why the EU doesn’t want to put forward reforms, then we should refer to the cynical opinion of the previous Commissioner for the Budget, Günther Oettinger, who says that EU funds should not be used to sanction, because every single euro which goes from the donor states to the recipients basically goes back to the donor states because the recipients use these monies to buy goods and services from the donor states. So we should finish with this cynical type of programme and look at how corruption must be tackled at the heart.

  Tamás Deutsch (PPE). – Elnök asszony! Engedjék meg, hogy három nagyon rövid megállapítással járultak hozzá a vitához. Egyrészt ismert az a bölcs magyar mondás, hogy sok beszédnek sok az alja, ha feleannyit cselekednének az európai uniós intézmények az Unió pénzügyi érdekeinek védelme érdekében, az összeférhetetlenségi ügyek feltárása érdekében, a korrupció ellen, mint amennyit beszélnek, akkor sokkal messzebb jutottunk volna. Én a cselekvést támogatom. Másodsorban azt gondolom, hogy csak akkor lehet a tagállamokban meglévő összeférhetetlenségi ügyekről hitelesen beszélni uniós intézményekben, ha az uniós intézmények működését összeférhetetlenségi problémák nem érintik.

Jelen pillanatban az a helyzet, tisztelt hölgyeim és uraim, hogy az Európai Bizottságtól egy olyan magyar családi vállalkozás kap sok százezer eurós megbízást, amely magyar családi vállalkozás férj tagja a magyar Országgyűlésben ellenzéki frakcióvezető, a kedves felesége pedig szocialista európai parlamenti képviselő, az Európai Parlament egyik alelnöke. Ön szerint összeférhetetlen-e, nem zavarja-e önt, hogy az ön pártjának elnöke, a magyar miniszterelnök, családjával együtt közvetlenül érintett a korrupcióban?   Tamás Deutsch (PPE), Kékkártyás válasz. – Köszönöm szépen, képviselő úr, a kérdését, én egyetlen egy nevet sem említettem, de ha a képviselő úr erre kíváncsi, akkor szeretném megerősíteni azt a súlyos összeférhetetlenséget, amire Ön is utal. Az Európai Bizottságtól sok százezer eurós megbízást kap egy olyan magyar családi vállalkozás, amelynek az egyik tulajdonosa, képviselője Gyurcsány Ferenc, aki Magyarország volt szocialista miniszterelnöke, ma ellenzéki frakció vezetője, a másik tulajdonosa, képviselője pedig Dobrev Klára, aki európai parlamenti képviselő, és az Európai Parlament egyik alelnöke. Ez egy súlyos politikai összeférhetetlenségi ügy, a saját házunk táján kell először söprögetnünk, rendet csinálunk, és utána van hitelességünk a tagállami összeférhetetlenségeket számon kérni.

  Lara Wolters (S&D). – Voorzitter, het is een ironisch beeld: populisten als Viktor Orbán en Andrej Babiš schreeuwen om het luidst over de tekortkomingen van de EU. Het zijn echter diezelfde Orbán en Babiš die Europees belastinggeld gebruiken om hun eigen entourage te verrijken. Dit misbruik moet stoppen en ik denk dat we daar op twee manieren voor kunnen zorgen.

Ten eerste hebben we behoefte aan een modern gemeenschappelijk landbouwbeleid. We moeten niet vasthouden aan een archaïsch stelsel waarbij per hectare wordt uitbetaald, maar overstappen op uitkeringen op basis van doelmatigheid. Als we van kwantiteit naar kwaliteit gaan, wordt ook sjoemelen veel moeilijker.

Ten tweede hebben we een rechtsstaatmechanisme nodig dat tekortkomingen van nationale autoriteiten bestraft en deze autoriteiten een halt toeroept. De totstandbrenging van een dergelijk mechanisme wordt op dit moment echter tegengehouden door de lidstaten, wat een kwalijke zaak is. Nationale leiders roepen liever dat de EU duur is dan dat ze om de tafel gaan zitten om te onderhandelen over fundamentele landbouwhervormingen en nieuwe sanctieregelingen. Dat moet anders, zodat we ons belastinggeld kunnen besparen en beschermen.

  Sheila Ritchie (Renew). – Madam President, the New York Times article brings shame on us all. The sale of state land to the cronies of European leaders with patchy records on the rule of law is a stain on our reputation, and it amounts to theft from small farmers and rural communities. But the Common Agricultural Policy (CAP) itself corrupts our aims. We’re in the middle of CAP reforms which reduce the need for compliance checking when we can’t even adequately police corruption. What on earth makes us think that self-policing compliance is going to work?

80% of the CAP budget currently ends up in the hands of 20% of the EU’s farmers. It doesn’t deliver what society wants. The current reform is mere tinkering. We must move to a system with payments linked to the delivery of public goods. The CAP is the lifeblood of European farming, and the huge and continuing reduction in agricultural spending is no accident. The CAP no longer commands credibility.

  Mikuláš Peksa (Verts/ALE). – Paní předsedající, už první audit, který připravila a zatím stále ještě nezveřejnila Evropská komise, potvrdil střet zájmů Andreje Babiše. Jeho konstrukce svěřeneckých fondů, které jsou ovládány blízkými osobami a které mohou být Babišem kdykoliv zrušeny, aby se mu majetek vrátil, prostě neobstála.

V následné diskusi o tom, kolik má být vráceno, se zcela setřelo jakékoli rozlišení mezi Agrofertem a českým státem. Bývalí manažeři Agrofertu jsou dnes ministry a poslanci, ale jich úkoly se nijak nezměnily. Premiérova firma je předmětem celostátního zájmu, kvůli kterému je premiér ochoten vést zemi do konfliktu se zbytkem Evropy.

Díváme se zde na ukázku systémového problému kontroly užívání společných evropských zdrojů. Při jeho navrhování si nejspíš autoři nedokázali představit, že se někomu povede ovládnout státní aparát takovým způsobem, že skrze něj bude kontrolovat sám sebe. Přesto jsme v Maďarsku, na Maltě a v Česku přesně v této situaci.

Dnešní debata není pouze o penězích neprávem zneužitých z evropského rozpočtu. Dnešní debata je hlavně o tom, že Andrej Babiš zneužívá český stát jako penězovod do své vlastní kapsy a s těmito penězi pak financuje své další politické kampaně. Musíme najít systémové řešení, ať už skrze posílení evropského veřejného žalobce nebo reformu společné zemědělské politiky. Evropská komise by měla odtajnit zbývající dokumenty a měla by předložit návrh opatření, která by Andreji Babišovi zabránila skrze Evropskou radu dále zneužívat evropské peníze.

  Hélène Laporte (ID). – Madame la Présidente, mes chers collègues, derrière la protection des intérêts financiers de l’Union européenne se profile un autre sujet, celui du consentement à l’impôt européen. Est-ce que la façon dont le budget européen est dépensé renforce la confiance de nos concitoyens dans le projet défendu dans cet hémicycle? La réponse est non, comme en témoigne un sondage Eurobaromètre selon lequel moins d’un Français sur trois déclare avoir confiance dans l’Union européenne. D’ailleurs, Mme Hohlmeier le rappelle très bien en dénonçant, je cite, «les nombreux cas d’irrégularités qui menacent de réduire la confiance des citoyens dans les institutions de l’Union».

Et pour cause, dans sa résolution du 26 mars 2019, le Parlement européen pointe notamment du doigt la complexité administrative, qui génère des délais de paiement lourdement préjudiciables pour les bénéficiaires des fonds européens. Comment voulez-vous dans ce cas qu’une PME ou qu’une collectivité locale sollicite les financements européens, si les retards de paiement remettent en cause la viabilité de leur investissement? Les Français, qui subissent déjà l’une des fiscalités les plus lourdes d’Europe, ne veulent pas se voir davantage accablés par la création d’un nouvel impôt européen, surtout si cet impôt finance des politiques dispendieuses et entachées d’irrégularités.

  Veronika Vrecionová (ECR). – Paní předsedající, projednávání tohoto bodu samozřejmě souvisí i s děním v České republice, kde je premiér zároveň jedním z největších příjemců veřejných peněz. Nechci zde ale řešit tento konkrétní případ, ten si musíme vyřešit doma.

Chtěla bych však apelovat na Komisi, aby ve svých zprávách byla více transparentní, aby docházelo ke zveřejňování závěrů šetření a také ke zveřejňování postojů jednotlivých členských států. Nacházíme se v situaci, kdy se dojednává další víceletý finanční rámec, zároveň se dočerpávají stávající programy a řada institucí, které o vyplácení dotací rozhodují, neví, zda a komu mohou dotace nadále poskytovat.

Česká vláda auditní závěr zveřejnit nechce, protože jej údajně Evropská komise považuje za důvěrný a zveřejnění zakazuje a neposkytuje jej ani těm orgánům, které o dotacích rozhodují. Ty tak dále vyplácejí dotace z peněz daňových poplatníků, v našem případě jednomu vlivnému oligarchovi. Ve stejné věci jsem také podala na Komisi interpelaci.

  Kateřina Konečná (GUE/NGL). – Paní předsedající, dnešním tématem je střet zájmů a korupce dotýkající se ochrany finančních zájmů Evropské unie v členských státech. Jedná se o velmi zásadní téma, které je nutné řešit pro věrohodnost Evropské unie a stav demokracie v členských státech.

Bavíme se tu o fenoménu, který je velmi starý, ale stále se nám ho nepodařilo vyřešit, a to ani tady, na půdě Evropské unie. Můžeme se bavit o mnoha způsobech, jak z toho ven. Já se však domnívám, že primárně musíme dát občanům více prostoru k tomu, aby se podíleli na politice Evropské unie. Dost bylo utajených jednání, demokratického deficitu a dost bylo takzvaných otočných dveří, které znamenají propojování byznysu a evropských institucí. Evropská unie musí být otevřená a transparentní a stejnou míru transparentnosti bych poté očekávala od Evropské unie ve vztahu k potenciálním pochybením ze strany členských států a jejich představitelů.

  Ivan Vilibor Sinčić (NI). – Poštovana predsjedavajuća, danas govorimo o korupciji i sukobu interesa. Moram reći da je borba protiv korupcije u Hrvatskoj načelna, ona nije stvarna.

Mi, što se tiče sukoba interesa, imamo takozvanu imovinsku karticu pri tijelu koje se zove Povjerenstvo za odlučivanje o sukobu interesa i u tu imovinsku karticu, kad postanete dužnosnik, vi upisujete svoje obaveze i svoju imovinu. I sada, ta imovinska kartica je u praksi gotovo beskorisna. To ovako lijepo zvuči, to se dosta u medijima vrti, ali ona je zapravo gotovo beskorisna. Zašto? Evo jedan primjer. Recimo da vi imate deset stanova i sad niste upisali u tu karticu tri stana. To je ogroman problem. Ali da i upišete deset stanova, nitko vas ne pita od kuda vama tih deset stanova. Jeste li vi mogli od svoje plaće, od svojih prihoda steći tih deset stanova? Dakle, što se tiče porijekla imovine, od toga nema ni P.

Osim toga, porijeklom imovine se bavi porezna uprava, ali niti jedan promil od onoga što bi stvarno trebala, u iznosu i količini. Što se tiče zajedničkih politika, imamo zajedničku poljoprivrednu politiku, okolišne politike, monetarnu u obliku eurozone, itd. Sad se ide na vanjsku politiku, zajedničku obrambenu politiku... Sve te politike u pravilu nisu dobre za Hrvatsku. One su upitne, loše.

Međutim, zašto se ne govori o zajedničnoj antikorupcijskoj politici? Tko ima išta u ovom domu, iz bilo koje zemlje, protiv toga da uzmemo najbolje standarde u zaštiti zviždača, u porijeklu imovine, u sukobu interesa – Finske, Švedske, najbolje – da ih svi međusobno zajedno prihvatimo. Tko ne želi da se pohvataju lopovi u njegovoj zemlji? Mi u Hrvatskoj već 30 godina nismo pohvatali svoje lopove. Tko ima nešto protiv visokih antikorupcijskih standarda za sve? Samo kriminalci.

  Tomislav Sokol (PPE), pitanje koje je podizanjem plave kartice postavio. – Poštovana predsjedavajuća, pa kolega Sinčić, ne znam vidite li koja je tema, tema je korištenje europskih fondova. Po tom pitanju je Hrvatska doista jedna od zemalja s najstriktnijim kontrolama u cijeloj Europskoj uniji. Dapače, možda su te kontrole čak nekad i prestriktne i u nekim stvarima previše opterećuju korisnike. Što se tiče ovih drugih stvari i kontrole, dakle Hrvatska ima jedan od najstrožih zakona vezanih uz sprječavanje sukoba interesa u Europi. Nedavno je donesen zakon o zaštiti zviždača, odnosno prijavitelja nepravilnosti. Dakle zašto govorite o stvarima o kojima nemate blage veze i obmanjujete ovaj visoki dom.

Uzmite sve one zviždače kojima je stradalo zdravlje i imovina od osnutka države do danas. Pitajte sve njih redom što oni misle o tom zakonu. Ja sam i pitao i znam što misle o tome zakonu. Što se tiče današnje teme i sredstava iz europskih fondova...

Zakon o zaštiti zviždača koji je donijela vaša vlada je beskoristan. Pitajte zviždače. Od osnutka države do danas, od Vesne Balenović na dalje, koji su propatili silno, izgubili imovinu i zdravlje, što misle o tome zakonu.

Što se tiče sredstava iz europskih fondova, ja sam proširio temu na drugi novac, ne samo na onaj iz europskih fondova. Pitajte se oko LNG terminala. Zašto Europska unija, koja se toliko hvali vladavinom prava, financira projekt koji krši prostorne planove i grada i županije, Aarhuršku konvenciju, volju lokalnog stanovništva grada i općine. Gdje je tu pravda? Gdje su tu europski standardi?

  Michaela Šojdrová (PPE). – Paní předsedající, já myslím, že všichni se shodujeme na tom, že evropské prostředky musí být rozdělovány v souladu s pravidly. Konkrétně jde o to, že je nemravné, aby šéfové vlád měli zisk z evropských dotací pro své firmy. S tím přece nikdo nemůže souhlasit. Proto máme novelu finančního nařízení, podle které je nutno střet zájmů vyloučit, a pan komisař ji zmínil. Je mi velmi líto, že je v sázce dobré jméno také České republiky, protože evropské fondy pomohly České republice, pomohly obcím, občanům, pomohly vybudovat infrastrukturu a nyní je v sázce i dobré jméno České republiky v souvislosti se střetem zájmů premiéra.

Očekáváme, že česká vláda odpoví nestranně na audit, který prokazuje střet zájmů, ale čeští občané mají obavy o ovlivňování médií, ovlivňování administrativy i soudů ze strany premiéra, protože ten má moc. Proto se lidé opakovaně vydávají do ulic a v rámci iniciativy „Milion chvilek pro demokracii“ požadují demisi premiéra. Tito občané vědí, že Evropská komise dělá svoji práci.

Vyzývám Komisi, aby byla v této věci důsledná, vyzývám vás také ke zveřejnění auditu, který jste sami prohlásili za finální. Prospěje to větší transparentnosti.

  Sándor Rónai (S&D). – Elnök asszony! Oligarcha világ épült ki Kelet-Közép-Európában, és ezek az oligarchák boldogan élnek Európa legboldogtalanabb vidékén. Az ezen országokat kormányzó politikusok mára egyet jelentenek a gazdasági élet legbefolyásosabb szereplőivel. Naivitás azt hinni, hogy a korrupt országokban jogi hiányosságok vannak csupán, és nem szándékos, jogállamot csorbító intézkedésekről van szó. Korrupt kormányok tervszerű, bűnös működéséről van szó. Felesleges arra várni, hogy majd ezek a kormányok együttműködnek az európai hatóságokkal. Ott, ahol a korrupció törvényesített, ott egészen egyszerűen nem várhatunk tőlük segítséget.

Az európai polgárok pedig mindeközben kétszer kell megfizessék a kárt. Egyszer, amikor befizetik az adót, amit ellopnak a korrupt kormányok, másodjára pedig akkor, amikor a lopott pénz miatt nekik kell befizetni a büntetést is. Én büszke európaiként és büszke európai magyarként két javaslattal élnék: az ellopott pénzért feleljenek saját vagyonukkal a korrupt politikusok, az európai támogatásokat pedig adjuk közvetlenül a gazdáknak, az önkormányzatoknak, a civil szervezeteknek, tehát azoknak, akiknek eredetileg is szántuk ezeket a pénzeket.

  Ramona Strugariu (Renew). – Doamnă președintă, definiția conflictului de interese din Regulamentul financiar al Uniunii vine la aproape 20 de ani de la recomandările Consiliului Europei și nu este suficient de curajoasă. Regulamentul trebuie pus în practică, iar atunci când avem astfel de situații, trebuie să spunem lucrurilor pe nume, indiferent de grup sau de țară.

Ne trebuie urgent o definiție la nivel european a interesului legitim public pentru ca informațiile cu privire la cazuri să fie disponibile fără nici un fel de excepție. România are în lege o astfel de definiție și ea poate fi un exemplu. Este inadmisibil să așteptăm, în medie, cinci ani pentru soluționarea unui caz de conflict de interese care afectează în mod direct buzunarele oamenilor și interesele financiare ale Uniunii. Avem competență, putem face mult mai mult și mai repede.

Mecanismele de control pentru distribuția fondurilor europene trebuie întărite, fără teamă că vom afecta afacerile unora sau ale altora și este momentul să avem o agenție europeană de integritate independentă care să gestioneze situațiile de conflict de interese din instituțiile Uniunii, inclusiv din Parlament sau Consiliu, pentru a da un exemplu în acest sens și statelor membre.

  Nicolaus Fest (ID). – Frau Präsidentin! Vielen Dank, liebe Besucher, dass Sie hier sind. Ich richte mich vor allem an Sie, denn es geht ja um Ihr Geld. Und Sie sehen, mit welcher Wichtigkeit dieses Parlament Ihr Anliegen, Ihr Geld behandelt: Es ist – wie immer – leer.

Weihnachten steht vor der Tür, und jedes Jahr haben wir auch die gleichen Debatten. Es ist ein immer wiederkehrendes Thema, die geradezu endemische Korruption innerhalb der EU. Alle meine Kollegen hier vorher haben richtige Sachen gesagt, aber man sieht die totale Machtlosigkeit dieses Parlaments in dieser Frage. Wenn Frau von der Leyen ihr grünes Programm vorstellt, sind die Bänke voll, auch die Kommissionsbänke sind voll. Wenn es um eine wichtige Frage wie die wirklich milliardenschwere Korruption in Europa geht, finden sich einige Kommissionsmitglieder und einige Abgeordnete, aber ansonsten ist der Saal ziemlich leer.

Alles, was hier gesagt wurde, ist richtig. Ja, die beiden großen Verschwendungs- oder die beiden großen Korruptionsherde sind der Kohäsionsfonds und natürlich die Landwirtschaft. Das wissen wir seit 15, 20, 25 Jahren. Und genauso lange wird hier nichts unternommen, weil es letztlich gar kein Interesse daran gibt, diese Korruption einzudämmen. Denn letztlich ist die EU selber in vielen Bereichen ein System, das genau diese Korruption fördert, weil sie zu weit von den Menschen weg ist, weil sie zu weit von der Mittelverwendung weg ist, und weil sie sich weigert, diese Mittel wieder dorthin zu geben, wo sie richtig wären, nämlich bei den nationalen Parlamenten.

  Monika Hohlmeier (PPE), Frage nach dem Verfahren der „blauen Karte“. – Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Herr Fest, wissen Sie, dass in vielen Budgetbereichen 98 % des Geldes ordnungsgemäß ausgegeben werden und von den entsprechenden Verwendern ordnungsgemäß verwendet werden?

Wissen Sie, dass auch im Bereich von Kohäsion und von Landwirtschaft 95 % der Gelder ordnungsgemäß ausgegeben werden? Wogegen wir uns hier und heute wenden, ist, dass es einige wenige gibt, die versuchen, in großem Ausmaß Missbrauch mit EU-Fonds zu betreiben. Gegen das wenden wir uns ganz konkret und dafür werden wir weitere und zusätzliche Maßnahmen ergreifen und sind bisher – Jahr für Jahr – immer ein Stückchen besser geworden.

Also für pauschale Verunglimpfungen bitte ich Sie: Würden Sie dann mal einfach die Frage beantworten, ob Sie es überhaupt wissen?

  Nicolaus Fest (ID), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Kollegin Hohlmeier! Natürlich, Sie sagen, es sind nur 2 %, andere sagen, es sind 7 % oder 5 %. Auch diese Prozentzahlen sind durchaus hinterfragbar. Und wir wissen auch: Selbst bei 5 oder 7 % geht es gleich um große, große Milliardensummen. Sie laufen seit Jahren hinterher. Immer wird dann gesagt: Ja, wir machen jetzt noch eine Kommission und noch eine Agentur, die dieses kontrollieren soll. Und Sie wollen die systemischen Probleme – lassen Sie mich ausreden – nicht sehen. Genau das ist Ihr Problem. Hier sind diese Probleme genannt worden, und Sie schließen weiterhin fest die Augen, wie Sie es seit Jahren schon tun.

  Jessica Stegrud (ECR). – Fru talman! EU har många ineffektiva stödprogram som utnyttjas effektivt av oseriösa entreprenörer, kriminella, oligarker, ja till och med politiker. Nu sätter många sitt hopp här i parlamentet till en överstatlig EU-åklagarmyndighet, men det är inte lösningen. Denna typ av förslag dämpar endast symptomen, i stället för att bota sjukdomen. Grundproblemet är helt enkelt den överdimensionerade EU-budgeten som göder korruption och slöseri.

Förslaget till nästa långtidsbudget skulle öka den svenska EU-avgiften med 15 miljarder kronor, samtidigt som två tredjedelar av budgeten fortsättningsvis kommer spenderas på olika stödprogram. Omfördelningen står för nästan 40 procent av alla rapporterade bedrägerifall och nästan tre fjärdedelar av det totala monetära beloppet. Och i stället för att flytta ännu mer makt till EU kan vi effektivt bekämpa korruption och irreguljär användning av EU-stöd genom att minska både budgeten och de svenska skattebetalarnas ekonomiska börda.

  Jeroen Lenaers (PPE). – Voorzitter, in heel Europa zien we dat jonge boeren en familie- en gezinsbedrijven het water tot aan de lippen staat. Het is daarom zeer schrijnend om in de New York Times te lezen dat een groot deel van de Europese landbouwbegroting niet bij hen terechtkomt, maar verdwijnt in de zakken van grootgrondbezitters, oligarchen en politieke leiders of een combinatie daarvan. EU-steun wordt in sommige lidstaten grootschalig gebruikt voor landjepik en het faciliteren van een soort modern feodalisme.

Niet alleen de plattelandsgemeenschap en de belastingbetaler zijn hiervan het slachtoffer; deze praktijk is bovendien funest voor de geloofwaardigheid van en het draagvlak onder de hele EU. Het is daarom jammer dat de Commissie er vrij laks op reageert en alleen naar de lidstaten wijst. Dat is niet genoeg. Adviezen van het EU-agentschap voor corruptiebestrijding worden twee keer zo vaak genegeerd dan dat ze worden opgevolgd. Het toezicht op de uitgaven van de lidstaten zou veel dwingender en doeltreffender moeten zijn. Een Europees Openbaar Ministerie kan daar bijvoorbeeld een belangrijke rol bij spelen. Wat we echter allereerst nodig hebben, is een groter gevoel van urgentie. Dat is dan ook mijn oproep aan de Europese Commissie: aan de slag!

  Paolo De Castro (S&D). – Signor Presidente, signor Commissario, onorevoli colleghi, nelle ultime settimane molto si è discusso di situazioni sconcertanti in merito alla concentrazione fondiaria in alcuni Stati membri, ma il malcostume nulla ha a che vedere con la politica agricola comune.

Negli ultimi anni abbiamo fatto sforzi importanti per ridurre le distorsioni che a livello nazionale si possono creare in una politica complessa che si estende su 28 paesi e coinvolge milioni di beneficiari. Ma tanto resta ancora da fare e per questo il Parlamento ha già preso una posizione chiara nella nostra relazione sulla concentrazione dei terreni agricoli dell'Unione. Posizione che purtroppo però non trova riscontro nell'attuale proposta di riforma della PAC. Al contrario un eccesso di flessibilità garantita agli Stati membri accrescerebbe il rischio che certi comportamenti possano essere favoriti ancora di più da scelte nazionali.

Oggi più che mai, caro Commissario, c'è bisogno di un forte ancoraggio a obiettivi e strumenti comuni, capaci di sventare ogni apertura all'individualismo politico che farebbe della PAC un mero contenitore di risorse senza salvaguardare la strategicità sociale, economica e ambientale.

  Jordan Bardella (ID). – Madame la Présidente, le scandale qui a secoué la République tchèque a ravivé l’inquiétude quant à l’utilisation à bon escient des fonds européens.

Pas moins de 705 irrégularités frauduleuses ont été signalées dans le dernier rapport annuel, pour un montant de 390 millions d’euros, et ce n’est là que la partie émergée des cas sur lesquels les États concernés ont bien voulu se pencher. Selon la Cour des comptes européenne, la Commission ne réalise aucune estimation des fraudes non détectées. Moins de la moitié des affaires donnent lieu à des poursuites et la plupart des sommes ne sont pas recouvrées, une façon polie de pointer l’impuissance de l’OLAF et de la Commission.

Il y a les fraudes illégales, qui doivent être combattues. Mais il existe un autre type de détournement, qui ne figure pas dans ces statistiques, mais qui pourrait le mériter. Je pense, par exemple, à l’utilisation récente du fonds Feader en faveur de l’installation de migrants dans les campagnes, ou encore aux délirantes aides à la pré-adhésion de la Turquie.

De tels scandales participent, eux aussi, à réduire la confiance des peuples suspicieux – et on les comprend – à l’égard des politiques européennes et de l’utilisation qui est faite de leur argent.

  Peter Lundgren (ECR). – Fru talman! Jag undrar hur EU ska säkerställa att EU-medel inte går till korruption. Sverigedemokraterna och ECR-gruppen kan aldrig acceptera att EU-medel används på det här sättet. När tidningen The Economist rankade EU:s länder efter ett demokratiindex hamnade Rumänien allra sist. Sedan 2016 har den socialdemokratiska regeringen drivit igenom lagförslag som i praktiken legaliserar korruption och ger regeringen en ökad möjlighet att tillsätta och avsätta domare.

Socialdemokratiska partiets partiordförande och Rumäniens talman, Liviu Dragnea, är personligen misstänkt för att ha förskingrat hundratals miljoner kronor ur EU-budgeten. Han har också pekats ut som ledaren för ett brottssyndikat av landets särskilda korruptionsåklagare. 2015 dömdes Dragnea till ett års fängelse för valfusk och senare, 2018, dömdes han i ytterligare ett korruptionsmål till tre och ett halvt års fängelse. Det är osäkert om han kommer att avtjäna något av de straffen. Det här är fullständigt oacceptabelt och här måste EU sätta in krafttag för att kontrollera vart pengarna tar vägen.

  Herbert Dorfmann (PPE). – Frau Präsidentin! Ich glaube, wir müssen hier zwei Dinge unterscheiden, zumindest was die Landwirtschaft angeht.

So wie bereits ein paar Vorredner gesagt haben, wenn wir uns die wirklichen Fehlerquoten anschauen und Berichte unseres Rechnungshofes, so haben wir im Bereich der Direktzahlung eine Fehlerquote von einem Promille, also eine Zahlung auf Tausend, und 1,4 % in der ländlichen Entwicklung. Das sind die nackten Zahlen.

Aber dann gibt es eine ganze Reihe von Zahlungen, die auch da sind und über die wir heute diskutieren. Die legal oder, wie Frau Hohlmeier gesagt hat, am Rande der Legalität sind und die damit zu tun haben, dass wir entweder an Subjekte zahlen, die nichts mehr mit Landwirtschaft zu tun haben, oder dass wir Dinge bezahlen, wo es um reine Rendite für Investitionen geht und immer mehr auch von Investitionen von außerhalb der Europäischen Union.

Da sind wir als Gesetzgeber gefragt, denn letztendlich müssen wir entscheiden, an wen wir Geld im Rahmen der Landwirtschaftspolitik bezahlen möchten. Ich glaube, wir sollten eine bäuerliche Landwirtschaft fördern, wir sollten jene bezahlen, die wirklich die ländlichen Räume bevölkern, die einen positiven Beitrag zur Kulturlandschaft und zum Ressourcenschutz leisten. Ich denke, das müssen wir im Rahmen der Debatte über die Reform der Agrarpolitik nun tun.

  Josianne Cutajar (S&D). – Madam President, the citizens of our Union ask for transparency on the use of European funds, including cohesion policy, which plays a crucial role in creating sustainable growth and jobs, with the clear mission of not leaving any region of our Union behind. The Commission should take very seriously any kind of error detected in the use of the cohesion funds.

For the financial year 2018, the European Court of Auditors showed that the level of error on cohesion increased. As the budgetary authority responsible for the discharge, it is our duty to understand the reasons behind this inversion. Even if an error does not automatically mean fraud, the credibility of cohesion policy should not be undermined by specific cases on which the Commission should promptly take action.

Cohesion policy is one of the most successful tools of the European Union. It is for this reason that we should put all our efforts, and urge others to do the same, into significantly reducing the error rate so that we can deliver better results for our citizens. It is clear that the crucial challenges we will face in the future will require at least the same financial means the cohesion policy has had until today. If we want our regions to continue to grow, cohesion policy must be prioritised.

  Alexandr Vondra (ECR). – Paní předsedající, máme tu rekord. Devět Čechů dnes mluví k jednomu konkrétnímu bodu. Polovina národních poslanců. Proč? Jde o prachy, o nic míň, o nic víc. Češi mají obavu, aby neměli z ostudy kabát.

Na jedné straně je česká vláda v čele s premiérem a podnikatelem, který čerpá a konzumuje. Na druhé straně je Evropská komise, která premiéra Babiše viní logicky ze střetu zájmů. První argumentuje českými zákony, druhý evropskou legislativou. Musíme to projasnit, a to velmi rychle. Brzy už bude pozdě. Příští rok se dojednává nový rozpočet. Normálně říkám, že dotace jsou jako mor, nákaza se šíří rychle. Ale zelenou revoluci bez peněz nezvládneme. Žádám proto Evropskou komisi, aby tento konkrétní problém se střetem zájmů rychle a transparentně vyřešila. Už jsem vás interpeloval, ale na odpověď stále čekáme.

  Stanislav Polčák (PPE). – Paní předsedající, na evropské úrovni jsme přijali řadu pravidel ke správě peněz daňových poplatníků, mimo jiné právě i ke střetu zájmů. Osoby v jakékoliv veřejné funkci si proto musí vybrat, jaké zájmy chtějí zastávat, zda své soukromé majetkové zájmy, nebo zájmy veřejné, svých občanů.

Na dodržování těchto pravidel musí dohlížet jak Evropské komise, tak i my, Evropský parlament, my jsme spolutvůrce evropského rozpočtu. Osoby ve střetu zájmů musí být odstaveny od jakéhokoliv vlivu, byť nepřímého, na správu a rozhodování o evropských prostředcích. Proto mimochodem Evropský parlamentu letos hned několik kandidátů na komisaře odmítl, právě pro střet zájmů. Tato pravidla musí být respektována na evropské i národní úrovni.

Já vím, že se tato debata dotýká několika členských států, ale zaměřím se na Českou republiku. Nikdo nepředpokládal, že se takový střet zájmů bude dotýkat přímo předsedy vlády členského státu či tedy ministra. Chtěl bych vyzvat premiéra Andreje Babiše, aby tuto evropskou ostudu naší země už ukončil. Naprosto poškozuje dobré jméno naší země v Evropě. Chtěl bych také vyzvat Evropskou komisi, aby se zaměřila na český systém přidělování evropských fondů. Zdá se, že v České republice máme systémový problém s dodržováním pravidel a úředníci měří dvojím metrem.

  Jens Geier (S&D). – Frau Präsidentin, verehrte Kolleginnen und Kollegen! Es ist ja nicht das erste Mal heute, dass Mitglieder dieses Hauses sich gegenseitig die Schuld an Korruption bzw. die Duldung der Korruption oder die Behinderung von Korruptionsbekämpfung gegenseitig in die Schuhe schieben. Ich glaube nicht, dass ein solches Verhalten unsere Zuschauer auf der Tribüne oder im Internet sonderlich beeindruckt. Ich bin dafür, dass wir mal über systemische Probleme reden, und ich glaube, dass alle diejenigen Recht haben, die in dieser Debatte schon über die Probleme der Gemeinsamen Agrarpolitik geredet haben. Ich denke, dass die Flächenprämie – und das ist ja das wesentliche Instrument, mit dem landwirtschaftliche Betriebe heute gefördert werden – eben ein falsches Mittel ist und zum Missbrauch einlädt. Aus meiner Zeit aus der Haushaltskontrolle denke ich noch oft an die lustigen Diskussionen zurück, ab wieviel Bäumen auf einer Bergwiese man denn wohl nicht mehr von einer Weide reden kann, sondern vielmehr von einem Wald. Aber das nur nebenbei.

Ich glaube, dass, wenn bäuerliche Landwirtschaft dazu eingeladen wird, öffentliche Güter zu fördern – etwa Beiträge zu sauberem Wasser, etwa die Artenvielfalt zu schützen oder das Tierwohl –, dass wir dann den Missbrauch der GAP-Mittel deutlich erschweren würden und Oligarchen das Geschäft verderben.

  Ruža Tomašić (ECR). – Poštovana predsjedavajuća, sukob interesa i korupcija u nekolicini država članica česta su praksa kada je u pitanju korištenje sredstava iz europskih fondova. Pritom nam mora biti jasno da europski financijski instrumenti nisu jedini kojima se manipulira da bi se protupravno stekla korist, oni su samo dodatak nacionalnim sredstvima koja po istom principu završavaju u džepovima podobnih.

Ovakve se rasprave obično svedu na zaštitu financijskih interesa Unije. Važno je spriječiti da se krade europski novac na nacionalnoj razini. Mislim da pogrešno pristupamo tom problemu zato što nije važno istrijebiti korupciju samo kada se radi o europskim sredstvima, nego općenito. Moramo biti odgovorni prema građanima i zaštititi ih od nepotizma i korupcije, neovisno radi li se o nacionalnim ili europskim sredstvima.

EU mora pokazati da joj je stalo do ljudi, a ne samo do dijela novca.

  Tomislav Sokol (PPE). – Poštovana predsjedavajuća, drago mi je da imamo danas ovu raspravu jer je doista korupcija i sukob interesa veliki problem u Europskoj uniji danas. Procjene su da je trošak korupcije u europskom gospodarstvu otprilike 120 milijardi eura godišnje.

Međutim, i tu bih se složio s prethodnom govornicom, glavni problem nisu europski fondovi. Kad pogledamo analize, svega 2% sredstava iz europskog proračuna, odnosno iz kohezijske politike, je u tom smislu problematično, a veliki postotak toga su greške. Kada govorimo o nekakvim slučajevima korupcije, a radi se o europskim sredstvima, govorimo zapravo samo o promilima.

Puno veći problem je na nacionalnoj razini. Ja vidim da neki kolege žele da Europska unija ima još veće nadležnosti, kao što je moja prethodnica govorila, i da još više uđe u prostor nacionalne autonomije kako bi još više kontrolirala države članice. Ali ja ne mislim da je to način. Mislim da se države članice same trebaju pobrinuti za rješavanje svojih problema, a ne da Europska unija nameće određena rješenja, ali isto tako je i činjenica da su, kada govorimo o situaciji na europskoj razini, problemi iapk manji nego na nacionalnoj razini i zbog toga smatram da ova rasprava ne treba ići u smjeru da se iskoristi kao argument za smanjivanje sredstava iz europskih fondova. Jača kontrola da, sprječavanje korupcije da, ali kohezijska politika i fondovi su i dalje bitni za razvoj država članica i ne trebamo ih smanjivati.

  Clara Aguilera (S&D). – Señora presidenta, señor comisario, por supuesto, si algo justifica nuestro trabajo como miembros de este Parlamento, es que hay que acabar con todo tipo de corrupción —sin lugar a dudas— y hay que proteger los intereses de los ciudadanos —evidente—. ¿Quién va a cuestionar este tema? Ahora, no esperen que esté del lado del que pretende hacer un juicio general contra la política agrícola común. No estoy de acuerdo. Hay elementos de corrupción que hay que atajar, en esta o en otras políticas, en este fondo o en el otro, pero me niego a que se haga un cuestionamiento general de la PAC; desde luego, no cuenten conmigo.

La política agrícola común ha servido para mejorar la renta de nuestros agricultores; ha apoyado nuestros bienes públicos; también nuestra soberanía alimentaria y seguridad alimentaria; y ha llevado a la cohesión territorial de las zonas rurales y también a evitar la despoblación. Por tanto, me niego a ese juicio general; más bien vayamos todos a resolver esa corrupción. Y no metamos en este saco a Financial Times que, casualmente, es de un país que está imponiendo aranceles a nuestros productos agrícolas. Ojo con las informaciones periodísticas.

  Jorge Buxadé Villalba (ECR). – Señora presidenta, el Tribunal de Cuentas Europeo estima que el año pasado hubo un nivel de pagos irregulares del 2,6 %, incrementándose en un 0,2 % respecto del año pasado, lo cual quiere decir, teniendo en cuenta el nivel total de gastos, que estamos casi ya en los 5 000 millones de euros de pagos irregulares, unos cien euros por ciudadano europeo. Vayan ustedes a decírselo a sus votantes, yo lo haré con los míos.

El Tribunal de Cuentas constata, efectivamente, que, de esos fondos, fundamentalmente el nivel de pagos irregulares alcanza un 5 % en el ámbito de los fondos de cohesión y de los fondos de desarrollo rural, pero lo imputa fundamentalmente a la complejidad de las normas y de los criterios de elegibilidad, con lo cual la solución no pasa por imponer mecanismos de coacción a los Estados, sino por desregular, hacer más simples las normas, más claros los criterios de elegibilidad y en el caso en concreto de algunos países, como España, impedir que ese dinero se reparta por las regiones autónomas, como ha sucedido en Andalucía bajo el Gobierno socialista.

  Jorge Buxadé Villalba (ECR), respuesta de «tarjeta azul». – Sí, de forma muy sencilla. No estamos hablando aquí de la política agrícola común. Estamos hablando del destino y del destino correcto de los fondos que surgen de la Unión Europea. Y no quiero extenderme, especialmente en el mayor caso de corrupción que se ha descubierto en España, en concreto en Andalucía, en el ámbito de los llamados expedientes de regulación de empleo, en el que su Gobierno y su partido están implicados. Son cuestiones de orden nacional, pero evidentemente estamos hablando de fondos europeos, también en este caso, del Fondo Social Europeo para el empleo.

  Jiří Pospíšil (PPE). – Paní předsedající, já si myslím, že je velmi dobře, že zde na plénu hovoříme o finančních zájmech Evropské unie, konkrétně o penězích všech Evropanů. Toto téma, jak už zde bylo řečeno, je v tuto chvíli aktuálně spjato asi s největším střetem zájmů, který jsme kdy v Evropské unii řešili, a to je bohužel střet zájmů českého premiéra Andreje Babiše.

Já jsem velmi rád, pane komisaři, že nakonec, po určitém váhání, udělali odborníci Evropské komise auditní řízení a že jste tedy nakonec vydali rozhodnutí. Podle mého názoru je důležité, aby toto rozhodnutí bylo transparentní, aby bylo důvěryhodné a lidé věřili v argumenty, které v něm uvádíte. Protože Andrej Babiš ovládá média, má obrovský mediální dopad a samozřejmě prezentuje celou věc, jak zlí bruselští úředníci útočí na chrabrého Andreje Babiše. Proto je špatně, že ta závěrečná zpráva není veřejná, byť je konečná. Prosím, zveřejněte tuto zprávu, udělejte kroky k větší transparentnosti tak, aby občané Evropské unie znali oficiální argumenty a věřili v to, že Andrej Babiš neoprávněně čerpá evropské dotace a čerpá tak i jejich peníze. V České republice manifestují statisíce lidí a chtějí znát jasné odpovědi z Evropy.

  Tudor Ciuhodaru (S&D). – Doamnă președintă, Tudor Ciuhodaru este numele meu, Ciuhodaru. Sunt medic de urgență în Iași, România, și un vechi dicton medical Ambroise Paré l-a spus acum mai bine de o sută de ani, că este mai ușor să previi decât să tratezi. Cred că acest lucru este valabil și pentru corupție.

De aceea, onorată Comisie, onorat Consiliu, onorați colegi, când vom avea o agenție națională de integritate? În România am lucrat la acea lege în Parlamentul României și vă spun că poate fi luat drept exemplu de bune practici pentru a depista aceste cazuri potențiale, în mod util, și a le preveni. Și eu vreau toleranță zero față de corupție și vă spun astăzi că nu vorbim despre corupție de stânga sau de dreapta, mică sau mare, vorbim pur și simplu de corupție care ne ia banii europeni din infrastructură, din sănătate și din educație.

În al doilea rând, când vom asigura simplificarea accesării fondurilor europene − dacă tot vorbim despre fondurile europene − în așa fel încât aceleași reguli să fie egale pentru toți, aceleași pentru toți? Și dacă tot vorbim de politici agricole comune, când vor avea agricultorii din România acea subvenție precum cei din Franța? Pentru că să știți că sunt multe întrebări și multe nemulțumiri și multe dezamăgiri legate de faptul că aceleași reguli europene nu sunt valabile în toate statele.

Vreau și eu ca și dumneavoastră toleranță zero față de corupție și de aceea solicit Comisiei instituirea acestei agenții europene de integritate care poate fi soluția pentru conflictul de interese.

  Radan Kanev (PPE). – Madam President, the biggest problem with corruption and conflicts of interest is that they are compromising any and all other European policies and that they are endangering their tangible results. The problem is that corruption and conflicts of interest with European funds are deeply compromising the trust of people in the European institutions.

Let’s take the biggest, most important example in today’s European politics: the Green Deal and Just Transition. We’ve lived through transitions in Eastern Europe, and we know that no transition is fair if there is no strong rule of law, no strong justice and no strong prosecution. So the answer for the whole of Europe should be strong European prosecutors, strong European rules and strong European institutions – or we will have no Green Deal and no Just Transition.

  Maria Grapini (S&D). – Doamnă președintă, în primul rând mă bucur că, iată, președinta Comisiei CONT a venit aici cu o întrebare de clarificare și mă bucur că, și în răspunsul dat unuia dintre colegi, a subliniat că, de fapt, 95 % - 96 % din fonduri sunt corecte, pentru că aici ne ascultă toți cetățenii europeni și nu aș vrea să se creadă că toate fondurile europene sunt risipite și există corupție cu toate fondurile europene.

Însă, domnule comisar, vă apreciez sinceritatea. Ați spus că aveți nevoie să vă documentați pentru a da răspunsuri la o parte din întrebările, din cele relatate astăzi de colega noastră. Cred că sunt soluții. Conflictul de interese acum, când vorbim, nu este definit egal în toate statele membre și apar dezechilibre.

Apoi, trebuie să prevenim, așa cum s-a mai spus, și cred că lucrurile care s-au subliniat aici, anume: banii, de exemplu, pentru agricultori. Ani de zile, și în țara mea, am văzut că sunt dați și terenul necultivat. Trebuie dați celor care lucrează terenul și nu celor care au cumulat și țin terenul și îi exploatează pe ceilalți, până la urmă.

Apoi, trebuie să faceți o strategie antifraudă. Sigur că avem o strategie antifraudă, dar trebuie să îmbunătățiți mecanismele astfel încât, de la an la an, să diminuăm frauda și corupția pe fonduri europene și responsabilitatea este partajată și la nivelul statelor membre.

  Ondřej Knotek (Renew). – Madam President, I regret seeing that some colleagues are using this debate to generate national—oriented political attacks instead of having a serious and constructive discussion. For this I would advise them to go to their national parliament. However, let me contribute to the discussion in a factual manner, as the shadow rapporteur for the common provision regulation, also called CPR, and outline some planned future improvements in the use of the new fund.

CPR aims to establish a single rule book for the period 21-27, including enabling conditions, a key element for the control of Member States’ fund spending. Programmes funded by EU resources will have to respect enabling conditions and preconditions in order to achieve effective implementation. If conditions are not fulfilled, Member States will not be able to claim for the payment of their expenditures. On top of that, besides enabling conditions, CPR new rules require to measure the performance of the funds. For example, the Member States will have to conduct a mid—term review. So there are tools.

  Clare Daly (GUE/NGL). – Madam President, the story here isn’t actually about a few bad apples robbing EU funds and the need for the Commission to do more. The problem is actually the system itself.

Now, of course I have no difficulty in acknowledging the corruption exposed in the recent CAP subsidies scandal in the likes of Hungary and Bulgaria. I’ve actually spoken about the corruption in Bulgaria on numerous occasions in committee here.

We have to get real. We can’t, on the one hand, come in here and talk about corruption and then agree to, for example, the lifting of the CBN. We can’t go on about tackling crime and corruption and invite individuals like Bulgaria’s disputed Mr Geshev, the state prosecutor, in here.

But I think the biggest scandal about the CAP subsidies is that, when journalists started asking questions, they were blocked by the Commission itself: stonewalled and not allowed to get information. This is a EUR 58 billion programme. It should be open to scrutiny. And when the Commission doesn’t allow itself to be open to scrutiny and transparency, it too is complicit.

  Bogdan Rzońca (ECR). – Pani Przewodnicząca! Jest jakiś procent ludzi, którzy oszukują, ale nie oszukują wszyscy i tu się zgadzam z panią Moniką Hohlmeier. Jest taki problem – bywa, że oszuści nabywają ziemię przez oszustwa, a później także przez oszustwa otrzymują dotacje. I to musimy wziąć pod uwagę, tak po prostu jest. Nie robią tego wszyscy, robi to część, mały procent, ale to właśnie ten procent musimy zwalczać. Moje pytanie – i prośba – są takie: czy byłaby wola, tu w Parlamencie, żeby wszystkie instytucje Unii Europejskiej podjęły problem zwalczania korupcji w obszarze obrotu ziemią w każdym z krajów Unii Europejskiej? Niech powstanie raport, jak wygląda obrót ziemią we wszystkich krajach Unii Europejskiej. Polska ma na to dobrą ustawę i nam się udało zabezpieczyć kraj przed oszustwami związanymi z nieuczciwym obrotem ziemią. U nas oszust nie kupi ziemi.

  Mick Wallace (GUE/NGL). – Madam President, the recent New York Times report on the abuse of CAP subsidies is damning and undermines the trust and governance of CAP subsidies and how the funds are spent.

The report reveals that CAP subsidies underwrite European oligarchs, mobsters and far-right populists. The report also showed that some national leaders used the money to enrich friends, political allies and family members, and yet the current CAP reform proposals want to give national governments more power and flexibility over how CAP money is spent.

Only yesterday, the Irish agriculture minister, Michael Creed, put internal convergence on hold for the transition period of CAP. It means that he’s going to direct payments away from farmers with the lowest per-hectare values in favour of rewarding those with the highest values per hectare. It’s state-organised malpractice and EU citizens have a legitimate expectation to be treated equally.

What is the Commission going to do? Are they going to allow Member States to behave abysmally like this?

  Franc Bogovič (PPE). – Gospa predsednica, obravnavamo zelo resno temo, kajti korupcija je rak demokracije. In če se ta korupcija zaleze na področje črpanja evropskih sredstev, je še toliko bolj problematična, kajti v tem primeru so ljudje upravičeno zaskrbljeni, žalostni, jezni.

Če pa se, to kar se dogaja, je bilo danes pojasnjeno. Majhen delež je tistih subvencijskih vlog, kjer se obravnava ta korupcija. Zdaj je treba tiste, ki se jih najde, kaznovati in to enostavno dati z dnevnega reda. Ne smemo delati na takšen način, kot je slovenski rek, da če želiš imeti en zrezek, ne greš v hlev ubit krave, ampak kupiš ta zrezek. Tako moramo tudi mi poiskati takšne, pa naj bodo to Babiši, Orbani ali kakorkoli se pišejo in kmetijsko politiko narediti po meri evropskih ljudi.

Komisar Howard je predlagal capping, zgornje omejitve, podporo majhnim kmetijam, tudi ciljem, ki jih je treba postaviti, tako da v tej smeri moramo poiskati rešitve.

  João Ferreira (GUE/NGL). – Senhora Presidente, não está em causa a necessidade de uma correta aplicação dos Fundos Estruturais, de Coesão e da política agrícola comum. Não está em causa a necessidade de combater a corrupção e os conflitos de interesses na aplicação destes fundos. Mas compreenderão que nos questionemos sobre a oportunidade deste debate e sobre as motivações que lhe estão subjacentes.

É que é no momento em que alguns querem cortar no orçamento, precisamente nestas duas áreas, na coesão e na agricultura, para os próximos sete anos, que este debate tem aqui lugar. Aqueles que são já hoje os maiores beneficiários da integração, do mercado único, das políticas comuns, do euro, querem ser também maiores beneficiários do orçamento.

Uma lógica que está presente também na proposta para a chamada capacidade orçamental da zona euro que foi discutida no Eurogrupo. Uma lógica dita de justo retorno, que é tudo menos justa, que acentua desigualdades e divergências entre Estados, que acentua os benefícios de uns à custa do prejuízo de outros, que faz com que, para uns ganharem em toda a linha, outros tenham de perder em toda a linha. E era isto, era sobretudo isto, aquilo que devíamos estar aqui a discutir.

  Johannes Hahn, Mitglied der Kommission. – Frau Präsidentin, meine Damen und Herren! Zunächst möchte ich mich bei all jenen bedanken, die von Anbeginn an dieser Debatte teilgenommen haben. Ich sage das bewusst, weil das einzige Mitglied im Haus, das sich über die leeren Ränge beschwert hatte, unmittelbar nach seiner Wortmeldung selbst gegangen ist. Das nur der Vollständigkeit halber.

Zweitens: Danke auch für die Richtigstellung von der Frau Vorsitzenden, was die error rate anbelangt. Wir möchten das nochmals in Erinnerung rufen: Wir haben eine sehr niedrige error rate, und innerhalb dieser error rate sind, wenn man die error rate als 100 % nimmt, 98 % Irrtümer, und ein ganz kleiner Prozentsatz ist wirklich Betrug. Auf das möchte ich ganz besonders hinweisen und es betonen.

Ich bedanke mich aber auch heute für die sehr umfassende und generelle Debatte, die hoffentlich auch in die regulatorischen Diskussionen um den nächsten Finanzrahmen einfließen wird, wie man den Bereich conflict of interest weiter entwickeln kann, wie man in der Landwirtschaft eine stärkere Treffsicherheit erzielen kann. Ich glaube, etwa die Ausführungen vom Herrn Abgeordneten Dorfmann sind durchaus richtungsweisend. Ich möchte das noch ergänzen um etwa den Punkt, dass wir heute einen Trend sehen, dass große Einzelhandelsketten selbst Agrarflächen erwerben, dort Agrarprodukte erzeugen und somit eigentlich eine Wertschöpfungskette vom Anbeginn bis zum Ende erzeugen und hier, ehrlich gesagt, in Wettbewerb zu den tatsächlichen Landwirten treten.

Was den unmittelbaren Anlassfall anbelangt, möchte ich nochmals darauf hinweisen: Wir haben hier als Kommission schnell reagiert, sind mit Audits vor Ort gewesen und haben jetzt aber die Aufgabe, im Rahmen unserer gesetzlichen Bestimmungen und Bedingungen zu handeln, und die sind vorgegeben. Und wenn wir als Europäische Union – das Parlament, die Kommission – rechtsstaatliche Defizite orten, dann sind wir aber auch die Ersten, die gefordert sind, die rechtsstaatlichen Prinzipien auf Punkt und Komma einzuhalten. Daher bitte ich um Verständnis, wenn in den aktuellen Regeln Vertraulichkeit vorgesehen ist, wenn in den aktuellen Regeln ein bestimmter Prozessablauf vorgesehen ist, dass das Gegenüber auch reagieren kann et cetera, dann dauert das seine Zeit. Wenn man mit diesen Regeln nicht einverstanden ist, dann kann man sie ändern. Aber gegenwärtig bin ich gezwungen, mich an diese Regeln zu halten, und werde das auch tun.

Ein letzter Hinweis: Die Europäische Staatsanwaltschaft wird ihre Aufgabe im November 2020 aufnehmen und kann daher gegenständlich noch nicht herangezogen werden.

  István Ujhelyi (S&D), írásban. – Lánczi András, az Orbán-kormány és a Fidesz – súlyos közpénzekkel támogatott és abból fenntartott – hátországát jelentő Századvég Alapítvány elnöke meglehetősen őszinte elszólást engedett meg magának egy korábbi interjújában, amit egy szintén közpénzekkel kitömött kormánypárti napilapnak adott. A főtanácsadó úgy fogalmazott: „amit korrupciónak neveznek, az gyakorlatilag a Fidesz legfőbb politikája”. Ennél egyszerűbben, őszintébben és hitelesebben nem lehet összefoglalni mindazt, ami Magyarországon zajlik.
