The Council decided on 22 July that further consideration would be given to the possible designation of the illegally armed groups as terrorist organisations. No decision has been taken to list these groups as terrorist organisations so far.

The Council may consider a proposal by any Member State to include a person, group or entity in the list of persons, groups or entities involved in terrorist acts where a competent authority has taken a decision to investigate or prosecute the person, group or entity for a terrorist act, an attempt to perpetrate, participate in or facilitate such an act, or has taken a decision to condemn such deeds(1).

On 25 July 2014 the so-called ‘Lugansk People’s Republic’ and the so-called ‘Donetsk People’s Republic’ were added to the list of entities subject to restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine, and an asset freeze was imposed on them(2). The EU imposed an asset freeze and visa ban on separatist leaders of the so-called ‘Donetsk People's Republic’ and the so-called ‘Lugansk People's Republic’. In particular, it imposed these restrictive measures against Igor Girkin/Strelkov on 29 April, against Igor Bezler on 12 May, against Nikolay Kozitsyn and against Alexander Borodai on 12 July. In addition, some persons associated with Igor Girkin/Strelkov (Pavel Gubarev, Fedor Berezin, Serhii Zdriliuk) were listed on 25 July 2014.
