 Subject:  Garoña power plant
 Answer in writing 

On 2 June of this year, after being fined more than EUR 18 million by the National Commission on Financial Markets and Competition (Comisión Nacional de los Mercados y la CompetenciaCNMC) for unilaterally shutting down, without authorisation, in December 2012, Nuclenor, the company operating the Garoña power plant, submitted a new request for the renewal of its operating licence to the Nuclear Safety Council (Consejo de Seguridad NuclearCSN), seeking to continue operating the aforementioned nuclear power plant for another sixteen years. In the event that this operating licence is granted, this would mean that the power plant would remain in service until 2032, meaning that it will have been in operation for a total of 60 years.

— Does the Commission feel that extending the working life of a reactor to 60 years is sustainable?

— Is the Commission aware that the renewal process for the operating licence for the Garoña nuclear power plant does not comply with the public consultation processes established in both the Espoo Convention and the Aarhus Convention?

— Does the Commission know that, since 1999, no operating licences have been granted in Spain for a period of more than 10 years, but that, surprisingly, this good practice, as it was called by the IAEA, may be unnecessarily changed so as to meet the demands of the company operating the Garoña power plant?
