 Subject:  Issues relating to Taranto-Grottaglie ‘Marcello Arlotta’ Airport
 Answer in writing 

Paragraphs 9 and 17(d) of Communication 2014/C 99/03 from the Commission provide for an aid scheme to help airports with passenger traffic of less than 700 000 per annum, while Article 19 of Regulation (EC) No 1008/2008 sets out the fair traffic distribution between airports. In accordance with paragraph 7 of Commission Decision C (2007) 1404 (‘State Aid No 55/2007’), a sum of EUR 4 659 325 is allocated to airlines seeking to operate out of Taranto-Grottaglie ‘Marcello Arlotta’ Airport and open up new flight routes (lots 22 and 23). The decision promotes links with impoverished regions, and the investments made into opening up these new routes should boost the economy of Taranto and the whole Ionian coast.

In light of the above, can the Commission:
1. Launch an investigation into how Aeroporti di Puglia (AdP) has used these funds?
2. Put pressure on the Italian Government to revoke Convention No 40 of 2002 owing to a clear conflict of interest, since AdP is in charge not only of the region’s airports, which need to be kept in competition with each other, but also of the procedures for allocating the grants (pursuant to paragraphs 20 and 25 of Commission decision C (2007) 1404)?
3. Put pressure on the Italian Government to promote genuine competition and transparency in the management of ground handling services?
