Introduction of minimum wage in Germany

On 1 January 2015 Germany will be introducing a legal minimum wage, which will apply to the transport sector among others. It is not long now until the new scheme is introduced, and it is still unclear how it will be implemented and what its scope will be. I should therefore like to ask the Commission to clarify the European framework for introducing this minimum wage:

International hauliers who are not established in Germany, but do have to comply with the new minimum wage legislation, are required to register with the German authorities.

2. Does the Commission consider it reasonable to require that the registration documents be lodged with a German subsidiary company (which has to be set up), or with an official representative resident in Germany? If so, why?
