First proposals of Spanish programmes were submitted to the Commission on July 2014; observation letters were issued between September and October 2014. Presently, all regions mentioned by the Honourable Member sent their replies, and the services of the Commission and the Spanish authorities are involved in bilateral dialogue. The purpose of this dialogue is to enable the Commission to approve rural development programmes of quality that comply with Community regulations.

The approval of any Rural Development Programme is currently dependent on the revision of the Multiannual Financial Framework, the adoption of Amending Budget No 2/2015(1) and the subsequent adoption of a Delegated Act amending Annex I of Regulation 1305/2013(2) which is foreseen by the end of May.
