Extending existing rules on carrier's liability to intra-Schengen flights would allow Member States to impose an obligation on carriers to carry out systematic checks in the territory of another Member State on crossing the internal borders similar to those which only travellers on flights crossing external borders of the Schengen area are subject to; this would be incompatible with Title III of the Schengen Borders Code.
