ILVA and infringements of EU legislation

Question for written answer E-013729-15
to the Commission
Rule 130
Rosa D'Amato (EFDD)

Following the death of Alessandro Morricella, an ILVA worker, after he was hit by jet of molten iron in blast furnace No 2 in Taranto, the local court ordered the closure of the plant and cessation of its activities.

Driven by concerns that, with blast furnace No 2 out of action and only blast furnace No 4 in operation, ILVA would not have the necessary generating capacity and technical resources to continue, the Government has adopted the legislative provisions necessary to prevent the plant being closed down for infringements of safety and health regulations, effectively allowing it to remain operational regardless of the level of risk to workers.

In this way, the Italian Government is infringing Council Directive 89/391/EEC of 12 June 1989 on the introduction of measures to encourage improvements in the safety and health of workers at work and the elimination of risk and accident factors and Directive 89/654/EEC of 30 November 1989 concerning minimum safety and health requirements for the workplace.

In view of this:

Can the Commission indicate how it intends to stop this umpteenth infringement of European legislation and human rights and what action it will take to prevent employees being forced to work without proper protection?
