 Subject:  Funding for Israeli military and homeland security companies
 Answer in writing 

In accordance with rules drawn up by the Council of the European Union, Parliament and the Commission, funding for projects under Horizon 2020 can only be drawn down for research that will be applied for civilian purposes only. Nevertheless Israeli arms companies have benefited nearly EUR 80 billion from EU expenditure.

ISERD published a document announcing that the EU had already approved 205 projects (EUR 452.3 million) with Israeli participation within the Horizon2020 research cycle. Participating companies include: Elbit Systems Ltd (EU Flysec projects partner and an accomplice to Israel violations of international law and war profiteer), Israel Aerospace Industries (providing equipment used in Israel’s illegal Wall and has supplied drones to Israel that were used in attacks against civilians) and Technion — Israel Institute of Technology (conducts a wide variety of research into technology and weapons used to oppress and attack Palestinians and is coming under increasing scrutiny from academics concerned with its involvement in and collaboration with the Israeli military and Israeli arms companies).

As one of the Horizon2020’s rapporteurs I would like to ask you:
1. When will the Commission take steps to exclude Israeli military companies from participating in EU research frameworks?
2. When will the Commission apply restrictive measures on Israel, including the suspension of the Association Agreement?
