E-016054/2015(ASW)
Answer given by Ms Bulc on behalf of the Commission
Question reference: E-016054/2015

The Port of Felixtowe is an integral part of the TEN-T North Sea-Mediterranean Core Network Corridor, as provided in Annex 1 Part 1 of the regulation (EU) No 1316/2013 establishing the Connecting Europe Facility (CEF)(1). As per definition of a ‘cross-border section’ provided by the CEF Regulation, the Port of Felixtowe is a cross-border section if it is successfully demonstrated that it ensures continuity of a project of common interest between the nearest urban nodes on both sides of the border of two Member States or between a Member State and a neighbouring country.

There is a clear and elaborated definition of the ‘European added value’ in the TEN-T Regulation (EU) No 1315/2013(2), Article 3 (d). The first CEF Call of Proposals were over-subscribed three times, leading to an exceptionally keen competition, as a result of which a high number of some very good projects had to be rejected. Only those projects that met the objectives of the TEN-T and above all demonstrated, by reference to improvements in efficiency, sustainability, competitiveness or cohesion, high additionality to and improvement of transport connections were recommended for funding.
