 Subject:  VP/HR — Israel's separation wall in Palestine: legality of EU funding of security firm Elbit
 Answer in writing 

Israeli NGO B'Tselem informed us of Israel's plan(1) to resume the building of its illegal separation wall in the occupied Palestinian territories, after residents found posters announcing the intention to seize large swathes of land for construction of the wall. Despite repeated statements by the EU Council opposing Israel's wall, which is illegally annexing a significant part of Palestinian territories, nothing seems to stop the Israeli Government.

However, we are all the more concerned to know that European taxpayers' money is being used, under the EU Horizon 2020 programme, to fund the very company that is in charge of the surveillance systems of the wall: Elbit Systems.

1. What human rights due diligence practices are in place for Horizon 2020's funding of Elbit Systems?

2. How does the High Representative effectively combine the provisions of the EU Business Advisories endorsed by the EU Council in 2013, advising against doing business in the Israeli settlements, and the fact that the EU is funding the leading security company of the separation wall — a wall which seizes Palestinian agricultural land, isolates Palestinian villages, bridges illegal Israeli settlements and, clearly, violates international law and jeopardises the two state solution?
