 Subject:  Mistreatment of animals at the Peropalo Festival in Spain
 Answer in writing 

World Animal Protection is currently focusing on the mistreatment of animals at the Peropalo Festival in the Spanish town of Villanueva de la Vera. At this festival a donkey is led through the narrow streets of the town, surrounded by drunken people firing firearms in the air, drumming and ringing cowbells. On video recordings from earlier festivals the donkey is repeatedly seen to collapse, and it is uncertain whether this is from exhaustion or because of being violently pushed and shoved. Photos and video recordings from past festivals show very clearly that the animal is stressed.

With that in mind:
1. Is the Commission aware of the use of live animals at the Peropalo Festival?
2. Does the Commission take the view that the issue of how live animals are treated at the Peropalo Festival comes under Article 13 TFEU?
