 Subject:  VP/HR — Referendum in Tajikistan and the EU's reaction
 Answer in writing 

Tajikistan will hold a referendum in May 2016 on constitutional changes that would give unlimited presidential terms to President Imomali Rakhmon, who has been ruling the country since 1994. A repressive political environment, together with a poor economy, is a cause of frustration among Tajik citizens, and makes them prone to the propaganda of radical movements. The number of Tajik fighters in ISIS ranks keeps growing (estimated at 2 000), which consequently poses a threat to the security the EU Member States.

1. What discussions, if any, has the VP/HR had with the Tajik authorities on the referendum?

2. What pressure has the EU exerted on the Tajik authorities to cancel the planned referendum?

3. Does the VP/HR consider the referendum to be sufficient grounds for jeopardising Tajikistan’s Generalised System of Preferences (GSP) status?
