 Subject:  Uncompensated losses for agriculture in the Baltic region
 Answer in writing 

Despite all the measures introduced by the Commission to tackle the crisis in the agricultural sector, prices are still falling and farmers continue to suffer serious losses caused by the Russian embargo and global market fluctuations. The estimated total amount of uncompensated losses for the period from August 2014 to August 2016 in Latvia’s dairy sector are EUR 96 million and EUR 24 million in the pigmeat sector.

1. What further targeted direct support is the Commission planning to provide for farmers in order to cover the uncompensated losses and to prevent a mass bankruptcy of Baltic agricultural producers?

2. What measures will the Commission take to provide effective means of financing and refinancing of existing loans in order to rebalance the cash flows of individual farmers and cooperatives, and the possibility of using leasing facilities in a reasonable manner, as well as abolishing the bureaucratic obstacles within the rural development program among others?

3. What measures will the Commission take to improve the market intervention mechanism and to create the EU-wide instruments for export credits and further support farmers to find new export markets?
