E-002357-16
Question for written answer E-002357-16
to the Commission
Rule 130
Marlene Mizzi (S&D)

Subject:  Follow-up question on foie gras production
 Answer in writing

In my Written Question E-014037/2015, I asked the Commission to clarify how it is monitoring the enforcement of the existing EU animal welfare legislation in relation to foie gras production.

In its answer, the Commission stated that only two audits were carried out by the Food and Veterinary Office (FVO), one in 2011 (one farm in Hungary) and the other in 2012 (on two farms in France). Both audits reported checks on only part of the 1999 recommendations of the Council of Europe, but, even within this limited scope, a lack of compliance on several points of the recommendation — and evidence that the French authorities did not consider the recommendation as legally binding — emerged.

If the FVO inspections on three farms in total were the only actions undertaken by the Commission since 1999, it would mean that there has been almost no interest by the Commission in monitoring and promoting the enforcement of the existing EU animal welfare legislation in relation to foie gras production.

Can the Commission clarify whether any action or measures have been taken since 1999 to ensure the enforcement of the existing animal welfare legislation in relation to foie gras production throughout the EU?

How has the Commission ensured that the problems reported by the FVO have been resolved?
