As stated in the Single Market Strategy(1), the Commission is committed to a more consistent and efficient enforcement policy to improve Member States' compliance with Single Market rules. To do this, the Commission relies on the Better Regulation guidelines and as a follow-up of the Single Market Strategy will deepen its partnership with Member States through implementation plans for major new legislation, compliance dialogues with Member States and the possible development of a data analytics tool to improve the monitoring of Single Market legislation. The Commission will also step up its efforts to carry out systematic compliance checks of national legislation.

In the area of services, the Commission intends to improve the enforcement of the Services Directive(2) through a more efficient notification procedure of national regulations, thereby improving transparency and allowing effective preventive action. To that end, the Commission plans to present a legislative proposal before the end of 2016.

The Commission will also address shortcomings in the application of mutual recognition with an action plan aimed at increasing awareness of the existence and application of the mutual recognition principle and by the revision of Regulation (EC) No 764/2008(3) in 2017.
